$1B Lethem Industrial Estate project to be reviewed

By Tajeram Mohabir THE Lethem Industrial Estate project, which was scheduled for completion next year, is likely to be reviewed, with Minister of Business Dominic Gaskin contending that while the idea was a good one it was poorly conceived.

Actual work started on the $1 billion project in 2014, and to date, Phase 1, which included construction of a

main road and culverts, has been completed.

Phase 11 will see the building of a few cross streets, several more culverts and a fence for the facility.

The industrial estate has been listed as having three phases, and according to the minister, from all that he has seen, major weaknesses are evident.

“I have to be honest and say to you that I have not inherited a project that I

consider to be well conceived and properly thought out; and this is causing me some concern, because I believe that when you embark on a project of that magnitude - it is a billion dollar project - it needs to be well thought out because you don’t get a billion dollars passing round very often,” he said Before work began, the area where the estate now sits was an empty plot of land.

“I am not convinced that this particular project has benefited from best practices leading up to where we are now,” he said, pointing out that the concept of an industrial estate is not anything new and the one under construction does not appear to benefit from the experience, knowledge and expertise from the vast amount of information in the public domain.

“I am not sure that that knowledge, experience and expertise and modern thinking have even crossed the minds of those who conceived that

“I believe that if we see it as developing this country, and industries, we need to look at the latest in design, layout and development of industrial estates and try to apply some of that thinking to what we are doing. I would want to have this project reviewed, perhaps with a view to developing something that actually will serve the purpose that it was intended.”

Already, a considerable sum has been spent on the project and at this stage, Mr Gaskin said there will be no turning back. To date, some $180 million has been spent, and a considerable sum is still to be spent.

“I intend to ensure that our Guyanese taxpayers and Guyanese businesses get value for that money whenever it is spent,” the minister said, while pointing out that even with a review, he does not foresee any major delay in completion of the project.

Given that the area is not burdened by heavy traffic and workers do not have to remove power lines and pipes from other utilities, the building of the roads and culverts is less a complex operation, unlike if [it] were being done in Georgetown.

Teen mothers give birth to one-fifth of all babies born in Guyana - Study finds

TEEN mothers give birth to one-fifth of all babies born in Guyana, a study has shown.

This was disclosed by United Nations Children's Fund (UNICEF) Country Representative for Guyana and Suriname, Marianne Flach, during a presentation at the Annual General Meeting of the Guyana Responsible Parenthood Association (GRPA) on Friday evening at Cara Lodge in Quamina Street, Georgetown.

Flach said the 2014 study indicates that 15 per cent of adolescent girls aged 15-19 have begun child bearing, and approximately 12 per cent of adolescent girls have had sex before the age of 15. Moreover, 62 per cent of adolescents aged 15-19 have unmet contraception needs.

According to the World Population Report, in 2013, Guyana had the second highest rate of adolescent pregnancy in both the Caribbean and South America, with 97 out of every 1000 girls between the ages of 15 and 19 giving birth.

In the Caribbean, Flach said, the rate of adolescent pregnancy is much higher than the growth average for countries in the most developed and less developed regions.

She said the Caribbean C o m m i s s i o n o n Yo u t h Development highlights adolescent pregnancy as a major cost to Caribbean countries, amounting to two per cent of GDP when health care and lost opportunity costs are taken into account.

Flach added that girls are most likely to experience

unwanted pregnancies under circumstances of social exclusion, poverty, marginalisation, and gender inequality; and they are unable to fully enjoy or exercise their basic human rights, access health care, schooling, information, services, and economic opportunities.

In addition, the absence of age-appropriate reproductive health education, including sexuality education for in- and out-of-school children, leaves teens making uninformed, and often risky, decisions.

Most teen pregnancies, Flach said, result in girls dropping out of school, putting them at a disadvantage and leaving them vulnerable.

“Also, [a] young girl who become(s) pregnant below the age of 16 [is] considered highrisk, which means that she can develop complications during

pregnancy, which increases the risks of disabilities and deaths for her and her baby, because her body is not fully developed and not yet prepared for pregnancy and child birth.”

In addition, the UNICEF Rep further noted, such a situation is a case of sexual abuse, since the age of consent is 16 years.

In 2012, she said, a study of teenaged mothers who attended the obstetrics clinic at the Georgetown Public Hospital found that teen mothers were inadequately informed about sexual and reproductive health, including contraception, which places them at a significant risk of rapid, unintended repeat pregnancies and of contracting sexually transmitted diseases (STI).

Emphasising that physical, sexual and violent abuse are also contributing factors, Flach explained that there is an unacceptably high instance of rape and sexual coercion amongst young girls. She said that part of the problem deals with issues of gender-based inequalities when it comes to responsibility and power in relationships, and this undermines the fundamental sexual and reproductive rights of these girls.

“We cannot choose to ignore teen pregnancy, or confine it to a social or economic cultural issue,” she said.

“We must also avoid blaming young mothers, and instead look for ways that ensure that they have the support they need to complete their education and ensure that they and their babies can

live healthy lives and achieve their full potential,” Flach asserted.

“When we address the issue of adolescent pregnancy, we also contribute to the improvement of maternal and child health, and to an increase in the number of girls completing their education, resulting in increased economic productivity.”

As such, she suggested, adolescents should have access to age-appropriate accurate information as well as quality sexual and reproductive health services and commodities, and that these critical health services be accessed without judgment and discrimination.

UNICEF, she said, is supporting programmes with the Ministry of Education to ensure that all adolescents have age-appropriate, genderculturally-sensitive and comprehensive life skillsbased sexuality information at all levels of the education

system.

Meanwhile, Minister of Public Health Dr George Norton, said that teenage pregnancy has escalated into a global crisis, with more than seven million teenaged girls in poor countries giving birth before the age of 18 years.

He said girls under the age of 15 have accounted for over two million of the 7.3 million girls that are impregnated each year, and the current trends remain.

“It is estimated that there will be an upsurge of adolescent births among girls under 15, swelling to 3 million a year in the year 2030,” he said.

Also at the event were GRPA Executive Director, Patricia SheerattanBisnauth; GRPA President Dr. Karen Boyle, and students among special invitees. Special presentations to underscore the impact of teen pregnancy were also done by Keisha Bacchus and Vidiamatie Persaud.

Oppose Taiwan independence, China’s Xi says at historic meeting (Reuters) CHINA and Taiwan must not let proponents of Taiwan’s independence split them, China’s President Xi Jinping told Taiwan’s president on Saturday at the first meeting between leaders of the two sides since China’s civil war ended in 1949.

Ma Ying-jeou, president of self-ruled, democratic Taiwan, where anti-Beijing sentiment has been rising ahead of elections, called for mutual respect for each other’s

systems and said Taiwan’s people were concerned about mainland missiles pointing their way.

The talks, at a luxury hotel in the neutral venue of

Singapore, lasted less than an hour but were heavy with symbolism.

The two leaders shook hands and smiled in front of a mass of journalists when they met, with Xi wearing a red tie, the color of the Communist Party, and Ma a blue one, the color of his Nationalist Party.

Moving into a meeting room, Xi, speaking first and sitting opposite Ma, said Chinese people on the two sides of the Taiwan Strait had the ability and wisdom to solve their own problems.

In response, Ma said he was determined to promote peace across the Taiwan Strait and that relations should be based on sincerity, wisdom and patience.

Ma also asked Xi indirectly to respect Taiwan’s democracy.

“Both sides should respect each other’s values and way of life to ensure mutual benefit and a win-win situation across the straits,” he said.

The U.S. State Department said the meeting was part of an “historic improvement” in relations between Taiwan and China and called for further progress “toward building ties, reducing tensions and promoting stability.”

China’s Nationalists, also known as the Kuomintang (KMT), retreated to Taiwan after losing the civil war to the Communists, who are

still in charge in Beijing.

The mainland has never renounced the use of force to bring what it considers a breakaway province under its control.

Speaking to reporters after the talks, Ma said he hoped Xi could pay attention to China’s missile deployment - the island has long fretted about batteries pointed its way - to which Xi replied that was not an issue about Taiwan, he said.

“I at least raised the issue, and told him that the Taiwanese people have questions and concerns about it, and hope he will treat it with importance,” Ma said.

