This policy insight presents the conclusions from three workshops held in May and June 2013 under our Climate Leadership Programme.
Working with three MPs in wave two city deal regions: Robert Buckland in Swindon, Alex Cunningham in Stockton, and Chris White in Warwick and Leamington, we brought together local stakeholders – businesses, local government councillors and officers, Local Enterprise Partnerships (LEPs), education providers and environmental and community groups – to discuss the potential to strengthen the low carbon ambition in their city deals.
The paper summarises the local opportunities and barriers that emerged, as well as messages relevant to other city regions negotiating their deals and to central government as it continues to devolve powers to local areas. It puts forward ten recommendations, which if taken on board would leave local areas better placed to realise the opportunities that the low carbon agenda presents.
