HEWITT POLICE DEPARTMENT
The Hewitt Police Department (HPD) currently employs 31 sworn officers and a full-time 9-1-1 Call Center. Each member of the Police Department is dedicated to quality customer service, and is ready and eager to assist you.

Chief McGrath has 32 years of municipal law enforcement experience and was appointed Chief in April 2023. Prior to Hewitt, McGrath served with the Arlington, TX Police Department and retired as a Deputy Chief. He graduated from the University of North Texas with a Bachelor’s Degree in Criminal Justice and Tarleton State University with a Masters of Criminal Justice Degree. Chief McGrath is a member of the International Association of Chiefs of Police, the Texas Police Chiefs Association, and the Central Texas Area Chiefs of Police and Sheriffs Association.
HEWITT FIRE DEPARTMENT
The Hewitt Fire Department (HFD) consists of 15 career firefighters, operating out of one fire station 24 hours a day, seven days a week. On average, HFD responds to over 1,600 calls per year that consist of structural fires, vehicle fires, grass/ brush fires, motor vehicle collisions, vehicle extrication, hazardous materials incidents, and first response to medical emergencies.

Quality. The mission of Utility Services is to enhance the quality of life and to exceed the expectations of our citizens. We do this by providing effective, efficient, courteous, and responsive utility services. We are dedicated to providing a high-quality water supply to our customers, and we have rigorous safeguards in place to make sure that Hewitt’s water meets or surpasses increasingly stringent water quality standards. In Texas, we conduct tests on water samples throughout the year to ensure we are in compliance with both state and federal standards.
Service. In addition to providing a safe supply of water, we also work diligently to ensure that supplies and the infrastructure needed to deliver water from the source to your tap are adequate to meet demand. As we work to make conservation a way of life in Texas, we are working towards a variety of conservation methods to help our customers use water wisely. Our dedicated team of professionals are here to assist you with both routine business and after-hours emergencies.
Value. The cost to provide water service continues to increase, but we are working to ensure that our water stays affordable. We do this in part by investing in infrastructure that is built to last, and pro-actively replacing equipment when it is nearing the end of its useful life. We also work to find cost effective solutions for securing, testing, treating, storing and delivering water to you. We do all it takes to deliver a clean, reliable water supply right to your home, for less than a penny per gallon.
Planning. Water planning for a sustainable long-term water source(s) is a process we participate in greatly —both at the local and regional levels. This annual
water quality report shows any elements that were detected in your water, and how your water compares to state and federal water quality standards. This report
also provides information about the steps we take to protect your health and safety, as well as answering questions you may have about your water quality. Michael Bancale • At-Large Term Expires May 2025
Michael was born and raised in Bellmead, Texas. He attended La Vega ISD schools, as well as Texas State Technical Institute and the University of Phoenix. Michael has been a resident of Hewitt since 1987. He and his wife have three children—twin daughters and a son. Michael has been an IT Professional for over 36 years. He is currently an Administrator of Systems and Procedures for Texas Farm Bureau Insurance Companies—with the company for over 31 years. He was appointed Mayor Pro Tem for Hewitt on May 10, 2021.
Bob Potter • Ward 2 Term Expires May 2025
Bob and his wife Joan have lived in Hewitt since 2006. Bob retired from the Department of Defense as a contract administrator after 33 years of service at the Lockheed Missiles and Fire Control facility in Grand Prairie, Texas. He graduated from the University of Central Oklahoma in 1972 with a Bachelor’s degree in accounting, and received his Certificate of Public Accountancy in 1976. Bob and Joan have two children and two grandchildren.
Michael is an avid photographer. He has been a freelance photographer for the Waco Tribune Herald since 2007. You might see him at social and sporting events, taking pictures of the festivities and sports action. Michael also enjoys traveling with his family, as well as spending time learning new skills such as drawing and painting.
Michael looks forward to serving Hewitt residents.

