UK insists 1899 Arbitral Award is final …unmoved by Maduro’s ‘meddling’ outburst

By Ariana Gordon OUTBURSTS by Venezuelan President Nicolas Maduro on Tuesday demanding that the United States should keep its hands out of the Guyana-Venezuela border controversy have not dissuaded the United Kingdom’s Envoy to Guyana, Gregg Quinn.

Quinn, the British High Commissioner to Guyana, reiterated yesterday that the Guyana-Venezuela border controversy was resolved since 1899. Speaking with reporters at the Civil Defence Commission (CDC) at Thomas Lands, Quinn said, “Our position on this is clear, the 1899 Arbitral Award settled the issue, and we have not changed that position since 1899.”

colonisers will stand firmly behind the country with respect to the border controversy. He believes, however, that the border controversy needs to be resolved by the governments of Guyana and Venezuela.

On Monday, U.S. Ambassador to Guyana, Perry Holloway, made similar comments and called on both countries to respect the 1899 ruling.

“I think what you need to

think about at this stage…we are still at the stage where it is for Venezuela and Guyana to try and sort out the issue on the controversy. We have demonstrated our support for what the UN is doing and the visit of the UN Mission.

At this precise moment, we need to leave it to the two countries that are specifically involved in the process to try and sort it out,” said the British Envoy.

Asked whether the UK would be willing to support Guyana in its bid to approach the International Court of Justice (ICJ), Quinn said, “We are not there yet. I understand that it is the Guyanese desire to address the

ICJ, and I do agree that this has been going on for a long period of time and it would be good to get a resolution; and now it is for the Government of Guyana and the Government of Venezuela to decide the best way of going about that resolution.”

Notwithstanding that UK’s belief that the matter should be settled once and for all by the two countries, the British Envoy said “It doesn’t change our fundamental view or our fundamental position that 1899 settled the border, it is as simple as that.”

Responding to Venezuelan President Nicolas Maduro’s outbursts recently, following newly-appointed U.S. Ambassador to Guyana Perry Holloway’s statement to the press that the matter was resolved in 1899 and the U.S. stands firmly behind Guyana, Quinn said he was met with similar sentiments by the Venezuelan Government in May. “As I have said, I am firmly of the view that it is perfectly legitimate for me and my Government to state that the position was settled in 1899; it is perfectly

legitimate for us to say that because that is what we believe the situation was. How the Venezuelans react to that is of course up to Venezuela,” he told the media.

Holloway on Monday called on the parties to continue to respect the 1899 Arbitral Award and boundary “unless or until a competent legal body decides otherwise or both parties agree on something else.”

On Tuesday, President Maduro demanded that the U.S. not interfere into the border dispute between Guyana and Venezuela. “United States, take your hands off of the Guyana Essequibo,” Maduro was quoted as saying on the Venezuelan Telesur English News Network, noting that the U.S. should not get involved “in matters that exclusively belong to the parties involved.”

“It is clear that the provision of the U.S. Government to be linked as an interested party in a matter that does not compete either legally or politically reflects a calculated strategy that aims to validate, by way of summons, the rights for ExxonMobil extractive activities,” the Venezuelan Government said.

Presidents David Granger and Nicolas Maduro agreed to allow the United Nations to mediate on the border controversy. This agreement followed heightened military activities at the Guyana-Venezuela border and in Guyana’s Cuyuni River.

Guyana, through its President, has said repeatedly that it prefers to resolve the controversy through the ICJ. Venezuela’s illegitimate claims to Guyana’s Essequibo Region and maritime space follows the discovery of significant oil deposits by U.S. ExxonMobil.

Suicide crisis rocks Baramita

– Govt planning interventions to tackle issue

By Navendra Seoraj ROCKED by an escalating suicide crisis, the small indigenous community of Baramita in Region 1 (Barima-Waini) came to light recently because of its high suicide rate, with a six-yearold recently attempting to end his life. However, the government has committed to a multi-stakeholder approach to arresting the situation.

According to Minister of Education Dr. Rupert Roopnaraine, the village is in “a state of emergency”.

Speaking at the launching of the Creativity Centre at the Diamond Special Needs School, East Bank Demerara on Wednesday, Dr Roopnaraine said “omnipotent control” could lead to Baramita being “a budding Jonestown”, given the current series of crises the villagers are facing.

Audit of City Hall ‘not my call’ – Min. Sharma

By Ravin Singh FORENSIC audits into state agencies are currently ongoing, but calls made by the opposition People’s Progressive Party (PPP) for Government to also audit the Georgetown ‘City Hall’ have been greeted with a negative response by Minister within the Ministry of Finance, Jaipaul Sharma, who said that an audit of the local government body is not his call to make.

The PPP yesterday released a statement to the effect that there is “widespread public outcry” for City Hall to be audited amidst “stiff resistance” from the Mayor, Deputy Mayor and Town Clerk to any audit being done at the local democratic organ.

The opposition party described the position regarding City Hall being spared an audit as one which runs counter to the present state of affairs, in which the country is awash with commissions of inquiry, audits, investigations, and initiatives of this nature.

“The defensive position adopted by Jaipaul Sharma, Junior Minister at the Ministry of Finance, in the wake of the public demand for City Hall to be audited is a shame and disgrace to the office he holds”, the PPP statement said.

Arguing that it is “disingenuous” for Sharma to say that because it is part of the local government system, it is beyond the control of Central Government to audit City Hall, the PPP posited that “Guyanese are not prone to accept such stupidity.”

terday, Minister Sharma said the ongoing forensic audits which were embarked upon by the APNU+AFC coalition government following its accession to executive office was not a call he had made.

In fact, he reasoned, he has no input on the list of agencies to be audited.

“These audits were not my call…I had no control of (which agency) would be audited. Those were stipulated before the audits began, so I cannot now say which entities should be audited and which should not,” Minister Sharma disclosed.

He further explained that these audits are for all statutory bodies, and City Hall does not fall within that category, but is rather a local government body.

In that regard, Sharma said Government should not, and will not, dictate how the operations of the city should

be conducted, once there is a local government body in place. Accordingly, any audit to be done at any of those municipal entities would require a proposal and approval from the council, which would be free from any influence of central government.

“If the composition of the council changes after local government elections, they can request an audit, and there is nothing the Government will do to prevent that. In fact, I would support such a call for City Hall to be audited. This audit would actually work in Government’s favour, so we would welcome it,” Minister Sharma said yesterday.

Sharma, moreover, revealed that difficulties have arisen with the ongoing audits because certain staff members at some of the agencies to be audited worked under the previous administration and are now “uncooperative.”

He related that many of them with important information are withholding the information, and this could be critical to the outcome of these audits. This, he said, has resulted in a slowing down of the process, which can result in it taking longer than was anticipated.

The forensic audits are expected to be conducted into almost 30 State agencies, national projects and funds.

Yarde calls for reform of PSC, re-installment of public service appellate tribunal

By Shauna Jemmott PATRICK Yarde, president of the Guyana Public Service Union (GPSU) says there is a serious deficiency in public service representation and has underscored a need for the reformation of the Public Service Commission (PSC) and the re-installment of the Public Service Appellate Tribunal (PSAT) to ensure fair opportunities and legal proceedings for public servants.

