President and Norway Prime Minister reaffirm commitment to tackling Climate Change

PRESIDENT Donald Ramotar and new Norwegian Prime Minister, Erna Solberg met yesterday on the sidelines of the United Nations General Assembly, in New York. The two leaders discussed the Guyana/ Norway forest deal and reaffirmed their commitment to tackling climate change and to work to ensure other countries emulate the deal.

In an interview after the meeting, President Ramotar said that, “We both expressed satisfaction with the relationship that Guyana and Norway has had. We both think it is a very useful partnership and a good example of links between developed and developing countries in the common fight against climate change and for saving the international environment.”

In terms of getting more countries on board the climate change fight, the Guyanese Leader said, “We think we are ready to share our experiences with other countries so that we can have more countries coming in… other developing countries, more developed countries so we can make a tangible and real contribution in fighting against climate change.”

On November 9, 2009, the Governments of Guy-

ana and Norway signed a memorandum of understanding (MOU), and simultaneously published a Joint Concept Note, which set out how the two countries will “work together to provide the world with a relevant, replicable model for how REDD+ can align the development objectives of forest countries with the world’s need to combat climate change”.

Norway committed to providing financial support of up to US$250 million until 2015 for results achieved

by Guyana in limiting emissions from deforestation and forest degradation, which will support the implementation of Guyana’s Low Carbon Development Strategy (LCDS). As part of the agreement, the two countries agreed to establish the Guyana Redd + Investment Fund (GRIF) as the financial intermediary mechanism for the performance-based payments from contributors to Guyana.

Guyana has received about US$115M from Norway to date under that agreement and the money has gone towards several projects. These include: the Amerindian Development Fund (ADF) which is being

Alleged remigrant scam…

Criminal charges to be filed against Glenn Lall, others shortly SEVERAL criminal charges are expected to be filed shortly in relation to the alleged duty-free concession scam involving Kaieteur News publisher, Mr. Glenn Lall, the Guyana Chronicle learnt yesterday.

Sources say that Mr Narootandeo Brijnanan and his wife, Gharbassi, the remigrant couple at the centre of the controversy, as well as Lall and his wife, Bhena, will be notified of the charges soon.

The Brijnanans, having decided to return to Guyana to live permanently, were entitled to certain tax breaks, so they imported two luxury vehicles. But the address they gave on the registration forms for both vehicles was Lot 8 Continental Park, East Bank Demerara, was that of their son, Navin Sankar, even though the Lalls are the primary users of the vehicles.

The vehicle, PRR 8398, for instance, is usually parked in front of the Kaieteur News head office on Saffon Street, Charlestown, while PRR 8399 is often seen on Regent Street, in the heart of the city, near Bhena’s Footwear, the shoe business operated by Lall’s wife.

At the end of August, after hours-long standoff between GRA officials and the Brijnanans’ son, Sankar, a high-ranking GRA employee, the vehicles were handed over to GRA and impounded at the Authority’s warehouse.

An investigation was then launched to ensure that procedures and policy, as well as the provisions of the law were adhered to. The criminal charges, this newspaper understands, stem from that investigation.

DETAILS DISCLOSED The seizure of the vehicles and the resulting investigation followed the disclosure of details of the alleged duty-free scam, which were made public by the Guyana Chronicle after a close examination of the Government of Guyana’s review of

the Remigrant Scheme.

The Chronicle was able to obtain copies of all the relevant documents, from the application to, and approval by, the Foreign Affairs Ministry, GRA, and shipping information.

According to our sources, this issue started with the Brijnanans, who were on July 3, 2013 granted permission by the Foreign Affairs Ministry to return to Guyana as “remigrants”, along with the concomitant incentives of the scheme.

Under the remigrant programme, Guyanese who would have resided overseas for more than five years and are returning home to reside are entitled to a number of benefits, among which are import duty-free waivers for vehicles, and tax exemption for household items, once the items at reference were owned for six months or more in the country where the remigrant was living.

As husband and wife, Narootandeo and Gharbassi Brijnanan were entitled to concessions as two separate individuals, although a joint application was submitted.

Duty-free concession, we’re told, is awarded on condition that “the motor vehicle cannot be leased or publisher of Kaieteur transferred within three years News Mr. Glenn Lall of registration, and providing that the registration licence, fitness and registration and insurance are submitted for inspection at the Guyana Revenue Authority (GRA) every six

months.”

The Brijananans, on their application form, indicated that besides household items, they were returning with two 2013 Lexus Suburban L57 vehicles, the chassis numbers of which were listed along with other required information.

On the application form, the chassis numbers for the vehicles were listed as JTJHY7AX7D4100270 and JTJHY7AX6D4094851, with the registration dates in the State of New York being September 25, 2012 and March 3, 2013 correspondingly.

However, on the Bill of Lading for the vehicles, the chassis numbers were listed as JTJHY7AX6D4096745 and JTJHY7AX6D4094851, respectively, a clear indication that one of the numbers did not correspond with the chassis number on the application form.

Further, for the vehicle bearing chassis number JTJHY7AX6D4094851, it was noticed that the date on the New York-issued Certificate of Title was March 3, 2013, which could only mean that the vehicle was not owned for more than six months before the application was made by the Brijnanans.

If true, this would be a clear violation of the regulation surrounding the application for remigrant status and duty-free concession. In essence, what would have occurred, according to documents perused by the Guyana Chronicle, is that the Brijnanans successfully obtained import duty concession in the sum of $4,222, 223.55 for each vehicle, totalling in excess of $8M. Meanwhile, this newspaper’s research into the source price for a Lexus L570 is about US$80,000. Import duty for such a vehicle would be a total of US$94,500, bringing the total value of the vehicle to US$174,500, or more than G$36M for each of the vehicles imported by the Brijnanans.

It appears, therefore, that the Government was cheated out of a total of US$189,000 (US$94,500 times two), or almost $40M in import duty for the two vehicles.

Colleague MP calls for House Speaker to resign A COLLEAGUE Member of Parliament (MP) on the Opposition side of the House is of the firm opinion that the Speaker of the House, Mr. Raphael Trotman, should resign to preserve the integrity of the position he holds.

The opinion was expressed, on condition of anonymity, in light of the sexual assault allegations levelled against Trotman by 22-year-old Jonny Welshman Jr., allegations that could both shadow his office and pose a threat to the integrity of the Speakership.

Welshman had also alleged that Trotman offered him $1.7M to settle the matter.

Meanwhile, the United States Embassy here, when asked whether Trotman’s visa had been (or will be) revoked, has indicated that it will not comment on individual cases, due to national privacy laws.

In November 2009, the United States had revoked the non-immigrant visa of Office of the President Press and Publicity Officer, Kwame McCoy, amid allegations of child solicitation.

Prior to that, in 2006, former Commissioner of Police, the late Mr. Henry Greene, had similar action taken against him, following allegations of criminal activity.

This newspaper is aware that several independent observers are paying keen attention to see how this matter will play out, specifically as it relates to possible ‘double standards’ by the U.S. in its visa revocation policy.

Welshman Jr. first went public with the allegation on the popular social media site, Facebook. According to media reports earlier this week, the young man has been sexually abused since he was 13, and though his father is aware of this latest assault, he has given him no support.

This, he is quoted as saying, is what caused him not to speak up earlier about the incident. He said the Speaker even offered to help him get a job, and readily gave him a letter of recommendation. But the one promising opportunity, at the Pegasus Hotel, fell through. The Hotel is owned by Mr. Robert Badal, a reported major financier of Trotman’s Party, the Alliance For Change

(AFC).

Welshman said he has been receiving medical attention, in the form of counselling.

The House Speaker has since vehemently denied the young man’s claims, saying that the allegations have seemingly stemmed from a political plot.

Meanwhile, both the ruling People’s Speaker of the House, P r o g r e s s i v e P a r- Mr. Raphael Trotman ty (PPP) and Acting President and Prime Minister, Mr. Samuel Hinds, on behalf of the Government, have denied having anything to do with the matter.

President Ramotar meets Guyanese in Brooklyn

President Donald Ramotar addresses Guyanese living in Brooklyn, United States PRESIDENT Donald Ramotar, on Tuesday evening, met with the Guyanese community in Brooklyn, New York, where he updated them on the economic, social and political developments in Guyana.

The president in his address spoke of a number of initiatives his government is pursuing to propel the country from a developing middle income country to the “next level”.

The Guyanese Head of State highlighted the current achievements, aspirations and challenges his government faces on a daily basis, in its quest to continue Guyana’s social and economic development. He told the large gathering of Guyanese that despite the global eco-

nomic and financial crises over the years, Guyana managed to weather the storm and keep its head above water, managing to record eight years of consecutive economic growth. “…that is in my view, a remarkable achievement, taking into consideration Europe and North America in particular are our country’s biggest trading partners, and whatever happens in those countries affect us,” the president explained He also spoke to the issue of sugar, rice and bauxite, explaining that at one point the Guyanese economy depended mainly on those three commodities and currently sugar and bauxite are faced with some difficulties, including those on the inter-

national front.

However, despite these challenges, the economy continues to do well, fulfilling a promise his PPP/ Civic government has made to broaden the base of the Guyanese economy to ensure external economic and financial shocks are minimised.

“I think we have done that fundamentally, not only because we pursue the right economic policies, but because we also pursue the right social policies. For instance if you examine our budgets over the years… you will see that the biggest expenditure goes to the social sector, where we think we can have that impact, a positive impact on people’s lives directly. We use our social policy as a way to redistribute income within the society itself, and that is why about 30 percent of our budget almost goes to the social sector and the largest amount of the social sector budget goes to education, then health, housing and so forth; that’s how the priority is,” President Ramotar said.

Such a policy, he added, goes to the fundamental philosophy of his government, where the most important factor of development is not only the country’s natural

resources, but rather the quality of its people. He added that it is for these reasons his government has been, over the years, investing in people.

The president expounded on the country’s success in the education, housing and other sectors, all geared at improving the social and economic well-being of Guyana and its people.

Speaking to the negative impact of not having cheap energy, he urged the Diaspora to help exert pressure on the political Opposition to support the Amaila Hydropower Project. “ If you ask me what is

the biggest impediment to development in our country, I will say unhesitatingly to you that it is the lack of cheap energy. We need to have cheap energy in our country to make us more competitive, and if you look at where we are located, all our neighbours have cheap energy,” the noted.

The current political uncertainty, due to the unpredictable behaviour of the combined Opposition, which holds a one-seat majority in the National Assembly to undermine the country’s developmental gains and return it to a state of paralysis,

like what obtained under the People’s National Congress (PNC) was also touched on by the President.

Their cuts to the budget which affected the Specialty Hospital, Amerindian Development Fund, Cheddi Jagan International Airport (CJIA) and hinterland airstrips among others were highlighted.

The president also clarified a number of issues for the Diaspora including the restoration of the budget cuts, local government elections and the Opposition’s no confidence motion among other issues. (GINA)

Most of the surgeries being conducted are for the removal of cataract, which takes a minimum of 10-15 minutes to be completed. However, two retina surgeries are slated for today. These entail a more complicated procedure than the cataract surgeries.

Pre-operative procedures and secondary screenings for surgery patients began since last week by the Chinese team.

At the hospital earlier yesterday, staff of the eye clinic were busy prepping a number of patients before they are sent to the operating theatre.

PM Hinds hails China as a good friend and partner - at 65th anniversary of founding of People’s Republic of China THE achievements of the People’s Republic of China, and the country’s bilateral relationship with Guyana were highlighted when the Chinese Embassy celebrated the founding of the country as it is known today.

At a reception on Tuesday evening in observance of the founding of the People’s Republic of China (on October 1, 1949) at the Chinese Embassy, Prime Minister Samuel Hinds, who is currently performing the duties of President, said that since the establishment of diplomatic ties between the two countries, the relation has grown from strength to strength.

Describing China as a good friend and partner, the Acting President said Guy-

anese have benefited from the services of the Chinese Medical Brigade, in particular, whilst local infrastructural development continues apace with solid support from that country.

