PGS boss Kirkpatrick dies MANAGING Director of the Professional Guard Service and proprietor of Kirkpatrick’s catering, Mr. Dougal Kirkpatrick died yesterday at the St. Joseph Mercy Hospital, following a brief illness. He was 75.

Mr. Kirkpatrick’s son Sean, who spoke with the Guyana Chronicle, said his father’s death was sudden and unexpected.

Kirkpatrick was admitted to the hospital last Friday and died early yesterday morning.

Mr. Kirkpatrick’s death has come just six months after the demise of his wife of 44 years Mrs. Margery Kirkpatrick. He leaves to mourn, son Sean, daughter Melanie and other relatives and friends.

A FOURTEEN- year- old girl of Lot 12 Supply, East Bank Demerara has been missing since Wednesday and her parents are of the strong view that she might be in a situation where she is being held against her will.

The police are questioning three men, including a teenager, in connection with the girl’s disappearance.

Missing is Entiya Singh, a student of the Institute of Professional Education located on the East Bank of Demerara. According to the missing child’s mother Indira Boodram, her child was absent from school on the day she went missing because of problems she was encountering at the school.

However, the mother

was not willing to share much information on what may have led to her child’s disappearance, but the father Rachpaul Singh, pointed to the fact that their daughter attempted to commit suicide at the school last Tuesday.

The mother would only say that the daughter was “slipping up” and that, that was cause for conflict.

The mother said that on Wednesday last, Entiya left home to go to a relative living nearby, but never returned home.

Mrs. Singh said she has reported her daughter’s disappearance to the police.

The child’s mother told the Guyana Chronicle that on Friday she received a call from a blocked number but the person on the other end of the line was not saying anything. She said that she then immediately suspected the caller to be her daughter and called her name.

At that point she said that the child responded by

She said that her daughter sounded as if she was being held against her will by one or more persons.

She also added that she is a very strict mother and is also ruling out the fact that her daughter might not be

willing to come home, since she may be afraid that she may be subjected to harsh discipline.

The parents are encouraging anyone who may be holding their daughter against her will to release her so that she can return to her home.

They are also asking that persons who may have information on the child’s whereabouts to contact the family on telephone numbers 697-3462, 697-1814, 6634429 or the nearest police station.

Contacted last evening, Commander ‘A’ Division Assistant Commissioner of Police Clifton Hicken confirmed that three persons have been arrested and are assisting the police with the investigation.

It was communicated that those in custody are three men aged 15, 18 and 37.

The 37-year-old man is said to be the person in whose car another 14-year-old girl who is now missing was last seen. It was also reported that the man is familiar with the 15-year-old boy who is also in custody.

The Guyana Chronicle has since been able to confirm also that the statements which were submitted by the three persons all link each other to being in contact with the young lady before she disappeared, but as to where the young lady is at this point is not something that the police have been able to determine.

Berbice River taxi service starts tomorrow - PM vows tough fight to reverse ‘unconscionable’ bridge toll - Students, nurses, pensioners to travel free

By Ravin Singh WITH the Berbice Bridge Company keeping its stubborn position not to reduce the toll as demanded by government, a river taxi service will begin tomorrow with students, nurses and pensioners travelling for free.

Prime Minister Moses Nagamootoo Friday evening told Berbicians that the river taxi service is expected to reinforce the message to the Berbice Bridge Company that the present toll is “unconscionable.” “…and they must reduce it, and we must not give up until the fare is reduced, and we expect support from the chambers of commerce, and the Private Sector Commission,” Nagamootoo said at the opening of the Berbice Expo.

The company is insisting that the toll reduction must meet the approval of its shareholders before being implemented, and that process is dragging on. The government wanted the bridge toll reduced at the start of this month, but in the face of the impasse moved to start the river taxi service to bring relief to Berbicians unable to pay the toll.

The Prime Minister told Berbicians that the reduction of the toll was important not just for transportation reasons, but that it would also bring down the cost of producing and transporting goods.

He thanked Berbice for standing in solidarity on this issue and appealed to the business community to invest in water taxis and small passenger boats that will ply the Berbice River.

“The Blairmont/Rosignol to New Amsterdam water taxi service, which will begin on Monday, September 21 with a pilot run with boats from Georgetown, will bring new life to

New Amsterdam and to this Ancient County,” Nagamootoo said.

In his budget speech last August, Finance Minister Winston Jordan proposed a reduction of the Berbice bridge toll from $2,200 to $1,900 for motorcars, and a 10 per cent decrease for other motor vehicles. The government is in favour of further reductions as the years go by until the toll structure becomes reasonable.

The government has proposed that the reduction will not cost the Bridge Company a cent, since the government would

“…and they must reduce it, and we must not give up until the fare is reduced” - Nagamootoo pay, even in advance, whatever the company would lose as a result of the reduction.

However, the Board of Directors of the company objected to this move, saying that they must first consult with their shareholders before such a decision could be made.

But after weeks of consultation, Minister of State Joseph Harmon on Friday advised reporters that the government was made aware that the consultation process is still ongoing.

“We’ve had some communication with the bridge authorities and what they have said is that the consultation with the shareholders is not complete. So that is still a work in progress,” he said.

But with the authorities still engaged in these consulta-

tions, Harmon related that the government remains hopeful that “good sense will prevail” at the appropriate time and that a decision to benefit the people will be taken.

Just last month, Minister Jordan had opined that the company which was operating the bridge was using “delaying manoeuvres” to avoid implementing the reductions.

The company had responded to the minister’s comments with a declaration that the reductions were not a done deal.

The company argued that the $36 million being paid by government to offset the reduction in the toll was not enough, since that amount would not take into account a planned increase in the toll.

If the government did not agree to the increased toll, then the company would demand another 19-year concessionary period to operate the bridge without paying corporate and other taxes.

Apart from the state-owned National Industrial and Commercial Investments Ltd (NICIL) being the single largest shareholder, Queens Atlantic Investment Inc (QAII), which is controlled by Dr. Ranjisinghi ‘Bobby’ Ramroop, had, in 2011, acquired even more shares in the BBCI, making that entity the second largest shareholder.

The holders of ordinary shares in the BBCI are the National Insurance Scheme, New GPC, Secure International Finance Company, Hand-in-Hand, and Demerara Contractors.

Since the announcement of the budget estimates, Berbicians and others who use the bridge welcomed the planned toll reduction.

Calls have also been made by critics for the government to pay off the investors of the bridge and take over the operation of the facility.

Migrant crisis: Austria faces fresh influx (BBC News) AUSTRIA saw the arrival of tens of thousands of migrants on Saturday, amid bitter rows among EU nations on how to handle the growing crisis.

The migrants were initially sent into Hungary

by Croatia, which said it was unable to cope with the 20,000 who had arrived since Wednesday.

Hungary in turn shipped them on to Austria, accusing Croatia of breaking rules by failing to register migrants.

However, some told the BBC that Hungary had not registered them either.

On Saturday Austrian police said about 9,000 people had crossed the border from Hungary

since midnight, about 5,000 at Heiligenkreuz, near the city of Graz, and 4,000 at Nickelsdorf near Vienna.

It expected at least 10,000 by the end of the day.

The deputy police chief of Austria’s Burgenland state, Christian Stella, told Austria Presse Agentur that Hungary had not given enough warning.

Austrian Interior Minister Johanna Mikl-Leitner accused neighbouring countries of failing to follow EU rules, expressing concern that migrants were also arriving from Croatia via Slovenia.

Pope Francis arrives in Havana Kamla accepts to kick off tour of Cuba, U.S. Opposition HAVANA, Cuba (AFP) — POPE Francis arrived in Cuba Saturday on the first leg of a high-profile trip that will also take him to the United States, highlighting his role in the rapprochement between the Cold War foes.

Cuban President Raul Castro and Havana’s archbishop, Cardinal Jaime Ortega, greeted the pope at Jose Marti airport.

Looking smart in his papal whites -- though minus his usual skullcap, which was blown off by the wind -- a smiling Francis shook hands with the pair and blessed a group of children who presented him with flowers.

Thousands of people lined the road into Havana, which was decked out in giant posters of the Argentine pontiff.

Speaking to journalists

on the plane, Francis said the world was “thirsty for peace.”

Francis was due to give a speech on arrival, and then retire for the

day before launching into a packed itinerary that will also take him to the Cuban cities of Holguin and Santiago before he heads to Washington.

U.S. moves to ease Cuban trade embargo and open businesses (BBC News) THE U.S. has announced eased restrictions on business and travel with Cuba, the latest move by President Barack Obama to improve relations with the country.

The rules, which go into effect on Monday, relate to travel, telecom, internet-based services, business operations, banking and remittances.

U.S. businesses will now be allowed to open up locations in Cuba.

Cuban President Raul Castro and U.S. President Barack Obama discussed the move in a phone conversation on Friday.

The changes come as the U.S. and Cuba normalise relations after 53 years.

“A stronger, more open U.S.-Cuba relationship has the potential to create economic opportunities for both Americans and Cubans alike,” said U.S. Treasury Secretary Jacob Lew in a statement.

“By further easing these sanctions, the United States is helping to support the Cuban people in their effort to achieve the political and economic freedom necessary to build a democratic, prosperous and stable Cuba.”

Authorised travellers will be permitted to open and maintain bank accounts in Cuba, senior administration officials said on Friday.

Close relatives will now be allowed to accompany authorised travellers going to Cuba for educational, journalistic, humanitarian or religious activities or research.

Officials said travel to Cuba for tourist activity is still

prohibited by statute.

Companies will also be able to import Cuban mobile applications to the U.S. and hire Cuban nationals to work on them.

President Obama thinks the best way to strengthen the Cuban people is through contact, officials said.

In July Cuba and the United States formally re-established relations, and in January the Obama administration announced initial changes to the Cuba sanctions programme.

Ahead of Pope Francis’ visit to Cuba, and before Cuban President Raul Castro is set to address the United Nations, Cuba announced on Friday the appointment of a U.S. ambassador, the first since 1961.

(Trinidad Guardian) POLITICAL Leader of the United National Congress Kamla Persad-Bissessar will receive her instrument of appointment from President Anthony Carmona on Monday.

Her appointment takes place two days before the first session of the 11th Parliament of T&T. The ceremony takes place at the Office of the President, St Ann’s, at 2.30 pm.

Persad-Bissessar will lead an 18-member team of opposition MP’s, all of whom will recite the ministerial oath prior to the official start of the parliamentary proceedings, scheduled to begin at 1.30 pm.

A release from the Office of the President yesterday stated that Carmona on Tuesday received correspondence from opposition MPs who supported Persad-Bissessar as Opposition Leader and another indicating her acceptance of the position.