In his first appearance before the chairman and commissioners of the Public Service Commission of Inquiry yesterday, Yarde said initial action should be taken for the appointment of the PSC to be done at the highest standard.

He believes an initial action that should be taken is “for the appointment of the Public Service Com-

mission to be done at the highest standard.” He said that although the constitution states that parliament would recommend to the President who sits on the PSC “having consulted with a body or bodies that ‘appear’ to represent public servants,” government should instead recognise the “higher standard” now in law which involves the Trade Union Recognition Act (TURA).

“Unions now have to get a certificate of recognition to represent people so (government) need not have the feature of who appears… you should have the feature of who are certified by the Trade Union Certification Board… you (trade unions) are not recognized if (they) don’t have a certificate… so why the constitution refers to “who appears” rather than what the law states?” he pondered.

a problem with the composition of the PSC prior to the appointment of the current commission, since it appeared to him that the selection of three persons then was made by former President Donald Ramotar himself and not based on recommendations made by the then Opposition.

The composition of that body included a retired appellate court judge, a union member and a government member, but unfortunately the government had rendered it dysfunctional, accepting resignation of the government tribunal member, the late George Fung-on - “and it was so ridiculous (because) he (Fung-on) was then appointed chairman of the Public Service Commission.”

Impact report of 2am curfew on tourism, crime coming

IN breaking her silence on the 2:00 am curfew for bars, which was instituted

by Public Security Minister Khemraj Ramjattan, Tourism Minister Catherine Hughes said an analytical report measuring its impact on the tourism sector, and simultaneously its effectiveness in the reduction of crime will be released within two weeks.

At the time, Hughes was speaking at a press conference yesterday at the Tourism Ministry, Colgrain House, Georgetown. She told reporters that currently her Ministry is in the process

of collecting some “very interesting information,” that would allow them to analyse the effects.

“I have spoken to a range of individuals, some feeling very strongly in support and some of course disappointed that it is in place,” the Tourism Minister said as she made reference to the discussions she would have had with club owners. However, she pointed out that in several parts of the world including the United States and the United Kingdom there are regulations in place preventing the sale of alcohol after a certain time period.

“So this is not unusual,” she emphasised.

In support of the Public Security Minister, Hughes said that the curfew was implemented to curb the serious problems of crime, pointing out that there were cases when persons having partied all night into the morning would have been involved in vehicular fatal accidents and major physical confrontations. “It is a difficult problem and I don’t think that there is a simple solution but what I would say is that we have been monitoring it.”

In July, Minister Ramjattan, under whose purview the laws governing music and dance licences fall, announced the enforcement of the 02:00hrs (2AM) closing

time for bars and clubs in Guyana. However, he had said that it was not applicable to special shows.

“The regional and international shows will have its special permissions and the time period would be put on those shows too, but I don’t know necessarily if that will apply if there is a special show that can go until 4am then fine, we will deal with that and that’s a show,” Ramjattan had told the press shortly after the curfew took effect.

He went on to address the issue of spending, stating that people who are in the habit of drinking at those hours in the morning after 02:00hrs

are spending too much money that could have been spent more wisely.

According to Ramjattan, the abuse of alcohol has a direct relationship to domestic violence, and is a major contributing factor to a number of traffic offences. These developments, he stated, have a direct impact on the economy as it were, while reiterating that he wishes to see all clubs and nightspots close at 02:00hrs. He was adamant that the law will be upheld and there will also be sanctions, suspensions or revocation of their licences if these laws are breached or violated.

Police trade bullets with suspects in car THE Guyana Police Force stated that on Wednesday evening police ranks confronted occupants of a motor vehicle at Barr Street in Kitty, Georgetown.

been admitted a patient at the Georgetown Public Hospital where, up to press time, he was under police guard.

His accomplice managed to escape even as the police were able to

recover an unlicensed .38 revolver with 3 live rounds and 2 spent shells. The motorcar the two men were using has been seized by the police. Investigations into the matter are ongoing.

David Cameron’s visit to Jamaica

BRITISH Prime Minister David Cameron’s recent call on the Caribbean to move on from slavery is a most insensitive statement from a leader of a country which should know better.

The Prime Minister was on a visit to Jamaica which was seen as a golden opportunity for the former colonial master to renew its commitment to repairing the damage caused by centuries of exploitation of the labour and the soul of our region. His statement came as a shock to many who have come to see Britain as a softer, gentler imperial country.

What makes Mr. Cameron’s statement even more galling was the fact that he was a guest of Jamaica—a case of sticking it to your host in her own home. And as if to make matters worse, the PM offered to help Jamaica build a prison for Jamaican prisoners being sent back to the island.

The Prime Minister was clearly out of order. In case he may have forgotten, it was the wealth garnered from slavery in our Caribbean that is responsible for Britain’s prosperity today. Walter Rodney’s “How Europe Underdeveloped Africa” and Eric Williams’ “Capitalism and Slavery” should be required reading for the PM whose family we are reliably informed befitted directly from the slave trade and slavery. This denial of the history of what American scholar Joe Feagin calls “Unjust Enrichment” and “Unjust Impoverishment” forms an integral part of the White Racial Frame which blinds many from seeing the case for reparations for slavery. We cannot move on to a more humane world order by denying four centuries of history; a history that has shaped the current inequities that we claim to want conquer.

In telling us to forget our history and move on is really telling us to deny our vey being as a Caribbean civilization. What we know today as the Caribbean was largely shaped by the slave experience and the other consequent experiences—the experiences of denial, survival and overcoming. We cannot move on from that and Mr. Cameron and others must not bully us into a denial of our narrative of being. We have the right and the agency to define who we are on our own terms. That is what independence ultimately means for us.

It is the height of disrespect in all its manifestations for the premier representative of the former colonial master to tell the children of the colonized to forget the whips and dogs and dehumanization and violence, all of which we still confront in particular and general ways. No, Mr. Cameron that is too much to swallow. In the name of decency, please take it back.

To add insult to injury, Mr. Cameron offers Jamaica money to build a prison. Is that what they really think of us--still prisoners? We overcame the prison of slavery, indentureship and colonialism and we are surviving the prison of Structural Adjustment. We want reparations in the form of education and economic development; not

LOCAL entertainer and disc jockey (DJ) Dwidth Ferguson of the popular Georgetown-based entertainment company Hits and Jams is reportedly wanted

by Canadian law enforcement after he was fingered in a cocaine and guns trafficking ring that has thus far seen twelve persons, including two women, arrested.

The investigation in Canada, dubbed ‘Project Monto’, involves the Ontario Provincial Police (OPP), the Royal Canadian Mounted Police (RCMP), York Regional Police, Peel Regional Police, Toronto Police, Royal Newfoundland Constabulary, as well as various law enforcement agencies from the United States.

News reports out of Canada said ten men and two women from Milton, Mississauga, Oakville, Vaughan and Toronto were taken into custody without incident.

They face charges that include importation of cocaine, possession for the purpose of trafficking, and conspiracy.

