CEO’S UPDATE I think it’s now clear to participants and other stakeholders that Victoria’s greyhound industry is now changing permanently. It’s no longer just racing with some animal welfare programs attached. Instead it must be about the whole lifecycle of every Victorian greyhound, on and off the track. I am confident that real reform can be achieved in the sport of greyhound racing but only if it’s driven by genuine cultural change in how we manage the careers and lives of the greyhounds, and in particular that we are able to fully re-home all greyhounds other than for medical or temperament issues. We need to extend racing opportunities for all dogs as currently the average career for a Victorian greyhound lasts only 1 year 9 months, with only 30 starts. It’s now not just about rearing to race but now also about rearing to re-home. This leadership on cultural change must come from participants within the sport and I have been very encouraged by the commitment to this issue as demonstrated by participants at the recently concluded series of Stakeholder Engagement Workshops. They were very productive and we learnt much from the workshops. The workshop program will be followed this month by regional workshops in Shepparton, Warrnambool and Traralgon. One key animal welfare issue is current injury rates at the racetrack which are far too high. All the Clubs have now come up with plans, based on injury data supplied by GRV and ideas put forward at the Stakeholder Engagement Workshops, to improve track safety. As these plans are implemented GRV will conduct a quarterly review of all tracks to monitor and measure how effective these plans are at reducing injury rates. GRV will also contact trainers whose dogs are experiencing higher than average injuries to resolve any issues that are triggering these higher rates. In another move to reduce injury rates, GRV is phasing in the hoop arm lure over next six months at all 12 Victorian circle tracks following trials over the past year. Test data from the trials clearly shows the hoop arm produces cleaner and safer racing by reducing interference and injuries in races, with trials at the Meadows alone showing a 37% drop in injuries. You can read more about the new hoop arm lure in this issue of Greyhound Monthly Victoria. Also covered in this issue is the new Draft Guidelines for Racing Dog Keeping and Training Facilities in Victoria, being developed by Victoria’s Department of Environment, Land, Water and Planning. These draft guidelines cover a range of issues and propose new permit exemptions if greyhound facilities meet various zoning requirements. They are a significant step forward in providing a very positive and clearly understood framework to enable greyhound racing participants achieve compliance. The public consultation process is now finishing up and GRV will keep participants informed about the further development and implementation of the new guidelines. Finally, in racing news, GRV and Healesville Greyhound Racing Club are now working on presenting a second weekly race meeting at Healesville. This will provide more racing opportunities for dogs and give them more experience of running on straight tracks. This spring will again be a very busy time for GRV and will see a range of new animal welfare initiatives rolled out along with new marketing campaigns for the spring and summer racing calendar. ICG Making A Difference The Board of Greyhound Racing Victoria’s decision to appoint a Board Committee - the Industry Consultative Group (ICG) - has been a great success, according to GRV Deputy Chair, Judith Bornstein. Appointed by the Board to advise them on current issues concerning the industry, including the welfare of greyhounds, the ICG meets regularly and includes representatives from across the sport including owners, trainers, breeders, greyhound clubs and a veterinarian. “The ICG have met a number of times now, and each time we meet it is loud and clear that all members of the ICG are passionate about the future of the industry. Discussions are lively, informative and the ICG’s advice is of great assistance to the Board,” said Judith Bornstein, who is also the Chair of the ICG. “While a lot of what we discuss is sensitive information, we look forward to sharing our outcomes over the coming weeks and months. One major suggestion the ICG has presented to GRV’s Board is developing a policy to improve access to veterinary services. This is underway.” ICG members talk about their involvement with the group so far: “There is a good mix of people on the ICG with different backgrounds and involvement in the sport, which leads to a lot of conflicting opinions. Among the key items we have discussed has been the pending closure of greyhound racing in NSW and how that affects Victoria going forward” - Barbara Backhoy (Veterinarian nominee), a former trainer who has worked as the on-track vet at the Cranbourne GRC for the past 14 years and is the current Australian Greyhound Veterinarian President.

At the same time they admit to not knowing a lot about greyhound racing, so they want us to express our views if we believe in something, and they want us to find a solution. Provided we do that they take it on board” – Steven Clarke (Participant nominee), who has 27 years of experience as an owner, trainer, breeder and rearer of greyhounds. “It has been so insightful to see some of GRV’s internal confidentialities, which I am able to break down and express my own unique views from an owner’s perspective. The fact that Alan Clayton has attended every one of our meetings tells me that the ICG is being taken seriously. It’s early days but I’m fairly confident we will see some core actions emerge from our discussions in the near future” – Duane Dalton (Participant nominee), who has been an owner of racing greyhounds for the past 19 years and has been breeding greyhounds for the past seven years. “Discussions have been robust to say the least but this has led to a lot of good ideas. I’ve been really impressed with some of the stats that (GRV CEO) Alan Clayton has provided us. I’m not a big name participant, and most people don’t know me when I go to the racetrack, but I feel like I am representing the hobby owners and hobby trainers out there as I am able to give an opinion from their perspective, which is really nice” – Tracey Corneille (Participant nominee), who has been involved in greyhound racing since 2003 in a variety of roles including an owner, breeder and an attendant. “It’s early days but the forming of the ICG is a huge step in the right direction. There has been a lot of change at GRV in the past 1218 months and there are a lot of new people working there that don’t have a lot of greyhound racing experience. It’s early days but we need to see results. A few good things have come out of the ICG and hopefully that continues” – Peter Craig (Participant nominee), who is a former General Manager and Director of the MGRA. He is also the current President of Victoria’s NCA.