Although several attempts were made to contact Persad-Bissessar over the past two days, calls to her cellphone went unanswered.

EDITORIAL The President’s Linden Visit

N Thursday last, Chairman of the Linden Interim Management Commitee (IMC) Orrin Gordon was reported in the Stabroek News as lamenting what he thought was the government’s indifference to addressing the myriad problems facing the community.

He called on the councillors and, by extension, the people to get up and begin to fight to get government’s attention. Implicit in his reported comments was the suggestion that having voted in large numbers for the governing coalition, Lindeners deserved much more attention from the government. Then, the following day, the president paid a visit to Linden. It is very difficult to convince the public that there was not a linkage between the chairman’s comments and the President’s visit.

Whether Gordon’s assessment of the situation is accurate or not, the fact that he was moved to make such public comments should cause the country and the government to take note. He is not known as anticoalition. In fact, those close to him have reported that even though he has never mounted a party platform, he has been very supportive of some of the parties in the government. We must note that his comments come weeks after the Prime Minister announced that he was moving to ensure that the region gets the long-promised television station.

We know that Linden and Region 10 have had a complex relationship with the PNC government, 196492. While the town voted for the PNC, it was also fertile ground for the WPA and Walter Rodney, the then radical opposition to the government. We know that the relationship with the recently deposed PPP government was hostile. Things reached confrontational levels in 2012 with the mass movement against the threat to remove the electricity subsidy to the town and culminated with the shooting of three demonstrators in the vicinity of the bridge that links McKenzie and Wismar.

We know that prior to the 2015 elections, there was a public fall-out between rival factions in the Linden PNC,

The beginning of Surama started in 1974, when R.F Allicock and T.V Allicock invited a group of friends from Kwatamang and Wowetta to join four families in Surama, to organise a proper village system which will allow better management of the natural resources, including the people. The village started with 86 adults and children.

Popular and outspoken Region 10 Chairman Sharma Solomon even mounted a challenge to Granger’s leadership of the party. Other PNC stalwarts with links to the region, including Aubrey Norton and Vanessa Kissoon, also seemed to be at odds with the leadership of the party.

In the circumstances, many doubted that the APNU would have been able mobilise the community to repeat its solid support at the 2011 elections. All of that changed with the forging of the coalition. Linden and Region 10 actually bettered their 2011 support. In the wake of the coalition’s victory, all seemed to be well again. Even the removal of Sharma from the chairmanship of the region did not engender much protest, if any at all.

It is against that background that the IMC chairman’s recent complaints should be understood. They raise the larger question of governance in politically divided societies such as ours. After more than two decades of neglect by the previous regime, it is understandable that the government’s supporters would crave instant attention from their leaders. But it is also understandable that the new government, in the face of an aggressive opposition, would be very careful about how it deals with its own support base—it does not want to be seen to favour its base over that of the other party. Of course ours is an ethnically grounded pluralism that carries with it deep insecurities

The word Surama, originally “Shuramata”, means the place of spoiled Bar-B-Que. This was derived from a decades-old tribal conflict between the Makushis and the Caribs.

eco-tourist site that offers birdwatching and sport-fishing.

There are over 500 species of birds in the area, and the wildlife population includes giant river otters, jaguars, giant anacondas, tapirs, capybaras and four species of monkeys.

Surama also provides junglesurvival training, guided jungle and river trips and cultural village tours.

So if you want to get away from it all for a few days, why not visit Surama for a refreshing sojourn close to mother nature?

The big challenge for the government is how to balance correcting the neglect of its constituency and its duty to govern the entire country without bias. It would seem that Linden has fallen victim to the government’s caution as it relates to its constituency. While Gordon has not explicitly said so, drawing that inference from his comments would not be out of place. It is a problem that the government must address sooner rather than later.

For that reason, President Granger’s surprise visit to Linden the very next day was most instructive. The President, or his government, is not likely to say that the visit was in response to Gordon’s comments. But the timing cannot be mere coincidence. Whatever the situation, the President’s visit was the correct response. That he did not wait for the matter to mature is smart politics. It may tell us something about the Granger praxis that is worth paying attention to.

If the enthusiastic response he got from the residents is anything to go by, he seems to have done the right thing.

Although the content of his announcements was not new, his very presence is what was needed. The people needed to see and hear from their President in person—pure and simple. Governments have tended to underestimate the power of constant contact with the people. President Granger’s whistle-stop meetings in Linden were what the proverbial doctor ordered. We hope that it was not a one-off gesture.

There should be a Transition Phase before actual Power Sharing

HANKS to an unprecedented political gesture by the governing APNU+AFC government, Power Sharing is in the air. The previous ruling party had pledged to end winner-takes-all politics up till the eve of its assumption of power in 1992. But once it got into office, the PPP, still led by legendary Dr. Cheddi Jagan, turned its back on that promise. It refused to share power, even with its partners in the struggle to remove the PNC from office. In a cruel twist of history, the PPP opted for one-party domination which eventually pushed Guyana to the edge of socio-political disintegration.

The longer the PPP remained in office, the more stubborn it became on the issue of sharing power. When in 2002, the PNC, which had vacillated on the issue, decided to embrace power-sharing, many wrongly thought the PPP would relent. Then in 2011, when it dramatically lost its customary electoral majority, optimism was renewed. But once again the PPP, then led by the moderate Donald Ramotar, refused to heed the call for a national government.

That is why the APNU+AFC’s gesture to the PPP is an important step forward. It has taken a lot of courage to do that. Satisfying a campaign promise is the easy part. The more difficult part of it is going against the mass perception among their followers that the present PPP is too corrupt and unapologetic about its excesses while in government to become part of a government that has a mandate to clean up corruption and bad governance. The paradox is that these very supporters twice voted for a platform whose centrepiece was the establishment of a Government of National Unity if it wins. It takes bold leadership to navigate such a paradox.

The PPP’s initial negative reaction to the government’s gesture is not surprising, even though it would have made life easier had it done otherwise. My sense is that the PPP, notwithstanding explanations such

as Nagamootoo’s leadership of the government’s team and its old tune of trust, is genuinely caught by surprise.

It did not expect the government to make good on its promise, for that is not in keeping with the political norm in Guyana. So, its response is grounded in an old reality: it responds as if it is in power. There are some in the leadership who may also feel sure of the party’s ability to recapture power at the next election and thus see no need to share power.

In the final analysis, the government and the PPP have to work through developments which the logic of our recent political history has taken the country.

By making its bold move for power sharing, the coalition has also put itself in a quandary. How will the governing parties share executive government with the PPP while some of its leaders are either under suspicion of or are actually facing the courts on charges of corruption and other malpractice when in government? Will it pick and choose who in the PPP it will work with? I don’t think that will work, since we would end up with the PPP’s cynical approach of inclusive governance on its terms— the Ramsammy or Nadir formulae. And how will PPP ministers be accommodated in a government in which some partners have already hinted that they are not adequately represented in the current configuration?

The government’s announcement has also put the PPP in a quandary. If the party decides to accept the government’s offer, how does it explain that since it has lost power, trust between it and the PNC has been achieved? How does the PPP explain to its supporters that it is joining a government which it claims is ethnically cleansing them? What level of participation would satisfy the PPP that they are part of a genuine power-sharing government? Will they, for example, demand or be offered the prime ministership and other key ministries?

It is for all of the above that I think that the move towards a power-sharing government must be preceded by a transitional phase, during which

power is shared at the lower levels of government, such as the Regional, Municipal and Neighbourhood governments. This allows the parties to work together in a practical way in arenas where the stakes are not as high.

Second, and more importantly, it puts space between the PPP and central power; it allows the party to both self-detox and be detoxed by the course of justice.

This is critical. The PPP would be divided on whether to enter a power-sharing government. The transitional phase allows the party to work out its differences. This transitional phase should also include joint work on the constitutional framework that would accommodate the eventual power-sharing government. Here is where the constitution reform framework that is already in motion is crucial. But the PPP would have to be meaningfully involved.

It also allows the coalition to fine-tune its own power-sharing praxis which I don’t think is properly worked out at the moment. For example, one is not too sure that the AFC is committed to power sharing as a guiding principle. We know that Nagamootoo and Nigel Hughes are, but Ramjattan is on record as opposing it and the views of the other leaders on the matter are unknown. Finally, the transitional phase, which I think should be 2-3 years, should be used to engage the ethnic masses in discussions and popular education on the importance of power sharing beyond the usual rhetoric. In this regard, the Ministry of Social Cohesion may well turn out to be a master stroke.

Teen dies from injury by poisonous wood A 19-YEAR-old teenager of Karawab, Upper Pomeroon River died on Wednesday at the Suddie Hospital after he sustained a finger injury from a poisonous wood known as "Washiba".

Reports from the village located some 75 miles from Charity indicate that Ralpthod Joseph was assisting some persons to load a truck with some lumber when one of

his fingers got injured by the poisonous wood.

According to reports, the young man did not take the injury serious and treated himself with antibiotics tablets for several days, but the injury got worse.

Reports said he was rushed to the Suddie Hospital where he was admitted but succumbed on Wednesday night.

Several persons with experience in cutting trees in the forest said the wood is poisonous because of the oil it contains. The oil is popularly known as "injector".

The death of the teenager has caused sadness in the quiet community of Karawab. Joseph is expected to be laid to rest on Saturday.

State media has a role to play in nation-building (Pt. 11)

STATE media can play a leading role in improving quality journalism, inclusive of probing beneath the surface/apparent, fact-checking, and following up on commitments given by the generators of news. This media can bring about a greater degree of fairness and accountability in society.

As the people’s watchdog, the State media is best poised to set the tone for welding the nation’s diverse groups and interests, consistent with the nation’s motto.

Unfortunately, under the Bharrat Jadgeo and Donald Ramotar regimes, the State media was used as a wedge in society -- to demonise dissenters and criminalise the opposition and its supporters. To dissent was to be labelled and to become a fringe element in the society, opening one’s self to ridicule and other possible dangers.

For instance, the Guyana Chronicle had been used by columnists such as Rickey Singh, a known PPP sympathiser, to perpetuate hate and to attack and settle old political scores, notably with his major nemesis Forbes Burnham, even though Burnham died for more than 25 years and is unable to respond.

Singh had also used the newspaper to attack the African community, but failed to use his pen to call for the creation of a just society and fair media.

The letters section in the Chronicle had for years allowed phantom writers whose purpose was to spew venom in furtherance of maintaining a divided society.

Also seen was the PPP’s divide-and-rule policy in the newspapers’ editorials.