According to the me-

dia reports, twelve persons were arrested in a bust that uncovered a drugs and guns smuggling ring, and they are looking for a 13th person.

That person was listed as Guyanese Entertainer Dwidth Ferguson.

“A 13th suspect, 32-yearold Dwidth Ferguson of Georgetown, Guyana, is still outstanding and wanted for importation and trafficking charge,” a report from CP24. com stated.

Ontario Provincial Police Chief, Supt. Rick Barnum, told media operatives in Canada: “We’ll get him…it will just take a little bit of time.”

Twelve people arrested across the Greater Toronto Area (GTA) face a total of 46 charges in connection with a year-long investigation that saw cocaine, prescription pills and handguns smuggled into Ontario from the United States and the Caribbean, the news report stated.

Barnum said it was since back in 2014 that they observed drugs arriving at Canada’s Pearson International Airport in luggage and other containers aboard planes

arriving from California, Trinidad and Tobago, St. Lucia and Guyana. Most of the drugs were to be sold in the GTA-area, but some were shipped onwards to Newfoundland and Labrador.

They also stated that, over the very same period, handguns traced back to Florida were taken into Canada, also via Pearson International Airport, based on the reports which quoted Barnum.

The reports also featured the guns which were seized as part of the operation as well as the drugs, all of which transited a Canadian airport.

A number of search warrants were conducted earlier this week in and around the GTA, leading to the seizure of 22 firearms, $146,000 in cash, four cars, and when combined with the hauls from three other related investigations, a total of 123 kilograms of cocaine. The wholesale value of the drugs seized is estimated to be US$12.2 million.

According to the news reports, the persons who were arrested by law enforcement are not low-level players in

the guns and drugs trade, but are rather high-lever players in the operation, who it is suspected are responsible for the organisation and shipment of the illegal substances and weapons into the country.

Unconfirmed reports indicate that the wanted Guyanese DJ travelled recently to Canada, but the law enforcement there could not immediately lay their hands on him. The Caribbean and the United States and other border countries with Canada have been alerted about the interest which the law enforcement agencies in Canada have in the now fugitive Dwidth Ferguson.

The Canadian lawman went on to state that 100 or more officers tasked with conducting the investigation succeeded by “being there when (the suspects) let their guard down.”

“This industry of dealing drugs and firearms is really based on greed.

Sometimes these folks are so greedy and think they’re so good at their game, but we’ll be there when they’re not,” he said.

Yarde has asked the COI chairman and commissioners to examine a remedy to address concerns of persons who have been discriminated against and have suffered because of the absence of the tribunal, and some have even reached post-retirement.

Meanwhile, the GPSU president also underlined as urgent the termination of the contractual system of

prisons. We want reparations just as the slave masters were given reparations in 1834. For us reparations is not request— it is an entitlement that is rooted in our persistent quest to repair the historical damage done to us.

We in the Caribbean desire a working partnership with Britain—we always have. Here in Guyana we acknowledge the solidarity and aid of successive British governments. But we also want to be respected as a free and equal people. In the interest of mutual respect PM Cameron must correct his disrespect.

NO CONTRACT WORKERS He said also that the union has been pursuing the elimination of the temporary system of employment and stands firm on its belief that “there should be no one on contract in the public service.”

There are concerns on separation and that some contract workers enjoy special treatment and are paid above the norm for the position than others.

“Public service is a career service and there should be equal and fair treatment for all,” he said, adding that

contract employment has no claim for promotion. Government must invest in public servants, offering a consistent training and development programme.

“The public service structure is permanent and therefore if you have it well organised you must have the necessary preparations done to take care of your needs.”

And regarding employment of permanent secretaries, the highest rank of public servants employed, he affirmed: “No rank outside should come in and be permanent secretary. There ought to be an institutional relationship and (they must) be acquainted with the system.”

POLICE have arrested a man who allegedly raped and then killed his aunt at Hopetown Village, West Coast Berbice sometime this week.

Government Pathologist Dr. Nehaul Singh confirmed this to the police after performing an autopsy on the body of 78-yearold Volda Britton also called “Auntie Volda.” The woman was discovered lying on a bed at her Lot 9 Main Street, Hopetown Village home on Sunday morning. Reports are that Britton died as a result of her hypertensive condition. At the time her body was discovered there were bruises on her face and she was bleeding from her ear and nose. It was told to police that she had burst a vain, fell and died. She lived alone but had a great nephew staying with her that night.

Dr Singh however said that the woman died from asphyxiation due to manual strangulation. Meanwhile, police told this newspaper that Britton was raped and sodomised and a relative has accused police ranks at Fort Wellington Police Station of being negligent in their duties, saying that the law men had initially treated Britton’s death as natural causes.

The relative, Randolph Britton told the Guyana Chronicle that he had received information of his mother’s death Sunday morning and immediately travelled to Berbice. He said he realised immediately that the matter needed to be investigated.

“The police lapse big, at no time police should say ‘carry the dead to the hospital and let the doctor pronounce it dead’ if you tell them that you come in the house and see the person lying dead on a bed.”

Randolph Britton related that when he arrived he went to the police station and was told that the police did not visit the scene. “I requested to go with a police to see the body so when we reach the mortuary and they open up the body I see a bruise

his grandmother that he did not like the way his aunt was looking and volunteered to spend the night with her. Another eight-year-old cousin also volunteered to sleepover at the woman’s home. Guyana Chronicle was told that during the night, the 8-year-old woke up and did not see her grandmother lying next to her.

As the girl began to cry the elder cousin reportedly came into the room naked and hit her on the leg, punched her on her mouth and told her to stop crying. Later the cousin reportedly went to another family and asked her to go and find out why the little girl was crying. The girl reported the story but it was not taken seriously. At the same time the nephew went to his grandmother and told her that

she needs to go and see what was wrong with her sister. It was at this point the body was discovered.

Meanwhile, on Monday the same nephew, reportedly grabbed his grandmother’s two legs and threatened to rape her if she did not give him $10,000. The matter was reported to his uncle, a Rural Constable, who arrested him. According to reports while in custody information surfaced that Britton was murdered and her nephew known as ‘Two Kick’ was the suspect.

The suspect who is in custody is expected to make a court appearance today. He was recently released from prison after serving a four-year sentence for larceny. Britton leaves to mourn eight children.

Furniture handed over for Opposition Leader’s Church St. Office

AFTER some controversy, the Parliamentary Office yesterday handed over a percentage of the assets belonging to the Leader of the Opposition’s Office to People’s Progressive Party/Civic (PPP/C) Chief Whip Gail Teixeira.

In an interview at Freedom House, Teixeira told the Chronicle that upon arrival at the Hadfield Street building, where the Leader of the Opposition’s Office was once located, she was informed that only a percentage of the assets was available for the new office.

“We were only allowed to take some desks and some chairs, one copier, a water dispenser and a book case,” the former Presidential Advisor on Governance told this newspaper. Upon enquiring, she was reportedly told that the remaining items will be available at a later date.

“So we properly got

1/3 of what is on the list that is required for us. No computers at all. There are desktop computers in addition to laptops which we were supposed to get, no computers, no laptops, no printer copiers,” she complained.

