Ramjattan warns illegal firearm holders of no sympathy come October - Gun Amnesty likely to be extended

By Ariana Gordon MINISTER of Public Security Khemraj Ramjattan on Saturday said there is a possibility that the gun amnesty granted by his ministry may be extended.

“If you don’t bring in your guns then we start the crackdown in October month and people start begging you to please do back an amnesty, I may very well do it back for December month.”

The minister was at the time speaking with reporters at the Whim Cricket Ground, Berbice, where a Community Outreach Meeting was held.

He noted that after the first day of the gun amnesty, the response was not as great.

He could not provide figures to date of the number of guns and ammunition surrendered.

“I haven’t gotten todays and yesterday’s figures. But

after the very big first day, it was rather disappointing the following days.”

Despite that, the minister said he is pleased with the progress of the amnesty so far. “The first day was wonderful, to get a thousand round of ammunition is worth the whole month. We must be proud of the fact that at least that happened.”

He encouraged those gathered to surrender all guns and ammunition that were illegal.

“As I come to these meetings, I am telling people get your close friends and families and persuade them to bring them in. It is one of the options, one of the tools in the tool box.”

PM to appoint special rep in Berbice - To address county’s concerns in a timely manner

By Ariana Gordon PRIME Minister Moses Nagamootoo on Saturday announced that he will be appointing a representative to be stationed in Berbice to listen and channel all complaints of residents there to the respective government offices.

The Prime Minister made this announcement at his first community outreach programme held at the Whim Cricket Ground.

“Soon I will appoint someone in Berbice to be the Prime Minister ’s representative of Berbice and we will open an office, where this representative of the Prime Minister will receive all the complaints and channel them to the nearest ministers and officials for attention, so that you know that we are your servants. “ We a r e e l e c t e d t o serve you, to attend to your problems, to attend to your needs,” he told those gathered.

The Prime Minister ’s announcement came amidst complaints from residents of Region 6 that their grievances are not being addressed in a timely fashion.

Nagamootoo noted that it was his intention to name Ramayya the Prime

Michael Singh, a pensioner, said he has been having electricity problems for months but every time he visited the power company, he was promised a visit but no representative visits his home. Singh said a commitment was made by the GPL official present to investigate his matter.

“The man I met said he will have the technicians visit my home. I tired going to GPL but after I hear the ministers coming I decided to try my luck.”

Austria, Germany open borders to migrants offloaded by Hungary (Reuters) AUSTRIA and Germany threw open their borders to thousands of exhausted migrants on Saturday, bussed to the frontier by a right-wing Hungarian government that tried to stop them but was overwhelmed by the sheer numbers of people.

Left to walk the last yards into Austria, rainsoaked migrants, many of them refugees from Syria’s civil war, were whisked by train and shuttle bus to Vienna, where authorities promptly arranged for thousands to travel on to Germany.

The German state of Bavaria said 2,000 of up to 7,000 Syrian refugees expected in the country on Saturday had arrived on

special trains in Munich.

Queues snaked toward tents where the new arrivals were being registered.

Austrian police said more than 6,000 people had entered the country by midday with more expected in what has become Europe’s most acute refugee crisis since the Yugoslav wars of the 1990s.

In Salzburg, the last city before the German border, teams from aid organisations and spontaneous volunteers rushed to pass warm clothes, shoes and cigarettes through the doors of trains stopped at platforms.

Munich police said Arabic-speaking interpreters were helping refugees with procedures at the emergency registration centres. The

“The Dublin rules are still valid and we expect other European Union member states to stick to them,” he said.

In Budapest, almost emptied of migrants the night before, the main railway station was again filling up with new arrivals, a seemingly unrelenting human surge northwards through the Balkan peninsula from Turkey and Greece.

At the station, people handed out clothes, shoes and blankets while children laughed and played football.

Jailed Guatemala ex-leader denies corruption charges GUATEMALA’S former president has appeared in court after spending his first night in prison.

Otto Perez Molina, 64, rejected allegations that he was the mastermind of a customs corruption scheme dubbed La Linea, or The Line.

At least 100 people are being investigated over the scheme.

A judge in Guatemala City ordered his detention on Thursday while hearings over the corruption allegations took place.

After Friday’s second day of hearings, Mr Perez Molina was again taken from court to a military prison in the capital.

Mr Perez Molina addressed the court on Friday.

“The first thing I want to deny: I don’t belong to La Linea,” he said.

He denied taking any bribes and promised to co-operate with the investi-

gation.

“Your honour, I am not going to risk my dignity, my work, nor all the effort I have made for Guatemala in return for $800,000,’’ he said, in reference to the amount prosecutors say he received illegally.

Investigators say the scheme involved businesses paying bribes to government officials and customs officers in return for being allowed to evade import duties.

Mr Perez Molina reminded the court that he had rejected much higher bribe offers from the fugitive Mexican drug lord, Joaquin “Shorty” Guzman in 1993.

Mr Perez Molina led the operation that led to his arrest in Guatemala.

“After his capture, I was offered 10, 15 times more than that amount in bribes [to let him go]. I didn’t do it because that goes against my principles,” he said.

Guzman, who is the lead-

er of the Sinaloa Cartel, was extradited to Mexico, but escaped from a high security jail for a second time earlier this year.

Guatemala’s Congress stripped Mr Perez Molina of his immunity from prosecution on Tuesday.

That opened the way for criminal charges to be brought against him.

The vice-president was sworn in as interim head of state ahead of elections this Sunday after Mr Perez Molina resigned on Thursday.

Alejandro Maldonado is expected to govern until the new president is sworn in on 14 January.

(Trinidad Guardian) ACTING Police Commissioner Stephen Williams says there will be an adequate number of police officers on duty during the general election on Monday.

Williams said this during the distribution of textbooks and school supplies to underprivileged children at the Beetham Joint Community Centre yesterday.

Seventeen students from primary and secondary schools were assisted with their textbooks and supplies for the new school term.

The items cost $25,000 and were funded by the Inter-Agency Task Force’s Heart and Mind Foundation.

“The Police Service under the law has a responsibility to have a police presence at all polling stations and we will have full coverage.

“All polling stations will be covered by a police presence and across all communities and there will be mobile patrols running throughout election day,” he said.

Williams said Commonwealth and CARICOM observers were briefed and updated on the policing plan and how the Police Service was going to ensure a safe and secure election.

Mr Perez Molina resigned on Thursday stitutionally barred from seeking re-election.

Mr Maldonado had only been in the post of vice-president since mid-May, when his predecessor Roxana Baldetti resigned.

Ms Baldetti is accused of involvement in the same corruption scheme that Mr Perez Molina is said to have masterminded. She is also being held in prison.

Mr Perez Molina’s resignation on Thursday and arrest are a huge victory for an unprecedented anti-corruption protest movement that had swelled in recent months, with regular marches in Guatemala’s major cities.

Tiny Birds, Big Drama: Inside the World of the Birdmen of Queens

Cheaper Transportation for Berbice River Users

OUR editorial in last Tuesday’s edition called on the government to ensure that when it comes to vital social services such as transportation, the people are not held to ransom by the logic of the market. While we believe that the private sector is a critical partner in the process of national development, we feel that it is the people who are the primary factor. We are, therefore, heartened that the government has moved very swiftly to protect the people who frequently use the Berbice River Bridge.

The announcement that the government has decided to make available cheaper transportation for the people via the introduction of water taxis should be commended by all who stand on the side of fairness. In this the age of private capital, it is not often that a government confronts a private company in defence of ordinary people. If this is a signal of things to come, then we may well see a Guyana where there is a more even balance between the rights and interests of private capital and the citizens.

