- PNM wins TT elections The Dr. Keith Rowley led People's National Movement captured 22 of the 41 constituencies to be declared winner of the 2015 General Election, the Trinidad Express reported early Tuesday morning.

The PNM improves on their 2010 showing where they won 12 seats to form the opposition. The People's Partnership who had 29 of the 41 seats and formed the government over the past five years won 19 seats and will now be on the opposition bench. Stand-off ensues between vendors and M&CC crew - over demolition of derelict Bedford building

SLIGHT standoff ensued y e s t e r d a y morning between vendors and a team from the Mayor and City Council (M&CC) when the latter descended upon the former and began tearing down stalls and removing vendors from in front of the old, condemned Bedford building at Robb and Bourda Streets in Georgetown.

This exercise was necessary, according to M&CC Public Relations Officer Debra Lewis, because the Bedford edifice will be demolished and replaced by a new building constructed by its owner, one Wood Philip.

When the team showed up at Bourda Market from

as early as 05:00 hrs, and began breaking and removing stalls, some vendors were on spot, while others who learnt of the exercise showed up to confront the group.

In the verbal confrontation that ensued, City Constables armed with batons were present in the event the demolishers were met with physical resistance.

Lewis told this newspaper that the exercise had been planned and the vendors had been given ample time to remove their stalls, but some chose not to comply.

She disclosed that three meetings had been held with the vendors recently, and before that they had been spoken to extensively, so they knew the demolition exercise was imminent.

Lewis explained that, in interest of the safety of vendors, demolition of the old Bedford building cannot take place while the vendors are still selling at the location. She added that only about 15 to 20 vendors have been placed out of business following the exercise, and their removal is temporary; after the derelict building has been taken down, they can return to ply their trade without hindrance; but, for now, they cannot be there.

She also pointed out that City Mayor Hamilton Green had even visited the vendors about a week ago, and some had promised to comply with the request to remove for a temporary duration of time; so they were fully aware of

what was going to happen if they did not comply.

A large pile of garbage was evident in the vicinity of the old Bedford building,

and this will be cleared by the M&CC, Lewis said.

She noted that the old building was bought from the Methodist Society, and as is it poses a threat to life and limb, it must now be taken down before it collapses at any time; thus it is imperative that vendors be removed to facilitate its demolition.

Lewis said that some vendors were given an alternative to relocate, but they refused.

Meanwhile, a group of vendors told this newspaper

they knew they had to move, but they said they had nowhere to go; and since they make their livelihood by vending, they remained at the location.

They were visibly upset and loud yesterday morning when this newspaper visited. They wanted to know who would replace their goods and other perishables -- which ran into thousands -- that were stored in some stalls that were dismantled. (Michel Outridge)

Berbice chambers hammer BBCI ‌for dodging toll reduction

By Tajeram Mohabir THE Chambers of Commerce in Berbice are urging the Berbice Bridge Company Incorporated (BBCI) to sell its shares in the Berbice Bridge if it truly believes that a subsidised toll reduction will make the company insolvent.

The BBCI had claimed that it suffered an accumulated loss of $1.4 billion in 2014, and reducing the toll of the bridge will compound its woes.

Commerce and Development Association (BCCDA) President Ramroop Rajnauth said the report of loss by the BBCI and claims of insolvency if it reduces its toll appear to be implausible.

Victim in Albouystown execution felled by 15 bullets Post-mortem reveals...

By Leroy Smith A POST-mortem performed on the remains of executed East Ruimveldt resident, 22-year-old Sanasie Lewis has revealed that he was shot no less than 15 times about the body.

The autopsy was conducted yesterday by one of government pathologists at the Georgetown Public Hospital

Mortuary.

It was also confirmed, based on the report, that the bullets that claimed the young man’s life came from the barrel of a 9mm pistol.

Meanwhile, the police are now seeking to further detain the teenager who is presently in custody for the execution of the young man.

The Guyana Chronicle has learnt that the 72-hour

detention period is likely to expire sometime today; but once an extension is granted, then investigators will have adequate time to continue questioning the youngster.

The suspect, whose name was given this publication, turned himself in to the police in the company of his lawyer, Nigel Hughes over the weekend, after word got around that he was wanted by

Meanwhile, there has been no sighting of the suspect’s brother, whom the police also have an interest in, and intend to question in relation to the shooting.

Word reached the police over the weekend also that another brother of the suspect might have been the other trigger-man in the shooting, that also left three other persons injured.

This publication learnt just yesterday that the deceased and suspects were all friends, and part of a ‘CG’ motorcycle gang, which, for the better part of last year and this year, carried out several daring robberies and shootings across the city and its environs.

This newspaper learnt on Friday that the very Lewis was involved in several illegal activities in neighbouring Suriname, which caused him to flee that jurisdiction and return to Guyana.

The police are still awaiting the results of tests that were carried out on the person of the teenager in custody to ascertain whether he had any gunpowder residue on his body. That result is expected to be returned sometime today or tomorrow.

Sanasie was shot several times while standing on Albouys Street, Albouystown shortly after he exited a bar in the community.

Eyewitnesses say he was the intended target, given the modus operandi employed by the gunmen during the shooting.

It was during that shooting that three other persons, including a young man who’d recently returned to Guyana to attend a funeral, were also hit.

The investigations into the matter are ongoing.

The four Prime Minister’s Regional Special Representatives are: ● Karan Chand - Region 2 ● Abel Seetaram – Region 5 ● Gobin Harbhajan – Region 6 ● Vladimir Glasgow – Region 10 At the Community Outreach Meeting at the Whim Cricket Ground on Saturday September 5th, Prime Minister Nagamootoo announced that the region will soon get its dedicated Special Representative attached to the Office of the Prime Minister.

“The Prime Minister’s Representative will be responsible for liaising with the public on matters of concern and working through the Office of the Prime Minister to assist persons in their respective regions to improve their lives,” PM Nagamootoo said.

The Prime Minister ’s Representative initiative was designed to take the Office of the Prime Minister beyond Georgetown.

Harbhajan, who has been appointed the Region 6 Special Representative, signed his contract yesterday, at the Office of the Prime Minister in Georgetown.

“Working with government and non-governmental organisations to address the scourge of suicide in the Region is also high on my agenda along with matters relating to security and piracy,” the newly appointed Regional Representative said.

Mr. Chand will be based at Anna Regina on the Essequibo Coast and Mr. Glasgow will be based in Linden. Mr. Seetaram will be based on the West Coast of Berbice.

Mr. Chand is a veteran educator who has worked as a teacher and administrator for over 30 years in Guyana, Belize, Turks and Caicos, the United States and Canada. He re-migrated to Guyana last year. He holds a degree from the University of Guyana and a Masters degree in Educational Leadership from Miami University.

Mr. Chand has pegged jobs and vocational training for young people, adult educational programmes, community resource centres as among priority areas to be addressed. He also noted that given the high rate of suicides in the Region, he will seek to have counselling available.

He is also keen on putting systems in place to provide English language training for the Cuban doctors stationed at the Suddie Hospital.

Mr. Glasgow is a former student of Linden Foundation Secondary School and is a vibrant social activist and Mr. Seetaram is a social activist.

The issues of jobs, security, housing and youth development top Glasgow’s agenda in Region 10 based on initial consultations that he has already commenced with residents of the Region.