It was noted that the two countries’ political understanding has also been constantly promoted, and Prime Minister Hinds made reference to the visit in 2013 by China’s President Xi Jinping to Trinidad, where he met with President Donald Ramotar for discussions.

Man was alive when Parfait Harmonie house was set alight A POST-MORTEM was yesterday performed on the charred remains of 27-year-old Jason Munroe of 308 Parfaite Harmonie and proved that he was alive when fire was set to the home in which he and three others were present.

Speaking with the Guyana Chronicle yesterday, police sources disclosed that the man died as a result of smoke inhalation. The Chronicle was informed that the man may have fainted after he was struck twice in the head by the intruder.

The suspect, Clifton Joseph of Charlestown, Georgetown is expected to be placed before the court today Thursday charged with murder, attempted murder, arson and statutory rape, based on the facts which the police were able to gather during their investigations.

On Monday morning Joseph 38, of Charlestown and a minibus conductor allegedly set fire to the lot 201 Dairy Parfaite Harmonie home in which Munroe, his 20-year-old girlfriend and her daughter, a three-year-old, along with the a 15 year old following a home invasion.

After setting fire to the home, the man fled the scene and the three females managed to flee the burning building, leaving the man lying in the house which the suspect had doused with kerosene and set alight. Family members of the young man are calling for the swift delivery of justice for the loss of their loved one. (Leroy Smith)

“Indeed, China’s recent allocation towards the capitalisation of the New Development Bank, established by the BRICS countries in July 2014, and the BRICS Contingent Reserve Arrangement (CRA) to soften infrastructure deficits, attests to China’s commitment to a more just economic world order and South/South cooperation”.

The dynamism of trade, which amounted to over US$180 million, between the two countries was also mentioned by the Prime Minister, who noted that Chinese companies have invested in infrastructure, forestry, mining and other sectors.

The recent opening of the Confucius Institute at the University of Guyana was further cited by Prime Minister Hinds

as one which exemplifies the “commitment to strengthening future exchanges and mutual learning of Guyanese and Chinese cultures.”

In his address, Chinese Ambassador Zhang Limin noted that despite China having the second largest economy in the world, its per capita GDP is only ranked 80th. He also outlined his country’s plans to double its GDP of 2010, “and complete the building of a society of moderate prosperity in all respects by 2020”.

The relationship among China, Latin America and Caribbean countries is highly valued, the ambassador said, noting that President Xi Jinping has visited the area, twice, since he assumed office.

The recent announcement of the China- CELAC Forum has provided a mechanism of guarantee for the overall cooperation between his country and the rest of the region, he added.

Court orders psychological examination of murder accused

By Leroy Smith SUDESH Lakeram yesterday appeared in court charged with the murder of his former reputed wife, 23-year-old Rajkumarie Persaud whom he stabbed multiple times causing her to die from haemorrhage due to incised wounds.

Lakeram appeared in the Leonora Magistrates Court before Magistrate Ann McLennan and was represented

by Attorney-at Law Hukumchand, who requested of the court that his client be allowed a psychological evaluation which was granted by the court. He will return to court on the 15th of October.

Lakeram, a dental technician, was handed over to the police by his employer after he showed up at the businessman’s place where he confessed to killing his ex-reputed wife. The details of what led to the man committing the act is still unclear and relatives on both sides were surprised after the incident occurred.

The day before the incident, Lakeram showed up at the home of the woman and begged for them to resume the relationship, which was severed by the woman. The two were initially together for a period of eight months.

Ambassador Limin also took the opportunity to thank the Guyana Government for its assistance to Chinese investors. The recent visit of a high-level delegation from China promoting bilateral military exchanges, as well as the assistance of medical brigades and the scheduled visit from his country’s Health Minister, Li Bin and the Family Planning Commission of China, the ambassador said, will be “another drive to vigorous health cooperation” between the two countries.

Mention was also made of the work of the Confucius Institute which has already taught over 500 Guyanese to speak the Chinese language.

Approximately 34 Guyanese products are exported to China on a yearly basis, and in 2012, Guyana received two new roll-on/roll-off ferry vessels, and benefited from military air corps pilot and

engineer training from China.

Laptops for the One Laptop Per Family (OLPF) programme were supplied by the Chinese owned Haier Electrical Appliance Limited, and more recently, the Great Wall Computer Shenzhen Company Limited.

Chinese medical missions have also been visiting Guyana over the last 20 years to supplement health care services. The construction of the Guyana International Conference Centre (GICC) and a modern sugar factory at Skeldon are also tangible products of the Guyana/China partnership.

Guyana and China have been signing agreements to boost priority projects in the areas of transportation, health care, training and culture during the Eleventh Session for the Guyana/ China Joint Commission on Economic Trade and Technical Cooperation.

Evolutionary changes in societal values should respect personal choices One wonders if this is democracy – charging men for wearing women’s clothing.

It is ridiculous, with all the constraints on public spending, that taxpayers’ dollars and the time of public officials should be wasted on farcical charges.

What about rights of choice by an adult member of society, and who defines what dress codes are right for men, given the evolving and radical trends in the fashion world, where unisex apparel has attained an unprecedented popularity?

Several years ago there was an incident where a great brouhaha was created by the media and women’s organisations in Guyana in protest at the eviction of a female from a courtroom for breaching the dress code of the courts and wearing a trouser suit to court.

Today, even female lawyers are wearing trouser

suits into courts, but some public offices still adhere to an outdated dress code and only recently a correspondent of this newspaper was exiting a Ministry building when she witnessed a guard refusing entry to a female of European descent, who was attired in a tasteful midlength cotton dress, but with a sleeveless bodice. The woman was explaining to the guard that she was dressed that way for comfort because of the heat, to which she was unaccustomed.

How is Guyana to boost its tourism drive with these out-dated, out-moded laws that do not subscribe to the norms of other nationalities?

The guard refused to reconsider and unceremoniously ejected the woman from the compound of the Ministry, despite her pleas of time-constraint and urgency.

While one recognises the need to be dressed cir-

cumspectly as the occasion warrants, certainly in this day and age a sleeveless ensemble cannot seriously compromise the standards required by any institution, especially when one takes into consideration that dress codes have probably not been revised since colonial times, when anything shorter than floor-length skirts were absolutely unacceptable and would have scandalised the society.

However, standards in dressing were considerably relaxed (along with morals) during the war years, and trends in the fashion industry have taken circuitous routes and until today it is not considered abnormal for a woman to wear men’s clothing, especially those women who work outdoors and for whom such clothing is in keeping with the requirements of their jobs.

So cross-dressing is

not static, and the boundaries are not delineated. If there is a law that addresses this issue then surely it should apply to all; but in such case the police would have a massive headache – bigger than they had catching the ‘Fineman’ gang, in determining the guidelines for such a charge, whom to charge, and what direction the prosecution should take in instituting those charges.

While this publication does not – in any way - advocate homosexuality, these sad fellow humans have the right to live their lives unmolested like other citizens.

No-one in their right mind would choose the lifestyle of a trans-gender that would make them an outcast in society, but once their relationship is between two consenting adults and does not cause harm to a third

party why penalize them?

They are already sentenced to a lifetime of imprisonment in a body that is alien to their genetic identity. Isn’t that punishment enough? Why demean them further?

What is abhorrent is the flaunting of their sexual preference. One’s sexuality, whatever direction it takes, should be one’s private business, not open to scrutiny or discussion, unless it benefits the general good in educative and awareness exercises; and certainly public declarations of such liaisons should not be tolerated because it sends the wrong signals, especially to easily-influenced youths, whose sexual preferences could go either way.

So what next? Are the police going to invade the

venues of theatrical productions and arrest actors who cross-dress for contextual roles?

Incidentally, the courts have a ban on females wearing red. Many persons travelling from farflung areas have unknowingly worn that prohibited colour to attend the High Court in Georgetown, only to be restricted from entering the courtroom because of the colour of their apparel. Now how ridiculous is that? Worse than females being banned for wearing trousers or sleeveless outfits in public places, especially in view of the hot weather peculiar to most seasons in Guyana and our tourism drive.

Do not deflect from the sex assault allegations. Defend them!

I HAVE noted that in an affidavit to secure injunctive relief against allegations of sexual abuse made by Johnny Welshman, Raphael Trotman, Speaker of the National Assembly, Politician and Attorney-at-Law, has sworn to certain matters claiming that the allegations made against him are politically inspired. I also notice that he has made public statements about events related to the said allegations claiming much the same thing.

I also note that the Stabroek News has written their story cleverly in a way that supports the claims being

made by Trotman, to wit, that I am involved in some mysterious political plot to drag Trotman down. Their story highlights that I am the sister of Education Minister, Priya Manickchand and that I was a former PPP GECOM commissioner, all facts, but positioned in such a way to lend credence to the claims made that this is a political plot.

I cannot fail to notice either, that the propagandists of the AFC have gone to work on social media carrying and peddling the story of my being in some way involved in a political plot and all sorts of their usual nastiness.

I have seen Trotman being very generous with offering comments on all and sundry but he has failed to correct any of these propagandists so one can only fairly assume they are acting on his behalf and according to his instruction. I am open to being proven wrong by Raphael publicly correcting his compatriots on all of their misinformation. In fact, I plead with him to so do, so that this sense of crushing disappointment in him that I have could be lifted and I could actually see him as the leader he holds himself out to be.

to state clearly for the benefit of the persons who have been contacting me and who are interested in the facts of this matter as far as my involvement is concerned.

I was never RETAINED

by Johnny Welshman in the ongoing matter with allegations against Raphael Trotman. I am not retained by him and I do not (present tense) represent Mr. Welshman.

Welshman tried making contact with me on Friday 19th September, 2014 in the afternoon by visiting my Chambers. I was out of Chambers at the time he visited. I subsequently returned a telephone call to Welshman,

where he disclosed certain information to me. At the time, Welshman spoke with me on Friday 19th September, 2014, he told me he had made a report at the CID. I never confirmed whether he made a report but I believed it to be true then. And I believed then, that given that a report was made, it would probably become a public matter soon.

I told Johnny Welshman that the proper Attorney-at-Law to address complaints of a criminal nature is the DPP and he should seek Counsel with the Chambers of the DPP. Based on certain information offered by Mr. Welsh-

man, I offered to speak with Raphael Trotman to mediate between the parties about if a likely “settlement” could have been met. I was still not retained by Welshman.

However, if having spoken to Raphael Trotman, I felt a settlement could be reached, then I would have considered facilitating that settlement.

I thought it best to have Raphael deal with this matter privately because he has young daughters and I know allegations like the ones being made, can be hurtful to anyone, and par-

President Ramotar applauded for Brooklyn meet PRESIDENT Donald Ramotar should be applauded for consistently making himself available for two public meetings with Guyanese New Yorkers during his visits to the Big Apple to accommodate the racially divided (polarised) society. All of his PPP predecessors did the same during their New York visits, demonstrating they are national leaders. This is unlike PNC leaders who restrict themselves to their base supporters, failing in efforts to reach across to Indians. PPP leaders have made every effort to reach across the racial divide to all ethnic groups in their meetings with Guyanese residing in the US. Guyanese are settled all over the U.S., but most of them reside in the greater New York area, with the bulk of Afro-Guyanese in Brooklyn and the bulk of Indo-Guyanese in Queens.

Many Afro-Guyanese also live in St. Albans area of Queens and large numbers of Indo-Guyanese live in Brooklyn on the Queens border and in the Bronx.

Handlers of the President’s current visit have organised two public events for him to meet the large Guy-

anese community – one in Brooklyn (held last Sunday afternoon) in the heart of the Afro community and one in Queens (this Friday evening in Richmond Hill) so as to avoid any charges that the President is pandering only to Indian supporters in Queens – even though the PPP does not get much support from Afros.

Historically, only PPP leaders (Presidents) have attended public meets ostensibly to please both ethnic communities in America and the other groups. PNC leaders never organised a public meet in Queens to accommodate Indians, which is understandable, given that party did (does) not get votes from Indians. Nevertheless, an effort should have been made to court them, especially due to the fact that the PNC victimised and persecuted Indians during its 28 years rule. Ptolemy Reid, Desmond Hoyte, and Hamilton Green all had their meetings in Brooklyn appealing to their ethnic supporters and neglected Indians, and even used their appearances to put down Indians.

