Stabroek News ‘riding hobby horse’ – Rohee - stresses need for objective review of facts regarding delayed local gov’t polls

By Vanessa Narine GENERAL-SECRETARY of the ruling party, Clement Rohee, has stressed that the People’s Progressive Party (PPP) is not the sole party responsible for the delayed hosting of local government elections.

And he slammed the Stabroek News for riding the ‘hobby horse’ as it relates to laying blame over the delayed move to the polls.

“There seems to be a view out there, which is peddled by certain media houses, that the PPP and the Gov-

ernment are the sole parties responsible for the non-holding of local government elections….people are riding a hobby horse that the PPP is holding up local government elections,” Rohee said yesterday at a news conference at Freedom House.

The General-Secretary called for an “objective appraisal” of the facts and the factors that have contributed to the delayed hosting of local government elections.

“The PPP has never held up the holding of local government elections,” he said

emphatically.

HIDDEN AGENDA Reading a statement that made clear the party’s position on the matter, Rohee said that the daily page one comments, published by the paper, are viewed as a deliberate attempt to spread misinformation and distortions about the facts surrounding the non-holding of the long overdue Local Government Elections.

He said, “The Party has noted the newspaper’s page one comments and its attempts to besmirch the Party and Government by continuously printing comments and statements from the Opposition political party and other entities which are closely

aligned to the parliamentary combined Opposition political parties.”

According to him, Stabroek News has been transformed into a “political organ” and therefore can no longer refer to itself as an independent daily newspaper.

Rohee said, “Its postures on critical issues pertaining to local government elections have exposed its efforts at fulfilling the wishes of politicians opposed to the PPP Party and Government.

“By utilising its front page the Stabroek News is pursuing a hardline political agenda against the Government by publishing statements and even making declarations about the need for local government elections without sufficiently publishing the facts surrounding the delay in holding these elections.”

charged that the Stabroek News is in “serious breach of the journalistic ethics” governing the industry by adopting an outright biased position, thus placing the newspaper objectively on the side of the political Opposition.

“It is for this reason that we believe that the classification of the newspaper as an “Oposition media” is justified as it continues to neglect and downplay the Government’s explanation as to why these elections have not been held and why they cannot be called with haste,” he said.

Rohee clarified for the media that the classification of the daily as “Opposition media” is the political characterisation of the newspaper, given the position it has taken.

“The Stabroek News has ignored the Party’s mounting concerns about

the state of preparedness of the Guyana Elections Commission to hold elections in a fair and free manner without causing widespread disenfranchisement to thousands of Guyanese,” he said.

To this end, the General-Secretary furnished a copy of a background brief on the holding of local government elections in Guyana.

“When newspapers publishes certain things, which they have a right to, except it being libelous, a political party should have the right to reply…this is what we are doing…. anyone is free to publish anything he considers publishable, but we reserve the right to respond to anything we find is harmful to the party’s interest. This is what we are doing, this is a democracy,” Rohee concluded.

PPP not optimistic about passage of AML/CFT Bill before FATF review - Rohee

By Vanessa Narine GENERAL-SECRETARY of the People’s Progressive Party, Clement Rohee, bemoaned the continued non-meetings of the Parliamentary Special Select Committee reviewing the Money Laundering/Countering the Financing of Terrorism (AML/CFT) (Amendment) Bill.

And yesterday at a news conference at Freedom

House, he noted that the party is not optimistic that the Bill will be passed before the Financial Action Task Force (FATF) begins its targeted review of the country’s AML/CFT framework in October.

“I am not optimistic that the Bill will be passed because the Opposition has thrown down the gauntlet on the matter and they are using the Bill as a bargaining chip, which we totally reject,”

Rohee said.

Additionally, the National Assembly goes into a twomonth recess on Friday, August 8.

The General-Secretary stated that when Parliament comes out of recess, the circumstances could very likely result in the session being a new front for a parliamentary struggle.

Security ‘Sahib’ Granger not interested in meeting – Rohee

By Vanessa Narine HOME Affairs Minister, Clement Rohee yesterday weighed in on the continued delay in the convening of a meeting of the Parliamentary Security Oversight Committee and contends that the main Opposition Leader, Brigadier (rtd) David Granger, seems uninterested in a meeting.

“This is a critical committee. It amazes me that a man like Mr. Granger, who professes to be this big security Sahib, is not interested in such a meeting. It will do him and the Opposition well if the committee meets,” he said.

