Firstly, I’d like to pay my respects to Paul Wheeler who sadly passed away on 13 October. I don’t think anyone anywhere has done more to position Australia as a world leader in greyhound racing. He was the man behind the famous ‘Bale’, ‘Dyna’ and ‘Allen’ bloodlines, a pioneer of breeding and rearing techniques, a passionate advocate for the sport he loved and always ready to offer advice and encouragement for all participants. I met Paul a number of times and it was always a pleasure and an education. Paul was very generous with his time and contributed as a presenter to the GRV Workshop Program in 2016/17. As a tribute, Greyhound Racing Victoria (GRV) and Victoria’s greyhound racing clubs named the first race across most of Victoria’s race meetings on 25-31 October as the ‘Vale Paul Wheeler’ race. Paul’s legacy will live on in generations of champions to come and in the hearts of Australia’s greyhound racing community. How fitting that on Cup eve, the day Paul was farewelled, one of his breed scored an unexpected victory in the Group 1 Hume Cup at The Meadows. As was so perfectly articulated in an article compiled for grv.org.au by Gerard Guthrie, who attended Paul’s funeral earlier in the day, Knicks Bale ‘had an angel’s wing on every paw’ as she produced one of the most emotional wins the racing industry will ever see. GRV’s 2020-21 Annual Report was tabled in Parliament last Thursday, 28 October. It provides a comprehensive overview of what has been an extraordinary year for the code in Victoria; one where new records were set in many key areas. You can find out more and link to the Report in in this edition of the Monthly. The independently facilitated review into harrowing practices led by Des Gleeson is now complete. I thank all the clubs and participants who provided their input. Making sure all Victorian tracks are prepared and maintained to clear and consistent standards is central to delivering a high-quality racing program and optimising safe racing.

GRV has accepted the report recommendations in full and is developing an implementation plan. The final report has been presented by Des Gleeson to the Industry Consulting Group (ICG) meeting and GRV is now developing an implementation plan. Some key recommendations however have already been effective as from 18 October. These include a requirement for participants to be notified about a planned or completed track harrow when nominating or booking trials. Also now in place are formal definitions and responsibilities for the level of harrowing to be undertaken and an improved process for reporting planned harrows to GRV. In other track news, the sand has now been laid at the new Traralgon track, Excitement is building, and it remains on schedule to officially open in early December following track trials. The Club hosted a Participants Day on Monday 18 October so that they could properly inspect the new track in person. Both day’s sessions were fully booked and responses to the new track were very positive. My thanks to Steve Clarke and his team for hosting the Day. Finally, I’d like remind participants about the Victorian Government requirement that all Authorised Workers will need to be fully vaccinated by 26 November. Achieving this will play a big part in further opening up our tracks over the coming months. It has been a challenging time, but we have made it through in great shape thanks to the commitment, patience and co-operation of everyone in the sport. Now, restrictions are lifting and this spring and summer promise great racing with more meetings, more major events and more prizemoney than ever. Keep staying safe and see you at the races.

How the race was won: Paua Of Buddy (Box 1) and Jason Thompson’s $3.30 second elect Typhoon Sammy (Box 7), both sons of 2017 Melbourne Cup winner Aston Dee Bee, dominated betting on the $50,000 to-the-winner Cup. In a race of incredible depth, Dr. Tucker (Box 4) at $5 and three-time country cups winner Ferdinand Boy (Box 5) at $6.90 were the other key players. Paua Of Buddy and veteran outsider Lots Of Chatter ($34), one of two finalists trained by Graeme Jose, were best out of the boxes, with Typhoon Sammy third. Paua Of Buddy broke clear and powered away from the gallant Lots Of Chatter in the home straight. It was his eighth win from 11 starts as he just failed to add the Bendigo record to the Warragul 400m benchmark (22.00sec) he established at his run prior to the Cup heats. Lightly-raced Paua Of Buddy came within .01sec of Typhoon Sammy’s week-old track record when continuing the brilliant start to his career.

How the race was won: While Koblenz brought a sensational 22 from 35 record into the Cup final, a Group trophy had proven elusive, with his two previous feature appearances netting minor placings in the G3 Warragul St. Leger and G3 Cranbourne Classic. Koblenz showed his trademark blistering early pace, finding the front with a 5.35sec first split, leading Andrea Dailly’s $3.40 second elect Lala Kiwi, which was unbeaten in four starts at Cranbourne, and Graeme Jose’s Aston Shine ($24). Koblenz wouldn’t be denied this time and kicked strongly in the home straight, drawing clear to defeat Aston Shine by two lengths in a flying 29.70sec, just over two lengths outside It’s A Blaze’s 29.54sec track record.

