‘Green Georgetown’ restoration

THE Mayor and City Council (M&CC) has invited all citizens and stakeholders to a ‘Green Georgetown’ restoration consultation to be held at

the National Cultural Centre on Wednesday August 19, 2015 at 10:00 hrs.

The municipal body is seeking advice or inputs from all stakeholders who

share a vested interest in the restoration of the capital.

According to a statement from the M&CC, the consultancy will see top officials from the Council

- stakeholder consultation planned for Wednesday

FOLLOWING a meeting with President David Granger this past week over his ‘Green’ vision for Guyana, the Mayor and City Council (M&CC) has not only embarked on the restoration of the renowned ‘Garden City’, but is doing this within an eco-friendly, green-environment framework.

This is according to Town Clerk Royston King who, on Friday last, laid out an elaborate plan for citizens and other stakeholders to participate in the various spheres associated with the city’s revitalisation drive.

This drive involves, what was deemed most important, “a vigorous education initiative to instill in citizens the necessity, and long-term benefits of a clean, green city.”

The town clerk pointed out that this new approach to the city “demands a new attitude from all citizens occupying or traversing the capital.” This is especially so, since work is currently ongoing to address matters that have caused the decay of the capital of Guyana.

These include the revision of legislation related to offences and penalties, and additional regulations to ensure the continuance of what city administrators envision.

As it stands, Georgetown has been plagued by flooding due to blocked drains, canals and other waterways.

The city is congested given its layout, while citizens - particularly the business community - have confiscated city alleyways, reserves and other open spaces. Overgrown bushes and grass characterise almost

every inch of Georgetown, while huge buildings have risen; some not adhering to the construction or zoning rules and regulations of the Council.

“This will be no more,” King charged. “Until the requisite legislation is passed to seriously arrest acts that contribute to the city’s deterioration, we will boost enforcement of all existing laws.”

King also warned that citizens should be mindful now of how they treat the city, before indicating a “no tolerance” policy for persons who, among other violations, arbitrarily destroy or occupy city property, and dump or cause waste to be dumped illegally.

As part of the education aspect of the greencity initiative, training and

assistance programmes will be made available by the Council.

It will include information on harmful chemicals, such as weedicides and poisons that negatively impact the environment. There will be programmes on recycling and composting processes among others. Information on the benefits of low-carbon strategies and the benefits of alternative energy sources will also be accessible.

Given the enduring value of trees, particularly in the human respiratory process, their importance would be made known to all citizens.

They will be encouraged to plant more trees and to care for them. “Plant and animal life must be respected in the city,” King charged.

not only contribute to the ugliness and filth within the city, moves will be made to collaborate with the relevant ministries to address this.

In the meantime, City Hall has commenced the restoration of recreational areas for public convenience.

The Council said it is adamant that it wants to see its citizens living as one, lending to the concept of

“cohesive communities.”

“We are therefore restoring recreational parks, playgrounds, sporting facilities and other social areas where the young and old can meet and talk, where uptown can meet downtown and dwell, and where all citizens are recognised only as citizens.”

The town clerk concluded that while the city is up for a grand return to glory,

its citizens will also have to come up to par. He said City Hall will be making moves towards citizens’ health development, with related programmes that encourage exercise and healthy eating.

The town clerk’s passionate appeal is that citizens start now, “to wrap their minds around a new, healthier and greener Georgetown.”

Police anticipate major transportation boost -in budget 2015

By Leroy Smith POLICE Commissioner Seelall Persaud is convinced that transportation constraints remain the main bugbear to the operations of the Guyana Police Force (GPF) and the results of its work.

Responding to questions from this publication on Friday regarding budgetary allocations to the GPF, Persaud said he was as yet unaware of what portion of the $21B allocated to the Security sector would be channelled to the GPF, but he hoped that the sum would be significant enough to address police transportation challenges in a very meaningful way.

The Government has already re-assigned vehicles from Community Policing Groups (CPGs) to the GPF, having recognised the GPF’s huge problem with regard to availability of transportation, mainly for patrolling, as was indicated to Public Security Minister Khemraj Ramjattan by the Police Commissioner during discussion.

Persaud told the Chronicle that among the areas of concern which were repre-

sented in the GPF budget proposals to the Ministry of Public Security were resources to cover the daily cost of running the organisation; resources such as funds for electricity, telephones, transportation, fuel, meals, recruitment and training.

“We would have budgeted for transportation, since that is one of our weak areas; and you know we have the expansion in our manpower that was granted last year.

So we are doing recruitment for that, and training,” Commissioner Persaud explained.

He, however, could not say how much ammunition was requested by the GPF for this budget year, as he explained that he would have to check his documents, which he did not have with him at the time.

Acknowledging that crime is the most depressing problem facing the Guyanese people today, Finance Minister Winston Jordan, in his maiden budget presentation of 2015 on Monday afternoon, announced that the Government was allocating $21B for the security sector. Of that amount, $11.9B will support operations of

the Guyana Police Force, the Guyana Prison Service, Guyana Fire Service, and Customs Anti-Narcotics Unit (CANU); while $9.1B has been budgeted for the Guyana Defence Force.

The Finance Minister said it remains Government’s firm view that radical action is needed to reform the criminal justice system. He pointed to the need for a Guyana Police Force that is more accountable to the public, and is better able to deal with crime and anti-social behaviours -- which are a curse to the good life.

National Assembly -- and the nation, by extension -- was told that the Administration is presently fine-tuning a comprehensive Public Security Plan in which emphasis is to be placed on combating crime, restoring the trustworthiness of the Guyana Police Force, improving police investigative capabilities, and rebuilding an efficient and effective criminal intelligence system and Criminal Investigation Department.

Under the Citizens Security Programme, the Government will commence implementation of several activities to support the se-

curity sector; and one key aspect of that programme involves implementing evidence-based interventions associated with interpersonal violence; those include parenting, gender, norms and conflict resolution.

The Administration also seeks to implement another aspect of the Citizen Security Programme, which speaks to the training of selected community members to support economic inclusion through vocational and remedial training, literacy programmes, job readiness, job seeking, and job-replacement action.

Persaud said one of the things the police have found is that almost half of the murders committed have resulted from impulsive actions, wherein persons -- without having second thoughts -- responded to comments or actions that offended them; and by the time they reconsider the impulsive reactions taken, they would have already caused the death of someone else.

from the eyes of policemen and women, who are informed of the development only after the station would have received a call or something to that effect.

At the moment, the GPF has been preaching tolerance, non-violent communication, interpersonal skills, and peaceful forms of communication and expansive tolerance to young people through the many youth groups which the GPF finances. The police have also made these subjects part of their annual camps, which are held at Timehri and on the East Coast of Demerara respectively.

Commissioner Persaud has pointed out that it is not the police alone who can bring the problems of violence and intolerance under control; other groups and organisations need to advocate and teach in this regard. He said the school system ought to teach the foregoing as a normal part of the curriculum as well.

security, but the GPF has, of recent, been engaging in a lot of community-related activities and engagements with young people, such as finding jobs for them, and having them enrolled in several programmes with assistance from the business community and other corporate entities.

The Force had stated in the past that it has come to realise that the work of policemen and women would be made a bit easier if children were to engage in such activities, since the activities position children to direct their attention away from crime and other anti-social activities, which cause them to end up on the wrong side of the law.

The Police Commissioner also said that the GPF has a legal obligation to detect and prevent crime, but the social responsibility of the Force is also to ensure that it gets involved in activities which would reduce the incidence of crime within the society.

Guyanese diaspora indicates reluctance to invest locally –– Gov’t assures of efforts to ‘break back of crime’

GUYANESE in the diaspora are reluctant to invest locally, given the upsurge in crime; and Government continues to seek international assistance to “break the back of crime.”

Tourism Minister Cathy Hughes was able to gather, from a recent visit to the ‘Last Lap Lime’ in Toronto, Canada, that the diaspora has reservations and concerns about revisiting and investing in their homeland, given the rise in crime.

She made this disclosure at last week’s post-Cabinet press briefing and deemed it “distressing” that, under the previous Administration, no

effort had been made to visit events such as the one spoken above, and interact with Guyanese.

Every year, Guyanese from the United States, Canada, Caribbean countries and the local community intermingle with numerous non-Guyanese at the ‘Last Lap Lime’ in Toronto as a way of preserving the Guyanese culture. New York alone is home to approximately 140,000 Guyanese, who comprise the fifth largest group of immigrants in that North American city.

In excess of 4,000 Guyanese attended the ‘Last Lap’ event in Toronto, said Minister Hughes, and they all shared an age-old complaint -- there is no room for investment in

Guyana, unless they are business owners. The diaspora, Minister Hughes said, must disabuse itself of this notion.

Also making the visit at the ‘Last Lap’ event in Canada was Minister of State, Joseph Harmon, who echoed sentiments that were similar to those of Minister Hughes.

“A lot of people indicated that they wanted to come home, and we have given them a commitment -- which is that we will put together all of our possible resources necessary to ‘break the back of crime’,” Minister Harmon asserted.

He said the Administration has put in place a National Security Commission comprising ministers and leading dignitaries to review, on a

weekly basis, crime statistics and the police methodology of fighting crime. That Commission would therefore assist in allocating resources to the police to aid in combating crime.

Law-enforcement and intelligence-sharing, among other factors and other measures, would assist in getting to the root of the crime situation, Minister Harmon said. Thus far, Government has been receiving international help from foreign law-enforcement agencies, who are currently conducting training sessions in the GPF in an effort to build capacity.

Recaptured prisoner remanded - police come in for high praise

EXCELLENT networking between police and prison authorities and communities in East Berbice led to the recapture of escaped prisoner Ravindra Samaroo, who broke out of the New Amsterdam Prison last Wednesday evening in a short-lived bid for freedom.

Found hiding in a clump of bushes in the Angoy’s Avenue ‘Cow Dam’ community of New Amsterdam on

Thursday evening, Samaroo was hauled before the courts on Friday morning, charged with escaping from lawful custody, and was remanded to prison.

Samaroo had been on remand at the N/A prison for robbery under arms when he and his partner in crime, Lennox Patterson, escaped from the prison on Wednesday evening by breaking their way out of the wooded prison.

The police and prison authorities were, up to late on Friday evening, acting on information being received from residents in the Berbice community about the possible whereabouts of the final escapee -- Lennox Patterson.

Up to press time yesterday, there had been no word on whether Patterson had been recaptured, even as the police and prison ranks were still searching several communities for the man.

GuySuCo targets 146,300 tonnes sugar in second crop THE Guyana Sugar Corporation (GuySuCo) has commenced its 2015 second crop across the industry, and has set itself a production target of 146,300 tonnes.

A GuySuCo statement has said that Albion, Rose Hall and the East Demerara Estates are in the second week of grinding, while Blairmont Estate is in its third week.

The factories at Skeldon, Wales and Uitvlugt estates reportedly commenced grinding on Saturday, August 15, 2015.

