Demolition of Pan-African Movement construction at Merriman Mall - Town Clerk contends it was a haven for “junkies”

By Shirley Thomas AN environmental beautification exercise aimed at cleaning up a section of the Merriman Mall between Oronoque and Light Streets, Bourda, and which commenced yesterday, has landed Town Clerk Royston King in hot water.

King incurred the wrath of the Georgetown-based PanAfrican Movement, headed

by Dr. Jocelyn Loncke, after the Council’s workforce demolished two concrete walls constructed by that body and towed away a 20-ft

container from the facility, even as the Movement had big plans for utilising the land leased to them.

The exercise yesterday, which started around 08:00 hrs, had as its main focus the removal of about 30 “junkies” who had taken up permanent residence there over time, the removal of an old 20 ft. steel container, which had virtually become home to them, as well as the trimming of overgrown trees and removal of garbage wantonly tossed there, constituting a virtual eyesore.

Mayor Patricia Chase-Greene rushed down to the scene where the fences constructed of concrete had already been dismantled and the steel container was just being towed away by tractor.

Chase-Greene, who claimed she had no knowledge of the exercise, expressed disappointment at it. Speaking with the Chronicle, Ms. Greene said, “I am a little disturbed and am deeply saddened, because I was not informed of this activity here this morning, and I know that sometime in 1994 or 1995, the PanAfrican Movement was given permission by City Hall to occupy this portion of land.

She said her understanding is that with a donation from the World Organisation of Pan-African Movements, the local body had expended large sums of monies to erect the fences, paint and padlock them and clean up the area generally.

She said the Movement has not yet been able to do the kind of works they would like to do, but she is aware there is a plan for forging ahead. In the meantime, the wall was intended to keep persons out.

But while the organisation was waiting to make their next move, the space and more specifically the 20-ft steel container, had become home to the junkies who had found a way of getting past the fence.

In time the group grew to about 30, and according to officials of the Council, they set up sheds and tents and even brought in a water line, having managed to hook themselves up to the main line along the roadside. For them it was a permanent home and the environment soon took on the look of literally a “Junkie City”.

She recalled that recently Council had spoken about the condition in which the area was, and the movement responded by making some effort to clean it up and put down plants to beautify it.

They also brought in a newly built and freshly painted tavern which remains on the land.

Expressing total dissatisfaction with the way in which the demolition was done, Ms. Greene said, “I don’t know what caused it, but I have to approach the Town Clerk to find out what prompted such a drastic action.” She said her approach would have been “if you want to reclaim your reserve, then call the persons concerned and have some discussion and give them an opportunity to relocate before Council moves ahead.”

Meanwhile, Ms. Greene citing an analogy, pointed to a huge stockpile of unsightly

looking steel accumulated in and around a building next to the ‘The Dutch Bottle Cafe’, just a block away.

She recalled that Council had long taken a decision to force the owner to clean up the premises and rid it of the junk, but to date no action has been taken.

However, his main reason for the demolition exercise was to rid the area of “junkies”. “ We a r e d o i n g a major refurbishing of the Merriman’s Mall from one end to the next; we are trimming and balancing the trees; cutting the grass; we are doing the drains on both ends; we are removing structures in the place that are being used by individuals as seclusion zones to carry out nefarious activities and other things that are not deemed good societal practice.” He revealed that the “junkies” were involved in sexual practices.

King also said that City

Of concern, King said, were the threats “junkies” posed in the environment and the fact that neighbours on the opposite sides of the road were constantly complaining.

“They had fire here; we’ve found them cooking; they defecated around the place.”

He said both walls were padlocked and breaking the walls down was the only way they [Council] could have got in to execute their works.

While insisting he knows nothing about leasing the land to the Pan-African Movement, King contends that anyone having got permission at that level t o u t i l i s e t h e re s e r v e meaningfully would not keep it in a manner as it is now.

By Ariana Gordon CHIEF-of-Staff of the Guyana Defence Force (GDF), Brigadier Mark Phillips, has said the GDF will remain resolute in defending and defining Guyana’s territory.

Addressing hundreds of soldiers who marched from Better Hope, East Coast Demerara and from Providence, East Bank Demerara to Camp Ayanganna in the city, the Brigadier declared: "Today, nations arm themselves for peace, not for war."

He said the presence of local soldiers at the Guyana– Venezuela border is necessary to define aggression and defend Guyana, and to ensure development in the long run.

"We are defending Guyana. We are defining aggression on our frontier, because we want to have peace in our country, so that we could develop our country and we can take our place as a great nation among the many nations of the world," he declared.

The Brigadier noted that the GDF has been defending Guyana for the past 50 years.

Saturday’s march came just a few days after announcement by the Guyana Government of intensified military operations

by Venezuela at the Guyana–Venezuela Border, and the move by the Venezuelan military to have machine gun-mounted vessels patrolling Guyana’s Cuyuni River.

Brigadier Phillips said President David Granger’s message at the 70th United Nations General Assembly, being held in New York, is one of peace. He believes that the President’s message of peace, not war will yield success and the border controversy with Venezuela will be settled peacefully.

He told his troops: “I urge you to remain alert, to remain set and ready to defend Guyana…. Remain alert at the threats to development in Guyana. We don’t want war, we want peace.”

President Granger’s message, the Brigadier said, is one that springs hope of Guyana converting from a “poor country to a rich country.” He said that, with peace, “We can exploit, in a meaningful manner for the benefit of all Guyanese, the resources of Guyana. So the GDF remains resolute, responsible, committed to defending Guyana; to ensure a peaceful development of Guyana.”

On way to Philadelphia, Pope veers to see Statue of Liberty (Reuters) POPE Francis flew over New York’s Statue of Liberty and the former immigration station of Ellis Island aboard a helicopter on Saturday, in an unscheduled detour that gave him nostalgia for his home town Buenos Aires.

Flying to JFK International Airport to take a plane to Philadelphia, the pope asked the helicopter pilot to circle the landmarks, New York’s Cardinal Timothy Dolan said.

“You could see he was very, very moved,” Dolan told reporters. “And he said

‘You know, Buenos Aires was a city of immigrants too,’” Dolan said.

The son of an Italian immigrant family and the first Latin American pope, Francis has taken up the plight of immigrants as one of the main issues of his papacy, along with climate change, economic equality and religious freedom.

On Thursday, the Argentine pontiff urged Americans in a historic speech to Congress to reject “a mindset of hostility” toward immigrants.

In Philadelphia later on Saturday, he will address Hispanic immigrants in a speech in Spanish at the site of Independence Hall, the 18th century red-brick building where the United States’ two bedrock documents, the Declaration of Independence and Constitution, were adopted.

Parents to get maths lessons (Jamaica Observer) THE Ministry of Education on Wednesday launched a pilot project to determine how mathematics training for parents can improve the performance of students in grades one and two.

The two-year project will be administered in May Pen and surrounding communities in Clarendon and will involve some 1,600 households. Training for parents will be carried out through partnership with researchers from the Southern Methodist University in Dallas, Texas.

This initiative, being undertaken through support from the Inter-American Development Bank and the Embassy of Japan, aims to ramp up teaching and learning outcomes in mathematics, said Education Minister Ronald Thwaites at the launch held at his Heroes Circle office in Kingston.

The expectation is that

the initiative will enable the country to achieve the target of 85 per cent mastery of numeracy in the Grade Four Numeracy Test. The target date has pushed back from 2015 to 2018. This year, students achieved 65.7 per cent mastery in numeracy, which is an 8.1 percentage point increase over last year. “We welcome the project. Parents are a critical group whose buy-in is essential to the attitudes children adopt towards the learning of mathematics.

We believe that if parents lose their phobia and ignorance of mathematics, they are likely to encourage their children to do the subject and assist them in doing their schoolwork,�

Thwaites said.

The project is to determine what mode of engagement works best for the mentoring of the parents towards improvement in the teaching and learning of mathematics for stu-

dents.

Coaches and trainers will be identified to work with parents, who will be drawn from beneficiaries of the Programme of Advancement through Health and Education (PATH) Programme.

EDITORIAL Pope Francis 21st Century Liberation Theology

FROM the time of his election as head of the Catholic Church two years ago, Pope Francis has captured the attention of the world in the most dramatic manner. This is remarkable, as he comes a mere decade after the passing of the equally charismatic John Paul 11, who headed the church for 27 long years.

It is not often that you have two transformative figures coming from the same institution in quick succession.

Pope Francis’ current visit to Cuba and the USA reflects the huge reach of his influence and standing, not just in the Catholic Church but in the wider Christian and non-Christian world. What accounts for this pope’s popularity? Clearly, he has touched something in our collective human spirit. If John Paul was a crusader against the threat to religious freedom which he saw as manifested mostly in communism, Francis’s has taken our gaze back to one of the core Christian and human values - the value of the least among us.

Not since the 1970s has the Church, or part of it, articulated a clear defence and lifting up of the poor. The 1970s was, of course, the period of Liberation Theology, which divided the Catholic Church. Some feared the similarities of the message with those of Marxism and fought to contain or root out its growing influence.

