RidgeLines Growing with the Community North Ridgeville’s ongoing development provides opportunities for residents and businesses — and the city is keeping up with investments that will ensure the city runs smoothly and stays safe. By Kristen Hampshire

S

afety, schools, value and great neighbors — these are just some of the reasons North Ridgeville has consistently attracted more residents and businesses during the last several years. The population has grown by 5,815 people from 2010 to 2020, and the city has welcomed 13,010 new residents in the last 20 years, based on census numbers. With this comes an infusion of energy, entrepreneurism and community spirit. “It’s a great community to be a part of — we have great schools, and we’re very outdoor-friendly with the trails we have been adding within and outside of our parks,” says Mayor Kevin Corcoran. While North Ridgeville is the 26th largest city in Ohio in terms of square miles, it also is ranked among the top 10 safest, according to NeighborhoodScout and SafeWise, which analyzes crime statistics. “While the police department can take a small bit of credit, we realize the majority of the kudos goes to our law-abiding citizens who understand that safety starts with a group of good people who look out for each other, and that’s what we have here,” says North Ridgeville Police Chief Mike Freeman. “It goes back to having a relationship with the community where they feel comfortable calling and interacting with us, and they support us.”

more residents, you see commercial growth, and that has been very positive over the last several years,” Corcoran says. Residents can find the amenities they need close to home with a variety of retail, entertainment and dining options. Some spaces have been renovated, such as the former Pat Catan’s that was turned into a Dollar General, Goodwill and Pope Fitness. New businesses also are continuing to open up, such as insurance and doctors’ offices, senior living options and preschool and day care facilities. And, there’s a Starbucks and Drug Mart under construction. “There are a lot of great opportunities still to come for the city — we’ll continue to grow and improve,” Corcoran says. “Residents will continue to be happy living in North Ridgeville, and we’ll continue to make it safe so everyone can enjoy it.” Safety First Responsibility and a commitment to safety are the impetus behind the proposed new police station, which would house upgraded technology to accommodate the city’s current population and expected growth. lice have made thoughtful investments in infrastructure and equipment like the GRIDSMART cameras and signals at Center Ridge Road intersections to detect traffic flow and activate signal change when appropriate. As for the new police station plans, Corcoran says the renovations completed 30 years ago on the building were supposed to be a temporary, seven- to 10-year fix. “We are way past that timeframe,” he relates. “As we grow, we have different needs.” “Police work in the last two years has

Thoughtful Development Ongoing development is also positioning the city for future growth. “There are many choices throughout the city, and we have a broad range of price points,” Corcoran says of another reason for the community’s population increase. Residents can find housing options that suit their lifestyle and budget. Meanwhile, commercial growth is a byproduct of more people making North Ridgeville home. “Whenever you have 5

changed significantly to where we are doing more in-house training, which requires meeting rooms and technology,” Freeman says. Also, computer forensics and cell phone extraction are emerging as ways to solve cases. “We’re using body cams, covert video equipment, cell phone and computer extraction and mobile data terminals (MDT). Every piece of equipment needs to be plugged in and the electrical supply here is not meeting the demand,” Freeman adds. The existing police building’s infrastructure is not suited to accommodate upgrades and is insufficient for what the force is currently deploying to keep the community safe. Antiquated fixtures like jail plumbing and door locks are difficult to replace. “You can’t find the parts anymore,” Freeman says, adding that the lobby also needs expanded to allow for privacy when community members come to report a concern, provide a statement or deliver evidence. And as for evidence, the police currently houses much of it off-site in a secure location because capacity at the station is full.

Plans for new roundabouts, waterlines and other street and sewer improvements are keeping the city’s infrastructure up to date. Alternate State Route 83 and Chestnut Ridge Road roundabout

A

commitment to improving infrastructure contributes to the safety and ongoing development North Ridgeville has experienced. The city is constantly evaluating opportunities to meet the needs of residents and businesses. “As we add infrastructure, we want to make sure we can accommodate everyone’s needs,” says City Engineer Daniel Rodriguez, explaining the impetus behind projects including constructing roundabouts, developing and updating a citywide water model, taking on sanitary sewer projects, repaving roadways and making structural improvements to the Mills Road bridge. With the Center Ridge Road widening project complete, the city is poised to continue with projects that will improve traffic flow, reduce accidents and, in general, keep residents safe. Rodriguez highlights some key projects: Traffic Roundabouts At any given intersection with a stoplight or four-way stop, there are 32 potential conflict points, Rodriguez shares. But with a roundabout, there are just eight possible conflict points. “The nature of roundabouts is to get traffic to slow down, then ease into the circle to travel in the desired direction,” he explains. Currently, North Ridgeville has two