Cane-harvesting on those estates commenced on Thursday, August 13, 2015, and the corporation has thus far recorded one weekly production incentive, which was achieved at Blairmont, the release disclosed.

The release also noted that as of Thursday, August 13, 2015, three cane-harvesting strikes resulting in the loss of 685 man days has been recorded.

“Rose Hall is the worst affected in this respect. One of the harvesting gangs is now on strike for the fourth consecutive day, making demands for exorbitant payments which are not con-

sistent with the agreed rates of payment,” the statement noted.

Despite those issues, the current production for the crop stands at 8,419 tonnes.

The police had issued a wanted bulletin for the men on Thursday afternoon shortly before Samaroo was recaptured. The recaptured prisoner was not harmed, nor was there any injury to ranks or persons in the vicinity as the police surrounded the area where the man was hiding.

The community of Berbice was high in praise of the lawmen for their successful recapture of the prisoner, although they expect the ranks to recapture the other escapee as well.

“We do not feel it right to use Government’s money to deal with these matters. We [Guyana Government] are cash-strapped, as the Minister of Finance has made clear since assuming office that the cupboard was bare,” declared Harmon.

Minister Harmon said both he and Minister Hughes have nevertheless been utilising the opportunity to promote Government’s business during those trips.

Recent CSEC results something to celebrate THE results of the Caribbean Secondary Education Certificate (CSEC) exams are out. As usual, we are celebrating the students who have done extraordinarily well.

This year the top student passed a whopping 20 subjects. Of course we have become accustomed to children excelling in such a high volume of subject areas.

There are misgivings in some quarters about students doing such a large volume of subjects. The Minister of Education is on record of favouring a reduction of that volume.

But for now, the students need to be congratulated for committing the time and dedication that must have been necessary to do that well in so many subjects. In an era when children are easily seduced by the many distractions on social media and the conventional media, it is heartening that some of them could resist those temptations, at least partly. It is also commendable that some children do believe that education still matters.

We live in a country and world where the benefits of education are not always apparent to young people. Many of them put in the hard work, only to be left with-

out work or have to work for less than a living wage. We hope, that despite these challenges, more of our young people show faith in education as the passport to a better life.

Ultimately, poverty and want can be effectively overcome by a sound all-round education. And if the individual students are properly educated, it aids in the quality of the community, the workforce and the economy at large.

We are very sure that those top students could not do it without the active support of their parents and teachers. The cry from many teachers across the country is one for support from parents. They complain of little involvement by parents in the education of their children. Parents do not attend PTA meetings or respond to requests for meetings with the teachers. Some parents berate teachers in the presence of the students and in a few instances teachers have been verbally and physically abused.

We feel that education cannot be fixed without increased involvement by parents.

While we recognise the challenges that parents face economically and otherwise, it is our view that more can be done in this regard. Perhaps the Ministry of Education

and other related agencies should mount aggressive campaigns aimed at mobilising parents and sensitising them about their responsibility to their children and their education.

The minister has already indicated that he would be resuscitating the national Parent Teachers Association to be used as a vehicle in such an initiative. We urge community organisations and activists to help in this drive. After all, they function in the communities and have ready contact with parents. We need all hands on deck to meet this challenge.

The teachers of the successful students must also be congratulated for their perseverance in the midst of the gloom that hovers over our education landscape. Often parents blame teachers for the poor output. A lot has been said and written about the lack of dedication by teachers inside the classroom. Many put much more emphasis on Extra Lessons than in classroom instruction. Again, the Minister of Education has signalled his unhappiness with this scenario. Suffice to say that linkage between the efforts of teachers and excellent results by students needs no elaboration.

In congratulating the teachers, special mention should be made of the Saras-

wati Vidya Niketan (SVN) school which copped seven of the top 20 spots. But more importantly, the SVN recorded a 93% pass rate in Math and 86% in English. This is stunning!

It is almost double the national rates.

When you add the 93% pass rates in Grades 1-3, here is a unique story.

The principal, Swami Aksharananda must be singled out for his vision. Perhaps his insights may give other teachers something to begin to work with. Here is what he has to say: “When we were in school, we had great role models to look up to, such as Forbes Burnham and Cheddi Jagan who were brilliant spokesmen and would mesmerise everyone with their speech. If we are to bring back cultural intelligence in the education sector, plus the emotional intelligence, we would be serving our country a great deal. We would be preparing people that are much more wholesome, people who just do not seek to pencil push all day and just seeking to occupy offices and so on. This is the reason we started a school like this; because we felt that it was something that was quite lacking in society.

Walter Rodney Commission of Inquiry was about Justice Delayed

THE Justice for Walter Rodney Committee has been following with interest the statements of the current Government of Guyana through its spokespersons, Ministers Basil Williams (Attorney General) and Raphael Trotman (Governance).

From the statements attributed to these officials, their comments demonstrate that they are on a campaign to disparage, denigrate, and thus create the impression that the Walter Rodney Commission of Inquiry did not accomplish anything of substance. It is not clear why this would be in the interest of the Government of Guyana.

One of the objectives of the Commission of Inquiry was to get to the truth as to the circumstances that led to the death of Walter Rodney on June 13, 1980. It will be in the interest of the Government of Guyana that the Commission completes its work so that all of the evidence and the hearings can be placed in the public domain.

It will be important at this point for the entire Government to make it clear that this Commission of Inquiry should be able to complete its work. By making the recommendation to Cabinet to disallow more time for the testimony of crucial witnesses to allow for a smooth and proper completion of

the Walter Rodney Commission of Inquiry, Minister Williams is seeking to mold the public’s perception on the real historical meaning of this inquiry.

There are still crucial witnesses who should appear before the Commission and the Justice for Walter Rodney Committee is calling on the government to allow the Commission to complete its work in a timely manner.

As lawyers Minister Williams and his Cabinet colleague, Minister Trotman, should understand the importance of crucial material witnesses before a Commission of Inquiry.

It is therefore unfortunate that the Cabinet seemed to have accepted Mr Williams’s recommendation without regard to due process that he, Mr Williams, and his colleague Mr Trotman, are now arguing for in the court of public opinion. Lawyers make their arguments in court. We are concerned about the statement attributed to Minister Trotman as reported in the Guyana Chronicle because it is not based on facts. If Ministers Williams and Trotman were indeed following the proceedings of the inquiry, they and the Cabinet would have known that the inquiry was not a waste of time. Commissions of Inquiries are established to find the truth and this inquiry

was no different. The world is waiting on the findings of this commission.

Rather than allow the continuation of the hearings for two weeks upon the request of the commissioners, and other interested parties, the Cabinet voted against due process. Mr Trotman’s characterisation of the “collective decision taken by Cabinet” to disallow the continuation of the hearings for two weeks in his words, (as reported in Guyana Chronicle on July 30, 2015) was not only to save the money of taxpayers, but also what he called “further embarrassment,” is particularly disturbing.

As a global committee of activists interested in fairness, equality, and social justice for Walter Rodney, we are appalled by any attempt to play with the truth in order to dismiss a Commission of Inquiry headed by a distinguished Caribbean jurist, and which comprised two other acclaimed jurists.

Non-Governmental persons and organisations cannot compel government; we can petition government. And the response of governments to petitions produces for the public at large a deep sense of the character of government. As such, to make the claim without evidence to back up the claim that the extension sought by the eminent panel of

Caribbean jurists, that is the three commissioners; the lawyers representing the WPA, Donald Rodney, and the Rodney family would not deliver anything that is earth shattering is very perplexing.

May we remind Ministers Trotman and Williams that the proceedings of this inquiry are being closely followed by Guyanese and non-Guyanese across the world.

Among those paying close attention to the inquiry are lay people, academics, media people, jurists, at least one Chief Justice in an important global jurisdiction, members of parliament in several locations of the world, prime ministers in several countries, and others.

It is disturbing that senior spokespersons of a Government that came to power on the banner of national healing and reconciliation would be involved in this kind of desecration of the Walter Rodney Inquiry. Walter Rodney is a national hero of Guyana.

National reconciliation cannot arise in a vacuum. It can only come about through truth-telling. The inquiry is about truth-telling.

‘Think Tanks’ can save Guyana from the perils of the past IN this period of change in the governmental administration of Guyana in which key sectors are found to be existing in a state of failure, there is urgent need for “ThinkTanks.”

“Think Tanks” can save this country from the perils of the past and catapult it into a better future. A “Think Tank” is described as a group of experts brought together, usually by a Government, to develop ideas on a particular subject and to make recommendations for the best course of action. In the United States, “Think Tanks” are also called “Think Factories” and rightly so, as they manufacture ideas.

In the 1970s and 1980s, “Think Tanks” were quite popular as governments and international organisations sought to bring the best brains together to find answers to key developmental issues. While the U.S. and many other developed countries still use “Think Tanks,” some developing countries seem to prefer to battle through the beaten path of dogma and tinkering when it comes to macro decision-making.

At this critical hour, in which Guyana is poised for real development, there are five areas in which “Think Tanks” are badly needed.

First, a “Think Tank” is needed for Guyana’s coastal vulnerability. Many studies have been conducted on the subject matter, but they deal primarily with battling with the sea. I am advocating a “Think Tank” that will facilitate the finding of the best solution to Guyana’s coastal vulnerability.

During the past 50 years, successive governments have spent multiplied billions in trying to keep the sea out and reduce flooding during heaving rainfall, without success. Every so often the wall gets breached and flooding occurs. Apart from the obvious, clogged drains, silted canals, blocked alleyways, and un-dredged outfalls, there is something disturbing about living below sea level in a country such as Guyana. The Dutch and English colonists settled and built plantations along the coastland because of the fertile soil. The coastland is ideal for planting, but its location below sea level makes it the worst place

in Guyana on which to build a permanent civilisation, especially in this time of Global Warming, ice meltdown and rising seas.

Yet, we continue with the minuet of life on the coastal plain when we have higher grounds less than an hour’s drive from the city. It is time that we assess how many billions have been spent, how many more are likely to be spent in our lifetime, the impact of the spending , and what it will take to begin the process of designing a strategic planning engine to develop higher lands for living.

Secondly, we need a “Think Tank” on how to convert Guyana’s potential to actual wealth. From the 1970s to the present, we have heard the mantra from politicians, diplomats, and those who travel widely in this country; “Guyana has rich potential.”We all believe it, I think. It is time that we convert those possibilities into realities.We know of the abundance of water resources in the Land of Many Waters, yet, apart from drinking the water, fishing in them and sailing, the waters have been wasted. We have not used it to provide energy, which is our main factor of production, and the most costly. Along with the water sources, Guyana’s potential for tourism must be studied. Eco-tourism is one of the fastest growing businesses in the world, yet Guyana has not cashed in.

Similarly, Guyana needs a group of scientists to live in our forests and study our flora and fauna with the aim of finding some genetic materials that can make products that will be demanded globally. At the launching of the Low Carbon Development Strategy (LCDS) some years ago, I made this point publicly, indicating that Guyana can earn far more from its genetic materials than from asking countries to pay for carbon services.