This was/is quite unlike PPP leaders – Cheddi Jagan, Sam Hinds, Janet Jagan, Bharrat Jagdeo, Donald Ra-

motar -- all of whom made it a duty to attend public meets with Afros in Brooklyn to present themselves as representatives of the entire nation and not of only one race.

The PPP leaders showed they were national and progressive in their outlook and thinking.

The President is the leader of the entire nation, not just those who voted for him; he is not the leader of only the group that elected him but of all groups.

Even though PNC leaders were never elected to office post-independence, they should have made an effort to reach across to Indians who escaped Guyana to avoid racial and religious persecution -- if for no other reason than at least to reconcile with abused Indians. Ramotar, like his PPP predecessors, has shown he is a national (not parochial) leader by making himself available to meet all Guyanese, irrespective of ethnicity. The President has a tight schedule but he does not slight any group.

He has demonstrated he is President for all, not just PPP supporters. Guyanese-Americans admire the President for his sincere efforts to reach across to

Jury decision shows that justice is alive and well in Guyana THE jury’s decision to return a not-guilty verdict in the Quancy John murder trial is indicative that justice is still alive and well in Guyana. The ex-policeman was freed of all charges surrounding the shooting death of Kelvin Fraser. From the inception of this case the charges made against John was tainted with politics and media hype, which meant that the jury hearing this matter had the herculean task of separating fact from fiction. And seeing juries are not sequestered in Guyana, they also had the equally daunting task of disassociating themselves from “popular” sentiments, while keeping an open mind.

Popular sentiments, as well as witnesses of convenience, conveyed the belief that young Fraser was fleeing the scene when the policeman shot him in cold blood.

However, the accused’s testimony, which was validated

by the post-mortem report, speaks to the lad being shot at close range, which is inconsistent with the so-called popular view of him running away then receiving the fatal bullet.

The post-mortem corroborated John’s story that there was a struggle and some attempt to relieve the lawman of his weapon when he was shot.

Two conflicting accounts of the same event, with one having direct links to the doctor’s report - whom should we believe? The jury was convinced beyond a shadow of a doubt and rendered the accused a not-guilty verdict.

Now this case is synonymous with an ongoing matter in the magistrate court involving another lawman in a baton rape case. Here again, the jury would be called upon to render a verdict. They would again have to separate fact from fiction, popular sentiments or a doctor’s report.

And when I say a doctor’s report I speak of the primary

health care provider who examined and treated him for his ailments. This would have to juxtapose that evidence against other medical reports made two months after the initial health care provider. Whom should they believe - the “doctor of convenience”, whom is known for his corrupt reports, or the independent medical examiner? We await the result of that case.

I close by saying much of what we see going on in Guyana today is tainted by political and crass media misrepresentation.

It has reached frightening proportions. However, thank God for our courts and jurors who oftentimes see through the schemes to come up with the right decision. This is not always the case but, from time to time, justice and fairness is served in our courts.

From Page 6 ticularly young, innocent girls. Further, given what Welshman told me and the manner in which he told me same, I felt he too would best be served by the route he (Welshman) was proposing, that being a settlement.

I sent Raphael SMS messages regarding Johnny Welshman and he subsequently called me later that night. Raphael and I had one telephone conversation regarding this entire matter. Based on that telephone conversation, I formed the opinion that there was no way I could have assisted further and recused myself from the entire matter. This information was communicated to Johnny Welshman via telephone. I have not met Johnny Welshman in person to date, save and except when he consulted with me at the Children’s legal aid clinic a few years ago. In fact, I can only assume that Welshman sought me out because the Children’s Legal Aid Clinic had represented him.

If the media or anyone says that I gave Raphael a heads up regarding this matter, that would be accurate. That heads up was in pursuit of what Welshman said he wanted and it may also have allowed Trotman to disclose this information to his family, to prepare them for the serious allegations which were about to hit the media, given that Welshman claimed reports had already been made at other agencies including the Police.

I have chosen not to disclose the content of conversations I had with Johnny Welshman or with Raphael Trotman. Raphael is a colleague of mine and I will still extend him that courtesy, whilst Welshman’s conversation, I believe, is privileged.

I would have no problems, however, with Raphael disclosing IN FULL, the conversation we had, which to date he has failed to do, even in his affidavit for injunctive relief.

Editor, please let me state clearly, the words, “I am not RETAINED,” which is what I said to the reporters, means that there is no contract between me and Johnny Welshman for me to provide

legal services to him.

“I DO NOT REPRESENT JOHNNY WELSHMAN,” which is what I said to the reporters as far as my record indicates, is present tense. At the time I spoke with Gordon Mosley and Stabroek News Reporter ( the only two reporters I gave statements to) which was approximately 11:30 am on Sunday, 21st September, 2014, I had completely recused myself from the matter because, as stated earlier, I would have only gone forward and possibly become the Attorney-at-Law for Welshman if a settlement was being considered by both parties.

As I could not provide further assistance in the matter, which I determined during and after the telephone conversation with Trotman, I had already recused myself from the matter when I spoke to the reporters and so there was nothing incorrect in that statement.

Further, let me state clearly, I never denied speaking to or contacting Raphael as is the impression created by the Stabroek News. I just gave as a response “no further comment” to the question posed by the Stabroek News reporter as to whether I had made contact with Raphael Trotman. It baffles me that “no further comment” could be considered as a denial. Is that media-speak with which I am unfamiliar or is this just the Stabroek News, in their haste to defend Raphael being creative.

Now, whatever may have been Trotman’s motive for disclosing my text to him, that disclosure only supports what I have said in relation to my involvement in this matter. It clearly shows: 1. that I made contact with him; 2. that I indicated that I could only be useful to Johnny Welshman regarding his allegation if a settlement could be reached and, if not, that I would not be in the matter further; and, 3. that I had, and still do have, a deep and abiding concern for the impact of the revelations on his family, par-

ticularly his young daughters.

As for my opinion on the matter: I do not know whether Raphael Trotman sexually assaulted or buggered Johnny Welshman. If the allegation is false, then Welshman is one sick person and deserves urgent medical attention. BUT, if Welshman is telling the truth or even parts of the truth, doesn’t he deserve the opportunity to be heard fairly without Trotman’s interference and might and the interference of his friends? Give the justice system an opportunity to work. If it does, Trotman would have his chance to defend himself fully with all the might and considerable resources he enjoys. Stop trying to influence the system by trying to frighten lawyers who may listen to, hear and be willing to mediate for a complainant. Stop trying to deflect from the allegation of sexual assault/buggery by making up that my involvement was political. Stop trying to take the spotlight off of you by trying to throw me under the bus and making me the issue. Do not deflect from the sex assault allegations.

Defend them. Surely there is more in your defence than hanging onto and misusing my surname.

Frankly, for myself, now that I have seen Trotman’s affidavit and the deliberate attempts by his social media and other buddies to sully me, I am left with all sorts of questions in my head.

I would be happy to take a lie detector test as to whether my involvement in this matter was in any way sinister and/or meant to distract from the AFC’s no confidence motion and/or to bring down the Speaker of the House or the AFC and/ or in any way politically motivated, inspired, directed or driven if Raphael is also going to take a lie detector test to clear, what he insists is, his good name.

As I do not believe I can add any more to this that would help anyone interested in the truth as far as my involvement is concerned, this will be my last statement on the matter.

Police Force response to newspaper article

THE Guyana Police Force is responding to a Letter to the Editor published in the Kaieteur News of Wednesday September 24, 2014, under the caption ‘Bribery and Cover-ups’.

The Guyana Police Force wishes to state that on September 12, 2014, at about 11:00 hrs, Naitram Doobay, a teacher of Pamona Secondary School took two students of the said school to Aurora Police Station and reported that the students were smoking something. However, the students denied that they were engaged in such activity. The teacher did not seize the article the students were smoking.

The police made further enquiries but no useful information was provided. The children were therefore released and the teacher was advised to inform the School Welfare Officer since there was no evidence that a breach of the law has been occasioned.

PNC will use its influence to ensure Gates doesn’t get justice ON August 13th, I responded to a letter that was published

by Kaieteur News on August 11th, 2014 captioned: ‘Who is Robert Gates’, written by an unknown writer with a political agenda who sought to attack Robert Gates who gave testimony at the Walter Rodney Commission of Inquiry (COI) which, no doubt, implicated the former PNC government in the killing of Dr. Rodney.

In response, I wrote a letter to both the editor and publisher of Kaieteur News, seeking to clear certain misconceptions against Mr. Gates. The Kaieteur News refused to publish my letter, leaving me to conclude that they are in fact an Opposition media house. I am a U.S. born citizen and do not wish to meddle in your country’s internal affairs, but I have no choice. My husband, Robert Gates, is currently serving a 4-year prison sentence for breaching several contracts, and I have evidence that the PNC is using its influence to ensure, all motions, writs and appeals filed by Mr. Gates and his attorney, Ronald Burch-Smith, are either dismissed or delayed.

My husband’s attorney is a very confident and professional attorney, who is also the President of the Guyana Bar Association, but he has (allegedly) been met with much hostility when going before the Chief Justice. They have also put my husband’s life in danger in prison by their constant utterances.

My husband is a private investigator and security consultant, with an associate degree in criminal justice and holds several diplomas in investigations and intelligence. He has conducted several training programmes for the law enforcement agencies of Guyana, including presidential security.

In view of this, I am calling on Chancellor of the Judiciary Mr. Carl Singh to ensure that my husband Mr. Robert Gates’ appeal is heard speedily by an impartial tribunal. As the wife of a Guyanese man, I am urging that the nation never elects back a PNC-led Government, which I only see it returning your country to the days of lining-up for soap and butter. A PNC-led Government will also return Guyana to the bottom of the economic ladder and political dictatorship and political assassinations.

I have written several letters to the media but the media refuses to publish them, and I don’t understand why.

I am, though, very pleased with my husband’s attorney, Ronald Burch- Smith for his continued efforts in seeking justice for my husband, Mr. Robert Gates. I am hoping that by speaking out on my husband’s behalf, that now we will be able to seek true justice.

Nava-Raatri: Identifying Oneself with the Supreme Spirit OBSERVED twice annually, Nava-Raatri, a period of nine nights, is regarded very sacred by Hindus. While is it outwardly featured with the hosting of richly symbolic rituals and ceremonies, it is more of a highly spiritual charged period wherein every effort ought to be made in identifying oneself with the Supreme Spirit. It is a period of sincere prayers, symbolic worship, cool introspection and genuine scriptural recommitment.

Religious observances and traditional worship have, at times, more than one significance. Apart from them being the adoration of the Divine, they are commemorative of thrilling bygone events, allegoric when interpreted from the occult standpoint, and are significant pointers guiding man on the path of God-Realisation.

Nava-Raatri is one such observance. It is dedicated to the worship of God as Mother—the feminine aspect in three prominent names, viz, Durgaa, Lakshmee and

Saraswatee.

However, underlying all outward engagements during the observance, there must be a more sublime and profound inward transformation of life, that every spiritual aspirant seeks to undergo.

This deeper purpose of Nava-Raatri is captured in its division of three sets of three nights each, to which the spiritual aspirant in his life of spiritual pursuits adore the different aspects of the Supreme Goddess.

This has got a very sublime, yet thoroughly practical truth to reveal. In its cosmic aspect, it epitomises the stages of the evolution of man into God, from manhood to Godhood. In its individual import, it shows the course that spiritual pursuits should take.

The central purpose of existence is to recognise the eternal identity with the Supreme Spirit. It is to grow into the image of the Divine.

The Supreme One embodies the highest perfection. It is spotless purity, ‘Niranjana’. To identity with That, to attain union with That,

is verily to grow into the very likeness of the Divine.

