How Solar Will be Affected by Biden's Build Back Better Plan One of President Joe Biden’s major initiatives is the Build Back Better plan - an ambitious collection of social programs intended to rebuild the pandemic-strained economy.
A large portion of the plan includes big moves for clean energy. The solar industry is eagerly anticipating the passing of this bill, as it will generate tremendous positive activity. Abigail Hopper, President of the Solar Energy Industries Association (SEIA), has responded to the proposal with praise and optimism:
“The Build Back Better framework contains the most ambitious and transformational clean energy policies we’ve ever seen from Congress. Climate action cannot wait and it’s time for
lawmakers to pass policies that drive clean energy deployment. The plan, which allocates over 30% of the total price tag to climate and clean energy, is the right vehicle for lawmakers to act on.
“Solar is a job-creator, and the long-term tax incentives for solar, storage and domestic manufacturing will put us on a path to decarbonize the electric grid, reach the President’s 2035 clean energy target, and create hundreds of thousands of quality career
opportunities in every community. For the sake of our climate, the economy and American workers, the solar industry is urging Congress to come together and pass this momentous legislation as soon as possible.” An Investment in Solar Growth The BBB includes several investment packages that will expand solar throughout the nation: ● Clean Energy Tax Credits 10-year extension of tax credits for utilityscale and residential clean energy, transmission and storage, as well as clean energy manufacturing. This includes raising the Solar ITC to 30% and maintaining that rate for a full decade. ● Support for Clean Energy Technology, Manufacturing & Supply Chains Investments to spark new domestic supply chains and technologies, including solar
modules and batteries. This will go a long way toward jump-starting American solar manufacturing and resolving many of the current issues with the solar supply chain. ● Clean Energy Procurement Push government purchasing of cutting edge technologies, including long-duration storage, small modular reactors, and clean construction materials. We can expect to see more public deployment of advanced solar energy systems.
Indirect Support While the BBB plan does offer plenty in terms of solar-specific legislation, the bill will also help solar expand via a variety of unrelated social initiatives. These include programs like universal preschool, childcare price caps, affordable housing expansion, boosted Medicaid coverage, and workforce development.
Such programs will provide significant financial relief to millions of Americans, helping them overcome hurdles associated with a skyrocketing cost of living and wage stagnation. We can expect to see more American households rise to a financial standing that enables them to afford solar, resulting in the creation of many new solar installation leads.
Solar Contractors Need More Business The passing of the Build Back Better plan would be a welcome event for the countless solar contractors who are currently struggling to make enough sales. But political disputes may threaten the enactment. Contractors who want greater security when it comes to finding solid solar customers don’t have to count on the BBB. They can easily lock down pre-scheduled appointments with homeowners who have already been selected as buyers fully prepared to go solar.
