Prudent management of forest, extractive sector will be high - as new Administration charts on agenda course to combat climate change WITH the realities of climate change becoming more evident, President David Granger said his Administration’s policy will be to chart a course that will protect all citizens from some of these realities. Speaking of the challenges of climate change, peculiar to Guyana, the President spoke of the management of the coastal zone and of the forest and extractive sectors. “As you know, much of the coast land of Guyana is below the level of the ocean… and as the ocean rises, there is evidence that the entire coastal zone is under threat.” It is for this reason seawalls were constructed along the coastland , even though those structures are under threat, as well. Accompanying that too, the President explained is the issue of drainage and irrigation which continues to be a major challenge.
“When the water comes on the land, it has to be removed, and the most efficient way of removing it is mechanical drainage, using pumps, and that too is a great challenge, because they are very expensive to operate.” While the cost is high, the President noted that it is important to remove excess water from the land, in an effort to bring relief to citizens. In addition, there will always be Guyana’s susceptibility to variations in climate, as the country has varying ecological and geographical zones, and thus the differences among the climate on the coastland, the hinterland and the forested zones. “For example, on the coastland, low and flat, the climate is slightly different from the hinterland and the forested mountainous areas, where the rainfall is very heavy in parts of the Amazonian rain forest.”
The Head of State went on to explain that in the Deep South region which is located closer to Brazil, there is a completely different landscape, that of savannahs which have mainly one lengthy spell of rainfall and another of drought. “When we speak of climate, we are speaking of a very complex geographical phenomenon, it is not one, and although we don’t have to experience the damage of hurricane, earthquake and volcano, up to a month ago there was drought, now there is a flood.” He added , “For example, timber, we cut down our trees, it can lead to all sorts
of environmental problems, desertification, and to the extent that there is mining, that could lead to contamination of our rivers.” These are other matters that are of great concern to the new administration the President stated, “because with change in climate, it means that eventually temperature could become hotter and higher, and life in Guyana can become less comfortable. We need the trees, the trees are the lungs of the earth.” Meanwhile, going forward, President Granger said his administration’s policy will be to chart a course that protects all citizens and
continue traditions as far as coastal zone management is concerned, improve sea defences and effectively manage drainage and irrigation networks. While the effects of climate change are not at an alarming rate at present, President Granger said their aim would be to prepare and protect citizens from a catastrophe such as the 2005 floods. Part of this administration's effort will also be to prevent the excessive cutting down of trees, and ensure reforestation in mining areas. Speaking of funding to address issues deriving from climate change, the President
said Guyana has benefitted from funding under the agreement with Norway. He explained that for the administration, the largest expenditure would be to deal with a catastrophic situation if the need arises to relocate coastlanders to inner land. Again, mention was made of the soon to be established Sovereign Wealth Fund which will also aid in combating the effects of climate change. “As we have mentioned before, profit from the extractive industry would be used in a Sovereign Wealth Fund so that our children will not have to face the ravages of poverty.”

AS government officials from A Partnership For National Unity (APNU) + Alliance For Change (APNU+AFC) settle in after their victory at the 2015 Regional and General Elections, several dignitaries have been paying courtesy calls on Guyana’s new President and Prime Minister. Yesterday, Charge’ d´Affaires of the United States Embassy, Bryan Hunt, paid a courtesy call on Prime Minister Moses Nagamootoo at his temporary office at the Office of Climate Change located in the Ministry of the Presidency. During the meeting, the two officials discussed several means of strengthening the bilateral relations between Guyana and the U.S. Hunt noted that it is his belief that there are great opportunities for the countries to strengthen their relationship, and continue to move forward, especially in some
key areas. “I think there is tremendous opportunity both in the economic sphere and in the government to government cooperation sphere, and development to find new means and new models, that we can
support the vision that Prime Minister Nagamootoo and President David Granger have laid out for their Government.” He added that it is clear that the vision of the new administration is very close to

that of the U.S.A for Guyana. This includes “a professional civil service, national unity, building bridges and taking all Guyanese forward.” Hunt added that it is his hope that the U.S. can partner with the APNU+AFC Government in making this a reality. Meanwhile, PM Nagamootoo described Hunt as a friend of the Guyanese people and reaffirmed the “close and fraternal bonds” with the government and people of the U.S.A. He said that he looks forward for their continued support and commitment in the future to aid in the transition. In addition, some of the areas to be addressed will be the professionalisation of the media and the public service in order to eliminate any traces of discrimination, bias, and unfairness with regard to public service employees and jobs in general. Sir Shridat calls on Guyana to arise as a model of good governance SIR Shridath Ramphal, a former Guyana Government Minister and Secretary General of the Commonwealth, during an address to Guyanese at the inauguration ceremony for Guyana’s eighth President, His Excellency David Granger, said this is a time for healing in Guyana, as he commended the spirit of unity that permeated the Independence Anniversary commemoration. Sir Ramphal, speaking at the inauguration ceremony on Tuesday at the Guyana National Stadium, noted that at Independence, all Guyanese aspired to Guyana’s worthy destiny to being one nation and one people, and this has been the case ever since. “We were one people then, and we have been ever since, save in our politics through which we sometimes deceive ourselves into believing that our motto of one people was false; it was not false and we must not let the vicissitudes of politics and the discord inherent in the democratic process diminish our oneness.” In the moment of transition, Sir Shridath said, it is the duty of all to work hard at destroying the myth of ‘otherness’ and cultivating by conscious effort a reality of oneness, which is Guyana’s historical birthright. Guyana, he said, is now on the cusp of a great future, even though Eldorado may have been a city of the mind, but the nation of one people is poised for greatness. “The quality of our human resources matches the richness of our natural resources, and in their fusion is our future.” However, he noted that in moving forward, there are great challenges ahead, both internal and external, which is why national unity must not be an empty slogan, but a living credo -an ethic of governance. “I congratulate the coalition of parties that has taken a courageous first step in this direction, and I praise our people who have answered the question, ‘do you want us together or apart?’ in a definitive way.” Sir Shridath added that for national unity, this is not the end of the journey, but the beginning of a journey that never ends, as the nation’s aspirations must not end nationally as Guyana is part of a larger family of the Caribbean Community. He lamented the fact that Guyana cannot be a model of
good governance at home if it does not acknowledge that vibrant Caribbean homeland and give leadership in occupying it together. He believes that all that is needed for national unity is

