Invest in homeland - President Granger urges Guyanese in Barbados

PRESIDENT David Granger says his country and the Caribbean can build one of the strongest economies in the globe if the necessary integration becomes a reality.

“We need that integration movement, because if we are divided, people are going to pick us off one by one. If we are divided, people are going to separate us and prevent us from being strong,” he said.

Granger was speaking at a breakfast at Bubba’s Sports Bar on Sunday to allow scores of Guyanese to

meet and greet the President who was elected in May, and was in Barbados to participate in the just-concluded CARICOM summit.

“We in Guyana have sufficient land that if every single Caribbean country was put together and put into Guyana, we still have space left over.

“We are going to take control of our resources, our timber, our gold, our diamonds, our bauxite, our petroleum and make sure that Guyanese will never have to be poor again,” Granger said.

Hundreds of Guyanese turned up at Bubbas Sports Bar to greet their President, David Granger (Barbados Daily) However, he noted the now revitalised border dispute between Guyana and Venezuela had implications for the Guyanese economy.

He also promised Guyanese living in Barbados better representation and better opportunities for them to invest in their homeland.

Earlier, loud cheers and applause rang out as Granger arrived at Bubba’s. Supporters waved the Golden Arrowhead , while others wore T-shirts bearing the flag and the A Partnership for National Unity logo. A smiling Granger said to them: “It looks like Georgetown.”

Granger had attended a church service at St Matthias Anglican Church before heading to the restaurant where he had breakfast with Consul General to Barbados, Mr Michael Brotherson, members of the Guyanese Association of Barbados (GAB) and other Guyanese supporters.

One of the organisers, GAB founding member Joyann Hooper-Beckles, dubbed it Breakfast With The President. She said it was pulled together “in less than 24 hours”. (NationNews.com)

Greater attention to be paid to small business development - to fight unemployment, empower young people

WITH the unemployment rate said to be hovering at around 40 per cent, greater attention will be focused towards the establishment and support of Small and Micro-Enterprises (SMEs) to address this burning issue.

SMALL BUSINESS DEVELOPMENT Minister of Business Dominic Gaskin in an exclusive interview told the Guyana Chronicle that the situation is worrying, and it needs to be addressed from all fronts. Strong attention, he said, will be placed on small business development.

This, he said, would also be used as a tool for youth

pointing out that the Ministry of Business will be creating the environment, especially for those with the leadership skills, to grow and expand not only in Guyana but beyond these shores.

“This is something that we need to encourage, we need to make it a priority, a new culture of entrepreneurship that may start off as a small business but can quick-

empowerment.

“I don’t think we can say that any one initiative is going to solve this problem.

I think small business is critical, I think big business is also critical; the key is more business, which would mean more jobs.

“But definitely, we have a very keen interest in small businesses, more from the point of view that we want to see our small business community becoming more competitive,” Minister Gaskin said.

CONDUCIVE ENVIRONMENT The Minister also said he wants small enterprises to become big businesses,

to see if there are any deficiencies in that list, if there are any sectors that we are overlooking that should be included in that list that should also benefit and grow if they were to be granted concession. That is something that we have to do; it affects small businesses and large businesses the same,” Minister Gaskin told the Guyana Chronicle.

It is a well-established fact that SMEs contribute significantly to economic growth and serve as agents of change, innovation and pioneers for creating new technologies.

Minister of Business Dominic Gaskin (CDB) indicated that regional countries with the highest persistent youth unemployment were Guyana and Suriname.

Since 2000, these two countries have consistently been above 30 per cent, with the rate in Guyana hovering around 40 per cent since that time. The study also found that total unemployment rates in Guyana were persistently high.

In Linden, Region 10, it is estimated that four out of every ten persons between the ages of 16-25 are unemployed; approximately 40 per cent of this group, with overall unemployment at 70 per cent.

ROOM FOR IMPROVEMENT The granting of concessions, therefore, does not require the Minister’s discretion. However, in these legislations, there might be room for improvement.

“What we need to do on a constant basis is re-examine the existing legislation and look at new opportunities and new conditions and try to increase perhaps the areas.

“The Investment Act that identifies the priority sectors under which are eligible for concessions. We have to look

Development of these enterprises would require concessions from the state, but these are not offered by the Ministry of Business.

The granting of concessions is laid out in the law. For example, the granting of tax holidays is spelt out in the In Aid of Industry Act; the Customs Act identifies the category of items for concessions, while the Investment Act outlines the requirements for businesses to be granted concessions.

Greater attention will be focused on the establishment and support of SMEs to address unemployment.

SMEs in Guyana are estimated to account for 40 per cent of total employment and also contribute significantly to Gross Domestic Product (GDP).

But though a significant contributor to economic development; the development of SMEs in Guyana has been faced with several challenges.

According to reports, these include limited access to finance, high cost of borrowing, and inadequate advisory services as well as business training and management skills.

In recognition of these challenges, the Small Business Act of 2004 became law, creating the legal and policy framework for promoting small businesses in Guyana.

The legislation provides for the establishment of support programmes and an incentive regime for small businesses as well as the creation of a Small Business Bureau (SBB), Small Business Council (SBC) and Small Business Development Fund (SBDF).

It also guarantees a minimum of 20 per cent of Government procurement to small businesses.

Greek finance minister quits to smooth talks after thunderous ‘No’ (Reuters) GREECE’S combative finance minister resigned on Monday, removing one major obstacle to any deal to keep Athens in the euro zone after Greeks voted resoundingly to back the government in rejecting the austerity terms of a bailout.

Leftist Prime Minister Alexis Tsipras promised German Chancellor Angela Merkel that Greece would bring a proposal for a cashfor-reforms deal to an emergency summit of euro zone leaders on Tuesday, a Greek official said. It was unclear how much it would differ from other proposals rejected in the past.

G l o o m y o ff i c i a l s i n Brussels and Berlin said a Greek exit from the currency area now looked ever more likely.

But they also said talks to avert it would be easier

without Yanis Varoufakis, an avowed “erratic Marxist” economist who infuriated fellow euro zone finance ministers with his casual style and indignant lectures.

He had campaigned for Sunday’s ‘No’ vote, accusing Greece’ creditors of “terrorism”.

“I was made aware of a certain ‘preference’ by some Eurogroup participants, and assorted ‘partners’, for my... ‘absence’ from its meetings; an idea that the Prime Minister judged to be potentially helpful to him in reaching an agreement,” Varoufakis said in a statement.

His sacrifice suggested Tsipras was determined to try to reach a last-ditch compromise with European leaders.

Greece’s political leaders, more accustomed to screaming abuse at each other in parliament, issued an

unprecedented joint statement after a day of talks at the president’s office backing efforts to reach a deal with creditors.

They called for immediate steps to reopen banks and said any deal must address debt sustainability - code for reducing Athens’ crushing debt - but gave no hint of concessions from the Greek side toward lenders’ demands for deep spending cuts and far-reaching reforms of pensions and labor markets.

The chief negotiator in aid talks with international creditors, Euclid Tsakalotos, a soft-spoken academic economist, was appointed finance minister.

Austrian Finance Minister Hans Joerg Schelling said publicly what other euro zone players had said in private: “Varoufakis was someone who massively

destroyed trust through his name-calling and by repeatedly criticising the institutions ... that’s why I hope that the basis for talks will now be better.”

To win any new deal, Greece will have to overcome deep distrust among partners, above all Germany, Greece’s biggest creditor and the EU’s biggest economy, where public opinion has hardened in favor of cutting Greece loose from the euro.

Varoufakis had a particularly acrimonious relationship with Germany’s Finance Minister Wolfgang Schaeuble, who said the new Greek minister would not have an easy task.