Zhang Zhijun, the head of China’s Taiwan Affairs Office, said Xi told Ma that the biggest threat to the peaceful development of relations was pro-independence forces.

“The compatriots on both sides should unite and firmly oppose it,” Zhang said.

Asked why locals were being enticed to go to fight for ISIS, Baksh said: “Ask them that. I don’t know what prompts them.” He added that the Government must deal with the situation by holding talks with Muslim groups.

Meanwhile, president of the Trinidad Muslim League, Dr Nasser Mustapha, said he did not recognise any of the fighters. He said it was not true that Islam was being restricted in T&T. “Over the years

we have enjoyed religious freedom and freedom to worship. We have established schools and we teach children from other religions. We have more rights and freedoms than many of the Muslim countries where people cannot speak out,” he said.

He also said when he first heard people were going to ISIS he was skeptical.

Now that he had seen proof of the fighters in the Middle East, Mustapha said it was time for Government to intervene. He said children must be taught not to accept ISIS ideology.

“The Government needs to address this issue at the level of the school and the media,” he added. Mustapha also said it was possible people with limited education and weak family ties was being encouraged by ISIS. “These people with weak spiritual development can be easily influenced. I think Muslims who have knowledge of the religion, strong family ties and a stable position in society will not be enticed by ISIS,” Mustapha said.

TML’s secretary Azid Ali had a message for his Muslim family. “My message to Muslim community is think hard about what you are doing. Search your conscience and do research and reading.

SUGAR OR STRIKE? THE Government of Guyana issued a statement on Friday urging sugar workers to partner with it to help put the almost crippled industry on its feet. No one denies that sugar forms the core of the Guyana being -- from slavery though indentureship, and from plantocracy to nationalisation.

Though considered “bitter,” sugar has been a major pillar of the Guyana economy, and has garnered critical foreign currency from export earnings.

The task of sugar workers has been daunting, as much of the field work is back-breaking and arduous.

Yet, for almost two centuries, our workers persevered and made great advances in securing safer working conditions and better pay.

However, in the past two decades, the fortune of sugar has taken a dip with the reduction by over one-third of the preferential price of sugar on the European Union market. If that were alone a major blow, the dramatic and consistent drop in production has compounded Guyana’s misery.

Production fell from an average 320,000 tonnes between 2002 and 2004 to below 250,000 tons. In 2003, production fell to its lowest since 1940, with only 186,000 tonnes being produced.

At the same time, due to several factors including incompetence and political interference, the industry’s cost of production rose much higher than the market price for sugar, totalling over $50B in losses between 2010 and 2014. At the same time, keeping workers on the payroll was costing more, as the cost rose from $14.5B in 2010 to $20.5B in 2014, an increase of $6.3B or 43%.

In order to meet these costs, government was forced to divert sizeable sums of taxpayers’ money to bail the industry out and prevent collapse that would bring ruin to the 16,000-plus sugar workers.

It can be argued that the problems facing the sugar industry have been inherited from the previous administration. The “Turnaround Plan” “Business Plan” “The Way Forward” gave no answer for the decline. Sugar was in deep trouble by the time the coalition government took office in May, 2015. Its priority attention was how to save the jobs of sugar workers and breathe life into the dying industry.

Initially, the new government threw out a bail-out package amounting to $12B for this year, and may be ready to extend a similar life-line next year.

However, the key to further bail-outs is production.

Already, the industry is achieving set weekly targets for the first time in many years. It is in this context that we view as highly reckless and anti-worker the agitation by GAWU for a nationwide strike in the sugar industry.

The GAWU is part of the opposition, which has resolved to remove this government before its full five-year term. So a strike now would be seen as furtherance of this agenda, even if it would add to the woes of sugar workers by not giving them an

The Guyana Prize comes of age AFTER three decades of its existence, the Guyana Prize for Literature has ‘come of age’. As part of its ‘rites de passage’ the Prize has undergone the surgical process of circumcision.

The name of its founder, President Hugh Desmond Hoyte, is not even mentioned once on the Prize’s Website. This barbaric act of circumcision performed by the management committee is nothing short of intellectual dishonesty, and is a total disrespect of the founder of the Prize. The management committee has managed to demote the founder and promote itself.

It celebrates the victors, but not the visionary. Thus, in all its documentation, the committee observes the year 1987 as the genesis of the award. This is the year when the first awards were actually handed out to the victors.

The fact is that the founder articulated his vision of the Prize in very precise terms, and announced it a full year earlier, in August 1986. It therefore means that the 30th anniversary of the Prize will be August 2016.

A whole generation has grown up since the an-

nouncement of this prestigious Prize. This is the ‘Guyana Prize Generation’.

Many critics of the Prize have advocated its disbanding, stating that it has not achieved its objectives -- to recognise Guyanese writers at home and abroad and to stimulate creative writing.

Well, I believe that it has not only done that brilliantly, it has also served as the single most successful institution in Guyana to embrace the elusive Guyanese dream of unity in diversity.

A perusal of the winners since the inaugural conferment of the Prize in 1987 would reveal what Sir Shridath Ramphal describes as a ‘rainbow people’. Every ethnic group in Guyana is adequately represented among the Guyana Prize Laureates.

Of the 30-plus Laureates, one-third are ethnically diverse women; namely Beryl Gilroy, Denise Harris, Maggie Harris, Pauline Melville, Paloma Mohamed, Grace Nichols, Elly Niland, Rhyaan Shaw, Janice Shinebourne and Myriam Chancy.

The diversity is even more pronounced among male winners and shortlisted entries. Through the works

of our laureates, millions of students in Europe, North America, the Caribbean and farther afield have been influenced directly or indirectly in thought, word or deed. Several Guyana Prize books are required reading in colleges and universities around the world.

That is the measure of the Guyana Prize. Its creation was a noble act; birthed in the midst of adversity, when Guyana was undergoing an Economic Recovery Programme. That is why it will last.

I must, however, agree with Mr. Lennox Cornette that the Prize ‘has reached its nadir’ under the present Management Committee (Stabroek News, Nov. 3). I believe it is time to rebrand the Prize. In the process of rebranding, the Visionary of the Prize should be elevated to his pride of place among the ‘Guyana Prize generation’. This would be a noble act which should not generate any controversy among Guyanese, for indeed, Desmond Hoyte should be regarded as Guyana’s ‘Alfred Nobel’, founder of the world’s greatest Prize, the Nobel

Peace Prize and the Nobel Laureates.

The present management committee should be dissolved and be transformed from being just the ‘Caretaker of the Prize’. Caretakers become possessive over time and claim squatters’ rights. A new institution should evolve, ‘The Desmond Hoyte Literary Academy’.

This prestigious Academy would attract international attention with support from a solid faculty of Guyana Prize Laureates. Each laureate could be asked to serve as Guyana Prize Laureate-in-Residence for specific periods during the year. The spin-off would be priceless.

Local aspiring writers and artists will benefit directly from sitting at the feet of the masters, and writers’ workshops would flourish at all levels. The Academy would raise the international profile of the University of Guyana, and serve as the repository not only for Guyana Prize works, but for works by all national, regional and international thinkers and scholars.

The other side of operations at Ogle International airport WE ARE a group of six smaller aircraft operators operating aircraft on domestic routes, and based at Ogle International Airport.

We have, for some time, adopted an amicable approach to resolving the myriad of serious and vexing issues we face on a daily basis with Ogle Airport Inc., the company running the airport.

Much to our dismay, we saw, on November 6, 2015, an article in Stabroek Business which seeks to canonise the management of Ogle International Airport by the Correia Group. This, in our opinion, is an obscene and covert attempt by the Ogle Airport Inc. Board Chairman to monopolise public opinion in the face of an eruption of the unbearable discontent which is rife at the airport.

Ogle Airport, while improving its regulatory compliance and infrastructure in the past decade, is in fact an anti-competitive and oppressive business environment.

The establishment of an aviation operation requires large amounts of capital, and the operating environment definitely contributes to the success or failure of the enterprise.

