CEO’S UPDATE I’d like to introduce Greyhound Monthly Victoria, which replaces the Informer, and which has developed following the feedback we received from our recent survey of the Informer’s readership. The Monthly will continue to feature the regular sections from the Informer such as the racing calendar, Integrity Department Activity Report and Latest Litters along with more coverage of racing and industry events and what’s happening nationally. We also heard your suggestions about improving the distribution and layout and we are working on that, starting with the use of a larger typeface to make it easier to read. The Monthly will also deliver more coverage about Greyhound Racing Victoria (GRV) activities as requested and it will certainly have a lot to report on in 2016. GRV is continuing to build its internal capability and following a major review of GRV’s organisational arrangements, a new structure has been developed that will provide a better balance between GRV’s role in delivering a high quality racing program and its statutory responsibilities for integrity and animal welfare, which will now receive a much greater emphasis. For example, a nationwide search is now underway to identify outstanding candidates for the now vacant positions of General Manager, Integrity and General Manager, Animal Welfare. I will provide more details about GRV’s new structure in the next issue of Greyhound Monthly Victoria. As part of GRV’s strengthened focus on animal welfare, we have introduced a new hot weather policy which has seen 12 race meetings transferred or cancelled since Boxing Day last year. These decisions are not taken lightly and the new policy is very clear about why and when the transfer or cancellation of race meetings needs to considered. GRV is also now planning a series of workshops over the coming six months on issues such as breeding and breeding controls; rearing; encouraging smaller breeders, owners and trainers to remain in the sport; and extending racing careers for greyhounds. Other workshop topics will include training facilities, trial tracks and racing track layouts and surfaces. The facilitated workshops will give everyone the opportunity to engage in a two-way dialogue, to provide vital feedback to GRV and generate positive and constructive discussion on these important issues. The workshops are expected to be held from mid-March through to the middle of the year. Greyhound Monthly Victoria, along with the GRV websites and improved member communications, will keep you up to date about these initiatives I’ve mentioned and much more as GRV implements its strategic priorities over 2016 to secure a thriving future for Victorian greyhound racing. Adam is a senior member of GRV’s eight person strong Animal Welfare team which works with breeders, trainers, breakers and owners to ensure best practice in greyhound care and housing, conducting up to 50 site visits a week. What’s your experience or background in animal welfare?

and half years and before that I was a Senior Animal Management Officer for a Local Victorian Council. In this position I was Authorised under the Domestic Animals Act 1994, the Local Government Act and local laws to deal with a range of issues including animal mistreatment , noisy and poorly supervised animals and of course lost pets along with educating school children and community groups about responsible pet ownership. What attracted to you to working at GRV? I am passionate about animal welfare and was looking for a position that would challenge me and where I could make a big difference and working at GRV is certainly all that. What are your main responsibilities as a Greyhound Welfare Authorised Officer? Firstly, ensuring that the welfare of greyhounds is paramount. This includes making sure greyhound housing meets the requirements set out in the “Code of Practice for the operation of greyhound establishments” by conducting kennel audits, trail track audits and GRV club inspections. I also work with participants and Victoria’s 79 Local Councils to sort out Council planning, local law and excess animal permits, and to answer all participant queries about animal welfare issues. What would be a typical day for you? Is there such a thing for you? There is no such thing as a typical day in Animal Welfare Unit as we are constantly conducting kennel audits and dealing with a very wide of range of issues and complaints and concerns. The fact there’s greyhound racing nearly every day of the year certainly doesn’t make things any less busy for us. What are some of GRV’s most significant animal welfare initiatives coming up for 2016? There’s too much to talk about in much detail now but some highlights are reviewing the “Code of Practice for the operation of greyhound establishments”, introducing new rules to trace greyhounds throughout their life-cycle, the use of only GRV approved artificial materials for greyhound training and a big focus on greyhound breeding numbers and euthanasia. What’s the biggest challenge in your work? Every day can be a challenge in different ways for the Animal Welfare team as we work to deliver the best welfare, care, and living conditions, for each and every racing greyhound in Victoria. What do you find most rewarding about the job? Working with participants to improve facilities and then seeing the greyhounds enjoying a better quality of life as a result of how we’ve worked together. What are some of the things you enjoy doing outside of work? Playing tennis, gardening and spending as much time as possible with my wife and three daughters.

