Celebrating 50 Years of the Older Aging and Disability Resource Center: Your 1st Step to Finding Americans Act and Happier, Resources for Older Adults Healthier Aging In America To meet the diverse needs of the growing numbers of older persons in the United States, President Lyndon Johnson on July 14, 1965, signed into law the Older Americans Act (OAA). The OAA set out specific objectives for maintaining the dignity and welfare of older individuals and created the primary vehicle for organizing, coordinating and providing communitybased services, opportunities and advocacy for older Americans and their families. Julie McGee The OAA promotes the well-being of Director, Area Agency on Aging older individuals by providing services and programs designed to help them live independently in their homes and communities. The OAA also empowers the federal government to distribute funds to the states for supportive services for individuals over the age of 60. The OAA included the establishment of an aging network that includes State Units on Aging, our Alabama Department of Senior Services housed in Montgomery, and regional Area Agencies on Aging. The South Alabama Regional Planning Commission is designated by the State of Alabama as the Area Agency on Aging to serve Baldwin, Escambia and Mobile Counties. Some services are provided by the Area Agency on Aging and others are providing through our contracting agencies such as the Baldwin County Council on Aging, and local towns and cities who operate senior centers and meal programs. The Area Agency on Aging is physically located in the offices of the South Alabama Regional Planning Commission in the GM&O building in downtown Mobile. Staff are in each county in the region on a regular basis. Services provided are listed on page 10 of this directory and include Supportive and Caregiver Services, Nutrition and Health Promotion, Elder Justice and Elder Rights, and Long Term Ombudsman. The Area Agency on Aging is a starting point to find out about services for older adults in your community. Our Aging and Disability Resource Center provides free information and referral, benefit screening and application assistance, and options counseling to older adults and their families, and is manned by certified, licensed aging professionals from 8:00 a.m. until 5:00 p.m. Monday to Friday except holidays. Come join us as we celebrate our Golden 50th Anniversary by “Getting into the Act” at our upcoming Senior Expos and learn more about how the Area Agency on Aging and other aging service providers help provide a happier and healthier aging community. If You’re Looking for a New Opportunity and Want to Help Your Neighbors, Baldwin County RSVP Might be for You The Area Agency on Aging of the South Alabama Regional Planning Commission was awarded a federal grant from the Corporation for National and Community Services to operate a Retired Senior Volunteer Program (RSVP) for Baldwin County. It will join the Area Agency on Aging’s existing Escambia County RSVP program to offer a local program in Baldwin County to give adults age 55 and over meaningful and rewarding volunteer experiences in their local communities. Volunteers use skills and talents learned over a lifetime while developing new ones as they engage in rewarding volunteer experiences. RSVP volunteer opportunities are as diverse as the volunteers they serve, and volunteers not only make a difference in the lives of those they help, they engage in the community and forge new friendships and relationships. Volunteers also have the opportunity to participate in the Area Agency on Aging’s annual Legal Leadership Institute for Older Adults in collaboration with the University of South Alabama. Joanne Kralik, an AmeriCorp VISTA volunteer with the Area Agency on Aging and a Fairhope resident, is currently recruiting RSVP volunteers for
the following volunteer opportunities: 1) the State Health Insurance Program (SHIP), which provided unbiased, consumer insurance counseling for persons on Medicare or who are about to start Medicare coverage; 2) the Long Term Ombudsman Program, which works to protect the welfare of nursing home and assisted living residents; and 3) volunteer to be trained to colead health promotion programs for older adults including Chronic Disease Self-Management and A Matter of Balance fall prevention. New volunteers assignments will include working on hunger and food security issues by volunteering at food pantries or providing outreach for food assistance programs; being trained to prepare federal and state income tax forms for the Tax Counseling for the Elderly Program; and a Special Events Corp to provide occasional volunteer services for the many special events and festivals held in Baldwin County. Don’t Let Chronic Conditions Keep You Down Free Classes Help You Take Charge of Your Health No one expects to have a chronic long-term health condition, but most of us will experience two or more during our lives. The Area Agency on Aging is offering free classes to