US$1.3M for surveys on crime, inequality GOVERNMENT took an important first step yesterday in crafting effective national and local responses to crime, domestic abuse, and incidences of victimisation, unemployment and living conditions.

Minister of Finance Winston Jordan signed three non-reimbursable technical cooperation agreements valuing US$1.3million ($268, 450,000) with the Inter-American Development Bank (IDB) for the design and implementation of three surveys that will provide critical data for effective planning and policy-making.

The Crime and Victimization Survey, Labour Force Survey and Household Survey on Living Conditions will enable state agencies to improve their capacity to gather and analyse available social and economic data as well as monitor and evaluate

the impact of government policies and programmes.

These are the first surveys of their kind in more than a decade.

Minister Jordan during the signing said he was heartened by the agreements as very early in the life of the government, a premium was placed on statistical data so that government policies and plans can be undertaken in a structured and more informed manner, which in turn will ensure that resources are optimally expended so that they bring the greatest benefits to the country.

The grants will cover both expenses related to training the staff of the Bureau of Statistics and the actual execution of the surveys.

According to a release, information on unemploy-

ment and employment participation will be gathered

under the labour force survey which will be conducted on a quarterly basis.

The crime and victimisation survey will examine perceptions on crime, violence, and domestic abuse as well as the underlying issues of pervasiveness, underreporting, socioeconomic profiles, and geographic patterns.

IDB Country Representative Sophie Makonnen said that the signing is the first of the 2016 support Guyana will receive from the bank, which is a result of a collaborative effort between the Ministry of Finance and the IDB. She pointed out that data on living conditions and unemployment are from 2006 and 2007 respectively. The surveys will address gaps and weaknesses that emerged during the past decade and will be executed within the next four years.

NICIL’s Brassington, deputy sent on leave

By Ariana Gordon CHIEF Executive Officer (CEO) of the National Industrial and Commercial Investments Limited (NICIL), Winston Brassington, and his deputy, Marcia Sharma, have been sent on immediate administrative leave pending the outcome of another audit on the entity to be completed by the Auditor General’s Office.

Minister of State Joseph Harmon made the disclosure at a post-Cabinet press briefing on Wednesday at the Ministry of the Presidency in the presence of Minister within the Ministry of the Presidency, Jaipaul Sharma, who has oversight over the forensic audits.

Investigations are also being conducted by the Special Organised Crime Unit (SOCU). The move by Cabinet to send Brassington and Sharma on administrative leave comes two days after Brassington declared that he has not broken any laws while serving in the post as CEO of NICIL. lieves that there is enough reason for another probe.

“Cabinet considered the comprehensive report of the forensic audit and review of the actions of NICIL that was submitted by the consultant Dr Anand Goolsaran, as well as a set of recommendations on the report submitted by the Honourable Minister within the Ministry of Finance, Mr Jaipaul Sharma. Cabinet considered the importance of the decisions that have to be made with respect to NICIL and the far reaching consequences of the recommendations of both the Honourable Minister and the consultant,” said the Minister

of State.

Harmon said Cabinet deliberated on the report submitted to it and made several directives despite the fact that the Board of Directors of NICIL has not yet deliberated on the report.

“Those were that the report and accompanying notes of the consultant and advice of the minister be handed to the Commissioner of Police and the Special Organised Crime Unit for investigations as to whether there were any acts of criminality committed by those concerned, and to take the process forward; that the said reports be submitted to the Auditor General for a more precise audit of the issues highlighted in the report; that the Minister of Finance gives instruction for a transaction audit of NICIL to be conducted and to facilitate all of these things; that the CEO and the deputy CEO of NICIL be sent on administrative leave immediately, pending the outcome of the actions that have to be taken,” he added.

NO SECOND GUESSING The Minister of State explained that there will be no second guessing on what the

police will unearth during its investigation, or what the forensic audit by the Auditor General’s office will find.

“What I can say is that there is in Cabinet’s view, sufficient information provided in that report for the agencies to whom these reports are sent to use it as a basis for further action.

Cabinet is not saying that anybody should be charged, Cabinet is saying that based on the reports brought to it, these reports should be sent to the competent agencies for them to explore further and for them to dig deeper and determine whether criminality exists, and where they do find criminality, they should take whatever action they deem necessary.”

Harmon added that Cabinet on Tuesday deliberated on the reports before it and will not act on “impulse.”

“Cabinet didn’t smell anything fishy. I think that it in a serious matter like this, you cannot act just on impulse, you have to act on what is before you and what is the evidence presented by the consultant to take actions based on that.”

He stressed that Cabinet has made a decision to have

another audit done based on the information presented to it. “We are acting on what is before us…That is what informed Cabinet’s decision on the matter,” Harmon stated.

MATTER FOR POLICE Asked whether he is concerned about the Brassington’s possible migration, Harmon replied: “These are matters in the confines and purview of the police. If in fact the police in their investigations believe that someone is a witness or someone is likely to be charged based on their investigations, there are procedures for persons to be prevented from leaving the jurisdiction, pending the investigation.”

Making reference to the Guyana Power and Light’s Deputy Chief Executive Office Aeshwar Deonarine, who travelled abroad after seeking time from the government to repay some $27.8M that was transferred to his personal bank account from the PetroCaribe fund, Harmon said, “I am not aware that an active police investigation had started at the time when he left Guyana. But what I know

for sure is an active police investigation is going on into that matter.”

On Monday, Brassington denied any illicit actions, stating, “As far as I know, I have not broken any laws, and if Mr Goolsarran is suggesting it, then I believe I have a clear defence on why what we did was properly done and we should not be held responsible.”

He accused former Auditor General Anand Goolsarran of divulging information before giving NICIL a chance to review the report prepared by him. Brassington said he is prepared to go before the courts to prove his innocence.

“I am willing to testify, but you can’t bring a charge up on the basis of a law that has been clearly contradicted by all the lawyers and there is no evidence of it being broken,” he said The move by government comes approximately two months after the forensic audit into NICIL was completed by Goolsarran and submitted to government for review. The former Auditor General had recommended that charges be laid.

PARLIAMENT is not robust under the APNU/AFC Administration and the lack of notified agendas for the Opposition on topics pertaining to the sitting of the National Assembly is worrying, according to Opposition Chief Whip Gail Teixeira.

She was speaking yesterday during a press conference at Freedom House and observed that the Standing Orders state that a six-day notice does not include public holidays, and Opposition parliamentarian have not been receiving requisite notices pertaining to the National Assembly’s work.

“There is no Order Paper telling us the contents of the agenda for the next sitting,” the Opposition Chief Whip decried.

“The PPP MPs are at a disadvantage without appropriate notice, since we need to see the documents to be studied. This is a serious breach.”

She said many bills that are of concern to stakeholders are not being addressed, and no form of consultation is being done.

“For the past two months there has been nothing submitted or done in Parliament, then there is this rush to put in things and hurry them through….The government seems to be adopting a posture that it has a divine right to do as it pleases,” said Teixeira.

She said citizens are now better educated and are now interested in the functioning of the National Assembly.

Noting that the PPP has motions on the Order Paper that are pending, Teixeira said these relate to all MPs making their income tax declaration and the second is compensation for victims of

Somalia bans Christmas celebrations SOMALIA’S government has banned the celebration of Christmas, warning that such Christian festivities could threaten the nation’s Muslim faith.

“Those celebrations are not in any way related to Islam,” an official at the Religious Affairs Ministry said.

Security agencies have been directed to stay alert to stop any gatherings.

Foreigners are free to mark the Christian holiday in their own homes, but hotels and other public places have been prohibited from marking the day.

“Having Muslims celebrate Christmas in Somalia is not the right thing, such things are akin to the abandonment,” local media quote Mohamed Kheyrow, a top official at Somalia’s Justice and Religious Affairs Ministry, as saying.

Correspondents say as the country recovers from years of civil war, a growing number of Somalis who grew up in the diaspora are returning home, some of them bringing Western customs with them.