As a principal dividing force in the nation, the State media was used to relentlessly attack the opposition.

Even at the time when the National Assembly was opposition controlled, rarely, if ever, had its members any objective coverage. Though it is uncertain whether any attempt was ever made by persons to respond to the di-

atribe spewed, from my own experience being denied the right to respond, it is fair to assume similar treatment had been meted out to others.

When, in response to budget cuts by the opposition-led National Assembly, the then PPP government had used State media workers to picket the opposition, it had demonstrated the political depravity to which the media had sunk, and had constituted an affront to public servants and an abuse of the people’s privilege vested in the Executive.

The policy position taken by the State media would have created an untenable situation for workers, who were forced to sell their skills and labour to execute tasks that on many occasions were against their conscience and better judgment. Former President and then Opposition Leader, Desmond Hoyte, was correct in his call for a boycott of the Guyana Chronicle in the hope that the government would have come to its senses.

The people have voted for a change, and this change must also include a new State media culture. What happened under Jagdeo and Ramotar must not be allowed under David Granger and Moses Nagamootoo. The call for responsible journalism must be met with the opposition and all other interest groups being given the right to respond to any misrepresentation of their position(s). This is consistent with deepening democracy.

So, even as we speak of inclusionary democracy, it must be pursued with the participation and involvement of groups, and the protection of their right to freedom of expression and sharing ideas/ knowledge and information without fear or favour.

The State media has its role in society, and that role must be properly defined to enable progressive management and performance, which will serve as benchmarks for development.

In a fractured and divided society such as ours, the state media must be used to weld

the people by addressing and highlighting the strengths within the various cultures, striving for accurate reporting, learning about different parts of the country and its interests, assisting in factual reporting of the historical development of this country, and highlighting the role(s) the different groups played in development.

No longer must the State media be used to tell this nation that it was Dr Cheddi and Janet Jagan who started the struggle for one man one vote (universal suffrage) without according Hubert Nathaniel Critchlow his rightful place in history. For it was he who, in 1926, started this march at a mass-based level.

No longer must the State media be used to proclaim that one group is industrious and the other lazy, when the historical evidence shows these statements have no basis in fact.

The State media must perform at such a high level of truth and accountability as demonstrates respect for the contributions of all our people.

It is the government which is tasked with the responsibility of moulding our nation, and in a developing society such as ours, this is very important in facilitating dissemination of national programmes and policies.

Having had these and worse experiences, the society must have learnt. We, the people, will therefore expect this current government, after complaining against the Jagdeo and Ramotar tyranny over the State media, to occasion serious reformation of the State media. Under this new regime, the people’s media must serve the people, or face the same condemnation and labels earned by the previous PPP regimes.

State media must no longer embrace activities that will see a continuation of what is deemed unacceptable in modern democracies. It must safeguard against this without seeing or believing privatisation is the only answer or way out of State media tyranny.

GPHC eyes various forms of transplant surgery - Bill to enable this soon to be tabled in Parliament

IN months to come, a new bill is expected to be tabled in the National Assembly by Minister of Public Health Dr. George Norton that will enable various forms of transplant surgery at the Georgetown Public Hospital Corporation (GPHC).

At a press conference on the success of the first kidney transplant surgery that was recently done by local doctors at GPHC, the Public Health Minister explained that kidney transplantation has become the treatment of choice for most patients with end-stage kidney diseases.

He noted that in some patients, kidney transplant by itself is not optimal treatment but rather combined kidney-pancreas transplantation.

For this reason, the Public Health Minister assured that “very shortly we will be putting on the order paper in parliament a legislation, a bill rather, that will become an act that will facilitate other forms of transplantation that is necessary in our country”.

The average cost of a kidney transplant surgery at private hospitals is around Gy$7M while now at GPHC, with a local team of general medical practitioners spearheaded by a kidney transplant surgeon that was set up mere months ago, costs below Gy$1M. This team has successfully performed its first kidney transplant surgery on 24 year-old Kiran Hardyal on Tuesday,

utilising resources owned by the hospital and backed by collaborative efforts between the Ministry of Health, the University of Calgary in Canada and GPHC itself.

Transplant surgeon, Dr. Kishore Persaud, having completed his medical studies in Guyana, has been awarded a Fellowship by GPHC to specialise in kidney transplant at the University of Calgary.

Upon returning to Guyana, he was mandated to develop and execute a kidney transplant department for patients who have been tirelessly waiting for kidney transplants.

A team of general medical practitioners, a dietician, a pharmacist and a social worker Minister of Public was then put together by Health Dr. Persaud along with the Dr George Norton establishment of two chronic kidney disease clinics at GPHC. Within these two clinics, patients both young and old who have long been waiting on kidney transplants were able to receive treatment and schedule appointments for the transplant surgery.

Thus far, ten patients are lined up for kidney transplant surgeries for the next few months, and four of them are scheduled for November. All ten of the patients already have kidney donors.

Importantly, one of the reasons the patients never had their transplant done is because of financial aspects and secondly, because the hospital never had a transplant surgeon until the arrival of Dr. Persaud.

GPHC however, in the last four years, has started an initiative to advance its capacity to deal with patients that have kidney problems. But the hospital ceased kidney transplants a while ago because of the unavailability of a stationary transplant surgeon.

In brief remarks, Dr. Persaud said he will work closely with the Ministry of Health to set up a donor system where patients can feel free to donate their organs in high cases of death. In furtherance, Dr. Persaud said this service will continue on a monthly basis once the resources are available.

The hospital, according to Minister Norton, is finding it difficult to maintain the number of persons who constantly need dialysis since it subsidises the treatment for these patients. However, he said that with Dr. Persaud’s team, he is hopeful that this said notion will cease.

Meanwhile, Minister Norton pledged his support to the general medical practitioners and assured them that the opportunity exists for them to further their studies in transplant surgery once the requirements are met.

Granger stresses equality, jobs at PNCR General Council meeting LEADER of the People’s National Congress Reform (PNCR) and President of Guyana David Granger yesterday stressed the need for equal opportunities for women.

Granger was at the time delivering his first address to the General Council of the party following the May 11 elections. “Over the next five years we must work to make women equality a reality.”

The PNCR is the largest faction in the governing APNU+AFC coalition.

Granger noted that Guyana cannot move forward unless social cohesion is achieved. “This country must be one nation, one people; if we are to achieve our full potential we have to become more socially cohesive.”

On the issue of unemployment, the leader said: “Jobs for our young men and women must be our top priority over the next five years.” School drop-outs he said is also a burning issue that must be dealt with

urgently.

“A big problem in Guyana is keeping children in school; we must do everything possible to give all of our children access to education,” said Granger.

He thanked party members for their support and hard work over the years, noting that he sees the coalition’s win as “an opportunity, not a victory,” to implement the many promises made. “It is an opportunity to serve,”

PNCR members at the General Council meeting Granger added.

The party leader also called for a more aggressive Information Technology programme in schools. “We have to train a generation that is committed to innovation… a generation of entrepreneurs and manufacturers,” said

Granger.

Meanwhile, Party Chairman Basil Williams thanked party members for their help in securing the coalition’svictory, but warned that “we cannot rest on our laurels; we must set about to work to secure a

good life for all Guyanese.”

Our best days are ahead of us

By Sharma Solomon THE changing of government, accompanied by the level of activism and involvement that brought about this change, bears testimony to this. Guyanese, whether living at home or abroad, want better for themselves and country. This desire for betterment is often seen in criticisms of things that appear contrary to aspirations. Such criticisms bode well for this country’s body politic, because they come from a healthy desire of what we are capable of being and achieving.

As heated conversations take place in the communities among citizens and on social media, a common trend is noted in few threads. One, the people want the government to succeed and do better. Two, the people, having lived through the years of bad governance, and are leery of this ever happening again and any sign that indicates the possibility of such, voices of condemnation will be heard. Three, whether persons are living in Guyana or abroad, the positives they see

happening in other countries, they want the same to happen here. And four, the people want a responsive and caring government.

Some recent happenings are bringing this clearly home. With much admiration, awe and identity, Guyanese celebrated the athletic prowess and successes of our CARICOM brothers and sisters in Jamaica in the just concluded World Athletics Championships. As this created conversations about the Jamaican government’s investment in its people and once glory days when Guyana too shone on the international sporting arena, many are asking, “Why not us?” or are clamouring to unleash Guyanese potential.

Trinidad and Tobago recently came out of an election, and while the People’s Partnership has lost the confidence of the people and the PNM has been returned to office, Guyanese expressed their admiration for the quality of the electoral process, swift announcement of results and swearing in of the diverse new Cabinet.

When CARICOM was formed, considered More Developed Countries (MDCs) were Guyana, Trinidad and Tobago, Barbados and Jamaica. Guyana can still retain its place among this group by doing the right thing.

In the USA where African-Americans are carrying out activism under the banner that “Black Lives Matter” in reaction to indiscriminate police racial profiling, this is used as a lesson that race matters and remains of political significance, and only equality before the law can end racism. Guyanese, at home and abroad, joining the conversation and in support of their fellow man, are too drawing nexus and feel the same must happen here if we are to make real our motto: One People, One Nation, One Destiny.

And as conversations continue on our admiration for the positives in other societies, which are influenced by the desire to improve our lives, I am convinced that our best days are ahead of us, as words will lead to actions and bring about desired results. Yes, we can.

Push for legal end to border controversy with Venezuela ...

Granger could meet Maduro at first UN outing PRESIDENT David Granger has said that Guyana will be moving to the courts to have the Guyana-Venezuela border controversy resolved once and for all.

Speaking ahead of his first presentation to the United Nations General Assembly next week, the President said: “Our message will be that we have to resolve this matter by

juridical (legal) means. We will be going to court, we are not interested any longer in any sterile good officer process. We are going to go to court and settle this matter. It is affecting our development too long, 50 years is too long.”

Having responded to reporters on Guyana’s message to the UN, the President said he will be meeting with UN Secretary

General Ban Ki-moon and “presumably Mr Maduro”, and his focus is to end the controversy, as it is hindering Guyana’s development.

“Right now the Venezuelan claim is affecting our development in a serious way. It is scaring away investors and it is creating an atmosphere of tension and frustration, and will deter investors from coming into this country,” an impassioned President Granger said.

He said he is embracing every opportunity presented to receive support on the issue.

“This is my message. Today I spoke at the Chilean National Day; earlier this week I spoke at the Mexican National Day, and I am calling on these big states, like Chile and Mexico, to support small states like Guyana to ensure that the continent and hemisphere remains a zone of peace,” President Granger said.