The spiritual seeker has, therefore, as the initial step, to get rid of the countless impurities and the un-divine elements, have come to cling to him in his embodied state. This transformation is to be had during the first three nights (first segment of Nava-Raatri), where the Supreme is worshipped as Mother Durgaa. Then the acquisition of lofty virtues and auspicious divine qualities are then sought for. This happens in the second three nights of the season, wherein the Goddess as Lakshmee in adored. Thus rendered full of purity and goodness, Knowledge flashes upon the seeker like the brilliant rays of the sun upon the crystal waters of a perfectly calm lake. This is to be had in the final section of Nava-Raatri in which Saraswatee is worshipped.

This arrangement has also a special significance in the aspirant’s spiritual evolution. It marks the stages of evolution which are indis-

pensable for every seeker of spirituality, through which everyone should pass. One naturally leads to the other, and to short-circuit this would inevitably result in a miserable failure. Nowadays, many ignorant spiritual seekers aim straight at the appropriation of knowledge without the preliminaries of purification and acquisition of divine qualities, and complain that they are not progressing in the path. How can they?

Knowledge will not descend till the impurities are washed out and purity is developed.

The pure and good plant can grow on no impure soil.

Therefore, Nava-Raatri once observed as pointed out above, brings man to realise his higher self and to feel the Supreme Spirit within— all of which helps in the journey of realising the Ultimate Goal— to merge with the Supreme.

GuyExpo has always been a first-class event

AS a faithful visitor to GuyExpo over the years, as a patron and as a volunteer, I would like to acknowledge the role of the combined efforts of all stakeholders that work tirelessly to ensure that the event is executed.

Over the last few days I have noticed, as has become the norm leading up to any national event in Guyana, there is a barrage of diatribe condemning the organsiers or the event itself.

With just a few days to go before the opening ceremony of GuyExpo, I would like to encourage Guyanese

at large to not be duped by the ranting they read in sections of the press, but rather to be the judge themselves.

Please do not misinterpret my message; I do firmly believe that one has the right to express their opinion and to criticize.

However, I am absolutely against forcing rubbish on a populace that is intelligent and perceptive.

GuyExpo over the years has been a success. We may ask ourselves, is this success based on the number of persons passing through the gates? The answer is yes; because this shows the level

of interest in the Expo. Is the success based on the number of Exhibitors? The answer is yes; because this shows the impact they know the event will have on their businesses. Is the success based on the number of sponsors?

The answer is again yes; because this shows the confidence they have that the Expo brings benefits and continues to be a successful event over the past 15 years.

I am also confident that genuine business linkages were created and that businesses continue to expand as a result of the platform that GuyExpo provides. One

need not take my word for it.

A few hours of research and a bit of investigating skills will reveal the multitude of success stories small, medium size and large businesses have achieved.

All who were involved in promoting this event need to be applauded; from whatever background they hail, whatever their profession.

GuyExpo has always been a first-class event that all of Guyana needs to be proud. I wait with bated breath to see all of the improvements and additions that this year’s event will bring, come October 2nd to 5th.

Clean-up a commendable exercise THE People’s Progressive Party Civic (PPP/C) administration must be commended for making the resources available for the massive clean-up campaign that is currently taking place at

the Le Repentir Cemetery. I drove past the area recently and was impressed with the work being done. One can only hope that the cemetery, which is perhaps one of the largest in the Caribbean,

would not revert to its previous state.

I read in the papers that similar works were done in a number of cemeteries in Region Two. This is a good and time-

ly intervention on the part of the relevant authorities which hopefully would be replicated in cemeteries throughout the country.

Rohee on electoral preparedness...

The question is not whether the PPP is ready - but whether GECOM is

THE ruling People’s Progressive Party (PPP) has reiterated its readiness for General or Local Government Elections, should either be called at short notice.

This is according to Party General Secretary Mr Clement Rohee. “We have always been ready for elections, but I’ve always made the point that the PPP is not an electioneering Party,” he told reporters Tuesday at his weekly press conference.

“As the General Secretary of the People’s Progressive Party, I say, ‘Yes, there’s no doubt in my mind that the Party machinery as well as the activists, leadership and the Party in all of its manifestations are indeed ready,’” he said.

He noted that his Party is always on the ground, whether at the ministerial or political level, working tirelessly. And as a result of this, there is sometimes an inter-connection between the General Secretary Government and the Party in Mr Clement Rohee the execution of their businesses, depending on the nature of activities.

Asked which election his Party would prefer to contest, Mr Rohee said, “We are ready for any eventuality. Whatever decision the leadership of the Party takes, in respect to one or the other, we are ready.

“The question is not so much whether we are ready; the

question is whether GECOM is ready, because, it seems to us that GECOM appears to be more ready for General and Regional than Local Government Elections. There’s much more work to be done with respect to Local Government Elections at GECOM level.”

The election bug began buzzing just last month when the Alliance For Change (AFC) decided to submit a No-Confidence Motion to the Clerk of the National Assembly. AFC had initially expressed intent to present the Motion, which was later supported by the Main Opposition, A Partnership for National Unity (APNU) and subsequently submitted to the Clerk of the National Assembly.

Added to that, APNU’s call for Local Government Elections which were first made last year, has also initiated the call for elections.

Leader of the Opposition, Brigadier David Granger on September 9, issued an ultimatum to President Donald Ramotar, demanding a date for Local Government Elections by September 15. Uncertain about Granger’s demands, given the ambiguity of his statement, the President then called on the Opposition Leader to be more “clear” in his demands. This was however not attended to as the deadline passed.

Granger, as such, issued a call to the Guyanese populace to take to the streets in protest to back APNU’s demands for the holding of Local Government Elections. He subsequently made his appearance on national television and continued his call for countrywide protests, and for them to be executed lawfully.

The Opposition Leader’s call did not fall on deaf ears, since protest led by him began on Tuesday at different locations across the country.

SECL fraud investigations...

VIKAB Engineering the latest company to give statement to CID

By Vanessa Narine INVESTIGATIONS into allegations of fraud against Surendra Engineering Company Limited (SECL) are continuing at an encouraging pace, according to Crime Chief, Mr. Leslie James.

He told the Chronicle just yesterday that personnel from VIKAB Engineering Consultants Limited were being questioned by the Criminal Investigations Department (CID).

“I appreciate the urgency in the matter, and we are trying to expedite the investigation,” Mr. James said.

SECL’s contract for the design and construction of the proposed Specialty Hospital began in September 2012, after a bid of US$18.1M. VIKAB Engineering Consultants Limited, held a 12-month contract as a consultant on the project.

VIKAB Engineering, according to Health Minister, Dr. Bheri Ramsaran, was working with a local evaluation team when irregularities and contract violations were uncovered.

These alleged breaches forced the termination of the SECL engagement on the Specialty Hospital. SECL has had its contract terminated by the Government of Guyana earlier this month.

The administration announced its intention to move against SECL after citing what it termed “deep concerns” over the execution of the contract, both as it relates to technical shortcomings

and suspicion of fraud.

The Government of Guyana, since June this year, had been engaging SECL on a number of issues regarding allegations of fraud and financial irregularities. Initially, the Government’s concerns were related to delayed milestones, and inadequate accountability by SECL for public funds the company had received on signing the contract with the Ministry of Health.

Subsequently, the Government of Guyana discovered that SECL’s representative in Guyana had submitted a fraudulent document, purporting to emanate from the Central Bank of Trinidad and Tobago. The fraudulent act by SECL has since been confirmed by the Central Bank of Trinidad and Tobago The Crime Chief told the Chronicle that the Permanent Secretary in the Ministry of Health, Mr. Leslie Cadogan, who reported to the CID on Monday, is expected to report to the Department again to complete his statement.

“We want to advance the investigations in the matter and are working to have that done,” Mr. James said, adding that the CID is undertaking the investigation in stages.

He said that after the engagements with VIKAB Engineering, representatives from SECL are expected to be contacted for comments.

Managing Director, Mr. Brijen Parikh, has, since the termination of SECL’s contract with the Government,

denied the allegations of fraud.

When asked, the Crime Chief stated that next step in the investigations is a “huge” one, which will be lodging the report with the relevant authorities. “We will lodge the report, possibly soon,” Mr. James said.

The start of the investigation came after a dossier of documents was submitted to the police by Attorney-General and Minister of Legal Affairs, Mr. Anil Nandlall, with a letter requesting such a procedure.

When the contract was terminated, Nandlall noted that the course of action to be taken will include: Termination of the contract and engaging the police; and requesting an investigation into the alleged fraud, both of which actions have already been taken.

He had stated too that there was every likelihood of pursuing civil litigation against the company for compensation, damages and breach of contract.

Reports indicate that to date, the structural designs for the project have been completed, while the architectural designs are currently being reviewed.

Physical progress has been seen on the essential site preparation which is some 75 per cent completed. On the building foundations 361 piles have been supplied and 235 piles have been driven.

The current administration has made clear that it has lost confidence in the capabilities of Surendra Engineering Company Limited.

DPP distances self from alleged conversation with professed sexual assault victim DIRECTOR of Public Prosecutions, Ms. Shalimar AliHack, has emphatically rejected the notion that she assured 22-year-old Jonny Welchman Jr. that she will protect him, following his allegations of sexual abuse against Speaker of the House, Mr. Raphael Trotman.

A statement from her office, yesterday, said, “Based on a telephone call from Ms. Svetlana Marshall, a reporter from the Guyana Times Newspaper during the morning hours of Wednesday 24th September, 2O14, for verification on whether the Director of Public Prosecutions, Mrs. Shalimar Ali-Hack had engaged in a conversation with one Mr. Welchman on Sunday 21st, September, 2O14 and during which time she purportedly gave him assurances that she will provide protection for him, the DPP wishes to state this is not so.”

The statement goes on to say, “The Director of Public Prosecutions herein wishes to categorically state that at no time did she ever engage in a conversation, telephone or otherwise, with Mr. Welchman.

“The DPP further categorically states that since she did not have any conversation with Mr. Welchman, she could not, or did not, give assurances that she will provide protection for him as is alleged.”

The statement did, however, confirm that the DPP’s Chambers was in receipt of a complaint, in writing, from Mr. Welchman at approximately 12:50hrs on Wednesday September 24, 2O14.

“This was the first time that Mr. Welchman had interacted with, or visited, the DPP's Chambers,” the statement said.

The Speaker of the National Assembly has, since the allegations were made, been most empathic in his denial of claims that he sexually assaulted the young man in question, via an entry on the popular social media site, FaceBook.

“A malicious and unfounded allegation of sexual molestation has been made against me by an unstable young man, who, sadly, appears to have a troubled mind.

I categorically deny his wicked assertions,” the Speaker said in a statement.

Trotman has also called for a “thorough and professional” investigation into the “scurrilous” allegation.

According to him, the young man seems to have been “conveniently encouraged by manipulative and diabolic political” forces.

“Conveniently, such scandalous assertions are obviously intended to provide a timely distraction from the serious prevailing political situation in Guyana, which imminently requires me as Speaker of the National Assembly to guide the ship of the nation’s Parliament through the strongest test to Guyana’s constitutional democracy: the debate of a no- confidence motion,” he said.

He reiterated that there is “absolutely no truth” in the allegation, and expressed confidence that the masterminds and supporters of what he termed a “dastardly plot” will soon be exposed.

“As a true patriot of Guyana, I will not allow the office of Speaker of the National Assembly to be compromised or be denigrated by false accusations for political expediency…God is our refuge and strength, a very present help in trouble,” Trotman said. (Vanessa Narine)

New $37.4M L'Aventure Secondary School wing commissioned AFTER fire destroyed a wing of L'Aventure Secondary School at Canal Number One Polder, West Bank Demerara in September last year, Government set about its rebuilding, and yesterday, the new wing which was constructed to the tune of $37.4M was commissioned by Minister of Education, Priya Manickchand.

Following the early morning fire, the 700 students were being housed at Mr. Komal Singh’s property in order to continue their studies as the new wing was being constructed.

L'Aventure School was formally a primary top and under the Education Ministry’s Secondary School Reform Project (SSRP), was transformed into a secondary school.

Minister Manickchand said that the growth of the school is testimony to the enormous success in the education sector over the past two decades.