Christmas is not widely celebrated in Somalia, which officially adopted Sharia

in 2009, but the odd event was held, - especially as an excuse to hold a party.

Mogadishu’s Mayor Yusuf Hussein Jimale told the BBC that such gatherings might also be a target for the Islamist alShabab group that has targeted hotels in the city in the past.

Celebrations will be allowed at UN compounds and bases for African Union peacekeepers who are in the country to back the government’s fight against the al-Qaeda-linked militants.

Birmingham’s ancient Koran history revealed WHEN the University of Birmingham revealed that it had fragments from one of the world’s oldest Korans, it made headlines around the world.

In terms of discoveries, it seemed as unlikely as it was remarkable.

But it raised even bigger questions about the origins of this ancient manuscript.

And there are now suggestions from the Middle East that the discovery could be even more spectacularly significant than had been initially realised.

There are claims that these could be fragments from the

very first complete version of the Koran, commissioned by Abu Bakr, a companion of the Prophet Muhammad - and that it is “the most important discovery ever for the Muslim world”.

This is a global jigsaw puzzle.But some of the pieces have fallen into place.

It seems likely the fragments in Birmingham, at least 1,370 years old, were once held in Egypt’s oldest mosque, the Mosque of Amr ibn al-As in Fustat. This is because academics are increasingly confident the Birmingham manuscript has an exact match in the National Library of France, the Bibliotheque Nationale de France.

The library points to the expertise of Francois Deroche, historian of the Koran and academic at the College de France, and he confirms the pages in Paris are part of the same Koran as Birmingham’s.

Alba Fedeli, the researcher who first identified the manuscript in Birmingham, is also sure it is the same as the fragments in Paris.

The significance is that the origin of the manuscript in Paris is known to have been the Mosque of Amr ibn al-As in Fustat.

The French part of this manuscript was brought to Europe by Asselin de Cherville, who served as a vice consul in Egypt when the country was under the control of Napoleon’s

armies in the early 19th Century.

Professor Deroche says Asselin de Cherville’s widow seemed to have tried to sell this and other ancient Islamic manuscripts to the British Library in the 1820s, but they ended up in the national library in Paris, where they have remained ever since.

But if some of this Koran went to Paris, what happened to the pages now in Birmingham?

Professor Deroche says later in the 19th Century manuscripts were transferred from the mosque in Fustat to the national library in Cairo.Along the way, “some folios must have been spirited away” and entered the antiquities market.

These were presumably sold and re-sold, until in the 1920s they were acquired by Alphonse Mingana and brought to Birmingham.

Mingana was an Assyrian from what is now modern-day Iraq, whose collecting trips to the Middle East were funded by the Cadbury family.

“Of course, no official traces of this episode were left, but it should explain how Mingana got some leaves from the Fustat trove,” says Professor Deroche, who holds the Legion of Honour for his academic work.

And tantalisingly, he says other similar material, sold to western collectors could still come to light. (BBC News)

Colombia legalises medical marijuana

C

OLOMBIA’S President has signed a decree fully legalising medical marijuana in a shift away from preventing drug crop production.

Juan Manuel Santos said the move puts Colombia “in the group of countries that are at the forefront... in the use of natural resources to fight disease”.

But, he said, the country would still fight illegal drug production.

Up until now, marijuana production in Colombia had fallen into a legal grey area. While a 1986 law allowed for the manufacture, export, sale and

medical and scientific use of marijuana, the practice was, until Tuesday, never formally regulated.

Anyone wishing to grow marijuana must now apply to the National Narcotics Council for a licence. Medical marijuana is used for medical ailments such as Crohn’s disease, seizures, HIV and nausea.

Last year, Mr Santos, who has admitted smoking cannabis while a student in Kansas in the 1970s, said legalisation would take drug production out of the hands of drug traffickers.

Haiti’s elections postponed THE Provisional Electoral Council (CEP) in Haiti has announced that the elections of local authorities and the partial parliamentary and presidential runoff ballot that were scheduled for December 27, have been postponed until January, amid accusations by the opposition candidate of fraud and irregularities.

“We are technically ready for the election but the election has been postponed because there is a commission assessing the process,” Pierre Manigat Jr, Vice President of the Electoral Council, said.

“This commission will make recommendations to the Electoral Council. We could not go on organising the election without waiting for the recommendations of the commission.”

Ruling party presidential candidate Jovenel Moïse and former government Executive Jude Célestin were due to face each other on Sunday. The vote will now take place in January, possibly on January 10, two of the council members said.

Moïse and Célestin came out on top in a field of 54 candidates in the first round on October 25. However, the third-place candidate in the first round alleged that ballots supporting him had been destroyed.

The winner will succeed President Michel Martelly in February.

Moïse represents the ruling

Party Haitien Tet Kale (Haitian Party of Bald Heads), named after Martelly’s smooth scalp.

He won nearly 33 per cent of the vote in the first round.

marijuana in 2013.

Hugh Desmond Hoyte MR HUGH Desmond Hoyte ascended to the presidency of the Cooperative Republic of Guyana on the death of President Linden Forbes Sampson Burnham on 5th August 1985; and in the General and Regional Elections (GRE) of 1985, he was elected president.

It is acknowledged that elections in our history are a source of contention. There have been allegations that, while elections are deemed free and fair, they have not at all times been free from fear. There are claims and counter claims of rigged elections, the High Court vitiation of the 2007 GRE, a parliamentary seat wrongly designated, and efforts ensured to avoid a repeat of the latter.

While our electoral experiences await less emotional outbursts and beg for objectivity in analyses, the most will be said here is that, as president, Hoyte had within his power the authority to refuse electoral reform. That he chose to take the country on the route of electoral reform is undoubted.

What influenced his decision, one way or the other, towards this end awaits objective analysis.

Hoyte came to the presidency at the time when external and domestic affairs were going through much agitation and clamour for change. Externally, the formidable alliance of USA President Ronald Reagan and UK Prime Minister Margaret Thatcher to topple communism, which later saw the tearing down of the Berlin Wall, was a major blow to bringing the Cold War to an end. Simultaneously, then USSR President Mikhail Gorbachev moved to a glasnost policy, which opened states in USSR. This not only saw the communist bloc falling, but also Gorbachev’s political career.

On the economic front, neo-liberalism, driven

by Reagan and Thatcher, was being pushed. Those leaders saw governments and trade unions as hindrances to development, and this led to actions that saw less government through outsourcing of government businesses, creating a new form of government contractors and moves to break up unions, or make it hard for workers to join or be represented by a union of choice.

International financial institutions such as the World Bank, International Monetary Fund (IMF), and Inter-American Development Bank (IDB), significantly influenced by the big three -- USA, Canada and Britain -- made conditions for lending to small state economies contingent on these values.

Internally, Hoyte was confronted with agitation by the political opposition and sections of civil society for electoral reform, and with condemnation of the

Alarming suicide rate Dear Editor, THE alarming suicide rate in this country seems surprising. However, it shouldn’t be. The World Health Organisation (WHO), in 2014, placed Guyana on top of the list of countries in suicide rankings. Guyana easily cruises into the top spot with a fourfold higher suicide rate compared to global figures. All indicators are that Guyana will remain a top contender for a long time to come.

This scourge will linger on, and even climb, guaranteeing our top spot, bearing the fact that society is overburdened with stress that goes unheeded. Stress is dreadful, and has damaging effects on the brain. It compromises mental health by rewiring neuronal circuitries, disrupting equilibrium and changing physiology (function), thereby unleashing an abundance of mental health-related issues: suicide, depression and alcoholism It is to be remembered that folks who are depressed or are alcoholics are also more likely to commit suicide. Without hesitation, stress should be pinned down as one of the key culprits driving this problem. Who will disagree that our lives are burdened by unbearable stress emanating from grave poverty, dysfunctional politics, and bloated corruption,

to say the least? Such a toxic dynamic inexorably hatches a spectrum of secondary problems, including joblessness, bankruptcy, lack of interventions, poor health care outcomes, discrimination, racism, bullying, mental abuse, crime, disrespect, physical abuse and domestic abuse, all of which create merciless stress and take a heavy toll on our lives.