The issue of greater access to agricultural lands is one issue which is common to all four of the regions.

ATTORNEY-General (AG) Basil Williams and Legal Advisor of the Finance Intelligent Unit (FIU), Alicia Williams were part of a teleconference Thursday with representatives of the Americas Regional Review Group (ARRG).

A face-to-face meeting with the ARRG had been scheduled for that day in Quito, Ecuador, but due to pressing parliamentary matters at home here, the AG

asked that Guyana participate by way of teleconferencing.

This teleconference meeting came on the heels of the just-concluded CFATF Ministerial meeting in Miami, Florida.

An agreed action plan between the Paris-based Financial Action Task Force (FATF) and Guyana was addressed at the teleconference, and Guyana was commended on its effort at and commitment to addressing the majority of the deficiences identified after the review by the ARRG. The Anti-Money Laundering and Countering the Financing of Terrorism (Amendment) Act 2015, which was passed in the House on June 26 and assented to by President Granger, was sent to the ARRG, along with the Anti-Money Laundering and Countering the Financing of Terrorism (AML/ CFT) Regulations 2015.

lation are aimed at making Guyana fully compliant with FATF’s requirements.

The much-contested AML/CFT (Amendment) Bill had been under discussion since 2012, and a PPP/C version of it tabled in 2013 failed to win approval of the then opposition-controlled majority in the 10th Parliament, which wanted deeper safeguards and more expansive legislation.

The standoff saw Guyana being blacklisted by the Caribbean Financial Action Task Force (CFATF).

The Teleconference with the ARRG Co-Chairpersons on Thursday, August 27, 2015 saw participants from Mexico, Spain, Canada, the U.S. Treasury Department Canada, CFATF and the FATF. The question of whether Guyana is fully compliant will be determined at the FATF meeting next month in Paris, France. (GINA)

High crimes and misdemeanors?

– The ‘Red House’ Affair

EDITORIAL Resolving differences in interest of country

PRIME Minister Moses Nagamootoo has made two important announcements over the past weekend.

First, he announced that the A Partnership for National Unity (APNU) and the Alliance For Change (AFC) have resolved their differences, presumably the differences surrounding the Cummingsburg Accord. Secondly, the PM announced that he was named as Head of a government’s team to negotiate a possible power sharing arrangement with the opposition - People’s Progressive Party. Significantly, these announcements came not via a press conference or a press release, but at a community outreach meeting in Whim, Corentyne Berbice. The meeting was addressed by, among others, the Prime Minister, Public Security Minister Khemraj Ramjattan and newly appointed Region 6 Regional Executive Officer, Dr. Veerasammy Ramayya.

Some of the government’s critics were quick to describe the PM’s revelation that there is resolution of the differences in the coalition as an admission that there were differences in the first place.

Such a characterisation is simplistic. Every political entity has internal differences. The PPP, which is loudest in this regard, is a party that has enormous internal differences. But we do take the point that when those differences are manifested in a government, it naturally attracts much more attention.

The current government is a coalition of several parties with varying ideological groundings. Hence, differences are to be expected. Coalitions by their very nature are full of differences. In our ethnically plural society, differences tend to take on an ethnic face. The differences in question have to do with the execution of an accord that the APNU and AFC signed before the elections. As we have editorialised before, such pre-election accords cannot be seen as static documents. Not all the dynamics of post-election situations can be foreseen before the election. The Cummingsburg Accord, therefore, was a guiding document which reflected a spirit and letter of cooperation.

The post-election dynamics necessitated a few alterations to the letter of the accord that caused some anxieties within the ranks of the AFC. But those anxieties were not transformed into open threats of dissolution of the Coalition. While the letter was altered, the spirit of the accord remained intact. The opposition PPP and some commentators blew the situation out of proportion. It is for that reason that they cannot appreciate the announcement of a resolution. It is to be expected that if you are the opposition party, any cracks in the armour of your opponents is fair game. The David Granger administration should therefore welcome the news that the partners in the Coalition have ironed out their differences, which is a clear indication that once again the leaders have managed to overcome challenges.

For Guyanese that is an important aspect of good governance - leaders must be able to put aside party dogma and strive for consensus in the interest of and service to the country as a whole. Were they to have failed to resolve their differences, the image of the country would have been seriously diminished and their promises of inclusivity and national unity would have fallen on deaf ears.

Dear Editor, THE newspapers (Sunday, September 6, 2015), carried reports of comments made by former President Donald Ramotar, with regard to statements made by the present government, accusing his previous government of paying employees government salaries while in the employ of Dr. Cheddi Jagan Research Centre, and only collecting $1000 as payment for a lease of that facility, among other things.

Former President Ramotar, in his comments, trivialised the whole affair and mentioned that his government did give a 5-acre lot to the late former Vice-President, Viola Burnham, which she, in turn, sold. President Ramotar failed to see what the big fuss was about, since his actions were ‘normal’ practice.

Before I continue, let me preface this article with a personal incident, which occurred some ten years ago. As a re-migrant, a decade ago, wanting to create a business venture, which I felt would play a vital role in improving tourism to Guyana, (I had written ‘Letters’ in the past, on the need for a vibrant tourist trade as a better solution to improving manufacturing and creating jobs, as opposed to cutting down the Rain Forest, or digging up its soil) I started

a non-profit company and sought out those government and private agencies which I felt could financially assist the company. I contacted a prominent director of a very important agency of whom I felt our work would favourably contribute. Having given him a Grant Proposal, I was told he would get in contact with me in two weeks.

Four months later, after much trying and failing, I finally met him at the Arthur Chung Convention Centre, where I was one of the Guest Lecturers at a Symposium.

“Hey, budday, we ain’t in the United States here, man.

Don’t give me no Grant Proposal. Who gat time fo dat?

Write me a note about what you want and hand it to dem girl in the office and I’ll get back to you,” he said.

So I wrote a half-page request and gave it to his assistant. After six months of not hearing from the good Director, (and not for the want of trying), I gave up.

What I am trying to show here is the modus operandi, the manner in which business was done. The important underlying thread here, which can be easily overlooked, is the manner in which things are done. Monies are given out to groups, agencies and individuals, who, to all intents and purposes, may have a very legitimate and honest plan, which on execution had borne positive results. I saw

President Jagdeo, practically played the role of Foreman in supervising the constructing of a medical clinic on Cemetery Road, in La Penitence Housing Scheme. He refused to go through the channels of Red Tape, so to speak, after residents complained of the desperate need for a clinic. Was politics involved?

Maybe.

But there are many instances, too much for me to mention, that governments past and present can be accused of doling out the taxpayers money without having/showing proper accounting.

What is there to be done?

Are all of these actions ‘High Crimes’, or can some of them be considered ‘Misdemeanors’?

I do not like to criticise without offering some objective and constructive solution(s) to problems: 1. President Granger and former President Jagdeo deciding which actions of governments in the past, and maybe even present, can be considered more unethical, due to the lack of knowledge of better business practices, just to be kind, and creating a comprehensive list of them.

2. In the Forms section of the Government’s web site, add a two-part Grant Proposal Form – The Grant Proposal is page one, and an Evaluation after the money is spent, on page two.

3. All agencies or individuals who have received monies from the government

in some mutually agreed period of time, between Government and Opposition, will be required to fill out a Grant Proposal, which states: How much money is needed.

