Major General (retired) Joseph Singh has reported that mining on the left bank of the Cuyuni River is threatening the State’s integrity since Guyana's border with Venezuela follows the left bank of the Cuyuni River from Ankoko Island to the Akarabisi River.

He is calling on the authorities to take corrective action to conform with the Mining Act and Regulations and to prompt greater vigilance on the part of the regulatory and enforcement agencies. The photos were taken on Sunday, August 30. These show vividly the problems being experienced in river mining when indiscriminate members of the mining community ‘throw caution to the wind’ and persist in breaking the law which states no mining activity can be done within 66 feet

of the banks of rivers.

The breaching of the river banks allows tailings and effluent to go directly into the rivers. Tailings accrete, creating obstacles to river navigation.

Singh, a conservationist, said the pools that are left in the wake of such mining activities contribute to water borne diseases as well as provide breeding ground for mosquitoes, pollute the water of downstream co m m u n it ies , im p a ct negatively on aquatic life and the ecosystem, and leave unsightly scars on the degraded landscape.

In face of river taxis plan:

BBCI mulls free bus ride for students

IN the face of an impending stiff competition from the introduction of river taxis for the refusal to lower its toll, the Berbice Bridge Company Incorporated (BBCI) is mulling the introduction of buses for school children.

According to a senior bridge official who requested anonymity, the matter was discussed at a stakeholder meeting yesterday and a decision was reportedly made to transport schoolchildren over the bridge for free. The move by the BBCI comes in wake of a decision by government to introduce river taxis and subsidise the costs for schoolchildren to cross the bridge since the bridge company has refused to lower its toll.

Public Infrastructure Ministers David Patterson and Annette Ferguson have already met with the chambers of commerce of Regions 5 and 6 to discuss the way forward.

Patterson recently told a news conference that the Ministry of Public Infrastructure has made a proposal to the Ministry of Finance for the subsidising of travel for students and the elderly in the form of

river taxis. “Government has committed all efforts to keep our promise which is the reduction of the Berbice Bridge toll to commuters on both sides between Regions 5 and 6. But, the pace of the negotiations is not as expeditious as we would prefer,” Minister Patterson said.

SOME MISUNDERSTANDING He explained: “There seem to be a bit misunderstanding where the government stands on this negotiation. The government has stated that the current charge for a car when we took over was $2200, we said to the bride company ‘fair enough’ the government will pay $300 per car, the bridge company said there were several other issues which they want to look and we said, but irrespective of whatever the other issues are, we would like to implement this $300 per car….The Bridge company would like the government to deal with all their issues which we inherited to be discussed and resolved in their favour, but we see no reason to delay the implementation

But the plans by the government to introduce river taxis might be grounded if the bridge company go ahead and introduce a service that the administration is moving to implement. According to the reliable inside source, the introduction of the big buses is one of a raft of measures that will be soon announced by the bridge company “to ensure its viability”.

Land-court-judge robbery accused further remanded THE four gang members charged with robbing land- court judge, Nicola Pierre and her husband were yesterday further remanded.

This was due to their files being incomplete, and having to be sent back to the Director of Public Prosecutions (DPP) for advice.

Warren McKenzie, 22, of 80 Brutus Street Agricola, East Bank Demerara; Damien Millington, also 22 and of 118 Caesar Street, Agricola; Nicholas Narine, 18, also of Caesar Street, Agricola; and Anthony David, 28, of 63 Hadfield Street, Stabroek made a joint appearance before Sparendaam Magistrate Zameena Ali. Police prosecutor, David Goodridge did not request that the Administration of Justice Act (AJA) be applied to the charges, since the file has to be sent back to the DPP, and therefore asked for a report date.

He, however, told the court that McKenzie was only yesterday discharged from the Georgetown Public Hospital after being shot in the stomach during a shootout with the police.

According to the prosecutor, the firearm that McKenzie had on his person when he was apprehended, was sent for a ballistic report, along with spent shells found at the crime scene.

Goodridge further explained that according to the report, the gun was indeed used in the commission of the robbery. He also said that McKenzie has been positively identified by the judge’s husband, who only recently returned from abroad where he’d been for medical treatment for the injuries he sustained during the robbery.

The quartet is charged with two counts of robbery under arms, and discharging a loaded firearm. Particulars of the charges allege that on July 9, at Montrose, East Coast Demerara, the four men, being armed with a gun, robbed 50-year-old businessman, Mohamed Chand, and his wife, Nicola Pierre, 43, of a safe containing US$7,000, gold and diamond jewellery, and a suitcase of other valuables among other items, totalling over $ 2.6M. It is alleged that the accused, on the same day and at the same location, discharged a loaded firearm in the direction of Ron Peters, with intent to maim, disfigure or disable.

They are to return to court on October 27.

WILL BE A SURPRISE The insider declined to divulge what the other measures are, but if the BBCI goes ahead and introduces the school buses, it will come as a surprise since the company had said that it is not making money.

The BBCI had claimed that it suffered an accumulated loss of $1.4 billion in 2014, and reducing the toll of the bridge will compound its woes. But Berbice

Chambers of Commerce and Development Association (BCCDA) President Ramroop Rajnauth said the reported loss by the BBCI and claims of insolvency if it reduces its toll appear to be implausible. He also told the Guyana Chronicle on Monday that the $300 reduction in the bridge toll is not enough. According to him, the $300 reduction boils down to about a $40 reduction per commuter to cross the bridge, and

noted that while the introduction of river taxis is a good step to bring relief to commuters, it must be done in a structured way.

The BCCDA President explained that persons getting into the service will have to make some investment to get started, and they should not end up being in a situation where soon after they begin operations, the BCCI lowers its toll and put their business in a quandary.

Rowley to be sworn in today

(Trinidad Guardian) PRESIDENT Anthony Carmona will swear in Dr Keith Rowley as Prime Minister of Trinidad and Tobago and appoint his Attorney General today at 1.30 pm at Queen’s Hall, St Ann’s.

Monday night the People’s National Movement won a tight race with the People’s Partnership in a 23 to 18 victory.

As the final results were being tallied close to midnight Monday, Carmona congratulated Rowley on his victory at the polls, a statement from the Office of the President stated.

In a telephone conversation with Rowley, who was at Balisier House, in Port-of-Spain, Carmona extended his sincere congratulations to Rowley and the PNM at their victory at the polls.

Carmona told Rowley that his victory ad-

dress to his supporters and by extension to the Nation was that of a true statesman, the statement said.

Carmona also complimented Rowley for his victory speech which was one of inclusivity to all, high lighting in laudable terms service to country and that we, the people of Trinidad and Tobago are one.

PNM chairman Franklin Khan said the margin of victory was 23-18.

Deputy political leader Rohan Sinanan was proclaimed as the mastermind behind the PNM’s victory.

The party’s political leader Dr Keith Rowley said it was the “dawn of a new era”.

Rowley announced the party’s victory at the polls around 11.15 p.m. to the media.

As Rowley walked to the stage downstairs around 11.36 p.m. the crowd chanted his name.

They clapped, screamed and waved flags to herald his arrival.

to help teach nationalism and patriotism to students, Carmona expressed his address, his “unabiding faith” in the potential of our young people and the need to make of them genuine patriots of this Republic.

Carmona’s telephone call to Rowley came after hearing his victory address and the concession speech by then Prime Minister Kamla Persad-Bissessar.

Education Month kicks off —CEO calls for more with reading fair access to literature CHIEF Education Officer, Olato Sam yesterday called on the private and public sectors to provide more access to literature in an effort to combat illiteracy as Guyana joins countries worldwide in celebrating

International Literacy Day. At a reading fair that was organised by the Ministry of Education, as part of its activities for Education Month, the Chief Education Officer, stressed on the necessity of

developing a more literate society beginning with the participation of both the private and public sectors.

“This (illiteracy) can no longer be regarded as only a schoolhouse or classroom issue, but must resonate from

the bottom houses, rum shops and street corners to the highest offices and platforms in Guyana,” said Sam. In order for this to materialise, Sam said there should be widespread access to free or low-cost literacy programmes through a range of media while employers must adopt ways in supporting their employees in becoming more literate, just as parents internalise a sense of responsibility to ensure that their children are not robbed of the opportunity to be literate productive citizens. Given that the success rates at the Grade Three and Grade Six examinations indicate that literacy is still a daunting challenge, the Ministry of Education, said Sam, have taken specific

Let’s get on with those Forensic Audits: Let’s get them done: Let’s clear the table

EDITORIAL

Education: years to go before we sleep IT is Education Month again-a yearly international activity spawned elsewhere which we have taken on board as a nation. In spite of some grand individual performances by our children, we lag behind the real world by light years in terms of educational standards. We all know that, and the Honourable Minister of Education knows it better than most. This month and every day after for the next 10 years we must stop the uttering of platitudes-- good sounding but meaningless words.

That great physicist, Albert Einstein, wrote: “Imagination is more important than knowledge; knowledge is finite, but imagination encircles the globe.” This is the sort of genius that we cannot seem to produce from our education system in Guyana and the West Indies. And that is because we as leaders or elders do not seem able to use our imagination to envisage the future for our children.

With imagination, we can begin the task of cultivating our talent within our educational institutions, in our homes, and in our communities.

Our educators at all levels and especially our policymakers must begin with simple questions.

This is not easy since the ego offers impediments.

Simplicity takes work. Geniuses make the most complex things seem simple; the mediocre makes the simplest things appear complicated. We do not need BBM or Facebook self-admiring one-liners.

We do not need big and expensive conferences nor multiple workshops and seminars. Those fashionable things can come later. The greats that made our world a better place did not have those things.

Einstein did not; his work was done mostly in isolation. Quiet contemplation and the exercise of our imagination would do. Here are eight fundamental questions: who are our students and who will our students be as individuals and as citizens of Guyana what should we teach; how should we teach it how will our students learn? what are society’s needs how does society expect us to meet those needs what role will learning play and how will we pay for it.

If these questions are directly or easily answered, it is likely that some form of strategic management

Dear Editor, EVERYONE within Guyana and many without would have heard the booming allegations of huge, widespread, deep corruption of hundreds of billions of dollars, against our PPP/ C Administration of the last 23 years. There have been calls for and offers of international assistance to trace those billions of dollars of illegally spent money.

To this I say, let’s get on with those forensic audits as thoroughly, as widely, as deeply and as quickly as could be. Let us welcome and encourage all assistance from bilaterals and multilaterals so that we could have expert and experienced as well as honest and fair audits, as early as possible; for we cannot move forward until those allegations are cleared one way or another.

And I do not have blinkers on. I make no claim that we are angels all, in the PPP and PPP/C; nor do I hold out that any of us is an angel all the time; that we, members all of this society have never succumbed to the pressures and temptations in our society. I say as our President Ramotar said, the reports of corruption have been grossly exaggerated; and I say further, many of these allegations have arisen from misunderstandings and wrong expectations of many and the distorted presentations of others who know better.