Teixeira added: “This intrusion of the Ministry of the Presidency into what is strictly a handover between Parliament Office and the new Office of the Leader of the Opposition is unacceptable. It is unconstitutional actually. The government has no role to play in a handover between Parliament Office and the Leader of the Opposition.”

The new Leader of the Opposition’s Office, which is now located at Church Street, Georgetown is being rented at a cost of $400,000, the same cost at which the old office was being rented.

Westford, Cummings get further adjournment in larceny, forgery cases

By Clestine Juan FORMER Minister of Public Service, Dr. Jennifer Westford was instructed yesterday to return to court on November 12 after her fourth court appearance in the Georgetown Magistrates’ Courts.

Westford is currently facing four charges of attempted larceny before City Magistrate Fabayo Azore.

The former minister was placed on a total of $800,000 bail after she pleaded not guilty to the charges. The charges alleged that between July 17, 2014 and June 23, 2015, she attempted to transfer eight state vehicles to four persons, namely her husband Gary Beaton, Osbert McPherson, Wayne Walker and Delroy Lewis.

Westford’s former Chief Personnel Officer, Margaret Cummings was also slapped with four counts of forgery.

Cummings also pleaded not guilty to four charges which alleged that she forged documents for the purchase of the eight motor vehicles. She has been released on a total of $1.2M bail.

Meanwhile, the Ministry of the Presidency had filed an official complaint to the police in late July after finding more than $120M missing from the bank accounts of the ministry.

Investigators reportedly stumbled subsequently on more than $400M missing from the bank accounts. The police after being entrusted with the matter dispatched a special team to the Ministry of the Presidency to examine records of the payments.

Several staffers as well as the former Minister of Public Service and her ex-assistant Margaret Cummings were questioned during the probe.

Investigators had initially looked at 2014 transactions at the ministry but went back to 2012. The monies were transferred from the Office of the President and were to be used for training workers in the various regions. However, there was no evidence that the regions were in receipt of any money.

Guyana accredits envoys of Belgium, Korea, Indonesia and Vietnam

By Svetlana Marshall PRESIDENT David Granger has pledged to strengthen Guyana’s relations with Belgium, Indonesia, Korea and Vietnam.

The President accepted the Letters of Credence of the respective ambassadors of the above named countries yesterday at the Ministry of the Presidency and in the presence of Vice President and Minister of Foreign Affairs, Carl Greenidge; and Director General of the Ministry of Foreign Affairs, Ambassador Audrey Waddell.

In presenting his credentials, H.E. Guy Sevrin, Ambassador of the Kingdom of Belgium, said his country is happy to strengthen its relations with Guyana.

In receiving the credentials of this non-resident ambassador, President Granger pointed out that the Cooperative Republic of Guyana had established relations with the Kingdom of Belgium on June 10, 1971.

However, he said, “There remains great scope for the strengthening and deepening of these relations, particularly in the areas of economic and commercial cooperation, and the advancing of our common interests within international organisations.”

The President said Guyana, a small state, remains committed to regional integration; and he pointed out that one of the pillars of the Caribbean Community (CARICOM) is to coordinate foreign policy among member states. He also said that as a member of the African, Caribbean and Pacific

President Granger meets new T&T Prime Minister – two leaders re-affirm bilateral relations between Guyana, Trinidad and Tobago

PRESIDENT David Granger travelled to the Republic of Trinidad and Tobago last Wednesday, where he met with new Prime Minister of Trinidad and Tobago, Dr. Keith Rowley. A statement yesterday from the Ministry of the Presidency said this meeting marks the first meeting of the two CARICOM Heads of State since Dr. Rowley was elected in September.

President Granger and Prime Minister Rowley re-affirmed the bilateral relationship between Guyana and Trinidad and Tobago.

The two CARICOM States have a long history of friendship and cooperation.

The two leaders held discussions on a wide range of matters of interest to both nations. Some of the areas covered were the strengthening of bilateral relations between Trinidad and Tobago and Guyana in the areas of

Inter-agency collaboration key to tackling mining pollution – Trotman AN inter-agency collaborative approach is being pursued to address pollution within the mining districts, as the Government moves to regulate the sector which is a significant contributor to Guyana’s Gross Domestic Product (GDP).

Minister of Governance, Raphael Trotman, who has oversight of the natural resources sector, told the Government Information Agency (GINA) of this development

yesterday.

The minister explained that collaboration has begun with the Ministry of Indigenous Peoples’ Affairs, the Environmental Protection Agency (EPA), and the Ministry of Communities among others, to ensure that there will be a cohesive approach in this matter.

“We speak about a green economy, and therefore we have to see the environment as a friend, the provider of

our livelihood; so by destroying, disrespecting, degrading it, we are not helping ourselves. We would like to see mining and forestry (activities) that are sustainable to the environment, so as we get reports we act,” Minister Trotman stated.

The minister believes that it is not good planning to have just the Guyana Geology and Mines Commission (GGMC) react to an issue and without consultation with other

agencies and stakeholders, as “everything has to be seen as part of a continuous chain, we all have a role to play.”

With regard to the role of Mining and Environmental Officers, who are the first responders to issues on the ground in the various mining districts, Minister Trotman has advised that they will be more empowered to act.

“We are currently reviewing the laws to ensure enforcement of environmental

regulations. As it is now, environmental officers lack certain powers to enforce the Laws, so we are actually reviewing the laws to give them stronger powers.”

Minister Trotman is of the view that these officers need to act in conformity with the regulations and laws under which they operate, in order to effectively execute their functions.

“We want to ensure that mining officers are given the

respect they deserve, and they are allowed to function within the meaning of the Act, to enforce the Laws and carry themselves with respect. You don’t command respect unless you are deserving of it, so we are putting emphasis on that.”

The GGMC oversees the mining industry in Guyana, and over the years has implemented modern mining practices and codes of operation.

Long-term solutions being sought

-to minimise Region 9 drought woes MINISTER of State, Joseph Harmon, has committed the government’s support to Region Nine to ensure that the impact of the impending dry season is vastly minimised and long term solutions are found.

This commitment was given to regional officials and residents on Wednesday, when the Minister of State visited the Region to hear first-hand how residents are impacted during this season. Residents also provided their recommendations and offered possible solutions which can be implemented by government to ensure that, in the long run, the Region does not become severely affected during the dry months.

Minister Harmon committed immediate support through the Civil Defence Commission (CDC), to ensure the provision of purification tablets, water tanks and other related materials to combat the effects of the season while the building of a warehouse in Lethem for the storage of food and other needed items is actively being pursued.

Minister Harmon assured residents that the new administration will not neglect the communities, but will work assiduously to bring relief where needed.

“As your government, we are your servants. We are here today to ensure that the service which we provide to you is a service that is

of high quality. I came here because I am your servant.

If there is a problem that affects you or any other person in this country, it is our responsibility to respond to it, and we will do so diligently,” he said. The visit was spearheaded by the CDC’s Disaster Management team, along with support from the Ministries of Communities and the Indigenous Peoples’ Affairs.

