Essequibians unite ‒ to create public recreational spaces

in Region Two, Pomeroon-Supenaam; and according to Regional Executive Officer (REO)

Rupert Hopkinson, works are being done through “demonstration of unity and self-help by the people.”

The REO explained that the recreational parks are being built in partnership with private stakeholders.

“All of the machinery you see at Perth Park belong to private people,” he pointed out, and added “contributions from budgetary allocations have been almost zero.”

PRESIDENT HOPEFUL ‒ new ambassadors will be announced soon

By Fareeza Haniff PRESIDENT David Granger is hopeful that, during February 2016, his Government would be able to announce the appointment of new Guyanese ambassadors to several countries.

“I would very much hope that, during this month of February, we would hear some announcements,” the President told the Guyana Chronicle during his recent programme ‘The Public Interest’.

The President explained that a number of factors are contributing to the delay in announcing the new ambassadors, chief of which is the acceptance of the nominees by the countries involved.

“In many cases, people have applied, we have received applications, but there is a factor in diplomacy called Agremo. When a nomination is made, the nominating country has to receive Agremo; simply translated, it means ‘agreement’.”

would be unwise for the Government to reveal particulars of the nominees before they are granted Agremo.

“Sometimes it is imprudent to make an announcement before Agremo is granted. Because you may announce that this person is to be ambassador to the United States and the United States may not grant Agremo for different reasons – citizenship, or the person may have a reputation of attacking the United Nations…” the Head

He said that even though Agremo has been granted to Guyana’s Ambassador to Venezuela, Cheryl Miles, she has not yet actually presented her Letters of Credence.

“So, technically, she is not yet Ambassador to Caracas. That’s the way international diplomacy operates; it is not a Government department.”

The President pointed out that “some discussions” have been held, but the issue is yet to be taken to Cabinet.

Heads of Missions. Just after the May 11, 2015 General Elections, the administration announced that the Heads of Missions should not be in situ for more than four years.

The procedure for diplomats, Government has said, is for them to be rotated between two and four-year periods.

Foreign Affairs Minister Carl Greenidge had said Government intends to have politicians -- who are not career diplomats -- resign from their posts, given that the former Government is no longer in power.

By Leroy Smith AFTER giving birth to a baby boy whom she conceived by rape 11 years ago, a 50-year-old disabled woman on the lower East Bank of Demerara was reportedly raped again while she was alone in her mother’s home.

The rapist who had fathered her child was later shot and killed during a police operation.

Speaking with this publication at her home on Sunday morning, the woman’s mother, Sandra (not her real name), explained that she had left her disabled daughter at home alone while she visited her grandson’s other relative. She goes there sometimes to charge her mobile telephone, as her house has been without electricity for many years.

The disabled woman was therefore left at home alone while her 11-year-old son and his grandmother had gone to get the phone charged and spend a few hours with the child’s other

relative.

While they were returning home through the bushy track leading to their home, they heard someone scrambling to leave the house.

The person rushed through the front door of the house and disappeared among the surrounding trees and bushes. Realising that something was wrong, and given the first rape incident, the mother raced up the stairs, only to find her daughter bound at the feet, with her underwear below her knees.

The mother raised an alarm, and persons rushed to her assistance.

She explained to this publication that she was so emotional after seeing her disabled daughter in that position on Saturday that she could not have given the police a statement on the matter. She admitted that neither she nor her grandson had been able to get a look at the assailant who had fled from their house.

The disabled woman had managed to go only as far as first form in school, because

from the age of 14 she had developed a nerve problem which has rendered her incapable of recognising anyone around her, and she has also lost her memory.

After giving birth to her now 11-year-old son, she had been unable to name the child, and is not aware that the boy is her son, according

to the medical advice that the family received.

The distraught mother explained to this publication that what is hurtful is that her daughter is disabled, and for someone to commit such a dreadful act on her would force anyone into a state of depression and cause them to contemplate “many things”.

The police at a nearby outpost were last evening informed of the incident, and residents are not pleased

with the manner in which the police handled the situation.

However, when this publication contacted the police at Providence on Saturday evening, they said that they were not aware of the incident. It was later communicated that the police at this outpost had reported the matter directly to the Ruimveldt Police Station, since that is the station where ranks who deal with sexual offences are based.

When the Guyana Chronicle newspaper visited the location on Sunday, persons were volunteering to clear the bushes from around the woman’s home, and also to clear a tract leading to her house, so that persons passing on the main road in the community would be afforded a clear view of the home.

The police are continuing their investigations into this matter.

Security Council condemns N. Korea rocket launch

THE UN Security Council has strongly condemned North Korea’s launch of a long-range rocket.

After an urgent meeting in New York, the Council said it would soon adopt a new sanctions’ resolution in response.

Pyongyang said it fired the rocket to place a satellite in orbit, but critics believe the real purpose was to test a ballistic missile.

Sunday’s launch comes weeks after North Korea held a fourth nuclear test. Both acts violate UN resolutions.

Speaking after the closeddoor talks, US Ambassador to the UN, Samantha Power, said Washington would “ensure that the Security Council imposes serious consequences” on Pyongyang. “There can be no business as usual,” she said, adding that “we’ll come up with something tough”.

Ms Power’s words were echoed by Japanese envoy Motohide Yoshikawa, who said sanctions must be strengthened. “The existing sanctions have not stopped North Korea from developing nuclear weapons,” he said.

The launch of the rocket was hailed by North Korean media as a “fascinating vapour…trailing in the clear and blue sky in spring of February on the threshold of the Day of the Shining Star”.

A statement said a new Earth observation satellite, Kwangmyongsong-4, had successfully been put into orbit less than 10 minutes after lift-off from the Sohae space centre in North Phyongan province. Hailing it as part of the country’s peaceful space programme, a state TV newsreader said the launch had been ordered by North Korea’s Leader, Kim Jon-un, and more satellite launches were planned for the future.

South Korean MPs were told by the country’s spy agency later on Sunday that the launch should be treated as a ballistic missile test - as the satellite it put into orbit would be useless.

The payload was presumed to weigh 200kg (440lbs), double the size of the one launched in 2012, but much lighter than the 800-to-1,500kg that is usual for a satellite.

The MPs were also reportedly told that North Korea had the technology for intercontinental ballistic missiles, and was preparing a fifth nuclear test.

North Korea last fired a long-range rocket in 2012, to put what it said was a communications satellite into orbit. But experts say no signal has ever been detected.

UN Security Council resolutions ban the state from carrying out any nuclear or ballistic missile tests. The North insists its space programme is purely scientific in nature, but the US, South Korea, and even China say the rocket launches are aimed at developing inter-continental ballistic missiles. Spain breaks up ‘IS jihadist cell’

SPANISH police have arrested seven people with suspected links to so-called Islamic State (IS) and other jihadist groups, officials say.

The suspects were held in raids in the cities of Valencia and Alicante, and in Spain’s North African enclave of Ceuta. They provided logistical support for terrorist activities in Iraq and Syria, police say.

asked by IS to supply women for militants in the two countries.

Four of those arrested are Spanish nationals of Jordanian, Moroccan and Syrian origin.

Zika virus fails to spoil carnival

MILLIONS of people across Brazil have joined the first day of the annual carnival festivities despite concerns about the outbreak of the Zika virus.

In Recife, the city most affected by the mosquito-borne disease, more than one million people in colourful costumes have been partying.

In Rio de Janeiro, huge crowds of revellers have filled the city centre to celebrate.

The virus has been linked to a surge of brain malformations in newborn babies. The Health Ministry and local authorities have been handing out leaflets alerting residents and tourists to

the risks of Zika.

Over a million visitors are expected in Rio de Janeiro for the carnival celebrations, which end on Wednesday morning.

This is the first test of whether fear of contamination by the Zika virus may scare tourists from the Olympics the city will host in August and September, says the BBC’s Julia Carneiro.

Brazilian authorities and the International Olympic Committee have pointed out that the Games will be held during the Southern Hemisphere winter, when conditions for the proliferation of the mosquito that spreads the virus will be less

favourable.

Fumigation to try to eliminate the Aedes Aegypti, which also carries the dengue and chikungunya viruses, is continuing in many Brazilian cities during carnival.

Some 220,000 armed forces troops will launch a big clean-up operation next week to eliminate puddles of stagnant water where the mosquitoes breed. President Dilma Rousseff has urged all Brazilians to join the effort.

More than 20 countries in the Americas have been affected by the Zika virus outbreak.

Barbados continues to diversify its economy PRIME Minister Freundel Stuart says his Government is continuing to diversify the Barbados economy to ensure that the country is not dependent on any one sector.

He made the comment on Wednesday night to a group of tourists attending a repeat visitors’ reception. Government officials present included Minister of Tourism, Richard Sealy; and Minister of Labour, Senator Dr Esther Byer Suckoo.

Stuart said the tourism industry led the economy, and the Ministry of Tourism was interested in developing increased traffic from different destinations, including Norway. However, he noted that

the Government was also hard at work trying to put in place mechanisms for the use of renewable energy sources. In addition, he stated, the cultural industries were being developed so the talents of Barbadians could be put “to proper, effective and profitable use”.

He said Barbados had given the world a top international recording artiste in Rihanna, and he stressed that there were in the country many other talented persons who were awaiting similar opportunities. He said the Cultural Industries Development Act had been passed, the Cultural Industries Development Authority had been established, and the Ministries of

Tourism and Culture would be working closely to develop the synergies that could result from that collaborative relationship.

Stuart said Government was continuing to work towards making Barbados one of the safest, happiest, and most peaceful places on this planet.