help individuals not only handle these conditions, but take charge of their health. Living Well Alabama (Chronic Disease SelfManagement) is an evidence-based community program developed by Stanford University to help individuals with ongoing health conditions live healthier lives. All chronic health conditions, including heart disease, arthritis, asthma, depression, cancer, emphysema and others, cause most people to experience fatigue and lose physical strength and endurance, which can lead to disability. Although the causes of these conditions are different, the symptoms are similar. Managing long-term conditions requires new strategies to delay disability, improve function and help people manage their own health on a day- to-day basis. The program uses several coping methods that enable us to make gradual, steady changes. Members of a recent group who participated in Living Well shared their program experiences: “The action plan really aides in conquering problems. It is like a road map showing a direct route to getting things done. I plan to use the form for many of my procrastinating periods.” “This group served as a
motivation factor for me as well as being informative and fun.” Studies of health outcomes of people who use Stanford’s Chronic Disease Self-Management program show increased exercise, better coping strategies and symptom management, better communication with their physicians, more energy and less fatigue, decreased disability, fewer physician visits and hospitalizations over a two year period. In addition to Living Well Alabama, the Area Agency on Aging offers A Matter of Balance classes, an award winning evidence based program that reduces the risk of falls by teaching sensible fall prevention strategies. While falls are a leading cause of injury and death among adults age 65 and older, falling is not a normal part of aging and most falls are preventable. A Matter of Balance was developed at the Royal Center at Boston University. After taking A Matter of Balance, 98% of participants reported greater confidence in fall management. Workshops are fun and engaging. Alabama has made a special effort to help seniors age 60+ have healthy diets through improvements in its SNAP food assistance program that provides money to buy groceries. For seniors who are retired or unemployed with no earned income, there is no office visit necessary, benefits under the Elderly Simplified Application Program are awarded for three years unless maximum income is exceeded, no assets are counted, income is self-declared, and a standard medical deduction is available to increase benefits. It is estimated that over 70% of seniors who qualify never apply. For most people, friendship is a necessary part of a happy life. Now science tells us we’re happier and healthier even when those friends are furry or feathered. According to the Centers for Disease Control, pets can decrease blood pressure, cholesterol levels, triglyceride levels and feelings of loneliness. On the up side, pets can increase opportunities for exercise, outdoor activities and socialization. The American Heart Association has even linked the ownership of pets, especially dogs, with greater longevity and a reduced risk for heart disease. “Any pet parent will tell you there are obvious, immediate joys that come with owning a pet. They entertain us, and they offer companionship and affection,” said Michael Graham, executive director of The Haven, “But now we’re learning that they’re as good for us physically as they are mentally.” A study published in the Journal of Personality and Social Psychology found pet owners age 65-plus make 30 percent fewer visits to their doctors than those without pets. Pet owners averaged 8.42 visits to the doctor during the year, versus 9.49 visits for people without pets. Dog owners had an average of 8.20 visits, so it appears when it comes to healthier

pet owners, it really is a dog’s life. Pets have even been found to decrease the symptoms of aggression and “sundowning,” or behavioral changes later in the day, in Alzheimer’s patients, according to a study published in the Journal of Psychosocial Nursing. Graham said, “Pets are a source of positive, nonverbal communication, though most pet owners admit to having daily conversations with their animals. And, my dogs don’t care if they’ve heard the story before,” he joked. Graham is bringing adoptable pets to the Baldwin County Senior Lifestyle Expo on October 1. He will be at the fairgrounds with The Haven’s Mobile Adoption Rescue Unit. The Haven began implementing life-saving programs for abandoned, abused and neglected animals in Baldwin County in 2000. The nonprofit, no-kill shelter is a 501{c}3 organization and at any given time, about 60-70 animals call the shelter home. The animal shelter works together with likeminded organizations and municipal animal control shelters to create a no-kill Baldwin County. Because of the work of The Haven, more than 6,000 homeless cats and dogs have a found their life-loving home.