A “Think Tank” to study Brazil’s economic and social needs in relation to Guyana becoming a supplier will be most strategic.

Guyana is a small country with a small population of less than a million people. However, with its natural resources still intact, Guyana can seek to find one or a few goods or services with which it can supply Brazil, our neighbour of more than 130 million people.

Now that the two countries are linked, it is time for Guyana to maximise the opportunities. If we do not concentrate on Guyana’s potential and exploit it for the good of the nation, then our leaders have failed. Potential that remains potential in perpetuity is tantamount to idiocy.

Then there is GuySuCo and the rice sector. A Commission of Inquiry was recently appointed. A CoI will serve a limited purpose.

Its findings can be used by a “Think Tank,” which will be more strategic in determining the future of the sugar industry. Just as how it is foolhardy to continue living on land that is below sea level, flood prone, and becoming more susceptible, it is nonsensical to continue to put billions every year into an industry that is systemically denuded of what it takes to be competitive in foreign markets.

I was pleasantly surprised to read Professor Clive Thomas’s prognosis about GuySuCo and that of Guyana’s private sector czar, Dr Yesu Persaud. Both of these learned gentlemen’s comments appeared after my published letter, “Sugar is [a] dead horse in Guyana and we should stop whipping it” (KN, June 19, 2015). Despite what is being said by the experts and non-experts like me, I will submit that a “Think Tank” will facilitate better decision-making than individual experts. A “Think Tank” will also give all Guyanese, especially those employed by GuySuCo, the assurance that the course of action taken will be the best for the nation in the present circumstances.

The same goes for the rice sector. This sector needs a “Think Tank.” At the recent rice conference, President David Granger said the rice sector needs to be competitive.

His remarks brought back memories of my involvement with the EC/CARIFORUM Project financed under the 9th EDF, between 2005 and 2007. This was an 11 million Euro project for the competitiveness of the Guyana and Caribbean rice sectors. The project aimed to increase the efficiency and sustainability of the rice industry in Guyana and Suriname, with Guyana being the main beneficiary. One of the key concerns was

the inefficiencies in the production of rice, which contributed to the relatively low yields as compared to those of international competitors.

Some of the key problems that impact on the regional rice industry are poor quality, low productivity, low rice-milling and processing efficiencies, limited rice-marketing strategies and inefficient means of generating and transferring technology.

In October, 2005 a Rice Financing Conference was held in Georgetown to bring together experts in the fields of agribusiness, investment and banking under the theme: ‘Increasing Investment flows for Rice and other Agri-Businesses in the Caribbean.’ A financing facility was also established as part of the EC/CARIFORUM project. This facility was administered by GBTI and provided loans to rice farmers. It operated as a revolving fund and rice farmers, categorised in three bands: large-scale, medium-scale, and small-scale, were allowed to draw down millions of dollars, depending on how they qualified.

However, the 9th EDF did not result in increased competitiveness of the rice sector. The project failed as rice farmers did not repay their loans. Any similar facility under the new Government is likely to experience the same fate. The sector needs a “Think Tank” that will be the vehicle for its total transformation.

Several other areas need “Think Tank” interventions: Youth Development; Vulnerable Communities such as Linden, Buxton and Pigeon Island; and the return of professionalism in the Guyana Police Force and high-ranking public office-holders. While the new Government has been bequeathed sectors and structures that need urgent treatment and cannot await “Think Tank” treatment, the sustainability and competitiveness of the sectors demand thorough investigation, diagnosis, and treatment that “Think Tanks” can facilitate.

GRDB’s Burma Rice Research Station fails to deliver solution for ‘red rice’ control PLEASE permit me to share my views on the current “red rice” weed that is causing havoc in the rice industry in Guyana.

“Red rice” is a weed also known by many farmers as “jaranga,” “overhang,” and “weedy rice,” that also belongs to the Oryza genus which the normal cultivated rice also belongs to.

This noxious weed is gradually becoming one of the most destructive weeds which is present in over 60% of the rice-cultivation in Guyana and causing an estimated average yield loss of more than 25 to 40

percent in moderate to severe cases.

It is once again alleged that the Rice Research Station headed by Dr Mahendra Persaud seems to fail the industry miserably to provide a solution to this problem faced by our resource-poor farmers, who are already struggling to sustain rice as a business.

I was reliably informed that all you can see are these “fat cats” of the PPP who play lead role in the industry now sitting back idly allowing this dreadful weed to take over the rice industry and then will want to

blame the coalition Government for neglect of the industry.

This is unfair to the poor farmers who need and look up to the team at the Research Station for proper advice and the solution to their problem.

It is also quite unfair for the Government of the day since these entities are supposed to be providing that needed technical guidance and service to the farmers.

It is a known fact that, should this “red rice” be allowed to continue at its current pace, rice production in Guyana will see a

greater decline in the coming crops and the Government should not bear the blame for the losses due to this weed, but take the step to correct this situation now.

It is my call once again for removal of these dormant “fat cats” and overhaul of the Rice Research Station and for the Chairman, Mr Claude Housty, and board of GRDB to look into this situation swiftly so that this plague to the industry can be restricted.

Jagdeo named as a culpable party in 1999 kidnapping

By Ifa Kamau Cush FORMER Guyanese president, Bharrat Jagdeo, is named as a culpable party in the 1999 kidnapping and presumed murder of Franz Britton, aka ‘Collie Wills’.

A 2001 Organization of American States, Inter-American Commission on Human Rights’ [IACHR] Report #80/01, Petition #12.264 identifies Jagdeo along with Ronald Gajraj, former Minister of Home Affairs; Laurie Lewis, former Commissioner of the Guyana Police Force; and Leon Fraser, a former superintendent of the Guyana Police Force, as “responsible for Mr Britton’s disappearance whilst in police custody.”

According to the report, on January 25, 1999, Mr Britton, a father of three children, was “re-arrested by Leon Fraser, the Assistant Superintendent of Police of the Criminal Investigation Department, headquartered at Eve Leary, Georgetown, Guyana.”

The report continues: “Mr Britton was last seen in the company of Mr Leon Fraser, Superintendent of Police, head of the dreaded ‘Black Clothes’ police, and being bundled into a silver, grey car, licence plate number PGG 3412.” He hasn’t been seen since!

FULL DISCLOSURE: I testified at the IACHR hearing on behalf of Mr Britton, and at the behest of his mother, Ms Irma Wills, in March 2000. Dr Odeen Ismael, Guyana’s ambassador to the United States at the time, represented the Government of the People’s Progressive Party [PPP].

THE JAGDEO REGIME Bharrat Jagdeo served as president of Guyana from 1999 to 2011. He now serves as leader of the Opposition People’s Progressive Party.

Starting in 1999, and, continuing until 2008, Guyanese citizens experienced an unprecedented reign of terror at the hands of his Government. During that period, hundreds of Guyanese were murdered, many under the colour of law, by members of the Guyana Police Force which was used by the PPP Government to enforce its criminal edacity.

Victims and the survivors of the PPP’s murderous criminality were offered no recourse from any of Guyana’s State agencies, including the courts.

The IACHR underscored that lack of recourse for

Guyanese citizens in its 2001 Report about the Franz Britton kidnapping. According to the report, Ms Irma Wills, Mr Britton’s mother, and other relatives ‘visited both the Cove and John Police Station at East Coast Demerara, and the Brickdam police station where Mr Britton was last seen, and that they have been stymied in their efforts by the State authorities in Guyana to ascertain Mr Britton’s whereabouts after his arrest,

Britton, including moral damages in compensation for the suffering occasioned by Mr Britton’s disappearance.”

A NEW DISPENSATION

After 23 years of PPP terrorism, the Guyanese people elected a new Government on May 11, 2015 with David Granger as President.

President David Granger made a solemn vow recently. Speaking at the 3rd annual Cuffy 250 State of the African-Guyanese Forum, the President promised to “ensure that all of those mothers’ children who were killed have their deaths investigated,” and those found culpable brought to justice.

The IACHR does not reach its conclusions frivolously. In the case of Franz Britton, the Commission conducted an exhaustive investigation into the merits of the case over a five-year period.

During that time, it “received no information or observations from the State [of Guyana] with respect to the petitioner’s petition, despite repeated requests.” Consequently, according to the IACHR, “the Commission presumes the facts alleged in the petition to be true, and is satisfied that there is no other evidence that could lead to any other conclusion.”

The evidence against Mr Jagdeo and his cohorts is overwhelming, and damning in its specificity. And, in a remarkable case of irony, attorney Basil Williams, who represented Mr Britton and his family 15 years ago, is now Guyana’s Attorney General and Minister of Legal Affairs.

National Data Management Authority to join E-Governance in single entity THE Government of Guyana is working to incorporate the operations of the National Data Management Authority (NDMA) into its massive E-Governance operations.

On Friday last, Minister of State Joseph Harmon was apprised of the operations of the unit during a visit to its University of Guyana, Turkeyen, location.

During the visit, Minister Harmon was informed of the NDMA’s mandate as well as a number of challenges facing that authority.

General Manager Godfrey Proctor informed the minister that the NDMA has not had a board appointed in over two decades. He said this has severely hampered the work of the authority. He also pointed out that the NDMA which was set up to do training for the public sector has the capacity to do so. However, the authority has been underutilised for many years.

Minister Harmon gave Mr Proctor and the staff the assurances that Government, in its review of the Public Service ICT, will restore the NDMA and similar bodies so that they can play a meaningful role in his Administration’s E-Governance initiatives.

The minister surmised that the NDMA Act of 1983 provides the appropriate framework through which Government can address the ICT needs of the public sector. In this regard, he undertook to bring the NDMA and E-Government Project under a single administrative system. Minister Harmon further promised that a board of directors will be appointed to give guidance to the work of the NDMA.

Are our traded commodities in the doghouse?

GOLD prices are getting quashed, rice and sugar prices are not looking particularly good these days and oil prices have just entered a bear market. So are our main traded commodities in the doghouse? What roles are a weakening Chinese economy and a stronger US dollar playing in this new environment?

The experts believe that the days of great commodity prices for raw materials is not dead but on death row. But they have said that before only to see the prices rebound. However, all indicators support that the next 12 months will be a commodities bear market. A bear market in this sense is defined as one in which prices of raw materials are falling.

As one of the leading commodities indices, the Goldman Sachs Commodity Index (GSCI) illustrates that the basket of commodities that it tracks, is now back at the level of 2009, when the world experienced one of its worst bear markets.

The most favourable outcome for Guyana would have been the emergence of a new economic giant similar to China, which was using their developmental model when they were having a bull run in the year 2000 (substantial demand for raw materials). But such a model creates a false sense of security since it rewards our status as a raw-material producer which directly contributes to our long-term stagnation.

The world’s economy continues to change and all the usual contenders who can effectively replace China in whole or in part on the world trade scene are either in some level of economic stress or are taking a different developmental path.