German government spokesman Steffen Seibert said conditions were not yet in place for a resumption of negotiations with Greece.

Yemen government raises prospect of truce, air strikes kill over 40 (Reuters) YEMEN’S exiled government said on Monday it expects a deal shortly on a humanitarian ceasefire that would run through the Muslim Eid al-Fitr holiday later this month, as air strikes by Saudi-led warplanes killed more than 40 people.

The United Nations has been pushing for a halt to fighting and air raids that have killed nearly 3,000 people in Yemen since March when a Saudi-led coalition intervened against Houthi forces in a bid to restore President Abd-Rabbu Mansour Hadi.

The government, exiled in Riyadh, said talks were focused on implementing an April U.N. resolution calling for the Iranian-allied Houthis to quit cities seized since September and for aid supplies to be sent to stricken Yemeni civilians.

“We are now in consultations for guarantees to ensure the success of the truce,” Hadi spokesman Rajeh Badi told Reuters.

“The mechanism we presented to implement (the U.N. resolution) demanded real guarantees to ensure aid is delivered to those who need it,” he said, noting that talks were underway to “lift the deliberate siege on Aden, Taiz, Lahj and Dhalea”.

Major cities in central and southern Yemen have been racked by heavy fighting between the Houthis and a patchwork of military, regional and tribal forces allied with Hadi.

Badi said a sought-after “humanitarian pause” would last through the end of the three-day Eid, due to start on July 17.

The Houthis have also signalled readiness to honour a truce.

Houthi spokesman Mohammed Abdul Salam said last week in a Facebook post he had discussed the matter with U.N. Yemen envoy Ould Cheikh Ahmed in Muscat, Oman. Cheikh Ahmed flew to Sanaa on Sunday for talks with the Houthis.

The United Nations last week designated the war in Yemen as a Level 3 humanitarian crisis, its most severe category, and the United States and the European Union have endorsed calls for a humanitarian suspension of hostilities.

On Friday, the United Nations alerted aid groups that a truce could start soon and advised them to be ready to start shipping aid. The United Nations engineered a fiveday humanitarian ceasefire in May but aid groups said it did not last long enough to cover all of Yemen’s needs.

In southern Yemen, a bombing run by Saudi-led warplanes killed more than 40 people at a livestock market in the town of al-Foyoush, on the road between the major port of Aden and the province of Lahj, the Houthi-run Saba news agency reported.

Local residents said the strike, apparently targeting a nearby Houthi checkpoint, killed 30 people, including 10 members of the group, while the rest were civilians.

The Houthi-run agency said 42 people in all had died in Saudi-led strikes across the country on Monday.

Pope Francis draws millions in tour of Ecuador (BBC News) HUNDREDS of thousands of people gathered in the Ecuadorean port city of Guayaquil on Monday to greet Pope Francis.

The Pope waved to the crowds from his custom car ahead of an open-air mass in the city’s Samanes Park.

He arrived in Ecuador on Sunday for the first leg of his three-country trip to Latin America, which will also take him to Bolivia and Paraguay.

It is his second visit to the Region since becoming pontiff in 2013.

City officials said a million visitors had travelled to Guayaquil to see the Pope.

Looking relaxed, Pope Francis smiled as the crowds in Guayaquil cheered him and snapped selfies.

Before his procession he visited the city’s Divine Mercy shrine, where he reacted with good humour to nearly being poked in the eye by a young boy.

He spent a minute praying at the shrine and told the crowd he would pray for them.

A Vatican official estimated that half a million people had lined the streets of the Ecuadorean capital, Quito, on Sunday, to see the Pope.

Many also gathered in front of the Vatican Embassy in Quito, where he stayed the night.

He joined them for a prayer and, according to some of those present, said: “I am going to give you a blessing so that you go home and rest and let the neighbours get some sleep.”

Pope Francis waved to the cheering crowds and smiled as people took selfies

After landing in Quito, the Pope thanked God “for having allowed me to return to Latin America”.

PERIPHERIES His 2013 visit to Brazil drew huge crowds of young Catholics attending the Catholic Youth Conference. A Mass on Copacabana beach was estimated to have been attended by three million people.

But this time the Pope chose some of the smaller and poorer countries of the Region for his visit, a move which the Vatican said reflected his interest in the “peripheries”.

Pope Francis is the first leader of the Roman Catholic Church to come from South America, but on this occasion he will not be vis-

iting his home country of Argentina.

The Vatican said that he would focus on the issue of poverty and inequality.

“Progress and development must ensure a better future for all,” he said in a speech on the Quito airport runway after he was welcomed by Ecuadorean President Rafael Correa.

In 2007, before becoming Pope, he told a gathering of Latin American bishops that they were living in the most unequal part of the world.

COCA LEAVES On Wednesday Pope Francis will travel to Bolivia.

He has requested to chew coca leaves while in Bolivia, according to Culture Minis-

ter Marko Machicao.

Coca, the raw ingredient for cocaine, has been used in the Andes for thousands of years to combat altitude

sickness and as a mild stimulant.

In September the Pope will travel to Cuba ahead of a trip to the U.S.

The pontiff is credited with helping to bring about last December’s diplomatic thaw between the two countries.

The Cummingsburg Accord THERE are concerns in some quarters that the governing APNU+AFC coalition is in trouble on account of breaches of the Cummingsburg Accord, the written agreement between the two entities. Much has been made of the fact that contrary to what is enshrined in the Accord, the President chairs the Cabinet.

There have also been whispers of other breaches, such as the failure by the APNU to honour the forty percent principle in some instances and the non-delegation to the Prime Minister of control over domestic affairs.

Former PPP member, Ralph Ramkarran, was most outspoken on this issue. He suggested that the AFC was being shafted by its senior partner’s “power play” and accused the AFC of being “subservient.”

Mr Ramkarran’s observations are based on the fact that Prime Minister Moses Nagamootoo and other AFC leaders have dismissed the President’s chairing of the Cabinet instead of the Prime Minister, as a relatively unimportant development.

M r R a m k a r r a n ’s charges against the two political partners may be too harsh. His charge of APNU’s power play echoes

the traditional PPP critique of the PNC, the largest partner in the APNU. He seems to underestimate the larger politics involved.

It is not unusual for the letter of pre-election political pacts to be altered by post-election imperatives.

Clearly the AFC, or at least Mr Nagamootoo, has decided that where there is a clash of the agreement and the Constitution, the Constitution should prevail. The AFC would also be mindful of the fact that, as a junior partner, it does, at the level of the Cabinet, control a majority of Government operation.—Infrastructure, Agriculture, Public Security, Public Media

and Business. The big question for the partners in the coalition is whether they would allow relatively small disagreements to undermine their ability to govern the country.

While Mr Ramkarran and others have correctly pointed out that provision is made for the President to delegate some of his functions, the AFC may be thinking of the political implications were it to pursue this issue in the public domain. The AFC would have gone into the Coalition knowing that Partnership politics is a delicate undertaking, especially in a country such as Guyana, where political suspicions

among our political elites run deep.

For us, the issue is whether the spirit of the Cummingsburg Accord has been violated. We do not believe that this is the case.

Mr Ramkarran and other critics have not made that case. We, therefore, urge the partners to ensure that the spirit of the Accord is respected and that where the letter is amended in the face of real-politics, this must not be done at

the expense of that. In this regard, the Mediation Committee set up by the partners must be vigilant.

Guyana is at a delicate place. After a bitter election campaign, in which the ethnic foundation of our country was severely tested, and in the face of Venezuela’s challenge to our territorial integrity, the country can ill afford a public fight between its ruling partners.

