President Granger hails GAICO US$1M river navigation investment

President Granger was at the time delivering the feature address at the commissioning of the US$1M GAICO Wharf Facility & Trailing Suction Hopper Dredge at Nismes, West Bank Demerara, on Monday.

The President noted that the company had recognised

the need to upgrade its equipment and over the last 24 years it has taken a relentless approach to standards, expansion and quality work.

The gathering, which included the businessman’s relatives, members of the shipping association and those involved in ferrying goods through the Demerara channel, was told by the President that such an investment was a welcomed one and expressed the hope that the Berbice and Pomeroon Rivers will also benefit from such investments.

BETTER SERVICE TO ALL SHIPPERS According to the Presi-

dent, the situation around the wharves affects the mooring and navigation of vessels. He then acknowledged that GAICO’s new dredge will allow the company and Guyana to provide a better service to all our shippers.

“I am pleased that most will be pleased with the investment and utilise the services of this equipment to improve access to their facilities. Our Government aims to give Guyanese a good life, but most of all we want a strong economy,” President Granger posited.

He said further that an efficient maritime transport service is critical to the realisation of a strong economy and this requires that Guyana catalyse productive services and sectors to relink the hinterland with the coastland.

He went on to state that the hinterland is the main repository of Guyana’s natural resources and within the hinterland there are many riverine communities that are involved in logging and mining. Those areas, he added,

The President also acknowledged that Guyana needs better riverine transport to facilitate investments in the hinterland communities. He noted that vessels such as the one commissioned by GAICO would be able to improve the quality of navigation in those communities.

The President also referred to the situation whereby farmers are unable to take their produce to the market because the bigger ships are not willing to go to their communities.

“They cannot get their produce to the market because bigger ships don’t come in and many dealers do not go into farming communities to collect the produce and in places like the Berbice River, people are

dumping produce because no one comes to pick them up and they cannot afford to get it out of those areas and no one can afford to get in and it’s a big problem,” the Head of State observed.

According to President Granger, it is expected that the dredge will help to make the channel clearer, so that bigger ships can get in and bring the produce out to markets.

The President said that the constraint to the size of ships which can enter the Demerara channel prevents this country from becoming the gateway to many opportunities for the Region and South America. “Our channels are just not deep enough and the limitations are many,” he added.

Meanwhile, speaking outside of his presentation, the GAICO CEO said that the company also had to prepare the wharf while conducting works to approximately 160 feet of revetment in front of the wharf as well as engaging in land reclamation of approximately three acres and the construction of a

walkway of almost 100 feet.

Also at the event, the President was presented with a boat, which will be used to ferry schoolchildren from riverine communities to school.

Having received a similar gift at his 70th birthday celebration, President Granger had declared, “Hold the frankincense and myrrh and give me boats instead.” The Chief Executive Officer of GAICO Construction, in responding to that call, presented the President with the boat, bearing the name, “David G.” The boat will be handed over to the Ministry of Social Cohesion, after which it will be formally presented to a selected community.

President Granger thanked the company for the gesture as he noted that ensuring children have access to education is one sure way of reducing poverty.

“Education remains the best means for the poor to graduate out of poverty. If we provide them with education, it is a means through which they can be qualified,” President Granger said. (Leroy Smith)

By Navendra Seoraj PRESIDENT David Granger yesterday introduced to members of the National Toshaos Council (NTC) a proposed “10-point plan of action” for development of the hinterland.

Over the next four days, indigenous leaders from around the country will be deliberating on the new 10-point strategic, holistic plan for hinterland development, which is aimed at developing thriving economic units, eradicating extreme poverty, and reducing youth unemployment.

Addressing the National Toshaos Council 2015 meeting at the Arthur Chung International Convention Centre, Liliendaal, President Granger noted that three-quarters of the country’s territory comprises the hinterland, yet the villagers still are made to endure frontier conditions, vast unpatrolled open spaces which have become corridors for illegalities and face the burden of a high cost of living.

The President said his Administration is committed to building bridges among all communities and groups, in order to enhance the well-being of citizens, in addition to working to bring about inclusionary democracy. With regard to hinterland communities, President Granger pointed out that the frontier layout of many hinterland communities put them at risk of becoming “corridors for illegality.”

He added, “The hinterland’s…forest and pristine waterways are under threat of damage and contamination, its physical infrastructure is inadequate for such a vast territory, its people for the most part are poor, its small, scattered population must bear the burden of [a] high cost of living.”

The President made it clear that his Government

–cites fresh approach in justice system

By Derwayne Wills ATTORNEY-General and Legal Affairs Minister Basil Williams has warned Opposition MPs in the National Assembly of a new approach being taken in the justice system by the David Granger Administration, where there can be no separate laws and rulings for the rich and the poor.

Touting what he called a “fresh approach” in the justice system, Williams yesterday said, “If one is prepared to do the crime, he must be prepared to do the time!”

Williams’s position resonated well with his colleagues on the Government side of the House, who could be heard banging desks in approval, with one Government parliamentarian shouting: “Lock them up!”

“Our vision is that of a justice system that is characterised by fairness,” Williams said in his budget address yesterday in the National Assembly. “Fairness for the Guyanese people…that they can embrace and feel safe and secure in the knowledge that they live in a country of law and order,” the AG continued.

“In this fresh approach, there will not be one law for the rich and one law for the poor,” Williams charged. “Justice in Guyana must be blind and colourless. The law will take its course.”

Williams said Government will not countenance arbitrary arrests of persons, and “no longer must mothers send their sons out on errands only to locate them days later in a police station lockups.”

tolerance of unlawful detentions and excessive delays in criminal and civil court trials.

Still on the “fresh approach,” Williams said Government will review paper committals. Those, he said, were intended to speed up preliminary inquiries in magistrates’ courts, but are rarely resorted to by magistrates.

“Criminals must not walk free because of incapacity in the administration of justice,” Williams continued, adding that Government will “implement measures that will enhance capacity in the trial process.”

Calls were only recently made for a Commission of Inquiry to be established into the killing of young Guyanese men from 2000-2008, a time which corresponded with the tenure of former President Bharrat Jagdeo, now Opposition Leader.

“The mothers and families of these victims want answers and they want closure,” Williams stated, adding that the drafting division of his chambers is considering legislation which would widen the class of persons who can qualify as coroners “to conduct inquests into these unnatural deaths.”

Williams said those inquests shall begin shortly.

On the matter of crime-scene investigations, Williams plugged the need for investigators who have been trained to collect, collate and preserve evidence, while preventing contamination of crime scenes. He said, too, that DNA testing, as well as fingerprinting and ballistics, must be developed. Williams said the new approach also includes the increased capacity of state and police prosecutors, as well as magistrates, to present and handle evidence effectively.

Moving to an area of crime that is not usually considered in Guyana, Williams spoke to the Government’s willingness to tackle cybercrimes.

“The Attorney General’s Chambers and Ministry of Legal Affairs will spearhead the creation of cybercrime legislation, and will seek to harmonise it with that of other member states of CARICOM,” he revealed.

To this end, Williams alluded to the participation of state workers who attended a cybercrime workshop in Miami, Florida in the United States of America. This is to be followed by stakeholder consultations.

Williams himself had been invited to attend a regional cybercrime workshop for judges and judicial officers in Sao Paulo, Brazil, later this month. He will be represented by the Director of Public Prosecutions, Shalimar Ali-Hack, and a judge from the Court of Appeal. The AG will not be attending because of the priority of the budget debate.

Williams, Nandlall square off in the House

- amidst call to ‘Let the lion loose!’

AMID thunderous desk-banging and a lone cry to “Let the lion loose!” Attorney-General and Legal Affairs Minister Basil Williams rose last evening in the National Assembly to throw his weight behind the 2015 Budget presented recently by Finance Minister Winston Jordan.

In what could only be seen as strategic planning between the Government and Opposition Chief Whips, who are tasked with organising the list of speakers for the debates, Williams’s speech was followed by that of his predecessor, Anil Nandlall, allowing for an exchange that has long been in the making between the two legal luminaries.

Williams challenged both Nandlall and the former People’s Progressive Party/Civic Government for being tightlipped about the arrangement regarding law students of the University of Guyana being admitted to the Hugh Wooding Law School in Trinidad, as well as the then Government’s reluctance to pay considerable sums of court-ordered money in damages.

