Small enterprises earmarked to fight poverty - $115M allocated to Sustainable Livelihoods and Entrepreneurial Development programme

By Tajeram Mohabir IN an effort to address extreme poverty, Government will introduce job-creation measures to promote micro and small scale enterprises that will open opportunities for the disadvantaged and youth.

Finance Minister Winston Jordan recently announced that a Sustainable Livelihood and Entrepreneurial Development (SLED) initiative will be launched to stimulate community growth opportunities at the grassroots level through the financing of small community-driven projects and programmes.

capacity-building support to Small Medium and Micro Enterprises (SMEs) within Region 10, the LEN programme will relaunch its business advisory and business incubation services and re-commence SME financing through the LEN Fund.

SUSTAINABLE EMPLOYMENT Delivering his maiden budget presentation on Monday, the Finance Minister explained that through this intervention, communities will be encouraged to create viable economic interventions which would at the local level stimulate sustainable employment opportunities.

Some $115 million has been allocated to this programme for the next four months.

LEN PROGRAMME Aside from the SLED, after a long period of inactivity, the Linden Enterprise Network (LEN) Programme will be reactivated.

Jordan said in addition to providing institutional and

local manufacturers and producers, as a stimulus for them to introduce greener technologies and increase the value-added in their production lines; and build a new and more responsible economic model.

“We endeavour to create a fairer, more balanced and diversified economy, so that we are not limited to, and dependent upon, a narrow range of economic sectors; and where new businesses and economic opportunities are more evenly shared between regions and industries,” the Minister said.

He said the Government is committed to making it easier for people to set up new enterprises, and this will be done via the implementation of strategies to reduce the time and steps necessary to start a new business.

A Sustainable Livelihood and Entrepreneurial Development initiative aimed at stimulating community growth opportunities at the grassroots level will be launched In the 2015 Budget, some $155 million has been injected into the fund to support this venture in an effort to re-energise business activity in Linden and its environs.

“The Government recognises that business is not only the engine, but also the driver of economic growth and innovation.

Entrepreneurial initiatives are one of the main tools for achieving the good life. They provide employment and empowerment, especially for vulnerable groups such as the indigenous people, youth and women; and diversify communities and the local economy,” Jordan told the House.

He said being cognisant of the critical role of businesses to the growth and prosperity of the country, the Administration has created a Ministry of Business to emphasise the importance Government attaches to the private sector.

Moreover, in a bid to foster improvements in the trading environment in Guyana, the ministry will be strongly involved in laying the foundation for a Single Window Automated Processing System (SWAPS),” Mr Jordan said.

He said SMEs are pivotal to enhancing economic livelihoods and stimulating competitiveness, and in this regard, the Government plans to provide added stimuli to small businesses to spur their growth and contribution to the development of the country.

By Shivanie Sugrim MINISTER of State Joseph Harmon has rejected former President Bharrat Jagdeo’s assertion that the 2015 budget is a “carbon copy” of plans of the former Administration, contending that he may not be speaking on behalf of the majority of PPP members.

At the post-cabinet press briefing yesterday, Minister Harmon asserted that Government does not recognise the former president as an “Opposition leader,” while declaring that the 2015 fiscal budget is “not a PPP budget.”

“The rants of an individual who I am not quite sure represents the total views of the People’s Progressive Party and we will therefore respond in due course once we recognise that these are the views of the PPP,” asserted Harmon.

On Monday last, the new APNU+AFC Administration continued along the path of fulfilling promises detailed in their ‘100-Day Plan,’ as four promises were added to the 2015 budget presented by Minister of Finance Winston Jordan in the National Assembly.

The following day at a press briefing, Jagdeo who has been named Opposition Leader by the main Opposition PPP, accused the Government of allocating unsubstantial increases to public servants, while noting that the new Administration has presented many of the former Administration’s projects and programmes. Jagdeo concluded that the budget is “seriously underwhelming.”

In response, Harmon said that the budget is a vision of what the APNU+AFC Administration will pursue in the next five years, while criticising the former Administration for not owning such a vision. The PPP served a three-year term during their last reign and outlined projects that were “negotiated in

the pipeline,” according to Harmon.

She also stressed that Jagdeo should explain why the oldage pension was not given a 30% increase and the minimum wage not increased by 26% during the last term of the PPP Administration.

“In 2011 Jagdeo had the opportunity to increase the pensioners’ allotment to $17,000, similarly, he could’ve increased the minimum wage to $50,000. Therefore the question should be, why when he had the opportunity, those things were not done?” questioned Hughes.

Minister Harmon emphasised, “Furthermore, the concept of Amaila Falls never contemplated delivering electricity to

Essequibo…or to the hinterland…it was never in the contemplation of the project design…We still would have had to look at alternative forms of energy.”

It is the belief of the Administration that a comprehensive look at energy within the framework of the country’s development should be looked at, therefore taking into account not only hydro energy, but also wind, and solar, which ultimately will push the country forward.

Minister Harmon explained that a Potaro Basin Hydryo Electricity Plan is rather the best option to go with.

This would mean that Amaila would have to fall within several other falls that are located in the area, to have one cohesive hydro-electricity development. This, it was emphasised, will take the heat off a single fall having to power the lines which go with delivering electricity from the falls to the consumer.

PPP Gov’t deceived Guyana about Amaila -Minister of State MINISTER of State Joseph Harmon yesterday informed media operatives that the former PPP/C-led Administration had deceived the populace about the Amaila Falls Hydro Project.

The project, which was heavily touted by the former Administration to provide, inter alia, reliable power to meet Guyana’s future needs, has been the centre of much concern as costs for the 165-megawatt hydro venture escalated from the original US$450M to US$858.2M; additionally, the cost for the access road had skyrocketed from US$15M, when the contract was signed in 2010, to US$43.5M in 2014.

The Minister of State said, “The Minister of Finance had the testicular fortitude to make the statement…there was no project…nothing for the IDB to fund…this does not say there are no investments in the project, money spent on the road and other things.” Minister Harmon added that the project was off

Syrian air strikes kill 31, rebels bombard Damascus : monitor

(Reuters) SYRIAN government air strikes on rebel-held areas near Damascus killed at least 31 people on Wednesday, and insurgents bombarded the capital with rockets that killed at least 13 people, the Syrian Observatory for Human Rights reported.

The violence came ahead of an expected visit by Iran’s foreign minister to Damascus to discuss a new plan to resolve the more than fouryear-long civil war.

death toll at five.

Central Damascus, Assad’s seat of power, has been mostly spared the worst of the conflict.

Iranian Foreign Minister Mohammad Javad Zarif was expected to head for Damascus from Beirut later in the day, according to Iranian state media. An Iranian Foreign Ministry spokeswoman said he would be discussing a new plan to resolve the war.

Iran has been a crucial ally for President Bashar al-Assad during the war, which has killed a quarter of a million people.

South Korean, 80, sets himself on fire in anti-Japan protest (Reuters) AN 80-year - old South Korean set himself on fire on Wednesday during a protest calling for Japan to apologise for forcing Korean girls and women to work in military brothels during World War Two, days ahead of the anniversary of the end of hostilities.

The self-immolation occurred during a regular

weekly demonstration outside the Japanese embassy ahead of the Aug. 15 anniversary marking 70 years since the end of Japan’s colonial occupation of the Korean peninsula.

With the anniversary looming, Wednesday’s protest was larger than usual, with about 2,000 demonstrators, including three of the 47 known surviving Ko-

rean “comfort women”, as they were euphemistically called by Japan, organisers said.

Bystanders covered the man with protest banners to put out the flames and paramedics took him to hospital.

The man, identified as Choi Hyun-yeol by a civic group with which he was affiliated, was in critical condition with burns to his

neck, face, and upper torso, a hospital professor said.

“The patient is old and has severe burns so his survival can’t be guaranteed,” the professor told reporters.

Choi’s father was a member of an anti-Japanese independence movement in 1932 and jailed for a year, according to a statement posted online by the civic group, which advocates for

El Salvador gangs...

Arrests of members ordered

(BBC News) EL SALVADOR’S attorney general has issued about 300 arrest warrants for gang members suspected of “terrorist acts”.

Last month, gang members paralysed public transport when they ordered drivers to go on strike.

They torched buses and killed at least seven drivers who did not comply.

El Salvador has one of the highest murder rates in the world, much of it caused by violence between two rival gangs.

Following a truce between the Mara Salvatrucha and the Barrio 18 gang, brokered in 2012, the murder rate dropped

by 40%.

But as the truce crumbled, the number of murders rose again.

So far in August, 24 people have been killed on average every day, police said on Monday.

Attorney General Luis Martinez said the gangs had “gone too far, they attack the police and prosecutors, they intimidate the population and force people to leave their homes”.

This year alone, 41 police officers, 14 soldiers and a prosecutor have been killed.

Mr Martinez said the

arrest warrants were part of “a new strategy to impose order”.

The crackdown follows July’s gang-imposed public transport strike which paralysed the capital, San Salvador.

The gangs called the strike as a means of pressuring the government into including them in talks on how to reduce urban violence.

President Salvador Sanchez Ceren has ruled out negotiating with the gangs.

There are an estimated 70,000 active gang members in El Salvador.

Attorney General addresses issue of human trafficking (Barbados Advocate) BARBADOS is doing its best to retain the passing grade it has received from the U.S. State Department, for its efforts at preventing human trafficking.

In the 2015 Trafficking in Persons Report, U.S. officials gave the island a Tier 2 rating – the same grade it received in the 2014 report.