“This story is a very concise story that paints the picture to the rest of Guyana of where we are in education. Do we have things to be done? Do we have improvements we can make?

I will stand here and say ‘yes we do’” Minister Manickchand declared.

She reiterated that while a lot more needs to be done in the education sector, there are significant improvements; in fact as it relates to physical infrastructure and placement of secondary

age students, the country is less than four years away from achieving universal secondary education, which means that every child throughout the length and breadth of Guyana will have access to a secondary school.

While the infrastructure and other resources are being put in place, the Education Ministry is currently working on improving the quality of education delivered to the students.

Minister Manickchand emphasised that there is need for greater collaboration in this regard, and urged parents to “get on this train for quality education.” “…it is easy to speak about the challenges …our education officers have to do more, our teachers have to do more, our parents have to do more. If you look at attendance it is not what we want it to be…we can build the schools, but if the children are not attending it wouldn’t make sense,” Minister Manickchand stressed.

She said that process has already started, and one of the major steps is introducing monitoring and evaluation over the next five years, that is, evaluating how well the programmes and policies that are being implemented are working and the percentage results coming out of these programmes.

that every trained Mathematics teacher across the country will undergo extensive and sustainable training over the next couple of years. There will also be a pilot programme which will be implemented at eight schools, aimed at introducing to students the use of technology and will see every Grade Seven child receiving an electronic device, a tablet.

Meanwhile, Minister Manickchand presented a plaque to Singh for his service to the children, and extended gratitude to him for offering to house the 700 displaced students immediately after the fire last year.

She urged the parents and teachers to collaborate with the ministry, and the students to work hard to ensure better results at Caribbean Examination Council (CXC).

Regional Chairman, Julius Faerber also expressed gratitude to Singh for accommodating the students, and urged the students and teachers to care the facility. Faeber said that this new wing will see the students being taught in a more comfortable environment, and he anticipates that the students will perform better academically.

He expressed gratitude to the Ministry of Education and the Government of Guyana for making this facility possible so that the children can continue with their educational drive. (GINA)

Harmon appointed APNU General Secretary MEMBER of Parliament (MP) with A Partnership for National Unity (APNU), Mr. Joseph Harmon, has been appointed General Secretary of the Party.

The appointment was made by APNU’s Leadership Council during a meeting last Saturday at the Party’s Head Office on Hadfield Street, Stabroek.

Asked to comment on his appointment, Harmon said the creation of his position is intended

to advance a greater level of coordination in the partnership.

“The APNU is a partnership, and my appointment is signalling that we are going to pursue a greater level of coordination,” he said Tuesday.

He said that a number of groups and individuals have signalled their intention to join the partnership; and this was what informed the Party’s decision to move to a greater level of

coordination.

“The greater coordination in the partnership, which has shared principles, continues our process of building our partnership,” Harmon said.

A lawyer by profession, Harmon spent 23 years in the Guyana Defence Force (GDF), and another 15 in private legal practice, before becoming involved in politics. He is also one of several new faces representing the Partnership in the 10th Parliament.

Minibus union, Ministry agree official fares for Route 44 - operators must place fare structure in minibuses

the Minister of Tourism to discuss the existing fares and the difficulties faced by commuters.

In a press statement issued by the Ministry of Tourism, Industry and Commerce, the United Minibus

Union representing the Route 44 (Georgetown to Mahaica) operations met with acting Minister of Tourism Irfaan Ali to discuss the exorbitant fares demanded from commuters after 15:00h and at peak periods in the morning.

The Tourism Ministry noted that it was agreed that the current situation is untenable and as a result all participating parties have agreed upon a structured fare system.

“The parties wish to advice commuters and operators that these published fares are the official charges which must be adhered to,” the joint press release stated.

Anyone found acting contrary to this official publication with respect to fares for route 44 will be in violation of the agreement and the Tourism Minister has advised that such instances should be reported to the authorities who will be monitoring compliance. All operators must place in their minibuses the published fare structure and commuters are advised not to pay any fare outside of this structure.

Speaking at a press conference held on S e p t e m b e r 1 8 a t t h e To u r i s m M i n i s t r y ’s boardroom on South Road, Tourism Minister (ag), Irfaan Ali, noted that it has been several months now that the Ministry has been monitoring the present situation of fare hikes and unfair treatment of commuters by minibus operators.

“Over the past months we have been receiving many complaints from commuters in relation to the imposition of fares that were not sanctioned by the Ministry or any authority that has jurisdiction in terms of the setting of fares,” Ali said.

Minister Ali also reported that there were many meetings between the Ministry and the minibus operators and their representatives and there was an agreement that “once the gas prices at the GuyOil (Guyana Oil Company) stations, which the Government controls, is less than a $1000 then the increase in fares would not become necessary.”

Ali related that the Government took all the necessary measures to make sure that the gas prices are kept below $1000 and still some of the operators have tried to increase their fares.

The Ministry of Tourism emphasised that “if unauthorised fares are demanded, commuters are within their rights to refuse to pay and are urged to take note of the minibus number and report the matter to the relevant authority.

Also if at any time commuters are refused entry into a minibus that demands a higher fare than published, commuters should again take that bus number and report it to the law enforcement representatives.”

SUGAR STRIKE ENDS - as GAWU, GuySuCo sign agreement - Reconciliation talks set for tomorrow

By Vanessa Narine SUGAR workers at Skeldon and Rose Hall sugar estates ceased their strike action as of yesterday, according to President of the Guyana Agricultural and General Workers Union (GAWU), Mr. Komal Chand.

The Union’s Head, in an invited comment yesterday, told the Guyana Chronicle that reconciliation talks are scheduled for Friday, to address the problem at the Skeldon Estate, which led to the strike.

He explained that six conditions were agreed to by the Union and the Guyana Sugar Corporation (GuySuCo) yesterday. They are as follows: 1. The strike by field and factory workers attached to Skeldon and Rose Hall that were ongoing as of yesterday will end; 2. The Union will ensure full resumption of duties by field and factory workers from today; 3. Within 24 hours, after resumption of duties, the aggrieved parties, including GAWU, will meet with the Chief Labour Officer, who will make a final decision on the matter; 4. There will be no victimisation on either side because of strike actions; 5. All workers who were on strike will not have their ‘strike day’ counted as absent, but as days not available for work; and 6. That the dismissal of the Skeldon factory employee, Mr. Steven Daniels, will be now treated as a suspension, without pay, until the end of the reconciliation talks.

“If the reconciliation talks prove unfruitful, then we will move to arbitration,” Mr. Chand said.

The GAWU Head added that the conditionalities will pave the way for field and factory workers to return to work, while the issue at the root of the strike is being addressed, simultaneously.

“I am satisfied that we reached a position of compromise,” he said.

Chand stated too that the planned one-day strike action at Blairmont Estate is not expected to proceed in light of the agreement. Also, Albion sugar estate workers had staged a one-day strike on Tuesday, in support of their colleagues at Skeldon.

PROBLEM The GAWU President, in an earlier comment, had explained that the strike stemmed from an alleged altercation between Estate Manager, Mr. Dave Kumar and Daniels, a

Covent Garden labourer remanded for allegedly stealing motorcycle TWENTY-four-year-old Anthony Peters, a labourer of Lot 108 Covent Garden, East Bank Demerara, yesterday appeared before Georgetown Magistrate Ann McLennan, charged with allegedly stealing a motorcycle.

The unrepresented Peters pleaded not guilty to the charge, which detailed that on Saturday, September 20, at North Road, Georgetown, he stole one X-Trail motorcycle valued at $380,000, property of Edmond James.

Informing the court that the stolen motorcycle was recovered at the Roti Hut in the possession of Peters, Police Prosecutor Gordon Mansfield opposed bail on grounds of the nature and prevalence of the offence.

Peters was remanded to prison until October 28, when the case would be called again.

He said the report he received is that last Friday, at around 11:30 pm, the estate manager, who had allegedly been consuming alcohol, was on his way to the Dock Mill, where a cane harvest had been offloading. Before he reached there, he met several workers and reportedly asked them to move. The allegation is that all the workers did not move immediately and the estate manger became incensed.

“The report we have is that the worker was verbally abused, he was cursed at, and there was a scuffle where the estate manger allegedly attempted to hit him,” Chand had said.

He added that the worker continued working, but was later informed that he was fired and escorted off the premises by the estate’s security personnel.

As a result, workers moved to strike action.

BLAME GAME Additionally, there has been some play at the blame game, with all the stakeholders taking hits as being responsible for the prevailing unease in the sugar belt.

While GAWU stood on the side of the Skeldon factory employee, GuySuCo had initially put their weight behind the Skeldon Estate Manager.

Yesterday, GuySuCo in a statement, said, “The type of behaviour that was displayed by Mr. Daniels is recognised by the Corporation as one that constitutes gross misconduct, and such behaviour is treated with summary dismissal; as a consequence Daniels was summarily dismissed last Saturday. “…the Corporation wishes to restate, as it did in a previous statement, that the Estate Manager in his usual night visits to the factory and mill dock met a group of workers that included Steven Daniels who were malingering in the vicinity of the mill dock and cautioned them to report to their respective work stations. On being cautioned by the Manager, Daniels became abusive and was calmly advised by the Manager to heed his advice and report to his work station. Daniels subsequently retaliated and approached the Estate Manager in a hostile manner, and in the process struck the Manager in his face. The incident was witnessed by the Agriculture Manager and a Supernumerary Constable, all of whom testified that the Estate Manager was not intoxicated nor was he aggressive and abusive to Daniels.”

Despite the variations in the stories, the involved parties have agreed to meet to discuss the problem.

Also, the Federation of Independent Trade Unions of Guyana (FITUG), disclosed that it has obtained “irrefutable evidence” that is contrary to GuySuCo’s statement. “Our information is that Daniels was not delinquent during his work engagement on the day of the incident,” the Union said in a statement issued yesterday.

FITUG IN SOLIDARITY The Union has also made clear that it stands by its affiliate, GAWU. “FITUG, after obtaining a full account of the incident between the Estate Manager and worker, Stephen Daniel, which occurred on the night of (Friday) September 19, 2014, has concluded that the decision to dismiss Daniel by the Estate Manager lacks propriety,” the body said.

According to the Union, the Estate Manager ought not to have determined any disciplinary action, given his personal involvement in the issue.

“The Corporation seems bent in upholding the Estate Manager’s untenable and rash decision at all costs,” FITUG bemoaned.

The Union contends that GuySuCo’s position is unfortunate considering that the Estate Manager’s conduct was the determining factor that led to the escalating strike actions at the different estates.

On that note, FITUG reiterated its position, to stand firmly behind GAWU, to have the present dispute settled without further delay in the interest of the industry, its workforce, the Corporation and the nation at large.

“FITUG urges the management of GuySuCo, working together with the recognised Union, GAWU, to ensure that the strike is ended forthwith. The industry can ill-afford such stoppages,” the Union appealed.

SECOND SUGAR CROP The escalating strike action is expected to affect the production for the second sugar crop.

The first crop was successful, surpassing the 75,000 tonnes target, bringing in about 80,000 tonnes. The overall target for 2014 has been moved from 216,000 tonnes to 219,000 tonnes. Sugar production came in at a dismal 186,500 tonnes for 2013, but Guyana has been taking steps to turn around the sugar industry and hopes to meet the 300,000 tonnes-target soon, with a projection that the sector will reach its 400,000-tonne goal by 2020.

Man remanded for chopping another for refusing request for cash CHIEF Magistrate Priya Sewnarine-Beharry yesterday committed an unrepresented Tony Marcus (no address given) to stand trial at the High Court for attempting to murder Etwaroo Narine on July 6 at McDoom, East Bank Demerara.

She informed him that a prima facie case had been made out against him for the indictable offence that alleged

that, on the day in question, he had chopped Narine with intent to commit murder.

The matter was prosecuted by Police Inspector Michael Grant, and six witnesses, inclusive of two police witnesses, had been called to testify on behalf of the prosecution.

Marcus will stand trial at the next practical sitting of the Demerara High Court.

Given the option to either

give a sworn or unsworn statement, or to remain silent, Marcus chose to remain silent.