On the law students’ matter, Williams said there were no files to be found in the office he now holds relating to that issue. Nandlall, heckling from the Opposition benches, attributed Williams’s dilemma to the new Administration’s “knocking off the staff” who supposedly had knowledge of the files.

Paying his colleague MP no mind, Williams reassured the House that the new Government will continue to make representation for the law students from Guyana who are now faced with a 40 per cent hike in their tuition fees at Hugh Wooding in Trinidad, from the already hefty $2M per year to a revised $2.8M per year for two years.

On the issue of the revision of laws under a programme referred to as the “Nandlall Law Revision,” Williams challenged his predecessor for producing revisions that were “costly and mediocre,” He particularly bemoaned the fact that after spending more than US$420,000, “the revision as replete with errors; gaps in subsidiary legislation and regulations were left undone.” He said too that in some cases, “entire acts and provisions had been left out though they were repealed.”

Rising immediately after Williams to pronounce on the recently presented budget, People’s Progressive Party (PPP) MP, Anil Nandlall chided his successor for using his time to vaguely address matters regarding the 2015 Budget.

“I have the honour, or dishonour, of speaking after the Honourable Attorney General,” Nandlall said, adding: “My friend, in his presentation, has made not a singular [reference] to this document… to the budget. What he did was simply give us information that was available in the office of the Attorney-General without telling us what he has planned for the justice sector of this country.”

Nandlall challenged that the Finance Minister’s speech was “conspicuously silent” on matters concerning the administration of justice. “For the next five years,” he said, “the Honourable Minister of Finance has written some 70 pages, and not a single sentence is dedicated to the administration of justice; to the rule of law; to the fundamental rights of our people that we keep hearing about. And that must be a worrying thing.”

Nandlall said of the budget, “It’s an expensively and exquisitely wrapped receptacle, but when you open the content, it’s very insubstantial.” He said he had come expecting Williams to address the shortcomings he saw in the budget, but all he did, instead, was to praise Jordan as his adviser.

with having “prepared every budget speech between 1981 and 2007,” with the exception of one or two years.

That endorsement did not go down well with Opposition Leader, Bharrat Jagdeo who served as Junior Finance Minister and then Finance Minister from 1992 to 1999, before his ascent to the presidency.

“Ask Winston how he got the job? Did he tell y’all that?” he could be heard heckling as Williams spoke glowingly of Jordan’s many accomplishments over the years.

Williams went on to disclose that his increased knowledge on economic matters was largely due to what he said was sound advice given to him by Jordan, who had operated as budget director at the Finance Ministry for many years.

“When it was discovered that that was my adviser, the services of my adviser, who was budget director at the time, were terminated,” Williams said, as cries of “Shame! Shame!” emerged from the Government benches.

“When they buried him, he burst forth from under the earth. And he has ascended in glory, and that is why he is here seated,” Williams said of now Finance Minister Winston Jordan.

Moving to matters of constitutional reform, for which there was a recent meeting among Prime Minister Moses Nagamootoo, Attorney-at-Law Nigel Hughes, and Governance Minister Raphael Trotman discussing the way forward for constitutional reform which was a promise from the A Partnership for National Unity+Alliance For Change (APNU+AFC) before the May 11 polls.

Nandlall cited the Constitution which stated that the National Assembly must establish a Parliamentary Standing Committee for Constitutional Reform, with periodic reports made to the National Assembly.

Nandlall went on to say that President David Granger had chaired this very Committee during the 10th Parliament from 2011 to 2015, of which there was one meeting held with Committee members.

EDITORIAL When politicians become intoxicated with power

A

FTER absenting themselves for the first six sittings of the current Parliament, members of the Opposition People’s Progressive Party/Civic (PPP/C) have finally taken up their seats.

We have always felt that the boycott could not be sustained and that the PPP/C was looking for a way out of that initial strategy.

It obviously saw that the boycott strategy was not embraced by all of its leadership and that its rank and file had little appetite for that form of oppositional politics. Contrary to the party’s expectation, there was no mass surge of public anger by its followers.

No doubt the political scientists and commentators would have to figure out why this did not materialise.

The PPP/C entered Parliament amidst a cloud of illegitimacy. At least three of its members, including the leader, are before the courts on charges of political misconduct. This is the first time this has happened in Guyana.

Why the PPP chose to persist with these members is debatable. But it does betray a form of political courage or ar-

rogance depending on where you sit in the political divide. Either way, it opens the party to the kind of ridicule that we could ill-afford at this time. As we saw during Monday’s sitting, this ridicule has found its way in the People’s House. What occurred there was more than parliamentary banter -- something that distracts from the seriousness of the institution.

Why has the PPP taken its baggage to Parliament? The PPP would have been better advised to drop the accused members - at least the two back-benchers. The charge against Mr Jagdeo, though criminal in nature, arises out of less scandalous circumstances.

It is not that the other two members are central to the party’s leadership; their absence would be hardly missed by the party and the Parliament.

This brings us to Mr Jagdeo.

He is the new Opposition Leader.

Whether one likes him or not or whether he is a liability or not, one thing is certain - his presence is a barrier to consensus. It is not usual for one who has served in the highest office then moved on to other things to come back into the fray. Mr

Jagdeo’s presence does two things: first, it signals a total lack of confidence in the immediate past leader, Donald Ramotar, who is not even a Member of Parliament. One would have expected that he would have been given the opportunity to lead the team in Parliament. But, from all accounts, he was driven out in the ugliest way to make room for the return of Mr Jagdeo. Once again, it would seem that another leader has become victim of the politics of ambition and intrigue. This is bound to affect the way some of his own members respond to him and how the members and supporters of the coalition Government view him.

The second consequence of Mr Jagdeo’s leadership is the highlighting of the controversy that follows him wherever he goes in the country’s political landscape.

Make no bones about it, he is well respected and admired by a wide cross-section of the membership and supporters of the PPP. However, justified or not, members of the Government side of the House have nothing but disdain for him. This makes it extremely

difficult for compromise. In fact, it ensures that the Parliament becomes a persistently conflictual medium. At its best it has not been a place of camaraderie, but with Mr Jagdeo as Opposition Leader at the helm of one of the parties, one can only hope that there is peace in the valley.

Why parties continue to put their interest above that of the nation would be forever debated. Here in Guyana we suffer from the worst of it.

Our parties are not sobered by loss of office. In fact, they seem to become more intoxicated. When will all the talk of the people’s interest really come to mean something uplifting? Have we not paid enough as a nation for the folly of our politicians?

Or are we witnessing the unfolding of another chapter in Guyana’s history, where our politicians are caught up in a dangerous orgy of power intoxication, at the expense of the people’s interest? Let’s hope our politicians allow sober heads and maturity to prevail in the august House as they dispense with the nation’s business, and with the people’s interest at heart.

When do we say ‘enough’?

WE learnt lately that the life of another Guyanese, who happens to be the mother of a prominent politician, was killed by a drunk-driver.

This story has become an all-too-familiar one for many Guyanese families and the question still remains of what must be done to exorcise the de-

mon of drunk and reckless driving that has plagued this country for far too long.

Surely, an astute observer can see that the situation we have today in Guyana where life is reduced to zero on the roadways is an amalgamation of years of mismanagement, corruption in the

drivers’ licensing system, lack of enforcement towards errant driving behaviour, poor road construction, and non-compliance of traffic and safety laws, along with moral degradation of our society and culture and disregard for human life.

Guyana is now in a fight for her life and some

hard questions must now be asked. As an average citizen, I am constantly traumatised by the experience of reckless driving on our streets, particularly by a minority of mini-bus drivers and who unfortunately paint a bad image for the other law-abiding drivers.

I believe, however, that

this is not only an issue of how to stop people from driving drunk, but how can we revamp a dysfunctional and antiquated public transport and transit system. It starts with serious enforcement actions on drunken driving.

It is my firm conviction that we cannot continue to find band-aid solutions to

crippling and debilitating issues; they must be addressed holistically.

We certainly DON’T need new laws. What we need is enforcement and boots on the ground, police in cruisers on highways and by-ways “proactively” patrolling and See page 7

Urgent need to regulate roadside barbering and cosmetology THE Mayor and City Council (M&CC) has observed the increase in the number of persons involved in roadside barbering and cosmetology. The truism is that every single Guyanese has a right to earn a decent living.