Speaker of the National Assembly, Mr. Raphael Trotman, who is responsible for convening the meeting, had earlier this month committed a date before the National Assembly goes into recess on August 8. However, he told the Guyana Chronicle subsequently that this will not be possible until after the recess.

According to the Home Affairs Minister, the Parliamentary Security Oversight Committee provides a framework within which many issues can be addressed, particularly since the body will be able to summon officials from the Guyana Police Force (GPF), the Guyana Defence Force (GDF), local intelligence bodies and even the subject Minister to appear before it.

“I don’t understand how all these experts don’t want a body like this to be function-

ing,” he said.

POLITICAL AGENDA Rohee surmised that there is a political agenda behind the delayed convening of the Parliamentary Security Oversight Committee.

“It tells me a big story about political agendas, not to tie themselves down to that committee, but to run around like headless chickens spouting views on matters of security, rather than in a parliamentary framework, which is the best framework for such matters to be addressed,” he said.

The contention of several Government Members of Parliament (MPs) is that the Opposition is avoiding a meeting because the Chair has to be a Government MP. Former Attorney-General, Mr. Doodnauth Singh had in 2009 tabled the Constitution (Amendment) Bill 2009 in the National Assembly.

The Bill was intended to amend the Constitution by inserting a new Article 119 D, providing for the establishment of a Standing Committee called the ‘Parliamentary Oversight Committee on the Security Sector’, which would have responsibility

for the policies and administration of the country’s Disciplined Services.

The move was in keeping with an agreement made by national stakeholders during security consultations as recent as last March. The original recommendation was made by a Special Select Committee reviewing the report of the Disciplined Forces Commission. The issue had also been the subject of discussion at the level of the Parliamentary Management Committee.

Since the commencement of the 10th Parliament, the combined Opposition has posed numerous questions on the security sector, and moved a few Motions demanding the appointment of Commissions of Inquiry (COIs) to investigate alleged breaches in the sector.

the parliament… and extra-parliamentary struggle means working with the people, working in the streets, working in the communities, towns to mobilise supporters and non-supporters to sensitise them on our position…. it is a combination on fronts on which we are working,” Rohee said.

TARGETED REVIEW FATF, earlier this month, officially confirmed its decision to commence a targeted review of Guyana, in a letter dated July 9, 2014, prior to its October 2014 plenary meeting.

And the international watchdog body made it clear that the purpose of this targeted review will be to examine the most significant deficiencies in Guyana’s AML/ CFT framework that pose a risk to the international financial system. According to FATF, its review will identify steps that should be taken to address those deficiencies through the development of an Action Plan.

FATF said in its letter: “This review will be con-

ducted by the International Co-operation Review Group (ICRG), Americas Regional Review Group (ARRG), cochaired by Ms. Darlene Boileau (Canada) and Ms. Maria Fernanda Garcia-Yrigoyen Maúrtua (Peru).

“In our capacity as ICRG co-chairs, we now request your full cooperation in assisting the ARRG to conduct this work, including by providing upto-date information on your jurisdiction related to AML and CFT issues as requested by the ARRG co-chairs.”

Guyana, according to the letter, will be given an opportunity to review the draft targeted review and to have a face-to-face meeting with the ARRG. At its next meeting from October 20th-24th, 2014 in Paris, France, the FATF is expected to discuss the results of Guyana’s targeted review. If Guyana is deemed non-compliant a public statement from FATF to its member countries will be issued at that meeting advising recommended sanctions against Guyana.

Gaza conflict: Israel ‘to pursue campaign’ as truce ends ISRAEL’S prime minister has vowed the campaign in Gaza will continue “until quiet and security are returned to the citizens of Israel.”

Sixty-seven Israelis have died, all but three of them soldiers. A Thai national work-

A Ukrainian security spokesman, Andriy Lysenko, said the 311 soldiers and border guards “had to cross into Russian territory” at the Gukovo checkpoint in eastern Ukraine.

Ukraine is trying to get them back now through diplomatic channels, he said.

Earlier a Russian security official said 438 Ukrainian troops had been given refuge in Russia as “defectors”.

The border area is very tense amid Ukrainian allegations that Russian forces have been helping the separatists with rocket barrages.

Russia has announced that it will hold an air force exercise this week near the border. A Russian defence ministry spokesman said 100 aircraft would take part in the operation.