However, with the assistance of Attorney-at-Law Mr. Paul Fung-a-Fat, the accused told the court that he wished to reserve his right to call his witnesses at the High Court.

On Marcus’s first appearance in court, on July 28 last, it was related that Narine had been drinking at a shop when Marcus asked him for money.

An argument ensued, and Marcus dealt Narine a chop to his shoulder. Narine ran away, but Marcus ran behind Narine and chopped him.

Police Prosecutor Bharat Mangru opposed the granting of bail to Marcus based on the seriousness of the offence, its prevalence, and the fact that Narine had been hospitalized. Marcus was therefore remanded to prison.

China’s Minister Whittaker plugs need for Market Health Management Committees Minister to visit Guyana

THE Ministry of Health has announced that the Honourable Dr. Li Bin, Minister of National Health & Family Planning Commission of the People’s Republic of China, will be visiting Guyana from 27 – 29 September, 2014.

This will be Minister Li Bin’s first visit to our country.

During her visit, Madam Li Bin and her delegation of four Chinese Government Officials will be meeting with Acting President Sam Hinds, visiting the Georgetown Public Hospital Corporation and the Linden Hospital Complex, and meeting with 14 members of the 11 Chinese Medical Brigade (CMB).

She will visit patients who benefited from activities of the 11th CMB. These include patients fully recovered from complex ophthalmic and laparoscopic surgical operations at the Georgetown Public Hospital Corporation and the Linden Hospital Complex.

They will, at the end of the talks, be expected to sign a Memorandum of Understanding which will formalise the outcome of their discussion.

Madam Li Bin has a PhD in Economics and was Governor of Anhui Province in February of 2012. In March 2013 she became the Minister and Party Secretary of the National Health & Family Planning Commission of China.

The Ministry of Health, on behalf of the Government of Guyana, welcomes Dr. Li Bin and wishes her a memorable and productive visit.

RECOGNISING the need for effective management of markets, Local Government and Regional Development Minister, Norman Whittaker has mounted a call for the activation of Market Management Committees (MMC).

He has also underscored the importance of markets to the development of communities and to providing quality services to residents.

It was then that the Minister made the call for “Market Management Committees to manage markets.” The committee, according to him, would include a total of seven representatives.

Minister “We want the Market ManNorman Whittaker agement Committee to ideally have three vendors,” Whittaker said, adding that the vendors will be elected by others in the market place and will be joined by four other representatives.

COMMITTEE OF SEVEN

The proposed committee of seven will also include four representatives to be drawn from the subject Ministry, Regional Democratic Councils, and Neighbourhood Democratic Councils.

Explaining the management structure further, the Minister said the representatives will be “one from the [Local Government] Ministry, two from the RDC and two from the NDC.” The body of seven will be led by a Chairman that “must be from the NDC.”

An important aspect of the committee’s functions, aside from the day-to-day management of the market, is management of a Market Fund. The Local Government Minister stressed that MMC “must have its own bank account.”

To ensure a transparent process, he said that the account, which is separate from the NDC’s account, will have “signatories”. “Two will come from the NDC” and the other proposed signatory would be the Regional Executive Officer.

The Minister disclosed that the need for MMCs “came out of a number of discussions” where it was uncovered that NDCs would ignore their obligation to collect rates and taxes thus placing a burden on revenue collected from markets.

Referring to NDCs burdening market funds, Whittaker referenced the Linden Town Council that some time ago was given approval to use monies from the market fund to “pay salaries”, which he said “should come from the general account.”

Moreover, he expressed concern over the deplorable conditions of markets at both Linden and Corriverton, although these establishments are key sources of revenue for those local government bodies.

The Local Government Minister noted that the call for MMCs show an urgent need for more investment to improve market infrastructure and other facilities.

A Market Management Committee was set up in the mining town of Bartica, Region 7 (Cuyuni-Mazaruni). This was confirmed by Interim Management Committee Chairman of the NDC, Mr. Ovid Benjamin, who commented that the market has been kept up to standard since the establishment of the committee.

He further noted that the collective effort of all the representatives has seen the Council responding promptly to concerns of infrastructural weaknesses raised by vendors.

The consultancy is aimed at improving the production and dissemination of the system of national accounts.

The overall objective of the project is to provide the

Specifically, the project seeks to build upon the support provided under the Ninth EDF by reinforcing the capacity of the National Statistical Offices (NSO’s) to produce key National Accounts Statistics consistent with international standards.

Today, representatives of the CARICOM Secretariat are expected to be discussing the project during a briefing session.

The consultancy will be conducted by GOPA Worldwide Consultants.

‘Cat-eyed boy’.

Barclay is said to have fatally stabbed ‘Man on the roof’ during a fight on 2nd September, 2012.

However, at the closure of the prosecution’s case on Monday after four witnesses had been called, defence counsel Mr. George Thomas elected to make a no-case submission in the absence of the jury.

The prosecution had disagreed that self-defence could be proper plead.

And Justice Diana Insanally, who heard the submissions and replies from both counsel yesterday, over-

ruled the submission and called on the accused for a defence.

Accused Alvin Barclay, a barber, began his defence with an unsworn statement from the dock in which he claimed that he had acted in self defence when his attacker, now deceased, was chasing him because he denied him the use of his electrical “drop-cord”.

Counsel on both sides will address the jury today.

The prosecution is alleging that the accused had used a scissors to commit the offence, an allegation which the defence denied.

OPR, CID call on independent witnesses to testify as probe begins

By Leroy Smith THE Guyana Police Force (GPF) continues to be placed between a rock and a hard place with respect to its efforts to regain public confidence and support while having to deal with isolated cases of police misconduct, misjudgment or incidents which attract public criticism during the execution of their duties.

The Guyana Chronicle was able to confirm Tuesday that although the GPF has distanced itself from allegations that a rank on a police patrol had deliberately shot Albuoystown resident Adrian Bishop on Saturday night, the Force has already commenced criminal and

internal investigations into the matter, to ascertain what really went wrong on the night in question.

Reliable sources within the GPF have related that the Police Office for Professional Responsibility (OPR) and the Criminal Investigation Department (CID) have commenced investigating the matter, and that statements have already been taken from persons who had been on that patrol as well as from the female CID rank who had made the report that the now deceased Bishop had abused her.

The Office for Professional Responsibility in particular is calling on independent witnesses who had been present when the incident

occurred and had therefore seen what had transpired to come forward and give statements to the GPF. The Chronicle was told that the GPF has decided to take this approach in its aim to ensure that the matter is properly investigated, without prejudice or any form of bias, hence the call to the public to be forthcoming with their statements.

RECAP Last Saturday night, a female police rank attached to the Criminal Investigation Department made contact with her colleagues to effect an arrest of her abusive boyfriend, who is no stranger to

the law, and was, up to the time of his death, on bail for armed robbery.

It is alleged that the police showed up and, without properly approaching Bishop, began assaulting him, while one of them cranked a gun and shot him then proclaimed that he did not know that the weapon would discharge a round.

The rank then reportedly made telephone contact with someone, informing that person that he had just killed a man; and shortly after, the patrol with policemen sped off to the hospital with Bishop, who was pronounced dead on arrival there.

The police have since claimed in a press release that Bishop had been shot

while attempting to relieve a rank of his service weapon during a scuffle, and that the weapon went off, causing him to be shot in the neck. That claim by the police has been refuted by persons who claimed to have been on the scene when the incident occurred.

Now that the police are seeking eyewitnesses to come forward and provide statements describing what they had witnessed, it is unclear whether the same persons who had told media operatives their version of the incident would respond to the GPF call to submit statements so that the police can properly investigate the matter.

So far, only one person has responded to the GPF

call, and that person’s statement has contradicted the statements given by the three police ranks who had been on the patrol, as well as what is contained in the release issued by the Guyana Police Force.

Persons attached to the Criminal Investigation Department have indicated that the now deceased Bishop had not been someone who would usually allow himself to be arrested easily, and on each occasion that he had a brush with the law, he had stoutly resisted the arresting ranks.

It was also stated that Bishop would, at times, stand in court and make accusations that arresting ranks had been abusive to him.

Lethem farmer to serve three years’ imprisonment - for narcotics possession

TWENTY-one-year-old Sydney Davis, a farmer of Waicahdai Village in Lethem, Region Eight, was on Monday sentenced to three years’ imprisonment and ordered to pay a fine of $30,000 on a narcotics charge to which the unrepresented man pleaded guilty.

Young mother remanded for allegedly trafficking in narcotics TWENTY-four-year-old Natasha Livingstone, a mother of one and of South Ruimveldt, Georgetown, was on Monday arraigned before Chief Magistrate Priya Sewnarine-Beharry on a trafficking in narcotics charge.

It is alleged that on September 19 at Mabaruma, Livingstone had in her possession 102 grammes of cannabis-sativa (marijuana) for the purpose of trafficking.

Attorney-at-Law Ms. Sandiford Thompson, representing Livingstone, told the court that on the day in question, her client had two bags in her possession. She explained that her client had gone to the washroom during a stop-and-search exercise, and upon returning to her luggage, was told of the offence and arrested and charged.

Counsel said her client has no knowledge of the narcotics, and further, the vehicle was a multiple-occupancy vehicle.

Counsel requested bail in a reasonable sum, stating that her client is presently pregnant and is not a flight risk. She added that her client has been a cook in the interior for about six or seven years, but will attend her trial.

Police Prosecutor Michael Grant opposed bail, telling the court that the search was conducted in the presence of the defendant. He opposed bail on the grounds of the nature and prevalence of the offence, and the fact that the defence’s reason cannot be considered as special reasons for bail to be granted.

Livingstone was remanded to prison, and the case was transferred to the Linden Court for October 14.

He was also charged with threatening language, assaulting a police officer, and resisting arrest, but Davis pleaded not guilty to threatening a police officer on August 15 at Karasabai Police Station.

The prosecution’s facts are that on the day in question, at about 09:00 hrs, the defendant went to the Karasabai Police Station to visit a friend who had been locked up. Being denied a visit, Davis allegedly told the police officer that he would shoot him with an arrow and bow, before running out of the station compound.

WADE Mentore, 46, of Lot 4 Rainbow City, Linden, appeared on Monday before Chief Magistrate Priya Sewnarine-Beharry charged with having in his possession 460 grammes of cannabis-sativa (marijuana) for the purpose of trafficking. The offence was allegedly committed on September 18 at Mogaria Hill Top Dam. Mentore, a miner, pleaded not guilty to the charge, but Police Prosecutor Michael Grant told the court that on the day in question, at about 15:00 hrs, police conducted a stop-andsearch exercise on the defendant, who was at the time driving a motorcycle, and found two parcels of the illegal substance in a blue shopping bag he was carrying. Ranks told him of the offence and arrested and charged him.

Prosecutor Grant opposed bail on grounds of the nature and prevalence of the offence, and the fact that no special reason for bail had been raised by the unrepresented defendant.

Mentore was remanded to prison and the case was transferred to the Linden Magistrate’s Court for October 14.

Davis was fined $10,000 for resisting arrest, but was remanded for threatening language and for assaulting a peace officer. The matters have been transferred before the Lethem Magistrate for a December 1 calling.

Son remanded for assaulting mother CHIEF Magistrate Priya Sewnarine-Beharry on Monday remanded to prison Yogesh Manilall (no address given) for wounding his mother.

Manlall pleaded not guilty to a charge detailing that, on September 18 at Robb Street, Georgetown, he unlawfully and maliciously wounded his mother, Surujdai Manilall.

Police Prosecutor Michael Grant told the court that the incident involving the virtual complainant (VC) and her son stemmed from a misunderstanding over money.

The court heard that on the day in question, the VC was at a business place when the defendant met her and asked for money. When she refused to give him the money he had requested, he picked up a bottle and dealt her lashes about her body, resulting in her receivng injuries. The matter was, however, reported to the police.

The prosecutor opposed bail on the grounds of the nature and gravity of the offence, and the defendant was remanded to prison to October 21, when he would make his appearance before Magistrate Geeta Chandan-Edmond.

