Welcome to the 2017 Parade of Homes This year, the Baldwin County Home Builders Association presents its 28th annual Parade of Homes. There will be 42 homes featured from Spanish Fort to Gulf Shores. Baldwin County Child Advocacy Center In the past, children who were sexually and physically abused had to endure multiple interviews by lawyers, police, doctors, social workers, and counselors. Those interviews were often conducted in undesirable settings such as police stations, courthouses, and school hallways, none of which are conducive to the emotional well-being of children. In 1985, the Baldwin County District Attorney’s Office, the Department of Human Resources, and the Sheriff's Office formed a Multidisciplinary Team in order to limit this lengthy and traumatic investigative process. In 1989, with the help of the Multidisciplinary

Team, the Baldwin County Child Advocacy Center / dba CARE House, Inc. opened its doors as a 501 (c) (3) nonprofit agency to be a child-friendly location for child interviews, a location that would convey protection, comfort, dignity, and care. Now, nearly 30 years later, the Baldwin County Child Advocacy Center (BCCAC) continues to provide a home-like, non-residential environment for joint interviews and other vital services needed by child victims of sexual abuse and physical abuse and their non-offending, supportive caregivers. Services include, but are not limited to, forensic interviews, counseling

programs, medical exams, court advocacy, family advocacy, and MDT case management. They also provide programs geared toward increasing awareness of child abuse within the community and working toward prevention of abuse and protection of our children. All services are offered at no cost, and the BCCAC is the only non-state agency in Baldwin County providing these unique services. The Baldwin County Home Builders Association has partnered with the BCCAC for more than 20 years and has generously offered support through special events and a much loved longterm Christmas project. Two locations are available to best serve children and families due to the large land mass of our county. One office is located in

Bay Minette, AL just two blocks from the court house and the other office is located in Summerdale, AL on County Road 73 between County Road 32 and the Baldwin Beach Express. The same services are offered at each location. Last fiscal year, 418 children were served through direct intervention programs and thousands of local kids were additionally served through prevention education. The number of children receiving BCCAC services has NEARLY DOUBLED since 2011 due to two primary factors. First, the organization has enhanced their forensic interview program and added a medical exam component. Sec-

2017 BCHBA Scholarship Winners The Baldwin County Home Builders Association awarded $7,000 in annual scholarships to local students. Since 1997, the BCHBA has awarded scholarships to deserving students pursuing careers in the home building industry. Qualifying students must be enrolled in construction-related studies in a technical school or college. To date, the Association has awarded $83,600 in scholarships to help students in Baldwin County prepare for careers in the home building industry. The BCHBA’s 2017 Scholarship Committee included Scott Schoppert - BCHBA Associate Council Chairman, Joe Hocklander - BCHBA Associate Council Secretary, Chris Bumpers - BCHBA Associate Council Treasurer and Fran Druse - BCHBA Executive Vice President.

Andrew plans to pursue Structural Engineering at Auburn University. "As a structural engineer, I plan to design and construct different structural aspects to a wide variety of homes and buildings everywhere. This career path will fulfill my interests in identifying problems and offering solutions to resolve them. I have learned that one must be hardworking and determined in order to reach any amount of success." The son of Dewayne and Fran Holley of Bay Minette, Andrew is a member of the Mu Alpha Theta Math Honor Society, was awarded The Most Dedicated Senior of the Year and served as class treasurer, freshman through Junior year. He is a dedicated cross-country runner and has worked at Shoe Station and as a Bay Minette City Pool Lifeguard.

Alex attends the Samuel Gunn College of Engineering at Auburn University and plans to study Chemical Engineering. “Chemical engineers play a major role in the design of new construction materials. Chemists are vital to the construction of new paints, polymers and materials designed to withstand more heat or last longer. I plan to work on the research and development side of the construction industry so I can help bring these innovations to the forefront of homebuilding.” The son of Tracy and Deborah Holobaugh of Fairhope, Alex is an Eagle Scout, has been active in band at Fairhope High School, is a member of the National Honor Society and earned an AP Scholar Award.

Clay is currently enrolled at Auburn University and is attending classes in Civil Engineering since Fall of 2014. “By choosing this educational path, I could have a part in the construction industry but also concentrate on the dirt work and foundations of buildings and roads. This type of work interests me because it is the base and foundation that provides stability and structure to any road and building.” The son of Cliff and Jody Pitman of Fairhope, Alabama, Clay is an active member of Sigma Alpha Epsilon at Auburn University and was a member of the National Honor Society in High School. Clay is an avid outdoorsman and enjoys hunting and fishing and is pursuing his private pilot’s license.

The architect’s designs span from massive creations such as the Burj Khalifa in Dubai to the humble abodes of newly married couples. He has traveled to Guatemala to build houses with a church mission team and has attended Boys State at the University of Alabama. He is currently working at WalMart.