Ogle Airport has: * refused to allow cargo transport operations using the main terminal (although foreign operators, including LIAT, are allowed to do so). The Airport Management actually strongly suggested that we use the Cheddi Jagan Int’l Airport for our cargo operations, thereby adding cost opportunity to put bread on their families’ tables for the holiday season.

This is not a time for strikes. It is a time to produce every ounce of sugar, and to cash in on the available market whilst the industry grapples with the ways and means of becoming viable in the long term. It has been said that sugar is too big to fail; but it should never be said that, when sugar came to the crossroads, the workers did nothing to make it succeed.

Considering that the aforementioned issues are serious, imagine how difficult the operating environment is when compounded with anti-competitive issues by Ogle Airport Inc. management, led by the Correia Group.

The Correia Group controls the airport as a creature of its business, and has: * increased the cost of fuel * delayed the delivery of fuel to our aircraft * monopolised ground handling and other services * arbitrarily terminated tenancy contracts with the aim of forcing us out.

This translates to a wholly hostile, difficult, and aggressive management system set up by the Correia Group to manage the day-to-day operations of the airport. This system is being used to unleash an attempt to regulate and rule our daily commercial operations in a most anti-competitive and oppressive manner.

We have now joined in unity and are now part of 9 operators out of 10 that are disenfranchised by the actions of the Correia Group and their agents, who manage and regulate the airport.

We therefore urgently call on the government to intervene, investigate, and regularise this airport for the benefit of all of its stakeholders.

Mother of seven killed in Mahaicony accident

By Leroy Smith A MOTHER of seven children, all girls, was killed Saturday evening and several other persons were injured in an accident at Mahaicony, East Coast Demerara.

Dead is Irene Ramsey. She was standing with at least three other persons on the roadside when a car ploughed into them.

The Guyana Chronicle understands that Ramsey and the others had just left a friend’s 50th birthday party.

Eyewitnesses said a car was heading east along the Mahaicony main road, while another was heading in the opposite direction when the accident took place.

Eyewitnesses said that due to an “uneven” bridge in the area, the car which was heading west used the lane on the other aide to avoid the uneven section of the bridge.

At the same time, the car which was heading east and reportedly being driven at a fast rate, experienced a tyre blow- out and slammed into the other car, which then slammed into Ramsey and the other persons who were waiting for transportation.

The eyewitnesses related that the driver of the other car attempted to flee the scene, but was hampered by the blown- out tyre which caused the police and persons from the area to catch up with him.

One man said that moments before the accident, he offered the now dead woman a ride, but she refused because there were two men inside the vehicle.

After the accident, the victims were rushed to the Mahaicony Hospital and those who were injured were later transferred to the Georgetown Hospital after being stabilised at the Mahaicony Hospital.

Up to late Saturday evening the police had only one of the drivers in their custody and a breathlyzer test was administered to him, while the other driver was receiving medical attention.

Cheryl Miles goes to Caracas with ‘open, imaginative’ mind

HERYL Miles, one of Guyana’s most respected diplomats, is set to take up her post as Ambassador to Venezuela with President Nicolas Maduro finally granting agreement for her to do so.

With the experience of a diplomatic career spanning three and a half decades and virtues such as patience and fearlessness learnt by babysitting her grandchildren, Miles is aware that she will need all the “tools” she can muster to take up what could easily be described as the toughest diplomatic posting at this time.

She is about to sit in the capital of a country whose government continues to flaunt a brazen claim to Guyana’s territory, so this outing to Venezuela will be nothing like the one she experienced when she sat as Ambassador to Venezuela from 1985-1992.

“It is certainly a challenge when countries are far apart in their views and when a neighbouring country, Venezuela, in fact, is presently taking actions which Guyana finds hard to comprehend,” Miles said of her new assignment.

While she has recognised that the border controversy overshadows everything in the way of normal bilateral relations with Venezuela, Miles sees merit in pushing for any good that could come of the relationship at this time.

“The question is to see where linkages can be formed; to have an open mind, and to have an imaginative mind to see what can come out of this challenging situation.”

In an exclusive interview with the Guyana Chronicle, she spoke of being surprised by the offer from Foreign Affairs Minister Carl Greenidge to return to the Foreign Service.

Miles is the first ambassador to be named by the coalition government which took office after the May 11 elections.

In 2008, she returned to Guyana after a nine-year stint as Ambassador to Brazil, but the then Bharrat Jagdeo administration chose to discontinue her service, and so she left, parting amicably with the government and ending 34 years of service to the profession. She moved to the United States, and apart from babysitting her grandchildren, she did work as a consultant.

When Miles began her first post in 1974, serving then at the Guyana High Commission in London, she was at the time considered one of the country’s youngest diplomats, and now,

her return at age 70, will make her one of the oldest.

It took a couple of weeks talking with her family – many of whom greeted news of her return to the Foreign Service with shock – before she said yes, considering the assignment a privilege and a “national service.”

But her posting to Caracas would be delayed.

President Maduro, upset at statements by Guyana’s Foreign Minister against the stubborn territorial claim by Venezuela, decided to put the approval process on hold.

It was only after he took part in a meeting between President David Granger and the UN Secretary-General Ban Ki-moon in New York last September, that Maduro agreed to accredit Miles.

And so she is expected to present her credentials before the end of this month.

Having served as Head of the Frontiers Division of the Ministry of Foreign Affairs, Ambassador to Venezuela and Director General of the Foreign Affairs Ministry, Miles is well aware of Guyana’s position when it comes to Venezuela’s territorial claim, so she is not oblivious to the task ahead at this “challenging time.”

“It is necessary to be on the ground,” Miles said, as she looks to her new role.

She is aware that patience will be required.

“Some things take some time before they can come to a proper solution,” she said, referring to the old adage that says you can change your friends but you can’t change your neighbours.

President Granger has made it clear that there is no use in continuing the decades of negotiations to resolve the border controversy; there must be a legal ruling on Venezuela’s assertion that the 1899 arbitral award which defined the countries’ borders is null and void.

Miles is hoping that her range of experience in South America would help her navigate the difficult Caracas assignment.

While serving as Ambassador to Brazil from 1999-2008, she also had non-resident accreditation to Argentina, Bolivia, Peru and Uruguay.

She was part of the group of Ambassadors who worked on the treaty towards establishing the Union of South American nations; and she is also counting on that level of friendliness in the Region to make her new assignment work.

“I expect that there is a certain friendliness [and] respect in the Region which underlies everything that goes on, even though it might not appear so,” she asserted, comparing the situation to a family that has “all kinds of disputes and grouses, but there is still a connection.”

She said that there are a number of issues on the development agenda with Venezuela that have been dormant for a long time and that, in time, the re-establishment of a joint commission could help to re-examine those issues and put forward new ideas.

“I feel confident we can develop linkages,” she said, referring to linkages to assist with a programme of functional cooperation, including trade and investment, education and cultural exchanges.

HINDS’SIGHT

Dr David Hinds LAST week, I lamented the fact that the PPP is doing its best to ensure that the conditions for a national government of all the political forces in the country does not materialise. I premised my conclusion on the view that the PPP is steeped, perhaps inexorably so, in the belief that governing Guyana is its divine right, or what I call manifest destiny.

Dr Henry Jeffery also believes that what he calls the politics of dominance is very much part of the PPP’s political DNA. As one who has studied the PPP as a scholar, and has spent two decades in its ranks, his views on the matter should be taken seriously.

The belief in political power as a divine right is seriously dangerous in any political economy, but it is even more dangerous in an ethnically plural environment such as Guyana’s. This instinct within the PPP is not new; observers had identified it as early as the 1950s. But one may argue that it was checked over the years by Dr Jagan’s overpowering influence. The crucial point here is that while Dr Jagan may have contained it, he never stamped it out.

That is why its ascendancy after the party’s return to power in 1992 was so swift, even while Dr Jagan was still alive. After he died in 1997, it quickly exploded and consumed some old and trusted comrades.

The destruction to the country’s political, economic and social fabric which it facilitated will take a long time to repair.

The normativeness of this instinct for dominance in the PPP’s collective outlook is borne out by the fact that the loss of two elections and eventually political office has not diminished it. In fact, it has been reinforced. Last week, I alluded to the fact that the PPP, through its covert and overt actions, has clearly signalled that its singular objective is to return to the seat of power. It has no interest in the country’s development, in powersharing and in cooperation with the current government.

