California's Public Utilities Commission is Misrepresenting How Much Solar can Save Saving money on energy bills is one of the main drivers for homeowners to seek out solar installations. And more broadly, the costs saved in energy production and distribution are a major incentive for governments to push pro-solar projects and legislation. Therefore, it’s critical
that citizens can get accurate information about just how much solar produces in savings.
But the big utility companies don’t want the public to know just how much expense can be cut. They’re actively working to spread misinformation that downplays the benefits of solar and makes it less of a priority for legislators. Just this June, the California Public Utilities Commission (CPUC) issued a unanimous vote
to change their “Avoided Cost Calculator” (ACC) - and not for the better.
What Do These Changes Mean? The ACC is a tool that the CPUC uses to reference the supposed costs to society that solar helps avoid. It breaks down the savings per every rooftop system installed in California. After the new changes, the ACC’s savings predictions suddenly dropped to only one-third of that estimated in previous years. Such a sharp
decline is a big signifier of inaccurate calculations that have omitted considerations essential to correctly predicting avoided costs.
This is especially concerning considering that Environment California and other organizations have criticized the ACC for already lowballing savings estimates by minimizing greenhouse
gas reductions and ignoring the prevented need for further infrastructure installations.
Since the CPUC uses the ACC as a guideline when considering the approval or expansion of solar programs, pro-solar figures are worried that the CPUC will use the newly slashed savings estimates to justify rejecting and stalling solar’s spread. Solar Contractors Need Help to Keep Business Strong