GWI to set up after-hours call centre as service booster - new CEO

By Michel Outridge NEWLY-appointed Chief Executive Officer (CEO) of the Guyana Water Inc. (GWI), Dr. Richard Van West-Charles says that after-hours call centres are to be established soon to ensure that people have access to a safe product.

He stated that the call centre will be operating from 16:00 hrs to midnight in all the administrative regions of Guyana, so that the staff can deal with emerging issues quickly.

During an exclusive interview with this newspaper, the new GWI CEO observed that water is a critical component for human health, and based on the mission and vision of the company, “we have to ensure that our people have access to potable water countrywide.”

He added that quality water is an important priority and therefore it means that they have to ensure that the public has confidence in the product that they produce.

Van West-Charles said, “We are a public entity and therefore we are acting on behalf of the people, and we have to deliver

correct that problem.”

Dr. Van West-Charles stated that it will take some time to order the kits for the water quality analysis to be done in all regions, but they are moving ahead to set the standards and guidelines with regard to the number of samples that should be taken in each region.

U.S. keen on Region Ten to pilot enforcement of new programme copyright laws - for developing, managing sustainable communities

THE Regional Democratic Council (RDC) of Region Ten will be fashioning the first ‘Plan of Action for Regional Development (PARD)’.

According to Minister within the Ministry of Communities, Dawn Hasting-Williams, the ministry has identified the Region to lead the development and implementation of what will essentially be the map for developing and managing sustainable communities and for attracting investment, which would lead to new economic activities and job creation.

Minister Hasting-Williams told the Government Information Agency (GINA) that consultants from the ministry are at present in the Region, working with the RDC and other local leaders and stakeholders in finalising the Region’s PARD, which would be the model for the

The Ministry of Communities, as part of its mandate for creating sustainable communities along with empowering the local democratic organs, had endorsed the development of PARD by the RDCs, with support from Central Government.

saster risk management developmental ideas and programmes of the regions.

On this foundation, she said Central Government will work hand in hand with each RDC for implementation.

Meanwhile, the RDCs capacity to develop these plans will be further built as the ministry is set to engage the regional representatives and leaders in a round-table discussion slated for today at the Arthur Chung International Conference Centre at Liliendaal.

PARD is expected overtime to ensure that the 10 Regions are not only administrative regions, but also productive ones. It will also guarantee that the regions develop the capacity to be self-sufficient and contribute significantly to economic growth and to a good life for their residents.

“Copyright infringement is certainly a serious concern for my government, and we have legislation requiring us to inform our congress of which countries are performing at a certain level and which are not. It is an important issue and one which will be addressed through democracy and governance,” he said at a recent press conference at the U.S. Embassy in Georgetown.

Copyright laws, which provide for the protection of creations of the mind, are intended to inhibit the illegal reproduction and sale of “intellectual property.”

These are protected in various ways, one of which involves copyright laws which enable people to earn recognition and financial benefits from what they invent or create.

But like some other laws in Guyana, copyright laws have been constantly ignored, misunderstood and outdated.

The copyright laws help to foster an environment in which creativity and innovation can be encouraged and allowed to flourish. As such technology has become such, a major influence over copyright laws and how they must now be drafted that it has even posed challenges to traditional book writers who must fight to stay relevant.

INTELLECTUAL PROPERTY Experts says that there

are four main classes of intellectual property which can be infringed, and since Guyana is primarily focused on copyright laws, then the problem that will occur is the inability to monitor what exactly is manufactured and how much of it will be reproduced, and who would be able to monitor what is going on.

The issue of creating relevant laws can effectively deal with these matters, since the developments in technology are one of the greatest challenges for law makers and policy makers regionally, because the developments are moving faster than the laws can keep up now.

Meanwhile, the advent of online platforms for publishing has also created another phenomenon that has cross-border challenges.

IN spite of the boisterous assertions by the former Attorney General and Minister of Legal Affairs, Anil Nandlall, that the G r a n g e r- l e d A d m i n i stration has reneged on a promise regarding establishing of a local law school, information has surfaced to the contrary.

“It was the PPP which had back pedalled on establishing a law school…I

learnt at the last conference at which all member states were represented, that Guyana in fact got permission to open a local law school, but subsequently reneged on that idea,” Attorney General Basil Williams told reporters earlier this week.

Further, one of the reasons proffered by the former administration for not establishing the law school was its inability to pay intended lecturers an equivalent salary to that of other law schools under the aegis of the Council of Legal Education (CLE).

Whilst the establishing of a local law school is quite a costly venture which the new administration cannot now bear, the Attorney General believes that one can be birthed from either a public/ private or fully private partnership.

“If we had a private/ public law school venture…it would be easier for students to study here, as we have access to good, clean, healthy foods, a major component of the cost…,” Minister Williams explained. (GINA)

SASOD nudges govt to help protect rights of LGBT

THE Georgetown-based Society Against Sexual Orientation Discrimination (SASOD) is calling on the new government to do more to protect the rights of Lesbian Gay and Transgender people here.

The call was made when the group appeared before the Review Committee under the International Covenant on Economic, Social and Cultural Rights (ICESCR), held at the United Nations in Geneva, Switzerland from September 28 – 29, 2015.

At a news conference on Wednesday, to debrief the media on Guyana’s Review, SASOD said its representatives at the meeting bemoaned the fact that, in Guyana, a number of laws and policies discriminate against LGBTI people. “These insidious laws and the everyday societal discrimination LGBTI people face have a profound impact on the economic, social and cultural life of LGBTI people in Guyana,” Schemel Patrick, SASOD’s Communications Director declared.

harassment of LGBTI students at private and public schools, and for the provision of sexuality education that is comprehensive and inclusive of different sexualities and gender identities. Further, she said, SASOD documents many cases of discrimination every year, but social stigma against homosexuality is so strong that complainants are

reluctant to test existing legal redress mechanisms.

SASOD reiterates that the state has a duty to respect, protect, and fulfil human rights obligations for all its citizens.

It argues that the state violates human rights when it has discriminatory laws on its books and offers no protection for minority groups. Guyana, she said, must take urgent action to remedy these deficiencies.

Guyana’s delegation to that forum comprised: Raphael Trotman, M.P, Minister of Governance; Ms. Teresa Gaime, Technical Officer, Department of Governance; and Ms. Bevon McDonald, First Secretary, Embassy of Guyana in Brussels, Belgium. Also attending the forum was Patrick, who submitted a Stakeholder Report to CESCR on the Protection of Rights of LGBTI persons in Guyana on behalf of the organisation.

At the debriefing forum, held at the Chitagong Salon in the Guyana Marriott Hotel at Kingston, Georgetown, Ms. Patrick presented the Stakeholder Report and summarized the review process. She outlined that at the UN forum, civil society organizations

were encouraged to submit shadow reports which notify the Committee about issues of human rights violations in a particular country.

It was to this end that Ms. Patrick availed herself to make a short presentation, after which she was open to questions from the Committee. Civil Society representatives from three other countries did likewise.

