CEO’S UPDATE Welcome to the June issue of Greyhound Monthly Victoria and once again there is much to report. GRV had its biggest ever GAP Adoption Day on 1 May with a record 70 dogs finding new homes. This was a great effort by everyone involved, particularly GAP’s foster carers and other volunteers who did a wonderful job looking after the dogs and talking with their potential new owners. Then on 4 May, the Warrnambool Cup Rock ‘n’ Race night drew one of its largest audiences ever with around 1800 people coming along for great racing and live entertainment. Mid to late May also saw the first three of GRV’s series of Stakeholder Engagement Workshops which were well attended, with a further five workshops to be held over June, July and August. The workshops reflect GRV’s commitment to listen to participants and key stakeholders and are the start of a process that will see much more detailed work on all the topics covered during the series. However, this is not just about listening, GRV has to now turn listening into action. For those who can’t attend, you can get a good summary on the workshop feedback page, including a full audio recording and video interviews, at greyhoundcare.grv.org.au/workshops. I’d like to remind you that GRV is keen to get your views on its new Strategic Plan, which was published in an insert in the March/April issue of Greyhound Monthly Victoria, at feedback@grv.org.au as part of our commitment to stronger industry engagement across regulatory and professional development issues. This engagement will also be supported by several new GRV Board sub-committees that will work with stakeholders on specific issues including integrity, welfare, risk, promotion and events. One issue that GRV is determined to deal with immediately is euthanasia at race tracks, and I will shortly be announcing some major steps to dramatically reduce the number. In other news, covered in more detail in this issue, the development of new planning provisions covering greyhound facilities is now well advanced and the next stage will shortly involve public comment on the draft provisions. I am very pleased to announce Gavin Goble as GRV’s new General Manager for Animal Welfare. Gavin is a veterinarian with a strong background in greyhound care and before joining GRV was General Manager at Gribbles Veterinary Pathology and has held other senior positions in various animal health businesses and organisations. He is an outstanding addition to GRV and will drive a range of new initiatives in areas such as safety and care at the track, reducing euthanasia rates and improving rehoming opportunities for retired racers. I look forward to some exciting announcements about these issues in the next issue of Greyhound Monthly Victoria. GRV has also been making significant changes within our Stewards arrangements and I’m hoping to announce more about that shortly. We have now received the Bittar Review Report which looked at all aspects of the three racing codes in Victoria. The two major recommendations of the Review outline the proposed establishment of a new entity for the area of integrity and further strengthening of the RADB Board functions.

What made you join GRV? I saw it as an opportunity to make a real difference in a major sport, helping to position it for a strong and sustainable future. It also gave me the opportunity to develop a new investigations unit and processes from the ground up, the kind of professional challenge that doesn’t come along very often.

Charlie Bezzina Senior Investigations Manager
Before joining Greyhound Racing Victoria to head up its Investigations Unit, Charlie Bezzina served in Victoria Police for 38 years and was one of its leading criminal investigators for 25 years, working on many complex and high profile cases. Greyhound Monthly Victoria sat down with Charlie to talk about his experiences. Words by Renn Barker Photo by Clint Anderson
You’ve had a long and distinguished career in Victoria Police. Can you tell us a bit about it? I joined Victoria Police in 1972, first as a Police Cadet. After general uniform duties I moved to the Criminal investigation Branch investigating various crimes such as rapes, burglaries, assaults, armed robberies, arson, fraud and other significant crimes. I then specialised in police corruption issues at the Bureau of Internal Investigations, followed by three years at the Drug Squad leading a team of investigators and working undercover. I then joined the Homicide Squad in 1989 where I remained for 17 years. Following that I led an Armed Robbery Task Force in the western suburbs before retiring in late 2009. Some of the more interesting cases I investigated have included the murder of heart surgeon Dr Victor Chang, the capture of serial killer Paul Denyer, the underworld murder of Alphonse Gangitano, the manslaughter of cricketer David Hookes and the double murder of police informers Christine and Terry Hodson. You’ve also had some other interesting roles in recent years, haven’t you? After I retired from Victoria Police in 2009, I undertook work as a private investigator, media commentator and corporate speaker. In February 2015 I was the Team Security Liaison Officer for the Australian Cricket Team during the 2015 World Cup. I worked closely with the team’s in house security manager and Federal Police Officer during the tour of Australia and New Zealand. It was a lifetime experience to travel with the Australian cricket team and renew my acquaintance with the coach, Darren “Boof” Lehman after meeting him during the David Hookes Investigation. An exceptional team of players under Boof’s leadership.
