It’s an exciting time of the year as preparations are well underway for the Sensational Springvale Mayoral Charity Dinner on Friday 9 November. I invite you to join me for a wonderful night with all proceeds from the evening supporting a number of worthy charities. Turn to page 7 to find out more. Every October we celebrate the Seniors Festival, with a range of events planned as part of this year’s festivities from 2–14 October. See page 7 for further information.

We are very proud of our vibrant arts scene in the City of Greater Dandenong, and this month we will celebrate the opening of the Home exhibition at the Walker Street Gallery on 18 October. Learn more about this wonderful exhibition, which features works by artists with asylum seeker and refugee backgrounds, on page 9. A number of performances, events and classes will be held at the Drum Theatre and Heritage Hill this month, and you can find out more about what’s on offer on page 13.

This month we are also expecting to hear whether the Team 11 bid has been successful, following Team 11’s recent submission of its final proposal to Football Federation Australia. Read more about this latest development on page 6. My City Have you visited Dandenong’s Indian Cultural Precinct recently? This vibrant part of our city is bursting with life and colour and features three large scale public artworks near Halpin Way and Mason Street that celebrate the Indian and subcontinent flavour of the area. Springvale Precinct takes shape The Springvale Community Precinct development is moving full steam ahead, with stage two works of this $50.4 million project now taking shape. Stage two will include construction of the new library and community hub to create a world-class community facility that will provide a variety of learning, leisure and cultural opportunities. It will include construction of a modern state-of-the-art library, flexible community meeting spaces, and ample parking. Outdoor green spaces will be landscaped to allow for a range of passive and active recreation uses, community events and social gatherings. The stage two works commenced in June and are progressing well, with refurbishment of the supper room at Springvale City Hall due to be completed

by early 2019, and the new access road from Grace Park Avenue expected to be finished this month. Stage two is due for completion by July 2020. Stage one of the project was completed last year and involved the redevelopment of the Springvale City Hall. Greater Dandenong Mayor Cr Youhorn Chea said the project was one of the biggest capital works projects ever undertaken by Council, and had been part-funded by a State Government grant. “This redevelopment will provide our community with world-class community facilities that will provide the ideal setting for learning, playing and relaxing. I have no doubt that this precinct will become the new heart of Springvale,” Cr Chea said.

World-class facilities at Tatterson Park The opening of the new synthetic soccer pitch follows the construction of the state-of-the-art Ian Tatterson Pavilion, which was completed earlier this year. This premier sporting reserve’s $11.6 million transformation is one of the biggest capital works undertaken by the City of Greater Dandenong and caters for everything from grass roots sports right through to elite level competition.

The new state-of-the-art Tatterson Park Community Sports Complex at Keysborough is kicking goals with the local community. The sporting reserve’s brand new synthetic soccer pitch will open this month, with bookings to the wider community.

Designed to FIFA standards with full pitch lighting, the new pitch will provide sporting groups and community users with an all-weather playing surface. With the option of a full length or two five-a-side pitches, this versatile facility will provide sporting clubs and casual users with a year-round, high standard playing surface regardless of the season or weather.

► Lightwood Ward I am so pleased to see work progressing well on the Springvale Community Precinct. The library redevelopment is the second stage of this exciting capital works project being undertaken at the site of the old Council offices in Springvale Road. Not only will this stage include the construction of a wonderful new state-of-the-art library, there will also be new meeting spaces, parking and landscaped outdoor spaces. It’s wonderful to see that work is moving along nicely with the excavation of the site and we anticipate that stage two will be completed by mid-2020. Once completed, this new library is going to be a highly valued community asset. Our wonderful libraries provide a wide range of reading, educational and leisure resources and services to the community, and this includes our language and literacy program.

► Silverleaf Ward Residents of Silverleaf Ward are set to benefit from a number of improvements to be undertaken this financial year as part of Council’s 2018–19 Budget. Work is now well underway on the installation of 10 new CCTV cameras in the Brady Road shopping centre. The cameras are being installed on light poles along the shopping precinct, the rear laneway and the car park across the road. Once complete, the vision will be able to be viewed by Council and Dandenong Police in real time, which will no doubt help deter antisocial and criminal behaviour.