The Russian foreign ministry meanwhile accused Ukrainian forces of deploying tactical missiles and launchers near the city of Donetsk.

Monument to slavery now set for 2015 unveiling at UN (Jamaica Observer) PLANS were for the ‘Ark of Return’ , the permanent memorial to be housed at the United Nations (UN) headquarters in New York in honour of the victims of slavery and the transatlantic slave trade, to be erected in time for the 69th session of the General Assembly, next month. But the timing has been pushed back to a date in 2015 to coincide with the start of the International Decade for People of African Descent (20152024).

The monument, which was designed by American of Haitian descent Rodney Leon, will be triangular in shape and made from gleaming white marble panels supported by a stainless steel structural frame, according

to information from the permament mission of Jamaica to the UN. The triangular patterns, it said, are reminiscent of the triangular route of the slave trade which existed between the continents. The Ark of Return is a vessel which acts in a manner to undo the tragedy of slavery and the transatlantic slave trade in order to heal and move forward in a positive manner, a document from the mission said.

Speaking with the Jamaica Observer on the eve of Emancipation Day, last Thursday, Jamaica’ s former Permanent Representative to the UN on the permanent memorial Ambassador Raymond Wolfe pointed out that it was Jamaica that pushed for the monument to be erected.

That effort, he explained,

was born out of a desire to have the world’ s observance of the tragedy, which was the transatlantic slave trade extend beyond March 25 the International Day for the Commemoration of the Abolition of the Transatlantic Slave Trade.

With a view to the realisation of this project, a Permanent Memorial Committee was established under Jamaica’ s chairmanship. It also included Brazil, Ghana, Kenya, The Netherlands, Portugal, Qatar, Senegal, Suriname, the United Kingdom, and the African Union, Wolfe said.

After seven days of oil spill, residents say: We’re suffering ( Tr i n i d a d G u a r d i a n ) MARABELLA residents say they are still suffering from the effects of last week Tuesday’s oil spill even though Petrotrin says close to 80 per cent of oil in the Guaracara River has been cleaned.

Yesterday marked seven days since oil escaped from the Petrotrin Pointea-Pierre refinery, when one of its tanks (MP 6) failed, and found its way into the Guaracara River. Residents of Bayshore (South) Marabella lamented yesterday that Petrotrin has ignored their plight and the suffering they are experiencing because of the oil spill.

They also claim oil has reached the Gulf of Paria despite Petrotrin’s assurance on Saturday that it successfully blocked the river mouth with oil booms keeping the oil out of the sea. Bayshore resident Cory Green said there were dead fish, crabs, pelicans and even caimans floating on the sea at the end of the river and a pool of oil. He said Petrotrin is not being honest with the residents and the country.

ing up blood. They just bawling ‘how if you have any place you could carry your children carry them away from the smell.’ But this is where we live, this is something really serious.

Healthy choices enhance quality of life IT HAS been discovered that diabetes and related diseases are responsible for most deaths in Guyana; but it is incumbent upon each person to take responsibility for his life and the quality of his life.

Longevity is fine and enjoyed only if the health is not impaired.

Guyana has made great strides in its health sector, and this has resulted in unprecedented numbers of persons reaching the age – and way beyond, to enjoy their pensions and other benefits provided by the state. However, obesity and related diseases are often curtailing the enjoyment of

the twilight years of many senior citizens.

Recent research from Harvard University revealed that sugary beverages such as soda, sports drinks, and even 100% JUICE are responsible for up to 180,000 deaths annually.

Research has also indicated that “too many sugary drinks” are noted as the actual cause of death for 1 out of every 100 people in the U.S. One hundred and forty-four thousand of those deaths are related to diabetes, again caused by a high intake of high-sugar beverages.

According to statistics in that country, the average American drinks 400 calories daily from sugary beverages, so if you eliminated sugary beverages from your diet, you could lose more than 40 pounds of fat this year just with this one simple dietary change.

Yes, forty pounds. All you have to do is stop drinking sugar.

Of course, instead of soda, sports drinks, juice, and other sugary beverages like sweet tea, lemonade, and fruit punch, you could just drink water, but it is improbable that anyone, especially youths, can refrain outright from

drinking sugary beverages.

But the reality is that there are so many other tasty alternatives to sugar-laden beverages that there is simply no good reason to choose high-sugar beverages any longer. Here are some easy swaps: Instead of sugary soda, try freshly-squeezed orange juice, or blended fruit and vegetable concoctions.