Ms Patrick made a short statement, summarizing the key recommendations from SASOD’s stakeholder report on the Protection of Rights of LGBTI Persons in Guyana, and responded to questions from the Committee regarding Guyana’s anti-LGBTI discriminatory laws and policies. SASOD’s Stakeholder Report was aimed at informing the Committee of the areas where Guyana is failing to meet its obligations under the ICESCR -- to respect and protect the human rights of all people, especially LGBTI individuals. It concluded with recommendations on matters that SASOD urged the Committee to include in the Concluding Observations regarding the Government of Guyana.

The man behind ‘Heatwave’

GUYANA’S number one band, ‘The Heatwave Band’ has performed throughout the length and breadth of Guyana, and lately has also been carded for several overseas performances in such places as French Guiana, Suriname, New York, France, and Montserrat.

This band has been the main feature at almost all the annual Jamzone festivities, and the Carib Soca Monarch competitions.

Many have dubbed their performances as superb, orderly and well-orchestrated, but just a few are aware that the driving force behind the band’s continuous success is bandleader, Anthony John, more popularly known as ‘Bassie’.

‘Bassie’ had shown an early interest in music from a very tender age while attending the Plaisance Full Gospel Church. At age six, he was already on the drums in the church band, and developed quite nicely over the years.

As he grew older, he took up a post with the then famous El Sadiek Band in the early 1970s, then later left to join forces with Kester ‘D’ ‘Fyah House Band’.

His versatility later saw him taking up a position with Michael Fung’s Mingles Band, where he broadened his scope in music.

Being a man who loves to try new things, he later took up a position with the Brutal Jammers Band. He actually came up with the name for this band and worked relentlessly to make it become the number one local band in less than six months.

After spending three years with Brutal Jammers, he branched off and started his own band, ‘Heatwave’, which has been chalking up notable points for the past seven years.

The Heatwave Band has performed at the popular GT&T Jingles and Song Competition, and was always highly praised for its performances.

‘Bassie’ particularly acknowledged the support of HJTV’s Rawle Ferguson and Kerwyn Bollers who contributed positively in his career. He also applauded the efforts of Ansa

Mc Al’s Nigel Worrell, who always gave him support when he needed it.

This talented dude is grateful for the efforts of the folks at Vizion Sound Recordings, who have actually been managing the band for the past year.

Heatwave is the only band in Guyanese history to have enjoyed the privilege of having overseas artistes requesting that they play for them during performances in foreign lands.

‘Bassie’ is certainly an all-rounder, since he plays all the instruments in the band, but is really one of Guyana’s talented guitarists. He particularly mentioned that the Heatwave Band is the property of all the band members; even their very saucy female dancers.

He noted that it’s indeed a tedious task to manage a band of that magnitude, and is particularly elated at their success, despite severe criticisms of many who thought they could never attain the heights they have achieved today.

He showered praises on Vizion Sound’s CEO, Walter Fraser, who, he said, has paved the way for the band to become a hit in Jamaica. He also extended his gratitude to the American Embassy for making available their visas to allow them to perform in the USA. ‘Bassie’ is particularly grateful to Princess Ravon Hotel and Madon Enterprises, and Mr Paul Giddings whom he said have all helped the band greatly.

The Heatwave Band has produced dynamic artistes like Kross Kolor’s Tennicia Defrietas, dancehall sensation Jackie ‘Jazzy Jack’ Hanover, and GT&T Jingles and Song Competition finalist, Nickeisha Alexander who is doing quite well in Antigua.

‘Bassie’ has also helped to groom talented local singer, Calvin Burnette, who is certainly kicking up his heels musically.

‘Bassie’ wishes to advise other musicians to love and respect each other, since no one is perfect. He also calls on local musicians to develop the habit of being able to accept constructive criticisms with good grace.

butt and thighs are just perfect. And I certainly don’t blame them!

If you are one of those women who just hates another female because her butt and thighs are just gorgeous, you need to stop for a bit.

You too can acquire that by being sensible to have that regular workout; it will be a little gruelling at first, but, like they say, no pain, no gain.

WORKOUT DETAILS If you’re like me and love leg day, a workout like this one can be a great way to finish a strength training workout for the butt and thighs. Even if you don’t have time for an entire strength training routine, this fast and ferocious butt and thigh workout will have your lower body muscles screaming in less than five minutes.

You can use this workout as mentioned above (at the end of another longer routine, as a burnout round finale), or you can do it several times in a row, or even several times a day. This is a great option if you have a very busy work/life schedule, but hate missing out on some kind of physical activity in your day. Yes, it’s just five minutes, but five minutes is far superior to zero minutes.

And in the end, even this small amount of exercise can be enough to make slow and steady changes in your body, and vast, immediate changes in your mood.

As you can tell by my frequent breaks and complaining, I struggled my way through this butt and thigh workout. And, oh gosh! My legs were shaking! But you have to go on if you want success. Try and get right back into the exercise as

soon as you possibly can.

Take a deep breath, shake those legs out, and go right back into the interval.

Try to push yourself, and do the best you can to push through the burn, but also listen to your body; it’s a careful balance and takes some time to learn. But with practice, you will become familiar with your body’s signals and become comfortable knowing when it’s safe and necessary to keep pushing yourself, and when you should stop and respect your body’s messages.

USING THIS WORKOUT TO GET A ROUND, LIFTED, BIGGER BUTT You can use this workout to get a bigger butt and toned thighs in minimal time. Honestly, in terms of squats for a bigger butt, you will get far better results with this quick combination of squats

than you will with hundreds of repetitions of the same squats as found in the many “squat challenges” that are passed around Online. Adding weights will make this workout a lot harder and more effective.

HOW OFTEN CAN I DO THIS WORKOUT? You can do this workout 1-5 times through, and you can spread those rounds all throughout the day. We recommend keeping the number of days you do this routine

The synchronising with the original music revealed different nuances; it was a drop beat within the rhythms of a specific stanza. This was something new subtracted from the original. Now, with most of the musicians beginning to perform in both the jazz and blues, it allows the Blues to define itself and not to change its personality.

Around this time, Blues performers were now moving from the street corners and taverns to the lucrative ventures, including Theatres,

Tents, Barns and Assembly Halls. The Blues had become mass entertainment.

Talent scouts were sent on field trips to find and record promising Black musicians.

From Leadbelly (Huddie Leadbelly) in the 1920s to Robert Johnson, the best known of the Mississippi Delta Blues Singers wrote, “Terraplane Blues and Love in Vain” were two of his pieces that had good sales.

Women, on the other hand, took the Blues by storm. Ma Rainey came out of Columbus, Georgia. In the 1920s, she recorded extensively with Louis Armstrong and Coleman Hawkins. She was followed by a protege of hers, Bessie Smith, who stood out as the greatest of the classic Blues singers.

Smith was not only a singer; she was also instrumental in merging the Blues and the popular music of the day, the revolutionary

process still in full swing today. She recorded with the best in the trade; Louis Armstrong, Coleman Hawkins, Jack Teagarden. Most of the musicians who spoke of her ability, described her

“Beale Street Blues 1916.”

Immediately on the heels of the Blues came another part of the always extending genre. It was called “Ragtime”. Some commentators suggest that Ragtime rivalled

as having that Jazz quality.

