LETTER FROM THE DIRECTOR STEPHANIE PRELLWITZ, EXECUTIVE DIRECTOR
Here is a question the Green Lake Association has wrestled with: Should we settle for the lake as it is, or do we work for the lake as it should be? This initially simple question offshoots into remarkably different trajectories. One path suggests complacency with the present, the other path implies a future-focused challenge. One path is surviving, the other path is thriving. One path is relatively easy, the other path is certainly difficult. Yet, for the Green Lake Association, the answer from our Board of Directors was unanimous and clear. We owe it to our members to take the higher road, to trek the path less traveled. Our organization exists to work for the lake as it should be.
This discussion began in 2014, after the Wisconsin Department of Natural Resources listed Green Lake as an impaired water body. We learned that the lake fails to meet optimal water quality standards, because its oxygen levels are too low and its phosphorus levels are too high.
Green Lake for an average of twentyone years—our voyage is already leading us to new and exciting places.
After learning of this diagnosis, the Green Lake Association laser-focused our efforts on improving water quality, so that future generations might come to know the lake as it once was. There is too much at stake to settle for the lake as it is.
This annual report serves as a status of this road trip. For me, here are some of the landmark highlights: An exceptional response to our elevated mission, particularly at the Annual Gala and from our donors; a focus on restoring eroding streams that serve as direct conduits of lake pollution; a growing arsenal of citizen scientists who measure lake and stream health; and strengthened partnerships with our local farmers and lake experts.
What each of you have taught me is that rising to meet this critical task is a remarkable and exhilarating journey. While we have not yet reached our final destination of a cleaner Green Lake—after all, a drop of water is in

STATE OF THE LAKE A YEAR IN REVIEW OF BIG GREEN’S WATER QUALITY IN 2018
Warmer weather forced ice anglers to spend more time off the lake in 2018. Compared to long-term averages, Green Lake froze 19 days later and was iced-over for 10 fewer days in 2018, for a total of 69 days. This aligns with long-term trends. A recent scientific study determined that Big Green froze later (by 2.3 days), broke up earlier (by 8.4 days), and stayed frozen for a shorter period (by 10.7 days) over the past three decades. The research concluded that large, deep lakes like Green Lake are losing ice cover more rapidly than other lake types. Changes in seasonal ice cover create misalignment between normal algae growth and the zooplankton communities that feed on them—repercussions that work up the food chain and make supplies scarcer for larger fish.
Green Lake has had a string of particularly wet weather years. Forty-six inches of rain fell in 2018, compared to 40 inches in 2017. Both years were wetter than the area’s average of 34 inches of rain. Mother Nature has not done the lake any favors with these additional raindrops. Each rainstorm produces stormwater runoff that carries phosphorus pollution to nearby rivers and the lake. Wetter years mean more nutrient loading, higher phosphorus levels, more weeds, and less oxygen for aquatic life.

Green Lake’s heavy precipitation has carried excess phosphorus to the lake. Deep lakes have a target phosphorus level of 15 μg/L, yet Green Lake’s 2018 phosphorus concentration was 23 μg/L.

More rain has a treadmill effect for lakes: As storms crank up the dial on phosphorus loading, the lake needs more and more conservation practices for its water quality just to keep pace. The lake management team has been successful at installing over $1.9 million in best practices in the watershed, which are working overtime to stay in stride with this climatic curve ball. If these wetter years represent a long-term trend, the GLA’s work to put conservation practices on the landscape is more important than ever.
Did you see that? Big Green Lake’s summer water clarity was just over 19 feet, which is almost 6 feet deeper than the average since 1986.

That is not all good news. Zebra mussels are filter feeders that invaded Big Green in 2005. The invasive species makes the water clearer and allows for more sunlight penetration in the water. This zebra mussel effect means weeds can grow deeper than they used to, which can put a damper on summer swimming and clog boat motors.
Measurements taken on Big Green Lake during the summer of 2018 showed dissolved oxygen levels to be at their lowest in August about 33 feet down. Dissolved oxygen levels were just under 2 mg/L. When levels dip below 5 mg/L it puts aquatic life at risk of suffocating. The reasons behind this “dead zone” are still unknown, but as we embark on the final year of an extensive expert-led lake study we’re looking forward to finding answers and developing solutions to this serious lake problem.

