Coalition group pickets Freedom House - Jagdeo to respond when he’s good and ready

By Ravin Singh FREEDOM House, headquarters of the People’s Progressive Party (PPP) on Robb Street, Georgetown, was yesterday morning picketed by members of the 1823 Coalition of the Parade Ground Monument, who were calling for the removal of several male executive members of the PPP who are listed to be representatives in the 11th Parliament.

Leading the way was women’s rights activist Karen de Souza and political activists Freedie Kissoon and Dr. Rudi Guyan. The small number of protestors had inscribed on their

placards, comments directed to proposed Opposition Leader, former President Bharrat Jagdeo; former Attorney General and Minister of Legal Affairs, Mr Anil Nandlall; and former Minister of Health, Dr. Bheri Ramsarran.

Criticised most severely among the three was Mr. Jagdeo, who was described as a “confounded liar” by De Souza. According to the women’s rights activist, the former President, along with Nandlall and Ramsarran “have proven that they are above reproach” even at a time when we are seeking to “rebuild a serious Parliament.”

Maduro incensed by Sunday Chronicle lead story - accuses publication of being ‘anti-Venezuelan’

By Derwayne Wills VENEZUELA’S President Nicolás Maduro is outraged by the Sunday, July 12 edition of the Guyana Chronicle, the lead story of which is titled, ‘Maduro’s Govt wants to ‘beat its chest’ on Essequibo claims’.

The article carried recent statements made by Venezuelan Opposition Leader, Henrique Capriles, who has accused the country’s leader of using the Essequibo claim to distract the Venezuelan people from the political and economic challenges currently plaguing the oil-rich nation.

Capriles’ comments came in the wake of Maduro’s threeand-a-half-hour long address to the Venezuelan National Assembly on Monday, July 6.

“Yesterday (July 6),” Capriles was quoted in the article as saying, “we saw in the AN [National Assembly in English] that they now want to retrieve the Essequibo [but] who will believe them?

“Maduro was Foreign Minister for six years, and now you realise there is a territory to claim? Please! What they want is to put an issue on the table to divert the attention of the Venezuelan people from the issues that affect them.”

In response to Capriles’ statements, a visibly agitated Maduro said, “This is the most serious thing that was done by an immature, petty, and selfish political leader,” while brandishing a translated copy of the said July 12 edition of the Sunday Chronicle at a high-level meeting in the Milaflores Presidential Palace in Caracas.

“Never in your life are you [Capriles] going to be President of this Republic. The next Head of State will be a Bolivarian!” Maduro was quoted as saying by Venezuelan State agency, VTV Channel 8 (VTV Canal 8 in Spanish).

Maduro reportedly went on to bash the Guyana Chronicle for being, in his view, “anti-Venezuelan”, and for having repeated campaigns and attacks against the country. He said, too, that Capriles, also the Governor of Venezuela’s Miranda State, is an agent of U.S. oil giant, ExxonMobil, acting against Venezuela.

Maduro’s concern seems to be that statements made by the Venezuelan Opposition, as published so prominently in the July 12 edition of the Sunday Chronicle, could affect the advancement of his Government’s Essequibo claim to the international community.

against the country; all these arguments are used in international bodies where we bring our claim,” Maduro was again quoted by VTV Channel 8 as saying.

The Venezuelan President has been accused of steering away from addressing the concerns of his country.

Washington Post’s Latin America Correspondent, Nick Miroff on Monday noted in an article: “Venezuelan President Nicolás Maduro is facing a staggering array of problems…

Things were already going badly before global oil prices tanked, so now they’re a lot worse.”

“With Venezuelan crude down to about [US]$50 a barrel, Maduro’s government has been devouring its foreign currency reserves and plunging deeper into debt, though not fast enough to keep supermarkets stocked,” Miroff said in his July 13 article titled, “Why Venezuela wants to annex two-thirds of the country next door”.

According to Miroff, “Annual inflation is the highest in the world, and the country’s largest bank note, $100 “strong bolivars” is now worth just 17 U.S. cents on the black market.”

Recent revelations on the border controversy show that President Maduro has mandated retired Army Colonel, Pompeyo Torrealba to lead a newly-formed government agency called “Essequibo Rescue Office”.

“Setting aside for a moment the matter of political and economic priorities, the attempt to take control of two-thirds of Guyana is a somewhat strange one, in light of the hardearned reputation of Maduro’s political mentor, the late Hugo Chavez, as a big-hearted, tireless advocate for the world’s poor,” Miroff’s Washington Post article said.

Meanwhile, President David Granger has taken to the international community to denounce Maduro’s acts of aggression through an executive decree issued recently, which claims all of Guyana’s maritime space off the Atlantic Coast.

This is also the area where U.S. oil giant, ExxonMobil is conducting oil explorations.

“Security and stability are indispensable to sustainable development and the pursuit of prosperity. We resent, reject, and resist the threat or use of force or any unilateral coercive attempt by one state against another in order to frustrate the legitimate aspirations of our people to enjoy a good life,” President Granger told the opening plenary of the Third International Conference on Financing for Development on Monday in the Ethiopian capital, Addis Ababa.

Workers object to ‘obscene’ bonuses

Seven-year-old Colombian girl survives 18 days in jungle (BBC News) A SEVENYEAR-OLD girl who went missing in the Colombian jungle has been found alive after nearly three weeks.

Jessica Patricia Arias, went missing in Tayrona National Park collecting coconuts with her parents, reported Reuters.

Hundreds of officers took part in the air and land search in northern Colombia.

She was found with moderate malnutrition and dehydration in an abandoned hut after an anonymous call.

It comes weeks after a young mother and her

baby son were found alive five days after their plane crashed in the jungle of western Colombia.

Local official Albeis Fuentes said injuries on the girl’s feet indicated she may have walked long distances.

Jessica’s mother, Elena Cortes said: “God himself helped her to survive so many days.

“Thank you to God and the national police.”

Police are investigating who may have made the anonymous call to the authorities about the girl’s whereabouts and how she survived.

(Trinidad Express) THE Communication Workers’ Union (CWU) is protesting a decision by the Telecommunications Services of Trinidad and Tobago (TSTT) to pay bonuses to its executives and managers.

At a press conference Monday at the Communication Workers’ Union (CWU) offices on Henry Street, Port of Spain, CWU secretary general Joseph Remy said the move was “obscene” as TSTT is yet to make retroactive payments to senior and junior Staff Bargaining Unit workers, despite an Industrial Court order that the payments be made by July 2.

“Up to today’s date, TSTT’s management has refused to pay consistent with the Court order but in the face of that, they have deliberately stated to us that they are going to pay their executives, management and professionals a bonus,” Remy said.

The bonus payment is scheduled to take place on Friday, Remy added.

“That is a total defiance of logic and the law. The employees of the company are angry, they are vexed because of the disrespect that they have shown with respect to their refusal to honour their legitimate obligation and the obscene defiance by agreeing and approving a bonus for their management when they have not settled the score with employees of the bargaining unit,” he said.

Remy said the CWU has initiated further Industrial Court action against TSTT so that the company would be held in contempt of court for failing to obey the order.

He added that TSTT has no excuse for not making the payments as the company reported “mega profits” for the 2014-2015 financial year.

“The reports boasted by TSTT’s chairman and CEO that the company’s profitability has increased by $656.2 million,” he said.

“How could a company that has declared that kind of profit blatantly refuse to pay its bargaining unit employees, the employees who have worked hard to generate that kind of profit for them?” he asked.

Remy, along with some 20 workers, delivered a letter with their concerns to TSTT’s Independence Square office following Monday’s news conference.

Iran nuclear deal: U.S. conservatives condemn agreement (BBC News) U.S. CONSERVATIVES have lined up to condemn the deal reached between major world powers and Iran.

The agreement limits Iranian nuclear activity in return for the lifting of crippling international economic sanctions.

The U.S. Congress has 60 days in which to consider the deal, though President Barack Obama has said he will veto any attempt to block it.

Israel’s government has strongly criticised the agreement.

Negotiations between Iran and six world powers - the U.S., U.K., France, China, Russia and Germany - began in 2006.

The so-called P5+1 want Iran to scale back its sensitive nuclear activities to ensure that it cannot build a nuclear weapon. Iran, which wants international sanctions lifted, has always insisted that its nuclear work is peaceful.

The Republican Speaker of the U.S. House of Representatives, John Boehner, said the deal would only

“embolden” Tehran.

“Instead of stopping the spread of nuclear weapons in the Middle East, this deal is likely to fuel a nuclear arms race around the world,” he added.

Lindsey Graham, a Republican senator and presidential candidate, described it as a “terrible” deal that would make matters worse.

Israeli Prime Minister Benjamin Netanyahu said it was a “stunning historic mistake” that would provide Iran with “hundreds of billions of dollars with which it can fuel its terror machine and its expansion and aggression throughout the Middle East and across the globe”.