Out-of-school numbers rise as aid to education falls short of 2010 levels PARIS, 6 July: A NEW study shows that the number of children and adolescents who are out of school is on the rise, and grew to 124 million in 2013. Released by the UNESCO Institute for Statistics (UIS) and the Education for All Global Monitoring Report (EFA GMR), it shows that international aid to education remains below 2010 levels and is grossly insufficient to meet new education targets to achieve universal primary and secondary education.

“The World Education Forum in Incheon in May framed an ambitious vision for the next fifteen years, promising 12 years of free and equitable access to quality education,” said UNESCO’s Director General, Irina Bokova. “Notwithstanding the importance of domestic resources, this new paper warns that unless countries make serious commitments to increase aid at forthcoming conferences in Oslo and Addis Ababa, this target could

remain elusive for millions of children and youth.”

New UIS figures show that one in eleven children is out of school, totalling 59 million children in 2013, an increase of 2.4 million since 2010. Of these, 30 million live in sub-Saharan Africa and 10 million are in South and West Asia.

According to UIS estimates, 24 million children will never enter a classroom.

Half of all out-of-school children in sub-Saharan Africa will never enroll. Girls are the most disadvantaged, particularly in South and West Asia, where 80 per cent of out-ofschool girls are unlikely to start school, compared to just 16 per cent for boys.

In addition, one out of six adolescents is not in school, totalling 65 million in 2013.

One third of these live in South and West Asia, another third in sub-Saharan Africa, where there are more adolescents out of school today than in 2000.

Conflict is a huge barrier to education. “New data show

the devastating impact of the civil war in Syria,” said Silvia Montoya, Director of the UNESCO Institute for Statistics. “Before the conflict, nearly every child was enrolled in primary school but by 2013 nearly two million children and adolescents were out of school. It took just two years of civil war to erase all education progress made since the start of the century.”

Meanwhile, the EFA GMR shows that, despite a small increase of 6% in aid to education, levels are 4% lower today than in 2010.

Without renewed commitments, assistance will continue to stagnate until at least 2017.

It will cost an extra $39 billion to provide 12 years of education to everyone in low and lower-middle income countries. To fill this shortfall, donor countries must increase their aid to education six times. Instead, they are placing education lower on their list of priorities: half of donor countries decreased

their aid to basic education from 2008-2010 and 20112013.

Aaron Benavot, Director of the EFA GMR stated: “Aid needs to be shooting upwards, not creeping up by a few percentage points. The world just set itself the huge goal of providing 12 years of free education. This simply won’t happen unless donors get serious about funding.

The Oslo Summit on Education for Development and the Third Financing for Development Conference in Addis Ababa next month present a real test of donor commitment. Without it, targets and promises for progress are unlikely to be met.”

The paper shows that aid does not go where it is needed most. In 2013, only a third of aid to basic education was allocated to the poorest countries. Although sub-Saharan Africa accounts for more than half of out-of-school children, aid to basic education to the Region made up just one third of total resources.

Obama says U.S. to Pitbull minibus driver caught stealing increase support for Syria opposition sheep at Enmore

By Shirley Thomas THE driver of a brand new Pitbull minibus and two men were yesterday caught red-handed stealing a ram as it was grazing opposite the owner’s home at First Street, Hope West Enmore, East Coast Demerara.

But vigilance on the part of the owners led to the men being intercepted soon after grabbing the sheep and shoving it into the bus, hence the matter was reported to the Enmore Police and the driver and one man was taken into custody, while the third escaped.

The incident occurred around 17:00 hrs. and after being initially taken to the Enmore Police Station, the men were transferred to the Criminal Investigation Department at Cove and John.

Late last night, the two men remained in custody, while the third man remained at large. Meanwhile, the ram was off-loaded at the Cove and John Police Station for safe keeping, pending further police action.

The owner of the animal,

whose name was given as Mahendra, being aware that the theft of sheep is prevalent in the neighbourhood, had his nine-year-old nephew keeping watch while the ram grazed.

Suddenly, the family recalled, a shiny Pitbull minibus drove up slowly, and as it approached the animal, one of the persons on board opened the door, jumped out and grabbed the animal and shoved it into the vehicle and drove off. But the child shouted out to his grandfather who was a short distance away, telling him that the men had taken the sheep into their bus. The owner and a Rural Constable who was nearby gave chase, and eventually the owner had an idea. He rode up in front of the bus and threw his cycle down to the ground, causing the bus to come to an abrupt stop.

Having verified that the sheep was in the bus, the police were called in, and they took the matter in hand.

Meanwhile, residents complained bitterly about losing their sheep from time

to time. At least twelve sheep have been stolen in recent months. On one occasion a man was taken into custody, but was later released. Another man was made to pay a fine, but others still have not been caught.

Residents claim to have complained ad nauseam, but the practice continues. Prior to yesterday’s incident, just two days ago a ram and a ewe were stolen from another householder.

Asked what are the thieves possibly doing with the animals, the frustrated residents replied: Dem ah do all kind thing. Them a sell am to butcher; dem ah kill and and eat am; dem ah even kill am and sell am ah Mon Repos cheap. If the sheep or ram cost $20,000, they give dem fuh half that.”

On one occasion, six sheep were stolen from one man, and till today, he has not found out who did it.

Residents are calling on the police to deal severely with the men caught, hoping that it will serve as a deterrent to others inclined to steal sheep as well.

Homes flooded in Chaguanas East and West (Trinidad Guardian) DAWSON Pancham woke up at 5:30 am Sunday to find two feet of water in his Endeavour home. His stove was floating on its side in the kitchen and his washing machine, living room set and other furniture and appliances were standing in water.

When he looked outside, his front yard was like a river, filled with water from the overflowing old trainline across the road that served as the main drain in the community. Small tools in his business, L&M Fabricating and Welding, located at the side of the house, were damaged by the water.

Pancham’s family was one of some 30 in Endeavour, Chaguanas West, whose homes were flooded out after brief but intense rainfall accompanied by gusty winds Sunday morning. His next door neighbour Arun Salickram lost six “big size” ducks she was rearing when her yard flooded out.

“They drowned. I had to take the rest and put them in a high, dry place,” she

said. “The water didn’t reach inside because we put sand bags by the door.”

Pancham commended the quick response of Chaguanas East MP and Mayor Gopaul Boodhan. He said they promised to send social workers to his home to estimate the cost of the damages and assist him to refurnish his home. When the T&T Guardian visited Endeavour later in the morning, Cadiz, in tall boots, was overseeing the dredging of the trainline by a backhoe from the Chaguanas Borough Corporation.

The area’s councillor Vandana Mohit and Mayor Boodan were also at the site.

Chaguanas West MP Jack Warner was not seen. Cadiz said the trainline being dredged on one side of the road was in his constituency of Chaguanas East. The other side, where the homes were flooded out, was in Chaguanas West.

Cadiz gave a short history of the trainline settlement. “When the trains stopped running in 1967 an unplanned settlement grew up around it. There was a lot

of ad hoc construction of unauthorised dwellings. “People erected bridges over the trainline and put their own drainage systems into it.” This resulted in a lot of problems as the trainline would become blocked and overflow during heavy rains, Cadiz said.

“As fast as we fix, more problems come,” he said Cadiz said a senior engineer from the Ministry of the Environment and Water Resources visited the area and will visit again to do a proper assessment of what needed to be done to fix the problem. He said two areas, Jerningham and Cunupia, had been affected by the heavy rains for the same reason, Boodhan said on the banks of the Caparo River close to Woodford Lodge, there are some ten to 15 illegal structures which contribute to the clogging of the watercourse there. He warned that the Chaguanas Borough Corporation would begin to enforce the law about interfering with water courses and people would be charged.