Why is it needed. How is it going to be spent. What materials/labour involved.

Pre-evaluate if it will be money well-spent. The Evaluation Page - page two would describe the success or failure of whatever the money was spent on - this will be completed later, and can be referenced for future projects.

4. Some section of an appropriate agency can be responsible for examining, collating and e-filing same, for future references.

5. All future request for government funding would have to go through this process. These forms can be filled out online at some legal services store, for a fee of course, or from the government providing assistance, or by some astute UG freshman.

I believe that this action would go a long way towards social cohesion. Also certainly remove a lot of time-wasting and money being spent not too constructively.

It must be noted that those activities, which can be construed as High Crimes, can now gain the full attention of the appropriate agencies and Court of Law. Yours faithfully, ALBERT R. CUMBERBATCH, Ph.D

M&CC owed in excess of $2B in taxes on commercial properties – more than 400 businesses, gov’t offices MORE than 400 businesses and government offices owe the Georgetown Mayor and City Council (M&CC) in excess of $2B for commercial properties, Deputy Mayor Patricia Chase-Green has reported.

She told the Chronicle in an interview at her City Hall Office recently that ever since this month started, it is really the residents who have been responding to the amnesty that the City Council has again granted.

M&CC had announced that it was granting amnesty on taxes owed for the entire

month of September.

Based on the figures compiled so far, ChaseGreen said it is evident that the businesses owing have not been paying their taxes for many years. “We are trying to encourage them to come in. The waiver is between 50 to 75 percent, but depends on the circumstances, we can work something out,” she said.

According to her, the trend of some business people is to only pay their taxes when there’s an amnesty, while there are those who genuinely have financial

problems.

Meanwhile, Customer Care Officer Debra Lewis informed recently that companies and businesses must apply to the council for between 50 to 75 percent amnesty on interest on taxes while residential properties will receive 100 percent amnesty on interest.

Property owners are advised to check with the City Treasurer’s Department so that they can be guided on the use of the provision offered.

She said the Council has considered the socio economic issues in Georgetown, which affected citizens' ability to honour their civic ob-

ligation and it is also cognisant of the fact that many of the property owners are pensioners and retired public servants.

“The Council anticipates that this facility would encourage citizens to honour their civic obligation and also, allow the municipality to garner much needed revenue. The council also reiterates that all properties used solely for public religious worship, those properties used exclusively for the purpose of education, burial ground, cemetery or crematoriums are also exempted from paying property taxes.”

International Literacy Day Message

IT is now 50 years since the United Nations declared September 8 as the day of observance of International Literacy Day. That, declaration was made 50 years ago and has been occasioned by 49 unbroken years of annual observances, speaks to the importance that the world community has attached to literacy and the apparent ongoing need for it to be highlighted as a global challenge and a challenge to developing countries, in particular.

This challenge and the requisite action to address it was highlighted under the MDGs as a Target: Universal Primary Education with the ratio of achievement of literacy between the ‘15 to 24 age group’, as an indicator. That the successor to the MDGs, the Sustainable Development Goals (SDGs) will also highlight this issue,

clearly indicates that it is still one of the global challenges and impediments to the optimisation of the available human resources in the development process, in as

much as it also underlines the level of development attained in keeping with the Human Development Index as the tool for the measurement of human development.

The SDGs essays as one of its sub-goals: “the percentage of children who achieve minimum proficiency standards in Reading and Mathematics at the end of (i) primary (ii) lower secondary”.

This undoubtedly builds on the access to primary education which was a goal of the MDGs. The emphasis is now on quality, on the assumption that universal access has been attained.

Guyana has indeed declared the achievement of universal access to primary education, but the success rates at the grade 3 and 6 examinations still indicate that literacy is a daunting challenge. The theme: Literacy and Sustainable Societies

Govt to subsidise fares for …seeking vessels with elderly, students high safety standards GOVERNMENT will be seeking existing vessels in Regions 5 and 6 that meet the standards to be used as part of the river taxi service.

Public Infrastructure Ministers David Patterson and Annette Ferguson met with the chamber of commerce of both regions yesterday to discuss the way forward. Patterson told a news conference that the Ministry of Public Infrastructure has made a proposal to the Ministry of Finance for the subsidising of travel for students and the elderly in the form of river taxis. This will also be discussed with the Education Ministry and the Ministry of Social Protection to finalise the extent of the subsidy for the two vulnerable groups.

“Government has committed all efforts to keep our promise which is the reduction of the Berbice Bridge toll to commuters on both sides between Regions 5 and 6. But, the pace of the negotiations is not as expeditious as we would prefer.” Minister Patterson explained “There seem to be a bit misunderstanding where the government stands on this negotiation. Emphasising that the APNU/AFC Government has always wanted a reduction in toll for the Berbice River Bridge, Junior Public Infrastructure Minister, Annette Ferguson reflected that in 2013 a motion was tabled in the National Assembly by the Honorable Joseph Harmon asking for a reduction in the toll by the then government.

In that regard, we have to turn our focus to identifying the underlying reasons for our underachievement at the Grade 3 and 6 assessments which may be considered as our indicator of literacy amongst the primary school population. Much has been said about the need for improvement at the level of the management and the delivery of education. Those areas have already been identified for attention. The challenge in those areas, is the implementation of the identified solutions and the evaluation of the implementation, in an effort to determine the effectiveness of the solutions or the need for new approaches.

However, there may also

be external contributory factors to the students’ poor performance. These factors may well include the home and community environment, inclusive of the value being attached to education; the nutritional state of the children, hence their absorptive capacity; their very enrollment, punctuality and attendance at school, which may be influenced by financial circumstances; and myriad of other external factors.

The President’s School Boat/Transportation project is one such recognition.

There is therefore need for much more research and inquiry into the causal factors in relation to the rate of literacy that is extant in our schools. But the school population is not the only affected population. There is a large post school or dropout population that may also be affected. The research

and inquiry must also be extended to that sphere and programmes formulated to provide solutions. Given the apparent universal nature of the problem and its magnitude, a national, inter-sectoral and inter-agency approach is required. The school system has to ensure that the problem is not perpetuated, while the entire Nation has to be equally engaged outside of the school system, be it civil society, employers and community initiatives.

All are involved, lest we all be consumed.

On this the occasion of International Literacy Day, the entire Nation and its constituent parts are respectively encouraged to take stock and to take ownership of what must be a national endeavour if Guyana is to achieve the SDGs, but more importantly sustainable development.

Lumumba refusing to settle debt Nurses ought to for rental of National Stadium be approachable “The money is not a big deal, it could be paid at any time, but it’s the principle”

AS the Ministry of Education attempts to recover debts owed by promoters for the use of the Guyana National Stadium, one such individual – PPP MP, Odinga Lumumba – is making it clear that he does not intend to settle, at least not now.

The ministry in the Sunday Chronicle placed an advertisement calling for the Kashif and Shanghai Organisation, Hits and Jams Entertainment and Lumumba, to make urgent contact with them (the Ministry) or the Manager of the Guyana National Stadium.

Though no figure of how much is owed was officially released by the Ministry, Chronicle Sport confirmed that Lumumba’s bill is in excess of $600,000 which was for the use of the National Stadium when Alpha

United hosted Major League Soccer’s (MLS) Portland Timbers and Honduras’ Club Deportivo Olimpia in the 2014 CONCACAF Champions League.

