1.0 EXECUTIVE SUMMARY Stantec has recently acquired FSC Architects & Engineers. FSC, now Stantec, is a firm that was formed to specialize in designing infrastructure and facilities to perform in Canada’s remote northern communities. As such, our group is familiar with the challenges that our clients face because like them, we live in the North. Stantec has prepared this proposal for the City of Yellowknife in response to a request for proposals that was posted to the City’s website and dated November 8th, 2011. The City requires engineering consulting services to assist in the design and construction of surfacing and landscaping in the newly developed Niven Phase 7. Stantec is excited to build upon the established professional relationship between the City and FSC by completing this work. The team we have assembled has extensive experience in northern projects that are similar to this assignment. Mr. Warren McLeod is our Senior Project Manager and has resided in the Yellowknife for his entire professional career and worked on all City of Yellowknife paving programs since 2000. Our design team is led by Gord Stephenson who has been a designer and resident inspector on the City of Yellowknife’s paving program for the past four years. This front-line experience is supported by a team of design professionals and technicians with specialized experience in Transportation design and Geotechnical expertise. Stantec understands that the City of Yellowknife needs to ensure that the development in this high profile area conforms with the established guidelines as well as to the City’s servicing standards, which are currently under revision. Together, with the Client, Stantec will ensure the design meets the City’s needs and budget. Stantec is also prepared to be responsive should any reprioritization be required. Together, with the Client, Stantec will help find a contractor that is capable of completing the work and will oversee the contractor’s operations to ensure that the work is being done in accordance with the contract documents and completed to the satisfaction of the Client.

2.0 PROJECT UNDERSTANDING 2.1 GENERAL The City of Yellowknife requires the services of a consulting engineering firm to assist the City in developing contract documents to enable them to procure a general contractor to construct improvements in the Niven Phase 7 area of the City. The specifics of the project are: • Hard surfacing of Moyle Drive, McMahon Court, Findlay Point, Lyons Point and Stirling Court; • Incorporate landscaping elements into the paving contract which are currently under development by the City; • Develop a trail system in the surrounding area; and • Assist in the development of the Tot Lot on Moyle Drive.

FSC, now Stantec, has been involved with all of the City of Yellowknife’s Paving Programs since 1999. Our team is familiar with the Phase 7 area of Yellowknife. We were involved in the most recent paving program that extended paving onto Moyle Drive. In addition, Stantec is currently developing a trail system in the Niven area with the Department of Community Services. Finally, we are currently working with the development company that is constructing Niven Heights. A preliminary finished grade design has been completed for the City by Aecom. Stantec will be able to utilize this previously completed work to rapidly develop a working set of drawings and verify additional earthworks quantities as well as compliance with the existing development and infrastructure. Specifically, private development has begun in the area and coordination will be required to ensure tie-ins to properties are as per the overall development plan of the area. Stantec will be able to assist in resolving conflicts, if they arise, between the overall plan and the individual lot grading plans Stantec understands the importance of landscaping in the City’s projects. FSC, now Stantec has worked with one of the City’s landscaping consultants on several capital projects in recent years. Through this successful previous work, we have developed an understanding of the additional level of detail and coordination this important work requires.

2.2

PROJECT RESEARCH

Research completed by our firm in preparation and writing this proposal included the following: • A thorough review of the Request for Proposals and Terms of Reference prepared by the City of Yellowknife, titled 2012 Niven

Lake Phase 7 Road Design and Construction. • A Preliminary review of the Niven Lake Phase VII 2011 Tender drawings. • A Preliminary review of the Niven Lake Phase 6 & 7 Landscape Development Stage 2 drawings. • Site visits and inspections of the project areas identified in the RFP. • Discussions with: Chris Greencorn, P. Eng., Manager (PWE)

Based on the above research, we have identified the following particulars for the areas of work identified in the RFP:

Moyle Drive This road requires design and coordination of final grades within the framework of the overall development plan. The sidewalk and tree flare outs on both sides of the street as shown in the landscaping plan are sure to present unique challenges with coordination of existing and proposed grading plans, utilities and property lines.

McMahon Court, Lyons Point, Findlay Point, Stirling Court These cul-de-sacs are similar in that they all have trail connectors and islands in the center of the cul-de-sac. Adequate drainage appears to have been provided in the preliminary design for these areas. Sidewalk widths and proposed walk flare outs will need to be coordinated with development permits.

Trail System Stantec is currently developing a trail system for the Community Services Department of the City of Yellowknife. Coordination of the trail connectors and the overall trail system will enable a thorough, well planned and useable system.

Tot Lot A landscaping plan has been developed for this lot by Hilderman Thomas Frank Cram. Stantec can assist with the development of an estimate, layout and construction inspection for this portion of the project. We are also available to assist with revisions as they arise during construction as is often the case with landscaping projects. Stantec’s previous experience in the Niven area as well as with designing within the framework of challenging landscaping programs within Yellowknife will provide the City with an effective solution to meet all the above mentioned constraints.

3.0 PROJECT TEAM FSC, now Stantec has assembled a team with skills required to successfully complete the Niven Lake Phase 7 Road Design and Construction project. Our team has significant experience in Northern road improvements projects and familiarity with Yellowknife. This section introduces you to each member of our team. Identified key project team members shall only be replaced with written approval of the City’s Project Leader. Additional information can be found in the resumes section in Appendix B.