(Reuters) PRESIDENT Barack Obama pledged to increase U.S. support for the moderate opposition in Syria’s civil war on Monday and said the United States needed to do more at home to prevent attacks and combat Islamic State efforts to recruit followers.

Obama, speaking during a visit to the Pentagon, noted the difficulty of preventing small-scale attacks by “lone wolves” within the U.S. homeland despite success at preventing large attacks since the Sept. 11, 2001 assaults on New York and Washington.

“We’re going to have to pick up our game to prevent these attacks,” he said.

Obama said there were no current plans to send additional U.S. troops overseas and repeated that the fight against the militant group also known as ISIL would not be quick.

He said U.S. training of Iraqi forces had been ramped

up after being too slow.

The U.S. military has lamented that Iraq had not provided enough recruits to meet U.S. training targets.

[ID: nL1N0Z30YB] It has also acknowledged that recruiting and training Syrians to fight Islamic State was moving more slowly than expected, partly because of problems with vetting volunteers.

“We continue to accelerate the delivery of critical equipment, including anti-tank weapons, to Iraqi security forces,” Obama said.

“And I have made it clear to my team that we will do more to train and equip the moderate opposition in Syria.”

Obama did not give details on what more the United States would do in that regard.

Republicans criticized the president for not having a successful strategy.

“His rhetoric doesn’t match reality. Over the last

year, ISIS has expanded its reach exponentially - and the group’s influence continues to grow,” said Senator Tom Cotton, an Obama critic.

“We’re not going to defeat a radical jihadist army with more bureaucrats in DC and no funding for our military on the front lines.”

Obama said more needed to be done to prevent Islamic State from gaining recruits within the United States.

U.S. efforts to counter extremism must not single out Muslim Americans or any faith group, but the militant group was targeting its recruitment efforts at that community, Obama said.

“We also have to acknowledge that ISIL has been particularly effective at reaching out to and recruiting vulnerable people around the world, including here in the United States,” he said.

Obama’s remarks came after U.S. July 4 Independence Day festivities passed without a major attack.

Mexico gunmen attack Navy helicopter in Tamaulipas A MEXICAN Navy helicopter came under fire in the violence-wracked northern state of Tamaulipas on Sunday.

The Navy said that “the attack was repelled, resulting in the deaths of six people among the group of assailants”.

The incident comes two months after six soldiers and a policewoman were killed when their helicopter was shot down by suspected cartel members.

Tamaulipas is at the centre of a turf war between rival drugs cartels.

None of the Marines on board the Black Hawk helicopter was hurt when it was hit by seven bullets.

The helicopter was searching for members of a drug cartel when it was fired on by gunmen about 70km (45 miles) south of Nuevo Laredo.

The attack comes two months after a Cougar helicopter carrying members of the security forces was shot down in Jalisco state

Nuevo Laredo is on the border with the United States and a main transit point for drugs smuggled from Mexico to the U.S. In the incident on 1 May, suspected members of the Jalisco New Generation cartel fired a rocket-propelled grenade at a Cougar helicopter and forced it to make an

emergency landing.

Seven members of the security forces were killed in the attack in western Jalisco state.

While attacks on the security forces are frequent in Mexico, officials said that the downing of the Cougar represented an escalation in tactics by the cartels.

Gov’t unable to address challenges at Haags Bosch -refutes claims by BK that the contract was ‘vague’

By Ravin Singh FOLLOWING much controversy surrounding the construction and operation of the Haags Bosch Sanitary Landfill (HBSL) project which is being executed by BK International, the Government of Guyana is currently in a position where it is unable to respond to the challenges at the facility.

This is according to Permanent Secretary (PS) of the Ministry of Communities, Emil McGarrell, who explained on Friday at a press conference that the issue regarding payment for services by BK International at the HBSL site is currently before the court.

According to McGarrell, contrary to reports by BK International that the company is currently engaged in an agreement with the Government of Guyana, it is actually an agreement between the Government and BK International/ Puran Brothers Disposal Service. This, he said, is a joint operation by the two companies that the Government had awarded the contract to in 2009.

“Government does not have a contract with BK International; Government has a contract with BK International/Puran Brothers Disposal Services,” the PS clarified.

PAYMENT As it is presently, BK International is demanding payment in excess of US$9M for work that would have been done from June last year to the present.

However, McGarrell related on Friday that even with the expertise available to the Ministry and by extension the Government, they are unable to respond to the challenges and to lift the landfill site operation to a place where it could be satisfied.

Acknowledging late payments on the part of the Ministry, a statement issued on the same day noted that the cause for

this was the (in) action of the joint venture as it relates to the project. They explained that following the withholding of operations payment for January to May 2012, due to compliance issues, BK International/Puran Brothers Disposal Services, by letter dated June 06, 2012, had suspended the contract due to non-payment.

“BKI/PBDS letter of April 18, 2012 requested permission to suspend construction on Cell 1. Cell 1 was initially scheduled for completion of construction on Jan 31, 2011.

On Aug 16, 2012 BKI/PBDS indicated its termination of the contract with immediate effect” the Communities Ministry further revealed.

Subsequently, the termination letter was withdrawn by letter dated Aug 24, 2012. No reason was given for reversal, they said, adding that the Government by letter of August 27, 2012, indicated that BKI/PB had failed to provide a performance bond for the operations for 18 months.

As such, McGarrell reiterated that because of an active court matter which is currently engaging the attention of the Attorney General, the Ministry, the Government and BKI/ PBDS must await the outcome before a decision regarding outstanding payments could be made.

VAGUE CONTRACT The Ministry also refuted claims that the contract issued for the project is “vague”, as was described by Managing Director of BK Group of Companies, Brian Tiwari.

Tiwari had told reporters last week that even though he was skeptical of signing the contract due to its “vagueness”, he nevertheless proceeded with it, since he was assured by the then Government that it would be amended. He said however that this was never done.

But the Ministry is maintaining that the contract awarded in 2009 is not a vague one and if concerns had been raised by

BK International, then logically, they should not have signed the contract.

COMPLIANCE ISSUES According to the Ministry, a letter to BKI/PB dated April 10, 2012, identified parameters and data to be presented by contractor. These included measurements of waste volumes and waste volumes recycled, surface and ground water and air quality, leachate heads in landfill cell, landfill gas monitoring and complaints, and mandated that equipment for waste handling and compaction should exceed 90% availability.

However, despite this, the Ministry maintains that there is no evidence to indicate that these issues have been adequately addressed to date.

“Letter to BKI/PBDS dated April 26, 2012, identified several deficiencies in operations including absence of intermediate and daily cover, inadequate and inoperable landfill operation equipment, non-utilisation of a landfill compactor compromising the mandated compacted waste density, and absence of leachate pumps” the statement from the Ministry revealed.

Prior to this however, an addendum of June 28, 2012, signed by BKI/PBDS, mandated completion dates for several items including the leachate treatment system and Sedimentation Ponds all of which remain incomplete.

Additionally, they explained that BKI/PBDS, as was contractually mandated, was requested on June 26, 2012, to operationalise a composting facility for organic waste to increase landfill capacity. However, this composting facility was never operationalised.

“BKI/PB was cited again on July 03, 2012, for non-compliance and indicated that payment would not be made if the issues were not addressed. The contract mandates submission of monthly and quarterly monitoring data for the landfill. This has been honoured mostly in the breach by BKI/PBDP” the Ministry further added.

Cop crushed to death while fixing road barriers CONSTABLE Eldon Williams, 19, who was erecting road barriers on an access road near a recently opened resort at Providence, East Bank Demerara, for a public event yesterday, was run over by a truck.