Ironically, Pope Francis, then a leader of the Jesuits in Argentina, was not a supporter of Liberation Theology.

Venezuela’s hostile acts, wanton aggression and naked eye-pass THE Guyana Public Service Union (GPSU) wishes to join with other national institutions and individuals, expressing alarm and condemnation over military movements close to the Guyana/Venezuela border, emanating from Venezuela. The reports received by this union also alluded to a Venezuela naval presence in the Cuyuni River.

The union is alarmed though not entirely surprised over this development. It fits into a pattern of hostile acts, wanton aggression and naked eye-pass. This union is of the view that Venezuela has no intention of desisting from its sustained attempts at intimidation despite the fact that the boundary between our two countries has long been determined and settled.

We believe, too, that Venezuela is bent on applying

He was viewed as among the most conservative leaders in the Argentinian Catholic Church. Yet, four decades later, here he is as the global leader and inspiration of a 21st century Liberation Theology; a Christian praxis that centres the liberation of the poor and defenceless.

Pope Francis and his message come at a time when global politics, economics, popular culture and education had pushed the plight of the poor to the margins of policy and discourse.

Unbridled capitalism, whether as neo-liberal political economy or globalisation has dominated our world for the last three decades.

In the process, the poor have been blamed for their poverty, governments have abandoned their sacred role of defending the weak against the strong, development has come to mean development of the market and the elites therein and organised religion has been indifferent to the socio-economic and other forms of violence perpetrated against the poor.

Pope Francis stands as a rebuke to these developments. His critique of capitalism is moral rather than ideological. He challenges his church to move beyond its own narrowness and in the process calls the

economic pressure by ramping up its spurious and absurd claims even as Guyana seeks to take advantage of its hydrocarbon resources.

If our national posture in response to Venezuela’s sustained provocation must continue to be informed by restraint, we must simultaneously embark on a robust and assertive intentional diplomatic initiative designed to communicate to Caracas the total and complete rejection of its claim.

Here at home, we believe that there is an urgent need to up the tempo in the matter of sensitising the Guyanese nation to Venezuela’s most recent machinations.

He is not afraid to confront vexing issues such as immigration, social inequality, capital punishment, ‘otherisation’ and environmental destruction. His call to America during his speech to the joint session of Congress to heed the “golden rule” is timely.

His help in healing the wounds inflicted by the United States embargo on Cuba is a most noble service that hopefully brings the wretched Cold War to final closure.

His own public pledge of poverty parades before the world the dignity of the poor. His constant reference to Martin Luther King Jr during his current visit to the USA shows that he is a Pope who is in tune with the scourge of racism. And his call for political morality in politics draws us to a new political frontier.

Here in Guyana, Pope Francis’ message and example should find fertile ground as we recover from our long period of alienation. The widespread poverty that stalks our land needs the determined and deliberate intervention of the strong and the powerful, including the government. The poor in our midst are God’s children too. So we must join Pope Francis’ crusade against inequality and want.

Granger, Maduro, Ban Ki-moon meeting likely tonight - President insists time for appeasement is over

By Neil Marks in New York A MEETING involving President David Granger, Venezuelan President Nicolas Maduro and the United Nations Secretary General could go ahead this evening at the United Nations headquarters in New York.

President Granger has insisted that he will not meet Maduro alone, and he put it even blunter yesterday that the time for “appeasement” is over.

The only talking Mr Granger says he will have in the presence of Maduro is with the United Nations (UN) Secretary General, who has responsibility to ensure that the matter is settled.

“We’ve recommended a juridical [legal] course; and…I am going to ask Secretary General Ban Ki-Moon to identify a course that can help Guyana to get out from under this cloud and start to attend to the development of those five regions that Venezuela has been claiming,” President Granger said in an interview at the office of Guyana’s Permanent Mission at the United Nations.

President Granger is adamant that over five decades of talks to find a solution to Venezuela’s claim is sufficient; there is now need to find a “permanent solution.” That solution, the President insists, lies in a definite decision from the United

Nations International Court of Justice in The Hague.

That resort to the court is to settle Venezuela’s claim that the arbitral award of 1899 which defined the two countries’ border is null and void.

According to an agreement signed just before Guyana’s independence, Venezuela and the United Kingdom agreed to place the resolution of the matter directly with the UN Secretary General. Over the years, he has appointed a socalled Good Officer, to try and find a solution, but that has not worked. President Granger yesterday repeated earlier statements that the Good Officer process has now been “exhausted” and that the Secretary General needs to send the matter to the court for final settlement.

Mr Ban recently sent a team to Guyana and Georgetown’s position was laid out carefully. The team was sent to Guyana following a commitment the UN Secretary General gave at the July meeting of CARICOM Heads of Government.

Mr Ban has, however, not been able to send the same team to Caracas before the UN General Assembly this week, and so, that too could have an impact on whether a meeting will come off at all.

If the meeting involving Granger, Maduro and the UN Secretary General does not happen, the President is likely to

meet only with Mr Ban. President Granger does not accept the position of Opposition Leader Bharrat Jagdeo that he should meet with Maduro without the presence of the UN Secretary General.

“Mr Jagdeo knows very well that this controversy has persisted for over 50 years and Venezuela has been told everything that it needs to be told by the Guyana government, so I don’t see that we should make any further appeasement; I don’t think we are behaving in any incorrect manner.

“Mr Jagdeo had his opportunity to resolve the conflict and we’re still in difficulty. I don’t know that his recommendation will contribute to a successful outcome for the Guyanese people.”

During a meeting with President of the Inter-American Development Bank (IDB), Mr Luis Alberto Moreno, on Friday, Mr Granger said the current aggression by Venezuela on the country’s western frontier has had a negative impact on the economy, hindering development.

He made specific reference to the case two years ago when Venezuela seized a U.S.-chartered oil survey ship.

The Teknik Perdana was carrying out a seabed survey for Texas-based oil-company Anadarko when Venezuela’s navy boarded it in Guyana’s waters and escorted it to Margarita island.

Venezuela reasserted its claim to the Essequibo in May, following the disclosure by US oil giant ExxonMobil that considerable oil reserves have been discovered offshore Guyana.

Venezuelan President Nicolas Maduro has held firm to claims that the Essequibo belongs to Venezuela. He recently stated via his weekly televised programme, ‘Contact with Maduro’, that he wishes to meet with President Granger at the UN General Assembly with the hope that the meeting can point to “steps to regularise relations between the Co-operative Republic of Guyana and the Bolivarian Republic of Venezuela.”

Maduro said he is prepared to undertake all diplomatic actions with the aim of resolving the border controversy. “We, via the Geneva Agreement and international law, maintain our historic claim: Guyana Essequibo we left [Simon] Bolivar,” he was quoted as saying.

Approximately 200 troops have been participating in what the Venezuelan Minister of Defence has called “operational exercises” along the Guyana-Venezuela border; but President Granger has described the heightened presence of marine troops and various forms of ground forces near the Guyana border as “abnormal” and “provocative”.

"We feel that Venezuela is treading a dangerous course at this point in time. Rather than seeking a peaceful resolution of the matter, Venezuela seems to be pursuing a very offensive and aggressive course," Granger told reporters.

The military buildup by Venezuela also comes after that country suspended the accreditation for Guyana’s Ambassador to that country, Ms Cheryl Miles.

Presidents Granger and Maduro are likely to meet UN Secretary General Ban Ki-moon to decide on ways of bringing to an end this border controversy. Guyana, through its President, has said that it is interested only in a juridical solution to the age old controversy.

Guyana’s contention is that the 1899 Arbitral Tribunal Award that settled the border with Venezuela is a full, final and perfect settlement.

Bringing the Opposition into Cabinet in executive ) I t r a P ( power-sharing … this requires careful thought

By Lincoln Lewis HE proponents arguing for national unity based on executive power-sharing that includes bringing the Opposition into the Cabinet clearly have not given any serious thought to the issue.

Among this group no one has made known a model to show how it can work and how the politicians will be held accountable to the people and operate in the people’s interests. Neither has there been any explanation as to what will happen to our parliamentary system which is built on bi-partisanship (Opposition and Government sides) and the groups serving as ‘checks and balances’ on each other.

In every society, regardless of what one may say or do, conflicts will always exist, since every individual does not think the same nor strive to achieve the same things. Politics, by its very nature, is a competitive process and every political party strives to be in control of the executive.

For government to work for the people it requires checks and balances in every system and it is for these reasons a genuine and formidable Opposition party is required.

The emergence of mass-based political activism in the 1940s (Political Affairs Committee) and political parties in 1950s (PPP, PNC and UF) came about as a result of what was perceived as a ganging-up between the colonial power and merchant/privileged class against the masses. The fight for internal self-government and then independence was driven by a deep desire by the masses to bring an end to political domination.

The achievement of this was seen as important for the people to determine their destiny and make real their hopes, dreams and aspirations.

The realisation of these required not only challenging the status quo, but putting in place structures to regulate behaviours in the society which were premised on the principle of equality, where all are held to the same standards and play by the same rules.