The refusal of Berbice Bridge Company Incorporated (BBCI) to so far honour the request of the government for a reduction of the toll is the height of disrespect for the government. But more than that, it represents an insensitivity to the concerns of the poor. It is not that the bridge company will be refunded the money it would have otherwise lost from the reduction of the toll. In fact, Finance Minister Winston Jordan has said the company will be given a lump sum in advance based on projected revenue shortfalls as a result of the toll reduction. If there is a shortfall, the company will be paid the outstanding amount, and if the lump sum is greater, the additional funds would be rolled over to the next month. Far too often, private companies have taken advantage of the vulnerability of governments in the Caribbean when it comes to attracting investments. They have bullied governments into accepting agreements that are injurious to the interests of the people. Governments end up ensuring that which is good for the investor rather than what is good for the people and the country.

We are not unaware that investors must realise benefits from their investments; that is the primary objective of their investment. But there must be a balance between the quest for profits and the affordability of the service.

We are a relatively poor country. The cost of the toll could determine whether children go to school or not, or whether pensioners travel to visit relatives or to attend to other necessary matters. Or it could determine how much the taxi driver or operator earns on a given day.

These are bread and butter issues that have far reaching consequences.

We now hear that the operation of the water taxis is a violation of the agreement between BBCI and the government. But the government has correctly pointed to the fact that the agreement speaks to protection against competition in the transportation of vehicles, but not people. It is our hope that the government and the BBCI could eventually come to some agreement.

We believe that the bridge is a critical aspect of the transportation network in the Berbice area. In the meantime, relief to the people must not be stalled.

The cages were blanketed in white coverlets, some trimmed with lace. Inside each one was a delicate songbird: a chestnut-bellied seed finch native to the northern parts of South America and the Caribbean.

Sundays are race days, though the events are not really races but speed-singing contests. Two cages each containing a male finch, whose fierce calls are triggered by an instinctive desire to woo females and defend turf, are hung on a pole about an inch apart.

The birds are judged on the number of songs they sing.

Ostensibly, it’s a battle of the birds. But there is just as much grandstanding by their male handlers. Many hail from Guyana, with others from Trinidad, Suriname and Brazil, places where amateurs and professionals

The Guyanese Government began issuing permits for the legal export of birds in recent years, but importing birds on the books to the United States is an expensive and time-consuming process that requires approval from multiple federal agencies, hiring licensed bird brokers and paying government fees. A mandatory 30-day quarantine is also stressful on birds and can undermine their training.

the men erect a patchwork of wood and metal cages perched on car tops, benches, hanging on telephone poles or wooden stakes planted in the ground. In recent years, the mood there has become tense with a pervasive fear that undercover agents and informants lurk with binoculars and hidden cameras.

Mr Harinarain, known as “Bush,” wears a gold, flat-braided chain with a bird charm. He presides as an unofficial spokesman for the birdmen, at times to the chagrin of his peers who are reluctant to expose their passion to criticism. After emigrating

the finches, called “towa towa” in Guyana. But it was a tedious and difficult process, so now he imports them from Brazil, which has an organised industry of breeders. From a filing cabinet, he pulled out the birth certificate of one of the birds, a blue sheet of paper with a diagram resembling a family tree. Like racehorses, the male songbirds are bred for their pedigrees, he explained.

“Most of the guys don’t want to talk because they have illegal birds,” he said.

“Mine are legit.”

Mr. Harinarain said he understood that the agents were “just trying to do their

In Guyana, the finches are trapped with sticks coated with a glue-like gum, nets or cages, and are sold at markets or pet stores for as little as $5. But their value skyrockets in the United States, where a male finch might sell for from $500 to $10,000, depending on its pedigree and track record, according to the report.

When he could afford his own finches, he began organising competitions, eventually succeeding the older generation.

“I control the birds now,” he said.

Federal agents have visited Mr. Harinarain’s home in Cypress Hills, where he lives with his wife and 43 birds that chirp from almost every corner, including the bathroom. The more valuable ones are monitored with webcams streamed to his iPhone. And each week, he spends about $100 and about an hour every other day inspecting their feathers and toes, scooping 10 varieties of seed into their trays, dropping liquid vitamins into feeding tubes and filling plastic cups with water so they can “take a shower.”

His garage is crammed with bird trophies and dozens of dangling empty cages. He was among the first in New York City to breed

The agents reported that smugglers sometimes sedated the finches with rum or kept them awake with spotlights before they were lowered, wings pressed in a straitjacket position, into enclosure devices. These were often improvised from cardboard tubes or plastic hair curlers that would not trigger airport metal detectors.

Even after Operation G-Bird, Ryan Bessey, a square-jawed special agent with the Fish and Wildlife Service, said his office still handled several cases a

winner might buy butter rolls and coffee or a case of beer, or might collect a trophy topped with a golden bird. What keeps them coming back, they all said, are the fraternity, tradition and the chance to transcend their workaday lives.

In the winter, the men rent space indoors. But as soon as the weather warms, the company of regulars heads to Smokey Oval. “It’s a macho thing,” Mr. Harinarain said. “Our wives hate this, that we’ve got to wake up early in the morning and leave them.”

At the park, the men swap training tips, vitamins, antibiotics and even birds.

They pass along job leads or trade services. The perimeter has become a de facto market. A coconut seller hawks fresh juice from a van, and the men open up their S.U.V.s to sell specially designed splash guards for cages and bird seed imported from Guyana, or plucked from the side of the Van Wyck Expressway.

Suresh, who said he kept a finch above the bed, said his wife thought he was a “fanatic,” which he denied.

When they married, he said, “she knew the deal.”

“It takes a lot to get the birds to do what they do,” he said. “You’ve got to be with the birds to understand them.”

Coaching is a craft.

Some men acclimate their tropical pets to the rumble and flash of the city by taking them for evening drives or on their subway commutes. They bring them to the park to breathe fresh air and socialise with other birds.

This also inures them to crowds, which can be intimidating or distracting to the high-strung creatures. The men hold warm-up matches, called “ramping,” to see which birds are ready to compete. And they play YouTube clips and Bollywood songs from their phones to inspire the short, “jabbing” songs that the Guyanese men prefer.

- Food for the Poor urges health centres

EALTH centres and hospitals in receipt of generous donations of Vicks Nyquil Cold and Flu medication from Food for the Poor, for distribution to deserving patients at their facilities, are urged to fast track distribution of the drugs, so as not to get caught up with the expiry date.

Food for the Poor is reported to have distributed the supplies about four months ago, immediately after receiving them off the wharf.

The health centres were given the medication with the hope that they would have been distributed to deserving patients and households on demand. The first batch which was given to the institutions around May-June, 2015 has an expiry date of September month- end, while the second batch handed over in July has an expiry date of January 2016.

It is expected that the first batch of medication would have been issued to patients over the last three to four months, paving way for the distribution of the second batch.

It is the view expressed by concerned officials, that the distribution process for the first batch would have been completed by now. NyQuil is an ‘over the counter’ drug and

not a prescription drug.

This gift from Food For the Poor is most timely, particularly now that we are experiencing severe hot and dry weather conditions when people (and children in particular) are susceptible to colds and flu. Volunteer experience inspires Canadian woman to write Book of essays explores time spent helping disabled kids in Guyana AFTER decades of volunteerism and harbouring a dream close to her heart, Penetanguishene’s Nicolette Smith finally made it to Guyana.

The retired physiotherapist has now turned her experiences volunteering with disabled children in the South American country into a book of essays.

“I think I was born to be a volunteer,” she said. “When a door opens, I go find out what’s behind it.”