The President stressed that Guyana settled the territorial matter 116 years ago, and is, as such, tired of the illegal claims

by Venezuela.

Venezuela’s claim to Guyana’s sovereign space resurfaced in May following a significant oil discovery by ExxonMobil.

On Wednesday, the Venezuelan Government suspended the appointment of Guyana’s ambassador to Venezuela, Cheryl Miles, stating that Guyana’s Foreign Affairs Minister Carl Greenidge had launched an attack on Venezuela during his visit to the United States earlier this week.

Greenidge, in response, has said Guyana will continue to speak on the matter, and has noted that the claims by Venezuela are illegitimate.

“Guyana has a right to speak on matters affecting it,” Greenidge said, as he noted that the issue is a “legitimate matter of concern to Guyana, and indeed (to) other CARICOM States”. As such, he said, “Venezuela must recognise that such actions, along with its pursuit of its spurious claim despite the restrictions of the Geneva Agreement, are the bases for Guyana’s response”.

The Foreign Affairs Minister noted that the outbursts by Venezuela’s President, Nicholas Maduro, seem to be telling Guyanese that we have no right “either to speak or to state our views on any matter affecting our wellbeing.”

Notwithstanding Guyana’s position regarding Venezuela’s territorial claims, the country remains open to dialogue with Venezuela on matters related to bilateral relations. Foreign Affairs Minister Carl Greenidge has said that the exchange of ambassadors is an important mode of promoting dialogue. (Ariana Gordon)

Each group must do its best for the land!

MOST of the Guyanese people I have spoken to assert that this APNU+AFC government is a much-welcomed political development.

As with anything new, there will be teething problems, but the new addition to the Guyanese family is much welcomed.

Many see this political development of 2015 as a serious attempt to break from a past lined with several public acts of untenable private financial skulduggery. But the “feel good” hiatus is over, the PPP and their stickyfinger boys and girls do not have access to the Treasury anymore, and the business of developing the nation must return to centre stage.

Those who occupy the seats of power have to spend more of their time looking forward, rather than backward. Leave the Asset Recovery Project to the Asset Recovery Team and the police; ministers have better things to do with their time -- such as ensuring this economy does not “flat-line”, and making more resources available for our people.

Everyone is telling me that this new Granger/ Nagamootoo administration will set the foundation for the next 50 years, and this is a most exciting proposition; most exciting indeed! Finally, Guyana will be on the path to becoming the Singapore of the Western Hemisphere.

But with such ambitions comes serious resistance from those forces opposed to this coalition succeeding.

Therefore, competent and skilful messaging of the work that is being done to achieve the good life is critical. But we can message from now until the cows come home, if the delivery is not there to back it up, the people will find out.

If one is to observe the scorecard of the state machinery vs. the PPP propaganda machinery, any honest person will have to admit that the PPP has done a good job since May 2015. This is not a good omen for the government, and reinforces the school of thought that much work has to be done on getting the government’s message out. The infrastructure is in place both at NCN and GINA to get the message out, so what is the problem?

There are now Directors of Communication both for the President and the Prime Minister, with respective machinery at their disposal, but yet this good message is not getting down into Albion and Port Mourant often enough. If one communicates with the ordinary folk in those places, all one hears are messages of fear and underrepresentation in the State machinery. Those in the know are very clear about the fact that people like Mr. Bharat Dindyal and Dr Raj Singh should have been fired two years ago for alleged gross mismanagement of their respective portfolios.

However, that is not the message getting down into the villages.

In one of my communications with people at the grass root, all I am hearing from Albion is: “Boy, you see, them

ah fire from Harry Ram to Balgobin, and only replace them with them friends”.

Now, I do not subscribe to that conclusion, since I have been on the forefront advocating the summary dismissals of both Dr Raj Singh and Bharat Dindyal for years now, with real evidence at my disposal to back up my conclusion. The respective ministers were perfectly in order to send those two packing, but what is percolating at the grass root level is what matters, and the facts are not getting out and down into the villages fast enough.

In an information vacuum, propaganda is a good fit to replace facts; and in politics, perception is reality. The AFC in particular will hurt badly if these misconceptions are allowed to go unanswered.

The APNU+AFC government has some powerful communicators in its fold, so it befuddles my mind as to why such a discredited political force such as the PPP continues to be winning this information war in places such as Berbice. If one looks at the political career of the Prime Minister, the Hon. Moses Nagamootoo, they can see a score sheet that is unmatched when it comes to advocacy for the socio-political issues that have plagued the grassroots both at a micro and macro level for some 50 years. Yet, speak to any second-tier AFC member who has his/her ears to the ground and that person will tell you that the APNU+AFC government faces a serious handicap in articulating its public policies and exposing the wicked intent of the PPP propaganda.

To put it simply, the APNU+AFC government is coming across as awkward on the messaging. This has to change and quickly!

Many have assigned blame for this situation to the newness of the administration and also the lack of executive experience by many of the top officials, but that cannot be an excuse after 100 days.

Everyone must have learnt something new since May 2015, and you do not need a PhD or an MBA to be a great minister. You need a firm grasp of the strategic issues that plague your portfolio, a plan on what needs to be done, a team to get the job done, and hard work.

Essentially, it comes down to properly understanding where we want to go, what are your major milestones, what are your key threats and constraints to achieving your goal; and, as I said, hard work. Mind you, I said hard work, not meetings, since meetings do not necessarily qualify as hard work.

THERE IS A SOLID AND POSITIVE MESSAGE WAITING TO COME OUT There are solid messages that the APNU+AFC Information Team really has to get out more often and on time. Firstly, I recognise the patriotic act by President Granger who, with his own pen, slashed his own personal

benefits. This patriotic act sets the tone as to how leaders ought to act in the new Guyana.

So how come the ladies I communicated with in Albion do not know that President Granger gave up his benefits, but they are fully aware of the PPP's message that “witch-hunting” is alive and well in post-May 2015 Guyana?

Secondly, when the President said, “no frankincense or myrrh necessary; boats for the schoolchildren is a better gift”, again, the Information Team failed him and his government on the messaging. How can a party that supports politicians who own “regal gold crystal chandeliers and specially imported Italian tiles for their beachfront mansions” be allowed to lecture the people of Albion on good governance over a team that is asking for boats for the schoolchildren?

One party is driven by greed for a small cabal, while the other is driven by the needs of the people, and yet the greedy one wins.

Thirdly, we have failed to understand the magnitude of the victory on the Guyana/Venezuela issue. It was literally David trouncing Goliath on the border issue by lining up all the law-abiding international agencies on Guyana’s side. But do the ladies of Albion know this fact, and who drove this initiative to preserve our territorial integrity?

Fourthly, this 2015 Budget was a revolutionary budget for the poor and the working class, but clearly that message is not coming out. When the Guyanese public listens to the PPP propaganda machinery, one is left with a perception that this budget is all “fluff and puff”. But it isn’t! But where is the alternative narrative?

It is unheard of in global economics where, with an expected growth rate of less than three percent, a government offers 17 percent to those at the bottom of the pay scale. What was done for the pensioners was truly magical, even I (a strong advocate for the poor and the working class) did not envisage such a significant increase for the pensioners. But again, these positive aspects of the budget are being buried in the competition for the ears of the people, especially in villages such as Albion.

Why is the government allowing the PPP to march along with their objective of changing the political narrative away from the good things that are happening?

CONCLUSION There is a method to the madness, but we have to conclude that the ordinary folk in Guyana continue to be misled with propaganda, and it is time for the positive messages to come to the front. The primary responsibility for driving this transition rests with the State.

New Trafficking in Persons Unit wins first conviction TANISHA Williams suddenly burst into the office.

Excitement in her voice. Elation on her face.

“I just won my first case,” she announced.

Williams is neither a prosecutor nor a defence attorney, but a University of Guyana (UG)-trained sociologist heading the Counter Trafficking In Persons (C-TIP) unit in the Ministry of Social Protection.

Winning her first TIP case was a salve for her wounded mind, tortured by the collapse of other cases for want of evidence and victims’ resolve.

“This case was won because of the high level of commitment displayed by the victim, her hunger for justice and because of the high level of dedication and professionalism of the C-TIP staff and other authorities,” Williams said.

The survivor’s commitment stood out because she never once wilted under the pressure of the six-month trial or was she scared to face-off with the accused Ms Juneann Joseph, who also conducted her own defence.

According to Williams, the TIP survivor “always enquired about the status of her case from the C-TIP unit.”

Williams believes the “hunger for justice” displayed by the teenaged TIP survivor secured the case against the accused Joseph of Charity, Essequibo, who operates a business at Melagee Backdam, Cuyuni River in Region 7 (Cuyuni/Mazaruni).

Joseph was sentenced to three years’ imprisonment on September 11 and ordered to pay G$100,000 (US$500) restitution by Magistrates Dylon Best presiding at the Bartica Magistrates Court.

Williams said this is the “first conviction in Guyana where the order of restitution was ordered for the survivor of human trafficking.”

“In addition, its significance also lies in the combating of TIP Act 2005 that the Act stipulates NOT that the defendant MAY but that the Court SHALL order the defendant to pay restitution to the victim under Section 111on Summary Conviction,” Williams further explained.

Continuing, she said “the Order Restitution shall compensate the victim for cost of medical and psychological treatment, cost of physical and occupational therapy and rehabilitation, cost of necessary transportation; temporary housing and child care; lost income, attorneys’ fees and other costs such as victim-advocate fees, compensation for emotional distress, pain and suffering and any other losses suffered by the victim.”

The law also provides for the restitution to be paid promptly to the victim upon conviction of the defendant.

Williams admits she is “not happy” with the quantum of restitution ordered by the court, because that cannot compensate the victim for the emotional distress, pain and suffering that she had faced.

In addition, “It can barely cover expenses for the survivor to return home to visit with loved ones,” Williams explained.

However, the Guyana Government in this instance, has undertaken to “foot the bill” for the survivor’s trip back to her Region 1 (Barima/Waini) community to be

reintegrated with her family.

“Minister Volda Lawrence has committed her ministry to “footing the bill” to facilitate the proposed visit home,” Williams said.

Pablo Neruda, the Chilean Poet and Nobel Prize Winner was credited with saying “for now I ask no more than the justice of eating.” Magistrate Best ensured the

“I am happy and satisfied with the decision made by the court,” the relieved 17-year- old survivor told Williams following the ruling.

Williams too is “elated that justice has been served.

That a survivor of human trafficking has received justice for the inhuman suffering she has endured.”

Participants of the dark local TIP underworld should quake by the latest legal victory secured by the Social Protection Ministry. The win is testimony that although the justice system is bedevilled by chronic challenges,it is neither comatose nor dead as some are wont to feel.