How does your work at GRV differ from your former responsibilities as a police investigator? They actually have much in common. Good investigative work always follows the same principles. Your set up a case management system, you get out there and listen to people, gather intelligence, analyse the data, look for patterns and make connections and steadily build the case for prosecution. Catching crooks is fundamentally all the same, whatever the jurisdictions. What sort of issues is GRV’s Integrity Unity working on? Some of our priorities include animal cruelty such as live baiting and greyhound mistreatment and preventing greyhound exports to countries with poor or no animal welfare standards. We also continue to focus on doping and other forms of illegal behaviour and on working with participants/clubs to deal with disqualified, suspended and warned off participants. We also share data with Greyhound Racing NSW and work closely with the Racing Integrity Commissioner, RSPCA Victoria, Victoria Police’s Sports Integrity Unit and animal advocacy groups. The Unit also works closely with GRV’s Animal Welfare department to support industry engagement, education and training and we have a very important role in ensuring internal integrity at GRV. When the Unit puts together a strong case for illegal behaviour, it is either handled by GRV Stewards under greyhound racing rules or if there are grounds for criminal prosecution, it is referred to the RSPCA or Victoria Police. The unit will also be taking more active involvement in regulating those that are seeking to come back to the sport after using illicit drugs on their dogs. How widespread is illegal behaviour in Victorian greyhound racing? It’s clear to me after meeting many participants now that the vast majority of the greyhound racing industry acts responsibly, treats their dogs with love and care and understands that the industry has to make major changes if it is to keep thriving in the 21st century. However, as in any sporting code, there will always be those who take short cuts and try to cheat the system without caring about the damage they do to the sport or to their dogs. GRV as a whole is the custodian for the welfare of greyhounds first and foremost. Equally, integrity in the sport is non-negotiable we need to work with the vast majority of participants who love the sport to eradicate the cheats. GRV cannot do it alone. When you’re not working, how do you relax from what must be a pretty demanding job? I am the Ambassador for the Westgate Blue Ribbon Branch, raising funds for local hospitals and President of a Sports Club that financially helps young people in the western suburbs with their chosen sport. Aside from that, I enjoy getting stuck into my garden and having a great time with our five grand kids.

Award for Steward By Bridget Scott A dedicated member of the greyhound industry was recognised for his contribution to the sport at an awards night in Shepparton earlier this year.
Strategic Communication & Marketing Monthly Report Louise Martin - General Manager, Strategic Communication & Marketing The month of May kicked off with an enormous effort from the Strategic Communications and Marketing team at the Warrnambool Cup and Classic. This was a unique event considering some of the circumstances the club has faced in recent times, but this particular department went above and beyond to ensure the night was promoted strongly and ran smoothly. The end result was a hugely successful night with 1800 people on hand to see Zambora Brockie taking out the Cup and One For Me winning the Macey’s Bistro Warrnambool Classic. There are some big events coming up in the next couple of months, not least of all the return of the Victorian Greyhound Awards in August which our team is already busy preparing for. The Awards will be held at Sandown and will be a celebration of the sport.
