Commonwealth team helping Guyana upgrade oil and gas policy ECONOMIC Advisers at the Oceans and Natural Resources Division of the Commonwealth Secretariat, Dr. Daniel Wilde and Dr. Ekpen Omonbude on Monday met with Minister of Governance, with responsibility for the Natural Resources and the Environment Raphael Trotman, to discuss and begin work on the upgrading of the Upstream Gas and Oil Policy, which was crafted some two years ago.

The team met with the minister’s delegation, which included Ministerial Adviser Clayton Hall, Legal Officers Tamara Khan and Joanna Homer and Euileen Watson Technical Officer-Mining at the Department of Natural Resources and the Environment boardroom on Brickdam, the Ministry of the Presidency said in a release. Earlier this month, the government had announced that it had invited the Commonwealth, which had helped in crafting the first policy, to return to the country so that the document could be upgraded, given the recent oil discovery by U.S. oil giant, ExxonMobil.

Initially, the team was scheduled to return to Guyana in November, for the new document to be drafted but decided to begin almost immediately since Minister Trotman is expected to be out of the country during that period. During the meeting, Dr. Ekpen Omonbude related that the upgrade to the Policy would involve an analysis of the legislative, contractual and regulatory frameworks currently in place to see how best they can be improved to the benefit of the country.

“We want to look at the fiscal arrangements for upstream petroleum activities to do two things; one is to assess it for its strengths and weaknesses and to strike the balance to get revenue and if we find any weaknesses; to make recommendations as to what needs to be done in order to move forward. We would also like to examine the existing petroleum legislation and contracts and make comments and recommendations,” Dr. Omonbude expressed.

Dr. Wilde said that the team will also be examining the resource management plan of the country as well as make suggestions and advising on the setting up of the Sovereign Wealth Fund (SWF), an initiative he praised the current government for pursuing. “The setting-up of a Sovereign Wealth Fund is very important. Many countries do not think about that in the initial stages and so it is good to see Guyana thinking about this and wanting to pursue it and we are ready to offer our assistance in this area,” Dr. Wilde said.

Minister Trotman, in brief remarks, welcomed the team noting that while the work done on the previous Policy was extensive, it is the government’s belief that the policy should be ungraded to suit modern day changes so that it can be

Minister Trotman assured that coming out of the recommendations, if there is a need for legislative measures, these will be addressed. The team will immediately begin its work and will be joined by a Legal Adviser from the Commonwealth Secretariat, tomorrow. A meeting is planned for Wednesday with Minister Trotman to provide an update on the work programme.

Work on the Upstream Oil and Gas Policy began in 2012 and was finalised and approved in the third quarter

of 2014 by the former administration. According to the Department of Natural Resources and the Environment, the Policy envisions a strong, vibrant, and sustainable Private Sector-driven oil and gas industry, which will contribute significantly to Guyana’s socio-economic development. The policy document represents Guyana’s attempt at setting out specific policy objectives and implementation measures for the exploration and potential development of upstream oil and gas resources found here.

Brazilian miners found dead in swamp

THE decomposing bodies of 45-yearold Jose Carlos Barbosa Araujo and 37-year-old Adonias Ferreira, two Brazilian nationals who are believed to have been miners, were discovered on Sunday afternoon in a swamp at Aramau Backdam, Cuyuni, police have confirmed. Discovered by passersby on Sunday at about 14:30 hrs, the bodies have since been taken to the Bartica Hospital Mortuary, and are expected to be transported to Georgetown today for autopsies.

Over the years, Brazilian miners have perished under various circumstances in Guyana’s hinterland, and the deaths of the two men have come amidst renewed concerns about security for miners in the hinterland regions. Many Brazilian miners have been the subject of robberies and killings in mining communities.

Earlier this month, the body of

51-year-old Brazilian national Josi Mar Perrieria Silva of Boa Vista, Brazil was found at a camp at Mowasi Backdam, Mahdia. Crime Chief Wendell Blanhum confirmed that Silva was murdered, as his death was caused by blunt trauma.

The Guyana Police Force has been working with stakeholders over the years to curb the high incidence of robberies and murders in mining communities, but not enough is being done.

Police Commissioner Seelall Persaud last week said the Force was operating with limited resources, but noted that with time, new checkpoints and strong intelligence-gathering techniques would be employed to confront the security challenges in mining communities.

Persaud acknowledged there is need for better security arrangements in the mining districts, but he said citizens must also understand the constraints of developing countries like Guyana. He

contended that the Force is doing the best it can with its limited resources. “You know we operate in a developing country, and these are a developing country’s realities…the realities of small economies.

So you can’t get your expectations beyond the reach of the economy,” he had said.

As time and resources become available, Persaud said, security will be beefed up in mining communities.

President David Granger has also stressed the need for, and the importance of, having improved security in mining communities.

“There must be better security in mining districts,” he has said.

The Guyana Gold and Diamond Miners Association has also been vocal about security for miners.

The Association said it is “very concerned about the increase in crime, violence, murders” in mining districts countrywide.

Water…students, taxis teachers off to smooth sail cash on free ride

By Leroy Smith BERBICIANS, especially school children and pensioners on Monday cashed in on the free river t r a n s p o r t a t i o n a c ro s s the Berbice River as the g o v e r n m e n t - a p p ro v e d river taxi service began operation, aimed at forcing a stubborn Berbice Bridge Company Inc. to reduce its tolls.

The taxi service being run by the Ministry of Public Infrastructure is aimed at cushioning the effects of exorbitant toll at the Berbice River Bridge. Yesterday the Guyana Chronicle travelled to the Rosignal and New Amsterdam Stellings to observe the process which is saving the travelling public some amount of money as against paying to cross the bridge. The fleet of boats comprising two all-weather

boats, each one reminiscent of the former Blairmont to New Amsterdam launch, did brisk business on day one departing as soon as filled with an average time of ten minutes for the crossing.

APNU/AFC Member of Parliament Jennifer Wade was on hand to witness the first crossing. Ms. Wade offered a prayer for the safe operations of the water taxis which was followed by loud amens from all onboard, young and old. She then helped a group of excited school children to buckle up their life jackets. Given the one-way flow of commuters east to New Amsterdam in the mornings and west to Rosignol in the evenings, the boats did not wait to be filled at the slack end but turned around immediately to pick up the bulk of the passengers waiting. “It’s pretty prompt, “a 15-year-old said noting

that average time for the crossing was ten minutes compared to thirty five minutes by the MB Bonasika which did runs early in the morning to transport them, or even fifteen minutes by buses over the bridge.

A male nurse who said that he would normally spend a minimum of $900 per day travelling from West Berbice to New Amsterdam and back said he was relishing the savings of close to $500 per day that he would gain as a result of the availability of an alternative means of crossing the Berbice River.

“This works for me! This works for me,” he said.

The taxis were introduced by the APNU+AFC Government after the Directors of the Berbice Bridge Company Inc. (BBCI) the alternative river crossing baulked at the idea of reducing the price of the

crossing even though they were offered commensurate compensation for this . The Government had campaigned for a 2015 General Elections win with a promise to make the heavy price for the crossing, sanctioned by the previous government, less burdensome.

Prime Minister Moses Nagamootoo said last week that the APNU+AFC government introduced the water taxis on the Berbice River to reinforce the message to the BBCI that the government will not give up until the toll for crossing the Berbice River Bridge is reduced. “The present fare is unconscionable and unpayable and they must be reduced,” the Prime Minister had said during an interview with an online news service.

Prime Minster Nagamootoo had announced that school children and pensioners will

travel free for one month.

Wade said yesterday that the service being provided by the two water taxis will be closely observed during the next few days with a view to deciding on whether to add more boats to the fleet.

TEETHING PROBLEMS Meanwhile, in the afternoon it was observed that the taxis were being utilised without hesitation especially by pensioners, teachers and students, but this newspaper was informed however that initially there were some teething problems mainly related to scheduling departure time for the taxis from both ends of the river and that was causing some concerns especially for teachers.

Speaking with this newspaper, one teacher who asked that her photograph not be taken explained that

they get off of teaching at a certain time but was forced to wait for a considerable long time inside the boat before it moved off. She explained that the lengthy wait does have the potential to cause them to miss classes or arrive late at other engagements.

Another teacher who was also among the first traveller yesterday afternoon after school was dismissed praised the initiative as she also spoke of the advantage the river taxis will have on the residents of Berbice, pointing to the use of the river taxis to get over and back to Rosignal or New Amsterdam especially when the bridge is retracted to accommodate transiting vessels. ... be some amount of mix up as it relates to what category of pensioners will be allowed to travel free on the river taxis. Yesterday one woman who was using the taxi for the first time was overheard complaining about having to purchase a stub to travel on the boat when she was sure that the arrangement was that pensioners would be allowed to travel free.

It turned out that the pensioner who will be allowed to travel free are those who are receiving Old Age Pension and not pension from the National Insurance Scheme as was the case with the disgruntled pensioner yesterday at the New Amsterdam Stelling. The National Insurance Scheme is one of the key investors in the Berbice River Bridge.

The use of the river taxis did not get the overwhelming support on the first day as anticipated even though the school children did not hesitate to take advantage of it. Yesterday it was observed that many of them still boarded buses and taxis from both sides of the river and made their way across the bridge.

There were also those who would have been traveling to school on chartered buses and cars and in some cases monies were already paid in advance for those travels, according to one worker at the New Amsterdam Stelling. It is anticipated however that by the new month the service will be fully utilised.

The Government decided to introduce the initiative as a means of substi-

tute for its campaign promise of lowering the Berbice Bridge toll. That promise however became harder for the government to fulfill when it came to power and found that the administration of the bridge was not willing to just go ahead and reduce the tolls at the bridge as it put forward the argument that there were several investors who invested in the bridge and those persons had to be consulted and a decision arrived at. There have been calls for the Bridge to be transferred to the state so that the government will be responsible for its administration that however will only be possible once the investors have been paid off their dues; something some sections of society has been calling for.

A POLICE constable from the Highway Patrol Base on the Linden Soesdyke Highway was last evening placed under close arrest as police continue to investigate the suspected case of trafficking in person.