Tier 2 countries are those whose governments do not fully comply with the U.S. Trafficking Victims Protection Act’s (TVPA) minimum standards, but are making significant efforts to bring themselves into compliance.

Attorney General and Minister of Home Affairs, Adriel Brathwaite, called attention to the issue, while speaking in the House of Assembly Tuesday, on a Resolution to borrow the sum of Bds $76 million from the National Insurance Board, to finance construction and repair works for various police stations across the island.

While noting that a journalist had contacted him while he was overseas recently to enquire about negative information in the 2015 Trafficking in Persons Report, he suggested that he was more concerned about

the positive side of the report.

“I was away and I received a call from a journalist and the journalist asked me if I’ve seen the State Department’s Report on Human Trafficking in Barbados and if I knew who the government official was that was allegedly being investigated for being involved in human trafficking,” the AG revealed.

“Well, I hadn’t seen the Report, fortunately, but because I am Chair of that Committee (on Human Trafficking) and because I know of the hard work that has been going on to ensure that victims of human trafficking are identified, supported, and that perpetrators are reported, my only question to that journalist was, what rating did Barbados receive, because I wanted to ensure that we were still listed at Tier 2, given the level of work that has been going on in Barbados over the last couple of years,” he continued.

“If one examines the Tier structure used by the U.S. State Department, and if one examines where we were four years ago and where we are today, it is reflective of the hard work of that committee

that I chair, including the Royal Barbados Police Force, including Immigration, including the NGOs who are part of it, including Welfare, all of the actors that have a role to play. So I want to publicly thank them for their dedication,” Brathwaite stated.

The Attorney General went on to state that given how the Trafficking in Persons Report is compiled and given our legal structure, it may be difficult for the country to move to Tier 1. Tier 1 is reserved for countries whose governments fully comply with the Trafficking Victims Protection Act’s (TVPA) minimum standards.

He however suggested that there are “some legislative amendments” that have to be made to better address the issue of human trafficking and these will be done within the next couple of months.

“So overall, notwithstanding the tone of the Report, the fact that Barbados has been listed as a Tier 2 Country on the State Department’s Trafficking in Persons Report, is not a bad thing. It is actually reflective of the work that we have been doing over the last couple years,” Brathwaite maintained.

Jamaica has made significant gains in sexual, reproductive health (Jamaica Observer) PERMANENT Secretary in the Ministry of Health Dr Kevin Harvey says Jamaica has come a far way in terms of gaining improvements in sexual and reproductive health over the years.

“The total fertility rate, for example, has moved from as high as 5.5 in 1970 to 2.3 presently, and that is as a result of a combination of various interventions and stakeholder partnerships.

We have also been able to sustain the HIV prevalence rate among the general population at 1.8 per cent,” Dr Harvey said.

He was speaking at the opening ceremony for the three-day workshop on logistics, warehousing, and forecasting for reproductive health commodities in the Caribbean, put on by the United Nations Population Fund (UNFPA) in collaboration with the Ministry of Health. The workshop is being held at the Courtleigh Hotel and Suites in Kingston.

The workshop, said the ministry, is a part

of the Global Programme to Enhance Reproductive Health Commodity Security, which seeks to equip key partners in the health services with the knowledge and skills to develop effective action plans, forecast commodity needs at the country level and identify underserved populations.

Dr Harvey indicated that the workshop was a welcome initiative as “it will enable us to better manage and plan to make adequate supplies of contraceptives available to our population, thus empowering persons to make better decisions with respect to their right to sexual and reproductive health”.

EDITORIAL Our cricket would not be fixed outside of fixing the society THE West Indies cricket team is unlikely to play in the ICC 2017 Champions Trophy, simply because we may not be ranked in the top eight countries. Bangladesh has just zoomed past the West Indies who do not have many chances left to reverse the rankings. If this happens, it would represent a new low for a cricketing nation that once ruled the cricket world. From the great examples set by the teams of the 1950s-1970s, we have plummeted to almost nothingness.

When the usual finger-pointing subsides, and

the cricket analysts have had their say, the state of the Caribbean society and its cricket culture would be in the same vulnerable place. A lot is wrong with the management of West Indies cricket. A lot is wrong with the attitude of the cricketers themselves.

But there is also a lot that is wrong with our cricket analysis. It is generally devoid of imagination. Somehow, somewhere, those charged with interpreting our Caribbean reality have surrendered our traditional ability to critique the world around

us, and in the process, created alternative spaces and possibilities for the Caribbean peoples. As it is in our politics, so it is in cricket and other forms of popular expression.

We have retreated from the glorious heights of 1980-1995, when armed with a single-minded determination to move beyond what Martin Carter called “the niggeryard of yesterday,” our cricketers took our Caribbean to the zenith of 20th century global civilisation. The smallest, least populated and poorest cricketing nation—the small axe—standing at the

front of the world and turning the scars of bondage into a carnival of freedom and equal worth.

There is something radically wrong with a society that can move with such swiftness from ultimate glory to a state of disintegration. And worse yet, from top to bottom, we seem incapable of grasping our misery. CLR James’ “Beyond a Boundary” is no longer the measuring rod of our cricketing expression. We are swayed by narrow, meaningless chatter about “team balance” and “WIBC vs WIPA vs Players”, which

blinds us from the gist of the matter at hand.

Our cricket would not be fixed outside of fixing of the society. After all, it is from the society that our cricketers and administrators are recruited.

It is instructive to learn that a large section of the public is sympathetic to and identifies with the rampant individualism as

the normative present and future of the society at large. Therefore, celebration of the team is replaced by celebration of the individual player.

In the absence of team glory, many became obsessed with the individual player, either as good or evil. Therein lies our inability to lift ourselves out of the mess.

Road fatalities continue upward trend, motorcyclists still among most killed KINGSTON, Jamaica – TWO hundred and nineteen people have died in road crashes since the start of the year.

According to statistics from the National Road Safety Council, there has been a spike in the number of road fatalities from January 1 to August 11, when compared to the same period in 2013 and 2014.

Road fatalities have gradually increased from 180 in 2013, to 200 deaths on the road in 2014.

The 2014 figure for the period has risen by 19 for 2015.

The statistics, which were compiled from information provided by the Police Traffic Headquarters, also indicate that motorcyclists and pillion passengers have account-

ed for 72 deaths, with occupants of private motor cars trailing closely with 66 recorded fatalities for the period.

Fifty pedestrians have been road crash victims, while deaths of occupants travelling in public passenger vehicles now stand at 14. Among the 219 recorded road fatalities were also 11 pedal cyclists.

Also, 12 children have died on the Jamaican roads to date.

The National Road Safety Council’s report comes after Prime Ministers Portia Simpson Miller, earlier this year, urged road users to “protect lives and engage in safer road use practices to better protect the lives of vulnerable users, particularly children”.

We don’t have to choose between Burnham people and Kwayana people anymore

Forbes Burnham SO I come back to Burnham today. When I wrote the column about him recently, I anticipated criticism from the anti-Burnham forces. After all, it’s well known that I grew up in anti-Burnham politics. That meant that you said nothing positive about Burnham. And anti-Rodney politics meant you said nothing positive about Rodney. And the same if you are anti-Jagan. But one of the things that I took seriously in my political upbringing is never to be a dogmatist. I learned that from two of my political influences — Walter Rodney and Eusi Kwayana.

I did not grow up in a PNC home or for that matter a PNC village. When I was growing up Buxton was a politically plural place; the PNC and ASCRIA and later WPA shared the political support of the villagers. By the time I became aware of

party politics, my aunt, who raised me and my siblings, had broken with the PNC. She had taken Kwayana’s side in his famous break with Burnham in 1971.

Burnham, then, was not my political hero. For me, the political icon was Kwayana, who I saw living humbly among the villagers and serving us as teacher, political representative and cultural exemplar. So that became my political model. Burnham didn’t fit that model. My young teenage mind did not see Burnham as a superhero. Walter Rodney would return to Guyana and further draw my young mind in the direction of radical politics, a politics that was opposed to the statist politics of the Region of which Burnham was a chief representative. My anti-Burnham politics was now given a philosophical justification.

The story of the WPA/ Rodney-PNC/Burnham con-

frontation is known to the old timers. Looking back, it was brutal. Activists were harassed and some, including Walter Rodney, were murdered. Many of us are lucky to be alive today. It is a period in our Guyanese and Caribbean political history that is still to be properly contextualised. It was a fight for the soul and direction of our independence. It became zero-sum. It reached its highest height in Grenada in the years 1979-1983. In October, 1983, the revolution died in a hail of bullets. Burnham supported the Grenadian revolution; some of the revolutionaries were trained in Guyana. But he crushed the revolutionaries in his own country. That’s the complex Burnham I alluded to in the last column.

Burnham died two years after the Grenadian Revolution died. Almost instantly, the Burnhamites in Government walked away from Burnhamism. Thirty years later Burnham and Burnhamism are mere nostalgia.

I am 30 years older. During those three decades I have participated in and studied and taught politics. In the process, I have learned that politics, like all profound human endeavours, is a complex phenomenon.

I have come to understand that my anti-Burnhamism was a motivation to reach for a better world, but also a political prison in which the world stood still. I will never forget the words of the villagers in West Berbice to Dr. Rupert Roopnaraine and me as we

Burnham, like all of our political icons, were products and victims of something complex and contradictory in our Caribbean civilisation. I don’t want to spend the rest of my life hating Burnham. I want to try to understand what it is about our society that gives rise to such contradictions. My love for Kwayana and Rodney should not be translated into hatred for Burnham.