Williams of No. 53 Village, Corentyne, Berbice, who was stationed at Brickdam Police Station, was working along with other ranks to set down the road barriers in preparation for the Hits and Jams Water World ‘Soca on the Beach’ event.

Constable Williams was pronounced dead on arrival at the Georgetown Public Hospital.

According to eyewitnesses, after a barricade was passed to Williams by another rank, he was attempting to position it when a sand truck which was backing up accidently hit the barrier and hooked the cop’s shirt and pulled

Meanwhile, the police yesterday assured an aunt of the deceased policeman that all funeral expenses will be paid and they will also be sponsoring wakes at the rank’s home in Berbice and at the Brickdam Police Station. Constable Williams leaves behind an eight-month-old baby and several relatives and friends.

The Guyana Chronicle understands that Williams’ mother who is overseas is making arrangements to travel here to oversee her son’s funeral arrangements.

U.S., Guyana collaboration on security, counter-narcotics yields results - U.S. Charge d’ Affaires, Bryan Hunt

By Derwayne Wills GUYANA is partnering with the United States in a number of initiatives including oil and gas management; and while there are further avenues of cooperation to be explored, U.S. Embassy in Georgetown’s top official, Bryan Hunt, is confident that Guyana’s efforts in countering the trade of illicit substances has yielded great results.

The disclosure by Hunt at the U.S. Embassy’s reception Thursday at the Marriott Hotel in Georgetown, marking the country’s 239th Independence, comes even as Guyana sees a number of increased drug seizures, worth millions of U.S. dollars, at the country’s ports.

“Guyana’s law enforcement agencies have already made significant seizures in the last year,” Hunt told the gathering, “[including] finding the self-propelled semi-submersible in the interior and putting that shipyard out of business.”

Hunt charged the upsurge in seizures to the increased

sharing of information between law enforcement agencies in Guyana and the United States.

“I am confident that despite the criticism of sceptics, expanded cooperation between the U.S. Drug Enforcement Administration and the Guyanese Customs Anti-Narcotics Unit [CANU], and Serious Organised Crimes Unit [SOCU] will disrupt and ultimately dismantle the drug flow through Guyana.”

Only last month, the U.S. official met with Attorney General and Minister of Legal Affairs Basil Williams at the AG’s Chambers, where improving Guyana’s criminal justice system was one of the issues addressed.

At that meeting, Hunt plugged the benefit of collaboration between Guyana and the U.S. through the Caribbean Basin Security Initiative (CBSI). The CBSI was formed following the commitment of President Barack Obama in 2009 at the Fifth Summit of the Americas in Trinidad and Tobago.

to the U.S. State Department website, is aimed at substantially reducing illicit trafficking, increasing public safety and security, and promoting social justice.

While the AML legislation sets the mandate for agencies like the SOCU, Minister of State Joseph Harmon, in an invited comment, told this publication some time ago that the agency had begun its work out of its Camp Road, Eve Leary office.

Shaheed orphanages appeal for assistance to run facilities THE Shaheed Boys and Girls Orphanages have issued a public appeal through the Board of Management and the executive of the Guyana United Sadr Islamic Anjuman for assistance to run their facilities.

According to a release by Chairman of the Board of Management of the Orphanages, Badruddin Hassan, the Shaheed Boys and Girls Orphanages were established in the 1950’s as institutions to provide care, home and facilities for the orphans, vulnerable and destitute children of our community.

They have remained the only legitimate institutions in the Muslim community for the provision of care, facilities and services to the orphans and vulnerable children of (mainly) the Muslim community, the release noted.

The Shaheed Orphanages are landmark institutions not only to the Muslim community, but to the Guyanese nation.

The Shaheed Orphanages remained as the beacon for the care of the orphaned and vulnerable children in our society and in their decades of existence, provided care and facilities to thousands of children. These institutions have provided wonderful support to successive Governments over the decades as valuable social sector contributors.

The present management committee places a tremendous amount of importance on financial accountability of these institutions. And from the inception, we hired a management firm to manage the financial portfolio of these institutions.

We remain the only such institution to have done this. We have created with Demerara Bank, a bank account for every orphan within the Shaheed Orphanages, and the monies are given to the children after they leave the orphanages. This is in addition to the $50,000 provided by the Board to every child leaving here.

The provision of facilities which are of the highest standard is a major goal of the management committee and since our assumption of control, each year, millions of dollars are spent to repair, build and acquire facilities for the children. In this past year, we have spent millions to refurbish facilities at the Orphanages.

We have recognised the importance of counseling to these children and have employed our own trained counselor at these institutions to assist these children in being reintegrated with the society. We remain the only such institution to have done that, the release said.

We continue to work closely with the Ministry of Social Protection in our operation of these institutions and regularly meet with the officials to ensure that we keep the Shaheed Orphanages in line with what is required by the Ministry and to seek advice on our operation of these institutions. In line with security concerns for our children, and based on recommendations from the Ministry, the Orphanages have installed top class security surveillance systems to allow us to better monitor these institutions. The management is now

able to monitor these institutions from our homes or offices at any hour of the day or night. We remain the first of such institutions to do so.

Meanwhile, the Board is in the process of creating a playground for these children at our Oleander Gardens location.

Towards this, we have spent over $3M in preparatory works but we are unable to move further due to our lack of financial resources. However, we hope to soon acquire the necessary funds which will see the completion of this playground, fully equipped with day/night capability (floodlights), equipment for maintaining the playground, as well as swings, slides, etc.

We are positive that this can be a reality before the end of 2015 The Orphanages during this year has fulfilled its dream of acquiring a bus for these children. We thank the former Minister Anil Nandlall for his assistance in the orphanages obtaining a duty free concession from the Government of Guyana to acquire this vehicle.

The best that we can do for our children is to give them the best opportunity for education. In recognition of this, the Shaheed Orphanages has placed our children into private schools to give them a new opportunity at acquiring a good education. While this is being done at a tremendous cost to the management, we are certain it will be worth it. This was the biggest achievement of the management during the year, the release added.

Berbicians urged to diversify their business -- West Berbice Chamber reiterates call for D’Edward/Rosignol to be given township status

PRESIDENT of the West Berbice Chamber of Industry of Commerc, Mr. Imran Sacoor, has said given the challenges of rice and sugar, Berbicians should begin to look at diversifying their business.

Mr. Sacoor, who was elected President when the Chamber held its Annual General Meeting on Wednesday, said as an agriculture-driven community, farmers need to adopt better technology and farming methods, including hydroponics and green house farming, if they are to remain competitive as the cost of inputs continue to rise.

The Republic Bank Manager said farmers also need access to packaging plants wherein they can have options to market their produce.

Cheaper cost of financing, he said, is also needed to support the agricultural initiative and farmers need to adopt a cultured approach to seek out foreign markets and export their produce rather than place reliance on domestic market.

The Chamber was also worried about the crime situation. Crime continues to be a hindrance to businesses and this must stop, the Chamber said, if businesses are to develop and expand.

Through the social impact programme, the Chamber strongly believes that once youths are gainfully occupied, incidents of malpractice in society will be reduced.

The Chamber will engage and work with the regional authorities to imple-

ment programmes that can be beneficial to the younger generation, and to create employment.

The Small Business Bureau loans and grants was one of the access points highlighted to push this initiative forward.

Over the next two years, the Chamber will take up a number of initiatives, all geared to promoting commerce.

EXPO AND TRADE FAIR This includes the launching of Region 5 Expo and Trade Fair in April 2016, the launching of a beaching destination at Paradise, West Coast of Berbice on August 2015, a Business Magazine and recreational park with wifi facilities for families once a suitable land site is

located, among others.

