CITYLINK tollway Melbourne • BOOT (Build, Own,Operate,Transfer) project – a special application of PPP • Between the Jeff Kennett State Govt. and a private Joint Venture Concession company, Transfield Obayushi - Project Managers • Govt. make land available to JV at no cost • 35 year operating period, after which tollway is handed back to State Govt. in fully operational condition – no money changes hands • Two short-listed JV companies submitted detailed proposals. One accepted. Other paid for submission RMIT University

National Library Singapore • NLB (National Library Board) an authority or department of the Singapore Govt. • Malaysian architects won design competition for library – then novated to JV consortium with their design and other Malaysian specialist consultants • JV made up of Nichimatsu (Japanese PM) and Lum Choeng (Singapore PM) • DP Architects (Singapore) appointed to liaise with Malaysian architects and their consultants RMIT University

NLB Stakeholder responsibilities • Novated architects to deliver NLB approved design, and work for JV • DP help develop design and documents, and deal with authorities • JV is a D. & C. contractor – not involved in operation of library. Lum Choeng provide local knowledge • NLB appoints local “watchdog” PM to report to them directly – oversees project RMIT University

NLB Some data • Building cost $700 Million – built under budget • Contract time 2 years – finished early • Won Gold Medal for Environmental Sustainability – beat the Biopolis building, a purpose designed environmental building • Typical consultants – both Malaysian and Singaporean working in parallel: Architectural, Planning, Structural and Civil, M & E, Acoustics, Library, Security, Audio Visual, “Total Building Performance” from NUS RMIT University