Given this picture, the massive suicide rate should not surprise any of us one bit.

To make matters worse, we even fail to link societal stress to the massive suicide rate. This is echoed each time a victim is added to the death toll. Families of victims innocently express that they were unaware that loved ones were hurting.

How can anyone not know?

Our response is always one of surprise. We look no further than our doorsteps to make sense of this problem.

Surely, we definitely need to widen the net to include society when searching for a cause.

It is reasonable to assume that all Guyanese are potential victims of suicide in the face of the monstrous stress radiating from society.

Tackling this scourge would require us to rewrite the equation to include stress emanating from society as a pivotal force driving suicide.

Mr. Hoyte chose the route of neoliberalism, crafting a new developmental thrust, called the Economic Recovery Programme. This programme saw major divestment of the state, which held an approximate 80 percent share of the economy. To cushion the move away from a socialist economy to that of a market/neo-liberaloriented one, there were some structural adjustment programmes, such as Social Impact Amelioration Programme (SIMAP) and the Secondary School Reform Programme. Training, education and retooling were done to prepare and empower citizens to take advantage of the new developmental thrust.

The dollar was devalued, to be determined by market forces. Trading in foreign currency became legitimate. Retrenchment and redeployment occurred, with government getting out of some businesses.

Workers saw their incomes and pensions in terms of real wages devalued. In short, it was a systemic shift in the nation’s body politic, and it would not be unfair to say it was a move not understood and welcomed by many. It also created avenues for political and industrial exploitation. Guyana moved from a closed society -- a feature of socialism/communism -- to that of an open society influenced by the new neo-liberal model.

Take, for example, the WHO report that three-quarters of all global suicides occur in low- and middle -income countries, suggesting that economic hardships is a potent inducer of stress, which ultimately drives suicide. In another example, just within the last few months, Mr Sham Harrinauth, a detainee at the West Ruimveldt outpost, hanged himself as a means of undoubtedly escaping the pains of stress. Who can argue that Mr Harrinauth was not under pressure when he was in detention? This is clear cut evidence to suggest that stress is a propeller of suicide.

Had Mr Harinauth not been in the lock-up, he would have been alive today. Moreover, just within this week, two Wakenaam residents (Sydney Ramphal and Soma Bhyro) committed suicide. An examination of the stories leading up to their deaths revealed that these gentlemen were experiencing stressful life events (ill-health and domestic turmoil) which I am sure were undoubtedly tied to the poverty-stricken conditions that have enveloped this country.

Given the fact that we are all in the same boat, one might rightly question why we are all not committing suicide. However, it must be noted that while we are all in the same boat, many of us are on different decks: i.e. there are individual differences. There are those

who can cope, and there are those who, due to biological, social and psychological differences, are incapable of coping. Those incapable of coping resort to alcoholism and suicide as escape routes. This is maladaptive.

The Hindus of Indo-Guyanese descent fall right into this category. Surely, when the Hindus run into insurmountable stress and are incapable of coping, they resort to ramping up booze or committing suicide. This is clearly evident in society.

So stress, coupled with maladaptive coping strategies, is buckling the Hindus into suicide and driving up the statistics.

There is no need to kid ourselves that hiding pesticides, rope and other methods used to commit suicide will address this problem.

This strategy isn’t going to get us anywhere. Folks who are stressed will find a way to seek out alternative options of killing themselves.

Workers, psychologists, clergymen and politicians whose priorities are to create jobs, increase educational opportunities and create safety nets for those who are drowning by social pressures. Stress needs to be significantly minimized to end the massive suicide rate.

Mr. Hoyte died on 22nd December 2002 while in office as Leader of the Opposition and PNCR, the former he held from October 1992. Though he continues to be accused of many things (rightly or wrongly), there is a general acceptance that, in his public life, he was a formidable force; meticulous, with a demonstrated intolerance for corruption; a stickler for order, rule of law and professionalism. He impacted our lives in the various constitutional and political offices he held.

A nation’s development is also hinged on understanding of its history and the role(s) played by its citizens. Where other countries make this a key component in their education policy, Guyana has lagged behind with its post-independence history. The absence of this aspect of civic education may, in part, be the influencing factor of a polarised nation, where supporters of one party are conditioned and taught to see leaders and supporters of other parties as enemies and people who did nothing good for Guyana.

It requires work to bring this nation to a place where we can have frank, honest and open discourse about those who have led/served this country, whether they had/have our support or not.

There comes a time when a decision, as a matter of national priority, has to be taken that would break from the past and give young and upcoming generations the opportunity to know the past, absent the bitterness and bile, and let them form their own opinions. It is our intent to have such discourse.

GuySuCo trims debt by $4B

THE Guyana Sugar Corporation (GUYSUCO), which has suffered severe blows over the last few years, has managed to trim its $82B debt by almost $4B in the last month, General Manager Errol Hanoman said.

This was disclosed yesterday at the Ministry of Agriculture end-of-year press conference, which was held in its boardroom.

During last month, government had announced a fixed debt of $82B while hinting at a further bailout for the industry in 2016. The issue of repeated strikes was also cited as one of the major setbacks, and government had offered that further strike action could possibly bring sugar to its knees.

But yesterday, Hanoman told reporters that, as of yesterday, the $82B had been reduced to $78.6B. Over the years, despite

in providing an overview of the performance of the sugar industry for 2015, noted that the journey of the industry remains a bitter-sweet one.

And the success story could be attributed largely to the fact that sugar production for the year, which stands at 229,215 tonnes, has surpassed the projected target of 227,443 tonnes. The second crop production is at present 148,372 tonnes as against the latest estimate of 146,300 tonnes.

The minister explained that for the second crop, four estates - Skeldon, Albion, Blairmont and Uitvlugt exceeded their production targets, with the Skeldon factory recording its highest output since its commissioning.

“The Skeldon factory performed creditably during the second crop, and the average throughout was 230 tonnes cane per hour, which is a marked improvement from previous levels. Tillage and planting operations are ongoing, with most estates expected to achieve the 2nd crop target, which will be beneficial for the 2nd crop of 2016,” Minister Holder said.

Mr. COLIN Welch, CEO of the stateowned Guyana Power & Light Inc., has been implicated in irregularities involving the procurement of prepaid meters worth US$4M by the power company.

Mr. Welch is reported to have communicated with members of a bidding party, and more specifically, a supplier and manufacturer of the items subject to the procurement process. With a view to ensuring the fundamental basic principles of impartiality, independence and integrity, the public procurement framework sets out clear ethical requirements by the procuring entity which necessarily includes the conduct of the CEO. More egregiously, it is reported that the CEO sought to promote the submission of documents falsely claiming that the manufacturer had historically met the purchasing requirements, and therefore possesses the experience in the manufacture of the item, tipping the scale in that supplier favour.

TIGI denounces the cavalier treatment by the Government of this matter where instead of a thorough investigation in the face of allegations against a sitting CEO, the matter is instead quashed which appears to have the effect of averting in-depth investigation, and giving the CEO the chance to correct himself in future, if not completely absolve him from any consequences of his actions. TIGI feels that this matter has not been treated with the gravity that has been meted out to other government officials facing allegations of corruption.

Troublingly, the Minister, in aborting this tender on the basis that it started under the PPP, fails to appreciate that an illegal act is still illegal, regardless of when it is committed or its origin. TIGI is further dissatisfied

that the Director of Public Information, in a press statement said that “Minister Patterson…instructed an independent review of the complaints. All of the main complaints were found to be invalid” since no information is given on who constituted the investigation team, nor any assurance of a transparent investigation having taken place. GPL is a major public entity, and the minister must understand that transparency is expected of and from him, as proper conduct is expected from the CEO. TIGI therefore calls on the Minister to disclose to the public the report on the investigations, so that the public can decide whether or not an independent review is required.