However, should this be done while the laws of the country, town or city is being compromised or the health and well-being of the populace are put at risk?

The Environmental Sanitation Section of the Georgetown municipality has expressed serious concern with the operations of roadside barbers and cosmetologists. From a public health perspective the operation is unsafe.

In addition, it is a contravention of the Municipal and District Council (Act 28:01). Part II Provisions Relating to Barber’s Shop: it states that no person shall act as a barber in or upon any public street or way or at any place within public view oth-

er than at a duly registered barber’s shop.

Before a barber can commence operations he must be registered with the Mayor and City Council. The registration process includes a medical examination by the Council’s Medical Officer of Health, who will provide a medical certificate to the applicant deeming the applicant fit to carry out such an operation.

The building to be used must be inspected by an officer of the Environmental Sanitation Section, who will determine the suitability of the building. Therefore, the building must be structurally sound and must confirm to public health standards.

Once the barbers are granted certification by City Council to operate, their operations and the building are subjected to routine systematic and scavenging inspections by officers of the Public Health Department. Also, as a part of the routine Public Health

Editor, a driver or passenger without a seatbelt is a danger to everyone, not just the drunken driver; the severity of the law must apply for even the smallest infraction. Then and only then can we expect to see results.

As well, Mr Editor, I believe this revamp must look at road design and construction and we must insist that roads be built to international standards.

Visitors to these shores must feel safe to travel and have total freedom to do so if we are to attract a high calibre of people for business or tourism.

One of the things I admired while living in the United States is the importance placed on their public transport system.

They get it. You can get to virtually any part of the U.S. by road and each road is monitored and mapped.

It is understood that a road is not just a road, it is a vital part of their economy, critical for the health of their country. It is the veins that keep the country as a whole healthy.

We in Guyana find every opportunity to cut costs and corners at the expense of long-term goals and vision. Corrupt road contractors and officials have made a mockery of the system, which is now inundated with pay-offs and bribery-ism and now the elephant has grown too big to be put back into the cage, so the average and even prominent Guyanese are now affected.

Editor, I view driving in Guyana as now a hazard to one’s health and sanity.

Unfortunately and with despair I foresee a future where progress is slow and many more lives will be lost before we finally wake up.

At this rate, Mr Editor, Guyana could become a country made up of mostly foreign-born citizens and with most of the local populace scampering to leave these shores and the rest affected by high accident and crime rates, the possibility exists. Surely a grim and morbid outlook, but one that could be all too real.

The cultural degradation of our nation for decades has also contributed to this problem we see today. Speak to any taxi driver in Georgetown and they will tell what driving in Georgetown and throughout Guyana is like. And as the saying goes, “you reap what you sow” and so for all decent and civil Guyanese, we all must pay until enough is enough.

Inspectors are mandated to observe barbers as they engage their clients.

This is to determine if required health standards are observed by barbers as they work.

All the equipment used on clients must be sterilised before they can be used on another client. These include: scissors, clippers and other cutting tools. The tools and equipment used by barbers are subjected to thorough examination by the Public Health Inspectors assigned to the area.

All towels used should be washed daily and clean towels used with each client.

Barbers should observe hand-washing rules at all times. Barbers found negligent are served notices and if they fail to comply can be taken before the court.

The Public Health Laws were made to regulate public health practices in the city and to protect the citizens of Georgetown from public health diseases that can occur

because of poor public health practices.

It is imperative that citizens be cognisant of the Public Health Laws and the fact that they, too, play a critical role in reducing illness and premature death. It also improves the health of the general population within societal limits.

Further, there is a resounding cry from the legitimate barbers and cosmetologists about the unfair competition they experience. Also, they have to comply with rules of the municipality or face prosecution, while those who operate on the Council’s thoroughfares go free.

Therefore, it is imperative that the M&CC meet with the cosmetologists and roadside barbers to determine the way forward.

GRA not to be sidetracked by opportunistic views THE Guyana Revenue Authority (GRA) seems to have been engaging many letter writers’ attention in the past week, including Mr Dhanraj Deonarine who penned two letters to the press, two days in succession, that were very critical of the Authority.

For the record Mr Deonarine, like several others, is within his right to express his personal views. However, the GRA has no proclivity to respond to him as it cannot afford to be sidetracked by unwarranted public attention based on its experiences in the past.

At this very important juncture in the country, the Authority must remain focused on its mandate to collect and secure revenue, especially with the Government’s plan for the organisational and managerial capacity of the GRA to be strengthened and enhanced.

As such, the GRA will spare no precious time to rebut Mr Deonarine or any of his opportunistic views, though there are a few important points worth mentioning.

This is an individual who had a short stint with the former tax department (Inland Revenue) in the Task Force that was politically imposed on the agency and very much took instructions from the

former Administration.

Secondly, it is rather surprising to hear Mr Deonarine criticise the GRA for its efforts at investigating and recouping tax revenues from the telecommunications and other sectors. According to him, “very significant amounts of tax revenues have been lost in the fishing, telecommunications, mining and logging sectors, because the GRA either lacked the will or the skills to investigate these businesses.”

While it is a known fact that there have been overwhelming challenges to get important taxpayers and entities to fully comply, Mr Deonarine should be reminded that efforts to audit the telecoms company, for example, were challenged in the court on the grounds of illegality, resulting in the matter still being unresolved today.

For Mr Deonarine to weigh in on the GRA and write from a supposedly objective perspective, suggests that he is either suffering from amnesia or is opportunistic, given that there is a new Administration in office.

‘B’ Division commander says crime situation under control

By Michel Outridge ACTING Commander of the Police ‘B’ Division Snr Supt Errol Watts has said that the police have “a handle” on the crime situation in Berbice, despite what is being reported in some sections of the media.

He explained that the division has recorded sporadic crimes, unlike what has obtained in any other division; and he assured citizens that the police are doing their best to oversee the division, much more so with assistance from members of the Special Weapons and Tactics (SWAT) unit.

Watts reported that an officer and eight members of the SWAT team are based in Berbice, and their duties entail targeted raids and other special assignments.

He pointed out that members of the SWAT team are not on regular mobile patrol duty, but their presence is visible and citizens are aware they are in that division.

Watts said that from January 1 to July 31, 2015, some 20 robberies have been tallied, compared with 11 for the same period last year; while 54 robberies involving the use of firearms have been recorded for the same period this year, as against 32 last year.

The senior officer said the police are utilising mobile patrols much more in the evenings, and ranks are man-

ning the telephones to take calls and receive directions, etc.

On August 16, 2015, members of a family were beaten and chopped when three masked men entered their home at Number Two Village, West Coast Berbice at about 03:00 hrs while they were preparing to go to the Rosignol stelling to sell fish.

THREE men were on Monday jointly charged for the murder of Edward Beharry security guard Wilbert Stewart in 2014 after an application by Prosecutor Sergeant Neville Jeffers, who requested that the men be tried together.

Initially Ryan Paddy and Orin Arthur were charged for the murder of the security guard in April, then in June Uree Voswick was apprehended by the police over the same murder of the guard.

However, the prosecutor’s application was strongly objected to by Uree’s

lawyer, Attorney-at-law Mottee Singh. Singh argued that his client was sent packing on remand for an offence, but he was never placed on an identification parade by the police, neither did they provide any nexus to tie Uree to the murder.

Despite the lawyer ’s objection, Magistrate Ann McLennan ruled in favour of the prosecution and reread the murder charge to join the three defendants for the offence and further remanded them until September 14.

It is alleged that during the shooting at Sterling Products, eyewitnesses related to police that a carload of men showed up at the facility and barged into the compound. They first turned their attention to Stewart who was carrying a firearm and shot him twice, killing him in the process.

Alleged child rapist fails to attend court - hearing adjourned to Friday

RAPE accused Deochand Ramlall, whose trial for allegedly raping a 12-year-old child on March 21, 2013 at Foulis, East Coast, Demerara is taking place in camera, failed to attend the final day of his trial at the Demerara Assizes yesterday.

Judge Madame Jo-Ann Barlow had set aside yesterday for summing up the evidence to the jury.