Lumumba is the President and financier for Alpha United; Guyana’s most successful football club and yesterday, the former Presidential Adviser on Youth Empowerment under the People’s Progressive Party/ Civic (PPP/C), told reporters that he is not prepared to pay what is owed unless the sum is reduced.

“I’ve told Alpha United not to pay,” exclaimed the usually animated Lumumba, as he explained that the ministry must present a rate sheet, detailing how the cost for the venue rental is determined.

“They can’t ask football which is a predominantly black sport to pay a higher fee than

other sports,” said Lumumba, who added, “It might not be a racist thing, but it could be favouritism.”

The Guyana Chronicle attempted to ascertain how much was paid by the authorities for the Caribbean Premier League (CPL) T20 tournament, which hosted four matches this year in Guyana, but came up empty handed.

However, the Guyana Football Federation (GFF) was charged $1.2M for the use of the venue when they hosted St Vincent and the Grenadines on June 14 for the FIFA World Cup Qualifiers. “Why must a football club have to pay $300,000 for one match? It’s just about two hours we’re spending there. It’s unfair when others get it for little or at no cost. We’re willing to pay this bill once it’s fair or normal and

it’s at a proper rate and once it’s what the other sports pay to use it, I don’t have a problem,” Lumumba stated.

The PPP/C Member of Parliament believes that t h e D a v i d G r a n g e r- l e d administration should conduct “an investigation into the rental of the stadium and come up with a fee structure.”

But Lumumba failed to mention that it was under his party (the PPP/C), which was in office for the past 23 years, until the May 11 elections, that he is being billed since a source at the Ministry’s finance department told this publication that his club was sent the invoice for what was agreed upon for them (Alpha United) to pay. “The money is not a big deal, it could be paid at any time, but it’s the principle,” Lumumba added.

Criminal files stack up against Westford - police turn over more than 20 to DPP

By Leroy Smith THE Fraud Squad of the Guyana Police Force’s Criminal Investigation Department (CID) on Monday completed their investigations into allegations of fraud against former Minister of Public S e r v i c e , D r. J e n n i f e r Westford.

Those of her personnel officer, Margaret Cummings have also been completed, and along with hers, dispatched to the Director of Public Prosecutions (DPP) for advice, Crime Chief Wendell Blanhum has confirmed.

Wo r d i s t h a t t h e chambers of the DPP would have received in excess of 20 files pertaining to the investigations, dating back to more than two years.

All the files, according to sources, have to do with the transfer of funds from the then Office of the President to the Ministry of Public Service, and were done at Westford’s behest, through her personnel officer.

Reports are that once those requests reached the Office of the President, the funds were then signed off by then Permanent Secretary, Omar Sharif, who is still in the employ of the Ministry of the Presidency, as the Office of the President is now

called.

According to persons close to the investigation, those files that were sent to the DPP only implicate Westford and Cummings as being part of the alleged fraud. There is no reference to either former Head of the Presidential Secretariat, Dr. Roger Luncheon, or Sharif as being part of the alleged scheme that has seen hundreds of millions of dollars being unaccounted for.

Investigators say that based on information contained in the files that have been seen, funds were requested by the Public Service Ministry from the Office of the President to facilitate reviews of the services and various programmes within the Public Sector.

Turns out, however, that the funds were never used for the purpose for which they were intended, as no records to support those claims or works have ever been produced.

Additionally, several persons reportedly listed as being part of the team that visited several areas across the regions to conduct the assessment have all denied ever knowing of such an initiative by the then ministry, much less travelling to those

communities and regions on matters of such import on behalf of the ministry.

There were also questions as to why the then Office of the President was issuing funds to the ministry in such large amounts, when those funds ought to have been issued by the Ministry of Finance.

In early August, news surfaced that the government had uncovered a fraud of huge proportions, where more than $600M could not be accounted for, after those monies were issued in several tranches to the Ministry of

Public Service from the Office of the President.

The police were called in, and the matter has since been part of an active police investigation. The same former minister and the Personnel Officer are presently before the courts for illegally transferring several expensive State SUVs to herself and close relatives mere days before the PPP/C was voted out of office in May of this year.

The former minister and the former staff are on court bail in the combined sum of over $1M.

By Telesha Ramnarine FORMER nurse and midwife Patricia Chase-Green believes that the nurses of today cannot compare to those that were trained back in her days and she cited part of the reason for this as the lack of proper and adequate training.

“I recall the President of the Nursing Association Joan Stuart appealing to the then minister not to take a batch of 65 and 70 because of lack of interaction; the minister said they were there to train people, but one and two tutors cannot work,” Chase-Green, also Georgetown’s Deputy Mayor, told the Chronicle.

In an interview at her City Hall Office last week, she recalled how one nurse in particular, Nurse Phillips (now deceased) left a lasting impression on her with the caring attitude and kindness she showed her. In fact, Chase-Green, who spent some 38 years in the system, credits Nurse Phillips for the career path she undertook as a young woman.

“As a child, I visited Patricia Chase-Green the hospital (in New Amsterdam, Berbice) and met a wonderful nurse. I can only remember her as Nurse Phillips. She actually caused me to want to be a nurse.

She was kind, loving and caring. She was always there to comfort you. Her attention to you made the pain so much easier. She could have brought comfort and sympathise with you in your time of need. I also admired the way she dressed. From then on, I had this part of me that cried out to care for people.

“I don’t think the nurses of those days can come on par with the kind of nursing we have today. It’s one hundred percent different! Today, you are so fearful to approach the nurses. You are amazed that you go to them so nicely and speak to them and they are so brutal,” Chase-Green observed.

She is advising nurses that regardless of the problems they have at home, they ought to leave them behind as soon as they touch the hospital gate. “You have other problems to take on now at work. You are dealing with several lives at one time. So you have to be able to be caring and to be sympathetic and try to put yourself in the patient’s shoes and ask yourself if you would like someone to treat you that way.”

“Nursing is a skill and you have to be able to learn it properly. A mistake is a life. Any mistake can cost the life of someone. I don’t see nursing as a pay day but as a service I offer to the needy. In all that we do, we must strive to serve people. Every person needs and requires different attention, different care, and you must be able to adjust yourself to suit the patient’s needs,” Chase-Green further advised.

GWI says disruption at Diamond Well caused by vandalism - working to restore service

T H E G u y a n a Wa t e r Incorporated (GWI) has indicated that cables attached to the electrical panel of the company’s Diamond Well Station were removed by vandals resulting in a water service disruption which affected customers of Diamond, East Bank Demerara.

The vandalism was discovered on Saturday last during a scheduled inspection. Residents indicated that they saw no

suspicious persons in the vicinity of the well station. A report has been filed with the Guyana Police Force.

GWI, in a statement yesterday, said the cables which were removed are vital to the electrical operations of the well station. Divisional Operations Manager, GWI, East Bank Demerara, Orion Dhanraj, indicated that ‘the removal of the cables could have resulted in an electrical fire which would have rendered the well station

inoperable’.

The company is currently sourcing replacements for the cables and will be conducting repairs to the station in an effort to restore normal service to the Diamond Community.

The company apologises for any inconvenience caused and continues to ask for the patience of all customers affected by the service disruption.