“I suspect there may be a perception that the ICG is simply rubber stamping GRV’s ideas, but I can assure you that is not the case. Members of GRV’s Leadership Team and Board have presented ideas to us to seek our input and feedback and the quality of information presented has been outstanding” – Leeanne Crawford (Participant nominee), who has bred and owned greyhounds and was on the GOTBA committee, GRV’s Animal Welfare Taskforce Group and GRV’s Grading Review Group. “It’s working very well as it provides the opportunity to get varying opinions on different topics. It is really well governed and it gives representatives the opportunity to give their views on important matters” – Marg Long (Clubs nominee), who has served in greyhound club administration for 30 years and is the current General Manager of the Melbourne Greyhound Racing Association. Recent inductee into GRV’s Hall of Fame. “There’s a real feeling of partnership between GRV and participants, and probably for the first time there a feeling of traction as GRV are hearing first-hand the real issues on the ground and that is reassuring because the cogs are turning. The ICG is a good mechanism for implementing policy and operational changes” – John Martin (Clubs nominee), who has bred, owned, trained and reared greyhounds for over 25 years. He is the current President of the Shepparton Greyhound Racing Club for the past eight years. “The ICG has been a great opportunity for me to express issues around syndication to GRV as there are many challenges and hindrances that new owners face when entering the sport. All ICG members get their say and, in my case, I may only have a little bit to say on certain issues, but when it comes to topics I have more experience in like ownership, marketing and social media, I get a lot more involved” – Daniel Nugent (Participant nominee), who is the founding Director of Australia’s largest greyhound syndicator, The Golden Paw. “Greyhound racing in Victoria finally has a regulator that will listen to participants and I was particularly thrilled that the hoop lure has been implemented after being recommended by the ICG. The GOTBA has been trying to get the hoop lure implemented for years and this is imperative for the safety of our greyhounds” – Sandra Reed (GOTBAV nominee), who has 50 years of experience in greyhound racing as owner, breeder, trainer and rearer. She is also a vet nurse and is the President of the GOTBA.

Strategic Communication & Marketing Monthly Report Louise Martin - General Manager, Strategic Communication & Marketing The Great Chase campaign is well and truly underway, making a huge impact on the communities that are home to Victoria’s 13 greyhound racing clubs. The Great Chase community program supports numerous organisations within the disability sector right across Victoria, raising money for these community groups. Sandown, Shepparton, Bendigo, Traralgon, Horsham, Warragul, Ballarat and Warrnambool have already played host to The Great Chase with more than 800 people attending. Since its inception in 2003 the TAB Great Chase has made a big difference to the lives of many and is just another example of the important work Victorian greyhound racing does for communities right throughout the state. The Shepparton Cup was a huge success, as was the Royal Melbourne Show which featured a stand dedicated to the Greyhound Adoption Program. GAP ambassador Bernie Vince made a guest appearance at the stand, and was a hit with a stream of people lining up for autographs and selfies and coming away with a little more knowledge of greyhounds as pets. I would like to take the opportunity to thank all the industry participants and members of our greyhound community for their fantastic support in assisting is with our clubs in the community project. The support was amazing and the many people who make up the industry are indeed from many walks of life with undoubtedly the one common theme being the love of the dogs. A big thanks to all the clubs as well. Without our clubs there would be no industry - job well done.
Revised Approval Process for New and Renewals of Registrations Enhancements to the processing of Greyhound Racing Victoria’s current registration system will begin to take effect from 24 October 2016. As such, participants are advised that they may experience a longer processing period when applying for registration (including re-registration). While GRV aims to process applications within four weeks from obtaining all necessary information, participants whose current registrations will be expiring any time after 24 October 2016 are encouraged to apply for re-registration at least six weeks prior to their registration’s expiry date. This applies to all types of participant registrations, including re-registrations. Participants are reminded that a greyhound will not be eligible for nomination if its trainer or any of its owners (including any syndicate members) are unregistered at the time of nomination. Living with ‘Sixty-Five Roses’ Michelle Niele has had three constants her whole life - family, greyhounds…and Cystic Fibrosis. Words by Molly Haines Photos by Cameron LeStrange
Cystic Fibrosis (CF) is a genetic disorder that primarily affects the lungs and digestive system which makes it hard for the body to digest food and absorb oxygen. There is currently no cure and living with CF consists of many hospital visits, countless intakes of Enzymes, medications and physio which can take up hours every day.
“Greyhounds are all I know and I definitely appreciate them more after being away from them. When I got discharged from hospital the greyhounds were the first thing I saw when I finally got home.” The rare bug that Michelle had contracted took a significant toll on her health, especially her lungs which saw capacity drop to around 20 percent, and as a result Michelle now has four to five admissions to hospital each year. Recently Michelle spent her twentieth birthday in hospital. “It was a full on 10 days in hospital but it was planned in a way. Because my lung function is so low doctors are now looking into me having a lung transplant. I think it is something that would scare everyone but in the end if I get the transplant I will be able to do a lot more with the dogs which is great because I am very limited at the moment.”
“I had a blocked bowl when I was born which then saw me transferred to the Royal Children’s Hospital and after a number of blood tests I was diagnosed with Cystic Fibrosis.” Michelle explained. Despite living with CF Michelle had a relatively healthy childhood only being admitted into hospital on two occasions – once when she was three and then again when she was five. Her time living a fairly normal childhood allowed her to develop a relationship with greyhounds. Michelle’s introduction to greyhounds and racing came through her father Michael (pictured right) who is a trainer of 13 greyhounds out his Berringa kennels, about 25 minutes south of Ballarat. Greyhounds provided Michelle with a distraction from Cystic Fibrosis and general school life. “Year nine and ten schooling was a blur because of a Micro Bacteria bug I caught at the beginning of year nine. The bug took all my energy away and I couldn’t concentrate, it got that bad I had one of my friends take notes for me.” “The bug wore me out that little bit every day until doctors figured out what was wrong and as a result I ended up having nine months of major IV antibiotics every day. The greyhounds definitely became a great distraction from all of this,” Michelle continued. With good days come bad and Michelle has to be aware of how her body is feeling and reacting to day to day activities. “I even enjoy just sitting in the kennels and watching Dad feed the dogs if I am not feeling up to it plus I think being with the dogs is a great way to build my immune system too – I don’t think I am as sick as what I could have been.” The Micro Bacterial bug had such a drastic effect on Michelle’s health she had a stomach feeding tube inserted so could build up enough nutrition for her body to continue the battle with CF. As a result, Michelle had a seven week stay in hospital, which she found extremely hard being away from her greyhounds, but to keep her mind active Michelle continued to do the admin side, deciding where and when the kennel would be nominated to race.
“Now I have really bad days, sometimes it’s a real struggle to get out of bed but even on those bad days Dad gets me up in the mornings and do a little bit of work which can make me feel a bit better.” Since Michelle was forced to give up netball five years ago greyhounds became her everyday hobby. “If something like what happened in New South Wales were to happen here I don’t know where it would leave me. I really wouldn’t know how to go about my day. What can you do if something you love so much is taken away from you?” While Michelle is still able to handle her greyhounds at the track she has a photo taken of each greyhound’s win that she handles and has created a photo wall in her house. “I think I do it because at some point I won’t be able to handle and the photos are a really good reminder why I spend so much time with the greyhounds.” Michelle is now constantly waiting for the phone call from the hospital to say she is having her lung transplant which doesn’t just mean carrying her phone everywhere she goes. Michelle is also limited to which tracks she can go to because she can’t be more than two hours away from the hospital at all times. Despite living with Cystic Fibrosis, Michelle’s positivity and smile is addictive and she has the support and the best wishes of the whole greyhound racing community.

