DEFINITIONS
Multi-Lane Free Flow (MLFF) Is a system that allows for vehicles to travel unhindered at the posted highway speeds. Also known as open road tolling (ORT). In this system the toll fees are collected seamlessly electronically as the vehicle passes underneath a gantry. The equipment to record the passage of the vehicle and record the transaction is mounted on a gantry which reads an electronic device (e-tag) mounted in the vehicle.
Electronic Toll Collection (ETC) This system allows for the collection of toll fees electronically. It uses electronic radio transmitters and receivers operating at 5.8ghz (generally used around the world). The system utilizes a dedicated short range communications (DSRC) based radio transponder mounted on the windscreen of a vehicle. The toll amount is debited directly from the client’s bank account
Radio Frequency Identification (RFID) A form of wireless communication technology that uses radio waves to identify and detect the e-tag mounted on the windscreen of a vehicle uniquely
Tags (eTag) The RFID system uses a tag to identify and detect the object vehicle uniquely. The etag operates either passively or actively. The etag for toll collection purposes will be a battery-assisted passive device.

DEFINITIONS
Central Tolling Agency This is the agency appointed through a PPP to finance the implementation the MLFF system. The MLFF system comprises of the construction, installation, operation and maintenance including the maintenance of the highway and assisting with law enforcement. One of its primary functions is to provide real time information to the road user and make the roads safer through the use of the ‘Safe Road System’. The MASCO led team will be the partner to the Ministry of Transport in the fulfilment of this task through a equitably structured PPP.
Customer Service Centre (CSC) Is the place for face to face contact with the customer – road user. This is the place for registration of an account with the CTA, sale, collection and installation of the e-tag on the vehicle. Although, the majority of services will be provided to the customer through the internet, the CSC will also serve to sort out customer queries, complaints and generally assist the customers in person
Violation Processing Centre (VPC) Is a central place where all transactions that are disputed, exceptional transactions (not clearly identified by eTag), vehicles with no e-tags, non-payment of account and preparation of evidence for use by law enforcement authorities will be processed by the CTA.
Commercial Back Office It is the back end system that processes the toll transaction electronically between the road side system (RSS) and the central transaction clearing house (TCH). It is the first point of contact for validation of the electronic transaction. 34
