Location & Transportation Situated near Interstate 25, Windsor is in close proximity to the metropolitan cities of Denver, Boulder and Cheyenne, Wyoming. In addition, Windsor is centrally located between the major communities of Greeley, Fort Collins and Loveland. Highway 392 runs east to west through the heart of Windsor and can connect travelers to Interstate 25 to the west and State Highway 85 to the east. A short trip south on Interstate 25 will bring travelers into the mile high city of Denver. Boulder is also easily accessible to travelers, who can take nearby Highway 119, which intersects Interstate 25 just a few miles south of Loveland. Air travelers can take advantage of flying into or out of the Denver International Airport. Denver International Airport is the only major airport to be built in the United States in the last 25 years. DIA has the only passenger bridge in the United States where you can watch an airplane taxi beneath you. Renowned for its beautiful terminal and passenger convenience, travelers to Windsor will appreciate the many conveniences offered by having a nearby world-class airport. Additionally, the Fort Collins-Loveland Airport and the Greeley-Weld County Airport are just a short 15 minutes from Windsor. Both airports are capable of handling larger business aircraft. A Brief History of windsor, colorado
est. in 1882
Located along the majestic Front Range, Windsor, Colorado is a community with a rich history that encompasses a prehistoric past, early farming settlement, and industry that built the town we see today.
soil supported extensive wheat crops which led to the establishment of one of the town’s first commercial enterprises, a flour mill. Windsor’s fate as an agricultural community was solidified when a sugar beet factory was constructed in 1903. Sugar beet farming became the driving force that spurred the growth of Windsor, tripling the population between 1900 and 1910. The Great Western Sugar Company attracted a large number of immigrant families to cultivate the sugar beets. Most notably were the Germans-fromRussia who worked as laborers on the farms, but with a generation owned their own farms.
Native peoples hunted and gathered as they traveled through this area seasonally for hundreds of years. Evidence of their presence is preserved at the Kaplan-Hoover Bison Kill Site, an archaeological site dating to 2,784 years ago. Native peoples used the natural contours of the landscape to herd over 200 bison to their deaths off a high bluff. Edward Hollister was one of the first homesteaders in what would later become Windsor. As a member of the Greeley Union Colony, Hollister arrived in 1870, and was soon followed by other settlers. Hollister named the budding town Windsor, after Windsor, New York in which he once lived.
The sugar beet industry in Windsor slowed after World War II, and Windsor’s Sugar Factory closed in 1966. The arrival of subsequent industries including a Kodak processing plant, continued to employ generations of Windsor residents. Today, Windsor is the hub of Northern Colorado; a safe, unique and special town that offers diverse cultural and recreation opportunities. Windsor is recognized as a regional leader that demonstrates fiscal responsibility, environmental stewardship and strategic excellence. A town that thinks big and embraces its hometown pride.
It was not until 1882, that Windsor became established as a town. In that year the Greeley, Salt Lake and Pacific railway arrived, a train depot was constructed, the town was platted, and Windsor’s first business was constructed. The railroad brought investors and farmers to Windsor. The area’s rich alluvial

We are located in western Weld County and serve Windsor, Severance, and North West Greeley—communities that, time and again, step up to support our schools. Our school district serves approximately 6,000 students in eight traditional schools and two charter schools. We strive to inspire innovation and empower success for every student in every classroom, through our comprehensive academic programs as well as International Baccalaureate, projectbased learning, and STEM options. At Windsor High School, students have access to Advanced Placement courses and dual credit and concurrent enrollment programs. They have the opportunity to explore potential career paths through a variety of programs such as Culinary Arts, Future Farmers of America, and Industrial Design and Technology. Across the district, our students have access to a variety of technology tools. Access to technology is just one of many ways we inspire innovation in our students, who consistently outperform the state average on standardized math and language arts tests. However, when it comes to measures of success, what makes us most proud is the consistent recognition Weld RE-4 students receive in their schools, in our community, and beyond for their academic achievements, creative talents, athletic prowess, and community service. In Weld RE-4, the ultimate evidence of our efforts to empower our students to succeed is our graduation rate, which is among the highest in northern Colorado; 89 percent of our graduates go on to postsecondary education, and 10 percent enter the military or workforce. Weld RE-4 graduates receive United States Military Academy appointments and Boettcher Foundation and Daniels Fund scholarship awards.

The mission of the school is to develop in each child the love of learning, the ability to engage in critical thinking, and to demonstrate mastery of the academic building blocks necessary for a successful future. Grade 12 will be added in the 2017-2018 school year.