Time moves on. We, Guyanese and Caribbean peoples move on. This past week I travelled to Grenada to participate in the launch of a book edited by my friend and colleague, Dr. Wendy Grenade. I have a chapter in the book on the role of the WPA in the Caribbean revolution of that time. I found myself on a TV programme pleading with Grenadians to

view the Grenadian revolution in larger terms. At the launch, I asked for a national narrative that included Eric Gairy, Maurice Bishop and Bernard Coard, not as demons, but as products of the Grenadian quest for freedom.

If I could be presumptuous to ask Grenadians to reach for something above and beyond hatred, why not in my own country?

Former gov’t minister fraud probe now in excess of $600 million

THE investigation into fraud at the Public Service Ministry has now jumped from about $400 million to more than $600 million.

This was confirmed yesterday by police sources who informed this publication that investigators have been supplied with an additional two vouchers which have raised the amount under investigation.

The Guyana Chronicle was informed that persons within the ministry have been cooperating with the police as well as giving information to the auditors in relation to the fraud.

Contacted yesterday Crime Chief Wendel Blanhum would not confirm the new information about the $600 million probe.

However, he acknowledged that the police are in receipt of additional vouchers which have caused the amount of unaccounted funds in the probe to rise even higher.

Kellier: Huge demand for J’can produce in U.S. KINGSTON, Jamaica — EXPORTERS and agro park producers are engaged in meetings with potential buyers from the United States (U.S.), as the country looks to boost fresh produce exports to the North American country.

The five-day buyer mission, organised by the Agricultural Competiveness Programme, aims to significantly strengthen, expand and advance relations between fresh produce buyers from Miami and New York and producers here in Jamaica.

Agriculture, Labour and Social Security Minister Derrick Kellier who addressed the opening day of the mission at the Jamaica Pegasus Hotel in New Kingston on Tuesday, said there is a huge demand for the country’s traditional and non-traditional produce in the U.S., which is largely unfilled.

“There are some 52 items on the pre-clearance list for the import of agricultural produce into the United States and we are currently only supplying less than a quarter of the items on the list,” he pointed out.

He said fresh produce such as yams, dasheens, sweet potatoes, peppers, pumpkins, herbs, spices, and nutraceuticals have “serious potential for export”.

“These have been the star performers of our export trade and we are just beginning to scratch the surface of the potential they hold,” he noted.

Kellier, in welcoming the mission, said the interaction with the buyers/importers will improve the country’s ability to improve exports to the U.S. He said the visit of the fresh produce importers is a significant step in advancing trade relations between the countries, and to boost the country’s exports, in order to reduce the food bill.

EMA told: Probe cause of fish kill in La Brea

(TRINIDAD GUARDIAN) AS the carcasses of fish, pelicans and even a dolphin washed up on the beaches of La Brea last weekend, president of the La Brea Fisherfolk Association Alvin La Borde is pleading with the Environmental Management Authority (EMA) to conduct comprehensive studies on toxicity levels of the Gulf of Paria.

Speaking by telephone Tuesday, La Borde said although many people blame Petrotrin’s oil spill in December 2013, the washing up of dead fish in La Brea has been going on long before that incident.

However, he said it had been increasing in recent times and it was becoming extremely worrying as they feared the gulf may be contaminated.

Tuesday, Point Sable, Carat Shed Beach and Coffee Beach were feasting grounds for corbeaux as carcasses littered the shoreline for miles. A few beachgoers who gathered at Carat Shed Beach said they dared not enter the water as they were not sure if the beach was safe.

La Borde said: “We're not pointing fingers at any particular individual or company but we must be mindful that there are a lot of companies operating around the Gulf of Paria.

“The Environmental Management Authority (EMA) stated that companies are not sending in their water samples as they ought too. I don't know whose fault it is but I believe if the EMA is in charge, they need to enforce the rules.

“Fish sales have not dropped but we need to be sure that fish that are being put on families’ tables are safe to eat. We are looking at people bathing on the beaches and they can come into contact with whatever chemicals are killing the fish and that will create another problem.

“Dead fish washing ashore is something that was taking place long before the oil spill so it is not to say everything that has happened since is because of the spill.

“EMA has to collect the proper samples from companies in the Gulf of Paria and they need to investigate what is killing the fish. They need to be more stricter with the companies they gave certificates of environmental clearance to because some of them are doing what they want.”

EMA chairman Dr Allan Bachan said yesterday that samples of the carcasses have been taken for tests and as soon as results are ready, he would give a report. Asked whether the EMA believed there was a problem in the Gulf of Paria, he said there had been a history of natural oil seepage, which dated back over 100 years.

However, he said the cause of the fish kills were unknown as there were many industries that released waste into the gulf. “There are a number of parameters with regards to the Gulf of Paria because it has been a highly industrialised zone for over 100 years.

“One will remember that in the early days, a prevalent factor in the Gulf of Paria has been natural oil seepage. Knowing that is the natural make up of the Gulf of Paria, it is very difficult to say what exactly is the direct cause.

“You have that factor of industries in the area and you know, we as a society have not been a very caring one for the environment. The way forward is that we have to address this through proper enforcement and compliance.

“Enforcement will hurt people who pollute. Right now it is ridiculous in terms of the consequences as it cheaper to pollute than to put in place, proper measures,” Bachan said.

He said the EMA was working on establishing water pollution rules for companies, adding that it has started to profile areas where super industrial entities exist so that it can determine their risks to the environment and it is also moving to establish a water lab so that it can have timely results of samples.

Global Pan Explosion (TRINIDAD GUARDIAN) THERE was an outpouring of warmth and hospitality from Trinis as the visiting international steelbands taking part in the historic International Panorama Competition at Queen’s Park Savannah on Sunday received rousing ovations before their performances from a packed Grand Stand, as well as when they ended their selections.

A dozen steelbands from Japan, England, France, the Caribbean and USA were seen getting assistance from locals in moving their pan racks along the Drag at the Savannah and setting up their instruments on stage. Trini hospitality actually began when local steelbands not participating in this historic event accommodated the visiting musicians by availing them use of their panyards.

In the stands, celebrated steel pan innovator Anthony Williams was moved to stand up from his wheelchair and dance to the rendition of Shadow’s (Winston Bailey) Bassman played

by Curepe Scherzando Steel Orchestra.

The 84-year-old Williams, recognised as one of the inventors of the modern steel pan, was in a front row seat in the Grand Stand with his caregiver when Scherzando, appearing in sixth position among the 24 bands in the contest, offloaded a rhythmic Yohan Popwell arrangement of the 1974 Road March that engendered musical glee among audience members.

It appeared that many did not realise it was the steel pan and Caribbean icon in their presence until a few observant photographers zeroed in for a shot of the dancing octogenarian who in 1953 identified the octave (range of notes) for each fundamental (last note in a harmony) on the steel pan, and after years of study, calculations and experimentation, standardised the layout of the notes in circular chromatic scales in a “cycle of fifths” that resembled a spider’s web.

In the new creation, each note was a fourth from its neighbour in a clockwise direction (a fifth from its neighbour anticlockwise) and an octave away from the nearest note in the radial direction. This innovative configuration made the steel pan’s arrangement more orderly, more conducive to learning and playing, more attuned to formal musical scores, and allowed for greater ease of tuning, musical interpretation, and harmony.

Williams was the first bandleader to put pans on stands (1954) and later on wheels (1956), which allowed for today’s mobile road bands. He was also the first person to create a pan from flat sheet metal as opposed to a drum, and the first to design and make an oversized pan.

(PHOTO: EDISON BOODOOSINGH) Although he spent most of his career in solitary experimentation and research, Williams also tested many of his ideas at the Caribbean Industrial Research Institute (Cariri) in the first scientific study of the instrument in the mid-1970s. He was eventually offered a government job as Steelband Development Officer in the Ministry of Youth Affairs and held this post until his official retirement in 1993.

Williams was the bandleader, pan-tuner and arranger of the Pan Am North Stars Steel Orchestra which won the inaugural local Panorama competition in 1963, and went on to

repeat the victory in 1964. He is the recipient of two National Awards—Chaconia Medal (Gold) in 1992, and the Order of the Republic of Trinidad and Tobago, in 2008.

Amid loud applause, Williams took his departure from yesterday’s event after the Brooklyn Steel Orchestra of the USA had performed in position 15, so did not experience the winning performance of Curry Tabanca by Massy Trinidad All Stars that followed. Sunday’s competition, fielding 24 local and foreign steelbands, began at 3:20 pm and lasted nine hours.

Let Rowley take a lie-detector test

(TRINIDAD EXPRESS) OPPOSITION Leader Dr Keith Rowley should undergo a lie detector test to prove the allegations made against him by former Express journalist Anika Gumbs are false, says Government Minister Dr Roodal Moonilal.

The United National Congress (UNC) deputy political leader also accused Rowley of attempting to deflect accusations by Gumbs against him by claiming threats to his life.

Speaking at a public meeting in his constituency where the People's Partnership manifesto was discussed on Monday night, Moonilal said it was Rowley who was improper to invite a journalist to his private residence and not be properly attired.

He said Rowley's meeting with Gumbs should have been conducted at the Opposition Leader's official Port of Spain office or Rowley's own Diego Martin West constituency office.

He said it was highly improper for a person in public life to invite a journalist to his home.

Gumbs resigned from the Express last Friday, stating an “unfortunate experience” she had when she visited Rowley's West Trinidad home in April and he was bareback. She also alleged he asked whether she would hire him to be a bodyguard outside her bedroom after she disclosed to him she was receiving prank calls.

In addition, she claimed Rowley made inappropriate comments at a meeting she had with him at his Port of Spain office in January where he told her she looked “rosy”.

