You might be surprised to know that Greeley was the first community in the United States to have a “Department of Culture.” Or that you can access a trail along the Poudre River that extends 21 miles for recreational pursuits. Our job growth has outpaced the nation the past two years, and our balanced economy has allowed our area to remain productive. Weld County remains in the top ten nationally for ag-related production, as it has since the mid-1960s. Horace Greeley, editor of the New York Tribune, popularized the phrase, “Go West young man, go West,” but it was his visionary agricultural editor, Nathan C. Meeker, who spearheaded one of the most successful colonization experiments ever attempted in the “Great American Desert.” When the transcontinental railroad was completed in 1869, a spur from Cheyenne to Denver was built, opening this part of the country for settlement. Meeker was inspired to create an agricultural utopia. Where the railroad crossed the confluence of the Platte and Cache la Poudre rivers, the city of Greeley was born – an ideal location where both natural resources and transportation were abundant. Early in the settlement’s development, an irrigation canal became priority construction, turning the high desert into an agricultural oasis. Throughout its history, this area has been known for growing sugar beets, corn, and onion, among many other crops – all made possible on irrigated farmland. Greeley’s founding principles included cooperation, education, and family. The community grew because its citizens collaborated on projects such as irrigation ditches to strengthen the young town. Community leaders convinced the state in 1889 to place its teacher-training college in Greeley – an institution that is now the University of Northern Colorado. As the county seat for Weld County, Greeley became the business hub for northern Colorado, providing goods and services to people throughout the region. Advances in agriculture meant advances for Greeley, notably in cattle feeding and meatpacking. Greeley became a “home town boom town” during the 1950s, as the community discovered the magic formula for success: Growth + industry = jobs. New businesses, industries, residential subdivisions, schools, churches, parks and shopping districts transformed the city’s economy and character.1 A new hospital opened, and the city expanded westward. Westward growth continued throughout the rest of the 20th century, spurred by new industries and services. Aims Community College was founded in 1967, and the teachers’ college became a university. As the state celebrated its centennial in 1976, author James Michener, who studied and taught at the college in the 1940s, wrote his epic novel “Centennial.” The novel, based on the history of our region, was made into a television mini-series, which brought Hollywood stars here for filming. Industries have come and gone in cyclical fashion, including computer giant Hewlett Packard. More recently, oil and gas development has supplied jobs and revenue to our area. As founder Nathan Meeker said in his first editorial for the Greeley Tribune, “Individuals may rise or fall, property may be lost or gained, but the Colony as a whole will prosper, and the spot on which we labor, shall, as long as the world stands, be the center of intelligence and activity.”

Greeley enjoys a semi-arid, steppe climate with hot summers and primarily mild winters. Relative humidity is low yearround, with dew points rarely exceeding 60˚ even at the height of summer. One of the founding principles of the Union Colonists arriving in Colorado, education quickly became a priority. The citizens of Greeley asked the state to locate its teacher training school here. The State Normal School, founded in 1889, offered two-year teachers certificates, and began offering graduate degrees in 1913. UNC received its university designation in 1970 and currently offers more than 100 undergraduate and the same number of graduate programs to over 12,000 students. Beyond its Greeley campus, UNC provides extended studies in Loveland, Denver, Colorado Springs and online. Small class sizes and a low student-to-faculty ratio (17:1) dominate courses at UNC. More than half of classes have fewer than 30 students. Six colleges offer award-winning education across campus, taught more often by tenured faculty than teaching assistants.

Art’s a Part of Everything Greeley’s arts community thrives because the City has long valued the contribution of its creative sector. Every capital project constructed includes 1% for art in its budget. Recently, improvements to a major arterial included “uptown trees” and a key intersection gained some “Flutterbys.” The long-standing Sculpture on Loan program places unique, three-

Economy After the record-breaking year of economic progress in 2014, Greeley’s economy continued to grow in 2015. In fact, the Milken Institute ranked Greeley 9th in the nation as a “Best Performing City,” up five slots from 2014. While falling oil prices caused a decline in oil and gas production, Weld County continues to lead the state in oil and gas revenues. The diversity of Weld County’s economy allowed displaced oil workers to transition into a thriving construction industry. New housing, retail, and lodging structures all played a role in supporting Greeley’s population growth to more than 100,000 citizens. Weld County’s two Vestas Blades America locations received record numbers of orders for wind turbine blades in 2015, adding to employment numbers. Agriculture and agri-business continue to contribute significantly to our area’s economic development. The U.S. Ag Census currently ranks Weld County 9th in terms of agricultural production. Weld County leads the state in 16 of the 27 categories within the census, and leads the nation in sheep and goats. Sales Tax Vision The City of Greeley believes that the companies doing business in the City are our partners. In that, we believe that we should work together to help support and educate every company that does business in Greeley. As the City, we want to work hard at developing meaningful relationships with the business community. These relationships are essential to the growth and development of our community. The word “tax” has a negative connotation, and we know this. People often wonder what sales taxes are actually used for. However, the wonderful thing about local sales and use taxes is that we can see exactly where the money goes. Sales and use taxes provide the majority of the City’s revenues. This money is used to help fund the Fire and Police Departments (public safety programs), Culture, Parks and Recreation Departments (scenic bypasses, parks, trails, museums, festivals, recreational sports), Public Works Department (snow and ice control, traffic signals, street repairs, bus services), Community Development Departments (planning, zoning, building permits), and many other services. In addition, voters have approved additional sales taxes to meet the City’s capital maintenance needs. This is why our partnership with the business community is so important to everyone that lives or does business in the City of Greeley. These are exciting times. We are literally watching our “town” develop into a City. Everyone can typically agree that change can be intimidating, and with growth, there may be growing pains. Our intention is to help ease these growing pains through communication, interaction, and education. With that in mind, we will be providing opportunities to accomplish this in the near future. Some of the things we’re doing to help our taxpayers include, but certainly aren’t limited to, redesigning the sales tax return to be more user-friendly, and pursuing options for online tax return filing. Examples of Tangible Personal Property would be Furniture, Electronics, Cars and Clothing. If the property/item is not permanently attached to real estate then it would generally be considered Tangible Personal Property.
