WHAT IS THE HDPAC?
The Greater High Desert Chamber of Commerce Political Action Committee (HDPAC), also known as the High Desert Political Action Committee or simply the PAC, plays a pivotal role in advocating for the private enterprise system. The HDPAC's mission is to protect, preserve, and further good government while fostering a pro-business environment. This mission is rooted in the belief that a thriving private sector is essential for a robust economy and community well-being.
To achieve its goals, the HDPAC actively supports candidates and ballot propositions that align with probusiness values. Doing so ensures that the interests of businesses within the Greater High Desert area are well-represented by local, state, and national governments. The HDPAC conducts thorough evaluations of political candidates and legislative measures to determine their potential impact on the business community. This evaluation process includes assessing the candidates' track records, platforms, and commitments to fostering a favorable business climate.
Engaging members of the Greater High Desert Chamber of Commerce in political action is a critical component of the HDPAC's strategy. MAYORS’ MESSAGES
MAYOR GABRIEL REYES - ADELANTO
The first half of 2024 has brought remarkable progress to the City of Adelanto! Our administration is dedicated to sustaining this momentum, delivering essential economic development and services to our residents.
One of our most exciting projects is the installation of a new 18-inch high-pressure fire flow line. This water line will support the new industrial park area on the north end of town, adjacent to the Southern California Logistics Airport. We anticipate construction to begin as early as late summer this year. The project’s estimated budget is approximately $6.5 million, covering design, engineering, and construction, all without impacting the City’s General Fund.
We’re also making significant strides with the Adelanto Towne Center, located at the intersection of Mojave Drive and Highway 395. This development by Lewis Retail Centers will feature a car wash, gas station, McDonald’s, and a national coffee shop brand, enhancing the amenities available to our community.
Another highly anticipated infrastructure improvement is the Bellflower Street Paving Project, expected to break ground in late Q3 or early Q4. This project will provide residents with a smooth ride from Air Expressway to Chamberlaine Way. Our staff is diligently finalizing the plans and specifications for this $1 million project. Finally, I want to highlight a significant accomplishment for our City: the updated Housing Element. This state-mandated policy document is a crucial component of the General Plan, outlining Adelanto’s strategy for meeting the housing needs of our residents. The new Housing Element will move through the Planning Commission and City Council this summer. Once adopted, it will make our City more competitive for grants, foster affordable and sustainable housing, and enhance Adelanto’s attractiveness for future development.
In closing, I am proud of the achievements Adelanto has seen thus far in 2024. We look forward to finishing the year strong for our residents and the region!
MAYOR SCOTT NASSIF - APPLE VALLEY
The Town of Apple Valley takes immense pride in supporting our business community, and one of the key ways we give back is through our Shop Local, Think Apple Valley campaign. We firmly believe in the strength of our community, and our mission is to make a meaningful impact right here in our town.
The Shop Local, Think Apple Valley initiative is designed to encourage both residents and visitors to invest their hard-earned dollars locally. When we support our local businesses, everyone benefits. Thriving businesses often create new jobs and generate tax revenue, which in turn helps fund essential community services such as police, fire, road maintenance, and park facilities. In our efforts to support small businesses, we provide free video spotlights for businesses within the Town of Apple Valley. This Shop Local campaign not only boosts revenue but also enhances morale and fosters community engagement. Our Public Information Office (PIO) team dedicates an hour on-site at each business, producing a 1 to 2-minute video and a gallery of images. These materials are then shared with our residents through social media, and the final products are given to business owners to use as they wish, as a token of our appreciation for their contribution to our Town. MAYOR LARRY BIRD - HESPERIA
Improving our streets is one of the City’s greatest priorities. In June, the City of Hesperia launched a pavement rehabilitation project to repair approximately 23 miles of roadway throughout the City. VSS International, Inc. was awarded a $3.2 million contract to undertake this project, with funding from federal Community Development Block Grant (CDBG) monies provided by the Department of Housing and Urban Development (HUD). Making these much-needed repairs to several roads is part of our commitment to enhancing the infrastructure that connects our residents and visitors for safer, smoother travel. The streets chosen for this project were identified using qualified census tracts based on HUD’s guidelines. Alongside these infrastructure improvements, significant developments are quickly taking shape in other parts of the City.
Silverwood is rapidly transforming. Last year, the developer broke ground on the Silverwood Trail Span Bridge,
featuring two adjacent 150-foot single-span bridges that will cross a future equestrian trail. Now eighty percent complete, the bridge sets the stage for future growth. Construction of model homes will begin this Summer, followed by production lots in late Fall. Four builders are on board and will be announced by Silverwood soon. We eagerly await Silverwood’s Grand Opening in March 2025.
On behalf of the City of Hesperia and our City Council, we look forward to continuing to enhance our community with new projects.

In May, we broke ground on our new City library to be located at the Green Tree Golf Course Clubhouse. We’re adding more than 5,000 square feet to the clubhouse building for a larger, more modern library to serve our community. Our new Victorville City
ed work on our new animal shelter. Thanks to a lease with the Victor Valley Union High School District, our new animal shelter will be located at the former Goodwill High School on E Street in Old Town.
After receiving just 30 days’ notice that our long-time shelter operator would cease operations, we quickly jumped into action to create a shelter and pet adoption operation at two existing City properties. We are excited to be working on a new, larger animal shelter to serve our Victorville community. Barring any unforeseen delays, our shelter will be open by the end of this year or early 2025.
A few months ago, we launched our reconstruction of the two-mile stretch of Bear Valley Road from Amethyst Road to US 395. A dedicated right-turn pocket is being added at the intersection of Bear Valley and Monte Vista Roads for westbound traffic. We’re also working to complete the Third Avenue Extension. In addition to extending Third Avenue to Bear Valley Road, we’re adding a traffic light at the new intersection. Both of these projects should be complete before the Fall.
To encourage greater pedestrian and bicycle safety in Old Town, we will make traffic signal and ADA improvements at five intersections along 7th Street. The traffic signals will be modified to include cameras that will be able to detect bicycles in addition to automobiles. Updated pedestrian signal heads will be added at the crosswalks to improve visibility, and pedestrian push buttons will be more accessible and provide voice commands for the visually impaired. These improvements should be complete in the Fall.