Mick Hill, a steward of 27 years, was presented with a service award at Shepparton Greyhound Racing Club in February. He said the award took him by surprise, and he had “no idea.” “I didn’t know they had anything planned,” he said. Carl McGrath just kept telling me, make sure you’re there, make sure you’re there.” “Then I realised why.” Mr Hill said he started as a club steward for the first six months after he saw an advertisement in the Shepparton Advertiser. “I rolled up on there one Thursday night and introduced myself,” he said. “The Secretary Manager at the time said have a look around and see what you think, then we will give you a few jobs for the night.” “He told me, if you like it turn up again next Thursday – well 27 years later and I am still rocking up each week.” Manager of the Shepparton Greyhound Racing Club Carl McGrath commended Mr Hill for his hard work. “Mick is well respected within the industry which was made evident through acknowledgement from other award winners, where his attitude in a tough position (as a steward) was praised,” he said “I had the pleasure of working with Mick as a steward around 25-years-ago at the old Shepparton track, and he has hardly changed.” “Just a few less hairs on top and still has poor taste in football clubs” (he barracks for Collingwood!). After seven months as a club steward, Mr Hill took on a role as Greyhound Racing Victoria steward and hasn’t looked back since. Originally from Wangaratta, Mr Hill is now a Shepparton local and said he appreciated the gesture from his local greyhound club.
Our community clubs throughout the state will also be celebrating Women on Track, The Girls Night Out and we are commencing early preparations for Go the Blue Dog. The Traralgon Cup is just around the corner as is the Horsham Cup; both great events at the opposite ends of the state. THE REFORMS SO FAR...
New National Rules with a strong focus on animal welfare and integrity issues are now coming into force in Victoria, to be followed by Local Racing Rules. The updated rules and supporting information can be found at: greyhoundcare.grv.org.au/rules-of-racing
New National Rules now coming into force The list of laboratories accredited by all controlling bodies has been significantly expanded to include nine laboratories in Australia, New Zealand, Hong Kong and the UK. This allows participants to have the reserve urine and control portions of a sample analysed by an independent accredited laboratory if an initial test has shown the presence of a prohibited substance. Authorised persons such as Stewards will have the power to prohibit a greyhound from competing if it is severely distressed, suffering from central or peripheral nervous system or vision conditions, has collapsed or would collapse if not supported by the handler or has suffered a seizure. This enhances a Steward’s ability to enforce welfare issues in obvious cases, particularly where veterinarians are dealing with other race day matters and do not have a clear view of parts of the track. Anabolic Androgenic Steroids (AAS) will be added to the list of Permanently Banned Prohibited Substances under GAR 79A(2). This will improve the welfare and integrity of greyhound racing and align with bans on AAS in horse racing and other sports.
New local rules soon to come into force Participants must now show GRV they have made every effort to re-home retired gfreyhounds. The requirement to notify Greyhound Racing Victoria of greyhounds that have been successfully rehomed by retiring them on Fast Track remains. If participants intend to euthanise more than five greyhounds in any four-week period, they must give at least 7 days notice to the GRV Board in writing for each greyhound. Participants who aren’t owners of such greyhounds will need to show they have the authority to make a decision about their euthanasia. When a registered greyhound dies, whether by natural cause, accident, misadventure, euthanasia or otherwise, GRV must be notified within two working days through Fast Track. All participants must now only use GRV-approved lures. GRV have approved lures that meet three criteria: they must be constructed of synthetic or artificial materials only, contain no animal materials, and have no sharp edges or other features that could injure greyhounds.
A regular look back at the history and heritage of greyhound racing The Silver Greyhound For nearly a thousand years, English Kings and Queens and then the British Foreign Office have used a special group of people to hand-deliver secret and important documents around the world. By the time of Richard III in the late 15th century, they were officially known as the Corps of King’s (or Queen’s) Messengers and then 200 years later, they acquired one of the most distinctive badges ever worn on official business, the Silver Greyhound. While in exile in Europe during the 1650s and plotting his return to the throne of England, Charles II sent four of his most trusted men to take messages to his allies in England. To make sure they would be recognised as his personal representatives, Charles snapped four silver greyhounds off a bowl familiar to royal courtier, and gave one to each man to display as proof they were working for him. From that time on, a silver greyhound became the official symbol for Royal Messengers, either worn as a badge on a ribbon or in modern times, more discreetly displayed as a pattern of silver greyhounds on a tie. Over the centuries, messengers bearing the Silver Greyhound have found themselves in some tight spots, eating their messages when captured, fending off foreign adventuresses trying to get their hands on the diplomatic bags and on one occasion securing their release from Chinese pirates by challenging them to solve crossword puzzles over a bottle of whiskey. Today Queen’s Messengers sporting the Silver Greyhound are often ex-military or police officers and there are around 18 of them currently working for the British Foreign and Commonwealth Office. While it was just chance that a bowl with silver greyhounds happened to be close at hand when Charles II needed to identify his trusted messengers, many would agree that if you want something carried swiftly and securely by someone reliable and calm under pressure, then a greyhound would certainly come to mind.

