Faculty of Architecture and Urbanism School of Architecture “Carlos Raúl Villanueva” Universidad Central de Venezuela Ciudad Universitaria of Caracas Los Chaguaramos, Caracas, 1040. www.fau.ucv.ve Review: The Universidad Central de Venezuela (UCV) is the oldest higher educational institution founded in 1721, besides being one of the largest and most important universities of Venezuela. Its headquarters, the Ciudad Universitaria of Caracas, was declared a World Heritage Site by UNESCO in 2000. According to study conducted worldwide by the QS World University Rankings in 2014, the UCV is located in the first position among universities in Venezuela, and at No. 27 in Latin America. The Building and School: The building of the Faculty of Architecture and Urbanism, designed by architect Carlos Raúl Villanueva, is built in 1957. With a construction area of approximately 50,000 m2, this fundamental building Villanueva's work was designed under a very personal principle which drew from academic theories of the Bauhaus. Six areas of work were clearly different composition, construction, painting and sculpture, urbanism and theory, and all revolve around the central tower of nine floors high, identifiable from anywhere in the Ciudad Universitaria, due to its shape, color blue and three-dimensional treatment. Mission/Vision The Faculty of Architecture and Urbanism, is a leading academic institution, public, plural, democratic and efficient, which promotes participation and excellence in human resource training and complete production of formal knowledge in strategic areas of competence , and stands as a reference both nationally and internationally, contributing to the achievement of a quality and sustainable habitat.

A FORMAL CITY AND ANOTHER DOESN’T? Inclusion and exclusion: the city is divided into one that is recognized and the other fighting for recognition. "A sustainable city is: a just city, a beautiful city, a creative city, a green city, a compact, polycentric city, a diverse city" Richard Rogers

The operation of an urban center, able to connect effectively with other inner cities that conform the city, makes this go away properly and smoothly, creating a better quality of life for its inhabitants.

CATIA GREEN

Catia, is considered a centrality in the city of Caracas. Which through a series of interventions and redefinitions of the skyline and applications can be enhanced by being an area with high potential and connectivity. A central capacity is formed by nucleation in any area of the city where the necessary conditions

exist. These points are the product of intense trade flows that occur in urban dynamics. The convergence of these points can initiate a centrality.

ANALYSIS AND STRATEGIES TO BE USED IN THE INTERVENTION As a result of our analysis, we detected a significant deficit in relation to recreational green areas: sports, cultural and recreational services demanded by the population of the sector.

According to studies conducted in the premises established by the planning and execution agencies, have highlighted the need to conduct a park which can provide people with an environmental group that harmoniously provide

spaces for physical and spiritual recreation.

A SUSTAINABLE IDEA FOR CARACAS CITY

The idea is to integrate through the redefinition of existing tissue and the use of under-utilized land, the central town of Catia boulevard and starring a new complex with multiple functions, pedestrian and vehicular flows that establish the communication and exchange between both sectors, as well as with adjacent centers.

21th Century Park Park with a new logic, redefining the concept of the park in the late nineteenth century. Generating new shapes, patterns and relationships between the new park and the city. Configuring an adaptable, flexible, inclusive of different activities and able to adapt to new situations space. Place of opportunity To generate a particular space in the urban area, promoting the use of other forms of moving that have been displaced by the increased cars like bike paths built from the park to the city.

Park as: + New meeting + Activities focus + Character image Green and topographies as the protagonist of the proposal Green as a system integrator of public spaces, helping to build the image, identity and quality of the city, in addition to several key features such as: environmental, psychosocial and perceptive. Natural elements as generators of different spatialities and activities.