City councillors’ allowances slashed by Sooba restored after legal advice By Telesha Ramnarine LEGAL advice was sought in connection with acting Town Clerk, Carol Sooba’s slashing of councillors’ allowances and once again it has been established that she had no authority to do so. Consequently, a decision was taken on Monday to have all such funds restored. Sooba, over time, had reduced the allowances of councillors by as much as half for failing to attend the fortnightly statutory meetings, drawing bitter complaints from them. At the statutory meeting Monday, Georgetown Mayor Hamilton Green asked lawyer Robert Ramcharran to clarify the matter in the presence of everyone, including Sooba. The attorney then made it clear that Sooba had no authority on her own to cut allowances. “I’m certain the town clerk knows she of her own volition cannot take such a decision. She’s here to carry out the decisions of the council,” he said. Those in attendance then cheered loudly and tapped their feet in welcoming Ramcharran’s advice. The lawyer said that in his view, the advice was based on the relevant section of the Municipal and District Councils Act
which was clear and without ambiguity. He said payments should be made for expenses incurred during councillors’ execution of duties. EXPENSES INCURRED If, however, a councillor fails to attend meetings and no expenses are incurred, no allowances must be paid. If he performs other duties though, Deputy Mayor he must be paid, said RamPatricia Chase-Green charran. Councillor Llewellyn John offered that Sooba had no right to deduct the monies and that councillors could have performed duties other than attend the statutory meetings, such as attend other important meetings. According to Deputy Mayor Patricia Chase-Green, coun-
cillors in the past received $30,000, then $45,000 and when a request was made for it to be raised to $60,000, this was denied although it was catered for in the budget of 2012. Chase-Green said Sooba refused to increase the money and began slashing their already meagre sum with the help of the City Treasurer. She recalled that she had attended a meeting with former Minister of Local Government and Regional Development Norman Whittaker and yet her money was cut in half. Chase-Green had in the past written to Whittaker complaining that Sooba had abused her powers by reducing the allowances. The Deputy Mayor quoted the Municipal and District Councils Act, which states, in part: “The City Council may, in each year, with the approval of the minister, appropriate out of the funds of the Council, a sum to utilise for the remuneration of councillors other than travelling and subsistence expenses incurred in the course of duty and may, with such approval, determine what sum shall be payable to each councillor.” Just after this issue was dealt with last Monday, Sooba was ordered by the mayor to proceed on administrative leave.

Air strikes kill at least 80 in deadliest bombings of Yemen war
SAUDI-LED air strikes killed at least 80 people near Yemen’s border with Saudi Arabia and in the capital Sanaa on Wednesday, residents said, the deadliest day of bombing in over two months of war in Yemen. Iranian-backed Houthi rebels seized Sanaa last September and then thrust into central and south Yemen. Seeing the Houthi advance as a bridgehead for Iranian influence in the region, a Saudi-led coalition began air strikes on March 26 in a campaign to restore Yemeni President Abd-Rabbu Mansour Hadi to power. Wednesday’s air raids on the Bakeel al-Meer area in Hajjah province across Saudi Arabia’s border with Yemen killed at least 40 people, most of them civilians, local inhabitants said. Tribesmen aligned with the Houthis have been fighting Saudi ground forces in the area, and border clashes
in central Sanaa, the Houthirun state news agency Saba said, in an account confirmed by residents. “Around 40 people were martyred and more than 100 others were wounded, according to a preliminary toll, in bombing by the Saudi aggression’s planes on the Sabaaeen area in the capital Sanaa today,” the Saba dispatch said. They were informed over the weekend that the exam scripts were stolen from a vehicle, owned by an examiner. It is alleged that the vehicle was broken into and several items stolen, including the examination scripts, which is written up by students. TT Guardian was informed the vehicle belonged to lecturer Kristy Smith. Smith is a full-time employee at UWI and is in charge of the evening university, the evening administrator. She also teaches part-time. Speaking with the TT Guardian yesterday, a student, who wished not to be identified, described the situation as unfair. “We are caught in a hard place because preparing for exams at this level is already stressful, more than words can ever describe, and for us, who sat the exams felt that relief coming out of the examination room and now being told that we have to resit the

GOVT 3020 Power and Politics in Latin America is an undergraduate programme and falls under the Department of Political Science, which is headed by Dr Bishnu Ragoonath. The student said they were threatening to send a signed petition to UWI’s registrar demanding a full explanation. The examination was held last May 11. TT Guardian was informed a meeting was held by UWI officials subsequent to the incident to discuss and attempt to resolve the matter in accordance with the university’s regulations pertaining to lost examination scripts. In accordance with the regulations, the affected students were given three options. Firstly either, completing a substitute examination, the form to be authorised by the chairman of the Campus Committee on Examinations. That substitute examination has been scheduled for June 5 at 1 pm. The second option entails writing the next scheduled examination in the course, example, supplemental or repeat examination, abiding by the grade obtained in that exam. In a memo, sent by Jessie-Ann George, senior assistant registrar (examinations), with regards to the second
option, an examination will be offered in the summer examination session on a date to be identified. In the meeting, TT Guardian, was also informed that it was agreed that in the event candidates were unable to accede to the first option or sit the summer examination, they would be allowed to write the examination in the 2015/2016 Semester II Examination Sitting.

said. Warner added that his sole focus is now on the people of T&T and he will continue with his political life. “That is no longer my concern. My sole focus at this stage of my life is on the people of Trinidad and Tobago. I wish to advise the hundreds of thousands of persons who support the ILP that my commitment to them and to the people of Trinidad and Tobago is undaunted and can never be broken,” he said. He later posted a video to Facebook responding to the allegations. Several charged are officials of the Fédération Internationale de Football Association (FIFA), the organisation responsible for the regulation and promotion of soccer worldwide, as well as leading officials of other soccer governing bodies that operate under the FIFA umbrella. Warner is a former vice president of FIFA. In addition to senior soccer officials, the indictment also named sports-marketing executives from the United States and South America who are accused of pay-
ing more than $150 million in bribes and kickbacks in exchange for media deals associated with major soccer tournaments. The soccer officials charged are Jack Warner, Jeffrey Webb, Eduardo Li, Eugenio Figueredo, Julio Rocha, Costas Takkas, Rafael Esquivel, José Maria Marin and Nicolás Leoz. The Times said much of the U.S. enquiry was focused on the Concacaf region, which governs soccer in the North America, Central America and the Caribbean. The confederation’s Trinidadian former boss Warner was regularly dogged by accusations of corruption before he resigned in 2011, at which point FIFA terminated its investigations of him. The U.S. criminal case will allow courts to look into matters that in the past had been investigated mainly by FIFA’s own internal ethics committee, answerable to itself. U.S. law gives its courts broad powers to investigate crimes committed by foreigners on foreign soil if money passes through U.S. banks or other activity takes place there.