Municipal inspectors to visit City residents - to ensure their environs are kept clean

IN keeping with the City Council’s plans to restore Georgetown to gardenlike conditions, they will be reintroducing visits to residents by municipal inspectors.

This is to ensure that the residents maintain their yards, parapets and drains in an acceptable manner and such visits will be made in the beginning at least once per month.

In an interview with the Chronicle at her City Hall Office recently, Deputy Mayor Patricia Chase-Green explained that this was something that was done in the past but that had to be discontinued because of a

shortage of inspectors to go out.

“I liked the British system we once came under. Every morning by 9, your yard and parapets had to be clean and you had to have a covered dust bin because the man in the white hat and khaki pants will come around to inspect.

You had to dab your bottom house, fire side, so that when the inspector came, your place is clean and you are not charged and placed before the courts,” Chase-Green expressed.

Meanwhile, the Mayor and City Council (M&CC) has embarked on a comprehensive plan to involve citizens in the

In a statement, the GPA said that Ramdayal's passing, untimely as it seems, is a stark reminder of the need for us to be our brother's and sister's keepers' in this fraternity.

“While many of us lost touch with her in the past months, her work throughout the media did not go unnoticed.”

According to the GPA, Mrs Ramdayal Ursulla Ramdayal had a long relationship with the media which started as a proof reader at the Guyana Chronicle newspaper in 1986 until 2009. “During that time, she also served as a freelance writer for the Sunday edition of the papers and worked as a Legal Clerk/Secretary to the Programme Manager of the then Guyana Broadcasting Corporation.”

Her posts after that were many and include a Freelance Announcer/Operator/Producer for GBC and then a Trainee Operator/Video Editor at Channel 12, Editor of Video Production and the Programme Producer of CNS 6 where she also served as News Editor, Anchor and Producer at Channel 6.

Mrs Ramdayal would later move to the Evening News at VCT Channel 28, where she was employed as a Senior Reporter and Newsroom Editor and then to GWTV Channel 2, where she served as the Editorin-Chief.

Her last post was as a Communications Officer at the Government Information Agency (GINA) in 2011, where she remained until July 2015. “Mrs Ramdayal always had a ready smile and was never too busy to help a colleague. She was well liked in the media and never shied away from an assignment. She was well known for interacting with colleagues on every level.

She was the mother of three children and resided at Canal Number 1, West Bank Demerara.”

“A farmer from Parika does not have to go through this stress and strain and could sell at a price to make a profit without much hassle and headache,” the Upper Berbice Chambers President told this publication.

He also said that the Upper Corentyne Chambers is against the government subsidising the reduction of the bridge toll, pointing out that the administration should look at ways to stimulate competition since competition brings down cost. And on that note, he suggested that alternative should be examined to move trucks and commercial goods in and out of Berbice.

Subnauth too said that the claim by the BBCI that it is not making money appears to be far-fetched given the high tolls to cross the facility. If the company is not making money, he said its management needs to be examined and operation restructured to remain viable, but it should not be at a heavy burden for Berbicians to shoulder. According to Subnauth, if the company cannot do this, it should sell its shares to the government, but should not increase its toll to add to the financial woes of residents in the Berbice region. While the government has imposed a $300 reduction in toll to cross the bridge, it recently learnt that the BBCI was seeking a 55 per cent increase in tolls from the former Administration.

UNREASONABLE Such an unreasonable charge, Finance Minister Winston Jordan said will not be countenanced by the Government. The BBCI had also asked the Administration to adhere to the legallybinding concession agreement it has with the Government, which outlines the toll formula in which the fees for commuter crossings should be adjusted periodically. But Finance Minister Winston Jordan in a statement had said that there appears to be other forces who want to use the Government as a compensatory mechanism for a faulty investment model of the Berbice Bridge. Professor Clive Thomas in another section of the media has described some aspects of the agreement as “outrageous” and “unconscionable”.

A $300 reduction, he said will have no real impact on business, but noted that the government should continue negotiations with the BCCI to implement the reduction and to see how it can be further reduced. Adjoda said the matter was not discussed in any substantive way at the CCCC, and it would be important for him to examine the records of the company before he makes any pronouncement on whether the company is indeed making a loss, and recommending a way forward.

Goldsource mining project on track for yearend production

By Clifford Stanley CANADIAN Mining Company, Goldsource Mines Inc., has reported that site preparation for its 100 tonnes per hour gold processing plant for mining at Eagle Moutain in Mahdia, Region 7 (Cuyuni/ Mazaurni) is 95 % complete.

The plant itself, designed and constructed by Sepro Minerals Systems Corp., Langley, Vancouver, British Columbia has been acquired and is in Guyana awaiting completion of site preparations.

The company said this development, along with other construction works on schedule, indicates that it is well on its way towards initial staged production by the end of this year.

“As planned, the company anticipates commissioning for Phase I production to take place during Q4, 2015 (by the end of this year). Phase I contemplates a 1,000 tonnes per day open pit - gravity plant with estimated pre production capital costs of US$4M to US$5M and post-commissioning cash operating costs of US$500 to US$600 per ounce of gold.

A Preliminary Economic Assessment (PEA) done in 2014 had stated that the Eagle Mountain Gold Project has an existing resource of 188,000 ounces of gold (Indicated) and 792,000 ounces gold (Inferred), with strong potential to expand its resources.

Based on limited metallurgical test work, gold recovery is estimated at 60% using gravity methods alone.

Should the actual recovery be as low as 50%, the project is expected to remain quite profitable with an IRR of 43%. The PEA noted too that at a gold price as low as $1,100 per ounce, the project is expected to remain quite profitable with an Internal Rate of Return (IRR ) of 49%.

With an increase in operating costs of more than 30%, the project is also projected to remain quite profitable with an IRR of 30%.

The estimated pre-production capital costs of US$4M to US$5M had been revised down from the stated preproduction capital costs of US$5.9M. The company disclosed that other significant construction activities on-going on site includes rehabilitation of the existing 10 kilometre road between Mahdia town and Eagle Mountain camp including construction of eight new bridges (85% completed).

Road completion was delayed for several weeks due to heavy seasonal rains but will pick up now that the dry season has started. Recruitment of key operations personnel is 60% completed; site preparation of upgraded camp, plant, tailings area and initial mining area (50%) completed; procurement & purchase of major equipment including a dozer and two new 500 KVA generators (90% completed); procurement & purchase of secondary processing plant for exploiting existing old tailings area with potential residual gold recovery /preliminary testing underway).

Yannis Tsitos, President of Goldsource Mines Inc. stated, “We are pleased with Eagle Mountain’s construction progress with the on-going shipments to site of the processing plant and equipment and the testing of the secondary aggregate plant with possibly residual gold production. We fully expect to deliver the Phase I construction on time and budget for Q4, 2015.”

Vendor hospitalised after vehicle collision with CID rank at Taymouth Manor

A 55-YEAR-old vendor of Golden Fleece, Essequibo Coast was rushed to the Suddie hospital last Friday after his minibus collided with another vehicle driven by a CID officer on the Taymouth Manor public road, Essequibo Coast.

Reports said the vendor, Madhoo Persaud, was driving his minibus at around 14:00

hrs along the Taymouth Manor public road when a collision occurred between the two vehicles.

According to several residents in the area, the loud impact of the collision caused persons to rush to the pubic road.

One resident said several detectives were in the vehicle that collided with the vendor’s minibus.