The structures that were put in place were grounded and guided by international charters, conventions and covenants, and not pulled out of the air or based on how one felt. The pre-independence constitution which was tried and tested

was used to exploit the masses and it was for that reason a new constitution was made. Constitutions embody the cultural dynamics in a society and is usually improved upon in pursuit of a fair and just environment.

The Guyana Constitution, which some are demanding be either scrapped or changed without advancing any argument, except to say it was written by Forbes Burnham and the President is above the instrument, and is flimsy. The President cannot be above an instrument that she/he has sworn to uphold and discharge duties without fear, favour, ill will or appreciation consistent with the said instrument.

This is basic commonsense.

We live in a society where politicians vying for the seat of government are on record as calling for the Constitution to be rewritten in order that a Bill of Rights can be ensconced.

Here again, another situation is seen where persons do not understand the Constitution or have not read it, yet are seeking to speak about it with conviction. The USA, in constitutional amendments, has ensconced 10 articles known as the Bills of Rights. The Guyana Constitution has within it more than 10 rights which are referred to as “Protection of Fundamental Rights and Freedoms of the Individual” (Title I).

The citizens need to ask the question: “Which rights are we being asked to surrender in order to bring us in line with the USA’s 10 Bill of Rights?

Guyana can well take a page from the USA’s experiences where laws have been instituted to strengthen not only the Bill of Rights, but the Constitution in general. In Guyana there is a clear absence of will, interest and commitment by lawmakers to strengthen the Constitution through laws.

This is even more noticeable, given that the Constitution empowers every Member of Parliament to bring motions and bills to the National Assembly that would allow for the advancement of the people’s welfare.

The people are today being asked to either change the Constitution or write a new one. It makes sense to change what is known, tried, tested, failed or inimical to our interests. The question needs to be asked: "Have we reached this stage, and if so, is it based on evidence flowing from the application of the Constitution?"

Clearly among those calling for change are those

who are unaware of the contents of the Constitution, or they do not understand it. A simple litmus test of what is confronting this nation regarding the absence of political will, interest and commitment, is seen in the non-functioning of the Parliamentary Standing Committee for Constitutional Reform (Article 119A).

This committee did not work when the PPP/C controlled the National Assembly. This committee did not work when the Opposition controlled the Assembly. In this Parliament, the nation is yet to hear if/when the committee is/will be appointed.

If this basic constitutional responsibility was never executed during the life of the last two parliaments, the people ought to be very cautious in approaching or endorsing any mechanism that would put the two groups in one Cabinet.

There will be no checks and balances, no competition for the people’s votes by doing right for the people. In reviewing this nation's political evolution, attention is drawn to two important incidents, in 1948 and in 1999. In 1948, during the industrial unrest at the Demerara sugar estates, workers lost their lives, while some were injured.

The colonial government responded to public outcries for justice to be served and established a commission of inquiry into the incident. In 1999, when public servants were protesting for improved working conditions, the State turned its guns on them at the John Fernandes Wharf.

Seventeen were injured.

Public outcries for justice to be meted out for the workers were met with stony silence and insults from an indigenous government, who later instigated a split in the labour movement in response to the call. What is clearly evident here is that the call for justice on identical matters had a more positive response from a colonial government than our own. We need to take this opportunity to ask ourselves searching questions, less we risk plunging the nation off the precipice by entrusting our welfare, by changing universal principle of democratic governance, to a group of people that have among them some that are not unmindful of running roughshod over us.

The ‘One-Size-Fits-All’ approach has not worked

AFTER Linden’s Interim Management Committee (IMC) Chairman Orrin Gordon complained of neglect of the town by the coalition government, President David Granger made a swift visit.

No press release to the media refuting Gordon’s claims or promise to visit. The President apparently dropped what he was doing and headed to Linden. That was really the correct thing to do.

Thanks to the PNC’s internal politics, Mr Granger has had a sometimes indifferent relationship with Linden which dates back to the Electricity Subsidies crisis in 2012. So, in many respects, he has some repair work to do.

That is why I am a bit surprised that he had not been more accommodating of the township in his very busy schedule. He has proven to be an outreach politician.

One remembers his many trips to the interior before the 2015 elections. Maybe, just maybe, he and the coalition, took Linden for granted. Linden, despite the quarrel among the PNC factions, voted solidly for the coalition. But that should not be interpreted as mission accomplished.

As we know, there is an independent streak in that community that dates back to the early days of the PNC government. It is a community that found ways to simultaneously accommodate diametrically opposed political tendencies such as Burnham’s PNC and Eusi Kwayana’s ASCRIA that morphed into Walter Rodney’s WPA. My suspicion is that the President and the APNU faction of the coalition, mindful of the PPP’s charges of ethnic cleansing and the general hypocrisy towards race in Guyana, are treading carefully in the African Guyanese community.

It is no accident that the President spends more time in the Amerindian communities, which in our ethnic

environment, is considered safe territory.

Yet, the reality is that the President’s base is the African-Guyanese community, which voted overwhelmingly for his coalition. And Linden is the extreme representation of that base.

It is always difficult to manoeuvre fidelity to your ethnic base while governing in the interest of all ethnic groups. That is why a Government of National Unity is so crucial to effective governance in Guyana. But while we await such a government, the country has to be governed within the limitations of the current framework.

The governing coalition represents a limited partnership of mainly African-Guyanese and smaller sections of the Indian-Guyanese and Amerindian masses and their elites. That is the reality we are working with and governance strategies must take that into consideration. Those communities have to be engaged individually and together. If we engage them only as a single mass in terms of outreach and policy, we miss the individual dynamics which often differ from the general dynamics.

One thing is certain -- the “one-size-fits-all” approach has not worked and is not likely to work going forward. It is one of the fundamental mistakes of post-colonial Guyana. The attempt to build a new nonethnic Guyana as a substitute for our ethnic identities may have exacerbated our ethnic problems. It allowed agents of ethno-political domination to institute their agenda under the guise of Guyanese nationalism.

I honestly believe that the recently deposed PPP government was most guilty of this offence.

This new government must not make that mistake. It should recognise that our experiment with a non-ethnic Guyanese nationalism was an abject failure.

A non-racist Guyana should always be pursued but not at the expense of ethnic identification. Ethnic identification in politics, economics and culture is real and should be acknowledged as such. If we do, then we would be obliged to pay closer attention to ethnic equality in the distribution of common resources.

And visits to communities by the President and his top leaders are a valuable political resource.

Their presence carries institutional assurances of inclusion. That should not be underestimated.

The reception President Granger got from the ordinary people of Linden bears this out. The President should, therefore, undertake similar visits to African-Guyanese communities. He is the President, but he is also their leader. And they want to see him and to speak with him. And from my own visits to 25 of those communities recently, I can assure you that they have a lot to tell and ask him.

Similarly, Prime Minister Moses Nagamootoo and Vice President Khemraj Ramjattan need to visit IndianGuyanese communities. They should not stop at Whim.

Those communities need to be engaged first by the Indian Guyanese leaders who should clear the way for President Granger’s engagement with them.

I have always felt that Nagamootoo and Ramjattan did not do enough between 2011 and 2015 to sensitise that community to rebel against the PPP’s rot. They have that opportunity now.

Some of $6M cocaine bribe money recovered - implicated cops under intense questioning

POLICE have recovered $1M of the alleged $6M handed over to some of their colleagues as bribes to allow free passage of a quantity of cocaine in Berbice earlier this month.

The Chronicle was reliably informed on Friday that investigators were able to recover in excess of one million dollars which were part of more than six million dollars in bribe paid to the police on September 10 to allow a minibus loaded with cocaine and cash to pass without any sanctions.

The actions of the ranks came to light earlier last week when a junior police rank who got wind of the development shared the information with a senior officer.

The Chronicle was told that the two police ranks who have been cooperating with the police in their

investigations are the same two who buckled under the skillful investigative tactics of the CID ranks from headquarters and told ranks of where they can locate the money.

The more than one million dollars which were recovered Friday comprised part of the total that both ranks had pocketed as their share to let the cocaine and cash pass on the day in question.

The other two ranks who are also under close arrest are continuing to hold firm to their story that they are unaware of the matter that is being investigated, and they have so far been unwilling to cooperate with the police.

While the four ranks remain in custody, the three civilians who are connected to the minibus and who had access to it on the

day the cocaine and cash were allowed to pass are cooperating with the police in their investigation.

The senior police officer embroiled in the entire scandal remains under close arrest at the Tactical Services Unit (TSU), where his movements are restricted and what little movements he is allowed to make are thoroughly monitored by assigned ranks.

A senior source who is familiar with the investigation, on Friday, expressed dissatisfaction at the actions of the Assistant Superintendent of Police who, according to information, has only approximately one more year on the job. The senior officer said it is just a shame that the man would become embroiled in such a corrupt practice at the end of his career, because this has the

potential to cause him to lose all that he has worked for over the years.