The Procurement regulation provides for complaints from a bidder in such cases where they feel they have been disadvantaged, and such recourse should be considered in this case by the bidder who provided this information.

Under the new government, senior officials have been sent on leave, in many cases without conformity to due process, on which TIGI has voiced its disapproval in the past. This is as good a case as any for the individual to be sent on leave to facilitate an investigation, but instead the public is being told that the future of Welch with the power company will be determined by the new Board.

TIGI expects consistency from the Government, and places on record our grave concern at the lack of urgency being demonstrated.

And while the average cane harvesting attendance for the industry as at December 11, 2015 was 60.9 per cent compared with 59 per cent for the second crop in 2014, it is anticipated that there will be no canes carried over into the first crop of 2016.

Holder also explained that the World Market Price (WMP) for raw sugar continues to be way below the levels of two to three years ago, and this has impacted negatively on the price Guyana obtained from sugar sales.

“This was very evident from sugar sold to the European market, where the price received was very much related to the World Market price,” he said.

VALUE-ADDED SUGAR He also reported that sales of value-added sugar increased significantly from 2014 levels, and Guyana’s presence was re-established in most of the CARICOM countries. Additionally, sales of Guyana’s latest brand of packaged sugar, “Enmore Crystals,” which is aimed at the North American market, commenced in 2015 in both the USA and Canada.

“Enmore Crystals” was introduced to these markets after government lost its claim for the world-renowned “Demerara Gold” to Bedessee Imports Ltd – a sugar manufacturing company operating outside of Guyana.

Nevertheless, Minister Holder highlighted that sugar production for 2016 is projected to be at 242,287 tonnes; a five per cent increase over the 2015 production. Grinding operations for the first crop are expected to commence at the end of January.

In a bid to further strengthen the industry, the

minister related that the GuySuCo Commission of Inquiry’s (CoI) report into the operations of the sugar industry, with recommendations for the way forward for the industry, has been received and has been considered by Cabinet. The report is expected to be laid in Parliament on December 31, where it will be considered by the Economic Services Committee.

“While the recommendations of the CoI were many, with many options, it is government’s view that the future of sugar is so important to the fortunes of Guyana and the Guyanese people to warrant as much discussion and consideration as possible, in our quest to chart a way forward for the industry,” Holder said.

And while Minister of State, Joseph Harmon, has noted that recommendations were made for the estates to become more efficient, implementation of the approved recommendations are proposed to commence in 2016.

At a post-Cabinet press briefing yesterday, Harmon also revealed that even without the CoI’s findings and recommendations, his understanding is that GuySuCo, on its own volition, has decided to merge some estates.

To this end, he hinted at the estate at Wales and the one at Uitvlugt merging, which will result in the canes from Wales going to Uitvlugt.

And while there are proposals which seek to make the operations of the estates more independent, Harmon offered that those proposals will have to be subjected to wider consultations.

“The whole idea is to make the industry more efficient so that it does not be a drain on the economy to provide large sums of funds every year,” he said.

Nude body found on seawall POLICE are investigating the circumstances surrounding the death of 43-year-old Abichandlall Jagwant, whose body was found among the boulders on the seawall in Georgetown on Wednesday morning.

According to family members, the man who was discovered in a nude state, worked as a caretaker for a house in Vryheids Lust, East Coast Demerara (ECD) but is originally from Lusignan, ECD. The man, according to information

received, was last seen by his relatives when he travelled to Lusignan for his mother’s birthday on November 13.

Family members did not see him back since then until yesterday. They also claimed that whenever he goes to Lusignan he would not stay long, as he always indicate to them that he has work to do.

The police up to late yesterday were investigating the matter. A postmortem is expected to be performed on the remains next week Monday.

The occasion was the annual Christmas luncheon hosted by former Opposition Leader Robert Corbin and wife, who were joined in the revelry this year by serving ministers of the government and members of the Regional Democratic Council.

Among those present at the Sunday luncheon were Minister of Social Cohesion, Amna Ally; Minister of Social Protection, Volda Lawrence; and Minister of Legal Affairs, Basil Williams.

Corbin told the gathering that the reason he has been hosting this luncheon every Christmas was because of a decision he took after his parents died. In essence, it is his way of giving back to a community that has been nothing but kind to him.

For this selfless act of his, he was roundly commended

by Minister Williams, who made the point that not only has he been committed to the elderly in Linden, but those countrywide.

“It is commendable that Comrade Corbin has been doing this since he was Opposition Leader, and continues to do so now, even when he is not,” Williams said,

adding that it was because of Corbin and the pivotal role he played in the development of the current stock of ministers that makes the coalition the good government it is today.

Minister Ally, in her brief speech at the luncheon, thanked the elderly for the pivotal role they would have played in the development of not only Linden, but society as a whole.

And, in acknowledging the overwhelming support Lindeners would have given the coalition in the 2015 elections, she said they can rest assured that the government has a lot in store for Linden in the coming year.

“The President promised a good life for all, and will bring that good life for all; so look forward for a lot in 2016,” she said.

Similar sentiments were also expressed by Minister Lawrence, who assured the host that he can depend on her ministry for future support on similar ventures.

The elderly, who were treated to a three-course meal, were served by the dignitaries, and enjoyed an atmosphere of love and bliss as they mingled with each other.

They were also sent away with food hampers, compliments of Minister Volda Lawrence.

The event, being a yearly one, was cancelled last year due to a death in the Corbin family.

Allen participated in an IVLP exchange on “Women Leaders: Promoting Peace and Security,” for the Western Hemisphere from December 2-18.

During the programme, Allen and her counterparts from nine countries visited several cities, including Washington, DC; Seattle, Washington; Little Rock, Arkansas; and New York, New York. These visits provided wide-ranging insights and understanding of the constitutional, judicial and legislative processes and practices that promote gender equality and protect women’s human rights.

jectives of the programme sought to examine the current and historical roles of women in political transitions, post-conflict reconstruction, humanitarian emergencies, conflict prevention, and peacemaking efforts.

Allen underscored the value of the many professional linkages made with U.S. institutions and other IVLP participants from countries within the Western Hemisphere, which can only strengthen her work for the benefit of the Guyanese people.

One of the highlights of her visit was to the Seattle Girls’ School. With its emphasis on science, math, and technology, the school challenges girls to think critically and seek creative solutions to problems in an atmosphere that promotes respect for all, collabora-

Advancing the full participation of women and girls in the political, economic, and social realms of their countries remains a key goal of U.S. foreign policy. This project is part of a larger initiative that supports the U.S. National Action Plan on Women, Peace, and Security (2011), which calls for empowerment of women as equal partners in preventing conflict and building peace in countries threatened and affected by war, violence, and insecurity.

It addresses women’s leadership opportunities by exploring ways in which they can lead in conflict mediation and community transformation.

Water problem being resolved in Linden THE Guyana Water Incorporated (GWI) has heighted activities to resolve the water supply challenges experienced by residents of Linden, Region 10.

GWI Chief Executive, Dr Richard Van WestCharles, convened a meeting last Friday with Regional Chairman Renis Morian to provide an update on

the remedial works being implemented by GWI to improve the level of access to and quality of water provided to customers of the Region 10 community.

Present at the meeting were IMC Chairman Orin Gordon, representatives of the Regional Democratic Council Sandra Adams, Elymuwell Barkoye and Stanley Collins, as well as

members of the business community and other stakeholders.

The new facilities form part of the Government of Guyana and Inter-American Development Bank-funded Linden Water Supply and Rehabilitation Programme (LWSRP).

The GWI Engineer explained that following a review by an IDB consultant, it was determined that the process design of the facilities was flawed, including the use of incorrect filter media.