The Greater Dandenong community is the most diverse community in Australia. That is why programs such as this are so important to our local residents, helping them to learn English, improve their reading, writing and literacy, obtain further study and employment information and develop lifelong skills. Another wonderful service that helps newly-arrived community members to settle is AMES Australia which, over the years, has played a significant role in helping with a broad range of settlement, English language and employment services. Cr Zaynoun Melhem criminal and anti-social behaviour, and that the more activity you have in an area the less street crime you have. What CCTV does is improve perceptions of safety – it draws people into these areas, because people feel safer, and in turn helps to reduce crime. In other news, a new pedestrian crossing and refuge will be installed in Bakers Road, Dandenong North, outside the Aged Care Home and Community Health Centre, and I’m pleased to say that planning of this project is now underway.

The City of Greater Dandenong currently has more than 100 CCTV cameras operating as part of its Safe City CCTV program, which has been in place since June 2016. Cameras are located in all three principal activity centres in the city.

Furthermore, stage two improvements at the Rosswood Tennis Club in Dandenong North are expected to be undertaken early next year. Stage one was undertaken last year and included the resurfacing of three tennis courts with a new plexipave surface. Stage two will involve the resurfacing of the remaining three tennis courts with synthetic grass.

Have your say The City of Greater Dandenong is inviting community members to provide input into the development of Council’s 2019–20 budget. Council is beginning the process of planning for next year’s budget and we are asking community members to tell us what they would like to see included. Council’s annual budget enables it to deliver a vast range of services and fund community facilities and infrastructure, including buildings, roads, waste services, parks and community facilities, libraries, youth and family services, health services and economic development. Community members are invited to have their say on what they would like included in the 2019–20 budget. There are a number of ways to get involved and provide input: ► OurSay

A-League bid one step closer chance to secure a third Melbourne team

Team 11 was one of only eight other bids to make it to this final stage of bidding and had until August 31 to submit its final proposal. An announcement on whether the bid has been successful is expected this month.

The overall vision for Team 11 involves the development of a stadium in central Dandenong, and the development of an administration and training facility at Casey Fields in Cranbourne East.

The south east region of Melbourne is one of the fastest growing areas in Victoria and is home to over 1.5 million people, more than 100 clubs and 22,000 registered players, making it the perfect base to attract fans for the club and to scout local talent.

Team 11 has submitted its final proposal to Football Federation Australia as part of its bid to bring an A-League and W-League franchise to the south east of Melbourne.

Community transport review update The City of Greater Dandenong understands the impact of social isolation on the wellbeing of the most frail members of our community. One of the ways in which Council aims to alleviate social isolation and foster community connection is through the provision of community transport to take our more frail residents shopping, to the library, to seniors clubs and other social events – activities they may not otherwise be able to participate in without community transport to take them there. Council is currently reviewing its Community Transport Service to

ensure that we are meeting the needs of our community. We have already undertaken a Community Transport survey of residents and have received more than 450 responses. Council would like to thank everyone who took the time to respond. The next stage will be a forum of all community transport providers in late October where the results of the survey will be discussed and analysed. Our aim is to develop options for a better coordinated local community transport system that will be tested through further community consultation in November. Seniors Festival Seniors in the City of Greater Dandenong are invited to get social as part of this year’s Seniors Festival events. Now in its 36th year, the festival will kick off on 2 October with a full program of 129 events to be held across the city until 14 October. There will be a wide range of fun and engaging activities that celebrate and promote a positive attitude to ageing. A special feature of this year’s festival is a crossover with the annual Children’s Festival, giving grandparents the opportunity to join with the youngest members of their extended families for some family-friendly fun that will encourage cross-generational bonding.

Mayoral Charity Dinner Greater Dandenong Mayor Councillor Youhorn Chea is inviting community members to join him for the Sensational Springvale Mayoral Charity Dinner on Friday 9 November. Cr Chea said the charity dinner would be an evening of great food, live music, dancing, raffles and entertainment, with all proceeds supporting a number of local organisations including the Springvale Benevolent Society, Friends of Refugees, Life Without Barriers and Springvale Ethnic Chinese Elderly Caring and Friendship Association.

Sustainability Awards

A Keysborough school is leading the way with its commitment to environmental sustainability. In March this year, Cornish College was announced the winner of the Sustainable Community Category as part of the Greater Dandenong Sustainability Awards for its innovative EcoCentre. Built with local materials with an emphasis on low ecological footprint, the EcoCentre gives students the opportunity to learn and create in an outdoor environment, and build their knowledge base around sustainability, flora and fauna, food production, horticulture and waste management.

