By Svetlana Marshall THE Demerara Timbers Limited (DTL) has, for a number of years, allegedly been violating Guyana’s labour laws, forcing workers to work under inhumane conditions.

On Thursday it was reportedly caught red-handed when Minister within the Ministry of Social Protection, Simona Broomes, and a technical team made a surprise visit to its Mabura Hill, Region 10 location.

Ahead of a planned meeting set for Monday, the company has been warned to get its act together or be shut down.

In addition to allegedly being involved in exploitation and labour-trafficking, senior DTL officers have been accused of verbally and physically abusing workers, with even a case of someone allegedly being spat on.

At a glance, the Occupation, Health and Safety (OHS) Officers could not help but notice that the majority of workers were not wearing simple safety gear in an environment considered to be hazardous. Denise Williams, 22, who has been working with the company for the past two years, told Minister Broomes that she wears to work a pair of rubber slippers daily, because footwear her size is out of stock. In fact, it has been out of stock for the past two years.

Even as Williams was speaking, another worker began pointing to the safety boots he said he had been

wearing for the “longest while.” The pair of boots was so worn out that his toes were exposed. “This boots is mass production. It doesn’t last long at all,” Guyana Agricultural and General Workers Union (GAWU)

representative Angela Henry added.

NO GOGGLES But Henry told Minister Broomes and her technical team that the shortage of safety boots at DTL was just

the tip of the iceberg. She pointed out that many workers are now becoming visually impaired because of the “saw dust” circulating in the atmosphere. It was explained that workers are not supplied with safety goggles, and the disposable respirators that are distributed are expected to last for months, as against one day.

“I am now experiencing serious problems with my eyes, and it is because of the dust. I does got to be going to Balwant Singh (Hospital), spending thousands of dollars to look after my eyes; and they don’t care,” Henry said. She has been working with the company for 12 years.

Cloreen Craig, another employee, has been working with the logging company for 24 years. She said the dust has damaged her eyes to the extent that she is now required to do surgery. She noted that doctors both locally and internationally would have considered her medically unfit.

“I am asking the company for them to take me off,

but they wouldn’t. They just telling me hold on hold on, but nobody is looking into my matter,” Craig said, as she complained bitterly to Minister Broomes.

Though her workload has been reduced significantly due to her ill health, Craig said, the company is bent on keeping her on the job.

“The way I seeing it, they trying to frustrate me so I can go away and leave my money, my benefits. A time I went to the personnel officer and he said the company is asking why I don’t resign, and I said ‘No’; ‘why you don’t resign instead?’”

ANOTHER CRUELTY Over at the band sawmill, Minister Broomes and members of her OHS team allegedly came face to face with another case of ‘cruelty.’ Hobert Cummings, another long-serving employee, controls the mill by sitting on a chair that is in the centre of the machine. It was explained that any wrong move made could result in the loss of his life or severe injury to his person.

World agrees to landmark climate change deal Some aspects of the agreement will be legally-binding, such as submitting an emissions reduction target and the regular review of that goal.

However, the targets set by nations will not be binding under the deal struck in Paris.

Observers say the attempt to impose emissions targets on countries was one of the main reasons why the Copenhagen talks in 2009 failed.

At the time nations, including China, India and South Africa, were unwilling to sign up to a condition that they felt could hamper

The pact is the first to commit all countries to cut carbon emissions.

The agreement is partly legally-binding and partly voluntary.

Earlier, key blocs, including the G77 group of developing countries, and nations such as China and India, said they supported the proposals.

President of the UN Climate Conference of Parties (COP) and French Foreign Minister Laurent Fabius said: “I now invite the COP to adopt the decision entitled Paris Agreement outlined in the document.

“Looking out to the room I see that the reaction is positive, I see no objections. The Paris agreement

is adopted.”

As he struck the gavel to signal the adoption of the deal, delegates rose to their feet, cheering and applauding.

Nearly 200 countries have been attempting to strike the first climate deal to commit all countries to cut emissions, which would come into being in 2020.

The chairman of the group representing some of the world’s poorest countries called the deal historic, adding: “We are living in unprecedented times, which call for unprecedented measures.

“It is the best outcome we could have hoped for, not just for the Least Developed Countries, but for all citizens of the world.”

KEY POINTS The measures in the agreement included: to peak greenhouse gas emissions as soon as possible and achieve a balance between sources and sinks of greenhouse gases in the second half of this century; to keep global temperature increase “well below” 2C (3.6F) and to pursue efforts to limit it to 1.5C; to review progress every five years;

and US$100 billion a year in climate finance for developing countries by 2020, with a commitment to further finance in the future.

Ahead of the deal being struck, delegates were in a buoyant mood as they gathered in the hall waiting for the plenary session to resume.

Fabius was applauded as he entered the hall ahead of the announcement.

Earlier, French President Francois Hollande called the proposals unprecedented, while UN Secretary-General Ban Ki-moon called on negotiators to “finish the job”.

However, the celebratory mood has not been shared among all observers.

‘ALMOST NOTHING BINDING’ Nick Dearden, director of campaign group Global Justice Now, said: “It’s outrageous that the deal that’s on the table is being spun as a success when it undermines the rights of the world’s most vulnerable communities, and has almost nothing binding to ensure a safe and liveable climate for future generations.”

Cuba, US to restore postal service CUBA and the United States have agreed to restore a direct postal service, suspended 52 years ago at the height of the Cold War. A pilot postal service will be launched shortly, but it is not clear when a full service will be implemented.

The move is part of the rapprochement process that was announced by presidents Barack Obama and Raul Castro on December 17 last year.

The two countries have since restored diplomatic ties and reopened embassies.

Cuba and the US began re-establishing postal links in 2013, before the change of policy was announced.

Mail and parcels between Cuba and the US have been re-routed through a third country, usually Mexico or Canada.

In March, direct phone connections with the US were restored after more than 15 years.

Previously, phone calls also needed to go through a third country.

Two feared dead in boat collision TWO persons are missing following a collision between two boats in the Mazaruni River late last night.

Initial reports have given the names of the missing men as Roy Roopnarine and Trevor Persaud, and both are said to be boat captains.

An online media outlet says one of the boats was travelling to Itaballi from Bartica, and the other in the opposite direction.

Following the mishap, a search team comprising police and boaters was quickly assembled, but up to press time, the missing men had not been found.

The following year, the US imposed a trade embargo covering nearly all exports to Cuba.

This was expanded by President John F Kennedy into a full economic embargo that included stringent travel restrictions.

The embargo is estimated to have cost the Cuban economy more than $1.1tn and the US economy $1.2bn a year.

Obama has also called for the embargo to be lifted, saying it had “failed to improve the lives of the Cuban people”.

But the change needs to be approved by the Congress, which is controlled by the Republican opposition. (BBC News)

Set to be held in the Marion Forum of the Brickdam-based learning institution, the one-night event will feature past students competing in singing, dancing and other art forms.

Persons are asked to wear their

respective house colours (blue for Butler, Red for Etheredge, Green for Gaulton and Yellow for Weld) as they re-ignite the spirt of friendly competition.

St. Stanislaus College was founded as an all-boys Catholic high school operated by the Jesuits.

The college became co-educational in 1975 and became a government school in 1976, after being a Catholic institution for 110 years.

It has a diverse student base these days, enrolling students in Forms 1 through Form 6 Fifth Form students sit the Caribbean Secondary Education Certificate (CSEC) examinations - the equivalent of GCE O-Levels.

Those students who continue on to 6th Form sit the Caribbean Advanced Proficiency Certificate (A-Level) also set by the Caribbean Examinations Council (CXC).

Editorial Crime and crime-fighting EVIDENCE has shown that crime has its genesis in the society and its growth and pattern need to be addressed not only through applying crime-solving methods, but also putting in place preventive measures, which take on board a scientific approach in gathering and analysing data.

It is within this context that our approach to crime and crime-fighting can engender positive results and societal development. Crime speaks to a violation of the laws.

Equally, crime cannot be fought by committing crimes and this is why it becomes important to recognise that the upholding of laws is hinged on crime-fighting and development. When a nation accepts crime as destructive, regardless of the socio-economic and political standing of the perpetrators and is prepared to treat all equally before the law, it creates the desire to put systems in place to address crime in an holistic manner.

White collar crime, while having similar debilitating effects as blue collar crime on development, is being given less attention. This lends itself to a scenario where the privileged and connected may be allowed to get away with illegal activities in full view of the system, operators of which turn a blind eye or are similarly compromised.

Equally, if systems are not put in place to minimise and avoid blue collar crime, it lends itself to perception that this is the result of a failure by the system and communities to address the welfare of the less privileged and unconnected, i.e., the ordinary man and woman.

The heralding of the police shooting those perceived to be involved in blue collar crime ought to be attracting serious attention, since the determination of guilt and penalties in a society where laws are held sacrosanct reside in the court. While the court of public opinion may pronounce on guilt or innocence, it cannot be the final determinant on matters of this nature. Crime cannot be fought by committing crimes and this is why it becomes important to recognise that the upholding of laws hinges on crime-fighting and development.

The nation may recall the counsel of former Attorney General, Minister of Legal Affairs and Chancellor, Mr Keith Massiah, Senior Counse,l in his Minority Report on the 2005 Ronald Gajraj Commission of Inquiry.

Justice Massiah in his advice wrote: “Killings, however reasonable and expedient in the opinion of many persons of goodwill, ought not to be countenanced. Even the alleged serial killer, the persistent rapist and the paedophile, detestable as those pariahs are, enjoy the fundamental right to a fair hearing and the full protection of due process.