West Berbice Chamber of Industry of Commerce President Mr. Imran Sacoor Mr. Sacoor said the Chamber will continue to advocate for D’Edward/Rosignol to be a township since it

meets the required needs for consideration.

He said the Chamber is prepared and ready to work closely with all stakeholders in the best interest of development of the Region, and by extension, Guyana as a whole.

The Chamber president said too that the entity has already commenced work on bringing tourism to Region 5.

A meeting was held with Permanent Secretary from the Ministry of Tourism during this year, on making the Paradise Beach on the West Coast of Berbice a tourism destination for both local and overseas visitors.

Also addressing the AGM held at the Regional Democratic Council (RDC) was outgoing President Mr. Shabeer Baksh. He stated that

the Chamber has come a long way in bringing development to businesses and the community, and is confident that the newly- elected body will continue to bring about changes.

Pastor Massiah calls on police to ‘be a terror to those who do evil’

By Leroy Smith SENIOR Pastor of the First Assembly of God Church, Reverend Raphael Massiah last Friday charged ranks of the Guyana Police Force to divorce themselves from activities and persons that could bring the Force into disrepute and attract a bad press.

The pastor was at the time delivering the keynote address at the Guyana Police Force 176th Anniversary Church Service at ‘A’ Division Headquarters, Brickdam.

“I challenge you to be a terror to those who do evil - this should be your mode.

People who do good must never fear you, never fear the Guyana Police Force (but) people who do evil must watch over their shoulders

- guess why - because you are coming and if you are a professional there will never be a connection between you and evil,” Massiah stated.

The Minister of the Gospel reminded the members of the Force that they are forever being graded by members of the public and too often the police have been getting failing grades in the process.

“Shut those down who are bringing negative press and use your investigative skills to find those people, you know who are the rogue people, flush them out because ultimately they are bringing the bad image to the Force,” Massiah advised.

He said further that police ranks will be better able to execute their duties if the senior ranks look out for those under their care and ensure that they are taken care of

adequately.

Meanwhile, the senior pastor lauded the police on their record in fostering positive community relations over the last two years, and reminded that good relationships come with compassion.

He also noted the power they have as men and women of the Guyana Police Force but cautioned them against using that power on the wrong set of people.

“Explore the avenues to be meek and use your explosive power in a controlled manner rather than using it raw - you do not have to prove that you have power, the world knows that you have power.”

Ranks were also advised to ensure that they get their house in order since no success on the job can compensate for failure at home.

During the brief programme, Dr. Vindhya Persaud, director and choreographer of the production, promised a spectacular performance on August 29 at the National Cultural Centre.

The guests were treated to a glimpse of what is expected in the upcoming Naya Zamana. Meanwhile, presentations were made to longstanding

dancers and appreciation was expressed to those who had sold tickets and made costumes for the production over the last 20 years.

The cast also made a special presentation to choreographers Vindhya and Trishala Persaud. The highlight of the evening was a 15-minute video chronicling the Naya Zamana journey over the last 20 years.

Naya Zamana is a renowned dance production which has gained international recognition and

attracted sold out audiences for the past 20 years.

It is now a fixture on Guyana’s entertainment and cultural calendar and has been raising the bar in the performing arts each year.

COUVA, Trinidad - The West Indies Cricket Board (WICB) successfully held a two-day Umpiring Workshop which concluded on Sunday at the National Cricket Centre, Balmain, Couva.

Four females umpires – Kenalyn Baker from Guyana, Barbadian Valerie Mahon, Leona Thomas of Trinidad and Tobago and Jamaica’s Jacqueline Williams – joined two dozen of their WICB second tier, male colleagues benefiting from the workshop.

Project Officer – Cricket Operations of the WICB, Rawl Lewis, was pleased with the outcome of the workshop.

“It went very well. It was very informative, David (Levens) was the facilitator and he is the ICC Umpire coach. The guys really enjoyed it because it was a mixture of classroom sessions and practical sessions on the field and I thought went really, really well,” said

Lewis.

The former West Indies player explained that the main goal of the workshop was to address the standard of umpiring in the region and provide umpires with the tools so they can officiate at the highest level.

“It is all about improving the standard of umpiring in the West Indies. Umpiring has moved in a direction where you have to be an all-rounded individual to become an umpire at the top level so we want to groom our guys and create a pathway and assist them to see if they can achieve the top level of umpiring,” said Lewis.

He was encouraged by the response from female umpires and hopes to see women officiating at the regional and international levels.

“We want to incorporate female umpires with the men in the West Indies because there are females out there that are very much interested in umpiring and can’t be left

behind.

This was the first session for them and we are hoping to include them when we have matches in the respective territories. They can be part of the umpiring process, observe, understand the routines and learn what umpires normally do,” Lewis noted.

The former Windward Islands captain was adamant that umpiring is a viable avenue for people who love cricket to make a positive impact.

“You can make a career of being an umpire. This is one area a lot of people who would have tried their hand at cricket and probably did not really succeed can thrive.

“If you know the game and you are interested in the game there are many other areas you can target … scorer, umpire, match referee. So all areas of cricket should be developed and umpiring is only one and I am happy to see it is taking the right path,” said Lewis.

Katusha rider Rodriguez had the best kick up the punishing Mur de Huy, where the Fleche Wallonne classic ends, beating Team Sky's Froome by a narrow margin while France's Alexis Vuillermoz ended up third, four seconds back.

Rodriguez, who won the Fleche Wallonne in 2012, attacked about 400 metres from the line and held off Froome.

"It is very unexpected, I was hoping to be up there today and to put more time on my rivals," Froome told reporters at the end of the 159.5km ride from Antwerp, Belgium.

Overall, Froome leads German Tony Martin (EtixxQuick Step) by one second with American Tejay van Garderen in third place 13 seconds off the pace after losing 11 seconds on the day.

Swiss Fabian Cancellara, in yellow at the start, was caught in a massive crash that forced organisers to neutralise the race for about 10 minutes.

Colombian Nairo Quintana (Movistar) and defending champion Vincenzo Nibali (Astana) also lost 11 seconds but they are still

in the game 1:56 and 1:38 behind Froome respectively.

Spain's Alberto Contador lost 18 seconds but lies only 36 seconds off the pace before today's tough fourth stage that features much feared cobbled sectors.

"Froome is very strong, he almost won the stage.

There are a lot of days left, we have to stay positive. Tomorrow (today) we'll have to survive," said Contador.

"It's an incredible Tour with every day a lot of stress, a lot of tension, it's very nervous."

Frenchman Thibaut Pinot's hopes of a podium finish in Paris took a major blow when he finished one minute 33 seconds behind.

The FDJ rider is now 2:58 off the pace.

Pinot explained he was shaken after a huge crash took down a couple of dozen riders with less than 60 kilo-

metres left.

His team mate William Bonnet fell off his bike after seemingly touching a wheel in front of him and others all around him were brought down on a gently descending stretch of road.

Cancellara was one of several top names to hit the tarmac, along with Australian Simon Gerrans and Dutchman Tom Dumoulin who abandoned the race.

Bonnet was taken away by the race medical staff on a stretcher but he was conscious. His team said he was to undergo surgery on a broken cervical vertebra, although his condition was not serious.

"We were riding at high speed, about 85-90 kph, and we heard a huge noise," said Rodriguez.

"For the race to be neutralised it has to be pretty serious."

Djokovic recovers as match suspended, Serena wins

By Toby Davis LONDON, England (Reuters) - After three hours and two minutes of twilight combat, Novak Djokovic and Kevin Anderson were forced off court with their last-16 clash tantalisingly poised at two-sets-all and their Wimbledon audience begging for more.