Last evening the Guyana Chronicle received reliable information that the police constable’s name along with another man was mentioned as the police continue to question the 14-year-old school girl who went missing last week Wednesday from her home but was found at midnight on Saturday in a minibus.

Reliable sources who spoke with the Guyana Chronicle disclosed that the other man whose name was also called is in police custody assisting with the

investigation. It was reported that the 14-year-old who is being questioned is providing the information that can lead to the breaking up of a possible well organised operation where young girls are being lured away from their homes.

With the arrest of the police constable and the other man who was picked up yesterday and who was identified as a labourer, that brings the number of persons to four who have since been arrested in connection with the disappearance of the 14-year-old girl which this newspaper broke three days ago. The Guyana Chronicle has been informed that the police rank and the 14-year-old girl were in contact during the time of her disappearance.

On Sunday the parents of the teen with assistance of the police found the girl in a minibus heading south along the East Bank Carriageway. When questioned about her whereabouts by the police and a member from a faith-based organisation, the child told the police that she was promised a house, car, mobile phone cash and other wealth by a 37-year-old man who the police had picked up and still has in their custody.

An 18-year-old boy is also in custody.

From all indication the fourteen year old girl who was missing since last week Wednesday was being prepared to be shipped off to an interior location by the 37 year old man who is said to be in the business of trafficking young girls. Sources who are familiar with the investigation explained to the Guyana Chronicle that the police have since received additional information that the man has two other girls who are being held at a so far undisclosed location and up to press time last evening they were making efforts to ascertain if that is factual and if so, to find the location and rescue the girls.

From the time the police arrested the 37-yearold the entire plan of trying to get the young lady into the interior began to fall to pieces. It was on Saturday that the parents of the young lady approached the Guyana Chronicle in tears as they reported that they are searching helplessly for the 14-year-old young lady. They did indicate that they were receiving the full support of the police at Timehri Police Station who have been advising them on how to deal with the issue and also kept them informed every step of the way as it relates to the investigation.

Saint’s gets ‘on the move’ at CSEC, CAPE “AIN’T no stopping us now! We’re on the move!” the St. Stanislaus Class of 2015 chanted exuberantly in celebration of their notably improved CSEC and CAPE results.

The school has stated in a release that both their Caribbean Secondary Examination Council (CSEC) and Caribbean Advanced Proficiency Examination (CAPE) students have shown a marked overall improvement in results obtained from the Caribbean Examinations Council (CXC).

UPWARD MOVEMENT Its upward movement, it says, began with the significant increase in the number of students who wrote the CSEC examinations in 2014, to those who wrote in 2015.

Progression is also displayed in the 31 subject areas written at CAPE in 2015, when compared to only 28 written in 2014.

There was also a notable rise in passes, with Grade One and Grade Two in a majority of the subject areas. In 2014, the school accumulated 280 Grade One and 242 Grade Two passes, while in 2015, it excelled with 367 Grade One and 324 Grade Two passes.

At CSEC this year, St. Stanislaus College successfully maintained its 100% pass rate in the usual subject areas namely: (1) Economics, (2) Electrical and Electronic Technology, (3) Electronic Document Preparation and Management , (4) Food and Nutrition, (5) Home Economics, (6) Integrated science, (7) Office Procedure, (8) Principles of Business, (9) Social-Studies, and (10) Technical Drawing.

The release noted that it is fitting to include English A and B, along with Mathematics, in this prestigious group for their outstanding performance of 99%, 97% and 98% passes respectively.

STERLING PERFORMANCES The English Department is distinguished for starting a trend of gaining more Grade One passes than Grade Two and Three. A total of 89 students wrote the English A Examination, and saw a pass rate of 66 Distinction/ Grade One successes.

Moreover, the Mathematics Department is also credited with a similar sterling performance. Eighty-nine students wrote Mathematics, and there were 51 passes with Distinction/Grade One. These two subject areas have been classified by students as two dangerous opponents who should be avoided but who definitely have to be confronted.

Congratulations were extended to the teachers and students for their endeavour in overcoming the problems attached to these two subject areas, the release stated. “We also salute the Science Department for gaining seven Grade One passes from the seven students who wrote Integrated Science.

“Overall in 2015, 60% of our students have passed ten and more subjects, while 100% have passed five and more subjects at CSEC. Students have also made headway at CAPE, where 62% of them have gained passes at Grades One to Four in 2015, when compared with 44% in 2014.”

And going down memory lane, the release said further, “It is with relish that we saunter through our school’s performance from 2010 to 2015, and view with enjoyment the progress made by both staff and students in their academic pursuits.”

Through the accomplishment of this grand performance, it can be perceived that discipline is once more on the rise at this institution, the release added.

A PRIVILEGE Meanwhile, one of the students, Pierre Squires, who had been attending and serving the St. Stanislaus College over the past six years, said it has undoubtedly been both a privilege and a beneficial experience.

“It was well spent with some of the most proficient and dedicated instructors, along with hard-working and enthusiastic colleagues.

I wrote CSEC examinations in 2014, and gained two Grade One passes; so I decided to further my studies at this institution, because of the level of discipline and the multitude of dedicated and qualified teachers available to deliver the various syllabi. Upon attaining five CAPE subjects, “I am furthering my academics in the second year of CAPE studies. My life’s aspiration is to become an economist, and one day I hope to receive a scholarship to further my studies in the field of Economics. In addition, I am inclined to make a positive change in the lives of the voiceless people of my country and will not stop until my dreams become a

Competence

THE new Government of Guyana has started working. Several ministers and the ministries they head have hit the ground running. The ministries which can be singled out in this respect are those of Foreign Affairs, Public Infrastructure, Finance, and that of the State.

The respective ministers have left the gates flying, in spite of the heavy weight of financial restrictions on their backs.

Like too many of our citizens, this nation is short on money. In fact, if we bother to listen to our countrymen and women talk -- and it does take listening -- we would find that ninety percent of their conversation is about money. It is the same with Ministers of Government, except that they talk about the national pocket, or national coffers.

The problem is that, without money in the national coffers, there can be no projects like job-creation projects. If there are no job-creation projects, we will continue to have a desperately high unemployment rate. And if we have a high unemployment rate, we will have no taxation money going into the national coffers. It is a Catch 22 situation.

This is a very difficult cycle to break, and that most unenviable task falls on our still newly-elected government. As it is an even graver and more unenviable task to think about from whence cometh the next meal for our children and us, where will money come from for uniforms and books and pencils and paper?

And yet, the most serious quest in our country may not be for money. The most pressing need may be for competence. Each and every minister of each and every ministry must be on the constant lookout for competent people to do the work it takes to redeem this country. This is true for security and crime of all sorts, education, social cohesion, agriculture, public works, employment generation, finance, foreign affairs or international relations, youth projects, health and welfare, energy, and so on. This is way above mere politics.

As a nation, we often talk about the brain drain.

There is always that easy (and maybe mythical) excuse. It is an easy excuse since it takes responsi-

Further, the article is malicious, deceptive and a calculated attempt to attack the current work of the council to promote the clean green city initiative. The council wants to categorically state that its administration under the leadership of Town Clerk Royston King has absolutely nothing to hide.

Currently, the council has resuscitated and peopled its Internal Audit Department, which was defunct for several years. The department is currently engaged in Operational and Human Resources audits and will continue to be engaged in other forms of audits to ensure accountability and transparency in the operations of the council.

The human resources audit reviews the current human resources policies, procedures, rules and systems to identify needs for improving and enhancing human resource functions of the council, whilst the operational audit evaluates the operational activities of the council. The council would make the results of all its audits public. The council understands the need for proper accountability of state resources. However, the council finds it strange that the Guyana Times would, at this juncture seek to write about certain acts of perceived improprieties. Since a very good opportunity was presented for them to do so when a clarion call was made by the Deputy Mayor of Georgetown Councillor Patricia Chase Green and was supported by the duly elected council for an audit to be done, when 27 million dollars was waived for the former proprietor of Strand Cinema Mr. Ganga Prasad, by the previous acting Town Clerk Carol Sooba.

The citizens of this country must know that the Georgetown City Council did not receive one cent from the five hundred million and the council was totally locked out of all activities relating to spending of that allocation by the then government. As it relates to the employees in the drainage section, someone was misinformed. Our records show that the council has seventy-five persons employed in the drainage section. They were unable to conduct work efficiently because of an acute lack of resources, which has been corrected by the new administration.

The truth is the previous regime made a deliberate effort to starve council of much needed resources in many ways. The valuation process was stymied thus making it difficult for council to increase rates for seventeen years. Also, whenever the government subvention was given it came with specific instructions as to how it should be spent. The state of the drainage system in the city is complex which should be addressed holistically.

The city’s drainage system is design to cater for 1.5 inches of rain fall within a 24-hour period, any unusual down pour beyond the1.5 inches capacity would result in overtopping in several areas.

The drainage system has experienced neglect and abuse in several ways. Drainage in the city has been compromised by the construction work of some very big corporations either through lack of knowledge, unconcern or callousness and unfriendly environmental attitudes of some. The clean-up Georgetown that is ongoing has revealed some flagrant contraventions of the drainage system, which the city’s administration intends to correct. However, we wish to thank the Guyana Times News Papers for showing such keen interest in the financial affairs of the City Council at this time when the council is experiencing positive change in its operations and is pursuing, with much vigour, the restoration of Georgetown.

The mission is to make Georgetown the cleanest and greenest City of the Caribbean; however, regardless of the challenges, it would be accomplished.

We do not have to look very hard to find people of proven competence in this country; many of them are living from hand to mouth, their talent and competence laid waste. The sheer pity of it! Let us find them and put them to use, even if their area of competence is restricted or limited.

For instance, we could seek out, without too much trouble, an herbal scientist who has done some research and practical work in that field; or someone who may be competent in drainage and irrigation alone. We could seek them out and put them to use for the national enterprise.

Of course, one of the peculiar things about us is that, the greater and more varied the competence of an individual, the more difficult it seems to find places to employ them. We limit people through our own limitations. If we find a man or woman

who can do just about everything, that man or woman ends up getting nothing to do. And then he/ she sits uselessly by, suffering while Guyana goes in want of that kind of person.