Issues of Agenda 21: - Protect open spaces and biodiversity and increase urban green. - Defend the compact and diverse city with a quality public space. - To improve mobility and make the street a welcoming environment. - Get optimal levels of environmental quality and become a healthy city. - Protect natural resources and promote the use of renewables. - Promote economic activities to sustainable development. The proposed Park of the West, about 33 acres, is presented as an integrator "milestone" in the new network of public spaces and new urbanism. From a compositional point of view, trying to create a

new sculptural form for the new Catia, capable of acting as an element of attraction for its inhabitants and to generate a metropoliotan impact. The park is based on the use of land currently under-utilized as industrial warehouses and informal housing. The result is a composition that is based on two hills that are the stars of his greatness, while establishing a dialogue between them, the park and the city. One, deformed and elongated defining the southern part of the Miguel Antonio Caro High School, creating a relief in the form of "s", while the latter is conical in shape and, from its base, there are two ways willing to allow helix up the hill and then descend.

Between the 2 elements a lower space where a new design is proposed circular lake where the existing creek joins, regarding it as an essential part of the proposal and defining a new recreational space. This is how the park becomes a quiet, leisure and protected from the noise and traffic.

PUBLIC MARKET

Welcome!

The new place for meeting

CATIA PUBLIC MARKET: A PLACE FOR MEETING AND EXCHANGE From the New Urban proposal for Catia, as its focus the development of Market-Square which would emphasize the idea arises of polycentric city.

It seeks a block with strategic location within the plan and the market building is projected in a large public space, which serves as a anteroom and support successful relationships with its immediate context.

The block is conditional on a pedestrian boulevard that crosses its center, so the idea of the market building is locate it in a half of the block and the square in the other half. This condition is used and to preserve a boulevard with parking access and a business

PAJARITOS: A DOUBLE OPPORTUNITY When faced with this project, we found a double opportunity. Firstly there is the obvious need to provide the current inhabitants of Barrio Pajaritos an adequate, safe and secure housing. On the other hand we have the opportunity to offer the city and specifically to the Los Palos Grandes spaces for recreation, culture and recreation. To do this we set in the first instance clean of housing the creek, space should be a protected area not only by law zoning understanding also in practice. It was proposed to take advantage of the soft and / or vacant adjacent parcels, locating in these housing and linking them with the rest of the buildings of the two blocks in the project, a park and an urban promenade that had starring the creek, freed from the censorship that exists today.

UD AD

50

PAJARITOS

The creative process led us to propose instead of housing on specific sites, a set that matched sequenced housing off the ground by stilts reptile which moves through the branches of trees runs through the project area in the same direction the creek. The housing project and urban space is reinforced by three major buildings that act as nodes of attraction to the proposal. Similarly the creek, down from the north, the first building is a large square with cultural practices in which to cross it, the pedestrian discovers that keeps many uses for education and entertainment: galleries, screening rooms and a large theater. Later the pedestrian discovers a space where he finds a path to the stated fully integrated building whose use is primarily sports, taking advantage of the existence sports field, largely utilized by the community of Barrio Pajaritos, reinforcing the activities carried out there. Taking in mind the Pajaritos creek as the fundamental axis of urban proposal, a variety of sports and recreational pools is

proposed of the same creek with adaptations, the water is clean up this time, from the Cerro Ă vila. The stream is divided into several levels and forms; thus waterfalls and various sensations are achieved by location. Following the tour, we found a spot to watch the course of the creek; a "beach" where people can relax and interact with nature. The last stop offers an educational and cultural space in a building of pure forms. The library and plaza become here at the right appetizer for those who choose to go against the tide of the Pajaritos Linear Park.

HOUSING UNITS

URBAN PROPOSAL DESCRIPTION The basis of the proposal is primarily to give a sustainable response by proposing a new system of housing units downtown Caracas by: standardization of space taken with respect to public space created in each of the blocks, which are it possible to resolve the issues presented by the sector right now, the lack of open spaces for recreation because of the density of occupation; thus covering the regularization width of streets and sidewalks, then the Boulevard Volmer topped with a square and create more tree-lined boulevards.

The housing units in the three blocks are exposed to traffic on all four sides. Therefore in each two different types of residential units (block type and comb-type) were developed, constituting a way of creating a central "no tensions semi-private" protected by the same buildings from noise and pressures coming from the neighboring streets. In the "no tensions semi-private" there is a core of calm and greenery all homes and all involved look.