Declutter workshop

The EcoCentre features a nursery, flower, vegetable and native plant propagation garden, aquaponics system, chicken, duck and guinea fowl enclosures, composting zone and bee hives. Individuals, schools, businesses and community groups that are helping to make Greater Dandenong a more sustainable city are encouraged to enter the 2019 Greater Dandenong Sustainability Awards. The awards, which will be in their fifth year, recognise leadership in sustainability, and identify champions in the community whose achievements can be seen and adopted by others. Climate change The City of Greater Dandenong is committed to working towards a sustainable future with a vision to become one of the most sustainable cities in Australia by 2030. As part of this commitment, Council is working to ensure that it is prepared for climate change and its impact on the community and will develop a Climate Change Strategy and Action Plan by 2020 to help Council respond to this change and guide its decisionmaking into the future. The City of Greater Dandenong recognises that everyone has a role to play in reducing our impact on the environment and preparing for climate change.

So, what is climate change? Increasing carbon emissions have led to rapid global warming over the last century, which in turn has had an effect on our climate and resulted in climate change related issues, such as extreme weather events including flooding and heat waves. Over time, climate change has the potential to impact many of the basic elements of life, such as access to water, food production, health and wellbeing, use of land and biodiversity. Reducing the risks of climate change will require all levels of government and the community to work together to not only reduce existing carbon emissions but to also prepare and adapt to its future impacts. The development of a Climate Change Strategy and Action Plan will help the

HOME exhibition The six artists selected this year include three with Hazara Afghani cultural backgrounds, one from Tibet, one from Egypt and another from Iran. This year’s exhibition will feature paintings from Tadros Hanna, photographs from Zia Atahi, masks in the Tibetan Buddhist tradition by Lobsang Dhoyou, pyrography by Mirwais Janbaz, installation art works by Adelaide-based Elyas Alavi and prints and drawings from Amir Tehrani Homa.

Artwork created by artists from across Australia with asylum seeker and refugee backgrounds will be showcased at the Walker Street Gallery this month as part of the Home exhibition. The exhibition will feature works created by six artists with each artist awarded $1000 by the City of Greater Dandenong to create art work for the exhibition. Home aims to recognise and nurture the talents of refugee and newly-arrived artists and provide them with opportunities to develop professional pathways to working in the creative sector. The exhibition also creates a space for these artists to meaningfully participate in their new country, their new home.

Born in Kabul, Afghanistan, Mirwais Janbaz (pictured left) became a refugee in Pakistan due to the war. An artist since childhood, he started working with the pyrography technique nine years ago. “I was inspired by nature because I was thinking about friendship and love. I (was) inspired because nature is free. I was also thinking and asking the question from myself that why we humans do not exist to be like nature?” he said. “I arrived on April 2018, almost 4 months (ago), within this short time I feel lucky to (be) selected as a finalist, and I am really thankful to the Walker Street Gallery for all the co-operation and helping the artists.” Sponsored by IKEA Springvale, Home will open on Thursday 18 October at 6.30pm and will run until 24 November.

Advocating for people seeking asylum The City of Greater Dandenong is advocating for the Federal Government to continue supporting people seeking asylum via the SRSS (Status Resolution Support Service) payment and associated services. Cuts to the program mean the majority of people seeking asylum who are deemed job ready will be left without any income or case management support. This will leave hundreds of families poverty-stricken and unable to provide for themselves. Council is concerned that the cuts could lead to a rise in homelessness, crime, mental illness, hospital admissions and pressure on already stretched material aid and emergency relief services. Greater Dandenong advocacy initiatives so far include: ► Initiating

Making a differencE There are many opportunities for young people to become involved in volunteering in the City of Greater Dandenong. Just ask Dandenong resident Muzammil Raza, 20, who has already gained valuable voluntary experience with a number of organisations. Muzammil is a former City of Greater Dandenong Young Leader who has volunteered with Monash Medical Centre, Cricket Australia and VicHealth. He said volunteering had helped him to enhance his communication, time management and leadership skills and to find his field of interest. “Young people bring in positive energy, unique solutions to the issues and the passion to learn new things. They can use volunteering to explore the range of different opportunities that the world has to offer,” Muzammil said.

Volunteering is a wonderful opportunity for young people to gain valuable experience and develop skills that they can include in their resume whilst helping them to feel connected to their community. Children’s Forum The forum gives children the opportunity to provide feedback to Council on the things that are most important to them. Last year, about 55 children aged 8–12 years participated and were able to work together and provide their ideas for the future of the city.