This is really not about academic degrees alone; it is not just about publishing, and research, and formidable experience alone. It is about thinking around anything, and about thinking in different dimensions. Critical thinking is what it is called.

Once we find and employ these competent people, there will be jobs for others, who must then be cultivated in terms of even greater competence.

Competence, like talent, must be ICED: Identified; Cultivated; Employed and Deployed.

To employ competence would yield great dividends, one of the most important being that we would be sending a clear message to our youths that education PAYS! If the youths see our talented, educated and competent adults unemployed, they will get exactly the wrong message.

Prisoner post-release programme crucial in crime fight

I ONCE heard a preacher admonish his listeners to “stop shouting at the dark and go light a candle!” I was not in the audience, but it was as if he spoke directly to me.

Editor, every day, for the last seven years (that was as far back as I have been keeping records), at least one of the daily newspapers in Guyana carried a story that was crime-related. Most of those articles either revealed a criminal act or related a criminal act, or they simply commented on such acts.

However, it is very rare that suggestions are made on how to eliminate or reduce such criminal behaviours. And this dearth of solutions is understandable. Many of the persons commenting or reporting on the issue of crime do not have the requisite know-how to deal with the subject matter, and those in the law enforcement fields are not permitted to freely comment on such matters. So what we have is a populace that is frustrated to their wits’ end, for there is hardly anything that they could do, and those who are hired to do something seem just as clueless as the frustrated populace.

I would like to say to the most frustrated amongst us, “Take heart”.

I believe that this new administration needs a little more time to get its act together. Prior to May 11, 2015, the focus was only on the escalating street (blue colour) crimes.

The white colour (office) crimes went completely ignored, and for obvious reasons.

This current administration seems willing to go after both street crimes and office crimes. If the last administration, with 23 years of expertise,

struggled so badly to control only the one kind of crime, then the enormity of the undertaking that the Granger-led administration faces is understandable.

What further makes the crime problem appear insurmountable for both the previous and current administrations is that Guyana does not have a post-release rehabilitation programme. There are many ex-offenders in Guyana who would benefit from a formal transitional programme, which will aid with alleviating their criminogenic needs.

It is reported that higher than 60% of all crimes committed in Guyana are perpetrated by career criminals. It is also a fact that more than half of the prison population is made up of repeat offenders.

Through my work with the offender population, I am informed that the majority of new criminals practise behaviours that are learnt from seasoned criminals.

This would suggest that a great number of persons creating the crime headache for the country are those being drawn from the same saturated pool of criminals.

Our prison is a revolving door, and those who are new to the prison system are being trained by those who were there before. So what we are faced with might not be firstly a crime problem.

What the statistics are suggesting is that our real nemesis is rehabilitation.

It is our repeat offenders who are training the young criminals as recruits, providing them with the weaponry, then sending them out; or otherwise teaming up with them on these crime sprees.

The government should therefore add to its crime-fighting arsenal the

aspect of a post-release rehabilitation programme for those formerly incarcerated. I am thinking that if we could find ways of reducing the factors which cause the ex-offenders to re-offend (or train others to offend), we might be on to something.

Every day, ex-offenders and career criminals are being released from our prisons. What are they expected to do now that they have been designated “criminals”? Some will try to move on with their lives and become law-abiding citizens. Sadly, however, the statistics show that over 60% of them re-engage in criminal behaviours. In the developed countries, programmes are designed to connect with these ex-offenders and formally engage them.

They are provided with temporary/ transitional housing, academic and vocational training, drug rehabilitation and spiritual reformation. These rehabilitated ex-offenders are then used as mentors and “big-brothers” to wannabe gangsters.

The immediate and long-term effects of this best practice approach is that you reduce the rate of those returning to prison, and you also mitigate the recruitment of new criminals. The resultant effect is that your crime problem subsides.

This proven approach to crime reduction is yet to be tried here in Guyana; and when it is implemented, the statistics will show that the crime situation would abate and the programme will take on a life of its own.

“Hire purchase” killer remanded

- case for recall on Oct 13

OSWALD Junior Yaw, also known as ‘Meow’ and ‘Jason’, of East Ruimveldt, Georgetown, was yesterday remanded by city magistrate Ann McLennan on an indictable charge of murder.

Particulars of the charge allege that on September 10, at Herstelling, East Bank Demerara, he murdered Nathan Andrew Persaud in pursuant of an arrangement wherein money was promised by Beverly Persaud as consideration to him for causing the death of the deceased.

The court granted the prosecution’s request, and the matter was set for October 13 for report.

Businessman nabbed in police sting remanded

SEEKUMAR Rambarran of Grant 805 Crabwood Creek, Corentyne, Berbice, a retired GuySuCo pest controller who is now a shopkeeper, appeared yesterday before city magistrate Ann McLennan to answer to four charges involving firearms, ammunition and drug trafficking.

He denied all the charges, but was remanded to October 5, when he will appear before the Springlands’ magistrate.

One of the charges detailed that on Friday, September 18, at Crabwood Creek Corentyne, he had in his possession one Browning 12-gauge shotgun when he was not a licensed firearm holder.

The second charge detailed that on the same day, at Crabwood Creek, he had in his possession 51 live rounds of 12-gauge ammunition when he was not the holder of a firearm licence.

The third charge detailed that on the same day, at Crabwood Creek, he had in his possession 26 grammes of cocaine for the purpose of trafficking.

The fourth charge is that,

on the same day and time, he had in his possession 36 grammes of cannabis-sativa (marijuana) for the purpose of trafficking.

Rambarran’a attorney, Mr. James Bond, told the court that his client has been married for the past 20 years, and has two children. He contended that Rambarran has a serious heart complication which was caused by his exposure to various pest control chemicals, and he claimed that his client had no knowledge, custody or control of the items allegedly found by the police.

Bond contended that the items were found in an empty lot in bushes far removed –- at least 200 feet -- from Rambarran’s residence and person, and he urged the police to be truthful in the matter.

He noted that both the defendant and his wife had been dragged to the Criminal Investigation Department (CID) Headquarters at Eve Leary because of the matter, and he questioned why only the husband was charged, and not the wife as well.

Bond noted, “If they can-

not impute custody against the wife, they cannot impute custody against Rambarran.

Bond also asserted that his client did not give oral or written confession to the crime.

Police prosecutor Deniro Jones, however, opposed bail being granted to Rambarran on ground that CID ranks from headquarters were conducting a surveillance sting operation on Rambarran for two weeks. On the day in question, the ranks noticed the defendant throwing small containers in an adjacent yard, and he was arrested.

Further search was carried out, and the illegal weapon was found in his garden.

The prosecutor also alleged that the defendant had offered the police $1M in bribe, and he said the defendant is expected to be charged soon for that offence.

After considering the arguments made by the prosecution and defence, Magistrate McLennan found there was no special reason for bail to be granted the defe ndant.

PPP: Calls for ‘unity talks’ must be contextualised

By Navendra Seoraj THE Opposition People’s Progressive Party made no bones about it yesterday that any call for ‘unity talks” must first be put into context.

Speaking to members of the media yesterday at Freedom House on Robb Street, Georgetown, PPP General Secretary Clement Rohee drew reference to a statement by President Granger saying that his government “remains committed to inclusionary democracy, and is prepared to consider executive powersharing with the opposition PPP.” With reference to another from Minister of State Joseph Harmon saying that the PPP should submit a written response and not engage in a battle of words in the press, Rohee said Harmon spoke as though there is already an agreement between the two

sides to engage formally, and that the process should begin with an exchange of correspondence on the modalities for talks when there is none.

Noting that this was furthest from the truth, Rohee said the PPP is yet to receive any formal communication on the matter, and will not be requesting one either.

Said he: “There is much confusion in the APNU+AFC camp on this matter, and it seems best that the alliance settle their internal differences, and put their house in order before any attempt is made to engage the PPP.” The PPP’s claims, in this respect, ought not to be undervalued or underestimated, Rohee said as a “groundswell reflecting these concerns is building up slowly but surely, while the problem with the new Administration is that they have persistently sought to

frame a political agenda for the PPP.” The claim by some that the party is “betraying what

DUE CARE AND ATTENTION Meanwhile, Rohee stressed that being the opposition party they have to exercise due care and attention in respect to any formal engagement with the government outside of Parliament.

He contended that cooperation within the parliamentary structure and arrangements cannot be avoided but engagement with the A Partnership For National Unity/Alliance For Change (APNU+AFC) outside of Parliament is clearly political and there is no guarantee that agreements reached will find their way in the appropriate body to make them legally binding.

H o w e v e r, P r e s i d e n t David Granger has reiterated that the government remains committed to inclusionary democracy and is prepared to consider executive power sharing with the opposition PPP.

At the last General and Regional Elections, the governing coalition of APNU+AFC secured some 51% of the votes cast, and Granger has since contended that it would not be prudent for the government to lock out the PPP. “We have at all times aimed at having inclusionary democracy and inclusionary government, so that the 49 per cent don’t feel locked out,” he had said, pointing out that Prime Minister Nagamootoo was on spot when he told Berbicians two Saturdays ago that the administration is open to a national unity government with the PPP. Granger said that national unity is part of the philosophy of the coalition, pointing out that there should be some form of sharing, some form of national unity and some form of inclusionary governance.

Six ‘Dynamic Ambassadors’ to train as flight attendants SIX youths will next Monday go to Miami, Florida under the aegis of Dynamic International Airways to pursue about six weeks of flight attendant training.

The airline recruited the six enthusiastic individuals, who, over the weeks, have been receiving prior training and exposure to Guyana’s tourism products through the Roraima Group of Companies headed by Captain Gerry Gouveia.

Speaking with the Guyana Chronicle, Dellon Murray, Marketing Executive for Roraima Group of Companies said: “We have not just been preparing them to be flight attendants but also to be Dynamic Ambassadors who will be able to market Dynamic and also Guyana’s tourism products. And as such they have been made more aware about Guyana’s history and other tourist destinations in Guyana.”