I speak of Brazil, Russia, India and South Africa in particular. The new world market now puts a premium on value-added materials from source countries and a heavy penalty on raw material producers. The new world wants more alumina rather than raw bauxite, more rice cereal rather than raw rice, refined sugar rather than raw sugar, fine jewellery rather than raw gold, washed, packed, processed and certified fresh foods and juices and so on.

This is where Guyana has to be situated over the next 10 years. It is a process but it has to start today. And we can get there, but we need a plan.

The USDA just announced on July 22, 2015 that the world market price for milled rice when converted to metric tonnes was $305 per MT. Guyana secured an average price of some US$445 per MT in 2014 but that is expected to decline significantly in 2016 as the Venezuelans reduced their imports from Guyana at a price that was clearly unsustainable.

This is more evidence that the price trajectories are all against Guyana with its subsistence forms of raw material production. The previous Jagdeo/Ramotar Administration should never be forgiven for bungling almost every attempt at positioning Guyana on the value-added chain. For them, personal greed was more important than national need. One only has to look at how the Skeldon Modernisation Project was ruined as a result of personal greed. Skeldon Estate is now the millstone around the neck of the sugar industry. From as far back as 2011, most of the indicators concluded that “world supply is overwhelming in demand and a calming of the Chinese economy was coming”. A calm Chinese economy means less appetite for raw materials. But the previous Jagdeo/Ramotar Administration continued to walk the same road not ever planning for the potholes in the road ahead.

This new Granger/Nagamootoo Government inherited several potholes brought forward from the Ramotar Administration and these facts must be brought to the attention of the Guyanese people. In this regard, I am disappointed in the fact that GINA has not risen to the challenge of explaining why our economic industries are where they are and what the

Government is doing about it to move them out of the rut. Many are looking for details on the public policies going forward.

Based on the forecast, it will take several years for demand to catch up with supply and thus the next three years will be critical for Guyana.

Sase Singh The people have to be more effectively engaged, a new development model rolled out and the public policies explained to the people. The honeymoon is now over!

Time to rebrand and reconfigure Go-Invest and construct a highly skilled team at that agency that is tasked with the primary objectives of getting the investors to the table who are interested in adding all sorts of value to our raw material production and transforming those discussions into bankable and active investable projects. Full support from the highest levels of Government is essential for this model to work, since the Directors and Senior Managers of Go-Invest have to think, act and operate like businessmen, not bureaucrats. I am deeply disappointed that a world-class industrialist like Dr Yesu Persaud could not find a place on that Board.

GOLD IS NOT GLITTERING SO MUCH ANY MORE As gold loses its glitter on the world market, local production continues to slide with the figures released to the end of June reflecting that gold production was 165,976 ounces in 2015 compared to 198,046 ounces in 2014.

Production in 2015 is not expected to surpass 365,000 ounces, which would be the worst production since 2011. Even with large-scale miners such as Troy Resources Ltd and Guyana Goldfields Inc. coming on board, this is not expected to materially impact production for 2015 but would positively add to the 2016 figures. The prognosis: 2015 will be a gap year for the gold industry with the gold industry picking up steeply in 2016.

In June 2014, the Guyana Gold Board issued a statement saying that they are bullish about the recovery of gold prices. Well that was all “hocus-pocus” since the world is in a bear market for the next 12 months; meaning prices will slide even further. All the indicators are advising that gold is heading for “sub-1000 dollar” prices soon.

The Chinese in July 2015 revealed that they have bought only 600 tonnes of gold over the last six years and will be buying incrementally lesser amounts over the next two years.

When one compares this to the previous decade between 2001 and 2010, the Chinese bought as much as four times this amount to add to their reserves. The message is clear – demand for gold is soft and prices will continue to decline over the next year.

This means that the Gold Board cannot continue to buy gold at a high price and then sell it below that price internationally a few weeks later; that is financial insanity. The Gold Board should actively low-ball on prices going forward, even under the threat of

RACE, RACISM & BLACKNESS

WE often talk about race in Guyana as if it is a figment of people’s imagination - false consciousness. But it is not; it is real. Race as biology has been proven to be unreal. But race as social, political, economic and cultural practice is real.

The concept of race was first developed in the United States in the late 1600s as a justification for the rise of plantation slavery. It gave social meaning to skin colour.

Blackness came to mean less than human while whiteness came to mean fully human.

The German philosopher, Hegel, was quoted as saying: ‘To be human is to be white’.

Thomas Jefferson would later remark that Blacks were inferior in body and mind and do not feel life’s pains as other groups. Other White thinkers concluded that Black people could not exist in a state of freedom. Hence it would be dangerous to free them from slavery.

Blackness became synonymous with, among other things, backwardness, indolence, shallowness, unreason and laziness. This characterisation of Blackness as inferior - the White Racial Frame -- found its way into laws and socioeconomic and political policies.

Over time such laws and policies inevitably began to shape people’s consciousness about Blackness and, by extension, whiteness. This ‘White Frame of Blackness’ or Racism became the core of a dominant global ideology

that would inform European and American expansion in the form of the Atlantic Slave trade, Plantation Slavery and Colonialism and internal colonisation such as American Segregation and South African Apartheid.

The key in all of this is power. Whites were able to use their political and economic power to turn their anti-Black prejudices into law and policy. This is the essence of race - Give meaning to skin colour and then use your power to institutionalise that meaning. It is called Institutional or Structural Racism. One Guyanese social scientist, Freddie Kissoon, has called it Ideological Racism.

Other ethnic groups inevitably adopted this ideology of anti-Blackness. Everyone wanted to be white; they avoided B lackness. In the United States, for example, where after 1865 one could only be legally Black or White, all, but one or two, non-white applicants for citizenship wanted to be white. Even free fair-skinned Blacks tried hard to “Pass for White.”

At the core of the construction of Blackness is violence.

Blackness is constructed as the embodiment of mindless violence. Because, as Jefferson observed, they do not feel life’s pain, are more emotional and devoid of human reason, they readily reach for violence. Other more “enlightened” theorists have contended that because Blacks had to fight back against oppression for so long they have developed a reflex for violence. Since the Black Male has been seen as the vanguard of this violence, he is to be feared. And the way you deal with this danger of Black Maleness, which often

miners wanting to sell gold on a secondary market. Let them!

Let the miners sell their production to the private traders to protect the solvency of the Gold Board’s trading book.

This situation actually strengthens the case of the Gold Board to advise that a downward price adjuster will be applied today, in order to compensate for future declines in the prices – meaning the Gold Board should offer to buy gold slightly cheaper than the world market prices with the principal aim of protecting the trading book of the State as the price continues to slide.

We must remind ourselves that the Gold Board stands to lose some Gy$4.8 billion if it only attempts to sell the gold that was bought under the Ramotar Government and still in its inventory.

It would therefore be unfair to the other taxpayers to allow any Government to put more billions of their money at risk. The only realistic strategy for these gold bars is to add them to the national gold reserves.

CONCLUSION In the world we have seen a classic investment boom in raw commodities since 2000 to meet the needs of the unquenchable thirst of the Chinese economy. Unfortunately, after the mini-crash of 2009, that acceleration of supply was met with a cooling down of the Chinese economy and a more strategic and sensible style of consumerism in Europe and North America.

This brings me to Guyana. We have inherited a Colonial Law and Order praxis that is grounded in keeping Blacks in their place and combating this presumed savagery. Our post-colonial state, despite some tinkering here and there, has maintained the colonial outlook and praxis. Anti-Black racism is at the core of the state behaviour, in particular state violence. Some will say it is not anti-Black, it is antipoor. It is both. But when those laws and behaviours were constructed, social class was not the issue. Slavery was not about social class, it was about race.

That Black males have continued to be victims of police “law and order” in every part of the world is no accident.

The trade union movement is here to stay - it has given Guyana direction and leadership

By Lincoln Lewis THE trade union movement, while it is expected that it will have to fight for its voice to be heard and its place in society to be recognised, has made significant contributions in structuring and developing modern Guyana.

Even before the establishment of the International Labour Organisation (ILO) in 1919, it was the merchant class and the colonial government that dictated the nation’s laws and programmes. Many of these were against the interest of the masses and this exploitation gave birth to local trade unionism in 1905.

The issue of one man one vote, the people’s involvement in the political process, internal self-government, universal healthcare and education, eight-hour work day, gender equality, workers’ compensation, leave with pay, pension and other workers’ benefits were not given; they were fought for by the trade union. In the 2015 National Budget, the Guyana Trades Union Congress (GTUC) and Critchlow Labour College (CLC) have been allocated funds to continue playing their role in nation-building. These grants are returned after being taken away by anti-working class governments since 2002 (GTUC) and 2007 (CLC).

Over the years the GTUC has sought to influence and shape the political, economic and social development of Guyana for the benefit of workers (past, present and potential). Similar representation is done at the regional and international levels in pursuit of creating a global environment where workers’ rights and wellbeing are borderless and secured.

The CLC has over the years provided workers and trade union education. Workers’ education is defined as providing education to workers to build their capacity to perform at

In fact, the political parties embraced and ran with the trade union’s programmes and agenda. their place of work, while trade union education is seen as preparing cadres for the trade union movement at various levels. In both streams the college has produced men, women and children who have distinguished themselves. Among the alumni are leading members of the legal, academic, public sector, political and business communities. There is a correlation between education and prosperity, since an educated workforce contributes to the optimisation of production and productivity.

The Guyana Industrial Training Centre (GITC) is the brainchild of the GTUC. This institution came about as a result of the federation’s recognition of the shortage of skilled artisans. GTUC approached the American Federation for Labour and Congress of Industrial Organisation (AFL-CIO)

in the USA, who assisted in the conceptualisation of this project. This project was made a reality through the blessings of the Forbes Burnham Government.

In housing, the labour movement has made significant contribution to ensuring workers are treated justly. The trade union fought for and achieved the Landlord and Tenant Act. Similar strides were made in home ownership.

TUCville in Georgetown and TUCber in New Amsterdam were made possible by the GTUC. The Kwakwani, Ituni and Wisroc housing schemes were done through negotiations by the Guyana Mines Workers Union (GMWU) and the Guyana

The GTUC and its attendant arms are here to stay and shall continue to give direction and leadership to this nation, guided by the universal principles held sacred.

Bauxite Supervisors Union (GBSU). Stevedore and Post Office were established through the initiative of the Guyana Labour Union (GLU) and the Postal and Telecommunications Workers Union (PTWU). Time off for workers to participate in the construction of their homes was negotiated between the Government and GTUC. In the laws of Guyana the GTUC is named as the federated body. In the free trade union world, the GTUC is recognised by the International Trade Union Confederation (ITUC) as the legitimate national federation. This international recognition means that any activity that is done by the ILO or any arm of the United Nations, in Guyana or the Caribbean, the GTUC will have to be a participant.

Before there was any mass-based political party, there were Hubert Nathaniel Critchlow and the trade union movement. In fact, the political parties embraced and ran with the trade union's programmes and agenda. Clearly laid out at Articles 38, 147 and 149C in the Constitution of Guyana are the trade union’s rights, roles and responsibilities in society. This designated social partnership in nation building and development is shouldered with great seriousness. This is further understood through the prism that the current philosophical structure upon which Guyana sits, where the people/masses are placed as the centre of development and their rights and wellbeing taking primacy in furtherance of this, was conceptualised, developed and advanced by the labour movement.