It is not too early to conclude that the PPP simply cannot

When political persons and organisations are so consumed by power, they are often blind and deaf, literally and intellectually, to the dire consequences of their insatiable appetite for dominance. The PPP is well known for flaunting its narrative of the PNC’s 28 years of evil. Over a period of time, the party has come to believe that narrative, and has been relatively successful in planting it as the ultimate truth among the Indian-Guyanese masses.

That has had a damaging effect on the Indian-Guyanese political psyche, including the stultification of self-criticism.

As Freddie Kissoon contends, that is one of the discernable differences between the socalled African and IndianGuyanese intellectual classes.

When the instinct of selfcriticism is suppressed, the community loses an essential part of its soul. Maybe that is what Dr. Baytoram Ramharack is mourning in his most recent intervention about the condition of the IndianGuyanese Intellectual Class.

What I will say next needs a bit of contextualising, especially for younger readers.

I have never been a member of the PNC. In fact, I was part of a group that put our bodies and minds on the line to fight and remove the PNC from office. I am still critical of some aspects of the PNC’s politics. I still hold the PNC responsible for the assassination of the peerless Dr. Walter Rodney, and view the hasty closing of the recent Rodney Commission of Inquiry by the APNU+AFC government as disrespectful to Rodney’s family, his comrades and the Guyanese people. For me, it was another assassination of one who is by far the most respected and talented personage to have emerged from our Guyana during the second half of the 20th century.

And I firmly believe that while all the partners in the coalition, including the WPA, must bear responsibility for this travesty, if the PNC had wanted the CoI to continue, it would have continued.

Now back to the PPP’s

manifest destiny. There has been another deadly consequence of the PPP’s instinct for dominance. I am contending that the very “evil” that the PPP trumpets about is partly a consequence of its own instinct for dominance. The PPP’s open and sometimes vulgar claim to absolute power developed among African-Guyanese a counter-force born of a real fear of being dominated.

This fear of domination in turn encouraged a politics of counter-domination. It is in that context that one must partly see the evolution of the PNC’s authoritarianism during its 28 years in office.

This is not to excuse the PNC leadership from their own deliberate authoritarian interventions, some of which I am sure would have occurred even if there was not the PPP’s manifest destiny to contend with. But it is dishonest to ignore the centrality of the African-Guyanese fear of domination to the PNC’s authoritarian governance.

Critically, the PNC, for the last 30 years, has been confronting and dealing with its own political demons.

Some, including myself, have sometimes carelessly explained Guyana’s politics via the “twin-evil” thesis that the PPP and the PNC are two sides of the same coin. Although I concede some degree of justification for holding to that thesis, the evidence of our recent history must force us to re-examine it. While the PNC, starting with the Hoyte leadership and extending through the Corbin era to the now Granger phenomenon, has been grappling with its past -- sometimes clumsily but nevertheless engaging -- the same cannot be said for the PPP. In fact, the PPP, during this same period, has gone in the opposite direction. It has, in word and deed, deteriorated to the ugliest regime in the post-colonial Anglophone Caribbean.

Today the PNC shares power with others, and has invited the PPP to be part of that sharing. To those who still hold the view that the PNC should apologise, I ask what better apology is needed than

this embrace of National Unity.

In contrast, the PPP scornfully turns its back on National Unity. If there was any doubt about where the PPP stands, just listen to Donald Ramotar and the PPP on the matter of the Red House issue. They have said, without a hint of concern for the consequences of their statement, that Burnham and Hoyte are not fit to be in the same house with Jagan. For them, Jagan fits into the company of Jagdeo, but not Hoyte and Burnham.

What separates them? What sins have the Burnham-Hoyte governments committed that the Jagdeo-Ramotar governments have not? Yet the latter are

welcomed into the house of humanity and the former are otherised. What makes Dr. Jagan a qualitatively better politician and human being than Burnham and/or Hoyte?

Why are some more worthy than others? “Let them find another place for Hoyte and Burnham,” the PPP bellows.

The fear of contamination is hardly disguised.

In our fragile ethnic reality, the history of systemic otherisation of the darkest among us should always temper our political outbursts.

Clearly, the PPP cares not about the deep feelings of that group. Hoyte and Burnham are part of our collective space,

with all of its splendour and failings. Even the descendants of segregation found a place for Dr. Martin Luther King Jr on their hallowed Mall. Some say I see race in everything.

I say, “I am not blind.” I am very sure that this is not my last word on this issue.

LEADERSHIP HAS TO CHANGE

N THE past, GuySuCo operated as a country within a country, and thus most Guyanese outside of the sugar belt paid little notice to the internal affairs of that corporation, until it started drawing billions of dollars from the Treasury. Now that it is under the microscope, GuySuCo must shape-up on the little but very important things, such as its regulatory filings. GuySuCo is expected to be more transparent and accountable in how it spends taxpayers’ money.

I was advised that the last Annual Report for GuySuCo laid in the National Assembly, where the people’s representatives do the people’s business, was for the year 2009. So let me get this right: you took over G$23 billion of my money, plus I am the 100 percent owner of all of the shares in the company, but you cannot tell me in the National Assembly how you are running my company and spending my money? This nonsense has to stop!

GuySuCo was incorporated in 1976, and exists today under the Companies Act 1991. Under the Companies Act (Article 346), every government company is, by law, obligated to “submit to the National Assembly, not later than nine (9) months after the calendar year”, the auditor’s report. If GuySuCo was following the rule of law, then the 2014 Auditor’s Report ought to have been laid in the National Assembly. GuySuCo has not been following the rule of law! And the 2013, 2012, 2011 and 2010 reports have not been laid. Now let me be clear: I am not blaming the current minister, Mr. Holder, since he inherited this mess from former minister Ramsammy; but in management, we know that the monkey is now on Minister Holder’s back,

and he has to own the process now to get this off his back.

To compound the eye pass for the National Assembly, I have been advised that the Office of the Auditor General has signed off on the auditor’s report for 2010, 2011 and 2012, so there is no excuse for lack of progress on this issue.

How can such a large company with so many thousands of employees be so uninterested in following best corporate governance practices?

It is imperative that Minister Holder demand, yes demand, that GuySuCo get its house in order on this most elementary but fundamental act of corporate compliance.

Someone in that company should be held accountable for this gross violation of the law and disrespect for the Guyanese people, especially when you have taken tens of billions of their money that could have been utilised paying teachers and nurses better wages. Such delinquency in corporate governance without a public explanation reflects an attitude of having no respect for the subject minister, the National Assembly, or the people of Guyana.

Now this SWOT Analysis CO-GENERATION PLANT The cogeneration plant fits directly into the operations of GuySuCo because of bagasse. It is cost efficient to use this waste product from the sugar mills to produce agroenergy and sell the excess power to GPL. So this is a great idea that should be expanded upon. So selling the Skeldon co-generation plant to GPL during the PPP term was an extremely poor idea.

As production and efficiency increase in the industry, there will be plenty of opportunities for GuySuCo to make valuable, new income from selling electricity to GPL. However, before this all makes sense, reducing the moisture content in the bagasse is mandatory before it can be transferred to the cogeneration plant to make top dollars for the industry.

Secondly, GuySuCo has to make its trash-recovery process more efficient, using greater technology. This will help to supplement the bagasse as fuel in the cogeneration plant without hindering the operations of the sugar mills.

This trash-recovery strategy will definitely increase the volume of electricity sold to GPL, thereby expanding GuySuCo’s income stream.

In India, there is a new sugar mill design called the Compact Multi Roller (CMR) design, which consumes 30 percent less power compared to conventional mills.

Much-improved mill extraction levels and a much lower moisture level in the bagasse are direct outcomes from using this technology. This is something that GuySuCo should seriously investigate, since it can offer tremendous benefits on account of the potential to substantially reduce the moisture level in the bagasse. Further, in India, it has been proven that the cost of adjustments to the mill using the CMR mill designs can be covered easily within two grinding seasons from the enhanced revenue, as a result of the greater efficiencies in the factory.

I strongly suggest that government asks the Indians to consider sending a few engineers to analyse this entire situation in conjunction with our local experts in the industry.