He said he did not regard Israel as being bound by this agreement. “We will always defend ourselves,” he added.

President Obama said that with the deal, “every pathway to a nuclear weapon is cut off” for Iran.

In a televised address, he insisted the deal would make the world “safer and more secure”, and provided for a rigorous verification regime. “This deal is not

built on trust - it is built on verification,” he said.

Mr Obama said the agreement would oblige Iran to: * remove two-thirds of installed centrifuges and store them under international supervision * get rid of 98% of its enriched uranium * accept that sanctions would be rapidly restored if the deal was violated * permanently give the International Atomic Energy Agency (IAEA) access “where necessary when necessary” Sanctions relief would be gradual, Mr Obama said, with an arms embargo remaining in place for five years and an embargo on missiles for eight years.

Greece debt crisis: Tsipras faces eurozone deal battle

(BBC News) GREEK Prime Minister Alexis Tsipras is battling to convince MPs within his government to back a third bailout offered by eurozone leaders.

Four pieces of legislation have been submitted to parliament, including pension and VAT reforms. They must be passed by the end of Wednesday But Defence Minister Panos Kammenos, a junior coalition partner, has said he will provide only limited backing.

If the deal fails, Greece could be forced to leave the euro.

The International Monetary Fund (IMF) announced early on Tuesday that Greece had gone further into arrears by missing a debt repayment for the second consecutive month.

It had been due to pay €456m (£323m; $500m)

on Monday and now owed €2bn, the Washington-based fund said.

Eurozone leaders agreed a conditional deal on Monday to provide up to €86bn (£61bn) of financing for Greece over three years.

It included an offer to reschedule Greek debt repayments “if necessary”, but there was no provision for the reduction in Greek debt - or so-called “haircut” - that the Greek Government had sought.

Welcoming the CPL to Guyana THE Caribbean Premier League T20 cricket competition is arriving in Guyana.

We join in welcoming the cricketers to our country.

Guyanese have been among the most passionate and knowledgeable fans of the game. It is one of the few countries in the Region where crowds have continued to support the West Indies team despite its dismal showing over the last two decades. We are the country that gave West Indies and the world some of the very special talents in the history of the game. From Gibbs and Kanhai to Kallicharran and Fredericks, to Hooper and Chanderpaul to Lloyd and Sarwan, to Harper and Croft, we have watered the cricket ground with some of the best.

This year’s T20 comes to Guyana when part of the country is still in celebratory mood following the recent change in Government. Hopefully, some of that celebration would be extended to the stands as fans rally behind the Amazon Warriors, in particular. The Warriors have not had a great time in the tournament thus far, but one hopes that with the home crowd behind

them, they would lift their game and warm the hearts of the Guyanese fans.

If the first two editions are anything to go by, the crowds will flock the Providence Stadium. This shortest version of the game has captured the attention of the cricket world.

In an era of instant gratification, it is just what the doctor orders. As batsmen power the ball to all parts of the ground, the crowds will go crazy with excitement, especially if the local franchise does well.

There is a lot of money for the players in the CPL and other T20 tournaments across the world. The patrons are prepared to pay big bucks to watch T20 games. Sponsors are generous in their sponsorships. Even Governments have become part of the action by helping to subsidise the tournament. The understanding is that it is an economic investment that could bring benefits to several sectors.

The benefit for the cricketers is a good thing. Cricket had for a long time been the poor man of professional sport. Not so anymore. Out top cricketers are now among the highest paid in the world. When one considers that the West Indies is among the poorest nations in the cricketing world, the

avenue for socio-economic mobility afforded by the T20 craze can only be a positive development.

In addition to the above, the fans get to see cricketers from all over the world playing together in the same team.

For us in the Caribbean, this is a positive development that could help to minimise the insularity that has always lurked just below the surface of West Indies cricket culture, especially when the team is not doing well. To see Guyanese rooting for Narine and Barbadians shouting for Pollard and St Lucians embracing Roach and Edwards can only be good for Caribbean integration.

Finally, one hopes that our small business people, particularly small vendors, are able to benefit from the tournament. Often they are the forgotten ones when we talk about who benefits. If they are needed to shout and urge the cricketers on, they should also be facilitated to benefit economically.

Caribbean, SIDS need better access to int’l financing

THE Third International Conference on Financing for Development in Addis Ababa, Ethiopia will conclude in three days, and United Nations Assistant Secretary-General Jessica Faieta is calling for a review on how Caribbean Small Island Developing States access international financing.

“We are calling for improved standards that take into account ‘multidimensional progress’ indicators, or well-being measurements beyond income alone,” Faieta noted in a press release from the United Nations Development Programme (UNDP).

Guyana is categorised by international standards as a Small Island Developing States (SIDS) along with 38 other countries in the Caribbean, Pacific, Asia and Africa. The title is used to describe countries which are similar in social, economic, and environmental conditions.

“These include people’s inadequate access to essential services such as safe water, sanitation and health, as well as, citizen security (crime and violence), un-

employment, climate vulnerability, widening income gaps and continuous emigration of highly educated and training people,” she said.

Faieta, who also serves as the UNDP’s Director for Latin America and the Caribbean, called for the development-financing criterion to take into consideration “substantial problems” faced by Caribbean nations, in spite of their rank in development assessments.

“Having lived and worked in four Caribbean countries,” Faieta said in the statement, “I have witnessed first-hand how these vibrant societies with enormous potential share serious challenges, from severe exposure, to natural hazards and external financial shocks, to slow economic growth and high debt.”

She highlighted this against the reality that most Caribbean SIDS are ranked as middle-income countries with per capita income levels above the international financial eligibility benchmark, for which “they are shunned from receiving development financing.”

The statements from the

UNDP Latin America and Caribbean Director comes in the face of some countries in the region not being able to reach the goals of the 2015 Millennium Development Goals (MDGs), even as the deadline for accomplishing this has passed, with world-focus shifting to the Sustainable Development Goals (SDGs).

A new UNDP report, titled “Financing for Development Challenges in Caribbean SIDS: A case for review of eligibility criteria for access to concessional financing” has found that the traditional international standards for development financing are inadequate measurements of countries’ sustainable development needs.

That report will be launched this week at the Ethiopia Conference, where President David Granger addressed the opening plenary session on Monday. The report outlines the challenges to Caribbean countries being able to access Official Development Assistance (ODA).

“The world has a unique opportunity to change this and help improve the lives

are more in-line with the post-2015 sustainable development agenda,” the release stated.

Another proposed remedy is for the strengthening of the role of development banks, which are integral to boosting the resilience of the Caribbean, and the Region’s ability to absorb external shocks without

major social and economic setbacks.

The UN official also called for the Caribbean and countries hosting the Caribbean Diaspora to improve arrangements for cross-border financial transactions, which would facilitate remittance payments as well as investments.

Royston King appointed Town Clerk --unveils massive plans for revamping of Georgetown

By Ravin Singh PUBLIC Relations Officer (PRO) of the Georgetown Mayor and City Council (M&CC), Royston King has been appointed Town Clerk, with effect from yesterday.

During their Statutory Meeting held on Monday, the Mayor and City Council confirmed King’s appointment.

With 25 years of service to the Council under his belt, he was first employed as an Environmental Health Officer with the Council’s Public Health Department.

King subsequently moved up to the post of Press Officer

and PRO. He was recommended by the full Council for the post of Town Clerk on March 28, 2011, following his application for the position.

Circumstances did not favour him, however, and the Council’s decision to have him in that capacity was struck down. Again, on July 24, 2012, he was appointed to the position by the Council, but the same result manifested.

Then on May 6, 2014, King was appointed and a similar situation occurred and he was prevented from carrying out his duties and responsibilities.

During an invited comment, a high-spirited King expressed how “respected and valued” he felt through the Council’s decision, and how “humbled and honoured” he is to serve the residents of Georgetown in such a capacity.

However, King switched gears and soon detailed the massive plans he has to overhaul Georgetown and restore its Garden City acclaim.

She noted that both Nandlall and Ramsarran have demonstrated the “most enormous disrespect” for women, and this kind of disrespect is where apologies cannot help. De Souza posited that this type of behaviour is emanating from a place that needs “serious reeducation”, since it can be concluded that the two “hate women” and “believe women are less than themselves.”

“I cannot understand how we can sit back as a population and allow such people to be in the Parliament, presumably making laws for the rest of us; something is seriously wrong with that,” the activist said during the picketing exercise yesterday.

Taking a jab too, was political activist Freddie Kissoon, who described the role of the Opposition Leader as being a “watchdog” for the President as he enacts policies.

“The President enacts policies across political and racial divide; he enacts policies to benefit every sector of society. The Opposition Leader checks him, if he is found wanting. So what the Opposition Leader does is that he or she acts as a watchdog. It means that

one gives policies, while the other checks to see that the policies given is across the national board,” Kissoon said.