There’s No Age Limit on Medicaid Waivers Programs or the Healthier Lives They Can Offer The South Alabama Regional Planning Commission expanded its Medicaid Waiver programs April 1st with the addition of the Technology Assisted Waiver for adults, and the Alabama Care Transitions Waiver. Existing programs include the Elderly and Disabled, HIV/AIDS and Personal Choices programs. All programs have financial and medical eligibility criteria. Generally clients must be on SSI and Medicaid or become deemed eligible for Medicaid; and meet medical criteria that would otherwise require them to be in a nursing home if these home and community based services were not provided. Elderly and Disabled Waiver (E&D Wavier) For more than 20 years SARPC has managed the Elderly and Disabled Program, which is designed to provide services to seniors and persons with disabilities of all ages whose needs would otherwise require them to live in a nursing home. Our goal is for clients to retain their independence by providing services that allow them to live safely in their own homes for as long as it is appropriate. Personal Choices - Alabama’s Option for SelfDirected Home and Community-Based Services The Personal Choices program is Alabama’s option for self-directed home and communitybased services and is based on a national model of self-direction called the Cash and Counseling program. It is designed to offer seniors and people with disabilities more choice and flexibility in the type of care they receive. Personal Choices fosters independence as participants have greater control over their finances and decisions directly related to their care. SARPC and West Alabama Regional Commission are the only two agencies currently offering the Personal Choices program. Medicaid HIV/AIDS Waiver (530 Waiver) This program is designed to provide services to individuals with a diagnosis of HIV, AIDS, and related illnesses whose needs would otherwise qualify for placement in a long-term care facility. Technology Assisted Waiver for Adults (TA Waiver) This program is for individuals who are 21 years of age or older with complex skilled medical conditions who are ventilator dependent or
who have a tracheostomy. The TA Waiver is a community-based alternative for those adults who would otherwise require the nursing facility level of care if these services were not available. Covered services include private duty nursing, personal care/attendant services, medical supplies, assistive technology and case management. Alabama Community Transition Waiver (ACT) The ACT Waiver provides services to individuals with disabilities or long term illnesses who currently live in a nursing facility and who desire to transition to the home or community setting. There is no age requirement, but the individual must have been in a nursing facility for 90 days or more; and are expected to move into the community within 180 days. Individuals must be determined to be eligible for transition into the community based on an assessment. Most will already meet income criteria, with incomes up to 300% of the SSI income limits. Depending upon their plan of care, individuals in this program may receive personal care, homemaker, respite, adult day health, companion services, homedelivered frozen meals or skilled nursing, up to $1,500 in expenses needed to move back into an apartment or home; home modifications, assistive technology, personal emergency response systems and medical equipment.

SenioRx Partners with Ozanam Charitable Pharmacy to Expand Prescription Assistance SenioRx is a prescription assistance program of the Area Agency on Aging that helps persons of any age with chronic health conditions obtain free or low cost prescription medications who have no or inadequate health insurance coverage, or find themselves in the Medicare Part D prescription coverage gap. The Area Agency on Aging also provides grant funding to the Ozanam Charitble Pharmacy to provide free prescription medications to lower-income Baldwin, Mobile and Escambia county residents based on the pharmacy’s in-house formulary. Ozanam Charitable Pharmacy is a medication safety net for uninsured patients in lower Alabama. Patients of Ozanam receive their medications at no cost because they are living at or below 200% of the national poverty line. In 2014, the Charitable Pharmacy assisted 219 Baldwin County residents with 3805 prescriptions with a retail value of $126,153. While Ozanam Charitable Pharmacy and the Area Agency on Aging are both located in downtown Mobile, partnerships with local Baldwin County non-profit agencies make it easy to apply for these programs. Caseworkers are available throughout the county to walk a patient through the process of obtaining medications from the Chartible Pharmacy. Local partnering agencies are the Baldwin County Council on Aging in Robertsdale, North Baldwin Ecumenical Association in Bay Minette, Ecumenical Ministries in Fairhope, Ecumenical Ministries in Foley, Christian Service Center in Gulf Shores, and Catholic Social Services in Robertsdale. Veterans and Their Spouses Living Better Lives Thanks to Monthly Stipend The Veterans Administration offers a monthly stipend for ailing veterans or their surviving spouses. Unlike VA disability, which requires a “service-connected” disabling condition, Aid and Attendance is awarded for a “non-service-connected” disability. So senior veterans who are suffering now from Alzheimer’s, dementia or Parkinson’s disease, or other ailment or injury that is not related to their military service, should apply. Those who served in any active branch for at least one day during an armed conflict – and for most cases it is not necessary that you served at the arena of war – will qualify if the service was at least 90 days in length, or 180 days for post-Gulf War service. According to the Veterans Administration, periods of armed conflict are as follows: 12/07/1941 – 12/31/1946 World War II 06/27/1950 – 1/31/1955 Korean War 02/28/1961 – 08/04/1964 Vietnam War in country only