Guyana has a variety of seasonal fruits that can be converted to delicious drinks that can be bottled and frozen – available for days out or long trips.

Instead of sports drinks

like Gatorade and PowerAde, Lucozade, et al, try milk-based liquids, such as Milo and Ovaltine; or better yet, drinks made with natural cocoa sticks; and don’t knock our plentiful and easily-accessed coconut water.

Instead of lemonade or sweet tea, try 100% all-natural lemon iced tea and lemon-infused and lime or cherry mix; or sugarless passion fruit beverages: All acquired tastes, but greatly beneficial to the health.

Instead of 100% fruit

juice, try eating the actual fruit, because this has the added advantage of the pulp providing both bulk to reduce hunger and fibre to aid easy passage of waste through the body.

There are many alternatives to high-sugar beverages, and it is not worth losing your life for a soda.

Modern medical technologies can lengthen your lifespan, but only you can determine the quality of your life by making healthy choices.

The Guyana Festival is a national event and it is deserving of national support THE Ministry of Tourism, Industry and Commerce has taken note, with disappointment, of the article in the Stabroek Newspapers, dated Monday, August 4th, 2014, captioned ‘Guyana Festival booths need more Work’.

On this note, the ministry would like to address several “concerns” raised in the article, first of which is the ‘seemingly flimsy nature’ of the infrastructure at the Stadium.

At this point it is important to recognise that the installation of relevant infrastructure at the venue is at phase one, which means that the framework to house the booths are being erected.

Subsequently, reinforcement works will be carried out once the framework has been set and exhibition spaces allocated, this is the second phase, following this, phase three will commence and this would entail the beautification of the entire area (painting, installing backdrops and props, etc).

The ministry would like to remind the public that preparation of the National Stadium for the Guyana Festival began a few days ago and this process will be completed in phases, therefore when Stabroek News reportedly visited the venue, phase one was in progress.

The article in the Stabroek News raised concerns

of credibility and accuracy and reflected the sheer inability of the reporter and the editor to present the facts to the nation; the publication instead opted to distort the truth and mislead the populace.

Further, the Tourism, Industry and Commerce Ministry would like to state unequivocally, that at no time did any Stabroek News Reporter or Editor attempt to make contact with the Hon. Tourism Minister, Irfaan Ali or any other Committee Member to address any of the purported concerns raised in the said article.

The claim that efforts to make contact failed and that calls were not returned are

mischievous and is viewed as selfish on the part of the Publication.

With reference to the “damage on the tarmac” of the National Stadium, as is customary, the Tourism Ministry takes full responsibility of rectifying any disruption that may occur while infrastructure is being installed and hastens to assure that no permanent defacement has occurred.

At this juncture, the Tourism Ministry would like to express gratitude to all supporters, corporate sponsors and participants who have been working tirelessly to ensure that the Guyana Festival, to be opened a few days from

now, is a success.

In recognition of the collective effort of all parties involved, participants, exhibitors and sponsors have been consulted with, regarding their level of participation and have been provided with the necessary space and support required during the Festival; the Surinamese owned Coney Island is no exception.

The space allocated for the Kids Zone which houses the Coney Island, was provided after extensive consultation with the operators over a prolonged period; following the general pattern, all of the rides are being assembled in phases and will be completely set

up in time for the grand opening on August 8th.

The published article was filled with misleading photos, unsubstantiated content and was rife with bias reflecting non nationalistic, unpatriotic views.

The Ministry of Tourism, Industry and Commerce calls on the Stabroek Newspaper to adhere to the basic tenets of journalism and to embrace the practice of accurate reporting, after all, the Guyana Festival is a National event, isn’t it deserving of National support?

Dr. Roopnarine: Dr. Rodney’s Judas?

IN the scriptures, the betrayal of Jesus by his disciple, Judas Iscariot, is seen as history’s most infamous example of treachery. Judas is described as the most vile, most scorned person in humankind because of his treachery. Indeed, when one looks at the life of Judas, one comes face to face with the darkest side of man’s nature.