Racing, Wagering & Business Development Monthly Report Stuart Laing - General Manager, Racing, Wagering & Business Development Qualifying trials Following GRV board approval and consultation Qualifying Trials will re commence in June 2016. These meetings will now be run under the control of GRV Stewards and a full complement Club Staff. These changes are being made to ensure that qualifying trial meetings are conducted under full race conditions, given the results of these events qualify greyhounds to compete in full stakes race meetings. It is no way a reflection on the performance or the integrity of the club committees, management and staff who have done a very good job in conducting qualifying trials over a long period of time. GRV Racing Operations will continue to monitor the demand for such meetings and program accordingly in the future. No Reserve Following on from a four month trial, the option for trainers to select ‘no reserve’ when nominating greyhounds has now been permanently removed. The option was initially removed to address the declining trend we were seeing in races with full fields of 8 runners. At the start of February 2016 when the ‘No Reserve’ option was removed, 67.40% of our races were being conducted with 8 starters. As at the end of April 2016 this has measure has now increased to 80.65% of races. Earlier Scratching Times for Day Meetings To coincide with the permanent removal of the ‘No Reserve’ option and following regular feedback from participants, the below changes to scratching times will apply from meetings held from 2 June 2016. 2016 Ready2Race Greyhound Sales The Ready2Race Greyhound Sales has grown significantly since its inception four years ago. The sales provide a great opportunity for new and existing owners to purchase a greyhound that is ready to race immediately. The Bendigo Greyhound Racing Association has been a great supporter of the concept and will again run the event in 2016. Heats will be conducted on Sunday 20 November and the final and auction on Saturday 26 November. This timing fits well within the overall calendar of Victorian greyhound events. In essence the conduct of the event and sales conditions will remain the same as for the previous four years. HOOP ARM trials through the CATCHING PEN at Meadows All Provincial Meetings (MEP) held at the Meadows on Wednesdays for the six weeks commencing Wednesday 15 June 2016, will be run using the hoop arm lure with greyhounds finishing in the catching pen. The catching pen gate at the Meadows has been re-configured so that it can now accommodate the hoop arm height and extra width from the rail. Participants are advised to contact the Meadows for trialling opportunities. Hot Weather Policy Review The Hot Weather Policy is in the process of being reviewed with the intention of presenting a revised policy to the June 2016 GRV Board meeting after consultation with Clubs and the ICG. GRV’s Investigations Unit Greyhound Racing Victoria’s Investigations Unit is now fully staffed and operational, having over the past 8 months built from one Investigations Manager to a team of seven led by Senior Investigations Manager, Charlie Bezzina. The five investigators are complemented by an Intelligence Manager and Senior Analyst. All the members have a police background and together they account for over 130 years of combined experience in investigating matters ranging from homicide and armed robbery to internal affairs and serious fraud. No member in the unit has had any previous involvement with greyhound racing and the unit works independently of Stewards and Welfare Officers. The Unit undertakes both reactive investigations based on information received and proactive investigations triggered by intelligence analysis that identifies new or growing issues. The Unit also has responsibility for all complaints lodged about conflicts of interest and illegal behaviour by GRV and Club employees. Investigators from the Investigations Unit also attend race meetings but racing issues at the track will continue to be investigated by GRV’s Racing Stewards who can call in the Investigations Unit if matters need to be taken further, as do GRV Animal Welfare officers if their inspections raise serious issues. The Unit works closely with other key GRV integrity staff including Animal Welfare Officers, Racing Stewards and Betting Analysts and has formed partnerships with other bodies, including GRNSW, the Office of the Racing Commissioner, Victoria Police’s Sporting Integrity Unit, the RSPCA, Municipal and Shire Rangers, animal welfare organisations and the Veterinarian Board Investigators. The Investigations Unit is also working to form confidential partnerships with participants who want assist the unit in eradicating those that bring the sport into disrepute. The Unit has set up a hot button on Fast Track as well as the GRV website and the Greyhound Care and Standards website so that participants can report any suspicious activity that could be illegal or could damage the sport. All such reports are responded to promptly and treated in strict confidence. Any investigations they trigger will be fair and balanced but with zero tolerance for any kind of animal cruelty or greyhounds subjected to illicit drug use. While it is early days yet for the Investigations Unit, its immense level of experience, strong resources and clear mandate is already making a significant impact in ensuring that greyhound racing in Victoria will be regarded nationally and internationally as a highly accountable, fair and trusted racing code.