Parks, Recreation & Culture With a steadily growing population of over 24,000, residents of Windsor can select from a variety of recreational activities in many locations throughout the community. In addition to picturesque Windsor Lake, almost 400 acres of land has been dedicated to trails, 26 parks, open space and recreational facilities. These include an outdoor swimming pool; 6 outdoor pickleball courts; a skate park; two dog parks; walking, biking and in-line skating paths; and several playground/ sport/recreational parks. In October of 2016, the Windsor Community Recreation Center expansion doubled the capacity of the facility and added amenities that include an indoor aquatics center featuring lap lanes, a lazy river, slide, hot tub and children’s play area. Other amenities included an auxiliary gym; walk/jog track; an aerobics/dance/yoga studio; fitness studio; a child watch area; and additional parking. The Windsor Parks, Recreation & Culture Department is committed to providing the highest quality recreational experiences while simultaneously preserving the resources, wildlife and history in the area. An active and dynamic park and recreation program, an abundance of modern facilities and the variety of activities available keep Windsor residents active year-round. The department is divided into two divisions. The Parks and Open Space
Division is responsible for parks, trails, right-of-way, the urban forest, Lakeview Cemetery, and open spaces within the Town. This includes 395 acres of developed and undeveloped lands comprised of 26 parks, three open space and natural areas, two athletic complexes, and portions of the Poudre River and Windsor Lake Trails. This division evaluates development plans to ensure that Parks, Recreation & Cultural needs are addressed. The Recreation Division provides a wide variety of activities, community programs, cultural opportunities and special events designed to promote a healthy lifestyle for all ages and abilities. These include youth and adult athletics, instructional programs, drop-in activities, arts, fitness classes, aquatics group excursions and historic preservation activities of the Town. The division oversees the following facilities Community Recreation Center, Windsor Lake, Chimney Park Pool, Arts & Heritage Center, and the Boardwalk Park Museum. During the summer, Boardwalk Park is the place to be for the best in culture and entertainment. The park is home to the free Summer Concert Series, which features local and regional bands playing everything from jazz and ’40s big band sounds to country and classic rock. Enjoy this entertainment every Thursday night from 6:30 to 8:30 p.m. throughout the summer months.

Among the many recreational opportunities that Windsor residents enjoy walking, biking, running, skating and other nonmotorized travel ranks near the top with over 53 miles of trail throughout the town. Although most trails within Windsor are paved, the Belmont Ridge Open Space Trail is a natural surface trail. The intent is to provide a similar experience to hiking an unpaved trail in the foothills. Windsor owns and maintains most of the trails within town limits; however some trails exist in partnership with other entities such as the Poudre River Trail Authority, Larimer County Department of Natural Resources and Great Western Trail Authority. The Poudre River Trail is within the limits of the Cache La Poudre National Heritage Area. Poudre River Trail The 21-mile long Poudre River Trail is a big hit with Windsor residents. With connections to Greeley and future connections to Timnath and Fort Collins, the trail offers walking, biking, running, rollerblading as well as other non-motorized travel. Recreational enthusiasts will also enjoy historical sites, educational opportunities and some of the most beautiful scenery available in Northern Colorado.

The Poudre River Trail is 21 miles of a well maintained paved pathway for walking, cycling, running, roller-blading and more. The trail extends from Island Grove Regional Park in Greeley to Colorado Highway 392 in Windsor where it connects to the paved trail in Larimer County's River Bluff's Open Space. The trail is open to the public and includes informational signs that highlight many of the historical sites and educational opportunities to visit along our trail.

Golf in windsor Golf fits Windsor to a tee. While that may come as a surprise to first-time visitors to Windsor, it is no shock to those who have come to know and enjoy the nearly yearround golf that can be found in the region. With five local courses to choose from and another in the future plans, golf novices and professionals alike can play a round that is as challenging as it is enjoyable. Offering two of the premier golf experiences in Colorado is the Pelican Lakes Golf & Country Club. Located in the serene setting of the Water Valley masterplanned community, the Pelican Lakes Golf & Country Club is an 18-hole semi-private championship course that has been given a four-star rating by Golf Digest, as well as being highly rated by Colorado Golf Magazine. Ted Robinson Sr. is the original architect and his design meshes the course superbly with the meandering