PACKAGING PLANTS GuySuCo owns two packaging plants -- a much smaller facility at Blairmont, with an annual capacity of 8,000 tonnes and the more modern facility at Enmore that was launched in 2011. The Enmore facility was rated at an annual capacity of 40,000 tonnes, but was reported to be capable of an annual production of only some 32,000 tonnes. These facilities are capable of producing Demerara Gold in 0.5 kg, 1kg, 5kg and 10kg packets, and even the 5g single-serve sachets.

In 2007, Blairmont produced 7,000 tonnes of packaged sugar. In that year, the demand for the product far outstripped the supply. Especially popular in the tourist destinations around the Caribbean was the Demerara Gold 5g single-serve sachet, which provided the greatest unit sale price compared to all other sugar exports. To give you an idea, Guyana can easily earn US$0.01 per 5g singleserve sachet exported, which translates into US$0.91 per pound. Compare that to the current export value earned for bulk sugar of approximately US$0.18 per pound. This comparison clearly establishes a solid business case for packaging over the exportation of raw bulk sugar.

GuySuCo needs to explain why, in 2014, it had not fulfilled its potential and exported 40,000 tonnes of packaged sugar in all sizes, from 5g single-served sachets to the 10kg packets. In the United States, the ratio between bulk sugar sales and packaged sugar sales is 70:30. Why could we not have at least achieved a level of 20 percent packaged sugar sales from our production? These are the things that ought to come out of the Commission of Inquiry report (CoI), and it is hoped that the report clearly outlines the solutions on how to fix these challenges.

Paramakatoi women aim for self-sufficiency - Skills-training project helping

ELVERA Mark clutches her sleeping one-year-old child, who is harnessed in a sling; she also holds his older brother and an umbrella in her hands while carrying a backpack.

She hurries down the pathway from the clinic near the airstrip in Paramakatoi. Reaching early afternoon classes means that she must finish all her chores, all the cooking and find someone to look after her children. But this period in her life is the best in years.

“I feel I have a chance to turn my life around, things were not going well before this,” Elvera said while working a sewing machine at the Paramakatoi Multipurpose Hall later that day.

After four years of no income, she is now learning an allimportant skill.

The 25-year-old, is one of 26 persons granted a second chance in a new programme, the Hinterland Employment Youth Service (HEYS) project, which was launched in the Region 8 village early last month by Minister within the Ministry of Indigenous People’s Affairs Valerie Garrido Lowe.

The project, which will target approximately 20 young people (ages 16-35) in each indigenous village, was introduced in Paramakatoi with some persons coming from nearby areas: Mountain Foot and Bamboo Creek. Other villages will get their opportunities in the coming months.

There are several programmes that the villages can choose,

but each will be required to do Mathematics and English (in the hope of some participants furthering their studies). The one-year project aims to give the recipients much-needed skills. Each month the students will also receive a stipend of $30,000; $20,000 however will be paid, while $10,000 will go towards a savings account which will then be given to them at the end of the programme.

The one-year programme has two phases: six months of classroom and skills-training and the other six months, practicals, which will see students being attached to various entities in their villages and possibly even the regional office.

Young entrepreneurs will also get a chance to pitch their business start-up ideas.

It’s possible for the participants to get a grant from the government to establish a business after they will have completed the programme.

Minister Lowe, who re-visited the area recently, pointed out that the main objective of the programme is to give those participants a second chance. She told persons taking part in the course: “This programme is geared to empower each and every one of you. As minister I’m very passionate about young people becoming self-sufficient, and I’m also very passionate about people getting second chances.”

She explained that keeping $10, 000 from their stipend every month was to promote their ability to save money (a

key component of their entrepreneurship studies class).

The minister was extremely impressed with the direction of the programme and the improvement of the participants.

She was elated that the girls were not just able to stitch, but that they were already sewing clothes.

Seasoned sewing teacher Shiv Mangal has led the group well; he pointed out that he is teaching garment construction.

“They are learning to sew shirts, pants, uniforms, dresses and mosquito nets.”

Along with sewing and the compulsory Mathematics and English classes, students in Paramakatoi are also being taught joinery, tourism and hospitality, entrepreneurship studies and lifeskills.

Both Minister Lowe and Minister of Indigenous People’s Affairs Sydney Allicock have been pushing community-based tourism in the villages as they aim to make the hinterland self-sufficient.

For Elvera and the other participants at Paramakatoi, the programme is more than a second chance. It’s a programme of hope. Most of the students did badly at the CSEC level and were left without an option. Some did not have the opportunity to write the exams.

Seventeen year-old Velma Sandwell explained it best: “I want to be someone better, I want to become someone and I feel that this programme can help me.”

Abusive father hangs self in lockups

THIRTY-eight- year- old Sham Harrinauth of 41 East Ruimveldt Saturday afternoon hanged himself at the East Ruimveldt Outpost hours after he was locked up for abusing his teenaged daughter and son.

According to information reaching the Guyana Chronicle, the man’s two children Vikesh Harrinauth, 14, and Shavanie Harrinauth, 18, also of the same address went to the police station together to report that the man was chasing them with a cutlass Saturday morning.

The police subsequently visited the scene and the man was spotted, confronted and arrested before being taken to the police station.

The man later in the afternoon, while still in the lockups, asked the police constable on duty to telephone his daughter to make arrangements for them to bring meals for him. The police facilitated his request. That was approximately 16.12 hrs.

The man, after requesting water from the police just

after 1700 hrs, was given same and his meals arrived shortly after. It was when the ranks attempted to inform the man that his food had arrived that they observed him hanging in his cell by his vest from one of the metal bars in the lockups.

The now dead man was previously charged for abusing his children and wife and that forced his wife to walk away from the relationship, leaving him and the children.

The man according to information received, was also placed on a bond to keep to keep the peace but on Saturday clearly violated that court order.

Commander Clifton Hicken who was on the scene told the Guyana Chronicle that the police regretted the suicide in the lockups.

He said the Guyana Police Force has a zero tolerance approach when it comes to dealing with matters of and reports of domestic violence, since failure to take the appropriate action could lead to the death or serious injury of a person or persons.

Successful achievement of food security

By Pat Dial CONSUMER advocates worldwide and in Guyana, in particular the Guyana Consumers Association, have always promoted food security as well as drug security. Both food and drug security are important to the well-being and even survival of any community, and two periods in our recent history have sharply reminded us of this truth: (1) During the years of World War II, food imports almost disappeared because of the successful German campaign of destroying merchant shipping. (2) In the 1980s, there was a general non-importation of food from abroad.

The food shortages in these periods brought terrible suffering to the population, especially the poor and incapacitated, and underlined how important it was to be as self-sufficient as possible.

Accordingly, in this month of November, this Agriculture Month, food security has been promoted. In the message of the Minister of Agriculture in inaugurating the month, he pledged his government's support for national food security.

Most Guyanese have a very vague understanding of food security. Indeed, on questioning several people Pat Dial at this time on what is food security, they answered that since rice is a staple and is one of the main elements in the Guyanese diet, promoting a successful rice industry is one of the main activities of achieving and sustaining food security, and it is incumbent on all stakeholders -- government and the populace -- to ensure the rice industry's prosperity to avoid the pangs of future privation.

Actually, food security is a much wider concept. At the World Food Security Summit held in 1996, and at which most of the world's nations were represented, food security was defined as "when all people at all times have access to sufficient, safe and nutritious food to maintain a healthy and active life."

This definition is a very general one, and was further refined by pointing out that it included the following: food availability, which is having sufficient quantities of food available on a consistent basis; food access, meaning having a nutritious diet available at easily affordable rates; food use, meaning having knowledge of basic nutrition and easy availability of adequate and clean drinking water and sanitation; availability of marine, such as fish, and animal products, such as meat derived from livestock.

In Guyana, we mostly think of food security from the supply side -- food production -- and this is indeed the most important aspect of it. But the concept of food security has many ramifications, which need to be addressed if full success could be assured in any programme of food security.

Other ramifications would include, for example, use of modern agricultural methods and technology; scientific research; and continuous programmes of education for farmers and those engaged in fishing and aquaculture and animal husbandry. Improvement in livestock strains and the production of adequate stock feeds must always be at the fore of activities. Even the dissemination of recipes for the various uses of locally-produced foods should be continuously done.