The match was halted as dusk closed in after world number one and defending champion Djokovic had fought back from two sets down having been thoroughly outplayed by a fired-up Anderson before rediscovering his A-game.

It was a remarkable conclusion to a day when a whiff of predictability had permeated the hectic schedule in men's and women's draws.

Serena had earlier ousted

big sister Venus in the battle of the Williams siblings, while Roger Federer, Andy Murray and Stan Wawrinka had claimed comfortable victories.

In fact, the action elsewhere was remarkably tame in comparison to the ebb and flow of the drama on Court One. Few had predicted Anderson would be able to mix it with Djokovic, except maybe the Serb himself who said the statuesque 2.03-etre South African was in the form of his life heading into the match.

He was not wrong.

Within a short time he was two sets down as Anderson served superbly and happily went toe-to-toe with Djokovic from the back of the court, a tactic with which few succeed.

The first two sets ended

with Anderson edging nervy tiebreaks, before Djokovic revved into gear storming through the third 6-1 and clinching the fourth 6-4 to leave the match in the balance and the crowd wanting more.

Sadly for them, the officials disagreed and boos rang around the arena as play was suspended until today.

The closeness of the encounter was in contrast to much of what had gone before.

The clash between the Williams sisters, who have won 10 Wimbledon singles titles, should have been the day's box-office smash, but drama was in short supply and the ending all too predictable.

BEST FRIEND As has often been the case in the 25 matches be-

tween the siblings, the pregame hype massively outdid the action on court, with Serena rattling through the opening eight points, and maintaining a stranglehold to wrap up the contest in 68 minutes.

She is now unbeaten in grand slams in 25 matches and edging closer to holding all four majors at the same time for the second time in her career -- although given the sensitivity of the occasion, any excitement was kept under wraps.

"It's hard to feel excited about (beating) someone you root for all the time no matter what and you love so much and is your best friend in the world," said Serena, whose next step en route to a 21st grand slam title will be against Victoria Azarenka in the quarter-finals.

Federer was given the

swiftest of workouts against 20th-seeded Spaniard Roberto Bautista Agut, who became the latest player to exit in double quick time at the hands of the seven-time champion without making an impact on the Swiss's serve.

There was no upset in sight as the fourth seeds in the men's and women's draw went through in straight sets as Wawrinka edged Belgium's David Goffin 7-6(3), 7-6(7), 6-4 and Maria Sharapova beat plucky Kazakh Zarina Diyas 6-4 6-4.

The remaining days of the tournament are also likely to be quieter and less controversial after Australian hot-head Nick Kyrgios was beaten in four sets by Richard Gasquet.

Ex-German president Preparations intensifying for Supligen Mr Guyana dismisses Blatter's claims on World Cup votes Body Building ORGANISERS are shifting preparations into high gear for this month’s staging of the 2015 Supligen Mr Guyana Body Building under the auspices of the Guyana Amateur Body Building and Fitness Federation (GABBFF).

President of the GABBBFF, Keavon Bess, told the media that things are moving along smoothly. “Preparations for the competition so far are coming along smoothly, everything is in place; venue is already down to a tee, lights, stage, everything already has been put in place right now.

The athletes are preparing their bodies and mind and fine-tuning, so on the 19th they can come and give the audience a very nice show.

Meanwhile, Bess believed that this year’s event will be a scorcher, with several athletes already in tip-top shape for the event. He continued that this year, spectators are going to be treated to a sensational display of physique display.

“This will be a very competitive competition that term probably would have been used before, but I can say that the

level of body building has gone up and there is no one man that can run away with the competition. There are persons that can compete even with the current Mr Guyana, so with that being said, we urge the members of the public to come out and especially the hardcore bodybuilding fans, come out and have an enjoyable time with muscles on stage.”

The reigning Mr Guyana is Central American and Caribbean (CAC) bronze medallist Mr Kerwin ‘Chisel’ Clarke of Buddy's Gym, who has claimed the honour for the past three years, but that may just change with the challenges of Winston Stoby and Sylvester Joseph, both being on par.

Some of the categories include the Ms Bikini and Mr Physique in which athletes will for the first time receive monetary prizes, along with hampers and supplements.

Bess says that over 40 athletes will be on show stage night, adding that he is encouraged by the pace of registration.

The event is set for the Park View Hotel on the East Bank of Demerara on July 19.

Former German President Christian Wulff

BERLIN, Germany (Reuters) - Former German president Christian Wulff yesterday rejected allegations by the embattled president of world soccer's governing body, FIFA that Wulff tried to exert political pressure before the World Cup was awarded to Russia and Qatar.

"The statement by Mister (Sepp) Blatter

regarding former President Christian Wulff is false," Wulff's office said in a short statement.

Blatter has become entangled in a corruption investigation of the sport's governing body that involves the decision to hold the World Cup in the two countries. Blatter has not been accused of any wrongdoing, but he has retained an attorney.

In an interview with German newspaper Welt am Sonntag, Blatter said that Wulff and former French president Nicolas Sarkozy had tried to influence their voting representatives before the World Cup was awarded to Russia and Qatar.

"Therefore, we now have a World Cup in Qatar. The people who decided this should also take responsibility," Blatter was quoted as saying.

There was no immediate reaction from Sarkozy's office.

Europe soccer chief Michel Platini has repeatedly said that nobody had asked him to vote for Qatar. "Neither Sarkozy nor anyone," he told the newspaper L’Equipe a year ago.

Blatter announced in June that he would step down as FIFA president after an election that is likely to take place late this year or early next year.

Belvedere Primary School are Sueria Manufacturing windball champions DEFENDING Champions Belvedere Primary defeated Courtland/Gibralter Primary by eight wickets in the final of the Sueria Manufacturing/ Kaieteur Candy’s InterPrimary School Windball cricket competition, organised by the Albion Community Centre Cricket Club.

Last Friday at the Albion Community Centre ground, Courtland/Gibraltar Primary won the toss and batted first.

They were restricted to 24 for 6 from their allotted six overs. Belvedere Primary responded with 25 for 4 from 4 overs to secure victory with Arjunen Adolphus hitting an unbeaten 14.

The competition was played on a round-robin basis with the five primary schools within the Lower Corentyne area. Gibraltar/ Courtland, Fyrish, Cropper, Albion Back and Belvedere Primary participated.

This competition over the years is being used as

part of the Albion Community Centre’s Cricket Club’s effort to attract young cricketers to the club.

Top Albion cricketers such as Veerasammy Permaul, Gudakesh Motie, Jonathan Foo and Kandasammy Surujnarine have all graduated from this competition.

Earlier in the day, Belvedere Primary defeated Cropper by 8 wickets, Fyrish by 10 wickets and Albion Back Primary by 9 wickets to secure their place in the final in the competition.

Gibraltar Primary also trounced Belvedere by 22 runs, Cropper by 3 wickets and Fyrish Primary by 10 wickets on their way to the final.

In the other matches played, there were also two wins for Albion Back Primary and one win for Cropper Primary while Fyrish Primary were the only team that failed to secure a win in the competition.

At the presentation ceremony which followed,

Lloyd Kanden – president of the Albion Community Centre Cricket Club commended the five primary schools for their participation and extended special congratulations to Belvedere Primary for retaining their title for the second straight year.

He also expressed gratitude to the Managing Director of Sueria Manufacturing/Kaieteur Candy, Frank Sanichara, a former Albion cricketer, for coming on board to partner with the club in this important competition.

GFF still awaiting FIFA’s verdict THE Guyana Football Federation (GFF) says that the body is still await-

ing a verdict from FIFA, with regard to its protest against St Vincent and the

Garvin James, the SVG player that the GFF says is not eligible to play for his country based on the FIFA Rule.