“I am also happy to know that the system is working.

Not to its optimum but it’s working,” Williams said.

She is heartened by recent announcements that “improvements are in the pipeline for the system.”

Williams’s earlier exuberance faded when the conversation turned to the identity of local TIP perpetrators. According to available local figures, women comprise some 90 percent of them. Between February 2014 and September 2015, the current period under Williams’s stewardship, 60 percent of the alleged masterminds behind the illegal business are women.

The abundance of the “fairer sex” in this criminal activity is a bitter pill for the C-TIP boss.

“I am disappointed to know that the perpetrator is a woman that could be the mother of this child,” she admitted, referring to convict Joseph who trafficked the teenager at Melagee Backdam.

Nevertheless, Williams believes they are used as perpetrators merely because it is “much easier” for girls to trust another woman.

“Women are no longer looking out for each other,” Williams lamented.

She believes too that a collapse of moral values across Guyana also helps sustain the trafficking-in-humans business here.

While many women might be looking the other way, Williams and her staff of three who have “seen and felt” the gut-wrenching pain of dozens of young people, especially girls, continually look upwards.

“Every day I pray for my victims. Every day I pray for justice in whatever form for them.”

The latest local TIP survivor plans to visit her family and return to the capital to pursue her life-long dreams.

Though still a teenager and currently under the care of the Social Protection Ministry, she follows Les Brown’s belief that “If you take responsibility for yourself, you will develop a hunger to accomplish your dreams.”

Williams too has her own dreams she feels will help TIP survivors achieve their aspirations and prevent others being sucked into the dark underbelly of the shadowy human- trafficking business.

Heading the more robust national Task Force currently comprising representatives from the Guyana Police Force (GPF); the Guyana Geology and Mines Commission (GG&MC); the Ministries of Public Security, Indigenous People’s Affairs, Legal Affairs and Foreign Affairs.

Help and Shelter and the Guyana Forestry Commission (GFC) also make up the TIP Task Force.

To end the sinister, but, profitable business Williams also foresees a stronger, ongoing national education programme to reduce incidence of TIP here, plus a sustained capacity-building programme for C-TIP staff.

She also wants stronger ties with non-governmental bodies (NGOs) and “a bigger budget to foster psycho-social support for TIP survivors.”

To survive one must be fed constantly and “… the good news to a hungry person is bread” reminded Bishop Desmond Tutu.

Williams might well have to decide whether she and the Social Protection Ministry want to develop the “habit of winning” when it comes to the trauma experienced by TIP victims and survivors.

The winning habit will demand that the growing list of those ensnared must be constantly fed.

“If you can’t feed a hundred people, then feed just one.

I can feed only one person at a time. Just one, one, one,” that great soul Mother Teresa said.

CONSUMER CONCERNS: SOMETIMES consumers come to us with landlord and tenant problems or regarding the purchase of houselots or other real estate; and though such matters are not strictly within the remit of the Guyana Consumers Association, or for that matter of consumerism, we do, with the help of our pro bono legal adviser, try to give them guidance. In today's offering, we would give some basic guidance as to the purchase of landed property.

In Guyana, there are three avenues open to ordinary folk for saving. There are the various saving accounts in the banks which bear interest, and the endowment policies of Insurance. At this moment, the saving rates interest which the banks pay are much less than the inflation rate, and the present inflation rate would greatly erode the value of the amount to be paid at the maturity of an endowment policy. In other words, keeping money in the banks and in Insurance endowment policies at this time actually eat into a saver's capital.

The other avenue of saving is the Stock Market; but in Guyana it is so small with only five or six companies actively trading, that this avenue could be discounted. The third avenue of saving is buying real estate.

Buying or investing in real estate is the safest and easiest way of saving for ordinary folk. Real estate ("properties") tends to increase in real value with the effluxion of time or at least tend to keep up with inflation.

The various public and private housing schemes have been offering fairly affordable properties which grow in monetary value with

time, as well as the houselots distributed by government, such as those, for example, distributed at Diamond, EBD. Many would like to take advantage of those offerings, but are inhibited from so doing because they are not quite clear as to how to begin the process, many thinking that they have to have the full purchase price

In buying a property, the first thing to do is to inspect the property, taking into account such factors as location, condition of the building and type and quality of the building materials used. With regard to the houselots distributed by government, one has to take what one is allotted, and though some lots in a scheme may be more valuable than others, any lot allotted does give one value for money.

The next step is raising the money to pay for the purchase price and legal expenses. This part of the transaction tends to scare many prospective buyers because they do not have all of the purchase price. But they could obtain the purchase price by means of a mortgage on the property. A mortgage is a loan to pay for the property, the collateral being the property itself. For this loan, the borrower, that is the purchaser of the property, must pay the lending institution interest.

Buying your own property is easy and advantageous The government has been able to negotiate with the commercial banks and other lending institutions, such as the New Building Society, their willingness to offer loans to first-time property owners at much cheaper rates of interest than they would ordinarily have to pay. This, of course, is a great relief to buyers when paying their installments on the loan. And the time of repayment of the loan is often up to 20 years.

In buying a property, in addition to raising the money for the price, there are some legal requirements which have to be satisfied. The first of these is that an Agreement of Sale has to be made between purchaser and vendor. That Agreement identifies the purchaser and vendor; accurately describes the property being purchased; price is stated and the downpayment made; terms of payment of the rest of the price; and the time the transport is to be passed, that is the time the legal title to the property is to be transferred.

The next step after the Agreement of Sale is for the vendor and purchaser's lawyers to file the necessary legal documents to effectuate the transfer of ownership and the award of the title of ownership, the transport, to the purchaser.

The Deeds Registry is the government agency which transfers ownership and keeps the records of the transaction. On receiving transport, the purchaser becomes the full owner and is then able to do whatever he wishes with the property.

There is a common myth that lawyers' fees and the cost of transporting a property are oppressively expensive. This is not so. The total fees paid to the Deeds Registry is 2 1/2

% of the purchase price and the lawyer's fees is 1% of the purchase price.

All this may appear complicated, but once one begins the process of purchasing a property, one would find that one action

follows the other in logical sequence without confusion.

Above, we mentioned that the acquisition of real estate was a hedge against inflation and also a means of saving and increasing the value of one's savings. But

holding a transport has many other advantages, such as using it as a collateral for loans or prove to foreign embassies when applying for visitor's visa that one has ties to the country.

Child Protection Week begins

THE national silence on child sexual abuse must end in Guyana, says Ms Ann Green, Director of the Childcare and Protection Agency (CPA).

Green is unhappy that “there is still a national silence on sexual abuse” of children, especially girls.

“Sexual abuse is still a hidden crime (in Guyana) and people are still accepting

abusers of their children,” Green said.

Green is peeved about the conspiracy by parents, particularly mothers who warn their abused children “not to talk” because (the perpetrator) “will go away and leave us,” thus plunging the family into deeper financial crisis.

She wants Guyanese adults to “view and treat

children differently,” but admits that this is a national challenge because of the decline of values.

In addition to a collapse of national values, Green has cited drug use and addiction, abuse of other substances such as alcohol, mental health issues and poverty among other challenges as other reasons why especially adult men prey on children.

“Children in uniform should be protected by the wider society,” Green said.

Said Green: “Child protection is not only the business of the Childcare and Protection Agency (CPA) but is everyone’s business.

Keeping children safe is shared adult responsibility.

This means that every adult in the Guyanese society must do his/her part in the protection of children.”

September 20 – 26.

It will be observed under the theme: ‘Strengthening Families to Protect Children.’

The Ministry of Social Protection will commence t h e w e e k ’s a c t i v i t i e s w i t h a n ‘ Aw a r e n e s s Walk’ in the capital city, Georgetown, moving from the Cenotaph and ending at the Seawall.

A highlight of the week’s observances will be the “breaking the silence on child sexual abuse” rally targeting adults, to be held on September 23 at the Rose Hall Ground.

religious, civic and community leaders will also address the rally.

During the week-long observances too, Minister of Social Protection Volda Lawrence is scheduled to launch “A Guide To [the] Sexual Offences Act,” written in braille for the visually impaired.

The Child Protection Week will conclude with a musical concert and other attractive events to be staged at the Botanical Gardens in the capital.

Child Protection Week is a global event and has been observed in Guyana in September since 2004.

Fresh mandate for Integrity Commission to be examined soon

- appointment of Commissioners to pass through National Assembly

By Ravin Singh A “FRESH mandate” which will guide the work of the Integrity Commission -- currently without commissioners -- is expected to be examined soon by the APNU+AFC Government.

This announcement was made by Minister of State Joseph Harmon, Friday at a post-Cabinet press briefing held at the Ministry of the Presidency.

According to the minister, during a meeting last week with the staff of the commission, he gave assurance that the body’s mandate will be re-examined, since it was felt that the commission did not have enough power to enforce any of its decisions.

The Integrity Commission was created through the Integrity Commission Act, which makes provision for the purpose of securing the integrity of persons in public office.

Public officers and position holders listed under schedule one of the Act should disclose to the commission their financial assets and liabilities on or before June 30 each year.

Referring to the model used by Trinidad and Barbados, Harmon explained that there is need to ensure that some mechanism is in place within the law to allow for “followup” where submissions to the commission are subjected to further scrutiny.

This, he revealed, was discussed with the current Chief Executive Officer, who sits at the head of all departmental arrangements existing in the commission presently.

“This is what we had in the past; statements are made and there is no followup. We wanted an Integrity Commission which, in the first place, has integrity; and in the second case has the capacity to follow up when statements which are made by public officials need to be followed up.

“I can assure you that it is something we [the government] are very Minister concerned about. It will be law Joseph Harmon that by a certain time of the year you declare your assets; and if you don’t, the commission has the right to do something about it,” Harmon told reporters.

He however noted that the other pertinent issue is the appointment of the commissioners, which the commission lacks currently.

The minister explained that, under the People’s Progressive Party (PPP) Administration, there were some commissioners who were recommended in the 10th Parliament but the then President had not appointed them.

What this means then, he said, is that these recommendations have “lapsed”, and must therefore go back to the National Assembly to be refreshed or for new persons to be appointed.

Opining that it may very well be that those persons who were recommended before will serve as commissioners, Harmon noted that the stamp of the 11th Parliament is needed, after which the President’s signature is required for this process to be completed.

Reiterating that the commission is currently without commissioners, the minister said it is functioning with a very small staff and a very limited budget.

The Integrity Commission was created through the Integrity Commission Act which was assented to on September 24, 1997. The Act makes provision for the purpose of securing the integrity of persons in public office.