“Filter media is vital to the ability of the treatment plant to provide safe, potable water,” stated Shako, who added: “Hence, GWI will be replacing the filter media and installing a geotextile membrane, which will allow both facilities to function at full capacity and increase the amount of water available for customers of Wisroc and Amelia’s Ward”.

He indicated that the company would be working in the swiftest manner possible to complete this task by the end of February 2016.

To further improve the performance of the facilities at Wisroc and Amelia’s Ward, GWI will be installing another hypochlorite tank in January 2016, which will aid in the purification process. Other enhancements include the reconfiguration of piping systems and the installation of a variable speed device for a more efficient treatment process. In addition, the new facilities will work in conjunction with the older water treatment plants, including the LPC Plant and the facilities at West Watooka and Mack-

enzie.

Chief Executive, Dr Van West-Charles, indicated that the company will also be improving flow of water through the reduction of leaks.

“If we can reduce the amount of water wasted via leaks and breakages in the distribution system, more water will be available for customers. I’ve personally spearheaded the implementation of a Leak Detection Team that will be working throughout Linden to indentify leaks and conduct repairs on the spot.”

The Chief Executive further stated that the names and photographs of all the GWI employees working within the newly formed Leak Detection Unit will be published, since these employees will be working after 18:00hours on particular days.

“GWI will ensure that the activities of the Leak Detection Team are consistently publicised,” stated Dr Van West-Charles, adding that “customers will be fully aware of all GWI activities in their communities”.

The Chief Executive concluded: “With the changes being made to the process design of the facilities at Amelia’s Ward and Wisroc, and the work being done by the Leak Detection Team, improved access to safe water and enhanced quality for GWI customers throughout Linden will become a reality.”

2am curfew relaxed for now THE Ministry of Public Security has announced the relaxation of the 2am curfew on the operations of bars, night clubs and other entertainment spots to facilitate heightened patron activity during the Christmas season from yesterday until January 1, 2016.

The move, according to a Public Security Ministry press release comes after many requests from the general public and business community. The decision to relax the curfew was taken in conjunction with the Guyana Police Force.

“It is a time for celebration and knowing the Guyanese spirit the minister has seen the need for this relaxation,” the release said.

The curfew was enforced by order of Public Security Minister Khemraj Ramjattan just after the David Granger administration came into office in May this year. The decision was widely questioned by patrons and bar owners but they eventually accepted its enforcement by the police.

The Ministry of Public Security had urged full public support for its initiative to enforce the closing of night clubs and other places of entertainment at 2 am, saying it was being done in the interest of citizens’ security.

At the inception it was reported that the women rights groups had indicated that they wanted to see drinking at that late hour

stopped. The minister had also pointed out that those drinking around that time were also doing pretty heavy binges, “spending monies that could have normally been spent more wisely”.

He noted then that this sort of behaviour had a direct effect on the number of traffic offences being committed as well as the work ethic when persons drink too late.

Minister Ramjattan has given no intention to completely end the curfew, which comes back into full force on January 2, 2016.

The Ministry, according to the release, expressed kind wishes for the holiday season and urged all persons “to be

Unscrupulous employers forced to pay workers

By Leroy Smith THE revitalised Department of Labour which falls under Minister within the Ministry of Social Protection Simona Broomes has been able to recover $59M in wages owed to workers from the period May to December 10, 2015.

Minister Broomes, speaking at a press conference held at her Brickdam office on Wednesday, explained that the monies were from overtime payments, severance pay and other allowances that were overdue.

Additionally, the department for the period January to May this year was able to recover $20M from errant employers which was also owed to the workers, taking the total thus far for the year to just over $79M. The media was informed, however, that there are other employers who are in the process of preparing payments for other disenfranchised workers, which are to be paid before the end of the year. The department is very optimistic that once those payments are made, the year-end figure could then be close to $100M in cash for workers.

from employers for workers was $31M. This year the ministry was also able to close 715 complaints between May and November and conducted just over 820 inspections while prior to May there were 372 cases that were closed.

INSPECTIONS It was also noted that the previous administration had placed a freeze on inspections at business places.

Since the APNU+AFC Government came into office, the Labour Department has also been able to engage employers and employees in 12 training sessions while only seven were conducted for the previous months leading up to May. Inspections were carried out at places such as Regent Street, Bartica, Qualfon, Barama, Madhia, Lethem and Port Kaituma and Broomes noted that the struggle for workers’ rights is one of the key policies of the David Granger administration.

The inspections were not just restricted to the coastland, the minister reminded, as she pledged to ensure that in the new year her ministry would continue the fight and take it to wherever necessary and wherever the calls and cries of the workers are

heard.

“Our aim is to reverse some of the wrongs and injustices that have become a normal practice against workers over the years,” Minister Broomes told the press as she vowed to continue working with the same passion as she and her ministry enters the New Year.

Meanwhile, with respect to sweepers and cleaners not being paid in accordance with the minimum wage, the ministry is moving to address the issue and will be engaging the unions in the New Year on this matter, the minister said.

TIP LEGISLATION It was also noted that the Department of Labour and the Ministry of Social

Protection will be looking to have some amount of amendments to the Trafficking in Persons legislation, as Broomes reminded that trafficking is not only about sexual exploitation but also child labour, forced labour and other areas.

She said that there is need for compensation to persons and the legislation once revised would be addressing that very sore issue, adding that Trafficking in Persons is not restricted to the interior but also occurs on the coastland.

At the moment the ministry is compiling a report on its cases since May of this year and so far the Department of Labour was able to make 200 cases that are engaging the attention of the courts.

Broomes also referred to the workers at the Tower Hotel who were dismissed and not offered any form of payment even though the courts granted the proprietor a six-month period to enter into a payment plan with the ministry but the man never contacted the Department of Labour. That matter is expected to be taken to a higher court even as the workers remain hopeful that they will someday have their monies owed by the businessman.

Meanwhile, the Department of Labour continues to file matters in the courts against errant employers.

So Brassington recently tried to distance himself from the decision making process of the embattled NICIL and only a day later, instructions were made by the Minister of State to send him and NICIL’s Deputy CEO home on immediate leave as critical reports regarding the company’s activities have now been placed in the hands of the police and the Special Organised Crime Unit. Yet, Brassington was later reported as saying that he was already heading on leave that was due to him when the announcement was made. So what is it really? Did he go or was he sent? In Christendom it is said it is better to be sent than just went.

People are biting their nails, waiting on what is to happen following the investigations, but they do question whether the police are the right persons to deal with this matter. Among the discussions online, Guyanese have suggested that we already spent so much money on the audit activities alone, maybe we’re trying to save some money by keeping the efforts local.

Meanwhile, in the spirit of sending home, people are asking when will the GPL boss be sent on some well-deserved vacation to facilitate a thorough investigation following the revelation of his underhanded meddling with the bidding process for prepaid meters. All I have to say, people, is that it seems as though things are coming along nicely. Just a bit more patience and we shall see where all of this is going.

Party done…a lil later though

In other news, Guyanese have until January 2 to enjoy a few more hours before the ‘party done’ in honour of Christmas. Following complaints from the business community requesting that the 2am curfew be extended during the Christmas season, authorities have seemingly relented so as to allow a little more merriment. I’d say this was a good move. We need some time to cool off from all this drama going on around us. This topic trended most of the day, with most persons being thankful for the decision. But of course, while we eat, drink and be merry, we should all remember to stay on our best behaviour- before they change the curfew to midnight, instead of 2am.

Shopping update

People saying how things brown in GT. Some are even asking if the Grinch stole Christmas this year in an attempt to correlate with the PPP’s claims that the economy is at an all-time low. Yet, persons are posting pics all across social media of shopping activities, long lines and a massive crowd along Regent Street. Seems like shopping as usual, to me. So the PPP may be wrong, but then again, it could be the $50,000 bonus helping up, and with the thieves at bay thanks to dragnet, shopping never felt so good yet. Let the people be merry for now.