Hocklander, Pitman inducted into Alabama Building Industry Hall of Fame MONTGOMERY — Two Baldwin County residents were among the three inductees this year into the Alabama Building Industry Hall of Fame, the highest honor presented by the Home Builders Association of Alabama (HBAA). The induction ceremony took place during the HBAA’s Annual Convention awards banquet on Friday, October 28, 2016 at the Hilton in downtown Nashville, Tennessee. Joe Hocklander joined the staff of Mobile Gas in 1982, where he currently serves as the Senior Marketing Rep. He is a member of the Baldwin County Home Builders Association and Home Builders Association of Metro Mobile, and has been extremely active in both, particularly in serving on their Associates Councils and Membership Committees. At the state level, Hocklander has served as HBAA Associate Committee Chair and

the Past Associates Committee Chair. In 2011 he served as HBAA Associate Vice President. In 2009 he was named the HBAA’s Associate of the Year. Cliff Pitman launched H.C. Pitman Builders in Fairhope in 1979 and joined the Baldwin County Home Builders Association the following year. A longtime board member for the BCHBA, he chaired its RAP Program and worked on several Habitat for Humanity projects. He served as BCHBA President in 1989. Pitman has served on the HBAA Executive Committee since 1989 and has chaired several committees, including Membership, Land Developers and BUILDPAC. He served as HBAA President in 2010 and was President of the Alabama Home Builders Foundation in 2014. In 2001, Pitman was named the HBAA’s Builder of the Year.

As you tour the Baldwin County Parade of Homes, what features will you be looking for? Good school district? Granite countertops? Building upgrades that reduce damage from hurricanes and other severe weather and save you money on your homeowner’s insurance? After Hurricane Katrina tore through the northern Gulf Coast, destroying houses and flattening entire neighborhoods, Alabama adopted many improvements to building practices, establishing the state as a national leader in making coastal residents, and communities, safer and more resilient to future natural disasters. Alabama adopted the Insurance Institute for Business & Home Safety’s (IBHS) FORTIFIED Home™ program — a set of building standards designed to strengthen homes and minimize damage from natural disasters — as the state standard for resilient construction. Alabama recognized the benefits of building and/or retrofitting FORTIFIED homes along its coast with the enactment of legislation in 2009. This legislation outlined mandatory minimum insurance discounts for homeowners in Mobile and Baldwin Counties whose homes are built or retrofitted to IBHS’ FORTIFIED standards. The law is applicable to insurance carriers who are admitted to do business in Alabama, but many other carriers provide the same insurance reductions. Discounts range from 20 percent–50 percent; however, each insurance company’s discounts are different, so homeowners should contact their agent or insurer for specific details. The FORTIFIED Home™ program is affordable at every price point and uses a unique systems-based method for creating stronger, safer homes. Employing an incremental approach, the program has three levels of designation — Bronze, Silver and Gold. Builders and contractors can work with homebuyers and homeowners to choose

the desired level of protection that best suits their budgets and resilience goals. 90% of the homes featured in the Baldwin County Parade of Homes are FORTIFIED, including the Showcase home, and have earned a Gold designation, which makes them eligible for a 40 percent–50 percent insurance discount. Alabama has more FORTIFIED homes than any other state. A recent independent study of homes in Baldwin and Mobile Counties by the Alabama Center for Insurance Information and Research (ACIIR) at the University of Alabama found that using FORTIFIED construction standards not only makes homes more resistant to wind damage, but also increases the resale value. The study found that switching from a conventional construction standard to a FORTIFIED designation increases the value of a home by nearly 7 percent, holding all other variables constant. According to ACIIR, the cost of building or retrofitting is frequently less than

7 percent. “People often ask why the FORTIFIED Home program is necessary when jurisdictions like Baldwin County have building codes in place,” said Alex Cary, IBHS Manager of FORTIFIED Coastal Programs. “The answer is that codes provide minimum life safety protection designed to ensure people can get out of a building safely, not to ensure your belongings will be protected or your home will be livable when you return after a storm. The good news is Baldwin County, and other jurisdictions, have strengthened building codes to include many of the features of the FORTIFIED Home program, so many builders are already implementing most of the requirements. To take advantage of the insurance benefits Alabama has in place, it is critical to contact a FORTIFIED Evaluator before starting a home construction project to see if you qualify,” Cary suggested. It is relatively easy to include the FOR-