The vendor who sustained serious injuries to one of his feet was

taken out of his vehicle by public-spirited citizens and rushed to the Suddie hospital where he was and admitted. Reports said he is expected to undergo emergency surgery for his seriously injured foot.

Reports said the vendor was returning to his Golden Fleece home after selling vegetables at the Anna Regina market when the accident occurred.

Police investigations are in progress.

Taxi men complain about private-hire operators at Anna Regina HIRE car drivers on the Essequibo Coast are not pleased with the operation of private cars at the Anna Regina car park and have complained to Region 2 Chairman Devanand Ramdatt at a meeting held last Wednesday at the Region's State house.

The Chairman who met with the executive members of the Minibus and Hire Car Association along with scores of drivers was told that the operators of the private cars at the park solicit passengers, especially during the evening and late night and that is affecting their business.

Executive member of the association, Naithram, said the issue with private cars operating as hire cars is a serious one, as it is a breach of the motor insurance regulations.

He told the meeting that the situation is now rampant.

Naithram said the private cars which are well decorated also play loud music at the park and while driving along the road. He alleged that the Traffic Police are not doing anything about the situation.

Naithram, who is also a Councillor of the Region 2 RDC, called for immediate action to address the issue. He said the practice is unfair to licensed hire car drivers and it is not good from the police point of view.

He called on the association to take stern action to remove the private cars from operating as hire cars at the Anna Regina car park.

Naithram also warned that he would organise a protest with drivers to highlight the situation in front of the Anna Regina Police Station, if the police do not address the issue quickly.

However, Police Sergeant Craig who was present at the meeting said the issue with the private car operators will be dealt with. He told drivers that a statement is needed from hire car drivers who witness a private car driver soliciting passengers at the park before any arrest can be made.

The Sergeant assured hire car drivers that the police have plans to deal with the issue concerning private car drivers soliciting passengers at the park. He also gave his cell number to the drivers so they can make contact with him immediately, whenever they witness private cars working as hire cars at the park.

Meanwhile, the Region 2 Chairman, after listening to several other complaints, called on drivers to bring about changes within themselves. He promised also that the issues will be addressed urgently.

The drivers said they were happy to meet with the Regional Chairman and interact with him.

N E W LY a p p o i n t e d Ambassador of the European Union to Guyana, Mr Jernej Videti, on Monday, paid a call on Vice-President and Minister of Foreign Affairs of the Cooperative Republic of Guyana, Carl Greenidge, to whom he presented copies of his credentials.

Ambassador Videti is expected to present his Letters of Credence to President David Granger on Wednesday after which he will officially take up his duties as Ambassador and Head of Delegation of the European Union in Guyana, a release from the EU office here said.

Ambassador Videti,

who arrived in Guyana over the weekend, is married and has a daughter. He hails from Slovenia and previously served as its Ambassador to Montenegro. Over the next four years he will continue to build on the already well-established relations between Guyana and the European Union.

THE Georgetown Chamber of Commerce and Industry (GGCI) has announced that they will continue to work with the various stakeholders in the security sector, particularly the Ministry of Public Security, in light of the recent spike in crime across the country.

Making this announcement was chairman of the GCCI, Lance Hinds, during a recent interview with the Chronicle.

According to Hinds, “a tremendous amount of money is spent by businesses to take care of their own situations, given the continuing crime…nevertheless we continued to work with the various stakeholders, particularly with the Ministry of Public Security, with whom we are looking at how quickly we can find a solution to this growing problem.”

However, pertaining to business, he noted that apart Chairman of the GCCI, from crime, all other matters have been settled, including Lance Hinds the conclusion of the General and Regional Elections which contributed to the halt in business and the passing of the 2015 budget which contributed in some way to a slowdown.

Meanwhile, Hinds is encouraging businesses to push forward and pursue their goals, disregarding the fact that from the first quarter of 2013 business in Guyana began to slow down, and is not still completely back up and running.

Yachters pr a seamles

– Haralsingh DIRECTOR of Guyana Tourism Authority (GTA), Indranauth Haralsingh says that Guyana is “ready to host a successful and safe yacht rally and we are poised to deliver a seamless stay to those visiting Guyana.”

He was at the time speaking at a press briefing at the Ministry of Tourism’s Boardroom at Colgrain House on Camp Street.

There will be 10 yachts sailing from Trinidad to Guyana with 18 members and they were expected to arrive at Bartica on the Essequibo River yesterday and will depart on September 17 for Maroni in Suriname.

The Director recalled the successes of the previous yacht rallies, noting that this year marks the third consecutive year.

SERIOUS INVESTMENTS Haralsingh highlighted the tremendous potential the yachting market possesses but “we need serious investments into this market to move us from just having the potential to become ready.” He said Guyana can provide a safe haven for yachters since the country is positioned outside of the hurricane zone.

Nascimento and his wife disclosed that their aim is to make Guyana a premier destination for yachters around the world. Nascimento said the journey from Trinidad to Guyana will take approximately 2 to 3 days, dependent on the winds and current flow of the water.

HURUKABRA RESORT The yachts will first clear immigration and customs at Bartica after which they will set sail for the Hurukabra River Resort which is a short distance away from Bartica on the west bank of the Essequibo River where they will anchor.

He said that following the first rally, persons voiced interest in being able to see, and board the yachts.

This, he noted, was done last year and will be continuing with persons who attend the beach party being able to board the yachts.

evidence of witnesses, who stated that the child had gone to the home of the accused to return a bag which her mother had borrowed when the accused used the opportunity to pull the girl into his bedroom and commit the crime despite cries from the child to “stop! I want to go home!”

parts of the country that will be compatible with their length of stay.

The Hurukabra River Resort, she noted, will be teaming up with the Ministry of Tourism and the Guyana Tourism Authority to host this year’s yachting rally in the Essequibo River.

Nascimento said the resort would be holding a beach party on Sunday, September 13 for persons who wish to be a part of the yachting rally. A ticket costs $17,000 and is inclusive of return transportation and lunch. (Rebecca Ganesh)

PPP says it’s ready for Local Govt poll

The People’s Progressive Party/ Civic (PPP/C) yesterday said it is ready for Local Government Elections on December 7, but says all systems must be in place for a transparent and problem-free poll.

Speaking at the party’s weekly press briefing at Freedom House, party General Secretary Clement Rohee said the PPP is ready for the elections whenever it is held. He said while the PPP/C remains ready, it has some reservation with the manner in which the Local Authorities (Elections) (Amendment) Bill 2015 was tabled in the House. The General Secretary told reporters that the 6-day advance notice before the laying of a bill in the National Assembly was not observed.

The Opposition party also expressed some unease with the bill which will be read for a second time, will be piloted through all the stages, and passed at Wednesday’s sitting.

Rohee said the PPP/C is also cognisant of certain perils that may impact negatively on the quality, control and preparation of the holding of the elections. According to him, these include, among others, the process vested in the returning officers, vis-a-vis the recounting of votes, which allow the returning officer to be the sole arbiter in dispute that may arise with respect to vote count.

‘Rastaman’ found dead in house - at Exmouth, Essequibo Coast

GUYANA CHRONICLE Tuesday September 8, 2015 A ‘Rastaman’ known as Roy was found dead in his house at Exmouth on the Essequibo Coast last Saturday morning.

