What’s Next for Waterloo Region: Continued Prosperity is Within Reach BY MURRAY COSTELLO This edition of the Advocate focuses on the future of Waterloo Region and asks the question, what’s next for our community? We do know that Waterloo Region is currently the fourth largest urban area and one of the fastest growing communities in Ontario and the population is expected to grow by 30% over the next two decades. Today, we see visible evidence of this growth - in Waterloo by the presence of numerous construction cranes and by the development of land in the southwest section of Kitchener. To be truly successful, our community will need to ensure that it has the infrastructure and capacity to meet the future demands that will be placed on its systems. Some of these systems will include transportation, education, energy delivery, health care and additionally the respective cultural offerings to make this a Region people are proud to call home. Today, we do have many advantages that position us to be extremely successful. Two significant strengths come to the forefront of my mind. The first being outstanding post-secondary institutions in Conestoga College, Wilfrid Laurier University and the University of Waterloo. Secondly, the ingrained collaborative mindset which exists among business leaders, elected officials and volunteers. Other important efforts that will have an impact on our prosperity include the extensive work that the Region and seven area municipalities are undertaking to ensure economic development services are being fully leveraged and ensuring that an adequate supply of employment lands is available to support economic development. Your Greater Kitchener Waterloo Chamber of Commerce is also committed to playing a vital role in driving future prosperity. The Chamber is the voice of over 1700 businesses and moving forward the Chamber will be focusing efforts on:

community building by advocating for issues such as ensuring access to a skilled workforce;
•
expanding collaboration with other organizations including the Prosperity Council, Cambridge Chamber of Commerce, Communitech and Canada’s Technology Triangle (CTT) to name a few;
•
ensuring access to family health care through sustained physician recruitment work;

hosting networking and focused educational forums;
•
maintaining a continuous improvement mindset on how the Chamber delivers service to members.
The vast majority of these efforts will be championed by Ian McLean, the Chamber’s President and CEO, your talented and dedicated Chamber staff and our volunteers. Over the past years a heightened level of engagement and enthusiasm exists amongst all our volunteers and members – it is your involvement that drives the Chamber forward. I hope that you find this edition of the Advocate educational and that you are able to see both the opportunities and the work that will be required for our Region to achieve its future potential – it is within reach. Our community has demonstrated its ability to reinvent itself, to lead change, and successfully execute while still demonstrating a commitment to give back to ensure the betterment of all. On a personal note this is my last article for the Advocate as board chair and at our September Annual General Meeting I will be transferring leadership duties to Sandra Stone. It has been a privilege to serve as your Chair over the past year. I am appreciative of the support and guidance received from fellow board members, chamber staff and from numerous community and business leaders – you made a difference. For me it has been enjoyable, it has been busy and in the end it has been extremely rewarding to work with so many talented, dedicated and skilled people – thank you.

Waterloo Region Economic Development at the Crossroads BY IAN MCLEAN Economic development in Waterloo Region has arrived at a critical point and decisions are imminent which will have a major impact on the future direction of our local economy.
continuous inventory of vacant employment land that is designated, serviced, and available for immediate use is an imperative.
Last year, the Region of Waterloo and seven lower-tier municipalities jointly initiated a study to examine the local climate. Consultant Malone Given Parsons was hired and focused on two critical issues – firstly, is the current approach to delivering services working effectively and secondly what should all local governments be doing to ensure an adequate supply of employment lands for growth and job creation.
Malone Given Parsons indicated there are currently questions throughout the region from both government and developers regarding how much land should be designated for current and future requirements, where it should be provided, what parcel sizes, and the best approaches to ensuring this supply. The major recommendation originating from their report includes requesting, from Queen’s Park, appropriate changes to the Municipal Act that will allow the Region to purchase land and participate on strategic development. This will necessitate amendments that require legislative approval and could take some time to complete; however, there appears to be consensus across government and business that such a measure ensures that we remain competitive with neighbouring municipalities.
A number of factors preceded this examination including the announced closure of the Maple Leaf / Schneider facility in Kitchener and the failure to attract new businesses subsequently selecting other southwestern Ontario municipalities. The decision by German-based food manufacturer Dr. Oetker to build a facility in London is perhaps the most prominent of these examples. The consulting team at Malone Given Parsons concluded that Waterloo Region does, despite recent setbacks, possess a strong and vibrant economy. Our strengths include a culture that embraces change, exceptional education institutions, and dynamic business clusters. The identified potential weaknesses are an inconsistent marketing approach, confusion around responsibilities, and a lack of resources particularly within the four townships. Moving forward, five options for change were proposed ranging from the status quo to a regional economic development corporation. The recommended option that has subsequently received widespread support from local councils is the creation of an Office of Economic Development at the Region which will essentially coordinate a regional strategy covering the priorities of branding, land development, and talent attraction. Subsequent to the creation of this office a Waterloo Region Economic Development Corporation will be established. There is no question that lands for employment remains a regional priority. The issue has intensified within the last decade as Waterloo Region increasingly faces competition from municipalities across southwestern Ontario who possess significant parcels, some already serviced, that are on the market. The consulting team at Malone Givens Parsons also noted that a