Workers were never given a free meal. They, together with their trade union, fought for everything the Government has embraced from time to time. The grants that have been returned to the GTUC and CLC are reinvestments in the workers since these institutions have advanced their cause, stood up to the political establishment, worked with the political establishment, fought against the injustices of the political establishment and uncaring employers, and have remained society’s bulwarks.

The above notwithstanding, the trade union within recent time had undergone vicious assaults never before seen in post-independent Guyana. The Bharrat Jagdeo and

Statue of Hubert Nathaniel Critchlow Donald Ramotar regimes can be described as the worst period for the trade union movement. These men had put in place a structured programme to undermine the social conscience of this society, placed the welfare of the masses on the backburner, as they plundered the national resources, transgressed rights and violated laws, which the trade union in principle stands against.

Trade unions were forced to toe a line, which was often in contravention of trade union principles. Some leaders for their own survival refused to express an opinion different to that of the bullies of the regimes. Others opted for silence, while some joined the queue and used their privileged position in the movement for personal enrichment.

The GTUC has continuously fought against transgressions and violations and at times was the lone voice in society. Testament to such steadfastness is the current national platform where rights and the rule of law are viewed as pivotal to good governance, national unity, development and peaceful co-existence. The position was conceptualised and advanced by the GTUC in a concerted manner since 2002. The last 13 years the GTUC’s letterhead has emblazoned ‘Advancing Rights and the Rule of Law’. The GTUC and its attendant arms are here to stay and shall continue to give direction and leadership to this nation, guided by the universal principles held sacred.

Guyana goes for Model 1 IGA on FATCA

By Clifford Stanley THE Government of Guyana has said it will soon enter into an agreement with the United States to exchange information aimed at stopping tax evasion by Guyanese holding bank accounts in the U.S. and by U.S. citizens holding bank accounts in Guyana.

The related measure is known as the Foreign Account Tax Compliance Act (FATCA), and Finance Minister Winston Jordan addressed the imminent arrangement under the head of Financial Reform in his 2015 budget presentation.

FAT C A i s g e n e r a l l y regarded as the beginning of the establishment of a central worldwide clearing house for the exchange of taxpayer information amongst countries. FATCA was instituted by the United States of America in 2010 to combat tax evasion by U.S. individuals holding investments in foreign accounts.

In his budget presentation, Minister Jordan said Government has indicated its intention to sign the FATCA Model 1 Reciprocal Intergovernmental Agreement (IGA) with the U.S.

A reliable source has said that this version of the model IGA calls for reciprocal exchanges of information.

However, it is generally available only to jurisdictions that meet two tests. First, the country must have in place a tax treaty or a tax information exchange agreement (TIEA) with the U.S. Second, the country must have in place protections and practices that are determined by the U.S. Treasury Department and the Internal Revenue Service (IRS) to be sufficiently robust to ensure that the exchanged information remains confidential and is used solely for tax purposes.

Guyana is expected to satisfy these two conditions.

The source said there is another version of the IGA, namely version 2, the non-reciprocal version, which provides for a country reporting only to the U.S. and no reciprocity by the U.S. H o w e v e r, G u y a n a , according to the minister, will choose the reciprocal version.

In his budget presentation, Minister Jordan said the Guyana Revenue Authority (GRA) has been identified as the competent authority to receive and submit the financial information of customers identified as U.S.

persons by the reporting institutions, such as local commercial banks. This

The minister said the reporting institutions, particularly the local commercial banks, have already begun the process of registering with the USIRS as compliant foreign financial institutions, and are putting in place measures to ensure compliance with all reporting requirements.

The FATCA was passed in the U.S. in 2010 after that country had found itself losing an estimated $100 billion in tax revenues

every year due to offshore tax abuses by its citizens.

An FFI which enters into an arrangement with the USIRS is referred to as a Participating Foreign Financial Institution (PFFI).

In Guyana, local banks, credit unions and insurance companies are considered potential PFFIs. PFFIs will be required to examine their existing accounts to determine who are U.S. citizens, identify such new account holders, provide annual reports on them, and withhold payments to account holders who refuse to disclose relevant data.

PFFIs which do not enter into an agreement with the USIRS will be considered Non-participating Foreign Financial Institutions (NPFFIs), and, according to the IGA, registered PFFIs will be expected to refuse to conduct business with NPFFIs. The PFFIs will also be empowered to withhold any payments due to NPFFIs. The source said that the U.S. Treasury has entered into IGAs with a number of countries to facilitate the transfer of information. He explained: “Now Guyana, through the Finance Minister, has indicated its willingness to support FATCA.”

Dr Mahadeo rejoins GPHC’s team of surgeons - plans to develop Thoracic surgery at the hospital

DOCTOR Cheetanand Mahadeo who recently completed his fellowship in Thoracic Surgery at McMaster University has rejoined the medical team at the Georgetown Public Hospital Corporation (GPHC).

Dr Mahadeo is originally from Crabwood Creek, Berbice. He left Guyana to pursue his fellowship in Thoracic Surgery in July 2013 and returned July of this year.

He noted that since the hospital did not have a Thoracic Surgeon, he thought it best to do his fellowship in this field to help offer better care to patients.

Specialising in this field was a life changing experience he noted, adding: “The training is incomparable to anything we have locally; it exposed me to an entirely different approach to take care of patients.”

The doctor’s area of skill is treating everything outside of the heart such as lung cancer, other cancers in the chest and chest masses.

However, patients will not be the only the ones who benefit from Dr Mahadeo’s expertise but doctors too, since he is part of the graduate education programme at the hospital and as such will be teaching residents both theory and practicals.

He disclosed his plans to develop Thoracic Surgery at the hospital by creating the first Thoracic Service in Dr Cheetanand Mahadeo Guyana and said he has been working closely with the GPHC’s Chief Executive Officer, Mr Michael Khan. “We have been trying to get a list of equipment, a budget, proposals and quotations for the basic essential stuff,” the doctor stated. Killer still on the loose - following bedridden pensioner’s death

By Jeune Vankerick IT has been several weeks since 57-year-old Pooran Saroop, called ‘Biko’, a bedridden pensioner of Brother’s Village, East Bank Berbice, was found lying motionless in a pool of blood in his modest dwelling, with an incised injury to the back of his head.

A post-mortem report prepared by Dr Vivikanand Brijmohan recorded the cause of death as cerebral haemorrhage.

Berbice sleuths have since released Saroop’s caregiver

-- Seelall Madaya, called ‘Little’, formerly of Fyrish Village, Corentyne -- on station bail pending further investigations.

Police are now turning their attention to another suspect, who was seen imbibing with fellow villagers on July 29. That suspect has not been seen since that ghastly incident that left residents in shock.

Pooran Saroop, a former sawmill employee, previously lived alone, but was recently being cared for by the 37-year-old Madaya, who was detained by the

police after he had reported the murder, and he continues to assist police with their investigations.

Villagers have said that Madaya and other residents had been imbibing alcohol earlier in the afternoon, and he had left for home at about 17:00 hrs.

Mayada told this reporter that after he had imbibed alcohol, he tidied and dressed Saroop, and placed him in his bed.

Madaya said he had met Saroop two months ago through a man named ‘Patrick’, who had initially taken him to the East Bank

to work with him, but after having several altercations with Patrick’s son, ‘Patrick’ had referred him to the sickly ‘Biko’, who lived alone.

“I used to care for the man. I used to bathe he and cook he breakfast. Another neighbour used to provide him lunch every day. I used to wash his clothes.

He never give me money.

He even borrow $7000 to go and see Dr Sugrim.

“It was at about 22:00hrs when I heard a loud groaning as if somebody in pain. My son looked

out from the verandah, but he did not see anything. I looked out too, I did not see anyone exiting or entering the yard. This morning ‘Little’ tell me the man look like he dead, I tell he go report it at the station.”

Villagers have described Saroop as a peaceful man who lived alone most of his life.

However, they posited that robbery may have been the killer’s intention, as Saroop had been visited by an overseas-based relative who had given him money, which was handed over to a relative for safe keeping.

Urban farmers aggrieved by actions of Stray Catching Unit

SEVERAL urban cattle farmers have told this publication that they are peeved at the way their animals are being ill-treated by operators in the Stray Catchers Unit attached to the Ministry of Public Security.

One farmer who rears dairy cows told this n e w s p a p e r, o n F r i d a y, that he has six cows, and recently one of his cows was tied and resting under

a tree after grazing under his supervision, and it was picked up by several straycatchers. He said the animal was later impounded at the Sparendaam Police Station and he had to pay $8000 to retrieve it. Moreover, he had to hire a truck to transport the animal home in Georgetown.

The man said his cow came back injured. The animal was pregnant and had endured a severe beating because it refused to jump off the vehicle when the straycatchers were offloading

He was very upset that his cow had been treated in that manner, and he even sought a meeting with head of the Stray Catchers Unit at his Brickdam office, where he aired his concerns. He said the members of that unit were advised to operate professionally and treat the animals better.

'Poisoned nurse' relocated to health centre

By Jeune Vankerick POLICE are continuing their investigation into an alleged poisoning of a graduate nursing assistant attached to the New Amsterdam Hospital.

The results of the analysed sample of the local beverage which was sent to Georgetown is yet to be received by investigators at Central Police Station.

Tameca Carter, age 24, of Lot 571 Fort Ordinance Housing Scheme in East Canje, had earlier left her home to commence working the 13:00 hrs to 21:00 hrs shift on July 29.

Prior to her leaving home, she had prepared a fruit drink consisting of ginger and passion fruit, which she, along with other members of her family, had consumed.

She had bottled some of the beverage and had taken same to her work place where, as customary, she stored it in a fridge.

That very day a colleague was being buried, so she left the health institution to attend the funeral. About two or three hours after returning from the funeral, she removed the beverage from the refrigerator as she prepared to take a meal.

But having drunk some of the beverage, the nurse complained of her head ‘swinging’ and a change in her medical condition, before losing consciousness.

The nurse was rushed to the Accident and Emergency Department, and was admitted to the Intensive Care Unit, where she stayed for several days.

Her mother, Bernice Carter, told the Chronicle that her daughter was kept in the ICU for safe keeping, as it was suspected that a colleague may have laced her drink with poison.

Since her discharge, the nurse has visited private health institutions where further blood tests were done. This reporter was informed that Nurse Carter, who is expected to resume duty on Monday, has since been transferred to a health centre in her community.

Persons have since voiced their concern over the tardiness of the relevant authorities in having the beverage content analysed, so as to accurately determine the cause of the nurse’s sudden illness.

Further, the populace has expressed fear of being ‘mistakenly poisoned’ by a medical practitioner with whom they may have had a grievance.

Nurses are reminded of the Florence Nightingale Oath, in which they pledge to, “abstain from whatever is deleterious and mischievous, and will not take or knowingly administer any harmful drug”.