Words that wound cannot be retracted THERE is hardly anyone who has not allowed their emotions to explode and cause hurt, even to those whom they love. A heart-touching story that has gone viral is being circulated on social media sites, and there can be no greater example of a human episode of love extraordinaire – the kind of love that binds instead of breaks relationships. Ex Indian President Dr. Abdul Kalam says: “When I was a kid, my Mom cooked food for us. One night in particular, when she had made dinner ...after a long hard
day’s work, Mom placed a plate of ‘subzi’ and extremely burnt roti in front of my Dad. I was waiting to see if anyone noticed the burnt roti. But Dad just ate his roti and asked me how was my day at school. I don’t remember what I told him that night, but I do remember I heard Mom apologizing to Dad for the burnt roti. And I’ll never forget what he said: “Honey, I love burnt roti.” Later that night, I went to kiss Daddy good night and I asked him if he really liked his roti burnt. He wrapped me in
his arms & said: “Your momma put in a long hard day at work today and she was really tired. And besides... A burnt roti never hurts anyone but harsh words do!” “You know beta (son) - life is full of imperfect things... and imperfect people...” I’m not the best and am hardly good at anything! I forget birthdays and anniversaries just like everyone else. What I’ve learnt over the years is: to accept each other’s faults and choose to celebrate relationships” Life Is too short to wake up with regrets..
Love the people who treat you right and have compassion for the ones who don’t.” Maintaining relationships – at any level can be very difficult sometimes; but oh, so worthwhile to make that extra effort. Today, divorce rates are flying through the roof; at immeasurable cost to family structures, the offspring of those jeopardized unions, communities and society as a whole; because divorce and/or partnership breakups leave many casualties in the wake of those fatalities. The death of
any relationship leaves ineradicable scars. Many mothers’ hearts are torn asunder by cruel words uttered by an uncaring child; many fathers are made to feel worthless if they do not meet the expectations, despite utmost effort, of unappreciative offspring; but worse, there are the children – especially pre-adolescent and adolescents, who are denigrated and degraded by their peers, by teachers and other caregivers; and even by their own insensitive parents. These children most often grow up to become adults who are misfits in their individual environments because their functionality is often impaired due to innate
feelings of not measuring up, lack of self-confidence and self-worth. Words have power – to make or break a person; so as we embark on our day every morning,we need to assess our priorities: Do we build the esteem of those we meet along life’s journey, or do we break the spirit of someone? Money or power do not determine the greatness of a person, their treatment of their fellow human beings, or even dumb animals, are the primary factors that determine the parameters of their existence in societal equation and the human condition.

THERE are seven good reasons to select Shivnarine Chanderpaul for the Dominica and Jamaica test matches against Australia from June 3rd to June 15th 2015. Selector Clive Lloyd has said that he has seen a waning in Chanderpaul’s performance in recent tests. Yes, all the West Indies has seen this. Chanderpaul has performed poorly in the recent two test series against South Africa and England. But has he seen this cricketer’s current ICC ranking? Chanderpaul is ranked at number 12. There are two Australian batsmen ranked above him, Steve Smith at number 4 and David Warner at number 9. There is no other West Indian batsman ranked in the first 25.
This means that of all the batsmen in both Australia and the West Indies currently playing, Chanderpaul is the third highest ranked. In tests, he is third likely to equal or beat his current test average of 51.37; an average, of all the batsmen in both teams, only Steve Smith of Australia exceeds. Rank, however, is not form. Yet form is temporary, class always comes to the fore. The selectors have painted a picture of Chanderpaul as dead, down and out. And old. This is grossly unfair, if not cruel. The best, Brian Lara, Ricky Ponting, Sachin Tendulkar have had poor runs of form towards the end of their careers. But they always came back. This is because these batsmen pos-
sessed method, and craft. Has Chanderpaul’s method and craft deserted him? No. Is he running, fielding, catching like an old, worn man? No. Are his best shots and feet movement gone? No. And between now and June 15th, the end of the test series, is it likely that Chanderpaul will crumble like the proverbial Dorian Gray? Why has Chanderpaul been painted as begging for a spot? A spot to play in two final tests? A last chance? This is grossly dehumanizing. This cricketer does not have to beg for anything. He is his own man. He did what many others, and indeed our own governments and administrators, fail to do. He innovated. He has also utilized his own technology, privately, to improve his game. The selectors are behaving as if the issue is a contest between their good judgement and Chanderpaul’s stubbornness. O, how we loved Chanderpaul when he “stubbornly” resisted all test playing sides,
the most savage pace bowling attacks, and build up scores of 50 and 100. He has scored 66 test fifties and 30 test centuries. How many times has Chanderpaul’s “stubbornness” saved the day for us? Didn’t Chanderpaul “stubbornly” stay with West Indies test cricket, when others flew off to foreign lands to earn lucrative fortunes elsewhere? I thought for his “stubbornness” we called him Mr Reliable. The most dazzling trio of current West Indian cricketers are certainly Dwayne Bravo, Andre Russel and Kieron Pollard. Nobody could match the god-like majesty of Chris Gayle or Brian Lara. But Chanderpaul also inspires: his patience, diligence, discipline, craft. These are qualities, rare, in-
spirational, like gold dust in the current history of Caribbean existence. The tone of the tweets sent to Chanderpaul by selector Phil Simmons suggests that he wants to browbeat Chanderpaul out of cricketing existence. He is clearly pressuring Chanderpaul to retire when the batsman does not want to. This ungraciousness is being done to make the selectors, and perhaps the board, look good. But there is no need for this selector to worry. Aggregate record or not, Brian Lara will still remain uniquely great. PPP/C objections ‘not based on concrete evidence’ – GECOM Commissioner By Vanessa Narine CONCRETE evidence to support the People’s Progressive Party/ Civic (PPP/C) contention of irregularities in the electoral process was not provided to the Guyana Elections Commission (GECOM), according to one of its Commissioners, Mr Vincent Alexander. In a letter to the press, he said, “It is true that the PPP/C sought to question approximately 34 Statements of Poll (SoPs) in the case of District 4, but in no instance did they present original statements of polls as the basis for their contention. “They presented a spreadsheet, which purportedly reflected the statements of polls in the PPPC`s possession. In the specific case of District 4, they made those objections on Thursday through Friday (May 14 and 15) and were requested to produce the evidence by Saturday, May 16. They returned to the verification process on May 16 without the original Statements of Polls, thus leaving the RO with no alternative, but make the declaration since the objection was not based on concrete evidence.” Alexander’s letter follows a statement signed by three GECOM Commissioners – Mohamood Shaw, Athmaram Mangar and Sase Gunraj – who detailed several attempts to have a number of irregularities discovered in the electoral process addressed, attempts they contended proved futile. PROCESS EXPLAINED In detailing the process of a final declaration of election results, he explained that, “[Some] 2299 results were to be determined at the places of poll and documented on statements of poll, copies of which