2016 Warrnambool Cup Held during the Warrnambool Racing Carnival, featuring all three codes, this year’s Warrnambool Cup was one of the most successful ever, with 1800 people flocking to Wannon Park for the finals of the Group 2 Warrnambool Cup, won by Zambora Brockie and the Group 2 Macey’s Bistro Warrnambool Classic, won by One For Me. Many in the crowd had enjoyed a day at the horse races and then took advantage of the shuttle buses provided by GRV to take them to the greyhound track. But while this is the richest night of greyhound racing on the Victorian country circuit with over $200,000 in prize money up for grabs, it isn’t all about the outstanding greyhound racing. The Club put on a fantastic meal in the dining room; people lapped up the entertainment provided by tribute band Gold Chisel; and GRV’s resident tipster James Van de Maat ran a massively successful Punters Club, turning everyone’s $10 investment into $45 – a 450% return! And of course there was brilliant greyhound racing all night, with 12 races keeping everyone excited. If you haven’t been before, it’s time to start thinking about going in 2017 – the May Warrnambool Racing Carnival is one of regional Victoria’s great sporting events. Have a look at the photo gallery and the video at GRVextra, which captures all the fun and atmosphere of the night.

From May through to July greyhound clubs throughout Victoria will host their Girls Night Out and Women on Track events, which are aimed at giving women the chance to network and make new friends. The Women on Track is a new initiative, designed to suit clubs and target a more business minded, community focused audience. The day and nights will also provide a chance for some guests to make a contribution towards a charity. Check out Greyhound Racing Victoria’s website to see when your local club will hold its event.

New Planning Framework for Greyhound Facilities
Staffing at the Investigations Unit is now complete with the appointment of the last Investigator. This investigator has vast experience around race meetings and brings another dimension to the Unit.
The development of new planning provisions covering greyhound facilities across the State is now well advanced and the next stage will involve public comment on the draft provisions this month.
The Investigations Unit is a stand-alone unit that is not aligned with the Racing Stewards or the Welfare Officers. The role of the Investigations Unit is to undertake investigations that are elevated by Stewards or Welfare, as well as investigate alleged corruption within Greyhound Racing Victoria.
All Victoria’s local government planning schemes include provisions affecting the use and development of land for greyhound facilities. While some provisions are consistent across the State, some council’s have specified local provisions. There is also limited local government expertise in assessing planning permit applications for greyhound facilities. Greyhound Racing Victoria (GRV) supports the introduction of a statewide planning framework for greyhound facilities to provide consistency in balancing opportunities for new investment in the sport with animal welfare and local amenity concerns. The draft planning provisions build on the work of a Government working group established in 2013 to develop consistent statewide planning provisions for racing dog facilities. The draft provisions include standardised benchmarks for greyhound premises including greyhound density, setback distances for the facilities, kennel requirements, landscaping, fencing/screening and noise and waste management. The development of the new planning provisions is being overseen by a cross-government Greyhound Racing and Welfare Reform Implementation Task Force, to ensure that they are consistent with a proposed new animal welfare code of practice. The Task Force was set up to oversee the implementation of recommendations made by the Racing Integrity Commissioner and Chief Veterinary Officer in June 2015 including the need for all greyhound establishments to be covered by one industryspecific code of practice that reflects community expectations 12 and industry best practice.