3.1

REQUISITE SKILLS

Projects of this nature require a multitude of skills to get the job done effectively. Beyond the technical skills required, there are a number of soft skills that are required to complete the work. These soft skill requirements are magnified in projects of this type for work in northern communities. For the purposes of this RFP we have only listed technical skills. Kevin Hodgins, P. Eng.

Corporate Support

Kevin is a civil engineer and the Managing Lead for the new Northern Canada division of Stantec; Kevin manages the operations of the Practice Centre including all project assignments across Northern Canada. Kevin’s professional engineering career has been focused on advancing the science of cold regions engineering in Canada. Kevin’s professional engineering career has been focused on northern transportation, regulatory affairs, municipal, and energy infrastructure developments. He has a long record of experience in the planning, design and project management of northern aviation facilities, marine facilities, and surface transportation systems. Project Role: Kevin will provide corporate support for this project.

Warren McLeod, P. Eng. Senior Project Management Warren has resided in Yellowknife for most of his life. Warren has spent his entire professional career working as a cold regions consulting engineer and is the Head of Civil Engineering in the Yellowknife office. Warren skills and abilities have progressed steadily over time to the point where he now leads complex and challenging projects. Warren’s driving force throughout his career is a keen desire to improve the quality of life for all residents of Canada’s North through his work. Warren has been involved with the paving program since 2000 and has been the lead designer for the City of Yellowknife paving program since 2002, in this position he has been involved in the geometric design of a number of roadways within the City. The paving program typically involves upgrades to the storm sewer system and Warren completes the calculations to confirm the capacity of the new/existing infrastructure. Warren also utilized these skills in work for the design of upgrades for the 11-km access road to the Dene community of Dettah this past year.


4 Project Role: Warren will oversee the design of the improvements for this project and provide senior project management support. Skills Provided: Senior project management, roadway geometric design, cold regions engineering design.

Gord Stephenson, P. Eng. Civil Engineering Design & Project Management Gord was born and raised in Yellowknife. He enjoys contributing to Arctic development and infrastructure through the diverse opportunities and challenges of the North. His experience includes computer-aided design & drafting, construction inspection & administration, foundation inspection, surveying and environmental assessments on projects throughout the Northwest Territories & Nunavut. Gord has been responsible for the design, production and resident inspections for the City of Yellowknife Paving Program for the last four years. Gord has successfully demonstrated the skills needed to complete this work through his involvement in the past paving programs. In addition, Gord was responsible for the design and coordination of the civil components of the Old Airport Road Phase I and II streetscaping projects that were started in 2010 and expected to be completed in 2012. Project Role: Gord will be the lead designer responsible for developing the drawings and specifications for this work. He will also be the project manager through design and construction. Mark Whitehead, CET

Civil Design

Mark is a Civil Engineering Technologist with Stantec. He has resided in the North for over 25 years. Mark worked at the Department of Transportation’s Highways Division with the Government of the Northwest Territories from 2004 to 2008. Since then he has built his skill set within civil engineering and construction management and is currently an intermediate level technologist. Mark is involved in Construction Management, Design, Drafting, and Planning. Mark has a strong desire to take on new challenges and enjoys applying new technologies and methodologies to projects. Mark has been directly involved in the design and construction of improvements to the Dettah access road and work on the Mackenzie Valley Highway PDR. He has demonstrated skills in working with clients and contractors to move projects along. Project Role: Mark will support the civil engineering aspects of this project including project management, data collection, and design and inspection services. Leslie Merrithew, E.I.T.

Civil Design / Site Inspections

Leslie was born and raised in Yellowknife, and joined our organization as a full time staff member in our Civil Engineering Department. . Through the Co-operative Education program with the University of Waterloo, she has worked with FSC, now Stantec, for 4 of her 7 work terms, completing her first co-op term with FSC in the summer of 2007. As a northerner, she has a passion for her surroundings that translates directly into her work. Her experience includes: computer-aided drafting and design, inspections, surveying, construction monitoring, environmental site assessments, and field sampling for reclamation and remediation along with the site Inspections that are necessary with those jobs. Leslie brings a vibrant and energetic approach to Stantec’s Civil Engineering Department. Leslie will provide topographic survey and layout for this project and construction inspections. She has completed this type of work for the City of Yellowknife’s paving program wherein she picked up information that was utilized for design purposes and also provided layout for construction. Leslie has been a construction inspector for the City of Yellowknife’s streetscaping program in 2011 and for the paving program as well in 2011. Project Role: Leslie will develop the contract documents under the guidance of Gord. She will also be responsible for inspection of the work again under Gord’s supervision. Skills Provided: Drafting, survey & layout, resident inspection.

Art Penty

Alternate Site Inspector

Art is a seasoned construction surveyor for earthworks projects with over thirty years of experience. Art has been involved in the layout and construction of a wide variety of earthworks projects including airstrips, roads and highways all in Northern locations. The length and breadth of his experience has equipped him with the tools needed to deal with contractors and will assist both them and the Owner in ensuring the project is completed to the satisfaction of all. Art is a meticulous note taker. This is an essential skill in projects of this nature to help protect the Owner in the event of a dispute during or after construction. Art will maintain a detailed diary of the construction as it progresses. Art completed topographic survey pickup and layout services and inspection services for the Hamlet of Fort Providence’s AST program in 2011. As well, he provided layout and inspection services for the 2011 construction season for the Dettah Access Road. Project Role: Art will be an alternate inspector for this project. Skills Provided: Topographic survey and layout, construction inspection.