In our lives, each of us may have our own personal Judas – someone who has no loyalty; no honour; no integrity: a traitor who cannot be trusted. Did the late Dr. Walter Rodney have his own personal Judas in Dr. Rupert Roopnarine? The ongoing Commission of Inquiry (COI) into the assassination of Dr. Rodney seems to bear that out. Dr. Roopnarine was a trusted friend and confidante of Dr. Rodney, and a leading figure in the WPA. Now some 34 years later, in his testimony before the COI, Dr. Roopnarine surprisingly alleges that the WPA, under Dr. Rodney, was amassing arms and ammunition to overthrow the Burnham regime. Dr. Roopnarine’s testimony seems to be suggesting that the actions of the Burnham regime may be justified if it orchestrated the assassination of Dr. Rodney.

The problem with Dr. Roopnarine’s testimony is that there is not one iota of corroborating evidence to support his claim that Dr. Rodney and the WPA were amassing arms and ammunition to overthrow the Government. In fact, fellow WPA Executive Member, Tacuma Ogunseye, in his testimony before the COI, rubbished this allegation by Dr. Roopnarine. Ogunseye questioned whether it was possible for such a thing to have taken place without the knowledge of the Government.

He recalled that, throughout that dark period in Guyana’s history, the Burnham regime had turned the country into a police state with the Guyana

Defence Force, the Guyana Police Force, the Guyana People’s Militia, the Guyana National Service, the Guyana Youth and Student Movement, and the House of Israel monitoring any and every move of the Opposition. Had that been the case, Ogunseye said, the Government would have known of it; and if so, he asked, why didn’t the Burnham Government bring a charge of high treason against Dr. Rodney and the WPA? Ogunseye reminded the Commission that in an effort to silence Dr. Rodney, the Burnham Government had previously charged him and members of the WPA, including Dr. Roopnarine, with arson: a charge that was never proven (it is generally believed that the buildings were deliberately set on fire to frame Dr. Rodney). If the Burnham regime was ready to charge Dr. Rodney with arson, asked Ogunseye, why would they pass up this golden opportunity? A charge of treason would have given the Burnham Government the legal justification to finally rid itself of Dr. Rodney. That the Burnham Government never made any such claim meant that there was no such threat, argued Ogunseye.

Furthermore, in his testimony, Ogunseye pointed out that it was the leaders of the WPA, including Dr. Roopnarine, who were in mortal danger and lived in fear of their lives throughout that dark period in Guyana’s history. He recalled the execution of WPA members Edward Dublin and Ohene Koama. Dublin was shot in Linden and his body dumped at a construction site. The police, Ogunseye told the Commission, later claimed that Dublin was shot trying to steal cement; and that Koama was killed by the Police Death Squad who accused him of trying to open fire on them.

Ogunseye continued that these executions, the beating

up and harassment of many of the WPA members, were actually identified in a handbook prepared by the Burnham Government. Given the fact that the WPA could not even defend itself during that period, one has to wonder how it is possible that it could have been planning an armed insurrection.

Similar testimony from WPA founding member, Eusi Kwayana, also rubbished this allegation by Dr. Roopnarine. Kwayana contended that Dr. Rodney was not a violent man by nature. Dr. Rodney, he said, was more interested in opening the eyes of his fellow Guyanese to the race card conveniently being played by the Burnham regime, to divide the masses and hold on to power.

It was Dr. Rodney’s unerring conviction that by exposing it, Burnham’s tenuous hold on power would collapse around him. In a speech in Georgetown in 1976, Dr. Rodney outlined his vision thus: “You see, we have had too much of this foolishness of race. No ordinary Afro-Guyanese, no ordinary Indo-Guyanese can today afford to be misled by the myth of race. Time and time again it has been our undoing.”

“Does it have anything to do with race that the cost of living far outstrips the increase in wages? Does it have anything to do with race that there are no goods in the shops? Does it have anything to do with race when the original lack of democracy as exemplified in the national elections is reproduced at the level of local government elections?

Does it have anything to do with race when the bauxite workers cannot elect their own union leadership? Does it have anything to do with race when, day after day, whether one is Indian or African, without the appropriate party credentials, one either gets no employment,

loses one’s employment, or is subject to lack of promotion?”

“It is clear that we must get beyond that red herring and recognise that it is intended to divide, that it is not intended in the interest of the common African and Indian people in this country. “It is time that we understand that those in power are still attempting to maintain us in that mentality - maintain us captive in that mentality where we are afraid to act or we act injudiciously because we believe that our racial interests are at stake.

Surely we have to transcend the racial problems.

Surely we have to find ways and means of ensuring that there is racial justice in this society. But it certainly will not be done by a handful of so-called Black men monopolising the power, squeezing the life out of all sections of the working class, and turning around and expecting that they will manipulate an issue such as the Arnold Rampersaud affair and get the support of ordinary black people because we will say, ‘After all; is only an Indian.