This newspaper was told by police sources that the investigations will continue aggressively over this weekend, with all leads being followed. It was also pointed out that there is a possibility the file would be sent to the Director of Public Prosecution as early as Monday for advice, following which the men should be arraigned in court.

Minister of Public Security, Khemraj Ramjattan, told this newspaper on Thursday evening in an interview that he was very disturbed at the revelations on what the ranks have gotten themselves into. He said, “Who has to be jailed will be jailed” as he made reference to the new approach by the present government and force administration to weed out

rogue elements from the Guyana Police Force.

On the day in question, the police received information concerning a route 63 minibus which was in the habit of transporting drugs and cash. They were also given a schedule of the new ‘trips’ of the minibus, and the ranks put systems in place to intercept the vehicle.

Once the vehicle was intercepted, the ranks searched it and discovered the items. Then they entered with the occupants of the vehicle a settlement in which they were given six million dollars ‘hush money’ to let the minibus with the illegal drugs and cash pass.

The men were forced to travel to the city to uplift the money, which, according to the facts available to this publication, was collected from a businessman in Republic Park, East Bank

Demerara.

Sources familiar with the businessman say he had been charged for the murder of a relative of another businessman, but had managed to walk free after a few appearances in court.

The Chronicle was also informed that the cocaine and cash were actually the property of two men from Suriname, and after the bribe had been paid over to the police, the minibus with the items was allowed to proceed to deliver the cash and cocaine to the receiver.

The police are still looking to locate the rest of the bribe money, even as they are convinced that the cocaine is still in the country and are very interested in knowing where in Guyana the shipment is located and who received it from the occupants of the minibus.

Corneal transplant team plans another visit - to GPHC THE Subraj Foundation Transplantation Team will be visiting Guyana on its 23rd Mission during the period October 8th to 11th, 2015. Its members are expected to assess patients to perform a series of corneal transplant surgeries at the Georgetown Public Hospital Corporation (GPHC).

Headed by Dr. Rahul Jindal, the team has a track record of already performing 26 kidney transplants and 17 corneal transplants in Guyana. The first set of six corneal transplants was done in August 2014, and the second set of 11 corneal transplants was done at the Georgetown Public Hospital in July 2015.

As obtained during its last mission, just about 3 months ago, the team from

the USA will comprise three physicians – Dr. Rahul Jindal, and Corneal Transplant Surgeons Dr. Stephen Waller and Dr. Joseph Pasternak.

They will be accompanied by members of the Subraj Foundation Transplantation Team and by Mr George Subraj. They hope to complete another 10 corneal transplant surgeries during this visit.

Head of the Ophthalmology Department Dr. Shailendra Sugrim has said that, over the past two months, the Department of Ophthalmology has been following up the patients from the last visit, and all the patients have been doing very well.

“We have also been generating a new list of patients that will be seen by the team for the next set of

corneal transplants,” he said.

The team usually brings the donor corneas with them, along with special microsurgical ophthalmic instruments to perform these surgeries. The visiting corneal specialists will work along with local ophthalmologists to perform the surgeries.

The cornea - the clear “glass-window” of the eye - refracts light and allows the entrance of light into the eye, and this enables us to see. Any disorder that makes the cornea cloudy or opacified can cause severe visual impairment. Many patients who became blinded by corneal opacities or disorders can regain their sight via corneal transplants.

The GPHC Department of Ophthalmology is also encouraging any patient who has been

previously recommended for corneal transplants by ophthalmologists to

come to the GPHC Eye Clinic with the letter of recommendation from their

ophthalmologist, along with all investigations that have been previously done.

THE MOTIVATION TO STAY - There’s a crying need to motivate more of our people to stay and develop Guyana

ONITA told me she is a salesgirl at one of the stores in Rose Hall but the $8,400 per week that she takes home is not enough for her to take care of her family.

She told me she is actively trying to get “hooked up” with a job and has some promising leads in Suriname. Over the last decade, she has gotten more desperate as her income bought less and less every year despite the loud boast that there were nine consecutive years of economic growth under the PPP. For her, she believes all this talk about economic growth over the years was just a publicity stunt, since she has not seen the impact of the growth rate in her life.

She still lives with her parents, she has little chance to own her own home; she cannot even afford to buy a bicycle.

It is her opinion that if the economy is so good, why almost all her friends from high school now live outside the country. Bonita said she feels as though she is “running on the spot,” while all her friends overseas, seem to be going somewhere. She wants a similar lifestyle as her high school friends and she has arrived at the conclusion before these 2015 elections that she had only one choice remaining – to migrate from Guyana legally or illegally, come what may.

This true-life story illustrates our great tragedy; many at the bottom of the food chain have little hope and do not believe that the good life can be gained in Guyana.

This is the quality of the balance sheet that was bequeathed to the Granger/Nagamootoo Government by the Jagdeo/ Ramotar Team.

This is where the real challenge lies – how to enhance the talent of Bonita, while at the same time bring the investments to Guyana that can create the volumes of better-paying jobs to motivate people like Bonita to stay and truly enjoy the good life that Guyana potentially has to offer.

Today, according to the World Bank, some 89 percent of university graduates migrate. The Minister of Education, Dr Rupert Roopnaraine, is on record as saying that this migration indicator is the highest in the world. Our best talent continues to leave the country in search of higherpaying jobs overseas, although they all have a much stronger chance than Bonita, of living the good life in Guyana.

If the illegals are added to the equation, we can see the quantum of the real developmental challenge facing the nation. The best teachers, nurses, public servants in the Caribbean continue to be Guyanese and these same professionals are making

their mark as far away as New York City where all over the City Government you can find Guyanese in all sorts of top positions. So the issue has nothing to do with competence; it has everything to do with the young people believing that they cannot get a fair deal in Guyana.

I have seen people with elementary education from Guyana, endure a system that is stacked against them in New York, but persevered to improve themselves to the point that they can buy their own homes and their own motorcar. This, in their minds, would have been impossible in Guyana and thus robs Guyana of their newly acquired first world talent since the chances of them returning remains low. Take the case of Uncle Sukram, a

He migrated to the United States at 55 years and became a security guard because he felt he was too old to retrain. He lived in a basement while his daughter finished her teacher training studies.

She went to the regular CUNY system and is now a fine NYC teacher. Today, collectively, they all own their own home, their own car and can afford an annual vacation out of the country.

They even went on a Bahamas cruise a year ago. He challenged me on the question, “Where would my daughter be today if she was a teacher in Guyana?”

I left that conversation pondering this question and recognised that this is the real challenge. How can we make the Guyanese society more competitive to motivate persons like Uncle Sukram’s daughter to want to return with her skills to Guyana?

As the politicians go at each other’s throats in and out of Parliament, the people are asking what have they done for me lately. The verdict is out – over the last decade under the Jagdeo/Ramotar Team, the nation has marched backwards qualitatively, if one is to use the human development index. The people are not stupid – they see the under-qualified children of the ‘PPPites’ scoring all the big jobs is mass acts of nepotism and favouritism, while qualified teachers are offered starvation wages. Who wanted to live in such a dysfunctional society?

That is why the change that happened in May 2015 remains so very important; it offers genuine hope for the hopeless. The Granger/Nagamootoo administration is now on stage and the hope is that they will seismically change the way we do business in Guyana to bring greater confidence to the economy and betterment for all classes of people, especially the working class.

THE CHALLENGE As one of their first acts at public policy, a great stride was made for the poor and the working class by bringing the minimum wage to Gy$50,000 per month; not enough, but a massive stride. With one signature of the pen, the Minister of Finance has set the foundation for Bonita’s weekly wage to move from Gy$8,400 to Gy$11,540.

It is now up to the Government Labour Officers and the Trade Unions to walk the streets and ensure that people like Bonita are not underpaid. Such a service can make or break people like Bonita from staying or leaving. I recognise the sterling work of Minister Simona Broomes on Regent Street a few weeks ago.

But what about the youths and very talented; the university graduates? Where are the jobs that were created for them over the last decade? This will be the greatest developmental challenge for the Granger/ Nagamootoo administration over the next five years and most of it hinges on how good a job GO-INVEST does.

Most of the current growth in the Guyanese economy is fuelled by consumption. But consumption is very fickle and can disappear as fast as it arrived. According to the 2015 Budget – Analytical Summary of the Balance of Payment, net current transfers are expected to decline by 7 percent to US$32 million in 2015. Most of these remittances came to fund consumption-driven growth which is a reliable tool for developing a country.

If one looks at Appendix G2 in the National Budget one can see that in 2014 Consumption was 114 percent of GDP vs. Investment at 33 percent. In 2015, the Budget predicts Consumption at 110 percent of GDP vs. Investment at 26 percent. If one looks at the better performing economies in Asia, the average Investment to GDP ratio is 48 percent, while the average Consumption to GDP is more around 38 percent. Achieving this kind of investment performance is what is really needed and it has been three months so far and all eyes are on GO-INVEST. Will it rise to the task?

Chairman concerned about number of aggrieved persons - at Public Service CoI seeking redress

CHAIRMAN of the Commission of Inquiry (CoI) into the Public Service operations, Professor Harold Lutchman, has expressed concern over a development in which affected individuals seeking justice are lodging with the Commission personal complaints which its outlined functions prohibit addressing.