ALBERTA OFFICE

Bryce Hunter, P. Eng.

Peer Review

Bryce is a Professional Engineer with eight years of field and office experience related to design and construction of roadways. Bryce plays a leading role as the Practice Leader of the Transportation Group for the Alberta North and Central Region. Bryce has specialized experience within the planning, design and construction of transportation and municipal projects and has a diverse educational background as both an Engineer and Engineering Technologist. He also has experience with Provincial Highways projects and was formerly with the Saskatchewan Department of highways and Transportation. Bryce’s experience makes him a valuable asset in the design, engineering and construction phases of all roadways projects. Project Role: Bryce will provide peer review services for this project. Skills Provided: Roadway geometric design, peer review, signage & pavement marking.

Niki Burkinshaw, P. Eng.

Traffic Analysis

Niki has over five years of experience in Transportation Engineering and Municipal Engineering. Niki has been involved with the development process for numerous subdivisions varying in size from single industrial lots to multi-phase residential and mixed use developments and has been involved in preparation of Traffic Impact Assessments for various cities, towns and private land developers. Specific duties include data collection and interpretation, intersection capacity and treatment analyses, traffic signal and advanced warning flasher warrants and report preparation. Project Role: If required, Niki will complete a Traffic Impact Assessment for various areas of the work to assist in developing recommendations for improvements to the traffic network. Skills Provided: Transportation planning and traffic engineering

3.4

EBA, A TETRA TECH COMPANY

For this project, we will utilize EBA for any geotechnical work that might be required. However, given that the roadways in this area were recently constructed, Stantec is surmising that any geotechnical investigation or recommendations that have arisen for this area have already been undertaken. As such, Stantec does not anticipate the need for any design input for geotechnical purposes for this work. The City has put the onus of materials testing on the general contractor in the paving contracts. FSC expects this trend to continue.

SIGNIFICANT RELATED PROJECT – CITY OF YELLOWKNIFE 2011 PAVING PROGRAM

Process: Design/Bid/Build |Status: Completed 2011 | Constr. Value: $ 3,500,000 The 2011 Paving Program was demanding on several fronts. There were a greater number of streets covered, as well as a few different construction techniques used than in years past. The following paragraphs explain the various roadways that were improved and the challenges that were met. NDilo is a First Nations Dene Community located within the City of Yellowknife’s municipal boundaries. Drainage upgrades, geometric improvements for over a kilometer or roadway were developed. In addition, the YK Dene First Nations requested that the roadway be surfaced with EZ Street, an asphalt alternative. There were challenges dealing with the approval process and QC/QA for a product that does not fall under a typical hot mix asphalt specification. Old Airport Road entailed the installation of more than 300 lineal meters of new storm sewers, new curb and gutter and an overlay over the existing asphalt surface. An overlay with the installation of curb and gutter had not been completed in Yellowknife prior to this project. The most significant challenge for this work was setting the vertical grade for the project. The existing roadway was a rural type section with no curb and open ditching. The street is also lined with a number of large, commercial businesses that required access at all times during construction. The new curb and gutter could not create any drainage or unacceptable access barriers to these businesses. Our team was able to overcome these challenges by working together with our client, the business owners and the contractor to ensure that all concerns were addressed adequately during construction. 52nd Street was similar to 50th Street of the 2009 paving program with extra coordination required due to the concurrent construction of a new office building on the site. Constant communication between the building’s designer and contractor and the paving contractor was required from the outset of design through construction. As well, there were additional challenges with respect to drainage as the existing grades for the street were quite flat and careful attention had to be made during construction to ensure positive drainage. Compounding the drainage issue was the detailed streetscaping plan that was developed for this street

that required multiple pours to produce varied concrete finishes (regular, colored and exposed aggregate). All of which were overcome to the satisfaction of the client. Beyond the construction issues, our team worked closely with WSCC and the contractor to ensure traffic management plans were in place to reduce driver confusion and minimize risks to pedestrian traffic. Woolgar Avenue had the water and sewer infrastructure replaced in the summer of 2010. The paving program was brought in to resurface the 2010 work and re-construct the last stretch of Woolgar Drive that had not been upgraded in recent years. As part of this work, our team oversaw the design and construction of replacement storm sewer infrastructure. The challenge of this stretch of road was the presence of established and heavily trafficked businesses on the North side of the road and a school on the South side of the road. For Woolgar, careful attention was paid to the vertical design to ensure that the existing accesses would tie into the refurbished roadway without negatively impacting existing drainage patterns. In addition, our team worked closely with the contractor to ensure that an effective traffic management was in place to minimize safety concerns for children on their way to and from school. Drybones Drive is located in the Kam Lake industrial area of the City of Yellowknife. This area of Town is categorized by ditching, a mix of asphalt and granular surfaced roadways and poor subsurface conditions. The construction challenge on this road was the presence of a significant drainage ditch that drained through two culverts, which required replacement, across the midpoint of the road. Our team developed a concrete headwall design to minimize damage to the culvert ends in the future. As well, our team worked closely with the contractor to ensure the replacement culverts could be installed without negatively impacting the drainage ditch.