“And I think we have done quite well, up to now, in trying to achieve that objective. But we could not have been as successful as we have been, particularly over the past 50 years as an Independent nation, had it not been for people like yourselves, who let slip no opportunity to demonstrate your faith and your confidence in Barbados,” he stated.

Local Government Elections are here

LOCAL Government Elections (LGE) are now mere weeks away. Many would argue that the very fact that these elections would take place represents a major achievement for the present Government, which had made LGE a major campaign issue. In fact, it was one of the damning charges against the previous Government, which seemed less interested in holding these elections.

The sticking point was the kind of system under which the elections would be held, beside the balance of power between the local authorities and the Central Government.

The then Opposition parties had favoured a system in which less power was concentrated in the hands of the subject Minister, while the then ruling party preferred maintenance of the status quo. The President of the day had used his veto powers to frustrate the enactment of legislation passed by the Parliament.

Upon coming to power last year, the present Government quickly pushed through the delayed legislation, and moved towards making good on its promise to hold the elections sooner rather than later. The Opposition had vigorously argued that the elections could not be held since the Guyana Elections Commission (GECOM) did not have the necessary infrastructure in place. GECOM, for its part, contended that it was ready. The Opposition was then forced to recant its earlier opposition to contesting any further election under the current leadership of GECOM. So here we are. There was some debate over the participation of political parties in the elections. There was, and still is, a very strong view that the parties should not participate; that local governance is in essence and spirit a matter for people in their respective localities to be free from party control. There is a lot of merit in this contention; quite apart from the fact that the law does not prevent parties from contesting, our party-centred political system and culture are too overpowering. Even if parties were to excuse themselves, this would be only in name, as the parties would surely influence and direct the composition of the lists of candidates in the localities. We do, however, believe that, in the circumstances, a mixed system whereby the parties are confined to contesting a percentage of the seats may be an acceptable compromise.

It has been argued by some commentators that, in the end, these elections would be a straight contest between the two major political entities. Coming mere months after the transformative general elections of 2015, it is difficult to imagine any election not taking on that complexion.

The Opposition PPP would be eager to demonstrate to both its supporters and the Government that, despite its loss of the Central Government, it remains a formidable electoral machinery. The extent to which it is able to prove that would tell us whether the defeat last year has done any major damage to the party’s standing among its core constituency.

The ruling Coalition, on the other hand, would have to face intense scrutiny of its tenure in office thus far. In a sense, it has both the advantage and disadvantage of using its record in Government. On the one hand, it can

The wrong impression of Guyana Dear Editor,

GUYANA and Cuba have shared diplomatic relations since 1959, and Guyana today has benefited from Cuban scholarships in the fields of medicine and engineering, which hundreds value.

Cubans don’t need a visa to enter Guyana, but the basic requirement for entry must be conveyed at boarding.

As President of the Guyana-Cuba Solidarity Movement (GCSM), I have been receiving numerous complaints from Cubans who travel to Guyana. They have related that they are being forced to pay bribes of between US$100 and US$250 to Immigration authorities at the Cheddi Jagan International Airport (CJIA). In making sure all Cubans who visit Guyana get the message of the bribe they are compelled to walk with when visiting Guyana, the Immigration officers refuse entry to those who don’t walk with a bribe, but permit entry to those willing to pay.

Those denied entry related what has happened, and others visiting have made sure they walk with cash to pay up. These Immigration agents have someone outside who collects the bribes. A

most recent ordeal forced me to pen this letter after my complaints to authorities fell on deaf ears.

A Cuban by the name of Jessica Saavedro Marrero travelled to Guyana on Copa Airlines CM0254 on January 6, 2016. I had purchased her ticket personally from Sarah Travel Agency. Upon her arrival, I sent a Cuban associate and family friend who drive a taxi to pick her up at the airport. Upon arrival, she was denied entry.

A man who spoke Spanish, who is also an agent for the Immigration authority, related to her that she has to pay US$200 before she could be allowed to enter Guyana.

The taxi driver then called me, and I demanded that no bribe be paid. I then contacted a senior Immigration officer about my complaint, and was assured that no bribe should be paid.

Although given this assurance, Jessica was denied entry by 16:40hrs, because the money was not paid over.

I then decided to contact, at 16:45 hrs, another Immigration officer in charge of the airport, whom I had known since he was a constable. I explained that Ms Marrero was visiting Guyana and I was in charge of all her ex-

-- and most likely will -- frame its record in office as one of improved services to the citizenry, and argue that such a record would be transferred to local government. On the other hand, its missteps and mistakes could be exploited by the Opposition as a reason why the Coalition should not be entrusted with local governance. In the final analysis, being in Government is always an advantage, and the Coalition has the added advantage of being a group of parties. The latter reality is pivotal in terms of its mobilization strength.

Despite the overpowering presence of the parties, there are so-called independent groups which are participating.

These groups are all vying for votes, mostly among the core constituency of the Coalition. There are no independent groups challenging the PPP in its core constituency. This is an interesting development, which makes the contest in some areas very competitive.

Team Benschop, led by political activist Mark Benschop, is challenging strongly in Georgetown. Benschop has name recognition and a long record of engagement in the communities. He had run as an independent in the general elections, but was badly beaten in a contest in which the stakes were extremely high. Many in the African-Guyanese community had questioned his judgment in opposing the Coalition. The current issue is whether, in a relatively low-stake election, that question still holds.

Two new groups, Team Legacy and Youths for Local Government, have thrown their proverbial hats in the ring and are targeting the youth vote. Like Team Benschop, they are grounded in the Coalition’s core constituency. Can they convince young voters to vote for independence rather than party?

The critical question here is that the same kind of dynamic does not obtain on the other side of the political divide, where

Frustrated, I visited CJIA the following day, spoke with this officer at 9am, and related the ordeal once more. His excuse was that the passenger had already departed for Trinidad, and that no one was at the airport to pick her up. I reminded him that I personally was in communication with the taxi driver who related to me that, after speaking with him, he told the driver, “I don’t want to hear anything!”

What was even more shocking was that, all the time I was at the airport speaking with this officer, the Cuban passenger was on the aircraft, and he had told me she had already left on the return flight since that morning.

Another case occurred on December, 29, 2015. I know of a few Cubans who again paid US$ bribes to Immigration officers. Those Immigration officers, on this occasion, asked the Cubans to show their US cash, and how much they pulled out was the exact amount they had to hand over.

On another occasion, a Cuban doctor visiting Guyana was refused entry af-

ter he refused to pay over US$500 out of his US$2,500 that was for hotel and other expenses.

I would like these Immigration officers to understand that these Cubans are poor people and should not be taken advantage of because of the language barrier and other issues. I am calling on President David Granger to look into these matters if we honestly want to promote Guyana’s tourism and hospitality. This corruption must stop, and persons should be made examples if necessary.

Mr President, the first encounter a foreigner has with Guyana does not need to be with corrupt Immigration officers, who are looking for prey instead of executing their duties with honour and dignity. We must remember to treat others the way we want to be treated.

When entering Guyana, I have personally experienced officers turning up their eyes and being rude to visitors who were merely saying good day or good night.

the PPP is unchallenged by independents. Will this force the Coalition’s constituency to close ranks behind the party, thus shutting out the Independents?

One factor that could play in the Independents’ favour is what appears to be a healthy preference for those who were part of the previous local governments to give way to new blood. However, the Coalition has retained some of these “old-timers” on its lists. Whether this will push some of their voters to the Independents’ camps is left to be seen. We do believe that the infusion of new blood in governance is a plus for the country, but we feel that the crude dismissal of older and appropriately experienced candidates is a mistake. There is no magic in youthfulness when it comes to politics. In fact, in many instances, the rush towards wholesale transfer of power to youths has proven disastrous. Therefore, a mix across generation lines is preferred.

Finally, there is much concern over the level of enthusiasm among the electorate. Will people come out to vote in large numbers? There is a view that GECOM has not done a very good job in its public voter education drive.

That may be so, but the fact of the matter is that, given the infrequency of LGEs over the decades, the population is simply not socialized to appreciate the importance of such elections. That makes it extremely difficult to do effective voter education.

Whatever happens in the next few weeks, one thing is certain: we are in election mode; that means that the country would be in a heightened state of anxiety. We hope that the campaign would be a moment of constructive engagement, whereby the various teams make their cases based on substantive proposals, and not on baseless political rhetoric. This, however, remains to be seen.

‘Chanders’ badly treated by Windies Board and Lloyd Dear Editor GUYANESE Narsingh Deonarine, playing cricket in Trinidad, has paid tribute to Shivnarine Chanderpaul (Express Feb 5), pointing out the greatness of the ‘Tiger’, as he is called by teammates.

The Trinidad Express also ran an editorial praising ‘Chanders’ for his outstanding performances, and noting how he has been badly treated by the West Indies Board & Clive Lloyd, Chair of Selectors.

The newspaper has called for a fitting tribute to the legendary cricketer Shivnarine Chandepaul. Former Captain Brian Lara also attested last week in Dubai that Chanders has been treated very badly by the Board and the selectors. He, too, has called for a proper tribute to Chanders.

It is noted that Shiv is not the only one to be ill-treated by the West Indies Cricket Management Board. The iconic Brian Lara was also ill-treated and forced to resign (2007), as was Carl Hooper. Shiv was ill-treated in the same tradition like Rohan Kanhai (1974) and Alvin Kalicharran (1981), both of whom were replaced by Lloyd, who was the common denominator in all three cases, with all of them being Guyanese.

What could be the reason? Lloyd made it clear he did not want Kalli on the team after Kalli had refused to join the Kerry Packer squad to play in Australia. Kalli accepted the West Indies’ captaincy between 1980 and 1981, when Lloyd and others were sacked for joining Packer; but when Lloyd returned from the Packer series, Kalli was dumped from the team.