At the beginning of the trial, the accused had pleaded not guilty. Following the judge’s summing-up, the jury is expected to consider the evidence and return with a verdict.

It was also alleged that on Monday, August 10 at Mc Doom, East Bank Demerara, while in the com-

pany of another and being armed with a gun, he robbed Lawrence Singh of a Toyota Spacio motorcar valued $2 million, a cellular phone valued at $4,500 and $10,000 in cash, all to a total value of $2,014,500.

Tyson’s lawyer Mr. Gordon Gilhuys explained that his client was arrested since August 10 and was kept in custody beyond the 72-hour detention period.

The prosecutor told the court that Tyson was arrested after a high-speed car chase with the police when the accused crashed the car and was captured. The accused carjacker sustained a broken arm and minor cuts and bruises in the crash.

The father of three was remanded to prison and will return to court on September 7 for statements.

Family feud ends in tragedy for Black Bush couple - leaves entire village in state of shock

By Jeune Vankeric A FAMILY feud between Yvonne Munswami and her husband Arjunen, a couple of 35+ years of togetherness, escalated to uncontrollable levels at their Lot 51 Mibicuri North, Black Bush Polder home on Thursday, and ended in a double-tragedy that has plunged that Corentyne farming community into shock and grief.

In a fit of rage and desperation, Mrs Munswami ingested the deadly weedicide, Gramoxone, and despite medical intervention at the

nearby hospital, the mother of three succumbed a day later.

Her husband subsequently complained of a tightening in his chest, and was rushed to the Mibicuri Hospital before being transferred to the New Amsterdam Hospital, from whence he took his own discharge, only to be readmitted into the Mibicuri Hospital shortly afterwards, and succumb to his ailment on Saturday morning.

Residents told this newspaper that the family was plagued with sexual preference and suspected unfaithfulness issues which became unbearable. As a result, the matriarch gave the patriarch an option which was not adhered to, resulting in her drinking the deadly liquid.

Amanda Munswami said she and her husband were about to enter the yard while returning home from an errand, when she overheard her father-in-law on the phone telling his other son, Sunil, “Yuh mother drink

poison.”

“We hurriedly got into the house and gave her two eggs to swallow,” Amanda said.

“She started to vomit. Govin left to go for a car to take her to the doctor. At that time, my mother-in-law said she wanted to go to the toilet. My father-in-law gave her milk.

The car came, and she vomited again. She was admitted at the Mibicuri Hospital.

“The entire Thursday night, I remained with her. She said her skin was blazing and that she was hot.

She asked Jesus to forgive her. However after much tossing, she died.”

She had received the news of her sibling’s death while she was in her bathroom, and immediately thereafter she ran out of the house naked.

“My brother’s death has left me shaken. What am I living for?” she questioned, whilst recalling how her daughter had met a tragic death in Suriname a few months ago.

“She was murdered!”

Nalini lamented.

The bodies of Arjunen and Yvonne Munswami are currently at the Ramoo Funeral Home on the Corentyne. They are expected to be buried at Babu John Cemetery on Tuesday, August 25.

THE police have reported that around 13:15hrs on Sunday, a man who according to unconfirmed information has so far named as “Andrew,” of Bartica, was involved in an altercation with two men at Nasano Backdam, North West District (NWD), during which he was chopped about his body.

He was pronounced dead on arrival at the Port Kaituma Health Centre, NWD. The two suspects have been arrested, and are in police custody assisting with the investigation.

By Tajeram Mohabir THE shortage of health personnel at facilities in outlying areas has been a worry, but Minister within the Ministry of Public Health Dr Karen Cummings has said that focus is being placed on capacity-building to address this problem.

She pointed out that the ministry has been training persons in these communities to fill the void while residents who were trained in Cuba are required to serve their communities on their return.

“We offer post-graduate training so when they go back there, they can operate on their own and function as a consultant with the added knowledge. So we are working on that in terms of post-graduate training and of course we want to raise salaries of these professionals so that they can be recognised and be rewarded for their efforts,” Dr Cummings told the Guyana Chronicle.

The shortage of health professionals in the remote regions had been one of the issues raised by A Partnership for National Unity (APNU) when it was in the Opposition.

Now in Government with coalition partner, the Alliance For Change (AFC), Dr Cummings said the vision of the Administration is an ambitious one.

The minister then moved on to point out that it is the

intention of the Government to create a society in which everyone participates fully in the process of development. He explained that his Government believes in consulting and engaging the residents in every process, since it firmly adheres to principles of transparency and accountability. HOUSING

According to Minister Scott, the Government’s vision for the housing sector is to see a nation housed in cohesive and sustainable communities, and to provide opportunities for all Guyanese to improve their quality of life by owning their own homes.

Minister Scott referred to provisions in the budget whereby money was allocated to the development of the housing sector. “$1.6 billion

has been allocated to continue infrastructural works, including roads, drains and structures in housing areas such as Providence, Farm, Little and Great Diamond, Eccles, Sophia, Adelphi, Bloomfield and Cumberland,” Scott pointed out.

He emphasised that the Government will commence the planning phase for the establishment of a new, cohesive community and the consolidation of the 1000 homes project at Perseverance, East Bank, Demerara. It is also the intention of the Government to allocate a further 200 ser-

viced house lots at Diamond/ Grove, Farm, Covent Garden, Herstelling and Providence.

WATER

Minister Scott reiterated Government’s earlier statements that it will work to ensure that every Guyanese has

To this end, the minister explained, that Government intends to invest $2.9B to ensure increased coverage of an improved quality of water supply. The sum of $422M is provided for the completion of wells at Goed Fortuin, Hope and Cotton Tree, while drilling and interconnection works for new wells at Port Mourant and Wakenaam will commence this year.

It is also the intention of the Administration to expend some $950M to construct more wells, install ground storage tanks, transmission mains and water meters at Uitvlugt, Diamond and Sheet Anchor.

There will be the extension of distribution mains in areas such as Hope Housing Scheme, Stanleytown, Williamsburg, Kildonan, and No.59, 66 and 69 villages.

Under this same provision, rehabilitation works will be done to the Timehri and New Amsterdam water treatment plants.

The people of Linden in Region 10 will also benefit from this massive countrywide rehabilitation works. $592M has been budgeted for Amelia’s Ward and Wisroc interconnection

Budget 2015 brings to an end the neglect of Region 10 - MP Rutherford

“THAT the former Administration has neglected Region 10 is an understatement,” said regional Member of Parliament Audwyn Rutherford, who noted that Budget 2015 addresses from the unborn to the deceased.

During the National Budget debate Monday evening, the regional representative outlined several extensive projects that will enhance the lives of the citizens of Region 10 which are catered for in the budget.

In the area of health, $18M will be spent on the construction of incinerators at Muritaro, Coomacka, Sand Hills and Ebini Health Posts, and the extension of the One Mile and Amelia’s Ward Health Centre. Further, these health centres will be better equipped to serve the people of Region 10, as $8M was allocated for water and land transportation, and $19.9M to purchase neonatal ventilators, ultrasound machines and other special apparatus. This, Rutherford said, will support the Government’s thrust in building sustainable communities and a stronger region.

Rutherford noted that unemployment in Region 10 is at an all-time high, with the recent retrenchment at Bosai, declining gold prices, and recently uncovered unfair practices in the mining sector. “As such, in an effort to strengthen the capacity of unions to better represent the rights of workers, $19M has been budgeted for this nationally,” he highlighted.

The main economic activities of Region 10 continue to be forestry, mining and quarrying. The Member of Parliament pointed out that with the financial rebirth of the Linden Enterprise Network (LEN), these sectors will be strengthened. Small and medium-scale miners will also benefit from duty-free concessions on certain mining equipment. This will aid in reducing production costs and creating a level playing field.

Referring to the thriving forestry sector, which grew by 14% in 2014, Rutherford emphasised that citizens of the region also welcomed the intent to encourage investors with downstream value-added industries, which will create employment to boost the local economy. For the promotion of furniture and other value-added products in the region, the sum of $80M of the region’s capital expenditure and $544.42M will aid in better management training at the Guyana Forestry Commission. Small loggers will also benefit from training.

Rutherford informed the House that over the last three years, the previous Administration chose to rent a vehicle for the previous regional chairman to use. He said this should come to an end, as $11.5M was allocated for land and water transport for the regional administration to better carry out its duties. Ten million dollars was also allocated for the purchase of generator, computer, printers and photocopiers and other equipment.