There could be no moving forward on the issues dear to us all – national cohesion and some form of and sense of shared governance, until those allegations have been determined. Quite likely you share the concerns about the new, ‘fish-market’ lows remarked upon, to which our Honourable members descended in the recently concluded budget debate. I doubt that it could have been otherwise, with all those allegations in the air. Let me confess that I was so hurt during the elections campaign by all the false allegations and abuse hurled against us, and the grotesque distortions of so

much that we had worked at for people and country, that I found myself angered beyond recognition. Let me further confess that during considerations about when we, PPP/C, should enter Parliament, my expressed inclination was that we should enter Parliament as soon as the forensic audits would have been completed and declared, but not before. Better judgement and the arguments for participation in our national budget review prevailed.

Regrettably, our last elections evolved into too much of a matter of life and death. There was a letter to the Editor on which I had reflected, with the headline, ‘Why don’t the PPP/C just stand down? Presumably, after twenty three years in Office, there were some sentiments, ‘why doesn’t the PPP/C not declare its innings and take to the field and let the other side have a chance to bat, showing what they could do?’ Perhaps the abuse we felt obliged to hurl at each other has taken away, even if only temporarily, our right to criticise such an argument.

As much as we wished we could, the flow of abuse could not be turned off just so, on a declaration of the results of the Election. I particularly regretted the vehemence of the new, young Honourable Member from Region 10, in his charges of marginalisation and discrimination against us PPP/C, when clearly Linden/ Region 10 shared equitably in what we had. No doubt he was presenting as he thought he should, but I wondered whether his presentation with all that vehemence and ignoring hard, visible facts, was any less an exercise in racial consolidation than any with which we of the PPP/C have been charged. Let’s get on with those forensic audits, get them done and out of the way so that we can get back to focusing on growth and development, national cohesion and the practice and a sense of shared governance. (by this or any other name) already exists within the nation. If, however, these questions cannot be directly or easily answered, then the education system is probably lagging and we need to arrive at forms of major planning, such as strategic planning, that will better prepare our children and adults to advance themselves and the nation out of the educational wilderness in which we have found ourselves. We know that currently in Guyana, these questions have not even been asked much less answered. All of our previous governments have failed in this regard. We currently assess our educational performance by simply counting the numbers of subjects passed or failed or by looking at grades. Previous governments have demonstrated a distressing absence of vision. We need to awaken from this slumber immediately and have these asked and answered, failing which, our children are doomed.

As usual, we assess our success by gazing at examination results. This simplistic numbers-crunching does not amount to much. It certainly does not amount to meaningful analysis. We busy ourselves talking percentages and break it all down into subjects and number of passes.

faith and hope kept us of the PPP and later the PPP/C going, since that split of 1955 through 1964 to 1992, and through what was unleashed on us in the run up to and after our 1997 elections. Recall too, that reflecting on and taking opportunity of the close returns of the three parties which contested the 1994 Local Government Elections, for the City of Georgetown, we proposed and participated in a trial of ‘ shared governance,’ in a rotating Mayorship of Georgetown. That trial collapsed when our turn came.

And recall too, much more recently, in talks during Budget 2012, our PPP/C administration conceded and implemented a larger increase in old age pension but the leaders of the then Opposition abandoned the subsequent agreement to initiate a multiyear phased reform of the electricity supply in Linden. And there was on the table a further step to engage the then Opposition in the allocation of about one third of the revenue from VAT. We were but one step away from a real sharing in governance.

Let us have conditions conducive for national cohesion and a sense of shared governance. We of the PPP and the PPP/C have been and will continue seeking national cohesion and the practice and a sense of shared governance. We have too much invested, more than any other.

But our country cannot go forward now with those serious allegations hanging in the air. These allegations cannot just be dropped or forgotten; they must be determined then removed from the table. Until then, I fear all our meetings would be but a continuation of what we had in our budget debate in Parliament.

It may be useful to gauge how better or worse our children are performing compared to performance percentages in previous years, but that is about as far as it goes.

The private schools seem to be out-performing our public schools. Why is this so? What is it that the private-school teachers and children are doing that we are not doing in public schools? Are the teaching and learning environments and conditions better in the former than in the latter? Are there background factors in play--like social and familial circumstances? It is also distressing when the people giving us these figures stake claim to the success of children and teachers that do the work. It is latrine politics.

But all of this takes a great deal of work, competence, and dedication. If we do not have work ethic, competence and dedication, we will not ask nor answer the questions asked above. But here is the rub: if we do not ask the questions and get the answers, we will never have the work ethic, competence or dedication.

Nepotism and cronyism Dear Editor, JUST a few months ago, I read in the letter columns of the dailies, including the April 14th edition of the Stabroek News, a letter written by Ranwell Jordan, Former Mayor of Georgetown and captioned ‘The PPP/C wants to continue a family dynasty’ in which he was extremely critical of the list of candidates the PPP/C had put forward for the National and Regional Elections opining that it had contained the names of family and friends.

He then went on to condemn Former President Ramotar for allowing his children to be employed at the GGMC and with the E-Governance project. He further went on to say that Guyana was all about the PPP/C, their relatives and friends; and no one else, and that persons must not allow this to happen in Guyana; and that everyone must vote collectively and solidly against it.

Upon reading this letter, I thought of how morally erect this gentleman must be and that here was someone who had no tolerance or nepotism or cronyism. Indeed I was tempted to write a letter commending this gentleman and his ideals. You could then imagine my horror when I visited City Hall yesterday to pay my uncle’s property taxes to discover that one of the staff members working in the Finance Department happened to be a relative of Mr. Jordan, wanting to be certain I asked one of the tax clerks whether it was indeed his relative, the clerk not only confirmed this but advised me that this was at least the third time the individual was being employed at the Council.

To my further dismay I learnt that the relative was not the only of Jordan’s family members there since there was another one holding a senior position at the Mechanical Workshop and many other relatives scattered among the various municipal department.

Berbice Bridge contract abominable Dear Editor, I read with utter dismay to quote the words of the Minister of State on behalf of the Government,” The Government will not be able to assist those attempting to cross the river using their own vehicles since the current contract with the Bridge Company prohibits the use of vessels for the crossing of vehicles, we don’t want to send the wrong message to investors”.

Mr. Editor this is an abominable contract that needs revisiting forth with. Is the government willing to spend the wrong message to the populaces and more particularly to the Berbicians, that, “we are in no position to help you?” we as a citizenry are hearing of a;; the various wrongs as heighted even before the APNU& AFC took governmental office with more revelations on their coming into office. It is time being righting the wrongs. Let justice prevail, noting else would be accepted.

Governments are there to humanely oversee the affairs of the people not to highlight wrongs and tell us we can’t do anything about it. If this government makes open and righteous deals and contracts in the interest of all, investors cannot be scared away. Only the selfish are scared away who want everything for themselves and the poor, hapless people be used to promote their personal aggrandizement, gain and satisfaction. In other words matter of abominable affairs, we hear of hundreds involved in gold smuggling, foreign investors illegal involvements. Are we to hear the government can’t do anything about it?

Why all the forensic audits, commission of inquiry and commission to retrieve stolen wealth, is all this a sham and waste of money? Justice must not just be perceived to be done. Let Justice be done, Let the evil forces in the nation be brought to nothing, Let God be glorified and Let Guyana and Guyanese progress.

Causing-death driver to serve 50 months’ jail ––pay $30,000 each on three other charges

SEON Adams of La Parfaite Harmonie, West Bank Demerara was yesterday jailed for 50 months after city Magistrate Judy Latchman found him guilty as charged for causing death by dangerous driving.

Particulars of the offence are that, on May 26 on the Railway Embankment in the vicinity of Bel Air, Georgetown, he drove motorcar HC 2231 in a manner dangerous to the public, thereby causing the death of 31–year–old Fizul Hussain.

Also convicted on three other charges, Adams was fined $30,000 on each charge, with an alternative of one month imprisonment if the fine is not paid. One of those charges detailed that he failed to report the accident within 24 hours of its occurrence. Another charge detailed that on the same day, at Bel Air, he failed to stop the vehicle which he was driving after an accident had occurred. The third charge detailed that he failed to render assistance or take the injured person to a registered

medical practitioner after the accident had occurred.

The three charges will run consecutively with each other, but will run concurrently with the dangerous driving charge.

According to the prosecution’s facts, at time of the accident, the deceased was standing in the lower parapet fishing. He was pronounced dead on arrival at the Georgetown Public Hospital. (Geeta Rampersaud)

Supervisor on $120,000 bail for embezzlement BHOWANIE Ramotar of Lot 7 Railway Embankment, Kitty, Georgetown appeared yesterday without legal representation before city Magistrate Ann McLennan, charged with embezzling the sum of $500,000

from Builders Hardware Supplies, where he worked as a supervisor.

He pleaded not guilty to the charge, which detailed that on August 25 at Georgetown, he uplifted from a Chinese national a cheque on behalf of

Builders Hardware Supplies, and failed to deliver same to his employer.

The 42-year-old Ramotar was placed on $120,000 bail, and the matter was adjourned to September 30.

Duo placed on $200,000 bail each ––on armed car-stealing charge

CITY Magistrate Alex Moore yesterday placed 27-yearold Linden Hodge of North Ruimveldt, Georgetown and 26-year-old Travis Nichols of Lot 6 Stanleytown, West Bank Demerara on $200,000

bail each after they appeared before him and pleaded not guilty to stealing a Toyota Premio motorcar.

Particulars of the charge they face detailed that on August 23, at Georgetown, being together

armed with a gun, they robbed Mervin Persaud of one motorcar valued $2M, and a Blackberry cellular phone.

Their case has been scheduled for another hearing on October 13.

Two PPP nominated commissioners quit GECOM THE People’s Progressive Party has announced that two of its nominated Commissioners of the Guyana Elections Commission (GECOM) have resigned.

Mahamood Shaw and Athmaram Mangar have tendered their resignations from the electoral body and will be replaced by former Works Minister, Robeson Benn and attorney-at-law,

Bibi Shadick, Opposition Leader Bharrat Jagdeo has confirmed.

According to Jagdeo Benn and Shadick’s names have already been submitted as replacements for the two commissioners who resigned. Noting that both Mangar and Shaw cited personal reasons for their resignations, Jagdeo thanked them for their efforts in repre-

senting the interest of all Guyanese at GECOM. Jagdeo said too that he has already spoken to President David Granger indicating that Benn and Shadick are ready to be sworn in.

He said the swearing in is important at this time given that government was pushing ahead with its plans to host local government elections.

PPP unwilling to cooperate with Govt on economic diplomacy OPPOSITION Leader Bharrat Jagdeo has committed to working with the current administration to resolve the Guyana Venezuela Border dispute but has refused to work with the administration o n a re a s o f e c o n o m i c diplomacy.

“The government can expect full support on border matters… Where it comes to economic diplomacy we may not have a similar approach and we may have huge differences in terms of how we approach economic differences,” Jagdeo said.

He was at the time speaking to reporters at Freedom House, Robb Street on Tuesday. The Opposition Leader highlighted points

of his recent meeting with President David Granger noting that while he was ill prepared for an in-depth meeting with the president he only committed to one of five items listed on an agenda produced by President Granger at the meeting.

“When I showed up there, the President welcomed me and gave me an agenda and I said I thought it was an initial courtesy meeting and he said I wrote you a letter…

I did not receive the letter but …I will undertake to have the items on the agenda discussed at the level of the party.”