After recording 30 crashes at this intersection during a three-year period, the city evaluated an opportunity to build a peanutshaped roundabout that will move traffic more efficiently and improve safety. “It will take this intersection down to minimal points of conflict,” Rodriguez says. A fourth roundabout is in the works at the intersection of State Route 83 and Chestnut Ridge Road. “The city received safety funding for this, and we are currently working with the Ohio Department of Transportation,” Rodriguez notes. To help residents navigate roundabouts with confidence, the city has videos available online, along with pamphlets. “Just take your time,” Rodriguez advises. “Make sure it’s clear and enter the roundabout when you feel comfortable. As you use them more as a vehicle driver, you’ll get used to making the movements you need to get through the intersection.”

“With growth not only comes more evidence, but the need for space for something as simple as loose animals,” Freeman says, noting that loose animals have to be penned at a site offstation, too. “Our operation is becoming very fragmented.” The proposed new police station, which would be located on city-owned property across from the North Ridgeville Academic Center, would provide a single site to house evidence, allow room for loose pets, afford a lobby with privacy and include meeting spaces for interviews and training, all of which will position the city to manage its current capacity and accommodate future growth. Residents will have the opportunity to vote on Nov. 2, 2021 for the proposed new station.

Infrastructural Improvements With population growth comes the need to address infrastructure, including waterlines. “We are adding waterlines through new developments, and every few years we have to update our water model so we can be sure areas of the city’s water pressure does not change,” Rodriguez says. A new waterline system was completed on Stoney Ridge Road this year, and from Center Ridge Road to Schaefer Drive. Now, the city is working with an engineering firm to address the waterline on Lorain Road, extending from Cook Road to Bliss Parkway. Meanwhile, sanitary sewers will be addressed on Sugar Ridge Road, from Maddock Road east to State Route 83, with construction planned for 2022. “We are also working with an engineering firm to get a sanitary sewer extension project on Center Ridge Road from Barton Road east to the Cuyahoga County line/Westlake border,” Rodriguez says. “This will get a lot of residents out of their old, failing septic systems and into the new sanitary systems that the city will install.”

Rodriguez says residents can expect construction during the winter of 2021 for this project, and once spring breaks, road rehabilitation will begin to prepare roads for summer travel. “During the past two years, our local service department has rehabilitated the asphalt on 23 streets for a total of $1.3 million,” he says. “They do a great job internally of completing this work.” And notably, the Mills Road bridge over French Creek is an ongoing project that is on schedule and on budget. Barring weather delays, completion is set for late November 2021. With traffic in that area being monitored by a temporary signal, vehicles have been able to travel through this area with ease amid the construction, Rodriguez says. — KH

Energy Grants that Give Back

North Ridgeville’s partnership with NOPEC pays off.

onprofit organizations like North Ridgeville Community Care give as many resources as possible to the people they serve. So, improvements like lighting often go by the wayside or are put on hold. But with grant dollars through NOPEC, Ohio’s largest nonprofit energy aggregator, Community Care has upgraded fixtures and other lighting/electrical systems. “We save more money on our electricity, and we can turn around and use that savings to buy more food for people in need, or to help pay someone’s electric, gas or rent bill,” says Heather Kaesgen, CEO, North Ridgeville Community Care.

Many times, residents do not realize that NOPEC is the reason for the value they’re getting on gas and electric. The electric bill still comes from the utility that delivers the power to homes. “We offer stable, competitive pricing on commodities like gas and electric by buying in bulk,” explains David Jankowski of NOPEC. “NOPEC is a small line item on the bill that is tied to supply, so many people do not realize they are NOPEC customers.” During the last four years, North Ridgeville has received $441,176 in funding for being a NOPEC member. The library received a cell phone charging station worth $5,000 as part of a NOPEC member benefit program. Community Care has received in excess of $14,000 of the total NOPEC funds awarded to the city. “Money that is paid into the program winds up coming back to us, and we can use it for everything from our roundabout engineering and design to improvements of HVAC equipment at the Shady Drive batting cages, LED lighting upgrades at city hall and in other portions of our city,” says Mayor Kevin Corcoran. “This program has been a big benefit to the city — it’s a great thing.” — KH