were to be made available, immediately after the count, to the Presiding Officer, the Assistant Presiding Officer, the Counting Officer and the parties’ agents. Also, a copy was to be posted outside of the related polling station and enveloped copies sent to the Returning Officer (RO) via the Deputy Returning Officer and likewise a copy sent to the Chief Elections Officer (CEO), Mr Keith Lowenfield. “…two parallel counts were to be conducted: a count at the level of each RO, for the purpose of 10 district/regional/constituency declarations and a count by the Information Technology (IT) unit after the statements bound for the CEO would have been delivered to GECOM, signed off on by at least two present Commissioners and transmitted to IT for tabulation, after which they should have been transmitted to the CEO`s office for custodial purposes. “The CEO informed the Commission of his intention to conduct an independent tabulation, once the statements were delivered to his office, thus allowing him a comparator relative to the IT tabulation and the eventually submitted 10 declarations. The 10 declarations were to
be used as the bases for the CEO`s summative count; the calculation of the allocation of seats; and the presentation of a report to the Commission, for its approval, prior to the final declaration of results and allocation of seats. On these bases,Alexander refuted claims that there were material irregularities in the system. “I am verily informed that this process was followed and am unaware of any complaint in that regard, from any quarter. The most critical point to note is that the three most relevant authorities (ROs, the CEO and the parties) should have been in possession of the original and identical statements of poll,” he said.

PRIME Minister Moses Nagamootoo, in his capacity as Minister of Information, has assured staffers of the Guyana National Newspapers Limited (GNNL) that he will be playing a ‘big brother’ role in leading the resuscitation of the Chronicle newspapers to its rightful place as the leading newspaper in Guyana. During a meeting with GNNL staffers on Monday, the Prime Minister requested, in exchange, professionalism, objectivity, fairness and balance, as well as loyalty to the State and the moves to advance national unity, as opposed to partisan politics. In outlining his vision for the functioning of GNNL, he also made clear that there will be no ‘witch hunt’ against any staff member, adding that the aim is for a “new beginning” to be created in the interest of positive change. He also used the opportunity to reiterate his call for professionalism, not any move that will see the company’s product descend to a “party rag” or “propaganda rag” – rather a medium that is used to hold all leaders accountable, and humble, and to present the Guyanese people with the “fact” of the truth, not the “size” of the truth. “There is no place for people who want to use

On that note, he called for staffers to be service-oriented to the citizens of Guyana, adding that they are first citizens of Guyana, then supporters of one cause or another. The Prime Minister assured of support for all staffers who seek to defend their professionalism, calling on staffers to ensure that they are represented by their unions and professional associations – as is their right.
According to him, training is another area that will be a focus moving forward, and he hinted at the possibility of scholarships being made available to employees. “All employees have a responsibility,” he appealed, underscoring his commitment to positive changes. GNNL is a majority state owned company. Nagamootoo, last week, was sworn in as Prime Minister of the APNU+AFC coalition Government with responsibilities for Information and Chairman of the Cabinet. Haiti: US$50 million for Improved access to clean water and sanitation in cholera hot spots WASHINGTON: ABOUT 300,000 people from Haiti s cholera-affected rural areas and small towns will benefit from increased access to clean water and sanitation as a result of a US$ 50 million grant from the International Development Association (IDA) approved today by the Board of Directors of the World Bank. The Sustainable Rural and Small Towns Water and Sanitation project aims to save lives by preventing cholera and waterborne diseases in high prevalence zones, and strengthen the capacity of local agencies to deliver water and sanitation services in rural areas and small towns. Haiti has made progress in controlling the cholera epidemic since the 2010 outbreak, with reported case numbers decreasing from a monthly average of more than 30,000 in 2011 to about 2,200 cases per month in 2014. However, due to heavy rains, cases rose sharply in the first quarter of 2015, to a monthly average of 3,400 cases. While deaths from cholera and waterborne diseases declined last year and remain below one percent of cases, cholera resurgence remains a threat and water borne diseases are one of the leading causes of infant mortality in the country. We hear a lot in Haiti that Water is life. With this project we have an opportunity to make this a reality for hundreds of thousands of Haitians, said Benito Dumay, Director General of the National Water and Sanitation Directorate - DINEPA. This project supports the Government s 10-year Cholera Elimination Plan and aims to prevent thousands more Haitian children from dying from waterborne diseases .
Today s grant is part of an encompassing World Bank initiative which builds on the immediate emergency response after the outbreak in 2010 which benefited more than three million people through prevention education campaigns, training of community health workers and medical personnel, and direct treatment. It also complements cholera prevention and treatment efforts for US$ 20 million under an ongoing health project focused on epidemiological surveillance and treatment. The Bank is committed to mobilize donors and other partners to join forces in substantially improving water and sanitation coverage in Haiti, and strengthening health services. Despite much progress in Haiti s fight on cholera, too many people are still getting sick, mainly because they don t have access to clean water and sanitation systems. This is even more vital in rural areas where less than one in two Haitians have access to safe drinking water and only 16 percent have access to improved sanitation, said Mary Barton-Dock, World Bank Special Envoy. By improving water and sanitation coverage in these targeted areas, we are not only saving lives, but also helping reduce poverty and improve livelihood opportunities of these communities . The new project will target priority communes with high cholera incidence rates in the dry season. It will reinforce and complement the activities carried out by other local and international partners in the country, and will have an impact across the Island of Hispaniola and on the border with the
Dominican Republic, including bi-national markets. Among the concrete results to be achieved are: " 150,000 people will gain access to improved water sources through household connections and water kiosks; " 50,000 people will benefit from improved sanitation through community-led sanitation campaigns, hygiene promotion, and construction of latrines in schools, health centers, markets and other public spaces; " 100,000 people will benefit from small repairs and expansions; " A roadmap for universal access to water and sanitation by 2030 will be developed. " A regional surveillance system for pandemics will be designed with support from the Government of the Dominican Republic. This six-year project will be implemented by the National Water and Sanitation Directorate (DINEPA) under the Ministry of Public Works, Transport and Communications (MTPTC). The World Bank is working closely with development partners including the Inter-American Development Bank, the Government of Spain, the Pan-American Health Organization/World Health Organization (PAHO/WHO), the United Nations Children Fund (UNICEF) and the U.S. Center for Disease Control and Prevention (CDC).