The “Report Suspicious Activity” button on our websites is proving successful with over two and half thousand hits. Information that has been received via this button continues to be investigated. Active investigations continue to grow on a weekly basis, and those who supply their contact details are contacted initially to assure them of confidentiality within the unit. Following investigation they are then given feedback as to results. This is a significant tool for GRV to rid the industry of those who bring the sport into disrepute. Worryingly, with the significant increase in the swabbing of greyhounds, we are seeing an increase in positive swabs. I say to those who are doing the right thing, I will be working on your behalf and will take active steps to eradicate cheats from the sport, so that races are held on an even playing field. But I need help and ask you honest trainers and owners to provide us with information. I give this undertaking: those found guilty of more than one positive swab, regardless of time duration, will have their registration placed before the Integrity Council and ultimately the Board with a view to having their registration cancelled. Furthermore, those making an application to return to the sport after drug disqualifications will be interviewed by Investigators after a national police check, to convince GRV they are fit and proper to return to the sport - registration is a privilege not a right.

Disqualification: what it means.

I appreciate the opportunity to be able to inform greyhound racings stakeholders of the progress GOTBA is making with numerous committees and groups that have a direct link to the future of the sport. The Industry Consultative Group has identified what issues need to be addressed and as a result, over the next couple of months GRV is running workshops with industry participants so that many people who have expertise on relevant topics will have the opportunity to be heard. We feel this will result in the best possible outcomes and welcome the stakeholder workshops. The importance of experienced greyhound racing people becoming involved now is paramount. Please register for these workshops if you have expertise on the topics to be discussed. The National GBOTA body is now working with GA so that a coordinated approach to Greyhound Racing is established Australiawide. We have delegates who will be working with them to establish a policy detailing how we can work together and what actions will take precedence under the current circumstances. GOTBAV is currently working on connecting with as many registered persons as possible, so that your concerns can be considered and addressed.
As the sport’s Controlling Body in the State, Greyhound Racing Victoria and the Racing Appeals and Disciplinary Board may disqualify persons from greyhound racing, either permanently or for a fixed period, for breaches of the racing rules including integrity and animal welfare issues. Regardless of the reason, a disqualified person will have their registration with Greyhound Racing Victoria automatically cancelled and lose all associated rights and privileges, including the right to contribute to the sport’s future. This means they: • Cannot nominate a greyhound for any official greyhound racing event or permit any greyhound that they own or train to compete in such events. • Cannot enter any place where greyhounds are trained, kept or raced, including club premises, registered training facilities, trial tracks or any part of a racecourse and its associated land. • Cannot act as an official or attendant at any official greyhound racing event or be a member of any committee of a club registered with GRV. • Cannot participate in a breeding program, train a greyhound for any other person or work as an employee or agent for any other person in the training of greyhounds. • Cannot train, keep (unless retired as a pet) or race any greyhounds for anyone else at any property they own or lease that has been deemed as a Greyhound Training Property by GRV. • Cannot transfer any ownership or training responsibilities of any greyhound they own or train to any other person residing with them about the time of the offence that led to disqualification. • Must immediately return to GRV all registration certificates or greyhound identification cards that they hold and cannot have any involvement in the registration of other people or greyhounds with GRV. • All or any greyhounds owned by a disqualified person may be also disqualified for the same term as the term of the person's disqualification or for any other term. “Can I Help You?” By Bridget Scott NEW Industry Advisory and Support Officers will become familiar faces to many within the sport of greyhound racing, as they continue to make themselves known at clubs throughout Victoria. With the aim of informing and advising participants, Greyhound Racing Victoria (GRV) envisages the officers will help ease concerns among those involved in the sport. Simon Todman, Emma Lanera and Brendan Walsh started in these roles at the beginning of March. The group have already visited all Victorian tracks, and said overall they have been well received. Mr Todman said one of the overall aims of their role is to educate people. “We are there for people to approach,” he said. “We will listen to the participants.” The group agreed that plenty of people have questions and they have a different experience at every track. Mr Walsh said most of the questions stem from permits and council regulations around training and kennel facilities. Mr Todman said they also listen to participants concerns over financial stresses, and aim to work closely with GRV’s Greyhound Adoption Program. “We want to be the conduit between participants and other people,” he said. The trio will also work more closely with people who are new to the industry and may need assistance.