The sum of $41.18M was allocated to improve access and the completion of bridges and revetments of Mabura and Rockstone roads. Ten million dollars will also be expended for improving drainage systems in several areas, and for other key infrastructural works.

In the area of education, the Member of Parliament noted that the region’s populace is looking forward to the possible re-opening of the Linden branch of the Critchlow Labour College, with the restoration of its subvention.

The Linden Technical Institute will also receive $23.17M to complete its automotive workshop, purchase furniture, tools and equipment. The sum of $57.5M will also be spent on works at the Mackenzie High and Christianburg Secondary Schools, while $13.5 will be spent for the purchase of school furniture.

St. Cuthbert’s Mission holds Traditional Games

PAKURI, commonly known as St. Cuthbert’s Mission, held its traditional tribal games last weekend. These games included long-distance races and archery, accompanied by other cultural displays.

The games were held by the newly elected Toshao (Indigenous Chief) Lennox Shuman, who represents Region 4, as a lead-up to Indigenous Heritage Month.

In an interview with the Toshao, he said that the community is hoping to improve the cultural aspects of their lives. “In the past, we have had little emphasis on culture and I think our heritage festivities in the community in itself would be testimony to the little we have done,” the Toshao disclosed.

He added that as a community, St Cuthbert’s Mission is hoping to move beyond what they have and be comfortable with who they are. When asked what was the reaction from the community concerning the traditional games that were held, Toshao Shuman said, “The feedback has been a little mixed, because in the past, people have paid our community and our culture a lot of lip-service.”

“There is room for improvement and we intend to use this as one of the primary building blocks in the community,” the Toshao added.

Advisor to the Minister of Indigenous Peoples’ Affairs, Mr. Mervyn Williams, reflecting on what he saw during the games, stated, “It was a demonstration of will by all the athletes.” He added, “It is the kind of thing we want to continue to encourage in other communities.”

According to Williams, the tribal games displayed the recognition of one’s heritage and represents who they are and what they believe in.

Boys, girls and the older men of the village participated in the races. Monetary prizes were given to the top three participants of each race.

The athletes showed determination as they ran the races. Some of them stated that while it was tough running in the sand, they enjoyed it very much.

A demonstration of archery was later done by the indigenous people, as they displayed their accuracy using the arrow and bow.

Other activities included drumming and dancing, including dancing around their traditional bonfire.

Next year’s activities should include swimming, canoe races and fishing, as the games are enhanced. The tribal games were made possible by way of community effort.

Some parents welcome increase in uniform voucher - but not at expense of $10,000 cash grant

voucher programme, some parents are suggesting that the arrangement should be tied into the $10,000 cash grant initiative because

they feel that the 25% is “not sufficient.”

During the 2015 budget presentation, Minister of Finance Winston Jordan announced that the school uniform voucher will be increased from $1,500 to $2,000 and is expected to benefit approximately 167,000 students, costing the Government over $337M. The uniform voucher initiative was established about a decade ago with the intention of improving attendance, participation rates, and attainment levels by ensuring that every child gets the basic necessities for school such as school materials, including uniforms, pencils, and books, among others.

Spotted shopping in the heart of Georgetown was ATISIA FRANK, a mother of three, who has been benefiting from uniform vouchers since its implementation.

Asked about her thoughts on Government’s move to increase the voucher allowance, Frank said although she is “thankful,” she is a tad disappointed, as the increase “doesn’t make much of a difference.”

“The $10,000 was a great relief for me, because when ah would get it, ah would go right away and buy them textbooks and so for my kids,” Frank said.

She then suggested that Government should link the $10,000 cash grant with the school uniform voucher programme.

Sharing similar thoughts was PAM SANKAR, who was seen shopping at Ken’s Business Enterprise on King Street, Lacytown. Sankar, who has several nieces and nephews, said that they too have been benefiting from the school uniform voucher programme, but it has not been doing much over the past few years, since the amount is “little.”

“They would receive it, but then it’s no money to buy anything; and the increase is worth nothing, though I welcome the move. The $10,000 is better, and used to

purchase a lot of things for them,” said Sankar.

Father of six, and owner of Ken’s Business Enterprise, SHAZAM KHAN, echoed similar sentiments.

“I don’t think it’s sufficient; they [Government] need to do more, because if they are going to scrap the $10,000 cash grant, then they have to give more because a family of three or more kids cannot depend on that $2,000 right now,” Khan said, adding that with the drop in business, parents will currently find it tough to make ends meet come September.

Breathing a sigh of relief is JILLYNE BELL, Assistant Mistress (AM) of Paramakatoi Secondary in Region 8 (Potaro-Siparuni), which has a student population of 500.

“I think the increase is great, though it could’ve been more, since the Paramakatoi village itself is very expensive and the majority of parents in the village do subsistence farming to provide for their families and it is difficult for them to purchase uniforms for their children,” said Bell.

Like the others, Bell believes that the programme should be tied in with the $10,000 cash grant, since “it was of great help, and parents made wise use of it in terms of shopping for stationery for

their children.”

However, persons who would have received payments ($800) to sew uniforms in remote hinterland locations will now receive a 25% increase, amounting to $1,000.

The “Because We Care” $10,000 cash grant programme that was started under the previous Administration is under thorough review, and will soon be considered by the Ministry of Finance.

In the meantime, the Ministry of Education will take steps to review the education sector’s spending priorities, which will determine whether the programme should continue or not.

Government is currently looking to channel the money towards those persons who need it, since it is of the view that the manner in which the programme was implemented, with no criterion to determine who benefits, was more reflective of political gimmickry.

The distribution of the school uniform vouchers is expected to commence after the budget has been finalised. Government has increased the school uniform voucher, and is also seeking to expand the school-feeding programme, with emphasis on the hinterland locations.

SQUATTER REGULARISATION

Minister Scott explained that the ministry will be regularising squatter settlements countrywide, as dwellers will be offered houselots to take up residence in a formal setting/fashion.

He explained that the Government’s aim in moving in this direction is to ensure that those Guyanese, who are living in unregularised squatter settlements, are placed in better conditions and are given the opportunity at improving their standards of living.

The Government intends to embark on a comprehensive layout of community planning and design, community infrastructural development, land divestment and squatter regularisation. “In this holistic approach, all Guyanese will have access to serviced lots and housing.

15 We intend to pursue a number of financing options to realise these. We will aim to regularise squatter households and will improve the availability and quality of housing in hinterland communities,” the minister said.

The minister pointed out that his Government will not be playing “joke” with people’s lives as persons were allocated lands under the former Administration for exorbitant sums of monies and to this date cannot take up these lands or even start construction.

Plans are on stream, Scott added, to develop the infrastructure in these already existing housing areas and facilitate persons taking up their spots in a more organised manner.

Visually-impaired students secure top grades at CSEC

RESULTS for the second batch of visually-impaired students who sat the Caribbean Secondary Education Certificate (CSEC) examinations in May/June were released yesterday and saw a distribution of Grade One and Two passes.

After 10 months of vigorous preparation, that second batch, consisting of 10 visually-impaired persons managed to obtain an 80% pass rate, with top student Alwyn Adams securing three Grade One passes -- in Principles of Business, Office Administration and English ‘A,’ while earning Grade Two passes in Human and Social Biology (HSB) and Social Studies.

The results were announced yesterday at the office of the Guyana Society for the Blind (GSB); and Ganesh Singh, GSB Project Coordinator, highlighted that though the pass rate has dropped from that of last year’s 84%, the society is still proud of the achievements of its second batch.

The Guyana Chronicle caught up with four of the GSB top students, all of whom shared similar dreams of pursuing their academic studies at the University of Guyana and the Cyril Potter College of Education (CPCE).

Though suffering from an inherited condition of ‘Retinitis Pigmentosa’, which causes a gradual breakdown and loss of cells in the retina, 36-yearold ALWYN ADAMS has emerged as this year’s CSEC top student from the Guyana Society for the Blind.

Adams, like any top performer, was overjoyed when the results were revealed. He reflected on the challenges he

faced throughout the months leading up to the examinations.