- MMU head says comments could have ‘ignited raw emotionsd caused public disorder’ THE May report by the Guyana Elections Commission‘s (GECOM) Media Monitoring Unit (MMU) has concluded that the content of the programme “Wake Up Guyana” hosted
by Basil Bradshaw and broadcast on HBTV Channel 9, on Monday, May 11, 2015 (Elections Day), was in contravention of the principles of the Media Code of Conduct.
“The Media Monitoring Unit wishes to publicly register its dismay and disquiet in [this] relation to…the Unit found that the programme contravened many aspects of the 2015 Media Code of
Conduct (MCC), but more specifically the rule circumscribing the media’s coverage of political parties’ activities prior to, and on Voting Day,” said Lavern Pinto, the Unit’s Manager. According to her, the Code was pellucid in stating that, “…no coverage of any activity by the political parties shall take place for a period to begin 24 hours prior to the opening of polling stations on the day of polling. This ban will continue to the close of polling stations.” It was also noted by the Unit that the host made uninformed comments about rumoured incidents, which he never sought to verify before going public with the information. For example, Bradshaw said that he heard that at GoedFortuin, West Bank Demerara, “…somebody is distributing ID cards…” and, “…there is a problem on the East Coast of Demerara… some ballots are not being stamped… some ballots have six (6) digits at the top and five (5) at the bottom… “The Unit takes the position that the public announcement of the above statements by the host of the programme on the very day of the elections, without first validating their accuracy, was tantamount to deliberately trying to ignite raw emotions in a way that could have led
to the derailment of the elections through the eruption of public disorder. That this did not happen, the Unit feels, is testimony to the exercise of commonsense and prudence by our citizenry, in the face of such callous incitement,” Pinto said. Airing of footage of A Partnership for National Unity and the Alliance For Change (APNU+AFC) Rally held at Square of the Revolution, on Saturday, May 9, 2015, was also cited as a major breach of the Code. Further, the Unit found that the host’s selection and playing of two (2) tunes with political content highly critical of the PPP/C, was “distasteful” and a subtle form of electioneering. “It was, without doubt, the type of behaviour that confounds the universally hallowed rules governing media conduct on an election day. Moreover, there can be no excuse for the egregious parts of the programme that were allowed to be broadcast unedited, since it was the responsibility of the principal(s) of the Channel to inform their clients of the strictures of the MCC pertaining to programming prior to, during, and after elections day,” Pinto declared. Five other television channels – 2, 6, 11, 67 and 69 – were also cited for
breaching the Media Code of Conduct by airing politically related content during the 24-hour time frame, within which they were not supposed to do so. Additionally, the Unit reported that among the daily newspapers, radio stations and television programmes, negative and positive coverage of the political contenders varied, with some sections providing more coverage for one particular party that the other and vice versa. There were not notably objectionable observations made by MMU, other than Bradshaw’s breach of the Code of Conduct. The MMU’s May report is the final report relative to the 2015 elections period. However, the MMU is expected to produce another report that addresses post-elections coverage by media entities. Sacking of Shiv Chanderpaul is distressing Minister Roopnaraine – manner of his going does no justice to the manner of his performance Minister of Education with responsibility for Sport, Dr. Rupert Roopnaraine has described the ‘sacking’ of veteran Guyanese batsman Shivnarine Chanderpaul from the West Indies cricket squad as ‘distressing’. “The manner of his going, really does no justice to the manner of his performance over the years, and what he has meant to us,” Minister Roopnaraine said of the un-ceremonial and abrupt end to the cricketing career of Chanderpaul, who spent over two decades playing for the West Indies. “I think that the response of the Guyana Cricket Board was heartedly robust. It clearly is a decision that we in Guyana feel distressed about. Chanderpaul has for so long been a titan on the cricketing scene in the Caribbean and it is difficult right now to even imagine a West Indian team without Chanderpaul,” Minister Roopnaraine said. "…we recognise, we notice in his last two series that he has not been himself, he has scored less than he normally does, he has been far less reliable, people were getting him out, which was always a great feat when he is playing well,” Minister Roopnaraine acknowledged. The Minister, who has responsibility for Sport, noted, however, that if the West Indies selectors felt that Chanderpaul

You want to pick your best team to play against Australia, and beat them if you can, at the moment on his current form, he doesn’t make it, but my own feeling is that he should have been sent off on the twilight really in a far more dignified way that pays tribute to what he has contributed,” he said. “What he has contributed has just been gigantic and that should have been acknowledged, recognised and dealt with appropriately. It has not been dealt with appropriately,” he added. Shivnarine Chanderpaul, 40, was unexpectedly dropped from the West Indies squad for the upcoming home series
against Australia. Chanderpaul has 11867 runs to his name, including 30 centuries and 66 fifties in 164 Tests. He is also just 86 runs short of Brian Lara’s record for the most ever Test runs for West Indies. Brian Lara himself has berated the West Indies selectors and the WICB for seeking to deny Chanderpaul the chance of a final Test series against Australia and a fitting farewell from the world of cricket. “This has absolutely nothing to do with
runs or number,” Lara told the Trinidad and Tobago Guardian. “It has to do with respect and Chanderpaul has earned the right to say goodbye in an acceptable way. In fact, he should be allowed to do it in his own way.” Lara also contrasted Chanderpaul’s fate with that of retired veteran Indian batsmen Sachin Tendulkar, who was granted a specially scheduled Test series at home against West Indies to end his glorious career.