Club Development & Member Services Monthly Report Craig Armstead - General Manager Club Development & Member Services GRV Board and Club Committee members meeting At GRV we are committed to working closely with all stakeholders in greyhound racing. We regularly consult with both club staff and the Club Committee members. This collaboration is crucial to ensure the club’s objectives are aligned to GRV’s and that we are working together to improve greyhound racing. As the ‘shopfront’ for greyhound racing, the clubs provide vital feedback, updates and ideas to GRV across all facets of the sport. As part of this commitment, last month saw the first ever meeting between the GRV Board members, Chief Executive, and the Committee/Board members and Clubs’ CEO’s/Managers. Feedback from the first session was very positive with the second meeting scheduled for June. New greyhound transport carts Greyhound welfare and Occupational Health & Safety are two primary areas of focus for GRV. We are always striving to improve our procedures and get better at what we do. Last month GRV purchased 9 new carts for transporting injured dogs, which have been delivered to the clubs. • The carts have been adjusted and fitted with expendable rear seat for carrying an injured greyhound which provides more comfort for the dogs. • It is an important initiative from an OHS perspective, as it provides the person handling the greyhound with a safe way to transport injured dogs and it also means that the dogs can be attended to in a prompt and professional manner.
Kate Williams, Acting General Manager of Animal Welfare, is very excited about the new roles. “To be able to visit participants at local tracks and homes and offer face-to-face support takes customer service GRV to the next level,” she said. “Brendan, Emma and Simon each have different skills which, combined, makes them a great team.” The group will be messengers of new policies, rules and GRV initiatives to participants. They provide an important avenue to the discussion of issues and will help clarify any questions those involved in the sport might have.

RADB HEARINGS CONCLUDED – Prohibited Substances Adam McNamara – Failing to present the greyhound ‘Promise Land’ free of any prohibited substance (Heptaminol) for an event at Ballarat on Friday, 27 November 2015. Hearing held 9 May 2016. The RADB considered that the appropriate penalty is three months disqualification, effective 17 May 2016. The RADB added a rider to the disqualification that Mr. McNamara be permitted to enter and remain at any place where greyhounds are kept and trained for the purpose of carrying on his vocation as a fencing contractor. John Higgins - Failing to present the greyhound ‘Blitzem Cola’ free of any prohibited substance (Procaine) for an event at Geelong on Tuesday, 1 December 2015. Hearing heard 9 May 2016. The RADB considered the appropriate penalty is a fine of $750 with $250 of that suspended pending no further breaches of GAR 83 (2) (3) within the next 12 months. Darren Geyer - failed to present the greyhound ‘Dapto Dan’ free of any prohibited substance (Amphetamine) for an event at Ballarat on Monday, 9 November 2015. Hearing held 3 May 2016. The RADB considered it is appropriate to disqualify him for a period of 18 months with 6 months of that period suspended for 2 years, provided that there are no further breaches of GAR 83 during the following 2 year period, effective 10 May 2016.
VCAT HEARINGS CONCLUDED SWABS TAKEN
Margaret Campbell – Appeal held 2 May 2016 re previously reported RADB decision (prohibited substance). An order was made disqualifying Mrs Campbell for 3 months to commence on 11 May 2016. Larissa Darragh - GAP Manager All greyhounds adopted from GAP are de-sexed, vaccinated, micro-chipped, wormed, and health checked. During the foster process they quickly and easily make the transition from being a racing animal to pet. Such is the stringent nature of the GAP assessment processes that the Victorian government legislates that greyhounds successfully passing through GAP no longer have to be muzzled in public. To enter a greyhound in for a GAP pre-entry assessment, owners and trainers must ring GAP on 5799 0166 to book their greyhounds a place. Each individual will have the opportunity to book up to three greyhounds per session. It is advised that owners and trainers ensure they are aware of the times, dates and locations that bookings are being taken, as spots are limited per session. Please refer to schedule.