Aged Prize Money – APM review and feedback
The recent GRV Stakeholder Workshops – ‘Grading, Racing and Programming’ (23rd July 2016) and ‘Improving the Racing career of Greyhounds’ (25th June 2016), provided some valuable feedback on our current grading, programming and race selection processes.
Currently the GRV Grading process utilises an ‘Aged Prize Money’ (APM) calculation to determine which greyhounds are drawn against each other in a race – see Grading Guideline Part 2 – Selection Methods:
As a result, we are pleased to announce the following changes to provide increased opportunities for greyhounds to race within the Victorian racing program. New Rank Limit Meeting Type A new ‘Rank Limit’ meeting type will soon be available which will dedicate the entire meeting to a specified rank limit, to allow for greyhounds regardless of grade to compete against similarly ranked greyhounds. Each greyhound in racing is allocated a Ranking Value calculated from its last eight starts with the two worst scores removed. This rank will determine their eligibility for this specified rank limit meeting. A ‘Rank Limit’ meeting will be indicated by the purple text colour (see Figure 1) within the meeting Calendar on FastTrack. The rank limit applicable to each meeting will be revealed when it is selected from the Calendar (see Figure 2). Eligible greyhounds can then be nominated for this meeting in the usual manner.

Whilst the current method of calculating APM has worked reasonably well since the introduction of the FastTrack grading system (May 2013), there have been occasional examples during the grading process, where the use of the APM ranking has resulted in the elevation of a greyhound into a more highlycredentialed race, to which it may not be suited. This mainly affects younger greyhounds that may have only won a Maiden Final or Restricted Win event carrying higher than standard prize money (eg. $7,500 to the winner) being selected into a higher level race. Likewise, greyhounds that have lost form in recent times, or are returning from injury, can also carry over historic prize money levels which are possibly not as pertinent or reflective of their current ability or form. To better provide for these situations, and following testing of recent nominated greyhounds, the following adjustment to the APM calculation table are proposed:

This adjusted method will assist those greyhounds mentioned by increasing the ‘decay value’ which will enable greyhounds of similar APM levels to be drawn into similar races of APM values.

In this example, even though Pappa Gallo has higher career prize money, it would be matched with other greyhounds with an APM value of around $3K (subject to nominations received), while Greysynd Chief would be matched at a higher $15K level because a larger proportion of its career prize money earnings are more recent. It is GRV’s future intention to publish the current APM for each greyhound on their Form page on FastTrack to provide a transparent guide to owners and trainers.