Knicks Bale kept kicking strongly and defeated the fastfinishing Mepunga Warrior ($4.90) by one length in 34.37sec, with Gypsy Wyong third. Knicks Bale has now won 14 from 70 and the $75,000 winner’s purse boosted her prizemoney tally to $172,710.

How the race was won: On the day her legendary breeder Paul Wheeler was farewelled, outsider Knicks Bale claimed one of the most emotional victories the racing world has seen or ever will see in Monday night’s Group 1 TAB Hume Cup final (600m) at The Meadows. Trained by young Anakie couple Correy and Samantha Grenfell, Knicks Bale started at $22.10 from Box 5 but had an angel’s wing on every paw as she led all-the-way to win the middle distance feature. Knicks Bale came out running to lead Bounce Back ($7.70), Bobby The Brute ($7.60) and favourite Gypsy Wyong ($2.80) with a lap to go.

How the race was won: Aston Flame held off My Name’s Stacey in a sensational edition of the Group 3 Northern Districts Cup at Shepparton. A litter sister to Sandown track record holder Aston Rupee and the talented Aston Fastnet, Aston Flame skipped away to a convincing lead before hanging on in a thriller over My Name’s Stacey, who was aiming for her sixth straight win from just seven starts. It was a case of girl power prevailing with the four females in the $25,000 to-the-winner final being the first four across the finish line as True Collinda was third and Mania fourth. A winner of 11 races from just 20 starts, Aston Flame (KC And All x Aston Miley) has been a huge success story for trainer Ian Garland, with the greyhound overcoming a considerable level of timidness as a youngster.
How the race was won: Winner of the Group 1 Silver Chief earlier this year, Monique Whelan’s superstar never looked a serious threat, however the son of Fernando Bale and Lakeview Maisey found another gear late and overpowered Barooga Smoke, who looked to have the race parcelled up in the dying stages. The performance ended a run of five consecutive minor placings for Lakeview Walter, while it was his first win since registering a hat-trick of victories in April. Lakeview Walter claimed a $25,000 first prize, and took his record to 10 wins from 27 starts and overall earnings to just shy of $208,000.

Victorian greyhound racing set new records on the track during 2020-21, making it the world’s largest greyhound racing jurisdiction by meetings, prizemoney and wagering, and off the track in rehoming and other welfare areas. These outcomes and more are covered in Greyhound Racing Victoria’s (GRV) Annual Report, tabled in the Victorian Parliament on 28 October 2021. The report highlights how the sport’s agility allowed the racing program to not just continue but grow throughout the pandemic with GRV, participants and the clubs working together to secure participant livelihoods and greyhound welfare. This growth generated a record $52.4 million in prizemoney and participant returns for 2020-21, up 14.7% on the previous year and funded participant support initiatives such as the $1 million Free Trails Program, the Greyhound Recovery Initiative and continuing to waive fees for many participant services. Over the year, Victorian’s greyhound racing program grew by more than 10 percent to 1321 meetings, which included developing the Saturday morning racing program, more provincial and distance races and new marquee events such as the VIC BRED Pink Diamond series. This expanded racing program and the sport’s ability to operate during lockdown saw wagering reach an all time high of $3.35 billion for the year and a further increase in the code’s share of the national wagering market.

These include an ongoing review of opportunities to increase participant prizemoney and other returns and continuing to build domestic and international wagering markets for the code. Other key initiatives will include a major upgrade of GRV’s organisational structure, technology and and processes to improve delivery of services to participants while containing operational costs. New greyhound welfare records were also set over the year with nearly 3000 greyhounds rehomed and euthanasia numbers down by nearly 90 percent since 2015-16, and 20 percent less this financial year compared to last. Race injuries and fatalities also continued to fall throughout in 2020-21 driven by GRV’s Safer Racing Program. Also covered in the Report are expanded national and international coverage of Victorian greyhound racing, a detailed breakdown of wearing outcomes, GRV’s expanded social media presence to promote racing and rehoming and progress on the new $6 million Traralgon track, scientifically designed to optimise safer racing. The story of the development of the remote-controlled electronic lure in greyhound racing is one of persistence, adaption of leading-edge technologies and an understanding of the need to improve safety in the infrastructure of the industry. It started with two Australian industry innovators and culminated in the thoughts and ideas of a young graduate Queensland mechanical engineer. It’s a story of initiative, innovation and Australian design and manufacturing.
John, the Managing Director of Steriline Racing, at Mt Barker in the Adelaide Hills, and Kevin Covey, Managing Director of Covey Associates, a Queensland Sunshine Coast consulting engineering company, at first seem unlikely partners, but both had a common goal – improving greyhound racing safety.
John Fargher and Kevin Covey had been testing electronic lure theories and building and testing prototypes for about