ntrepreneur. Investor. Community advocate. These are just a few of the ways people describe Bud Hagy. In 1982, he started North Coast Bearings Inc. on Root Road in North Ridgeville. He sold the company in 2008. In 2010, he started Green Quest Homes to address the region’s need for well-built homes at a reasonable price. One of the company’s developments, Northborough, which includes 52 homes, is located about 300 yards from Hagy’s restaurant, Bistro 83. It’s one of the city’s most popular dining destinations that attracts customers throughout Northeast Ohio. Hagy also supports the North Ridgeville Chamber of Commerce. In fact, he opened a space at his Green Quest location for chamber office use. “That’s how I got involved in the city and have met so many great business owners who share my philosophy of attracting more North Ridgeville businesses,” Hagy says. He launched Celebrate Westlake and Avon Eagle Run races in 1992, which together raised more than $1.8 million for local charities. Hagy is also an avid marathon runner, completing over 102 marathons throughout the U.S. and other countries. “You can have all of the success and money in the world, but if you don’t have your health, it won’t mean anything,” he says. Hagy is excited about the current city administration, expansion and potential for new opportunities, such as a 6.7-acre commercial property on the corner of Root and Lorain roads, where he hopes to develop a retail center near his newest development of 47 custom homes, Harvest Pointe. “I like challenges,” he says, adding that he’s committed to the city and its ongoing expansion. “I don’t forget my roots.” — KH

Mrs. Scott’s Sweets Ashley Scott relishes the recipes her mother-in-law, Charlotte, passed down to her. They are the foundation for Mrs. Scott’s Sweets, a bakery Ashley and her husband, Frank Scott, opened in May. “We really didn’t ever have a game plan in mind that we were going to take these recipes and one day open a bakery,” Ashley Scott says. “But life comes at you fast, and a personal priority for us was to stimulate the economy in the town where we live and our children attend school.” Mrs. Scott’s Sweets is filled with delectable cookies and cream, peanut butter cup and classic blueberry doughnuts. Signature cake and cupcake flavors include the irresistible death by chocolate and other seasonal favorites. Sugar and chocolate chip cookies also line the shelves, and cinnamon rolls Ashley describes as “massive” are on the menu for autumn. All delights are baked fresh daily by the store’s staff of seven. “North Ridgeville has been very welcoming to us,” Frank Scott says. “The city is growing so fast, and we’re proud to bring a bakery to the community. It definitely fills a void.”

Hutchison, a North Ridgeville native, takes pride in being a part of the city’s business community. “Being here is very emotional for me,” he says. “Many clients who come to the clinic have known me since I

Charmed Boutique In September, best friends and stay-athome moms Melissa Hong and Trish Troyer turned their love for fashion into a business by opening Charmed Boutique, a clothing emporium designed to help women style their inner confidence. “We’re friends with many of the women who own businesses here,” Hong says. “We saw that North Ridgeville really supports North Ridgeville, and that’s very uplifting.” The boutique specializes in what Hong describes as “basics with a bit of pizzazz,” ranging from casual and businesscasual wear to special-night-out dresses. Hats, bags and other accessories comple-

ment the collection. “Trish and I believe you wear nothing as well as you wear confidence,” Hong says. “You find that right pair of jeans, and you feel like a rock star. We really want to empower women to look as good as they feel.” Hong and Troyer appreciate the support the city and its residents have shown their new endeavor. “With all of the businesses that have recently opened, I believe we’re really creating a culture that our city has been desiring,” Hong says. “Everyone has been so welcoming. Owner, Fox’s Fired-Up Flags & Furniture ther’s and father-in-law’s military service. After he posted photos of them on Facebook, word spread and requests for orders poured in. The craftsman, who’s also a bus driver for North Ridgeville City Schools, decided the time had come to launch Fox’s Fired-Up Flags & Furniture. He prides himself on making each of his wooden wonders unique. Some flags are shaped like the state of Ohio. Others feature monikers of Cleveland sports teams or are emblazoned with military details. Fox also crafts home decor items that includes coffee tables, signs and farmhouse computer desks, as well as benches his customers order to memorialize beloved family members, friends and pets. ”Everyone has a story to tell,” Fox says. “There’s nothing I love more than telling them in special ways through the pieces I am making for them.”