Moonilal said: “(Rowley) faces some serious questions from a working journalist. These are serious accusations made by a working journalist, an investigative journalist, who is no

friend of the United National Congress. I want to tell you that is a journalist who—every Sunday, chasing down from Anand Ramlogan to Roodal Moonilal to Kamla Persad-Bissessar, chasing all over the country to write about all kind of thing.

This is no friend of the UNC—raised serious issues concerning the conduct of a man who wants to be prime minister.”

He said Rowley was using claims of threats to kill him to distract attention from the issue. And he questioned why Rowley chose to address death threats on a political platform, instead of making a report to the police.

“Today, people woke up in Washington, London and Japan, and if anybody had any interest in doing business in Trinidad and Tobago, they pick up the papers and see Government trying to kill the Opposition Leader. That is how they are portraying this country.

Moonilal said Rowley was the first Opposition Leader in this country's history to be outfitted with State security.

He said Rowley's claims of death threats came on the same day Gumbs' resignation was published in the media.

Attorneys Faris Al-Rawi and Michael Quamina, who are representing the Opposition Leader, have refuted the allegations made by Gumbs, alluding to a conspiracy against Rowley.

Moonilal said the People's Partnership Government had no intentions of abandoning the mothballed Brian Lara Stadium in Tarouba.

He said the Government had completed technical studies and will complete the facility in the next term.

Moonilal said the downturn of the oil and gas industry prevented the Government from resuming work on the sporting complex.

He said: “We had to go and do professional studies, you had to go to Cabinet and approve funding. To finish the Brian Lara Stadium will cost the country another $200 million.

Then, there was a fall in the energy prices; we had to go and revise our budget from an oil expectation of $75, we had to come down to $45 to do over another estimate, and we could not have $200 million available like that,” he said.

Moonilal was responding to Rowley's claims the Government refused to complete the Brian Lara Stadium, leaving it as a failure of the previous People's National Movement (PNM) Government.

AIDS Healthcare Foundation donates 3 million condoms to Jamaica

(Jamaica Observer) IN keeping with the slogan “Love is the BEST protection” the AIDS Healthcare Foundation (AHF) recently donated three million of its LOVE brand condoms to further assist Jamaica in its drive to promote safer sex through condom distribution.

The organisation recently started working with the government in lending assistance to the national efforts to control the HIV epidemic.

AHF, through this partnership, has been providing care for thousands of Jamaicans living with HIV specifically in the Western region (Montego Bay and Savanna-la-Mar) and is also working with Jamaica AIDS Support for Life.

The handing over of condoms and condom boxes, to be

issued by nurses in public hospitals and health centres, and specific non-governmental organisations, is in line with the Ministry of Health’s commitment to promoting responsible sexual behaviour.

Permanent Secretary in the Ministry of Health, Dr Kevin Harvey, in addressing the handing-over ceremony noted that unwanted pregnancy is still a major challenge for us as a developing country.

“We still have a significant amount of unplanned pregnancies, which are resulting in terminated pregnancies and in fact, unsafe terminations,” Dr Harvey said.

Riot-torn Ferguson, Missouri to remain in state of emergency: officials (Reuters) THE St. Louis suburb of Ferguson, Missouri, the site of a year of occasionally violent protests over the police killing of an unarmed black teen, will remain under a state of emergency for at least another night, county officials said on Wednesday.

The state of emergency, which gives county police oversight of security in the city of 21,000 people, was declared following a shooting incident at a protest Sunday night to mark the one-year anniversary of the death of 18-year-old Michael Brown on Aug. 9, 2014.

The decision came after two nights of relatively peaceful protests, with the St. Louis Country police reporting no arrests or reports of injuries during a small demonstration by several dozen people Tuesday night into Wednesday morning.

“I am pleased to report our law enforcement officers have established order while preventing further acts of violence in Ferguson,” said County Executive Steve Stenger, in a statement. “It is because of their ability to maintain order that I find it prudent to continue the state of emergency for at least the next 24 hours.”

A crowd of several dozen protesters took to West Florissant Avenue, which has borne the brunt of the rioting, on Tuesday night. Demonstrators occasionally attempted to block traffic and threw rocks at police, but the conflict was defused, and no injuries to civilians or police were reported, county police said early Wednesday.

Police shot and critically wounded an 18-year-old black teen they said had fired at them during Sunday night’s protests, when windows of businesses along

the commercial stretch were smashed.

Police on Tuesday released a video of that shooting that they said showed the teen, Tyrone Harris, drawing a pistol from his pants. Harris has been charged with four counts of assault on law enforcement, five counts of armed criminal action, and one count of shooting at a vehicle.

Bond for Harris, who is black, was set at $250,000.

Harris’ father has denied that his son had a gun. Others in Ferguson have said he might not have realised that he was firing on plainclothes police officers.

Former President Carter says he has cancer

(Reuters) FORMER U.S. President Jimmy Carter said on Wednesday that recent liver surgery revealed he had cancer that had spread to other parts of his body.

“I will be rearranging my schedule as necessary so I can undergo treatment by physicians at Emory Healthcare,” Carter, 90, said in a statement. “A more complete public statement will be made when facts are known, possibly next week.”

Carter, a Democrat, served as the 39th president from 1977 to 1981 after defeating Republican incumbent Gerald Ford. He was defeated for re-election in 1980 by Republican Ronald Reagan.

The Carter family has a history of pancreatic cancer, including his parents, two sisters and younger brother Billy Carter.

Carter told the New York Times in 2007 that he and other relatives had given blood for genetic studies seeking to help doctors diagnose the disease.

Asked why he has escaped cancer for so long while it devastated the rest of his family he blamed smoking. “The only difference between me and my father and my siblings was that I never smoked a cigarette,” said Carter, former governor of Georgia and a state senator. “My daddy smoked regularly. All of them smoked.”

Jimmy Carter’s health became a matter of concern in recent months after he cut short a trip to Guyana in May to observe national elections. At the time, the Carter Center in Atlanta said only that he had returned to his home state of Georgia after “not feeling well.”

The Carter Center said last week that he had undergone elective surgery at Emory University Hospital to remove a small mass in his liver and his prognosis was excellent.

The White House issued a statement saying that Democratic President Barack Obama and the first lady sent their “best wishes to President Carter for a fast and full recovery.”

It added: “Jimmy, you’re as resilient as they come, and along with the rest of America, we are rooting for you.”

Republican Georgia Governor Nathan Deal and his wife issued a statement saying Carter was “in their prayers as he goes through treatment.”

Judge orders Kentucky clerk Arkansas buys lethal injection drugs, aims to end execution hiatus to issue marriage licences (Reuters) A FEDERAL judge in Kentucky ordered a county clerk on Wednesday to (Reuters) ARKANSAS has bought drugs it plans to use for lethal injections, officials said resume issuing marriage licenses despite her religious objections to same-sex marriage, a ruling that was quickly appealed.

U.S. District Judge David Bunning granted a preliminary injunction against Rowan County Clerk Kim Davis that had been requested by eight people, including two same-sex couples, who sued Davis last month for violating their rights.

Bunning said Davis had to live up to her responsibilities as county clerk.

“Davis remains free to practice her Apostolic Christian beliefs,” Bunning wrote in his decision. “She is even free to believe that marriage is a union between one man and one woman, as many Americans do. However, her religious convictions cannot excuse her from performing the duties that she took an oath to perform as Rowan County Clerk.”

Davis stopped issuing all marriage licenses following the late June ruling by the U.S. Supreme Court that legalized gay marriage. She previously said her religious beliefs as an Apostolic Christian prevented her from issuing marriage licenses to gay and lesbian couples.

Bunning’s injunction means Davis’ office will have to start processing marriage license applications again. Davis’ attorneys filed an appeal of Bunning’s ruling to the 6th U.S. Circuit Court of Appeals.

Asked if Davis would honor the judge’s decision, Roger Gannam, an attorney representing her, said: “At this point, it’s too early to say what our client will do.”

William Sharp, legal director for the American Civil Liberties Union of Kentucky and one of the lawyers representing the plaintiffs, said he planned to discuss the ruling with his clients and was not sure if they planned to seek marriage licenses.

“We think Judge Bunning’s ruling is sound on the volume of facts,” Sharp said.

Shortly after the Supreme Court ruling, Kentucky Governor Steve Beshear issued an order to the state’s 120 county clerks to begin processing same-sex marriage licenses.

A few decided to disregard it because of what they said was their Christian belief that marriage can be only between a man and a woman.

Eight of the 35 men on Arkansas’s death row, 20 of whom are black, have exhausted all their appeals, according to Rutledge.

It is the attorney general’s responsibility to ask the governor to set execution dates, but Judd Deere, Rutledge’s press secretary, said she had “no timetable to offer on that at this time.”

Arkansas has not put to death a condemned inmate in 10 years. Appeals by death row prisoners and legal disputes over the constitutionality of drugs and procedures in capital cases have idled the Arkansas death chamber since 2005, when Eric Nance, 45, was put to death by lethal injection.

Earlier this year, Republican Governor Asa Hutchinson signed into law a measure giving prison officials the option of using a single large dose of barbiturate or a combination of three drugs to cause death. Midazolam has been used in Florida and Oklahoma, where a troubled execution last year prompted the Supreme Court challenge.

The drug is also used in Ohio and Arizona, which do not have any executions currently planned for the rest of the year, according to the Death Penalty Information Center, which monitors U.S. capital punishment.