Other cattle farmers said that they, too, are being targeted by several stray-catchers. They said the stray-catchers are not properly trained; they assault the animals, and the farmers are frustrated at this development.

Head of the Stray Catchers Unit, Ovid Glasgow, told the Chronicle that the ministry is concerned about the safety of animals

impounded, and the people manning the programme are trained to handle animals in their care.

He said the catchers pick up all stray animals, including horses and donkeys, but there isn’t a proper holding area for horses, and they would usually break up the pens at the pounds. However, Glasgow said alternative arrangements are being made to compartmentalise the pound, so horses and donkeys could also be in the same pound.

Glasgow said owners of the animals need to be on watch when grazing their animals, because if they are found on major roads, they will be taken away by the Stray Catchers Unit.

He noted that the unit focuses on the safety of all, since sometimes these very animals would cause accidents in which people

lose their lives, properties get damaged, and often no one comes forward to claim the cows or horses or donkeys when that happens.

He explained that some animals are not branded, and when they are involved in road accidents, the owners do not claim their carcasses, leaving drivers with damaged vehicles to repair.

On the issue of who is expected to feed the animals once they have been impounded, Glasgow said it is the pound keepers’ responsibility. That is, the police are expected to feed the animals, since the pounds are located at police stations.

The fees applicable for retrieving impounded animals are as follows: large animals, $8000; while smaller animals are $7000 each. The animal owners are responsible for retrieving their animals from police stations.

Courts proposes more to upkeep Main Street Avenue FURNITURE and home appliance giant, Courts (Guyana) has proposed to do more for the upkeep of the beautiful Main Street Avenue, an area the company has adopted for several years now.

Courts’ Commercial Director Tracy Smith said on Friday last that they are thrilled to be partnering with the Mayor and City Council (M&CC) as they move to revitalise the natural space.

Smith explained that the company met with Town

Clerk Royston King this past week to ascertain the Council’s plans for the avenue. For more than five years now, Courts has kept the section of the avenue facing its establishment clean, but found it difficult to maintain, given wanton littering and the lack of garbage receptacles.

In its bid to be a responsible corporation, the company is seeking permission to do more for the avenue by maintaining

the space between Quamina Street and North Road.

The commercial director said the Council is very interested in replanting the entire avenue from North Road to Lamaha Street and farther to the Pegasus Hotel in Kingston. “We expressed our interest in maintaining the avenue, but we were concerned about the role the Council would play,” Smith stated.

She said the company was assured of Council’s

plans to upkeep the area with promises of adequate garbage receptacles, general cleaning of the entire Main Street location and its environs.

It was mentioned that City Hall is also working on an artist’s impression of what the avenue should look like when all rehabilitation works are completed. “We are awaiting further word on these plans,” Smith advised.

Courts’ last clean-up of the avenue totalled some $250,000 and would have run into millions given the years the company has kept the avenue.

Town Clerk Royston King expressed gratitude to the furniture giant and urged other companies to be proactive in their corporate responsibilities. “I am hoping that other corporate citizens come on board as part of their social responsibility to help the city of Georgetown, as we move toward a clean and green capital.”

King said the relevant moves are being made to see the early commencement of the Main Street Avenue rehabilitation, as well as its environs.

KNOW WHAT YOU ARE BUYING

FROM time to time consumers express to us their dissatisfaction with food products they had purchased from the supermarkets or in the municipal markets.

We would not recount their complaints but instead would give some cautionary guidelines as to how consumers could protect themselves.

The first thing to do is to check for the manufactured and particularly the expiry date of the product. All food products have an expiry date for about a year or two years after manufacture.

If the item you are buying is just a few months before the expiry date, you will know the product has been on the shelves or in Pat Dial bond for a long time and though the product would still be wholesome until the expiry date, if it is not stored properly, deterioration could have taken place. An obvious

example would be cheeses. Though the box may have a safe expiry date, if it was badly stored, say without refrigeration, it most certainly would have begun to deteriorate.

Before buying a food product, check on the ingredients and the various percentages of food elements the product contains.

This information is usually printed at the back of the packet or container of the product. Shoppers would be quite surprised to discover the differences in the same product made by different manufacturers.

A good example would be powdered milk. There are many brands on the market and they often differ in protein, carbohydrate, fat or sugar content. The top-of-the-line brands

would have a higher protein content than the cheaper milks.

But milks, like so many other products, do not disclose enough information as to their ingredients. Many of the cheaper milks, and certainly those 50-pound bags imported mostly from Ireland and Holland, are made with vegetable protein and not milk protein.

This fact is rarely disclosed on the packets and containers.

This non-disclosure of all the ingredients of food products is commoner than one suspects. For example, the Indian government recently sued Maggi cubes for not disclosing the product contained the chemical monosodium glutamate and

that it contained an unsafe quantity of lead. In Guyana, though our Food and Drugs Department and Bureau of Standards do have testing facilities, there are certain tests they are unable to do, as for example, to ascertain whether a powdered milk was made with vegetable protein.

In buying cooking oils, one has to be very circumspect.

There are many types of oil on the market and one should acquaint one's self with their pluses and minuses since many types of oil are deleterious to health. For many

HAVING won political freedom from the British Empire on August 15, 1947, In-

dia yesterday celebrated its 69th year of independence.

In honour of this signal achievement, the Indian High Commissioner to Guyana, Mr

Venkatachalam Mahalingam, hoisted the Flag of India at the Indian Cultural Centre.

Mr Mahalingam told those gathered at yesterday’s

event about some of the ventures that India and Guyana are engaged in.

He noted, “Our relations with Guyana go back to its

pre-independence era, and India established relations with Guyana a year before its independence…. Since then, our relations have been growing in all fields, namely political, economic, cultural, educational and consular.”

This year, he disclosed, former president Donald Ramotar visited India and held high-level meetings with India’s Prime Minister, External Affairs Minister and Governor of Maharashtra.

The visit resulted in enhancing development partnership between Guyana and India. A US$60M line of credit was extended for the project linking the road on the East Coast of Demerara with the road along the East Bank of Demerara.

Guyana, the High Commissioner disclosed, has also been offered a centre of excellence in information technology (IT) in this Region.

Assistance was also offered to upgrade Guyana’s sugar industry and its groundnut sector, and to enhance scholarships under the ITEC and Commonwealth schemes.

“We are determined to enhance our relations further with this new Government, which has taken over in May 2015; and [we] will soon offer another US$4M line of credit for Guyana to acquire mobile and fixed pumps,” the Indian High Commissioner said.

“Finally, I would like to reiterate what I said last year during Independence Day -that we would be very happy to see some individuals coming forward to start an Indian association to help among ourselves in many areas, such as celebrating Indian festivals together, organising cultural functions, helping

each other, and so forth,” the High Commissioner said.

Meanwhile, in his Address to the nation, the President of India, His Excellency Mr Pranab Mukherjee, disclosed: “The birth of modern India was a moment of historic exhilaration, but it was also tinged with the blood of unimaginable suffering along the length and breadth of our country.”

President Mukherjee paid homage to the generation of “supreme heroes” who faced the formidable challenge by noting: “The sagacity and maturity of that generation saved our ideals from deviation or degeneration under the pressure of emotion, in-

Other healthy oils are canola, corn and soya. Most of the cheaper oils are not very healthy and should be avoided.

On the market today, there are a number of trademark forgeries, deceitful labelling and low-grade products packed and labelled in such a way as to mislead or to be mistaken for higher grade brand-name products.

Consumers are advised to carefully read the written matter on the containers and to examine those containers which they intend to buy. For example, recently, the Food and Drugs Department discovered a lower-grade margarine was being faked as Golden Cream and an international, mixed vegetable brand was being forged. Or there was a nut-butter made in East Asia named Peter Han which used a label and packing identical to the well-known brand, Peter Pan. The object was to confuse and deceive consumers. Peter Han was uncovered as being deleterious to health and was eventually taken off the market.

Or there was an "olive oil" from Brazil, which on closer examination of the fine print on the tin turned out to be 80% soya and only 20% olive.

Imported bottled water and aerated sweet drinks and "fruit juices" are products which are inundating the Guyanese market. Many of these imported products have no standards despite their impressive labels. Water, for example, could often have very high levels of bacteria. The local bottled water produced by Demerara Distillers Limited (DDL) and Banks DIH are laboratory-tested and are much safer than the imported varieties. With regard to the imported "fruit juices" which are promoted as being 'genuine, real fruit-juices', they are no more than concentrates watered up.

Breads are another item of widespread and regular consumption which consumers need to be conscious of. Many breads, especially those done by the smaller bakeries use an inordinate amount of sugar in production and the bigger bakeries use chemical preservatives, sometimes too much. If any bread is too sweet, it could be dangerous to health, especially for persons suffering from diabetes. The Bureau of Standards is revising its standard for bread and when the new standard is published, it will provide better guidance for bakers and consumers.

Herath takes seven to spin India out Jamaica set to for 112 in come-back win at Galle defend Super50

GALLE, Sri Lanka (Reuters) - Rangana Herath picked up seven wickets in a sublime display of leftarm spin-bowling to power Sri Lanka to a spectacular come-back win by 63 runs against India on the fourth day of the opening Test at Galle yesterday.

Trailing for most of the match after being all out on

the opening day for 183, the hosts scythed through the Indian order with 37-year-old Herath adding six wickets to his overnight dismissal of opening batsman Lokesh Rahul for his 22nd five-wicket haul in Tests.

Off-spinner Tharindu Kaushal, who took five wickets in the first innings, provided superb support by picking up three more in the second innings as India, who resumed the day on 23-1, were shot out for 112 an hour after lunch.

Ajinkya Rahane (36) was the only Indian batsman to provide some resistance but he too fell to Herath, edging the wily spinner to home captain Angelo Mathews at slip.

Sri Lanka looked dead and buried on 95-5 on Friday after conceding a first-innings lead of 192 but Dinesh Chandimal’s swashbuckling unbeaten 162 allowed them to stage a fightback and set India a victory target of 176.

“What an absolute turnaround it was,” home captain Angelo Mathews said at the presentation ceremony. “I thought Chandimal was outstanding. He single-handedly got us a fighting score.

“We were down and out for the past three and half days and we had to give it our best shot.”

The hosts, who lost their last Test series at home to Pakistan, put immense pressure on India with tight bowling and some smart catches in the first session yesterday.

India failed to find scoring opportunities, with first-innings centurion Shikhar Dhawan, unbeaten on 13 overnight, taking 36 balls to score his first run in the morning.

PORT OF SPAIN, Trinidad (CMC) – Defending champions Jamaica will take aim at their second straight title when they take on unbeaten Barbados in the final of the Regional Women’s Super50 here today.

The two topped the standings after the fifth preliminary round of the competition completed Friday, and will now do battle at the National Cricket Centre for the honour of being Caribbean women’s champions.

Barbados were outstanding throughout the round-robin phase, topping the standings with 18 points from three wins with one tied game and one no-result.