Persons who are thought to have committed crimes must be arrested, charged and tried in a court of law. Nothing less can be accepted.”

Underpinning this counsel is the respect for laws, individual rights and the judiciary. Where these tenets are respected, justice is not only served on the violator, it is also served for the aggrieved and the society. Rulings arriving from court proceedings present opportunities to put

That Commissioner is Vincent Alexander. It is pellucidly recorded that I pointed to their conflict of interest

as one of my fundamental arguments.

What is of further bother to me is that Benn is either a stranger to the truth, or a victim of amnesia or lacking in understanding none of which makes Benn worthy of being a GECOM commissioner . GECOM’s business must be in reliable and credible hands. Benn failed that test.

The Guyana Prize for Literature needs more scrutiny Dear Editor, I WISH to thank Mr Ruel Johnson for replying to my letter published December 12, 2015 in the Guyana Chronicle ‘’Get your facts right, Reverend.’’

I am delighted that he cleared up the issue I raised pertaining to his winning entry, ‘’Fictions’’ with stories he reused from his previous winning entry ‘’Ariadne & Other Stories.’’

He is now saying that both of his winning entries were unpublished manuscripts and he decided to drop in a few stories from his first manuscript into “Fictions,” when he decided to publish it in a book that can be clearly understood.

It would be wise if Mr Al Creighton can make available Mr Johnson’s winning manuscript ‘’Fictions’’ to the Guyanese literati for us to decipher if those same stories, ‘’Killing the Kitten & April’’ were listed in both manuscripts, then I will be able to have ‘’my facts right.’’ Mr Johnson is not in a position to speak for Mr Al Creighton, the Administrator/Secretary of the Prize. I also want Mr Johnson to know I never went into silence, I replied to his queries in Stabroek News pertaining to the Caribbean Press. I became silent when I could not answer questions about the Press; only Mr Anthony and Dabydeen

were able to answer.

I also want him to know I write actually every week in most of the papers on different issues.

I also want Mr Johnson to know that I have nothing against him winning the prize and I congratulated him for winning it twice. It’s unfortunate that he did not address the other issues I raised about Judges who were entrants and from 1987 to 2015, all overseas-based writers winning the Prize all the time. He agreed that the Guyana Prize needs to be reformed to better serve resident writers. I will put it more bluntly that many of our resident-writers entries were cheated, because of all these former judges winning the prize all the time; some have won it 4-5 times already. The Guyana Prize for Literature needs more scrutiny and a new brochure needs to be written.

They should include rules to bar judges from entering and also those who won should submit another entry after five years, thus gives other resident writers a chance for their new voices to be heard.

He raised another issue about the Caribbean Press, his lifelong obsession.

To begin with I am not the Administrator of the Caribbean Press, the former Minister of Culture Mr Frank Anthony and Professor David Dabydeen were

measures in place for the avoidance of these crimes in future.

For instance, it helps the society to bring an alleged criminal before the court. The information that flows from interrogation and court proceedings can then be used to assist in tracking criminal patterns, identifying criminal cells, and arriving at greater understanding of what may have influenced the criminal conduct. One of the most effective tools of crime-fighting is using information/intelligence gathered from those accused in a scientific manner, not only in crime-solving but also to plan and project crime avoidance.

And to this end it may be opportune for this nation to look at an education programme in criminology and appointment of criminologists, whose role it is to focus on the study of crimes and their causes, effects, and social impact. In the 21st century, crime-fighting has become more sophisticated and holistic.

It is not seen as separate from the society. It also requires an effective national development strategy which will tackle social ills such as poverty, hunger, education deficiency, unemployment and under-employment, respect for human life and the environment, graft and corruption, upholding of the rule of law, international conventions, charters and declarations.

And where efforts in tackling blue collar crime are seen as necessary only through military hardware, such ought to be reviewed. Evidence has shown approach of such

The Press was supposed to set up a board over three years ago; to date nothing has happened -- that seems very incompetent to me. I wish Mr Johnson well in his present tenure as ‘’Cultural Advisor’’ and hope he represents the Guyanese literati well. God bless you Mr Johnson, have a great holiday.

Also needed to be factored in is that blue collar crime will seem acceptable to perpetrators, where it is seen or felt that the privileged and connected are allowed to engage in acts of criminal conduct with impunity.

Making crime-solving and avoidance/prevention part of a nation’s developmental strategy is possible when all are held to the same standards and play by the same rules. In this environment, it helps too to recognise modern-day, crime-fighting techniques do not see killing as acceptable or first choice. And where death has occurred, the Coroner’s Act, Chapter 144 sets out procedures how this ought to be dealt with. For years this law has been observed in the breach and only for a chosen few in spite of it being universal. It is the equal responsibility of the alleged criminal, law enforcer, privileged and connected, and the ordinary man and woman to abide by the law and be held accountable under the law. Effective and efficient crime-fighting are hinged on these stated factors and the nation has to work to ensure these form part of the daily occurrence in the management of the State.

By Rabindra Rooplall OPERATION Dragnet, which took effect at the beginning of the month, is already resulting in a reduction in serious crimes.

A dragnet is any system of coordinated measures for apprehending criminals or suspects, and includes road barricades and traffic stops; widespread DNA testing; and general, increased police alertness.

Minister of State, Joseph Harmon, recently disclosed that more reports of suspected criminal activities are being made, and the Guyana Police Force (GPF) has taken condign action, which has assisted tremendously.

In some situations, reports were able to stop potential criminal situations from

becoming reality.

Apart from the police, soldiers have been drawn into Operation Dragnet.

Bonus for all public servants

THE holiday spirit is expected to permeate the country following President David Granger’s assurance to the media that all public servants will receive some benefit from the government for the Christmas season.

The Head of State’s announcement was made last Friday on his weekly televised programme, “The Public Interest”, which is produced by the Ministry of the Presidency and aired on the National Communications Network (NCN).

Though due to the unpredictable nature of what is usually given, he did not specify directly what would be awarded to public servants, the President assured reporters that benefits will be forthcoming. The labour force in Guyana, as at end of 2013, stood at approximately 320,000 persons, with more than half of that amount comprising public servants; and expectations regarding salary increases and Christmas bonuses mount at each year’s end, as persons anticipate these rewards for the services they have provided to the people of Guyana during the year.

This year, public servants with gross basic monthly salaries greater than $50,000 received a five per cent salary increase; and persons with salaries equal to or lower than $50,000 were given an eight per cent increase. The minimum basic salary of $39,540 was also lifted to $50,000, effective July 1, 2015. This reflected a 26.4 percent increase for those still earning the old minimum wage.

President David Granger had also noted that Operation Dragnet is an ambitious approach to total national defence, and that the GDF and the GPF have a responsibility to prevent internal civil violence and internal terrorism. Since its inception, at the beginning of the month, Operation Dragnet has caught a GDF Lance Corporal and three other persons in a vehicle with two unlicensed firearms and several rounds of ammunition. The police received information about the men who were in the vehicle at the time, and suspicions were aroused by what appeared to be mud covering a few digits of the car’s registration plate.

The police responded promptly and intercepted the car along Avenue of the Republic, and a search of the vehicle in full view of members of the public saw the discovery of an illegal sawn-off pump action shotgun, an unlicensed .38 revolver and matching rounds of ammunition.

GDF Chief-of-Staff, Brigadier Mark Phillips, who is also overseeing Operation Dragnet, said that netting a GDF rank was very embarrassing to all those who serve in the armed forces, especially the GDF. Meanwhile, the dragnet also had serious confrontations in the form of a recent shoot-out in South Ruimveldt, which resulted in the death of two bandits. They were identified as 21-year-old

At the end of September this year, a total of 89 illegal firearms had been recovered by the police.

These comprise 1 sub-machine gun, 47 pistols, 24 revolvers, 10 shotguns, 6 rifles and 1 pen gun. This compares to a total of 60 illegal firearms recovered as at this time last year.

The Police Force is continuing its efforts aimed at crime prevention through its police/ community partnership programme, along with social crime prevention interventions in the policing divisions. The special emphasis is on empowering youths.

This government cannot disappoint Guyana; if it does, we will be forever confined to the backwaters of the political world.

The PNC has made clear it will not accept a verdict that points an accusatory finger at the party. So what next—will the government mount a new CoI that is bereft of partisan intentions and lavish spending? You cannot say the PPP’s CoI was flawed, do not accept its findings and leave it at that; you have to present a qualitatively better alternative. In the end, Walter Rodney’s spirit will not go away because, he, Dr Rodney, was more than just a trouble-maker, he was, still is and will always be a huge part of the conscience of this idea and reality called Guyana, the Caribbean Civilisation and their contribution to World Civilisation.

This excerpt from a statement by the Justice for Walter Rodney Committee captures what I am thinking and should alert the government to the risk it is taking by substituting justice for Rodney with partisan expediency—“Will those who conspire to deny justice to an eminent international figure like Walter Rodney, have the moral strength to guarantee justice to the average victim such as Ronald Waddell, Crum Ewing, Blackie, George Bacchus and others?”

Upon hearing that a minister of government was at the sawmill, another group of young men, all of whom were no older than 20 years old, ran to her to lodge their complaint.

“They get a dutty water pond down deh, and whenever the water cut off, dem does call us to go and fetch water from de pan,” one of the three workers explained.

“All a we does fetch water from deh, but I is de only one that dem send home when I tell de boss man I ain’t going deh,” another one added.