New Demerara Bridge, East Coast road proposed in 2015 Budget

By Ravin Singh THE woes of dilapidated bridges and improperly constructed roads in urban, rural and hinterland areas across Guyana are bound to be things of the past, given the APNU+AFC’s commitment to infrastructural development as detailed in the 2015 budget.

Making his debut presentation of the national budget on Monday, Minister of Finance Winston Jordan told the National Assembly that the Government intends to create a bypass road linking Diamond on the East Bank Demerara to Ogle on the East Coast Demerara and a new, fixed bridge across the Demerara River.

With a whopping $13 billion allocated for enhancing the roads and bridges network throughout Guyana, the Government has also proposed $1.2 billion for the completion of the East Bank Demerara highway, which will provide improved transit from Providence to Great Diamond. Expansion of the East Coast Demerara highway was also mentioned by the

Finance Minister.

Additionally, $1.6 billion has been budgeted for the upgrade of the Sheriff Street/Mandela Avenue Road, with the intention of making it a “modern thoroughfare” for Georgetown. This upgrade, Jordan noted, will create an improved road linkage between the East Coast and East Bank Demerara.

And in an attempt to link the Sheriff Street/Mandela Avenue urban development to peri-urban communities, $387 million will be invested by the Administration to upgrade the Sophia “Ring Road”.

UPGRADING COMMUNITY ROADS Giving assurance that rural development will materialise, the Finance Minister explained that this will be done through investments of $544 million to upgrade community roads and bridges in the 10 administrative regions.

Moreover, a provision of $1.2 billion was also made to upgrade more than 28 km of farm-to-market access roads and bridges located in Laluni, Onverwagt, Parika and Ruby Backdams.

“We will construct a road link between Parika and Goshen that will provide an alternative access route to Bartica; construct all weather roads in Regions 7 and 9, to open new opportunities to exploit our natural resources; and upgrade internal roads in the proposed new towns of Bartica, Mahdia and Mabaruma,” Minister Jordan told the House.

In addition to roads, Jordan announced the Government’s intention to allocate $542.7 million to fund a remodelled Community Infrastructure Improvement Project (CIIP).

The aim of this, he said, is to enhance the aesthetics of communities and to preserve and maintain critical community infrastructure.

“In 2015, it will create employment for 500 persons in community-enhancement activities related to rehabilitating and maintaining community infrastructure, including drains,

small bridges and parapets. This allocation will also finance the creation of green spaces in selected areas countrywide, including Bartica. Once successful, it is anticipated that this initiative will be expanded to more communities across the country,” the Finance Minister stated.

Further, he underscored the importance of roads, bridges, culverts and similar infrastructure in creating wealth; linking people; and closing the gap between farms and markets and between businesses and the factors of production, and how essential these are for a healthy and sustainable economy.

He also acknowledged that in the past, the focus was on reconstruction and/or upgrading the existing assets and that not much attention was paid to planning for new infrastructural facilities.

But according to him, the Government intends to ensure the construction of new road links, particularly a road linking the country’s two international airports that provide an alternative option to the East Bank highway; and the linking of the city and coastland to the new townships of Bartica, Mahdia and Lethem.

In this regard, he alluded to a “comprehensive master plan,” which he says the Government will use to improve, create and invest heavily in new infrastructural assets and drainage and irrigation systems. “[But] this is against the backdrop that Guyana’s national and international competitiveness has suffered because of the lack of structured and coordinated investments in public infrastructure.

“The sorry tale of poor and often absent drainage and irrigation for our farmers; dilapidated bridges, wharves and stellings; improperly constructed roads in urban, rural and hinterland areas; poorly maintained aerodromes; unreliable riverine transportation; and the everyday obstacles to production, productivity and the enjoyment of the qualities of a good life that we all strive and work for, will become things of the past,” Jordan assured the National Assembly.

ACS to Enhance Business Mobility THE Association of Caribbean States (ACS) through its Directorate of Trade Development and External Economic Relations convened the 3rd Meeting of the Working Group on Business Visas to further review and discuss the proposed ACS Business Travel Card Scheme, an initiative of the ACS in collaboration with the International Organisation for Migration (IOM).

The overall objective of this initiative is to improve business mobility management for trade enhancement. In particular, its scope will be to enhance a business environment that is focused on opening and facilitating trade, through the movement of business persons, which in turn will encourage and promote greater employment creation by supporting the identification, and development of new areas/ sectors of interest, and overall trade and investment activities.

In his inaugural discourse, His Excellency Alfonso Múnera, Secretary General of the ACS stated that this project is of extreme importance and relevance as it seeks to build and stimulate business relationships between Latin America and the Caribbean. He indicated that this Business Travel Card Scheme is already successfully being used by the Asia Pacific

Economic Cooperation (APEC) Forum, and further expressed his desire for many ACS countries to take part in this initiative.

Mr Alberto Duran, Director of Trade Development and External Economic Relations of the ACS underscored the importance of the meeting as it marks the possibility of significant progress in the process of analysis, approval and subsequent adoption of a model that promises to open doors for the increase in trade opportunities and intra-regional investment in the Greater Caribbean.

Among the meeting’s principal activities was the report on the advancement made in the Business Visa Initiative in the Greater Caribbean, an in depth review of the ACS Business Travel Card Scheme and an analysis of the initiative’s impact on business and investment.

Moreover, the meeting was aimed at receiving indication of interest and support for the ACS Business Travel Card Scheme from member states, as well as approval for the proposal and accompanying Guidelines and Operational Framework to be referred to during the Special Committee on Trade Development and External Economic Relations.

The III Meeting of the Working Group on Business Visas concluded with member states expressing their interest in participating in the ACS Business Travel Card Scheme model which was presented by the IOM, as a possible facilitator of trade and intra-regional investment in the Greater Caribbean.

It was also decided that the ACS will circulate a draft Memorandum of Understanding ahead of the XXX Meeting of the Special Committee on Trade Development and External Economic Relations whereby interested member states will officially submit in writing, their commitment to take part in this initiative.

The meeting welcomed the participation of Immigration and Trade Policy Officials of 16 ACS member states, both in person and via video-conferencing services; representatives of Regional and International Organisations such as the International Organization for Migration (IOM), Expert Consultant on the Asia Pacific Economic Cooperation (APEC) and the Secretariat for Central American Economic Integration (SIECA); along with local and regional private-sector stakeholders from Trinidad and Tobago, The Dominican Republic and Guatemala.

$23.2B allocated to health sector

- public health infrastructure and delivery system under focus GOVERNMENT has allocated $23.2B, 10.5 percent of the national budget, towards the development of the country’s health sector, Finance Minister Winston Jordan said on Monday.

“Our Government is unwavering in its commitment to ensuring that the people of Guyana are among the healthiest in the Caribbean and the Americas…A lifecycle approach to addressing the health of our men, women and children will guide our strategic and programmatic focus in the sector,” the Finance Minister said during his 2015 budget presentation to the National Assembly.

Funds will be used to remodel the public health infrastructure and delivery system to focus on the promotion of wellness for all Guyanese, and to maintain a good life. Government will also invest significantly in the health of the people to realise the successful implementation of the Health Vision 2020.

Over the next five years the Government, Jordan said, through the Ministry of Public Health, promises to place emphasis on reducing inequalities, expanding primary healthcare, arresting non-communicable diseases (NCDs), eliminating maternal and infant mortality and providing universal health coverage.

NON-COMMUNICABLE DISEASES In his presentation Minister Jordan also disclosed that the presidential commission on the prevention and control of non-communicable diseases will be reinvigorated with revised terms of refer-

ence and newly-appointed commissioners, who will advance the national focus on addressing NCDs in a more comprehensive, equitable manner across the geographic expanse of Guyana.

EVIDENCE-BASED APPROACH “To this end, $81.2 million has been budgeted for

Minister of Finance Winston Jordan the execution of the STEPwise Approach to Chronic Disease Risk Factor Surveillance (STEPS) survey, which will collect, analyse and disseminate data relating to chronic diseases risk factors, so that we can be more evidence-based in our approach,” said the minister.

In issuing a challenge to the Guyanese public, Minister Jordan charged everyone to adopt a more active and healthy lifestyle that will contribute significantly to their own health and wellness.

MATERNITY WARD EXPANSION By 2020, he said, women will be able to boast of the new patient-friendly care

facilities and mothers and babies will be safe from preventable deaths, as the Government will be devoted more towards the expansion, rehabilitation, maintenance and equipping of maternal and child-health facilities countywide.

“We can all agree that no woman should die giving life,” hence for 2015, over $133.1M will be spent on the expansion of the Georgetown Public Hospital Corporation (GPHC) Maternity Unit and also on increasing the facility’s bed capacity by 50 beds.

Meanwhile, works will continue at the maternity waiting homes in Lethem and Bartica.

Furthermore, this year’s allocation will facilitate the purchase of equipment, with the aim of increasing the quality of service being offered at the institution’s maternal and childcare facility.

“We will frontally address the dearth of specialists in our healthcare system,” he said.

The strategic direction will be threefold, the Finance Minister said, firstly, to expand the post-graduate programmes here at home; secondly, to source specialist training abroad; and thirdly, to import specialist skills to build local capacity.

The Government, he noted, will consider the presence of specialists critical to creating strengthened technical capability to deliver quality healthcare. And while the national post-graduate programme has made progress in many areas, there remains need to increase the complement of medical professionals in neuropsychiatry, psychology, obstetrics and gynaecology, paediatrics,

physiotherapy and pathology.

“Mr. Speaker, we will also work to address areas where there is a complete absence of critical skills, including cardiac surgery, haematology, neonatology, geriatric medicine and gerontology, and sports medicine,” said Minister Jordan.