4.2

OTHER RELEVANT PROJECTS

City of Yellowknife – 2010 Paving Program Process: Design/Bid/Build | Status: Completed 2010 | Constr. Value: $ 2,000,000 • Haener Drive • McDonald Drive • Gitzel Street (including Dakota and Albatross Courts)

The greatest challenge for the 2010 program was McDonald Drive. This stretch of road was reconstructed in 2004 but poor subsurface conditions let to a rapid deterioration of the road surface. This roadway experiences a high level of traffic and is a mix of commercial and residential zoning. FSC worked with Cematrix to develop a design to replace a traditional granular road sub-base with an insulating layer of cellular concrete. The construction schedule was fast-tracked to minimize disruption of service to the homeowners and businesses in the area especially with respect to trucked sewer services. From sub-excavation to final paving, this road was completed faster than any other roadway in recent memory.

City of Yellowknife – 2009 Paving Program Process: Design/Bid/Build | Status: Completed 2009 | Contract Value: $ 2, 500, 000 • Finlayson Drive – Kam Lake Road to Calder Crescent • Kam Lake Road – Ron’s Auto to Curry Drive • Old Airport Road – Cemetery Road to Hwy. No. 3 • 50th Street – 49th Avenue to Franklin Avenue

The greatest challenge for the 2009 program was 50th Street. In a traditional sense there were numerous challenges including; flat grade, significant elevation differences between building elevations and the street level, a major utility manhole conflict and numerous businesses and offices that needed pedestrian access at all


8 times of the day. In addition to these challenges extensive coordination with a detailed landscaping plan and irrigation installation were also required. Even given these issues the construction of the paving and landscaping were finished ahead of schedule and within budget.

City of Yellowknife – 2008 Paving Program Process Design/Bid/Build | Status: Completed 2008 | Constr. Value: $ 2,500,000

Paving in the City of Yellowknife can often be a challenge the result of the geo-technical conditions of the Yellowknife area; and the City program of 2008 was no different. During the 2008 paving program poor sub-surface conditions (silt, organic soils and groundwater) on 44th Street delayed work and required sub-excavation and removal of the unstable material with sub-drains installed to help direct groundwater into the storm system. These changes to the work were implemented and administrated seamlessly to ensure on time completion of the work.

City of Yellowknife – 2007 Paving Program Process: Design/Bid/Build | Status: Completed 2007 | Constr. Value: $ 2,500,000

The year 2007 was one of the most successful annual paving projects completed. FSC worked closely with the City of Yellowknife and the local paving contractor developing a strong project team committed to a common goal. Together the team worked to eliminate ‘conflict-based’ project management. This effort resulted in improved efficiency for the contractor leading to lower costs for the City. Our project team was able to complete the original scope of work plus some significant additions under budget and on time one week before the contractually mandated completion date of September 15th 2007.

City of Yellowknife – 2006 Paving Program Process: Design/Bid/Build | Status: Completed 2006 Constr. | Value: $ 2,600,000

The 2006 Paving Program provided a number of challenges of which the reconstruction to one of Yellowknife’s oldest roads on Latham Island proved to be the most significant. Poor sub-grade conditions in this area required extensive sub-excavation and installation of a geotextile and geo-grid system to develop a more structurally sound roadway base. An additional challenge was that the roadway provides access to a local floatplane company and could not be blocked at any time during the construction; challenges successfully overcome by our project team.

North Highway Connector Project – Red Deer, Alberta Stantec provided project management, preliminary and detailed design, tender preparation, and will provide services during construction and post construction. This project will improve the existing road network providing a more efficient means of access for the community to residential and commercial areas as well as connections to provincial highways. This roadway also provides a bypass for large truck traffic that does not need to enter the city. The North Highway Connector Red Deer River Bridge is one component of this project which will be a major landmark for the City of Red Deer. Stantec will incorporate architectural features to enhance and add aesthetic appeal and blend with the river valley and natural surroundings. A regional trail is planned for the corridor which may incorporate landscaping features such as trees, benches, trails, sound attenuation berms and other aspects that enhance the roadway, pedestrian/ cyclist, and wildlife corridors. Stantec will incorporate a wildlife passage through the bridge and causeway area to provide a safe and attractive crossing as this area is a significant wildlife corridor. Stantec also plans to implement an “Advanced Remediation Strategy” planting trees to replace the ones removed for construction. This complex project also includes determination and confirmation of land

requirements, relocating utilities, deep utility design for water, sanitary and storm trunks, pedestrian facilities, embankment design, tie-in points for future phases of Northland Drive, borrow and granular material sources for embankment fills, permits, studies, approvals, complex staging requirements, and numerous other elements.

City of Lacombe General Engineering Services Since 2005 Stantec has provided the City of Lacombe with engineering for both general services and capital projects coordinated through Stantec personnel who attend monthly engineering meetings with the City Engineering, Public Works and City Directors. Capital projects completed include: • The annual Capital Works Program (rehabilitation of the City’s roadway, water,

storm, and wastewater networks with the inclusion of advanced landscaping, park design and street scaping when required; • Functional, preliminary and detailed design for new roadway corridors and

parking lots; • Engineering, analysis and modeling for water and wastewater treatment such as

lagoons, treatment facilities, lift stations and pipe networks; • Roadway corridor safety analysis; • Civic building development, expansion and rehabilitation; • City wide stormwater and drainage master plan; and • Services during construction as required.