Smith had dreamed of helping people in Guyana since her early 20s.

Growing up in England, she and her husband, Martin Smith, immigrated to Canada in the 1970s and lived in different parts of Ontario while raising three children. The couple moved to Penetanguishene in 2009.

As a physiotherapist, Smith spent most of her career working in geriatric and palliative care, but later switched to pediatrics.

“Switching in my 50s to pediatrics was like a whole new career for me. Just amazing stuff,” she said.

After retiring, she signed up with British-based Voluntary Service Overseas for a two-year stint working for Hopeful Steps, a community-based rehabilitation programme in Guyana.

Smith’s book of essays, “Hopeful Steps,” is named after the group for which she gave lectures on topics such as the importance of parents playing with their children.

One mother, she said, thanked her for helping her feel less guilty for playing with her child when she could have been doing chores.

Changing the attitude of even a few mothers made the whole experience worth it, said Smith, who also trained nurses to identify and implement treatment for disabled children.

“Accessibility for children with

disabilities is a huge problem (in Guyana),” she said, noting there are few main roads and not all people who need special mobility equipment have what they need to get around.

Smith’s husband, who accompanied her just for the experience, wound up helping with this. An aeronautics engineer by trade, he helped fix equipment at the children’s rehabilitation hospital and built specialised furniture for those who needed it.

Her book, the beginnings of which she developed in Askennonia Seniors Centre’s “Let’s Write” class, also explores being a minority in Guyana as a Caucasian woman, the pleasures and pitfalls of riding a bicycle through a country plagued by thefts, and some of the inspiring people she met along the way.

“It’s far more rewarding to volunteer than to not volunteer. You get so much out of it,” she said.

CDB HELPS BOOST AQUACULTURE SECTOR IN GUYANA THE Caribbean Development Bank (CDB) is supporting the advancement of the a q u a c u l t u re s e c t o r i n Guyana, as the Ministry of Agriculture seeks to diversify the country’s agriculture industry. From August 17 to 21, 2015, CDB conducted a workshop on aquaculture farm management techniques for ministry employees—a training initiative that aims to revitalise the sector and improve the livelihoods of aquaculture entrepreneurs.

Fifteen Extension Officers assigned to the aquaculture sector participated in the Aquaculture Farm Management Techniques Training Workshop, which CDB presented through

its Technical Cooperation Division and Caribbean Technological Consultancy Services (CTCS) Network, in collaboration with the Fisheries Department of the Ministry of Agriculture.

“With transfer of learning to the work environment, this project is expected to contribute to increases in the number of aquaculture farms, employment, exports, and micro, small and medium enterprises’ (MSME) business performance. This will ultimately improve the livelihoods of small entrepreneurs within the Aquaculture industry, and increase the industry’s overall contribution to agriculture and Guyana’s GDP,” said Edward Greene, Division Chief of CDB’s Technical

Cooperation Division.

Aquaculture production occupies about 3,000 hectares of space across Guyana, with approximately 52 farms currently operating within the sector throughout eight of the 10 administrative Regions of Guyana. Despite cases in which the production of fingerlings has more than quadrupled over a fiveyear period, the number of aquaculture farms is dwindling.

“As a Government, we are looking to further promote this industry by looking at ways to promote the production of commercial species such as tambaqui and tilapia rearing. Training is important- because for us to be successful we need our fish farmers not be not only

well organised but to also be well trained. There is an ever growing market regionally and internationally and for us to tap into that market we have to be well organised,” said Permanent Secretary of the Ministry of Agriculture, Mr. George Jervis.

The sector continues to face challenges surrounding the supply of feed; exportreadiness of farmed products; the production of fingerlings for new or emerging species of fish; and the lack of human resource capacity. Combined, these issues contributed to a 47 percent decrease in production in 2011 and a further 15 percent decrease in production in 2012. In addition, the number of farms operating within the sector between 2008 and 2013

declined by 73 percent— from 196 to 52.

Of the 52 farms in operation, women manage six of them. This data presents the opportunity for CDB to identify the possible gender-related issues within the aquaculture sector and determine how these can be addressed to exploit the full potential of productive resources in Guyana and, ensure that women benefit from the growth potential of the sector.

“As a result of this Project, an analysis of the gender-related issues in the sector is being conducted and recommendations for addressing these issues and constraints will be presented. The information harvested from this exercise

will better position CDB and other development agencies, government agencies, and nongovernmental organisations to design technical assistance interventions that will seek to address the issues and challenges related to gender within the sector,” said Mr. Greene.

The workshop aligns w i t h C D B ’s s t r a t e g i c objective of supporting i n c l u s i v e g ro w t h a n d sustainable development, and the Bank’s corporate priorities of promoting private sector development leading to the enhanced viability of MSMEs, and supporting agriculture and rural development.

Barbados and St Vincent and the Grenadines settle maritime boundary

ARBADOS and St Vincent and the G re n a d i n e s h a v e reached a landmark agreement that settles the maritime boundary between their two territories.

The treaty, which was brokered with the support of the Commonwealth, was signed on Monday 31 August in Bridgeton by Barbados Prime Minister Freundel Stuart and Prime Minister of St Vincent and the Grenadines, Ralph Gonsalves.

Commonwealth Deputy Secretary-General Deodat Maharaj said: “By resolving years of legal uncertainty surrounding their maritime boundary, Barbados and St Vincent and the Grenadines are now in a better position to sustainably manage their ocean resources, including commercial fish stocks and subsea minerals.

“The treaty provides a range of commercial, tourism and shipping industries with the clarity they require and sets the framework for more

integrated ocean governance.

It not only gives authorities the certainty they require to protect fishing rights, it also means that there is agreement over the ownership of any resources that may be found beneath the sea in years to come.”

The agreement between the two countries is the outcome of a five-year programme of legal and technical support to the Government of St Vincent and the Grenadines, which culminated in negotiations for a boundary agreement in May 2015. The Commonwealth Secretariat has provided legal, technical and capacity building support to St Vincent and the Grenadines.

Describing the agreement as a “truly historic moment”, Prime Minister Stuart said: “The definition of the extent of a state’s jurisdiction over its land and maritime space is not a small matter. In fact, the ability of a state to exercise this jurisdiction

unimpeded is one of the very defining characteristics of sovereignty. To agree with one’s neighbours exactly where their jurisdiction begins and yours ends is thus a matter of the highest import to the proper conduct of the business of the state,” the

Putting the aggressive charges of ‘Ethnic Cleansing’ in Context

A

few days ago, President David Granger spoke out on the issue of ethnic witch-hunting or what the PPP and its talking heads have called ethnic cleansing. The President, as was expected, rubbished all that foolish talk by pointing to the partisan functions that were being carried out by people disguised as state functionaries. But even as I refer to it as foolish, the charges of ethnic cleansing are not accidental. They are meant to partly excite the ethnic insecurities of PPP supporters and partly invoke the Indian Guyanese narrative of suffering which gets louder when the government is led by the representatives of the opposite ethnic group. But they are meant to achieve another goal that is the subject of today’s column.

Make no mistake, navigating ethnicity is difficult.

Governing an ethnically divided society is quite a challenge; the government is constantly under the ethnic microscope. It has to find ways to survive the persistent ethnic onslaught. This onslaught by the PPP is driven by something more than normal ethnic reflexes. It is driven by the need to bully the government into halting the inevitable unravelling of the political and economic architecture of privilege and dominance of the country’s political economy enjoyed by the PPP elite and their friends.