M&CC garbage collection vehicles being repaired - to sustain clean-up programme UNDER the ‘Clean-up My Country’ Programme, garbage collection vehicles of the Mayor and City Council are being repaired with the understanding that the Council will take on the rightful task of sustaining the improved aesthetics and sanitation of Georgetown, by being more efficient and playing a more proactive role with the city’s Solid Waste Programme.

Under the Georgetown aspect of the “Clean-up My Country” programme, the Council was asked to submit a priority list of garbage collection vehicles which require repairs.

In addition, the Council was asked to present a maintenance and usage programme schedule to ensure that the repaired equipment will be fully optimised in 2015.

TRUCK HANDED OVER According to a media release from the ministry, one truck was completely rehabilitated and handed over to the acting Town Clerk Carol Sooba on behalf of the Council.

Primarily, most of the repairs on the vehicle were electrical in nature which

included repairs to the compactor cycle, the hydraulic system, removing the rear light assembly from the lower bottom of the back of the truck to the upper portion of the back of the truck.

One major problem which affected the truck was the heavy infestation of rodents and due to the truck not been washed regularly the electrical wiring of the truck was damaged.

While it is noted that the position of the lights at the back of the truck was designed that way, they were subject to frequent breakage due to handling of garbage receptacles in close proximity to the lights.

ATTEMPT AT SABOTAGE The release also said that Minister of Local Government and Regional Development Norman Whittaker candidly expressed the fear he feels and those of others that there is an attempt to sabotage the effort undertaken by the Ministry to assist the Council in keeping the city clean.

He said further that there is concern over measures being put in place to prevent the garbage collection

equipment from becoming fully operational to aid in the effective collection and transporting of solid waste accumulated in the capital city.

Minister Whittaker called on Sooba “to remain focused and be on the lookout for the “saboteurs” who are there to undermine the works of the Ministry.”

He also asked her “to make every effort to ensure that the work the Ministry sets out to do is accomplished.”

He further stated that, “the desire to fix some of the garbage collection vehicles will play an integral role in sustaining the development.

This truck is the first part of our effort to strengthen the M&CC capacity.”

Minister Whittaker concluded that it is the expectation that the council will appreciate the Ministry’s efforts as well as the inputs of the Town Clerk who made it possible for the vehicles to be repaired in spite of the challenges.

He then pledged his commitment to repair more of the council’s garbage collection vehicles which will be used to sustain the City’s Clean-up Programme.

Balwant Singh Hospital launches In Vitro Fertilisation service

By Navendra Seoraj THE Dr. Balwant Singh’s Hospital on Tuesday launched its In Vitro Fertilisation (IVF) programme, making it the first medical facility here to offer such a service.

According to Dr. Madhu Singh, the programme began in January of this year and the hospital was patiently awaiting the results in order to officially launch it.

The first IVF baby conceived in Guyana was birthed on the September 16, 2014.

Dr. Singh advised the public that both the mother and baby are doing well, and were discharged from the hospital on the 18th September 2014.

This proved that the process was successful and will now prove beneficial to couples that have tried simpler methods and failed to conceive.

Dr. Singh further stated that it is the only option for patients with low sperm counts, blocked fallopian tubes or prolonged, unexplained infertility.

It is also the only option for patients using donor sperm or donor eggs, as well as those women who have severe uterine problems or have lost their Uterus to surgery and wish to have a baby, these women can use surrogates to carry their babies.

The programme is also beneficial because, before the IVF programme was introduced by the Dr. Balwant Singh’s Hospital, the Guyanese patients had to travel to Trinidad and Barbados which entailed multiple visits, travelling and hotel expenses etc‌ She further stated that they have processed 56 patients so far in the IVF programme, but unfortunately the success rate around the world is 30-40%, IVF does not ever equal 100% as Dr. Singh said.

Dr. Singh stated that the cost to the patient per cycle of treatment is approximately equivalent to US$8000 due to the high cost of medications; and also because there are precise equipment that are needed in order to carry out this process.

Dr. Madhu Singh in her closing stated that they do not evaluate one person and that a couple is necessary for evaluation, because both male and females have to undergo various tests in order to begin the process.

Region 10 continues to enjoy Government’s investments in every sector - $900M water treatment plant currently under construction at Amelia’s Ward, Linden

MINISTER within the Ministry of Finance Mr. Juan Edghill, on Monday, met with residents of South Amelia’s Ward, Linden where he updated them on the progress of several contracts under the Health, Education and Sports sectors.

During the first meeting that was held at the South Amelia’s Ward Nursery School, Minister Edghill dispelled assertions by sections of society that Government has been neglecting Region Ten communities.

“We want to deal with this fabrication, this lie that is being peddled by some quarters that Linden is neglected by this government. I’m sure you would have heard that before, this mantra that is being sung and the sermon preached about Linden being neglected,” the minister declared.

Edghill then went into details of several developmental projects that are ongoing which will ultimately benefit and better the lives of residents in the region.

The minister first pointed out that the school where the meeting was held was constructed in 2006 under the current administration.

Highlighting other significant investments under the education sector, Edghill pointed to the works that are ongoing at the One Mile Primary School.

Already 57 percent of works to that structure that was destroyed by fire during the Linden unrest has been completed.

“We are spending $170 million for a school which was destroyed by fire. We are spending this money which could have gone to another investment; there

are communities that don’t have school, does this show neglect or a government that is working and is interested in the development of the people of Region 10?”

Works are ongoing at the Grady Primary School in Arima, Berbice River to the tune of $8.7M, and the works there are 80% completed, while the Pine Street Nursery is being extended at a cost of $4.2 M and that is 90% completed.

Further extension works are being carried out at the Amelia’s Ward Nursery school to the tune $6M and are 90% complete.

Out of the Linden area, works are ongoing at the teachers’ quarter at 58 Miles Mabura Road to the tune of $4.7M and with 40% of works already completed.

Cabinet had also given its approval for the construction of a sanitary block at Lichas Hall in Mac Kenzie to the tune $5.6, and works are ongoing at that facility.

HEALTH SECTOR PROJECTS Extension works are ongoing at the Upper Demerara Hospital in Wismar, to the tune of $6.3M and that is 40% complete, while the construction of a Health Centre at Christiansburg, Wismar is also being undertaken to the tune of $14.8 M, with 48% of the work completed.

In addition, only recently Cabinet approved the sum of $30M for the construction of a nurses’ hostel in Kwakwani.

PUBLIC SECTOR PROJECTS

Thus far for the year, in excess of $29M has been spent in the Region 10 communities on drainage, road and other infrastructure projects.

Works on revetment and erosion control structures are being carried out at Hymara to the tune of $4.7M with 90% of works already completed.

In addition, construction of revetment and land filling at the Wismar Market riverside are also being carried out at a cost of $10.2M and construction of revetment and land filling at Bamia are also being carried out at a cost of $10.5M .

Further, in excess of $900M has been spent to ensure the Amelia’s ward community gets potable water as the government has invested in a water treatment plant in the community.

In the area of sport, Edghill noted that significant amounts of money have been allocated for the rehabilitation of pavilions and other structures at playfields throughout central Linden.

The Silver Stars Sports Club has benefited from repair works to their fence, resurfacing of the basketball court area and grading of the football field, at a cost of $1M. The Retrieve Raiders Basketball club also benefited from repairs to their fence, installing of lights and the refurbishing of sanitary block, at a cost of $1M, while Blue Berry Hill CDC ground was upgraded and a goal post for a football facility installed at a cost of $1M. Several other clubs including the Linden Fund Trust, the Retrieve Sport complex, the Amelia’s Ward Youth and Sports Club, Wisrock Youth Group and the Silver City Vasco Football club among others all benefited from government’s interventions.

GDF Cessna crashes - no one injured

This is the Cessna 206, GDF 3, aircraft that crashed yesterday. The aircraft was sprayed over in different colours a few months ago.

THE Guyana Defence Force’s (GDF) Cessna 206, GDF 3, crashed upon landing, at approximately 13:50 hrs yesterday, at Camp Jaguar, New River – which is about 215 nautical miles from Georgetown. Fortunately, none of the four persons on board were injured.

A Board of Inquiry (BOI) has since been set up to investigate the circumstances surrounding the accident and is expected to travel to the location today.

The aircraft’s pilot was Captain Paul Dalgetty. Further details on the crash are expected to be provided on completion of the inquiry, according to the GDF.

Quintet implicated in break-in of strange vehicle granted bail TAXI drivers Rolex Johnson, 37, of Lot 11 Grove, East Bank Demerara; Leroy Lloyd, 35, of Bagotstown, East Bank Demerara; Kurt Kendall, 27, of Lot 474 Non Pareil, East Coast Demerara; Collin Goodrich, 47, of Lot 6 Mahaicony, ECD; and Chetram Suknandan, 35, of Lot 135 Grove Squatting Area, East Bank Demerara all appeared in Georgetown Magistrate Ann McLennan’s Court to answer a charge of attempting to break and enter vehicle # GMM 575, owned by Navindra Latchman, to steal its contents.

Their charge detailed that on Monday, September 22, at Church Street, Georgetown, Latchman, having withdrawn money from a bank, subsequently parked his vehicle on Church Street with the money in the vehicle.

He was inside an insurance agency when the number one defendant, Johnson, was seen attempting to enter Latchman’s vehicle whilst Lloyd, Kendall Goodrich and Suknandan were found sitting in a waiting car. An alarm was raised and they were all arrested and taken to the station.

Represented by attorneys-at-law Messrs. Mark Conway and Patrice Henry, the men pleaded not guilty to the offence; and Police Prosecutor Gordon Mansfield did not object to bail, but asked that surety should be in a substantial amount, and that the quintet be made to report to the Brickdam Police Station every Friday at 16:00 hrs.

Defence counsels opposed the prosecutor’s stipulations, stating that it was not safe for their clients to so report when they are all working.

Each member of the quintet was granted bail in the sum of $160,000, and the case was put down to October 28 for recall.

GDF commences last recruitment course for 2014 with 283 recruits THE Guyana Defence Force (GDF) has reported that 283 recruits have started the Basic Recruit Training course at the Colonel John Clarke Military School at Tacama and Base Seweyo from Friday last.

A GDF press release said 200 recruits will undergo training in Tacama, while the remainder will be trained at Base Seweyo.

The GDF release describes the Basic Recruit Course (BRC) as providing induction training for entrants at the Ordinary Rank level. It is intended to produce fit, obedient, loyal and disciplined soldiers who possess high standards of skill and marksmanship abilities.

The release said that soldiers from the last batch of recruits had completed training on June 20, 2014, and have already been attached to units across the GDF. Like that batch, the recruits currently in Seweyo would, upon successful completion of the 10 weeks of rigorous training, be posted to the technical and specialist units of the GDF. The GDF release noted that this is the last course for 2014. The next recruitment course would be assembled in March 2015; and again, the Force is anticipating giving young, able-bodied males and females an opportunity to serve Guyana and build a worthwhile career in the GDF.

He added, “I think most of the guys want to do well

in November and we want to have the best team to represent Guyana and Sunday’s event will give us that. I believe that it will be great and I encourage everyone to come out.”

Meanwhile, the GMR&SC president said that he’s unaware of the non-participation of former Caribbean Champion Mark Vieira and pointed out, though it’s a blow to the event there are enough events that will intrigue the thousands expected but the racing stalwart will be missed.

“I know people like seeing him race, but I think we’ll have enough rivalry on Sunday. I know Andrew King left to take care of a personal matter that he has

been putting off for a long time and if he returns on time, he’ll be racing but we have Keith Evelyn, Kevin Jeffrey and others in Group 4 who will be exciting to watch,” Carpenter said.

As it relates to crowd support, Carpenter pointed out, “I know we’re in tough economic times but we’re hoping our usual supporters and motor racing fans alike all come out and support us because the guys normally deliver on race day some exciting races. Also, September is a usually sunny month and we’ve been blessed with great weather so far and I know it will continue on to Sunday so people can come out and be entertained.”