Bessie Smith recorded several of W. C Handy’s music. Handy was probably the last of the great writers that were put out by the group, Tin Pan Alley. He was in several minstrels shows, while writing several classical Blues music like “Memphis Blues 1914” and

the Blues in importance, and possibly surpassed it in influence. The fluidity was the line between Ragtime and Jazz, and this lasted well into the era of swing music and big bands.

Scott Joplin was the father of “ragtime”. He was born in Texarkana, Texas in 1868; his father was Giles

Joplin, a former slave who played music and taught his son how to at a very tender age. Around 1880, Joplin moved to St Louis, where he worked as a soloist in salons and other night spots. After visiting the World Columbus Exposition in Chicago in 1893, he decided that he needed to return to school, where he studied harmony and composition at the George R Smith College for negroes. Around 1897, he wrote “Maple Rag”, which became the most famous ragtime composition of the day. So popular was “Maple Rag” that it became the very first piece of sheet music to sell over one million copies.

Irvin Berlin, the great lyricist, said that “Maple Rag captured the speed and snap of modern American Life.”

Joplin’s writings revealed the wide range of compositional techniques that this African-American composer

had mastered. In 1905 came Bethea, The Ragtime Dance 1906,The Pine Apple Rag 1908, Solace 1909, Stop Time Rag 1910. In 1903, a newspaper article said: “Joplin affirms that it is only a pasttime to compose syncopated music, and he yearns for more arduous work. His attitude, according to some people, borders on hostility at times to rag pianist who emphasise speed and showmanship at the expense of melodic beauty.”

The climax of Joplin’s writings was “Treemonisha”, an operatic piece that tapped the pre-rag roots of Black American Music.

Berbice cricket officials pay courtesy call on Minister Nicolette Henry SENIOR Berbice cricket official Anil Beharry joined an official delegation of the Rose Hall Town Youth and Sports Club in paying a courtesy call on Minister within the Ministry of Education with responsibility for Sports, Nicolette Henry, at her Main Street Georgetown Office.

Beharry and Secretary/CEO of the Rose Hall Town Youth and Sports Club, Hilbert Foster, discussed with the minister areas of cooperation to lift the standard of the game in the Ancient County.

Beharry informed the minister of the work of the BCB over the years, its present activities and plans for the future.

The former Berbice inter-county all-rounder discussed avenues of assistance from the Government of Guyana for the hosting of the 2016 BCB Independence Cup; a joint project with the Berbice Chamber of Commerce.

The BCB intends to make the tournament a memorable one, as it would be one of the main activities in Berbice for the historic National 50th Anniversary.

Foster, who successfully headed the Berbice Cricket Board for seven years (2008-2014), sought the help of the minister to assist less fortunate clubs in Berbice with cricket gear, especially cricket balls.

Foster informed the attentive minister that, apart from a handful of club, most of the others struggle to survive, and this is affecting their ability to properly prepare youths to fulfil their potential.

Minister Henry expressed her interest in the project, stating that she likes the idea of assisting clubs in Berbice.

Among clubs that would benefit if the project comes through are Berbice River, Whim, Kildonan, Courtland, Rose Hall Canje, Mount Sinai, Kennard Memorial and Fyrish. Other areas of possible cooperation were also discussed, including support for a three-day cricket tournament in Berbice.

Foster, in an invited comment, stated that despite resigning from the BCB for personal reasons, he remains committed to the development of Berbice cricket and is quite passionate about assisting other clubs to develop.

QC top Zone 1, Bishops’ take Zone 2 in field events

AS the North Georgetown Inter-School Championships continued with the field events at the YMCA g r o u n d o n We d n e s d a y, Queen’s College and Bishops’ High continued their winning ways, in zones one and two respectively.

QC ended with 476 points in zone one, a good lead ahead of Richard Ishmael Secondary, who gained 346 point., Chase Academy followed with 222 points, while Georgetown Technical Institute (GTI) ended with 129 points, and Mariam Academy 123 points.

By the end of the day’s activities, Bishops’ also held a considerable lead over in zone two. Bishops’ ended with 538 points, while almost 200 points away, St John’s College finished with 334 points. In the same zone, Christ Church had 244 points.

Each armed with an abundance of leading athletes, QC and Bishops’ racked up win after win as the day progressed.

schools will get the chance to see just who are best of the best when they come up against each other at the Inter-Zone Championships set for next Friday at the Police Sports Club ground, Eve Leary.

Temiecia Scott and Reneica Garraway ensure Bishops’ captured the first and second places in the Girls’ Under-16 discus throw. Scott had a best throw of 14.37m, while for Garraway it was 12.19m. Throwing a remarkable 16.80m in the Girls’ U-14 discus, Alizia Ash took the win for Bishops’. Christ Church picked up a second place from Tamirea Sahadeo’s 12.76m throw.

In the Girls’ Under-18 long jump, Christ Church’s Avon Samuels was not to be outdone.

Clearing 4.55m, Samuels put a stop to Bishops’ Serena Grandison’s bid for the win.

St John’s College got the opportunity to shine in the Boys’ Under-16 shot put thanks to James Osborne’s 8.95m throw which took the first

place.

However, most of the shot put wins went to Bishops’ who claimed first and second places in the Boys’ and Girls’ Under-18 and open category.

In zone one’s discus throw, QC’s Aldercy Peters was no match for Mariam’s Jahrier Young, whose toss sent the discus across 15.30m, Peters could manage only 14.03 in her best throw.

But QC more than made up for their loss in the discus by copping wins in the long jump competition. Ronnel Lord won the Boys’ Under-12, while on the distaff side Daneisha McIntosh took the win.

Virtyn Gibson (4.18m) and Kora Abrams (3.93m) ensured QC took the top two spots in the Girls’ Under-16 category, while Euclid Nedd (5.47m) gave the Boys’ Open win to QC. Competition in the North Georgetown Zone continues today with zone four track and field.

Sepp Blatter, Michel Platini and Jerome Valcke suspended

Sepp Blatter FIFA has provisionally suspended its president, Sepp Blatter, secretary general Jerome Valcke and vice-president Michel Platini for 90 days.

The punishments were handed out by the ethics committee of football’s world governing body, which is investigating the three over corruption allegations.

It also banned ex-FIFA vice-president Chung Mong-joon for six years.

Issa Hayatou, who heads Africa’s football confederation (CAF), will act as FIFA president during Blatter’s ban.

UEFA - European football’s governing body - gave Platini its “full confidence” and said it “saw no need” to replace its current president while he is suspended from all football duties.

Platini and Chung are still hoping to replace Blatter at the top of FIFA, when he steps down as president in February.

Hayatou, meanwhile, has issued a statement saying he will only serve on an interim basis and will not be standing for election.

Blatter, Platini and Valcke are banned from any football activity in the interim. They deny any wrongdoing.

A statement issued by Blatter’s lawyers said the president was “disappointed” the ethics committee had not followed its own code in allowing him an opportunity to be heard, and claimed the suspension was based on “a misunderstanding of the actions of the attorney general in Switzerland”.

It added: “President Blatter looks forward to the opportunity to present evidence that will demonstrate that he did not engage in any misconduct, criminal or otherwise.”