For 23 years, the PPP employed its own model of ethnic survival. It reached for an extreme form of ethnopolitical domination that in the end transformed important sections of the state and government into creatures of

the ruling party. In the process, it neutralised portions of the African Guyanese leadership and masses through a combination of bribery and State force. The model worked for 23 years, but the price was very high. The State merged with political gangsters and was transformed into a criminal enterprise, or what Professor Clive Thomas labelled the “criminalised state.”

Political assassinations and extra-judicial killings of mostly African Guyanese men became normative and the leadership of the government and state was put in the hands of PPP members and supporters, most of whom were of one ethnic group. In the end the legitimate representatives of African Guyanese were shut out of the power structures of the country. A very powerful Indian Guyanese elite, which included a small number of African Guyanese and elites of other ethnic groups, emerged, and most of the State assets were transferred into private hands. As I argued in a previous column, one outcome was that African Guyanese resistance was subdued. The other related outcome was that the PPP was able to govern without much political challenge.

Were the PPP’s actions tantamount to ethnic cleansing?

No. Ethnic cleansing involves the physical removal of an ethnic group and that did not occur. But African Guyanese were in effect disenfranchised--although they had the vote, it did not lead to political and socio-economic empowerment for the group. While the Indian Guyanese masses were locked out of privileges on account of their social class, in our ethnic environment, they were wittingly and unwittingly compensated by the fact that power was wielded by the elite of their group.

But the accumulation of power and wealth by the

representatives of one ethno-political group was bound to have consequences if the PPP were to lose power. In 2011, the signals became clear that the end was near, but the PPP, blinded by the politics of domination, could not see it. By 2015 it was all over. The PPP tried everything to hold on to power because political power was critical to the protection of the privileges it had acquired for itself.

No multi-ethnic state could function properly with the ethno-political imbalance in wealth and in the leadership of the power centres. The logic of a change in government must lead in the direction of correcting that imbalance. One has to see the removal of PPP functionaries from some crucial State posts in this context. To expect the new government to govern with a state that is the creature of the PPP is wishful thinking. The Indian Guyanese working poor, most of whom are PPP supporters, have not been removed from their jobs. In fact the new government has bent over backwards to ensure that sugar workers remain employed. So the removal of the PPP boys and girls from some positions in the state is not about cleansing East Indians. It’s about restoring fairness and integrity to the centre of power.

Gov’t confident in REO appointments

OVERNMENT has defended its appointment of Regional Executive Officers (REOs) countrywide, saying that these appointments are “quasi political.”

This announcement was as a result of criticisms by the Opposition P e o p l e ’s P r o g r e s s i v e

Party (PPP), which has claimed that REOs who were considered political appointees were removed and replaced by political activists of the governing coalition. Most notable in this case was the removal of the REO in Region 6 and the appointment of former Parliamentarian Dr Veerasammy Ramayya, who was on the APNU/AFC coalition list of candidates for this year ’s general elections.

Minister of State Joseph Harmon, at a press conference Friday at the Ministry of the Presidency, said the appointments made thus far will bring

higher standards to regional governance.

“We believe that, as a government, we have the right to ensure that we have the right people in the right places to deliver the quality of service that we expect of them,” he said.

He explained the position of an REO is based on a contractual agreement and they are not public servants.

“The appointment of an REO is not one which requires public service approval.

“It is important that government’ programme not be stymied, that there be no blockages in the way to providing the quality of

service as a government, which we have committed to giving the people of this country.” Mr Harmon explained.

He added: “We believe that, as a government, we have the right to ensure that we have the right people in the right places to deliver the quality of service that we expect of them.”

Underscoring a major humbug with the previous Region 6 REO, Harmon said the government received several reports as it related to the unfair distribution of contracts in the area.

As such, Mr Harmon said that “it was our view, because of the sums of money that we’re going to be spending in that region… we did not want anybody in a position to affect the flow

of resources that will go to the people.”

Reacting to criticisms against the appointment of Dr Ramayya, the minister said Ramayya suits the position as he has a passion for community work.

“He prefers to work in an area where he is best suited; he prefers to work in an area where his talents can be best used and where he is most challenged. He feels if he works in Region 6, that he can bring a greater quality of service to the people of that region.”

Ramayya will be taking up the post as REO tomorrow, replacing Paul Ramrattan.

State Media – its landscape (Part 1)

HE continuous discussion about the role of the state media is worthy of attention through public discourse that is open, honest and frank. It is for this reason this column shall add its voice, even more so that the government has made known its intention to develop a media policy.

The state media is owned by the people and administered by the government in the interest of the people. In a democracy, government, through its three branches (legislature, executive, and judiciary), is elected to serve the people and remain in power at the will of the people. From time to time, this understanding of media ownership and control appears to be either lacking or deliberately blurred, in effect, undermining freedoms and rights to public information.

Guyana, being a typical example, has over the years experienced state media being used by the executive to promote the views of the governing political elite, and in so doing, has established a sustained programme to deny others, who express alternative opinions, less opportunity to be heard.

The Government of Guyana, prior to 1985, operated state media in an environment that was consistent with

socialist and less open societies. Between 1985 and 1992, with an evolving openness impacted by worldwide trends in governance, Guyana began to witness transformation in its media environment.

A change in government came in 1992, and with it the word "democracy" became the popular political slogan.

It is against this backdrop of democracy that state media, its role and function in a democracy is evaluated. A state that claims to be democratic and suppressing public information, dominating state media, does not gain points by comparing itself to a state that was openly pursuing socialism. It must be compared with, and evaluated against similar kind democracies.

Under these post 1992 regimes, there has been virtually little if any impacting change in state media consistent with democratic claims and endeavours. State media have not evolved positively between 1992 to 2015, even though the media landscape showed signs of evolution (more significantly in numbers) since 1985.

In this so-called era of democratic governance, where one expects a more progressive media environment and state media behaviour consistent with democratic principles, Guyana has witnessed great suppression, denial of public information, and total dominance. This is manifested by those who misleadingly present democracy in its most limited context, determined only by election

There are many obvious and moral reasons why no decent law-abiding person – especially the young – should get involved in the dangerous and insidious drug trade. As seen in foreign movies, as reported in local newspapers and as played out when local deals turn sour, here are reasons to avoid drugs and business:

Even in this limited interpretation, the concept of democracy has been further manipulated to suggest applicability only when they are elected, not when others are elected; suggesting a sense of entitlement and prescriptive rights to governance. It is this sense of prescriptive rights to governance and state media that has informed our society and more specifically our media environment over the last years, under the regime of Bharrat Jagdeo and Donald Ramotar.

Though these men were busily touting and claiming democracy labels, state media remain far from espousing the various tenets of a democratic institution respectful of the role and function of the people in a democracy, the power distribution and the rights of people to information and access.

We have witnessed, under these two regimes, state media transformed from just monopolised to being used as a vicious propaganda and suppressive arm of the government. Both regimes have used the state media as a wedge in society to demonise dissenters and criminalise the opposition and its supporters. To dissent was to be labelled and become a fringe element in the society, opening citizens to ridicule and other possible dangers. (…to be continued)

President salutes humanitarian work of CIOG PRESIDENT David Granger has saluted the humanitarian work of the Central Islamic Organisation of Guyana’s (CIOG).

The President yesterday joined in the annual fun day for children hosted by the organisation.

The event is meant to bring cheer to orphans and vulnerable children; it catered for attendees from all of the counties of Guyana, including nonMuslims. The fun day was held at the CIOG Headquarters on Woolford Avenue.

applauded the work of the CIOG, which he said has engaged in programmes over the years to end p o v e r t y, f o r g e s o c i a l cohesion and increase access to education.