With Jagdeo apparently earmarked to be Opposition Leader, Kissoon stressed that there are more than 10 statements from Jagdeo in which he has “demonised the culture” and the very existence of African Guyanese.

Explaining that the fulcrum of any society is the security forces, the political activist alluded to statements by the former President during the elections campaign trail where he said, “If the APNU wins, soldiers would go into the homes of East Indians, beat them and rob them.”

“And that man has not withdrawn that statement,” Kissoon said, adding that “I think it’s a logical jump to say that if he’s an Opposition leader, then he is only an Opposition leader for only one sector of the country.”

RACIST STATEMENT What is “brutal”, too, he noted, is that the Opposition PPP has not condemned Jagdeo for making this “overt racist statement.”

“We in this coalition group are asking Mr. Jag-

deo if he believes that is a historical and sociological fact, and if he refuses to answer, and the PPP refuse to ask him to answer, then that’s an admission that the PPP, its Opposition in Parliament and its Opposition Leader are racist,” Kissoon declared passionately.

However, arriving just minutes after the exercise would have started, Jagdeo told the media that he had no comment to offer at this time, and would respond to these developments when he is ready to do so. He further noted that he was not affected by the move taken by the coalition group to picket him, Nandlall and Ramsarran.

Standing in Nandlall’s and Ramsarran’s defense too was fellow PPP Parliamentarian Indra Chandarpal, who said that both men had apologised. “We can’t keep holding that issue against them,” she said.

She said further that if one were to re-examine history, one would realise that there are many people who have violated women in many ways, but what is key to note is that these public officials would have recognised what they would have said and faced the consequences for those actions.

To this end, she reiterated that, “I just want to make the point that under the PPP, we have elevated activism and empowerment of women by all the things we have done for women over the years.”

She contended also that it is wrong to indicate that because a few people made statements, those statements should be considered policies; they are not policies.

“We will be looking to build strong and durable relationships with all stakeholders to advance the development of this city,” King noted, while adding that they too have a duty to play in ensuring that Georgetown is revamped and preserved.

Looking to the future with great optimism, he said that these stakeholders include citizens, City Hall, the Ministries of Communities and Public Infrastructure and the Government of Guyana.

Additionally, he revealed that a meeting between City Hall and the Public Infrastructure Ministry is scheduled to be held shortly to address the conditions at the Stabroek Market Wharf and provide an interim arrangement for the relocation of vendors currently operating at there.

Referring to the ongoing clean-up programme, the Town Clerk disclosed that a maintenance programme will be established to preserve the efforts of thousands of Guyanese to restore a clean country. He explained that persons will form a core team from within communities which will be respon-

sible for ensuring that this effort is maintained.

King also plans to establish a Municipal Training Academy, which will offer training to all officers through the Human Resource Department of City Hall.

This, he said, will aid in alleviating the lack of professionalism and build stronger departmental arrangements within the institution.

“We’ve had several meetings with various staff so far and they are very upbeat and willing to further develop this city,” King assured this publication yesterday.

Meanwhile, the Director of Public Prosecutions (DPP) recently instructed the police to withdraw criminal proceedings that were made out against King after he was arraigned on a forgery charge. This was based on the allegation that he wrote a letter purporting that he was the acting Town Clerk, when he was not appointed in that capacity to so act.

King is a Chevening Scholar, with a MA in Corporate Communication. His thesis crossed disciplines, and focused on Corporate Management in the context of New Media Environment.

He is currently pursuing a PhD. in Leadership, Corporate Governance and Policy at a University in the United Kingdom.

In 2006, Mr. King was attached to the Public Management Modernization Programme as a Consultant. He was also attached to the University of Guyana (UG) as a part-time lecturer in the areas of organisational management, and specialist writing in health and environment.

History programme at UG not ‘dropped’ - as falsely reported by Guyana Times

OFFICIALS at the University of Guyana (UG) have expressed dissatisfaction over the misinformation carried by the Guyana Times which falsely reported in its July 3 edition that the history programme had been scrapped.

According to the misleading article, there had been a lack of student enrolment as the programme was reduced to a “mere diploma course”.

Without official clarification on the matter, the article obtained a confirmation from a ‘lecturer’ source, citing the closure of the programme.

However, the Guyana Chronicle felt the need to obtain clarification on the matter from the UG authorities. Dean of the Faculty of Education and Humanities, Mr Alim Hosein told this publication in a brief interview that the programme was never “dropped” and had always been offered by UG. It was noted that many leading dignitaries, including President Granger, have profoundly benefited from the programme.

The programme carries two components: an Associate Degree, which runs for two years while the Bachelor Degree runs for four years, and two years once the completion of its Associate Degree.

Another misconception is that the programme’s Bachelor’s Degree had been reduced to an Associate Degree, owing to a lack of student enrolment in the programme.

However, Hosein said: “We have not reduced it to a diploma. The Guyana Times said it has

been reduced to a diploma, or a “diploma course,” which is nonsense. We call it an Associate Degree and that is not a reduction.”

Universities around the world offer diploma programmes, but at the University of Guyana, particularly its Faculty of Education and Humanities, Associate Degrees are offered in most of its programmes. This has been the Faculty’s agenda for years.

In relation to the lack of student enrolment, Hosein said the responses for the programme have been reasonably high and the University is currently receiving applications and would welcome more applicants once persons are qualified.

Hosein noted that the University’s administration is disturbed by the false report carried by the Guyana Times newspaper.

Meanwhile, a letter has been penned on behalf of the Faculty of Education and Humanities expressing their disappointment at the false reporting done by the publication.

The Guyana Times has twice misled the public on issues relating to the education sector.

Recently, the newspaper published an article about the abolition of the “Because We Care” $10,000 education cash grant programme, claiming that the Granger Administration will “scrap” the programme.

Region 6 Chairman laments spate of crime - urges implementation of crime-reduction mechanisms

REGION 6 Chairman, Mr. David Armogan has issued a call for the Minister of Public Security to immediately put measures in place to reduce the spate of crime in Region 6, East Berbice / Corentyne.

Armogan expressed concern over the escalating crime spree which has resulted in ordinary and innocent persons being robbed, beaten and sometimes killed in recent times.

The heightened crime wave, he said, has also resulted in citizens living in fear, children being traumatised, and the question is now being asked: “Who’s next?”

The recently re-elected Chairman noted that during the campaign for General and Regional Elections last May, the present Government had listed

crime-reduction as one of its priorities and had given the assurance that crime would have been reduced, and that people would live in a safe and comfortable environment.

“It seems as though the reverse is happening,” Armogan said, adding: “One would have thought that since they would have listed crime reduction as one of their Manifesto’s priorities, the new Government would have already had strategies in place to deal with crime.

“In fact, judging from the remarks of the Minister, they seem lost as to how to deal with the present situation. In fact, the minister is reported to have said that this will not be an easy situation to deal with.”

According to Armogan, some persons who had

voted for the present Government are already asking if this is the ‘change’ they had voted for.

It must be noted that the Minister of Public Security recently re-allocated vehicles that were given to Community Policing Groups (CPGs), and have since given them to the police force to assist with their transportation problems.

However, he noted that the move by the minister has since reduced the mobility of the CPGs, rendering them less effective to deal with crimes within neighbourhoods.

“Community involvement in the prevention and solving of crime is integral,” he emphasised, while noting that the Honourable Minister must find it possible to provide vehicles to the CPGs as early as possible.

Police SWAT team corners murder, robbery suspects at Craig - suspect dies in shootout, cop injured THE Guyana Police Force (GPF) yesterday carried out an operation on the East Bank of Demerara (EBD) at Craig, seeking to arrest several persons allegedly involved in the murders of businessman Ganesh Ramlall at La Jalousie, and Travis Rudder at Nandy Park, EBD, as well as the armed robbery of Land Court Judge Nicola Pierre in her Felicity, East Coast Demerara home.

A release from the (GPF) said the 02:00hrs operation was carried out yesterday, based on a tip-off by a “concerned citizen”.

A team from the Special Weapons And Tactics (SWAT) unit was deployed to the area, along with detectives for the arrests.

Police ranks came under fire at the scene, during which confrontation, according to the GPF release, a constable was shot to his right thigh. Two suspects were shot after the ranks returned fire,

wounding one fatally.

A 9mm Glock pistol with two magazines and 25 matching rounds were recovered by the police, along with two wrist-watches believed to have been stolen. Also, a number of 9mm spent shells were recovered at the scene.

The fatally wounded suspect has been identified as 29-year-old Rolston Morrison, called “Mappy” or “Sadam,” whose known addresses are Nabaclis, ECD; Agricola, Georgetown; and Providence, EBD. A wanted bulletin had been issued on March 18, 2015 for his arrest as he was a suspect in the March 14, 2015 shooting death of Dwayne Kennedy at the Golden Grove Market.