As Lara and others commented, Chanderpaul should not have been dropped from the WI Team without a forewarning.

As Lara stated, Chanders should have been given a chance to retire after the two-test home series in the West Indies last June against Australia.

Lara reiterated last week that he has no issue with Chanders breaking the record, and said he should have been given the opportunity to play, and bid farewell to the region. Chanders also said he had asked for such a magnanimous gesture, but it was turned down by Lloyd.

Other boards allow star players to retire on their own time, or be given time (warning) to play their last series before retiring.

Chanderpaul was sent straight to pasture, without any forewarning, and the selection panel and board misled the region and the world that Chanders would be given a grand send off during the Aussie tour last June.

Invoking his lack of form and his failures as the reason for dropping him from the home test series against Australia is indefensible. No other player performed consistently during the tours to South Africa and Sri Lanka, and in the home series against England; so performance could not be the only criterion for selection against Australia.

If failures were used as a condition to exclude players, then virtually none of those selected should have been included in the squad against Australia at home or on the tour ‘down under’. As it turned out, virtually everyone failed against Australia in the two series at home and abroad. They performed miserably. Chanders may well have performed better than most, if not all of them.

Leaving out Chanders did not end the string of defeats, as WI lost badly against Australia at home and abroad, and in Sri Lanka. WI performed worse than when Chanders was in the squad. Chanders may well have helped to lessen, if not prevent, the humiliation.

And while Lloyd has banished Chanders, there is no replacement for his kind of batting ability (stubbornness to hold the batting together) in the team. There is no Chanders model for WI to follow.

Not surprisingly, the team continues to lose. Lloyd does not see reason. He and the selectors just wanted Chanders out, as an investigative report (Express Feb 7) claims. Management was reportedly in favour of retaining Chanders, the report states.

As a commentator pointed out, teams don’t make cricketers like Shiv any more. No one has the patience, resilience and stamina to play long innings like him, or brave world class bowling. He courageously stood up to the best fast and spin bowling of the Aussies, Indians, and Muralitharan. And whereas others are interested in money, he is interested in honour and in being patriotic to his side, nation and region.

MY NAME is Yonique Ashley La Rose, I am 22 years of age, and I reside at 92 Woodpecker Lane, Amelia’s Ward, Linden. I’m writing to express my outrage and confusion concerning an article titled STOLEN ITEMS RETRIEVED, published on February 4th, 2016 in a yellow box at the bottom of page 2.

Permit me to inform you that on Monday, November 9, 2015, police ranks searched the home of Mrs. Cecelia Skeete (Lover’s Lane) unknowing to her, but in the presence of her 16-year-old daughter and two other female siblings under the age of 10. The ranks said they had reason to believe Mrs. Skeete’s son (Preston Skeete) had been involved in some recent break-ins in the neighbourhood. They stated they were looking for stolen VCRs, flat screen televisions and DVD players.

I went to the Skeetes’ residence at about 7:15pm on that day.

Upon entering the yard, I saw two policemen standing near the front door. When I approached them, I saw that they had some items: three cell phones and two cameras, one of which was a Samsung cellular phone belonging to me. I told the police it was mine, and that I had given it to Preston Skeete along with a charger and an ear piece, since it only needed a battery.

The policeman (named) told me that if the phone was mine, I should bring at the station a receipt as proof of ownership.

They finished the search and left. At no point was I ever arrested or taken to the station concerning my cellphone; my house was never searched either, but two weeks after November 9th, 2015, I was served with a summon to appear in court on 8th December, 2015. There I was charged for one cell phone and a camera. There were two other court dates -- 9th January, 2016 and 2nd February, 2016.

I have family and friends who read the newspapers, and I am outraged that they should read in the papers something about me that is so untrue. Things like this can destroy someone’s character.

I don’t know how this newspaper got that information, but I would like the truth to be reprinted. The police do not believe the cell phone belongs to me, so they have made up an empty case against me. At no time did anyone report the cell phone stolen, or come forward to say it is their property. What’s worse is that Mrs. Skeete and her son were both charged for the same items, including my cell phone.

People adore them everywhere. So they were shocked that Chanders was unceremoniously dropped from the team. They were also disappointed when Lara called time on his career at a young 38.

Fans described Chanders as the most reliable batsman a team can count upon for rescue. But Lloyd and the board find no value in such a rare quality. Lloyd has his personal agenda: that Chanderpaul must not hold the record as the highest run scorer in the West Indies. It does not matter to Lloyd that Lara is supportive of Chanders being given the opportunity to play one more home series. Lloyd said no. Shouldn’t Lloyd also go?

Lara condemned the ill-treatment of Shiv for a second time last week. Lara has been consistently saying he does not mind if Chanders breaks his record. He remembers Chanderpaul stood by his side as he twice broke test records for the highest score in Antigua.

Chanders informed us that, in order to play in the Masters League in Dubai, the organizers told him he needed a no-objection certificate from the WI Board. The Board refused to give the clearance unless Chanders officially retires from cricket.

That is the greatest insult to a legend. Chanders resigned to obtain the clearance. Chanders has since rescinded his resignation after playing in the Masters League, and has made himself available to play for Guyana next week. Should not the Board and selectors resign for their ill-treatment of Chanders?

Chanders should be accorded accolades and ceremonies by the Guyana Cricket Board, as well as the WI Board, albeit too late. And it is still not too late to allow him to play one last series at home against a touring side, so he can bid farewell to fans in the region and around the globe.

Independence cannot be celebrated when bauxite workers remain trampled WE CANNOT, with seriousness, celebrate 50 years of political Independence when workers employed at the Bauxite Company of Guyana Incorporated (BCGI) are being treated inhumanely by foreign management, and that unfortunate circumstance in a company co-owned by the Government of Guyana.

Given my experience on this matter, the Governments of Forbes Burnham, Desmond Hoyte, Cheddi Jagan and Janet Jagan would never have tolerated that state of affairs, much less allow such contempt to fester this long -- since 2009!

The blatant violation of the Laws of Guyana, and transgression of the rights and freedoms of citizens/workers enshrine therein, as seen with the Bharrat Jagdeo Administration, continued under the Donald Ramotar Administration, and remain under the David Granger/Moses Nagamootoo Administration! We, the people, must sit up and take notice.

When in Opposition, the current Government condemned the PPP Government for the infractions, campaigned on a commitment to reverse them, and won the support of the citizens/workers on this promise. Yet, today, the workers remain denied!

Let it be known that, while

ministers within ministries may be assigned tasks, the Cabinet ministers, who hold the instruments under the Guyana Constitution, have the final responsibility to ensure that, consistent with the laws, actions are taken to hold the BCGI to account.

This March marks 90 years since the Caribbean Labour leaders met in Georgetown, Guyana to chart a course for improving the lives of workers in the region and putting in place a concerted common interest, to secure political self-determination through internal self-government. It does this nation no credit for this anniversary to be marked with regression in our development and the undermining of the spirit and intent to free us from the shackles of colonialism. Independence was not granted; it was fought for, and the fight pre-dated Burnham and Jagdeo, who were the beneficiaries of predecessors such as Hubert Nathaniel Critchlow, on whose shoulders they stood.

Today there are talks and images about celebrating Guyana’s 50th. There is expectation of an increase in the numbers of overseas Guyanese and visitors coming for the celebration. Some even harbour a notion that this year must see a show of ‘national unity’, which for them entails everybody being in the same space, attending the same rally

and listening to the same talks. Being ignored, most importantly, is that political independence means a country and its people enjoying the right to self-determination at all times. Also, national unity can only be realised when grounded in universal principles to which all are held accountable.

The foundation of independence is built on indigenous laws, from which flow the rights, freedoms and responsibilities of citizens and Government and non-governmental institutions. It is Government, as guardian of the State, to shoulder primary responsibility for defending and safeguarding the nation’s sovereignty by ensuring it sets the tone for society by adhering to the laws.

When, in 2016, we face a situation in which bauxite workers are denied their rights and freedoms, and are either forced to endure such injustices in order to provide for themselves and families or walk away, we must question the celebratory events of this year, which evidently cannot be consistent with what political independence constitutes.

Where men, in the quest to ensure their dignity and equality under the laws are upheld, though driven to tears remain committed, they are the ones who, like their forebears, are the real champions

for the right to self-determination.

For them, independence is not about pomp, ceremony, specific colours and parades; it is about being free to enjoy the dignity and equality they are ensured under the laws. They recognise the fact that independence is not secure by mere symbolism, but by actions, deeds and constant vigilance.

The symbol for the jubilee is the Jaguar. The Jaguar is Guyana’s National Animal. It is known not only for its majesty, beauty and rarity, but for its strength and courage to confront its adversaries, and its refusal to cede what it owns. When one transposes this persona to the Government of Guyana, it is deserving of answer whether there exists collusion with, or subordination to, the BCGI Russian management -- which would make Guyana a satellite colony of Russia under the leadership of Vladimir Putin, and bring dishonour to this ‘animal’.

Windsworth Blair, a worker fired from BCGI for speaking out against mistreatment, and colleagues are the defenders of the spirit of independence, and the protectors of what Critchlow, Jagan, Burnham, Peter D’Aguiar and others fought for. To hear this gentleman tell, “We all went into the [BCGI’s] kitchen area, where we go to various sections, and when we go

through the store room where they have the rice, the flour and other foodstuff, we find rats, some with young ones in the bags.”

Rats and rodents carry more than 35 diseases! Were dogs exposed to this mistreatment, pet lovers and animal rights activists would have already created an uproar. Human beings are no less deserving.