He has, however, disclosed that the Commission will consider mechanisms to deal with those matters.

Making this disclosure on Friday, Professor Lutchman said several complaints have been made, and the Commission will not reject consideration on dealing with those issues raised by aggrieved persons.

Secretary of the CoI, Mrs. Geeta Chandan-Edmond, told this publication in an interview on Friday that the Commission’s secretariat has received 20 complaints from Guyanese at home and abroad popularly alleging discrimination, denial of benefits, allowances and promotions, among other concerns.

If there is a continuing pattern of allegations, then there would be considerations by the commission to address them, she said.

“People are not fairly treated, and they are grieved,” Professor Lutchman said in closing remarks at the Commission

of government ministries and agencies.

Ms. Jean Carol, Manager of Training at the Training Division, testified that she was amazed when, some years ago, she was employed as lecturer at the Critchlow Labour College immediately after completing her Bachelor’s degree in Public Management at the University of Guyana. She said she had no formal training in teaching, and believes it is important for people to receive training for jobs.

“In dealing with teenagers, care must be given to your ability to capture and keep their attention, and how you put over information; which information would be relevant; how to put over the information; and what they are comfortable with. You have to keep abreast with what was going on in their world.”

She said her university education emphasised how to deal with people, but with the training she received while on the job at GTI, she was able to impart the knowledge she had gained, and design programmes which “ensure that the information you want to get over is what you put over”.

In outlining her duties in her current job, Carol said she has to develop training programmes, enquire about the needs of companies, oversee the successful running of the Public Service Department’s library, and facilitate training.

Responding to questions fielded by the chairman, Carol

levels; and modules delivered annually include supervisory management, government accounting procedures, secretarial skills, communication in the office, and customer care. She said other resource persons within the various ministries and agencies are employed to assist in training.

Commissioner Sandra Jones said there should be a clear outline of the difference between human resources and personnel departments’ terms, which she has observed is being used interchangeably in the department. She said the Commission would have those terms explained and a decision made.

It was also recommended that the department should base its plan for 2016 on programmes which meet the needs of ministries, including stores management. There are technological changes, she said, and training should be continuous.

Carol was asked to work along with colleagues and submit a memorandum outlining the recommendations.

Ms. Carol Sam Moe, who was the first to testify, is a “Senior Personnel Officer within the Department of Public Services at the Ministry of the Presidency”. She holds a Bachelor’s Degree in Public Management obtained from the University of Guyana, and has been trained in supervisory management. She has been in that position for seven years.

Her functions include assisting in dealing with allowances,

The Commission of Inquiry (CoI) into the Public Service was formally launched on September 15, and some 30 statements have already been sent in by Guyanese living here and abroad. The inquiry panel identified by the government to spearhead the operation which will investigate the working conditions, wages, and other issues affecting public servants’ are: Professor Harold Lutchman, who serves as Chairman of the Commission; and Samuel Goolsarran and Sandra Jones, both of whom are serving commissioners.

The role of the CoI, according to the Chairman, is guided

by Terms of Reference (ToR) which stipulate that the CoI is to enquire into; report on; and make recommendations on the role, functions, recruitment process, remuneration, and conditions of service of public servants.

The third hearing of the inquiry, being held at the Ministry of the Presidency’s Public Service Department on Waterloo Street, Georgetown, saw two employees of the Ministry of the Presidency, in the Department of Public Service, being led through sworn evidence by the Chairman and Commissioners.

It was disclosed during the probe that there have been inconsistencies in training and evaluation of public servants, and those were identified as vital elements within the workings

explained that her department no longer does an analysis to understand the needs of ministries and agencies, and that a post-training assessment is also absent.

“After training staff in various areas, it is important to know the impact it has created in the work environment”, she said. “But you don’t really know the impact unless you go into the ministries; but we don’t do that anymore. It was just cut out”.

She has recommended that staff of her ministry go into the ministries to see the progress of trained staff, in order to better understand the benefits of training. Persons are “not just sent on training, but you’re sent on training for a purpose,” she said, and suggested that it is important to know that purpose is being fulfilled.

She further recommended to the commission that staff training be given at all levels, since “knowledge is not static”.

Commissioner Goolsarran has recommended that Ms Carol should develop an instrument (inclusive of a circular) based on the courses which would have been done and the evaluation made through the relevant persons within the ministries, and capture feedback from them without physically approaching them.

Carol disclosed that the absence of a Chief Training Officer has made her the more senior of two employees in her department. The ministry, formerly Public Service Ministry, is responsible for training staff across all ministries and at all

retirement, and employment; and she is supervised by the Principal Personnel Officer.

She interacts daily with other public servants via telephone, mostly receiving requests coming from other ministries; and if there are mistakes, she would resolve matters professionally at the supervisory level. She also supervises the younger staff, and has not received supervisory training at the office.

However, theoretical preparations at the University of Guyana have been beneficial in the execution of her duties.

She has received on-the-job training in stress management and other work-related areas, and agrees with the Chairman that earning a university degree, important as it is, should not be the end, but should couple with on-the-job training.

She said that while education gives a person a body of theory, training prepares one for a specific job.

Her concerns are that formal performance appraisal certificates in the workplace should be upgraded, and a monetary reward should be given for those excelling in performing specific jobs.

She said supervisors should walk around to see the progress of work in offices; and disclosed, through questioning by Commissioner Jones, that the range of allowances from travelling, entertainment, duty, station for the various levels right across the public service have not been revised since she started working there seven years ago.

Mere days ago, Toshao of St. Cuthbert’s Mission, Lennox Shuman, along with villagers, met with the acting President and vowed to defend Guyana’s sovereignty from the clutches of the Bolivarian Republic of Venezuela.

That delegation is now plastered on the walls of social media internationally in a bid to tell the world that Guyana stands strong in the quest to resolve territorial conflicts with one of its neighbours, Venezuela.

“The delegation is the face of courage of Guyana, and the face of the Indigenous peoples who are telling the world that we are not going to give up one blade of grass and not one cuirass!” reassured Nagamootoo.

He said that Guyana is being viewed as the ‘aggressor’ in the case of the border controversy.

“We (Guyana) are not the aggressors, and we do not want to be at war with anyone, but we are telling Venezuela and the rest of the world that we are prepared to stand up and fight for our country,” Nagamootoo said, while alluding to the Indige-

Aside from touting the support of the Indigenous peoples, Nagamootoo stressed Government’s tenpoint plan of action for development of the hinterland, and pledged to work along with not only the St. Cuthbert’s community, but all Indigenous communities, to combat challenges they are faced with and to promise to preserve the Indigenous culture.

“The ten-point plan says that the new coalition government will respect the

languages and preserve the culture of Indigenous people, and for that reason, we (government) are here with a plan to work with the Ministry of Indigenous People’s Affair and the National Toshaos Council to change the conditions under which the Amerindians live,” proclaimed Nagamootoo.

President David Granger recently introduced the National Toshaos Council (NTC) and proposed a “10-point plan of action” for development of the hinterland.

That plan contains Government’s commitment to closer integration in development of the hinterland and indigenous communities with communities on Guyana’s coast, while in keeping with the preservations of culture.

Yesterday’s gala celebrations saw a mixture of persons from the coastland and hinterland intermingling at the event, as thousands gathered to view the cultural performances and taste Indigenous delicacies made by St. Cuthbert’s villagers.

NIS needs to make prudent investments - Finance Minister

WHILE acknowledging that the National Insurance Scheme (NIS) is an important part of Guyana’s social protection system, Finance Minister Winston Jordan did not hesitate to also lament the fact that the agency is experiencing “financial difficulties”.

“Its capital is under challenge in terms of paying benefits,” Minister Jordan said during a visit to the NIS headquarters on Brickdam last Friday.

He was able to interact with close to 3000 staff members. General Manager of the NIS, Doreen Nelson a n d o t h e r s e n i o r s t a ff accompanied the Finance Minister on his visit which also saw him interacting with members of the general public conducting business at the institution.

According to Minister Jordan, the NIS needs to adopt a more prudent approach to its investments. “It is unfortunate about what has happened over the last couple of years to its [NIS] investments, especially in the CLICO and the Berbice Bridge. None of these investments - which are substantial, is giving NIS any income, which it should have been earning by now. As a result, the NIS has had to pare back benefits, in terms of quantum and I believe even in terms of quantity that you have been trying to give to people,” Jordan explained.

The Finance Minister added that persons expect that once they would have paid their money into a social security system, then they would get their benefits upon their retirement or when sick.

“Delaying tactics must not be used to deny persons their benefits,” Jordan said. He further noted that there is a perception among some, that some payments are delayed due to the lack of monies to actually pay those who subscribed.

the NIS is “somewhat behind when it came to having its systems computerised. I see a lot of paper around the place, this is very bad for management. I see a lot of old stuff which by now should have been gotten rid of, to free up space and at the human resource side, I have asked the general manager to relook the dress down Friday style because when you’re serving the public, you need to convey a certain impression,” the Finance Minister said.