TIFIED requirements in new home construction and more and more builders are doing so. Retrofitting an existing home can be a bit more challenging and in some cases, more expensive. To help alleviate the cost, the Strengthen Alabama Homes mitigation program, administered through the Alabama Department of Insurance, has been providing grants to existing homeowners of all income levels to help retrofit their homes to FORTIFIED Home™ standards. Due to the volume of applications received this year, the program has been temporarily suspended. In addition to state grant programs, one local not-for-profit, Smart Home America (SHA), has been instrumental in much of the progress Alabama has made toward a stronger coast. Before You Move In: The New Home Walk-Through Before you go to settlement on your purchase of a newly constructed home, you and your builder will do a walkthrough to conduct a final inspection. This walk-through provides an opportunity to spot items which may need to be corrected or adjusted, learn about the way your new home works and ask questions about anything you don’t understand. Often, a builder will use the walk-through to educate buyers about: • The operation of the house’s components. • The buyer’s responsibilities for maintenance and upkeep. • Warranty coverage and procedures. • The larger community in which the home is located. Operation of Home Components When you buy a new appliance or piece of equipment, such as a printer or a washing machine, you usually have to read the

instructions before you understand how to use all of the features. With a new house, you will receive a stack of instruction booklets all at once. It helps if someone takes the time to show you how to operate all of the kitchen appliances, heating and cooling systems, water heater and other features. Such an orientation is particularly useful because people often are so busy during a move that they have trouble finding time to carefully read instruction booklets. Maintenance Responsibilities Part of your walk-through will be learning about maintenance and upkeep responsibilities. Most new homes come with a one-year warranty on workmanship and materials. However, such warranties do not cover problems that develop because of failure to perform required maintenance. Many builders provide a booklet explaining common upkeep responsibilities of new home owners and how to perform them. Should a warranted problem arise after you move in, the builder is likely to have a set of warranty service procedures to follow. Except in emergencies, requests for service should be in writing. This helps to ensure that everyone clearly understands the service to be performed. Builder Visits During the Year Many builders schedule two visits during the first year — one near the beginning and the other near the end — to make necessary adjustments and to perform work of a non-emergency nature. Don’t expect a builder to rush out immediately for

a problem such as a nail pop in your drywall. Such problems occur because of the natural settling of the house and are best addressed in one visit near the end of the first year. Your Inspection Checklist Create a checklist when inspecting the house. The list should include everything that needs attention, and you and your builder should agree to a timetable for repairs. Builders prefer to remedy problems before you move in because it is easier to work in an empty house. Some items may have to be corrected after move-in. For instance, if your walk-through is in the winter, your builder may have to delay landscaping adjustments until spring. It is important that you be thorough and observant during the walk-through. Examine all surfaces of counters, fixtures, floors and walls for possible damage carefully. Sometimes disputes arise because a buyer may discover a gouge in a counter top after move-in, and there is no way to prove whether it was caused by the builder’s workers or the buyer’s movers. Many builders ask their buyers to sign a form at the walk-through stating that all surfaces have been inspected and that there is no damage other than what has been noted on the walk-through checklist. Ask a lot of questions during the walk-through and take notes on the answers. Don’t worry about asking too many questions. That is how you learn. It is important to view the walk-through as a positive learning experience that will enhance the enjoyment of your new home.

Advice on Financing Your First Home Buying your first house is very exciting. But financing your home purchase can be a daunting experience. In both cases, do your research and shop carefully to ensure you find exactly what you want and need. Deciding how much to spend on your home and which type of mortgage will work best for you — as well as understanding the settlement process — can be confusing. However, there are many sources that can help you get prepared well before you step foot into a sales office, model home or open house. • Get familiar with the lingo. NAHB’s Home Buyer’s Dictionary can help you. • Figure out what you can actually afford to pay on a monthly basis. Remember that, in addition to the monthly principal and interest, you will also pay into escrows for property taxes, hazard insurance and possibly a home owners’ or

condominium association assessment. You have more knowledge about your living expenses than a lender. Hold firm with that number and don’t be tempted to agree to an amount higher than what you are comfortable spending. Mortgage calculators are a great way to figure out what your monthly payments would be based on interest rates and down payment amounts. Calculators can be found on most real-estate-focused websites. • Pay down your debts. Credit card debt limits what you qualify for from a lender. Lenders want to see a total debt service ratio that is less than 40 percent of your monthly income. • Attend a first-time home buying seminar or talk to a credit counselor who does not work for a lender. You can research your options without being influenced by someone who has a financial interest in the home or loan you choose. The U.S. Department of Housing and Urban Development

(HUD) offers free housing counseling and seminars. • Check out government resources. HUD also has a helpful web page, Common Questions from First-time Homebuyers, which provides additional resources for first-time buyers, including special financing options and HUD programs. • Select your lender and get pre-approved. When you have done your research and are ready to move on to the next step, visit a lender, understand the loan choices that would be available to you, and, once you’ve determined the most suitable loan, get pre-approved for that loan. Since you will already know how much money you can borrow, you will know what price range you should look at and can move quickly if you are bidding on a house that has several interested buyers. A lender’s pre-approval would still be subject to a final verification of your credit and a satisfactory appraisal, but it’s a big step toward becoming a home owner.