In Stantec, the City of Lacombe has found and developed a strong working relationship with an engineering services provider capable of delivering any type of comprehensive engineering service required.

Parsons Creek Development – Fort McMurray, Alberta The Parsons Creek Development is located north of the community of Timberlea in the City of Fort McMurray, bounded to the east by Highway 63. The proposed development is approximately 1900 acres in size and is designed to accommodate 24,000 people. Parsons Creek is envisioned to be a dynamic community designed with residential, commercial, mixed use and open space areas. Stantec also completed the conceptual planning for the entire development and the Phase 1 and Phase 2 Outline Plan. Concurrent with the planning, the Stantec engineering team developed an overall servicing strategy for the area and completed a series of traffic studies to support the proposed plan. In order to facilitate land parcel sales to the private development industry, Stantec was retained to complete the detailed design and construction management for the servicing in Phase 1. This work includes a temporary construction access roadway and associated highway 63 intersection improvements, clearing 460 acres of trees, moving 2 million cubic meters of earth, construction of all trunks including a new outfall to the Athabasca River, building Phase 1 collector and arterial roadways and all park landscaping including the landscaping and construction of two urban lakes and two dry storm ponds.

5.0 METHODOLOGY 5.1

GENERAL APPROACH

FSC, now Stantec, prefers to keep a simple and informal approach to working in Northern Communities. While formalized administration systems are essential to documenting projects as they move forward, our team is also aware of the necessity of flexibility when working in the North. Our team believes in maintaining regular contact with our clients to ensure they are kept in the loop and aware of the status of the project at all times.

5.2

PHASE ONE – PRELIMINARY ENGINEERING

Project Startup Meeting Upon award of the contract, Stantec proposes meeting with the City to formalize procedures for the project. Items to be considered for discussion at the meeting include, but are not limited to: contact information, submission scheduling and available data. The following general agenda will be developed: • Review proposed scope of work and preliminary schedule; • Establish communication lines and reporting procedures; • Identify concerns of City; • Review current design standards; • Review background data; • Review drawing requirements; • Identify applicable City Bylaws; • Discuss guidelines for communication with public and media; and • Identify the project budget and constraints.

Stantec will collect copies of the City’s reports, files, mapping, development permits and drawings related to the project that will assist Stantec in developing the 2012 design. Additional meetings will be arranged as required to review specific data and other issues as they arise.

Existing Document and Record Drawing Review Existing geotechnical reports, studies, etc. related to the proposed paving areas, if available will be reviewed. If there is insufficient information to develop a design, this will be discussed with the City and a decision on whether or not to proceed with supplemental design reports. This is not anticipated. The project team will review record drawings to become familiar with how the area was constructed. A review of the

overall development plan as well as approved private grading plans will ensure that tie-ins to private properties are practical and have positive drainage. This will enable any conflicts to be identified at an early stage.

Maintenance Division Personnel directly involved in the maintenance of municipal infrastructure can have valuable input in the design and construction process. Following instructions from the City’s Engineering Department, Stantec will contact the City’s maintenance personnel to learn about problems with either winter or summer maintenance programs at¬tributable to existing conditions. It is assumed that the City is satisfied with the newly installed services in the area and will not be excavating existing buried services in the affected area in the near future. Areas of servicing which may require attention will be identified through discussions with City personnel.

Site Inspections Stantec inspected the area proposed for improvement in the proposed program. However, it is our experience that the road locations in the program can change from the RFP to the actual work. Typically, Stantec has scheduled inspections of the proposed areas within one week of award of the contract for previous program work. We are available to do this again for the 2012 program; however the effectiveness of the visit will be limited given that the areas will be covered in snow. Discussion during the project startup meeting may suffice. The intent of the site inspections is to become familiar with specific items such as horizontal/vertical alignment, drainage, visibility, access points, signage, structural weakness, lighting and surface de¬fects. Any potential problem areas that are identified during discussions with City personnel or from the literature/as-built review will receive special attention during the inspections.

Topographic Survey Data It is our understanding that the topographic survey for the areas of work has been completed already. Our lead designer in conjunction with our inspector will review the available data. If additional information is required, Stantec will identify this to the City to obtain approval to conduct additional topographic survey during the design phase. However, the usefulness of this additional data (if required) will be limited due to the presence of snow. It would be prudent to delay the collection of this information until the layout commences for the construction work to see if any adjustment to the design is required.

Geotechnical Investigation At this point Stantec is unsure of any existing geotechnical information in the project areas. Stantec will review any information the City has and determine if a geotechnical investigation is required. However, Stantec does not anticipate any requirement for geotechnical design consultant services, as the road base installation was completed in 2011.

Base Mapping Stantec will utilize the existing-conditions information to develop a set of base maps for the project areas. The base maps will form a set of composite plans containing existing conditions information such as roadway alignments, sidewalk locations and grades, street appurtenances, utility alignments, legal dimensions, lot lines, limits of construction, location of all known asphalt patching, etc. We propose to utilize the existing City of Yellowknife digital mapping developed from air photography for the development of the project base mapping. The base mapping will be developed at a scale of 1:500.