Meanwhile, the other wounded suspect, 22-yearold Warren McKenzie of Brutus Street, Agricola, has been hospitalised at the GPH, under guard, after being shot in the abdomen.

AN unmasked bandit in a brazen daylight robbery snatched a bag containing in excess of $4M from an employee of the local A. Ali and Sons General Store.

The snatch occurred around 13:50 hrs in full view of members of the public, as the female employee was about to enter the Republic Bank, New Amsterdam branch.

The victim, along with staff of the commercial bank were traumatised by the ordeal which lasted a few seconds.

According to an eyewitness, an identifiable man sporting a red and black headdress, walked up to the female employee, who had moments earlier exited the company vehicle, and grabbed at the bag. The woman however resisted and as she shouted for help, the bandit fired a gunshot in the air, forcefully snatching the bag before running in the southern direction and mounted a motorcycle, which sped away. The motorcycle did not have a licence plate.

Despite efforts by observers and public-spirited citizens to pursue the bandits, they came up empty-handed.

Up to press time, no one had been arrested.

Private Sector asks for duty-free CCTV cameras --to bolster fight against crime

By Tajeram Mohabir THE Private Sector Commission (PSC) is requesting that Close Circuit Television (CCTV) cameras be imported into Guyana duty-free to bolster the fight against crime and criminal activities.

The request was put to National Security Minister Khemraj Ramjattan by members of the Private Sector Commission (PSC) during a meeting on Monday.

Speaking with the Guyana Chronicle after the ‘productive engagement’, PSC Chairman Norman McLean said the proposal received the full support of the Minister. Minister Ramjattan has been battling to beat back an upsurge in crime of late.

Mclean said the use of CCTV is a vital tool in terms of identifying criminals at the crime scene, and advocated that their placement, particularly in commercial areas, should be widespread.

He however pointed out that the footage produced from many of the existing cameras has not been of good quality.

McLean noted the need for more cameras in commercial areas, but those that produce better quality footage, to better aid in the

It was on this basis that the PSC requested that the government grant permission for the cameras to be imported here duty-free.

The PSC is also urging that the Integrated Crime System which helps the police to identify crime hotspots and carry out targeted operations be fully implemented.

Also present at the meeting was Police Commissioner Seelall Persaud. It was noted that key to fighting crime was improving the manpower of the Guyana Police Force. Mclean report-

ed that much work needs to be done in this regard, as the Force is short of staff by some 1500, even though it trains some 600 persons annually.

Manpower aside, the Guyana Police Force reportedly loses about 5 per cent of its workforce annually to enticement of better paying jobs and retirement among other factors.

McLean told the Guyana Chronicle that the Private Sector Commission welcomes the decision by Minister Ramjattan to grant amnesty to persons with illegal guns, to hand those weapons over to the authorities.

Those who do not, he said, the Government needs to move aggressively to arrest and have them placed before the court.

With an increase in crime, the Administration has responded, outlining a five-prong approach to identify the source and break the back of criminal activities in the country.

Minister of State Joseph Harmon said the strategy entails the police identifying criminal activities in Guyana’s 10 Administrative Regions, determining where these acts are committed, and deciding on a national response strategy; placing greater focus on police organisation and training; adopting a zero-tolerance approach on the use of illegal firearms; providing the police with the wherewithal to go after criminal activities where ever they occur; and improving communication in the Police Force, utilising the Internet and access to CCTV cameras across the country.

THE sargassum seaweed which has been smothering east coast beaches for months, is negatively impacting the tourist sector both locally and internationally. This is according to the Chairman of the Sangre Grande Regional Corporation Terry Rondon.

Rondon said that the seaweed is still posing a problem to the Corporation as clean-up continues, but “the impact on places like Mathura and Gran Riviere is big.”

He said that the smell of the decomposing seaweed has become a nuisance to many, and is turning beach-goers away from enjoying their time in the area.

Also affected are those coming to see the leatherback turtles nesting on the beaches. Rondon said that the turtle nesting sites are being affected, since the seaweed is posing a risk to the nesting turtles and their hatchlings.

Manager at D Coconut Cove Holiday and Beach Resort in Manzanilla, Anderson Bartholomew said that their clientele has decreased as a result of the influx of seaweed in recent months.

He said that the smell of the rotting aquatic plant was unbearable, but is not as bad as three months ago when the seaweed invasion began.

Queen’s Beach Hotel and Holiday Resort Limited administrator Safiya Worrell said that the seaweed influx has not affected the established since there is a fixed number of patrons coming.

Rondon also said that many persons have expressed their interest and has asked the corporation for the seaweed which he said is being used for agricultural purposes.

Rondon is making another appeal for assistance in clearing the mounds of seaweed along Manzanilla which he said is still heavily concentrated with the brown algae.

The seaweed mounds is not only affecting Trinidad and Tobago but also the wider Caribbean. A letter of apology to visitors the Express obtained from the Coconut Bay Beach Resort and Spa was handed out to guests explaining the seaweed situation and what is being done to combat the problem. Concrete beds --and pillows, too

Cold ground was my bed last night And rock was my pillow too...

THEY appeared from different points of country and town, and made the city streets their homes. They talk no blues. They work as hard as any, and sleep at nights on concrete pavements. And always in their shoes.

People call them ‘Junkies’. They are the casualties of ‘crack’; victims of hustlers who take without giving back.

They populate the commercial section of the town, seeking the dollar their demands require, working most times as hard as any other, hardly a shirt on their backs. Both male and female are caught in the trap.

It began in the very early 80s, right here in Georgetown city. It was a time when there was an influx of remigrating Guyanese, particularly from the United States of America.

They called it ‘putty’, perhaps because it had the looks of construction putty used by painters and construction workers.

A few ‘blocks’ dealing ‘putty’ began to make an appearance around certain parts of the city. Some of the smokers used a small bottle with a small receptacle screwed in at the top that was the holder of the putty and had a rubber tube attached to it, through which the smoke was inhaled. This method was known by two names: ‘Water-pumpy’, when water was introduced into the small bottle, and ‘dry lick’, when there was an absence of water in the receptacle.

The purpose of smoking the ’putty’ was to get high. This was the first introduction that Guyana experienced of the importation of the illegal drug, ‘cocaine’. It was brought in principally from Brazil, and was the unrefined version of the drug.

The popularity of the drug increased; it attracted persons of all walks of life: Intellectuals, civil servants, the working poor, the middle class, school kids, particularly females who later turned to prostitution to support the habit. The fatality to the human body and mind was especially felt in the artistic and creative communities.

NOTICEABLE CHANGE It was not long after that there was a noticeable change, however. Suddenly, the more potent form began to make its presence felt. ‘CRACK COCAINE’ had arrived.

I began to take note of these developments and their consequences. I wear many literary hats, so to speak, and ‘investigative journalism’ is one of them. I noticed a new development in the importation of the drug. Really, it was the first time I realised that Guyana had become a trans-shipment point. I noticed a certain North American had begun to fly regularly between Guyana and one of our neighbouring South American countries. He never carried the drug, but had set up a connection, whereby one of his henchmen would come to

Guyana, and, strapping the drug onto his body, would take it up to America, after he had negotiated the deal and certified the delivery to Georgetown.

The knowledge of these nefarious activities became known within a certain section of the society. They proceeded to exploit it advantageously. This was a small group of hustlers, however, and the influence of the drug, though well known, was not as detrimental to the society in the public’s viewpoint.

To some, it was merely a curiosity; though, to the dealers, it was quick and big money in a slow economy. But the increase in trade and illicit remuneration was only fractional to what it is at present.

The change came when one individual allowed his greed to get the better of him, and exposed the knowledge of the hustle to a businessman.

ENTER ROGER KHAN Foreign currency was in great demand; businesses were ready to expand. It was the advent of Roger Khan. Guyana changed. Xtra-judicial killings became the norm. Prostitution was now wide-scale business. AIDS and associated medical and societal diseases became more prevalent. Everybody wanted money; even very young kids began to leave their homes, since few parents could earn enough to put adequate amounts of food on the table.

The ‘STREET CHILDREN’ made their presence felt, begging, stealing; anything for the dollar. So, ‘crack’ began to proliferate all through the 80s and 90s. The attendant consequences of HIV and other sexually transmitted diseases also became prolific. Murder, robbery, domestic violence; all the evils had begun to descend upon the city and spread out into the country areas as well.

Today, it is worse. The scourge of drugs is truly upon the nation, and has brought its side-kick, corruption, along for the trip. Prostitution is making so much money that prostitutes are now imported from Dominica, Brazil and Colombia because of their skin tone, and the sophisticated, exotic, sensuality that seems to breathe around them.