Recounting his own experiences with the NIS, Minister Jordan said he has over three years of bills and receipts. “I refused to even come to NIS because of the long issues to get back your money so I just gave up a long time ago. I will reopen the issue soon but,

Wi t h r e g a r d t o t h e implementation of some of the recommendations contained within the last actuarial report, the Finance Minister said these will be looked at as none were really implemented in any serious way.

He further explained that the agency, which is observing its 46th year of

operation, has to have its organisation and method of operations updated. “We have re-examine whether NIS should remain as a single entity doing these different aspects that they do or whether it can best be done as individuals,” Minister Jordan said, adding, “Maybe one entity that looks at retirement issues, maybe one that looks at the medical issues. Of course you know that NIS doesn’t give unemployment compensation, which of course as you know in these times is something that we could be looking at also.”

The need for the NIS to be more pro-active was also emphasised by the Finance Minister, who cited the Guyana Revenue Authority’s actions in this regard, as an example that should be copied.

I n t h e m i n i s t e r ’s opinion, the NIS should not be seen as a post office which just receives contributions but it should be pro-active. In this way, the Scheme can pre-empt situations such as when businesses are likely to go bankrupt. “It is clear that if you collect NIS this month and next month you don’t see or hear from them, I’m not waiting to find out why. I’m going there. We have to have lots more people out in the field and we can reduce the gap between them collecting the people’s money and not remitting it to the NIS,” Jordan explained.

The substandard working conditions at the building, which are below the acceptable Occupational Health and Safety Standards were acknowledged and the Finance Minister expressed hope that the NIS’s Board of Directors will be moving to address these soon.

The visit follows similar ones made to the Guyana Revenue Authority (GRA) and the Statistical Bureau by the minister. He has indicated that he will also be visiting the NIS’s Camp Street Branch Office, in the near future.

Guyana’s Confucius Institute aims for curriculum expansion

ONE year after its formal launch at the University of Guyana, the Confucius Institute is moving to expand its curriculum by introducing arts among other subjects, besides Chinese languages.

At a small function held on Friday to commemorate

‘Confucius Institute Day’, Director of Guyana’s Confucius Institute, Al Creighton, explained that the institute has been offering tutoring in Chinese languages to students and members of staff of the University of Guyana, and is looking to expand the programme.

“At the moment, the formal programmes being offered are Chinese language programmes, and we have done

courses in beginners’ Chinese. So the first plan to expand is to get to the level of advanced Chinese language, which we haven’t reached yet,” he said, adding that this is because the institute is in its second year, and will take time to make such additions.

Creighton said the institute is working assiduously to introduce other subjects in Chinese, such as art, history and science, which will all be offered in degree programmes as minor courses to students attending the University of Guyana.

“If a student is doing a history programme, we can contribute Chinese history to that; and for us to do that, we will have to get experts on board,” Creighton said.

Last year, the University of Guyana embarked on an important milestone in its history when it partnered with the Dalian University of Foreign Languages in China and launched its first ever Confucius Institute. Approximately 600 students have since signed up for the programme since its launch.

Currently, the Chinese language course is open to members of the public, UG, and students who have an interest in pursuing the language. But there is a slight setback to this, explained Creighton.

“Students sign up for the programme out of curiosity, without real interest, and so this contributes to the drop-out rate of the programme,” Creighton disclosed.

Gov’t reviewing operations o THE government has embarked on a review of the operations and financial stability of the Marriott Hotel with a view to determining government’s future role with the entity.

This was disclosed by Minister of Tourism, Cathy Hughes, during an interview at the National Communications Network.

“At this point in time, the government is in the

process of having a couple of individuals look at the Marriott, its operations and how it is performing financially, so that we can get a sense of what the government will want to do eventually with the hotel,” Hughes said.

The minister recalled that the concerns of the government, while in opposition, was that certain projects should best be left to private investors. “We

didn’t feel that taxpayers’ money, should pay for the construction of a hotel; that is the job of the private sector. We felt that hotels are ventures that the private sectors are involved in, so that was the main concern,” she explained.

The Minister of Tourism further stated that government’s concerns regarding the Marriott should not be misunderstood. “I don’t want people to think that

we [government] didn’t think that it was important to have a hotel that raised the bar and standards in the industry,” Hughes said.

Minister Hughes, who sees this venture as a boost to the country’s hotel and accommodation sector, noted that it is a beautiful hotel, with high standards, a model for other hotels to strive to achieve and one that is owned by the Government of Guyana.

According to the minister, she had conversations with the manager of the Marriott and she was assured that the hotel is getting a lot of business, hosting various functions and other events.

The minister made this announcement on Friday at the opening ceremony of the World Maritime Day Exhibition, hosted by the Maritime Administration Department (MARAD), under the theme ‘Maritime Education and Training’.

The exhibition was held in the compound of the Transport and Harbours Department of the ministry.

According to Patterson, while Guyana’s marine section of the transportation sector is slightly behind, government plans to direct more investments in the physical transportation sector of the industry, over the short and medium terms.

While investments will be made to acquire modern vessels to boost the transportation sector, the Infrastructure Minister believes training for those in the industry is also important.

the fact that the advancement and expansion of the sector is heavily dependent on the skills of practitioners in the shipbuilding companies, port operations and on board ships.

She added that since MARAD’s establishment, it has sought to create synergies with other administrations and in the Caribbean Region and the United States Coast Guard to create and promote training exercises.

Friday’s event also saw a number of boat captains and bowmen being honoured for their outstanding efforts towards safety, in providing transportation on the waterways.

The United Nations implemented World Maritime Day to celebrate the industry’s contribution to the world economy especially in shipping. The annual event focuses on the maritime environment, safety and security for boats and ships. (GINA)

provided a glimpse of Chinese culture and cuisine at a small function held at the Learning Resource Centre (LRC) at the University of Guyana in commemoration o f C o n f u c i u s D a y, celebrated under the theme, ‘Understanding and Peace’.

A strong focus was placed on the elements of Chinese culture.

On display were glimpses of China’s most prized preservations in the form of artworks, besides the taste of its famous delicacies.

Elements of Chinese culture, particularly tea, art and calligraphy, were demonstrated by members of the institute who are from the Dalian University.

In a bid to highlight the culture and preservations of China, Confucius Institute Day is celebrated in countries worldwide. This day became official in 2004 in honour of the Chinese philosopher and politician Confucius.

Confucius Institutes have been established in every University of the West Indies

(UWI) in Latin America, and in the majority of universities around the world. By January of 2012, there were 322 Confucius Institutes and 500 Confucius Classrooms in 105 countries/regions.

Four days ago, the Chinese Embassy in Guyana celebrated the 66th Anniversary of the founding of the People’s Republic of China with a grand reception that was another example of the close and valued relationship existing between Guyana and China. Both countries have called for increased cooperation in trade and investment.

China-Guyana relations have seen sound and stable development over the years.

Fresh movement of people from China has added to the Guyanese population of Chinese origin, and has strengthened not only businesses, but Chinese culture, cuisine, tradition and language, thereby enriching the multi-ethnic fabric of the Guyanese society.

Reading essential for higher academic success - the world's classics would give young people a great deal of wisdom

RELATING to a wide spectrum of consumers, many of whom are parents of secondary schoolchildren and even university students, we have witnessed the great worry and uncertainty both parents and students feel about their achieving success in their school and university studies.

From time to time, parents have asked us to guide and help their children, and university students come to us for help with their long papers and ‘theses’.

A major problem with the school and university students is the fact that their reading had been confined to the CXC syllabus, which, in any case, they never did with any thoroughness.

For example, many have never heard of Napoleon or Julius Caesar or Shakespeare's Hamlet, and have never read any of the world's Classics. A great part of their "education" seems to be confined to looking at television and the popular programmes, among which are the most superficial. Only a very tiny percentage view the Educational and Learning Channels with regularity.

Wide reading is a necessity if Guyanese students are to achieve better academic standards and be able to deal with the problems of their future lives and to be able to do the world's work efficiently.

knowledge and use of language would immensely improve. He/ she would be able to express himself/herself effectively and with overall improvement of language skills, students would be able to understand the various text books and improve their performance.

Reading the world's Classics would give young people a great deal of wisdom and would lead to greater personal happiness; ability to deal successfully with the numerous persons and personalities one would encounter as one progresses through life and would elevate cultural levels.

For example, if a young person were exposed to George Eliot's novels, or Shakespeare, or the Meditations of Marcus Aurelius, the Bhagwat Gita, the Ramayana, the Bible, the Koran and the Buddhist scriptures, he would understand the Human Condition and how the world works and would be able to successfully navigate through life and assist others along the way.

In this effort to improve academic standards among young people, to raise cultural and moral levels, and to provide the path of their leading happier, more creative and successful lives, parents have to play a major role.

CONSUMER CONCERNS: Parents have to ensure that their children read widely and this would mean that they should take advantage of the Library facilities and use the television for the Educational Channels.