Submissions Submissions will be made to the local utility companies (NorthwesTel, Northland Utilities, NorthwestTel Cable) to ensure that existing or proposed installations will not conflict with the proposed paving program. Any future underground installations that we are advised of could be planned for at this time in order to avoid road cuts into the new asphalt and ancillary works.


12 Preliminary Engineering Design Brief A prelim¬inary design brief will be prepared which sets out the results and conclusions of the preliminary engineering phase and makes recommendations for design and construction. The preliminary design brief will be used as a decision making tool. Within the document we propose to set out any alternatives deemed worthy of consideration including the relative costs for such alternatives. We will identify utilities and utility poles that must be relocated for the program and work with utility companies to determine an estimate of the time frames for such work. The format of this submission will be a set of drawings that illustrates the conceptual design for the proposed roadways. Conflict areas will be identified on the drawing. A report will accompany the drawings to highlight the conflict areas and discuss possible solutions to address the problems. Stantec will review the existing roadway geometry and the preliminary design developed by AECOM and with the aid of TAC & the City of Yellowknife Design Standards will recommend the most appropriate vertical & horizontal roadway alignments. Stantec will also consider detour routes for pedestrian and vehicular traffic during construction. We will ensure that the contract documents provide clauses directing the successful contractor to provide safe detours for all traffic during the period of their work. At all times the City will be aware of any alternatives under consid¬eration. Preliminary cost estimates will be completed on all alternatives and submitted to the City. Sketches will be submitted for approval on any aspects of the project not covered under the City Standards. After a reasonable review period, Stantec project personnel will meet with the City to discuss the alternatives and finalize the project elements. We will modify the proposed program, as required, in order to meet the project budgets. Upon acceptance of the preliminary design, Stantec will proceed with the design phase of the project.

5.2

PHASE TWO – DETAILED DESIGN

This phase of the project will commence with the approval of the preliminary design brief and permission from the City to proceed with the specified areas of design. The design phase will terminate with the issuance of the tender sets to the prospective contractors. The Project Team will translate the requirements identified during preliminary engineering into contract drawings and specifications enabling contractors to submit bids. The tender packages will be developed at a scale of 1:500. The designs will be based in part on the City of Yellowknife standards. The contract documents will include a full contractual & technical specification. Specific design activities relative to the various projects are detailed in the following sections.

Traffic Studies Stantec does not anticipate the need for any traffic studies. However, if required, this would involve the development of a traffic counting program and traffic analysis to be completed, if required, by Stantec. This type work was completed in the 2008 program for the 49th Avenue rehabilitation, the 2006 program for the new access to Highway No. 4 from the Niven subdivision and in 2005 for the upgrade of Old Airport Road.

Drawings & Specifications As noted earlier, the design drawings will be presented at a scale of 1:500. Our designers utilize Autodesk Civil 3D to complete all of our design work. This software is a powerful tool, which allows us to make adjustments to the design in an efficient manner. Final document s will be delivered in CAD and PDF format as required. The design drawings will include the following information: • Roadway grades; • Underground utility modifications as required; • Inlet & manhole locations, rim elevations & types; • Concrete curb, gutter & sidewalk; • Property drainage patterns;

• Private driveway grades and locations; and • Pavement structure.

Stantec will also develop a complete technical specification that will be incorporated into the contract documents for the work. The specification will include a unit-price tender form with estimated quantities of the various materials that will be incorporated into the work. The MS Excel documents will be shared with the City as requested.

Submission Schedule During the design phase frequent communication will be maintained with the City representatives. As noted in the RFP, a formal submission of drawings and specifications will be made at the 95% completion milestone. This formal submission will provide an opportunity for a full review of the drawings and specifications by the City. After a suitable period of time for review a meeting will be scheduled between the design team and the City team members to discuss concerns and concepts. A construction estimate will be provided. After the 95% submission, the contract drawings and specifications will be updated to incorporate comments arising from the review meeting. The revised documents will be submitted for review as 100% documents and will serve as a final check of the documents prior to issuance for tender. A construction estimate will be provided. Upon final editing, Stantec, will arrange the reproduction of as many copies of the final contract drawings and specifications as the City requires for tendering purposes. Traditionally the number required has been twenty. A pre-tender estimate and schedule will be submitted at this time. The pre-tender estimate will follow the format of the tender form. Please see the schedule section of this proposal for information on dates. However, Stantec will submit the following deliverables: • 95% Drawings & Specifications, with cost estimates; • 100% Tender Review Drawings & Specifications, with cost estimates; and • Issue for Tender Drawings & Specifications with a pre-tender estimate.

5.4

PHASE THREE – CONTRACT ADMINISTRATION

Tendering Services Within this section of the project, FSC, now Stantec will provide all necessary information for the preparation of a Public Invitational Tender. Traditionally the City has developed the tender advertisement and arrangements for publishing in the designated newspapers and construction news publications. Our project personnel will provide all of the necessary information to the prospective bidders and will answer questions from the Contractors during the tender period. We will advise the City on issues that may arise during the tender call


14 phase and issue addenda. Stantec will be present at the tender opening and will assist the City in reviewing and summarizing the submitted bids. This review will include ensuring that the contractors provided the required securities, corporate and insurance documents along with a mathematical review and summary of the tender submissions. Stantec will recommend a contractor to the City for the work. Following the award of the contract, Stantec will assemble and arrange the contract documents in City format for the appropriate signatures.