Rice boils over in 2015

ONE of the pillars of Guyana’s economy, rice, has recorded a success story in 2015 despite facing marketing challenges, Minister of Agriculture, Noel Holder, has said.

Speaking yesterday at that ministry’s end-of-year press conference, the Minister highlighted the fact that paddy production for 2015 had surpassed that of 2014 by 48,278 tonnes, or 7.6 per cent. As of December 16, 2015, paddy production stood tall at 1,051,563 tonnes, equivalent to 683,516 tonnes of rice. In 2014 however, only 977,289 tonnes of paddy, equivalent to 635,238 tonnes of rice, were produced.

Also registering a higher figure were exports for 2015, which stood at 510,807 tonnes, as compared to 501,208 tonnes in 2014.

However, the Minister explained that despite the increase in the volume of exports for this period, the value was 15 per cent lower than the value for 2014.

“For the period January–December 16, 2015, the value of the exports was $211,834,746, compared to $249,504,955 in 2014,” Minister Holder revealed.

As it relates to research capacity, he explained that both the GRDB 14 Variety and the Aromatic Variety were released along with production package for commercial cultivation by farmers in the Spring of 2015. Further,

19 advanced breeding lines are currently being tested in advanced yield trials in four locations across the country.

“These candidate varieties will be tested in farmers’ fields, and if found suitable, will be released. Another 65 advanced breeding lines are currently being tested at the research station. Each season, over 4,000 breeding lines are studied by the team at the Rice Research Station,” Minister Holder disclosed.

To this end, he underscored the role of the extension arm of the Guyana Rice Development Board (GRDB), which he says continues to give support to Guyana’s farmers countrywide in areas of best practices, problem solving, management, and decision making.

For 2015, too, extension officers were exposed to training in Paddy Bug management, cost of production,

extension communication, organisation, leadership and management, seed improvement, and weight determination at mills.

In the area of Farmers’ Field Schools, Minister Holder disclosed that a total of 58 schools were conducted in 2015, and farmers were exposed to best practices during that time. Of these, 10 were held in Region 2; 16 in Region 3; 2 in Region 4; 16 in Region 5, and 14 in Region 6.

“With respect to quality control, 57 mills have been licensed as of November 2015, and 101 licensed graders are presently operating at mills countrywide,” he added.

Having outlined a fairly successful review of the industry, the Minister opined that, in 2016, it is expected that the new varieties released will continue to contribute to improving the productivity of rice in Guyana in the coming years.

“It is foreseen that GRDB 12, GRDB 13 and GRDB 14 will continue to expand in acreage in 2016,” the Minister related.

Additionally, GRDB will be implementing a proactive programme to manage “red rice”. Similarly comprehensive studies will be done on the paddy bug menace and its management, aimed at reducing losses, he said, adding that at least 500 varieties will be accessed from international research institutes and centres in 2016.

Broken bottle used in robbery A LABOURER was on Wednesday remanded to prison by Chief Magistrate Ann McLennan after he appeared before her charged with robbery, among other charges.

Kerry Cromwell, 23, of King Edward Street, Albouystown, pleaded not guilty to the allegation which read that on September 22 at Georgetown, while armed with an offensive weapon, that is a broken bottle, he robbed Eon Hicken of a gold chain, his identification card and

other personal documents and $42,000, all to a total value of $87,000.

He also denied the charge, which read that on October 2 at the Ruimveldt Police Station he resisted arrest. He was also slapped with a charge of escaping lawful custody while at the same station on October 2.

He denied that charge as well as one which read that on October 2 he assaulted a peace officer.

He was represented by attorney Ronald Daniels who requested reasonable

bail, stating that his client has no priors.

According to the prosecution facts, Hicken was walking in Albouystown when the defendant armed himself with a broken bottle and confronted him. The accused stabbed the victim when he refused to hand over the valuables and made good his escape with the items.

The Magistrate remanded the accused to prison and transferred the matter to Court Ten for January 12, 2016.

Low wages of sweeper-cleaners being addressed – Harmon

By Ariana Gordon AMIDST calls by the Guyana Public Service Union (GPSU) for government to address the low wages being paid to sweeper-cleaners, Minister of State, Joseph Harmon, on Wednesday said his government is far from “uncaring”.

He explained at a post-Cabinet press briefing that the administration is aware of the challenges facing sweeper-cleaners and is currently negotiating with the GPSU. According to Harmon, sweeper-cleaners form a “special category” of workers and as a result the “peculiar features” of sweeper-cleaners have to be addressed cautiously.

“They are not just the same category of workers; these are people who work for a specific number of hours in the school system and therefore the arrangements for them have to be carefully worked out,” he said.

The Minister of State noted that he has met with representatives of the GPSU on the issue and made it clear that government is working to have the issue “resolved in the shortest possible time”.

“I understand the union’s anxiety but we’ve also asked that the sweeper-cleaners understand that we have their interest at heart but that there are specific features of the kind of service which they provide, the hours of work which they provide on a daily basis that would have to be categorised so we can make a decision in that regard,” he told the media.

Asked whether it can be expected that the issue would be resolved before the presentation of the 2016 budget, Harmon said, “Well, definitely we have started working on it. I really do not see that

On Tuesday, President of the GPSU, Patrick Yarde, told the media that his union had written Minister within the Ministry of Finance, Jaipaul Sharma, with the hope of resolving the issue that has been placed under the carpet for a number of years.

According to Yarde, for too long sweeper-cleaners in the public sector have been paid low wages. Their wages are “way below the minimum wage”.

The GPSU president explained that the move to write Minister Sharma is as a result of what appears to be a lack of urgency on the matter, despite having several meetings on the issue with President David Granger and other Ministers of Government.

“We have been pursuing the sweeper-cleaner issue for several years,” he said, adding: “and felt relief when it was reported in a press conference by Dr Roger Luncheon that a Cabinet decision was taken to correct this injustice; and that effective from July 2013, sweeper-cleaners would be recognised within the Public Service, consistent with International Labour Organisation guidelines”.

However, he noted that following all the meetings with the Ministers of Government, nothing has changed, and he described the situation as “disturbing and of serious concern to the union.”

The kind gesture was made through the ‘Giftland Annual Donation Ceremony’ and was held at the mega mall yesterday.

Linden children get Christmas treat MINISTER of Social Cohesion, Amna Ally, continuing in the goodwill of the season, has distributed a quantity of toys to children in Region 10 as part of a partnership between the government and ‘Caring for Others’, an Atlanta-based non-governmental organisation.

Minister Ally, in her remarks, said the government had embarked on the toy drive while in Opposition, and has continued the tradition since it brings joy to many children, particularly those that are underprivileged.

“We’ve been going around the country sharing gifts for both our young children and the elderly, and certainly Region 10 cannot be left out. We are doing this because our President loves children and cares about you,” Minister Ally told the little ones who had gathered at the event.

Minister within the Ministry of Public Infrastructure, Annette Ferguson, who accompanied Minister Ally to Linden, extended Christmas greetings while reiterating government’s commitment to the young people of the country.

In the meantime, ‘Caring for Others’ Guyana representative Shabakie Fernandes, in explaining the genesis of the partnership, said that Minister Ally, along with First Lady Sandra Granger, had travelled to Atlanta in November and had visited the organisation.

After having a first-hand glimpse of the organisation’s mandate put into action, Minister Ally immediately asked that Guyana be considered in their projects. With efforts from both sides, the shipment of toys arrived in Guyana a few days ago, and will be shared among several commu-

nities.

Already, similar activities have been planned for Kwakwani, Ituni and Malali. Minister Ally also noted that toys and gifts have been sent to all 10 administrative regions in the country, to be distributed to the children.

To date, President David Granger has personally distributed toys at Baracara and Sandvoort in Region Six, and at Lusignan, Buxton and Georgetown in Region Four. He will travel to Region Two to share out another collection of toys.

