Our Mission Girl Scouts builds girls of courage, confidence, and character, who make the world a better place.
Girl Scout Promise On my honor, I will try: To serve God and my country, To help people at all times, And to live by the Girl Scout Law.
Girl Scout Law I will do my best to be honest and fair, friendly and helpful, considerate and caring, courageous and strong, and responsible for what I say and do, and to respect myself and others, respect authority, use resources wisely, make the world a better place, and be a sister to every Girl Scout.
From the CEO and Board Chair No one could have predicted that 2020 would be such a challenging year, a year that required us to lean heavily into our values and further bolster our resilience. COVID-19 jolted us out of routine and into unprecedented uncertainty. Although we initially felt blown off course, we maintained our supportive community connections and adapted different ways of doing things through the challenges. The rapid change created a space for new things to emerge as we looked inward at ourselves and outwards towards a reimagined future. Our volunteers across our jurisdiction demonstrated incredible devotion and adaptability. They harnessed the power of the girls in their troops to help with more service projects and support to their communities than we have likely seen since World War II. The innovation and responsiveness of our volunteers, staff, and girls has allowed us to see our Girl Scout values in action and brought us new awareness and hopefulness. We were fortunate to begin the year with a strong financial condition resulting from the wise, conservative financial decisions our Council staff and board of directors have consistently made over time. So, while the pandemic challenged our fundraising and summer camp performance, we had the necessary resources to support our operations and new ways of work. As you will see, our Council has much to celebrate with what we accomplished both before March 2020 and afterward. Girl Scouts have braved many challenges over the last 108 years. Each time, we have adapted, embraced transformation, and remained relevant. Because of this, Girl Scouts remains a place for girls to connect, realize new levels of strength, and feel the support of their sister Girl Scouts, their leaders, and other adult volunteers. Love,
Tamara Woodbury

Successful Events pre-COVID-19 We celebrated 25 years of the Girl Scouts Beyond Bars program in October 2019, which works to lessen the impact of separation between mothers who are incarcerated and their daughters. Since the program began, GSBB has provided opportunities for over 3,000 girls in Arizona to bond with their mothers through bimonthly troop meetings in the correctional facilities. The girls also meet separately as a troop, building supportive friendships and a sense of belonging. Upon release, mothers and daughters continue to participate in troop meetings in their communities, making Girl Scouting a consistent and supportive presence in their lives. Wanting to engage our membership of all levels, from the most-savvy Girl Scout families and troops, to those experiencing Girl Scouts for the very first time, we created a new day-long event called B.I.G., which stands for Believe in Girls. This event offered a variety of activities around the four program focus areas of STEM, outdoor, entrepreneurial, and life skills, as well as crafts, games, entertainment, and food trucks. More than 2,340 girls and their families participated in events in Flagstaff in September 2019 and Phoenix in November.

Girl Scouts Answer the Call Girl Scouts take action when their community needs help, extra support, a set of hands, or a boost of positivity and morale. Over the last century, we have demonstrated this in facing extraordinary trials, from the Spanish flu pandemic to WWII and, most recently, the COVID-19 pandemic. Many Girl Scouts, in light of COVID-19, took action to support communities in need and those most affected. In early March 2020, nearly 11,000 Girl Scouts in central and northern Arizona were able to finish their cookie season before the onset of COVID-19 shutdowns. Not only did girls sell over three million packages to generous Arizona customers, they collectively donated more than 81,000 packages of cookies to local food banks, first responders, military personnel, hospitals, and other nonprofit organizations. Many troops also used cookie proceeds for girl-led service projects that gave back to the community during this critical time for everyone. They thought quickly, and in witnessing how COVID-19 impacted many individuals and organizations, some troops re-worked planned service projects to be relevant to the current needs.

Troop 2232 in Phoenix/Glendale initiated and promoted a donation drive to benefit the Navajo Nation and Hopi Lands. Many of their sister troops and supporters joined in the effort with donations. Girl Scouts Ellaree (pictured) from Pinon Troop 1430 organized the delivery of donated goods to her community, and Lillian of Troop 7314 made and distributed masks in the region.