Contract Administration The project manager with assistance from other project team members will administer the construction phase. Monitoring and control of the contractor’s performance is essential during this phase so that the contract drawings and specifications are translated into proper construction procedures and techniques required to produce an acceptable finished product.

Construction Meetings Weekly meetings will be held so that all affected parties are aware of progress on the work, schedules, changes, etc. The frequency of the meetings can be adjusted as required to reflect the needs of the City or the contractor. Stantec’s Project Manager will coordinate, chair, document and distribute minutes from these meetings.

Public Notifications Keeping the public informed is a key component of a successful paving program. Our team will work closely with the City to help ensure that information is available to keep City residents aware of the status of the project. We will provide sketches or updates to the City for distribution. As well, our team will be available for sidewalk meetings or general consultations that might arise.

Status Reports It is recognized that the City would like to keep on top of uncommitted funds in the contract. Our team will ensure that the City is aware of the budget status. Generally, as progress claims are developed we will forecast projected costs.

Progress Payment Recommendations The project manager with the assistance of the resident inspector will prepare and submit construction progress payment certificates each month to the City of Yellowknife. The certificates will be based on our inspections and the contractors’ payment claims. Each progress payment will be copied with a formal recommendation for payment based upon our measurement of the Work.

Contract Interpretation & Administration The project manager will visit the site frequently to maintain contact with the resident inspector to keep reaction time of any problems to a minimum. Inquiries by the contractor that cannot be resolved by the resident inspector will be referred to the project manager. Change Orders, Site Instructions, sketches, etc. will be issued as required and submitted to the City for consideration and if acceptable, approval. In addition, the contract will require the submittals of mix designs, product data, samples, etc. by the contractor. These submittals will be reviewed by the project team for adherence to contract specifications. It will be the responsibility of the project manager to maintain effective and on-going communication with City staff. Having the project team located in Yellowknife will allow the project team to provide a continual “on-call” service for the duration of the project. All relevant corre¬spondence with the contractor will be copied to the City’s designated contact person. Weekly meetings will be scheduled and minutes will be distributed. Progress reports will be provided on a bi-weekly basis or as required. Stantec will assist the City in developing public notifications during the work, as required.

Inspection Certificates The project manager, with the assistance of the resident inspector will carry out critical inspections for substantial completion, final completion and end of warranty period. The details of these inspections will be written and distributed to all parties.

PHASE FOUR – CONSTRUCTION SERVICES

The day-to-day administration of the contract during construction will be the responsibility of the full time resident inspector. That person will be the primary contact with the contractor and will address routine requirements for contract administration. The resident inspector will communicate with the project manager continually so that all parties are aware of the progress of the work.

Pre-construction Meeting FSC, now Stantec’s Project Manager will chair a pre-construction meeting for the project to be held on-site. Attendees at this meeting will include the project team members from the City, the Contractor and Stantec. The contractor’s proposed schedule will be reviewed at this meeting to establish survey, testing and layout timing requirements. Other key elements of the project that this meeting will serve are as follows: • Establishment of the critical project personnel of the City, contractor, and consultant. At this time authorities and

communications lines will be defined; • Administrative procedures will be discussed and referred to in the contract documents. Such items will include change

orders, additions to and deletions from the program; • Safety requirements and local bylaws will be discussed; • Public liaison program will be discussed and specific responsibilities will be delegated; and • Stantec will ensure that the contract documents including insurances and bonding are in place.

Review Existing Site Information FSC, now Stantec will carry out a program of survey checks and review the existing conditions of the areas proposed for improvement. As the plans will have been based on the actual conditions at the time of collection of the data, some minor modifications to the program may be necessary. Any such modifications will be addressed immediately so as not to affect the work schedule.

Construction Layout We understand that the City of Yellowknife will request the design consultant to carry out the survey layout for the paving program. We believe this to be a reasonable approach to the project as the designer has an opportunity to review particular elements of the project and make field modifications where deemed appropriate. In this manner, the Contractor is not significantly affected by such minor changes. The lead resident inspector will be available to fulfill the surveying requirements. Stantec could also utilize one of our alternate resident inspectors/surveyors for layout as required to facilitate the inspector’s time commitments. It is anticipated that the greatest demand for the surveyor will be during the construction of the concrete curb/gutter and sidewalk. At


16 times of peak surveying demand, the project manager will be available to ensure that construction is consistent with the specifications. The inspector will have the flexibility to schedule the surveyor as required throughout the duration of the project. The surveyor will provide all necessary layouts for the contractor to complete his work including, but not necessarily limited to, baselines, hubs, grade sheets, benchmarks and utility offsets. The baseline is to include 10m intervals on both sides of the roadway, hubs at changes in vertical & horizontal alignments, highpoints, low points (CB’s), curb returns and where practical, radius points. Separate layout will be provided for CB’s and manholes including offsets and line-up stakes. Stantec will provide periodic survey checks of the string lines. We will prepare the contract specifying that the contractor is to utilize the baselines, hub lines, utility offsets, benchmarks and grade sheets provided by Stantec to set the utilities, roadway excavation limits, roadway grades and string lines. The specification will state that the contractor is to be responsible for all necessary detailed layout dimensions and elevations measured form the engineer’s baseline. Layout of these elements will only be completed once, from then on it will be the contractor’s responsibility to maintain or reset the hub points.