We could hang him. No sweat.’ ” “Because, as I said before, you start with one thing, you end with another.

The system doesn’t stop at racial discrimination. Because it is a system of class oppression, it only camouflages its class nature under a racial cover. And in the end, it will move against anyone, irrespective of colour. In the end, they will move even against their own. Because, don’t believe if you are a member of that party today, that you will be protected tomorrow from the injustices.

Because when a monster grows, it grows out of control. It eats up even those who created the monster.

And it’s time that our people understood that.”

In articulating that vision, the charismatic Dr. Rodney laid bare the hypocrisy of the Burnham Government. That vision is believed to be the reason why Dr. Rodney was assassinated and not, as Dr. Roopnarine now surprisingly alleges, the amassing of arms and ammunitions to overthrow the

Government. Which begs the question: Why such a reversal from Dr. Roopnarine? Is it ambition? Is it the promise of political office? Today, the WPA is an ally of the PNC in a coalition arrangement under the name APNU, with Dr. Roopnarine, as deputy to the leader of the PNC, David Granger (a high ranking officer in the army at the time of Dr. Rodney’s death who has refused to testify before the COI), who is the chairman.

Whatever his motivations, Dr. Roopnarine is seeking to tarnish the impeccable reputation of a friend whose shoestrings he is not fit to lace. Judas, it is said, at least had a crumb of self-respect to stand before his master in betrayal. Dr. Roopnarine chooses to do so after his death. Late at nights, when the shadows come, what do you hear, Dr. Roopnarine: the voice of Dr. Rodney asking, Et tu, Rupert?

AS we mark the 29th anniversary of the passing of our late President Linden Forbes Burnham, even his strongest critics cannot deny that he sought to make us as a people self-reliant, and to ensure that our natural resources were exploited primarily for the benefit of all Guyanese.

We seem not to be on course. For example: As we witness the many truckloads of logs being exported daily by aliens. We need, as we remember Linden Forbes Burnham, to wonder what has become of his policy of promoting the ideas of secondary industries and the concept of value added being a non-negotiable in so far as the extraction of our non-renewable resources are concerned. No one should be allowed to violate so easily this principle, what we now see is the plunder of our country.

Impact of PNC dictatorship ‘difficult to comprehend’ today - De Souza says

- PPP never beat, harass, falsely charge WPA political activists, De Souza tells Commission

TODAY, it’s hard to understand the difficult struggle Guyanese experienced and felt living under the paramount rule of the People’s National Congress (PNC) government, veteran political activist Karen De Souza said yesterday.

People today find “it’s difficult to comprehend” living under PNC paramount rule, she said, noting that for her and those who lived under such harsh, authoritarian conditions, including the banning of essential basic foods, the experience is far removed from today’s Guyana.

Under cross examination from a battery of defence lawyers yesterday afternoon at the Walter Rodney Commission of Inquiry going on at the High Court, De Souza fended off aggressive questioning from PNC Defence Attorney Basil Williams.

Williams got elected as the PNC’s Chairman last month at contentious internal party elections, and yesterday faced off against De Souza as she sat in the witness box, peppering her with targeted questions to establish that the PNC Government did not assassinate Dr Walter Rodney, a charge, of deliberate violent suppression of political opponents, that has afflicted the PNC for 34 years.

De Souza rejected Williams’ accusation that the People’s Progressive Party (PPP) may also have wanted to rid Guyana of Dr Rodney. Williams claimed that Dr Rodney incurred several enemies, and angered not only the PNC government, but also the

PPP. But, her voice strong and assured and confident, De Souza rejected this, noting that the PPP did not beat or harass members of the Working People’s Alliance (WPA), or falsely charge and jail any of them.

A household name in Guyana after decades of political activism to end the PNC’s authoritarian rule under a dictatorship government that massively rigged local and national elections to stay in power during the 1970’s and 1980’s, De Souza said all Guyanese suffered under the PNC rule.

Dr Rodney died in a brutal bomb blast at Hadfield and John Streets in Georgetown on June 13, 1980, and President Donald Ramotar convened the Presidential Commission to probe how and why the intellectual leader suffered the worst political assassination in the history of the Caribbean. Testimonies at the Commission paint an ugly picture of top PNC leaders involved in nefarious political conspiracies, double agent underhand Intelligence and unholy alliances in a clandestine

quest to stifle Dr Rodney’s political influence and national appeal, and violently suppress the populist WPA. The PNC wanted to quell the WPA’s rapid inroads into PNC’s strongholds of power, which the PNC saw as a threat to its dictatorship, witnesses have testified at the Commission.