Amid working on their Bronze Award, Troop 203 had to adapt quickly to the challenges the COVID-19 pandemic brought. To bring a smile to frontline healthcare professionals and provide hard-to-find supplies, they organized a food and supply drive. With the help of Troops 2320, 7403, 620, 3725, 6436, and 4290, they donated over 700 boxes of Girl Scout Cookies and snacks to the employees at Banner University Medical Center.
3
While most of their neighbors were at home in quarantine, many Girl Scouts like Maddie from Troop 2425, Alex from Troop 2216, and Lily from Troop 2412 spread messages of hope, positivity, and happiness through sidewalk chalk art.
4
Girl Scout Brownie Kendra from Troop 7073 heard how the elderly were isolated at home or retirement homes and decided to draw pictures and motivational quotes to cheer them up! Her cards were well received from the residents at Hacienda Del Rey in Goodyear.
5
During the summer’s triple-digit temperatures, Girl Scout Ambassador Troop 866 spearheaded a water drive to ensure the most vulnerable had access to this critical resource. With the help of fellow troops and supporters, including Troops 308, 7073, 7121, 998, and 7073, they collected and donated 6,000 bottles of water and 1,400 travelsized personal care items to St. Vincent de Paul.
6
IGM Kylee from the Navajo Nation thanked her Kayenta Fire Department and EMS by making thank-you signs and giving them Girl Scout Cookies that her customers donated.
7
In the spirit of wearing masks as a civic responsibility and caring for the community, GSACPC’s Meadowlark Service Unit started the #GSACPCMaskUp Challenge. They inspired our Council to show responsibility for ourselves and others and spread the word on social media as we all navigated COVID-19 together.
8
Girl Scouts in the Ahwatukee Neighborhood completed a service project to show gratitude to first responders – they printed 5,000 vinyl stickers to distribute to all the local fire stations, police stations, urgent cares, and hospitals. Their message, “First Responders have always been heroes because they are willing to answer the call without hesitation. These warriors are still fighting for their community despite the risk. And to do this fearlessly during a pandemic is even more inspiring to girls.”

Girl Scouts Stand Against Racism and Pledge to Work for a Just Society for All As stories of harrowing injustice spread and unprecedented protests broke out throughout our country and world in the spring and summer of 2020, GSUSA, our Council, and the girls themselves recognized and claimed the moment to stand up and speak out against racism and violence. We chose to process the moment as a pivotal and decisive turning point towards the ongoing work of racial healing and creating real change.
1
As an anti-racist organization, Girl Scouts stands firmly against the racism and violence that continues to seep into every part of our society and believes serious issues must be addressed to support a just and equal world for all girls.
2
Troop 7190 participated in the Kids Walk for Change in downtown Phoenix in June. They led a crowd of protesters in the Girl Scout Law and held up signs that said, “Equality for All” and “Black Lives Matter.” Girl Scout Maliah also gave a speech on how her involvement in organizations like Girl Scouts has taught her to treat people equally regardless of the color of their skin.
3
Girl Scout Troop 454 responded to unrest they witnessed by creating a wall of commUNITY in their neighborhood. It featured chalk drawings and motivational messages like “be the change,” “we are all in this together,” “Black Lives Matter,” and “we are all human.”
GSUSA issued a pledge for our entire community to commit to making the world a more equitable place. Our Council continues to be dedicated to DEI (diversity, equity and inclusion) and prioritizes ongoing development that further equips our staff in serving all girls, volunteers, and their families equitably. We also want to equip our volunteers to serve all girls equitably. Understanding we all start from different places, we have been developing additional resources, training, and support for all learning journeys. All girls’ voices must be heard, and we support every Girl Scout in raising her voice and creating change. We know girls are attuned to what is happening in the world. They want to live their values and see them realized. Guiding girls in learning to recognize and challenge structures and practices that fuel inequality and cause harm helps them play an active role in creating the positive change they want to see.
Girls are encouraged to Stand Against Racism and wear their pledge patch proudly.