Inspections & Reporting The lead resident inspector will be assigned on a full-time basis. That person will be responsible for the day-to-day control of the project and will prepare daily and weekly reports. As well, a progressive inventory of photographs will be built, detailing the work in progress. A diary will be maintained to note key events, verbal directions, labour, equipment, weather, etc., which may become relevant should a problem arise. The inspector’s prime responsibility will be to moni¬tor compliance with the contract specifications and drawings. The project manager can provide weekly progress reports as well as monthly summary reports to the City upon request. Included in these weekly progress reports will be an ongoing review of the construction schedule complete with estimates of time of completion during the construction phases and an analysis of the project costing. The resident inspector identified in this proposal is an excellent construction surveyor. Stantec maintains an inventory of electronic and traditional surveying equipment. All of these tools will be at the disposal of the field crews. Our survey equipment is regularly serviced to ensure accuracy.

Quantity Control Unit price contracts require special attention to the control of quantities hauled and placed on site. Past City of Yellowknife paving programs have been completed utilizing tonnage measurements for any fill material required for roadway construction. The daily summaries of haul tickets provided by the contractor have been an acceptable method of measuring granular material. Stantec will collate all haul tickets and maintain an elec¬tronic spreadsheet that summarizes all import granular materials. It is assumed that the contractors weigh scales, staffed by their personnel, will be utilized on this project for quantity measurement. The project manager and resident inspector will meet with weigh scale operators prior to construc¬tion to coordinate measurement and communication procedures. All other materials will be measured by area or dimension. To minimize conflict, Stantec will work with the contractor to develop progress payment recommendations. In recent years the City has moved towards a QA/QC program for maintaining quality on the job. In doing so, the onus of materials testing resides with the general contractor. Stantec will review the QC requirements that have been developed and refine them as necessary to ensure the City is receiving a quality product.

Quality Assurance Our sub-consultant, EBA Engineering Ltd., will be responsible for QA field and laboratory testing, and undertake geotechnical investigations as required for development of the design. Stantec will rely on the materials services provided by EBA’s Yellowknife Laboratory to moni¬tor the quality of asphalt, granular material and concrete.

Collection of Record Information Our Resident Inspector will collect and record all information for the project installations. Such information will include elevations, locations, and material types for the various elements of the work, utility structures, duct work, storm pipes, manhole rims, catchbasins, existing utilities, existing features, etc. Stantec will utilize the standard drawings symbols accepted by the City of Yellowknife. The record drawings will be updated on AutoCAD and presented to the City for their files in both digital and hard format. City standard symbols will be used.

5.6

PHASE FIVE – POST-CONSTRUCTION SERVICES

Post construction services include the preparation of record drawings and liaison between the City and the contractor for the rectification of any defects discovered during the warranty period. The warranty period will begin upon issuance of the Substantial Completion Certificate.

Record Drawings Stantec will provide the City with stamped record drawings as AutoCAD drawing files and PDF format. If requested, the submission will include a short report outlining the progress of the project, a summary of quantities, suggested changes for the future and a summary of the quality control test results.

Warranty Liaison Stantec will schedule a warranty inspection approximately one year after the construction completion for the project year. Stantec’s Project Manager will lead this inspection at which time we will invite the Owner and the Contractor. Any deficiencies that might be evident will be recorded and a formal record will be made directing the contractor to remedy any such deficiencies. Following the modifications, Stantec will conduct any further inspections that might be required to be assured that the contractor has met all contractual & warranty obligations.

Project Photo Record Stantec field personnel will develop a thorough, digital project photo record for the project. A digital copy will be submitted to the City of Yellowknife for its own use. The photo record will include photos taken at the time of collection of the existing conditions information, ongoing construction photos and final images of the project. All photos will be clearly labelled describing the image and the date recorded.

6.0 SCHEDULE & WORK PLAN 6.1 GENERAL It is the desire of the City of Yellowknife to procure a contractor to complete the construction developed by the successful proponent in the 2012 construction season. Stantec has reviewed the schedule that has been developed for the terms of reference. Some adjustments have been made to interim deliverables but they do not impact the tender close date. A GANTT chart has also been developed for this proposal and is presented in Appendix A. Stantec will implement the methodology in accordance with this schedule as our work plan. 7.3 DISBURSEMENTS Stantec’s standard is to apply an 8% charge to the hourly rates as an allowance for informal meetings, discussions, phone charges, computer charges, internal reproduction costs, stationery, etc. This charge will be waived for this project. For third party disbursements Stantec will apply a 10% markup. Disbursements will be substantiated with receipts.

Items not included in our scope of work: 1. Topographic survey pick-up; 2. Multiple construction survey layouts; 3. Detailed traffic impact analyses; 4. Geotechnical field data collection; and 5. Geotechnical testing during construction. However, Stantec is prepared to complete this work for the Client as an additional service to the project if requested.