Parents need to exert more discipline on their children so that they would not waste a valuable part of their lives that could be more creatively employed instead of playing Pat Dial computer games and looking at cartoons. In a word, parents need to be intimately involved in disciplining their children and guiding them, and should exorcise from their minds the illusion that teachers or the school system or "lessons" tutors had or would have assumed this responsibility.

The Ministry of Education and the teacher-training institutions must consciously and positively adopt the cultivation of reading among the young as part of their remit. A list of say 200 books which every educated person should read in his/her life should be compiled. That list should be widely disseminated in the teacher-training institutions and the Ministry of Education should actively and persistently promote it. This would imply that stocks of those books would have to be imported for the libraries, the schools and even bookshops.

In addition to this list, the Ministry of Education and the teacher-training institutions should promote the Classics in the schools.

In compiling the list, the authorities should invoke the contributions of as broad a spectrum of able persons from academia, the religious and cultural institutions and members of the public, who would desire to make recommendations. The compilers should avoid the pitfall of an undue stress on Caribbean writings.

New Board of Directors of Skeldon Energy Inc. on ‘fam visit’ to Co-Gen Power Plant

THE newly appointed Board of Directors of Skeldon Energy Inc. (SEI) held its first meeting on Tuesday last at the Skeldon co-generation plant, at 10:00 hrs.

This occasion which was deemed a ‘Visit of Familiarisation’ included

first-hand updates on the current state of affairs, conducted inspection of the site, plant, equipment and also discussion with key personnel on the requirements for immediate and medium-term restoration of the installed energy

capacity.

This meeting represented only the second such since the incorporation of the company on February 3, 2015, after the first meeting which was held on May 8, 2015. The fixed assets of the new company essentially represent the

energy-generation assets of GuySuCo's Skeldon investment which was commissioned approximately six years ago. A series of urgently necessary followup meetings is planned with a view to properly and completely establishing the new corporate entity.

During the deliberations, the Board comprising Chairman Lloyd Rose and Directors Gobin H. Harbhajan, Dr. Veerasammy Ramayya and Leslie Gonsalves engaged officials including GuySuCo Skeldon General Manager K. Bramdeo, Factory Manager R. Loncke, Electrical and Instrumentation Engineer Outar Remhit and Wartsila Plant Operations and

Maintenance Manager Eldon Watson.

The undue degradation of the facilities, inherent technical deficiencies, deferred maintenance attendance and related operational difficulties were reported and carefully noted.

Major rehabilitation works on the diesel generation plant were observed to be ongoing, the operation and reliability of which are critical to the stability and security of electricity supply to the East Berbice community, as well as to GuySuCo's factory operations. As such, several urgent and immediate issues require attention at the level of the board, including technical support, technical

audits, budget, working capital inputs, management and organisation structuring.

The installed capacity of the main equipment of the plant is 2-unit x 125 tons per hr. steam generators (boilers), 40Mw electricity generators comprising 2-units x 15Mw of steam generation (bagasse/heavy fuel oil), 2-units x 2.5 Mw plus 1-unit x 5.0Mw of diesel generation (heavy fuel oil).

It supplies both electrical energy (electricity) and heat energy (steam) to GuySuCo's Skeldon factory operations as well as surplus electricity to the GPL interconnected grid, under a Power Purchase Agreement. (GINA)

Blatter and Platini investigated by ethics committee FIFA president Sepp Blatter and European football chief Michel Platini are facing an investigation by FIFA’s ethics committee.

The move comes after the Swiss attorney general opened criminal proceedings against Blatter, 79.

He is accused of signing a contract “unfavourable” to football’s governing body and making a “disloyal payment” to UEFA president Platini, 60.

Blatter denies wrongdoing and his lawyer says he is cooperating fully.

The ethics committee is looking into the circumstances of a payment of two million Swiss francs (£1.35M) that Platini received in 2011 for work said to have been carried out more than nine years previously, reported the Press Association.

Swiss prosecutors opened criminal proceedings against Blatter on Friday.

Platini - who worked as Blatter’s technical adviser between 1999 and 2002 - was interviewed as a witness by officers from the attorney general’s office.

The Frenchman is yet to explain the nine-year delay in payment but he too denies any wrongdoing.

The GABA has budgeted $6.5M to host the event which has the GOA as its main sponsor. The National Sports Commission and Director of Sport Christopher Jones are already on board.

The GABA boss disclosed that just about one third of the budget is already covered.

GOA president K. Juman Yassin said the tournament is an investment in the preparation of local boxers. He noted that last year’s tournament was highly successful and that his association has been keeping a close eye on boxing.

Yassin used the forum to call on amateur boxers to show discipline and commitment. “Mr Ninvalle and his executive have been doing a good job. However, they can do their best but if there is no commitment or dedication from the boxers they we will go nowhere,” Yassin declared.

According to Ninvalle, Guyana and the Caribbean have benefited from the staging of the first tournament, which was the brainchild of Yassin. The GOA president was the force behind the first competition held in February last year which attracted four countries.

“Following the inaugural tournament there was a call for a meeting of Caribbean presidents which, in the long run saw the election of someone from this region on the AIBA Executive Committee. The Caribbean now has a motto which says One Voice, One Goal, One Caribbean,” Ninvalle stated.

Meanwhile, a national squad will be shortlisted soon to go into training from the Goodwill tournament. GABA technical director Terrence Poole and chairman of the Coaches Commission Sebert Blake are expected to hand in a list of 15 fighters to the executive by this weekend.

From back page Dennis Clarke visited Linden on Thursday and made the donation of the game clocks to secretary of the Linden Amateur Basketball Association (LABA) Joe Chapman at the Mackenzie Sports Club hard court.

Chapman received the donation on behalf of Ann Gordon, a FIBA-certified coach, and national champions Kwakwani Secondary School.

In a statement Hinds said, “FIBA had promised the GABF some assistance towards the development of basketball. Arising from this we received five outdoor/ indoor clocks earlier this month (September 5) and the Federation has made a decision to give to the communities or organisations that need them the most” According to Hinds, “At the top of the list is Youth Basketball Guyana, who will be getting one. Kwakwani through the LABA will be getting one, St Rose’s High, St. Stanislaus Secondary and we have one other for the community. Linden area will be getting an outdoor and outdoor/indoor clock.”

The GABF boss further pointed out that the contribution is in keeping with the Federation’s effort to promote basketball and to have support gear in place to enhance the sport and allow more playing of basketball.

“We appreciate the gesture by FIBA and we certainly look forward to the clocks being used often and as frequently as possible to allow for more exciting games and allow the fans to be more involved in the game.

So we hope through the Linden Amateur Basketball Association that Kwakwani will have their clock, and there will be more exchange games between Linden and Kwalwani, and this will allow for first division one and high-level games in Kwakwani,” said Hinds.

ZURICH, (Reuters) FIFA presidential candidate Prince Ali bin Al Hussein of Jordan said that soccer’s governing body has been “decimated” by the recent wave of scandals and that he has heard from “many member associations” in the last 24 hours.

The German football federation (DFB) reacted with “great dismay” after the latest scandal to hit FIFA on Friday when the Swiss attorney general’s office (OAG) opened criminal proceedings against president Sepp Blatter on suspicion of criminal mismanagement.

The OAG said Blatter, who has been FIFA president since 1998, was suspected of a “disloyal payment” of 2 million Swiss francs ($2.04M) made to UEFA president Michel Platini in 2011.

Platini, the favourite to win the election to replace Blatter on February 26, was asked to give information as a witness, the OAG said.

UEFA said the payment related to work Platini had carried out under a contract with FIFA. “I have heard from many member associations over the last 24 hours, and what I have heard gives me confidence that, working togeth-

Cliff Anderson Sports Hall undergoing enhancement works

By Stephan Sookram THE Cliff Anderson Sports Hall (CASH), home to many disciplines including basketball and futsal, is undergoing major enhancement works with the aim of ensuring that one of the oldest sporting facilities in the country doesn’t look its age.

The Homestretch Avenue-based multi-purpose venue is the current focus of the Ministry of Education’s Department of Sport/ National Sport Commission - the body behind restoring the ‘games house’ as it is known to some.

Sport Director Chris Jones, in an invited comment to Chronicle Sport said, “Essentially, it ranges from the exterior of the building, pressure-washing and cleaning it; we’ll do some repairs and repainting of it; perhaps the

He said that on the inside they are looking to reopen the original entrance and exit. The entrance was on the eastern side, and the exit was on the western side. This move will restrict persons from entering where

they currently do because they have to walk on the basketball court.

Jones said that emphasis is being placed on the fact that the Sport Hall is a national space hence a huge national flag will be hung there. Subsequent to that

the entire eastern section of the roof will be replaced because it is leaking.”

Hale has been recognised by the Province of Ontario for ‘Distinguished Performance’, by Cricket Canada for his ‘Contribution to the Sport’ and the International Cricket Council (ICC) for the ‘Spirit of Cricket’.

The National Film Board of Canada also did an award-winning documentary featuring his academy which is also available

on Youtube and is titled ‘Cricket and the meaning of Life’.