And yet underaged and aged Guyanese young women are on the Internet, soliciting each day. Prostitution is paying off big.

But on the streets, other victims sleep; and always sleep with their boots on. No one wants to lose his shoe, as theft there is legal. They are the labour force of vendors. They sweep, run errands, move garbage, and don’t bathe. And in the evenings, when night falls on a day’s work and vendors have packed their makeshift stands up on trollies to be pulled and pushed into Robb St between the Bank and the Mall, the ‘Junkies’ come and push and pull and take the trollies there.

They collect their pay, and go off to various missions. And at some point, each lies down to sleep.

U.S. Charge d’ Affaires calls on Minister Cummings --outlines vision for development of health sector

HARGE d’Affaires at the U.S. embassy, Bryan Hunt, during his call on Minister within the Ministry of Public Health, Dr. Karen Cummings, outlined plans on how the U.S. and Guyana intend to move forward in developing Guyana’s health sector.

In brief remarks, Hunt disclosed that he met with the Minister to give her a better understanding of what the U.S. has been doing to assist Guyana in the health sector and also to understand the Minister’s vision for the sector, going forward.

That apart, Hunt said that he was able to ascertain what are the Government’s plans and what they would like the U.S. to assist them in looking at and focusing on as they move forward.

Minister Cummings on the other hand disclosed that during the meeting, they discussed ways in which the U.S. would assist Government in the HIV/ AIDS programme, and how they intend to move forward with the programme.

Also discussed were ways in which the Peace Corps could serve as a force multiplier in the sense of assisting in the provision of health education to not only the coastland, but also in remote areas of Guyana.

Schoonord home-owner to foot bill for storm-related damage - insurance company rejects compensation claim

By Shirley Thomas A HOME-owner of Schoonord, West Bank Demerara, is counting her losses while being at her wit’s end to repair the roof and verandah of her brand new home, extensively damaged during the storm that struck coastal Guyana about three weeks ago.

But what she finds most agonising is that her insurance company has indicated that it does not cover damage suffered as a result of natural disasters, so she will have to foot the cost of repairs on her own.

The beleaguered property owner, Angela Bess, was caught in a dilemma when, on Sunday June 28, having shopped extensively and being in the process of displaying her newly-acquired furniture in the home, disaster struck. Around 14:30 hrs, howling gale-force winds, gusting across the Atlantic, hit Schoonord and a few other coastal communities around

Demerara and Berbice, wreaking havoc.

In the process, power poles were thrown down, trees and small structures were uprooted, and several galvanized sheets and other roof coverings were ripped off and sent flying dangerously around communities.

Bess, who was at the time in the lower flat of her home with her two daughters, recalls the terrifying ordeal when on hearing the eerie sounds, they looked out to see galvanized sheets literally “flying through the air.” The winds had ripped off her neighbour’s roof and sent it flying across the street (about 75 feet away), where it connected dangerously to hers. On impact, it dented and twisted several of her sheets; smashed a huge portion of the verandah, immediately converting concrete spindles into rubble, cascading down the front of her elegant, upscale home.

Devastated, the only consolation she immediately had , was that, hopefully, her insurance would cover the cost of

repairs. She was therefore dumbfounded to find out, a few days later, that the insurance company would not, since the home was not insured to cover natural disasters. Meanwhile, the person whose roof caused the damage would also be hard put to undertake the repairs, since he too had to restore his roof . Meanwhile, Ms. Bess is going about her own repairs and has so far repaired her verandah and is looking towards repairing her roof in the near future.

INSURANCE POLICIES But while this particular insurance company is allegedly claiming it does not cover natural disasters, another insurance company asked for a blanket position on such damage, replied that some insurances companies do, but the home-owner, at the time of taking out the policy would have had to specify that they would like to be covered against the particular element. Fire seems to be the most prevalent disaster against which local properties are covered. “But when taking out an insurance policy, it is important that you know exactly what you will be covered for,” the agent said, adding, “You would not be wrong to ask for what you want.”

One representative outlined that there are many different types of insurance policies, and that levels of coverage, exclusions and limits of liability vary greatly. Some policies provide basic coverage, while others offer broad coverage and high levels of protection.

The Guyana Chronicle will endeavour to get an informed statement from an insurance company on just what it takes for a policy-holder to secure coverage that will protect properties from natural disasters, if at all possible, especially in light of the fact that the coastal areas are very low, and subject to varying kinds of natural disasters.

Son found ‘not guilty’ of unlawfully killing father

By George Barclay IT all happened at the Demerara Assizes between Monday and yesterday before Justice Dawn Gregory and Justice Roxanne George.

On Monday, the freed accused Omeka Henry who conducted her own defence before Justice Gregory, was found not guilty by the jury of unlawfully killing Wilkinson Halley also called “Wilkie,” her reputed husband.

The alleged offence was said to have been committed at Farm, Mahaicony, East Coast Demerara on Monday, 30th October, 2006.

The accused Henry conducted her own defence and was able to persuade the jury that she had acted in self-defence.

Meanwhile, at his manslaughter trial before Justice Roxane George, yesterday, goldsmith Bramanand Singh, who allegedly killed his father Mansa Singh between Thursday 27th and 28th of January, 2005, at 51 Stewartville, West Coast Demerara, was defended by Attorney-at-Law Ms. Sonia Parag.

The prosecution conducted by Ms. Shawnett Austin had contended that the accused’s father, who had come home in a drunken state that evening when he was cursing everybody, remained downstairs on a swinger.

The following morning , Mansa Singh was found dead under the house with marks of violence about the body.

Bramanand reported the matter to the police and was subsequently charged with manslaughter.

He pleaded not guilty and claimed he had nothing to do with the death of his father. They never had a problem, he told the jury.

Following the judge’s summing up, the jury returned with a verdict of not guilty.

Labourer remanded for break and enter, larceny GLENFORD Hart, a labourer, was denied his pre-trial liberty when he appeared before Magistrate Judy Latchman at the Georgetown Magistrates’ Court on Monday, charged with break and enter and larceny.

It is alleged that between Thursday, July 9, and Friday, July 10 2015 at North Ruimveldt, Hart broke and entered the dwelling house of Charlotte Elliot and stole one Samsung tablet valued $100,000. Hart pleaded not guilty to the charge.

The prosecutor did not relate the facts to the court, but objected to bail on the grounds of the nature and gravity of the offence. Hart was refused bail and remanded to prison until Thursday, July 30, 2015.

Miner gets 48 months for unlawful wounding A MINER was yesterday sentenced to 48 months imprisonment for unlawful wounding

by Magistrate Judy Latchman at the Georgetown Magistrates Court.

Levi Williams of Durban Street, Georgetown, was accused of unlawfully and maliciously wounding Jermaine Sampson on Sunday, June 17, 2015 at Norton Street, also in the city.

Williams, who had initially pleaded not guilty to the charge, eventually changed his plea to guilty.

According to the prosecution, Sampson was stabbed twice, once in one of his eyes and the other in another section of his body.

A year ago, Williams was sentenced to 12 months imprisonment by former Magistrate Geeta Chandan-Edmond, after he admitted to stabbing another person with whom he had got into an argument . During the recent incident, he dealt Sampson several stabs about the face and neck with a knife.

By Tajeram Mohabir GO-INVEST will closely monitor concessions granted to investors to ensure that they are used for the purpose intended, Chief Executive Officer of the entity, Keith Burrowes has said.

The move is part of a wide effort to revamp the country’s premier investment agency. In a meeting with senior private-sector officials on Monday, Burrowes said that Go-Invest in the past willingly facilitated the granting of concessions, but will now be looking at the time taken for returns on investment.

“We are looking at models now that, for example, if you come to invest $50M, and you are given ‘X’ concession, we need to know what the rate of returns is worth, because it is taxpayers’ money,” he said.

The model chosen, he said, will give the Government a very clear indication of the returns on concessions granted and the time span within which they will be achieved.

Aside from monitoring concessions granted, the CEO said he will be pushing for more long-term private/public partnership investments.

Under the revamped Go-Invest, the Private Sector Commission (PSC), which in the past has been critical of some aspects of the operations of Go-Invest, will now have a representative on the board of the investment agency.

The new board is expected to be appointed before the third quarter of this year.

Burrowes said the entity welcomes constructive criticism, and acknowledged that there is still a lot to be done to make Go-Invest a model investment agency.

But he pointed out that some of the persons making unsubstantiated statements about Go-Invest are people who have benefited from the entity.

WORKING TOGETHER The CEO nevertheless said he is happy to have the private sector on board and looks forward to a better working relationship with the private sector in improving the performance of the investment agency.

Go-Invest is currently looking at several models of investment and will be discussing these with the private sector before a final decision

is made.

“We want to work hand in hand with the private sector in moving ahead,” Burrowes told members of the private sector at the meeting held in the boardroom of the investment agency.