May has two events of national significance for workers/ citizens. May 1st is designated Workers’ Day. It commemorates the struggles and victories of the working class, and signals to the world that the gains made shall not be compromised or eroded. May 26 marks a major victory in the workers’ struggle/fight for self-determination. This year’s May shall not be marked by pomp and ceremony, but by actions that highlight the workers’ struggles; and more particularly what is happening to workers at BCGI with the complicity of Government.

There can be no honouring of independence when there is no honouring of our laws and the workers; the former will ensure and secure our sovereignty, and the labour of the latter will turn the wheels of production, ensure distribution, consumption, growth and development.

RUSAL repairs Kwakwani main access road

By Vanessa Braithwaite MANAGEMENT of the RUSAL Bauxite Company has made good on its promises to provide assistance to several hinterland communities in which the company operates. These communities include Kwakwani, Lathersville, Ariama and Horuru.

Company representatives had met Regional Vice-Chairman Elroy Adolph, Councillor Lewis and community leaders and made several promises to assist the communities, especially in the area of public infrastructure;

and those promises have been fulfilled.

The company has commenced repairing the main access road in Kwakwani, which is currently in a state of disrepair. To this end, it has donated 40 gallons of fuel and the materials needed to repair the road. With the absence of a regular garbage collection system, the company also donated a brush cutter, 30 gallons of fuel for the community tractor to commence garbage collection, and 40 gallons of lube oil for servicing of the tractor.

Residents have previously been using their trucks and

tractors to have the roads repaired and the community cleaned up. The Regional Vice Chairman has said he embraces this venture, as Kwakwani will be hosting several events in recognition of the Jubilee Year celebration.

“We are looking to keep the area clean, and a clean environment is good; and that is the President’s initiative -- to have a green Guyana, and we in Kwakwani are working on having a clean community for our 50th anniversary celebration,” he said.

Rusal will, however, not be assisting in repairing the

Linden to Kwakwani access road, as it is felt that the loggers are responsible for the deplorable state of the road and should therefore play a role in having it repaired.

Public Infrastructure Minister David Patterson disclosed to the community that $100 million have been allocated in this year’s budget for repairs and construction of the Kwakwani access road and community roads. He also said he is securing a loan for the asphalting of those roads.

and hope that they will continue to help the community. The company has also promised to continue

employing residents of the community in an effort to decrease the unemployment rate there.

‒ big trucks giving Kwakwani residents headache

Minister of Public Infrastructure, David Patterson, pays keen attention to residents of the Region 10 community of Kwakwani

By Vanessa Braithwaite LUMBER trucks are giving Kwakwani residents a corporate headache, as they are not only destroying the roads with their excessive payload, but are shaking residents’ houses when they lumber through the community, in process sometimes waking residents out of their sleep.

Kwakwani residents came out in their numbers to voice their concerns when Natural Resources Minister Raphael Trotman and Public Infrastructure Minister David Patterson, along with a team from both ministries, paid a visit to the community last Saturday.

The ministers held a public meeting aimed at bringing solutions to several matters of concern to the residents.

Scores of residents attended this meeting, welcomed the team, and ventilated several matters that needed urgent attention.

One of the major issues raised was the traversing of lumber trucks on the community roads. Many persons who deemed this very unsafe and dangerous asked the ministers to bring about a solution to the issue. The residents complained that the trucks are hastening complete destruction of the roads, which are already in a deplorable state, and they said that the impact of the trucks’ passing through their community is so great that house structures are shifted whenever they pass.

Kwakwani’s roads are not gazetted, and lumber trucks traverse them without considering that the time of their passage might be when persons are resting or children are

using the road.

One elderly resident complained that the trucks are a noise nuisance in the community, and her blood pressure has been spiked by their presence in the community.

“Mr Minister, these roads are not gazetted, and it is very unsafe for children, and it is a noise nuisance to me, as an elderly citizen,” the resident said.

The residents also complained that the community’s natural resources were being carried away by these trucks, without accountability or evidence as to how the community is benefiting from depletion of its resources. In addition, there is, throughout the community, no sawmill to add value to the wood in an effort to create local employment.

NO VALUE-ADDED PRODUCTION “There is nowhere in the community in which value is added to the wood to relieve the poverty in the community,” one resident lamented.

Residents also recommended that a toll booth be instituted to generate money to maintain the roads within the community.

Minister David Patterson told the residents that he is cognisant of the ‘road’ issues plaguing the community, and he has allocated $100 million to repair and construct roads within the community, including gazetted roads for the lumber trucks.

ROADS TO BE ASPHALTED He said he is in process of securing a loan to use for asphalting the roads. The min-

ister said the aggregates used in road construction, such as sand and laterite, can be sourced right in Kwakwani, and persons within the community could supply these as a means of creating temporary employment.

He is also hoping that a resident can be contracted for the project.

TEENAGE PREGNANCIES The residents pointed out several issues of concern facing the education system in the community. These include the lack of counsellors in the secondary school. They believe there is dire need for counsellors in view of the increased incidence of teenage pregnancy in the community.

These, they claim, are not being reported to the relevant authorities, and the alleged fathers are not being prosecuted.

“My 13-year-old granddaughter got a baby with a man and delivered it at the Kwakwani Hospital, and nobody reported it; and it is happening steady in this community,” an elderly woman revealed. “This is statuary rape, minister!” she lamented.

Another resident recommended that a facility be built in the community to facilitate extra-curricular activities for the young girls who are not academically inclined, to decrease the level of teenage pregnancies and school dropouts.

The residents also mentioned the lack of furniture in the school, and the lack of subject teachers, which can be deemed responsible for the unsatisfactory results in

some subject areas at CXC. A request was made for furniture to be made right in the community, rather than being sourced from other areas, as a means of providing employment.

One businessman brought to the attention of the ministers the limited transportation within the community to take the children to and from school.

“One day I saw a little child crying, and I ask him what happened and he said ‘I am not getting car to go home’,” the businessman shared. He said this is a regular problem facing the children, especially those living at the Waterfront area.

Minister Trotman promised the residents that he would make representation on their behalf to President Granger, to provide the community with a bus as part of his countrywide ‘5Bs’ initiative.

The minister also promised that he would make representation for the construction of a resource centre, instead of the library requested by the residents to be built in the community.

Some other issues that were raised include poor drainage in the community, the lack of drugs and testing facilities at the hospital, the absence of a commercial bank, the need to recommence a steamer service up the Berbice River, and the need to renovate sporting facilities in the community.

The ministers promised that these matters would be given priority, and that “Kwakwani will not be forgotten”.

OPPOSED But Regional Chairman Devanand Ramdatt, who believes that the REO is acting independent of the Council, said Mr Hopkinson never consulted with the Council on the establishment of these parks.

“We are not aware of the cost; we don’t know how they will be sustained.

In fact, we have never been consulted on the creation of these parks,” Mr Ramdatt said.

He also said that while there is need for recreational parks in the region, the focus should not be on the construction of these parks at a time when rice farmers in the region are being severely affected by the dry season.

Mr Ramdatt added that the equipment being used to construct the parks should be used to bring relief to rice farmers.

icisms from sections of the Region Two population, which has accused him of utilising the human and financial resources of the Region Two Democratic Council (RDC) to fulfill his personal agenda.

APPRECIATED The parks are being created in response to the growing number of suicide cases in the region. Mr Hopkinson and team hope that the parks will create a safe space where residents can enjoy solitude and peace of mind whenever they feel depressed.

Solomon Samad, who resides at Maria’s Delight, told the Guyana Chronicle he is pleased that the RDC is moving to address the lack of recreational facilities in the region.

Godfrey James, who was at the time relaxing on the seawall at Unity Village, said he is a constant visitor to the neighbourhood. He said he goes there to relieve himself from the stress of the day, and to just sit back, relax, and enjoy the tranquility of the Atlantic Ocean.

Guyana will soon test for Zika THE Ministry of Public Health is taking urgent action to develop Guyana’s capacity for testing for Zika, the mosquito-borne disease.

Public Health Minister Dr George Norton has disclosed that at least one staffer is to be sent to Trinidad, in a matter of days, to receive the required training.

The person identified will also be trained to test for other vector-borne diseases, such as Chikungunya, among others, he said.

“We have the equipment to conduct the tests in Guyana, the only problem is the lack of trained staff,” Dr Norton said.

He said that Trinidad had made an offer to train Guyanese ever since the Chikungunya outbreak, but for some reason or the other, the previous administration had failed to take it up.

“So now we are not taking any chances, and we are dealing with it as a matter of urgency,” he said.

Dr Norton confirmed on Friday that, apart from the single case of Zika discovered here last month, there had not been any other discovered instance of the vector-borne disease. He said that samples had been sent to labs in Trinidad since that single instance, and all have been returned negative.

He said, too, that in terms of control, Guyana has the upper hand, having fought mosquitoes for a number of years.

“We have a great degree of control because we have been fighting malaria all our lives, and this is another mosquito. We fought Aedes for yellow fever, we worked on it for dengue, and it is not that it caught us napping. Our vector control had things in place,” Dr Norton said.

He added: “Where we were caught off-guard is that, for some reason or the other, no one was sent to be trained. And this was offered before we came into office.

But now we are sending a person, so that we can have the capacity to react more quickly in any event.”

He said that the Ministry will continue to use mosquito traps, and to fog and apply other vector-control measures in targeted communities.

Noting that Zika poses little risk to most people, Dr Norton said: “It is nothing compared to Chikungunya, for example. With Chikungunya, the pain is so severe you can hardly walk. (and there are) fever, rashes headaches and so on. With Zika, (there is) just a slight headache or fever; nothing much.”