DPP advises: charge teen over Albouystown execution NINETEEN-year-old Keron Taylor of Albouystown will appear in court today after being charged with the murder of Senassie Lewis,22, who was shot executionstyle early last Friday morning outside the Ghetto Flex bar at James and Albouys streets.

The charge follows advice from the Director of Public Prosecutions. Taylor is allegedly one of the two gunmen, according to eyewitnesses who also provided statements to police.

The DPP, according to information reaching the Guyana Chronicle, gave her advice based on the initial evidence provided by the police and statements by eyewitnesses.

The police are expected to make their case even stronger depending on results from the gunpowder residue test on the suspect.

Police sources who spoke to this publication noted that there is overwhelming evidence against both Keron Taylor and his brother, who has not yet been apprehended.

Eyewitnesses told the police, as well as this publication, that early last Friday morning there were two gunmen who opened fire in the direction of Lewis, killing him on the spot while three other persons were also hit.

The sources who were in close proximity also told this publication that the gunmen after shooting Lewis, fled the scene and entered a nearby car in which they made good their escape.

Lewis was no stranger to the police as he had several brushes with the law and had been charged for several serious crimes in the past, including armed robbery.

Taylor, who is also known to law enforcement, surrendered to the police over the weekend in the company of Attorney-at-Law Nigel Hughes. The police had expressed an interest in questioning him following the killing.

“This environment does not lend itself to working together…What we should do is allow government six months to do all enquiries and take actions and when that period of campaign is done then move on,” Jagdeo said.

Shot Man charged with Agricola teen murder of granny THE Director of Public Prosecution yesterday re c o m m e n d e d t h a t a known drug addict from the West Coast Demerara area be charged with the capital offence after the facts presented to her in the police file on Monday were reviewed.

Thus Stanley Barrow had a charge of murder read to him by Vreed-enHoop Magistrate Christel Lambert yesterday.

Barrow was not required to plea to the indictable charge, which read that in July he had battered 68-year-old Magon JonesCox, also known as Jean Bernard, resulting in her death three days later.

Unrepresented in court, Barrow had nothing to say when offered opportunity by the magistrate.

Police sources have indicated that Barrow did confess to battering the woman after he had forcible vaginal and anal sex with her in July. He further told ranks that he decided to kill the woman after she began complaining about feeling

pain while he was having unauthorized sex with her.

Speaking with the Guyana Chronicle on Sunday afternoon, the dead woman’s daughter, Cleotha Cox, said she

had last seen her mother on July 10 in Bartica.

Cleotha acknowledged that her mother was not always in a sane frame of mind due to family issues and domestic problems, but she said that her mother was not out of sorts at the time she was attacked by the three men.

Cleotha recalled that when her mother was found, her jaw had been broken; part of her tongue had been severed; her ribs had been broken, as had been her right arm and leg; and her right eye had been plucked out.

Jones-Cox, who was left-handed, had been rescued by persons from the community in a semiconscious state. She was asked if she could speak, and had responded by nodding her head in the negative; but when asked if she was able to write, she had nodded in confirmation.

She had then written her name and how persons could make contact with her relatives. She had also

reportedly written the name of the persons who had battered her, and that information had reportedly been passed on to the police.

When the post-mortem was performed on Friday last, after three delays, it was found that the woman had sustained broken bones and had also been sexually assaulted. The police then acted on the first set of information they had received and had picked up the very person whom Cleotha Cox had pointed out to them.

Barrow was picked up on Saturday, and he confessed to battering the woman. He also reportedly told the police that he had battered the woman all by himself. That confession caused the police to keep the man in their custody while they released another man who had also been detained.

The unfortunate Magon Jones-Cox, also known as Jean Bernard, was laid to rest on Saturday last.

SEVENTEEN-year-old Karim Shivratan who was, on Monday last, shot whilst trying to assist two females who were being robbed by two men at gunpoint in a minibus, has been confirmed to be in a stable condition at the Georgetown Public Hospital Corporation (GPHC).

The youth had acted heroically, but was shot in his chest in front of his home at Agricola Public Road, East Bank Demerara at about 08:20hrs on the day in question.

His grandmother, who preferred to have her identity kept secret, described her grandson as a pleasant child who was always helpful around the community.

She said: “He is a good boy. He just complete CXC and is going to start UG soon, so it is very sad indeed. But thank God he is in a stable condition; he could talk and so, so everything is okay with him.”

The police reported on Monday that two men who had joined a minibus at Diamond, East Bank Demerara, requested to be put off at Agricola. As the vehicle stopped, they held up two passengers — Natasha Rampersaud, 33, and Lalita Narine, 53, of Diamond Housing Scheme — and relieved them of their jewellery. Shivratan, who was in the vicinity when the crime was being committed, went to the assistance of the women, and was shot. Investigations are in progress. (Navendra Seoraj)

GPHC patient rescued from suicide attempt QUICK thinking and level headedness on the part of porters at the Georgetown Public Hospital, yesterday saved a man from jumping to his death from the second floor of the Georgetown Public Hospital.

Staff at the hospital said that the patient, Ronald Walcott had earlier in the afternoon gotten away from the ward and was found swimming in a drain outside the hospital kitchen.

He was picked up and taken back to Room 3 Male Surgical where he was a patient. However, he managed to escape out of the ward later in the afternoon and entered another room in the department where he painstakingly climbed onto a window sill and attempted to jump to the ground. Patients and visitors in the ward sounded an alarm and the porters rushed into the room and grabbed him just in time.

Appearing disappointed that the porters had p re v e n t e d h i m t a k i n g the fatal jump, he threw himself onto the floor and began shouting ; “Ah want a gun; ah want a knife.”

Asked what he wanted to do with the gun and knife, he replied “A wan’ dead!” And asked why did he want to die, he somberly replied, “Is six days ah deh in dis place and can get a tablet to drink. I aint getting no treatment so I want dead,” he declared.

But staff at the institution claimed that this has been his second suicide attempt since being warded there.

He was taken back to Room 3 Surgical where the nurses, with the assistance of porters and overseen by a doctor, restrained him to the bed

Gov’t, GT&T still to iron out ‘issues’ to free up telecoms sector

By Ariana Gordon THE two telecommunications companies, Guyana Telephone and Telegraph Company (GT&T) and Digicel may have to wait longer for the liberalisation of the sector as Government is yet to iron out some “outstanding issues.”

This is according to Prime

Minister Moses Nagamootoo, under whose purview the sector falls. Speaking with reporters on Saturday, the Prime Minister said “That will come after we trash out an internal discussion some outstanding issues between GT&T and the Government.”

The Prime Minister could not state with certainty when the legislation would be tak-

en before the National Assembly. “I can’t tell you that, there is no time frame. It depends on the nature of the discussions,” Nagamootoo told reporters.

Notwithstanding the slothfulness of tabling the telecommunications legislation in the National Assembly, the Prime Minister said it is Government’s intention “to

remove the monopoly so that we can have more players coming into the spectrum.”

Prime Minister Moses Nagamootoo has said the company has faith in the new Administration to fulfil its promise.

“As it relates to the subject of liberalisation, we believe that the new administration is committed to delivering on their promise to liberalise the telecommunications sector. As highlighted in their manifesto, the Telecommunications Bill is one of the main bills of focus,” the CEO said.

Kelly noted that the company is eager to provide the Guyanese people with improved products and services.

“We also believe that liberalisation will benefit Guyana and the Guyanese people by lowering costs for international calls and improve the products and services offered in the Guyanese market.”

Over the years, Digicel has been pushing for the liberalisation of the telecommunications sector stating that once the monopoly is removed, the company would be in a better position to invest more in upgrading its mobile telephone network while providing additional telecommunications services.

The company believes that “freeing up” the sector will set the stage for good competition with not only GT&T, but other players who may enter the market.

Like Digicel, GT&T controlled by Atlantic Tele-Network (ATN) had indicated that it has no issues with the liberalisation of the sector but noted that critical to the liberalisation of the sector is the treatment of the company’s contractual rights and Government’s obligations as per its agreement between the Government and ATN. The Telecommunications Bill was first introduced in 2011 and was revised in 2013 during the 10th Parliament.

The Bill was under review by the Select Committee during the 10th Parliament but that process was halted following the prorogation of Parliament. The Bill seeks to create competition in the telecommunications sector and would ensure a level playing field that will be attractive to new entrants.

Earlier this year the then Chief Executive Officer of GT&T, Radha Krishna Sharma had stated that prior to the prorogation the company was prepared for Government’s plans to liberalise the sector.

He pointed out then that the company was looking forward to contributing to the refinement of the legislation.

GT&T had had made both written and oral submissions to the Special Select Committee on Telecommunication Reform on specific aspect of the legis-

The company had however, argued that the fundamental to the liberalisation of the sector was the treatment of its contractual rights and Government’s obligation as enshrined in a legal , lawful agreement between the Government of Guyana and GT&T’s parent company Atlantic Telecommunication Network (ATN). The company has insisted over the years that notwithstanding numerous meetings and offer of a negotiated settlement this issue remains unresolved.

Gun Amnesty

6 guns, 7 shotgun cartridges, 1,255 rounds in 8 days SINCE the Amnesty programme commenced police have been struggling to have a large number of arms and ammunition handed over by persons who are holding those items illegally.

Yesterday the Guyana Police Force released a very short list of the items which were handed over to the police thus far at various police station representing only three out of seven police divisions. Evidently, the Police “A” Division received the largest number of items as part of the programme followed by the police “D” Division which was trailed by “F” Division. It was the Police “A” Division which recorded the first handing over of items as part of the programme when a Kitty, Georgetown resident turned in more than one thousand rounds of high-powered ammunition.

Thus far there were 1,191 rounds of 7.62x51 of ammunition, that was handed in on the first day at the Alberttown Police Station followed by two .22 pistols and three magazines along with 55 rounds of ammunition that was handed over to the police at the East La Penitence Police Station also on the first day the programme was announced.

Additionally, there was one Shotgun with one cartridge that was handed over to the police at the Timehri Police Sta-

tion followed by one 9mm Luger pistol with nine matching rounds of ammunition. The police also received as part of the programme one .32 Walter pistol with one magazine and 193 matching rounds of ammunition. Those were all handed into the police of “A” Division.

In “D” Division, one 9mm magazine was handed into the ranks at the Parika Police Station as well as three 16 gauge and three 20 gauge shotgun cartridges respectively also in that division. The only other division to net anything as part of the programme was “F” Division where one 20 gauge shotgun and one 16 gauge shotgun were handed over to the ranks.

Over the weekend Public Security Minister, Khemraj Ramjattan related that the government will be moving to extend the programme since they are still open to giving persons a fair chance to hand over their illegal weapons before it is too late to do so as the full force of the law will be applied once the period expires and persons are found in possession of illegal arms.

The Peoples Progressive Party Civic General Secretary Clement Rohee is already on records as saying that the programme will be a failure as much consideration was not placed into it.

Laid-off Call Centre workers demanding severance package …Labour Dept. still to work out issue with company

By Ariana Gordon THE abrupt closure of the St Kitts-based Toucan Connections Incorporated has devastated the lives of many of the 90 odd youths from Linden who were employed there. And though Government has promised to take legal action against the company, workers are still deeply concerned about the payment of their severance package.