Traditionally, greyhound racing lure systems are mounted to a steel cable which is pulled around the track by a large electric motor, with a series of spindles and pulleys around the rail maintaining the cable’s tension. There are numerous moving parts, making the system both expensive to operate and maintain, with significant safety risks. A snapped cable can also result in downtime and significant revenue losses for operators and betting agencies. Also, the art of steel cable splicing is diminishing which is a challenge to the industry as a snapped cable can end a day’s racing. Greyhounds are born to chase and the lure is the most integral part of racetrack infrastructure. John says the traditional, cable driven lures had not changed for almost 100 years. As he pointed out this was despite some enthusiastic efforts at modernising this important piece of racing equipment. “We are in the racing industry manufacturing business and our key focus has been safety and animal welfare – it is the key driver of our business,” John said. “But it has been the advances in battery technology that has provided the impetus to get the remote-controlled electronic lure to this current stage. The concept had been resisted after attempts to use various components which could not meet performance and endurance requirements. “We saw people using truck starter motors powered by 12volt batteries and even small hand-held grinder motors trying to drive a lure. None of them worked successfully and the concept had to be rethought from the ground up.” There had to be a better way and the two were hellbent on building a “better mousetrap.” But with their idea stalled it wasn’t until Stephen Braiden, a recently graduated mechanical engineer heard there might be a position at Covey in Maroochydore and contacted Kevin. Here was the solution to John and Kevin’s lure problem - the two soon knew they had their man.
Stephen’s design brief was to kept simple. Build something that is safe, reliable, easy to handle and maintain and something that all greyhound tracks will need. From a design point of view Stephen had to look at a number of key elements. It must be easy to use, be familiar to the existing lure drivers, have exceptionally high reliability and meet occupational health and safety standards. Firstly, that meant designing and building several prototypes and testing them on-site with the track staff to learn what was working and what needed to change. Stephen said it was not only designing a lure system that met the manufacturing requirements but also that of the industry expectations. “Every design iteration was put through stringent and tedious testing procedures to ensure we were maintaining

“It was a pretty tough few years and I accumulated a lot of frequent flyer points with all the travel between Covey in Queensland and Steriline’s manufacturing facilities in Adelaide.” From the tens of thousands of kilometres of site testing Stephen knew exactly what he required for the final design – initially it meant designing and sourcing a totally new electric motor. There was nothing available in Australia to meet his power, weight, and efficiency requirements. So, he had to look to a state-of-the-art German manufacturer for the power density and precision the device required. Not only can the Safechase lure accelerate to race speed in eye-watering times – its acceleration already matches that of the world’s fastest production motorbike – it can also achieve top speeds of up to 120km/h to ensure it can outrun the 70km/h greyhounds at the end of a race. “Thermal performance was also a challenge because we couldn’t afford the extra weight and maintenance of watercooling, so if you look closely, you’ll see the cooling ducts necessary to manage temperature,” Stephen said. Completely eliminating the traditional lure carriage, 600 metre steel cable with up to 400 rollers and a 30kw electric motor was a challenge. By replacing all that infrastructure with a complex self-propelled remote controlled electric vehicle with a new arrangement of nylon rollers attached to the running rail meant the tolerance of the rail joins had to be extremely precise . . . this meant a change or modifications in track infrastructure design, a challenge in an industry that was not known for standards. Then there was the challenge of designing a battery. With traditional lures being powered by a 30-45kW motor running off mains power demonstrates just how advanced the portable, lightweight and quick-change battery needed to be. It utilises the latest lithium-ion technology and best power and safety management systems. This was achieved through combined input from New South Wales and Queensland technical and computing skills. The result to date is a unique Australian product which has already improved racetrack safety and reduced operation and maintenance costs. And the technical improvements are set to continue as the Safechase lure had its first Victorian outing at Sandown recently and it will soon be in action at the new Traralgon J-Curve track. Future options utilising the on-board power supply for a lure cam (live broadcasting), artificial noise and additional lighting has the potential to provide an entire new view of the sport.