Cook remains captain for 2015 World Cup OPENING batsman Alastair Cook will lead England at the 2015 World Cup in Australia and New Zealand, says national selector James Whitaker.

Several former players had called for Cook, 29, to be replaced following series defeats by Sri Lanka and India.

However, he will lead a 16-man squad to tour Sri Lanka for a seven-match, one-day series in November and December in preparation for the World Cup. All-rounder Ravi Bopara and batsman James Taylor will also tour Sri Lanka.

Asked if Cook being captain in Sri Lanka meant he would skipper the side at the World Cup in February and March, Whitaker told BBC Sport: “Yes. “He’s our exceptional leader, he has shown huge amounts of fortitude and resilience over the summer, and I’d like to make it perfectly clear we are 100% behind Alastair Cook as captain.

“We feel he is our best man to lead the team into the World Cup. He’s our number one batsman, he’s shown that in the past and he’ll show it again in the future.”

There is no room in the Sri Lanka touring squad for Yorkshire batsman Gary Ballance, while seamer Stuart Broad is missing as he continues his recovery from a knee operation.

“We know that Gary is an exceptional player,” said Whitaker. “We just felt, for Sri Lanka, James Taylor and Ravi Bopara will give us more flexibility in the middle order.

“We have spoken to Gary and a plan will be put in place for him to be in the best position possible to challenge for a World Cup place in the new year.”

Both Bopara, 29, and Taylor, who has played in two one-day internationals, missed out on the chastening 3-1 series defeat against India at the end of the international summer, but have earned recalls after successful seasons with their respective counties.

Atapattu takes over as Pakistan axe Younis for Sri Lanka head coach Australia one-day series

COLOMBO, Sri Lanka (Reuters) - Former captain Marvan Atapattu became Sri Lanka’s first full-time local coach in 15 years after he was put in charge of the national cricket team yesterday.

The executive committee of Sri Lanka Cricket (SLC) has “unanimously approved and appointed” Atapattu with immediate effect, the SLC said in a statement without revealing terms and tenure of the appointment some five months before next year’s 50-over World Cup in Australia and New Zealand.

Open resistance to black managers in English football - Roberts LONDON, England (Reuters) – There are now fewer black managers in English football than there were a year ago and they are finding it harder than ever to get jobs in football, according to former player Jason Roberts.

He claims there is “open resistance” from clubs to appoint black managers or those from ethnic minorities and it is time the government acted to stop the current system.

Roberts, who scored more than 150 goals in his 18-year playing career, told BBC Radio 5 Live he agreed with Gordon Taylor, the head of the Professional Footballers Association (PFA), that more must be done to increase the number of black managers.

“We have close to 30 percent BME (Black and Minority Ethnic) players yet we went into the season with no black managers,” Roberts said. “That is a shocking statistic and things are getting worse.

“Last season we had three or four black managers in the game. We went into this season with none.

“It has been about 30

years since black players were involved in the game en masse and I think we are now at the point where we have to go to the government and go open and public on this.”

Since the start of the season, Chris Powell has become manager of Championship side Huddersfield Town while Keith Curle has been appointed boss of League Two side Carlisle United in rare appointments of black managers.

ROONEY RULE Roberts said he was in favour of the Rooney Rule, which has had a big impact on the recruitment of black coaches in American football.

The rule, established in

2003, requires NFL teams to interview at least one black or minority ethnic candidate for the head coach’s position or a senior role that becomes available.

Before it was introduced, only seven ethnic minority coaches had held senior coaching jobs in the NFL but that has changed dramatically over the last decade.

“You can see the impact it has had,” said Roberts, 34, who played for Reading, West Bromwich Albion and Blackburn Rovers before retiring from football earlier this year due to injury.

“It isn’t a quota system, so it’s not the case that because we have 30 percent black players we have to have 30 per cent black managers.

KARACHI, Pakistan (Reuters) - Pakistan have axed senior batsman Younis Khan for next month’s one-day series against Australia in the United Arab Emirates as they announced their ODI and Twenty20 squads yesterday.

After a one-off T20 match on October 5, Pakistan will play Australia in three one-dayers over the following week before the first Test starts on October 22 in Dubai.

Younis, 36, was recalled to the side for the August ODI series in Sri Lanka and played in the first game before returning home due to the death of his nephew.

Younis, who has played 254 ODIs, had previously been sidelined by the selectors since March 2013.

“Younis has been dropped as part of a strategy to look forward to the future but the doors are not closed on him,” chief selector Moin Khan told a news conference.

“There is little time left before the World Cup so the selectors have decided to try out and give more exposure to the new and younger players,” he added.

Australia and New Zealand will host the World Cup from February 1 to -March 29 next year.

Younis, despite having an impressive batting average of 51 in 91 Tests, has not been as effective in ODIs, scoring 7 017 runs at an average of 31.

STILL HOPING But the batsman told reporters in Karachi he had not given up hope of playing at the World Cup. “I will do my best to force my way back into the ODI side. I have no plans to retire from this format as yet,” he added.

The selectors also ignored experienced pacer Umar Gul for the ODI and T20 squads and dropped left-arm spinner Zulfiqar Babar.

Khan said that while announcing the two squads the main thrust was on the World Cup “which is why we have focused on youngsters like Saad Nasim.”

Nasim, a leg-spinner-batsman, is the only uncapped player in the two squads.

“We have also recalled some young players like Umar Amin and Reza Hasan to bolster the squad, but this does not take anything away from the service Younis has given to the Pakistan team,” he added.

Pakistan have also recalled opener Ovais Zia for the T20 match after he last played against England in the same format in early 2012.

Umar Amin, 24, who has played four Tests, 14 ODIs and nine T20 matches, is a stylish left-hander who last played in a T20 in December 2013. Left-arm spinner Reza Hasan, 22, played seven T20 games in 2012 before being sidelined with a back injury.

GCA continues relationship with Banks Malta Supreme for U-13 tournament FOLLOWING their long-serving association with beverage manufacturing giant Banks DIH, the Roger Harper-steward Georgetown Cricket Association (GCA) yesterday continued that trend, this time through Banks Malta Supreme, who will be sponsoring the GCA’s Under-13 competition.

Eight teams, namely defending champions Demerara Cricket Club, Georgetown Cricket Club, Everest Cricket Club, Transport Sports Club, Gandhi Youth Organisation, Malteenoes Sports Club, Diplomats and Bel Air RUBiS will compete in the tournament which is expected to bowl off this Saturday, once venues are

available.

The tournament was launched yesterday at the sponsor’s Ruimveldt-based Sports Club where Harper said it was timely and highlighted the importance of the tournament. At the same time he thanked Banks DIH for its generosity.

“We had a fantastic tournament last year and we want to thank Banks for their support, as we look forward to building a long and fruitful relationship.

“With Banks support, the kids have been given the opportunity to showcase their talents as well as they have meaningful recreation so that they can go out there, expend some energy, learn different things including teamwork,

discipline and of course getting in the all-important exercise, so that they can develop healthy lifestyles,” Harper concluded.

Malta Supreme Brand Manager Clayton McKenzie said his company was delighted to be sponsoring the tournament for a second time, while they see the event as critical to the development of cricket in Georgetown and by extension Guyana.

“We have already seen the benefits in view of the fact that several players have gone on to represent the national Under-15 team.

Petra Organisation to launch lucrative COURTS Pee Wee U-11 football tournament today PETRA Organisation will today launch its lucrative ‘COURTS’ Pee Wee football tournament at its Main Street Georgetown head office.

The tournament, which caters for participants under the age of 11, will see the company invest over $2.8M towards the hosting of the competition.

The tournament will take a round-robin format, in-

volving 24 primary school teams and will be held at the Banks DIH Ground over the course of six weeks - Saturday October 4 to Saturday November 8.

Prizes will be awarded to the top four finishers along with individual incentives to the player adjudged the Most Valuable Player (MVP), Highest Goalscorer, Best Goalkeeper and to the Most Disciplined Team.

Barnwell, Khan put Demerara in command

THANKS to some penetrative medium-pace bowling from Christopher Barnwell, backed by spinners Raj Nannan and Amir Khan, Demerara placed themselves in a comfortable position at the end of the first day of their second-round fixture against the GCB Developmental XI yesterday, in this year’s Guyana Cricket Board senior Inter-county four-day tournament.

Winning the toss and opting to bat first, the GCB Developmental XI, who won their first-round encounter against Essequibo by six wickets, raced to 47 in seven overs, but were bowled out for 154 on the stroke of tea, with Barnwell taking 4 for 48 with Nannan (2 for 3) and Khan 2 for 46.

Asked to bat 41 overs before the schedule close of play, Demerara saw Robin Bacchus started in a belligerent fashion, with back-to-back boundaries off Kellon Carmichael, then repeating the same off Kemo Paul two overs later as they moved to 40 without loss.

The duo raced to 45 off 7.4 overs before Bacchus was caught by Paul at long-off off Jacobs for a boundary-studded 20 (5x4), while Rajendra Chandrika was given a life by Kemol Savory off the first ball he faced, as the diminutive wicketkeeper failed to execute the stumping cleanly.

They survived any further alarms up to the lunch break, which they took with their total reading 89 for 4, with David Latchaya, who foiled Barnwell’s hat-trick with backto-back boundaries to third man on 16 and Kemo Paul, 7.

With close to 40 minutes lost during the lunch session, created by the late arrival of lunch for the players and officials at both playing venues, the Developmental XI lost Paul (7) who was bowled by Barnwell at 90 for 5 when play got under way at Camp Road,.

Kemol Savory failed to trouble the scorers, as he was run-out by Khan’s direct hit from gully point at 95 for 6.

They crawled to 100 off 31 overs, after being 47 without loss from seven, early on in their innings.

GABA plans two more competitions for 2014 THE Guyana Amateur Boxing Association would be staging two more statutory competitions before bringing the curtain down on activity for 2014.

GABA president Steve Ninvalle yesterday confirmed that the National Open competition is scheduled to be held late next month while the Champion of Champions is to be held early December.

Fighters in the Open competition would be vying for honours over three days commencing on October 24 and finishing two days later. GABA has just come off a successful staging of the first of two DDL Under-16 tournaments.

“We are pleased with the level of activity achieved during 2014 and hopefully will surpass in 2015 when we will be fine-tuning preparations for the Olympics,” Ninvalle said. .

Several overseas-based Guyanese boxers, including Quincy `Biggy’ Small, the younger brother of former world cruiserweight champion Wayne `Big Truck’ Braithwaite, have signalled their intention to participate in the National Open.

Small, a 255-pound super heavyweight, was born in Guyana but left 12 years ago for the USA.

Despite the fall of wickets at the other end, Latchaya continued to be positive, playing an audacious square drive to Barnwell after lunch that sped away for four, while Yatesh Dhanpaul also got a boundary off Khan, pushing the score to 110 for 6.

The demise of Latchaya, lbw to Raj Nannan for 34 (66 balls, 5x4) at 120 for 8, followed by the wicket of Carmichael (0), saw Steven Sankar and Niall Smith frustrate Demerara for another 9.2 overs as they added 27 for the 10th wicket, with Sankar hitting Khan for six and four in one over, followed by a sweetly-timed drive off Barnwell for another four.

Sankar grew in confidence as his side passed the 150mark, celebrating same with another four, his third over extra cover off Barnwell, before Smith (4) was lbw to Khan to close off the innings and forcing an early tea break in the process.

All systems in place for successful GMR&SC Race of Champions – Carpenter

ST JOHN’S, Antigua (CMC) – Guyanese lefthander Leon Johnson is poised to play his first One-Day International in six years after being named in a 15-man West Indies squad for the oneday tour of India starting next month.

The 27-year-old Johnson is joined by fast bowler Jerome Taylor who has also been recalled after last playing an ODI four years ago.

Dwayne Bravo will captain the squad which will face India in five ODIs from October 8 to 20.

Johnson, on the fringe of selection for some time, made an impressive Test debut in the final match of the two-Test series against Bangladesh which ended earlier this month, gathering scores of 66 and 41.

He last played for West Indies in an ODI in a Tri-Nation tournament in Canada back in 2008 which involved Bermuda.