Minister Ally also participated in a tree-planting exercise at the junction of the entrance to Linden, along the Soesdyke/Linden highway, where a large sign, compliments of mobile giant Digicel, has been erected to welcome visitors to the mining town.

‘Uncensored’ is an attempt at removing certain limitations and allowing comedians the liberty of expressing themselves, and making the kind of jokes they would not otherwise be allowed to make anywhere.

“It is a show that would give the comedians the leverage and the scope to have that freedom of expression,” Jones said, adding: “We would caution and ask comedians not to use certain language and so, but be free, don’t hold back, this is unlimited comedy like the American style of comedy.”

Jones said he identifies with comedians the likes of Chris Rock, Richard Prior and Eddy Murphy, who, though witty and intelligent, are “off the cut” in their delivery.

Nevertheless, he is inspired by their liberty to stage a show which would offer Guyanese comedians such a right at home.

“They would use profanities and name every part of the human anatomy freely when they make their jokes,” he said. “They had that leverage; they didn’t have to self-censor themselves; they had that freedom, and I wanted it so badly.”

Noting that before ‘Uncensored’,no one wanted to risk putting on such a show for fear of being condemned, Jones stoutly said, “But I did, because I was willing to defend it!”

By Michel Outridge JULIUS Variety Store has gifted the non-governmental organisation Women Across Differences (WAD) babies and children’s items worth about $100,000 to aid in its work.

The presentation was recently held at the WAD office at Lot 34 Anira Street, Queenstown. Coordinator Clonel Samuels-Boston and Canadian Volunteer Dan-

ielle Blondin were on hand to receive the donation.

The WAD representatives were very pleased to be recipients of the gifts, which included four baby carriers, four strollers and one play pen. The gift items will be used to assist young mothers, especially school drop-outs who bring their babies and children along for classes at the location.

Mentis said his son Julius Mentis plans to make similar donations in future, and that this donation to WAD was the first of its kind.

Coordinator Clonel Samuels-Boston told the Guyana Chronicle that the major challenge presently facing WAD is space, because WAD is stuck in a cramped bottom flat apartment for which they pay a monthly rent.

She added that WAD

Samuels-Boston said that UNFPA is a donor agency, and they make do with donations and cater for girls and women in batches, ensuring they benefit from training; they have a one-year programme which offers a certificate upon graduation.

WAD offers courses free of cost in personal development, sexual reproductive health, entrepreneur development and physio-social

support. There are 25 volunteers taking these courses.

WAD partners with other NGOs and plans to expand to cater for a daycare once greater accommodation has been obtained.

Canadian Volunteer Danielle Blondin said she arrived in Guyana in October this year, and has since been working with WAD. She said the experience has been good so far, and she was successful in the creation of a manual for WAD.

The Muslim community in Guyana, like many Muslims across the globe, has made a significant contribution of our society using the lessons of the Holy Quran. As we celebrate Yoman Nabi, all Guyanese should commit to these teachings and principles as we strive for a better Guyana, one that is inclusive, progressive and prosperous.

FITUG hails religious tolerance THE Federation of Independent Trade Unions of Guyana (FITUG), representing the majority of Guyana’s registered trade union members, joins the nation’s Muslim community in celebrating the Birth of Prophet Mohamed (On Whom Be Peace).

This year’s Islamic observance falls hours away from the Christians’ celebration of the Birth of their Messiah – the Baby Jesus, who was to become their spiritual savior and after whom an entire religion was named and founded.

Whilst elsewhere in the world persons of one faith or tribe attack and harm

people of different beliefs, Guyanese are blessed with the wisdom and tolerance to understand, to participate in, and even celebrate both of these anniversaries in some way. May this phenomenon of peace and unity continue to prevail.

The Holy Prophet (On Whom Be Peace) must be disappointed at the stupendous loss of life and human displacement born of numerous conflicts now being waged in other parts of the world, and sometimes allegedly in his name. FITUG rejects that abuse for it misrepresents the very essence and foundation of Islam.

Minister of Public Health, Dr George Norton, congratulated the store’s general manager, Dhani Narine, and his wife, Madonna Narine, for their initiative and for expanding their line of business in eye care and eye wear.

He told the gathering at the opening that the Ministry of Public Health is committed to eye care, which is at the forefront of its mission, whilst introducing dynamic products in eye care for cost effective purposes.

Dr Norton added that it is very important to have a comprehensive eye examination annually, to detect eye diseases and deficiencies and to have early treatment and care.

He said Guyana has also made strides in primary and secondary eye care with the Ophthalmology Hospital at Port Mourant catering for various eye care services.

That hospital has been working in collaboration with GPHC Department of Ophthalmology, in which eye surgeries have been done, he said.

Dr Norton pointed out that the Low Vision sites have been extended countrywide to promote the 20/20 vision strategy and

to create awareness, with additional services to avoid blindness. He said training has been provided, as well as technology and infrastructure for that purpose.

The minister said this administration will continue to embrace eye care through partnerships with the private sector to exchange expertise, links and network for the early detection and treatment of eye diseases in Guyana.

Also making remarks was Dean of the Faculty of Health Sciences, Dr Emanuel Cummings, who said he is very pleased with the new store, which will provide a place for UG students to have clinical training in ophthalmology.

CLINICAL TRAINING And with the opening of more stores by Optique Vision Care, students of UG will have jobs in eye care and they will receive clinical training in which they will be rotated between the three stores, Dr Cummings noted.

He said Optique Vision Care must be given the recognition they deserve, and they have the facilities to provide the best eye care services.

The third store features complete design, which includes everything from chic brands to state-ofthe-art eye care diagnostic technology, to modernised displays and a contemporary floor plan.

KMTC Annual Boxing Day Horse Race Meet

Trophy Stall sponsors Champion Jockey trophy for 10th consecutive year TROPHY Stall of Bourda Market continued its sponsorship of the Champion Jockey trophy for the Kennard’s Memorial Turf Club, (KMTC) annual Boxing Day Meet set for Saturday at the club’s facility, Bush Lot Farm, Corentyne, Berbice.

Proprietor of the famous Trophy Stall, Ramesh Sunich, on Monday made the presentation of the Champion Jockey trophy to Honorary President of the KMTC Justice Cecil Kennard at a simple ceremony.

Trophy Stall, which is now headquartered at the corner of South Road and Bourda Street but still has a branch in Bourda Market has over the past decade been making significant contributions to sport locally and, apart from donating trophies and medals towards the staging of many sporting activities, is well known for its floodlight cricket team.

According to Sunich, he was inspired to contribute in some way to the horse racing fraternity since his father was one of Guyana’s better jockeys and as a youth, he (Ramesh)

used to be in attendance when his father was actively involved in the sport during the days when horse racing was mostly held at the D’Urban Park Race Course in Georgetown.

Sunich said it was a joy for him to see his father ride top class horses such as Pinky and Master Brooks among others.

Ramesh told Chronicle Sport he will continue to support sports and more importantly, the KMTC in their future endeavours.

The feature race on the day’s seven-race card is open to horses classified `C and Lower over a one-mile distance.

The winner of the event will receive $1M, while the second-, third- and fourth-place finishers will earn $500 000, $250 000 and $125 000 respectively.

Meanwhile, race horse owners and trainers are reminded that vehicles transporting horses for the day’s grand event will be allowed to cross the Berbice River Bridge free of cost, compliments of the Berbice Bridge Company Inc.

DURBAN, South Africa (Reuters) - South Africa’s status as the top-ranked Test-playing nation has been dented after their crushing defeat in India last month and are in danger of being eroded completely

by England over the next month or two.

The two nations begin a four-match Test series in Durban tomorrow, which is expected to be evenly matched and should provide answers to several questions asked of both amid their recent trials.

England will look to solve personnel problems in key batting and bowling slots and build more consistency in their selections, while South Africa seek to dispel suggestions that they are a side on the decline, suddenly lacking in the confidence that has been the hallmark of their reign as the world’s top Test side.