Questions such as the liberalisation of food imports in relation to the survival of local production will have to be resolved. Environmental issues will always have to be considered in all agricultural endeavours; and, probably most important, those who produce food should be ensured a decent living wage.

In achieving any successful programme of National Food Security, therefore, various governmental and private agencies and organisations will have to work in close co-operation and amity.

AFC denies coalition dodging debate on salary increases THE Alliance For Change (AFC) has said that the coalition government is not dodging a parliamentary debate on salary increases for government ministers.

The AFC made the statement yesterday in response to allegations by the Opposition People’s Progressive Party/Civic (PPP/C) that the postponement of the November 12 sitting of the National Assembly is an attempt by the government to avoid debate on a motion on the recent salary adjustments.

“The APNU+AFC coalition is ready to debate any motion from the opposition, which is playing a game of cat-andmouse with Parliament, as it first boycotted important sittings, and then, not to lose pay for its MPs, quietly slipped into the House whilst petitioning the court to declare the Parliament illegal,” the AFC said in a press statement.

The AFC warned that it is “armed with cogent facts

and statistics that would put the PPP/C to shame for giving itself fat-cat super salaries and perks, for stashing away fabulous sums in secret bank accounts, and for causing the disappearance of vehicles and other state assets, all of which are coming to the public’s attention now with a series of revelations and disclosures.”

Further, the AFC said, this “hullabaloo” over salary adjustments is nothing but a red herring to divert attention from the PPP/C’s destruction of Guyana’s economy. In destroying the country’s economy, the PPP/C, during its reign in office, bankrupted the sugar industry and failed to secure alternative markets for rice when it became aware of the collapse under its rule of the Venezuela deal.

“As a coalition partner, the AFC said, it is fully committed to parliamentary democracy and a functioning House, but

The AFC said it found the PPP/C hypocritical in its action, pointing out that it was the PPP/C, when faced with a motion of no confidence in 2014, not only postponed the sitting of the National Assembly through prorogation, but shut down the House.

“The PPP was fearful of that motion to the extent that it recklessly prorogued the Parliament, which was derailed for a full 9 months. It was the APNU+AFC coalition government that rescued Parliament and re-convened the Assembly after the polls.”

Four Mahdia accident victims still hospitalised FOUR of the 11 men who were involved in the horrific mining truck smash-up at Mahdia last Tuesday remain hospitalised at the Georgetown Public Hospital (GPH) under close medical watch.

Seven of the men were air-dashed to the city in critical condition nursing multiple injuries, while four others (in less serious condition), were treated at the Mahdia Hospital and remained at that location.

Those still hospitalised at the GPHC are David Durante, 48, of Linden; Lynden Alleyne; Malcolm Grimes also called “Teach”; and Mikey Gouveia, 16, of Green Field, East Coast Demerara.

Among those discharged from the GPHC was Charles Burrowes, 52, also called “JJ.” Burrowes, who was driving the truck when it crashed, is also owner of the mining camp which suffered the disaster. Even though discharged, the driver who suffered a hard blow to his chest among other injuries, is still complaining of pains.

Meanwhile, Durante suffered injuries to his head and face, and had five teeth dislodged. He also suffered injury to his right eye and his vision remains blurred. He is to be referred to the eye clinic for tests and optical treatment.

Also in a serious condition is 16-year- old Mikey Gouveia, who suffered injuries to his head and back.

He is experiencing spells of a deliria and hysteria and has had to be restrained to his bed. Having joined the crew about four months ago, it was his first trip to the goldmining interior.

Malcolm Grimes is being treated for a fractured arm and shoulder, ruptured abdomen and is to return to

theatre for surgery. Lynden Alleyne sustained a broken left hip and minor abrasions about the body and is immobilised.

Tragedy struck around n o o n l a s t M o n d a y, a s Burrowes was transporting his miners back to camp for lunch after clearing a new mining site at Mahdia.

The injured men recalled that while in the vicinity of Salbora Trail, 111 Miles Mahdia, Region 8, the steering of the truck

transporting the 11 men cut loose, causing the truck to run off the trail. It slammed into a tree stump and overturned.

Writhing in pain as he spoke with the Guyana Chronicle, Durante recounted that the accident happened so fast, it was even difficult to fathom how it happened.

“When it slammed into the stump, everybody bounced out of the truck before it t u r n e d o v e r, ” h e s a i d , indicating that it was sheer involuntary evacuation.

Durante recalled that even before leaving camp to travel to the new mining site on Sunday, he had a premonition they should not travel to the area on that day, but to go up on Monday instead. He communicated that feeling to the “Boss Man” and others, but the

party travelled on Sunday as planned, worked on Monday morning and were returning to camp to have lunch when they crashed.

But even in their pain, suffering and distress, the camp suffered another blow, with the “stripping” of the truck left on the roadway.

Reports are that in the frenzy, no one was left to oversee the safety of the crashed vehicle, and in the absence of the mining crew, valuable parts were removed from the truck by persons passing that way. The police have been informed.

Let the Children Guide

I HAVE had the honour of speaking at close with those that guide and perchance teach our children. We s p o k e o f Vi n c e n t Va n Gogh, that great Dutch impressionist painter of the 19th century. We spoke of things such as seeing and interpretation and our teachers ventured (having checked the internet, of course) about Van Gogh's "madness."

And yet, the entire world of knowledgeable people, those that have taste and intellect, would tell us that Van Gogh was sheer genius.

In our country, we cannot assess such genius. However, we would be quite good at measuring the dollars and cents and pounds and francs and dirhams and rials and so. Easy internet stuff. Go to Google money exchange and we sit agape at the money.

Value for us is always to be measured by the money.

While our great academics babble about Jim Reeves and Bobby Vinton and Slim Whitman and much more ordinary people, Van

Gogh is lost. Michelangelo is lost. The greats are dead and gone. We would understand clearly if we are told that the latest painting by Van Gogh was auctioned off for 12 million U.S. dollars.

There are those famous "death announcements" that play the most horrible stuff. We must admit, however, that there are times when they play (with photos on the screen, of course) really good stuff.

Things like "You lift me up" by Gosh Grobin-that fine tenor, his voice strangely ripened at twenty-something years old, when tenors usually ripen at 40-plus. Like Pavarotti or Bocellie.

We are equally blind to that which we are shown by our children. If all you righteous people out there remember, The Nazarene said thus: "Suffer Not the Children to Come onto me, for theirs is the Kingdom of Heaven". Let's bring it home.

As I sit upon my veranda, listening to reports and trying not to give advice, I behold five children at play upon the slip of road. The children are of various ages, ranging from 12 to 5 or 6. They vary in skin colour and hair texture, no two the same. They vary in gender, three boys and two girls. A small van passes by, selling ice cream and icicles

and "fruity." The child of 12 or so rushes in to her yard and extracts a few dollars from her mother. She is given enough to buy a single icicle for herself. Maybe mimicking her teachers, she lines up the younger ones of varying hair texture and skin colours and genders.

Her hair, pig-tailed, stringing down her back, she bites away a corner of the plastic that covers the icicle. She takes the first taste of what seems to be the strawberry-flavoured frozen treat, a thing welcomed in this blazing weather. Then she passes it to each other child, one by one that they too may taste and be refreshed. And when it comes back to her, she places it in her lovely mouth and finishes it.

All is well then, because she has set an example beyond words and ethnicity and gender and age and any of those things that we adults use to contaminate our children. But she shall be made to grow up with all the nasty biases and selfishness that we so generously impart. The best teachers are our children, for they do but see with innocent and whole eyes.

And we, murderously blind, lead them to destruction and self-annihilation.

Man sentenced to 29 years for manslaughter, attempted murder - but will serve only 15

By George Barclay JUSTICE Jo-Ann Barlow yesterday sentenced 30-year-old Joseph Williams called ‘Joel’ to 15 years’ imprisonment for manslaughter (unlawfully killing Victor Da Silva) and 14 years for the attempted murder of Cecil Gajadhar) on July 8, 2013.

Though the sentences amounted to 29 years, the prisoner will have to serve only 15, since Judge Barlow ordered that the sentences run concurrently.