Also, the consultant report recommended the drafting of a plan to develop the East Side lands near the airport, a process that all stakeholders agree is long overdue. The New Pickering Airport and Governing Ontario BY ART SINCLAIR The reality of federal and provincial politics in Canada is that the election of a new government signals changes in policy directions – whether they are valid or not. When the McGuinty Liberals ascended from the backbenches to ministerial offices in 2003, one portfolio that soon emerged as a target for reform was planning in the Greater Toronto Area (GTA), which eventually expanded into the ambiguous territory called the Greater Golden Horseshoe (GGH). In the summer of 2004, former Minister of Public Infrastructure David Caplan released a discussion paper outlining a thirty year and beyond integrated economic and population strategy for the western shore of Lake Ontario. The document inferred that “previous” governments (Mike Harris and Ernie Eves) generally performed an abhorrent job of managing growth from the Trent River to Waterloo Region and Guelph- Wellington County (once collectively known as Canada’s Technology Triangle). The central problem was municipalities acting unilaterally on a variety of issues in the absence of a coordinated plan directed from Queen’s Park which of course is the diplomatic version of, hypothetically, Mississauga moving in one direction while Toronto, Pickering and Richmond Hill were off on an opposite tangent. At the conclusion of a two-year agenda of public consultations, the Growth Plan for the Greater Golden Horseshoe was released in June of 2006. All stakeholders and elected officials across Waterloo Region are familiar with the projection from the province indicating that within a quarter century our population will reach 731,000, a forecast that has logistically supported major local decisions such as Light Rail Transit and the Regional Official Plan. The major issue for the Waterloo Region business sector is these projections for growth translating into sustained economic activity. A 2008 report from BMO Capital Markets noted that due to protected greenbelt areas across the Greater Toronto Area, development will expand rapidly over the short and longer terms in Waterloo Region/Guelph-Wellington, providing a relatively optimistic forecast. Has economic growth progressed at a meteoric rate? The answer is negative as the reality exists that businesses will not leave the GTA for Waterloo Region/Guelph or any areas of southwestern
Ontario if the cost structures are not competitive. Our Chamber has provided a series of submissions to local councils regarding the relative level of development charges, residential and nonresidential, compared to municipalities in the Greater Toronto Area. If local charges continue to escalate there is no incentive for relocation. A major announcement from Ottawa has the potential to immensely impact the pattern of economic activity across the GGH over the next twenty years and beyond. Finance Minister Jim Flaherty recently indicated that the third major GTA airport will be constructed in Pickering for operation by 2027. In a recent Toronto Star report the Minister stated growth has been concentrated to the west of the GTA and a new airport is an essential part of bringing that growth east. Translated, the province’s plans for the Greater Golden Horseshoe probably need serious revision and we need to remember that Jim Flaherty was once a cabinet minister in Ontario under Mike Harris. As a precedent, thirty plus years ago Queen’s Park projected that growth would again jump over the GTA and in this scenario go west and south to the north shore of Lake Erie. The planned City of Townsend, which was to be the home of hundreds of thousands of residents by the turn of the century, is instead the image of predictions gone wrong and now could be an excellent site for another new airport. More questions than answers as the evolution of the Greater Golden Horseshoe continues.