Grenadines (SVG) whom they said fielded an ineligible player during their 2018 World Cup Qualifier last month.

Guyana drew 2–2 at the Arnos Vale Stadium in St George’s but following their 4-4 result at the Guyana National Stadium, the ‘Golden Jaguars’ lost to the ‘Vincy Heat’ via the away goal rule, since St Vincent had the superior goal difference.

But Guyana learnt that St Vincent and the Grenadines fielded a player; James Garvin, who is the holder of a British Passport and not that of the Island, contrary to FIFA’s rule that governs the status of a player.

James, the St Vincent and the Grenadines striker, was used though he was

not a holder of a Vincentian passport which is a clear violation of FIFA’s laws that govern a player’s eligibility to represent his country.

James was born in England and plays for the Flackwell Heath Football Club.

FIFA regulations for the 2018 programme say that only passports are “valid proof of a player’s identity and nationality.” Each player’s passport must be shown to FIFA’s match delegate the day before kickoff.

The new rule states: “Identity cards or other supporting official documents shall not be accepted” and history has shown that seven different African teams fielded ineligible players in qualifying group matches for the 2014 World Cup, forcing FIFA to award 3-0 wins to their opponents.

If GFF is successful, the result will be reversed, a fine will be imposed on the St Vincent Football Association and the Golden Jaguars will be awarded the victory with a 3-0 scoreline and would advance to the next round of qualification.

tee, Clinton Urling, had recently told one section of the media that FIFA has been in contact with the entity regarding the complaint against St Vincent and the Grenadines for fielding an ineligible player and that a decision is expected to be taken shortly.

Kwakwani Secondary Hart pleased but wants off to successful start tactical improvement to title defence

THE 10th National Schools Basketball Festival (NSBF), organised by Youth Basketball Guyana (YBG) saw St Rose’s, Mackenzie High School, JC Chandisingh, and Kwakwani Secondary pick up wins on the opening day, when the tournament bounced off at the Cliff Anderson Sports Hall.

In the day’s first game, an Under-14 Mackenzie High School defeated St Rose’s High 30-16. Yonnick Tappin led all scorers with a game-high 14 points and eight rebounds while Kwesi Roberts had five points and nine rebounds for St Rose’s.

St Rose’s, however, bounced back in the Un-

der-19 category when they dismantled Wismar Christianburg Secondary School (CWSS) 35-22.

Anfernee Jervis had 10 points, eight rebounds and Nathan Saul’s 12 points and five rebounds were the prime scorers for St Rose’s. Daniel Lee and Akinni Wilson both shot six points for the Lindeners.

Another school from the mining town fell on opening day - Mackenzie High lost 37-41 to JC Chandisingh.

Osafo Profitt with 13 points and 10 rebounds and Joshua Hicks seven points, top-scored for JC Chandisingh. Daniel Anthony scored a game-high 13 points and

hauled in 10 rebounds for Mackenzie High School.

New Amsterdam Multilateral won via ‘walkover’ after Plaisance Secondary were a no-show for their Under-16 clash.

Meanwhile, in the lone female contest, defending champions Kwakwani Secondary made a successful start to their title defence, defeating Marian Academy 28-8.

Kenesha Leacock had an all-round performance with 13 points, three rebounds and four steals for the eventual winners.

The tournament continued last evening at the same venue.

FORT LAUDERDALE, United States (CMC) – Head coach Stephen Hart says he is pleased with the way Trinidad and Tobago’s plans are coming together for the CONCACAF Gold Cup, but believes there’s still improvement needed on the tactical side.

T&T arrived here last week to put the final touches on preparations and will jet off today for Chicago where they begin their Group C campaign against Guatemala, Mexico and Spanishspeaking Caribbean side Cuba.

“I think we need to do a little more work tactically.

Our mentality when the ball is lost to try and win it back, we still have a tendency to switch off on occasions,” Hart said.

“And even when some players are switched on, the ones behind them are not picking up the outlet passes quick enough. We need to keep plugging away at the sort of the mindset of defending higher up the pitch and earlier.”

T&T had their preparations boosted on Friday when they beat Haiti 1-0 in a warm-up game at the Central Broward Regional Park.

“They are three sort of dynamic players (and) they love to run behind. They are players that have good pace and energy,” he said.

“I think both Corbin and Winchester need to learn how to use their qualities better. Glenn is almost a pure finisher. He runs behind and he is very composed in the finishing. Overall I am quite pleased so far.”

ST DAVID'S, Bermuda (CMC) – Bermuda tumbled to a second successive heavy defeat when they went down by 71 runs to Canada on day two of the Under-19 World Cup qualifying tournament here yesterday.

Canada piled up 257 for seven in their 50 overs and then dismissed the hosts for 186 in the 47th over.

Bermuda's batting showed a big improvement on Sunday's 136-run defeat against the United States at Somerset, where they were bundled out for 119 in 22.3 overs in reply to the Americans' 255.

But yesterday’s second defeat has left Bermuda with a mountain to climb if they are to get back into contention in the three-team tournament, in which all sides play each other twice.

Bermuda started brightly, claiming two early wickets

as Canada lost openers Akash Gill (0) and Thursaanth Anantharajah (13) with only 28 runs on the board, but 16-year-old skipper Abraash Khan, who was born in Peshawar, Pakistan, and Amish Taploo seized the initiative with a third-wicket stand of 93.

Number four Khan topscored with 94 from 128 balls while Taploo made 46 from 74 balls. More useful runs came from Harsh Thaker (26) and Suliman Khan (22) while the total was given a boost from 35 extras, including 23 wides.

Chare Smith, who took four wickets against the U.S., was again the pick of the Bermuda attack with two for 36 from nine overs, while his strike partner Micah Simons, who trapped Gill lbw with the fourth ball of the innings, finished with two for 62 from 10.

BASSETERRE, St Kitts (CMC) – The All-Star charity game staged last week by the Caribbean Premier League has raised US$10 000 (EC$27 000) for the St Kitts-Nevis National Education Foundation, organisers have announced.

Played at Warner Park last Thursday, the Twenty20 match featured the likes of cricket legends Sir Viv Richards and Brian Lara, along with former West Indies fast bowler, Ian Bishop, and ex-Manchester United star, Dwight Yorke.

“The night proved a massive success – bring-

ing fans, players, legends and supporters together to enjoy the Biggest Party in Sport while raising money for this fantastic cause,” CPL’s chief executive, Damien O’Donohoe said.

“We were joined by some great names from the worlds of cricket and entertainment who made it an unforgettable evening.

I’d like to thank everyone who took part for their support and I’m proud that the money raised will have an impact on changing lives for young people in St Kitts and Nevis.”

The St Kitts-Nevis National Education Foundation is a non-profit or-

ganisation which works to provide disadvantaged students with educational opportunities.

Its goal is to provide 30 scholarships to disadvantaged students throughout the Federation.

Last year, the CPL donated proceeds from the charity game to three charities – Special Olympics St Kitts and Nevis, St Kitts and Nevis Association of Persons with Disabilities and the Creative Youth Academy.

The CPL, the Caribbean’s marquee Twenty20 tournament, is in its third year and runs from June 20 to July 26.

THE Guyana Industrial Training Centre (GITC) created history yesterday when they hammered Richard Ishmael Secondary 16-0 at the Georgetown Football Club (GFC) ground, in this year’s Digicel Schools football tournament.

It was the largest margin of victory in the tournament’s five-year history and the Woolford Avenue team were led by an eight-goal blitz from Robby McChaggan and a helmet-trick from Darrel Jones.
