1 15 Minute City

The 15-minute city is a concept that envisions a city where everything a person needs for their daily life is within a 15-minute walk, bike ride, or public transit trip from their home This means that people can access their workplace, grocery stores, schools, healthcare facilities, parks, and other amenities without having to travel long distances or spend hours in traffic

The 15-minute city concept aims to create more sustainable, livable, and inclusive cities by reducing dependence on cars, promoting active transportation, and improving access to essential services for all residents, regardless of their income, age, or ability It can also help reduce greenhouse gas emissions, air pollution, and traffic congestion while enhancing social connections, community resilience, and public health

The concept of the 15-minute city, created by French urbanist Carlos Moreno, refers to a place where all of the necessities of daily life, including stores, workplaces, medical facilities, parks, libraries, restaurants, and other amenities, are within a short 15-minute walk or bike ride of home This turns each neighborhood into an "isochrone," an area that can be reached by foot or bicycle Workers can live close to their offices or co-working spaces, reducing commuting time, and anyone can walk to a small, nearby park without having to look for parking The goal of the 15-minute city is to redesign physical space around the human experience of time

Marikina is a multi-awarded city, often lauded for its vibrant business life, highly skilled workforce, and a responsive local government that puts a premium on governance, sustainable urban development and public service The main concept of 15-Minute City in Marikina is to give a livable place to the community by providing the daily necessities of a livelihood for each individual Today, the social-economic status within the City of Marikina has rapidly increased, with an approximate population of 513,370 and a household number of 108,958

An envisioned city that will accommodate the community's needs, which will specifically benefit the city’s indigent and/or local citizens, considering the senior citizens Marikina City is considered as one of the healthiest and highly urbanized city in the region However, other facilities, such as health, workplace, etc , are the issue in accessing them; several facilities are unaffordable, which makes most citizens look for opportunities in other metros

1.1.3. 15 Minute City in the Barangay of Marikina Heights

Marikina Heights is one of the Barangay's that possess and embodies the qualities that the City is known for; a clean and peaceful surrounding The number of population in this barangay increases every year as it is accessible to almost every essential goods needed by a household Commercial areas are well-balanced with the residential and institutional areas, supported by the various open parks within the barangay However, the parks that should serve as a safe space for pedestrians are brimming with parked cars and unorganized bike lane that could be hazardous especially with the senior citizen and the children

Having a 15-minute city in the vicinity can help provide more than just a place to live in Job opportunities, academic support, and the provision of commercial areas that serve commodities that is inadequate in the barangay Moreover, in view of the pedestrian, the concept will help by using the equitable planning and design to maximize walking and minimize the use of cars that increases the emissions which could cause harmful effects in the environment and the residents

1.1.4. Post-COVID Living in the City

Since the pandemic hits the Philippines, rather than the world, it changed the lifestyle of many people on how to interact socially, work, and live This is the critical phase that we've encountered in our whole life Unfortunately, we need to practice social distancing and other precautionary measures protocols that the Department of Health discussed

In terms of Post-Covid Living, many commercial establishments and individuals suffer and need to adapt to the environment They must understand and help other people to prevent the outbreak of the virus in our community With this, a proposed 15-minute city itself in Marikina Heights will help the people who are involved and affected by a financial crisis and lack of employment Some commercial establishments and public performances are strictly prohibited during the community quarantine In that situation, the researchers will promote and help to rise again the economic status and community stability through this project

1.2. Research Goal and Design objectives

The research intended to plan and design a 15-minute city in one of the barangays of Marikina City, the Marikina Heights, which can help the community have an accessible essential in daily living

1.2.2. Research Objectives

Through the concept of a "15-minute city" and for the community to consider the project as the main central space for the essentials of the city and its barangay, the research objectives are:

To consider the municipality's laws and city ordinances in providing a basic needs of the city to take into consideration the features and variables that affect or have an impact on the project's design and planning.

To design a city that integrates the Sustainable Development Goals (SDGs)

To boost the economy, healthy lifetyle, and culture of the city

To design a place where all the necessities of daily life are located in a short walk or bike ride

To improve the lifestyle of the people by providing them access to essentials and recreational facilities

2 1 Main Goal

Marikina City is known as one of the highly urbanized City in the Metropolitan area Considering the high number of population, Marikina managed to sustain its cleanliness and peacefulness Possessing environment friendly parks that is surrounded by a large number of residential area, the city have shown an impact with the relationship between the place and the residents

Employing the concept of Geddesian Triad, which is a theory of city development that combines geography, culture, and civic education reform toward city betterment, the project will set a bigger view in the life and nature as it serves as the foundation for our society, economy, and very life Being Marikina is known for being a bed city or a smallscaled community where residents commute to another town or metropolis for employment and lacks any significant industry, the concept will set forth by adapting the lifestyle and engaging into a better perceptive of the needs of each user, which is more than just a good shelter, but a demand for food, work, and social life and allows it users to have reachable access to it by thorough planning and systematic design

Along with the concept of the 15-Minute City that prioritizes sustainability, the ecological transformation will hold a better change for the cultural design of Marikina, the project will offer and respond to changing conditions in the environment, to remain competitive, and to avoid complacency or stagnation

The concept aims to create organic relations among the people, place and the work that parallels to a triad Showing how each component depend and support each other

The Augustinians were the first to arrive at the valley

The Jesuits was next to arrived in a place called Jesus Dela Peña They established a mission and built a chapel where the first mass in Marikina was held The area was later called Mariquina and Mariquina was declared a pueblo (officially town) under the Spanish colonial government