A good example, he noted, would be their partnership with the International Children’s Heart Foundation, where they benefit from related upgrades at Guyana’s referral hospital and training for medical personnel, while the Foundation performs complicated cardiac surgeries on children.

MENTAL HEALTH Currently, far too many Guyanese have viewed suicide as an option, but this must not continue and so the mental health and well-being of individuals must begin from childhood. Therefore the Public Health, Education and Social Protection Ministries will collaborate and work with families to determine the causes and find solutions to prevent this scourge.

Addressing the cost burden of healthcare services borne by the elderly and ensuring that their dignity remains intact during care and treatment will be a priority of

the Government.

In addition to the support under social protection, an elderly homecare programme will be explored.

This will provide support to older persons in managing their healthcare while reducing the cost burden to both the elderly and the national health system.

Altogether these systematic interventions, within the context of Health Vision 2020, will redound to the improved healthcare for every man, woman and child across the country, the Finance Minister assured the National Assembly.

International community supporting crime-fighting efforts

THE Government of Guyana has had favourable responses from the international community in its request for crime-fighting assistance.

This new input is expected to bolster local efforts. At present, a high-level taskforce meets weekly to review crime statistics and examine response methodologies used by the Guyana Police Force to determine ways to effectively tackle all forms of criminal activities in the country.

The APNU+AFC Administration had asked the British Government and several foreign agencies to assist Guyana’s crime-fighting efforts.

“We are receiving help, international help. There is a training programme going on now with the police,

with some foreign law enforcement agencies that are assisting in the training and capacity-building of the police force and crime scene investigations and matters of that nature,” Minister of State Joseph Harmon told media operatives at his weekly post-Cabinet press briefing yesterday.

Minister Harmon made reference to the security sector reform programme which the British Government had offered to fund. The previous Government had turned down the British offer, “That was a huge sum of money we had to give up, because the Administration was concerned about the training methodology and the persons who have been in charge of certain things. That meant we gave up all the funds under

that assistance programme, Minister Harmon elaborated.

The minister was asked to provide an update on the Government’s crime fighting plan in response to the current crime situation. He explained that this plan is currently being reviewed by the Minister of Public Security, Khemraj Ramjattan, and should be made public in due course.

However, he pointed out that elements of the plan are currently being implemented.

“Crime is such a fluid thing, and you just can’t wait until the master plan is put out before you start responding to things that are happening on the streets,” he said.

PRESIDENT David Granger, in pledging Guyana’s support to the Union of South American Nation (UNASUR), stated that Guyana can serve as a bridge between UNASUR and CARICOM. President Granger, Minister of Foreign Affairs, Carl Greenidge and Guyana’s Ambassador to Suriname, Mr. Keith George, yesterday met with UNASUR’s Secretary General, Dr. Ernesto Samper Pizano, in Paramaribo, Suriname.

During the meeting, President Granger told Dr. Pizano that Guyana is committed to the infrastructural integration of South America. The Guyanese leader also noted that the objectives of UNASUR can only be fulfilled under a framework of peace and mutual respect among the states of South America.

More importantly, President Granger pledged his support to cooperate fully to ensure there is no disturbance of peace on the continent, as he reaffirmed Guyana's rejection of the use of threats and force to settle differences.

Meanwhile, Dr. Pizano emphasised the ongoing work of UNASUR in promoting peace, democracy and human rights. UNASUR, he noted, has a social agenda that stresses inclusiveness, an economic agenda that stresses competitiveness, and a political agenda that stresses participation. The Secretary General added that UNASUR will remain keen on promoting the free movement of persons on the continent.

UNASUR, created in 2008, is a multilateral organisation with membership coming from 12 of the 13 nations in South America. It is an intergovernmental union integrating two South American trade blocs: MERCOSUR, a regional trade agreement among Argentina, Brazil, Paraguay, and Uruguay; and the Andean Community of Nations, a trade bloc comprising Bolivia, Colombia, Ecuador, and Peru.

President Granger and a delegation are currently in Suriname to participate in the inauguration ceremony for that country’s president, His Excellency Desi Bouterse.

Reporters not allowed at child rape trial A HIGH Court Judge yesterday prohibited two fe-

male reporters from sitting in at a trial at the Demerara Assizes where a man is accused of raping a child.

According to reports emanating from the judge, the 12-year-old virtual complainant who was allegedly raped

by Deochand Ramlall of Foulis, East Coast Demerara, was about to give evidence and so the court was cleared of all reporters.

One reporter in practice for more than 50 years pointed out that it was one of the rare occasions when the Press had been called on to leave the courtroom because a victim of tender years was about to testify.

According to the court document, the accused Deochand Ramlall of Foulis, East Coast Demerara was committed to stand trial for allegedly raping a 12-year- old girl on March 21, 2013.

ACDA honours persons for Emancipation Day activities - bigger participation expected next year

THE African Cultural and Development Association (ACDA) yesterday distributed awards and tokens to persons who participated in activities related to Emancipation Day on August 1.

Speaking with the

Guyana Chronicle yesterday, one of the coordinators, Aisha Hynks, said that “during the period leading up to and on Emancipation Day we have a lot of programmes such as, sporting activities and different competitions such as dominoes,

cricket, freedom races and performances from persons around the country.”

Prizes were given out to persons and teams who copped first place for the best dressed competition, the best innovative display, the cricket compe-

tition and other competitions which were held during the period.

This, she noted, is a way of saying thanks to everyone who took part in the festivities, and no one is left out as they also honour volunteers with certificates.

According to Hynks, this year they saw a major turnout to the National Park, noting that “we had a lot of people, every year it increases and we are expecting more participants that are in the form of youth groups.”

Every year, she noted, the festivities are standard but more people took part this year, and next year more villages and communities will be encouraged to take part and make the festivities bigger and better.

Education reform Lorry driver granted $500,000 bail over causing death is an urgent need, says Roopnaraine ‘We have to get education right!’

By Telesha Ramnarine RECOMMENDATIONS coming out of the recently-concluded ‘operational’ audit that was focused on nursery, primary and secondary schools in Guyana, will be filtered into a Commission of Inquiry (CoI) that is currently being set up into the state of the country’s education system.

This was disclosed by Education Minister Rupert Roopnaraine who spoke to the Guyana Chronicle on the sidelines of a book launch at the National Library yesterday morning.

The individuals to sit on the commission have already been identified. “I have gotten the names of all the people I have requested to sit on the commission.

It’s going to be a very representative commission,” Roopnaraine offered. He preferred not to reveal any names just yet.

The CoI is intended to last not more three months.

“It can’t last very long be-

cause of the amount of work we have to do. I want a report from the inquiry as early as possible. There is urgent need for reform,” the minister said.

At the end of the CoI, he said he will make an assessment of the recommendations and seek to prioritise so that focus can be given to those areas with urgent need.

“We have to get education right!” he said.

“From the evidence that I myself have become acquainted with as I travelled through the country, there is much dissatisfaction among parents and teachers. There is a lot of alienation in the education system and I wanted to get to the root of that,” he said, citing the need for the audit in the first place.

Commenting further on it, he said: “It is an operational audit so I need to find out what was happening in all of the schools in terms of environment, facilities, student/teacher ratios, management of the school, curriculum, because I believe

these are all areas in which we needed to work to ensure that children have available to them facilities other than sitting in a classroom.”

“The audit has focused on all three levels of schools.

This includes the schools in the hinterland because as you know one of the enduring problems we’ve had for a long time is the big gap between what we’re doing on the coast and what’s happening in the hinterland and the hinterland has really suffered from this kind of neglect. So we have more work to do in relation to the hinterland,” he said.

The audit took approximately two months to be completed. It is the first initiative worked on by Minister Roopnaraine.

Meanwhile, Government has allocated $33B to the education sector, 14.9 percent of the national budget; and has indicated its commitment towards enha ncing budg et a ry transparency for the sector in the near future.

THE driver of a motor lorry that was involved in the accident that caused the death of Harry Daily was released on $500,000 bail yesterday after he appeared at the Georgetown Magistrates’ Courts.

The accused, Peter Moore, 42 years, of Lot 185 Third Street, Craig, East Bank Demerara, appeared before Magistrate Ann McLennan on an indictable charge that alleged on April 30 he was driving along Third Street, Craig, motor lorry, GRR 810, in a dangerous manner,

resulting in the death of Daily.

The defendant’s Attorney Adrian Thompson told the court that his client is a well-established businessman, and is the owner of P . Moore Woodworking. The lawyer further related that his client was released on $100,000 station bail along with a reporting condition.

Thompson asked the court to grant his client bail, stating that Moore was not a flight risk and he has two children and a fixed place of abode at Craig. He explained that according to the autopsy report

the deceased was intoxicated at the time of his death.

Additionally an eyewitness reported seeing Daily lying on the roadway drunk a few minutes before the accident.

Moore, Thompson noted, had assisted the man to the hospital and stayed with him until the police arrived. It was also revealed that Moore assisted with the medical and other expenses.

Magistrate McLennan granted Moore $500,000 bail. The matter was transferred to Magistrate Judy Latchman for August 19.

Bourda Market vendor gets four years, $639,000 fine over ganja ‘for sale’

A 34-year-old Bourda market vendor of Lot 103 Carmichael Street, Georgetown, yesterday was sentenced to four years’ imprisonment and fined $639,000 for possession of narcotics after being found guilty after a three-month trial.

Roger Gill was found guilty as charged for the offence that said on May 8, at Bourda, Georgetown, he had in his possession 426 grams of cannabis for the purpose of trafficking.