According to reports, the ‘Rastaman’ who lived alone in a small house surrounded by thick vegetation was discovered dead by a resident after a foul smell was coming from the house which is

not far from the public road.

The police were informed and the swollen body of ‘Rastaman’, who is believed to be in his late fifties, was removed to the Suddie Funeral Home.

A post-mortem is to be performed to determine the cause of death, and police investigations are in progress.

‘Rastaman’ who was well known by residents would walk the public road early in the morning with a cutlass on his shoulder. He was said to be a peaceful man who cared for the fruit trees and voluntarily cleaned the drainage trench in front of where he lived every month. His only known relative is said to be overseas. WICB, with its over-built infra-structure, will have no chance of hosting one of these tournaments in the future and are deprived of this benefit unless The Trio agree to help us – which seems unlikely.

The ridiculous vote also put a stop to the Future Tours Programme, which was the main plank of an ICC development initiative that required all Full Members to play each other within a limited period.

The Trio have already committed the next three or four years to playing each other often and it will be interesting to see how many tours are offered to the remaining seven Full Members.

The best earnings for the seven teams will be when they play one of The Trio.

However, Cameron is not the only guilty party as I am told that the WICB Board members voted in favour of the decision to surrender all our rights at the ICC, and I

must address my question to them also: What did we get in return for voting in support of the change to the ICC constitution? Were questions asked by the Members or did they just accept what was put before them?

But the final blow is that the foregoing arrangements can only be reversed if one of The Trio breaks ranks and leaves the cartel and votes with the other two Full Members to change these destructive and disgusting provisions. No sport can develop and grow if the majority of the profit made goes to three Associations, while the other Full Members struggle to survive with no access to earning additional funds to develop their players and the game.

If The Trio are aware of this position and continue as they are, then the game of cricket will be destroyed.

When the deal was done Cameron promised that WICB would be better off and that he would explain how. This explanation has never been given and perhaps this is a good time to tell us how WICB has benefited from these new arrangements. All of us will be intrigued to hear how we plan to recover the funds we have given away in the new arrangement.

How voting with the Big Three cost WICB $43 million

By Patrick Rousseau | THERE has been a deafening silence around the resolution of the problem with the Board of Control for Cricket in India (BCCI) over the tour cancelled by the president of the West Indies Cricket Board in late 2014. There was a very glib comment that it would be settled and no word since.

I think this is a very rocky road and this problem will not be solved easily and without the payment of money by the

WICB. I hope I am wrong.

The problem has affected the WICB tour schedule and I am sure contributed to the cancellation of a triangular OneDay International Tournament with Pakistan and Zimbabwe.

The tour would have given West Indies a chance to qualify for the ICC Champions Trophy 2017 in England. Pakistan withdrew and there was no ICC pressure to insist on the tour so it was cancelled.

We lost the opportunity to qualify by winning the series and gaining enough points to

be among the top eight ODI teams at the qualifying date of September 30, 2015. We will now not participate in 2017.

This is happening while the WICB president is playing politics with town-hall meetings but offering no explanation for this major setback. This will be the first time that West Indies will fail to participate in an important ICC tournament.

But maybe the lack of interest can be explained by the giveaway of the rights we once enjoyed at the ICC because of

a vote by Dave Cameron, the WICB president, and his fellow Full Members of the ICC. This decision has never been properly explained and most of us are not aware of the huge damage done, not only to the WICB and the West Indian people, but to the game of cricket by this vote. I will explain.

When I was the Board representative at the ICC, I had the pleasure of being present when the first non-English, non-Australian person was president of the ICC, in the person of Sir Clyde Walcott. An appointment of a person other than an Australian or Englishman was blocked by England and Australia using their veto vote since 1909, when the ICC was formed. I was also present and actively participated when Jagmohan Dalmiya of India was elected president of the ICC in 1997.

All this came about after an amendment to the consti-

WICB. For any matter to be put, amending the constitution or key governance points, required a majority vote of the members of the executive board and then the full board of the ICC. There were twelve voting members of the executive board. Australia, England and India (I will call them ‘The Trio’) were able to get the Full Members to cast their vote in favour of an amendment to the constitution which virtually gives them absolute control of the ICC. Since only the executive board can make recommendations on important matters to the ICC board for approval they have voted in the following changes: 1. They have reduced the executive board from twelve to five and have provided that The Trio are the only permanent members of the executive board. The other two members are elected while The Trio are nominated. The three members

no power to change the recommendations. This position is a continuation of the old regime prior to 1993 when two countries, Australia and England were in control, and the change is that this time they have given absolute power to The Trio.

But the real shocker in this disgusting surrender is the impact on the finances of the WICB, one of the poorest of the Full Members at the ICC. I will set out in detail the large sums we have lost with no legal right to regain them because of the stupidity of the vote by the WICB, to approve this ridiculous surrender of control of the game and the resources of cricket to The Trio.

It can only mean the beginning of the pattern of corruption that we have seen with other international organisations. The Trio have already changed the distribution of the ICC surplus funds to the benefit of themselves and substantially reduced

It was possible for one of us to hold the top post in the ICC. Many WICB presidents led the fight to get this major change. I was told by many ICC members of the great respect they had for Allan Rae because he always fought issues like this, and other issues that affected the Associate and Affiliate Members, who technically had no effective vote.

We now have a situation where the Full Members who are not automatically members of the executive board are in the same position as the Associate Members because of a change in the constitution of the ICC, consented to and agreed to, by the WICB, represented by Cameron. The changes are dramatic and I will spell them out.

When I was a member of the ICC, I represented the

2. The Trio have a majority of the vote and will also nominate the chairman of the executive board and of the committees of the board.

Only this committee or the executive board can make recommendations to the full board on financial and commercial matters such as the distribution of surplus funds and who should get ICC tournaments.

We therefore have a situation where The Trio, with their voting power, control the source of recommendations to the full board and the board has

Cricket began to see real revenues when a team from ICC negotiated the television and commercial rights for the World Cups in South Africa and the West Indies. It was an honour to be a part of that ICC Committee and we came close to getting US$700 million for the rights. I have a theory that international sporting associations grow corrupt as they get wealthier, and hope this is not the case with my beloved game.

There exists an estimate of the amount of net revenues that will be available for distribution among the ICC Members over the period 2015 to 2023. These distributions usually take place after each ICC World Cup. The amount projected is US$1.640 Billion.

Bradman blazer sells for A$132 000

SYDNEY, Australia (Reuters) - The blazer worn by Australian cricketing great Donald Bradman during his first series as Test captain sold for A$132 000 ($91 410) yesterday, local media reported.

The green jacket with gold piping and the Australia crest on the breast pocket was worn by the batsman when he led the Australians against the English tourists in the 1936-37 Ashes series, which the home side won 3-2.

It had been expected to sell for A$70 000-90 000 but bids had reached the A$100 000 mark when the hammer went down at the auction house in Melbourne.

Taxes and commissions accounted for the other A$32 000.

“This is the first (Bradman) blazer we’ve had up for auction, which is possibly why it sold so well,” auctioneer Max Williamson told Australian Associated Press.

“It went beyond our expectations ... we’re still shaking.”

Anything related to Bradman, who retired with a Test batting average of 99.94, is a major attraction for collectors of cricket memorabilia and his 1948 ‘Invincibles’ tour cap sold for A$402 500 in 2008.

