National Library Singapore • NLB (National Library Board) an authority or department of the Singapore Govt. • Malaysian architects won design competition for library – then novated to JV consortium with their design and other Malaysian specialist consultants • JV made up of Nichimatsu (Japanese PM) and Lum Choeng (Singapore PM) • DP Architects (Singapore) appointed to liaise with Malaysian architects and their consultants RMIT University
