The utility customers who were able to stay connected had to contend with their own troubles. Due to demand-based pricing structures, residents saw exponentiallyinflated bills, some amounting to several


thousands of dollars just for the week of the storm.

While some community resource centers were able to provide water, ice, and phone charging stations, congregating there in the


midst of the pandemic posed a serious health risk.