Hale pointed out that the TCA fields two Under-13 teams, one Under-16 and a Colts side. The academy practises out of the Toronto Cricket Club.

While Hale’s work within the TCA is well known, his services are also sought by

Brian Hale lives and breathes cricket

TORONTO, Canada -Former Guyana Sports Club opening batsman Brian Hale can be described as an individual who lives and breathes cricket.

Since leaving Guyana some 44 years ago, Hale’s interest in the sunshine game has never waned and his development of the sport, more so at the youth level, has been rightfully acknowledged and recognised in Canadian cricket circles.

In a wide-arranging interview with Chronicle Sport, Hale who started playing for the-then British Guiana Cricket Club (BGCC), before the Thomas Lands club was changed to Guyana Sports Club (GSC), detailed his journey from being an accomplished opening batsman, who missed playing for the Guyana senior team because of migration to being one of the most qualified and recognised coaches in the Greater Toronto area.

Prior to leaving Guyana in 1971, Hale represented Guyana Colts against the touring English cricketers and was also in contention

for an English County contract.

He was selected based on his fine performances in the national trial matches, which included a century while sharing in a double-century stand with the late Guyana and West Indies opener Roy Fredericks.

According to Hale, among the other players involved in the trial matches were former Guyana and West Indies middle-order batsman Alvin Kallicharran, pugnacious opener Lal Munilal and fast bowler Philbert Blair. He had also turned out for Demerara in the Jones Cup Inter-county tournament.

While at GSC, Hale disclosed that his team had the unique distinction of carting off the Case Cup first division tournament in three consecutive years and also emerging winners of the Rothman’s Cup limited overs competition during the said period.

Hale pointed out that his GSC team members included former national wicket-keeper Joseph ‘Reds’ Murray, leg-spinner Lloyd Cornelius and off-spinner Leon Stewart.

Hale’s first stint in Can-

RHTYSC honours former Guyana and West Indies ‘B’ cricketer Leslaine Lambert THE Rose Hall Town Youth and Sports Club (RHTYSC) and its cricket teams last Friday honoured former Berbice, Guyana and West Indies ‘B’ fast bowler Leslaine Lambert under the Club’s Tribute to Heroes Awards programme.

Lambert was the 29th person included to the Heroes’ Hall of Fame and was honoured for his contribution to cricket in Guyana and the Caribbean.

He was also specially honoured for his support of the RHTYSC over the years especially it’s charity projects and Say No to Drugs and Yes to Sports programme.

Developers described the former pacer as a true sports ambassador of the Ancient County and one who is a positive role model to youths.

The RHTYSC was proud to honour Lambert, despite the fact that he has never played for the Rose Hall Town-based club. The RHTYSC was founded in 1990 while Lambert officially retired from the game in 1985 and migrated to the USA in 1986.

The 57-year-old Lambert played 18 first class matches, claiming 48 wickets with a best bowling figure of 7 for 59 against Trinidad and Tobago at the Albion ground.

He toured Zimbabwe in 1983 with the West Indies ‘B’ team along with fellow Guyanese Sunil Dhaniram, Carl Hooper and others.

Lambert, looking fit as in his heyday, expressed gratitude to the Management and staff of the RHTYSC for honouring him for his contribution to cricket.

Reflecting on his days playing for Guyana, Lambert described winning the regional Shell Shield tournament under Clive Lloyd’s captaincy as his best moment while dismissing batsmen like West Indies legends Gordon Greenidge and Desmond Haynes were memorable moments.

He spoke of the hard work, commitment and discipline that the players had to display to succeed under the guidance of Lloyd, Roy Fredericks and other senior players and expressed dismay at the current structure of the game at all levels in the Caribbean.

TERRENCE Alli won the vacant United States Boxing Association (USBA) lightweight title on September 27, 1986. The quick-fisted Guyanese, arguably the best lightweight fighter from these shores, won Unanimous Decision over Puerto Rican Miguel Santana.

The bout was staged at the Caesar Hotel and Casino in Atlantic City in New Jersey and was the first of two meetings the two had. Undefeated at the time of the encounter, Santana dropped to 19-1.

Alli would have three more fights before securing his second challenge for a world title. In July 1987 he was unsuccessful against Jose Luis Ramirez while attempting to capture the World Boxing Council (WBC) lightweight crown.

The contest was held in France and the Guyanese lost via unanimous decision. Alli joined the pro ranks in 1979 and had his first two fights on home soil. His next nine battles were fought in Trinidad and Tobago before he shifted camp to North America.

Based in the USA, Alli returned to Guyana in September 1996 to fight youth sensation Andrew `Six Head’ Lewis. The event was held at the world-famous GCC ground, and Lewis needed just two rounds to finish the ageing warrior.

Alli had three more bouts before permanently hanging up his gloves. His career spanned 18 years and he boxed a total of 549 rounds for an average of 30 rounds per year.

JCA awaiting report on abandoned trial match

KINGSTON, Jamaica, (CMC) - The Jamaica Cricket Association (JCA) says it’s awaiting a report outlining the reasons behind the abandonment of the third Jamaica trial match on the second day at Sabina Park on Wednesday.

Safety concerns, which sparked consultations with coaching officials, forced umpires to call off the match, part of the selection process for the upcoming four-day WICB Professional League tournament.

Several players representing both John Campbell’s XI and Paul Palmer’s XI suffered injuries and

bruises throughout the match which was called off inside the first over of the second day.

“It’s unfortunate that the

“We are fast approaching the regional first-class tournament, and would not want to go into it unprepared, or with doubts surrounding the state of our wickets,” Harris said.

“It is, therefore, important that we bring closure to the matter as soon as possible, take the appropriate actions, and put in place measures, where necessary, to prevent a repeat.”

The WICB Professional Cricket League is scheduled to start in early November.

Australian team delays Bangladesh tour over security fears MELBOURNE, Australia (Reuters)-The Australian cricket team has delayed its travel plans to Bangladesh because of security fears, Cricket Australia (CA) announced yesterday.

The team was due to leave Sydney on Monday morning for Bangladesh but said the plans were now on hold after Australian government sources said they had identified a “potential security risk”.

“We have received advice from DFAT (the Australian Department of Foreign Affairs and Trade) and based on that information we are working with security experts and the Bangladesh Cricket Board on a revised security plan for the tour,” CA chief executive James Sutherland said in a statement.

In the opening game, Slingerz FC will come up against Monedderlust from 18:00hrs while Alpha United and GFC collide from 20:30hrs.

Coming into the league as the two favourites, both Alpha United and Slingerz FC failed to live up to the high expectations, with the two clubs grabbing two points from their two games.

In fact, unlike Alpha United, who were able to score two goals in the League, Slingerz FC are yet to find the net - on both occasions playing to a goalless draw.

Despite dominating the entire contest in their game against GFC, Slingerz FC strikers found it difficult to score, even at times when all the ball required was a simple ‘pat’ to get across the goal-line.

Slingerz FC coach Joseph ‘Bill’ Wilson, when contacted by Chronicle Sport yesterday.

“Like all the games, we will be going out to win this one,” Wilson pointed out, while the former National coach made it clear that there’s “no pressure” on his club to win as he made it clear the league is far from over.

For Monedderlust, the game against Slingerz FC could be seen as redemption.

The Berbicians won their opening game in a come-from-behind performance to notch a 3-2 victory over the Guyana Defence Force (GDF).

However, while grabbing three points in game one, their second match saw them fall 2-1 to Fruta Conquerors in an exciting affair last Thursday at the Tucville Community Centre ground.

In the night’s second match of the planned double-header, Alpha United, after drawing their second league game 2-2 with Pele FC, will certainly hunt for three points against a youthful GFC line-up.

GOA, GABA to stage massive international tournament

THE Guyana Amateur Boxing Association (GABA) and the Guyana Olympic Association (GOA) will again join hands to facilitate the staging of the second international Goodwill Boxing Tournament.

At a press conference held yesterday at Olympic House GABA president Steve Ninvalle said that 15 countries have been invited to the November tournament with eight already committing to participate.

‘Real Football Vybz’ to be aired on NCN television from tomorrow

SENIOR Sports broadcaster/journalist Allan La Rose will be launching a weekly one-hour live TV show on NCN Channel 11, beginning Monday September 28, 2015 at 21:00hrs.

‘Real Football Vybz’ will debut with Chairman of the Normalisation Committee, Clinton Urling, as he addresses matters pertaining to the upcoming elections of the Guyana Football Federation (GFF).

Host of the show, Allan La Rose, is somewhat disappointed that General Secretary of the GFF, Richard Groden, could

not have been on the first show due to a prior commitment.

‘Real Football Vybz’ will focus in the first eight programmes on events and issues impacting and affecting the development of football in Guyana with emphasis on the GFF’s elections on November 14.

FIBA donates game clocks to GABF

THE Guyana Amateur Basketball Federation (GABF) recently received its first set of donations - five Tabletop Scoreboards (game clocks), from the International Basketball Federation (FIBA).