Australia skipper Steve Smith named ICC Cricketer-of-the-Year

(REUTERS) - Australia captain Steve Smith was named ICC Cricketer-ofthe-Year for 2015 yesterday after scoring a world leading 1 734 runs at an average of 82.57 with seven centuries over the voting period.

The 26-year-old righthander kept the Sir Garfield Sobers Trophy in Australia for the third straight year after pace bowler Mitchell Johnson and his predecessor as skipper Michael Clarke won in 2014 and 2013.

Smith also scored four centuries and 1 249 runs in 25 one-day internationals from September 18, 2014 to September 13, 2015, notching up the winning runs as Australia stormed to a fifth World Cup triumph.

“I’m obviously completely surprised by it, very humbled,” said Smith, who was also part of the team that lost the Ashes to England during the voting period.

“You don’t think about these accolades, you just want to go out there and do the best you can for the team

and try and win as many games as possible.

THE Georgetown Football Association (GFA) yesterday imposed a $25 000 fine on Santos Football Club (SFC), and Black Pearl for fielding ineligible players during their Sunday December 20 fixture in the Banks Beer football tournament.

By Ian Ransom MELBOURNE, Australia (Reuters) - West Indies coach Phil Simmons hopes the criticism that has rained down on his team during their tour of Australia can spark the players into a better showing at the Boxing Day Test in Melbourne.

The team were castigated for their three-day defeat in the first Test in Hobart, with local pundits questioning their unity and commitment to the threematch series.

Australia opening batsman David Warner remarked yesterday that his team felt their bowlers were just “going through the motions” on the opening day’s play, when the hosts piled on 438 for the loss of three wickets.

Simmons said he felt Warner’s criticism was “fair”, looking from outside.

“Of course, (the criticism) is going to hurt. If it doesn’t hurt, well then something’s wrong,” the 52-yearold told reporters at the Melbourne Cricket Ground yesterday.

“But I know that all the criticism that we’ve received before coming here has hurt and all I can hope is that it pushes them as much as it pushes me

to push them to do the work -- it pushes them to do well on the field.”

The body language of the West Indies players has come under fierce scrutiny, and captain Jason Holder was

But Trent Lawford and Sean Abbott calmly guided the Sixers to victory with seven balls to spare in the team’s highest-ever successful run chase.

Renegades paceman Nathan Rimmington tried valiantly and finished with 4 for 26. But the match-winners proved to be Lumb and Henriques, who scored a staggering 50 runs from three overs in the middle overs to turn the game on its head. Lumb looked especially menacing throughout, hitting five sixes in his innings, including three off one Xavier Doherty over.

during the partnership but shifted gears when Lumb was dismissed. He struck the ball cleanly and seemed likely to guide his team to victory before throwing his wicket away with a heave.

Beaton was particularly impressive in his late cameo of 41 from 23 balls,

Looking uncertain against hostile bowling from Bollinger, Gayle started slowly scoring just six from 11 balls and was lucky to survive a skied miscued pull shot that somehow landed between two fielders.

Renowned for his brutish batting, Gayle was content nudging the ball around for singles early in his innings before bludgeoning pacemen Sean Abbott for consecutive towering sixes in the eighth over, with the latter smashing into the second tier over long-on.

Gayle dominated a 56-run second-wicket partnership with Cameron White (15), and seemed intent on a big score that alluded him in the Renegades’ opening match against the Heat. Despite teasing, Gayle could not produce a substantial score falling for a 33-ball 46 in Johan Botha’s first over, the 11th of the innings.

Left-armer Steve O’Keefe, who has played Test cricket for Australia, was not used, while Botha only bowled two overs. The Sixers missed Nathan Lyon, who returned to the Test squad fresh from his five-wicket haul against Hurricanes in the last game, but were still able to produce a thrilling victory.

Teamwork critical for Jaguars Super50 success – Crandon

By Rajiv Bisnauth GUYANA have not won a Regional One-Day title in nine years. Their last of nine titles was during the 2005-06 season when they defeated Barbados by seven runs under the Duckworth/Lewis system.

However, head coach Esaun Crandon said that even though they are the losing finalists last season, it will be important that they play as a team during the upcoming Super50 competition in Trinidad and Tobago and St Kitts and Nevis.

“Teamwork will be the

key for us. Last year we played some good cricket leading up to the final, but we didn’t manage to pull it off. Sunil Narine was at his best, and we didn’t really handle him in the circumstances,” Crandon told Chronicle Sport yesterday.

He added “We have been playing some good cricket in the four-day version, but it will be that transformation from the four-day to the limited over, but I don’t see that huge difference, the same basic things are required”.

The Jaguars have been working hard over the past three days and Crandon, a former national player himself, knows the worth and value of putting in the hard work, especially as time winds down to the

start of the competition.

“We have some stuff that we want to work on that we haven’t done well last year, the fielding; we want to pull up in that area, bowling in the final stages of the game, and rotation of the strike are some of the stuff we are working on, so those are some of the things once we do them well will contribute to the team’s success,” he said.

The Jaguars will play two practice games on January 28 and 30 before the final squad is selected.

Both games are set for the Guyana National Stadium, with the final game confirmed to be a day/night encounter, commencing at 14:00hrs.

The squad, along with

the management unit, will depart for St Kitts and Nevis on January 4.

The NAGICO Super50 tournament opens on January 7, and will again be contested between eight teams, comprising the six territorial franchises, as well as the Marooners and an ICC Americas composite side.

The Jaguars have been placed in Group ‘B’ alongside Jamaica Scorpions, Windward Islands Volcanoes and Leeward Islands Hurricanes. Group ‘B’ will be played in St Kitts.

The preliminary competition will be played under a non-elimination format with the eight teams equally divided into two groups. Each side is carded to play six matches apiece

during the preliminary rounds, with each playing the others in their group twice.

The top two teams from each group advance to the semi-finals at Queen’s Park Oval, where the group winners play the runners-up from the opposite group in a one-off match for a place in the Grand Final on Sunday, January 24, at the same venue.

This equals a total of 27 matches for the biggest, senior regional domestic 50 overs-a-side tournament ever staged by the WICB. Group ‘A’, which will be played in Trinidad and Tobago, comprises Red Force, Marooners, Barbados Pride and ICC Americas.

Left-hander Wayne Jones, Rickey Deonarine and Lloyd Rooplall are expected to feature for the Demerara Masters while Berbice Cricket Board’s president, the big-hitting Anil Beharry should represent his home county although he now resides in the city while Troy Kippins and John Sumir should boost the Berbice attack.

ST JOHN’S, Antigua – The West Indies Cricket Board (WICB) today congratulated Stafanie Taylor on winning one of the most prestigious awards in women’s cricket.

Taylor, the West Indies women’s captain, was named the International Cricket Council’s Women’s T20I Cricketer-of-the-Year, at the ICC Annual Awards announced for the period September 18, 2014 to September 13, 2015.

This is the third time the 24-year-old top-order batter and off-spinner won a major international award.

She previously won the ICC Women’s ODI Cricketer-ofthe-Year award in 2011 and 2012.

Guyana Police Force receives new rugby kits

THE Guyana Police Force rugby team will sport new apparel in the new year following the donation of a number of kits by a former national player and overseas-based Guyanese.

The unit on Tuesday received 13 complete kits for its rugby team, a gift of Franklyn Victor, a former Caribs player.

The presentation, which took place in the Boardroom of the Police Officers Training Centre on Camp Road and

It was also a night where the respective goalkeepers of Grove Hi Tech and Pouderoyen stepped up to be recognised since their matches ended in a stalemate at the end of regulation and extra time.

MELBOURNE, Australia (Reuters) - Frustrated coach Phil Simmons has called on the West Indies Cricket Board (WICB) to do more to get top players back into the Test team rather than playing in lucrative Twenty20 tournaments.