R2R Greyhound Racing in Honour of Athletics Legend By Andrew Copley In September 2013, legendary athlete and athletics coach Tom Kelly was tragically killed in a horrific traffic accident. His memory lives on today thanks in part to a competitive female racing greyhound named Come On Lassy. Born in Ireland before making the move to Australia in 1956, Tom made an undeniable mark on the athletics scene, becoming the first Australian to win an international marathon (1961). As a coach Tom mentored several Olympians, but would take on anybody, no matter their age or ability, and he never charged for his coaching. Such was his standing in the community that over 1,000 people attended his funeral, and in a little over 12 months after that he’s been memorialised in a number of ways : - In November 2014, the Manningham Council renamed the Doncaster Athletics Track the ‘Tom Kelly Athletics Track’. - At the same time, Tom’s family, in conjunction with the Doncaster Athletics Club, created the ‘Tom Kelly Development Scholarship’. The idea of the scholarship is to provide financial assistance to support developing athletes and coaches. This was launched at the ‘Tom Kelly Celebratory Ball’. - Members of the Doncaster Athletics Track formed the ‘Kelly Running Gang’ Syndicate and purchased a greyhound for $5,500 at GRV’s Ready 2 Race Sales. They later named her Come On Lassy, with prize money being donated to the Tom Kelly Development Scholarship.
Eddie Viking, a member of the Kelly Running Gang Syndicate, perhaps summed Kelly up best when he said “Tom gave everything and expected nothing.” The syndicate had originally planned to buy a male greyhound at the Sales and call him Come On Laddy – one of Tom’s famous catch-cries – however when they purchased a female they had to settle on Come On Lassy instead. Trainer James Stavropoulos of Craigieburn purchased Come On Lassy on the Syndicate’s behalf, and he has guided the greyhound to a respectable four wins and eight minor placings from 22 starts, while she has earned just over $7,000 in prize money.

Watching Come On Lassy’s racing career unfold has brought plenty of joy – not just to Kelly Running Gang Syndicate members – but also Tom’s friends and family who miss his kind-hearted nature and generosity no end.

Greyhound Kennelling a Streamlined Process All greyhounds go through a kennelling process when they arrive at a track for a race, and it’s a unique procedure. Kennelling is open for 45 minutes, during which time up to 96 greyhounds are all identified, weighed, checked over by the on-course Vet and then allocated a kennel where they can relax before their race. It’s a streamlined, thorough and highly efficient process. Veterinarian Dr. Steven Karamatic said the routine vet checks are undertaken for precautionary reasons. “Essentially we are just making sure that all greyhounds are fit to compete when they are presented for racing.” “We check for any signs of illness or injury. We have a set routine including checking the toes and the pads for any pain or discomfort upon flexion and extension of the joints,” Dr. Karamatic said. Trainers and handlers are required to return to the kennel block to retrieve their greyhound 20 minutes before its race, at which point the dogs are identified once more, dressed in their race rug and prepared for their race. The Amazing Tale of Toni Jones and Twistex Any greyhound that races 100 times has special qualities, but the story behind Twistex – and more specifically his trainer, Toni Jones – is truly inspirational. Toni, of Devon Meadows, has a genetic eye condition called Retinitis Pigmentosa, meaning she needs to walk with assistance whether with a stick or her seeing eye dog. Despite her condition, Toni has a hands-on involvement like any trainer does at the races.

By Andrew Copley The Greyhound Adoption Program is benefiting greatly from a brand new veterinary clinic, built and opened at its Seymour headquarters in 2015, thanks to generous support from the Victorian Government. “Having an on-site treatment room is a fabulous new development for GAP,” the Greyhound Adoption Program’s Jenny Layton said. “We now perform all our veterinary procedures that we need to do at the convenience of our own kennels, including de-sexing and dentals, so our greyhounds no longer have to travel to undergo such procedures.” Veterinary Surgeon Hayden Sharratt performs many of the procedures at GAP, which has seen him develop a tremendous admiration for the breed. “If you’re looking for a dog as a pet you honestly can’t go wrong with a greyhound,” Sharratt said. “I would encourage people to come up to the Greyhound Adoption Program because you’ll pick up a dog that’s de-sexed, it’s had its dental work done, and it has been vetted from a behavioural point of view so I really think greyhounds are a fantastic option for someone looking for a pet.”
Industry Mourns the Passing of Club Manager It is with great sadness that Greyhound Racing Victoria announced the passing of Matthew (Matt) Ansell, 51, on Sunday 17 January, suddenly. Matt was well known to many in the industry as a vital member of the Warrnambool Greyhound Racing Club. Having worked as the Club Manager some years ago, Matt recently returned to the club, again as the manager; with his experience and his wisdom being drawn upon by all in the industry. His funeral was held at Guyett’s Funeral Chapel in Warrnambool on 25 January 2016. Our condolences to Matt’s family, wife Denese, children Nick and Jack – he is a great loss to the sport of greyhound racing in this State.