08/05/1964 – 05/07/1975 Vietnam War 08/02/1990 – present Gulf Wars WWII Merchant mariners qualify through 12/31/1945 Note that Vietnam veterans prior to August 5, 1964 must have served in Vietnam. Other conflicts in neighboring countries will not count towards the period of service. The Gulf War is all dates from August 2, 1990 to the date the President declares the war to be at the end will qualify with a 180 day period of service. In addition to service and medical criteria, veterans or their surviving spouses must also financially qualify, and be spending a large part of their income on health care, such as home health nursing, assisted living, or nursing home costs, or even large prescription drug bills. Other than the residence and a vehicle, the veteran may, as a rule of thumb, have $80,000 in other resources, however, there is no “look-back” period. The veteran can transfer a rental
home or excess investments to a child and qualify the next day. The Aid and Attendance funds may keep the veteran from ever going to a nursing home, which is a fitting tribute to the sacrifice of the veteran and the surviving spouse. The amount varies in 2015 from $ 2,120.00 per month for a married veteran to $ 1,149 per month for a surviving spouse. Due to the recent Supreme Court Rulings, the martial and surviving spouse benefits will apply to same sex married couples as well. WKRG, a part of the Gulf Coast and Your Family for 60 years The aging community isn’t alone in celebrating an anniversary this year. As the Area Agency on Aging celebrates 50 years of happier, healthier aging, WKRG is celebrating 60 years of television broadcasting. In fact, when Medicare was signed into law 50 years ago, people on the Gulf Coast might have learned about it on a WKRG newscast. WKRG was founded by Kenneth R. Giddens, a local architect and movie theater owner. First, Giddens founded WKRG-AM radio in 1946, and then WKRG-TV went on the air as a CBS affiliate on September 5, 1955 in an old converted gas filling station at the corner of St. Louis and Conception Streets in downtown Mobile. It was the second television station to hit the airwaves in Mobile. Long before women appeared in news broadcasts, Rosie Seaman and Skeeter Diehl hosted shows on WKRG in the 1950s, ‘60s, ‘70s, and ‘80s. Seaman hosted and produced “Rosie’s Place,” and Diehl hosted another children’s program named “Romper Room.” She also appeared on “Woman’s World” where host Connie B. Hope and her sidekick Estelle would cook. During the time when those ladies were a regular part of the WKRG lineup, a young Mel Showers returned to Mobile after military service. Mel was handpicked by the station’s founder in 1969, and has been an integral part of
WKRG for 46 years. Every WKRG News staffer sees the station as a part of the Gulf Coast community, and they work together to improve the lives of their neighbors. Since 2009, the station has collected nearly 100,000 toys for area children through the Great Toy Drive. Every spring, WKRG takes part in the American Cancer Society’s Chili Cook-Off, and they have hosted several telethons to help raise money for area non-profits, most recently for the Boys and Girls Clubs of Southwest Alabama and the Boy Scouts of America. Another favorite event is the MARC Mardi Gras parade; Mel Showers and Rose Ann Haven have served as grand marshals for the event for 12 years. Working to keep viewers safe since the beginning, WKRG broadcasts live coverage of every major and minor tropical weather system. In 1969, Hurricane Camille was one of the first storms that could be tracked using satellites, and WKRG was on the air updating the community. Among the many ways WKRG serves the community, each year thousands of hurricane tracking charts are distributed free of charge. Local caregiver hosts blog to help others struggling with caring for a loved one with Alzheimer’s Disease My mom had Alzheimer’s disease. Just as most unsuspecting caregivers, I learned to care for my mother by research and observation. For a good bit of my newly acquired knowledge, the examples of others have helped me the most. My best teachers for her hands-on care have been from the Certified Nursing Assistants (CNAs) hired to help her with activities of daily living. They trained me how to provide toileting for my mother with confidence. I learned from them how to assist her in walking, how to help her stand up from a chair, and how to sit down safely. I mastered how to clean and brush her teeth with her complete cooperation. I developed the skills to recognize behaviors that suggest health problems she couldn’t express with words. I learned how to get her in and out of the car. Surprisingly, I learned from the examples of the CNAs how to kiss and hug my mother and how to tell her I loved her. My other most influential resource is experiences from friends and families that I’ve met along the Alzheimer’s journey. The choices of these adult children who take care of their own parent have helped me to best navigate all that is available from the health care system. On the other hand, the Internet proved to be an endless source of information. Thorough explanations on every challenge we’ve encountered is covered on multiple sites. From medication side effects to how to avoid agitation, I found the World Wide Web to be a wealth of knowledge. Motivated by the benefits of the information gathered over the last several
years, I want to share with other caregivers what I know and give them the opportunity to do the same. Caregiversunite.org is a local blog where questions can be asked, answers are given from a variety of experiences and resources, and referrals can be made for needed help. I hope for an easy exchange of items such as a lift chair, walker, or wheelchair needed by one person and no longer needed by another. This is a place to have a voice! This is where you can learn, share, and exchange knowledge so that living with Alzheimer’s disease and dementia can be a little easier. Here you will find that you are not alone, that many people are walking this same care partnering journey as you, and you can benefit from the support of others and utilize the help available to us in the South Alabama area.