Zika, however, poses a particular danger to pregnant women. The big problem with Zika is its link to a type of birth defect called microcephaly, in which infants are born with small skulls, incomplete brain development, deformed limbs and other severe birth defects.

This happens if the mother contracts Zika in the first three months of pregnancy, Dr Norton related.

He said that some countries, responding to the pandemic, have urged women to postpone pregnancy until the disease is brought under control. Guyana will, however, not go that route, he said, adding that as a last

resort, abortions could be undertaken.

He again repeated his call to communities in all ten administrative regions to ramp up their mosquito control efforts by getting rid of stagnant water and heaps of trash -- which are breeding grounds for the Aedes mosquitoes, the carriers of the Zika virus.

The Zika outbreak has been particularly bad in neighbouring Brazil, and the Public Health Ministry will also collaborate with the Ministry of Natural Resources and other agencies to ensure that the virus does not cross the border from Brazil into Guyana.

Help rebuild communities ‒ President urges Congregational Church

PRESIDENT David Granger has called on the Congregational Church of Guyana to lead efforts, as it once did, to rebuild communities and villages through education, social services and leadership.

Speaking at the 208th Anniversary celebrations of the Guyana Congregational Union (GCU), on Sunday at the National Cultural Centre (NCC), President Granger said the church has been the midwife of community life and worship for many Christians in villages for over 200 years, and has a longstanding record of stewardship.

With the anniversary celebrations being held under the theme “GCU on the move, creating the right image”, President Granger told his audience: “I have been impressed by the extent and expanse of the congregations from Albion to Zoar in Plaisance – what I called the ‘A to Z’ of churches. The Congregational Church has been the

light of Christianity in Guyana. Congregationalists have given light to communities for over two centuries.

“The Government of the Cooperative Republic of Guyana today expresses its appreciation and congratulations to the Guyana Congregational Union for its service to this nation. There is much to celebrate,” the President said.

Congregationalism pioneered religious education for the enslaved populations of Guiana(now Guyana), establishing schools to teach the poor; forging strong ties with rural communities and villages, and always working in the interest of the lesser fortunate, a release from the Ministry of the Presidency has said.

INDEBTED “This nation is eternally indebted to Congregationalism for the role it played in education both during and after the dark age of enslavement…. Congregationalism

was integrated into the communities in which they ministered. Churches were more than houses of worship; they were classrooms of learning, they were community centres…

“Congregationalism and communitarianism in Guyana are inseparable,” the President said.

To this end, he said that as Guyana prepares to host Local Government Elections and to celebrate its 50th Independence Anniversary, dubbed “The Year of the Renaissance”, now is an opportune time for the Church and Guyana to reclaim the spirit of community solidarity – communitarianism – which characterised the church’s early work here.

“The Congregationalists in Guyana have had 200 years of experience in working with people and with communities.

It was the Congregationalists who courageously carried Christ’s Gospel to the victims of the greatest crime against

humanity over two centuries ago. Their descendants look to the Church, once again, to continue this holy task – to become beacons of hope for our communities; to help dispel despondency; to develop strong communities, and to develop our country. Congregationalists are urged to renew the Covenant of 1808; to confront the challenges of this new century and of this new era in Guyana’s history,” President Granger told the audience.

COMMUNITY COHESION The President said his Administration will strengthen community cohesion, community development, community policing and community schooling, all in the interest of building a stronger,

more united society.

“I believe in communitarianism. I established, for the first time in Guyana, a Ministry of Communities. I proclaimed, for the first time, a National Day of Villages, on 7th November every year, as a reflection not only of the past role, but also of the future prospect for community development. I promised, and will ensure, that 40 days and 40 nights from now, communities will be re-democratised after a dark episode of dictatorial domination. I promised -- and I will ensure -- that Local Government Elections, which have been obstructed for nearly two decades, will be conducted. Citizens will be re-empowered to manage their municipalities, neighbourhoods and villages once again,” the President said.

The Head of State pointed out that, too frequently, communities are affected by serious social problems; anaemic economies; dysfunctional families; crime and misdemeanours; infrastructural damage; decay and deterioration; insecurity; interpersonal violence; alcoholism and drug abuse; depopulation; youth unemployment and poverty; and he said that work must urgently begin to address these issues.

“Some communities have become mere dormitories, where people go home to sleep at night and depart early the next day to go to work somewhere else. Communities throughout Guyana today need a Renaissance, renewal and restoration. Communities are where most of our people live, they need a collaborative effort of the State, religious and non-governmental organisations to remedy the disease of despair. The Government, however, cannot repair the damage alone,” he said.

Meanwhile, former Chair of the GCU, Pastor Oslen Small, in giving an overview and history of the GCU, pointed out that it is the President -- also a historian -- who provided the information that was needed to gather the overall history of the Church in Guyana.

He said that the Church’s beginnings date back to 1808, when Mr John Wray from the London Missionary Society (LMS) arrived in Guiana, which was then ruled by the Dutch. By 1883, the British Congregational Union of Guiana had been formed.

Today, it has churches in almost all ten regions of the country.

By Leroy Smith DOCTORS at a city hospital were up to press time reportedly battling to save the life of Assistant Police Commissioner Balram Persaud, who was involved in a vehicular accident at the Demerara Harbour

Bridge (DHB) on Friday night.

Word up to late Sunday afternoon was that the senior police officer, whose condition at the time was still listed as critical, was on a life support machine; but that bit of information could not be confirmed.

Sources, however, said that family members, who turned up at the institution in their numbers, were not allowed into his room, but were permitted to view him from behind a glass as he lay on his hospital bed.

His wife, who is reportedly out of the country, was, up to late Saturday, said to be making preparations to return to Guyana to be at his side.

Reports are that Persaud, 54, was driving a motorcar, a GPF-issued Mark X, on

the western approach to the bridge on the West Bank on Friday evening when he lost control of the vehicle and crashed into a utility pole.

Medical sources close to the case at the time of admission had indicated that, based on the extent of his injuries, his chances of survival were 50/50.

GNBS consultancy service can boost businesses

By Rabindra Rooplall IN its quest to get companies -- particularly those into manufacturing, exporting, or service provision -- to operate at their optimum, the Guyana National Bureau of Standards (GNBS) is encouraging them to use the consultancy services it provides.

GNBS Public Relations Officer (PRO) Lloyd David has said that the cost of getting on board is minimal, since the type of service the Bureau offers enables businesses to implement internationally-recognised systems in their operations.

These systems, Mr David said, include a quality management system which assists companies to continually meet the needs of their customers.

For example, he said, a food safety management system can ensure safe foods are produced “from the farm to the fork,” which promotes an environmental management system that helps businesses to demonstrate care for their environment.

The Conformity Assessment Department of the GNBS, David said, is responsible for providing essential services required to facilitate the implementation of a recognised conformity assessment infrastructure in Guyana, and to support the competitiveness of local businesses.

Hence one of the key tasks of the Bureau is to provide consultancy services to companies and businesses, which guide them in the implementation of management systems’ standards.

“So make that simple step and contact the Conformity Assessment Department of the GNBS, and its

cadre of professionals will work with your business towards certification and/ or accreditation,” he urged those who might be thinking of taking him up on his offer.

“As part of the implementation process,” Mr David said, “highly trained and competent officers of the Bureau conduct awareness sessions for key personnel of the organisation on the respective management system standard which the company desires to implement”.

That done, he said, gap analyses are conducted, training on the standard is facilitated, and guidance on how to develop policies and procedures is provided.

Rescued woman responding positively

THE 31-year-old Essequibo Coast woman who was rescued after being held captive by her mother has reportedly expressed gratitude to Monica Edwards, the close family friend who took the recue team to the house where she (the victim) was being held in harsh conditions and against her will.

Mrs Edwards told Guyana Chronicle on Sunday that the victim has thanked her for

saving her life.

Strapped to her bed as a precautionary measure because she is now considered mentally ill, the woman is a patient at the Suddie Public Hospital, where she is reportedly recovering well.

“She is aware of her environment, and she is talking sensible things. She even told me what and what she wanted to eat, and I took it back for her,” Mrs Edwards said, even as she was preparing to make another visit to the hospital.

The woman was removed

from her place of confinement in the community of the Richmond Housing Scheme last Thursday after Mrs Edwards told Prime Minister Moses Nagamootoo of her tragic story.

Another resident, Marilyn Spellen, told Guyana Chronicle on Sunday that the young lady had been a nurse with a lot of promise.

“I am glad she is out of that house and in the hospital getting the treatment she really and badly needs. We are planning to visit her this

afternoon (Sunday),” Mrs Spellen said.

Mrs Spellen has known the victim since she was a child. “That was a pleasant child, a decent child, an intelligent child,” she said. She does not support the actions of the victim’s 62-year-old mother in locking her daughter away, but Mrs Spellen said the mother should not be blamed entirely.

STRESS “She was a single parent, and as a single parent I know the kind of stress she was under. I don’t agree with what she did, but I know she was under a lot stress,” the next door neighbour posited.

Validating the 62-yearold woman’s story, Mrs Spellen said that indeed, shortly after finishing high school, the young lady had taken a career in nursing.

She left her Richmond Housing Scheme home to pursue her career in the capital city, Georgetown, and it was during this period of her life that she became mentally ill.

“I don’t know what

caused it, but there was a time when she was wandering the streets of Georgetown; not for long though, because her mother went to get her,” Mrs Spellen disclosed.

Refuting the allegation that the young lady had been locked away from the outer world for approximately 10 years, Mrs Spellen said her mother had allowed her to “walk about” in the yard, but the gate was often padlocked.