Celebrate Midway ISD’s Teachers of the Year
Matt Simper • Castleman Creek Elementary School
Matt is a fourth grade teacher at Castleman Creek Elementary and this is his 23rd year in education. He went to school in Tucson, Arizona (go U of A Wildcats!) and taught there for most of his career. He says it has been a pleasure working with Midway ISD for the past three years. Outside the classroom, Matt enjoys playing music in blues bands and traveling to new places. “Being a member of the education field continues to be my greatest joy, and I strive to facilitate an authentic, dynamic learning experience each year for my students.”
Kristen Taylor • Chapel Park Elementary School
Kristen is a dedicated fourth grade reading and language arts teacher at Chapel Park Elementary with 15 years working in education, including seven years at Midway. She and her husband, Josh, have three children: Emily, Addison, and Oliver, who all attend Midway schools. Kristen loves reading, baking, crafting, and going to the beach. As the campus coordinator of UIL and the spelling bee, she enjoys providing students with many opportunities to showcase their unique strengths and abilities. Kristen is passionate about creating an engaging and dynamic classroom environment where students can thrive and enjoy the learning process by incorporating memorable, out-of-the-box experiences.
Abby Neal • Hewitt Elementary School
Abby is the librarian at Hewitt Elementary. She has spent a total of 22 years in education with 16 of those at Hewitt Elementary in Midway ISD. She has been married to her high school sweetheart, Jeremy for 23 years and they have two kids: Jolee and Isaac. Abby’s hobbies include reading (obviously), quilting, and camping with her family. Together, they are very involved in their church and the Midway Band Backers. Abby’s favorite activity to share with students in the library is a book-tasting to share new books as they arrive in the library.
Judy Kainer • Park Hill Elementary School
For over 17 years, Chia-Yin Judy Kainer has been teaching at Midway ISD. Kainer is an experienced teacher at Park Hill Elementary in Hewitt. She is an English Second Language (ESL) facilitator and teaches Kindergarten through fifth grade emergent bilingual (EB) students. She was awarded for Linguistic Advancement by Region 12, and she was also recognized for taking part in the Region 12 ESL PLC Cohort. Kainer works diligently to welcome EB students and their families to Park Hill Elementary and helps newcomers transition to Midway campuses. Not only is she noted for her work with ESL families and students, but collaborating with classroom teachers is a highlight of her career.
April McAdams • South Bosque Elementary School
April is a third grade teacher at South Bosque. She has worked in education for 24 years, with eight of those years in Midway ISD. Some of April’s favorite things are Disney, gardening, spelling bees, and attending sporting events. She also serves as a Scripps National Spelling Bee Regional Volunteer. She and her husband, Corey will be celebrating their 22nd wedding anniversary this year. “One of my favorite teaching moments has been attending the Scripps National Spelling Bee to watch my student Vihaan compete as a third grader! Also, another very favorite moment was being named the 2022 Scripps National Spelling Bee Teacher of the Year and attending the Bee in National Harbor, Maryland as a special guest!”
Peggy Kilgo • Speegleville Elementary School
Peggy has impacted countless students over her 48 years in education, with the last 25 years teaching in Midway ISD. Currently, she teaches kindergarten at Speegleville. Outside the classroom, gardening and landscaping are two of her favorite pastimes, and she has been an active member of the PTA board for the past 20 years. Her greatest passion lies in her family: her husband, Dub, their four children, and five grandchildren. Known for her unique teaching style, Peggy has a tradition of standing on her desk while teaching—a practice that has become a beloved part of her classroom experience. On one memorable occasion, a school administrator opened her classroom door to find Peggy standing tall on her desk, prompting him to simply laugh and close the door, recognizing the engagement and magic she created in her classroom.
Kristi Fajardo • Spring Valley Elementary School
Kristi is a Kindergarten teacher at Spring Valley. She has been an educator for 23 years, and 20 of those years have been with Midway ISD. She is married to Fernando and they have three sons: Kristofer, Kaden, and Koby. When she is not working, she enjoys visiting her sons who live out-of-town, and spending time with her parents. Her favorite part of teaching is seeing how much her students grow throughout the year.

