Quite frankly, while we knew Boy Scouts was considering opening their programs to girls, their decision to do so was a surprise. Couched in terms of family convenience and family scouting, we see this decision as a great disservice for girls. The Boy Scouts and Girl Scouts are separate organizations with separate charters and different missions. Only Girl Scouting can provide what girls truly need – a safe, all-girl, girl-led environment offering fun, hands-on, collaborative experiences.
Dear Friends, Our Council has much to be thankful for and to celebrate together over the last year. Our biggest achievement was opening The Bob & Renee Parsons Leadership Center for Girls and Women at Camp South Mountain after years of planning, hard work and fundraising. Turning our dream into a reality was possible only because of the significant support we received from our girls, troop leaders, adult volunteers and board members, as well as from the foundations, businesses and community members. The Parsons Leadership Center stands as a testament to the power of Girl Scouting! Fittingly, the theme our girl-design team chose for this year’s Annual Meeting is SOAR: UP | OUT | TOGETHER which incorporates personal growth, exploring the new, and supporting each other. These are important elements of the Girl Scout Leadership Experience which helps girls
Despite the many advancements in the last century, the cultural gender bias built into the practices, guidelines and preferences in our society and organizations continue to favor men and boys in so many ways. The all-girl environment lifts the social pressures, genderbias and stereotypes for girls. Girls can explore their strengths, build their bravery, confidence and resilience without anyone assuming they can’t do it on their own. In Girl Scouts, girls are given every leadership opportunity in every area. Girl Scouting will remain an organization dedicated to researching and supporting the unique qualities and needs of girls with an allgirl environment where they can embrace their inner G.I.R.L. and thrive. Meet Sylvia Acevedo GSUSA’s New CEO
The National Board of Girl Scouts of the U.S.A. elected Sylvia Acevedo to be the new CEO of GSUSA in May 2017. A lifelong Girl Scout and longtime business leader, Sylvia served as secretary of the GSUSA Board of Directors before being appointed the interim GSUSA CEO in June 2016. She is an enduring champion of girls’ and women’s causes and holds a deep understanding of youth leadership and the evolving needs of today’s girls. Sylvia has advocated for Hispanic, Asian, and other minority populations in the U.S. throughout her career and is a member of the President’s Advisory Commission on Educational Excellence for Hispanics. A longtime advocate of STEM education for young women, Sylvia has a background as an engineer, with experience working for NASA’s Jet Propulsion Laboratories, IBM, and Dell, which will help Girl Scouts raise its profile among Silicon Valley companies and expand external support of STEM activities—a key component of Girl Scout programming.
New STEM and Outdoor Journeys and Badges In the summer of 2017, GSUSA rolled out the largest program addition in a decade, providing more ways for girls to engage in STEM and outdoor activities. New badges range from the Engineering badge, where girls design their own robot, to Daisy Outdoor Art Maker, where the colors and sounds of nature are woven into art projects. The new Journeys are designed for Daisy, Brownie, Junior and Multi-level troops. Each Journey is topic-specific, includes hands-on activities and incorporates Discover, Connect, and a Take Action project.

Meet Teri Kelley
GSACPC’s New Board Chair Welcome to our Board Chair, Teri Kelley, who was elected at the April 2017 Annual Meeting. Teri was a Girl Scout in her youth, a Girl Scout Troop Leader and has served on our board for the last ten years as Board Treasurer and on our Campaign for Girls’ Finance Committee. She is a working mother with a husband and four children and a triathlon competitor. Teri is passionate about girls and knows, firsthand, what Girl Scouts does to help girls thrive, develop their leadership skills and reach their full potential. She has stepped into her new role with great energy and enthusiasm.
Opening of The Parsons Leadership Center We embarked on the Campaign for Girls in Arizona with the future in mind. Specifically, we wanted to reach more girls, especially in underserved communities, and increase our capacity to serve them through the transformation of our existing camp into a Leadership Center. In April 2017, we welcomed more than 300 guests to celebrate the completion of The Bob & Renee Parsons Leadership Center for Girls and Women at Camp South Mountain. Community members, Girl Scouts, elected officials and others welcomed Bob and Renee Parsons, who helped “cut the ribbon” to officially open the facility. The Parsons’ $5 million gift to the Campaign for Girls is the largest single gift ever given to a Girl Scout Council. In June 2017, The Bob & Renee Parsons Foundation continued their support by offering our Council a matching gift of $1.6 million which enabled us to successfully raise the remaining $3.2 million to complete the $18 million Campaign for Girls in Arizona. The generous support received from our many donors and Girl Scout families is a testament to the importance of Girl Scouts in preparing girls with the skills and experiences they need to empower themselves for life.