‘Stealth Bomber’ is number one in the world again

THE latest updated ranking for women’s heavyweight boxers in the world shows Gwendolyn ‘Stealth Bomber’ O’Neil as the current number one-ranked fighter in the world.

The `queen’ of boxing sits atop the rankings after defeating former No.1 fighter Sonya `The Scholar’ Lamonakis on July 4 this year, to win the Universal Boxing Federation (UBF) World female heavyweight title in St Maarten.

The loss for Greece’s Lamonakis puts her now in the No.4 spot on the world list.

O’Neil is expected to return shortly to join in the month-long celebration of Amerindian Heritage Month.

The Amerindian Heritage Month is celebrated in September of every year and is in recognition of Guyana’s indigenous people who are the natural caretakers of the rainforests which cover almost two-thirds of Guyana.

O’Neil is of mixed race, and hails from Mabaruma,

Her remarkable career has given her many victories but she ranks her most recent World heavyweight title win as one of her most gratifying wins. “So many people counted me out but I knew that God would show them what I was made of,” said the happy O’Neil after the fight.

Plans worked for Forde, Morgan in Sunday’s Massy 10K Run

By Michael DaSilva GUYANA’S premier male 10K athlete Cleveland Forde and female road race specialist Alika Morgan both said their race plans worked for them in Sunday’s Massy 10K run.

Speaking to Chronicle Sport after the event on Sunday, Forde who returned 33 minutes 15 seconds (33.15) in winning the male category for a fifth consecutive year in the history of the event, said, “My plan was to push the pace of the race from the halfway mark and try to return a better time than my time last year and that’s exactly what I did.”

The 30-year-old Forde, who benefited from a training programme at the Kip Keino High Altitude Training Centre in Kenya some nine years ago, added that if he had someone marking him in the latter part of the race it would have caused him to accelerate and clock a better time.

Forde said he anticipated that the race would have started late and the sun would be a telling factor, so during the latter part of his preparation he trained in hot conditions, “so the sun did not affect me”.

Morgan, who is now 25

GFF takes case against FIFA to Court of Arbitration for Sport … Guyana seek to be reinstated to World Cup Qualifier THE Guyana Football Federation (GFF) has taken its case against world governing body FIFA and the St Vincent and the Grenadines Football Federation (SVGFF) to the Court of Arbitration for Sport (CAS). Its grouse is based on the eligibility of Garvin James, who played for the St Vincent and the Grenadines national team in the World Cup qualification match against Guyana, which was played at the Guyana National Stadium on June 14.

Through Attorney-at-Law Sanjeev J. Datadin, the GFF filed an appeal to the Court of Arbitration for Sport in Lausanne, Switzerland on Thursday September 3.

According to a release from the GFF, the Federation contends that James was not the holder of a St Vincent and the Grenadines Passport at the time the game was played as required by Arti-

At the time of the game James was the holder of a United Kingdom Passport.

He had a stamp inserted in the passport indicating he was a citizen of St Vincent and the Grenadines by descent.

recognises a passport as the only form of valid proof acceptable.

FIFA’s Disciplinary Code Article 55 (1) states that “if a player takes part in an official match despite being ineligible, his team will be sanctioned by forfeiting the match and paying a minimum fine of CHF 6,000.”

If the GFF challenge is successful it would mean the Guyana team would advance in place of St Vincent and the Grenadines.

The score in the match played between Guyana and St Vincent and the Grenadines ended in a 4-4 draw with the latter team advancing on the away goals rule.

The playing of the St Vincent and the Grenadines versus Aruba on September 4 – 8 is no bar to the imposition of a penalty by CAS on the St Vincent & Grenadines team and for Guyana’s team

to rejoin the competition.

On June 16, the GFF had filed a complaint to FIFA’s Disciplinary Committee and was informed on July 29 by the Disciplinary Committee that, “after careful examination of all the requested information and documentation, it was considered that no further intervention was necessary in such context”.

The GFF then followed up with an appeal to FIFA’s Appeal Committee but was once again notified that it was not a party to the relevant proceedings and would therefore not be eligible to appeal.

FIFA further added that an appeal was lodged against a letter issued on July 29 by the FIFA Disciplinary Committee and not against a decision of the Committee.

The CAS appeal is expected to be heard and determined in the near future.

Asked what caused her to literally stop and take a rest at the entrance of the Demerara Harbour Bridge, Foster said she was a bit exhausted and started to cramp.

When Foster crossed the finish line, she fell to the ground crying out for cramps in both her legs and had to be assisted by her club mates and public-spirited citizens as there was no medic present.

The COURTS 10K race is billed for September 20.

Bolt decides not to race again this year

(REUTERS) - Six-time Olympic champion Usain Bolt has decided not to race again this year after his triple gold medal haul at last month’s world championships in China.

“After the excitement of the past few weeks at the World T&F (Track & Field) Championships in Beijing I have decided not to race again in 2015,” Bolt wrote on his Facebook page.

The 29-year-old swept all three sprint titles for the fifth time at a major global championships going back to the 2008 Beijing Olympics after an injury-disrupted season.

However, he has opted to concentrate on the Rio de Janeiro Olympic Games by bringing the curtain down on his season early.

“I am already thinking about next year and the 2016 Olympic Games in Rio where I will attempt to defend my titles in the 100m, 200m and 4x100m,” Bolt added.

“I will enjoy a short break from training now to recharge before resuming background training next month.”

Bolt’s decision means he will miss Friday’s Diamond League finale in Brussels where he was due to race in the 200 metres.

“I have competed in Brussels many times over the years and it is always one of the best meets on the circuit. The track is fast and they always have a full house,” Bolt added.

“I was looking forward to running there this year but I’m happy to end the season without any injuries and ready to go for 2016.”

Bent Street stun Sophia to enter GT … Sparta, West Front Road and Beer Futsal semis Festival City remain unbeaten

ENT Street pulled out a marvellous performance to demolish Sophia on Sunday night and step into the semi-final round of the GT Beer Futsal Tournament, along with the unbeaten trio of Sparta Boss, West Front Road-Gold is Money and Festival City.

Action began at the Cliff Anderson Sports Hall with Bent Street inflicting a 12-5 whipping on Sophia as Okeene Fraser led with a helmet-trick of goals. Stellon David scored in the second minute to put Bent Street ahead but Dwayne Lowe who was the opposition’s driving force throughout the match, equalised in the fourth.

Fraser then scored his first in the fifth and Lowe answered in the sixth to make it 2-2. Four minutes later Fraser recorded his second then Colin Nelson gave the eventual victors their first two-goal lead in the 12th minute.

Sophia managed to pull one back in the 14th minute, a

goal which completed Lowe’s first-half hat-trick but his team was still behind 3-4. In the second half Lowe and his teammate Omallo Williams scored once each in consecutive minutes to take their tally to five, but it was not enough for the goal-thirsty opposition.

David opened the scoring in the second half; Fraser scored in the 20th and 30th minutes while Nelson found the back of the net in the 24th and 28th minutes to complete his hat-trick. Amos Ramsey also cashed-in big with a second half hat-trick, scoring in the 23rd, 25th and 29th minutes.

West Front Road humbled West Back Road in the match that followed 5-3. Randolph Wagner and Hubert Pedro scored in the 6th and 14th minutes for West Front Road to give their side some bit of comfort to play with in the second half.