Jamaica, meanwhile, finished second in the standings on 16 points, after also winning three but losing one and enduring one no-result.

Today’s final will be a repeat of the first-round clash when Barbados prevailed over the Jamaicans by 32 runs in a contest at Caldrac Sports Club.

On that occasion, Jamaica were let down by their batting. Chasing a mere 173 for victory, the Jamaicans faltered badly and failed to get past 150.

Their batting did not improve significantly afterwards, even though they went on a winning streak to close out the preliminaries strongly.

Following their abandoned game with South Windwards, they defended 148 to crush the lowly North Windwards by 16 runs in the third round before beating then leaders Trinidad and Tobago in a pivotal fourth-round game by 19 runs in Couva.

In the fifth-round game on Friday, they put up perhaps their best showing of the tournament, posting 210 for five to overcome Guyana by 86 runs on the Duckworth/ Lewis method.

One of the keys for Jamaica will be the form of West Indies batting star Stafanie Taylor who has already stroked two half-centuries in the tournament.

Barbados, meanwhile, will see winning the final as the crowning of a great campaign over the last two weeks.

They too suffered a second-round washout at Gilbert Park against Guyana and then proceeded to whip South Windwards by 126 runs after getting up to 212 for eight batting first at National Cricket Centre.

Their batting clicked again against North Windwards in the fourth round as they raised 201 to win by 181 runs and they passed 200 again in a rain-affected tie with T&T in the last round on Friday.

The key to Barbados’ success has been their batting with opener Hayley Matthews, Deandra Dottin, Kyshona Knight, Malissa Howard and captain Shaquana Quintyne all getting half-centuries throughout the tournament.

Leicester flying high after winning at West Ham

By Martyn Herman LONDON, England (Reuters) - The momentum that swept Leicester City away from relegation last season continued unabated at West Ham United yesterday, as their 2-1 win left them top of the Premier League.

First-half goals by Shinji Okazaki and Riyad Mahrez put them in command at Upton Park and although Dimitri Payet halved the deficit Leicester deservedly made it two wins from two to edge ahead of Manchester United on goal difference.

Romelu Lukaku’s double and a gem from Ross Barkley helped Everton to a 3-0 win at Southampton as they joined Swansea City on four points from two games.

and he will be eyeing more chances next week when the Welsh club travel to Sunderland.

Dick Advocaat’s Sunderland are already firmly established as relegation favourites after they followed up an opening day horror show at Leicester with a 3-1 home loss to promoted Norwich City yesturday to stay rock bottom.

“Together we have to find out if we can find the solution,” Dutchman Advocaat told the BBC. “Expectations were high, we have to find the reason otherwise we have no chance.”

Gurkeerat stars as India-A upstage Australia-A in tri-series final

CHENNAI: Gurkeerat Singh produced a superb all-round show as India-A stunned the much fancied Australia-A by four wickets in the final to win the tri-series last Friday.

Set a target of 227 after a fine performance by their spinners, the Indian top-order made a mess of what seemed like an easy chase before Gurkeerat turned the tide in the hosts’ favour with his unbeaten knock of 87.

Coming into the match without a single win over the Australian unit in the series, the Indians did quite well to contain the rival batsmen, who were in stupendous form throughout the league stage.

However, the effort with the ball was not complemented by the top four of India’s batting, who accounted for a mere 65 runs with inform opener Mayank Agarwal’s 29-ball 32 being the best among the quartet.

GKC shine in IKD Masters division

THE recently concluded International Karate Daigaku (IKD) World Cup and Camp in Toronto, Canada yielded positive results in the Masters division, says head of the Guyana Karate College Sensei Jeffrey Wong.

The Masters team of Sensei Aubrey Bettencourt, Roland Fanfair and Kenrick Cheeks raked in several valuable performances that helped the GKC medal count.

Speaking to Chronicle Sport recently, Sensei Wong stated, “I’m surprised with the Masters team. They really shocked me. They performed well and they had the crowd going and they won the gold medal in the team Embu.”

They also took bronze in the team Kata.

Apart from the gold, the team also picked up silver in the team Kata, something one member Roland Fanfair says “was very astounding; we prepared really late. We spent a lot of time mostly training the kids so we really wrapped up our end of the training pretty late. However, I think that we did a great job over the short period of time that we did get to work on our moves.”

Sensei Bettencourt, another of the three-member team said, “We did some research on a lot of techniques and some changes that we have to have but I think all in all it was a good performance from us Masters.”

He indicated that they have also learnt new techniques moving forward and will strive to practise and pass on the knowledge gained from the 2015 edition of the tournament.

world championships -- with the top end of the 100 metres riddled with them -- but Gatlin has a special place in the Hall of Shame by dint of being the man who has been banned twice.

In normal circumstances that second positive test -- in 2006 -- would have earned him a lifetime ban but after he agreed to cooperate with the anti-doping authorities that was cut to eight, and then four years.

People were certainly unimpressed when he returned to the track with sluggish performances but as his times fell, the opprobrium grew.

Now he will arrive in Beijing on the back of an astonishingly dominant run, all the more astonishing for the fact that he is 33 and running faster times than when he won the Olympic and World titles in 2004 and 2005.

Gatlin last tasted defeat over 100m in September 2013 and over 200 in May of the same year. Since then he is unbeaten in 27 races over both distances.

He has run the fastest four times of the year for the 100m, with a best of 9.74, and the fastest two 200s, peaking with 19.57 -- both personal bests and his 100m time the best in the world for nearly three years.

That all means he has a real chance of beating defending champion Usain Bolt, who is racing against time to regain his best form after a hip injury.

Their meetings will be the most anticipated races of the championships and Gatlin, who has won only one of their seven 100m head-to-heads, is as excited about them as the fans.

“Hopefully the Beijing 100m or 200m finals will be the right time for us to be able to put on a spectacular show,” he said recently. “It’s a great lead up to a really good story.”

Gatlin still refuses to consider himself a doper, arguing that his first positive test for a stimulant was a result of medication he had been using for years and maintaining that his second came through a rogue masseur rubbing testosterone cream into his legs.

He does say though that it was the bans and his subsequent time away from the track that have given him longevity as he now feels “26 or 27 years old”.

Cheat or victim, Gatlin will nevertheless be widely perceived as the cowboy in black when he faces down Bolt, held by many to be the shining beacon of hope in a drug-ravaged sport.

“At the end of the day I have to get on the line, I have to get out there and cross the finish line first and that’s my job,” says Gatlin.

“What the critics say about me doesn’t really bother me.”

Athletes must not feel obliged to reveal personal history, says Coe

LONDON, England (Reuters) - International athletes should not feel they have to reveal their personal and private medical details to prove they are clean and have not been blood-doping, Britain’s IAAF presidential candidate Sebastian Coe said yesterday.

In a telephone interview with international media, Coe also said he still wanted to see the sport set up its own independent anti-doping agency to help combat allegations that the sport’s governing body is not doing enough to weed out drug cheats and is complicit in the sport’s doping problems.

He said he wanted such a body to work closely with WADA, the world anti-doping agency.

Coe, standing against Sergey Bubka of Ukraine in next week’s IAAF presidential election in Beijing,

was speaking the day after the federation announced historic bans on 28 athletes following the re-testing of samples from the 2005 and 2007 world championships.

This follows allegations made by British newspaper the Sunday Times and German broadcaster ARD about widespread cheating at Olympics and world championships.

including Britain’s double Olympic gold medallist Mo Farah, have said they will reveal details of their testing histories but Coe says he does not want them to do that.

“I would not want athletes to feel that they were being pressurised or bullied into putting out private medical background and data that could be misinterpreted as one-off readings. There is no onus on them to do that,”

he said.

“The systems are in place in both the IAAF and WADA to protect them and to allow us at the same time to protect the clean athletes and weed out the cheats.

“I would hate them to feel they are under pressure to do this because if they don’t there is somehow an assumption they are guilty.”

He added he was hugely dismayed at the perception in the media that the IAAF was “sitting on its hands”, allowing cheats to prosper.

“I was dismayed to see the interpretation put on our motives, our judgements and our actions,” said Coe. “There is nothing in the history of our sport in the last 15 or 20 years other than us being on the cutting edge of either trying to develop the science of weeding out the cheats or taking the actions appropriate to finding them.”

He believes an independent body for athletics could speed up the handling of doping cases.

Walsh: Darren Bravo key to future

PORT of SPAIN, Trinidad - West Indies selector Courtney Walsh has placed faith in Darren Bravo as one of the key cogs he hopes will move the team forward, after a disappointing 2015 thus far.

Following a dismal World Cup outing and the current predicament of missing out on the 2017 Champions Trophy, the revered ex-pacer admitted that improving the Windies’ batting was key to moving forward, and labelled Bravo as “instrumental” to the future.

Bravo starred as part of the title-clinching TT Red Steel in last month’s Hero Caribbean Premier League (CPL), finishing ninth on the batting leaderboard with an average of over 32, as his form in the latter stages propelled the squad to success.

Walsh backed Darren Bravo this to kick-start his long-format batting and make his return after missing out on a huge portion of international cricket over the last year due to “personal reasons”.

“Darren Bravo will always be up there for me. Our recent batting displays have been disappointing and play into why we are where we are. We’ve been showing bright spots in spurts but across the board, no matter the format, we need to bat longer and get bigger scores. We’ve seen what Darren can do for us in the past and he’s always going to factor in once available.

When he gets off, he does so well. But it’s when he stays in the wicket that you see our batting flourish. We’re all eager to see him don the maroon again,” Walsh said.

He also called on other batsmen to step up. “In terms of Tests, you’ve got to look at Kraigg Brathwaite - one of our better performers. Marlon (Samuels) is also someone who’s experienced and who you expect to bring more to the table but you’ve also got youngsters like Shai Hope coming through and doing really well,” he added.

Walsh also expressed confidence in the region’s bowling resources.

“We’ve got spinners like (Sunil) Narine, (Devendra) Bishoo and now (Derone) Davis who didn’t play much but is now coming to the fore. He has really impressed me in particular. T20’s given a lot of these guys a platform and we’ve been using spinners a lot, but our seamers are doing well,” he divulged.

Three quickies he was eyeing to help reestablish the team’s international pedigree were Bravo’s compatriot, Shannon Gabriel, alongside Jerome Taylor and Kemar Roach.

“Jerome’s done well on his return and he’s one we need to take us forward. I also thought Kemar would be driving us more as well but we know he’s had injury issues and then, you’ve got Shannon.

Shannon has been developing so well and we’ve all seen his potential and what he can do. It’s good to see him improving more and more over the years. CPL played a part in that but he’s been getting more international exposure and you see it in his confidence and attacking nature now with the ball,” Walsh continued.

OMSCC TORONTO CUP

GFSCA among teams confirming participation

By Frederick Halley TORONTO, Canada -With just about three weeks to go before the Ontario Masters Softball Cricket Clubs (OMSCC) bowls off its big Labour Day weekend Toronto Cup softball tournament here, excitement is already at fever-pitch in anticipation of a great showpiece.