PSC Chairman, Norman McLean said there needs to be a new dispensation with regard to how Go-Invest operates, contending that more aggressive efforts are needed to attract investors here.

Chairman of the Guyana Manufacturing and Services Association (GMSA), Clinton Williams, has noted that he has been one of the persons who have been critical of Go-Invest, but is happy that Burrowes is moving to address his concerns.

He also said it is important for Go-Invest to monitor all investments coming into Guyana, stressing that in the past some did not even go through Go-Invest.

Burrowes said this will change, as all potential investors will now have to make their first stop at the agency.

He also pointed out that a year ago he had submitted a white paper to the former Government, requesting the establishment of a data base that captures all investments made in Guyana.

The paper, the Go-Invest CEO related, was approved, but he was not sure if it was ever implemented.

In a recent interview with the Guyana Chronicle, Minister of Business, Dominic Gaskin said the country’s premier investment agency will undergo major reform, with strong attention being placed on fairness, transparency, good governance and aggressive promotion of the agency, both locally and abroad.

Under the new Government, Go-Invest will cease being an agency under the Office of the President and will now fall under the purview of the Ministry of Business.

Go-Invest, Gaskin said, was not adequately resourced to achieve what it was designed to achieve, and as

Minister he would pay much attention to performance and not to anecdotal information, but hard, reliable data.

TRANSPARENCY “One of the things I want with Go-Invest and the Ministry is to have data that is reliable and regularly made available to the public that would indicate performance and inform investors and the business community.

“Transparency has been very dear to us over the years.

We constantly lamented the lack of information available to the public and we realise too that in the absence of hard data, it gives rise to speculation and most of

the time speculation is not healthy. It does not help Guyana; it does not build confidence in the system and in our institutions. The thinking is if people have information, people can know what we are doing,” a confident Gaskin said.

For the time being, the challenges facing the entity are being identified. These will be fixed and the agency will begin to set benchmarks to be achieved. It will be guided by a strategic plan, which will soon be developed

by Burrowes and his technical team.

To increase and promote investment here, Guyana will be moving to ensure Go-In-

vest has a vibrant presence in all the major countries where it has diplomatic representation. It will also establish investment desks at all its foreign missions.

“We can’t sit back and wait for people to show an interest in Guyana, we have to go out there and sell Guyana as a venue for doing business and as a venue for making profits.

The agency responsible for doing that is primarily Go-Invest. We need to be strategic; this is something that we will be working towards to achieve over the next five years,” Minister Gaskin told this publication.

GDF lieutenant gets 36 months - for causing friend’s death

A GUYANA Defence Force Lieutenant was yesterday jailed for 36 months after being found guilty on a

charge of causing death by dangerous driving.

Georgetown, was charged with the offence that said on November 1, 2013 at Mandela Avenue, Georgetown, he drove motor vehicle PPP 2210 in a manner dangerous to the public that resulted in the death of his colleague, Ronald Gonsalves.

Twenty-eight-year-old Eastman was placed on $200,000 bail, when he made his first court appearance before former Chief Magistrate Priya Sewnarine-Beharry and answered to the charge.

On the day in question, Gonsalves was a passenger in the car which was being driven by Eastman who lost control of the vehicle, causing it to slam into a power pole and resulting in Gonsalves’s death.

The matter was prosecuted by Police Inspector Vishnu Hunt and approximately seven witnesses were called on behalf of the prosecution.

Representing the defendant was Attorney-at-Law Mr. Leslie Sobers. In a plea for mitigation, Sobers asked

the court to consider that his client had a good driving record prior to the accident, which was his first . Sobers also asked the court to consider that Eastman showed remorse, that the deceased was like a brother to him and that Eastman was injured in the accident, which counsel said constituted a mitigating circumstance. Counsel also mentioned the fact that his client had not been driving under the influence of alcohol and was not driving a defective vehicle. Finally, counsel noted that there were more mitigating circumstances than aggravating circumstances.

Based on the evidence, Magistrate Latchman ruled that Eastman had overtaken a car at terrific speed, when traffic was approaching from the opposite side also. Additionally, the court found that Eastman’s dangerous driving was an appreciable cause for Gonsalves’s death.

Immediately after the sentence was handed down, defence counsel requested that Eastman be placed on bail, while his matter is further tested (appealed).

However, this application by the defence was refused

‘Empty Mouth,’ two others charged - with firearm, ‘ammo’ possession

THREE youths who were nabbed with a semi-automatic pistol during a police patrol at Sheet Anchor, East Canje, were yesterday remanded to prison, following their appearance before Magistrate Marisa Mittleholzer at the New Amsterdam Court.

Premchand Kallicharran, aged 28 years; Cordel Small, alias “Empty Mouth” along with Jermain Jason of Crabwood Creek, and Corriverton, respectively, were not required to plead to two indictable charges, namely, being in possession of a semi-automatic .22 automatic pistol, without being holders of a firearm licence at the time, and being in possession of one .22 round of ammunition without the relevant licence.

Police Sergeant Phillip Sheriff, prosecuting, said that on Sunday, July 12, 2015 at 1210 hrs, the police were on mobile patrol duty at Sheet Anchor Public Road, when they saw motor car PSS 8296 with the defendants inside acting suspiciously.

As a result, the police stopped the vehicle and carried out a search and the pistol was found inside the left side pocket of one of the defendants. The suspects were told of the offence, arrested and taken to the Central Police Station, New Amsterdam, where charges were instituted.

The case is fixed for report on Friday, July 31, 2015.

Consumers to be protected from current hire purchase scheme

Under the current system, a defaulting consumer stands to lose an item bought on hire purchase even if he/ she would have paid 80 per cent of the cost of the item.

“We want to up the ante so to speak because we recognised that in many areas, the consumers are at the losing end. The manufacturing warrantees that would be given for that same piece of equipment in a US context are not the same in a Guyana context. These are the things we recognised and consumers have to get more protection,” Minister Hughes said.

Minister of Business Dominic Gaskin said he cannot sit back and ignore the current hire purchase system since it does affect business.

“If you are going to repossess the vehicle and I paid 80 per cent of the cost of the vehicle, then you have to give me back my 80 per cent, the very least, it cannot be right, it cries out for stronger legislation,” Minister Gaskin told the Guyana Chronicle.

As such, Minister Gaskin observed that they are forced to make purchases on unfavourable financial arrangements with some unscrupulous businesses.

The current hire purchase system, he said, should not be allowed to continue.

The unfair dealing of the current system has been long recognised as disadvantageous to consumers, but the response to address this problem has been slow.

The former Administration had begun work on crafting legislation to protect consumers from the mercy of the hire purchase scheme.

The flaw in the current hire purchase system received much attention around mid-year last year when the mining industry was beginning to feel the squeeze from the steep drop in gold prices.

Miners at the time expressed grave concerns over losing their equipment obtained via hire purchase although they had made substantial payments to clear the cost of the item.

A large number of Guyanese utilise the hire purchase facility. The arrangement is used primarily in the purchase of automobiles, household appliances and furniture.

The purchaser can only claim ownership of their goods after they clear payment for the total value of the items.

NA chief pharmacist held put on ––following bail ‘sting’ operation THE chief pharmacist attached to the New Amsterdam Hospital was released on station bail following a sting operation on Monday at a privately-owned pharmacy housed at the Bristol Mall, on Lad Lane in New Amsterdam, Berbice.

He was detained overnight at Eve Leary, but was released yesterday afternoon.

The “sting” was carried out at 16:30 hrs on Monday, in full public view, by Ministry of Health officials along with sleuths from Central Police Station and the Criminal Investigations Department Headquarters at Eve Leary, Georgetown.

The man, along with boxes suspected of containing pharmaceuticals for hospital use only, was shuffled into the waiting tinted vehicle PSS 2551 before being whisked away to Georgetown, where an investigation is in progress.

Charges are likely to be laid.

The Bristol Mall pharmacy is one of the preferred businesses which caters for all human health and veterinarian needs.

- Education Minister tells Al Ghazali Islamic Academy graduation MINISTER of Education Dr Rupert Roopnaraine has commended the Al Ghazali Islamic Academy for their dedication to serving the education needs of orphans and other vulnerable and marginalised children.

Speaking at the academy’s graduation ceremony on Saturday last, the minister remarked that enough was not being done in Guyana and in the world to meet the needs of those without the means to access equal education.

“I am therefore glad to see that institutions such as the Central Islamic Organisation (GIOG), through this programme, is prepared and is playing its part to level the playing field between those who have and those who don’t have access to education in our society,” the minister added.

Dr Roopnaraine said as the Minister of Education, he is “committed to end any form of unequal access that exists in our society, between those who are more Minister of Education, and those who are less privDr. Rupert Roopnaraine ileged.”

