NEARLY three-quarters of houses sold in January were sold for less than what may have been over-optimistic asking prices in the wake of Stamp Duty reforms, the National Association of Estate Agents (NAEA) has reported. It said that buyers are starting to negotiate again and that the housing market is cooling in the lead-up to the general election, with supply and demand both down from levels seen throughout 2014. NAEA member agents found that 73 per cent of homes were sold for less than the asking price in January. This compares with January a year ago when 56 per cent of homes sold for under the original asking price. According to the NAEA, an average of eight houses were sold per branch in January, compared to the seasonally low five in December. NAEA member David Gardner, branch manager at Pygott & Crone in Grimsby, said: “Supply is definitely down. In Grimsby, Cleethorpes and the surrounding areas I’d say it’s down around 25 per cent. At any one time there used to be around 2,000 homes for sale, it’s roughly 1,500 at the moment. “However, demand is not down at all. In fact we have just had the best February in recent years – so the demand is certainly still there. “Vendors are getting closer to their asking price and it’s a really good time in this area to sell your house. Mortgages are the most affordable they have been for years and interest rates are at their lowest.�

Time traveller goes up at auction A NTIQUES do not, of course, have to be valuable to be interesting.

Some of the most ordinary objects come with the most extraordinary stories attached. Like the globetrotting clock that was made in 19th century France, exported to England, taken to India, brought back at the end of the Raj period and arrived through the doors at an antiques valuation clinic in Brigg last week. Despite its age, all that travelling and the fact that its early life was spent in the heat of the subcontinent, the clock was still in working order, albeit with just half of the hour hand still present and with the glass missing (minor problems easily remedied). All that said, as an antique timepiece, it was nothing special. The mechanism was a bog standard cylindrical movement of the type that was mass-manufactured in vast quantities by the French clockmaking industry at the end of the 19th century. These movements could be fitted into cases of all shapes and sizes. The case in this instance was alabaster. Neat, clean and nice enough, but again quite standard.

The result was that while the clock had an interesting history in terms of its travels around the world, its appearance in an auction would not set pulses racing. There would be bidders, but I would not think it likely to make more than £30 to £50. Fortunately, the lady who had inherited it expected no more and so she was not disappointed by the news. That is a situation which often occurs at valuation clinics. People have odd things passed down in the family or they have to clear homes when relatives downsize or move into residential care or pass away. What do they dump? What do they donate to one of the local charity shops? Is there anything worth considering saving for auction? Few people have illusions that they are sitting on an undiscovered fortune, but they do at least like to be re-assured that they are not throwing anything interesting or collectable away just because they do not see it fitting into their home. It is a pleasure to be able to help, even if the help is merely giving assurance that they are not dropping the biggest clanger

since that bloke used a priceless Ming vase as an umbrella stand. I seemed to do a lot of re-assurance at the Angel Suite in Brigg last Thursday morning. First through the door was a couple with some brassware

(nice but really attracting no interest these days) and part of an Edwardian silver tea service (ditto, can’t give the stuff away). Next, along came a couple with several bags full of ceramics, ornaments and part tea ser-

vase by the Victorian potter George Jones and a Copeland Spode Italian pattern plate dating from before the war. Even these three piece were only worth £5 to £10 apiece at auction, so not really a viable proposition. The bad news did not faze the chap. Indeed, he put his finger rather neatly on the problem that people face: “It’s not the sort of stuff that we would want to have in our house and we now can donate it to a charity shop without worrying that we might have screwed up.” As I said, it is a pleasure to help, all part of the local service, and, who knows, the next clock through the door might not be an ordinary old thing with just an interesting story to recommend itself, but an absolute cracker – worth thousands. Adding your own touch of blue

t this time of year, even a glimpse of bright, blue sky, with its promise of spring, lifts the spirits.

But our unpredictable climate often teases, keeping us waiting for those elusive sunny horizons. Or, if DIY would dampen your mood, simply splurge on beautiful blue homewares, currently playing a leading role in the new spring/summer ranges.

and follow the experts’ advice on making rooms “sing� the blues. Dark, rich shades, from navy to midnight blue, look dramatic, and add character and individuality to otherwise bland rooms. Tim Tatlock, head of buying at Topps Tiles, said: “Blues are proving popular because they’re in harmony with the current industrial trend and blend with urban and architectural materials, while the darker shades on the palette enhance natural timber schemes.� Play around with the dimensions of a room by using colour to trick the eye, suggests Gail. said: “Make a small room look bigger with walls painted in a pale, sky blue, or use cobalt on the end walls of a long thin room to make proportions appear more balanced. “Blue on the ceiling of a high room will make it appear lower.â€? Rent increases - your questions answered How frequently can the landlord put up the rent? You should agree with the letting agent acting for the landlord the rent and arrangements for paying it before the tenancy begins. The details should be included in the tenancy agreement. If the tenancy is for a fixed term, the agreement should say either that the rent will be fixed for the length of the term or that it will be reviewed at regular intervals and how it will be reviewed. If the tenancy is a contractual periodic tenancy, the tenancy agreement should say how often the rent will be reviewed and how it will be reviewed. Can the landlord put up the rent by more than he or she agreed in the tenancy agreement? Only if you agree.

What happens if the tenancy agreement does not say when the rent will go up?

If the tenancy is a fixed-term tenancy, the landlord can only put up the rent if you agree. If you do not agree, the landlord will have to wait until the fixed term ends before he or she can raise the rent. If the tenancy is a contractual periodic tenancy, the landlord can put the rent up if you agree. Alternatively, the landlord can use a formal procedure in the Housing Act 1988 to propose a rent increase to be payable a year after the tenancy began. He or she can then propose further increases at yearly intervals after the first increase. When the fixed-term tenancy ends and the tenancy lapses into a statutory periodic tenancy, the landlord can put the rent up if

you agree. Alternatively, he or she can use the formal procedure in the Housing Act 1988 to propose a rent increase to be payable as soon as the statutory tenancy starts. The landlord can then propose further increases at yearly intervals after the first increase.

What is the formal procedure for proposing a rent increase for contractual or statutory periodic tenancies where this is not covered in the tenancy agreement?

The landlord must propose the rent increase on one of two special forms called "Landlord's notice proposing a new rent under an Assured Periodic Tenancy of premises situated in England" or "Landlord's notice proposing a new rent under an Assured Periodic Tenancy of premises situated in Wales". The forms can be used for assured or assured should-hold tenancies.

He, or she, must give at least a month's notice of the proposed increase if the rent is paid on a weekly or monthly basis (more if the rent period is longer).

What should I do if I get formal notice of a rent increase?

If you accept the rent increase, you should pay it from the date given in the notice. If you do not agree with the increase, you must apply to a rent assessment committee to decide what the rent should be. You must apply on a special form called "Application referring a notice proposing a new rent under an assured periodic tenancy" or "Agricultural occupancy to a rent assessment committee" available from law stationers or rent assessment panels. (This form must also be used if the tenancy is a short-hold tenancy). The committee must receive the application before the date on which the new rent would be due.