Former France midfielder Platini described the developments as “farcical”, with the allegations against him “astonishingly vague” and “based on mere semblances”.

Platini said he was driven by “staunch defiance”, more than “a sense of injustice or a desire for revenge”, to defend himself.

He said: “I refuse to believe this is a political decision taken in haste in order to taint a lifelong devotee of the game or crush my candidacy for the FIFA presidency.”

His ban - which can be appealed against, or even extended - means he will not be able to attend the Euro 2016 draw in Paris on December 12.

UEFA’s executive committee will hold an emergency meeting next Thursday, and called for a “very rapid final decision” from FIFA, but said it “stands fully behind” Platini.

The Football Association, which last week reiterated its support for Platini’s presidency bid, said it would “await the results” of FIFA’s inquiry and the Swiss investigation, while chairman Greg Dyke said the organisation would withdraw its support if Platini is found to have “behaved dishonestly”.

Chung said he was not surprised by his ban, but described it “as a most blatant miscarriage of justice”, adding that FIFA was “in total meltdown” and the investigation against him was “politically motivated” against his presidential campaign.

Britain’s FIFA vice-president David Gill has called for an emergency meeting of its executive committee following yesterday’s developments.

In the opening encounter, points leader Alpha ‘The Hammer’ United will do battle against the Guyana Defence Force (GDF) from 18:00hrs.

Alpha United, one of the three undefeated teams in the league (Pele and Slingerz FC are the others), will look to extend their lead while the GDF, who

had suffered a shock defeat (2-1) to the Georgetown Football Club (GFC), will certainly aim to rebound and show an improved performance.

Head coach Wayne ‘Wiggy’ Dover has said that the race is not for the swift, with his comments coming after his team were held to two draws, coming against Slingerz FC (0-0) and Pele (2-2), while his team rebounded to win their two subsequent matches in convincing fashion.

Against GFC, Alpha United were led by goals from Kithson Bain and Dwayne Lawrence, winning 2-0, and in the Fruta Conquerors match, Delon Lan-

ferman netted both goals (2-0).

However, there’s no love affair between the ‘Hammers’ and the Army.

The two are known as bitter rivals, and since coach Denzil Thompson’s men are coming off a shabby showing against GFC, the soldiers will be looking to regain their position in the top four.

Delroy Fraser, one of the top goalscorers in the league, along with brother Delwin, will lead a potent attack that also features midfield player Eusi Phillips and even captain and defender Selwyn Isaacs who is known for scoring goals.

GT&T pumps millions into rugby ... pledges $4.5M yearly for next three years

THE Guyana Telephone and Telegraph Company (GT&T) and Guyana Rugby Football Union (GRFU) signed a three-year Memorandum of Understanding (MOU) to aid in the development of local rugby.

A symbolic signing was done yesterday in the canteen of GT&T, even though it was disclosed that the deal was inked about two months earlier.

GT&T will be injecting G$4.5M yearly for the next three years to assist the GRFU with its calendar of local events, the domestic programme, and hosting an annual school tournament.

The company’s senior Marketing Executive, Anjanie Hackett, said the entity has always admired rugby players for taking on such a demanding sport, and GT&T is pleased to help promote the sport, at the national level.

“Over the years, we have facilitated GRFU as partners locally and internationally, and have since seen the sport develop so we believe with the signing of the MOU in three years athletes from Guyana will get better,” Hackett mentioned.

GRFU president Peter Green expressed heartfelt thanks to GT&T for embarking on this venture with the union, and pointed out their input will certainly assist them (GRFU) in pushing the sport forward.

Green said that many programmes designed to assist the sport over the years have suffered because they did not have the financial support, but now the union is pleased to have the opportunity to revisit those programmes.

He also told the small gathering that the expansion of rugby in Guyana to populate the players’ pool is on the cards. In closing, the elated GRFU boss said, “Without a doubt, this is the way forward!”

11th annual Hand-in-Hand 11-race cycle programme set for tomorrow THE 11th annual Handin-Hand 11-race cycle programme is set for tomorrow at the National Park’s inner circuit beginning at 09:00hrs.

Defending champion Orville Hinds of Team Gillette Evolution will be using this event to fine-tune for Sunday’s Mohamed Kadir’s ounce of gold race, which is billed for Sunday, as well as this month end’s `Ride for Life’ five-stage event, which is highly anticipated, since the event has taken on an interna-

tional flavour with riders coming from Colombia, Dominican Republic and Trinidad and Tobago.

This makes for interesting competition tomorrow, as most of the country’s top riders are expected to face the starter in what will be a thrilling event.

Recently, a number of local riders went on training and competitive sojourns in the United States and the Caribbean, and from all indications, they have been preparing for this weekend’s

two-day cycle programme which offers lucrative cash prizes.

While the `Ride for Life’ five-stage event is billed for this month end, (October 29 – November 1), this weekend’s event will give a clear indication of the Guyanese cyclists’ readiness for the gruelling four-day race (five-stage).

Orville Hinds, the winner of the Independence three-stage race, is the defending champion of the Hand-in-Hand main race - the testing 35-lap School Boys and Invitational.

He will face stiff competition from a large g ro u p o f r i d e r s w h o would be keen to prove themselves. Among them are the experienced

OVERSEAS-based cyclist Raynauth Jeffrey is favoured to cart off the top prize of one ounce of raw gold when the Flying Stars Cycling Club stages the fourth annual Kadir Memorial 80-mile road race on Sunday.

The event which is being organised by the Flying Stars Cycling Club is in honour of Kadir, who was an avid cycling enthusiast and who, during his lifetime, contributed to the sport.

This year’s activity, which commences at 07:30hrs from outside the former Ministry of Housing building on Homestretch Avenue at 07:30hrs, will see junior and senior cyclists travel to Dora on the Soesdyke/ Linden Highway, before returning to the place of origin for the finish, and the winner will be rewarded with one ounce of raw gold, compliments of the Kadir family.

The other top three finishers will share another few ounces of raw gold, along with trophies.

Eight prime prizes are also at stake.

The veterans, juveniles and ladies will also start at Homestretch Avenue, but will turn back at the first hill after Splashmin’s Fun Park, to end at the place of origin.

The defending champion of both the junior and senior categories is Linden’s Michael Anthony, who is no longer a junior, so this paves the way for a new junior champion. Anthony completed the 80-mile course in a time of three hours 19 minutes.

Like Anthony, last year’s winner of the juveniles category, Raphael Leung, is no longer a juvenile, having advanced in age, so, this means that a new juvenile champion will be crowned.

In the veterans’ Under-45 age group category, defending champion Junior Niles is tipped to retain his crown while Linden Blackman should beat last year’s Over-45 winner Eon `Dumb Boy’ Jackson.

2015 set for December 6 Even at this early stage some key sponsors have already pledged their commitment to Flex Night International 2015.

Prominent among those are: Southland International, Fitness Express, International Pharmaceutical Agency, Toucan Industries, Farfan and Mendes Ltd, Axe Apparel and Modern Grafix.

As the Flex Night date draws closer there will be further information about both new sponsors and international participants expected.