Pointing to sections of their bodies, the trio told the Social Protection Minister that they had to seek medical attention after developing itches on their skins.

The sawmill manager, a Chinese national “named Sue”, was called as the large group of workers led the minister to the “filthy” pond.

Divided into three concrete boxes, the ponds were filled with stagnant green water in which frogs, snakes and other animals may have died.

Asked by the minister, if he would ever fetch water from that filthy pond, Sue unhesitatingly said “No”.

“Are you more important that the workers here?

Everybody got to be treated equally, and workers are not supposed to be forced to work in unsafe conditions,” Minister Broomes cautioned.

She instructed the workers never to fetch water from the pond again.

BREACH OF LAW Six other workers – the moulders – told the Social Protection Minister that they have been working at DTL for approximately 20 years, during which a decision was taken to put them on contract, much to their dissatisfaction.

“So right now we are not

paying NIS, we ain’t paying our taxes, we ain’t paying nothing; so anything happen to we, we deh pun we own,” Christopher Kingston said. Due to the contractual agreement, the six workers allegedly do not benefit from any overtime on holidays and Sundays.

Those working at the power plant said they have been training for approximately two to three years.

“They say we have to train to operate the engine, but if anything happen it still come down to we responsibility; we don’t have no supervisor, nothing. We don’t have no training session, but we on training,” Orwick Prince, one of the aggrieved workers, said.

The majority of the sheds at the worksite are on the verge of collapsing, posing serious danger to the workers.

In general, all of the workers complained bitterly about the poor working and living conditions.

“Me house get a big hole in front, I complaint about it three times to the personnel officer. Till now it ain’t look after. When the rain falling, the whole house leaking.

Some workers living in lean houses, breeze blow lil too hard they might collapse, and is long we complaining,” one of the workers said, as she painted a vivid picture of the living conditions they are made to endure.

In addition to living in dilapidated houses, workers are at times supplied with brown water that it not fit for consumption. Since 2012, they allegedly have not been receiving 24 hours of electricity, and this without plausible explanation.

“That is a scrap iron pull together rolling on a trail,” one of the workers said as she described the bus that has been servicing the company since the 1980s. From Mabura to Linden (a 90-minute drive), the bus takes five or six hours, and in some cases workers, after labouring all week, had no other choice than to sleep on the trail, because the bus would have broken down.

“When de bus left Mabura 3 o clock to go out to Lin-

den, you reaching till 10 o clock in de night, sometimes you have to sleep on the trail because it breaking down every two minutes. That is not a bus, that is an express train,” she said.

“They have a small vehicle, one small vehicle operating between the township and the worksite. when the bus go to Linden, and if you late, dem deducting money from yuh salary.”

The workers operating in the “forest” are allegedly being transported to their area of work in a dump truck that has no covering.

DYSFUNCTIONAL AMBULANCE Like the bus, the ambulance is most times dysfunctional; and as such, the sick is often placed in the tray of a vehicle or in the bus to be transferred to the Linden Hospital Complex.

“Before you reach out you might dead. They don’t care about us!” another worker lamented.

Coupled with these problems is the issue of low wages and salaries, about which the workers have been complaining bitterly for years.

It was pointed out that the logging company pays nonskilled workers approximately $45,000 a month, while skilled workers are paid less than $60,000 monthly without any benefits.

Upon hearing the cries of the workers, Minister Broomes summoned the officer-in-charge, Kwangsiong Chuo, and the Personnel Administrative Manager, Ralph Trotman, to a meeting with her technical team, which included Labour Department Consultant Francis Carryl and Deputy Chief Labour Officer Lydia Green. During the meeting, the Labour Consultant informed Chuo of the major irregularities discovered on the logging concession.

“We have discovered, among other things, a set of workers who are being categorised as trainees, trainees for 2-3 years…. Trainee should be somebody who is in an apprenticeship programme, and I don’t think that you have an apprenticeship programme here.

And therefore, that in our opinion… may very well fall within the framework of exploitation, and therefore we would wish to have that corrected immediately,” Carryl told him pointedly.

“In terms of sanitation, housekeeping, I think that is way out of order. Way out of order!” he added, pointing out that in one of their offices, five fire extinguishers were huddled together. That, too, he stressed, must be addressed immediately.

“This is not what we expected to find from a company that has been here for over three decades. What I see here today is far below what I left here 30 years ago,” said a disappointed Carryl.

NOT BE TOLERATED In summoning the management of DTL to a meeting at the Social Protection Ministry Department of Labour on Monday, Carryl warned that disrespecting the ministry will not be tolerated.

“May you advise your principals that the level of disrespect that they have shown so far to the Ministry of Social Protection will be tolerated no longer? In fact, it was not tolerated, but we did not have the time…but now that we have stepped into gear, we wish for you to let them know that we will not tolerate any disrespect…. Twice they have refused to come; that will not be tolerated,” the Labour Consultant warned.

He stressed that it cannot be business as usual for the Chinese logging company.

The Deputy Labour Officer, in the presence of Chuo, told Minister Broomes that the company would have violated all of the country’s labour laws.

“I am saying that the company has violated the Act in its totality…. This place, I am saying to the minister, should cease to work. I know it will be hard on workers, but this place should cease to work until it puts things in place. Put a strict timeline on this company. If they can’t correct it within that time, shut them down!” Green recommended at the meeting.

Minister Broomes said, “It just can’t be about production and then the workers. It has to be workers first, then production. You have to put the workers first.”

Minister Broomes warned Chou and the Personnel Officer that actions must be taken to improve the poor working and living conditions. Asked by Guyana Chronicle if he had anything to say in response to the concerns raised, Chou, who was previously smiled, said “No”.

Tug-o-War continues

THE issue of the value of human life as regards the shooting to death of criminals continues to be a major discussion online. Following the killing of the two robbers in South Ruimveldt, President Granger called for more criminal arrests rather than killings. Yet, there remain a large number of people who oppose the thought of saving human lives if said lives have been focused on committing heinous crimes. On the other hand, some feel that this ideology surpasses the somewhat archaic practice of an eye for an eye- or a life for a life. Persons who share the President’s view pose questions such as: What of those who haven’t murdered?

Kill them still? Where does the boundary lie? Who gets to decide? Too many questions… too little time.

UNTOUCHABLE When I grow up, I want to be just like Bharrat Jagdeo, who seems to be impervious to culpability despite blatant wrongdoings meted out in his past. Following the announcement that a criminal charge made against Jagdeo for allegedly making racially disruptive remarks during the 2015 election campaign has been thrown out, the public was thrown into a fit of rage. Their comments accused the decision-makers in this case of being in the pockets of the PPP. Seems like the PPP has huge pockets, others are saying, because they are still waiting for the other guilty individuals of the party to be called out for other crimes as well. Jagdeo is clearly the political Houdini of Guyana.

How does he do it? We may never know. Where is Christopher Ram? DRAMA FESTIVAL? Meanwhile, the probe into Jennifer Westford’s alleged fraud continues to unfold slothfully and dramatically with clumsy back and forth between the DPP and the police.

Lots of shares occurred with this post today and some are calling it a drama festival, while the real criminals roam free and claim to retain their credibility (see above).

FACELIFT Some citizens are upset at the news of the million-dollar renovations occurring at the Prime Minister’s Residence. “Wasting money” and “filling pockets” are some of the terms being thrown around as regards this move, yet, some seem to forget that the renovations will benefit whoever occupies the position rather than the particular party in power. Added to the fact that the structure is a historic building, I fail to see the injustice being served.

But, who am I to wonder?

Green Economy, our role and responsibilities THE world is constantly seeking to embrace what is considered a Green Economy, which to some extent has not been clearly defined to the Guyanese public, who are expected to participate and be involved in driving this programme to realisation. In describing this initiative, the United Nations Economic Programme has developed a working definition which states that such an economy is one that results in “Improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities.” In the simplest expression, a Green Economy includes low carbon resource efficiency and is socially inclusive.

Tactically speaking, such an economy is one whose growth in income and employment is driven by public and private investments that reduce carbon emissions and pollution, enhance energy and resource efficiencies, and prevent the loss of biodiversity and ecosystem services. These investments need to be categorised and supported by targeted public expenditure, policy reforms, and regulation changes. This development path should maintain, enhance, and where necessary rebuild, natural capital as a critical economic asset and source of public benefit, especially for the poor whose livelihoods and security depend strongly on nature.

This requires a great shift in our developmental thrust and programme, away from current ap-

plication, where development is measured through growth in a country’s Gross Domestic Product. In the Green Economy, growth is measured by the reduction of poverty in the society. In fact, growth in this programme has at the centrepiece the development of a people-centred economy.

The message that is currently being received by the population gives the impression that Green Economy means planting trees and making the place green, this can be done under any circumstance.

However, this message couldn’t be further from the truth.

In pursuit of a Green Economy, a path has been established, which recognises international conventions, charters, and the whole quest for Sustainable Development being pursued by respecting Rights and the Rule of Law. And, it is for this reason the society needs to take note of the discussions that emanated from the Climate Change Conference in Paris, where conventions that govern the environment form the centrepiece in arresting potential environmental threats and disasters.

Guyana, consciously or unconsciously, in establishing its recent Cabinet, appointed a new ministry under the name Ministry of Communities. This indicates that there is a view that the nation will not

be concentrating only on delivering water, housing and roads, but making communities all-inclusive to the point where garbage collection and sewage disposal will be taken seriously in planning and development. And given that there exists a Ministry of Tourism, it cannot operate in isolation from the Ministry of Communities, which has responsibility for sewage and solid-waste management.

