32

DEFINITIONS

Multi-Lane Free Flow (MLFF) Is a system that allows for vehicles to travel unhindered at the posted highway speeds. Also known as open road tolling (ORT). In this system the toll fees are collected seamlessly electronically as the vehicle passes underneath a gantry. The equipment to record the passage of the vehicle and record the transaction is mounted on a gantry which reads an electronic device (e-tag) mounted in the vehicle.

Electronic Toll Collection (ETC) This system allows for the collection of toll fees electronically. It uses electronic radio transmitters and receivers operating at 5.8ghz (generally used around the world). The system utilizes a dedicated short range communications (DSRC) based radio transponder mounted on the windscreen of a vehicle. The toll amount is debited directly from the client’s bank account

Radio Frequency Identification (RFID) A form of wireless communication technology that uses radio waves to identify and detect the e-tag mounted on the windscreen of a vehicle uniquely

Tags (eTag) The RFID system uses a tag to identify and detect the object vehicle uniquely. The etag operates either passively or actively. The etag for toll collection purposes will be a battery-assisted passive device.

33

33

DEFINITIONS

Central Tolling Agency This is the agency appointed through a PPP to finance the implementation the MLFF system. The MLFF system comprises of the construction, installation, operation and maintenance including the maintenance of the highway and assisting with law enforcement. One of its primary functions is to provide real time information to the road user and make the roads safer through the use of the ‘Safe Road System’. The MASCO led team will be the partner to the Ministry of Transport in the fulfilment of this task through a equitably structured PPP.

Customer Service Centre (CSC) Is the place for face to face contact with the customer – road user. This is the place for registration of an account with the CTA, sale, collection and installation of the e-tag on the vehicle. Although, the majority of services will be provided to the customer through the internet, the CSC will also serve to sort out customer queries, complaints and generally assist the customers in person

Violation Processing Centre (VPC) Is a central place where all transactions that are disputed, exceptional transactions (not clearly identified by eTag), vehicles with no e-tags, non-payment of account and preparation of evidence for use by law enforcement authorities will be processed by the CTA.

Commercial Back Office It is the back end system that processes the toll transaction electronically between the road side system (RSS) and the central transaction clearing house (TCH). It is the first point of contact for validation of the electronic transaction. 34

PUBLIC PRIVATE PARTNERSHIP (PPP)

What is Public Private Partnership (PPP) long-term contract between a private party and a ? “A government entity for providing a public asset or good, in which the private party bears significant risk management responsibility, and remuneration is linked to performance.” “PPPs are a mechanism for government to procure and implement public infrastructure and/or services using the resources and expertise of the private sector. Where governments are facing ageing or lack of infrastructure and require more efficient services, a partnership with the private sector can help foster new solutions and bring finance” “Cooperation between public and private parties with a durable character in which parties develop mutual products and/or services and in which risk, cost and benefits are shared”

PPPs are not Privatisation

36

What do the public and private cost of financing reflect?

Government bond financing ❖

rates reflect the risk that government will not be able to tax citizens to extent needed to cover outlays i.e. its power to tax

Private sector financing ❖

rates reflect the capital markets’ judgement as to riskiness of investing in the debt and equity security of the project i.e. project or companies

Risk of project exist no matter who owns it

51

INTRODUCTION TO OVERLOADING CONTROL

52

WHY OVERLOAD CONTROL?

➢Transportation sector is vital to economic growth ➢ Negative impact on cost of transport by road conditions and congestion ➢ Need to protect the road asset

➢ Initiatives to protect the road to include regional harmonisation, standardisation and co-operation of all stakeholders

53

WHY OVERLOAD CONTROL?

(Objectives & Principles of overload control strategy)

➢ Facilitate and improve trade ➢ Protect the road asset and optimise the road life span ➢ Follow an integrated regional approach with legislation and operations ➢ Develop affordable and efficient infrastructure ensuring the integrity and integration of systems, processes and staff. ➢ Level the playing field amongst transport operators to ensure fair competition and pricing ➢ Incentivise legal transport operators ➢ Educate the Police, transport operators, consignees and consignors

➢ Improve Road Safety

54

Overload Control

EFFECTS OF OVERLOADING

Overload can cause major transportation infrastructure degradation thus leading to increased safety risks and increased maintenance costs while reducing motorists satisfaction and consequently reducing economic value

55

55

RESULTS OF OVERLOADING

➢ Overloaded

vehicles

have

an

exponential

multiplier effect on road damage: ➢ 25% overload causes 2.6 times more damage ➢ 100% overload causes 18 times more damage ➢ An overload vehicle is difficult to control Overload Dangers

56

RESULTS OF OVERLOADING

57

57

DEFINITIONS

58

1.

Legislation and Design (damage factor) ➢ Gross vehicle and vehicle combination mass ➢ Axle and axle unit mass ➢ Vehicle design (drawing power, brakes, steering mechanism) ➢ Based on road design of the country ➢ Harmonise with region ➢ Address habitual offenders ➢ Gross vehicle mass and axle masses

2.

Stability of the loads (safety factor)

3.

Cost ➢ Fit for purpose design ➢ “Profitability” and cost recovery in savings ➢ Pavement longevity