New Online Support for Greyhound Care ’Greyhound Care and Standards’, a new online resource for Victorian participants, is coming soon. Developed by Greyhound Racing Victoria (GRV), it will be a comprehensive one-stop shop for whole-of-life care for greyhounds, from breeding to rearing to racing to retirement.
Pink Cards Now in Play From 1 February 2016, all Victorian female greyhounds are covered by Greyhound Australasia Rule (GAR) 127 which requires they be registered as a breeding female with GRV to ensure they are eligible to breed, otherwise known as Pink Card Registration. Even if the greyhound has had one or more litters, she will still need to be registered as a breeding female. To be eligible for registration female greyhounds must be less than 8 years of age, have not had more than 3 litters in total or 2 or more litters within the past 18 months. Other requirements for breeding registration include micro-chipping, up to date C5 vaccination records, DNA results recorded before service and the breeder registered with GRV. The breeding registration fee is $150.00 and only needs to be paid for females who have not already whelped a litter. There is no fee for registering a breeding female who has whelped a litter prior to 1 February 2016, but they will still need to be registered for Breeding. Participants can register their greyhounds for pink cards through FastTrack or by contacting the GRV Member Services team on 03 8329 1100 or info@grv.org.au. Investigation Recommendations Greyhound Racing Victoria has accepted all recommendations of an independent investigation by Des Gleeson into Race 10 at Sale, run on 26th December 2015. The independent investigation, which was commissioned by GRV, followed a malfunction with the starting boxes where lids failed to open fully. As a consequence, a number of dogs were injured and it was established that this was as a result of the lids not opening fully. The all-clear was given prior to identifying the problem and the injuries to the greyhounds.

Des Gleeson identified a number of shortcomings and made recommendations to prevent any future repeats.
It is being designed to both support professional participants and to guide and advise those just starting out in greyhound racing. It will provide a clear overview of participant rights and responsibilities in greyhound racing and outline what they need to do to make sure they’re compliant with all the sports rules and code of practice Topics covered in detail include greyhound care throughout all stages of their life, from breeding to training to racing to retirement, along with code of practice, permits, and registration and inspection issues for premises and kennels, as well as FAQs. ’Greyhound Care and Standards’ also includes the latest news and updates on rules and regulations. GRV is developing this website because animal welfare must be the highest priority for the sport if it is to have a strong and sustainable future. GRV will announce the launch of the website in the very near future.

Cooling it Down in Summer As part of Greyhound Racing Victoria (GRV)’s statutory responsibility to promote animal welfare, its hot weather policy has been revised to take into account the severe heat conditions found more and more across Victoria during summer. The safety and welfare of greyhounds is of paramount concern for GRV in assessing whether a race meeting or individual races on a program should proceed, be delayed or abandoned in hot weather conditions. Starting from 26 December 2015 the maximum temperature at which greyhound racing or trialling can be conducted was reset to not higher than 38 degrees Celsius - down from the former 40 degrees Celsius. Trainers can still scratch their greyhounds without penalty if predicted temperatures are 32 degrees or above at race meetings. If the temperature reaches 38 degrees or above at day and twilight meetings, GRV will try to transfer races to more suitable timeslots or cancel them if transfers can’t be made in within a reasonable time-frame. Travel Fees of $70 and Starter Fees of $10 will still be paid for each greyhound drawn to race at a meeting cancelled or abandoned due to hot weather conditions. Morning and night meetings on such days will continue as scheduled but may be called off or delayed at the discretion of the Steward in Charge in consultation with On-Track Veterinarians. Decisions to cancel meetings are made after careful consideration and consultation with the weather bureau and also take into account the predicted temperature for travel times to and from the venue as well as at the track. As not all greyhound transport vehicles are air-conditioned, all owners and trainers need make sure that their greyhounds arrive at meetings in the best possible condition, taking take extra care especially with older dogs and young pups and making sure that there’ s always plenty of fresh cool water and shade available. Kennel blocks at all Victorian greyhound racetracks are air conditioned and GRV is discussing new cooling solutions with clubs most affected by hot weather as part of its ‘Beat The Heat’ initiative. Bark in the Park By Rose Streatfield In spite of the summer day, people and their dogs still turned out to enjoy Melbourne Aces Bark in the Park on Sunday 17th January. The Greyhound Adoption Program recently announced its new partnership with Australian Baseball League team, Melbourne Aces. As part of this partnership GAP sponsored their event, Bark in the Park, where people bring their dog to a baseball game. The GAP community were given the chance to attend the game for free by registering prior to the event, and it was a great opportunity for GAP to reach a new audience and promote the greyhound breed and program to a wider audience. Around 30 owners and their dogs – half of which were greyhounds - attended this last home game of the season in Laverton. It was a great show of support from the GAP community and the greyhounds made a positive contribution to the day, showing the crowd how placid and friendly they are. Sean Stanton, GAP Strategic Projects Manager said that, “Everyone, especially the dogs, had a great day out. Greyhound numbers were strong, and it was a great demonstration of the greyhound breed to the general public.” Melbourne Aces General Manager, Justin Huber, was very pleased with the event, and said “It was a great success with great feedback about the day and we hope to continue this relationship into the future.” Besides the action on the pitch there was also plenty off the pitch for the crowd, including the traditional baseball 7th innings body stretch, the diamond dash (a run across the pitch), a dog show - won by a greyhound named Bill - and the opportunity to mingle with the mascots. To top off a successful day, the Melbourne Aces had a massive win, beating top of the ladder Brisbane Bandits 11 to 3! 9