VIOLENT She said it was during the later stages of the young lady’s illness that she became violent, forcing her mother to build an additional room in the house.

“She became violent towards her mother and her brother. I could remember in 2014, it was Easter Monday, a night time, we had to rush to the mother, break the fence to rescue her because her daughter was choking her,” Mrs Spellen disclosed. According to Mrs Spellen, had neighbours not intervened, the 62-year-old mother would have been dead.

In addition to being locked away, the young woman and her mother were raped on numerous occasions.

Now that the case is gaining the attention of the authorities, Mrs Spellen is hopeful that the mother would also be given medical attention.

“Another thing I would like to see happen (is this): During that girl’s illness, her mother sold a house and land that her father left for her before he died. I would like to see her get them back, so when she comes out the hospital she can have her own family and live in comfort,” Mrs Spellen said.

The 62-year-old mother was taken into custody subsequent to her daughter being removed from the house, but she has been released. According to information reaching Guyana Chronicle, investigators are currently compiling a report which is to be sent to the Director of Public Prosecution (DDP) for advice.

Region 5 gets $32M health centre The Minister of Public Health also pledged that his Ministry will provide the staff, equipment and supplies needed to get the centre fully operational in the shortest possible

OFFICIALS of the Basic Needs Trust Fund (BNTF) have handed over a $32.2M health centre to the Regional Public Health Department in Region 5 (Mahaica/ Berbice). This was done last Friday.

With funding from the Caribbean Development Bank (CDB), the BNTF had undertaken construction of the health centre at Experiment, in Bath Settlement, West Coast Berbice, beginning in May 2013.

The overall cost of $32.3M comprised $23.2M from the CDB and $9.1M in counterpart funding from the Government of Guyana.

At the handing over ceremony, it was disclosed that the new health centre, with a floor space of 3,060 square feet, will provide primary health care for at least 4,000 persons living in Bath Settlement and contiguous communities.

The building was handed over in a brief ceremony to Public Health Minister Dr George Norton, who then turned the keys over to Community Leader Sandra Baldeo, who in turn gave them to the Regional Administration officials of Region 5.

It was acknowledged by those present that Mrs Baldeo had been a ‘live wire’ in monitoring the construction, and had many times sought help from the BNTF and other agencies to ensure the success of the project.

Among those present at the official handing over were Dr Kay Shako, Director of Regional and Clinical Services of the Ministry of Public Health; Michael Singh, Project Manager of the BNTF; and staffers Dikedemma Utah and Simone Kellman; APNU Parliamentarian for Region 5, Jennifer Wade; Regional Councillor Carol Joseph, and other councilors, and senior staffers of the Regional Democratic Council and the health department in the region.

The building will have to be staffed and equipped with medical supplies and equipment before being formally commissioned.

In brief remarks, Dr Norton said the Government fully recognises the importance of primary healthcare being offered by health centres in communities.

“Many times, when people’s lives are saved by the bigger institution, it is because of the care they got at the

primary level -- at the level of their first encounter with the healthcare system,” he opined.

He noted that the health centre is a major milestone in the healthcare services for the village and its environs.

Leguan residents developing recreational park -- seeking Gov’t assistance

By Rabindra Rooplall RESIDENTS of the Essequibo island of Leguan are making a collective effort -- with the assistance of regional officials -- to develop a community ground and recreational facility at Boondarie Park.

They have already cleared most of the area in preparation for sporting activities such as cricket, football and volleyball.

However, they are seeking assistance from Government to further enhance the park.

Dr Kamal Roy Narine, who lived overseas for the past 43 years and now resides in his retirement home in Leguan, has said he encourages persons to volunteer their service to upgrade the community for the benefit of everyone and the future generation.

“We need certain things in the community to keep the young people occupied. They need to be involved in sports and other things that can contribute to development in all spheres of life. We are now focusing on developing a local recreational park through selfhelp and assistance from the authorities,” Dr Narine said.

One of the active members of the development team, Seeram Oudho, has said the area was previously a sports

since this would enhance the livelihood of residents.

Prime Minister, Harry Narine Deokinanan, who also visited the site, said the various

concerns highlighted will be looked at, and reviewed based on their respective merit.

“We always getting promise, promise, promise; but nothing was ever done to help us with the ground. But now, with new representatives, we were told to go ahead and develop the site. We started cutting down all the trees and ploughing the entire place,” he explained.

He said the relevant authorities or Central Government should assist with the construction of a road in the area, to get easy access to the ground as well as to the cremation site on the beach.

According to Chairman of the project, Roberto Stewart, the ground has the potential to become a major recreational area for the entire Leguan, especially

with the beach nearby.

“We eventually want to install washroom facilities (and) seating stands for persons. As such, when those stages are completed, the ground can be used for many other recreational events,” Stewart, who is a pastor, said.

The pastor further said, “I would like to see coaches for various sports events for young people, whether its cricket, football, volleyball, or anything else the youths show an interest in.

The island is ripe for development, but we are not getting the investments needed to boost our potential, which is sometimes worrying.”

Col. Martindale is 90

ONE of the most decorated military officers in Guyana, Colonel Cecil “Pluto” Martindale was the toast of the Guyana Ex-Soldiers of Canada (GESAC) fraternity at an extravagant and entertaining 90th birth anniversary celebration held at the Elite Banquet Hall in Toronto on Friday night.

Martindale, who served with distinction in both the Guyana Defence Force (GDF) and the Guyana People’s Militia (GPM), turned 90 last Tuesday and was fittingly honoured for his sterling contributions to both organisations over the years.

Glowing tributes were paid to Martindale, who attended the function with wife Bernice, children, grandchildren and other close relatives.

Tributes were also received from Guyana’s President, Brigadier David Granger, who disclosed that he had the honour of serving under Colonel Martindale when he was appointed Commanding Officer of the Second Battalion in June 1967.

The Guyanese President also recalled working with Martindale when the latter was the Planning Officer responsible for designing the architecture of the new force.

According to Brigadier Granger, Colonel Martindale “contributed immensely to the development of the Guyana Defence Force. I congratulate him heartily on the occasion of his 90th birthday”.

President Granger also pointed out that the Colonel Cecil Martindale Command and Staff School “stands as an enduring testimony of the high esteem in which Colonel Cecil Edgar Martindale was held during his military service”.

Greetings were also received from Canada’s Prime Minister Justin Trudeau, whose message read: “It is a great pleasure to send you best wishes and warmest congratulations on the occasion of your ninetieth birth-

day”; while Ontario Premiere Kathleen Wynne said she was “pleased to add my voice to this celebration, and offer my warmest wishes for much continued happiness and fulfilment…”

Prime Minister Trudeau also sent a Certificate of Appreciation, which was presented to Martindale by GESAC Secretary Ingrid King.

CONSUMMATE PATRIOT Guyana’s current Brigadier-General, Mark Phillips, also extended best wishes to Martindale, pointing out that “from your humble beginnings with the British Guiana Volunteer Force in 1948, to your retirement first in 1981, you demonstrated the true grit and dedication of a consummate patriot.”

Retired Colonel Carl Morgan, who also resides in Toronto and was in attendance at the occasion, said he was grateful for the solid base Colonel Martindale “left for me to build on when I took over the Guyana People’s Militia from him in 1982. While he was considered a martinet by many, he was a man of sharp wit and he was renowned for always finding a pun for every situation.”

President of GESAC, Gordon Winter, who also chaired the function, quipped that Martindale was truly “the epitome of an officer and a gentleman.

Your quick wit and sense of recall are legendary. Since your arrival in Canada, you have been a valuable member of our association. Your attention to detail, experience, wisdom; (your) fatherly figure and much-needed advice have made us a much better association.”

Messages were also received from Major General (retired) Joseph Singh, Colonel (retired) Desmond Roberts, the XGDF Association of New York, GDF Veterans Association of Los Angeles, Lieutenant Colonel (retired) George Gomes, and the Senior Guyanese Friendship Associa-

tion, of which Martindale is an executive member.

REGRETS In his response, Martindale alluded to the fact that life was good, but he said he had two main regrets: not having a tertiary education, and not learning music. According to him, the secret of longevity is “eat lots of good food and sleep in your own bed more often,” a comment that evoked much laughter from the appreciative audience.

An avid sports enthusiast, Colonel Martindale was also deeply interested in band music, and promoted the playing of steel band music in the GDF, as well as early development of hockey. He also served as President of: the Guyana Olympic Association (GOA), the Guyana Football Federation (GFF), the Guyana Boxing Board of Control (GBBC); and Vice President of the Guyana Rugby Football Union (GRFU). He was first the Secretary, and later became President of the Boys Brigade Council of Guyana.

Colonel Martindale’s military career started in 1948, when he enlisted in the ranks of the British Guiana Volunteer Force (BGVF). In August 1951, he was commissioned in the rank of Second Lieutenant, and was promoted to Lieutenant a year later; after which he became a Captain in November 1955, a Major in February 1961, Lieutenant Colonel in May 1967, and Colonel in May 1976.

Prior to embarking on his outstanding military career, Colonel Martindale taught for a few years before joining the Public Service in 1946, serving in the Customs & Excise Department as a Customs Officer.

During his military service, he received six awards – Efficiency Decoration 1962; Independence Medal 1966; Border Defence Medal 1967; Military Service Medal 1972; Military Service Star 1981 and Military Efficiency Medal 1984.

City regulating haywire parking

ACTING in accordance with the powers with which it has been vested, the Mayor and City Council (M&CC) has moved to regulate and control traffic within the City of Georgetown, in an attempt to bring some semblance of order to the parking situation which has gone haywire, particularly at minibus parks.

Accordingly, the M&CC has recently deployed trained

City Constabulary ranks on the streets to undertake this onerous task.