He added that the Government is prepared and is willing to engage in constructive dialogue with religious and other civic organisations in developing programmes and projects to ensure that every child has equal access to education.

The minister thanked CIOG for its continuous commitment to providing quality education to Guyana’s children. He said the organisation is mindful of its duty laid out to Muslims in the Quaran, which is “to read.”

In his charge to the gathering, the Education Minister said, “A literate society is one where human beings live in complete respect for each other. Our task in this country is to create a literate society.”

He added that the divisions within the society must end and further told the young scholars to start thinking about the contributions they could make to create a better understanding in their families and communities, of the value of each person in establishing a more cohesive society.

Students of the Al Ghazali Islamic Academy gained 80 per cent and more at the recent National Grade Six Assessment. Twenty-one students wrote the exams, two of whom are in the top One Per Cent.

The newspaper ’s Saturday edition carried an article on the abolition of the programme, claiming that the Granger Administration would “scrap” the programme.

When contacted by this publication, the Minister boldly asserted that the pro-

The Guyana Times article said that the Minister “told reporters” at the National Assembly on Thursday that the Granger Administration had been against the initiative when they were the Opposition.

“I believe what I said at that time was that this is a matter that the Ministry of Finance will have to take into account. We have not gone and scrapped it,” the Minister said.

The Minister believes that the programme was a device before the elections which was fostered by the last Government. He said,

however, that the Ministry of Education along with the Ministry of Finance will take immense steps to review the education sector’s spending priorities which will determine whether the programme should continue or not.

“We have to look in terms of our own spending priorities whether it is something we can continue with to help those who are most in need, and we will certainly like to do so,” said Dr. Roopnaraine.

PPP statement on Local Gov’t is -Ministry of ‘misleading, inaccurate’ Communities STATEMENTS by the Opposition People’s Progressive Party (PPP) regarding the hosting of Local Government Elections (LGE) were considered to be “misleading and full of inaccuracies”, according to the Ministry of Communities.

In a statement released recently, the Ministry responded to the PPP’s claim that the Minister of Communities, Ronald Bulkan had said that Local Government Elections “will be held in November 2015.”

In fact, the Communities

Ministry cited that on June 26, 2015, in his address to the National Assembly, the Minister was quoted as saying, “Mr. Speaker, I am pleased to advise you and Members of this Honourable House that yesterday I met with officials of the Guyana Elec-

tions Commission (GECOM) and I indicated to them that we would like, ideally, for these elections to be held in November of this year.”

Secondly, the Ministry noted that the PPP’s contention that GECOM – the PPP claims is in a conspiracy with

the Government – will claim that they are not ready for LGE has no merit.

It was noted that the Communities Ministry continues to engage GECOM, with a subsequent meeting on July 8, 2015 resulting in the Commission indicating that they will be prepared to conduct LGE within the considered timeframe, contingent on the passage of necessary legislation, and the delineation of the boundaries of only three of the Local Democratic Organs.

The next issue highlighted by the Ministry was an obstacle which the PPP said must be overcome before LGE could be held. This issue is the abovementioned delineations.

According to the PPP’s statement, this exercise must be done by GECOM. However, this aspect of the statement by the Opposition party was deemed to be yet another untruth.

In fact, Article 4 (1) and

4 (2) of the Local Democratic Organs Act, Chapter 28:09, states that the power to make such delineations rests entirely with the Minister.

With there being only sixty-five Neighbourhood Democratic Councils (NDCs), the report by the PPP in their statement which made mention to seventy-one NDCs has also been recorded as an embarrassingly inaccurate statement.

As such, the Ministry is of the firm belief that the statement made by the party is false, it had no basis, and is in fact a concoction and fabrication intended to mislead the public.

“The facts are, the PPP had promised to hold LGE within one year of being reelected in 2011; they failed and refused to do so. Local Government elections, which are constitutionally

due every three years, have not been held since 1994, owing to the PPP’s obsession with concentrating power in the hands of a few. Local government elections have, in fact, been held only once in the last forty-five years.

Clearly, this is unacceptable in a democracy,” the statement said.

Additionally, it was noted that the current Administration, unlike the previous regime, is committed to the rule of law.

Reassuring the public that LGE will be held at the earliest possible date, preferably before the end of 2015, the Ministry further added that LGE will again be held within the next three years, with two LGEs being held within the five-year life-span of this Administration. “The Government is determined to reverse the PPP’s habit and culture of disenfranchising citizens,” the Communities Ministry said in their statement.

But the PPP’s statement, according to the Ministry, apart from revealing a habit of “obfuscation and deception”, indicates a fear of good, democratic governance and a terror at placing political power where it rightfully belongs; in the hands of the Local Democratic Organs which represent the true will of the people.

The manner in which the programme was implemented – with no criterion to determine who benefits— was more reflective of political gimmickry, and was immensely criticised.

Many had felt that the programme should have been tied to students’ performance, with the focus being on building strong parental involvement in their children’s education, which would more likely have accrued value for the money invested.

Even children who hardly attended school and those with well-off parents benefited from the initiative championed by then subject Minister, Priya Manickchand.

From observations, the across-the-board distribution was not the ideal approach for a Ministry that was looking to have some positive im-

pact on students in depressed communities.

What obtained under that system was that the grant was distributed equally among students coming from rich and poor homes, whereas the purpose of the programme was to support needy parents; and the sum of $10,000,

though welcome, was not enough help for poor single-parent mothers.

Aside from the misinformation on the education grant programme, the Guyana Times also falsely reported that the History Programme offered by the University of Guyana is scrapped.

When this publication contacted officials at the University of Guyana, they expressed deep dissatisfaction over the misinformation and lack of clarification by the Guyana Times since the programme is still ongoing although faced recently with minor hurdles.

Kaneville labourer jailed for ganja possession, other offences BRIAN Carter, 26, a labourer of Kaneville Squatting Area, East Bank Demerara, was yesterday sentenced to 18 years’ imprisonment by Magistrate Leron Daley at the Providence Magistrates’ Court, after being found guilty of a narcotic-possession charge, robbery and break and enter and larceny.

Carter will however serve only three years, seven months, as the sentences will run concurrently.

Carter was charged after the police found him with 33 grams of cannabis for the purpose of trafficking on March 1 at Grove Public Road, East Bank Demerara.

The magistrate in her ruling explained the she was satisfied by prosecutor Michael Grant’s case, which proved that Carter had the cannabis in his possession for the purpose of trafficking.

Magistrate Daley therefore sentenced Carter to three years in prison, causing him to break down in tears.

The accused was also facing three counts of robbery, while also being arraigned for three counts of break and enter and larceny, along with an additional charge of damage to property. Carter eventually decided to change his initial plea of not guilty to guilty.

Particulars of the first robbery charge alleged that on July 14, 2012 at Second Bridge, Grove, East Bank Demerara, Carter, being together with another man robbed Linda Davidson and stole her blackberry phone along with $150,000 in cash. The second charge alleged that Carter, being armed with a knife on Sunday, September 14, 2014 at Little Diamond, robbed Vanessa Marlon of her gold chain, bag and cash.

It was further alleged that Carter, while using personal violence, robbed Linden Niles of $3,000 on March 27 at Grove. The court heard that he unlawfully and maliciously damaged a pair of reading glasses worth $30,000, property of Niles.

The accused was sentenced to three years’ imprisonment on each of the robbery charges. He was however sentenced to seven months for robbing Niles.

With regard to the break and enter charge, the court heard on Tuesday,April 29, 2014 at Diamond Housing Scheme, East Bank Demerara, he broke and entered the dwelling house of Maxine Benjamin and stole therein one laptop, jewellery, and a bottle of perfume, all valued at $280,000.

The court further heard that he on Friday, April 17, 2015 at Diamond Housing Scheme, East Bank Demerara, broke into the dwelling house of Ravi Spencer and stole a quantity of items valued at $1,000,500.

The last charge stated that the 26-year-old Carter on Monday, May 4, 2015 at Diamond Housing Scheme, stole $475,000 in cash and household items when he broke and entered the home of Sahadeo Narine.

Magistrate Daley informed Carter that he was sentenced to 18 years’ imprisonment – three years for the possession and trafficking of cannabis along with another three years on each of the three counts of robbery and break and enter and larceny. The sentences will run concurrently.

Consequently, Carter was informed by the magistrate that he will serve only three years and seven months and sternly warned him that he should turn a new leaf and never come back before the court.

Shot-up 18-month-old discharged from GPH

JAHEEM Rudder, the 18-month-old toddler who was shot multiple times on Father’s Day, has since been discharged from the hospital and is making a speedy recovery.

The mother of the boy, Mawanza Gill, recently disclosed that her son is doing well, and is eating and drinking normally.

She noted, however, that the child, who was shot six times about the body -- five times in the abdomen and once in the leg -- is still in a bit of pain, and as a result of this, he is creeping instead of walking.