The commission has the power under the Laws of Guyana to do anything for the proper performance of its functions; and in discharging its functions, it is not subject to the direction or control of any other person or authority. The commission has the authority to regulate its own procedures, and may make rules for that purpose.

Public officers and positions listed under schedule one of the act should disclose their financial assets and liabilities on or before June 30 each year.

When a public officer ceases to be a person in public life, he/she should disclose his/her assets and liabilities to the commission within 30 days from the date that he/she ceases to be a person in public life.

Skeldon sugar factory coming back to life –PM

RECENTLY described as being on “life support,” the Skeldon sugar factory which was on the brink of becoming a white elephant, according to Prime Minister Moses Nagamootoo, has shown encouraging signs of coming back to life.

He made the statement on Friday at the launch of the 11th Annual Berbice Expo and Trade Fair, which is being held under the theme: “Fostering National Pride, Advancing Economic Progress”.

The Skeldon Factory was constructed at a cost of US$181 million and was hailed as the boon to the survival of the sugar industry when it was commissioned in August 2009. The new factory was intended to increase national production to more than 450,000 tonnes, but that never happened.

with the factory, the Prime Minister said sugar could not remain the lifeline of the region; there must be diversification.

The Prime Minister thus expressed satisfaction at the fact that approximately 90 businesses are participating in the Expo, demonstrating the fact that Berbice is not all about sugar, and that value-added enterprises could generate jobs and stimulate the economy.

He offered that instead of having to import tomato juice, which is sold at a handsome price, Berbice, which is known for having an abundance of fruits of all types, could be manufacturing these items.

“Berbice is a tropical paradise; we have an abundance of fruits of all types. Why then should we import tomato juice?

City wards take on the battle against crime

By Shirley Thomas RANKS of the Guyana Police Force on Saturday night came in for harsh criticism over what was described as their “tardy approach” to policing in some city wards.

North Ruimveldt, and to a lesser extent, South Ruimveldt, have, over time, come under constant attack from criminals.

The attacks include rape, armed robberies, frequent carjacking and persons being robbed while walking through the streets of North Ruimveldt at nights.

The neighbourhood has practically come under siege, with residents living in virtual fear, not only of being on the streets late at nights, but for fear of being attacked by men with guns, even in the perceived safety of their homes.

But even more heart wrenching, they say, is the reality that whenever a resident or household is under attack and cries out for help, other neighbours dare not venture outside for fear of being shot by the persons carrying out the attack.

Asserting that enough is enough, key stakeholders of the community held a “Call to Arms” or a “Call to Mobilise” meeting at the Ruimveldt Lions Den, on Blue Mountain Road, North Ruimveldt on Saturday, to review the situation and map strategies aimed at ridding the community of the menace.

The meeting, to which key security stakeholders were invited, was chaired by Ms. Margaret Lawrence, and attracted more than 100 keenly enthusiastic residents of Festival City and North and South Ruimveldt. During the meeting, the residents brainstormed and expressed determination to play their part in bringing about a change for the better.

Among the panel of guest speakers were: Mr. Ovid Glasgow Assistant Commissioner of Police (Ret’d) and Community Policing Icon; Inspector Joe Officer-in-Charge of the East La Penitence Police Station; Mr. Neilson Mc Kenzie

of the Ministry of Social Infrastructure; and Gary Thompson of the Festival City Community Policing Group. Also present at the meeting was Ms. Beverly London Information Liaison to the Minister of Public Security the Hon Khemraj Ramjattan.

In her brief remarks, Ms Lawrence observed that even though crime seems to be on the upsurge in Guyana, the frequency and nature of criminal attacks being witnessed in North Ruimveldt are atrocious, and warrant immediate and serious intervention.

And according to the Prime Minister, the Government remains hopeful that this Expo will inspire new entrepreneurs.

“Small businesses not only help to reduce unemployment, they have scope to create unique business models,” he said.

“I understand that the objective of this Expo is to promote small businesses and young entrepreneurs. For us [government], entrepreneurship is one of the ways to eradicate unemployment, which is a scourge among our young people.

He noted that when the APNU+AFC coalition took office, unemployment among young people stood at 40%, according to a study by the Caribbean Development Bank .

He said that for too long young people have been “kicking brick.”

And other studies have shown a direct link between joblessness and crime, prostitution, drug-trafficking and emigration. Joblessness leads to hopelessness and to suicide and violence, the Prime Minister told those at the opening ceremony.

Meanwhile, apart from the attitude of policemen, many of whom flout their responsibilities and fail to take timely or appropriate action when criminal matters are reported to them, other variables were highlighted which ultimately lend to the proliferation of crime in the neighbourhood.

There was also a request for assistance with having the bushes cut and playfields cleaned and rehabilitated for the benefit of the youths, noting that “The devil finds work for idle hands.”

Among other things discussed was the merit in hiring young men of the community who are not employed to execute the tasks associated with environmental beautification – such as desilting drains and weeding parapets and state reserve lands.

Responding to this proposal, Mr. Neilson Mc Kenzie who attended the meeting on behalf of the Minister of Public Infrastructure, having lived in Festival City for some years, recalled knowing this area from the inception “when the alleyways used to be cleaned, the roads well paved and there was a very low incidence of deviant behaviour and such things.”

However, outlining plans for the community, he said that the ministry has embarked on a mapping of Festival City and plans visiting the community to see how they could interface with residents.

He said the ministry is at present engaged in clearing and desilting drains and canals and carrying out some road repairs. The ministry is also looking at traffic management and installing street lights in key communities.

Such initiatives, among others named, it was considered, will go a far way towards deterring attempts at criminal activities.

Other panelists shared what their roles are in relation to security in the community before inviting questions and suggestions from residents present. Former Commander Ovid Glasgow with 44 years, 9 months policing experience under his belt, retiring at the level of Assistant Commissioner of Police had a wealth of knowledge to share, asserting that every one of us has a responsibility to fight crime.

The Community Policing Group’s representative Mr. Gary Thompson, noting that such an initiative was well warranted and long overdue, congratulated Ms. Lawrence and promised whatever help the Community Policing Group could give.

As such, he noted that government recognises that entrepreneurship is necessary to get young people into small businesses, as self-employed, and as creators of wealth, and that they [government] must play a key role in ensuring that local investors enjoy the same benefits and concessions as foreign investors.

According to the PM, in an attempt to provide seed capital to investors and meet the financing needs of the agrisector, government proposes to establish an Agricultural and Industrial Development Bank, which would also operate in Berbice.

So while this expo is taking place at a time when serious challenges are being experienced in traditional export sectors – the tripod of rice, sugar and gold, the PM noted that the potential which exists in other sectors is awaiting exploitation by visionaries.

“We are hoping also that our brothers and sisters in the diaspora will be encouraged by you and your heroic efforts to return and invest in Berbice and to make this county a shining example of hard work and prosperity,” PM Nagamootoo declared.

City Hall bemoans wanton garbage disposal THE Georgetown Mayor and City Council (M&CC) has said it is concerned with the level of indiscipline observed with regard to maintenance of drains in the city and the manner in which alleyways have been compromised.

The M&CC recently commenced cleaning and desilting of alleyway drains in the Lacytown and Bourda areas, and although those areas are considered prime business areas, the city employees working there were tasked with removing old bed frames, fridges, mattresses and other bulk waste from the alleyway drains.

“This act of indiscriminate dumping could not be condoned, since the council provides a daily collection service in these areas. Also, alleyways are one of the council’s main

thoroughfares, and their integrity must be preserved.

“It is a contravention of the by-laws to deposit waste in alleyways and other municipal thoroughfares. Municipal and District Council Act 28:01 states that every person who shall foul any alleyway by throwing therein any filth, carcass, or other offensive matter or thing, or shall permit any water from the yard surface or house roof to flow into any alleyway, shall be guilty of an offence against these by-laws,” the M&CC has said.

The council is imploring persons not to use the alleyways to dispose of either solid or liquid waste. The council has said it will take serious action against persons who use the alleyways to deposit waste.

“The council is seeking the co-operation of the

supermarkets and other food establishments to reduce the use of Styrofoam boxes, and to support the use of materials that are biodegradable.

“The use of Styrofoam is a major health and environmental concern for the Mayor and City Council.

The foremost problem with Styrofoam is that it is made from polystyrene, a chemical that contains the substances styrene and benzene, which are considered neurotoxins and carcinogens and are extremely hazardous to human health. Also, Styrofoam boxes that enter the watercourses contribute to flooding, and have damaged our pumps and other equipment used to drain water from the land,” the M&CC has said.

Man challenged dismissal 20 years after STEVEN Edwards, former Deputy Registrar-General, Births and Deaths, was dismissed from the Public Service, with effect from September 9, 1981.

The claim in the Appellant’s first action was for damages for wrongful dismissal, and in the second, it was for the enforcement of his constitutional rights – Doctrine of res judicata therefore not applicable.

Seven years after his dismissal, Edwards sought a declaration from the High Court that he was wrongfully dismissed and damages.

His action was dismissed as being statute-barred.

His appeal to the Court of Appeal, was allowed and the matter remitted to the High Court to be heard de novo.

The High Court again held that the action was barred and dismissed it. A second appeal to the Court of Appeal was also dismissed.

On August 8, 2001, the Appellant filed a constitutional motion in the High Court seeking a declaration that he had been compulsorily retired and the enforcement of his right to money due to him as salary and superannuation benefits.

The motion was dismissed on the ground that the Appellant having waited 20 years to bring the action, and offering no explanation for the delay, was guilty of negligence or unreasonable delay in seeking to assert or enforce a right and that the motion was an abuse of the process of the Court of Appeal.

That Court of Appeal Held: (i) The Court found no

basis for Interfering with the finding of the trial judge that the institution of proceedings 20 years after compulsory retirement constituted unreasonable delay and an attempt to abuse the process of the Court; (ii) The doctrine of res judicata did not apply to the Appellant’s claim because, unlike the first claim which was for damages for wrongful dismissal, the present claim was for the enforcement of property rights under article 142 of the Constitution.

Mr. Benjamin Gibson appeared for the Appellant, Mr. Doodnauth Singh, S.C., Attorney General, for the Respondent.

The Guyana Court of Appeal was constituted by Justices of Appeal Mr. Carl Singh, Mr. Nandram Kissoon and Mr. Ian Chang, S.C. Justice of Appeal Chang, who delivered the judgment of the Court, said: On the 22nd of March 2007, this Court orally dismissed this appeal.