Georgetown, the nation’s capital, still disposes raw sewage into the Atlantic Ocean, which is in breach of the Cartagena Convention (i.e. Convention for the Protection and Development of the Marine Environment in the Wider Caribbean Region), which was adopted in

1983 and came into force in 1986.

Dumping raw sewage affects the environment, beaches, aquamarine and animal life.

Recently, the Minister of Tourism was reported as saying that the tourist industry needs money. In examining the current infrastructure, one will find that as there are talks about improving port facilities in Georgetown, the issues of public health by way of constructing waste-water treatment plants are not on the nation’s agenda. Guyana is not a port of call for cruise ships, due to the absence of sewage- treatment plants for these ships to dump their waste.

This country has fallen behind.

In 1968 when the TucVille housing development in Georgetown was built, a treatment plant was established at the area now known as Turning Point to address the waste of that community. Today this plant is not fully operational. At the Cheddi Jagan International Airport, Timehri, there exists a treatment plant. There are major hotels with international reputations in this country that do not have treatment plants.

In pursuit of a Green Economy, these environmental issues will have to be tackled head-on, and it requires us starting now. Such acts must see the improvement of public health and the preservation of the environment. These will give support to the government in achieving the United Nations 2030 Agenda for

Sustainable Development, which has 17 goals and 169 targets to wipe out poverty, fight inequality and tackle climate change over the next 15 years. There must also be action to realise the creation of new industries and decent jobs consistent with International Labour Organisation (ILO) Core Labour Standards.

In pursuit of the objective of a Green Economy, the responsibility is not only that of the government, but an all-inclusive initiative which brings together government, private sector, cooperative sector, trade unions and citizens at large.

As a solid waste programme in Georgetown is being tackled head-on, one will recognise the city council/private sector initiative is implementing a system to have the streets swept at nights. In like manner, the treating of raw sewage requires a government/private sector initiative, and city and national governments are urged to start constructive engagement with the current solid waste operators.

We, the stakeholders of Guyana, cannot sit on the sidelines and await an invitation from the government to participate in the process that leads to a Green Economy. We must impose ourselves at the decision-making table and call for serious discussions that would lead to planning, development, and implementation consistent with universal values and the given timelines.

The transformation of Guyana into a green economy is being done with visionary leadership. This is according to Minister Bulkan, who emphasised that the theme of the National Budget 2015, “A fresh approach to a good life in a green economy” is an expression of government’s commitment to this cause.

Minister Bulkan is of the view that the green economy plan presents the opportunity

for the country to move into a direction which minimises human activities that are harmful to the environment.

He stressed that Bartica is the template which would be used to ignite tangible change, which government promised Guyanese during the General and Regional 2015 Elections campaign.

The financial benefits accrued from the effective utilisation of resources in a green economy could provide more than a good life to Guyanese, Minister Bulkan stated.

Speaking to the Guyana Chronicle about his vision for the city of Georgetown, Benschop said, “Major political parties should not seek to split the votes of independent parties or persons contesting the LGE.” He believes that major political parties should throw support behind parties such as his.

“Team Benschop is calling on the major political parties to support us… we want the government to throw its weight behind Team Benschop, to ensure that we make the necessary changes,” he said.

Should “big” political parties decide to contest the elections, it would be an insult to groups or persons who want to contest as well. He said it would be seen as major parties “basically trampling on the rights of those individuals”.

The law, he said, does in fact stipulate that anyone can contest the elections, and, of course, that includes major political parties.

Benschop believes the refusal to hold LGE over the past 23 years was due in part to the lack of a “forceful” opposition.

“Now that we have a new government and they seem serious about the holding of LGE, I think that is the step in the right direction. I welcome that, and I now look forward for not only the participation of my group, but others who want to throw their hats in the race,” Benschop declared.

Benschop called for “a free and fair LGE”, stressing that it must be a democratic and not a superficial process, as there is a great need for “real democracy at the grassroots level”.

TEAM BENSCHOP According to Benschop, his team will comprise a wide cross-section of persons from various political, religious and ethnic persuasions.

“At this stage, we are working towards creating a team of individuals who have a vision to transform the city into what it ought to be,” he posited.

He explained that his team is focused on empowering youth, and as such, the public can look forward to seeing quite a few young people supporting him.

“We can move Georgetown into the 21st century, where it ought to be. We can restore pride in the city; we can start programmes in terms of getting jobs for our young people, not just say they are only fit to clean drains. We want to move beyond that, through our group, to empower residents, especially through our group in Georgetown,” he declared.

Benschop noted that his team is currently in the “embryo stage”; but, he said, by the end of this month, most things should be set. “We expect by the end of this month to be where we want to be. We are setting up our campaign office, we have our logo, our slogan…” he added.

The team’s slogan, ‘We win, you win’ according to the mayoral hopeful, signifies that no one will be excluded.

I have been in the communities for almost 20 years, working with people in the communities, whether to fight against human rights’ violations, injustice, and even the clean-up campaign that had started over 15 years ago. Whether it is West (Ruimveldt), East (Ruimveldt), Cemetery…”

Benschop says he is not a ‘new kid on the block’, so to speak, as he has been working round the clock in communities to ensure that people are comfortable.

“I started self-help groups through the Benschop Foundation, (and) paid people to clean up the entire cemetery area. This is not something that is just based on elections, and I am jumping up to say ‘hey, this is what I’m going to do’. I have demonstrated that, over the years, once given the opportunity, I can get the job done; not only just cleaning the city, but making it into a 21st century city, where we would be able to create round-abouts and probably over-passes as well. Georgetown just cannot remain the same it was 100 years ago,” Benschop stressed.

Lindeners get medical check-ups

By Vanessa Braithwaite SCORES in Linden received medical check-ups when Region 10 Members of Parliament (MPs) Jermaine Figueira and Valerie Patterson hosted a Youth Wellness Day targeting the young in the town.

The event was held at the Region 10 Business Centre.

It was hosted after the MPs became aware that many youths within the community were not as health conscious as they should be.

The wellness day offered the youths a wide array of free health services and counselling.

“Many of them are not aware of their status whether it is HIV, blood pressure levels, diabetes, sight strength, BMI, etc,” Figueira observed.

MUNICIPAL COURT He disclosed that his team has several plans, among which are installation of parking meters; collection of rates and taxes from all defaulters; have city police deal with traffic violations, as opposed to the Guyana Police Force; create a Municipal Court; establish community centres for young people; and provide “city scholarships” to deserving ones.

“We have a plan to, instead of having private contractors do the garbage, we want City Hall to be able to do that; where the $200M plus spent on garbage contractors, we want that money to remain at City Hall, so that we can create jobs for individuals and keep the money within the city.

“We are also looking at starting up traffic violations; that is something the city should have been doing and not burden the Guyana Police Force (with); they can go out there and fight crime. Let the city police do that. We are talking about the creation of a municipal court, where every cent collected, instead of it going to Central Government, it goes directly into the city’s account, so we can do the things we need to as city officials, instead of having to depend on Central Government,” an impassioned Benschop declared.

That aside, Benschop believes that the entire rates and taxes system at the Mayor and City Council needs to be computerised, so persons can easily check their records. Additionally, it is his belief that workers of the municipality need to be better paid. “I want to take away that lunch money mentality from them… we must be able to adequately pay workers of City Hall!” he said.

According to Benschop, “The city can create its own money,” and those avenues must be explored. He said the rights of vendors must be examined, and his team will be meeting with vendors to hear of their concerns and work towards finding solutions to their problems.

REACH OUT “Team Benschop will be friendly, reaching out to people, not just to vendors. (We will) reach out to big businesses also. We all have a duty to work to keep the city clean, to ensure there is law and order here. How can we attain these things? Big businesses have to ensure that their rates and taxes are paid. Nobody is going to owe $22-$30M … our approach is not going to be an antagonistic one…” he assured.

His team’s approach will be one of democracy and transparency. He stressed that nepotism will not be tolerated.

“We are not going to entertain that,” Benschop said, noting: “We believe that the millions of dollars for contracts must be given to those within the Georgetown area, and not individuals from outside.”

He commits to working along with Central Government in the interest of the residents of Georgetown. “We will be there to ensure that there are checks and balances; that Central Government gives this city what it deserves. It is not going to be an antagonistic approach, neither are we going to allow Central Government to do what they want to us,” he told the Guyana Chronicle.

Benschop said one of the first things that would be done at City Hall, should he be elected to office, is an audit of the entity. “We want the books to be audited over the last five years…we want to see the mistakes made, and correct them,” he said.

Benschop has promised to be a “no-nonsense mayor”, once elected. “I will be working for the people of Georgetown,” he said. He believes he is the most suitable candidate for the post, as he has been interacting with the ordinary man in the street for a number of years, understands their cries, and knows what has to be done to ensure that the residents of Georgetown are happy.

Doctors from the Mackenzie Hospital willingly did a variety of medical examinations and testing while referral cases were sent to the Mackenzie Hospital for more detailed examination.

Meanwhile, several youths expressed appre-

ciation that the MPs had put their interest at heart and they promised that they would now be more health conscious.

One young woman, Shanteal Alleyne, who received hypertension and diabetic testing, said she was of the opinion that because of her slim figure those chronic illnesses would never affect

her.

However, based on the counselling she received, she decided to take the tests and has vowed to continue doing so on a regular basis.