Girl Scouting Reimagined All Girl Scouts have shifted to a virtual environment, found new ways of Girl Scouting safely this past year, and have made the most of it. This helped them stay connected and learn how to persevere, problem solve, overcome setbacks, and find emotional strength and optimism in even the hardest of times. GSUSA launched a new Girl Scouts at Home platform that provided badge work and events for all girls across the country. Our Council launched Virtual Girl Scouts, a hub with activities, ideas, and resources for volunteers and parents to help girls get the most out of Girl Scouting individually and from home locally. We also developed a suite of communications, resources, and materials for Service Unit Volunteers, Troop Leaders, and parents to transition to virtual and physically distant settings and keep girls connected and engaged. And we found ways to support leaders and girls without access to broadband and technology tools that addressed their specific needs. We were heartened to see how GSACPC volunteers and families moved to virtual meetings, learned new technologies, and continued to encourage girls to engage in the world around them. Since March, thousands of girls and troops have participated in online badge workshops and at-home activity packets, attended national virtual events, tuned into a new girl-led show “G-Team TV,” bridged to the next Girl Scout level virtually, earned their Stay @ Home, Get Outdoors Challenge and Suffrage Centennial patches, participated in our annual shoe drive for Goodwill, completed PetSmart’s Paw Patch program, created free little libraries for their neighborhoods, connected with sister Girl Scouts in our online Camp Club House and Summer Adventures programs, successfully earned troop funds through the Fall Product Sale, and created their own fun through troop meetings, day camps, service projects, and other girl-led experiences.

First-ever Virtual Summer Camp: Camp Club House In early April, the difficult decision to cancel our in-person summer camp season was announced. Following this, all the camper families were given refunds, camp staff expecting to work for summer 2020 were contacted, and a wave of grief swept over us. While traditional summer camp wasn’t held, the GSACPC Camp Team quickly worked to provide a virtual program based on the fundamentals of the summer camp experience – Camp Club House Online. Throughout June, over 350 girls participated in weekly interactive Zoom calls with other girls their age. They learned new skills, made new friends virtually, and even got together with the whole camp group and camp staff at virtual campfires! And at the end of each week, they earned a fun patch. We’re thankful we could host at least some semblance of summer camp for girls in 2020 and create warm Girl Scout memories. “My daughter was missing her GS friends –she needed this for interaction with people outside the home.” –Girl Scout Parent

Penelope, a Girl Scout Daisy, was ecstatic to have earned two patches at Camp Club House! She said she had so much fun connecting with other Daisies and that this experience added to her summer fun and things she learned.
Summer Adventures Supplemented Incomplete 2020 School Year To address the pandemic's impact on education in Arizona and replace in-person programs canceled due to social distancing guidelines, GSACPC partnered with our friends at ASU Prep Digital to create a unique, online program for K-12 girls in July. The four-week pilot led girls through a choose-yourown-adventure journey exploring life skills, STEM, entrepreneurship, and outdoors. The program was tailored by grade level and designed to set girls up for success by enriching their socially-distanced summers at home and helping them prepare for the coming school year. Girls worked with new friends and tackled new skills through age-appropriate activities and experiences. The experience included business owners, arts and culture organizations, VIP visitors, and Q&As with female role models like Phoenix Mayor Kate Gallego, cooking class with a pro chef, and touring an observatory.
Daisy Elise from Troop 3125 enjoyed Summer Adventures!
With a mix of live and recorded sessions and downloadable content, girls went at their own pace and on their own schedules. The program was guided by GSACPC program staff and licensed educators. And since Girl Scout programming complements the academic curriculum, participants in grades 7-12 had the opportunity to earn free summer school credit. In addition to benefiting girls, our Council learned how to offer Girl Scout programming within a Learning Management System. We have been exploring costeffective ways to provide programs in this way yearround. We look forward to continuing to adjust our program delivery model to meet the needs of girls.