Twenty-year-old Rashawna Aaron, a former student of Wisburg Secondary School is one of the laid-off employees who is now back in the hust for a job.

Aaron told the Chronicle that she worked as a Customer Service Representative at the company for approximately seven months before being laid off. Her being out of a job has left her in financial hardship. “It is hard on me, it is hard on my family… my mom is pushing me to get a job, it has been sometime since I left school.”

Aaron begun working at Toucan Connections in January and said she loved her job. According to her, she and other Customer Service Representatives were required to work for two weeks after which they were required to stay at home until they received a call from their supervisors. “We worked every two weeks, then we stay home and they call us back to work when they are ready.” Aaron explained what

transpired in August when the company closed operations without paying severance to the affected workers.

“The last day I worked was the 7th of August, and like I told you after working two weeks they would

According to the young woman, no reason was provided. The Chronicle understands that the company may have closed its doors due to financial constraints. “I feel bad about this situation, I enjoyed my job and now I am struggling to get a new job… it is really hard,” Aaron told

this newspaper.

“No money was released, they just sent us home. It is a tough situation,” she lamented. The 20 year-old woman said she has applied to several entities but so far she has gotten no response. She remains hopeful nevertheless stating that she is looking to enroll in CXC classes to re-write subjects she did not pass.

Meanwhile, a colleague of Aaron, Kiara Fraser of Wismar, Linden said she begun working at Toucan Connections as a Customer Service Representative on January 12, 2015. This, she said, was her first job. According to 19 year-old Fraser, she was unable to attend the meeting held by Toucan Connections representatives as she was unwell but was informed of what transpired.

“I didn’t go to the meeting, a friend called me and told me what happened,” she said. “At first I enjoyed working there but then it became hard as they said we weren’t making sales.” Fraser said Customer Service Representatives were required to “give out free magazines”.

She explained that Toucan Connections was responsible for the distribution of magazines for clients. “Sometimes it was nice working there and other times we were sent home.” The woman lamented that things at Toucan became a bit uncomfortable when staff were unwell and asked to go home but were told they

couldn’t. “They would refuse to send us home if we were sick,” she told the Chronicle.

Asked how she feels about the situation, the young woman said: “I feel really bad…this year I wanted to go back to school…take some classes and I was working towards that.” This was Fraser’s first job.

“I am not sure what I am going to do now…I applied to do nursing I hope to get in,” she stated. Fraser said too that Customer Service Representatives with the company were paid on a weekly basis and she observed that, for a few weeks prior to the closure of the company, staff were being paid late. She is hopeful that she can benefit from a severance package.

Meanwhile, Region 10 Chairman Renis Morian told the Chronicle on Monday that he is hopeful that the investigation launched by the Ministry of Social Protection is completed soon as many persons are without jobs. He explained that there is a need for the travel documents belonging to the overseas managers to be held until the completion of the investigation and more so, until the workers are paid their benefits. That aside, Morian is concerned about the protection of the building where the company operated as he was informed of two company officers “removing equipment”.

The Regional Chairman could not provide an update

on the investigations stating that it was in the hands of Minister in the Ministry of Social Protection Simona Broomes. He too is awaiting an update from the minister.

“I don’t have an update; I too am awaiting an update from the Minister. I have tried reaching her but she has

He stressed that the people of Linden have been wronged by Toucan Industries and the company has broken the Labour Laws.

Last week Broomes also accused the call centre of violating labour laws when it closed operations and sent home the workers without prior notice.

According to the Government Information Agency (GINA), the alleged violation had forced the Government to intervene, so as to ensure that those now

unemployed persons will be given their full benefits.

Broomes, who holds oversight responsibility for the labour department, led a team to the mining town on Wednesday last to meet with officials and staff of the now closed Call Centre.

According to GINA, during the engagement with the manager, supervisor, and 86 staff members at the Centre, the minister explained that she was informed of the issue by Regional Chairman, Rennis Morian, who was also present.

The minister was told by staff that the management of the Centre had advised them that the benefits due them would be paid by the Government. This notion was, however, quickly dispelled

by Minister Broomes, who told them that they’d been misled. “If it was told to you that it is the responsibility of Government to pay your severance, I would like to say to you, this is not true.

It is the responsibility of the person who employed you to do so,” she told the now unemployed persons.

The minister explained that management of the Call Centre had violated the labour laws of Guyana, which mandate that businesses, upon their closure or intentions to do so, must first inform their employees and then the respective Government or State agency. Supervisor of Toucan Connections, Shontel Brooks, advised the minister.

Comfortable facilities for pensioners - at Meten-Meer-Zorg Post Office

By Michel Outridge PENSIONERS will soon be comfortably seated under a shed, and have access to washroom facilities, while they are waiting to collect their old age pension at MetenMeer-Zorg Post Office on the West Coast of Demerara.

The new facilities are 95% completed and should be commissioned next week.

When this newspaper visited the MetenMeer-Zorg Post Office yesterday, painters were putting the final coat of paint to the newly-constructed shed, the walls were being washed, and the flooring was raised and cemented, while the washroom is to be built.

Since the construction of the shed, pensioners have welcomed the move, which is an initiative of ‘D’ Division Commander Stephen Mansell, in collaboration with several members of the business community.

The business people donated materials such as lumber, paint, zinc sheets and cement, among other things, which made the project successful, and so far more than $750,000 was expended.

‘There’s no place for territorial disputes’ - commits to ensuring continued peace in Region

“I FIRMLY believe that in the 21st Century, there is no place for old territorial disputes,” says Brazil’s Ambassador to Guyana, Lineu Pupo de Paula.

“Guyana has the right, and I agree that the government has a duty to seek the development of the country. The common goal should be the welfare of all peoples of the Region.

South America is a place of peace and will continue to be because Brazil will not accept any turmoil in

its borders,” the Brazilian envoy said Monday evening at a function at his residence to mark his country’s 193rd Independence Anniversary.

It was a position with which President David Granger agreed, as he reiterated his commitment to working to ensure peace in the Region, while protecting Guyana’s borders.

Delivering the keynote address at the function, President Granger said Guyana is looking forward to working with

Brazil to reaffirm the inviolability of borders on the continent.

“We are encouraged by Brazil’s determination not to accept any disturbance on its borders,” President Granger said, adding that Guyana has the right and a duty to seek the economic development of its resources, for the good of its people, as he reiterated that South America should be a zone of peace.

On the issue of bilateral relations between Guyana and Brazil, President Granger

said both countries have a vested interest in each other’s development.

“We recall, with a deep sense of satisfaction, the State visit of President Luiz Inácio ‘Lula’ da Silva in March 2007, and the commissioning of the bridge between Guyana and Brazil in September 2009,” he said.

Both the 2007 visit and the commissioning of the bridge, President Granger said, are symbolic of the deep and wide areas of bilateral cooperation that have existed between our two countries over the last 47 years.

It’s a relationship he’s committed to deepening, widening, as well as strengthening, he said, and is looking forward to having

even more fruitful talks with President Dilma Rousseff in the near future.

As Ambassador de Paula noted, the whole purpose to inviting Guyana to join in their celebrations is to bring the two countries together in reaffirming their desire to build a free society, and a stable and lasting democracy.

“We the people are the ones responsible for the fate of our countries, and, for that, we must unite our projects with the fate of our countries in search of an egalitarian and just society, where everyone has the same rights and opportunities,” Ambassador de Paula said.

Before the ground was filled with dirt and cemented, the place was always inundated because it was low and overgrown with weeds.

Meanwhile, both Mansell and Khan yesterday asked that citizens dispose of their garbage, including empty beer bottles, in a better manner rather than litter in front of the Meten-Meer-Zorg Post Office.

Consultations open for Mahdia township upgrade

PREPARATIONS are in full swing to transform Mahdia, a hinterland mining community in Region 8 (Potaro/Siparuni), to a town.

Government is currently conducting consultations with stakeholders and examining different areas that need development. On Saturday, a team comprising Ministers of Communities and Public Infrastructure Ronald Bulkan and David Patterson respectively, APNU+AFC Parliamentarian Gloria Bancroft and engineers of the two ministries visited the community.

During an interactive meeting with residents and regional officials, including Regional Chairman Bonaventure Fredericks at the Mahdia Community Centre, the ministers reaffirmed Government’s commitment to developing Mahdia to offer citizens a good life.

All developmental works that would be executed in the community would be done in consultation with the RDC, a release by the Ministry of Communities said.

Minister Bulkan was firm that the Regional Executive Officer is not the head of the region but a public servant, who is there to serve the RDC. He emphasised that G u y a n a ’s C o n s t i t u t i o n provides for 81 Local Governments but were in breach for many years. One example is that in 2011 when the then government did not

win Region 8 at the General and Regional Elections, the government-appointed REO on many occasions did not cooperate with the RDC. The minister noted that this fresh approach is a fulfilment of one o f g o v e r n m e n t ’s m a n y promises to transform Guyana when it was on the opposition benches in the 10th Parliament and on the 2015 General and Regional Elections campaign trail.

According to Regional Chairman Fredericks, developing Mahdia and the entire region would not be an easy task unless everyone works together. He added that the REO has been cooperative.

Residents expressed their satisfaction that there is a new government with a resounding, warm welcome. While the residents are cognisant that the APNU+AFC coalition Government is now implementing its policies and programmes, they are dissatisfied that many seemingly corrupt officers are still working in the region.

The residents, who were extremely vocal, identified several persons who in they believe are corrupt and should be fired if indeed this new government would tackle corruption and give citizens the good life.

Minister Patterson is of the view that those public officers who serve in a district for a number of

This revelation was greeted by loud applause by the residents, who have complained about the deplorable roads for a number of years. However, a resident pointed out that government needs to fix the water network before it could pave the roads.

and pointed out that fixing Mahdia and the water woes in surrounding communities are a priority that is currently being examined.

Prior to attending the meeting, the ministers, engineers, Fredericks and the REO visited the Salbora Creek, which is the main source of water supply in the area. The team also inspected the distribution pipelines leading from the creek to Mahdia to ascertain why the community is constantly faced with low water pressure. It was observed that there are several leakages, illegal connections and silt in the pipelines. To ensure that quality infrastructural upgrading works will be executed, the Ministry of Public Infrastructure would be stationing two of its engineers in the region.

In fact, this would be the case for every region across Guyana. This announcement was also met with appreciation by the people.

Mining is the major economic activity in Mahdia and is regarded as the backbone of the community.

However, miners are faced with many challenges and are asking for government’s swift intervention. Residents explained that the former administration has left a gap in the mining sector for corruption to fester.

Offering an example of one of their many challenges a resident said, “Let’s just say a man owns a claim in the 1980s and some persons get permission from him to bore a hole as soon as that happen, a man come and say he own the bloc in 1999. Now, how can a man own something

that another man already own since in the 80s.”

Another challenge in the mining sector is access to lands. According to a resident, the current system that is being utilised by the Guyana Geology and Mines Commission is not designed for the poor man or small miner. The resident pointed out that he had gotten a block a year or so ago from GGMC to mine. However, he had difficulty in locating the block which forced him to return the block to the Commission. Subsequently, a big businessman was given the same block by the GGMC and was able to locate it.

MAHDIA POWER AND LIGHT Residents are not taking lightly the fact that they are paying the highest per kilowatt cost in the country.