“I have embraced this initiative and am happy that I am now aware of the consequences of not being conscious of your health status,” she said.

A 38-year-old Guyanese man was beaten to death outside of his El Socorro home, Trinidad on Friday morning.

At about 07:00 hrs, the body of the man was discovered at the back of a home along Mohammed Terrace, El Socorro.

The body was partially nude as his pants had been pulled down and his head had suffered a traumatic injury as it had been bashed open. A bloodied brick was

discovered near the body.

The police were notified and a team of officers from Barataria Police Station, North Eastern Division Task Force and the Homicide Bureau visited the scene.

The body was later identified as that of Andrew Garroway. He resided in an apartment near to where he was killed. Police have no official motive for the killing. (Trinidad Express)

PLEASE HELP GOOD teachers ask tough questions. Although those questions may appear to be self-serving, those questions may be still cogent and pertinent. For instance, they ask “why are teachers not given the kinds of bonuses that are given to the police and the army?” They ask: "Why do we have to struggle to be more educated?" And ask: "Why are we not granted leave to 'pursue' degrees at the University

of Guyana?"

They are clear about their belief in our new government, but they also say with equal clarity that the words of our leaders are just words without substance, without action.

At the front of their minds, they believe the much-repeated words that teachers are the guardians of our nation's future. And as this bleeds in their brains, there is the bitterness, the sense that the words mean

nothing at all. They feel like cast-offs, the flotsam and jetsam of a national wreckage. The bitterness and political babble create a false competition with the perceived benefits enjoyed by the armed and protective services, the Guyana Defence Force and the Guyana Police Force.

In my own way, I venture that such comparisons are not really applicable.

There are no consecutive orders of priority. Teach-

ers, after all, do not put themselves between criminals and our citizens. Those teachers respond that the only difference is between a quick death and a slow and painful death.

One teacher of a group of 31 teachers said rather politely: "Professor, Sir. If you have a chance to speak to the Minister of Education, please convey a message." I asked what would be the message, and who is asking that this message be conveyed. I thought that it would be about salaries and conditions and promotions and such things. Nothing of the sort!

The message came through the teacher from a

child of 13. It was simple: "Miss, if you have a chance to speak to the minister, please ask him to "HELP WE!" In the face of such a simple plea, one must be silent. Teachers have no real authority over anything or anyone--not here in our nation. Not yet, anyway.

The students that they guide (people say "Teach") have even less say. So here is how it goes: teachers beg and hide to get higher degrees. They take their grief to our grand UG "lecktchuruhs" (in formal English, it is "lecturers") who are princely or princessly kings and queens of their classrooms. Our children

think that teachers have authority. Our teachers think that their lecturers have authority. It is a dreadful hierarchy of powerlessness, of hopelessness. And the pretence of authority leads, step by step, to boastfulness and bullying.

We must admire that child who, with elegant simplicity, begs" "HELP WE!" We must admire the teachers who bring such things up in UG classrooms, places where teaching and learning excellence has fled.

This fleeing, in spite of the great dedication of a few lecturers.

So, to our policy-makers, we convey this thing from a child: HELP WE!

Comfort Sleep spreads annual Christmas cheer

Last Wednesday, the company held the first of its annual Christmas parties at the Ptolemy Reid Rehabilitation Centre in Carmichael Street, Georgetown, where more than 100 children in therapy, along with their parents and/or care givers, had a fun time with lots to eat and drink.

They took photographs and socialised with each other in an atmosphere of confident anticipation, knowing that the occasion was sponsored by the unfailingly reliable Comfort Sleep.

These parties are usually gala affairs held to comfort the hearts, gladden the spirts, and bring joy to hundreds of less fortunate girls and boys.

The gesture is part of the ongoing humanitarian initiatives of Guyana’s largest manufacturer of foam mattresses and pillows.

The parties are held at three locations –- Georgetown, West Demerara and Berbice -- and approximately 500 children who are beneficiaries of Comfort Sleep’s school feeding programmes in these regions are catered for.

And Santa Claus was on hand to bring added joy and excitement to the children by the distribution of giftwrapped toys to literally every child at the party. The gifts of those who were unavoidably absent were delivered to them at home, since Comfort Sleep’s Managing Director, Dennis Charran, insists that no child on the list is to be left out of the fun and cheer offered during this festive season.

Charran, who has a close affinity for little children; his wife, Sabita Charran; and Administrative Manager Amanda Surujdai Chung were also present at the party, and spent quality time interacting with the children.

This is now the ninth consecutive year since such goodwill parties are being hosted by Comfort Sleep, with one being held at each of the three locations. Howbeit, for Christmas 2014, all the children, numbering about 500, were brought together under one roof at Fun City at the prestigious Princess Hotel at Providence, for a day of virtual treasure hunting, wherein they came up with gems and rubies.

As an added incentive, every child was photographed with Santa Claus, and given the photo as a gift specially from the Charran family.

At the end of a most exciting and rewarding

day, the deeply gratified children, escorted by their teachers, left the facility in specially chartered shuttle buses with pleasant and unforgettable memories of one of the most enjoyable days in their lives. It was an experience that certainly made them feel good about themselves.

Comfort Sleep’s second party for this season was held yesterday at Little Rock Suites in New Amsterdam, Berbice. The third and

final one is scheduled to be held at Malgre Tout Roman Catholic School, West Bank Demerara, on Saturday, December 19th from 11:00 hrs to 13:00 hrs.

In a brief comment, Charran noted: “It is always a pleasure for me to be here at this time with the children of the Rehab Centre, celebrating the Christmas with them. The party is wholly sponsored by Comfort Sleep, and we give support to the centre throughout

Subvention for Sophia Winners of Drama Festival honoured Literacy Programme President David Granger delighted children enrolled in the Sophia Literacy Programme when he turned up at their annual Christmas party, hosted at Congress Place yesterday and distributed 21 bicycles donated to his ‘three Bs’ programme.

The President handed over the bicycles, donated by Komal Singh, Managing Director of GAICO Construction Incorporated to the ‘Boats, Bicycles and Buses’ (three Bs) programme managed by the Ministry of Social Cohesion.

Singh said he was pleased to be associated with and support the ‘three Bs’ initiative, which affords every child the opportunity to attend school.

“We are very strong in supporting the ‘three Bs’ Programme. We support the ‘three Bs’ programme primarily because it focuses on our children, since our children are so important for tomorrow,” Singh said.

Meanwhile, President Granger, who engaged the children briefly, announced that his administration will make resources available to set up a permanent centre to ensure the survival of the literacy programme.

“I want to see you with good furniture, with good libraries, with good laboratories, with computers to do your training. So, from this year December you will be getting a subvention to have adequate facilities,” he said.

The Sophia Literacy Programme was started in 2006 with the aim of giving school age children additional support in literacy. The programme currently conducts classes every Saturday for two hours at its three centres: one at Congress Place, Sophia and the others at a church in ‘C’ Field and one in ‘D’ Field Sophia.

One of the organisers of the Programme, Carol Corbin, welcomed the President’s announcement of a subvention, as it will allow them to provide additional services to a larger group of children.

She explained that the subvention will allow organisers to recruit more trained teachers, while allowing them to provide meals and other much needed services to the children who attend the classes.

In addition to the bicycles given to some of the children, each child was presented with a gift, after which they were entertained with music, carolling and cultural items, a release from the Ministry of the Presidency said.

THE Ministry of Education, Department of Culture, Youth and Sport, in collaboration with Digicel, on Friday evening hosted the Awards Ceremony for the National Drama Festival 2015, with the proud announcement that 50 plays were entered for the Festival, with 23 making it to the finals.

Meanwhile, at the heart of the awards lending tangible and sustained support to the Ministry of Education, Department of Culture, Youth and Sport was corporate sponsor Digicel, who contributed more than $6M towards the initiative.

Linden attracting new investors

By Vanessa Braithwaite THE people of Region 10 are excited over potential investments that will guarantee employment for over 300 residents, as several investors have expressed interest in establishing various companies and industries there.

Regional Chairman Renis Morian is enthusiastic over these initiatives that will benefit the region in a number of ways, particularly in decreasing the high unemployment rate and creating a basis for development.

Some residents had expressed dissatisfaction over the inability of the previous regional administration to fulfil the promises made publicly to provide jobs through investment opportunities.

“We were told of jobs that will come from investors before, but I am confi-

dent that with the change of government and everything, that it will now be materialised,” said one optimistic resident, Joy James.

CLAY BRICK FACTORY Meanwhile, speaking exclusively to this publication, the Regional Chairman disclosed that several investors are in the preliminary stage of launching their companies. One of the investors is a London-based Guyanese who is interested in setting up a clay brick factory.

The factory, which is to be named Linden Bricks, will open with 30 Lindeners in its employ. The investor, who is currently in discussion with Go-Invest, is looking to commence production as soon as possible.

VALUE-ADDED PRODUCTS Another investor has

noted his interest in lumber and manufacturing value-added products, specifically wood furnishing. This startup company is aiming to commence production with 150 Region 10 residents.

“With the availability of the raw materials right in Linden, we have the competitive advantage, and therefore with a young and able bodied existing work force, this investment can be deemed profitable,” posited Morian.

Expressing interest also is an individual who wishes to invest in an oil refinery in Linden. The oil, which will be removed from the Takutu Basin, will be processed and refined in Linden, according to politician Sandra Adams.

She is currently the Assistant Director of the Community Development Council within the Ministry of the Presidency, and has been in

discussion with the potential investor, who has displayed serious indications towards this venture.