Unintended Initiation with Greyhounds Rekindled by Twenty Cents and a Tantrum By Bridget Scott Koroit local Denis Morgan has recently adopted his first greyhound through the Greyhound Adoption Program following an involvement in racing greyhounds. He bought his first greyhound for five pounds as a teenager with money saved from doing a local paper round. “It all started when I was 16-years-old,” he said. “It took me six months to pay off,” Mr Morgan said. Morgan admitted he didn’t know what breed of dog his new pet was when he purchased him, but as he started to grow people told him “that’s a greyhound.” “He just got bigger and bigger,” he said. “Someone said take him down to the track, so I took him down and let him watch some trials and he showed promise.” “His racing name was Blue Kimber and he ended up winning his first race at 18 months of age and then won the next four after that,” he said. Despite Blue Kimber’s racing career taking off he was still treated as a pet. “He slept inside with us, and ate what we ate,” Morgan said. Morgan said he has raced other dogs since, but he’s never had more than two at a time. He recently decided to become involved with the Greyhound Adoption Program after his two ‘rescue’ German Shepherds passed away. Morgan took home Andy from a GAP Adoption Day at Sandown in March, and said he has settled in perfectly to his home in Victoria’s west. “He is starting to come out of his shell,” he said. “I wasn’t leaving Sandown without him that day as my three-yearold grandson, James, was obsessing over him and even tried to buy him with a 20 cent coin he had in his pocket. He was trying to hand the 20 cent piece to the GAP volunteer who was assigned to looking after Andy at the event.” “There were 35 greyhounds up for adoption that day, but when it looked like someone else was going to adopt Andy, James threw a tantrum. I had no choice but to bring him home, and I’m glad I did because Andy has been a great addition to our home,” Denis laughed.
Greyhound Racing Victoria strongly encourages anyone considering buying into a greyhound pup or race dog to first consider the dog’s future beyond the racetrack. Epping’s Bryan Carman is one person who is leading by example, not just booking his recently retired race dog Hugo in for a Greyhound Adoption Program (GAP) assessment, but also bringing him home in the meantime to give him the best chance of being accepted into the program. The Carmans already have a small pet domestic dog living at home - an Australian Terrier named Gizmo - so given Hugo’s lack of socialisation with other breeds, they sensibly eliminated the risk of the dogs quarrelling. “We’ve got a small pet dog called Gizmo, who is at my mum’s house for a couple of weeks, and the plan is to eventually have them both here living happily together,” Carman said. “It’s very important to me that he (Hugo) gets into the Greyhound Adoption Program, because I want him to have a good life after racing. There’s more to greyhounds than just racing and making money.” Spending time in a household and away from a racing kennel environment is fundamental to increasing a greyhound’s chances of passing the GAP assessment. Hugo’s stay at the Carmans has involved carefully socialising him with other breeds at a local park while muzzled and on lead, starting with larger dogs and then engaging with smaller dogs. This strategy is aimed at preparing Hugo to pass his assessment, where he must show little more than a passing interest in the GAP’s small ‘test’ dogs, thus ensuring he’ll be accepted into the program, receive a green GAP collar and no longer be required to wear a muzzle.
Perfect Score for Greyhound Adoption Day Australia’s record for the number of greyhounds finding new homes in a single day was blown out of the water at The Meadows in May. Seventy greyhounds were available at the Adoption Day, with all 70 finding new homes. The previous record in a single day in Australia was 35. More than 80 staff and volunteers – including four from South Australia’s Greyhound Adoption Program – were out in force to help make this day a success. The lucky last greyhound to find a home was Yoda (pictured), a white female greyhound who, once matched to a home, received a huge round of applause by everyone in attendance. The Adoption Day was scheduled to run from 11:00am-3:00pm, however all greyhounds were snapped up by 2:14pm. 25

Pen trials conducted after race meetings are required to be booked on the day by no later than race 8 via phone. Satisfactory Trials are conducted following race meetings. Trials sessions are subject to late change and weather conditions.