The President said the event reflects the true teachings of Islam when it comes to reaching out to vulnerable groups and children. These kinds of initiatives, the President added, will all aid the g o v e r n m e n t ’s e ff o r t i n alleviating extreme poverty and creating a more cohesive society.

Also present at the event was the United States Chargé President David Granger and CIOG President Fazeel Feroze pose for a photo with some of those who attended the CIOG Fun Day, yesterday (Kawise Wishart/ GINA photo) d'Affaires Bryan Hunt. Her husband Cosmo Thomas yesterday told the Sunday Chronicle that his wife will be buried at Parika, Region 3, since it will be very costly to have her body prepared for burial in the city, then flown back to Aishalton for burial.

POLICE yesterday suggested that a woman found with part of her tongue missing some two months ago may have been murdered.

Megon Jones Cox, 60, was found around the Vreeden-Hoop jetty area on July 22 last. Police recovered her battered body and she was admitted to the hospital where she died three days later.

Popularly known as Jean Bernard, she was identified only last Friday when her daughter visited the hospital to make enquiries.

Once she had been identified, a post-mortem was conducted and Pathologist Dr. Nehaul Singh on Friday revealed that the woman died from blunt trauma to the head along with multiple injuries about the body.

Meanwhile, their two daughters Donna and Sharon were expected to arrive in Georgetown from Aishalton yesterday for the funeral.

Jamaican hotel chain, Fly Jamaica offer Guyanese special packages

N aid of building relations between the two regional countries, Courtleigh Group of Hotels and Fly Jamaica Airways have partnered to offer Guyanese, who would wish to visit Jamaica, a special all-inclusive package.

Celia Steele, a representative of the Courtleigh Group of Hotels visited Guyana last week and met with travel agents to market the idea.

Speaking with this publication two nights ago, Steele explained that the package is not just to market Jamaica or the company which she represents.

She said the initiative aims to build and strengthen further, the relations between Guyana and Jamaica – two countries which she noted share a similar cultural heritage.

According to her, the price of the package is still being prepared and finalised. However, she assured this newspaper that it will be at a relatively cheap price when compared to other competitors.

But those who are interested in the deal, Steele said, would be required to stay at either Courtleigh Hotel, Knutsford Court, Jamaica Pegasus or Holiday Inn Resort, which is an all-inclusive offer in Montego Bay. She reasoned that this gives Guyanese the opportunity to explore Jamaica, where they can visit the famous Bob Marley Museum and Devon House which was rated the fourth best place in the world by National Geographic to have ice-cream.

Numerous art galleries, museums, monuments and other cultural elements which the country has to offer, will be presented to Guyanese who seize this opportunity, the representative said, adding that after this, the tourists will be bussed down to Montego Bay where they can enjoy the sun, sand and sea which is often dreamt of.

Steele said her trip to Guyana was an amazing experience, as was the response from the Guyanese people. “It was an exciting trip and I got to learn a lot about Guyana and its culture” she said, adding that, “We [Guyana and Jamaica] are very similar in many ways.”

Additionally, she related that a presentation was done at the CARICOM Secretariat, where major players from Guyana who do business with Jamaica were facilitated. Forming part of this session too, was a fun activity where a lucky person won a weekend trip for two to Kingston, with their tickets being sponsored by Fly Jamaica.

“These sessions and interactions were great. I enjoyed the hospitality of the Guyanese people; it is similar to that of Jamaica,” Steele said.

The contributions of Fly Jamaica too in this regard were underscored.

Being the only Airline which offers flights directly to Kingston, Jamaica, Fly Jamaica has aided in business and cultural development between the two CARICOM countries.

A traditional 10-15 hour flight was replaced by 3 ½ hours since the airline began offering services to Guyana.

Just recently, Fly Jamaica flew down a Jamaican athletic team to be part of the Boyce and Jefford Classic championships in Linden.

Additionally, the airline facilitated the Guyanese contingent which represented the country in Haiti at the recently concluded Caribbean Festival of Arts (CARIFESTA), which was held in Haiti. Meanwhile, the airline continues to offer direct flights to and from Canada and the USA. (Ravin Singh)

Indigenous Art Exhibition honours creator of Arawak-English dictionary

THE indigenous peoples will this Thursday pay homage to Father John Peter Bennett by displaying some of his work alongside those of other indigenous artists at the National Art Gallery, Castellani House.

Celebrated artist George Simon identifies Father Bennett as not only a priest, but a linguist, and obviously, an artist.

He says Father Bennett identified with the Arawak language since some of the words were adopted from his native Spanish; for example, the Lokono (Arawak) name for horse, Kawaio, is clearly inherited from the Spanish Caballo.

This Desmond Ali piece will be included in the exhibition “So suddenly I had the idea to identify words with a Spanish origin in Father Bennett’s Arawak-English dictionary. The words would provide us with a sort of picture of the specific universe of what was new and didn’t exist in the Lokono world before colonisation, an imprint and vivid testimony to the Spanish Inquisition.”

It was after reading Father Bennett’s works that Simon said, “Immediately, it dawned on me that it would be an ideal occasion to pay homage to Father John P. Bennett and his conscientious and thorough work on such a wonderful dictionary.”

Simon credits the dictionary as being one of the great contributions to preserve the Lokono culture.

Whereas, in the past, the exhibition was dedicated to the works of painters and sculptors, on this occasion the exhibition will also feature the work of craftsmen and women. Some of the craftsmen and women are expected to be at the exhibition showing patrons how they make specific items.

Traditionally the Moving Circle of Lokono artists from the St. Cuthbert’s school takes the opportunity to introduce the work of an indigenous artist. This year there will be on display the wooden sculpture of a Lokono artist, Shirland Patoir. Shirland is from Maraicobai village in the Mahaicony River.

The exhibition will feature the works of famous artists Oswald Hussein,

Winslow Craig, Desmond Ali, Foster Simon, and George Simon.

Simon is not satisfied with the recognition given to arts and craft done by the indigenous peoples, and he was averse to the idea of the exhibition being held at the Amerindian Village in Sophia, where he says the atmosphere “allows for more mileage to be given to the indigenous food and drink and little or no attention given to arts and craft.” (Rebecca Ganesh)

13 students get GNNL Bursary Awards

H I RT E E N s e c o n d a r y school students who are children of staff of the Guyana National Newspapers Ltd (GNNL) were Friday presented with awards when the company held its Annual Bursary Awards ceremony.

The ceremony was held at the company’s Production Department, Lama Avenue. Joining the awardees and parents in celebration were GNNL’s General Manager Michael Gordon, Editor-in-Chief Nigel Williams; Advertising Manager (Ag) Hazel Hall, and work study students who had been on attachment with the company during the August holidays.

This year’s batch, awarded for their stellar academic performance, comprised three students transitioning to secondary school having been successful at the 2015 National Grade Six Assessment Examinations.

The lucky students were Rhea Ramotar, daughter of Mrs. Moshamie Ramotar, Finance Controller; Rudolph Holigan, son of Linda Williams, Confidential Secretary to the General Manager; and Giovanni Williams, son of Delano Williams, Photographer.

Rhea Ramotar was awarded a place at Queen’s College; Rudolph Holigan – North Georgetown Secondary School and Giovanni Williams – Tutorial High.

The 10 others, who are continuing students of secondary schools in the city, were GNNL awardees for the years 2014, 2013, 2012 and 2011 respectively. They too, for the remainder of their secondary school life, will each be given a cash incentive to offset their school expenses.

He said within the company’s mandate, the GNNL feels compelled to make a significant contribution to the students whose parents are hardworking and dedicated employees.

He said that provided the students continue to show appreciation for what is given them, be supportive of their parents and apply themselves diligently, the company will continue to find it necessary to invest in their future..