GSACPC highlights 2017 ANNUAL MEETING:
What Makes You a Hero?
Our Annual Meeting is a time to come together and remember Girl Scouts is a movement dedicated to guiding girls to become the women they aspire to be: women who are confident, courageous and guided by strong principles of character. We were excited to hold the 2017 Annual Meeting at the newly-opened Parsons Leadership Center. During the business meeting, Teri Kelley was elected GSACPC Board Chair, along with other officers and members for a three-year term. Margaret Serrano-Foster, the outgoing Board Chair was honored for her many years of service on the board, including six years as the chair. The Girl Leadership Session, planned and led by 19 design team members, carried the theme “What Makes You a Hero?” The design team created a very interactive session that showcased our heroes and reminded us that everyone can be a hero. Attendees also enjoyed the activities at five outdoor stations. To celebrate the opening of The Parsons Leadership Center, a time capsule was filled with Girl Scout memorabilia and letters from Mrs. Renee Parsons and CEO Tamara Woodbury. Margaret SerranoFoster, Teri Kelley and Tamara Woodbury placed the capsule in the ground and then girls took turns covering it with dirt. A sign, designating the capsule’s location, notes it should be retrieved in 25 years on April 22, 2042.
Dr. Robert D. Putnam Visited GSACPC
In collaboration with the Arizona Community Foundation, the Center for the Future of Arizona, and GSACPC, Harvard professor, Dr. Robert D. Putnam, visited Phoenix in January 2017. He presented highlights from his groundbreaking research on the growing opportunity gap among America’s youth contained in his bestselling book Our Kids: The American Dream in Crisis. Dr. Putnam sees a strong connection between the growing income gap and the growing opportunity gap for children. This gap threatens children’s opportunities, their social mobility and civic engagement later in life. He identified gaps in family stability, the time parents can spend with their children, the financial resources needed for extracurricular activities, the quality of children’s schools and the network of support available outside the family. Most of the gaps happen outside of the school day. Girl Scouts helps overcoming some the opportunity gaps Dr. Putnam described. Our troop leaders offer a consistent and caring presence and create a safe, communal space where girls can be themselves, make friends, try new things and not fear failure. Girls learn teamwork, persistence and hard work — “soft skills” that are invaluable throughout their lives.

100 Years of Girl Scouts Selling Cookies We reached a big milestone in 2017: the 100th anniversary of the first known sale of cookies by Girl Scouts. What began as a bake sale has become the largest girl-run business in the world, giving girls the opportunity to gain greater financial literacy and business skills. Girls’ entrepreneurial efforts, supported by our dedicated volunteers and parents, resulted in exceeding our cookie goal. This was especially impressive given the price of cookies increased to $5 a box. We are thankful to our grocery partners, Bashas’, Fry’s, Safeway and Walmart, for supporting girls by allowing booths at their stores. As part of the special anniversary, a new S’mores-inspired cookie was introduced and turned out to be one of our most popular new flavors in years. All the proceeds from cookie sales stay within our council and support troop activities and service projects, provide girl rewards, maintain our four camp facilities, back relevant girl program, deliver volunteer training and support, and provide financial assistance to keep Girl Scouting available and affordable for all girls. The Cookie Program is our largest source of income.
2,915,315 packages sold Girl Scout Cookie Dessert Challenge Twenty-two restaurants across the Valley and Northern Arizona stepped in to participate in the 4th Annual Girl Scout Cookie Dessert Challenge. Through this award-winning program, the chefs at each venue were challenged to create a special dessert using one of the Girl Scout Cookie flavors as a key ingredient. The restaurants featured the special desserts on their menus in February and donated a portion of the proceeds back to GSACPC. The Dessert Challenge contest winners were Fox Restaurant Concepts’ The Henry and Upward Projects’ Churn.