The tournament, which will also serve as a dress rehearsal for the fifth edition of the Guyana Softball Cup, set to be staged on September 30, 31 and October 1 in Georgetown, has attracted teams from New York, Guyana and the hosts. The organisers were also anticipating teams from Florida but they have opted not to participate.

Among the eight scheduled to vie for supremacy in the Masters division are two teams from the Guyana Floodlights Softball Cricket Association (GFSCA), New York Softball Cricket League (NYSCL).

New York Muslim Softball Cricket Association, Our Own Sports Club, Caribbean Sensation and a team from the OMSCC. The latter three are based in Toronto.

The Open category comprises six - NYSCL, New York Enforcers, Ontario Softball Cricket League (OSCL) X1, Caribbean Sensation All Stars, Dant Sports Club and Masters/Cove Sports Club.

The committee, set up to organise the September 4-6 event, has been working feverishly over the past few weeks and according to coordinator for the overseas team, Mahendrabauth ‘Bobby’ Parasnauth, there has been significant progress to date.

Parasnauth, himself a veteran softball player who has also represented Guyana and Demerara and several clubs in Toronto, told Chronicle Sport that the OMSCC was aiming to have at least 16 teams participate, eight in the

Open category and a similar number in the Masters (Over-45) division.

While the eight sides have been confirmed for the Masters category, only six have taken entry in the Open.

Dant and Caribbean Sensation All Stars, two of the top clubs in the OSCL, will field strong squads.

Dant created quite a stir in their debut year in competitions run by the OSCL last season, carting off the 10/10, 15-over and the regular 20-over tournaments, an unprecedented feat in the league. Caribbean Sensation ended Dant’s 33game winning streak in the 10/10 tournament a few weeks ago and subsequently won the final last weekend against Masters.

tee is headed by Guyanese Azeem Khan, who is also the vice-president of the OMSCC and according to him, the tournament will be played along similar lines of the Guyana Softball Cup, which is organised by the GFSCA and tournaments played in New York, will feature an Open and a Masters categories, using white balls.

The welcoming ceremony will be held at the Tropical Nights Restaurant and Lounge, Morningside Avenue, (at Sheppard), Scarborough, starting at 19:00hrs on Thursday, September 3, setting the stage for the commencement of the tournament the following morning.

The final will take place at the University of Toronto ground, Scarborough.

The OMSCC was established some 15 years ago and has a roster of 26 teams, comprising two divisions: one with 20 Over-40 teams and the other has six teams with players at age 50 and up. These players enjoy their friendly, yet competitive cricket games primarily on Sunday afternoons from the end of May to September in the Greater Toronto Area.

Confident Guyana team attend ITF Circuit A GUYANESE team will embark this weekend to make their mark at an International Tennis Federation (ITF) competition in Trinidad & Tobago.

The team left last Friday and will be playing qualifying matches during this weekend to make it into the main draw, which will be played between August 17 and 22 at Shaw Park Tennis Facility, Tobago.

Coach Shelly Daly Ramdyhan has great expectations for the team especially the Under-14s. She noted that the Under-18s will be tougher since they need to win at least three matches to gain entry into the main draws but she is still demanding all players to play to their best.

ly Kenan Persaud and Hemraj Resaul who had a good run at the last ITF competition, as they were able to book a spot in the final.

Mark McDonald is also one to keep an eye on; as he is riding the confidence of being 2015 GBTI Boys U-18 winner. Ariel Khan makes his ITF debut and he did admit that he is a little nervous but excited to compete.

Lopes who is the U-18 Boys #1 will play his first U-18 ITF match. He said the level will be tougher but has prepared mentally and tactically. “The matches are more mental, tactical and physical

because everyone hits the ball harder, runs faster so I have to be more prepared.”

His mixed doubles partner, Aretta Dey, will showcase her skills after a twoyear hiatus from the ITF circuit. “I worked on my serves and ground strokes.

The recovery is slow but winning the GBTI mixed doubles has given me more confidence.”

Resaul noted that there are good players but he is training to better his results.

“I tried to get more court time and push in 6 hours of training everyday.”. He aims to take the title of U-14.

Coach Shelly said, “The readiness is there because of the GBTI tournament and P&P camps which would give them a competitive boost and a higher competitive level. They had intense training right down to the end.”.

She did point out the main limitation of preparing for international tournaments which is the lack of excellent playing surface.

Despite not getting on better surfaces earlier, she is grateful to GBTI and Harry Panday for allowing the team to conduct practice matches at their facilities.

Sir Viv: Windies can achieve past glory (Windies cricket is all about passion and playing the game the way it should be played, says Viv Richards) MEETING the great Sir Vivian Richards, the former batting genius from Antigua, after the days of the CBFS when the West Indies used to play here, was a different kind of an experience.

The commanding voice and the ‘kingly’ mannerisms of the former Windies skipper, who was easily the best player of his time in ODI and Test cricket, are still there when he discusses the game.

“We belong to an age where all forms of the game are wonderful ways of introducing new names to the great sport. We can and should continue with all three - Test, ODI and T20,” said Richards while talking to Khaleej Times at the Grand Hyatt on Thursday. Richards was here to host the annual Hyatt Gold passport members’ celebration.

Richards was chosen by Wisden in 2002 as the greatest ODI batsman of all-time, as well as the third greatest Test batsman of all-time.

A great all-rounder when it comes to picking sport, he was a keen soccer player having represented Antigua in World Cup qualification games. Richards, who did not lose a Test series as a long-time captain (50 Tests), was positive about the future of West Indian cricket.

“There are so many wonderful players coming up each and every day. It doesn’t matter if soccer, basketball, athletics and other sports are attracting talented young hands with better financial returns.

Cricket is in our blood for so many generations, it is only natural we produce gifted players without effort,” Richards added.

“A more carefully planned and realistic approach to the groundwork is necessary at the moment. Splitting up the side into countries is the best with constraints on money and promotion we have to value the limited resources and pool.

Some professional administration and grassroots initiations are required immediately so that we can weed out the frustrations which seem to come in the way among the players.

It’s no problem at all to keep the Windies side together.”

“Windies cricket is all about passion and playing the game the way it should be played. Even in Tests, our approach has always been of a positive nature and thankfully we have had some of the finest players to match the men like Don Bradman, Sunil Gavaskar and recently Sachin Tendulkar.”

Richards continued: “Sport comes naturally to us.

Most of us play good levels in other disciplines too like in my case soccer, once. If we can stay focused on the targets to achieve I don’t see why we cannot take up our previous position of being the world’s best.”

Regarding his greatest moments in the game where he has had so many highs, he said: “Winning the two opening World Cups naturally and when we were ruling world cricket. The pleasure I have had of being able to play alongside the greats of the Windies sides cannot be explained in simple words.”

Though never a slogger, he was best known for his destructive batting style and the swagger in his gait when walking slowly to or away from the crease.

Another big moment of his career was when he was also respected the world over for refusing a blankcheque offer to play for the rebel West Indies tour to South Africa in the early eighties when apartheid (meaning state of being apart in the Afrikaans language) was still imposed on the blacks and coloureds.

Jeffrey credits reliability factor GUYANESE Kristian Jeffrey has chalked up his flag-to-flag performance in the Group 4 of the recently concluded Guyana Motor Racing and Sports Club (GMR&SC) Race of Champions to the reliability factor of his Mitsubishi Evolution 9.

Jeffrey, who swept the Group 4 division last Sunday, spoke to Chronicle Sport, saying, “I believe we were dominant because we were perhaps one of the more reliable teams on race day. Both cars finished 1-2 in each race. My dad and I both suffered from a few mechanical issues, but in the end as a team we were still a bit more reliable, enough to complete a decent day of racing.”

His aggression on track and determination to win were other factors he noted, but the obvious importance of a quality team that was committed to its work on race way was of paramount importance.

He noted that his sponsors, the likes of Stag Beer and others had greatly increased his chances at the meet as well.

Hooper, Caesar for Commonwealth Youth Games 2015 NATRICIA Hooper and Compton Caesar will represent Guyana at the 2015 Commonwealth Youth Games 2015 from September 5 to 11 on the Pacific island of Samoa, according to president of the Athletics Association of Guyana (AAG) Aubrey Hutson.

Speaking recently, the AAG boss indicated that “Compton (Caesar) unfortunately has always been missing the flight to have international exposure. If you talk to his coach, a number of times he is selected for a number of teams, (but) for some reason or the other they could not make it, Caesar and Hooper joined Avon Samuels at South American world youth championships, earlier this year and Hudson explained that “the exposure in Cali (Colombia) has done great for him, he is training hard. We wish him well. He is going off with Ms Natricia Hooper and once you hear these games taking place, this is controlled by the Guyana Olympic Association (GOA)” The Athletics boss stated that looking forward there are many things that will spur the enhanced performance of athletes, adding that “when we look at our senior athletes, even when we run our senior championships and we encourage athletes 16 and over to participate in those championships, we find either they come first or very good second and third, which tells you, your junior and senior athletes are really and truly stepping up.”

Hutson added that the bulk of the future lies in the AAG’s youth and junior programme and they are working very hard to expose them to as many international competitions as possible.

Rain puts damper on opening day of Boyce & Jefford Classic meet

WHAT had promised to be an exciting opening day of Caribbean athletes matching their skills fizzled to a lukewarm event, as the opening day of the Boyce & Jefford Classic began and ended in damp conditions yesterday afternoon at the Mackenzie Sports Club ground, Linden.

Announcing a premature close was all that the organisers could have done as rain pelted down and left the Mackenzie Sports Club grass track inundated, after only the completion of a few field events and the preliminary heats of the 100m and 800metres.

However, starting off with the 100m heats as the first track event, the day was not completely devoid of thrills as Rupert Perry (Guyana Defence Force) and Winston George (Guyana Police Force) eased into today’s men’s 100m final.

George clocked 10.7 seconds, while Perry 10.9 seconds.

The two will now go head-to-head for the first time since Perry returned to athletics following an injury that had him out for some years. In his absence George had capitalised on

11-second mark. Linden’s Compton Caesar made it to the line in 11 seconds flat, while teammate Winston Caesar got there in 11.4 seconds.

Others to make it into the final were Mercury Fast Laners Kevin Abbensetts (11.7s), Police Kelvin Garraway (11.3s) and Linden’s Bevon Noble (11.6s) For the girls, Kezia Bess and Kenisha Prescott scored the fastest timing for the day, both clocking 13.1s. The athlete to watch for in this race was Jamaica’s Seidatha Palmer who made it into the final with a time of 13.4 seconds.

Other girls vying in today’s final are Ebony Nelson (13.4s), Deja Smart (12.4s), Letitia Myles (12.8s), Aniquah Powley (12.7s) and Euodia Forte (13.6s) Out on the field Sophia Vanderstoop copped the women’s discus win throwing a distance of 31.11m, while in the women’s long jump Powley crossed 5.03m to take the win.

The event is expected to resume today at 11:00hrs to hopefully complete the events rolled over from yesterday.