“HSB was the most challenging, because it was all new to me, but I am still satisfied with my Grade Two pass; and I want to thank my tutors, who were excellent in

Having secured three Grade One passes -- in English ‘A,’ Principles of Business and Human and Social Biology at last year’s sitting, 26-year-old DOUGLAS TIKA sat an additional three subjects this year, and has secured Grade Three passes in Caribbean History, Social Studies and Office Administration.

Displaying a tad of disappointment, Tika said he is satisfied with his results, and will be attending the University of Guyana soon to pursue studies in either Communications or Physical Therapy. At the age of 15, Tika was shot in his head at a party, which resulted in visual impairment in both eyes. He wrote CSEC in 2007 but it was challenging as he was then adapting to his condition.

Last year, for the first time ever, the Guyana Society for the Blind recorded tremendous success at the CSEC, as its student Rosemary Ramitt secured five Grade One passes in all five subjects, followed by Odessa Blair, who secured five Grade Two passes.

Though the pass rate has dropped, Singh said, come the new batch, the society will implement strict measures so as to avoid another reduction in the pass rate.

Waramadong Secondary to be renamed - after late Minister Fox

IN recognition of her immeasurable contribution to her nation, the life and work of the late Minister in the Ministry of Education Desrey Fox, will now be honoured, as President Granger yesterday announced that the Waramadong Secondary School will be named after her.

The President was at the time addressing the 2015 National Tosaho’s Council meeting at the Arthur Chung Convention Centre at Liliendaal,Greater Georgetown.

“I wish to reiterate that education is important to everything that we do, and this morning, I wish to pay particular tribute to those who have been produced in our indigenous communities. But particularly, I want to recognise one who

has left an indelible mark on education; an indelible mark on the indigenous People in this country,” President Granger said.

The President told the gathering of indigenous leaders that it was the late Minister Fox who was instrumental in bringing the Akawaio culture into the mainstream of the education system in Guyana; and that it was for this reason, and her many other contributions that the Administration is pleased to honour her.

Asked to comment on the proposed recognition, the late minister’s son Mensah Fox said the renaming of a school in his mother’s honour is “a big step taken by the Government” and one that finds favour with the Fox family.

The Late Dr Desrey Fox “We are extremely proud of her achievements, and it brings us great happiness,” Mensah said, adding: “I know there is a lot that she has done, and a lot that she had in store to do, but this recognition is one that we appreciate.”

Noting that his mother was a student of the Waramadong Secondary School and a daughter of the community, Mensah said that not only is it a fitting tribute, but something that the people of Waramadong will cherish dearly.

He also believes that a lot of his mother’s unfinished work will now see the light of day. “Yes, I do believe that a lot of what she had planned would now be realised by this Government,” he said.

The late minister, who was also a former Curator of the Walter Roth Museum of Anthropology, died on December 11, 2009, aged 54, following a vehicular accident. At the time of her death, Dr. Fox, with the help of others, was in the process of translating the National Anthem into the nine Amerindian languages.

Born January 2, 1956 at Waramadong Village, Region 7, Desrey Clementine Caesar attended the Waramadong Primary School and the Campbellville Government School, and then briefly the Georgetown Seventh-Day Adventist Academy. She was awarded a nursing scholarship in 1973, and was a trained midwife at the Georgetown Hospital School of Nursing. She married a few years later.

In 1977, she joined the University of Guyana (UG) as a junior researcher attached to a special project, referred to as the Amerindian Languages Project. She continued serving within that unit until it evolved into what is now the Amerindian Research Unit.

The focus of her research was cross-cultural, resulting in data being collected and analysed on a wide range of Amerindian issues and situations in Guyana, such as their pre-history, present history, spirituality, demography, geography, rites and rituals, kinship networks, language, music and general aspects of their ways of life.

She obtained a Master of Arts in Environmental Anthropology from the University of Kent at Canterbury in the United Kingdom in 1997, then a PhD in Linguistics from Rice University in Houston, Texas in 2003. She also pursued a Master of Arts in Linguistics at the same university in 2003. She did her BSc in Sociology at the University of Guyana. (Ministry of the Presidency)

Media houses take flak for violating workers’ rights

By Leroy Smith THE Department of Labour within the Ministry of Social Protection has found that the Guyana Times newspaper has the most recorded cases of violations against workers and their rights.

This is according to the department, following a meeting on Monday between reporters and Minister within the Ministry of Social Protection Simona Broomes, Deputy Chief Labour Officer Lydia Green, and consultant to the Department of Labour Francis Carryl.

It was pointed out during the meeting that while most of the complaints about violations of workers’ rights came from Guyana Times and TVG Evening News, those reports were made by persons including reporters, who asked that their names be withheld to avoid victimisation on the job.

The Department of Labour also spoke to the many outstanding labour issues that have to be addressed with the Guyana Times and TVG management on treatment of their staff.

The complaints, however, were not restricted to claims about working conditions against Guyana Times, but almost all media houses in the country, including the State-owned media.

From all indications, the meeting heard that most of the discomfort seemed to be affecting workers within the State media, although the reports have not been forthcoming. The ministry has been doing its own investigations into the entities, and gathering some information.

One of the common concerns the department found among reporters, is that they are mandated to work long hours, work on their days off, work overtime and holidays and are sometimes not properly paid for this in accordance with the labour laws, while in some cases, no

payments at all are made.

The department made it clear that no worker, despite which company they work for, should be made to work beyond eight hours and not be paid for it. Additionally, while the minister

According to Minister Broomes, while they have not yet visited media houses, at many of the other workplaces that were visited they had very poor records, inappropriate staff accommodation, unsanitary lunch areas and other facilities and services which were not of an acceptable standard.

The minister stated that those things need to be corrected and the new Government will. She spoke of the process already being looked at internally with all permanent secretaries of various ministries receiving memos from the Department of Labour of what is expected of them.

The minister and her team will be moving to have a meeting with the Guyana Press Association and unions representing media houses. The meeting which was held on Monday was primarily for the managers and operators of media houses, but with the exception of one proprietress, there were no other principals from any media house present.

That was seen by the minister and her team as very depressing, since it indicated the level of regard they have for their workers.

The ministry will, however, be again extending an invitation to the media managers and operators to a meeting, but this time it is expected to be done through the grouping that was formed some time ago to represent them.

The minister also noted that the department is not just for mediation on behalf of workers, but also employers and the mandate of the department is to look after the interests of both the employer and employee. Minister Broomes made it clear that she is not prepared to give away the rights of the employee nor the employer.

CRIME Chief Wendell Blanhum yesterday said that the police will certainly get those responsible for the brutal murder of the owner of Jade Stone Chinese Restaurant.

He added that they are doing some work behind the scenes, and it is just a matter of time for a breakthrough, but he refrained from giving away much about the probe.

The well-known city

restauranteur, Zhenjz Su, known as ‘Black Chiney,” was murdered in his home following what appeared to be a well-orchestrated home invasion by a group of men.

His body was found in the kitchen area, with multiple chop wounds, and bound and gagged.

The man’s wife, Fei Su, 32, was severely beaten and even lost some teeth during the ordeal.

Champions go head-to-head to lead sport in crisis

By Nick Mulvenney BEIJING, China (Reuters) Sergei Bubka and Sebastian Coe were pressing the flesh among IAAF Congress delegates yesterday in a final push for votes ahead of today’s election for the next president of the governing body of athletics.

The doping allegations that have rocked the sport in the run-up to the 15th world championships could not fail to be a campaign issue as the two former Olympic champions go head-to-head to replace octogenarian Lamine Diack.

It is, however, by no means the only issue engaging the 214 national federations who will vote to decide which of the two track and field greats will lead the sport after 16 years under the guidance of the Senegalese.

Diack said on Monday that he was confident of the future of the IAAF under either of the “bona fide sons of the sport” after the “foundation” he had laid.

The manifestoes of the two candidates to replace him, however, suggest athletics is still struggling for profile and the cash that goes with it outside the quadrennial Summer Olympics.

Both Bubka and Coe have plans to promote the sport better, generate more revenue from sponsorship, coordinate the top level of competition into a more immediately understandable and saleable product as well as to attract a younger audience.

Coe would certainly have been talking to delegates about his role in successfully delivering the London Olympics, while Bubka can point to his stewardship of the Ukrainian Olympic Committee to illustrate his leadership credentials.