He also noted that the youths have been engaged in constant meetings and programmes where they were made aware that timeliness is the key, and how to provide better customer service.

Meanwhile the Guyana Chronicle had an opportunity to speak with the six youths, who were able to share their experiences so far and indicate why they chose Dynamic International Airways.

Firstly, 29-year-old Yulanda Armstrong, a former flight attendant, said: “I joined the Dynamic team because they are creating an opportunity for Guyanese, given the fact that they are homebased. Lack of innovation stifling manufacturing sector- Min Gaskin

By Tajeram Mohabir MINISTER of Business Dominic Gaskin has said that lack of innovation in business is a major constraint affecting the growth and development of the manufacturing sector.

According to Gaskin, while the cost of energy is touted as a deterrent, a significant lowering of energy cost might not necessarily result in a boom in the manufacturing sector. He told the Guyana Chronicle that targeted policies are needed to guide the development of the sector, pointed that an absence in this regard has resulted in the sector taking a back seat.

“We have to find out why investors are shying away from manufacturing.

If persons are going into retail and not manufacturing, it tells me that the profits in the retail sector are

more attractive than in the manufacturing sector. I believe that manufacturing has been on the decline in Guyana for some time now, and I think it has to do with failure at the policymaking level to understand the various sectors,” Gaskin contended.

H e a d d e d : “Manufacturing is very broad and every single sector has its own set of peculiarities and needs its own solutions and I think we need to really drill down at the level of the individual sectors to find out what is hampering the development of each individual sector.

Broad polices are not going to solve the problems of the individual sectors; we need to figure out why certain sectors are not developing.”

Guard succumbs after shot in eye THE security guard at Cummings Lodge Secondary School, who was hit in his left eye on September 9 by one of several bullets fired by a man who claimed to be a police officer, succumbed last Friday.

Michael Woolford, 68, of Lot 5 Melanie Damishana, East Coast Demerara, passed away in the High Dependency Unit at the Georgetown Public Hospital with the bullet still lodged in his head and he never regained consciousness.

Meanwhile, his relatives are calling on the police to arrest the shooter.

Woolford, a father of 13, had cancer in his stomach and was also diabetic and the doctors could not do anything for him because of the illnesses he suffered.

The bullet had ruptured his eye and was lodged in his forehead.

He was hospitalised after being shot during a melee between two men at Industry Crown Dam, ECD, near the school where he was on duty.

Two men, one of whom was armed with a cutlass, were involved in a fight, and a man who was driving a car exited and discharged several rounds in their direction before escaping.

At the time one of the men ran after chopping the other and a man stepped out of a car claiming that he was a policeman and fired several shots. A stray bullet hit Woolford in his eye while he was sitting by the guard hut door.

The two men involved in the altercation, Vincent Williams, 35, and Doodnauth, 53, both of Industry Crown Dam, were also treated at the GPH.

I don’t believe if we have energy at a quarter of the cost we currently supply that our manufacturing industry is going to take off. I think that there are other problems that are preventing manufacturing from developing in Guyana and those problems need to be addressed.”

On that score, Gaskin said there is need for more innovation, pointing out that generally Guyana is not known as a producer of innovative technology, business solutions or innovative products on the markets. “I think that there is room for us to promote innovation in business and in industries. Development will

come about through longterm policies that identify national priorities and are guided by national strategies.

If you approach things like that in a more structured way, you will get the way you want to go,” he said.

PRIVATE SECTOR Meanwhile, in recognition of the important role that the private sector needs to play in the achievement of sustained economic growth and poverty reduction in Guyana, the Ministry of Business has committed to engaging the private sector meaningfully and regularly.

A l r e a d y, t h e r e h a v e been engagements with the Private Sector Commission (PSC), representatives from the various chambers of commerce countrywide, and numerous members of the business and i n v e s t m e n t c o m m u n i t y,

Gaskin said.

He noted that continued engagements will develop within the Ministry of Business a better understanding of the many concerns of businesses operating in Guyana or hoping to operate in Guyana. “We a re t a k i n g o n b o a r d , evaluations of projects previously implemented by this ministry that privatepublic dialogue can benefit from having a formal and institutionalised structure,” he said. In addition, the Ministry of Business will establish a Help Desk which would aim to provide tailored advice and support to traders and businesses.

It is anticipated that, through this desk, more entrepreneurs, businesses and investors would be assisted, thus providing an impetus for increased economic activities.

South Rupununi NGO wins UN Equator Prize IN what has been a firsttime achievement for Guyana, the South Central People's Development Association of Rupununi (SSPDA) has been named among 20 organisations to capture the United Nations D e v e l o p m e n t F u n d ’s Equator Prize for 2015.

The South Central P e o p l e ’s D e v e l o p m e n t Association is a local nongovernmental organisation that aims to improve the standard of living of people in the South Rupununi region. It has been highly active in recent years in addressing health, agriculture, and capacity building in local villages.

The Equator Prize 2015 is awarded to 20 outstanding local and indigenous community initiatives that are advancing innovative solutions for people, nature, and resilient communities.

Each winning initiative has received US$10,000, and will be supported to participate in a series

of special events at the UN Climate Change Conference in Paris in December 2015.

A release from the Ministry of the Presidency has acknowledged that this is the first time Guyana has

managed to capture this prize, and the Government of Guyana would like to congratulate the SSPDA for the achievement. “We hope that this can be seen as an inspiration for further achievements in the area of

sustainable development, as the country continues to lead the fight against Climate Change” the release has said.

The United Nations will soon host a press conference to announce the full list of winners.

Sex offenders escaping prosecution - under 50 of 628 cases successful last year

ESS than 50 of the 628 cases of rape and other sexual offences were successfully p ro s e c u t e d l a s t y e a r, distressing statistics for child advocates who continue to urge greater collaboration among stakeholder agencies to reverse the current situation.

Director of ChildLink Guyana Omattie Madray told the Guyana Chronicle that while 628 reported cases of sexual violence against children in 2014 is a reduction from the 750 reported cases in 2013, it does not necessarily reflect a “drop” in the cases of sexual violence against children, as the number of unreported cases may very well be higher.

Madray noted that with a population of approximately 750,000 persons, Guyana

can ill afford to have such a high incidence of sexual violence against children.

“This is a matter for concern; the number of reported cases is alarming, to say the least,” she said, noting that there is an increasing number of parents who do not know how to protect their children.

“There is a lack of knowledge; there is shame,” Madray said.

She told this publication that there are three Child Advocacy Centres (CACs) across the country. Those Centres have been set up to provide services for children who have been sexually abused and their families. “It is a child-focused, facilitybased programme in which representatives from various disciplines collaborate to conduct interviews with abused children and make team decisions about the investigation, treatment,

management and prosecution of child-abuse cases,” she added.

CACs Of the three CACs that have been set up here, two are under Forward Guyana and ChildLink’s management, while the third was established under Blossom. A fourth is to be opened later this year by ChildLink and Forward Guyana. Madray explained that CACs fall under the Ministry of Social Protection’s National Child Protection Programme with oversight from the Child Protection Agency to provide a safe, childfriendly location where trained forensic interviewers interview children about the abuse they’ve experienced.

Madray said that “the CACs are meant to have a multi-disciplinary approach…where the child

tells the story once.” At the CACs, the interviews are recorded, and serve as a record of the child’s statement. As the interview is being conducted, a multi-disciplinary team of professionals that include law enforcement, child protective services, the Department of Public Prosecutions (DPP), mental health and medical professionals and victim advocates observe the interview via television in an adjoining room.

Madray believes that this approach is “highly effective” in obtaining a thorough statement from the victim. That statement would then be used as evidence in the prosecution of perpetrators. “At the CACs,” she said, “the children are not forced to repeat their experience; they don’t have to relive the trauma.”

The benefits derived from the CACs, Madray said, are numerous. With the CACs and the multidisciplinary approach, there is an increase in the number of successful prosecutions of child abuse cases, improved inter-agency collaboration to coordinate and improve child protection interventions with the aim of reducing trauma to both the children (victims) and their parents; and reduction of the revictimisation of children.

NOT AS EFFECTIVE But while there are many benefits to be derived from the establishment and work of the CACs, the system has not been as effective as the managers would have hoped. “For the past two years,” she said, “it has not worked…This service is necessary; I am very concerned about the system not working.”

Madray told Guyana Chronicle that there needs to be a more inclusive role

of some of the agencies responsible for the investigation of sexual abuse against children. She noted that because of a breakdown in the collaboration of some agencies, children have been forced to recount their stories many times, and thereafter “refuse to go back to court.” Accordingly, the rate of successful prosecutions is “significantly small”, the ChildLink Director said, noting that of the 628 reported cases in 2014, less then 50 cases were successful. “This is an alarming situation that needs to be addressed,” she said.

Also, she finds it perplexing that the stakeholders are not “pushing for the process”. She added that funding was received from the European Union Delegation (EU) and so she is concerned that the CACs “have come so far” through the assistance of the EU but is not being effectively used.

“We want the protocol to make it mandatory to come to the centre…if it won’t be made mandatory, then state if you have a better system in place,” demanded Madray.

MORE NEEDS TO BE DONE

ADOPT THE PROTOCOL

Madray explained that while there are many stakeholders who work hard to ensure the victims of child sexual violence are protected, more needs to be done. The Director of Public Prosecutions (DPP), the Crime Chief, and a member of the magistracy along with the Ministry of Social Protection have worked together with us on a draft protocol with respect to sexual violence against children but that protocol is yet to be finalised. “The key people are the police, the Ministry of Social Protection, and the DPP’s office …they need to buy in on the protocol…this will help in the reduction of children being terrorised and it creates an opportunity for the children to be referred to the centre and work with the interviewer.”

With the overwhelming number of sexual violence cases, Madray is also calling for there to be more CACs established across Guyana.

Currently, the three CACs are located in Regions 3, 4 and 5.

In 2014, the Child Care and Protection Agency’s report indicated that a total of 628 children were sexually abused - 60 boys between the ages of 0-18 and 568 girls between the same age range were abused.