Abby Battle • Woodway Elementary School
Abby is a fourth grade teacher at Woodway, and has been in Midway ISD for seven years. She is in her 19th year in education. Battle and her husband have a 14-year-old daughter named SaylorGrae who will be a freshman at Midway High School next year. Her family loves to be outside, try new restaurants, hike with their two golden retrievers, play golf, cheer on the Aggies, and be involved in their church, Harris Creek Baptist. She enjoys coaching UIL, leading a cross-grade-level mentorship program, and the day-to-day life of a fourth grade teacher. Going to work at Woodway Elementary each day is truly her dream job. NOTE: Abby was named the District Elementary Teacher of the Year for 2023-2024.
Jennifer Parker • Midway Middle School
Jennifer is a sixth grade social studies teacher at Midway Middle School. She has worked in education for 23 and has spent the last 10 years at Midway. Outside the classroom, Jennifer loves shopping for shoes, reading, walking up and down Jacob’s Ladder, and playing the piano. She is married to Michael, with two daughters, Makayla and Makenzi—both Midway graduates. Her favorite teaching moment is when reviewing for tests, students will play “Student Feud” (like the TV game show, Family Feud). She also looks forward to her students working on a Create Your Own Country project at the end of the year, allowing them to use the social studies skills they have learned throughout the year on their project. NOTE: Jennifer was named the District Secondary Teacher of the Year for 2023-2024.
Cody Lassetter • Midway Middle School
Cody has three years of experience teaching seventh grade science and he currently works at Midway Middle School. In his classroom, Lassetter prioritizes creating an engaging and inclusive learning environment where students feel empowered to explore scientific concepts. He emphasizes hands-on learning experiences and encourages critical thinking skills to help his students develop a deeper understanding of the scientific process. Lassetter is passionate about nurturing a love for learning through science in his students, and helping them develop the skills they need to succeed—both inside and outside the classroom.
Mindy Barnes • River Valley Middle School
Mindy currently teaches eighth grade English and Honors English at River Valley Middle School. Though she has only served in Midway ISD for two years, she has been in education for 14 years. Mindy and her husband, Levi, met in seventh grade math class, and now they have two beautiful sons: Aiden and Henry. During her free time, Mindy enjoys reading, watching true crime, listening to podcasts, daydreaming of far-off places, and just looking for ways to laugh each day. She knows it is an honor to work with youth and share the magic of literature.

Nicole currently teaches eighth grade U.S. history, and coaches cross country, basketball, and track at River Valley. Nicole has been in education for seven years, teaching at both the high school and middle school levels. She has been at Midway ISD for two years, having previously taught in the state of Colorado. Outside of education, Nicole enjoys trying new restaurants, hiking, reading, and spending time with friends.
Sarah Baranowski • Midway High School
Sarah is a social studies teacher and department head at Midway High School, where she teaches students in grades 9-12 in Advanced Placement World History, AP European History, and on-level world history. She has been in education and at Midway High for 21 years. When she is not at work, Sarah enjoys spending time with her family and friends, reading, and traveling. She has been able to help students participate in the Rotary Club Challenge, Citizen Bee, and UIL Academics. “I love being a teacher and the traditions Midway has.”
Loren Losli • Midway High School
Loren Losli has taught Honors Biology and AP Environmental Science at Midway High since graduating from Baylor University in 2017. She has also served as a varsity assistant for the volleyball team for the last six years. Ms. Losli currently serves as the Biology Professional Learning Community team lead, where she has led not only her students but her fellow educators to outstanding EOC scores. Ms. Losli believes her relationships with her students and athletes are vital to her success in the classroom. In her free time, Ms. Losli enjoys traveling, visiting with friends and family, and working out.

Pastor Andy Westra didn’t grow up in Texas, but he got here as fast as he could!
He grew up in Columbia, Tennessee, where his mom is a nurse at Vanderbilt Children’s Hospital, and his dad is the pastor of the church he planted in 1990. Pastor Westra saw his dad in action when sharing the love of Jesus with people, and he knew that was what he wanted to do, too.
He attended Luther Preparatory School—a boarding high school in Wisconsin that is designed to train future pastors. Pastor Westra continued his training for pastoral ministry at Martin Luther College, where he received a Bachelor of Arts with an emphasis in biblical languages. He then attended seminary at Wisconsin Lutheran Seminary where he received a Master of Divinity in 2019. During his time at seminary, he served a one-year internship at Victory of the Lamb in Katy, Texas, and his love for Texas was born.

After graduation, he served as a religion teacher and dorm supervisor at Luther Preparatory School, and also coached basketball. In 2021, he was called to plant Christ Our Refuge Lutheran Church here in Hewitt.
Pastor Westra enjoys playing basketball, hiking, and attending Baylor sporting events of all kinds! Most importantly, he loves digging into God’s word with people, and being reminded over and over again that even in this dark and sin-filled world, Christ is our refuge!
Andy has served on the Greater Hewitt Chamber of Commerce board for two years—starting as a Chamber Ambassador, serves on the Executive and Spooktacular committees, and serves as an Ambassador Captain.