The sold-out crowd raised over $165,000 in support of three pillar projects aimed at 1) collaborating with local farmers, 2) restoring degraded streams, and 3) defending Big Green’s waters against invasive species. OUR STORY IN ACTION Improving Green Lake’s water quality is a complex challenge, but the GLA has proven we are up to the task. DIAGNOSE ISSUES IN THE LAKE AND WATERSHED SYSTEM
VOLUNTEERS TAKE TO THE LAKE This summer, more citizen scientists than ever volunteered to gather data and keep a close eye on local water quality. Each month, lake and stream monitors measured indicators such as water clarity, temperature, dissolved oxygen and streamflow. This helps assess long-term water quality trends and pinpoint hotspots that may need a closer look for restoration. Contact our office if you want to get in on the action and become a citizen scientist in 2019. STUCK IN THE MUCK Thick muck in our streams and on our landscape can accumulate after years of neglect. “Legacy nutrients” serves as a hard-to-detect, year-round source of lake pollution. If left alone, these nutrient-rich deposits emit phosphorus that delays water quality improvements by decades. The GLA has a productive partnership with the Nelson Institute for Environmental Studies and the University of Wisconsin-Madison to uncover legacy nutrients in the Green Lake watershed as a potential source of lake degradation. This research is funded by GLA members, University of Wisconsin-Madison, and the Nelson Institute’s Wisconsin Distinguished Graduate Fellowship.
DIAGNOSING THE DEAD ZONE The GLA is embarking on our third and final year of an extensive, expertled lake study to identify the root of Green Lake’s “dead zone.” Between 30-60 feet down, the dissolved oxygen in Big Green Lake drops drastically. Low levels of dissolved oxygen can have negative impacts on aquatic life. Since the installation of lake buoys on Big Green in 2017, we have been continuously monitoring dissolved oxygen levels at various water depths. Our team will use this information to create a robust treatment strategy to reverse this negative trend and to restore Green Lake. This lake study is made possible by a grant from the WDNR and substantial support from the Green Lake Sanitary District and US Geological Survey.

In the spring of 2018, over 60 volunteers planted 1,000 trees that stabilize the sediment, provide shade and naturally filter nutrients like phosphorus at Avalon Creek Farm, located just south of Green Lake near Twin Lakes. The restored stream reduces nutrient-rich sediment transport to Big Green Lake and has diverted approximately 300 pounds of phosphorus from the lake. Since one pound of phosphorus can stimulate the growth of 500 pounds of weeds and algae, this project will prevent the growth of 150,000 pounds of weeds and algae in Green Lake each year! This project was made possible by GLA members, Green Lake LCD, NRCS, GLSD, WDNR, Outdoor Impact, and property managers, Lynne and Brad Goldsmith.
For the second year, the GLA and our partners hosted the Green Lake Area Conservation Field Day. Since nearly 60% of the Green Lake drainage area is agricultural land, we need to increase efforts to ensure water flowing off the landscape, into local streams and the lake, is as clean as possible. This educational event demonstrated how conservation practices can make economic and environmental sense, and allowed us to work side by side to promote concepts of better soil for cleaner water. The Field Day was made possible by GLA, Green Lake County Farm Bureau, Green Lake County LCD, County Visions Cooperative, Fond du Lac County Farm Bureau, Fond du Lac County Land and Water Conservation Department, NRSC, and UW-Extension.

PROJECT INVADER DEFENSE: NO SCALING BACK ON CARP REMOVAL
It will be a long time before we all forget about the tide of dead carp that littered our shores in 2016. However, because of this not-so-distant memory, the importance of carp removal remains fresh in our minds. This year, we worked hard with our partners to remove 157,000 pounds of carp from Green Lake. Since even one female carp left in Big Green can produce one million eggs a year, it is important that we keep investing in removing these destructive fish from our lake. While we may never be able to get rid of carp completely, removal efforts are key to keeping the population under control and protecting our water quality. This project is funded by GLA members and the GLSD. In 2018, GLA members gave generously to protect the lake at unprecedented levels since our founding in 1951. As a result, the GLA is building a strong foundation to implement ambitious activities on behalf of a cleaner Green Lake. Guided by our strategic plan and our pillar projects – Project Clean Streams, Project Green Acres and Project Invader Defense – we laid the groundwork in 2018 for a remarkable year of action in 2019. IN MEMORIAM: CHARLIE MARKS 1958-2019
The Green Lake community lost an incredible lake champion this year. Charlie Marks, administrator of the Green Lake Sanitary District (GLSD) and close partner of the Green Lake Association, unexpectedly passed away on Friday, January 4. Charlie’s death is a heavy loss for his family and for our community. Charlie’s dedication to Green Lake was not a job but a calling. He did the hard, thankless work on behalf of Green Lake that few others were willing to take on. He was quick to call you friend. He was a self-proclaimed “carp whisperer.” You could reach out to Charlie in a seemingly
impossible situation and trust that he would see it through. From stocking lake trout, to harvesting aquatic plants, to installing conservation practices, Charlie’s expert leadership transformed the GLSD into a statewide model of lake protection. During his tenure at the GLSD, Charlie directly secured over $2 million in various grants and played a major role in the recent $4 million acquisition of Camp Grow/Tichora Conservancy with the Green Lake Conservancy. Charlie was looking forward to early retirement this year so he could spend more time with his family. Perhaps reflecting on
that retirement, Charlie would often say, “When I’m gone, I want people to say ‘He was always willing to do what was right for the lake.’” That he did. While at the GLSD for over two decades, Charlie made monumental strides on behalf of the lake and we are better for it. He leaves a deep, lasting legacy on this place. Our deepest sympathies are extended to his wife, Cathy, his four children and his three grandchildren. On behalf of the Green Lake Association’s board of directors and lake management planning team, we will continue to follow the ambitious path forged by Charlie and “do what is right for the lake.”