Animal Welfare Monthly Report Gavin Goble - General Manager, Animal Welfare During September, GRV held a stakeholder workshop on Greyhound Retirement and Re-homing. This workshop highlighted some of the challenges and opportunities to achieving full re-homing which is a critical welfare strategic priority for GRV. Participants had many excellent ideas about how to improve the rate of re-homing and highlighted some important barriers for GRV to consider. One key issue highlighted at the workshop was the difficulty and uncertainty participants had with the present process of booking into a GAP pre-entry assessment. To assist participants, starting 9.00am Tuesday 4 October 2016, GRV is launching a new system for booking pre-entry assessments. The new system will provide an opportunity for participants to book spaces in one of the three pre-entry assessment sessions held each week. While the pre-entry assessment sessions are still expected to book out quickly as demand exceeds GAP’s capacity, the new system will place greyhounds on a waiting list which will provide participants with an estimate of how long they will need to wait until they are able to secure a space. In addition to significantly expanding our GAP program, GRV is also progressing a number of other initiatives for improving re-homing of greyhounds, including the expansion of our foster network through the appointment of a new foster manager, and expanding opportunities for third party adoptions and green collar assessments. GRV is continuing to expand its welfare inspection capacity through the appointment of 10 new Welfare Inspectors (taking the team to 18) to enable GRV to substantially increase the proportion of participants visited and greyhounds inspected. The key focus of the team will be participant education around quality of life, welfare of the greyhound and the conditions in which the greyhound lives. While physical aspects such as housing, shelter, bedding, provision of adequate drinking water and a good diet are important, education on early injury detection and treatment are also a priority. A focus on injuries in racing dogs in their home environment is linked to our ongoing work to reduce and follow up race-day injuries, some of which are a result of unresolved pre-existing injuries. Over the next few weeks further initiatives will start to be rolled out in conjunction with the track veterinarians, and GRV’s Racing and Strategic Communications departments. Have Your Say on New Greyhound Racing Facilities Public consultation is now open for Draft Guidelines for Racing Dog Keeping and Training Facilities in Victoria and Greyhound Racing Victoria (GRV) urges all participants to have their say. The Draft Guidelines have been developed by Victoria’s Department of Environment, Land, Water and Planning. Details on how to make a submission and provide public comment on the draft Guidelines to the Department are available on their website at: dtpli.vic.gov.au Submissions must be received by 5.00 pm on 7 October 2016. Matters covered by the draft guidelines include greyhound density, setback distances for the facilities, kennel requirements, landscaping, fencing and screening and noise, odour and waste management. The Draft Guidelines set out exemptions for a racing dog facility if the number of dogs does not exceed the number specified in the zone or the proposal meets all Guidelines performance measures. Permits will also be not required to construct a building or construct or carry out works for a racing dog facility if the proposal meets all the performance measures, any earthworks and setback requirements in the zone are met and if no other permits are required under another provision of the scheme. Once finalised, the Guidelines will be incorporated in all Victorian planning schemes to provide consistency in balancing investment in and management of greyhound facilities with animal welfare and local amenity concerns. The development of the draft Guidelines has been overseen by a cross-government Greyhound Racing and Welfare Reform Implementation Task Force. The Task Force was set up to oversee the implementation of recommendations made by the Racing Integrity Commissioner and Chief Veterinary Officer in June 2015 including the need for all greyhound establishments to be covered by one industryspecific code of practice that reflects community expectations and industry best practice.
New Meeting: Healesville Friday DAY An additional meeting has been added to the weekly schedule commencing Friday 4 November 2016. This additional meeting will be at Healesville GRC on Friday afternoons commencing around midday each week, providing twice weekly racing on the straight track. This additional Healesville meeting will regularly be a ‘Rank Limit’ meeting for Victorian Bred Greyhounds ONLY. The ‘Rank Limit’ will vary from time to time however will initially bet restricted to greyhound ranked 250 plus. This meeting is aimed at providing further opportunities for higher-ranked short-course Victorian greyhounds.

Alf trained alongside his stepfather until 1966 and it was after this that he signed up to a cargo ship and embarked on his first trip overseas.
It would be an understatement to say that Alf Baker has led an interesting life, particularly in the area of greyhound racing. A pioneer in the introduction of greyhound racing to Vietnam, the now retired long-term Warragul resident also managed his local greyhound racing club, and now drives the lure once a week. “I moved to Warragul the same day that I started my job as the Manager of the Warragul Greyhound Racing Club (WGRC). June 1, 1973 and don’t ask me why I remember that date because I can’t remember any others,” he said. Except he can remember one other, the date that he arrived in Vietnam to start up the sport over there, which was May 8 2000. Still operating to this day, Alf was instrumental in the first ever greyhound track and race to take place in Vietnam, first off in a town called Vung Tau. “I was there for seven months and it was a very interesting time. I graded their first ever meeting and drove the lure for it. The excitement around the town was unbelievable – they had TV stations from all over the world turn up,” he said. For Alf, his love of the dogs stemmed from a training partnership he shared with his stepfather after they purchased two greyhounds in the early 60’s.
The venture was the first of many to come, with three or four trips back to England, and eventually to New Zealand after he was approached by an agent to take a group of horses there. It was this man who would eventually prompt Alf’s career return to greyhound racing. “I went to Olympic Park one night and he turned up and asked me if I had found a job yet. I laughed and said I’ve only been home one day, so not quite yet,” he said. As a result, Alf went to work at Birchwood Stud for 12 months, and it wasn’t long after this that he saw the job advertised at Warragul. “I went down for an interview and it was quite a while before I heard back again. Eventually they asked me to come down and I went on a few Friday nights, which is when they used to race, to see what I thought,” he said. For 26 years Alf managed the WGRC where he now drives the lure following his retirement. He admitted that his time in Vietnam was not only a highlight in his career, but for his life as well. “It was really, really great and I am very glad that I did it,” he said.

Hoop Arm Lures to be Introduced at all Victorian Tracks Greyhounds racing in Victoria will be provided with improved safety outcomes as Greyhound Racing Victoria (GRV) commences implementing the use of the Hoop Arm lure for racing at all 13 tracks throughout the state. To begin with, and to be phased in over the next six months, GRV will adopt the Hoop Arm lure for racing at all Victorian circle tracks after a series of trials conducted at Victorian racetracks over the past year. “The hoop arm has produced cleaner and safer racing during the trial period. This improved safety was particularly evident with the latest version of the hoop arm lure which has been trialled at The Meadows,” GRV General Manager of Racing Stuart Laing said.