LOWER ELECTRICITY COST Having noted the concerns of the residents, Minister Patterson said government will be working with the power company to see how residents could get a better supply of electricity at a lower cost. Minister Bulkan pointed out that the Tumatumari hydro power plant is being rehabilitated by a private company and when completed, residents would be able to access electricity for half the current price being paid.

Residents are also calling for the equitable distribution of resources in the education system in Region 8. They believe that the former Government deliberately sidelined the delivery of quality education

in Mahdia and neighbouring communities to benefit other communities. However, they are demanding that this government provide the necessary resources, including qualified, trained teachers in the school system.

They are disheartened that Mahdia Primary School was unable to produce students with high scores in the National Grade Six Assessment.

HOUSING Minister Bulkan informed residents that efforts will be made to complete infrastructural development in the housing scheme, which was established under the former government.

However, little efforts w e re m a d e t o d o a n y infrastructural works that would enable persons to build their houses. A resident highlighted that Mahdia needs to move away from leasing lands to land ownership. The man emphasised that if a commercial bank were to come into Mahdia, it is unlikely that the company would want to lease the land. The ministers assured residents that with government’s policy of inclusive democracy and being a government for all Guyanese, Mahdia will be transformed. They assured the residents that all matters and complaints raised at the meeting would be related to the subject minister and ministry for action. It will take time but the RDC will be involved and will be responsible for its development, Minister Bulkan said.

FACE-OFF CONTINUES - between Bourda Market vendors and M&CC demolition crew

By Michel Outridge THE face-off continued yesterday between vendors of the Bourda Market and employees of the Mayor and City Council (M&CC), whose demolition exercise of stalls intensified to rid the area of vending and facilitate the tearing down of the derelict Bedford building.

During the morning hours, a bulldozer was ripping apart stalls, and the materials were being loaded onto a truck to be taken away, much to the disappointment of many vendors, who watched their wooden stalls being destroyed by the M&CC crew.

The scene was inevitably noisy as some vendors, in registering their disappointment, became very vocal in the presence of members of the City Constabulary and the Guyana Police Force, who were present to oversee the exercise and prevent the outbreak of violence.

When this newspaper visited the area yesterday, scores of vendors spoke of being faced with the predicament of having no business from which to earn a living, and they asked what they were supposed to do to support their families.

One visibly upset v e n d o r, v o i c i n g h e r disapproval at the move by M&CC to break down her stall, unleashed a series of expletives as others looked on quietly.

The scene was tense and bordering on the eruption of violence, but the presence of ranks from the GPF and the City Constabulary had a persuasive effect in maintaining law and order.

Acting Public Relations Officer of the M&CC, Ms Debra Lewis, told this publication yesterday that the stall demolition exercise will continue until the area is cleared for the demolition and removal of the old Bedford building, and there will be no letting up.

She added that City Mayor Hamilton Green

has always tried to assist vendors, although it is illegal to vend on the pavement, and the M&CC had no option other than to engage in this demolition exercise, because vendors did not want to comply with instructions to remove from the area.

The M&CC said vendors were given ample time to relocate from the area, but they did not cooperate with the City Council; as such, the Council had to take action and forcibly stage a demolition exercise, which commenced at 05:00 hrs on Monday morning.

The M&CC said in a statement yesterday that it is seeking to return its main thoroughfares t o a s t a t e o f o r d e r, hence it is asking store owners who operate along Regent Street to desist from placing tables, mannequins and other structures on the pavements in front of their businesses.

It was observed that many of these business places have placed large structures on the pavements to display goods for sale, and this, according to the

M&CC, has contributed to congestion in the area.

Regent Street is one of the main shopping areas in Georgetown, and the chaos that occurs daily on the pavements of Regent Street is unacceptable, the M&CC has said.

Also, congestion on the Regent Street pavement creates a situation for criminal activities to occur, according to the Council.

Therefore, in the interest of decency, order and civility, the Council would not allow store owners to vend along Regent Street.

The document added that City Hall is working assiduously to ensure that the entire city returns to a state of orderliness and cleanliness. “Regent Street is one of our major shopping areas in the city and the hub of economic activities. It also has the potential to be a greater tourist attraction if the right environment is created and sustained. The co-operation of businesses in this area can only help the Georgetown City Council to restore order and integrity of the city�, M&CC has said.

A bitter parting THE body of 47-year-old Mrs Pauline Thomas of Aishalton in Region 9 was, on Monday, laid to rest at Zeelugt, East Bank Essequibo, following a moving funeral service at Sandy’s Funeral Parlour in Georgetown.

She succumbed at the Georgetown Public Hospital (GPH) on August 29, two Saturdays after she and her husband, 57-yearold Casmo Thomas, had eaten an under-cooked meal of cassava at her home on August 21.

They had both fallen ill moments after consuming the meal, and had both been

rushed to the Aishalton Hospital, where they were warded for a few days before being air-dashed to the GPH, where they were admitted to the High Dependency Unit.

Following Pauline’s demise, Casmo had remained under treatment and doctors’ strict medical watch at the Georgetown Public Hospital for another week. He was discharged last Sunday.

Over the last few days, Casmo Thomas has been taking his wife’s death badly, and had requested to be at her funeral.

Even though favourably

recovered, his discharge on Sunday was to facilitate his attendance at the funeral.

Pauline’s death has inevitably taken a toll on Casmo, and as the hour of her burial drew closer on Monday, Casmo became too weak to even travel to the city for the funeral service and viewing at Sandy’s Parlour.

Their two daughters were flown in from Aishalton on Saturday, and they joined their father and brother, Presley, who lives at Parika, and other relatives and friends, for the funeral.

In a cruel twist of irony, it was both the first and last viewing of Pauline’s face for Casmo and their five children: Sandra, Prestly, Katari, Donna and Sharon.

The family would like to express gratitude

to the medical staff of both the Georgetown Public Hospital and the Aishalton Hospital and to all others who had lent them support in their time of severe distress.

Two Trans Guyana staffers secure piloting scholarships in U.S. IN another effort to develop the aviation industry in Guyana, which was described as rapidly growing, two employees of Trans Guyana Airways recently secured scholarships to pursue aviation studies at the Flight Safety Academy in Florida.

The two successful applicants Al Fredericks, 26, who is a senior flight o p e r a t i o n s o ff i c e r a n d Shivram Arjun, 28, a Grade 3 Technician, secured the scholarships which are valued at about US$100,000 each.

The one-year training, which awards a piloting licence to those who successfully complete the programme, meets international standards.

Following successful completion of the programme,

Guyanese then return home for “in-house” training, where they are required to fly a minimum of 1,000 hours under the supervision of training captains.

Safety policy dictates that upon completion of the 1,000 hours, they are released on long strips and subsequently on shorter strips in remote areas.

Speaking with the press recently Arjun, who is a Grade 3 technician at Caribbean Av i a t i o n M a i n t e n a n c e Services Limited, disclosed that he always had hopes of becoming a pilot since he was four years old.

He recalled that his father used to take him to the Ogle Airport, where he currently works, about 3-4 times a week to see airplanes. He was even afforded the opportunity to sit in airplanes, which

fuelled his drive even more to become a pilot.

However, after completing studies at the tertiary level, Arjun realised he could not afford the cost to pursue this career. As a result, his attention shifted to aviation maintenance.

He then completed three years of training and was employed by Trans Guyana.

Fredericks, who is a senior flight operations officer, said that he too had a passion for flying at a tender age.

He related that after leaving school, he went to work with two other companies before joining Trans Guyana in 2009, since he realised that he could not afford to pursue aviation studies.

Serving in the employ of the company, the duo then applied for the scholarship

which is offered every two years. The scholarship attracts between 10-24 candidates each time it is offered, and according to Fredericks, this is his third application since there is no cap on how many times one can apply.

Selection of applicants is done by a panel comprising officials from the aviation services and a representative from the Flight Safety

Academy, for transparency.

Candidates are assessed on the basis of their knowledge of aviation and their practical skills which must accompany this knowledge.

According to Andre Farinha, Director of Operations, the programme which was resuscitated in 2010, aims to boost the local aviation industry by

providing opportunities for Guyanese, rather than employing foreign pilots.

With the “enormous” demand for pilots in Guyana, he noted that the company saw it fit to invest in these individuals who will have contractual obligations with the company upon successful completion of the programme.

This was confirmed by Chairman of GuySuCo Dr. Clive Thomas, yesterday, who underscored how critical a role the energy assets would play in the future operations of GuySuCo. Thomas also disclosed that former Chief Executive Officer of the sugar corporation Rajendra Singh had agreed with the

In early April of this year, Executive Director of the National Industrial and Commercial Investments Limited (NICIL) Winston Brassington, had announced that the GuySuCo energy assets at Skeldon, along with the PPA - between the

Guyana Power and Light (GPL) and GuySuCo had been transferred to the Skeldon Energy Inc. This had followed approval by the then (People’s Progressive Party) Cabinet.

The new company – Skeldon Energy Inc. would be jointly owned by GPL and NICIL and was expected to be managed by Wartsila Guyana Inc. The company is

funded by equity financing of US$9M and debt financing to the tune of US$21M, secured from local and international financial institutions.

He had further explained that the power-generating assets consist primarily of three Wartsila power plants with an installed capacity of 10 MegaWatts (MW) and a Co-Generation Bagasse Plant with an installed capacity o f 3 0 M W. H o w e v e r, Wartsila had agreed to inject US3M to bring the Co-Generation plant and the other three power plants to its (Wartsila’s) standards. Rehabilitation, operation and management of the combined power plants

were to be effective April 1, 2015 with the money being refinanced over time.

Contacted on the issue on Tuesday Dr Thomas, who was appointed after the sale was made earlier this year, explained that the decision to sell the power plant was made by the former Chief Executive Officer (CEO) Raj Singh, without the consent of G u y S u C o ’s b o a r d . B u t despite approximately GYD$1B being paid to GuySuCo through the sale agreement thus far, the need for the power plant to aid in GuySuCo’s development remains

great, Dr. Thomas said.

Additionally, he disclosed that he was made aware that GPL was receiving power under this arrangement at an “unconscionably low rate” which he deemed to be “unacceptable.”

As a result, the chairman reiterated the need for GuySuCo to reacquire this power plant which 90,000 Berbicians currently benefit from.

“So as a result of this,

the board made a decision last Thursday to retrieve this power plant… the process is still in its preliminary stages since it was only Thursday the decision was made, but the minister was written to, and we are anticipating a favourable response,” Dr. Thomas told this publication yesterday.

But the long-term aim of this move, he revealed, is

to aid in the rebuilding of GuySuCo and an attempt at restoring normalcy at a corporation which has suffered tremendously.

The chairman also hinted at the possibility of Skeldon Energy Incorporated dissolving, and NICIL assuming the responsibilities of the company. However, a definitive decision in that regard has not been taken.

workshop on aquaculture farm management techniques for ministry employees - a training initiative that aims to revitalise the sector and improve the livelihoods of aquaculture entrepreneurs.

“With transfer of learning to the work environment, this project is expected to contribute to increases in the number of aquaculture farms, employment, exports, and small and medium enterprises’ (MSME) business performance. This will ultimately improve the livelihoods of small entrepreneurs within the Aquaculture industry, and increase the industry’s overall contribution to agriculture and Guyana’s GDP,” said Edward Greene, Division Chief of CDB’s Technical

Cooperation Division.