The prosecution’s facts stated that on the day in question a rank received a tip about the drug and went to investigate.

He subsequently found the illicit substance at Gill’s stall.

Apparently it was displayed ‘for sale’, while more of the substance was found in a black bag in the back of the stall.

During the trial, a police officer testified that Gill had admitted to him under caution that “it was ting and I trying a ting to mek an extra dollar.”

When called to lead a defence, Gill said that he was innocent of the charge and called a witness to testify on his behalf. The witness explained that he had known Gill for over five years and was present on the day at the stall when the offence was allegedly committed.

He said that he had to lockup his friend’s shop after the police arrested him. He said that Gill along with another person was arrested. However, the other person was released later.

The magistrate explained that she was satisfied with the prosecution’s case made out against Gill and every element of the offence had

been proved to indicate that Gill was indeed in control and had knowledge of the illicit substance.

In addition, knowledge of the drug was proven when under caution he told the officer that, “I was trying a ting to mek an extra dollar.’’ While his attorney Clive Forde tried to implicate another person to prove that there were multiple persons occupying the stall, his client never said so when he was given the chance to address the court.

The magistrate told the defendant that the court had considered his antecedents, the quantum of the drug and the seriousness of the offence before handing down the sentence. Gill was fined $639,000 along with four year’ imprisonment.

New York East Canje Reunion Committee Honours NGSA top students MEMBERS of the New York East Canje Reunion Committee have recognised the outstanding performers at primary schools in the East Canje area who recently wrote the National Grade Six Exams (NGSA) and have offered prizes to some of the top students.

At a simple but significant ceremony held at the Training Building of GuySuCo, Rose Hall Estate, the top three performers of the six schools in the area were given cash incentives with the top students receiving US$150 each, runner-up US$125 and third place US$100.

The presentation was facilitated by Anil Beharry who thanked the Committee for their generous contribution to this cause.

Beharry made special mention of Allan Mangru whom he was in regular contact with for many months to make this a reality.

He told the children that this recognition should motivate them and others while also encouraging the parents to use the funds to buy educational materials as the children are preparing for secondary school.

Flotilla of yachts expected in Guyana in three weeks - Minister Hughes

GUYANA’S Minister of Tourism Catherine Hughes will on Sunday make a presentation to members of the yachting community, in Chaguramas, Trinidad and Tobago, as a flotilla of yachts is expected in Guyana in three weeks.

“The opportunity to meet with people from that community who are resident in French Guiana, Trinidad and other parts of the Caribbean is an important one,” the minister advised, as she updated the media yesterday her ministry’s current activities. The minister, who remains passionate about developing, and, more specifically, marketing Guyana as the ideal tourist destination, explained that there are tremendous advantages of yachting and this should be explored by Guyana.

“We know it’s a small niche market but the reality is, given the effects of climate change, even the locations within Trinidad

are finding that they are dealing with extreme weather conditions.

Therefore Guyana has the potential to be a safe haven for individuals who have yachts and are looking to park them in a safe destination and in a safe location”, the minister explained.

Minister Hughes advised that she met with two individuals who will also participate in the Trinidad meeting, and have expressed an interest in developing a marina in Guyana’s Essequibo River. “That means we would be able to handle yachts in terms of storage, the refurbishing, the cleaning and all other services associated with maintaining yachts. I think it’s another avenue that has the potential to hire staff, train individuals and contribute to the industry as a whole,” she explained.

The growth of the yachting industry worldwide has been fuelled

This is according to Minister of State, Joseph Harmon, as he responded to media operatives at his post-Cabinet press briefing yesterday at the Ministry of the Presidency, Shiv Chanderpaul Drive.

“This is a process which takes some time, but we are in the process of considering applicants and their suitability for some of these positions. We have several options that are available to us,” he said.

The Minister is of the view that Guyanese are eager to know the persons who are representing the country’s interest on the international scene, but warned that, “the relationship between countries is not one which would facilitate you just removing somebody and not appointing anyone, because it will send a signal that you have a problem with that country,” Harmon explained.

He further explained that, as pointed out earlier by the Minister of Foreign Affairs Carl Greenidge, audit and reviews have to be done at some of the offices overseas. He added that all of these things are being taken into consideration and at the appropriate time, Government will make the announcements regarding Guyana’s Diplomatic Corps.

Meanwhile, in his 2015 Budget presentation Monday, Finance Minister Winston Jordan advised of Government’s plan to create a Department of International Economic Cooperation to step up Guyana’s relations and interactions with its diaspora, as part of its national sovereignty and economic diplomacy efforts.

With this, the Government aims to get the Guyanese diaspora to contribute to national economic development through investments and the transfer of skills and expertise.

Some U.S. troops may be needed on ground in Iraq: retiring Army chief (Reuters) THE fight against Islamic State rebels is at a stalemate and if the U.S. military does not see progress in the coming months it should consider putting support troops on the ground with Iraqi forces, Army General Ray Odierno said on Wednesday.

Odierno, the outgoing Army chief of staff, backed the current strategy against Islamic State, telling his last Pentagon news conference that while U.S. troops could defeat the militants, they could not solve the broader political and economic problems besetting Iraq and Syria.

"We could probably go in there with a certain amount of American force and ... defeat ISIL. The problem is we would be right back where we are today six months later," he told reporters, using an acronym for Islamic State.

"For me it's about changing the dynamics, the political dynamics, the economic dynamics, and it has to be done by those in the Region," he said.

"We have gained back some territory, mostly by the great work of the Kurds, some work by the Iraqi security forces," he added, noting the Kurds were continuing to make some progress.

Asked if the United States should put troops on the ground, Odierno said if the U.S. military is not making the kind of progress it needs in the next few months, "we should probably absolutely consider embedding some soldiers (with Iraqi forces), then see if that would make a difference."

"That doesn't mean they would be fighting, but ... they would be abetting them and moving with them," he added. "I think that's an option we should present to the president when the time is right."

Some lawmakers have criticized the current strategy, saying some U.S. troops should be deployed with Iraqi forces to help the air campaign by identifying targets and calling in air strikes.

Turkey, Iran help broker rare truce in Syria (REUTERS) SYRIA’S warring parties declared a 48-hour ceasefire in two frontline areas on Wednesday after unprecedented mediation from Turkey and Iran, signalling a new approach by some of the main Regional backers of the opposing sides.

The ceasefire halted fighting between insurgents on the one hand, and the army and its Lebanese militant Hezbollah allies on the other, in the rebel-held town of Zabadani and in a pair of Shi'ite Muslim villages in Idlib province.

The two areas are strongholds of each side under ferocious attack by the other. Sources familiar with the talks, which have been under way for weeks, said the truce could be extended to give time for ongoing negotiations aimed at evacuating civilians and combatants.

Three officials close to Damascus described the truce as a result of mediation by Turkey, which backs rebels fighting against President Bashar al-Assad, and Iran, whose support has been vital to his survival.

It adds to recent signs of new efforts in the Region to end diplomatic deadlock over a conflict that has killed a quarter of a million people, made 10 million homeless, left swathes of Syria in the hands of Islamic State militants and divided the countries of the Middle East on sectarian grounds.

After four years in which diplomats made no headway toward peace, countries that support Assad and his opponents have been quietly discussing ways to end the war and tackle the common threat from Islamic State.

But Assad's fate remains a major obstacle to the new diplomatic effort.

Iran's Foreign Minister Mohammad Javad Zarif arrived in Damascus on Wednesday and met with Assad. He was expected to discuss a new peace plan for Syria.

Before he arrived, rebels bombarded the capital with rockets and the government launched air strikes on nearby rebel positions. The Syrian Observatory for Human Rights, which monitors the war, said 13 people were killed and 20 wounded by the rebel rockets, and 31 killed in the government air strikes.

Sources on both sides of the civil war told Reuters earlier on Wednesday the truce was to begin at 6 a.m. (0300 GMT),

and negotiations would continue. The rebel group Ahrar al-Sham had led the talks on the insurgents' side.

"A ceasefire began at 6 a.m. today for 48 hours to halt military operations in Zabadani," Hezbollah's al-Manar TV reported. "It also includes the two villages of al-Foua and Kefraya in the Idlib countryside."

Abu Walid al-Zabadani, a fighter with Ahrar al Sham in Zabadani, said: "We have stopped firing. It's from both sides."

"As fighters on the ground, we were not interested in this ceasefire, but it is led by our commanders and we have to abide by their orders," he told Reuters from Zabadani. A second rebel said there were 200 injured insurgent fighters

in the town.

Hezbollah said Islamic State gunmen had opened fire in Zabadani in an attempt to break the ceasefire but other insurgent groups had intervened to stop them.

Zabadani, about 45 km (30 miles) northwest of the capital Damascus and about 10 km from the border with Lebanon, has been the focus of a weeks-long offensive by the army and Hezbollah aimed at wresting control of the town from rebels.

The two Shi'ite villages of al-Foua and Kefraya, meanwhile, have been targeted in a parallel offensive by an insurgent alliance that includes both the Sunni Islamist Ahrar al-Sham and the al Qaeda-linked Nusra Front.

RON ‘Andel’ Forde, who was arrested on Sunday night at 2nd Avenue Wismar, Linden, for questioning in relation to the murder of transgender sex worker Nephi Noel will make his first court appearance at the Georgetown Magistrates’ Court today.

Police responded to information received and went to the location where Forde was taken into custody at Linden and transported to the city.

Crime Chief Wendell Blanhum told this publication yesterday that based on advice from the Director of Public Prosecutions (DPP) they will proceed to court.