The M&CC says it has noted, with concern, a letter to the Editor appearing on page 7 of a local publication dated Sunday, January 31, 2016, in which the following contention is stated: “After disastrous past experiences, the City Council should not be allowed to preside over parking arrangements for minibus and taxi parks in the City. The Municipal and

District Councils Act gives it no such power. It is a police function, which appears to have been abandoned as the City Council assumed jurisdiction.”

M&CC Public Relations Officer Debra Lewis has debunked this contention.

She cites Chapter 28:01 of the Municipal and District Councils Act, Clauses 272 and 274, which read thus: (272) “A Council shall have power, subject to the provisions of the Town and Country Planning Act, the Roads Act, and the Motor Vehicles and Road Traffic Act, to construct, maintain, repair, protect, and carry out works for the betterment of Council roads in its Council area, and to regulate and control traffic thereon.”

On ‘Traffic Control’, Section 274 reads: “Without prejudice to the generality of the power to regulate and control traffic on Council roads, conferred by Section 272 but subject to the provisions thereof, the Council may: establish, maintain and control car parks; erect and maintain parking meters; regulate the standing and parking of vehicles on Council roads; erect and maintain traffic control signals and traffic signs on Council roads; regulate the speed of vehicles on Council roads; designate particular Council roads as one-way roads or one-way streets, and require all vehicles thereon to move in one specified direction; require vehicles to stop before entering or crossing any Council road, or to yield to other traffic; and restrict the use of any Council roads to vehicles of specified types or weights.”

FULFILLING MANDATE Ms Lewis outlined that the Council has, for some

time, not been fulfilling that mandate, and so it has now come as something relatively new and ‘not known’ to many persons.

“We would have spoken to the Traffic Chief; and he also knows the laws, and he has pledged to help train our ranks,” Ms Lewis affirmed.

She said that ranks of the Guyana Police Force recently conducted theoretical and practical training for the ranks of the City Constabulary, and this has signalled the beginning of a closer relationship between the Guyana Police Force and the City Constabulary.

Ms Lewis added that ranks of the City Constabulary would have already had basic training in policing, but this is something new that they would have now become involved in.

Another benefit of the collaboration, the Traffic Chief disclosed, is that with part of the workload of the standard police traffic ranks being lifted from their shoulders, they can now concentrate more on the remote areas of Guyana while Council concentrates on Georgetown.

Meanwhile, plans are on the cards for City Council’s Litter Prevention Unit to recruit more ranks and undertake a more efficient running of that division, Ms Lewis said.

With diversification of duties and responsibilities within the City Constabulary, there are exciting times ahead, and the unit will no longer be seen as a bunch of “market constables”, as its ranks have commonly been called by persons who lack knowledge and understanding of the functioning of the department, Ms Lewis said.

The Englishmen who spoke for voiceless South Africans …Remembering two Test cricketers who worked to undermine apartheid’s evil effects

MY English cricketing heroes include great Test players and insightful and thoughtful observers who campaigned against apartheid in my country.

In 1979 I watched David Gower compile a graceful double-hundred against India at Edgbaston, thrilling spectators with his style, grace, poise and elegant strokeplay. Another hero was Ian Botham, who was solid in his batting, intelligent in his bowling, and breathtaking in his fielding, especially close in. His epic walks for philanthropic causes make him extra special.

Graham Gooch’s arrival in South Africa with the rebel English XI in 1982 was devastating to a multitude of non-white fans, though watching him bat was a sight to behold.

Michael Atherton’s marathon undefeated century in Johannesburg in 1995 ranks as one of the best defensive innings I watched. His writing and commentary these days are even more engaging. Then there was Michael Vaughan, who inherited a player-friendly set-up and a very good team at the right time. He led England to a fine series win against the fancied South African team in 200405, and his bold leadership and skilful man-management won them the Ashes.

Off the field there was the late and much admired writer Peter Roebuck, who insisted South Africa remain isolated from international sport and partic-

Commentator John Arlott , key in finding an English club for Basil D’Oliveira to play at, refused to commentate whenever South Africa played after he saw the ubiquitous apartheid policy adopted into the statute books after his only tour to the country in 1948.

Former captain Mike Brearley openly criticised the cricket establishment during the Dolly affair, and the young Peter Hain, now a Labour MP, campaigned vociferously to stop all sporting contact with South Africa. Much of the early

success in the country’s isolation can be attributed to him.

I was recently presented The Promise of Endless Summer, a compilation of cricket obituaries. In it are some brilliantly written tributes, but the mention of two gentlemen reminded me that their contributions on behalf of ordinary South Africans were noteworthy: the Reverend David Sheppard, Bishop of Liverpool, and Keith Andrew.

Both men played for England, and the Bishop even captained his country. They passed away in 2005 and

2010 respectively.

Sheppard’s was an unequivocal stand against apartheid and sporting contact with South Africa. It didn’t come as a surprise that a man of the cloth castigated the abhorrent policy and was among the first men of influence in the sporting world to call for a boycott.

In 1980, Pirates Cricket Club, which played under the non-racial Transvaal Cricket Board, informed Sheppard, in writing, that he was the club’s first honorary vice-president for life.

He was certainly moved and

accepted the post, and was pleased to know after so many years that his protest had not gone unnoticed in this country.

Andrew, on the other hand, I came into personal contact with. In late 1981, I learnt through Kent professional Graham Johnson that coaching courses were being run in the UK under the National Cricket Association (NCA) and that Andrew was its director. The NCA only admitted international cricketers, professionals playing county cricket and players earmarked for places in county teams.

There were no coaching courses available for nonwhites in South Africa, so I telephoned Andrew and told him that there were cricketers here in desperate need of professional coaching. He explained the association’s position but immediately realised that ours was a special case, and he stuck his neck out for us during a meeting with his fellow administrators, the result of which was that Ahmed Dinath and I were the first certified nonwhite coaches in South Africa. On our return to South Africa, we immediately went to schools and clubs, and also held classes for fellow players and teachers.

Four years later we took the exercise a step further by sending cricketers to play club cricket in England and Scotland.

Andrew accepted another five players to attend the courses over the next

few seasons. Through their playing experience and qualification as coaches, Transvaal were no longer wooden-spooners in the senior national provincial Howa Bowl competition.

Now after 21 years into democracy, from among these players, Vincent Barnes has served as the national team’s bowling coach and is presently honing youngsters at the High Performance Centre. Ebrahim “Barney” Mohamed has coached extensively in South Africa and elsewhere on the continent.

Hussein Manack is a national selector; Mohamed Iqbal Khan serves as one of Cricket South Africa’s non-executive directors; and Abdul Manack conducts motivational classes for cricketers and the corporate world, and coaches in his spare time.

These gentlemen all played under former ICC CEO Haroon Lorgat for Transvaal and along with fellow players ensured the province held their own on the field.

Sheppard and Andrew’s respective contributions compelled me to share the story of their roles beyond the boundary and how they positively affected the lives of non-white cricketers during the height of the apartheid era in South Africa.

Let their families and associates know that their c0ompassion and commitment at a vital time is noted here for the record.

The little resistance that Canada put up came through partnerships for the last two wickets, guided by batsman Arslan Khan and tail-enders Shlok Patel and Prushoth Wijayaraj.

Arslan, who top-scored with 47, shared a 29-run stand for the ninth wicket which pushed Canada’s score past 100, before the side’s No. 10 and No. 11 batsmen stitched together 37 runs for the last wicket,

the highest partnership of the innings.

A 75-run opening stand between Jack Tector and Stephen Doheny eased Ireland in their chase and the low target meant that a brief

Mourinho’s shadow looms over Chelsea-United draw

By Mike Collett LONDON, | (Reuters)-Jose Mourinho’s former club drew with what could well be his next one when Chelsea and Manchester United drew 1-1 at Stamford Bridge in the Premier League yesterday, a result that did not help either team’s ambitions.

Although the Portuguese was nowhere to be seen at Stamford Bridge, his presence still loomed large over the match.

He made headlines earlier yetserday by being widely quoted as saying he was ready to return to work in England after losing his job at Stamford Bridge seven weeks ago, with Old Trafford strongly tipped as his next destination.

Current United manager Louis van Gaal retorted by saying he did not believe his club’s board had opened talks with Mourinho about taking his job, but Sunday’s draw at Chelsea would not have

Pakistan’s Shah banned for three months for doping offence DUBAI, (Reuters)-Pakistan leg-spinner Yasir Shah has been given a three-month ban after pleading guilty to an inadvertent doping offence, the International Cricket Council (ICC) said yesterday.

The 29-year-old’s urine sample, provided in an in-competition test conducted on Nov. 13, was found to contain the presence of chlortalidone and he was subsequently provisionally suspended in December.

Chlortalidone is a diuretic drug which features in the World Anti-Doping Agency’s (WADA) list of prohibited substances.

Shah pleaded guilty to the charge and said he had mistakenly taken his wife’s blood pressure medication which contained the banned substance.

“While making the decision, the ICC accepted that Shah had inadvertently ingested the ‘specified substance’ for therapeutic reasons, specifically to treat his blood pressure,” the ICC said in a statement.

“He was able to satisfy the ICC through evidence and submissions prepared on his behalf by the Pakistan Cricket Board that he had no intention to enhance his sporting performance or to mask the use of another performance enhancing substance.”

Shah’s sample was taken in Abu Dhabi which hosted the second match of Pakistan’s one-day series against England and the ban will rule him out of the World

Shah said his case should be a reminder for all cricketers that they have to take responsibility and be extra cautious towards what goes into their body.