Health Care Professionals Preview the new Medical Centre at The Boardwalk BY MARY SUE FITZPATRICK Waterloo Region is known around the world for its strong technology sector and ability to create new and innovative products and services. Soon Waterloo Region will be home to a revolutionary place for health care delivery and that place is the Medical Centre at The Boardwalk on the west side, straddling Kitchener and Waterloo along Ira Needles Blvd. The Medical Centre will be a state of the art facility that will become a beacon for health care providers from around the region and soon to be home for over two dozen doctors. There is major excitement as the building under construction reaches its final phases of development. Along with our local residents, the broader health care community is eagerly looking forward to its completion this fall and to the official opening in January 2014. To showcase this leading edge medical facility to interested health care professionals, the developers hosted a special tour this past July for interested specialists, allied health care professionals, family practitioners and family medicine residents training in KW. All were very impressed with the design of the four story medical space and the many on site health care services it will house, including pharmacy, labs, imaging, cardiology, testing and outpatient services that will enhance patient care. There are also several other impressive components that will be implemented in the building, with details soon to be released. These additions will unquestionably have a positive impact on patient care. When the INCC Corp. began their ambitious project of building over a million square feet of retail space, they were also required to build at least 72,000 square feet of office space as per zoning laws. After significant conversations with the Chamber's Health Care Resources Council, the INCC Corp. decided to commit to building a space dedicated to health care. It seemed to be the greatest deficiency in the region and of critical importance for the local residents without a family doctor. The infrastructure would be appealing to doctors, as would the vision of the project. According to Managing Director Cynthia Voisin, the emphasis is “to assemble like-minded medical professionals and create a

culture of collegiality amongst GPs, while providing convenience to the patients who will benefit from having medical services in one location." With the exterior construction of the Medical Centre nearing completion, the interior space is being assembled for doctors, specialists, and medical service providers who have already committed to the location and vision of the project. These offices will be opening officially in the New Year, making this a very quick turnaround of just 18 months since shovels went into the ground. The Chamber couldn’t be more excited for the completion of this state of the art medical facility which has long been a vision of our Chamber Health Care Resources Council. The Medical Centre at The Boardwalk will be a big draw for new physicians who will be able to enjoy modern, customized turnkey space to meet their specific needs. With a staggering 80,000 square feet of medical space, the centre is attracting general practitioners at all stages in their careers into one place, creating a unique mentorship opportunity for new family doctors. The Medical Centre will also bring together specialists from different disciplines under one roof to encourage ease of referrals and informal consults. With the other many diverse health care support services, the Boardwalk Medical Centre will be an exceptional centre that will soon be meeting the health care needs of our communities.

Trevor Herrle-Braun, operations manager for the farm, uses a BlackBerry Z10 smartphone to stay connected and productive all day, even when he’s out in the field on a tractor. Trevor is a long-time BlackBerry user and loves the enhancements in the BlackBerry 10 operating system. The BlackBerry® Hub notification centre gives Trevor access to all his e-mail, messaging and social media notifications in one place. Multi-tasking is another feature Trevor enjoys. He often has multiple applications open at once. For example, he could be working on a planting spreadsheet, checking weather and checking radar every few minutes. With his BlackBerry 10 smartphone, Trevor doesn’t need to close one application to access another.

Trevor also takes advantage of new BlackBerry 10 applications like BlackBerry® Story Maker. BlackBerry Story Maker allows Trevor to become his own marketer, building slideshows, embedding video and creating a small story that he can upload to YouTube®. He can use BlackBerry Story Maker to post photos and videos of recently harvested crops to entice potential customers. Trevor’s BlackBerry Z10 does a lot of the work his home computer used to perform. “The BlackBerry Z10 is a true mobile computing platform”, he says, allowing him to be more productive while he’s working out in the field. Trevor notes he doesn’t need to use his home computer very much because he finds his BlackBerry Z10 a more powerful device. Another local business taking advantage of BlackBerry innovation is Kitchener-based loyalty and engagement computing company, LoyaltyMatch Inc. LoyaltyMatch developed an application that aggregates points from multiple loyalty programs into a digital wallet and determines whether shoppers are better off to use points or cash when making purchases. LoyaltyMatch developed the RewardingYourself Loyalty Wallet application for BlackBerry, but saw a chance to boost the application’s appeal when BlackBerry 10 launched. BlackBerry 10 is an open platform that supports a wide range of development languages and runtimes. BlackBerry 10 allows developers to adapt existing applications to run on BlackBerry 10 devices, or develop native applications using a new framework which enables rich user experiences. LoyaltyMatch’s new BlackBerry 10 application lets consumers scan a product’s barcode to see if they have enough points accumulated to buy the item. The application also lets users browse their rewards program to decide if they should make a purchase with cash or points and compare prices between different retailers. They can even access BlackBerry® Messenger through the application to ask their friends if they are familiar with a certain product and whether they would recommend it. The new application has also helped LoyaltyMatch create followon business with other companies by showcasing the firm’s mobile skills.