On the 27th of April, on application, the Appellant obtained the leave of this Court to appeal its decision to the Caribbean Court of Justice. The decision of the Court delivered orally on the 22nd March 2007 is now put in writing.

In March 1980, the Appellant, while holding the public office of Deputy-Registrar General, Births and Deaths, was criminally charged with the summary offence of corrupt transaction by agent, contrary to section 105 (2) (a) of the Summary Jurisdiction (Offences ) Act Chapter 8:02 . However, that charge was dismissed on the 20th January, 1981.

In September, 1981 the Appellant received a letter dismissing him from the Public Service with effect from the 19th September, 1981.

writ of summons, the Appellant sought from the High Court a declaration that he was wrongfully dismissed and damages.

The High Court held that this action was statute-barred and dismissed it .

However, on appeal to the Court of Appeal, the Court of Appeal allowed the Appellant’s appeal and remitted the matter to the High Court to be heard de novo.

After the matter was remitted to the High Court, the respondents in that action (who are the same respondents in this appeal) were granted leave to file an amended defence to include laches, ac quiescence and delay by the Appellant.

On the 6th of December, 1996, the High Court presided over by Justice Burch-Smith upheld the Respondent’s submission that the Appellant‘s action was barred by laches and dismissed it. For the second time, the Appellant appealed to the Court of Appeal. But on that second appeal, the Appellant failed and his appeal was dismissed.

On the 8th of August, 2001, the Appellant filed a Constitutional Motion to the High Court in which he sought the following reliefs: “(a) A declaration that he was compulsory retired from the Public Service on the 19th day of November, 1980. “(b) An Order directing the payment to him of the sum of $200, 289. “(c ) An Order directing the payment to him by way of superannuation as ex parte payment and pension. “(d ) Costs.”

It is instructive to note that in his motion, the Appellant was not claiming damages for wrongful dismissal but rather a declaration that he was compulsory retired and the enforcement of his right to money due to him as salary and superannuation benefits.

The trial judge in dismissing the Appellant’s Motion stated: “The Applicant has waited 20 years to bring this action which is for arrears of salary, superannuation and pension benefits. He is surely guilty of negligence or unreasonable delay in asserting or enforcing a right.

I agree with the submission that this motion is now an abuse of the process of the Court, which the High Court has an inherent jurisdiction to prevent. No explanation for this delay has been offered by the Applicant by way of affidavit or otherwise.

“The court is unable to interfere with the finding of fact made by the trial judge that, in filing his motion 20 years after his alleged compulsory retirement from the Public Service, the Appellant was guilty of unreasonable delay in asserting or seeking to enforce his claim to property rights in court. As such, this court cannot set aside the decision of the trial judge to dismiss the Appellant’s Motion for abuse of process on the ground of undue delay.

“The court, however, refrains from expressing any agreement with the trial judge that the doctrine of res judicata had application since the Appellant’s claim, unlike his claim in the first action, was not for damages for wrongful dismissal in private law but for the enforcement of property rights under Article 142 of the Constitution. In the early action the Appellant had claimed that he was wrongfully dismissed while in this later motion he asserted that he was compulsorily retired by the Commission.

“This appeal is accordingly dismissed on the ground that this Court finds no basis for interfering with the finding of the trial judge that the institution of the proceedings 20 years after compulsory retirement constituted unreasonable delay and was an attempt to abuse the processes of the Court.”

2015 Rugby World Cup...

Japan stun two-time winners South Africa with historic win

JAPAN turned their first matchup with mighty South Africa into the biggest shock in Rugby World Cup history yesterday (Sunday NZT) when the 1000-1 no-hopers won 34-32.

Nearly four minutes into added time, replacement back Karne Hesketh charged into the edge of the left corner, the crowd’s roar could probably be heard in Tokyo, and Japan’s players collapsed to the ground in a mixture of joy and disbelief.

The noise level inside Brighton’s compact stadium gradually became deafening as Japan’s screaming red-and-white army of fans and South Africa’s green horde sensed a sensational result when fullback Ayumu Goromaru screeched over into the right corner to make it 29-29 with 10 minutes to go.

Replacement five-eighth Handre Pollard kicked a penalty to put South Africa ahead 32-29 with seven minutes left.

But after Japan refused to kick for a draw, persistent ambition was rewarded as the ball was swept from right to left, and Hesketh squeezed through.

The Springboks scored four tries to flanker Francois Louw, hooker Bismarck du Plessis, lock Lood De Jager, and replacement hooker Adriaan Strauss, but could never put daylight between themselves and the Japanese.

The 1995 and 2007 World Cup winners looked distraught, and some fell to the floor in disbelief as Japan’s players carried flags and stood in a line to wave and bow, as they milked the cheers of the delirious 30 000-strong crowd.

Despite only ever winning one previous World Cup match in its history, Japan - inspired by Goromaru’s audacity - simply never stopped believing.

When South Africa’s Coenie Oosthuizen was sin-binned with little more than one minute left for failing to roll away from making a try-saving tackle, Japan waved off a chance to kick a tying penalty by setting up an attacking lineout. Japan smashed South Africa back with yet another rolling maul that was held up right on the line.

THE Guyana Physical Therapy Association, in collaboration with the Ministry of Public Health and the Department of Sport, Region Six, hosted a Sports Medicine Seminar last Friday in New Amsterdam at the Regional Democratic Office.

Over 20 coaches, drawn from across Region 6 and various sporting disciplines, attended Ariane Mangar, president of the Guyana Physical Therapy Association, in her welcome remarks said that physical therapists have a key role in helping people with long-term conditions to achieve their goals, fulfil their potentials and participate fully in society and sports.

was held in Georgetown last year and, with the aim of ensuring that its message is not centralised, the association journeyed to the Ancient County.

Regional Chairman David Armogan, who was invited to give the opening remarks, highlighted the importance of the physical therapist and the knowledge of sports medicine for coaches, since the world is evolving and sport is becoming more commercialised where successful sports men and women are now being paid more for plying their trade.

A Springbok side packed with 888 test caps were expected to make a statement of intent with an early and convincing win against Japan. But Japan’s confidence soared as the majority of the crowd threw their backing behind the most outside of outsiders.

Japan forced the Springboks into frequent mistakes from the get-go. Pride stung, South Africa overlooked a chance to kick for points when awarded a penalty in the 17th minute and earned the try they sought to flanker Louw.

But amazingly, Japan bullied South Africa in the maul, and used it to carry

Only a minute later, du Plessis crossed for South Africa to lead 12-10 at the interval, but they had little to cheer.

Japan regained the lead through a penalty after the restart, but moments later, De Jager broke through a poor tackle to sprint over the line. South Africa were back in front at 19-13. Maybe now they would kick on.

No, mistakes in defence kept cropping up, and Goromaru slotted over two penalties to level the score.

They swapped more penalties, then replacement hooker Strauss bounced off three players and crossed between the posts.

But Japan brushed it off, and a brilliantly intricate four-man passing move ended with Goromaru darting into the right corner. The pressure was on to convert from wide right, and he glided his kick brilliantly over to set up a frenetic last 10 minutes.

The unthinkable happened; South Africa cracked, and Japan’s players threw themselves into each other’s arms at the final whistle.

Victor Macedo cycle race wide open … Defending champion Anthony on overseas stint

By Michael DaSilva A NEW champion will be crown today at the 13th annual Victor Macedo 70-mile cycle road race, since last year’s winner Michael Anthony will miss the event due to his cycling engagements overseas.

According to a Guyana Cycle News report, Anthony left Guyana two weeks ago for the Twin Island Republic of Trinidad and Tobago to train and compete in the Tour of Tobago Series which will be held from September 29 to October 4.

The Guyanese will be riding for Trinidad’s power team `Heatwave’.

Anthony will be joined in Tobago by another Guyanese, Raynauth `Obeahman’ Jeffrey, who is based in the United States (U.S.), but is currently in Colombia on a two-week training stint.

Anthony’s absence from today’s race could very well see a number of top junior riders carting off the top six places on the podium as several other top local wheelsmen are currently training and competing in the U.S. and will not be home for the event.

Among those in the U.S. are Geron Williams and Hamza Eastman. .

The highly anticipated event wheels off on Sunday from Georgetown to Long Creek on the Soesdyke/Linden Highway and back to Georgetown for the finish.

Last year, Anthony rode a tactical race to win the event ahead of Guyana’s `crèmede-la- creme ‘cyclists’ returning a winning time of three hours 14 minutes 19 seconds.

Anthony’s Team Gillette Evolution team mates Akeem Wilkinson, Orville Hinds, Raul Leal and Stephen Fernandes will have to be at their best if they want their team to

continue their dominance for the 2015 cycle season.

Apart from the Team Gillette Evolution members, today’s event will see Paul DeNobrega, Jamaul John, Raphael Leung, Robin Persaud, Junior Niles and Alonzo Ambrose in action.

By virtue of winning the event last year, Anthony also received the first place prize in the junior category, so come today, a new junior champion will be crowned and that person could very well be John.

Last year, Eastman placed second, DeNobrega was third, Robin Persaud fourth, Alonzo Ambrose fifth and Raphael Leung occupied the sixth position while Ambrose and Travis Jeffrey placed second and third respectively in the junior category.

The veteran category was won by Eion `Dumb Boy’ Jackson who finished ahead of

Evral Mundraye and Junior Niles respectively.

Keon Thomas was the first mountain biker to cross the finish line. Julio Melville was second and Deoraj Garbaran third.

The juveniles’ category was won by Raphael Leung. Second was Romelo Crawford and third was Jamaul john.

There will be a roll start from Macedo’s residence, Peter Rose Street, Queenstown, at 07:30hrs and the participants will get the green flag on Homestretch Avenue.

Thereafter, they will journey east and turn right when they reach Mandela Avenue, turn onto the East Bank public road to the Soesdyke/Linden and unto the highway heading for the turn-back point at Long Creek. From there they will return to Georgetown via the same route to finish on Homestretch Avenue.

Too much too early for Holder, says Wallace (CMC) – Former West Indies Test opener Philo Wallace has disagreed with the decision to appoint Jason Holder Test captain and believes the responsibility will prove too much of a burden for the young player.

Wallace said Holder had displayed leadership potential but warned that the new responsibility was a premature move by selectors.

“Jason has shown good leadership qualities so far but I think to put him as Test captain at the age of 23 is just not right,” the Trinidad Guardian quoted Wallace as saying on the CRICKET360 show here.

“He has not led Barbados in the PCL (Professional Cricket League) and to give him captaincy in the longer format without the experience is too much at this stage in my opinion.

“Jason has a tremendous amount to offer West Indies cricket but we must be careful that we don’t push him too soon, which I think is what is happening here.”