“I am very excited about this investment, because, with oil comes a lot of wealth, and therefore we look forward to prosperity here in Linden when this company materialises,” Adams said.

The Regional Chairman has already signed the lease for an investor who expressed interest in cultivating a special grass for export. The 5,000-acre land located around the Kwakwani/Ituni area will be used to cultivate the cane-like grass. This company will employ a workforce of 150 persons. The investor has already commenced construction of lodging for persons living in Linden who will be working with the firm.

Member of Parliament (MP) Valerie Patterson told

the Guyana Chronicle that she is currently in discussion with several investors who wish to utilise the building which was previously used by the Toucan Call Centre that halted operations some months ago.

These investors will give the former employees of the call centre preference as they go about their recruiting process.

The people of Linden are optimistic about these employment opportunities, and are anticipating the commencement of production.

“I am very excited because I have been employed temporarily at Bosai as an apprentice and am currently unemployed, so I am hoping to be employed with one of these companies,” one young resident said.

And Isola Amsterdam, a clothes vendor in the Mackenzie Market, said the lack of economic activity in the

“If jobs are created in Linden and persons invest in the town, there would be more money circulating in the town for persons to spend,” she said confidently.

They now want President David Granger to reverse the decision and the issuance of a document that was signed by former President Donald Ramotar, since they are claiming they were duped into signing a paper that gave communal title to the land.

The area is populated by both indigenous people and

persons of African ancestry.

There is, at present, controversy within the community over the document, as some residents reportedly requested that they be issued with individual land titles while others wanted communal land title for the area.

The residents were, however, told that the decision by the previous government was binding on the new

administration. In the meantime, some residents are of the view that the issue can be resolved through a petition to the executive, while others point to an option of moving to the courts.

dents to work together. He said the land in its present form should be a plus for the community, as it remains with them and they have the opportunity to develop it to its fullest.

The minister also urged the residents to be reasonable, and rather than argue over a decision which is irreversible at this time, they ought to look at ways to develop the community for the benefit of everyone.

During the meeting, some residents who considered themselves “concerned res-

idents� were arguing that individual land titles is what the community had preferred, rather that the communal title.

However, another set of residents said that they preferred the communal lands, and pointed out that those who were seeking individual land titles were interested in reselling the land at a later date.

There were also claims that among those who are seeking individual land titles are persons who may have sold lands already, and

now that a communal title has been issued, they cannot deliver and must now find monies to reimburse those persons who may have made an advance payment, or even paid in full.

Meanwhile, one of the contentions at 4 Miles is that some persons who do not consider themselves Amerindians or indigenous persons feel that they are being forced off the land and indigenous persons are getting the preference.

But according to the Amerindian Act, once persons

are descendants of an Amerindian person, they are to be considered as indigenous, even if their physical appearance does not readily indicate this. $5M FOR COMMUNITY PROJECT Moving forward, Allicock urged residents to

Parking nightmare

CHRISTMAS is fast approaching, so driving and

parking in the city is a nightmare, and some inconsiderate drivers are not heeding the parallel parking require-

ments.

Most drivers park anywhere and at any time, much to the inconvenience of other

road users. Some even park diagonally at will, with blatant disregard for signs.

Even though there are

SUNDAY CHRONICLE December 13, 2015 a few paid parking lots in the city, these are not being utilised because of a lawless road culture that some have adopted.

Traffic Chief Dion Moore told this newspaper that police have so far charged 195 drivers for diagonal parking in the city alone, and the campaign is active.

He advised that drivers make use of the paid parking lots in ‘A’ Division since, at this time of the year, there is an additional influx of vehicles in the city for the festive shopping season, and they have to compete with other road users, including pedestrians, motorcyclists, pedal cyclists etc.

The Senior Superintendent added that police have employed the use of clamps and crash trucks, and once vehicles are diagonally parked they will be towed away or clamped.

He also encouraged drivers and others to park correctly and walk to their destinations, especially in the downtown shopping areas during this season.

Moore said that persons coming to the city to shop with relatives can car pool and use one vehicle instead of four. He reminded drivers to be considerate at all times and to exercise care and caution not only in parking, but in the general use of the roads.

“Look out for children and the elderly as well,” he cautioned.

Moore also advised that those walking should use the pedestrian crossings The Traffic Chief noted that the attitude of drivers must change, or else the lawlessness on the roads will not cease and they (the police) have a zero tolerance policy on that.

Some road users have been at their wits end with some drivers. One example: recently, a woman parked her vehicle in the middle of the road at Camp Street in front of St Margaret’s Primary School, and went into the building to collect her children, much to the annoyance of others.

It took her at least five minutes before she came strolling out leisurely while, other drivers were livid because they could not pass. This created a serious traffic build-up.

Some people double-park even in the busiest of wards in the city, while some park their vehicles with the engine running.

If you must come to the city in your vehicle, it is advisable to park in a suitable area (space) such as a paid parking lot. Secure your vehicle, then go shopping.

Island paradise resort opens

“THE suspense is finally over!” were the words of Tourism Minister Cathy Hughes as she addressed persons at the official opening of the highly anticipated Aruwai White H2O Resort in the Mazaruni River, Essequibo.

Comprising 35 of 50 completed rooms, and blue waters and sandy beaches among a host of other amenities, the luxurious edifice has been in the making for some four years, and yesterday an excited audience was on hand to witness the official opening of this tourism masterpiece, projected to be a trend-setter in the local tourism industry.

A host of government officials and their acolytes were on hand to witness the opening at a gala ceremony on the island. These included Minister Cathy Hughes; Minister of State, Joe Harmon; Minister within the Ministry of Labour, Simona Broomes; and former Prime Minister Samuel Hinds. Former Tourism Minister Manniram Prashad also sat in the audience.

Proprietor Chunilall Baboolall, one of Bartica’s career miners, told the hyped audience that the idea for the resort stemmed from discussions he had had with Former Prime Minister Samuel Hinds, who encouraged miners to diversify their businesses from mining to other sectors. “This is one of the sectors,” he happily reported.

“We finally delivered a world class resort to our country, Guyana,” an excited Baboolall declared as he lauded the support he had received from many, including

the Government of Guyana; his family members; and contractors, electricians and other artisans who contributed to the project’s realisation.

Baboolall said that businesses rely on assistance from the government, and noted that it is a challenge to diversify one’s business, especially as a miner in an atmosphere of falling gold prices. To a round of applause, Baboolall said the architects behind the venture are open to assist those persons who may wish to pursue similar ventures.

Minister Hughes said that in these economic times one has to be very committed to one’s country to make such a huge investment. She lauded the efforts of the Bartician, and said the Tourism Ministry and the tourism industry have recognised the investor’s important decision to invest, thereby adding quality and excellence to the sector.

Hughes said that since assuming her current portfolio in government, she has

had the opportunity to travel and meet persons all over Guyana and overseas, and when persons hear of the Land of Many Waters, she shows them images which they deem impressive.

She said the resort would definitely receive the support it needs, and in January of 2016, the government will roll out an impressive marketing plan to encourage locals and those persons overseas to visit these shores.

“We have information that is out there and that will get people to come to Guyana”, the Tourism Minister noted.

AHEAD OF THE GAME She said the resort in its current state is “ahead of the game” and, in her opinion, far exceeds some locations she has seen as a traveller.

Indranauth Haralsingh, Director of the Guyana Tourism Authority, also heaped on the proprietor praise for the investment. He said the venture is a display of confi-

dence in Guyana’s economy and its tourism potential, and described the location as the “perfect getaway” for locals and overseas visitors.

He noted that the first images which emerge of the area created a stir on the Internet, locally and globally.

“Aruwai is a true definition of what an all-inclusive resort looks like,” Haralsingh said. He predicted that the venture would complement Guyana’s tourism product and create opportunities for tourism and employment.

Minister Harmon told the gathering that he also was impressed by the resort, and it sets a standard for tourism here. He added that the resort can outdo others within the Caribbean region.

Harmon said President Granger visited the resort while it was under construction, and also was impressed at the time. He said the resort produces a “magnificent multiplier” effect which ripples through the local community.

The Presidential Advisor encouraged the managers and staff of the ministry to keep the green vision in mind while planning projects and programmes. Sharing some ideas, he said that building codes should consider green design and construction, and proper planning for land use should be done to clearly define land for different activities.

Island paradise resort...

Harmon said the venture benefits the business sector, and would contribute to the development of Bartica, while many will be motivated by the general presence of the venture. He therefore challenged others in the area to adopt the standard set by the resort.

Minister Broomes, herself a Bartician and miner, congratulated the investor. In

brief remarks, she noted that she has known the Baboolall family for many years, and she described the businessman as an example to many others.

She said she recalls him saying, “In life and in business, a good name will not take you there; it’s the determination and passion and focus”.

Broomes said the support the resort is looking for can be found behind an open door, as she offered support to the venture.

Aruwai H2O Resort sits

on a once under-developed island that was once known as “Bucktrack Island”. It will be fully operational next week, when it will begin to take bookings for visitors. Among plans for the resort’s expansion is one to construct an airstrip on the island.

The proprietor also has other plans for the economic sectors, including an “Aruwai” plaza and hotel, which opens on Sheriff Street in Georgetown in the months ahead.

In this year’s finals, there were 23 plays in four of the categories- Debutante and others and seven plays in the schools categories. During preparation, a series of workshops and summer courses were held at the National Cultural Centre, and for the first time they were taken out into the regions.