Woman killed, several injured in West Berbice bus crash - passengers were going to Independence Day event
The deceased: Mrs Lucking Elizabeth Rodney, aka Julie. By Clifford Stanley A 54-year-old housewife and mother of five died and several others were injured when a minibus in which they were travelling from Berbice to the Guyana National Stadium for the inauguration of President David Granger toppled several times on the highway at Seafield Village, West Coast Berbice on Tuesday. The dead woman was identified as Lucking Rodney, also known as Julie, of Lot 7 Golden Grove Village, West Coast Berbice. The accident occurred around 15:00 hrs and the injured included a toddler who was said to be in a critical condition. The Chronicle was informed that the passengers, all residents from around the Golden Grove to No.28 Village area in West Berbice had hired the vehicle to travel to the National Stadium to attend the inauguration ceremony of President David Granger. Reports are that the vehicle was travelling west through Seafield Village on the southern side of the road when the left front wheel ‘blew out’, causing the driver to lose control. The vehicle toppled several times before resting against a fence of a house on the northern side of the roadway. Mrs. Rodney who was seated behind the conductor’s seat suffered a severe gash to her neck. She was taken out of the vehicle and rushed to the Fort Wellington Hospital where she was pronounced dead on arrival. A few of the passengers who were also rushed to that hospital were treated and sent away but some with severe injuries were transferred to the Georgetown Public Hospital late Tuesday afternoon. The dead woman is survived by five adult children and her husband Jonathan Rodney. The driver of the vehicle who is said to be her nephew was taken into custody and was up to yesterday afternoon assisting the police with their investigations into the fatal accident.

Man loses money bag after leaving city bank PERSAUD Singh was up to late yesterday counting his losses while his wife was thanking her lucky stars and being grateful for being alive. The couple were on Wednesday afternoon robbed of $800,000 moments after they left the Demerara Bank on Camp Street and South Road in Georgetown. According to information reaching the Guyana Chronicle, the man withdrew the cash to conduct business transactions, as he was preparing to leave the country this coming weekend. Singh stated that after exiting the bank, he and his wife went to get something to eat while the cash was still in the vehicle. After eating, the two then left for the GT&T Blackberry office on Brickdam. The man explained that when they reached the Blackberry Store, he went inside to purchase a mobile phone. After he exited the store and was seated in his car a gun-toting bandit came up to the driver’s side of the vehicle, opened the door to the car and demanded that he hand over the money. Singh said he complied and handed over the cash, as one of the bandits also discharged a round shattering the left side of windscreen, close to where his wife was seated. The police were immediately informed of the robbery and were busy searching the area for clues and evidence. Over the years, there have been an increase in the number of CG motorcycles being used to carry out robberies and various other offences.
Mechanic put on $125,000 bail for wounding charge A MECHANIC was yesterday placed on $125,000 bail by Chief Magistrate Priya Sewnarine-Beharry after answering to a wounding charge. Claude Couchman, 27, of Lot 442 Caneville Grove, East Bank Demerara, pleaded not guilty to the charge when it was read to him. Details of the matter alleged that on Sunday, May 25 at Winipuru Backdam, Konawaruk River, he unlawfully and maliciously wounded Roger Defendant Gonsalves, with intent to Claude Couchman maim disfigure or cause him harm. The prosecution’s facts against the unrepresented man were not revealed to the court and no objection was raised by the prosecution for bail. Subsequently, statements were ordered to be filed and the matter was transferred to Mahdia Magistrate’s Court for July 13.

Squatters can face prosecution - CHPA THE Central Housing and Planning Authority (CHPA) has warned that squatting is illegal and persons can be prosecuted. It is therefore urging persons to apply to the Authority for house lots. In a release issued yesterday, the CHPA pointed out that it has been observed that large groups of persons have been demarcating vacant lands from Diamond Housing Scheme, East Bank Demerara, to Bush Lot, West Coast Berbice, for the purpose of squatting, under the pretext that President David Granger instructed this. The release pointed out that “squatting is an illegal act that would not be condoned by the Government of Guyana.” The CHPA added that lands squatted on after January 1, 1998, would not be regularised. It added that persons attempting to occupy those lands would not have the opportunity to legally own the lands. In addition, they may be liable for prosecution under the relevant Act. While pointing out that all Guyanese deserve a good life, the CHPA also noted that with Government’s wanting to assure all Guyanese of fair and equitable access to lands, interested persons should apply to the authority for house lots. According to reports reaching the CHPA, persons began demarcating plots on May 15, 2015, one day before President Granger was sworn in as President of Guyana. The release added that over the weekend of May 16 and 17, 2015, that systematic land grabbing activities intensified. The most sought area for land grabbers is behind Diamond Housing Scheme, where there is empty land. CHPA has since placed a sign on the open space, notifying the public that trespassers will be prosecuted. Land grabbers have also targeted government reserves, leased lands and plots, earmarked for playgrounds and schools. The targeted areas include Sophia, Mon Repos, Enmore, Haslington, Nabaclis, Hope Experiment, and Bush Lot. Officers of CHPA will be closely monitoring these areas to ensure persons do not unlawfully occupy the lands. A Partnership for National Unity/Alliance For Change Government (APNU+AFC) has urged persons not to be misled into committing unlawful acts. Guyanese will be given fair and equitable access to land under the Government’s land distribution policy. As such, CHPA is requesting persons to desist from squatting and have patience as government implements its policy.

GGI Commences mill commissioning crushing circuit is projected to be completed in the third calendar quarter of 2015. Initial open pit mining at Rory’s Knoll has defined the pit outline with excavation below river level with no in-flow of water, as expected. The Project is tracking on budget with US$52 million available as an overrun facility, if needed, GGI expects to produce between 30,000 ounces to 50,000 ounces of gold in 2015 and approximately 120,000 ounces to 140,000 ounces of gold in 2016.