A Regulation Catch: Shane Gillard by Bridget Scott THE newly-established Integrity Unit at Greyhound Racing Victoria received a major boost this year with the appointment of Shane Gillard as General Manager. With a wealth of knowledge in regulation and investigations behind him, Shane came to the job after 12 years at WorkSafe Victoria where he climbed the ranks to become Head of Operations and Emergency Management. Shane had previously worked in Aviation where he was part of the Aviation Training Organisation, a centre of excellence for the Star Alliance Network - the hub of all training for Commercial Airlines throughout the world that are affiliated with the Star Alliance. With a remarkable career behind him, Shane also sits on two boards, one of which he chairs.
The Hoop Arm lure was trialled at seven Victorian racetracks with the objective of reducing interference in races and subsequently racing incident injuries, as well as examining the motivations of greyhounds to chase the lure.
“I am the Chairman of the Board for the Bully Zero Australia Foundation, it’s been around for four years, is one of the fastest growing charities in Australia and its purpose is to prevent bullying by educating and raising awareness,” Shane explained.
“In future for races run on the hoop arm in Victoria, the greyhounds will finish in the catching pen as opposed to continuing on and finishing on the lure into the back straight, as has been trialled at various tracks during the trial period,” Mr Laing said.
In addition, he is also the President of his local basketball club which boasts around 50 teams.
“GRV was not satisfied that using the finish-on method was in the best interests of greyhound safety at this time, however GRV is about to be involved in a 'Motivation to Chase' study and will further consider the use of finish-on-lure in this context." GRV also accepts that there could be merit in exploring the use of other versions of finish-on-lure. These matters will be considered in the proposed study. As well as being adopted at all 12 Victorian circle tracks, there will be a hybrid version developed for use at Healesville’s straight track, incorporating the same colour schemes and design as the lures used on the hoop arm. “The new GRV is doing all it can to provide a long, enjoyable life for every Victorian greyhound before, during and after its racing career and we anticipate this will be a major step towards this outcome”, Mr Laing said. This initiative is the latest in a series of reforms made to Victorian greyhound racing in the past 18 months to improve animal welfare outcomes and follows on from recommendations made in a report by the Office of the Racing Integrity Commissioner last year. Further details on commencement dates for racing on the hoop arm lure at each Victorian track will be communicated 12 in coming weeks.
“I also coach three basketball teams in my spare time.” While any spare time would appear scarce, Shane is also married with two children and can be found at his local basketball club most weekends. Shane said he was drawn to the job at GRV due to the opportunities it would provide. “When there was an opportunity to further my career in the space of regulation, that was really enticing to me.” “I was attracted to be able to influence change and reform across the breadth of an industry, and given where it’s been these last 1215 months, it was an opportune time for me to leave a footprint on the industry,” he said, He admitted that a number of challenges lie in front of him, but is happy to tackle these head on. “There is no doubt that the industry has a credibility issue, and that’s something that I will be wanting to address early on” he said. “One of the biggest barriers is ensuring that the public get to hear about all of the positive activities going on out there in the Greyhound Racing community, rather than media outlets conveying the message that is positioned to tell a good yarn.” “We also want to adhere to community expectations and ensure that whatever we do always has animal welfare and sporting integrity at the forefront of our thinking.” Despite the challenges ahead of him, Shane is excited for the role, overseeing a team of around 70.

It is very important that we respond as individuals and industry bodies to matters that we believe are in the best interests of the dogs. Once this has been ratified it will be too late for you to have your say. Although once this is passed by the Planning Department it will give you a right to keep a certain number of dogs (depending on your zoning) without a permit, provided you comply with the regulations. We have to ensure these regulations are achievable. For too long it has been difficult to have confidence that you will be able to get permission to keep your dogs on your property, and if you were negotiating on purchasing a property subject to getting a permit, the sellers have been reluctant to sign a contract and wait out the long process of permit application unless you were prepared to pay a premium price. If this “Right of Use” becomes law then it will save a lot of expense and unnecessary worry, which is a great win for our industry. Our AGM is going to be held on November 6 at Sandown. We are also going to hold a seminar similar to the GRV workshops, with a panel of experts who will answer questions on topics such as how to keep your dog free of food and supplement contaminants, as well as the range of products available to keep females off-season with accepted dose rates and awareness of possible side effects. The panel members will be Steven Karamatic, Gavin Gobles and Chris Boemo. We will have some set questions to open the seminar and then participants will be able to ask questions relevant to these topics. This is a great opportunity to learn about situations which might lead to a positive swab.
GOTBA News Sandra Reed - President, GOTBA Victoria GOTBA has been lobbying for the implementation of many reforms to facilitate the improvement of our sport. It is pleasing to see some of these issues are being addressed. Firstly, the installation of the hoop arm lure is a great safety measure, which will also help reduce interference in races. Secondly, the Victorian Planning Departments’ Right of Use, a GOTBA initiative which we started working on four years ago, is open for public comment until October 7.
It will also be a good chance to meet with the people who are working at, and with, GRV to give them an understanding of our concerns so that they can continue to keep us informed about changes. Arnold Shows Zip in the Healesville Cup By Andrew Copley The unexpected occurred in the $67,000 2016 All 4 Paws Claws Resort Healesville Cup (350m) on September 11 with Zipping Arnold taking out Victoria’s richest straight greyhound race at odds of $21.10. Shrewd punters would have been aware of Zipping Arnold’s chances in the race given trainer Ian Cockerell’s comments following his heat win a week earlier. “I trialled him here three months ago and he trialled real, real good. Next week you’ll see a better Arnold,” Cockerell warned. It was the Cockerell kennel’s first win at group level despite making several finals, and for Zipping Arnold it was his eighth career win from 19 starts. “This is the biggest race we’ve ever won. It’s a great feeling,” Cockerell said after the Healesville Cup, which carried a $47,000 first prize. “We’ve had finalists in country cups and Group 1 races before – Finlandia made four Group 1s for us – but we’ve never won a group race so this is pretty special.” Cockerell has huge wraps on Zipping Arnold, although there is a chink in his armour. “I don’t think there’s a faster dog in Australia over 450 metres than Zipping Arnold.”