Camp Street inmates fleecing Digicel customers

THE ‘street-smarts’ of some prisoners at the Camp Street prison have enabled them to fleece some naïve Digicel Guyana customers of money on a regular basis.

And although Digicel sounded a warning via an advertisement, some gullible people still lost money to the swindlers whose cell phones they have topped up by making purchases in various amounts of pre-paid cell phone cards.

During one such call, the conman on the line would announce, especially to female customers, that they had won Samsung cell phones and cash and in order to collect their prizes they need to buy pre-paid cell phone cards and scratch the back of the card to reveal the numbers there to him.

Then the customer will be told to go to the nearest Digicel store to uplift his/ her prizes in the promotion.

Mostly women have been duped of thousands of dollars and when they showed up to collect their prizes at the various Digicel stores they would be told that no such promotion was current. In one such case, an elderly woman almost collapsed before relating her story to

staffers.

13 remand prisoners granted bail totalling $6.4M ACTING Chief Justice Mr. Ian Chang, S. C., last Friday granted 13 remand prisoners bail totalling $6,415,000, pending the hearing of their cases.

One of them, Juliano Seunarine, who was charged with causing death by dangerous driving, was allowed bail in the sum of $400,000 on condition that he surrenders his passport and reports to the Brickdam Police Station, Traffic Department, every Monday at 10.00 hrs, except on court days. Harmon gives word...

Public Service CoI panelists will be paid GOVERNMENT has given assurance that the three commissioners spearheading the Public Service Commission of Inquiry (CoI) will be paid a salary, and that a contract was already discussed with them.

Last week, the commissioners, Professor Harold Lutchman, Sandra Jones and Samuel Goolsaran had told a news conference that they had not discussed any form of payment with the government for services which will be rendered to the CoI.

Lutchman was the first to make this disclosure.

“I have not stipulated, nor have I asked how much you are going to pay me,” he said.

“I don’t think that was a major concern for any of us here; we wanted to do a professional job, in the interest of our country, and the public interest,” he added.

But when quizzed last Friday at a post-Cabinet press briefing on whether these commissioners were aware of how much they are being paid, Minister Harmon

responded in the affirmative.

He agreed that the only document presently guiding the work of the Commission is a Terms of Reference (ToR) which stipulates that the CoI is to inquire into, report on, and make recommendations on the role, functions, recruitment process, remuneration and conditions of service for public servants.

He, however, explained that there does exist a draft contract, and that it is just a matter of signing that document now.

“There’s not a signed

contract,” Harmon said.

“There are sums of money set aside for the purpose of paying these commissioners, so there is no possibility of them not being paid once they start working.”

The life of the commission is expected to last between three to five months, but according to Lutchman, this timeframe is subject to change, given the nature of CoIs. He revealed that upon nearing the end of hearing, a new development, with the magnitude to significantly affect the recommendations, can result in the life of the commission being extended.

As such, this timeframe is not set in stone.

STATEMENTS FROM U.S., CANADA, UK Additionally, it was noted that so far, over 30 statements and memoranda have been received by its secretariat.

This was revealed by Secretary of the Commission, Geeta Chandan-Edmond, who noted that these statements and memoranda were received from the United States, Canada and the United Kingdom. The aim of this CoI, according to Lutchman, is to have a professional public service which will serve as an engine for whatever government is in power. The public hearings, which are opened to the general public for oral presentations, will be conducted at the Secretariat Building of the Public Service Ministry on Waterloo Street, Georgetown.

This initiative was embarked upon by the APNU+AFC Government after their assumption to office, to investigate the prevailing conditions of the public service. Meanwhile, the opposition People’s Progressive Party (PPP) has received an invitation from

the government to participate in the Commission of Inquiry (CoI).

However, the party’s General Secretary Clement Rohee revealed at a press conference yesterday that the PPP is interested in participating, but will not do so until a “qualified consultant” prepares a report on the Terms of References (ToRs).

“We do have an interest in the Commission of Inquiry into the Public Service but the modus operandi which the government chose to go about it, differs from our understanding of how it should be done,” Rohee told reporters yesterday.

The commissioners will begin their hearings today, at 10:00 hrs, at the Ministry of the Presidency’s Department of the Public Service Building o n Wa t e r l o o S t r e e t , Georgetown.

Gov’t seeks long-term relations with bauxite shipping company GOVERNMENT yesterday said it is committed to long-term relations with Oldendorff Carriers (Guyana) Inc., which is located in the Berbice River and handles shipping logistics for the Bauxite Company of Guyana Inc. (BCGI) and RUSAL. The company’s General Manager Paul Mohn, and Director of Projects Scott Jones met with Minister of State Joseph Harmon yesterday at his Ministry of the Presidency office.

According to a release, Director Jones explained that his company has had an extremely good experience in Guyana and is keen on continuing its operations

here. He also lobbied for government’s support in his company’s continued servicing of BCGI, RUSAL and the bauxite industry.

Minister Harmon told the company executives that Oldendorff has government’s full support in the continuation of its operations here.

He said, “I am giving you the assurance and the satisfaction that this government would be happy to continue working with your company, because we know your investment is long-term.”

The minister added that the government of Guyana respects that Oldendorff’s operations have provided

employment for a large number of Guyanese. He said further that those employees can be assured that government will not take any measures that will place them on the breadline or compromise their livelihoods.

Minister Harmon noted that support must be given to facilities like Oldendorff, a move that will ensure continued employment opportunities for this nation’s people.

Oldendorff Carriers (Guyana) Inc. has been operating here, moving and loading bauxite for export purposes since 2006. The Minister of State is expected to tour the facilities soon.

Over $300M received during interest-free rates and taxes amnesty THE Mayor and City Council (M&CC) has been getting a significant financial boost through its interest-free rates and taxes amnesty, garnering over $300M. Expressing his pleasure at the results so far, Town Clerk Royston King during an invited comment said that, “so far we have acquired over $300M and as we go along I am sure that before the month ends we will achieve our set target of $1B.” It was announced earlier that an amnesty for defaulting taxpayers was being granted to afford them an opportunity to pay their rates and taxes, interest-free.

Over the years, persons have been withholding their rates and taxes, causing the M&CC to stall projects while finding difficulties in executing routine activities.

Tourism Minister calls for copyright laws

By Rabindra Rooplall THE need for copyright laws to protect the work of musicians was underscored at the three-day Rupununi Music and Arts Festival, which began last Friday evening at the Rock View Lodge at Annai, in Region 9 (Upper Takutu-Upper Essequibo).

The festival’s focus was simple: Create a pleasant campsite in a wonderful setting; invite some great people with their families and friends; and provide some music that, maybe, they’ve never even heard on radio, while enjoying the pleasantries of nature.

Minister of Tourism Cathy Hughes, who made the call for copyright laws, said music should be a viable and profitable investment for those in the sector.

“We have to become known for our music; it is only then that our music will help to build our tourism industry and become a driver to propel the industry,” she said.

Noting that the Ru-

pununi is one of few places in Guyana that has a mystical and alluring feel about it, which is what makes the festival all the more appealing, Minister Hughes said visitors and participants will have a taste of a priceless experience that will forever etch into their memory.

“Music and Arts touch us all, and leave memories,” she said. “Sometimes even when we don’t understand a language, we can relate to the music.”

Indigenous culture and music are a reflection of Guyanese culture, she said. And it is this diversity that adds to the promotion of tourism.

“Music makes us who we are, and the festival has a fantastic array of this. We have found that our local music is receiving more attention recently, and therefore we must create an environment for this creative industry to flourish,” she said, adding: “Our children must be given these tools early in the school system, to support their educa-

tion within the field of music, especially if they have the talent; it needs to be harnessed and encouraged. We have to encourage them to compose and create music, dance and poetry.”

The Rupununi Music and Arts Festival is now a staple within Guyana’s calendar of activities, and is roundly supported by the Government of Guyana and the private-sector.

Minister of Indigenous People’s Affairs Sydney Allicock explained that the festival, established in 2014, is an interesting adventure, in that it provides visitors with many opportunities to explore Guyana’s interior pre-and post-festival weekend.

region.

“The weekend offers a window into the rich variety of the Rupununi for everyone here,” Minister

Allicock said.

Coordinator Colin Edwards thanked all the entities that made the festival possible, the gov-

President gives laptop to visually impaired UG student PRESIDENT David Granger yesterday handed over a laptop, complete with a printer, headphones, a DVD writer and a flash drive, to Ceion Rollox, an 18-year old, visually impaired first-year student of the University of Guyana.

According to a Ministry of the Presidency release, Rollox, who resides at Sophia, lost his sight at the age of 14. However, this did not prevent him from achieving academic success at the Caribbean Secondary Examination Certificate (CSEC) exams, through the Guyana Institute for the Blind.

He wrote to President Granger seeking assistance to acquire a laptop which would enable him to use a special software with speech synthesisers as he pursues a Degree in Communication Studies.

The President, while handing over the items, said that as a matter of policy, he is committed to supporting all forms of education. He said, “We do not regard the loss of sight as an impediment but as an opportunity for you to fulfil your educational objectives by different means.”

President’s No. 1 fan, ‘Nen-Nen’ turns 103

for 61 years before Herbert died in 2006.

‘NEN-Nen’, who celebrated her 103rd birthday

yesterday, has never missed voting in a national election, and she proudly declares that she is President David Granger’s Number One fan.

And her birthday wish is to meet him again, having met him at her church, the Church of the Transfiguration, just after he won the presidency in May this year.

Margaret Irene Osborne, affectionately called ‘Nen- Nen’, was born to John and Rebecca Babb on September 21, 1912 in the village of Hague, West Coast of Demerara, but now lives her feisty life in Georgetown with her daughter.

This centenarian is fortunate to be still in relatively good health and condition for her age, and to have a good memory. She is able to remember and tell stories of past events, and keeps the family history alive. Though her hearing and eyesight are not as good as they used to be just a few years ago, she is still able to be mobile and communicate with everyone around her.

Relatives say that ‘Nen-Nen’ continues to be the beloved matriarch of her family. She enjoys reading the newspaper, and continues to have a keen interest in the politics of the day. She also en-

joys good conversation, and catching up on old times with her family. An ardent Anglican, she also enjoys Pentecostal services.