Greyhound Adoption Program
All greyhounds adopted from GAP are de-sexed, vaccinated, micro-chipped, wormed, and health checked. During the foster process they quickly and easily make the transition from being a racing animal to pet. Such is the stringent nature of the GAP assessment processes that the Victorian government legislates that greyhounds successfully passing through GAP no longer have to be muzzled in public.

She can be strong on lead for a smaller dog but that’s just because she doesn’t want to miss out on anything! She is very enthusiastic in her play. LJ is also one of our special needs dogs, as she has the eye condition Pannus. This is an incurable but easily managed condition requiring daily eye drops. You can find a fact sheet about Pannus on the GAP website. LJ IS AVAILABLE FOR ADOPTION NOW!

Margaret Campbell – Failing to present the greyhound “Explosive Sky” free of a prohibited substance (Heptaminol) for an event at the Healesville Greyhound Racing Club meeting held on Sunday, 27 September 2015. Hearing held 11 January 2016. The RADB determined that Mrs. Campbell was guilty as charged and disqualified her for 6 months, with 3 months of this disqualification period suspended for 12 months pending no further breaches of GAR83 during this 12 month period, effective from 18 January 2016. Michael Gibbons - Failing to present the greyhound “Maximum Maddy”free of a prohibited substance (Atenolol) for an event at the Warrnambool Greyhound Racing Club meeting on 3 September 2015. Hearing held on 12 January 2016. The RADB determined that Mr. Gibbons was guilty as charged and disqualified him for 4 months with 2 months suspended pending no further breaches of GAR83 during this 12 month period, effective from 21 January 2016.
RADB Hearings Concluded Kevin Ward - Being a registered person and having in his care and custody an unnamed black greyhound bitch did fail to provide veterinary attention for the said greyhound following it sustaining injuries up to 7 days earlier. Hearing held 18 December 2015. The RADB fined Mr. Ward $750 with $250 wholly suspended for 2 years pending no further breaches of Animal Welfare Rules during this period, Effective 18 December 2015. Lori Courts - Did make inappropriate contact and threatened Ms Maddison Toner in the vicinity of the wash bay area at Sandown on 6th November 2015. Hearing held 11 January 2016. The RADB determined that Ms. Courts was guilty as charged and imposed a 3 month suspension, wholly suspended for 12 months pending no similar breaches of GAR86(o) and fined her $500 with $250 wholly suspended for 12 months pending no similar breaches of GAR86(o) during this period.
Stewards Inquiries Concluded • James Olsen – GAR 86(q) Did engage in conduct which was detrimental to the interest and image of Greyhound Racing, in that he did post comments online which were deemed inappropriate. Inquiry held 9 December 2015. Stewards fined Mr. Olsen $750 with $350 wholly suspended for 24 months pending no similar breach of the Greyhounds Australasia Rules. • Frank Meyer – GAR 86(q) Did engage in conduct which was detrimental to the interest and image of Greyhound Racing, in that he did post comments online which were deemed inappropriate. Inquiry held 2 December 2015. Stewards fined Mr. Meyer $500 with $250 wholly suspended for 24 months pending no similar breach of the Greyhounds Australasia Rules.