He gets too excited and plays up in the kennel before his races, so the less time he spends in the kennel the better he performs.” Zipping Arnold ran 19.02sec to win the Healesville Cup, scoring a narrow win over highly fancied Jason Thompson-trained duo Invictus Rapid and Jack Walker. Zipping Arnold (Don’t Knocka Him – Yarramundi Flash) was bred and is owned by the Hallinan Hallinan Syndicate in NSW. Earlier in the day, Healesville hosted the Chairman’s Trophy, a race for female trainers only, with Spritely Pizazz winning for trainer Joyce Condon.

I must admit that at around this time each year, I start to get an itch which normally isn’t scratched until late November as the next couple of months always seem to produce some of the great races that etch themselves into greyhound racing history. The dominance of Victorian trained greyhounds (much to the chagrin of other states mind you) is as strong as ever and of the twenty one Group 1 events already decided in 2016, fourteen of these trophies are now adorning mantelpiece’s (or trophy cabinets) of Victorian trainers. But there is no doubt that 2016 has been the year of the fairytale – a year in which no less than twelve of the twenty Group 1 races that have been run and won to date, have been claimed by a trainer who had never won a Group 1 race prior to this year. Dedicated trainers such as Andy Stewart (Silver Chief Classic); Robert Cooke (National Futurity); Noelene Holloway (National Derby); Mark Giddings (Association Cup); Geoff Scott-Smith (Harrison Dawson); Steve Creighton (Sapphire Classic); John Iwanyk (Perth Cup) Trevor Rice (Gold Cup); Ray Drew (Maturity Classic) and Cameron Butcher (National Sprint) have all now tasted success at the elite level for the first time in their career’s while Gerry O’Keeffe, who had never even had a starter in a Group 1 race, now proudly answers to ‘Group 1 Gerry’ following wins in two of our biggest races through the deeds of littermates Bells Are Ringing (Sandown Cup) and Ring The Bell (National Distance Championship). But as in any industry, the best in the business are never far away from success and Jeff Britton (Australian Stayers); Andrea Dailly (Rookie Rebel & Australian Cup); Anthony Azzopardi (Paws of Thunder, Zoom Top and Winter Cup) and Jason Thompson (Temlee, Golden Easter Egg, and Peter Mosman Classic) all continue to dominate the headlines on a regular basis. The next two months will see the running of two of the great greyhound races on the Australian racing calendar – the G1 Topgun at The Meadows on October 22 and the G1 Melbourne Cup at Sandown Park on November 18. In 2015, all the hype leading into these races was about the champion sprinter Fernando Bale but one year on, and the greyhound racing landscape has changed dramatically. This year there is no Fernando Bale and there is no Dyna Double One – of the current crop, no one chaser can rightly assume the title as ‘Australia’s best sprinter’ which makes the next eight or so weeks even more intriguing. The one thing I do know about greyhound racing is to ‘expect the unexpected’ and 2016 has certainly been testimony to that. Good luck and good punting.
A regular look back at the history and heritage of greyhound racing The Waterloo Cup The roots of today’s public greyhound race meetings go all the way back to 1776 when the Earl of Orford opened the first public coursing club in Norfolk, England. Interestingly, the first public horse races were also being staged at the same time. More formal coursing meets soon followed and by the early 19th century, they were very popular across the United Kingdom. The biggest and most prestigious of them was the Waterloo Cup, first staged in 1836 by William Lynn, proprietor of the Liverpool’s Waterloo Hotel. In another interesting connection with horse racing, Lynn also went on to set up the Grand Liverpool Steeplechase, now known as the Grand National and one of the world’s richest jumps races. The first Waterloo Cup, held at the Altcar estate near Liverpool, was won by a greyhound called Miliane and in following years grew to become one of Britain’s premier sporting events. The Cup was so prestigious that even being nominated for it was regarded as an honour and early advertisements for stud service or puppies would highlight the sire or stud as a “Waterloo Cup nominator”. And many winning dogs became nationally famous such as Master McGrath which won three times in the late 1860s and was invited to meet Queen Victoria, and “Fullerton”, who recorded four consecutive victories in the Waterloo Cup between 1889 and 1892.The Waterloo Cup ran for 159 years with the last race held in 2005, but reminders of the event live on such as with Master McGrath Terrace, a row of terrace houses still standing in North East London that was built with the proceeds from Master McGrath’s winnings.