“I assure all fans and followers of the Pakistan cricket team that I have never taken a performance enhancing substance nor have I ever had the intent of masking any such substance,” he said.

“I have always been careful to check my medication with doctors and medical support staff to ensure it does not contain any substance on the prohibited list.

“However, I acknowledge that I should have taken extra precautions to ensure that my blood pressure medication was stored separately from my wife’s medication so that there was no possibility of my wife’s medication being mistaken for my own.”

Indian businessman Jagessar earns Red Force 4-Day call acquires Barbados Tridents

PORT OF SPAIN, Trinidad, (CMC) – Regional Super50 star Jon Russ Jagessar is now poised to make his first class debut after being named in a 14-man squad for the next two rounds of the Regional Four-Day Championship which resumes next weekend.

The 29-year-old off-spinner sprung to prominence in the recently concluded regional one-day tournament when he claimed a team-high 14 wickets to help Red Force successfully defend their title.

He was impressive in his six outings in the tournament, averaging 13 and with an economy rate of just under four runs per over.

Former captain Rayad Emrit has been recalled after missing the last two Red Force games in the four-day tournament due to his commitments in the Bangladesh Premier League.

Jason Mohammed has been retained as captain and will have Yannick Ottley as his deputy.

Red Force travel to Georgetown next week to take on leaders and defending champions Guyana Jaguars at the National Stadium at Providence before moving on to Kingston to clash with Jamaica Scorpions in the seventh round.

Red Force had a poor first half of the season, winning just one game and lie fourth on 37 points – already 48 points adrift of Jaguars.

Barbados Pride are second on 63 with Scorpions ten points further back in third.

MILLIONAIRE Indian businessman Vijay Mallya has confirmed his purchase of Caribbean Premier League franchise Barbados Tridents, ending weeks of speculation about the proposed sale.

The 60-year-old said he had met with Barbados Prime Minister Freundel Stuart last week and secured government’s support in the venture, and had subsequently moved ahead with the acquisition.

“I’ve acquired the team. It is a joint venture if not exactly in the classical sense of the term.

THE name Lennox Blackmoore will always be remembered when the best pugilists from the Caribbean are being mentioned.

Equipped with one of the best defence in the business and counter punching skills to be envied, Blackmoore ruled the regional lightweight division with stern gloves in the 1970s.

His record was an excellent 9-1 when the Guyana lightweight champion met Trinidadian Fitzroy Giuseppe on February 8, 1976. Twenty-five years old at the time, the local champion pleased home fans with a dominating display which earned him a TKO victory.

It was the seventh consecutive win for the crafty Blackmoore who only loss at the time came at the hands of `Tiger’ Green in May 1974. Four bouts after the stopping of Giuseppe Blackmoore earned Guy-

The move also comes just days before the official CPL draft set to take place in Barbados this Thursday, with the season scheduled to start in June.

Mallya will pay a US$2 million franchise fee and also fund Tridents players’ salaries but is confident of recouping the investment.

“It can be recovered as Kensington Oval in Barbados is one of the best stadiums in the Caribbean,” he pointed out.

“The CPL history shows all games are full.”

With Mallya chairman of United Spirits which owns IPL franchise Royal Challengers Bangalore, there has been speculation over a

possible name change for the Tridents once the franchise was sold.

H o w e v e r, M a l l y a assured the Bridgetown-based franchise would remain the Tridents, as the name reflected the country’s heritage.

“It will not be RCB II. They have a name and I don’t want to tinker with that,” he stressed.

“Trident is the national symbol of the country and so I don’t intend to change it.”

Tridents are one of the most prominent teams involved in the three-year-old CPL, the Caribbean’s premier T20 championship.

They boast the likes of IPL star Kieron Pollard, Pakistani Shoaib Malik and West Indies Test and one-day captain Jason Holder.

Tridents won the 2014 CPL title to qualify for the Champions League Twenty20 in India, and were also good enough to reach the final of the 2015 edition where they eventually lost to Trinidad and Tobago Red Steel.

Prior to the commencement of the event, Match Director, Vidushi Persaud welcomed the members who came out to participate after which she introduced the Range Master for the event, David Dharry, who reviewed the safety requirements and introduced Range Officers, Ray Beharry and Peter Hugh.

Shortly after the day was declared open and shooters began the afternoon’s rivalry with the first of the three stages being Pendulum. Five-to-Go and Accelerator the other two stages.

Competitors shot at five individual steel targets of varying sizes and distances and they were scored using an audible timing device. Penalties of added time applied for any misses and the total time resultant used as the score.

The Trophies were awarded to the top three overall in each division. Wildcat Division included competitors using .32ACP and any other caliber lesser than a 9mm while those in the Limited Division shot 9mm or higher caliber hand guns.

Leading overall with 78.48 seconds for all the stages was Ryan McKinnon who took home the first place Trophy. McKinnon is currently Guyana’s unde-

feated Steel Challenge Shooter.

by Mohamed Qualander who registered a time of 94.38 seconds which was 18.94 seconds faster than third placed Azaad Hassan.

In the Wildcat Division, Tracy Vieira emerged the victor over Jagmohan Trevor Bassoo who was second and third place finisher Peter Hugh. Trophies were presented by the Federation’s Vice-President Michael Blake.

Nawaz, Pietersen set up tense Quetta win IN the second thriller of the day, Quetta Gladiators knocked off seven runs off the last over with a ball to spare to establish themselves as the early pace setters in the Pakistan Super League. Quetta top the table with three wins in three matches.

Elton Chigumbura thumped a four after two short balls, the second of which was deemed a wide, from the last over bowled by Wahab Riaz.

was deflected for four between slip and keeper, off Anwar Ali’s pad, as Quetta broke into big celebrations, mentor Viv Richards even getting off his seat and having his hands aloft.

The victory was set up by 21-year old Mohammad Nawaz, who picked up his second Man-of-the-Match award in three matches.

Bowling with a newish ball, Nawaz impressed with his skiddy darts and clever arm balls. He ended a promising opening partnership when

he dismissed Tamim Iqbal for 14.

Two balls later, Mohammad Hafeez swept the spinner straight to Chigumbura at square leg. Nawaz would also account for Shahid Yousuf to finish with figures of 3 for 29.

Umar Gul rattled Peshwar Zalmi further with a double-strike in the 12th over, removing Dawid Malan and Shahid Afridi. By then, Peshwar had slumped to 59 for 5 in 12 overs. Darren Sammy, however, clubbed four sixes and one four during his 31ball 48 to lift his side to 135.

Quetta then lost their openers Luke Wright and Ahmed Shehzad within five overs of the chase. Kevin Pietersen dropped anchor and marshalled the youngsters even as Sarfraz Ahmed threatened to run himself and Pietersen out.

Pietersen’s wicket tightened the chase, but Chigumbura and Anwar Ali showed good composure to steer Quetta home in a tense finish. For Peshwar, Afridi and K e v i n P i e t e r s e n m a r s h a l l e d Q u e t t a Wahab took two wickets Gladiators’ chase of 136. each.(ESPN Cricinfo).

Legends hosting Sir Garry’s painting THE huge painting bearing the likeness of cricket’s greatest all-rounder has finally been delivered, as the five-by-five-foot piece was unveiled last Friday in the Sir Garfield Sobers wing of the Cricket Legends Of Barbados museum.

It was treated as one

grand festive occasion, with fellow legends Sir Wes Hall, Charlie Griffith, Cammie Smith, Vasbert Drakes and Cricket Legends chairman Desmond Haynes joining the National Hero to witness the unveiling of Sir Garry On The Green.

Foster, Samuels and Thomas shine at AAG second developmental meet

HE Athletics Association of Guyana (AAG) held its second Developmental Meet yesterday, where Andrea Foster, Avon Samuels, and Cleveland Thomas were among those who picked up wins at the Police Sports Club Ground, Eve Leary.

Foster won the girls’ open

800m in an easy 2:24.8s, taking victory ahead of Mercury Fast Laners’ Sasha James who touched down in 2:40.7. Running Brave’s Avon Samuels continued her dominance over Natricia Hooper in the Girls’ open 400m.

Samuels clocked 57 seconds, to overcome the 58.7 seconds clocked by Hooper, while Tirana Mitchell took third in 1:05.0s.

Samuels was at it again in the 200m, where this time she

took on Natrena Hooper, finishing in 25 seconds flat. Natrena came in just behind in 25.4 seconds and Police Kezia Bess finished third in 26.8 seconds.

Natrena had her chance to shine in the Girls’ open 100m clocking 12.3 seconds, to take down Guyana Defence Force’s Aniquah Powley, who had a time of 12.6 seconds. Bess was third again in 12.8 seconds.

formed part of an action-packed event with several heats running finals by time. In the end Police Linton Mentis emerged the fastest with a time of 10.5 seconds. The entire race was led

by Police athletes with Stephon Boodie coming second with 10.9 seconds and Dwight Smith coming in third at 11 seconds.

Messenger was over a minute behind clocking 17.54.5s.

It took Matthew McKenzie 4:20.2 seconds to finish for a win in the Men’s open 1500m.

In the field events results of the day national record holder Leslain Baird covered

55.85m to take the win of the Men’s javelin, while University of Guyana’s Emanuel Archibald won the long jump after leaping 6.75m.

Natrena (12.53m) outdid Natricia (11.69m) for the win the triple jump. Chantoba Bright, who was third in the triple jump (11.55m), went on to win the long jump (5.61m) ahead of UG’s Feona Mentis (4.13m).

THE much anticipated showdown between Yamaha Caribs and University of Guyana (UG) Wolves was not short of action yesterday. However, Caribs proved a different kettle of fish to fry for the Wolves as they won 31 – 25.