Born into a family of seven siblings, ‘Nen-Nen’ spent her early days on the West Coast attending the St Jude’s Anglican School, and later attended sewing classes, her relatives said in a release.

On June 3, 1944, she married the late Herbert Osborne, which union produced three children: Orlton, Jeanette and Ian Osborne. Margaret and Herbert moved their young family to Linden, where she continued to be a homemaker, and stay-at-home mom, while her husband worked at the bauxite company.

‘Nen-Nen’ was known to be a loving and committed family woman who can be feisty, sharp-tongued and strong-willed, but yet able to have a calming influence on everyone around her. Demonstrating her strong family commitment during a period of unemployment for her husband, she took on domestic work to support her family. The couple was married

Solar farm proposed for Lethem

RENEWABLE energy company Solaris is hoping that the government will give the go-ahead for the construction of a solar farm in Lethem which will meet the energy needs of that community as well as areas in Bon Fin, Brazil.

Solaris Sales Manager Carlton DeFour in an interview told the Guyana Chronicle that the company has had discussions with the previous administration, but things were put on pause as the elections were close.

It was envisioned that Solaris will work closely

with the Lethem Power Company to create the farm which will augment power supply to Lethem and Bon Fin. The project once approved is expected to reduce the cost of power

in Lethem, in addition to widening access to power.

DeFour pointed out that the cost of electricity will dip as less fuel will be trucked into the large Region Nine community.

The Sales Manager said, from studies done in Guyana, that the cost for energy distribution in the outlying regions is very high, pointing out that to get power to Lethem,

for example, the diesel has to be transported via the roads. “What we are saying is that if we put power system in Lethem [Region 9] that is renewable, using the sun which is always there, that would bring the cost down and increase access to electricity,” he said, pointing out that the supply will be provided 24 hours, every day of the week.

He said the company will be making a pitch to the administration on the project and remains hopeful that it will be approved. “ We c a r e a b o u t sustainability; it’s about people and improving their lives. Will do a rerun of the proposal to the new government,” the Sales Manager said, as he declined to mention an estimate cost of the project, contending that the prevailing environment is volatile and things can change. The company has also submitted a proposal to the former administration to install 50 solar units at the Providence Housing Scheme, East Bank

By Nick Mulvenney CARDIFF, (Reuters) - The shockwaves from the greatest upset in the history of the Rugby World Cup continued to reverberate yesterday as the eighth edition of the tournament took a breather after a dramatic opening weekend.

As bumps and bruises were patched up, squads trained and teams were named in preparation for the resumption of matches on Wednesday, Japan's 34-32 victory over South Africa remained a central topic of conversation.

For the powerhouse nations that have long dominated rugby, it was serving as a salutary lesson about the dangers of complacency.

"Perhaps South Africa underestimated them. I don't know," said New Zealander John McKee, coach of the Fiji side who take on twice champions Australia tomorrow.

"It shows that the gap between tier one and tier two is closing. It also shows what can be achieved if you stick to a game plan and play to your strengths."

Michael Cheika's team selection for Australia's Pool A opener in Cardiff reflected that philosophy as he chose to play David Pocock and Michael Hooper, both openside flankers, in his back row.

France's Philippe SaintAndre, one of several coaches wrestling with short turnarounds between matches, rested all but two of the starting team from their 32-10 opening win over Italy for tomorrow's Pool D match against Romania.

WELSH WOES Wales coach Warren Gatland would dearly love to have such a luxury as he eyes a blockbuster encounter with England on Saturday that could go some way to deciding which of the two countries will progress from Pool A. In yet another injury setback for the Welsh, centre Cory Allen, who scored three tries but was one of six players hurt in Sunday's 54-9 win over Uruguay, was ruled out of the tournament by a hamstring injury.

The England camp, however, were determined not to be lulled into thinking that the Welsh injury crisis would make their old rivals any less competitive at Twickenham.

"We know we are going to get the best from Wales," scrumhalf Richard Wigglesworth said. "We are under no illusions about how tough it is going to be."

Whether Scotland still belong in the game's top tier after a good few lean years is debatable, but it is to the 1991 semi-finalists that falls the task of restoring the old order when they meet Japan in Gloucester tomorrow.

Coach Vern Cotter recalled fit-again fullback Stuart Hogg to his inexperienced side for their Pool B opener and said that Japan's victory would have little impact on how the Scots prepare for the game.

"They will have taken a lot of confidence from their opening win over South Africa. However, that doesn’t change our approach to this game or the pool," he said.

"The priority for us is to ensure that we get our jobs right with accuracy and impose ourselves on the game."

JAPAN CHANGES Japan coach Eddie Jones made six changes to his side from the team that wrote

itself into the history of the game last weekend.

"If the players can’t get excited after Saturday I don’t know what’s going to excite them. Motivation is not an issue," the Australian said.

"It’s interesting that before the tournament Scotland said we were going to tank the first game. So if we did tank the first game, we’ve got a good performance coming up in our second."

A more palpable impact on the game from Japan's victory came when South Africa fell to sixth in the world rankings, their lowest ever position.

A sign of what it means for the game in Japan came when World Rugby's chief executive Brett Gosper tweeted that the tournament's merchandise store in London had been forced to pull down its shutters early on Sunday because of overwhelming demand from the Japanese public.

Dhoni, Kohli return to take on Proteas INDIA limited-overs captain MS Dhoni and star batsman Virat Kohli are among a host of big names set to return against South Africa next month, the Board of Control for Cricket in India (BCCI) has announced.

middleweight final also in the junior category; Travis Hubbard (Harpy Eagles) versus Quincy Boyce (GDF) in the lightweight final of the junior category and Teusimar Peters (GDF) versus Kishon Matthews (Republican) in the junior flyweight final of the Elite category.

In the Osbourne versus Corbin bout, there were punches galore from the first bell as Osbourne, displaying strength and stamina, stormed Corbin during all three rounds throwing punches from all angles, regardless of if they connected or not.

This seemed to have put some amount of fear into Corbin who for all it’s worth had to keep covering his head and body from the `storm’ that kept coming at him. Osbourne was declared the winner by unanimous decision.

The Mounter versus Smith bout was also interesting as both boxers exhibited reasonable boxing skills.

Smith was the aggressor early in the first two rounds, but Mounter caught a second breath late in the second round and counter-punched his way out of trouble. He continued the same way in the third round to win the fight by unanimous decision.

In the Peters versus Matthews bout, Peters was all over his opponent from the start of the first round with a series of combinations which Matthews absorbed well and countered with a few combinations of his own.

As the fight progressed Matthews was cautioned by the referee on numerous occasions for holding, but he put on a good show going into the third round. He was given a standing eight-count and was subsequently cau-

tioned for holding and the referee had no other choice but to disqualify him for persistent holding.

In other results from the night’s card, Quacy Wright (Esse) secured a walkover victory from his gym mate Andrew Williams in the junior category, Omar Pollard (Pocket Rocket) defeated Junior Hyman (Esse) by unanimous decision in the same category.

He never understood the word no – Ali Bacher JAGMOHAN Dalmiya was instrumental in South Africa's reintroduction to international cricket and subsequent first visit to the subcontinent. Ali Bacher, who was heading South Africa's United Cricket Board (UCB) at the time, remembers.

“In 1990, shortly after Nelson Mandela was released from prison, it had become clear to some of us that the path to democracy had been laid and it was imminent that a united cricket board would present a South African team to the world.

The African National Congress (ANC), the liberation movement that won the first election in 1994, supported us and I had made contact with Steve Tshwete, the future sports minister, about the way forward.

We became good friends as the UCB began to plot South Africa's path back under the guidance of the ANC. My first step was to phone David Richards, the Australian (Cricket Board) CEO, and I asked if Australia would propose South Africa's readmission at the ICC's meeting in 1991. To his credit, David came back to me and said he was close to Jagmohan Dalmiya, the honorary secretary of the BCCI, and I should speak to him directly.

I had never spoken to Dalmiya before but I phoned him.

In the early part of 1991, we must have spoken 25 times and we had developed a good relationship. He had received support in the BCCI to propose South Africa's return at the scheduled June meeting.

When our South African delegation got to London, the day before the meeting, Dalmiya phoned me and informed me that there was a serious problem and that India's Congress party was not happy for the BCCI to propose us at the meeting.

I asked Dalmiya if we could speak to the president of the BCCI and we immediately phoned Madhavrao Scindia in Delhi.

Tshwete was with our delegation in London and I introduced him to Scindia.

Tshwete spoke to Scindia for 15 minutes, put the phone down, put his arm around me and said, 'Ali, don't worry, they will propose you', and it was forthcoming.

At that meeting we were

accepted back into international cricket. We weren't looking for an immediate return to the playing field; we just wanted to be part of the big family.

When we returned to South Africa, we decided our leading administrators - Geoff Dakien, Krish Mackerdhuj, Percy Sonn and myself - would travel to India, Pakistan and Sri Lanka to meet their administrators for the first time.

In October, our delegation went first to Sri Lanka and then on to India. At Mumbai airport, we were met by a huge delegation of journalists who informed us that Pakistan had withdrawn from their proposed tour of India in two weeks' time.

We then flew to Kolkata and Dalmiya hosted us. He treated us as though we were royalty. He rolled out the red carpet and held functions for us, including one at this own home.

He took us to meet Jyoti

Basu, the chief minister of West Bengal, and at that meeting Dalmiya intimated he wanted South Africa to replace Pakistan on their imminent scheduled tour of India.

He saw a unique opportunity to get South Africa into India for the first time and I could see he wouldn't let go. He was on a mission.

After that, we went to Delhi. That was Scindia territory.

Scindia sent a representative to meet us at the airport and his representative's first words to me were, "Dr Bacher, can I suggest that you play down Mr Dalmiya in Delhi?" We could see the divisions in Indian cricket.

On the way back to South Africa, we stopped over in Nairobi. I shared a room with the late Percy Sonn. He said we were going too fast. I phoned Tshwete in South Africa and explained that our delegation was anxious of accepting the invitation to tour the country within a week. I

gave the phone to Percy, he had a long discussion with Steve, and that was it - we were on our way to India.