Aquaculture production occupies about 3,000 hectares of space across Guyana, with approximately 52 farms currently operating within the sector throughout eight of the 10 Administrative Regions of the country. Despite cases in which the production of fingerlings has more than quadrupled over a five-year period, the number of aquaculture farms is dwindling.

“As a government, we are looking to further promote this industry by looking at ways to promote the production of commercial species such as tambaqui and tilapia rearing. Training is important - because

for us to be successful we need our fish farmers to be not only well organised but also to be well trained.

There is an ever growing market regionally and internationally and for us to tap into that market we have to be well organised,” said Permanent Secretary of the Ministry of Agriculture, George Jervis.

The sector continues to face challenges surrounding the supply of feed; export-readiness of farmed products; the production of fingerlings for new or emerging species of fish; and the lack of human resource capacity. Combined, these issues contributed to a 47 percent decrease in

production in 2011 and a further 15 percent decrease in production in 2012. In addition, the number of farms operating within the sector between 2008 and 2013 declined by 73 percent—from 196 to 52.

Fifteen Extension Officers assigned to the aquaculture sector participated in the Aquaculture Farm Management Techniques Training Workshop. Of the 52 farms in operation, women manage six of them. This data presents the opportunity for CDB to identify the possible gender-related issues within the aquacul-

ture sector and determine how these can be addressed to exploit the full potential of productive resources in Guyana and, ensure that women benefit from the growth potential of the sector.

“As a result of this Project, an analysis of the gender-related issues in the sector is being conducted and recommendations for addressing these issues and constraints will be presented. The information harvested from this exercise will better position CDB and other development agencies,

government agencies, and non-governmental organisations to design technical assistance interventions that will seek to address the issues and challenges related to gender within the sector,” said Mr. Greene. The workshop aligns with CDB’s strategic objective of supporting inclusive growth and sustainable development, and the Bank’s corporate priorities of promoting private sector development leading to the enhanced viability of MSMEs, and supporting agriculture and rural development.

President commits to addressing nurses’ issues

A GROUP of Nurse Anaesthetists who recently completed training at the Georgetown Public Hospital, on Monday, met with President David Granger.

They were accompanied by Minister of Public Health Dr George Norton.

The meeting was in

response to a request seeking audience with the President for his intervention on matters related to placement and appointments.

Only recently, a group of registered nurses from different hospitals around the country concluded the two-and-a-half-year training

programme. However, there were no vacant posts for their new-found skills.

The President has given a commitment that the matter will be addressed

by Minister of State, Joseph Harmon, who has responsibility for the Public Service.

Undergraduate, Postgraduate Law programmes for likely roll out at UG this year

By Shivanie Sugrim THREE new programmes aimed at undergraduate and postgraduate students and launched by the University of Guyana’s Department of Law mere months ago are currently under intense planning, and will most likely be implemented this year.

Head of the University’s Law Department, Sheldon McDonald, disclosed in an invited comment to this publication that, thus far, both the Law Department and the UG Academic Board are working on the logistics of the programmes to ensure proper implementation of the three new programmes.

“Currently, we are working on the logistics of the programmes, particularly the financial aspect of all the programmes; and we are more than hopeful that it will be implemented this year,” McDonald disclosed.

These programmes are: the Master of Laws (LLM) in Legislative Drafting, the Graduate Diploma in Legislative Drafting (GDLD), and the Diploma in Legal Education.

They were officially launched at a ceremony held at the Arthur Chung Convention Centre in Liliendaal, ECD last July.

In remarks delivered during the launch of the programmes, McDonald had pointed out that courses which were offered years ago by the Department in conjunction with the Commonwealth Secretariat are embedded into the two new programmes in legislative drafting.

The Master of Laws (LLM), which is the only postgraduate programme, and the GDLD (undergraduate) programme are expected to provide skills and training for personnel in Guyana and within the Region, while exposing students to a variety of drafting styles and lectures which would allow them to select elements that best suit their national laws, and their own tradition, culture, and jurisprudence.

The Diploma in Legal Education, said McDonald, was created in response to queries from persons in several sectors, such as the Guyana Police Force and the Critchlow Labour College. The programme is intended to target persons who are part of both the private and public legal sectors and are employees of the Public Service, Disciplined Forces and non-governmental organisations.

The tuition for these programmes is expected to be affordable for their target audiences. This is being touted by key players of the Department of Law at the University of Guyana.

Mass underpayment o ––as Broomes sweeps Regent St businesses

SOCIAL Protection Minister, Simona Broomes and a team from her ministry have uncovered massive violations of occupational health and safety standards among other regulations, during several unannounced visits to stores along Regent Street, Georgetown yesterday morning.

And, since the reintroduction of inspections of businesses to ensure compliance, the Ministry of Social Protection, through its Department of Labour, has been able to recover more than $16M that businesses owed the State or their employees.

The money, which was either handed over to the ministry for payouts or remitted directly to the employees and other agencies, represented sums owed for overtime, meal allowances, NIS payments and short payments among other breaches.

The foregoing disclosures were made late yesterday by Minister Broomes following the completion of several unannounced visits to stores along Regent Street.

While the more than $16M was not recorded as payments garnered as a result of yesterday’s visit, the Guyana Chronicle was told that the monies were paid out over a three-month period after the Coalition Government took office, and clamped down on the rampant violation of workers’ rights.

There were cases where businesses opted to settle their arrears to employees at the level of the ministry, rather than going to the courts, while others called in their employees, some of whom had already left the job, and offered them the monies owed to them, the ministry’s team pointed out.

VISITS Meanwhile, during the ministerial team’s unannounced visit yesterday, the number of violations that were uncovered were so numerous that it warranted the issue of stern warnings to employers, and the promise that they will be formally written to before the week is out. In addition, they were instructed to get the breaches fixed.

Failure to do so will see them being hauled before the courts by the Department of Labour for violations of the workers’ rights, working conditions and breaches of the labour laws.

UNDERPAYMENT Among the breaches which the ministry’s team found yesterday were underpayment of workers; workers being paid a flat salary and told that they were being paid for overtime; not having a dedicated lunch room; inappropriate sanitary conditions; poor ventilation and seating accommodation; not having a dedicated staff room; no lunch-hour break; reduced lunch-hour breaks; no fire exits; hazardous conditions; and poor record keeping.

Needless to say, the discoveries did not sit well with Minister Broomes, who herself was seen perusing the books and records at some of the establishments.

Minister Broomes later told the media that the ministry was alarmed at the number of reported accidents on work-sites thus far for this year, some 300 in all.

As with her previous interactions with the media, she lamented the decision of the previous government to put a hold on the inspection of businesses.

The Guyana Chronicle was told that some businesses, without providing any evidence, claimed that they were being harassed by the labour officers, which reportedly prompted the banning of inspections.

employees, and while the records showed one figure, workers told labour officers a different as to what they were actually receiving.

In one case, an employer who deliberately misled the team on many fronts during the inspection, refused to cooperate with them and directed them to a junior employee. At that very store, which is owned by an Indian national, the workers are not given annual leave, and have no lunch room.

They are also working under conditions where they are being given half an hour to have lunch, on condition that it is consumed in the store. And if customers need to be attended to, that worker has to juggle having lunch and seeing to those customers’ needs.

At another store, the minister and her team found that not only were employees being robbed and short-changed, but the State as well.

That store owner had several persons in its employ, but there were no deductions for NIS, no taxes were being paid to the government, and there was a total lack of compliance with all labour laws.

The entire “book� was thrown at that employer, and he was instructed to get everything in order by the time the ministry revisited the store.

Business places were found operating without a business registration, and when asked about their working conditions, workers were not willing to speak freely. This prompted the minister to liken the conditions under which they work to that of slavery, where the workers are afraid of their bosses and not willing to speak up for their own rights.

Among the stores visited were those between Avenue of the Republic and Wellington Street, and included clothing stores, cosmetics stores, and even record stores and photo studios.

During the visit yesterday, many persons who greeted the minister and team on the pavements, and were told of the nature of their business along Regent Street commended the initiative, with some even giving tips on which stores and businesses the officers need to also visit.

The ministry will be revisiting Regent Street soon, and those stores which were not touched will be under scrutiny. even as those already visited will be revisited to ensure that there is compliance. The team visited in excess of twenty stores yesterday.

Gov’t studying proposals for national airline, CJIA security

GOVERNMENT has received multiple international proposals for the privatisation of security at the Cheddi Jagan International Airport as well as for the reintroduction of a national airline, Public Infrastructure Minister David Patterson has disclosed.

During a news conference on Monday, Patterson told media operatives that government was in discussions with a Canadian firm that provided security to Israel in regards to the improvements of the Cheddi Jagan International Airport (CJIA).

“This (security) company even provides airport security in Israel, and we know the level of security that is needed for the Israel airport…” he said.

“This model that was proposed by the company is only for outgoing passengers and it’s very viable with a 250,000-passenger span.”

Minister Patterson also said there is the option of hiring a consultant instead, train personnel and purchase the relevant equipment. He noted that since the APNU/ AFC took office, there has been many international companies sending and making various proposals to the government. These projects which are viable will be looked at under the guidance of the Ministry of Finance, he said.

“Only serious companies with a high track record will be taken seriously, we don’t want any and every company,” he added.

Meanwhile, Junior Public Infrastructure Minister Annette Ferguson, who was also present at the press conference, disclosed that government is also aiming to achieve International Civil Aviation Organisation (ICAO) Category One status. This would be realised if government pursues the establishment of a national airline. “Without us not having our own air carrier, we are still trying to see how best we can have ICAO requirements complied to,” Ms Ferguson said.

Still within the Guyana’s aviation sector, Ferguson disclosed that a Memorandum of Agreement was signed between Trinidad and Tobago and Guyana to facilitate hassle-free travel for Guyanese passengers.

She explained that instead of passengers from Guyana going through customs and immigration whenever an aircraft has to transit in the twinisland, passengers can now disembark and venture directly into the waiting area which would promote a smoother travel. Additionally, Minister Ferguson announced that a draft Guyana Civil Aviation Authority (GCAA) Bill has been produced and will be laid in the National Assembly when Parliament is reconvened.

Drunk driving giving police headache

…traffic cops to up enforcement DRIVING under the influence of alcohol continues to be a major bugbear in the police’s efforts to curb road accidents, Acting Traffic Chief Dion Moore has said.

Almost weekly police have been publishing the names of persons who were caught driving under the influence. Alarmingly, most of these drivers are from Berbice. In an interview with the Guyana Chronicle on Monday Moore acknowledged that drunk driving is a major cause for concern. He said drivers are consuming alcohol without having a designated driver on hand, and then getting behind the wheels of their vehicles to drive. He disclosed that once drivers are found to be driving under the influence of alcohol, they will be charged, since the legal limit is .35% and they have had drivers tested at 100% and even as

He explained that once drivers are intoxicated, it is difficult for them to be in control of their vehicles, because their vision would be impaired.