On July 8, 2013, Cecil Gajadhar who owns a gas station at Foulis, Enmore, along with his friend Victor Da Silva, left the gas station for the Republic Bank to deposit $8M. While within the vicinity of the koker at Kingston, a vehicle in front of them pulled up suddenly.

Gajadhar stopped his car, then gunshots rang out and he was hit by a bullet. DaSilva was also hit and died as a result. A post-mortem revealed that his death was due to multiple gunshot injuries.

New executive of St Stanislaus College Association installed THE St Stanislaus College Association (SSCA) has installed a new executive, with Attorney-at-Law Khashir Khan as president.

In a press release, the new executive members say they will focus on getting more past students to join the association and assist in improving their alma mater through fundraising, networking and volunteering initiatives.

The school owns a farm which generates approximately $5M in profits annually and this goes towards the upkeep of the school, the executive said.

The association was formed in 1942 with the main aim to raise funds for maintenance of the school and the recreational ground on Carifesta Avenue. In 2003, the association was formalised through registration under the Friendly Societies Act.

Gajadhar, who still has a bullet lodged in his head, managed to reach the bank that day only to realise that the money had been stolen.

The accused Joel, in an interview with the police, admitted that he was part of a plan and that he traced the Gajadhar’s vehicle which he referred to as a silver RAV4. He told the police that he did not know the names of the three other men who were part of the plan with him.

At the beginning of the jury trial, Joel had pleaded not guilty to the murder of Victor Da Silva. But midway through the trial he changed his plea from not guilty of murder to guilty of the lesser count of manslaughter.

He also pleaded guilty to the count of attempted murder committed on Gajadhar.

Prosecutors Diana Kaulesar and Miss Tuanna Hardy spoke about the law of joint enterprise, whereby each of the persons involved would be liable for the acts of the others in the furtherance of a crime.

Defence counsel Mr. Peter Hugh noted that though his client did not pull the trigger at the shooting, he was responsible and was sorry for what happened that day.

Counsel begged the court for leniency, pointing out that the accused who was 30 years old had a clean record and was a father of four.

Judge Barlow noted that a custodial sentence was the only approach and stressed that young men must be made to realise that ‘crime does not pay.’

The judge said that the records revealed that the prisoner was once in the army, which he left without permission and then joined the Guyana Police Force, from which he was dismissed.

Before imposing sentence, judge Barlow told the prisoner: “People must be able to move about with their property unmolested.”

While it has become familiar for us to refer to foreigners as tourists, it is im-

portant to point out that we can be tourists within our own country. Therefore, when planning your family vacation, consider seeking out ecotourism destinations, which have been increasing in Guyana.

While on your vacation, it is important to remember the following tips: Take only pictures and leave only footprints; Do not collect any wildlife (plant or animal) as a souvenir; Dispose of waste properly; Notify tour operators of any encounter with wild animals; and Always remain with the tour group, if visiting the destination See page 23

Guyana registers 38 for Caribbean boxing tournament GUYANA has named a 38-man strong boxing team to defend this country against the regional invasion at the upcoming Caribbean Development International Goodwill tournament later this month.

2014 Commonwealth Games quarter-finalist middleweight Dennis `The Menace’ Thomas will lead a team that is expected to head into encampment shortly.

The squad comprises a balance of youth, juniors and elite boxers most of whom were winners at the National Open. Guyana’s two Three Star coaches Ter-

rence `Cats’ Poole and Sebert Blake head the group of coaches training the squad.

National coaches Wincell Thomas, Clifton Moore of the Essequibo Gym, and Gregory Kurt of Rose Hall Jammers Gym will assist. Team Guyana comprises 19 elites, two females, nine youths and eight juniors.

The Caribbean Development tournament will run from November 26 to 29 at the Cliff Anderson Sports Hall and according to GABA president Steve Ninvalle, is expected to see the largest gathering

of countries in Guyana for any sport activity in decades.

Three days ago the French speaking island of Guadeloupe became the 14th nation to register for the competition.

Guadeloupe has registered a four-man team comprising two boxers and two officials and joined Anguilla, Antigua, The Bahamas, Barbados, Cayman Island, French Guiana, Grenada, Jamaica, St Lucia, St. Maarten, St. Vincent, and Trinidad and Tobago as countries registered to participate here.

Close to 100 boxers and over 25 officials are

expected in for the fourday grand event. Barbados has registered 21 boxers and six officials.

The number is the largest overseas contingent down to participate. Trinidad and Tobago is next in line with 19 boxers. The Barbadian team includes four juniors, four novices, six youths and seven elites.

The upcoming tournament is the second in two years that the GABA would be hosting. In February last year the organisation held the inaugural Goodwill competition which saw Jamaica, St Lucia, and Trinidad and Tobago participating.

Williams pedals away with 30-lap cycle race

GERON The Lone Soldier’ Williams pedalled away with the top prize of the Alonzo Greaves `Birth Anniversary’ 30-lap cycle race which was staged in the National Park yesterday.

The organisers Roraima Bikers Club which staged the event did not record the winner’s time, however, Williams was declared the winner of the 30-lap event that was staged around the

inner circuit of the National Park.

The event attracted just about 25 starters and after four laps of the event were completed, Geron Williams, Marlon `Fishy’ Williams, Orville Hinds, Raul Leal, and birth anniversary boy Alonzo Greaves broke from the leading pack and opened a sizeable lead.

Genuine gold medals up for grabs in today’s South American 10k …Forde, Josiah-Tanner seeking back-to-back wins

By Michael DaSilva GUYANA’S Cleveland `The Little Kenyan’ Forde and Euleen Josiah-Tanner will be seeking to register backto-back victories in the male and female categories respectively of the second leg of the South American 10K road race which runs off this afternoon from 15:00 hrs from outside the Guyana Telephone and Telegraph Company’s Earth Station, Carifesta Avenue.

The two locals won their respective categories when the first leg of the three-stage event was held in Suriname one week ago.

As an added bonus to the top three prize monies, for both the male and female categories, genuine gold medals will be up for grabs.

The Athletic Association of Guyana (AAG) in a release late yesterday did not state who will be sponsoring the gold or how much the weight of the gold would be.

Forde who seems to be in tremendous form at the

moment, won last Sunday’s first leg in Suriname in a time of 31 minutes 54 seconds (31:54), while Tanner’s win-

Forde who had a threeand-one-half years’ training stint at the Kip Keno High Altitude Training Centre in Kenya will have as his main rival Kennette Rotich, a born and bred Kenyan athlete who has been residing in Trinidad and Tobago for the past two

months and whose request to be a part of today’s stage of the race was accepted by the Athletic Association of Guyana.

Tanner’s main challenge will come from Trinidad and Tobago’s Tonya Nero who defeated her (Tanner) on these very shores last year when the first stage was held here.

Nero also has several victories over Tanner over the past few years – at the Caribbean level.

Both Rotich and Nero were not a part of last Sunday’s first leg in Suriname.

Over the past few days, local athletes and coaches have voiced their opinion about Rotich being a part of the event since he is not a South American or Caribbean citizen, and had planned a protest against his participation in the event.

However, Athletic Association of Guyana’s (AAG) president Aubrey Hutson said the race will go on regardless of protest by athletes, fans or sporting enthusiasts.

Contacted for a comment on Friday, Forde said

while it is true that a protest is planned, he will be a part of today’s activity and he fully knows that Rotich will be his main rival, but he (Forde) feels he can upstage the Kenyan.

“Regardless of the protest, I’ll go ahead with the races…I need competition to up my standard and move on to greater heights,” Forde stated.

Apart from Forde and Ritoch, keen competition is also expected from Jamaican Richard Green and Forde’s countryman Cleveland Thomas who placed second and third respectively in last Sunday’s first stage of the 10K race.

Josiah-Tanner and Nero will also have to be wary of Guyana’s Andrea Fortune who placed second to Tanner in the first leg of the event one week ago.

After leaving the earth Station at 15:00 hrs today, the athletes will run up the East Coast carriageway to Turkeyen before turning back to finish in the National Park.