Both showed fierce competitiveness during their athletics careers -- Bubka as the most dominant pole vaulter of the modern era and Coe as a champion middle distance runner -- so it would be no surprise if the vote was very close.

It seems unlikely that the issue of doping will prove decisive.

Englishman Coe, who will offer each federation an annual grant of $25 000 if he wins, has garnered more public declarations of support but his Ukrainian rival on Monday said he was confident of victory.

And while the issue of doping and the public relations crisis it has plunged the sport into over the last few weeks might not decide the election, dealing with it will be the first major task the successful candidate must undertake.

OVER the last weekend, the community of Linden was abuzz with activities when the Boyce and Jefford Classic hosted its Athletics Championship.

The event is the biggest

track and field meet in the country, where for athletes, especially the ones locally based; it’s their biggest payday.

Most of the athletes that were at the event on Sunday were from either Linden or Georgetown, and to take another event from Linden like others (Mash, Football) would be another loss for the community and promoters. Athletes would be happy to go there because of their safety but promoters would lose out. A similar facility should be built in Linden because it would cost more to renovate the MSC.

Strangely enough everyone I spoke to said the Boyce-Jefford Classic should be moved to Leonora. First the rain was a factor and secondly Leonora has a facility with a track built to International/Olympic specifications.

It was the unanimous view that the Boyce-Jefford Classic has outgrown the MSC. I also enquired of the organisers of the Jefford-Boyce Classic about Government funding and the answer was NONE, although they did mention that they wrote to the Government requesting funding but ... The organisers were miffed that the Port Mourant Horse Racing Meet ‘Guyana Cup’ held on the same day as their event, however, received Government funds to the whopping tune of $14M. I do not believe the amount is factual but I may be inclined to believe that some funding may have been given to the organisers of the Horse Race Meet.

The organisers were also extremely disappointed that not a single Government official attended the Jefford-Boyce Classic although official invitations were sent but said same Government officials were at the Port Mourant Horse Race Meet held on the same day as the Jefford-Boyce Classic.

I hold no personal interest in Jefford-Boyce Classic except as a financial sponsor and it’s on this basis I make the comments aforementioned and the ones below.

Personally I would like to make a greater sponsorship next year and like this year travel again to the mining town and spend the weekend.

I also want to see good competition on a track and not a soggy field where I fear the athletes will injure themselves. I don’t want to see the shot putter falling over in a puddle of mud or a sprinter dodging a puddle.

It would be remiss of me not to mention that during a one-day visit to Region 10 on August 7, 2015, Director of Sport Christopher Jones made a pledge while attending the ‘Respect The Game’ Linden Charity Basketball Game that upgrading/modernising the MSC where the Jefford-Boyce Classic is held was part and parcel of his vision.

Brilliant Pestano leads RHT Gizmos & Gadgets to softball title A BRILLIANT innings of 121 off just 42 balls from Clinton Pestano led the Rose Hall Town Gizmos & Gadgets team to an easy victory over Ankerville in the final of the 2015 Port Mourant Softball Cup. Playing in front of a large crowd at the Port Mourant Cricket ground on Sunday, Pestano struck six massive sixes and nine fours as he and Berbice senior player Jason Sinclair added 151 for the second wicket to propel the side to an imposing 184 for 2 off their allotted 20 overs.

Pestano’s century was the first in the five-year history of the tournament.

Winning the toss and batting first, Rose Hall Town Gizmos & Gadgets lost opener Oliver Giddings for 8 at 23 for 1 before Sinclair and Pestano, who struggled earlier to get the ball away, got settled in.

At the semifinals on Saturday the RHT Gizmos & Gadgets relied on the strength

of a brilliant 61 not out from Pestano again, as they defeated Albion by 5 wickets while Ankerville upset Port Mourant by 80 runs.

The tournament started Friday with eight teams - Rose Hall Town, City Star, Ankerville, Tain, Belvedere, Port Mourant, Albion and Block 4.

At the presentation ceremony, organiser Roy Ramgoolam of New York expressed gratitude to the eight teams for their high level of discipline and congratulated the Rose Hall Town Gizmos & Gadgets for winning the 2015 Championship after being the losing finalists last year.

Rose Hall Town received $400 000,

the Championship trophy and medals for each player while Ankerville received $200 000, runners-up trophy and medals.

Port Mourant Cricket Club carried home $100 000 for 3rd place while Pestano received trophies and a combined $80 000 for being named Man-of-the-Final and Best Overall Batsman of the tournament (270 runs).

East Coast Cricket Board 15th Academy starts Monday YOUTH cricketers, male and female, along the East Coast corridor, will convene at the Lusignan Community Centre on Monday at 08:00 hrs when the East Coast Cricket Board (ECCB) launches the 15th edition of their annual Cricket Academy.

Director of Sport Christopher Jones is expected to deliver the feature address and consequently declare the proceedings open.

Activities will be held under the theme ‘Cricket – Professionalism and Healthy Lifestyle,’ and are for children 12-17 years old.

Over fifty aspiring cricketers, drawn from Ogle to Abary, are expected to participate in the programme.

Organisers have also intimated that participants will enjoy interaction with senior and former national cricketers who will be present at the forum.

While there, the seniors will introduce the youngsters to the techniques of the sport while sharing their experiences on the national field.

Several resource persons will entertain thought-provoking discussions on cricket-related and other topics during the proceedings.

Persons will include a statistician, who will speak on the history of West Indies cricket. National umpire Davteerth Anandjit will discuss the laws of cricket and umpiring, while a qualified scorer will deal with the intricacies of the scoring system.

Officers from the Cove and John Police Station will tutor the aspiring cricketers on road safety practices, while former executive of the Guyana Cricket Board, Ronald

Williams, will discuss careers in cricket and discipline.

Participants will also receive tutoring in drugs and sports (Darshanand Rampersaud), Importance of Education (former school senior master Judister Rampersaud.

Other topics will include Leadership and Sportsmanship, HIV and Teenage Sex, Food and Nutrition, Social Etiquette/ Grooming and Discipline.

It must be noted the more than twenty-three participants who have attended the ECCB Annual Academy over the years went on to represent Guyana with distinction.

FIFA official proposes abolishing executive committee in reform plan

By Simon Evans ZURICH, Switzerland (Reuters) - An official overseeing reform efforts at FIFA has produced a radical blueprint for reform of football’s scandal-hit governing body, including the abolition of its powerful executive committee, according to a person with knowledge of the plan.

Domenico Scala, the independent chairman of FIFA’s Audit and Compliance Committee, proposes replacing the executive committee with a dual structure.

There would be a management committee including independent professionals charged with ensuring FIFA’s day-to-day running, and a governing council playing more of an oversight role, the source said.

The governing council, which would have a lot less power than the executive committee, would be elected

by FIFA’s Congress, which consists of representatives from its 209 member-associations around the world.

FIFA is facing unprecedented pressure to reform following the May indictment

by U.S. authorities of nine current and former football officials on bribery-related charges. Many of them had served on the executive committee or in other FIFA positions.

But the proposed reforms are likely to face huge resistance from many within FIFA and from six regional football confederations, who currently wield a lot of influence because they nominate members of the executive committee.

The move would remove the direct link between the continental confederations and FIFA’s power structure.

A new Reform Committee, headed by former International Olympic Committee director general Francois

Carrard, could take a different view, and although Scala is supposed to be overseeing its efforts he isn’t in a position to control it.

Also the outcome of

Domenico Scala, chairman of the FIFA’s Audit and Compliance Committee the February 26 vote to elect a new president to

replace Blatter will likely have an impact on any proposals for major structural change.

Scala, who is the person charged by FIFA’s outgoing president Sepp Blatter with implementing reforms, presented the plan to the executive committee at its meeting in Zurich on July 20, the source added.

TERM LIMITS His reform plan also includes the introduction of term limits for all elected officials in FIFA. They would be limited to a maximum of three fouryear terms and FIFA would also then demand that national football associations and confederations bring in the same limits - effectively spreading the practice to other levels of the game’s governance, according to the source. Previous proposals had only included term limits for the president.

Although FIFA does not have the power to force its

member associations to introduce their own term limits, the plan envisages changing FIFA’s rules to ensure that only associations with term-limits are able to have individuals elected to FIFA’s bodies.