T h e A c t i n g Tr a f f i c Chief revealed that 67 road accidents have been recorded for this year; and of that number, 81 deaths, including those of 11 children, have occurred. The statistics for the corresponding period last year would show 84 road accidents from which have resulted 91 deaths, including those of 11 children. He said that a total of 1,564 persons have been charged for speeding; 215 persons have been charged for operating private cars for hire; 672 for breaching traffic light controlled signals; 398 for using cell phones while driving; and 1251 for drunk driving.

Moore noted that drunk driving first-time offenders are charged and fined $7,500, but second-time offenders have their licences suspended for a year. He said the police will focus on establishing school

road safety patrols where needed, since it is of paramount importance that children be involved in road safety and everyone play a meaningful role. Moore reported that there had been a 20% decrease in fatalities at the end of August 2015, as against a 6% increase in same period at the end of July this year.

SLOW DOWN Meanwhile, Moore is appealing to all drivers and road users to leave home early to arrive at their respective destinations “alive and on time”, considering that schools countrywide have reopened.

He admonished that one cannot leave home late and expect to arrive at one’s destination on time. He explained that some errant drivers who choose to speed often cannot bring their vehicles to a halt in time to avoid an accident or death on our roadways, and he said it is a worrying trend. Superintendent Moore has appealed to all drivers to adhere to the principles and guidelines of the road, to be road safety conscious, and to adhere to the speed limit in order to reduce accidents and fatalities on our thoroughfares.

He said the police have noticed that most drivers want to drive above the speed limit, which is not considerate to road users, since all classes of vehicles have an equal right to use the roads as well. Moore added that drivers must be alert and look out for animals and children on the roads, and he said that if those are observed, drivers must reduce their speed to be able to stop in time, since an abrupt halt of the vehicle can result in an accident.

He pointed out that another trend observed by the traffic department is that drivers are in the habit of tailgating, and he has warned that they should desist from that practice because drivers are required to maintain their distance behind any other vehicle, depending on the road and weather conditions.

Moore advised that drivers must comply with the speed limit in busy intersections, at school zones, and at other places where there are a lot of activities that would require them to bring the vehicle to a halt at any time. He added that, at traffic lights, once there is the flashing mode, drivers are required to stop before p ro c e e d i n g w h e re t h e junction is controlled by a signal. (Michel Outridge)

Prosecutor to give status update on Courtney Crum-Ewing file AFTER weeks of reports, the file containing information on the execution of political activist Courtney CrumEwing, was incomplete and required another report date by City Magistrate Ann McLennan, while the alleged “hitman” Regan Rodrigues made his third court appearance.

Prosecutor Sergeant Neville Jeffers will have to address the court later this week about the status of the file containing information on the execution of Crum-Ewing.

Rodrigues, 37, of Riverview, Ruimveldt on August 7 appeared before Magistrate Fabayo Azore for the murder of Courtney Crum-Ewing, after being charged for unlawful possession of a firearm and ammunition and for escaping from lawful custody.

The .32 pistol which was found in Rodrigues’s possession was sent for ballistics testing while he was on remand, and the test proved that the same gun had been used to execute former soldier, Crum-Ewing.

Rodrigues was not required to plead to the indictable charge, which alleges that on May 10, 2015, at Diamond, Courtney Crum-Ewing East Bank Demerara, he murdered Crum-Ewing.

At his first court appearance, the unrepresented ‘Grey Boy’ explained that he was being victimised by the People’s Progressive Party (PPP) because everybody was labelling him a murderer and a coldblooded killer, and wanted to execute an innocent man. The magistrate had to remind Rodrigues of his right to remain silent, although he told her that he would like to “reason with the court.”

In his “reasoning,” he implicated Rajput Narine, a former bodyguard of former Attorney General and People’s Progressive Party/Civic (PPP/C) executive member Anil Nandlall, and a highly ranked police officer whom he named as ‘Creaser.’

Narine and ‘Creaser’, Rodrigues noted, were the ones who had offered him money to execute Crum-Ewing, but he said he had refused the offer because he was a supporter of A Partnership for National Unity (APNU).

He said he had gone to the police, who instead held him for the crime, because “once money pass, nobody cares.”

Political activist Crum-Ewing was gunned down on March 10, 2015 while encouraging residents of Diamond New Housing Scheme to cast their votes in the May 11 General and Regional Elections against the PPP. The former soldier had come to the public’s attention after he had held a one-man demonstration for 80 days in front of the office of the then Legal Affairs Minister and Attorney General Anil Nandlall, following scandalous revelations of a taped conversation between that official and a senior

Psychiatrist requests more time for report on accused - in murder of 9-yr-old boy

GOVERNMENT Psychiatrist Dr Bhairo Harry, who is currently studying the mental state of Ryan Bob-Semple, who has been charged with the murder of nine-year-old Shaquan Gittens, requested of Magistrate Ann McLennan last Thursday more time with the accused to study his family and mental background.

At the last court appearance, Dr Harry was supposed to address the court on the findings of the report to determine Bob-Semple’s mental state for trial; however, Police Prosecutor Neville Jeffers, operating from the Office of the Director of the Public Prosecutions (DPP), indicated that the doctor had asked for more time to see Semple in order to prepare a background report. The prosecutor said the accused was seen on three occasions by the psychiatrist.

The grandmother of the accused Ms Douglas, told Magistrate McLennan that she made an effort to visit Dr Harry, but was not permitted to see him. Douglas further related that Semple grew up with her.

Semple's attorney-at-law, Mr Paul Fung-a-Fat attested that it is the fourth or fifth time since his client has been coming to court, awaiting the psychiatric report.

The prosecutor then requested an adjournment of two weeks, and the matter was put off to September 22.

The partially decomposed body of Gittens was found in a trench in the South Ruimveldt backlands.

Semple is accused of committing this offence between April 1 and 4 at Cane View Avenue, South Ruimveldt Park, Georgetown.

Since his first court appearance, a psychiatric report was ordered by former Chief Magistrate Priya SewnarineBeharry. The matter was first called on April last and since then the court had several adjournments, awaiting the psychiatric report.

According to reports, Semple saw the little boy walking at night on Cane View Avenue, South Ruimveldt Park when he grabbed him. He allegedly dragged him to an uninhabited area where he tied the victim’s hands and sodomized him while choking him until he passed out. Subsequently, the accused reportedly dumped Gittens into a trench.

Crum-Ewing was shot five times, thrice to the head, once to the back of the neck, and once under one of his arms. All the bullets were fired from behind his person and at close range, except the one that hit him under his arm and exited through his shoulder.

Rodrigues was charged a few weeks ago for unlawful possession of a firearm and ammunition, and for escaping from lawful custody. The charges against the suspect were read on Wednesday last at the Georgetown Magistrates’ Court.

It is alleged that on July 13, at Riverview, Ruimveldt, while in the custody of Constable 2041 Thomas, pending criminal charges for unlawful possession of a firearm and unlawful possession of ammunition, Rodrigues escaped from lawful custody.

It is also alleged that on the same date, he had in his possession one Taurus pistol and 14 live rounds of ammunition, without being a licensed firearm holder.

Die-hard Powell creates history - in Croatia

ZAGRED, Croatia (CMC) - Jamaica’s die-hard sprinter Asafa Powell has become the first athlete in history to run sub-10 seconds in a 100-metre race over 100 times.

Powell, a former 100-metre record-holder, achieved the historic feat by posting 9.96 seconds to win the event at the IAAF World Challenge meeting in Zagreb, Croatia yesterday.

DeSinco Trading ‘Degree’ 11-race cycle programme billed for Saturday THE 15th Annual DeSinco Trading Limited 11-race cycle programme under the company’s Degree brand will be staged on Saturday around the inner circuit of the National Park, beginning at 09:00hrs. This year’s feature 35-lap event will see a new champion crowned, as defending champion Raynauth Jeffrey who clocked one hour 16 minutes 20.6 seconds in winning the event last year will not be a part of this year’s activity as he is currently training and competing in the United States.

This will give the in-form Team Gillette Evolution’s cyclist Orville Hinds the opportunity to extend his lead on the points table of the Guyana Cycling Federation’s (GCF) senior points ranking.

Hinds who currently heads the table with 165 points, is expected to make light work of his rivals on Saturday since most of Guyana’s top riders are also in the U.S. training and competing, while others are training in Trinidad and Tobago.

Those likely to give Hinds any sort of competition are Warren McKay, Leer Nunes, Michael Anthony, Raul Leal and veteran rider Robin Persaud.

Despite the absence of the country’s

leading riders, Saturday’s feature event is expected to be an exciting one.

The Juveniles 10-lap race is also expected to be one with good competition. Jamaul John who won the event last year in a time of 25 minutes 02.10 seconds will have to be wary of Andrew Hicks, especially since the latter has been showing tremendous improvement over the past two months.

Jaikarran Sukhai will be out to defend his Veterans five-lap title and can expect keen competition from Linden Blackman, Junior Niles, Kennard Lovell and Philip Fernandes among others.

Sukhai clocked 11 minutes 32.25 seconds in winning the event last year.

Adrian Sharma will be present to defend his Mountain Bike five-lap title which he won last year in eight minutes 07.27 seconds, while Toshwana Doris who clocked nine minutes 10.49 seconds to win the three-lap event for Boys and Girls 12-14 years last year will have a lot of work to do if she expects to repeat her feat.

Other events on the day’s programme include two- and three-lap BMX races for Boys 6-9 and 9-12 years old.

‘categorically denies’ cheating

MARATHON world record-holder Paula Radcliffe has “categorically” denied any form of cheating. The 41-year-old Briton said questions raised during a parliamentary select committee “effectively implicated” her in the Sunday Times’ allegations of blood doping in athletics.

Jesse Norman MP suggested London Marathon winners and medallists and “potentially British athletes” were under suspicion.

Radcliffe was not specifically named.

But she is a three-time London Marathon winner and the only British athlete since 1996 to triumph at the event - though Norman later tweeted that he had not made any allegation against individual athletes Following the Commons Culture, Media and Sport Committee hearing, Radcliffe issued a statement saying she was “devastated” her name had been “linked to these wide-ranging accusations”.

The Sunday Times published data from 5 000 athletes, which it had reviewed by scientists and said revealed an “extraordinary extent of cheating”.

The International Association of

Athletics Federations (IAAF) called the allegations “sensationalist and confusing” and denied it had failed in its duty to carry out effective blood-testing.

Radcliffe said she had the “greatest respect” for people “responsibly trying to uncover cheating”, but added she was “profoundly disappointed

She said she “wrestled long and hard with a desire to speak out” following the initial publication of the joint Sunday Times and ARD/ WDR investigation of 12 000 blood tests from 5 000 athletes between 2001 and 2012.

She said she had wanted to “fully explain any fluctuations” in her blood data, but was advised she would risk her name being connected with “false allegations”.

“As a result of today’s parliamentary hearing I can no longer maintain my silence,” she added.

Sangakkara stars as Surrey beat Notts to reach final

SRI Lanka legend Kumar Sangakkara played one of the finest knocks of his long career at The Oval, as Surrey beat Nottinghamshire by four runs on Monday to reach their first Lord’s final in four years.

The 37-year-old former Test star hit 166 out of Surrey’s total of 300-5.

Notts slumped to 16-3 when teenager Sam Curran took two wickets in two balls.