The general manager also gave a commitment that the GNNL will find a way of interacting with the parents, so as to be kept abreast of the performance and challenges of the students, and help them rise above whatever challenges they may face.

Public fund touted for domestic violence victims - as part of 10-point plan

HE establishment of a public fund for victims of domestic violence and a range of o t h e r m e a s u re s h a v e been recommended by a Caribbean NonGovernmental Organisation (NGO) looking to advise governments on how to tackle domestic violence.

The recommendations are part of the so-called “Cascadia protocol” developed by the Caribbean Development Foundation (CDF) as part of its violence against women campaign.

The protocol is the result of an extensive consultation process with NGOs and other stakeholders across the Caribbean.

The recommendations in the protocol are based on feedback from the consultative forums held in each CARICOM country.

Thus, a petition was created which summarises the key recommendations. The aim of the recommendations in the protocol is to provide regional governments with broadbased policy guidelines for the implementation of programmes and procedures that will directly and indirectly provide women experiencing violence in the home with a greater level of support and protection.

Apart from a fund to maintain shelters

for victims, the recommendations call for justice and protection of victims of domestic violence. These include the setting up of domestic violence units at every police station in Guyana and for the police to provide security for shelters such as camera monitoring and periodic drive-by checks.

In addition, it has been recommended that it be made mandatory for health professionals to report suspected cases of domestic violence.

The implementation of a data-collection system on domestic violence in the health sector, police service and judicial sectors has also been recommended together with the creation of a Caribbean Regional Witness Protection programme for victims of domestic violence assessed as being at risk of being murdered by their spouse/ partner.

For years, Guyana has been battling with the plague of violence against women, but it continues to be a serious problem.

Vi o l e n c e a g a i n s t women and girls is a grave violation of human rights and its impact ranges from immediate to long-term multiple physical, sexual and mental consequences for women and girls, including death.

The recommendations

were shared yesterday at a symposium on violence against women hosted at the Pegasus Hotel. The event was hosted by the CDF. Speakers at the forum included President and Founder of the CDF Carol Daniel, UG lecturer from the Women’s Study Unit Audrey Benn, Karen DeSouza of Red Thread and Health and Shelter official Vanda Radzik.

Benn revealed that only three per cent of domestic violence victims report to the police within 24 hours.

“Regionally and internationally the picture is dismal. Fewer than one in eight rape victims report the crime to the police.

Studies have also found that only three percent of allegations are false, no higher than any other crime,” Benn said.

She explained that domestic violence negatively affects women’s general well-being and prevents women from fully participating in society.

Violence not only has negative consequences for women, but also their families, the community and the country at large.

“We cannot bury our heads in the sand and appear as if we do not have a problem,” she said, noting that men also are victims of domestic violence. (Rabinda Rooplall)

Protection for students and shoppers

HE new school year has just begun and most children tend to buy their lunches, though some may bring their own packed lunches.

Members of the Guyana Consumers Association (GCA) recently visited several schools in the city and the University of Guyana and looked at the lunch arrangements for students.

Most students prefer to buy "junk food," such as aerated sweet drinks or fried chips or fried chicken or fried "sweet bakes." Though some schools may have in their vicinity, sellers vending home-cooked local snacks such as channa and potato balls, most students still show a preference for the junk food.

It is the duty and responsibility of parents to ensure the health and well-being of their children and an important part of the care of children is to ensure that they eat healthy and nutritious food. And if the student is allowed to buy his lunch, he would very likely go for junk food.

We would therefore suggest that children be given their own packed lunches prepared at home. Such could include sandwiches of various kinds such as cheese and fish, boiled eggs and so on. And for drink, they could be given home-made fruit juices such as lime-drink or other fruit juices. They could also be given flasks of tea and, of course, bottles of water. The same applies to UG students.

Victim of attempted murder testifies at Dem. Assizes

By George Barclay LAST Friday, Safraz Ganni , the star witness in an attempted murder trial told Madame Justice JoAnn Barlow the trial judge and a mixed jury about the night he was attacked by Deon Braithwaite, the accused.

Braithwaite is facing a two-count indictment for attempted murder and felonious wounding of Safraz Ganni on October, 29 2012, at Durban Street, Wortmanville, Georgetown. He is accused of using a pitch-fork to carry out the attack on Ganni.

Lawyers for the prosecution, Mr. Michael Shahoud and Miss Narissa Leander told the jury that the prosecution’s case is based on an old feud between the parties.

The state hopes to call witnesses to prove that the accused on 29th October, 2012, wounded Safraz Ganni with intent to cause him grievous bodily harm, and to maim, disfigure or disable him.

Dr. Fareez Khan of the Georgetown Hospital, who had examined the injured Safraz testified about the injuries he observed, some of which he opined would lead to disfigurement.

Witnesses testified that on the night of the incident, the injured man became unconscious and had to be taken to hospital.

The accused, it is said, was arrested on the scene by a police patrol.

The trial is continuing.

Trinidad oil deal to ensure steady supply THE government believes that its responsibility and obligation are to ensure that there will be no shortage of fuel in Guyana and so must do everything possible to keep the wheels of industry turning. This is according to Minister of State Joseph Harmon, who stated that it is against this background that the agreement to purchase fuel from Trinidad and Tobago was made.

“It is the Government’s commitment to ensure that there is a reliable and regular supply of fuel to drive industry in this country, and we as a government will do what Minister is necessary in the public Joseph Harmon interest, to ensure that the wheels of industry continue to turn,” Minister Harmon said this week.

According to Harmon, Cabinet was briefed on this matter by the Minister of Public Infrastructure David Patterson.

Guyana has been purchasing fuel from Venezuela under the PetroCaribe arrangement, but there have been occasions when shipments arrived late.

New NICIL Chairman installed for transparency MINISTER of State Joseph Harmon, at a recent postCabinet press briefing has indicated that the move to have Dr. Maurice Odle as Chairman of NICIL was done in the best interest of transparency.

“The Finance Minister requested to be removed because he felt that he could not be exercising ministerial supervisory control over entities, and still be sitting on a board that was expected to be independent and give advice,” Minister Harmon said.

Harmon explained Dr Maurice Odle that the new approach the government is taking will see a review of the existing system, and the implementation of recommendations that are aimed at making the activities of government more transparent.

“We have become more open. These are the things that the Guyanese public in the past might not have heard about. We are making it known to everyone that this is what we’re doing. We are happy for the criticisms and the recommendations, we accept them in good faith,” the Minister of State said. (GINA)

“A few weeks ago, the vessels that had gone to Venezuela to collect fuel, they were not provided with the fuel on time, and this type of “on and off” arrangement, we have to ensure that we have an alternative arrangement put in place, to ensure that this will not lead to a shortage of fuel in Guyana,” Harmon said.

According to Harmon, fuel was already purchased from Trinidad and Tobago. “We have both arrangements in place, a standby arrangement, which we will utilise from Trinidad and Tobago, and the PetroCaribe arrangement, which is in place by contract,” he explained.

Questioned on the feasibility of the new arrangement,

Harmon said, “We do not see or feel that this arrangement will put in jeopardy any of the users of petrol/fuel in the country, in fact, it is feasible, the terms are very favourable for us and I believe that we have a commitment from that country for the supply of petrol. The financial arrangement is no less favourable than that which we receive under the PetroCaribe agreement.”

Trinidad and Tobago is aware of Guyana’s arrangement with Venezuela through the PetroCaribe agreement. In the event there is a shortfall or a problem with that agreement, the Trinidad facility will be there to cushion the effect.