We were in Kolkata for the first game and I asked Dalmiya who would be televising the games. He advised me it was the state broadcaster, Doordashan, and that the BCCI would receive no payment. I then offered him a quarter of a million rand to ensure the games would be broadcast in South Africa for this historic tour.

Dalmiya's eyes lit up and he saw for the first time the possible financial television fees. That was the start of Dalmiya in the 1990s using the cricket market extensively to accrue huge television and sponsorship income for the benefit of Indian cricket. That is his legacy.

In 1996, the ICC made a decision to provide its own constitution that would ensure member countries would appoint within the organisation

the president from within the member countries. Surprisingly, Dalmiya was not the president of the BCCI but he was their candidate for the ICC presidency.

The other candidate was Malcolm Gray from Australia. It became an acrimonious contest and on the advice of Krish Mackerdhuj, we and Zimbabwe abstained from the vote. Consequently there was no outright winner.

The Australian delegation did not take warmly to our abstaining. However, history will recall it was the right decision because tempers cooled down. Dalmiya thanked us for the way we handled it.

Twelve months later, by agreement of all the members including Australia, Dalmiya became the first president and his successor was Gray.

I was very close to him in the early 1990s. I never met anybody who was so persistent in getting other administrators to support his point of view. He was a smart businessman and he was the start of creating an India as the financial powerhouse of world cricket it is now.

He never understood the word no. He was the ultimate Bengal tiger.”

OSCL regular season climaxes weekend …Dant, Caribbean Sensation renew rivalry

By Frederick Halley TORONTO, Canada -- Two teams with contrasting missions will clash in what is expected to be a classical showdown when the Conference A final of the Ontario Softball Cricket League (OSCL) takes place on Saturday at the Ashtonbee ground here.

Defending champions Dant, after a dream debut season in 2014 when they played unbeaten, carting off all the major trophies including the 10/10, 15/15, 20-over regular season and the Grand championship, have found the going tough this time around.

Having already surrendered both the 10/10, which saw the introduction of the white ball and the 15-over tournaments, Dant are aiming to salvage some lost pride when they battle with Caribbean Sensation in Saturday’s

20-over final.

A victory will also earn them the right to compete for the Grand championship against the Conference B winners.

Caribbean Sensation, on the other hand, are seeking their second title of the season, having broken a five-year losing streak after reaching five consecutive finals in the East Division and failing to win any. They finally got over the hurdle with a thumping 21-run win over Masters at the same venue last month during the OSCL family fun day.

Significantly, Caribbean Sensation also defeated Dant in the semi-finals but failed to impress in the recently-concluded Ontario Masters Softball Cricket Clubs (OMSCC) Toronto Cup 1 Open category, losing all three preliminary round matches, leaving the tournament unceremoniously

before the semi-final stages.

Dant, however, had the unique distinction of qualifying for the final of the Toronto Cup before succumbing to eventual winners New York Enforcers in a lop-sided affair.

It should however be noted that both the 10/10 and Toronto Cup tournaments were played with the white ball while Saturday’s final is being contested with the smaller Supreme ball.

Both teams are brimming with confidence after last Sunday’s semi-final victories, Dant turning back the challenge of Cricketers Cove and Caribbean Sensation making light work of Rems.

was the Most Valuable Player in the 10/10 final, opener Sheik Khan, Anand Balwant and the wily Zakir Khan.

The Conference B final features rivals Rebels and Wakenaam Sports Club, the former getting past Cougars and the latter winning from Restoration Warriors in last Sunday’s semis.

Both teams had decisive victories over the other, Rebels winning the 15-over final while Wakenaam bounced back to capture the 10-over title.

Rebels have been boosted by the Guyanese pair of former Guyana Under-19 batsman Troy Gonsalves and Freddy Pestano, with both recording centuries during the season while they also sit at the top of the team averages and lead the aggregates.

All-rounder Mahesh Richard, also with a century, has been Wakenaam’s best player, turning in some fine performances with both bat and ball and like he did when they won the 10/10 title, will be required to play a major role if his team hope to stop the rampant Rebels.

Meanwhile, the OSCL is advising all clubs that its annual presentation dinner and dance is set for Saturday, November 21, at the Eastown Banquet Hall, Scarborough.

Hamilton pursuit of Senna mark ends in frustration

SINGAPORE (Reuters) Mercedes' Lewis Hamilton was in the form of his life when he arrived in Singapore, looking set to match the 41 career wins of his boyhood idol Ayrton Senna in a dominant season that had seen him win seven of the first 12 grands prix.

By the end of Sunday's race, however, the Briton had retired his sluggish Mercedes for the first time this year, while Sebastian Vettel roared to victory in his Ferrari.

Hamilton had secured 11 of 12 poles prior to Singapore but the alarm bells that first sounded in practice were ringing loud and clear by qualifying, as Ferrari and Red Bull were lapping roughly a second faster than the Silver Arrows.

Banished to an unaccustomed third-row start, Hamilton and team mate Nico Rosberg were in damage limitation mode from the outset and never appeared fast enough to catch the leaders as their poorly performing tyres negated the car's superior power.

Vettel, meanwhile, was back to his supreme best, driving like he had for Red Bull when he won four world titles in a row.

Dominating from the front and shrugging off two safety car periods, as well as a track intruder, Vettel roared to a fourth triumph in Singapore.

chased home by former Red Bull team mate Daniel Ricciardo and current ally Kimi Raikkonen to complete an unfamiliar-looking podium in a Mercedes-dominated era.

Hamilton retired with power issues after 32 laps as Rosberg claimed fourth, reducing the gap to the Briton in the championship standings to 41 points with six rounds left.

Vettel lurks a further eight adrift.

'CLOSE THIS CHAPTER' Vettel quipped "maybe we can make the impossible possible" when asked if he could overhaul Hamilton in the title race but the general consensus in the paddock suggests Mercedes will be back on top when racing reconvenes in Japan this week.

"Our reliability is really high as we had an amazing season so far," said Hamilton, who opted to save his engine and retire rather than run to the finish at the back of the field.

"It's still a long way to go

and I know I lost some points today but I was fast and on form and I will make sure I bring that out to Suzuka to fight back."

Mercedes motorsport head Toto Wolff felt the lack of performance was trackrelated and the tight, 23-turn Marina Bay Street Circuit and tropical conditions had played into the hands of Ferrari and Red Bull.

"We need to analyse everything precisely, understand the wrong turn that we took this weekend to learn the right lessons and then close this chapter," he said.

"One bad weekend doesn't overshadow our achievements so far this year but there is no room for complacency after a race like this and we will aim to hit back strongly next weekend."

Hamilton played down the missed opportunity to emulate Senna in exactly the same number of race starts but can feel confident that his 162nd grand prix next Sunday will be far more enjoyable than the last one.

Foreign Ministry dominoes on tomorrow

.THE Foreign Ministry sports promotion team will tomorrow host its Inter- Ministry mid-week dominoes tournament from 17:00hrs.

The event will be hosted on the Foreign Ministry’s lawns and will feature teams from the Presidential Guard, General Registrar’s Office, Metro, Office of the Prime Minister, Forestry Commission and ministries of Health, Communities, Agriculture as well as the hosts.

The winners would receive a trophy and six medals while the runners-up will receive a trophy.

The trophies are being sponsored by the National Sports Commission’s Director of Sport.

Costa and Paulista charged by FA after Stamford Bridge battle LONDON, England (Reuters) - Chelsea striker Diego Costa and Arsenal's Gabriel Paulista have both been charged by the Football Association after incidents in Saturday's badtempered Premier League derby at Stamford Bridge.

The FA said on its website that Costa had been charged with an alleged "act of violent conduct" after television replays showed him catching Arsenal defender Laurent Koscielny with his arm in an incident not spotted at the time by the referee.

"Off the ball incidents which are not seen at the time by the match officials are referred to a panel of three former elite referees," an FA statement said.

"For retrospective action to be taken, and an FA charge to follow, the decision by the panel must be unanimous."

Brazilian defender Paulista, who was sent off after tangling with Costa shortly after that incident, was charged with "improper conduct" following his straight red card which Arsenal have since appealed against.

Sammy said playing in the upcoming game was important to him and hoped the venture would be a successful one.

“I have always dedicated my career to the people of the Caribbean, and it would be my privilege to be able to give back with my participation in this upcoming game. God willing, the game will be a great success.”

The T20 game will be played at Kensington Oval at 19:00hrs and will see the likes of Test captain Jason Holder, legendary former batsman Brian Lara and exManchester United striker Dwight Yorke also turning out.

Formula 4 demonstration Sir Richie appointed set for CMRC Guyana leg ICC match referee

By Stephan Sookram LOCAL racing fans will be in for a treat when current Formula 4 driver Calvin Ming brings one of his newly acquired machines for a demonstration run during the final leg of the 2015 Caribbean Motor Racing Championships (CMRC) later this year.

Ming, through his father Stanley, a former president of the Guyana Motor Racing and Sports Club (GMR&SC) and racer, confirmed that he is looking to bring one of his Formula 4 machines back to Guyana to show exactly what he does in North America.

Reports indicate that he will be looking to do several demonstration laps around the small South Dakota Circuit with the GMR&SC yesterday announcing their approval to the request.

The car will be shipped to Guyana in an enclosed trailer and should arrive in Guyana around mid-October ahead of the November 14-15 demonstration.

Meanwhile, Stanley Jr is currently preparing to compete in the Formula 4 NACAM (North American Central American Motorracing) Championships’ inaugural race as a precursor to the Formula 1 Grand Prix in Mexico.

He is in Palmetto, Florida at the Team Pelfrey workshop getting ready to test an F1600 at Sebring next weekend.

The F1600, the first Formula-type car he was evaluated in at the Gingerman Raceway in Michigan, was geared for another track, but on the second day of testing he equalled the lap record for the F1600 category.

If Ming’s schedule per-

mits he may race this car in the final 3 races of the F1600 Championship Series in Pittsburgh, mid-October.