Greg Smith made 124, sharing big stands with Samit Patel (51) and Dan Christian (54) but, in a thrilling finale, Notts fell just short on 296-7 Surrey will now play Gloucestershire, conquerors of Yorkshire the previous day, in the One-Day Cup final on Saturday September 19.

Sangakkara batted almost the whole of the Surrey innings, arriving at the crease in the third over when opener Steven Davies edged to slip, before holing out off the first ball of the final over almost three hours later.

Taylor century keeps England alive in series (REUTERS) - James Taylor’s patient century laid the platform for England to beat Australia by 93 runs in the third one-day international at Old Trafford yesterday, leaving the touring side 2-1 up in the series.

Opener Jason Roy scored 63 off 45 balls to give England a fast start before captain Eoin Morgan and Taylor shared a third-wicket partnership of 119 to put the hosts in a good position to make a huge total.

Morgan, however, was caught by Mitchell Starc off Glenn Maxwell for 62 and his side struggled to accelerate in the closing overs.

Ben Stokes, Jonny Bairstow, Moeen Ali and Liam Plunkett fell cheaply and although Taylor completed his maiden international century, he hit only five fours and was dismissed

by Starc before England scrambled to get to 300.

“It was amazing. I couldn’t believe it,” Morgan told Sky Sports. “Ben Stokes was in my eye-line and all I saw was a 6-foot-8 giant leaping.

“I’ve known Steven Finn since he was 15 years old and I’ve never seen him take a catch like that.”

Wickets fell regularly under the lights as spinners Moeen and Rashid bowled cleverly and the Australian batsmen were unable to break the shackles.

“I’m very impressed,” said Morgan. “We improved in the areas I asked the guys to from the first two games. Jason Roy played his game, lots of strong shots down the ground and then James Taylor and I got a good partnership going.”

Smith said England had made a good total.

“They got a few too many,” he added. “With the bat we struggled in the middle overs.

“The wicket was getting slower. We have to find ways to rotate the strike in the middle overs and then keep enough wickets in hand so we can go berserk at the end.”

The fourth match in the five-game series is in Leeds on Friday.

Pietersen to return to South Africa for T20 bash (REUTERS) - England batsman Kevin Pietersen is to make a return to South African cricket having agreed to play five matches for the Durbanbased KwaZulu-Natal Dolphins in the country’s domestic Twenty20 championship.

The 35-year-old had hoped to return to the country of his birth with England when they tour later in the year, but having been overlooked for this year’s Ashes victory over Australia that seems highly unlikely.

“I’m very excited to return to Durban in a few weeks’ time and contribute towards the Dolphins’ cause,” Pietersen said in a statement from the KwaZulu-Natal (KZN) Cricket Union on Tuesday.

“Having grown up in KZN it is obviously a place that means something quite special to me and to have the opportunity to play there again is something I’m really looking forward to.”

Pietersen will play five games between October 29 and November 15 for the province where he made his firstclass debut, aged 17 in 1997, bowling off-spin and batting low down the order.

He was later lured to England with the help of his late mentor Clive Rice and went on to become that country’s highest international run-scorer with 13 779 runs across all formats.

Having been dropped by England in 2014 and told there was no way back, Pietersen has focused on domestic

Albion Cricket Club dissatisfied with non-selection of Permaul

THE Albion Community Centre Cricket Club (ACCCC) wishes to express its extreme disappointment at the non-selection of Veerasammy Permaul on the West Indies team for the upcoming tour to Sri Lanka.

Without any doubt, young Permaul should have been selected to accompany his fellow Guyanese and Albion club-mate Devendra Bishoo once there is need for two specialist spinners and, with there being no Sunil Narine, Permaul’s omission is very much mindboggling; more so, with the selection of fellow left-arm-spinner Jomel Warrican ahead of him.

Selections must be based purely on merit and performance and Permaul has undoubtedly fulfilled such criteria as his performance has been remarkable in all formats of the game for Guyana over the years and more so in recent times, capturing 87 scalps in 25 regional matches (first class, List A and T20) this season.

This included a record-breaking 67 wickets for 943 runs at a mere average of 14.7 in the last Regional First Class season where he was also the leading wicket-taker.

Additionally, he had also been among the runs, rattling up a total of 226 in the lower order at an average of 22.86 inclusive of an unbeaten 86 against Jamaica to showcase his ability with the bat, coupled with his also being among the best fieldsmen in the West Indies.

This is not the first time that Permaul, who has so far played six Test matches and captured 18 wickets, had to face the brunt of the Clive Lloyd-led West Indies’ Selection Panel as there were two other instances earlier in this year where Sulieman Benn and Nikita Miller were chosen ahead of him.

Yes, the selectors may want to argue that Permaul had played in two Test matches one each in the two home series against England and Australia respectively earlier this year, where he took only six wickets, including a best of 3 for 43 against England, but the big question is: “Was (the result of) two Test matches enough for him to be sidelined” when he was the top bowler in the Regional First Class Tournament?

A quick comparison of Permaul’s bowling performance as against Warrican in the 2014/2015 Regional First Class tournament shows that Permaul was ahead by a huge 18 wickets.

Also, of importance is that Permaul and Bishoo (61 wickets in the 2014/2015 Regional First Class Tournament) have a successful record of bowling well together as was clearly demonstrated over the years for Guyana inclusive of the 2014/ 2015 Regional First Class season.

Further, the ACCCC would also like to take this opportunity to urge the Berbice Cricket Board (BCB), to at least commence attending the Guyana Cricket Board’s meetings so that cricketers and cricket generally in the Ancient County can have much-needed representation.

The Club is of the firm view that serious attention needs to be paid where the interests of Berbice cricketers are concerned and once the BCB attends the GCB’s meetings, Berbice cricketers and cricket as a whole will benefit from proper representation not only at the GCB’s level but extension the West Indies Cricket Board (WICB).

Antigua to host next WICB town-hall meeting ST JOHN’S, Antigua (CMC) - Antigua, headquarters of the West Indies Cricket Board (WICB), will play host to the next town-hall meeting, organised by the governing body for the sport in the region.

The public event, which encourages residents to air their views on the state of West Indies cricket, takes place at the Multi-Purpose Centre in Perry’s Bay on Friday.

“This will be an extra-special townhall meeting, considering that it will be staged in the home base of the WICB,” said Dave Cameron, WICB president.

“We know Antiguans are passionate about the game and we urge them to come out and share their thoughts.”

The WICB leadership has been engaging stakeholders through the series of town-hall meetings around the region since May this year.

Cameron and WICB vice-president Emanuel Nanthan normally attend the meetings and take questions from the public.

“Throughout the series of town-hall

meetings, we have received a great deal of valuable feedback and we will continue to take into consideration all the views with the overall aim of being efficient and effective as we seek to spur the re-investment in the sport that we all love so much in the Caribbean,” said Cameron.

“We’re enthusiastic about continuing to use these sessions to listen the concerns and share information about where West Indies cricket is now, our strategic goals for the future and how the fans can impact upon the way we progress.”

The WICB has so far met with stakeholders in Barbados, Dominica, St Lucia, Guyana and Jamaica.

Issues discussed so far include the overexposure of young players to the Twenty20 version of the game, the operation of the WICB Professional Cricket League (PCL) as well as governance, marketing, player relations, player development and pitch preparation.

Reliability key for Danny Persaud GROUPS 3 and 4 driver Danny Persaud says reliability is his watchword when the flag drops on Sunday at the Caribbean Motor Racing Championship (CMRC) third leg in Barbados.

Speaking to Chronicle Sport, Persaud noted that they have done major work on his Mazda Miata following issues at the August 9 Guyana Motor Racing and Sports Club (GMR&SC) Race of Champions.

Persaud said, “We had some obvious issues at the last race meet, when one of the cylinders was misfiring, causing a loss of power and that messed up the entire day for us. However, we came back and got right back to work the next day and we feel that we have ironed out the kinks” He backtracked to the car’s performance in Trinidad where he ran trouble-free in both Groups 3 and 4 and promised a similar performance come September 13.

KINGSTON, Jamaica (CMC) - Jamaica head coach Winfried Schafer has spoken out in defence of defender Michael Hector who has been singled out for severe criticism by Jamaican fans over his performance against Nicaragua in the World Cup Qualifier here last Friday.

H e c t o r, w h o h a s just signed a £4 million deal to play for Premier League champions Chelsea, was jeered and booed by local fans as the Reggae Boyz suffered a 3-2 defeat to Nicaragua at the national stadium.

But Schafer has praised the 23-yearold defender as an outstanding player saying Jamaica defender he does not understand Michael Hector why supporters would target him.

“I’ve been in football all of my life,” said Schafer.

“This player (Michael Hector) has a very good character; this player is a very good player.”

Hector’s latest slip-up follows two mistakes he made that led to goals in the team’s 3-1 loss to Mexico in the final of the CONCACAF Gold Cup. He has also been accused of other unconvincing performances in the Copa America tournament.

But Schafer has labelled Hector as a key member of the Jamaica team.

“In the Gold Cup, he played good when we called on him,” Schafer explained.

“This player is very, very happy to come and play for Jamaica, and I don’t understand the supporters.”

NEW YORK, (Reuters)-Defending champion Marin Cilic squandered three match points in the fourth set but came up strong in the fifth to beat Frenchman Jo-Wilfried Tsonga and advance to the semi-finals of the U.S. Open yesterday.

Tsonga saved two match points in the 10th game before holding for 5-5, and another in the 12th game to force a tiebreak that he won 7-3 to set up the climactic fifth set.

The ninth-seeded Croat raised up in the final set to break Tsonga at love for a 3-2 lead and served out the set, cashing in his fifth match point.

He won 6-4 6-4 3-6 6-7(3) 6-4 to advance to a semi-final against either top seed Novak Djokovic of Serbia or Spaniard Feliciano Lopez.

“It was a big mental fight, especially after losing that fourth set,” Cilic, who served 29 aces, told the Arthur Ashe Stadium crowd in an on-court interview after the four-hour long quarter-final.

Boxers ink contracts for GBBC/Pro Am boxing card

By Michael DaSilva BOXERS, who will appear on the Guyana Boxing Board of Control’s (GBBC) `Next Generation Boxing-Giftland Showcase Pro Am card, yesterday signed their respective contracts. The event is scheduled for September 26 at the Giftland Shopping Mall, Pattensen, East Coast Demerara.

From all appearances the night promises to be an action-packed one and will have as the main bout Dexter Gonsalves tackling national welterweight champion Iwan Azore over 12 rounds for the title.

Azore was absent from the signing since he is currently based in Trinidad and Tobago but, according to GBBC president Peter Abdool, Azore will be in Guyana a few days before fight night.

Gonsalves, who is the current junior welterweight champion of Guyana and who has stepped up in weight for the fight against the more experienced Azore, has fought seven professional fights, winning seven of them while drawing two and losing the other.

Yesterday’s signing of the contracts saw debutant Imran Khan almost getting involved in a bare-fisted fight with his opponent David Thomas.

Khan shouted at Thomas who was standing right next to him, “It’s my debut, but I will put you down. My wrist is getting better each day and come fight night I will put you away in the first round.”

Thomas, in reply, told Khan that he (Khan) cannot fit in his (Thomas) shoes, but Khan refused to be intimidated