Holder was earlier this month named to replace Denesh Ramdin as Test skipper, adding to the responsibility of one-day captain.

At 23, Holder has played only

eight Tests and 33 One-Day Internationals in a fledgling career, but is highly regarded among the Clive Lloyd-led selection panel.

Wallace said, however, that Holder’s appointment could also cause some disruption in the Barbados set-up where Kraigg Brathwaite was already captain.

“When you look at the Barbados set-up, Kraigg Brathwaite is the captain of the team in the PCL. Kraigg, who was put as understudy to Ramdin remains the vice-captain and this is also puzzling to me,” said Barbadian Wallace, who played seven Tests and 33 ODIs. “He is the captain of the Barbados team in the longer format, Jason plays under him and now he will play under Jason in the Test team.

“This puts the Barbados Cricket Association in a very interesting position and they will now have to decide whether they continue with Brathwaite as captain or remove him and put Holder.”

In their first game of the league, Slingerz FC played to a scoreless draw against rivals Alpha United on ‘opening night’, with McDowall showing why owner Javed Ali sought his services, by pulling off several crucial saves. His talent was recognised by the massive crowd at the Leonora facility.

But how funny it is for a Guyanese club that has the bulk of the country’s national players, to invite players from the country that is responsible for the Golden Jaguars’ exit from the 2018 World Cup Qualifiers!

Guyana drew 2-2 with St Vincent at the Arnos Vale Stadium and also played a 4-4 draw at Providence but the result at home was not in favour of the ‘GT’ men, thanks to FIFA’s ‘away-goal’ rule.

The USA will play host to St Vincent on November 13, when the two sides will clash at the Busch Stadium in St Louis, Missouri and according to McDowall, playing in the Stag Elite League will help tremendously to prepare for the huge task ahead.

He explained that “back home (in St Vincent), the league hasn’t started as yet so this league will give me a chance to get some games in and it will be better off for me. For sure I’m going to encourage other players in St Vincent to come to Guyana and play because so far, since we’ve been here, everyone has been good to us so far and the league promises to be very competitive.”

Speaking on his new club’s start in their hunt for glory in the Stag Elite League, the Slingerz goalkeeper said his club “didn’t get the start

we wanted, which was a win but at least we got a point and we’ll be looking to improve in the next game. We have a few players that are missing so by our next game, we’ll be

stronger.

“For me, winning this league means a lot since I’m coming here to play from St Vincent. I work hard at what I do and it’s

all about winning. I have a winning mentality so I intend to ensure that the guys work hard as well to win this league,” McDowall said.

Barnwell, Bishoo join Digicel ‘family’

COMMUNICATIONS giant Digicel (Guyana) has added Guyanese cricketers Christopher Barnwell and Devendra Bishoo to its family, signing on the two West Indians as brand ambassadors.

The contracts, which are for a lengthy period, according to Digicel, aim to use the two players as part of a marketing strategy with a twofold approach; the first to promote their skills and the second to promote the products of the company.

All-rounder Barnwell said, “It’s a pleasure to be joining Digicel in this partnership and I’ll do my best and represent the brand to the best of my ability in the programmes especially with the youths and give back to the community.”

Guyanese driver gears for F4 debut

GUYANESE racer Calvin Stanley Ming is currently preparing to compete in the Formula 4 NACAM (North American Central American Motor-racing) Championship’s inaugural race as a precursor to the Formula 1 Grand Prix in Mexico.

An email from NACAM said after a long negotiation between Formula One management and the organising committee of the Formula One Grand Prix in Mexico the official announcement was made of the championship being the support race of the Mexican Grand Prix from October 30 to 31 and November 1.

Ming, the son of wellknown Guyanese businessman Stanley Ming, started

racing in the shifter kart division in Guyana and is currently attending the Florida International University pursuing his Engineering degree.

In July of this year, the junior Ming did some testing in a F4 car belonging to Team Pelfrey, a top team in the United States and after evaluation had been invited to drive for the team.

He also attended the Skip Barber Racing School Programme where he emerged top out of 21 students and is currently involved in extensive testing sessions of his two Mygale F4 cars at various venues across the U.S. Calvin is under the watchful eyes of his personal coach, team directors, mechanics, and engineers, as he prepares for the Championship event.

Digicel Marketing Manager Ramesh Rupchand pointed out that the duo were chosen from the recently concluded Caribbean Premier League (CPL) tournament which the company was a part of as one of the main sponsors.

According to secretary of the Guyana Cricket Board Anand Sanasie, with the players becoming brand ambassadors for Digicel, the move is “good for cricket, and it’s good for those aspiring to move up and get similar contractual arrangements with corporate sponsors.”

Hamilton faces huge challenge after missing out on pole (CMC) – REIGNING World champion and championship leader Lewis Hamilton was left with all to do in today’s Singapore Grand Prix after finishing fifth in final qualifying here yesterday.

The 30-year-old struggled to make a significant impression and could only watch as Ferrari’s Sebastien Vettel stormed to his first pole of the season.

Vettel snatched the marquee position on the front row while Red Bull’s Daniel Ricciardo finished second and the other Ferrari of Kimi Raikkonen, third.

Though admitting it was now a huge task to win at Marina Bay Circuit, Hamilton said he was up for the challenge.

“The goal’s to still win the race but it’s very hard to overtake here and the others, particularly the Red Bulls, were incredibly quick through the long runs,” said the Brit, whose paternal grandparents hail from Grenada.

“It is what it is. We’ll fight as hard as we can but I doubt we’ll find something between now and tomorrow.

But if we do, great.”

With Hamilton’s teammate Nico Rosberg sixth, it meant the first time this season Mercedes had now sewn up a spot on front row.

The finish also left Hamilton with not much of a chance of extending his lead at the top of the Formula One drivers’ championship. He has 252 wins, 53 clear of Rosberg but Vettel, who lies third on 178, can blow the title race wide open if he converts pole into a chequered flag.

Hamilton, who has won seven times this season, said it had been difficult to compete with the Ferrari’s pace for the entire qualifying.

“It is what it is today. I enjoyed it out there but we just didn’t have the pace,” he noted. “We weren’t surprised with the pace of the Ferrari as it was like that the whole weekend.”

Enthralling COURTS 10K on today

By Michael DaSilva TODAY’S COURTS 5th Annual 10K run promises to be a blistering affair with all of Guyana’s top road racers looking to outdo one another.

Both the male and female Open categories are expected to be keenly contested, with Cleveland `Little Kenyan’ Forde looking to reclaim the title after his absence last year due to illness, enabling his arch rival Cleveland Thomas to take top honours with a time of 32 minutes 56.13 seconds, which is faster than the 33.58 he recorded last Sunday in the Massy 10K run, won by Forde in 33.15.

Apart from Forde and Thomas in the Men’s Open category, there is no one else who could possibly pose a threat for the top spot.

In the Ladies Open category, three names come to mind readily. They are United States (U.S.) athlete Euleen Josiah-Tanner, Alika Morgan and Andrea Foster.

Josiah-Tanner won all four of the past editions of the event and has been branded `The Owner’ of the event, but with the form shown by Morgan last Sunday in the Massy 10K, Tanner will have to be wary of Morgan.

It has been reported that Tanner arrived in Guyana sometime last week and has

According to one road racing enthusiast “She (Tanner) just shows up at the start line and is ready to go.”

Athletics Association of Guyana president has confirmed that the U.S.-based athlete has registered for today’s event, but did not register for last week’s Massey 10K race.

Morgan, who, after a layoff from the sport, trained two weeks for the Massy race (almost 150 metres) and won comfortably ahead of Andrea Foster, who returned to Guyana three days prior to the event, after representing Guyana at the recently concluded World Championships in Bejing, China.

Morgan’s winning time last Sunday was 42 minutes .08 seconds, while Josiah-Tanner’s winning time for the COURTS event last year was 38 minutes 30.09 seconds which is far better than Morgan’s time last week.

But one must take into consideration that last Sunday’s race started very late and was contested in hot sunny conditions and this will not or should not be the case today.

Foster for her part, arrived in Guyana three days before the Massy 10K last week and was not acclimatised as yet, but put in a reasonable performance to place second and now that she has been home for some 10 or more days, she should be in some sort of condition to give both Tanner and Morgan a race for their money.

Sydroy Nedd 7-a-side Memorial football kicks off today THE Sydroy Nedd 7-a-side Memorial football tournament will kick-off today at the Den Amstel Community Centre ground, West Coast Demerara with eight matches, beginning at 14:00hrs.

Nedd, a former president of the West Demerara Football Association (WDFA) and the Uitvlugt FC died four years ago after a brief illness.

He was also Office Manager of the Guyana Football Federation (GFF) and Assistant Coordinator of the Mayor’s Cup Organising Committee.

In remembering Nedd’s unwavering contribution to the sport of football domestically and nationally, his immediate family, in collaboration with the Mayor’s Cup organising committee, will honour his passing in 2011 with the specially organised 7-a-side inter-ward/village competition.

Over $200 000 in cash prizes as well as trophies will be up for grabs with the winning team receiving $100 000. The second-, third- and fourth-place teams will earn $50 000, $30 000 and $20 000 respectively. All four teams will receive trophies also.

All matches in the two-day tournament

will be played at the Den Amstel ground with today’s opening game bringing together Tuschen and Grove from 14:00hrs.

Sara Lodge tackle Agricola from 14:30hrs, Goed Fortuin face Mocha from 15:00hrs; Stewartville come up against Sophia at 15:30hrs; Crane oppose Wales at 16:00hrs; Pouderoyen meet De Kinderen from 16:30hrs, Uitvlugt clash with Bagotville at 17:00hrs and home team Den Amstel take on Kuru Kururu in the last game from 17:30hrs.

The quarter-finals, semi-finals and final will be played on Thursday at the same venue with the first game starting at 14:00hrs.

Some of the rules of the competition are: Teams will consist of seven members; the number of substitutions in a match is three; the duration of a match is 20 minutes divided into two equal parts (10 minutes each) with half-time intervals not exceeding five minutes; if at the end of full time the score is tied, the sudden-death penalty kicks shall be taken; the off-side offence will not be implemented; teams must be properly attired and the tournament will be played on a knock-out basis.

Hutson, all things are in place for the mega event which will pit together Guyana’s top middle-distance runners in both the male and female open categories.

Today’s activity will see competition in five categories, namely Juniors (16-19), Seniors (Men 30-34), Women (30-39); Masters (women 35 and over), Masters (men 40-54) and Masters men 56 and over).

All categories will attract cash prizes and trophies.