GUYANA Goldfields Inc. yesterday said that the Company has passed a major milestone towards initial production of gold with the commencement of the commissioning of its gold processing plant earlier this week. The Company disclosed that it has commenced the commissioning of its semi autonomous grinding (SAG) mill, its power plant generators and the water and air support systems and as a result the Aurora Gold Project remains on track for projected initial gold production in mid-2015. “The commissioning of the mill circuit is a major milestone which we’ve been able to deliver on schedule and brings us one step closer to initial production,” Scott A. Caldwell, President & Chief Executive Officer disclosed. “GGI is on track to startup the gravity gold and saprolite production circuits for mid-2015 which would allow for earlier gold production (pre-commercial production) through the processing plant. At this stage in the game, we are so close to production that it has eliminated a large portion of capital over-spending risk. Our next focus is producing ounces at or above our target for 2015 gold production and join the ranks of producers.” He added: “I am proud of what our team has accomplished in just a little over a year. The energy at site is vibrant and I would like to thank all our employees and contractors for their dedication and excellent work.” Caldwell disclosed that the GGI will continue the commissioning phase during the second quarter of this year and is in the process of completing the remaining piping, electrical and surface conveyor construction. Caldwell disclosed that the Company is currently operating at peak construction and manpower levels with over 1,000 personnel at site. Overall, project construction is approximately 85% complete. The mining fleet is fully operational and all materials required for construction are on site. All surface and on-site construction and bulk earthworks are completed except for the river dike and runway
expansion. The operational readiness team has been hired and is undergoing initial training. GGI, Caldwell disclosed, has approximately US$44 million (as at March 31, 2015) of capital expenditures remaining to projected initial production, while the total initial development costs for all facilities as well as mining equipment, owner’s costs, indirect costs, etc., remains forecasted to be US$249 million. World football rocked by U.S., Swiss arrests of officials for graft

ZURICH/NEW YORK, (Reuters) - The world’s most popular sport was plunged into turmoil yesterday as seven powerful football figures were arrested on U.S. corruption charges and faced extradition from Switzerland, whose authorities also announced a criminal investigation into the awarding of the next two World Cups. The arrests of the senior FIFA officials in a morning raid at a five-star Zurich hotel mark an unprecedented blow against football’s powerful governing body, which for years has been dogged by allegations of corruption but always escaped major criminal cases. disclosed and illegal payments, kickbacks, and bribes became a way of doing business at FIFA.” Separate from the U.S. investigation, Swiss prosecutors said they had opened their own criminal proceedings against unidentified people on suspicion of mismanagement and money-laundering related to the awarding of rights to host the 2018 World Cup in Russia and the 2022 event in Qatar. U.S. Attorney General Loretta Lynch told reporters at a news conference in New York her office did not want to impede the 2018 and 2022 World Cups but looked forward to working with Swiss authorities investigating the award of the tournaments. “ F I FA h a s a l o t o f soul-searching to do,” she said. One of those indicted, former FIFA vice-president Jack Warner of Trinidad, solicited $10 million in bribes from the South African government to host the 2010 World Cup, the Justice Department said. Warner directed a number of co-conspirators to arrange the payment, which was eventually sent from a FIFA account in Switzerland to a Bank of America account in New York that Warner controlled, the indictment said. Warner, former FIFA vice-president and executive committee member of CONCACAF (Confederation of North, Central America, Caribbean Association Football), said in a statement that he was innocent of any charges. The United States took jurisdiction of the case in part because the Internal Revenue Service and the FBI secured the cooperation of U.S. citizen Chuck Blazer, a former top FIFA official, who U.S. officials said had not paid taxes for years. Another person charged is Jeffrey Webb, head of CONCACAF, based in Miami. Early Wednesday, FBI agents carrying bags and boxes to execute a search warrant went into the group’s office in Miami Beach. City borough represent “the beginning of our effort, not the end.” GUILTY PLEAS In addition to Blazer, 70, others who pleaded guilty were José Hawilla, 71, owner of the Traffic Group, a sports marketing firm founded in Brazil, and two of his companies; Daryan Warner, 46, and Daryll Warner, 40, sons of Jack Warner. “It is clear that the case is based in large part on some cooperating insiders who have already pleaded guilty,” said Miami lawyer David Weinstein, former prosecutor. The FIFA officials appeared to have walked into a trap set by U.S. and Swiss authorities. The arrests were made at dawn at a plush Zurich hotel, the Baur au Lac, where FIFA officials are staying before the vote. Suites at the hotel cost up to $4 000 a night. FIFA called the arrests a “difficult moment” but said Blatter would seek another term as FIFA head as planned and the upcoming World Cups would go ahead as intended. The arrests could have implications for sponsorship. German sportswear company Adidas, long associated with FIFA, said the football body should do more to establish transparent compliance standards. Anheuser-Busch InBev ABI.BR, whose Budweiser brand is a sponsor of the 2018 World Cup, said yesterday that it is closely monitoring developments at FIFA. Data and documents were seized from computers at FIFA’s Zurich headquarters, the Swiss prosecutors said. Officials said that following the arrests, accounts at several banks in Switzerland had been blocked. The U.S. Department of Justice named those arrested in Zurich as: Webb, Eduardo Li, Julio Rocha, Costas Takkas, Eugenio Figueredo, Rafael Esquivel and José Maria Marin. The DoJ said the defendants included U.S. and South American sports marketing executives said to have paid and agreed to pay “well over $150 million in bribes and kickbacks to obtain lucrative media and marketing rights to international football
tournaments”. Lynch said in a statement that the charges span “at least two generations of football officials who, as alleged, have abused their positions of trust to acquire millions of dollars in bribes and kickbacks.”
BILLIONS OF DOLLARS The international governing body of football collects billions of dollars in revenue, mostly from sponsorship and television rights for World Cups. It has been dogged by reports of corruption which it says it investigates itself. “The chickens are finally coming home to roost and this sounds like a hugely significant development for FIFA,” said Damian Collins, a British member of parliament who founded the reform group New FIFA Now. “It proves that Sepp Blatter’s promises over the last few years to look into corruption at FIFA have not materialised and because he has totally failed to do this, it has been left to an outside law enforcement agency to do the job and take action.” FIFA’s decision to award the World Cup to Qatar, a tiny desert country with no domestic tradition of football, was heavily criticised by football officials in Western countries. FIFA was forced to acknowledge that it is too hot to play football there in the summer when the tournament is traditionally held, forcing schedules around the globe to be rewritten to move the event. Qatar ’s stock market fell sharply as news of the Swiss investigation emerged. A Russian official said his country would still host the 2018 World Cup. The Russian Foreign Ministry said that the arrests were “another case of the illegal extraterritorial application of U.S. laws.” Three years ago FIFA hired a former U.S. prosecutor to examine allegations of bribery over the awarding of the World Cups to Qatar and Russia. However, last year it refused to publish his report, releasing only a summary in which it said there were no major irregularities. The investigator quit, saying his report had been mischaracterised.