In the spring of 2014, Limonbased architect Mike Hines, the designer of the 9-hole Pelican Falls course, completed a remodel of the first six holes at the Lakes following a devastating flood in September of 2013. Pelican Lakes offers golfers views of the beautifully manicured foliage, several man-made lakes, native wildlife and the wonderful tall trees that propagate the landscape. In addition to the 18-hole course, Pelican Lakes also boasts a 9-hole course, Pelican Falls. Pelican Falls offers golfers all the challenges of a traditional 18-hole course and then some. “It has to be the nicest 9-hole in the state,� exclaims Pelican Lakes Head Golf Pro Stacy Kleve. Showcase holes are the par 3 No. 7 which features the largest manmade waterfall in the state, located in front of the tee, and the 174-yard, par 3 No.
9 hole with its island green. The Pelican Falls course promises to be one of the most challenging 9-hole courses in the country, and one of the more serene. Featuring stunning views of the Rocky Mountains and magnificent sloping fairways, the Highland Meadows Golf Course offers weekend warriors and skilled players alike a golf experience that is memorable for its beauty and challenges. Sand, sand and more sand. That was Jack Nicklaus’ thinking when he designed Ptarmigan Country Club nearly 30 years ago. A challenging course that can border on frustrating for even the most seasoned golf pro, Ptarmigan is undoubtedly one of the toughest courses in the area to play. Period. Besides the over 100 carved out bunkers in this hillside course, Ptarmigan also features some narrow fairways, blind shots over ridges and tight greens. But for those who appreciate the challenge this course offers, there are many rewards as well. Windsor’s mayor and six town board trustees work closely with the Town Manager to provide Windsor a modern and dynamic government designed to meet the growing needs of its residents. The Town Hall is located in the historic Park School building (at 301 Walnut Street), which is easily one of the most visible landmarks in Windsor. The town also maintains a virtual town hall that can be found online at www. windsorgov.com. Town board meetings are held twice monthly and are televised on Comcast Cable Channel 8 for the convenience of the community as well as available for live streaming on your computer. All of the town meetings are open to the public and Windsor has several advisory boards that are always looking for active members. In short, the

The Windsor Police Department located at 200 North 11th Street is led by Chief Rick Klimek with a staff of 25 sworn officers. Twenty-one officers are assigned to patrol, two are assigned to investigations and two administrative positions. Two officers are assigned to interact with local schools. The officers provide education and assistance during the school year. The Windsor Police Department uses bike patrol to enhance interaction with the community during special events and routine patrol. Community programs initiated by the police department are designed to empower community members and promote individual awareness. Programs include: Neighborhood Watch, Operation ID, Gang Awareness, Crime Stoppers, Santa Cops, Civilian Ride-Along Program, Community Safety Program and Bicycle Safety, including a Bicycle Rodeo.

“Providing professional service and compassionate care from our family to yours.” Windsor Severance Fire Rescue (WSFR) is an independent special district focused on providing fire, rescue, and related services.to include fire protection, emergency medical services, fire investigations, hazardous materials mitigation, fire prevention, domestic preparedness planning and more. WSFR’s district is nearly 100 square miles and includes the towns of Windsor, Severance and surrounding areas in Weld and Larimer Counties. Known as an industry leader, WSFR is constantly working to improve and provides a world-class level of service. WSFRs service model is among the most cost effective yet provides the highest level of professionalism and efficiency on behalf of those it serves through its core values of Readiness, Excellence, Courage and Respect. WSFR has three stations staffed 24/7 with three engine crews, two advanced support ambulance crews and a battalion chief at all times. Staffing consists of paid and volunteer firefighters.

Several museums, concert settings, dinner theaters and a variety of other entertainment establishments within easy reach give Windsor a cultural advantage. The Town of Windsor Museum at Boardwalk Park interprets Windsor’s history inside five historic buildings which date back to the early 20th century. Location is the primary attraction for major corporations and businesses in Windsor. With an economically strategic position between the state capitals of Denver and Cheyenne, Wyoming, Windsor is centrally located to major markets. The town also has a major transportation advantage by being near Interstate 25, a major north-south route in Colorado. Adding to this, the Great Western Industrial Park, a 1,400-acre complex owned by Great Western, benefits from the Great Western Railway, which offers interchanges with both Union Pacific and BNSF Railway. Close proximity to several other larger cities is also an economic boom for Windsor. Surrounded by the communities of Greeley (pop. 103,037), Loveland (pop. 74,427) and Fort Collins (pop. 158,600), Windsor is ensured of having a diverse consumer base and plentiful workforce necessary to support businesses located within the community.
Windsor was owned by the Great Western Sugar Co, which operated up until the late 1960s before closing its doors. Fortunately for Windsor, an agricultural based economy would eventually give way into one that reflects the town’s dynamic and contemporary trend of urbanization. Platinum Level It took nearly 100 years, but the Water Valley master-planned community was able to deliver a promise to Windsor. In 1907 the Windsor Chamber of Commerce’s primary goal for its 17-year-old town was to promote it as “a pleasure resort.” Almost a century later the southern Windsor community began selling homes that offer resort-like amenities such as fishing, water and beach activities, extensive walking trails and access to the semi-private Pelican Lakes Golf & Country Club. Water Valley is the only golf cart-friendly community in Windsor as it encourages its residents to commute within its boundaries via a golf cart. The catch-and-release lakes are havens for fishing and watercraft enthusiasts, while the golf course is a home-away-from-home to golf lovers.