VACCINATIONS FOR GREYHOUNDS The Code of Practice requires all greyhounds to have a current C5 vaccination. Please speak to your veterinarian about when your greyhounds are next due for a vaccination and ensure your Kennel Cough vaccine is up to date. Just a reminder that the vaccination requirements for acceptance into GAP are more specific, so please check with GRV if you are planning to get a vaccination for this purpose. These requirements are also on the GAP page of this magazine. In addition to recording your greyhound’s vaccinations in its Greyhound Record, please also provide GRV with copies of your vaccination certificates for GRV to upload into FastTrack so there is a permanent record. This is particularly important if you are considering, or are already, breeding from your greyhound. These vaccination certificates are required to keep the Pink Card active.
Desexing and Dental Scheme The Desexing and Dental Scheme is going extremely well but just a reminder only participants can access it, as the underlying principle is to ensure greyhounds are desexed prior to rehoming (and for those being retained by participants as pets). Recently, GRV has had reports of participants rehoming their greyhounds to members of the community and recommending they seek support from GRV for desexing. While no major changes have been made to either policy, GRV has attempted to simplify the format of the policies, moving all operational requirements for GRV and Club staff to the appendices. It is imperative participants understand both policies. If you are considering surrendering a greyhound to a shelter (i.e., not a volunteer re-homing group) all racing connections must check with each of their local councils to determine if that shelter is acting as the contracted pound to their municipality. SWABBING NUMBERS Fabio Dilizia – VRT Hearing 16 September 2021 – GAR83(2), GAR86(d) & LRR11.12(b), failed to present the greyhounds “Yeah Easy” and “Nice And Easy” free of the prohibited substances ‘Cocaine, Benzoylecgonine and Ecgonine Methyl Ester’ for events at Sandown and Ballarat on 16 August 2020 and 23 September 2020, respectively. Further, Mr Dilizia made false and misleading statements to Investigative Stewards regarding his betting activity and entered the Shepparton Greyhound Complex on 22 February 2021 during a race-meeting while suspended. Mr Dilizia pleaded ‘Guilty’ to all charges. The VRT imposed a total disqualification period of 27 months, effective from 22 February 2021, with 6 months of that period suspended for 24 months. “Yeah Easy” was not disqualified from the event as the race-meeting was abandoned due to track conditions. “Nice And Easy” was disqualified from the event.

PROSECUTIONS OVERVIEW Victorian Racing Tribunal
David Kerr – VRT Appeal 3 September 2021 – GAR69(1), the greyhound “My Wanderer” was charged with marring at Sandown on 29 August 2021. Mr Kerr pleaded ‘Not Guilty’. The VRT dismissed the appeal. Alfred King – VRT Appeal 6 September 2021 – GAR69A(1), the greyhound “Barellen Pearl” was charged with failing to purse the lure with due commitment at Ballarat on 29 August 2021. Mr King pleaded ‘Not Guilty’. The VRT dismissed the appeal. Ashley Craven – VRT Hearing 15 September 2021 – GAR83(2), failed to present the greyhound “Tarra Rocket” free of the prohibited substances ‘Pholcodine’ and ‘Morphine’ for an event at The Meadows on 31 March 2021. Mr Craven pleaded ‘Guilty’. The VRT imposed a 3-month suspension, wholly suspended for 24 months. “Tarra Rocket” was disqualified from the event.

Andrew Harmes – VRT Hearing 20 September 2021 – LRR42.6(b), LRR42.3, LRR42.10(a), GAR86(p), GAR105(4)(i) & GAR86(e), failed to notify the Controlling Body of the location of three (3) greyhounds leaving his care and custody within 3 working days. Mr Harmes pleaded ‘Guilty’ to Charge 5. Charges 1 through 4 and Charge 6 were withdrawn by the Stewards. The VRT imposed a 3-month suspension, wholly suspended for 12 months. Wade Green – VRT Hearing 21 September 2021 – LRR42.1, GAR106(1)(c), GAR86(p) & GAR106(1)(c), Between MayJune 2020 and November-December 2020, Mr Green kept greyhounds in conditions which were dangerous or detrimental to their health and safety, failed to provide kennels constructed of a standard approved by the Controlling Body which are kept in a clean and sanitary condition, and failed to comply with the lawful order of a Steward to improve kennel conditions at his property. Mr Green pleaded ‘Guilty’ to all charges. The VRT imposed a total suspension period of 7 months, with a further 3-month suspension suspended for 24 months. Additionally, a $1000 fine was imposed and wholly suspended for 24 months. The VRT directed that the one-month suspension imposed by Investigative Stewards in July 2020 be considered as time served. The finding of guilt by the VRT constitutes a breach of the suspended fine imposed by the Stewards Hearing Report on 20 May 2020, resulting in the reactivation of a $250 fine. David Ferguson – VRT Hearing 21 September 2021 – GAR83(2), failed to present the greyhounds “Cosmic Fox” and “Cosmic Chieftain” free of the prohibited substances ‘Cocaine, Benzoylecgonine and Ecgonine Methyl Ester’ and ‘Diclofenac’ for events at Warragul on 23 April 2020 and 8 May 2020, respectively. Mr Ferguson pleaded ‘Not Guilty’. The VRT imposed a 21-month disqualification, effective from 4 June 2020, with a further 6-month disqualification suspended for 24 months. “Cosmic Fox” and “Cosmic Chieftain” were disqualified from the events. Brock Wilson – VRT Hearing 22 September 2021 – LRR42.9(a), Between December 2019 and October 2020, Mr Wilson failed to notify the Board of the deaths of five (5) greyhounds within two (2) working days of the dates