One thing has nothing to do with the other.” AMIABLE IMPRESSION Blatter comes across as an amiable character with eccentric ideas about football but he has shown in the past that he possesses a ruthless instinct for survival and extraordinary political nous. In 2001, FIFA faced potential financial ruin following the collapse of its marketing partner ISL/ ISMM and Blatter was subjected to intense pressure to reveal details of FIFA finances. He recovered from that obstacle and today his federation boasts reserves of more than $1 billion. Blatter faced further troubles in 2002 when FIFA’s then secretary general Michel Zen-Ruffinen claimed Blatter’s 1998 election victory was based on bribery and corruption.
Blatter threatened legal action but never followed up the threat and when he beat Issa Hayatou of Cameroon by 139 votes to 56 in that year’s election, Zen-Ruffinen was soon out of a job. Four years ago, he was elected unopposed after his only rival, Mohamed bin Hamman, was investigated in a cash-for-votes scandal and forced to withdraw. Blatter has mastered the FIFA electoral system where the 209 member associations hold one vote each, meaning that tiny American Samoa holds the same voting rights as football powers like Brazil or Germany. FIFA distributes revenue equally among its 209 members, a policy which helped the likes of Cape Verde to reach the African Nations Cup quarter-finals in 2013 and Costa Rica the World Cup quarter-finals last year. Only Europe, which holds 53 votes, has pledged to vote against Blatter and, although some other associations may break ranks, those would be unlikely to result in more than a small dent in Blatter’s majority. Outside Europe, federations see Blatter as the force which keeps the game truly global in the face of the
growing financial power of a handful of elite European clubs and leagues. “He understands the cultures of different parts of the world that make up FIFA, so it is no coincidence that most of the members would vote for him,” said Michel D’Hooge, 68, the honorary president of the Belgian FA and a FIFA executive committee member since 1988, told Reuters in August. ”Of course, you can say that they feel good because they receive a lot of money and grants from FIFA - that is his political behaviour.” Blatter, who has repeatedly said that he does not choose his executive committee, was said to be carrying on as usual yesterday, and getting ready for tomorrow’s election. “He is focused on the Congress and, for everybody involved, the stress factor is a little higher today than yesterday, but he is quite relaxed that he is not involved,” said de Gregorio. “He will accept what will happen.” “He is not dancing in his office, but he is very calm, he is fully cooperative with everybody. ELTON `The Real Coolie Bully’ Dharry became the World Boxing Council (WBC) Caribbean Boxing Federation (CABOFE) bantamweight champion after stopping compatriot Dexter Marques at the Cliff Anderson Sports Hall. The fight was staged on May 28, 2011 and the USAbased Dharry put Marques to sleep with one minute left in the seventh round. Marques entered the ring with a record of 8-1, and has not been defeated since. On the other hand, Dharry has improved leaps and bounds and is undefeated in 15 fights dating back to 2009. He commenced fighting as a professional in December 2004 and won his first two fights. The third ended in a draw. Dharry then lost four consecutive bouts and looked on the verge of calling it quits. Last December he added the International Boxing Federation (IBF) Inter-Continental title to his treasure chest and is on the road to a world title. IT WAS not unusual for featherweight Clifford Matthew Anderson to have two fights in one month. He had done that countless times in a career that spanned 13 years. In May 1946 Anderson fought Theo Medina and Sammy Reynolds respectively. The battle with Reynolds occurred on May 28 at the Assembly Room in Kent, England and Anderson won the 10-rounder on points. Anderson had joined the pro ranks in 1940 and twice fought for Commonwealth titles. In his last nine fights the famed Guyanese lost six times and the master of the game bowed out in 1953. The master of the ring mustered only two victories from April 1952 to May of the following year when he had his last contest. Anderson was born in New Amsterdam, Berbice. He had his first seven bouts in Guyana before moving to England. The legend died in December 1998 and the National Sports Hall was renamed in his honour. He secured 49 victories, 28 defeats and 11 drawn battles in a stellar career.

New Three-Stage champion to be crowned this year By Michael DaSilva A NEW champion will be crowned this year when national cycle coach Hassan Mohamed runs off the 33rd edition of the Annual Independence Cycle Road Race on Saturday and Sunday. The defending champion is Team Coco’s Darren Matthews of Barbados who won the overall event in six hours 53 minutes 18 seconds. However, Matthews might not be here to defend his title as he was in the United States of America as recently as Monday, where he participated in the annual `Tour of Somerville Cycling Classic’. the Independence event. It was originally planned for May 16 and 17, but because of the post-election period when tension was high, the organiser Hassan Mohamed decided against staging the event then. So this meant that Matthews and other foreign cyclists probably had to change their schedules, so the usual regional and international cyclists who look forward to the race might be a no-show this year, leaving an opportunity open for a local rider to occupy the top of the podium. Lara hits out over ‘despicable’ treatment of Chanderpaul WEST Indies batting great Brian Lara has hit out at the country’s cricket board for its “despicable” treatment of Shivnarine Chanderpaul, following the latter’s axing. Chanderpaul was excluded from the West Indies team for the home series against Australia beginning June 3, which has sparked speculation about the end of the star batsman’s career. With 11,867 Test runs to his name Chanderpaul is, in fact, just 86 behind Lara’s tally, but the former Derbyshire man will now watch as his team-mates take to the field in Dominica next month. Chanderpaul had a relatively average series against England recently, something that appears to have tilted the scales against him, in what is a new era under coach Phil Simmons.

Multi-million dollar bail for Warner
PORT OF SPAIN, Trinidad – Former FIFA vice-president Austin ‘Jack’ Warner was yesterday afternoon granted TT $2.5M bail on the conditions that he surrendered his passport and reported to police twice a week. According to the Trinidad Express, Warner was not required to plead to 12 charges related to corruption, money-laundering and racketeering when he appeared before Chief Magistrate Marcia Ayers Caesar in the Port of Spain Magistrates’ Court. Attorney Fyard Hosein said Warner had surrendered to police when he learnt there was an arrest warrant for him. Prosecution did not object to bail, but requested certain conditions. Warner now has to report to police every Monday and
Thursday between 06:00hrs. and 18:00hrs. and is scheduled to reappear in court on July 9. He is one of nine current and former FIFA officials alleged to have taken bribes and kickbacks totalling more than $100M. Warner’s two sons have already pleaded guilty to similar charges in the United States. The Express also reports that The Federal Bureau of Investigation raided the Miami offices of the Confederation of North, Central America and Caribbean Association Football (CONCACAF). President Jeffrey Webb was also arrested in a separate operation in Zurich, Switzerland where he was attending the FIFA presidential elections which are set for tomorrow.