Reports are that a male client had earlier visited the transgender sex worker for a paid sexual encounter, but was apparently not satisfied with the services and had returned to Noel.

Dissatisfied with the response, the client returned with another man, who reportedly shot Noel dead before fleeing the scene in a sports utility vehicle.

Noel was conveyed to the GPHC where he was pronounced dead on arrival.

Stone Restaurant

SINCE the murder of restaurant proprietor Zhenjz Su at his home last Friday, another suspect was arrested yesterday for questioning while two others who were picked up last week were released.

Crime Chief Wendell Blanhum yesterday confirmed that the suspect in custody was observed lurking around the Jade Stone Restaurant the night the murder took place.

Meanwhile, a $2M reward is being offered for information which may lead to the arrest of person (s) responsible for the brutal crime.

The police yesterday revealed that following the homicide two suspects were arrested and held for questioning but after the 72-hours holding period expired they were released because there was no tangible evidence to detain them further.

Su’s home with the restaurant on the lower flat on Mandela Avenue, Ruimveldt was invaded at about 03:00 hrs on August 7, 2015 by several robbers who began beating his sleeping wife before taking him to the kitchen where he was also beaten, chopped, bound, gagged and left to die. The armed bandits took away an undisclosed amount of cash.

After the robbers left Fei Su went in search of her husband, whom she found lifeless on the kitchen floor with chop wounds to his head. His feet were tied and his mouth gagged.

From all accounts the bandits spent a while inside the premises assaulting the couple separately before they escaped with the loot.

DURING a sting operation a female Constable attached to the Traffic Section at Brickdam was placed under close arrest after ranks from the Criminal Investigations Department (CID) caught her red-handed demanding a bribe from a motorist in relation to a traffic matter.

Police reported that the Constable was on Monday caught in a sting operation by ranks from CID Headquarters after she demanded a sum of money from a motorist to forgo prosecution in relation to a traffic offence.

‘Mix your athletics with your academics’

THE Demerara Cricket Club’s (DCC) summer camp was yesterday boosted by a brief pep talk from Minister with responsibility for Housing within the Ministry of Communities, Keith Scott.

The club commenced its camp on Monday at its Queenstown facility, The camp aims to educate more than 40 students on the basics of cricket as well as public speaking, life values and social skills.

The two-week camp which will conclude next Friday is under the watchful eyes of former National off-spinner and coach Gavin Nedd, and former Guyana and West Indies batsman Travis Dowlin and runs from 09:00hrs to 13:00hrs each day.

Speaking to the camp’s participants, Minister Scott, a DCC second generation member (after his father) indicated that the club has been continually producing talent, stating “There is something else you must take hand in hand when playing the game - that is your education.

There is no way you can get any place unless you marry the two.”

He added, “Our new gov-

ernment intends to make sure that you are given all opportunity to play the game but you are also given all the books to read. You must be a rounded individual. There are a lot of books on cricket and other forms of literature that can help you to advance your life.”

“We’ve been looking at that over the last few months and we feel now is the time for someone to step up from this part of the world, in a positive light, very much different to what it has been before, and take us forward.”

Ashwin spins India to box seat in Galle Test

GALLE, Sri Lanka (Reuters) - Ravichandran Ashwin claimed six for 46 in a fine display of spin bowling as India skittled out Sri Lanka for 183 in two sessions on the opening day to take the upper hand in the first Test at Galle yesterday.

In reply, the visitors lost two early wickets but recovered to reach 128-2 at stumps, trailing Sri Lanka by 55 runs.

Opener Shikhar Dhawan (53) and captain Virat Kohli (45) were unbeaten at the crease, having added 100 runs for the third wicket.

Lokesh Rahul (seven) and Rohit Sharma (nine) were both out leg-before as India were reduced to 28-2 but Dhawan, dropped on 28 by home captain Angelo Mathews off Tharindu Kaushal, and Kohli steadied the innings to keep the tourists on course for a big first-innings lead.

Earlier, Mathews (64) was the top-scorer for Sri Lanka while wicketkeeper Dinesh Chandimal contributed 59 after the hosts’ decision to bat in the first match of the three-Test series backfired.

Doping scandal gives Bolt-Gatlin showdown new significance

By Nick Mulvenney SYDNEY, Australia (Reuters) - Usain Bolt’s showdown with Justin Gatlin was always going to be the most highly anticipated clash of the world athletics championships in Beijing, but with track and field rocked by recent doping allegations it now looks like being a battle for the very soul of the sport.

The International Association of Athletics Federations (IAAF) hit back robustly at charges it failed to act on hundreds of suspicious tests after data from thousands of blood samples were leaked to media organisations.

Calling the allegations “sensationalist and confusing”, the IAAF defended its drugs testing procedures and said it was cooperating with the independent World Anti-Doping Agency (WADA) in an investigation.

What cannot be disputed, however, is that Gatlin is a proven drugs cheat with two positive tests for banned substances that would have resulted in a life ban had he not cooperated with the authorities.

Bolt, on the other hand, is the most bankable track and field athlete of the modern era.

His clean doping record is as much a part of his huge popularity as his undoubted charisma and dominance of men’s sprinting for much of the last seven years.

The prospect, therefore, of Gatlin emerging as champion of the blue riband sprint on the evening of August 23 in Beijing could deal another hammer blow to the credibility of the sport.

“You are talking about the most significant, the best loved, best known, most iconic track and field athlete out there, Usain Bolt,” Bob Dorfman, a sports marketing expert at Baker Street Advertising in San Francisco, told Reuters.

“So if he got beaten by somebody who has had drug issues in the past it wouldn’t help the sport.”

Unfortunately for the IAAF, that is a scenario which looks

Sandiford’s remains returned home

THE remains of Guyanese blind cricketer Gordon Sandiford, who passed away in St Lucia last week, returned home on Tuesday evening.

Sandiford, who went to St Lucia as part of the Guyana team for the Regional blind tournament, passed away in an ambulance, hospital-bound, after he had to be helped out of the water during a beach outing.

The outing came about after the match between Guyana and the Windward Islands was called off on account of heavy rains. The players were then invited out.

Receiving the body that came aboard a Caribbean Airlines flight, Sport Director Christopher Jones quickly draped the remains of Sandiford in the Golden Arrowhead, adding that “This is a demonstration of our commitment to our athletes and of course as you know, Gordon Sandiford left Guyana a few weeks ago

Haddin leaves tour early to be with family

BRAD HADDIN flew home to Australia on Tuesday evening for family reasons, ending an unhappy Ashes tour early to be with his wife, Karina, and children.

After a poor display in the first Test of the Ashes series in Cardiff, Haddin withdrew from the team for the Lord’s match to spend time in hospital with his ill daughter Mia, and was then not re-selected for the third Test at Edgbaston - a decision that not all members of the touring party agreed with.

Haddin took the decision with good grace, and provided plentiful support to Peter Nevill, the gloveman who replaced him, while playing a more peripheral role around the squad.

There have been signs that Haddin’s mind has been on other things the longer the tour has gone on, as his net sessions in particular became more perfunctory.

Agar has returned to international cricket for the first time since his memorable Test debut against England in the 2013 Ashes when he scored a record 98 as a 19-yearold number 11 batsman.

He has been chosen as the lone spinner in the squad, meaning no place for Pakistan-born leg-spinner Fawad Ahmed.

T20 captain Aaron Finch was not available after breaking his foot for English county side Yorkshire.

While several other Guyanese were busy celebrating Caribana, they romped to a fourth consecutive victory in the annual Ontario Masters Softball Cricket Clubs (OMSCC) tournament, played at the Littles ground here.

National Men’s Hockey squad reduced to 22 GUYANA’S national men’s hockey squad, at present preparing for the Pan American Challenge in Chicklayo, Peru from October 3 to 11, 2015, has been reduced to 22 players ahead of final selection in the first week of September, when they will be reduced to 16.

The squad have been in training since the beginning of April, with strength & agility sessions conducted thrice weekly by physical trainer Rudolph Blackman, in addition to field sessions, four times per week.

The players spent the first two months improving their individual techniques and one-on-one attacking and defensive skills, before moving on to small unit play and will spend the next three weeks focusing on positional play and situation, specific systems and tactics.

Goalkeepers Anthony Cole and Timothy Baker have been brought back into the squad to increase position competition with only one keeper expected to make the cut Also vying for spots on the final sixteen will be England-based Marvin Dannett and Matthew Taylor both of whom were in Guyana recently to be assessed by the coaching staff as they also played matches with the local players. Nine of the 22 players named were also part of Guyana’s national Under-21 squad that placed second at the Players Tournament in Trinidad and Tobago over the weekend.

Guyana are scheduled to play their preliminary matches against Uruguay on October 3 and against Venezuela on October 4, with countries like Barbados, Brazil, Ecuador, Panama, Peru and Puerto Rico also in the tournament.

The top two teams in the competition will qualify for the Pan American Cup scheduled for 2017 in the USA. This will be the first time Guyana’s National Men’s team will be competing in an international outdoor tournament since 2007, when they won silver and bronze medals at the ALBA Games and the Caribbean Cup respectively.

ST JOHN’S, Antigua (CMC) - Former Trinidad and Tobago international David Nakhid has announced his candidacy for the position of president of Football’s World Governing Body FIFA. Nakhid, who played 35 times for Trinidad and Tobago, made the announcement in a radio interview in Antigua on Tuesday.

He is on a swing through the region seeking to drum-up support for his campaign ahead of the elections carded for February 26, 2016 at the FIFA headquarters in Zurich, Switzerland.