AFTER months of planning, the highly anticipated Stag Elite League was officially launched last evening at the 704 Sky Lounge in Georgetown.

Eight of Guyana’s top clubs – Fruta Conquerors, Guyana Defence Force (GDF), Georgetown Football Club (GFC), Buxton United, Pele, Monedderlust, Alpha United and Slingerz FC – will do battle in what is described as the most lucrative football tournament ever held in the Land of Many Waters.

Football’s top officials, participating clubs, media and sponsors all gathered at the Lamaha Street venue last evening where the grand launching was held, to hear how the league will transform the sport in Guyana.

The tournament will kick off on Friday September 18 at the Leonora Track & Field and Football Facility with a double header.

In the first game from 18:00 hrs, Pele will match cleats with GFC, after which the grand opening ceremony

will take place.

Following the speeches and display of participating clubs, pre-tournament favourites Slingerz FC and Alpha United are set to collide in the night’s second encounter.

Ansa McAl under their Stag Beer brand, E-Networks, Courts Guyana Inc. and Hits and Jams Radio (94.1Fm) are listed as the League’s sponsors.

Mendonca in his response thanked Sunich for his support, adding that the relationship between the two parties dates back to years ago and remains strong to this day.

Swiss seal ‘crazy’ win with remarkable late rally BASEL, (Reuters)-Switzerland, having looked as if they could play all night without scoring, struck three times in a remarkable last 14 minutes to come from 2-0 down and beat Slovenia 3-2 in a Euro 2016 qualifier yesterday.

Milivoje Novakovic and Bostjan Cesar netted either side of halftime as Slovenia took control of the Group E game against the error-prone hosts who were jeered off at halftime.

Nadal falls in marathon U.S. Open match to Fognini

By Larry Fine NEW YORK, (Reuters)-`Rafa Nadal ended a sub-par grand slam season on a heartbreaking note when he fell 3-6 4-6 6-4 6-3 6-4 in the third round of the U.S. Open to an inspired Fabio Fognini after winning the first two sets on Friday.

Clay court specialist Fognini, who was 0-7 on hard courts coming into the U.S. Open, played magnificently from the third set on, picking Nadal apart with groundstroke angles and deft play at the net, where the Italian won 39 of 54 advances.

The final set produced spectacular rallies and winners that had the Arthur Ashe Stadium crowd on their feet up to the 1:26 AM finish as the combatants traded seven service breaks in a row from the third game of the fifth set before Fognini held to end the three hour 46-minute tilt.

“Something incredible that I did today,” said the 32nd-ranked Fognini, who won two out of three clay court matches against Nadal this year.

“A very special win.”

The loss ended eighth-seeded Nadal’s record streak of 10 years in a row with at least one grand slam singles title after the Spaniard fell in the quarters at the Australian and French Opens, and was ousted in the second round at RAFA NADAL Wimbledon.

It was Nadal’s first grand slam loss after winning the first two sets of a match. The only previous such defeat in his career came 10 years ago in the Miami finals to Roger Federer.

“He played great,” said 14-times grand slam winner Nadal. “I’m not happy he played better than me, but that’s what happened.”

Nadal, 29, played his best tennis of the tournament in the first two sets and looked poised to register a straight sets win after breaking the Italian in the third game and taking a 3-1 lead.

Australia beat England as Ben Stokes is out obstructing the field ENGLAND slipped 2-0 behind in the one-day international series yesterday as Australia won at Lord’s in a game overshadowed by an obstructing the field dismissal.

Midway into England’s reply, Ben Stokes was given out for 10 after the ball hit his hand as he took evasive action.

Steve Smith struck 70 and Mitchell Marsh 64 from 31 balls as Australia made 309-7 from their 49 overs.

Skipper Eoin Morgan fired four sixes in a defiant 85 but England were all out for 245 to lose by 64 runs.

It was only the sixth dismissal for obstructing the field in the 3,861-match history of one-day internationals and the first for an England player.

The third of the five matches takes place at Old Trafford on Tuesday.

The controversy In the 26th over, with England on 141-3, Stokes pushed a defensive shot back at bowler Mitchell Starc, who hurled the ball back as he saw the batsman leave his crease and sensed the chance of a run-out.

Stokes turned away as the throw arrowed towards both him and the stumps and dived back in an attempt to regain his ground, but the ball hit his outstretched hand.

On-field umpires Kumar Dharmasena and Tim Robinson consulted third umpire Joel Wilson who applied Law 37, deeming that Stokes had “wilfully” obstructed the field.

Mayweather ready to retire unbeaten LOS ANGELES, (Reuters) – Floyd Mayweather Jr plans to go out unbeaten and on his own terms, as ‘The Best Ever’, when he ends his boxing career in Las Vegas this week with his welterweight title defence against fellow American Andre Berto.

Should Mayweather win, as is widely expected, he would match the 49-0 record of former heavyweight great Rocky Marciano but says he would not be tempted to come out of retirement for a 50th fight.

“Forty-nine is my last fight,” the five-division world champion, aged 38, told reporters on a conference call last Wednesday before saying that self-preservation in the ring had always been a top priority.

“My health is more important. Anything can happen (in boxing). I am not really worried about losing.

You can make a lot of money but you still won’t be able to talk, walk and have a sharp mind.

“Of course, it’s always about self-preservation. I come first but I appreciate

DAVID Warner’s presence in the first Test against Bangladesh next month is in some doubt after the opening batsman suffered a fracture in his left thumb in Australia’s second ODI against England.

Facing his first ball and the second of the match, Warner copped the blow from a rearing Steven Finn delivery which ballooned over the slip cordon for a single.

Warner immediately called for the Australian medical staff and after a short consultation left the field, with skipper Steve Smith replacing his deputy.

By Brian Homewood BERNE, (Reuters)-FIFA presidential candidate Zico wants to hold a debate with his rivals in Zurich later this month, a source close to the former Brazilian international told Reuters yesterday.

Zico made the suggestion in an email to rival candidate Chung Mongjoon and also said the BBC was willing to organise the debate.

He suggested it take place between Sept. 23 and 25, the same week the executive committee of soccer’s scandal-hit governing body is meeting in Zurich.

Chung had previously written to Zico, saying he agreed with the Brazilian’s call made earlier this week, for an early debate among the candidates.

Zico has admitted he faces a tough battle to get the written backing of five national FAs required by FIFA’s electoral rules to officially enter the race.

The Brazilian Football Confederation (CBF) have promised to support him once he has the backing of four other FAs. The deadline for candidates to register is Oct. 26 and Zico launched his campaign website (www. zicofifa.com) on Friday.

Zico wants September debate with FIFA rivals

THE Kennard’s Memorial Turf Club’s (KMTC) Emancipation horse race meet which was originally slated for August at the club’s facility, will now be replaced with another meet next month.

This information was made available by the KMTC’s secretary Nikita Ross who told Chronicle Sport that the Emancipation meet had to be abandoned due to the high tides during late July that topped the seawall and flooded the race facility.

Ross informed that the Bush Lot Farm venue is still under water and the Regional Democratic Council (Region 6) promised to remedy the situation.

According to local horse race followers, the meet was rescheduled for this month, but Ross said it was and still is impossible to stage a race meet at the venue this month because of the condition of the race course.

According to Ross, she was informed that there will be more high tides this month and this might affect the staging of a race meet at the venue for some time.

Ross informed that Justice Cecil Kennard is currently on leave and it would not be until his return that a final decision will be made.

The abandoned Emancipation meet was expected to attract over 65 of Guyana’s top race horses and with the postponement one will have to wait and see what plays out.