Don Laureano "Kapitan Moy" Guevarra, father of shoe industry in the Philippines, made and designed the first pair of shoes in Marquina (Marikina) Marquina emerged as a town of shoemakers; Andres Bonifacio and the Katipuneros arrived in Mariquina Mariquina became the capital of Manila province during proclamation of Philippine independence

Shortly after the Americans took possession of the Philippines, its name officially became Marikina and the province of Rizal was created by virtue of Act No 137 by the First Philippine Commission; Officially became the Shoe capital of the Philippines; Under the Presidential Decree No 824, Marikina then became part of the Metropolitan Manila area

BARANGAY MARIKINA HEIGHTS

The Guinness Book of World Records recognized Marikina City for crafting the world’s largest pair of shoes; The City of Marikina is considered one of the wealthiest local government units in the Philippines

Marikina Heights is one of the barangays of Marikina measuring some 184 16 hectares During World War 11, Barangay Marikina Heights was a vital military defense location The Japanese built tunnels in the area to stage ambuscades, hide ammunition, store provisions, or seek shelter The underground subway notably made it easy for the Japanese to reach their airfields known among residents as the Paliparan (airport) In post-war times, it was also the military training ground for Filipino soldiers who were deployed to the Korean War The initial effort to create the area into a barangay was made on June 6, 1974 through the advice of the municipal council, by virtue of Resolution No 76, which was later submitted to the provincial board of Rizal for action In response, Provincial Resolution No 75-746 was passed, recommending the creation of Marikina Heights to President Marcos On April 2, 1978, Presidential Decree 1489 was issued, formally creating the new barangay

1.3. Problem Statement

According to the 2020 census, Marikina's population was 456 059, and Barangay Marikina Heights had 60,000 or more residents With this number, there is no indication of the community's specific capacity for this project because it will serve the entire community, especially the locals who live near the proposed 15-minute city

The table shows the number of essential buildings in the barangay and also considers the nearby necessities around the barangay or site.

As for the current essential building in Marikina Heights, the data gathered shows that there is no public market or source of some wet food and fresh vegetables around the site

VENDORS

There are so many vendors in the site, and they earn enough, but their sales income is not the same daily because it also depends on the number of people who pass through the site One of the things that we've observed is that they are lack in space where they can sell without moving around; for that, their customers are aware of their location.

TRICYCLE DRIVER

We have noticed that the taxi drivers are waiting for passengers in the park We get their opinion about their lifestyle According to them, their income is abundant, especially since the students are back to school, which is one of their major passengers However, since the park is a public area, they have no choice but to wait for the passengers there They can't do anything since the designated terminals are filled with tricycle drivers.

According to the pet owners, we interviewed people who walk their pets in Marikina Heights' Park their opinions and suggestions about their experiences while walking with their pets There are others who have a peaceful experience with the dog wandering; in fact, they do it every day Other says that Marikina Heights park is no longer pet-friendly like it used to be

Students are one of the major users within the vicinity because there are different schools that are nearby in the site So we also consider their opinions and suggestions about their experiences in the site Other students complained that the park is lack of Surveillance Camera and Street lights, which it could improve their sense of security while having fun in Marikina Heights' Parks Some of the students are not staying longer in the park because they felt unsafe and uncomfortable Based on them, they heard a lot of news on what really happen (e i , crime) during nighttime

CONSUMER

Consumers play an important role in shaping the relationship between individuals and the city Cities are often seen as centers of economic activity, and consumers are essential to maintaining that activity Some of the consumers are already satisfied with the essential establishments in Marikina Heights, but most of them are far away from other necessities that they need, such as the public market, because they still find it challenging to travel into town just to shop

By achieving this sustainable goal, the city could improve from its current state because the area around the site is not particularly conducive to good community health and one of the reasons why is the unmaintained creek In order to create a city that supports both the environment and the welfare of each user, sustainable goal three is essential

Provision of a public space to connect the zones in the area such as the residential and commercial Local street performers will be able to showcase their talents that will also help them earn money Other than that, food stall businesses will be able to gather more customers and gain profit

Poverty, climate change, healthcare, and education must all be present in urban areas putting in place a design that helps reduce the environmental impacts of urban overuse, traffic, waste, noise, and light pollution and develop strategies to increase resilience and robustness in the face of climate change, including vegetation and green areas to help offset vegetation loss caused by urban growth

It emphasizes the need to promote sustainable consumption and production patterns that contribute to the conservation and sustainable use of natural resources while reducing negative environmental impacts

Spend time on an efficient public transit system like providing exclusive lanes and stops for public transportation Make bike lanes and pedestrian pathways even safer to give people the confidence to choose walking and cycling over commuting for short distances.

Barangay Marikina Heights' Road network is a very open complex road network in between boundaries of Barangay Fortune, Barangay Concepcion Uno, Barangay Concepcion Dos, Barangay Parang and Barangay Cupang, Antipolo City

Bike repair stations are stand-alone units equipped with the tools people need to fix, tune and repair the most common mechanical problems with their bikes Stations can be installed in a wide range of locations They keep people cycling and encourage others to cycle too

The central concept of bike/scooter sharing is to provide free or affordable access to bicycles for shortdistance trips in an area as an alternative to motorized public transport or private vehicles, thereby reducing congestion, noise, and air pollution

The Material Recovery Facility (MRF) will make Markina Heights' waste disposal management more organized and segregated