Integrity Monthly Report Shane Gillard - General Manager, Integrity With the capability of GRV as a regulator rapidly expanding, I thought I’d take the opportunity to provide some insight for everyone involved, about the tools available to GRV employees who are out and about ensuring the highest level of animal welfare and integrity in our sport. All of the GRV officers that you come into contact with across the State, whether it be authorised welfare officers, stewards or investigators are delegated powers under various pieces of legislation including the rules of racing so as to ensure a level playing field for all involved. This enables the GRV officers to enter premises, make enquiries, give directions and make recommendations, all in the course of their duties. From what I have experienced thus far, the majority of Victorian greyhound racing participants are cooperative, friendly and engaging when dealing with authorised officers. If you’re not sure about your obligations as a participant, the rules of racing can be
found on the GRV website by clicking on the ‘racing’ tab or in fasttrack by clicking on the ‘stewards’ menu at the top of the page. We are continuing to receive information from the industry about areas of concern and have a number of investigations underway at the moment as a result. If you become aware of any suspicious activity, our toll free hotline 1300 856 109 is available 24 hours a day. Every report is treated with the highest level of confidentiality and only our investigations team have access to the information. Finally, I’d like to welcome the arrival of Heidi Lester to GRV as Chief Steward. Hard Chasers Can Make Great Pets By Andrew Copley Every greyhound deserves a chance at becoming a pet regardless of their chasing endeavours. That’s the message from the Greyhound Adoption Program (GAP) on the back of a long held misconception that greyhounds that demonstrate a determined chasing ability have little or no chance of being accepted into the program. To be accepted into the GAP, greyhounds must first pass a pre-assessment test where they are placed in a controlled environment with a small domestic dog, to test their temperament. Many greyhounds have passed this test despite showing a fearless desire to chase the lure in their racing days. “We’ve had some really hard chasers make it into the program including some very good race dogs who have been completely fine with our small dogs,” said GAP Manager, Larissa Darragh. “They understand that the small dog is a dog and not a lure that they need to chase.” “We encourage all industry participants not to judge their dogs by how hard they chase and to give them the opportunity to be assessed so they can be a pet.” Carefully socialising your greyhound with other dog breeds at a park will give him or her the best chance of passing their preassessment, and it’s a good idea to start with a bigger dog and work your way down to a smaller dog. Walking a greyhound alongside another dog (not a greyhound) at a park, keeping them on a lead about one metre apart from each other is an excellent socialising technique. It is best to avoid situations where other dogs can invade your greyhound’s personal space, and remember that even one visit to the park can make all the difference in your greyhound’s chances of passing its pre-assessment. Hobby Trainer Reaches New Heights By Andrew Copley Former suburban footballer-turned-greyhound trainer Tanju Salih experienced his greatest thrill in racing when his young star Haiyan made the final of last month’s Group 2 Healesville Cup (350m). Training two greyhounds has filled a void in Salih’s life that had been missing since retiring from playing local footy a decade ago, with his career highlight being a premiership with Doncaster East. “I’m a pretty competitive person and I played local footy for many years at Oakleigh (Under 19s), then at the Sandown footy club and then at Doncaster East before returning to Sandown.” “I retired from playing footy in my mid-thirties and I really needed a hobby. I couldn’t go and watch local footy as I am so passionate and always wanted to go out and play, so I really needed something else to fulfill my competitive streak. Training greyhounds has given me that,” he said. Living on a house block in Springvale presents its challenges, as Salih doesn’t have the luxury of having acreage outside his back door to exercise his greyhounds. Although the Sandown Greyhound Racing Club is little more than a stone’s throw from his doorstep, he regularly drives an hour to Healesville as both his dogs are suited to straight track racing. “Healesville is only an hour from home and I’ve been there so 18 often that it’s become my home away from home,” he laughed.

Salih, 46, took up training greyhounds five years ago with the first greyhound he trained being Miss Elegant, who is the dam of Haiyan and Master Phelps. “I had always had an interest in greyhound racing as a punter and then bought my first greyhound, which was Miss Elegant. One day her trainer said he didn’t want to train her anymore, so I decided to get my trainer’s licence and I haven’t looked back.” “She raced four times for me and won her last two races, which was a huge thrill. Then she came on season so we retired her,” he said. Salih said training greyhounds requires meticulous preparation, which was also his approach to playing football. “I see a lot of similarities between preparing to play football and preparing a greyhound to race.” “For instance, I’ll take my dogs to the beach as part of their recovery, just as a lot of footballers go to the beach the day after a game.” “After every race I take my dogs to a greyhound chiropractor who lives all the way in Traralgon, which is an hour and a half from home. So it’s a big commitment but training greyhounds is something I take very seriously, just as I used to take my footy seriously when I was playing.” “I’m lucky that work allows me to do that. I work in a casual role, three or four days a week for an agency. Having that flexibility allows me to train my greyhounds,” he said. While Haiyan finished seventh in the Healesville Cup after winning his heat at just his seventh career start, Salih hopes his small team can produce many more group race finals in years to come.

Club Development & Member Services Monthly Report Craig Armstead - General Manager Club Development & Member Services Race track injury reduction Recently GRV have shared statistics and held discussions with the clubs on reducing greyhound injuries and euthanasia at tracks. An important part of this consultation has been reviewing the ideas provided through the recent stakeholder engagement workshops. The clubs are now developing plans and have implemented some ideas for improvements. Training & education and trial facilities for greyhounds at the clubs Providing the best and safest training, education and trialling facilities for greyhounds is very important. A number of clubs are developing plans for new equipment and facilities such as straight tracks, puppy viewing boxes, walking machines, and bull rings. These initiatives are aimed at providing greater access for participants and greyhounds and we are therefore making investments reflective of where those people and greyhounds are located. The objectives are to create more opportunities for trainers to train their greyhounds and to support the dogs in getting used to the tracks. We are also hoping that this will also assist in reducing the number of greyhound injuries. Commencement of Clubs in the Community projects The GRV Marketing & Strategic Communications team have been visiting clubs in the last month and unearthing some fantastic stories on their staff, local people and their connection to the sport of greyhound racing and their local community. The purpose of this work is to remind everyone how significant the sport of greyhound racing is in Victoria, as a major employer, and driver of the economy in each local town. We hope to build on GRV’s social license and humanise the members of every greyhound club, so that they’re a familiar face which people connect to greyhound racing.
Q & A with The Meadows GRA Manager Marg Long Where did your involvement with greyhound racing begin? I have always been interested in racing and in my early 20’s I bought a couple of greyhounds when I was living in Latrobe Valley. I started training and then joined the Greyhound Owners Trainers and Breeders Association (GOTBA) at Traralgon as Treasurer. After a period of time the Secretary/Manager position became available at Traralgon and I was fortunate enough to be appointed. Early days at Traralgon was a non-TAB meeting which grew to 12 TAB meetings and then full TAB. It was pretty hard work chasing trainers to nominate greyhounds for meetings at that time. How many people do you employ on average for a race meeting? Around 40 but that varies depending on the number of casuals required in our dining room. What are the biggest challenges facing your club? I think clearly animal welfare is the biggest concern not only for this Club but the Industry overall. Our challenge as a Club
specifically is to ensure we provide good facilities for trainers and their greyhounds and win back the confidence of the community. We will work hard to ensure all our community programs are not only maintained but also enjoy growth. What is the history behind your next big event – the Group One Topgun. The late Bill Collins, former Chairman of GRV and renowned race caller was the instigator of the Topgun. The race commenced in 1993 and was originally rotated between Sandown and The Meadows however in 2007 it was determined that The Meadows would conduct the race permanently, achieving Group One status in 1999. What entertainment does The Meadows have on Topgun night this year? The Meadows abounds with entertainment! Plenty of kid’s entertainment, a lucky patron will win a Trip for two to Las Vegas. The very popular Beer, Barks & Bets Bar will be open on the Deck, Mystery Bets and the Punter’s Club will operate on the night. All of this on top of the Group One Sky Racing Topgun Sprinter and the Group Two Topgun Stayers. You were recently inducted to the Victorian Greyhound Racing Hall of Fame, take us through how it felt on the night. My initial reaction on the night was stunned and surprised! When I look at the people who have been inducted previously and the great respect in which they are held I feel very humble on receiving such recognition. I consider myself to be one of the privileged people in our industry who has been fortunate enough to spend most of their working life enjoying their passion.