Get Out Challenge Getting outdoors more often not only benefits girls physically and mentally, but also helps them build skills they need to succeed in life—skills like patience, communication, service, and leadership. Partnering with the R.K. Mellon Foundation and Student Conservation Association, our Council created the Get Out Challenge to get girls outdoors and have some fun. The six-week challenge began on March 12, 2017, the Girl Scout birthday, and encouraged girls to work on badges, Journeys, and Take Action projects as they scored points for completing outdoor activities. Girls formed teams with their family, their troop or participated as individuals. Most importantly, the goal was to see new places, try new things, and experience constructive play in nature. The most popular activities were hiking, camping, finding art in the outdoors, and playing at the park. A highlight during the challenge was a service day with Arizona State Parks on April 29. At one of the seventeen parks, 213 girls and adult volunteers gave more than 700 hours of service on projects like painting, cleaning, trash pickup, and trail maintenance.

Girl Scouts' Highest Awards The Girl Scout Research Institute found that girls who engage in Take Action projects report that these projects helped prepare them to play an active role in their communities in the future. And when given an opportunity, girls are passionate about making a lasting difference in their communities.

The Girl Scout Gold Award is the highest and most prestigious award that Girl Scout Seniors and Ambassadors can earn. The Gold Award is a personal challenge requiring a girl to stretch her skills and step forward as a leader to meet a local or global need, through creating sustainable change. In the process, she develops and enhances her own leadership, determination, creativity and confidence. A Gold Award Girl Scout has become a community leader in the truest sense.

The Bronze and Silver Awards are earned by Girl Scout Juniors and Cadettes, respectively. Both awards are earned by developing and implementing a Take Action Project. These projects must apply skills and knowledge learned through Girl Scouting and benefit the community in a meaningful way. Juniors work as a troop on a project to earn their Bronze Award. Cadettes can work on their own or in a small team to earn the Silver Award.

Religious Recognitions Girl Scouts support every girl as she grows in her faith. We believe girls can accomplish big things when given the skills, leadership experience, and a solid grounding in the principles of their own faith. My Promise, My Faith is a pin that girls can earn each year they are Girl Scouting. Developed by GSUSA, it helps girls make the connection between the Girl Scout Promise and the specific tenets of the girl’s own faith or other faith traditions. There are also Religious Recognition awards developed and managed by national religious organizations to encourage girls’ personal spiritual growth. As a council, we celebrate these accomplishments with an annual recognition ceremony.

Saluting Our Volunteers Volunteers are the heartbeat of Girl Scouts. Their dedication and commitment is critical in providing a meaningful Girl Scout experience to girls. Some volunteers lead troops, others offer trainings, some open their home to become cookie cupboards, others serve as outdoor facilitators. No matter the role, our volunteers are vital and valued. In April, we honored a number of our volunteers for their exceptional dedication and commitment. Hootie Redwine received the Thanks Badge II for her extraordinary contributions throughout her many years of service. Jan Mossman and Brenda Wardon were honored with the Thanks Badge for their ongoing commitment, leadership and service to the entire Council. Nineteen volunteers were recognized with the Honor Pin or Appreciation Pin for their contributions above and beyond expectations. The Thanks Badges, Honor Pin and Appreciation Pin are the highest national honors an adult volunteer can receive.