Williamson milestone helps NZ build 308-run lead (REUTERS)-Kane Williamson became the second New Zealand batsman to score 1000 test runs in a calendar year as the hosts built an imposing 308-run lead over Sri Lanka at the close of the third day’s play of the first Test in Dunedin.

Williamson, who achieved the milestone when he surpassed eight runs, was 48 not out at the close with Tom Latham on 72 as New Zealand ended the day at a

chilly and windswept University Oval on 171 for one.

Martin Guptill (46) was the only batsman to be dismissed in the hosts’ second innings when a delivery from left arm spinner Rangana Herath barely bounced, scuttled along the wicket and clattered into his stumps.

Guptill, who scored 156 in the first innings, fell after a 79-run opening partnership with Latham, having given New Zealand a perfect start to build on their 137-run first innings lead with an eye to setting Sri Lanka a target in excess off 400.

Williamson, who had started on 992 runs this year, used his feet to hit Herath down to the long on fence to move from seven and achieve the milestone.

Captain Brendon McCullum was the first New Zealand batsman to achieve the mark in 2014.

Latham, who had a series of starts without kicking on to a big score in the recently completed series against Australia, scored his seventh test half century as he and Guptill were cautious before tea, then accelerated the run rate afterwards.

ST. Stephen’s Primary outlasted a tough challenge from Stella Maris to become the inaugural Smalta Girls 11-and-under Pee Wee Football Champions yesterday at the Carifesta Sports Complex Ground.

They prevailed 3 – 1 on penalty kicks, after the sides could not be separated before the regulation time whistle sounded, nor in extra time. Even though the scoreline read nil all, the match was not short of competitiveness as the teams battled to gain the upper hand.

North Georgetown claimed the third- place spot after a 3 – 2 penalty kick victory over South Ruimveldt Primary. The girls romped to a goalless first half, but Shaquanna Drakes drew first blood for the eventual victors in the 33rd minute.

However, they did not have the advantage for long as Lenisa John equalised for South Ruimveldt three minutes later. The match progressed with the deadlock into extra time then it came down to penalties, when North Georgetown held their nerves enough to claim the win.

West Ruimveldt squeezed past St. Pius 1 – 0 in the fifth- place showdown which saw Gabriell McGarrell score the decider in the 10th minute.

Enterprise defeated Tucville 3 – 1 on penalty kicks after the nil all deadlock could not be broken in full time.

St. Angela’s secured ninth place with a 1 – 0 win over F.E. Pollard as Nikasi St. Jules scored in the 16th minute to put her team on top.

St. Margaret’s and St. Agnes also fought to a stalemate, but St. Margaret’s was on target from the penalty area to defeat the opposition 3 – 1 in their penalty shootout. That meant St. Agnes finished 12th ahead of the St. Ambrose team that was awarded a victory against Winfer Garden via the walkover route.

Permaul (five for 25) gives Jaguars upperhand over Scorpions THE Guyana Jaguars held the upperhand over Jamaica Scorpions at the end of an intriguing second day of their fifth- round regional four-day game being played at Sabina Park, Jamaica.

After earlier limiting their hosts to 146 and taking an important 43-run first innings lead, Guyana Jaguars were 133 for three in their second innings for an overall lead of 176 entering today’s third day. The not- out batsmen are opener Tagenarine Chanderpaul on a solid 39 and Raymond Reifer 12.

The day however belonged to left-arm spinner Veearsammy Permaul, who claimed five for 25 as the Scorpions were undone by his inspiring spell after resuming at their overnight 63 for four in reply to the Jaguars 189 all out on the first day.

Already with two wickets on the first afternoon, including that of overnight batsman Damian Jacobs who was dismissed in the last over of the day, Permaul added three more scalps as the home team dwindled under the intense pressure.

Australia thrash Windies by innings and 212 runs (REUTERS)-`Paceman James Pattinson took five for 27 to fire Australia to a thumping innings and 212-run victory with more than two days to spare in the first test against West Indies in Hobart yesterday.

Australia enforced the follow-on after dismissing West Indies for 223 inside the first five overs of the third day at Bellerive Oval, and completed the rout before tea by skittling the tourists for 148 in their second innings.

It was Australia’s second biggest victory in 114 Tests against the Caribbean islanders and gave the hosts a 1-0 lead in a three-match series, which concludes with tests in Melbourne and Sydney.

Australia, who could return to the top of the Test rankings with a 3-0 series sweep, made 583 for four declared in their first innings on the back of a world record fourth wicket stand of 449 between Adam Voges and Shaun Marsh.

By Ian Chadband LONDON, (Reuters)-Manchester United’s calamitous week hit rock bottom as Bournemouth famously consigned them to a 2-1 defeat yesterday and, to rub salt into the wounds, neighbours Manchester City moved back to the top of the Premier League.

After City clambered above Leicester City on goal difference with a lucky lastgasp strike in a dramatic 2-1 win over Swansea City, Bournemouth wrote another astonishing fairytale by beating United a week after taking the scalp of champions Chelsea.

United’s defeat multiplies the pressure on manager Louis van Gaal, already under pressure for their prosaic playing style and midweek exit from the Champions League.

Yet the Dutchman, happy with his team’s efforts, said he was not worried about the growing discontent with his reign. “It’s always like that. It’s not new,” he told Sky Sports.

United’s setback leaves them fourth in the table, three points behind a City side who are level on 32 with Leicester before the latter host Chelsea on Monday. Third-placed Arsenal, who have 30 points, visit bottom side Aston Villa today..

CMRC 2016 calendar to commence May 23rd

By Stephan Sookram THE Caribbean Motor Racing Association (CMRA) intends to continue the momentum of a successful 2015 with the announcement of dates for the 2016 edition of the four- leg championships.

Chronicle Sport has learnt that the CMRA committee which met in Guyana recently, has outlined that May 21st- 23rd will be the opening round of the 2016 edition of the six- country CMRA championships.

That round will take place at the Jamwest Raceway in Westmoreland, Jamaica, while round two

returns to the Frankie Boodram Raceway in Arima, Trinidad and Tobago from July 22nd-24th Barbados Bushy Park Raceway in St Phillips will play host to round three from September 2nd-4 th , while the season will culminate with the final leg and presentation ceremony from November 11-14th at the South Dakota Circuit.

Seaboard Marine has again signed on the title sponsors for the 2016 edition of the championships, with their major contribution being the transportation of cars among the four countries during the four legs of the competition.

According to Vice- President Stephen Bell, who gave an address during the 2015 presentation ceremony here in Guyana, the company has invested a large sum of money over the years in making the CMRC (Caribbean Motor Racing Championships) a success.

He warned the management committee of the CMRA to uphold the standard of the sport and not let it become like other major Caribbean disciplines, closing off by saying that racing in the Caribbean has a friend in Seaboard Marine.

UDFA ‘GT Beer’ tournament kicks off tonight FOURTEEN teams will begin their quest to become 2015/2016 Champions of the Upper Demerara Football Association (UDFA) /GT Beer football tournament, which kicks off tonight at the Mackenzie Sports Club ground in Linden.

This will be the third installation of the UDFA showpiece with the winner once again set to pocket $1M. Newcomers Retrieve Lions will play Kwakwani Strikers from 18:30 hrs and the night’s second match-up will see Vasco taking on Train Line.

Prior to kickoff, the participating teams will feature in the opening ceremony which is expected to be graced by several dignitaries and a feature address by President of the Guyana Football Federation (GFF), Wayne Forde.

At the launching of the tournament, held at the Egbert Benjamin Conference Hall on Wednesday last, the tournament’s title sponsor Banks DIH Limited said that they were happy to once again partner with the UDFA to stage a tournament that is of great significance to the people of Linden.

President of the UDFA, Sharma Solomon, expressed gratitude to Banks DIH for continuing a tradition that is over 20 years old. The champions will be crowned on New Year’s Day (January 1).

Winners Connection holds the title for the tournament that will also see participation from Topp XX, Milerock, Netrockers, Blueberry Hill United, Eagles United, Hi-Stars, Amelia’s Ward Panthers, Botofago and Silver Shattas.

All matches will be played at the MSC Ground, with the other game nights being December 18, 20, 26, and 27. The semi-final will be played on December 30 and the final on January 1, 2016.

The Guyanese two-time champion picked up 225 points from an almost perfect season, leaving his

nearest competitor and only competition Trinidadian Kristian Boodoosingh second on 152 points.

Way down in third was Trinidad’s Gerard Carrington with 58 points.

At the Group 2 level, Trinidad’s Marc Gill carted off that title after amassing 189 points from the four legs of competition, while Barbadian Mark Thompson could produce only second (118 points after just two legs of competition) and Guyana’s Shairaz Roshandin third with 84 points.

The Group 3 end of things also featured a Trinidadian representative in Paul Vieira, who carted off 169 points from three legs,

while The Cayman Islands Barrett, who was awarded for being the most consistent and competitive driver of the CMRC 2015, picked up second (138 points.)

Barbadian Kurt Thompson ended third with 104 points, while Guyana’s Danny Persaud ended fourth with 82 points.

On the Superbike end of things, Elliot Vieira produced the ride of a lifetime to be crowned the youngest CMRA Bike champion, after his cousin Stephen had suffered several injuries a few weeks before the races.

He ended with 161 points, clear of Stephen’s 143 and Matthew Vieira’s 100 points.