As part of the forum, the children can take part in workshops and conversations across a range of topics, including parks and playground design, library programs and spaces, children’s workshops and activities and childfriendly public spaces. Feedback and ideas provided by participants are used by Council to support programs and planning across Council’s services.

The tournament is open to young people aged 12–25 years and will include U14, U16, U25 female and U25 male divisions. It will be held on Friday 5 October from 9am–5pm at JC Mills Reserve, 176–188 Cleeland Street, Dandenong. Family fun at the Drum Theatre LOOP Tuesday 2 October, 10.30am [SUB]URBAN project brings LOOP to Drum Theatre for little dancers this month. Previously shown at Arts Centre Melbourne, LOOP is a dance performance with no narrative or characters, just movement, music, rhythm and play. LOOP’s initial impetus (and the very fabric of the work) come from the instinctual physical actions of children, gleaned through a series of creative dance workshops. LOOP is divided into three ‘chapters’, the third of which invites the children onto the dance floor to become part of the performance. Family Day Care Small

The City of Greater Dandenong has been providing home-based childcare to the community for more than 30 years as part of its Family Day Care service, offering a quality and affordable childcare option for families.

In 2014 Council’s Family Day Care program was rated as exceeding the National Quality Standard (NQS) under the National Quality Framework, which sets a national benchmark for the quality of children’s education and care services across Australia.

Council is currently seeking more educators to join its dedicated team to provide home-based childcare for children aged up to 12 years old. Greater Dandenong Family Day Care is a not-for-profit Council owned and operated home-based child care service that provides flexible child care options.

Services are assessed against the NQS and receive a rating for each of the seven quality areas, as well as an overall rating. An overall rating of Exceeding NQS is given to services that go above and beyond the requirements of the NQS in at least four of the seven quality areas.

Educators provide an early learning program tailored to meet the care and learning needs of every child, and they understand that partnerships with families and the community are vital to providing an environment where the children belong and thrive.

Springvale Little Athletics celebrates 50 years

Springvale Little Athletics is this month celebrating its 50th anniversary, with past and present athletes, parents and the wider community invited to join the festivities. A gala dinner will be held on Saturday 20 October with the club welcoming former AFL footballer Anthony Koutoufides as guest speaker.

The club has been helping children develop and improve their skills through their participation in little athletics at Ross Reserve in Noble Park since 1968. Springvale Little Athletics’ upcoming season will kick off on 5 October with a Come and Try Day from 1pm–3pm at Ross Reserve. The season will run from 5 October until 29 March 2019, with the competition to be held on Friday nights from 5.30pm–8.30pm. Spirit of Enterprise project recognised at international awards The City of Greater Dandenong has been recognised for its outstanding contribution to culture at the United Cities and Local Government Awards in Mexico City. Council nominated the Spirit of Enterprise Project, which began more than a decade ago, for the international award earlier this year. This project was the only Australian project to be recognised as part of the awards. What started as a history project by a group of local volunteers in 2008 has evolved into a trail of significant sites which acknowledge the important contribution that Springvale has made to the settlement of migrants and refugees. The project celebrates the history of the Enterprise Migrant Hostel in Springvale which provided accommodation and settlement services to more than 30,000 migrants and refugees from all over the world between 1970 and 1992. A website, funded by the City of Greater Dandenong, also captures the evolution of the project since the first exhibition at the Immigration Museum in 2008. Greater Dandenong Mayor Cr Youhorn Chea said the project was a fantastic community project, with many people contributing to its success over the years.

“Congratulations to all involved in the Spirit of Enterprise project over the years. Merle Mitchell and the team from the Spirit of Enterprise are to be commended for their ongoing contribution to culture in this city through initiating and delivering this project.” Cr Chea said. “I would also like to acknowledge the role Council staff has played in supporting the Spirit of Enterprise project.” One of the project group members, Merle Mitchell, said the initiative had been driven by the local community. “This project grew from one idea to hold an exhibition and every time we did something, the community asked us to do more. That’s what makes this project so unique, it’s been driven by the community,” Merle said.

“I feel that I have been fortunate to have lived and worked in a great community my whole life. Springvale proves that if you really welcome all people you can create a wonderful place.” While the Greater Dandenong project was not selected as the overall winner the jury requested the project be used as an example of good practice.