Bringing local inventions to the world Area businesses aren’t the only organizations taking advantage of the innovations BlackBerry has created in Waterloo Region. Firms in Canada and around the world rely on BlackBerry technology to give their workers the tools they need to be productive on-the-go. Ricoh Canada has been using BlackBerry for over 10 years. BlackBerry has helped them to evolve their internal processes to serve customers better. They’ve just recently developed their own Field Service Automation app that will give their field technicians the ability to manage the entire service call from their devices including dispatching information to GPS navigation, inventory, time spent on the job and so on. All the job information will then be sent back to their ERP system so that they have up-to-date records of all service calls. The Los Angeles County Sheriff’s Department, the largest sheriff’s department in the world, has also tested the advanced mobile computing and communication features of BlackBerry 10 and is now deploying BlackBerry Enterprise Service 10. “Technology is moving fast, and the BlackBerry 10 platform is a viable secure platform that can help us keep up,” said Commander Scott Edson of the Technical Services Division. “I have personally tested devices on many smartphone operating systems and I think the BlackBerry 10 platform is a homerun. It’s very secure right out of the box, a great benefit to government and business, and is designed to make your various communication methods more efficient.”

Her accountabilities include leading the strategic and business planning functions; enhancing the approach to business control and performance assessment, including a robust expense management framework; and partnering with the business areas on key initiatives.
KATHRYN ALLAMBY Vice President, Business Planning & Analysis, Canadian Division Manulife Financial
During her 17-year tenure with Manulife, Kathryn has held a variety of roles and was appointed to her current role in April 2013. Prior to that, she was the Chief Accountant for the Canadian Division. She has held leadership roles in Corporate Risk Management; in Corporate Controllers, where she was responsible for co-ordinating the Company-wide planning and management reporting functions; and in the U.S. Insurance business unit. Prior to joining Manulife, Kathryn worked at another global life insurance company and articled at KPMG in Toronto. Kathryn is a Chartered Accountant and holds a Bachelor of Commerce degree from the University of Toronto.
Paul has been with MTE Consultants Inc. since September of 2012 as Chief Operating Officer. Paul provides leadership and direction for the company’s team of almost 200 engineers, scientists and surveyors, located in offices in Kitchener, Burlington and Stratford. Prior to joining MTE, Paul held previous roles as Vice President with Coldwell Banker Peter Benninger Realty and Director of Economic Development with the City of Waterloo.

MEMBER NOTABLES Four Waterloo Region Entrepreneurs nominated for Provincial Awards Four local business leaders are among the finalists in ten categories for the prestigious Ontario Entrepreneur of the Year awards sponsored by accounting firm Ernst & Young. The local nominees include: Matt Rendall, co-founder and chief executive officer of Clearpath Robotics for young entrepreneur; George Croft, president and chief executive officer of the Brick Brewing Company in the food and beverage category; Alex Mustakas, founder, chief executive officer and artistic director of Drayton Entertainment in the media and entertainment category; John Baker, founder, president and chief executive officer of Desire2Learn in the software and technology category. The award winners will be announced at a gala in Toronto on October 24 and will proceed to compete in the national event on November 27.
Canada’s Technology for Food (CTFF) Initiative Formally Announced In June, the City of Waterloo and the Accelerator Centre formally announced a major initiative for the local food processing industry. The new Canada’s Technology for Food (CTFF) is a collaboration of partners to promote innovation and accelerate the commercialization of technology to advance the food processing sector domestically and internationally. The initial focus will encompass innovation, retraining, and building a highly skilled workforce to bridge the labour gap.

Laurier President Appointed Chair of the Council of Ontario Universities The Council of Ontario Universities (COU) recently announced the appointment of Wilfrid Laurier University President and Vice-Chancellor Dr. Max Blouw as their new Chair. The COU is a membership organization of twenty-one publicly assisted universities in Ontario that works with provincial and federal officials on developing policies that deliver high quality programs for students and advance research and innovation to elevate the social, cultural and economic well-being of the province.