She stated that there is movement in his leg and he will eventually walk on his own since he is a fighter.

She praised the treatment the child received at the hospital, and expressed gratitude in particular to the nurses and doctors at the Intensive Care Unit and the Paediatric Ward, emphasising that the medical professionals did a magnificent job on her son.

The mother, who was also shot seven times in her legs, is doing fairly all right but she is still experiencing some amount of pain in her legs.

The two were hospitalised following the attack by gunmen at their Nandy Park home when former murder accused, Travis Rudder, Snr. was killed on Father’s Day.

Froome demolishes rivals Hero Caribbean Premier League on first Tour mountain test action at Providence Stadium

By Julien Pretot LA PIERRE ST MARTIN, France, (Reuters) - Overall leader Chris Froome put the hammer down on the Tour de France when the Briton humiliated his rivals in the first mountain test, winning the 10th stage in awe-inspiring fashion yesterday.

The 2013 champion produced a brutal acceleration with just over six kilometres left in the final ascent after his Team Sky lieutenants had prevented attacks by setting a devilish pace in the first part of 15.3-km climb.

When Froome attacked in his usual style -- head bent, his legs spinning at a spine-chilling frequency -- American Tejay van Garderen, Spain’s Alberto Contador and defending champion Vincenzo Nibali had already been dropped.

Only Colombian Nairo Quintana was still with Froome, who was also alongside team mate Richie Porte of Australia.

Porte was second, 59 seconds off the pace.

“It’s a great day; we knew the first 10 kilometres of the climb were very hard.

The last part was easier so the goal was to go with about six km left -- just before it got easier -- it was the plan this morning,” Team Sky manager Dave Brailsford told reporters.

Overall, Froome leads van Garderen (BMC Racing) by a massive 2:52, with Quintana in third, 3:09 off the pace.

“It was a bad day; for some reason I could not breathe, my legs could not spin like I wanted them to,” said Contador, whose bid for a rare Giro/Tour double suffered a major blow.

Movistar’s high pace at the front trimmed down the peloton in the first part of the final ascent as Froome stayed safe in the small pack.

Among the first top names dropped were American Andrew Talansky, Ireland’s Dan Martin and most notably France’s Romain Bardet, sixth overall last year.

His AG2r-La Mondiale team mate Jean-Christophe Peraud also lost contact on a terrible Bastille Day for the French.

Nibali lost touch and ended up more than four minutes behind Froome.

Sky then took over at the front and Quintana’s team mate Alejandro Valverde attacked twice but the pace set by Geraint Thomas was so high that the Spanish champion could not create a decent gap.

Contador was dropped with just over seven kilometres left. Sensing the Spaniard’s weakness, Porte accelerated and the blow was fatal for van Garderen, who took 10th place 2:30 off the pace.

Froome then started to spin his legs and he never looked back.

THE Guyana Amazon Warriors will get their first taste of action at home in this year’s Hero Caribbean Premier League T20 tournament when they clash with the Jamaica Tallawahs this evening at the Guyana National Stadium from 18:00hrs.

The visitors will be wary of taking on a home side who are currently brimming with confidence following their 84-run win on Sunday when the two sides met at Sabina Park.

However, during a pre-match press conference yesterday both managements expressed confidence ahead of the crucial game.

The Amazon Warriors head coach Carl Hooper pointed out that the players were indeed in high spirits after their two consecutive wins, but declared that they cannot take the Tallawahs lightly.

“Well, we start from scratch tomorrow, but I think it’s handy to get ahead in Jamaica. We have four games at home so we must try and win at least three of those games.

But having said that they (Jamaica) will be a tough opposition, they have a couple of world class T20 players so there is no need to take them lightly.

We will have to work it down tomorrow (today) and I think if we play the brand of cricket we are capable of playing we should do well,” Hooper said.

However, Tallawahs bowling consultant Courtney Walsh is unperturbed by the threat posed by his opponents. He said that he is looking forward to the challenge since it’s an important game for his team.

“It will be a different track, different ball game than Sabina Park. We know Guyana is more natural for spin, but at the same time we have a strong enough squad to counterattack. We intend to bounce back and bounce back hard,” the former West Indies captain said.

All-rounder Andre Russell said the mood in the camp is always great despite the Tallawahs consecutive defeats.

CSK, RR owners suspended for two years IN an order with far-reaching implications, the RM Lodha committee has suspended India Cements and Jaipur IPL, the owners of the Chennai Super Kings (CSK) and Rajasthan Royals (RR) teams, for a period of two years.

The committee has also banned for life Gurunath Meiyappan, a former team official of Super Kings, and Raj Kundra, a former Royals co-owner, from any involvement in cricket matches.

The committee’s order effectively leaves the two companies with teams that cannot play. Super Kings have twice won the IPL, and are perennial tournament favourites while Royals won the inaugural edition.

The onus is now on the BCCI and the two companies to work out the way forward, to decide whether the teams will be in a two-year limbo or play under different ownership.

The news sent officials of the two franchises, and also of the BCCI, which owns the IPL, into a series of meetings as they began to make sense of the judgement.

The IPL governing council is likely to meet over the weekend, and the BCCI’s working committee might meet before that.

In a brief statement Jagmohan Dalmiya, the BCCI president, said it was “committed to honour and respect judicial decisions and it would give its observations after the entire report is read and a collective decision is taken.”

Among the franchises, the initial sense was that both would appeal against the decision, though the sheer composition of this committee - Lodha is a former Chief Justice of India and Ashok Bhan and RV Raveendran are retired judges of the Supreme Court - suggests any court would be wary of overturning the decision.

“Any agony suffered by him because of media coverage or any hardship that may have been caused to him is too small in comparison to the huge injury he caused to the reputation and image of the game, the IPL and the BCCI. If the reputation and image of the sport are lost, what remains?

THE Guyana Police Force continued their community development drive with an Under-15 football tournament between the ‘A’ and ‘E’ Division sides last Sunday.

Ann’s Grove benefits from boxing clinic THE Guyana Boxing Association in collaboration with the Ministry of Education, Department of Culture, Youth and Sport has commenced hosting training sessions for youths at the Ann’s Grove Community Centre.

Sessions in basic boxing skills commenced in the upper East Coast Demerara village last week and is being conducted by National Coach Wincell Thomas.

Head of GBA Steve Ninvalle informed that the programme is part of a decentralising strategy that is being supported by the Department of Sport.

“We wish to thank the Director of Sport Mr. Christopher Jones for making the National Coach available. It is our hope that with such support, this initiative would reach all the regions of Guyana.

We should be reminded that Georgetown is not the whole of Guyana and whatever is done in the capital should be replicated in other regions,” Ninvalle said.

Last week’s sessions were well attended with a number of females participating. The aim, Ninvalle added, is to stretch the programme across Guyana.

Thomas is scheduled to return to the East Coast Demerara village tomorrow and will continue training for five days a week. Sessions begin at 3 pm and conclude three hours later.

Moore is considered by many a model player, having worked his way through the local club system in Guyana, and a whirlwind rise in the sport in which he earns his living now takes him to Finland where he recently signed a two-year deal with FF Jaro.

The club competes in the Finnish Premier League; the top flight of professional football in the Nordic countries.

Moore, 30, whose first taste at professional football was at Trinidad and Tobago Pro-League Club North East Stars in 2006, had played for the Jamaal Shabazz-owned Caledonia AIA (2007–2013) as well as Charlotte Eagles Football Club in the USA. In 2013, Moore signed with FC Vostok in the Kazakhstan Premier League, making 31 appearances for the outfit but then transferred to their rivals FC Astana-1964 the following year.

One of Guyana’s most committed servants, Moore is now enjoying a sensational season with FF Jaro and is considered one of the club’s premier players. In fact, Moore

captained his side in Sunday’s 2-1 win over rivals VPS FC. “The difference playing in Finland from the Caribbean is the standard of professionalism. The players and coach are really dedicated and the structure is really high and that makes players go out and perform to their best,” Moore told Chronicle Sport yesterday.

The former Fruta Conquerors defender said that he remains fully committed to Guyana’s football and through the Senior National Men’s team – the Golden Jaguars – and head coach Jamaal Shabazz, he wants to give back as much as possible to the programme that has played a pivotal part in helping his career.

“Well we need more people to develop the game and get these kids opportunity to get try outs at European clubs, because we have the talent but it’s just that we need someone to open the door halfway at least,” said Moore.

While many only want to be remembered as the best in the game, Moore’s goal is to play a part in helping as much as he could his fellow countrymen to play overseas, while achieving as much as he could before saying goodbye.

Wilson indicated that they are going to kick-start their promotion of the event with an exhibition set for the Protected Areas Commission tarmac on Saturday. The exhibition will feature various karts built by persons and Wilson urged the public to come out and view the work done.