A FIFA spokesperson did not immediately return an email seeking comment on Scala’s plan.

Following the July 20 meeting, FIFA did issue a statement which said the meeting had heard the plans for term limits and “higher standards of governance at all levels of football structures including confederations and member associations, as well as individual disclosure of compensation. “It added: “The members welcomed the presentation on reforms delivered by Domenico Scala ... the Executive Committee, supported by the confederations, reiterated its unity and stated its firm commitment to reform.

“The executive commit-

tee has already lost some of its previous power as recent reforms took away its ability to determine who hosts the World Cup that is held every four years, giving it to the full Congress instead.

The executive committee’s last such decisions – the granting of the rights to hold the 2018 World Cup to Russia and the 2022 competition to Qatar - are currently the subject of a separate investigation by the Swiss authorities into alleged corruption in FIFA. Swiss businessman Scala was appointed to his position in May 2012. He has also been made head of FIFA’s ad-hoc election committee for the presidential vote.

FIFA’s new 15-member Reform Committee is due to meet in mid-September and the organisation has said that the body will be “overseen” by Scala’s Audit and Compliance Committee and FIFA’s Ethics Committee.

Ramdhani, Mangra depart for CAREBACO U-19 Championships GUYANA’S Narayan Ramdhani and Jonathan Mangra departed on Monday to attend the CAREBACO (Caribbean Regional Badminton Confederation) International Under-19 Championships in Santo Domingo, Dominican Republic.

The championships will be held August 20-23, 2015.

Narayan, who completed a high intensity training camp at the Pan Am Junior Academy held in Tijuana Mexico, came home last Sunday before leaving the following day.

He will join Mangra to compete in the Under-19 Singles and Doubles Events.

This event is a World Badminton points standing event and both players are expected to better their world rankings by increasing their points.

Rogers confirms Test retirement LONDON, England (Reuters) Australian opening batsman Chris Rogers confirmed yesterday that he will retire from Test cricket at the end of the current Ashes series in England.

Rogers had already indicated that the series would be his last and the 37-year-old told reporters in London he had no reason to change his mind.

“I think it is time, I have had an amazing couple of years playing for Australia and enjoyed it and (have) been part of some pretty special things but everything comes to an end and I have been pretty lucky,” he told reporters at Australia’s hotel in London.

“You are never 100 per cent sure but I felt like this was the last one, there have been a few things, particularly the head issues lately, I am quite happy to call it a day.

Long-time athletics administrator Livingstone Bostwick passes away BERNARD Livingstone Bostwick, who spent a lifetime in athletics administration, passed away last Friday morning. He was 71.

As an athlete, he participated in softball, cricket, soccer and athletics. A teacher by profession, Bostwick began his athletics administration as secretary to the Ambassadors Sporting Club and became secretary of the Bahamas Amateur Athletic Association, now Bahamas Association of Athletics Associations (BAAA), in 1968.

He retained that position until 1997. He

Athletics Congress in 1982 by president Dr Bernard Nottage. He was the organisational secretary and meet director for just about every international competition held in The Bahamas until the 2005 Senior Central American and Caribbean (CAC) Championships.

He is credited in bringing the federation into the digital age. Bostwick represented The Bahamas at many International Association of Athletics Federation’s (IAAF) Congress meetings, and received an IAAF Veteran’s Pin at the 1999 Seville Congress.

A long-standing member of the National Sports Advisory Council, Bostwick was appointed secretary/treasurer for the Central American and Caribbean

He was one of five Bahamians inducted into the CAC Hall of Fame in 2008. Bostwick was also a long-serving member of the Bahamas Olympic Association (BOA), where he left in 2008 as assistant secretary.

Bostwick is survived by his wife Branhilda, children Barry, Gena, Bernard, Tammy, Brendan, Kijana and Alicea.

BEIJING, China (Reuters) - European Athletics chief Svein Arne Hansen has called on the new IAAF president and council to put doping at the top of their agenda for the next four years.

Britain’s Sebastian Coe or Ukraine’s Sergey Bubka will be elected president of the sport’s governing body at Congress today along with a fresh council.

“It is clear our members feel there needs to be more proactive communication from the IAAF,” Norwegian Hansen said in a statement yesterday.

“They also say that if there is anything more our sport can do to get a handle on this issue it should be done as soon as possible.

“Doping in sport is a complex challenge

and I think we need to expand the fight and our dialogue beyond new rules and the number of doping control tests carried out,” added Hansen, who will serve on the new council as the European representative.

Athletics has been rocked by doping allegations in recent weeks and by suggestions the IAAF does not do enough to tackle the problem.

Education is important, said Hansen, an advocate of lifetime bans for doping offenders, but not the complete solution.

“I think we should also look at the structure and programmes of the fight against doping in each country to understand how serious they are and the resources they have available,” he explained.

The sport’s premier event, the world championships in Beijing, starts on Saturday.

The competition will then continue on Sunday, August 23 with another double-header; Retrieve Raiders clash with Pacesetters while Ravens and Royals are down to continue their strong rivalry in the sport.

The second-placed team will pocket $60 000 and third-placers $40 000. Trophies and medals will be awarded to the top three clubs. Trophies will be presented to the Most Valuable Player, Best Uniformed Team and Most Disciplined Team.

Bulls charge past Jets 69-61 to cop LABA Under-23 trophy … Terron Welch named MVP

By Joe Chapman LED by their superb guard Terron Welch who knocked up 33 tournament-high points and a talented supporting unit, the Half Mile Bulls continued their dominance of the Linden Amateur Basketball Association’s (LABA) Under-23 championship with a dominant 69-61 to down Amelia’s Ward Jets in the final last Friday night at the Mackenzie Sports Club hard court.

But it was the Jets who took the jump start, doubling their opponents’ score 10-5 at

the end of the first quarter, behind some fine inside penetration from centre Adrian Webster and they still held sway at lemon time 35-32.

However, this seemed to be a wake-up call for the Bulls, as Welch and company engineered a swift turnaround of fortunes and in the pivotal third quarter, they took hold of the game and ended that period 60-49.

They developed the lead in this stanza by as many as 20 points and cruised home finally 69-61.

top-scored with 33 points, but also collected seven rebounds, a similar number of steals and dished out six assists, while guard Dennis Niles scored 12 points had four rebounds, four steals and four assists. Power forward Travin Dryden got 10 points and seven rebounds and Jamal Bethune netted eight points, took five rebounds and stole the ball 12 times for the winners.

In the third place play-off game Victory Valley Royals took that position with a sound 66-40 victory. They had taken a 27-5, 43-15, 58-28 and then 66-40 through quarters. Keifer Tappin was the game’s best scorer with 21 points for the Royals as Nevin Glenn contributed 13 for the winners, while for the Raiders, Otis Williams got 10 points.

The presence of Adrian Webster inside was not enough for a winning score by the Jets as he netted 23 points and hauled down 21 boards. The other top scorers for the Jets were Parris Cadogan with 11 points, three rebounds, two assists and two blocked shots and Keith Butters who also contributed 11 points.

GFC Camp gaining momentum THE Junior Jaguars Summer Camp, a collaborative effort of the Junior Jags Football Academy and the Georgetown Football Club (GFC), is gaining momentum according to facilitator Faizal Khan who yesterday spoke to Chronicle Sport.

Khan noted that the turnout for the inaugural edition of the three-week session which closes off on Friday has been great adding “I’m very impressed with the turnout. There are over 35 children, both boys and girls, ages four years right up to 11 and they are split into different groups. The coaches are all here; several are (players) from the GFC first team as well as some of the senior players who are helping out.”

He noted that persons are being encouraged to join the sessions as they teach the grassroots basics of the sport.

Camps like these, he noted are integral to the development of all levels of football because they often work as spotting grounds for future players.

“Well, we are trying to help join the revolution of the club, obviously one of the oldest in the country; we’re fundraising but it doesn’t get more grassroots than this and this is Pee Wee tournament football and we hope that the parents, the friends, the family and the youngsters themselves will like what they see here and join the club and help build back this establishment,” added Khan.

The camp which commenced on August 17 is being held at the GFC Ground, Bourda from 09:00hra to 12:00hrs on Mondays through Fridays, with Khan adding that persons can still bring their children to join. (Stephan Sookram)