Two-day GVF workshop concludes today THE Guyana Volleyball Federation’s two-day workshop which began yesterday will conclude today at the Cliff Anderson Sports Hall.

According to a press release, more than 30 players are participating in the workshop which is being facilitated by Julio Morales from the International Volleyball Federation (FIVB).

The workshop is aimed at providing instruction, practice and developing the player for the sport.

Morales said consideration is being given to the theoretical aspect of the sport as well as practical work especially with the younger age group of participants.

“They need to know and get the experience in order to develop,” Morales mentioned.

According to the international instructor, the participants are ambassadors for the game of volleyball both in the practical and support way, “we want them to not only develop as players but also to be able to help and be a part of the efforts of the national federation to develop the sport.

Morales said the programme which is being sponsored by the FIVB and hosted by the GVF is geared for young players in order to build their understanding of the game and its rules.

According to the release, Morales added that he has been in talks with the GVF to help build its organisational capacity.

“We have already talked about some of the things as regards how volleyball is organised and we have talked about how it happens on the world stage and what the role of the federation with the world organisation and the continental organisation,” Morales said, adding “I’m impressed by the work of the local federation and the workshop is testimony to the thrust to improve and that is the line with how the international body operates.”

The evergreen Federer, the grand slam king with 17 titles but none since the 2012 Wimbledon, has been brutally efficient with his own serve during a strong season and an impressive build up to the U.S. Open.

He was a finalist at Wimbledon in July and has captured five ATP

titles this year, including last month’s Cincinnati Masters, where he defeated world number one Novak Djokovic in the final.

Federer dropped serve for the first time since Wimbledon, when Kohlschreiber broke in the fourth game of the second set. Federer had held in 78 consecutive service games in Cincinnati and the U.S. Open combined.

The second seed said Isner presented a new challenge.

“He’s got the power.

He’s so tall, he finds the impossible angles for us,” Federer said of the American’s serve. “And has a great second serve as well.

“I need to make sure I protect my own serve. Part of trying to beat him is just to stay with him.”

For Federer, service success includes a cerebral component.

“It’s focusing point by point,” he said. “Understand the percentages, what has and hasn’t worked so well throughout the match.

“In the beginning you try to find the rhythm. Then once you found it, how much do you mix up speeds and slices and big serves to keep him off balance.

“I tend to like the body serve as well,” added the Swiss tactician. “Sometimes against John maybe that’s not a bad play just because he’s very long.”

Jeffrey’s priming for supercar battle

By Stephan Sookram WITH exactly seven days before the start of the third leg of the Caribbean Motor Racing Championships in Barbados, the father/son team of Kevin and Kristian Jeffrey has braced themselves for a battle of the top cars in the region.

by Top Power racing out of Mon Repos have both confirmed confidence in their machines come next week, Kevin saying “I am very confident that we are going to do well. My car had some issues that we got to resolve before we left for Barbados.”

He continued, “When we go over there, we have some little things to do so

we hope that we get the car a day before to iron out the kinks. Generally the car left in a healthy state and

I’m fairly confident that we are going to be competitive.”

the 2014 Group 4 champion and current point leader in 2015 says, “If we are going against competition like the ‘Focus’ and those guys, we have to bring our A game.”

The younger Jeffrey added, “We know that we were a bit down on power the last race meet and we had limited time to fix that, but we did a few upgrades and if we have time (in Barbados) we will put them on the car. We had a brake problem but we bought new brakes that should take about a couple hours to put on.”

“We’ve been going data like crazy to see where we are lacking power,” Kristian added.

Ramdin supporting Holder in new role PORT-of-Spain, Trinidad - Outgoing West Indies skipper Denesh Ramdin hopes the selectors give new Test captain Jason Holder better resources during his captaincy tenure starting with next month’s twoTest series against host Sri Lanka.

Ramdin becomes the second Trinidadian to be removed as captain in spurious circumstances and reasons by the Clive Lloyd, Courtney Walsh and Eldine Baptiste selection panel,- following Dwayne Bravo’s change as oneday international captain after last year’s abandoned India tour.

After the controversial three-year reign of Darren Sammy as Test team leader, which had the side arguably unbalanced in its playing XI, the 30-year-old Ramdin was chosen as captain for the 2014 home series versus New Zealand.

This was the last act by former Guyanese chairman of selector Clyde Butts on the strength of Ramdin’s leadership qualities at the youth and senior level for TT and with the Amazon Warriors in the Caribbean Premier League (CPL).

Fifteen months and 13 Tests later, he has been axed but Ramdin noted yesterday that Holder will have his full support.

“Firstly I would just want to congratulate Holder on getting the captaincy,” said Ramdin.

He continued: “Obviously it’s never easy to lead the West Indies especially in these troubling times but I will give my full support.

I am very happy with where I am in life personally, so I will continue working on improving my batting and ‘keeping going forward in order to make my best contribution to the team. I’m

not stressing about losing the captaincy.” Ramdin explained that in conversations with selectors he was told the statistical fact of him scoring 472 runs in 13 Tests at an average of 22 in charge, was the main reason behind his removal and that they wanted him to concentrate more on scoring runs.

Before attainting captaincy, Ramdin was excellent with the bat from the 2012 England tour to the 2013 New Zealand tour, scoring 587 runs in 10 Tests at an average of 45.87, including three of his four Test hundreds.

Ramdin countered that argument, stating he could have had better resources at his disposal.

“From day one it was always pressure leading (the) team, not all (the) best players were available due to various reasons and teams that selectors gave me.

Reggae Boyz stunned by Nicaragua to make nightmare start KINGSTON, Jamaica, (CMC) – Jamaica’s Reggae Boyz made a nightmare start to their 2018 World Cup qualifying campaign when they suffered a shock 3-2 defeat to lowly-rated Nicaragua at Independence Park here Friday night.

Stunningly, the highly-fancied Jamaicans found themselves trailing 0-3 early in the second half and not even goals from the overseas-based pair of Darren Mattocks and Adrian Mariappa could turn

The result was a shocking one especially considering the massive gulf in experience between the two sides. Jamaica are the highest ranked Caribbean side in the FIFA World rankings at 52nd while the Central Americans are ranked 139th.

And having played superbly to reach the final of the CONCACAF Gold Cup last July, Jamaica entered the contest as heavy favourites but saw all their confidence zapped by a

Pan Am powerlifting team in jeopardy GUYANA’S powerlifting contingent to the Pan American Games in Brazil is in jeopardy due to the financial constraints of the Guyana Powerlifting Federation (GAPLF), according to President Peter Greene.

The GAPLF had initially planned to send a seven member team to the Championships in Brazil which included Andrea Smith, Brittany Mack, Vijay Rahim, Osman Mack, Randolph Blackman, Marano Jeffrey and Winston Stoby.

However, the team was reduced to Brittany, Rahim and Stoby. President Greene said, “the fact remains that Winston Stoby and Vijay Rahim, decorated power lifters, may not be able to make the trip through lack of funds.”

“I had requested at least $900,000 for three lifters which included Stoby, Rahim, and a very sensational young lady by the name of Brittany Mack, for exposure; I’m hoping at least two of the three can go,” Greene added.

He stated that they have approached the government through the Ministry of Education, Department of Sport - National Sport Commission, but has not received word as yet and is hopeful for a favourable response as early as possible.

The championships are carded for September 1619 in Brazil.

‘Gold is Money’ will try shooting for gold against West Back Road from 19:45 hrs.

This is billed to be an intriguing encounter since both these teams played undefeated throughout the preliminary rounds.

West Back Road topped Group D ahead of Bent Street while West Front Road finished as the runner up in Group C behind Sophia who had a superior goal difference.