Update to GRV Policy - Confirmation of Swab Irregularities The Board of Greyhound Racing Victoria (GRV) has approved a change in policy for the confirmation of swab irregularities in reserve (B samples) and control samples. The new GRV Policy for Confirmation of Reserve and Control Samples came into effect on the 1st October, 2015. The changes bring GRV’s testing procedures into line with other Australian states and racing codes, while also improving the independence and transparency of Victoria’s testing procedures for reserve and control samples. Under the previous procedures, Racing Analytical Services Limited (RASL) tested both the A and B samples. If the A sample returned a positive result, RASL would perform a confirmation test on the B sample. A Trainer was also allowed to appoint an independent and accredited analyst to observe the confirmation test of the B sample at the RASL facility in Melbourne. Under the new policy, whenever a swab irregularity is detected by RASL, the B sample and control sample will be automatically referred to another Accredited Laboratory, other than RASL in Melbourne. If the A Sample returns a positive result for a prohibited substance, GRV’s Chief Steward will advise the Trainer in writing about the name and location of the Accredited Laboratory, where the confirmation test of the B sample and the control sample will be undertaken. As a result of the Board’s decision, Trainers can now have even more confidence about GRV’s rigorous drug testing program. In addition, GRV will absorb all diagnostic costs associated with the confirmation of swab irregularities, removing the need for Trainers to pay for an independent analyst to be present. In addition, the new policy will provide GRV with more diagnostic laboratories to choose from in the future, if new performance enhancing substances emerge, or when new and improved testing procedures become available. Greyhound Racing Victoria has approved the following laboratories as an Accredited Laboratory, as per Greyhounds Australasia Rule 1: • Australian Racing Forensic Laboratory, Sydney • Queensland Government Racing Science Centre, Brisbane • Racing Analytical Services Limited, Melbourne • Racing Chemistry Laboratory, Chemistry Centre (W.A.), Perth • The Hong Kong Jockey Club Racing Laboratory, Sha Tin, Hong Kong • New Zealand Racing Laboratory Services Limited, Avondale, Auckland, New Zealand • Horseracing Forensic Laboratory, Fordham, Ely, Cambridgeshire, United Kingdom • Australian Sports Drug Testing Laboratory, Sydney • ChemCentre, Western Australia • National Measurement Institute (NMI), Sydney (trace element analysis) • Institute of Biochemistry, German Sports University, Cologne, Germany (Xenon & Argon)

The new GRV Policy for Confirmation of Reserve and Control Samples is an amendment to the GRV Swab Sampling Policy & Procedures, effective from 1st October 2015.
Cobalt Usage in Greyhounds A urinary threshold for cobalt of 100 ng/mL was implemented in Victoria on 1 December 2015. The following information should be noted. Greyhounds Australasia will introduce a urinary threshold for cobalt of 100 ng/mL within GAR 83 (10) as follows: “Cobalt at or below a mass concentration of 100 nanograms per millilitre in a sample of urine taken from a greyhound will not breach the provisions of sub rule (1A) or (2) of this rule.” Trainers are advised to be extremely cautious using products that contain cobalt close to racing as this may inadvertently lead to a rise in urinary cobalt levels. Cobalt is a naturally occurring trace element that is normally present in greyhounds at very low levels as a result of normal dietary intake. Cobalt is also present in the structure of vitamin B12 (cyanocobalamin). Excessive amounts of cobalt has an effect on the cardiovascular system (GAR 1) as a haematopoietic agent and as a hypoxia inducible factor (HIF)-1 stabiliser (GAR 79A(2)(xiii)) and therefore has the potential to improve athletic performance. Therefore cobalt is both a prohibited substance and permanently banned prohibited substance when present at concentrations above that which would naturally occur through routine nutritional sources. This threshold has been determined following a national population survey that measured urinary cobalt levels in 762 greyhounds sampled on race day. It has been set at a level to allow for normal amounts of cobalt supplementation through routine nutritional sources. However, trainers are advised that the administration, particularly by injection and on multiple occasions or at larger ‘off-label’ doses, of certain registered vitamin supplements close to racing may result in a level of cobalt in a subsequent sample that exceeds this threshold. Trainers are therefore advised to avoid the use of these supplements close to racing. Examples of injectable vitamin supplements that contain cobalt and/or vitamin B12 include: V.A.M., Hemo-15, Hemoplex, Aminolite 34X, Kynoselen, Tripart, Coforta, Folic Acid and Vitamin B-12, Dynajec and Cophos B. Various parasiticides, drenches and oral haematinics also contain cobalt. Bookings are essential for all trial sessions conducted at greyhound tracks in Victoria. Bookings can be made in person, by phone or via FastTrack (except Cranbourne, Horsham and Warrnambool). Pen trials conducted after race meetings are required to be booked on the day by no later than race 8 via phone. Satisfactory Trials are conducted following race meetings. Trials sessions are subject to late change and weather conditions.