The winner in both the male and female categories will pocket US$1000, while

CLEVELAND FORDE the second and third place runners will receive US$800 and US$500 respectively. But the first male and female Guyanese to cross the finish line will earn an additional US$500.

A total of 72 athletes will vie for genuine eighth pennyweight gold medals along a first place prize of US$1000.

The race will feature athletes from Peru, one of which is a born Kenyan as well as athletes from Suriname, Grenada and Trinidad. A Trinidad based Kenyan is also expected to be a part of the Trinidadian contingent.

Hudson noted yesterday that, “all systems are in place as the route has already been demarcated”.

Technical delegate from Trinidad Allan Babolall highlighted that he was pleased with the route and expects brilliant competition come race day.

Meanwhile, some of the foreign athletes expressed confidence in themselves to win the event.

Ilsida Tomere of Suriname noted that she has prepared well along with her colleagues as they aim to perform at their best. Tomere is also an Inter Guiana Games (IGG) gold medalist.

Banks DIH teams up with South American Half Marathon and Guyana Trail Marathon

BANKS DIH Limited has teamed up with the organisers of the South American Half Marathon and the first ever Guyana Trail Marathon as the main beverage provider.

The local beverage giant has provided sponsorship through its Powerade and Rain Forest Water brands for the two prestigious events which will see both local and international athletes participating.

The sponsorship packages were handed over to officials of the Athletic Association of Guyana (AAG ) and Guyana Trail Marathon during a simple ceremony at Thirst Park last Friday.

athletics in Guyana.

He said are athletes and officials participating in the 13th Annual South American 10K road race scheduled for today and the Guyana Marathon and Half Marathon next Saturday will be hydrated with top quality products.

The South American Half Marathon will take place today from the GT&T Earth Station on Carifesta Avenue at 15:00 hrs with a finish at the National Park.

The Trail Marathon will take in the Amerindian Community of Santa Mission.

Slingerz dismantle Pele FC 3 – 0 Fruta Conquerors in come from behind 2 – 1 win over GDF

By Rawle Toney IN one of their most dominant performances to date, Slingerz FC railroad Pele Football Club in a 3 – 0 win on Friday, the same night Fruta Conquerors defeated the Army 2 – 1 when the STAG Elite League football

EON ALLEYNE competition continued.

Both games had a story behind it that made the night’s double header even more interesting and the scores of people who turned up at the Guyana Defence Force (GDF) Base Camp Ayanganna Ground were kept entertained through the 90+ minutes contests.

Pele FC went into the game sitting at the top of the table with 24 points while Slingerz sat in third position on 21 points (behind Alpha

United 22 points).

Their first meeting ended in a 1 – 1 draw and was ironically played at the same venue. However, on Friday, Slingerz came with the intention of hammering Pele to the ground and it was evident from the opening minutes.

If there was a Most Valuable Player (MVP) of the match award, Vurlon Mills would’ve clearly taken home that accolade with his exceptional performance.

Mills had earlier threatened the goal when he was picked out by Tichard Joseph, but his shot went just wide off target.

However, in the 13th minute, Mills’ right footed volley was timed to perfection and the Pele keeper had no stopping the ball from piercing his net.

On the other side, the STAG Elite League/ COURTS Player of the Month Gregory Richardson was trying everything possible to keep Pele in the game, but his every move was thwarted Slingerz airtight defence.

Richardson had scored a goal that was later disallowed with the referee assistant raising his flag, signalling the striker was caught in an offside position.

Meanwhile, Joseph would extend his side’s lead when he rattled in a free-

kick from approximately 20 yards out from goal in the 29th minute.

Three minutes later (32nd minute), Dwain Jacobs scored from point-blank range after Mills had sent a hard shot on target that the keeper could

Travis Grant was brought down in the 18 yards box and a penalty was awarded to Pele FC and Kanata Manning was tasked to take the kick but the dreadlocks wearing player’s shot was hit too hard and went sailing into the GDF compound.

The second half saw Slingerz being the aggressor and Pele FC losing their talisman Richardson, who picked up his second yellow card on the night and was given a red card.

Down ten men and without their leading goal scorer, Pele failed to threatened the defence and while Slingerz made several good run on goal, things didn’t materialise into more goals and the Vergenoegen based club held on to a 3 – 0 win and move to the top the table.

Meanwhile in the second game, Fruta Conquerors came from behind and goals from Eon Alleyne and Jermaine Junor saw them four points clear of the Army to settle in the fourth position on 18 points.

The game had a buildup of the chase for the fourth spot, since it’s evident that Slingerz, Pele and Alpha United will take up the top three spots.

With Chief-of-Staff Brigadier Mark Phillips watching from the sidelines, the GDF went ahead when Eusi Phillips converted from a brilliant break down the left flank to have his shot beat Fruta Conquerors’ Alex Murray in goal.

However, in the second half, Alleyne and Junor teamed up on top to create havoc and would eventually both scored to hand their side the important win.

Left-arm spinner Nikita Miller was the leading wicket-taker with four for 100 off 53 overs, while fast bowler Jason Dawes took three for 51 off 18 overs. The second new ball was taken at the start of play.

Meanwhile, in the other match being played at Warner Park, St, Kitts, the Leeward Islands Hurricanes were struggling at the end of day two on 55 for four in reply to T&T Red Force 325 all out of which Steven Katwaroo top scored with 71 , Evin Lewis hit 66, Narsingh Deonarine 55 and Yannic Carriah 50.. Bowling for Leewards Rahkeem Cornwall took 3 for 72 and Gavin Tonge 2 for 53.

Persaud anticipates November 15 battles WITH exactly one week before the final leg of the Seaboard Marine Caribbean Motor Racing Championships in Guyana, group three and four competitor Danny Persaud is already anticipating fierce battles in both classes.

Persaud, one of the few local competitors running both groups three and four on race day told Chronicle Sport that he expects fireworks come next weekend.

“Yea, group three is going to be tense, there is a lot of competition both locally and regionally. I know that Natasha (Chang of Jamaica) is going to come hard and I know that Oliver (Tjin Liep Shie of Suriname) is going to come hard, so we are preparing for that,” said Persaud

Persaud continued, “Paul Vieira and I had some amazing battles earlier this year in Trinidad and I feel that come this time around in Guyana, there is going to be a different result, but again, we will just have to wait and see.”

He noted that from his last Barbados voyage, they have made several changes to the car in an attempt to curb their recently reliability problems and to add some more velocity to his Mazda Miata.

He said, “The other factor myself and the other Guyanese need to be mindful of is the Country Championship which we (Guyanese) have confidence in retaining; as club captain I need to set the example and I think that is what my focus will be come

Currently Guyana sits third in the Country Championships with 511 points, behind third leg hosts Barbados (533) and second round hosts Trinidad and Tobago (658) and with the final leg set for the South Dakota Circuit.

St Angela’s, Enterprise Primary to clash in COURTS Pee Wee U-11 final

TEARS of joy and sorrow flooded the Banks DIH Thirst Park Ground yesterday, in the semi-final of the 2015 COURTS Pee Wee Under-11 Schools football competition.

Watched by a vociferous crowd of mostly parents, students and teachers from the respective schools, St Angela’s and Enterprise Primary schools came out victorious and will collide in final, set for the aforementioned venue on Tuesday, November 10.

The cheers and the chants, coupled with some brilliant display of talent, marked an exciting day that saw Enterprise Primary defeating the tournament’s most successful school, St Pius Primary 3–1 on penalty, while St Angela’s Primary advanced to the final with a 1–0 win over West Ruimveldt Primary.

It will be the first time either side will be featuring in the final of the lone tournament of its kind in Guyana.

Arguably the best player in the tournament this year, Keon Douglas dazzled the crowd with his display at both ends of the pitch, and it was his ripping right-footed shot from a free kick that was

too well placed for the keeper to handle and the ball slipped through his (the goalkeeper’s) gloves to hand St Angela’s Primary their victorious goal in the 38th minute.

Meanwhile, the Enterprise/St Pius Primary clash was one which many had a foregone conclusion in favour of the two-time former champions.

Despite several goal-scoring opportunities, both schools failed in their attempt to find the net and forced the game into penalty.

In the end, it was Enterprise Primary players who held their nerves to convert three of their four chances to advance.