Guyanese Dilon Heyliger aspires to play for Canada

TORONTO, Canada -- IT’s been a roller-coaster ride for 26-year-old Guyanese cricketer Dilon Heyliger since representing Guyana at both the Under-15 and Under- 19 levels.

The burly, talented Essequibian all-rounder, who has plied his trade in England, the Caribbean and now resides in Toronto, Canada, has his sights firmly set on representing Canada at the international level and has been working assiduously towards that realisation. He has however not ruled out playing for Guyana in the future.

In an exclusive interview with Chronicle Sport, Heyliger, who also competes at softball in the Ontario Softball Cricket League (OSCL), pointed out that he’s confident that in the not- too- distant future he will don Canadian colours.

“My aspiration is to represent Team Canada and ensure the Canadian cricket team gets a higher ranking at the international level; and also to ensure more supporters come out to watch the sport.”

According to Heyliger, his cricketing career started on the Essequibo Coast where he represented his village team Santos, and before long he was a member of the Essequibo Under-15 and Under-19 teams and subsequently represented Guyana at the Under-15 level in 2005. His progression continued three years later when he was selected to play for his country in 2008 and 2009 at the regional Under-19 tournaments.

In 2006, Heyliger was already a member of the Essequibo senior team and despite his sojourns in the Caribbean, United Kingdom and Canada, was part of the Cinderella County side which he last played for in 2013. In the interim, he also turned out for the Guyana Defence Force (GDF) at the First Division

DILON HEYLIGER level in the Georgetown Cricket Association (GCA) competitions.

Strong all-round performances at the First Division level subsequently earned him a place in the 2011 Guyana T20 squad and despite not being part of the playing 11, Heyliger said the experience was quite electrifying and satisfying. “I decided to build on the success of Guyana’s cricket and move on to gain some international experience.”

Heyliger explained that he went on to play cricket for teams in Trinidad and Tobago, Antigua, and moving farther afield to England, played for Basingstoke in the Hampshire League. “With new success and recognition in the United Kingdom, I gained a spot in the Middlesex League with a team in Uxbridge, increasing my knowledge, skills, and career development on the international level,” he boasted.

Heyliger’s cricketing stint in Canada started last year when he turned out for Islanders Sports Club in the Toronto & District Elite Division tournament.

He however switched to Vikings in the 2015 season when he enjoyed a very productive season , making 707 runs with a highest score of 89, while his best effort with the ball was 4 for 29.

Heyliger credits his current manager Bhowan Persaud and his immediate family for the support and is confident that his cricketing aspirations will be fulfilled in the not- too- distant future.

GTTA national championships set for January THE Guyana Table Tennis Association (GTTA) has confirmed that its national championships will be held in two legs, the first being the senior leg from January 14-17, while the junior leg will take place from January 21- 24, 2016.

The 22- category tournament, which was absent from the calendar for the last three years due to various reasons, returns in early 2016 as the season- opener for the sport.

According to a release, the GTTA executive felt that it was very critical for the re-introduction of the tournament, so that every effort is made to ensure growth.

The championship truly provides an environment to expose and showcase the next generation of our future champions, according to the table tennis organisation.

The association feels that the 2016 championships make for a very competitive tournament filled with keen rivalries among the players in the various categories, given the abundance and nucleus of young, emerging and immensely talented players with lots of potential currently playing the sport.

ARBADOS Pride enter today’s third day of their fifth- round regional four-day match against the Leeward Isalnds Hurricanes in a commanding position, having taken a 198-run first innings lead.

Replying to Barbados’s first innings of 368, the Hurricanes were blown away for 170 just before the close of the second day at the Kensington Oval, Barbados.

Barbados were indebted to a fine, undefeated 136 from middle-order batsman Roston Chase, who had resumed on his overnight 95.

With wickets tumbling around him, Chase maintained his composure, slamming 20 fours in his brilliant, unbeaten knock. Jonathan Carter (54) and Kevin Stoute (41) also played useful innings.

Volcanoes, Red Force locked in battle for first innings lead Narsingh Deonarine

THE Windward Islands Volcanoes and Trinidad and Tobago Red Force were locked in a fierce battle for first- innings lead at the end of the second day of their four-day regional encounter at the Beausejour Cricket Ground, St Lucia.

Led by an unbeaten 102-run, second- wicket partnership between Yannick Carriah and Narsingh Deonarine, T&T Red Force were 153 for two at the close of play, replying to the Volcanoes 306 all out, exactly 153 from their opponents first innings score.

Both Cariah and Deonarine are unbeaten on 58, the latter striking four fours and the latter two sixes.

The visiting team suffered a setback, losing the scalps of openers Jeremy Solozano (two) and Kyle Hope (31) both to fast bowler Kevin McLean before Cariah and Deonarine staged their fightback.

The year-end football culture in Guyana … big prize monies and crowds

By Ras Wadada OVER the last two decades, here in Guyana, the year-end period has been creating the most interest in the minds and pockets of players, fans, promoters and sponsors of the ‘Beautiful Game.’

It would be remiss of me not to include the media and the football fraternity at large.

This much looked- forward- to, end-of-year football extravaganza is the brain-child of two Lindeners who captured the imagination of all, including the government, football officials and businesses at home and abroad. There is no denying what the two individuals brought to the football calendar at the end of the year; and no doubt, their unequalled legacy will always be remembered.

In recent years, the duo have been virtually forced out of their annual promotion while their replacements, the Member Associations(MAs), are trying to cash in on that time of the year when people’s spending power is at the highest and football attendance at games triples up.

The decision to put an end to this manipulation by the duo of the ‘Beautiful Game’ must be heartily applauded if meaningful development of the sport is at the core of the focus and thrust.

The challenge the various MAs would be faced with is garnering the kind of support/contribution to attract and sustain big

crowds at games.

A lot of experience and knowledge would have been shared along the way in making football the most widely talked-about and attended sport at the end of the year in Guyana, so getting it right, while not overnight, should not be a problem.

It is, however, the wish of the fraternity that those who have been pumping millions of dollars into the sport at the end of the year will continue to do so. This transition period in this new dispensation of the ‘People’s sport’ will be a test for the newly elected Wayne Forde executive of the Guyana football Federation (GFF); and surely it would take time to get where the vision is.

This year-end football extravaganza will have four unprecedented grand finals being staged on New Year’s Day with millions of dollars at stake.

Banks DIH is the major sponsor for the Upper Demerara FA’s Tournament as well as the Georgetown FA’s 16-team competition which would include four teams from Berbice.

Ansa McAl will sponsor the tri-associations of East Bank, East Coast and West Demerara, while the GFF will sponsor the sixteam Elite team competition, minus Alpha United and Slingerz FC. It is hoped that fans will come out to be entertained and to support all the tournaments, so that the MAs and members can benefit.

er wish for the ‘Beautiful Game’ here and that is for the GFF to sort out the much deserved reward of the teams and players for the just concluded phase one of the inaugural eightteam Elite League and playoffs competition.

It is unimaginable to think of a major sponsor of such a competition that would have no prize- money obligation, when one of the criteria for staging any competition under the auspices of the GFF or its MAs is that all prize monies must be lodged upfront with the

federation.

This is a prime opportunity for the Wayne Forde-led administration to demonstrate their true worth – Integrity – and source the money to make the festive season a bit merrier for the key stakeholders – the Players.

After almost one month in office, the new President is yet to call an official media conference, while the sport continues to grab the attention ever so often in the media. The President is no stranger to the sport and has proven his worth as a

successful businessman and a national champion of a great mind sport- Draughts.

It should not surprise anyone when he makes the announcement soon of the date to pay out the prize monies for the Elite League winners. The other prime interest of the football fraternity is the Lady Jags team which will participate in the CONCACAF final-round qualifying competition for the 2016 Rio Olympics. They deserve wholehearted national involvement and support.

By Rawle Toney IT was a tense afternoon in the National Park on the final day of the GTT 10’s Rugby tournament as University of Guyana (UG) Wolves battled the Guyana Defence Force (GDF) and Pepsi Hornets took on Yamaha Caribs.

The Hornets had to defeat the Caribs and would’ve had to see the Wolves beating the GDF if they (the Hornets) were to retain their title.

As fate would have it, the Pepsi-sponsored team

crushed Yamaha Caribs 22 – 0, while UG Wolves edged the Army 17 – 12.

The result meant that Pepsi Hornets ended the 2015 season on a high note, being crowed the 2015 GTT 10’s Rugby tournament champions.

Playing in the first game of the day, Rickford Cummings scored 12 of the Hornets’ points (two tries and a conversion) while Blaise Bailey and Troy Bascom scored a try each.

The Theodore Henry- led Caribs unit were outplayed through the one-sided contest

with the Hornets controlling the game at both ends of the field.

Game two was played at a high tempo throughout the 40-minute contest. The soldiers got off the mark first, scoring the game’s first try to take a 5 – 0 lead after failing to make good of the conversion.

However, Joshua Griffith and Godfrey Brooms would score a try and conversion respectively to hand the Wolves a 7 – 5 lead.

thur tied the game at 12 points each with his try and Griffith scored his second of the day to put the game 17 – 12.

Nonetheless, it was the Hornets who celebrated on the sidelines.

The final points standing for the tournament: Pepsi Hornets (15), GDF (13), Yamaha Caribs (11), UG Wolves (10) and the Guyana

Police Force (one point).

The Guyana Rugby Football Union (GRFU) President Peter Green congratulated the Hornets on their tournament win and thanked the players for a great year of rugby.

The GRFU will now focus on a busy 2016 with Guyana set to participate in several international tournaments.