John Galea – VRT Hearing 22 September 2021 – GAR83(2), GAR83(1A) & GAR83A, failed to present the greyhound “Cherokee Cat” free of the prohibited substances ‘Oripavine’, ‘Thebaine’, ‘Codeine’ and ‘Morphine’ for an event at Ballarat on 1 July 2020. Further, Mr Galea administered treatment on race day and failed to present the greyhound “Sisco Ride” free of the prohibited substance ‘Theobromine’ for an event at Geelong on 19 February 2021. Mr Galea pleaded ‘Not Guilty’ to all charges. The VRT imposed a total suspension period of 6 months and a $1000 fine. “Cherokee Cat” and “Sisco Ride” were disqualified from the events. Julie Ward – VRT Hearing 23 September 2021 – GAR83(2) & GAR84A, failed to present the greyhound “Tin Can Sam” free of the prohibited substances ‘Cobalt’, ‘Naloxone’ and ‘Oxymorphone’ for an event at Shepparton on 11 February 2021. Ms Ward pleaded ‘Guilty’ to all charges. The VRT imposed a 12-month suspension, with 10 months suspended for 24 months, and a $1500 fine with $1000 suspended for 24 months. “Tin Can Sam” was disqualified from the event. The VRT imposed an additional $300 fine for failing to maintain treatment records for the greyhound. Les Weeks – VRT Hearing 23 September 2021 – GAR83(2) (c) & GAR83(1A)(c), failed to present a greyhound free of the permanently banned prohibited substance ‘Dexamethasone’ for a re-veterinary assessment at Warragul on 15 June 2020. Mr Weeks pleaded ‘Guilty’ to Charge 1. Charge 2 was withdrawn by the Stewards. The VRT imposed a $500 fine with $250 suspended for 24 months. Wayne Gummow – VRT Hearing 27 September 2021 – GAR86(p), failed to comply with the lawful order of a Steward to complete an Establishment Health Management Plan (EHMP) by 23 March 2021. Mr Gummow pleaded ‘Guilty’. The VRT imposed a $500 fine with $300 suspended for 12 months.

Traralgon’s J-Curve powers to the finish line Gippsland greyhound owners and trainers attended two special sessions at Traralgon recently to get their first look at the soon-to-be completed J-Curve track. With the laying of more than 1600 cubic metres of Burrumbeet sand almost complete, Club Manager, Steve Clarke, GRV CEO, Alan Clayton and GRV Director, Racing Safety and Infrastructure, Scott Robins gave the groups an overview of the progress, planned trailing sessions and scheduled opening dates before accompanying them on a walk of the track. The walk enabled the participants a chance to get familiar with the layout and surrounding infrastructure and assess how it would suit their racing greyhounds, with the feedback overwhelmingly positive. “We’ve just walked the track and there is not a person who is not impressed with what we have seen – we’ve had a good look at the first turn and it’s definitely a state-of-the-art track and one of the best we’ve seen,” said veteran Korumburra trainer, Reg Boyce. Boyce’s thoughts were echoed by experienced Toongabbie trainer, Stephen Kyriacopoulos.
The $6 million Traralgon project includes a pedestrian underpass and central access path for trainers, stewards and other participants, along with new lighting, irrigation and broadcast facilities and a large multi-purpose semaphore board. The “J” track design was developed following research by the University of Technology Sydney into risk management and extensive modelling on how to reduce physical stress on greyhounds during racing. It features one turn and a 300-metre straight.

GAP VACCINATION REQUIREMENTS Your greyhound must have had the following vaccinations: ■■ Parvovirus, Distemper and Hepatitis (C3) within the last 2½ years (or within the last 1 year if the last C3 was given earlier than 12 months of age); and ■■ Kennel Cough (both Bordetella and Parainfluenza) within the last 6 months where the Bordetella component is given as an intra-nasal or oral vaccine. The simplest method to achieve this is an injectable C3 vaccine plus the standard intra-nasal Kennel Cough vaccine. Note the GAP vaccination requirements are more specific than a standard injectable C5 vaccination given annually. If you or your veterinarian have any questions on these requirements, please contact GRV.