GAP on Show THE Greyhound Adoption Programs stand at the Royal Melbourne Show was a huge success with visits from a few big names during its 10 busy days throughout the school holidays. GAP ambassador and Melbourne Football Club star Bernie Vince attended on Friday September 22, while Deputy Premier James Merlino, who recently adopted a greyhound, paid a visit on Monday September 18. Thousands of people got up close and personal with the wonderful greyhounds and also got the chance to meet many of the dedicated volunteers from the adoption program. With the show now done and dusted for another year, members from GAP will make their way throughout regional Victoria for agricultural shows.

The GAP Grows Greyhound Racing Victoria’s Greyhound Adoption Program (GAP) has expanded capacity for re-homing former racing dogs, with the opening of a new facility at Mount Mercer, 25km south of Ballarat. The 9 hectare property includes in- and outdoor space for 50 dogs. Three people from the local area have been employed to attend and transport the dogs seven days a week and a full-time GAP caretaker will live on site. Local tradespeople and businesses have also been involved in customising the former kennels to house the greyhounds to the exceptional standards demanded by GAP. The property includes large open paddocks, slip-tracks, 70 metre runs and fully secure fencing throughout. The process of assessing former racing dogs includes graduation to the ‘green collar’ stage, signifying the dog is ready to be adopted and doesn’t need to be muzzled in public. They are tested with small dogs and cats to ensure their chase drive is diminished, and all vet checks are carried out before being made available for either adoption or fostering to improve their confidence. 21

Kevin Chivell – RADB Hearing 29/08/2016 - failed to present the greyhound ‘Big Jake’ free of any prohibited substance (Procaine) for an event at Healesville on Sunday, 6 March 2016. The RADB determined the appropriate penalty was a fine of $1,000 (with $500 of that fine suspended). In addition, Big Jake is disqualified from the race. Rodney Clark - RADB Hearing 30/08/2016) failed to present the greyhound ‘Mortal Sin’ free of any prohibited substance (Lignocaine) for an event at Horsham on Friday, 29 April 2016. The RADB determined the appropriate penalty was a fine of $1250 (with $500 of that fine suspended). In addition, Mortal Sin was disqualified from the race. Harold Hunter – RADB Hearing 03/09/2016 - failed to present the greyhound ‘Elite Panther’ free of any prohibited substances (Oxazepam and Nordiazpam) for an event at Shepparton on 17 March 2016. The RADB determined the appropriate penalty was six months’ disqualification (with three months of that period suspended). In addition, Elite Panther was disqualified from the race.

RADB HEARINGS CONCLUDED – This month the Integrity Department finalised eight outstanding matters at the RADB involving a combination of 15 charges including: Colin Kampman – RADB Hearing 15/08/2016 - failed to present the greyhound ‘Tally Ho Tink’ free of any prohibited substance (Flunixin) for an event at Warrnambool on 16 March 2016. The RADB determined the appropriate penalty was two months’ disqualification (with one month suspended). In addition, ‘Tally Ho Tink’ was disqualified from the race. Pauline Patterson – RADB Hearing 15/08/2016 - failed to present the greyhound ‘Golden Bubsy’ free of any prohibited substance (Theobromine) for an event at Ballarat on 7 March 2016. The RADB determined the appropriate penalty was six months’ disqualification (with two months suspended). In addition, ‘Golden Busby’ was disqualified from the race. Chris Johannsen – RADB Hearing 22/08/2016 - failed to present the greyhound ‘Kokoda Eclipse’ free of any prohibited substance (O-DESMETHYLVENLAFAXINE) for an event at Sandown on 4 March 2016. The RADB determined the appropriate penalty was 6-month suspension (with four months of that period wholly suspended), and imposed a fine of $750. In addition, ‘Kokoda Eclipse’ was disqualified from the race. Stan Kruckel – RADB Hearing 29/08/2016 - failed to present the greyhound ‘Paramount Arrow’ free of any prohibited substance (Procaine) for an event at Ballarat on Wednesday, 30 March 2016. The RADB determined the appropriate penalty was a fine $1,000 (with $500 of that fine suspended). In addition, Paramount Arrow was disqualified from the race.