DURING THE FALL OF 2018, while searching the web for a Christmas present for his dad, Wayne Fox discovered a site that sold wooden flags. Instead of buying one, Fox wondered if he could fashion one himself. “The last time I made anything was in my sixth-grade shop class,” he says, adding that to get his wife, Paula, on board with the idea, he promised to make one for her dad, too. Fox made room in his cluttered garage to cut the wood. He stained and did the necessary blowtorch work in the kitchen. “The day came when I had 26 stripes — enough for two flags — drying on the kitchen and dining room tables. Paula looked at them, paused, and asked, ‘Can you make one for my mom, too?” Fox made three flags that year, adding personal touches to honor his fa-

STEPHANIE MARCHANT ADMITS it was love at first sight when she walked through the iconic 1895 Victorian farmhouse that was for sale on Avon Belden Road. “They don’t build houses like this anymore,” Marchant says. “From the minute I entered the house for the first time, I wanted to breathe new life into it and let the light in.” The barn on the property was a different story. The previous owner had used it as a makeshift gym. Marchant, an artist who enjoys knitting, painting and repurposing antiques, saw endless possibilities. She and close friend Erin Clark, set to work. They transformed the barn into Chez Marchant, which houses a workshop, along with a store featuring vintage and farmhouse decor they’ve built and restored. The duo travel to estate sales up and down the East Coast, scoping out treasures they can spruce up and pair with new owners.

“My customers love the fact that these pieces have become so personal to Erin and me,” Marchant says. “Every one has a history behind it, and I enjoy sharing that with them.” Marchant’s husband, Rob, also exercises his artistic talents, which have included using the headboard and footboard of a bed that has seen better days to repurpose it into a bench. Every December, the Marchants hold an Open House in their home and invite local artisans to proffer their wares as well. Proceeds from the admission price are donated to North Ridgeville Community Care. “When I started Chez Marchant, I thought, ‘I can have this little shop out there and just have some fun,’” Marchant says. “I’ve been able to meet my neighbors up and down State Route 83, and they’ve been so supportive. It just goes to show that North Ridgeville is a big city with small-town charm.”

During the 15 years he’s lived in North Ridgeville, Panagiotou has been coaching soccer for the NRASL youth program. He’s also been coaching for the past six years at North Ridgeville High School for the boys’ and girls’ soccer teams. Panagiotou says he’s driven by his faith to make a positive

impact on his community. “When I left the Marine Corps, I no longer had the opportunity to be able to mentor,” Panagiotou says. “Coaching has given me the opportunity to do just that. It gives me a chance to invest myself and my heart and my passion into these kids.”

IT DOESN’T TAKE LONG TO LEARN how much North Ridgeville means to George Panagiotou. The veteran spent 14 years in the U.S. Marine Corps, achieving the rank of Gunnery Sergeant. His voice chokes with emotion as he describes the warm welcome he received after returning home following his last deployment to Afghanistan in 2011. “At the time, my children were young, and my son was in kindergarten,” he says. “When I came home that spring, the elementary school set up a huge Welcome Home event. I got to shake hands with everyone and meet my son in his classroom. It was really special and beautiful.” A police officer for the city of Euclid, Panagiotou also appreciates all North Ridgeville has to offer — particularly when it comes to affordable taxes, close proximity to Interstate 480, great schools and the meticulous attention the police department takes to ensure the city and its residents remain safe. “When we were looking for a community to settle into, I knew North Ridgeville was the ideal place to put down roots and raise my kids,” he says, adding that his family also found their faith-based home at Harvest Ridge Church on Lorain Road.

Ohio State Commander, Veterans of Foreign Wars JIM HORDINSKI HAS devoted his life to serving his country. It’s a loyalty that began in 1967, when, as a member of the 1002nd Supply and Service Co., he shipped off to Vietnam. Hordinski was in support of the front lines at the Battle of Hamburger Hill — one of the longest and bloodiest of the Vietnam War. Like many of his comrades, Hordinski was reluctant to talk about the horrors he experienced on the battlefield with his family. He found the camaraderie he craved at a Veterans of Foreign Wars (VFW) meeting. “Your local VFW post is the place where you can come in, sit down and talk to men and women who’ve gone through the same thing you’ve gone through and understand,” Hordinski says. “That means a lot.” Hordinski, who’s lived in North Ridgeville for 16 years, served as Commander of the city’s VFW Post 9871 from 2012

to 2017, comprising 300 members. In June, he was sworn in as the VFW Ohio State Commander for the 2021-2022 term, overseeing 321 posts and 50,000 members. VFW members assist veterans struggling with post-traumatic stress disorder, homelessness and financial issues; conduct workshops on resumewriting and preparing for job interviews; and form a Color Guard at funeral services for fallen comrades. Members of VFW Post 9871 are also engaged in a variety of community service initiatives that help civilians and soldiers alike, including donating to North Ridgeville Community Care, a nonprofit organization that helps residents in need. “North Ridgeville works very well with the VFW,” Hordinski says. “The city is a beautiful community filled with caring people.”