He is also making final adjustments to the red F4 car before loading and shipping same to Mexico next week where testing for that will commence shortly An email from NACAM said after a long negotiation between Formula One management and the organising committee of the Formula One Grand Prix in Mexico, the official announcement of the championship being the support race of the Mexican Grand Prix, October 30 - 31 and November 1, was made.

Ming started racing in the shifter kart division in Guyana and is currently attending the Florida International University pursuing an engineering degree.

In July of this year, the junior Ming did some testing in a F4 car belonging to Team Pelfrey, a top team in the United States and after evaluation had been invited to drive for the team.

Ming also attended the Skip Barber Racing School P ro g r a m m e w h e re h e emerged top of 21 students and is currently involved in extensive testing sessions of his two Mygale F4 Cars at various venues across the U.S.

DUBAI, United Arab Emirates (CMC) – Former West Indies captain and current team manager, Sir Richie Richardson has been appointed to sit on the International Cricket Council’s (ICC) Elite Panel of Match Referees.

The 53-year-old, who played 86 Tests and scored 5 949 runs in an illustrious career for West Indies, is set to take up the appointment once his stint as team manager ends next January, following the regional side’s tour of Australia.

He replaces Sri Lankan Roshan Mahanama who stepped down last week.

“I am excited and honoured to have been selected for one of the most important jobs in cricket,” Sir Richie said.

“Having been on either side of the fence, first as a player and then as an administrator, I think I have the experience and insight to help me contribute positively alongside some of the finest and most experienced match officials.

“Obviously, I look forward to working and learning from my colleagues as we all continue to strive for excellence.”

Sir Richie took over as

team manager in 2011 and has played a key role in helping to galvanise a slumping West Indies team.

He, along with another great former player, Sir Curtly Ambrose, currently forms part of the management team along with head coach Phil Simmons.

Sir Richie, who leaves with the Windies for the tour of Sri Lanka at month-end and then Down Under for a Test series against the Aussies, said he would remain “fully committed” to his present role.

“Until the end of the Australia tour, I will remain fully committed and focused on my current assignment as the West Indies cricket team manager and I would like to thank the West Indies Cricket Board for its support over years as well as the encouragement it provided to me in taking up this new role,” he said.

ICC General Manager – Cricket, Geoff Allardice, hailed Sir Richie’s appointment, pointing out he would bring exceptional qualities to his new role.

UWI, WICB support critical in Dominica re-building – Sir Hilary BRIDGETOWN, Barbados (CMC) – University of the West Indies (UWI) Vice-Chancellor, Sir Hilary Beckles, believes it was critical for key institutions like UWI and the West Indies Cricket Board (WICB), to respond quickly to the ongoing crisis in Dominica.

The two institutions have collaborated to stage the Dominica Relief celebrity charity game at Kensington Oval here next Saturday, and Sir Hilary said both he and WICB president, Dave Cameron, thought the fund-raising fixture was the right thing to do under the circumstances.

Dominica was last month devastated by the passage of Tropical Storm Erika which killed over 30 people and left over US$200 million infrastructural damage.

“We sat over dinner and we worked through the details and these two institutions – 1928, the

WICB and 1948, UWI – came together to do the right thing which is to assist our people in their hour of need,” Sir Hilary told a media conference here Sunday.

“You would have heard from the Prime Minister of Dominica, the Honourable Roosevelt Skerritt and he argued that in his judgement, the development agenda of his country has been set back 20 years. This is a very serious realisation.

“The people of Dominica since their independence have worked very hard and diligently to build a nation. Nation-building in the Caribbean is always a fragile process and Dominica has done well.”

The game will be played between the WICB President’s XI and the UWI Vice-Chancellor’s Celebrity XI, and will feature the likes of legendary former batsman, Brian Lara, ex-Manchester

United striker Dwight Yorke who is Trinidadian, and newly appointed Test captain Jason Holder.

Sir Hilary urged the Caribbean to give their moral and financial support to the embattled nation as it seeks to recover from the tragedy.

“The devastation to the infrastructure of the country, the devastation to family homes, communities, places of business, schools – all the institutions that constitute a nation – have been severely damaged and have crippled the normal operations of the nation of Dominica,” he said.

“This requires a concerted effort and all of us in the world, who envision to see Dominica back on its feet again, functioning with the normal resilience the people of Dominica displayed over the decades (would support this initiative).”

WICB chief executive, Michael Muirhead, said the partnership between the WICB and UWI

on the project was significant in reiterating the importance of regional unity.

“It is not uncommon for West Indians to come together in times of adversity and support one of (their) own, especially when tragedy has befallen them,” Muirhead said.

“Neither it is uncommon for the WICB and the University of the West Indies to collaborate especially where cricket is involved, although this time the focus is different and cricket is the by-product.

“Both the WICB and the UWI are seen as the last bastions of regionalism, representing fiercely independent nations seeking to reinforce their independence across the world but cognisant of the fact that in unity lies strength.”

Proceeds from the game will go towards the Dominica Relief fund.

The participants of the 2015 Senior National Karate Championships display their awards at the conclusion of the event.

THE Guyana Karate Federation (GKF) hosted its annual Senior National Karate Championships this past Sunday at the Cliff Anderson Sports Hall.

President of the International Karate Daigaku (IKD) David Clarke, 6th degree Black Belt was present to deliver the opening remarks at the event and remained until the end when he helped to present the medals.

Kicking things off were the male and female 14-17 years, followed by the Adults (18+). Wrapping up the day was the Men’s Division.

In the Men’s Kata the three-member team of Roger Peroune, Shaquille Sobers and Anthony Rambarran finished first ahead of the GKC team of Aubrey Bettencourt, Navindra Soodoo and Kenrick Cheeks while the NMAA

team copped third.

The ASK-G team returned to wipe the plate in the Team Kumite. However, Sobers was substituted by Keith Beaton but the result remained the same. Rodwell and Ryan Alleyne along with Kwesi Patrick who comprised the NMAA team got the better of GKC to take second in the Kumite.

KOLKATA, India - From his former rivals N Srinivasan and Sharad Pawar to the current BCCI heavyweights, the Indian cricket fraternity yesterday bade an emotional farewell to Jagmohan Dalmiya, who was cremated with full state honours and gun salute.

The 75-year-old talismanic cricket administrator passed away at 08.45hrs Sunday night following a massive cardiac arrest at the BM Birla Heart Research Centre where he was admitted on Thursday evening.

The chief minister came around at 15:00hrs as it was time for the state guard of honour followed by a threeround gun salute by 10 Kolkata Police officials.

Keoratala crematorium.

Banerjee, former India captain Sourav Ganguly along with state ministers and other CAB officials went to the crematorium to pay their homage as a pall of gloom descended on the city.

His son and daughter performed the last rites by placing the body on the wooden pyre with sandalwood at 16:00hrs.

Earlier, accompanied by Ravi Shastri, BCCI secretary Thakur was the first to come and the duo first went to Dalmiya's 10 Alipore Road residence from where the Team India director left for the national camp in Bengaluru.

Dalmiya's last journey began from his residence at 12:15hrs before arriving at his 'second home' Eden Gardens around 13:00hrs accompanied by son Avishek, daughter Vaishali, his wife Chandralekha and other relatives. (PTI).

THE Guyana Defence Force (GDF) reclaimed the Guyana Boxing Association’s (GBA)/Lennox Blackmoore National Intermediate overall championship title when the curtain came down on Sunday evening at the East Ruimveldt Community Centre (California Square).

Forgotten Youth Foundation’s (FYF) Dewani Lampkin was adjudged the Best Boxer on show during the two-night championship which was sponsored exclusively by Trophy Stall of Bourda Market.

GDF, who dominated the opening night’s card with eight victories, had finalists in 10 of the Elite category weight divisions on Sunday evening. They won seven of the divisions including three that featured all GDF fighters.

Last year’s champion gym Guyana Prison Service (Republican) had to settle for the runner-up gym with eight points from two

victories and four runner-up positions.

Lampkin was adjudged Best Boxer of the tournament after he secured a unanimous points-decision victory over GDF’s Jamal Brisport on the opening night in the lightweight division, then returned on Sunday and defeated another soldier, Akeem Henry, in like manner.

In the junior category, Essequibo Boxing Gym (Esse) won three of the four finals they contested. However, two of the bouts were all-Essequibo affairs.

In the Youth category, New Opportunity Corps (NOC) dominated things, winning two titles. Again, both finals were all-NOC affairs.

T&T Attorney General signs Warner’s extradition papers …Case adjourned to Friday

By Linda Hutchinson-Jafar PORT OF SPAIN, Trinidad (Reuters) - Trinidad and Tobago's Attorney General has signed Authority to Proceed (ATP) documents, clearing the way for extradition proceedings against ex-FIFA vice-president Jack Warner, who is wanted in the United States on corruption charges, a court heard yesterday.

The case was then adjourned until Friday after lawyers asked for time to review the documents. Warner is

among nine officials of world football's governing body, along with five sports marketing executives indicted by U.S. prosecutors. He faces 12 charges related to racketeering and bribery.

U.S. authorities have asked for him to be extradited in order to face the charges. Warner was arrested on a provisional warrant in May. Warner, the former president of CONCACAF, the confederation for North and Central America and the Caribbean and an ex-FIFA vice-president,

has denied all wrongdoing.

The 72-year-old is also at the centre of one of the key elements in the indictment - a $10 million payment from South African football officials to CONCACAF, which U.S. prosecutors allege was linked to Warner's support for South Africa's bid to host the 2010 World Cup. Lawyers for Warner asked Deputy Chief Magistrate Mark Wellington to discharge their client because Attorney General Faris Al Rawi missed a September 16 deadline for signing the ATP. Queen’s Counsel James Lewis, representing the state,

however, said that there was no reason to discharge Warner since the documents were now signed.

Wellington asked for time to review the documents and the arguments from lawyers representing the state.

Al Rawi was sworn into office on September 9, two days after the People’s National Movement (PNM) won the general elections.

On September 16, he communicated with the Chief Magistrate’s office that he needed additional time to make a final decision on the ATP documents.