De Souza told Williams, during cross examination yesterday that she was unaware of any plans for violence within the WPA, corroborating the evidence of Ogunseye earlier in the day.

Several times, Commission Chairman Sir Richard Cheltenham intervened to warn Williams not to persist pushing a premise

to his question which the witness had disagreed with and rejected. These interjections led to aggressive tit-for-tat between Williams, Commission members, and even with other Counsels interjecting their own contribution.

The afternoon ended after 3 pm as drama, tension and rapt attention in the audience made for an intriguing day.

De Souza followed Tacuma Ogunseye on the stand yesterday, both resuming their testimonies before the Commission after being interrupted last month for more urgent witnesses. Yesterday, defence lawyers cross-examined both, and both fended off Williams’ assertion that the PNC was not involved in Dr Rodney’s assassination.

Both Ogunseye and De Souza had joined Dr Rodney in an intense national mass resistance against the PNC rule. Dr Rodney had returned to his homeland, Guyana, from activist stints in Africa and the Caribbean, to resist the PNC dictatorship, and was gaining strong momentum and national appeal, when he died in the bomb blast that rocked the global intellectual world, and caused shock and trauma to Guyana’s body politic that has ricocheted through its history to today.

Souza if she’s representing the WPA at the Inquiry, and she said “no”, noting that she came to testify of her own accord.

Her testimony revealed the chaos and confusion that shrouded Georgetown in its darkest hour in the immediate minutes after the bomb that assassinated Dr Rodney exploded in his lap as he sat in his car with his brother, Donald Rodney.

De Souza said that Donald, nursing severe wounds and bleeding badly, arrived at a house she was at with fellow WPA activist Andaiye, and blurted out that “there was a terrible accident”, and asked for help for his brother.

Assuming that Dr Rodney was alive but badly wounded, De Souza said she ran with Andiaye from the house on Croal Street, situated not far from the bomb blast, which the duo had heard seven minutes before Donald showed up wounded, to the bombed car.

There they saw “about 15” police officers from the special squad, and a crowd of people already gathered.

Dr Rodney had died in the bomb blast.

De Souza rejected Williams’ notion to her that Donald and she knew that the “terrible accident” meant that whatever the two Rodney brothers were planning had gone wrong.

De Souza told Williams and the Commission that Donald Rodney instead ran to trusted friends in the WPA, because he feared for his life. “Had he gone to the police station for help, or the hospital to be treated, it would have been suicide,” she said, noting that the Police and even hospitals could not be trusted to provide professional service to people opposing the PNC government.

The political activist said under the PNC authoritarian rule, its diktat of paramountcy controlled every facet of the society, and so Donald Rodney had to rely on friends for treatment and protection, instead of the Police Force and hospital.

Commission member Jacqueline Samuel-Brown sought clarification from De Souza about whether, if Guyana was a socialist state, the PNC government was not behaving accordingly. De Souza said Guyana suffered under the PNC party not because of its socialist ideology, but because of the “exercise of power”, whereby the PNC used its political power to commandeer paramount control of every facet of Guyanese society, controlling justice, food distribution, health care and political power with maximum paramount force.

The Commission resumes this morning.

PNCR assertion that the party’s election mechanism should not be compared to GECOM’s … WILL COME BACK TO HAUNT THEM

OLD KAI always believes that you see the true colours of anyone when he is under pressure. It is here he displays the trueness of his character and that of the organisation he represents.

We get to know if they strong or weak, good or bad, competent or incompetent.

Let’s take for example a recent article appearing in the Guyana Chronicle on July 29, 2014, in which Chairman of the PNCR, Basil Williams, is quoted as saying that the internal elections mechanism in his party should not be compared to GECOM’s. This was in response to allegations of padding and wholesale rigging of their leadership elections at their recently concluded Congress.

Past congresses have been plagued with such allegations; but this time around, the situation appeared to have Basil Williams worsened with reports and images of a gunman inside Congress Place firing a warning shot to intimidate delegates who simply wanted to examine the list after names of persons who had publicly voiced their support for those challenging the incumbency of David Granger, Basil Williams and company began to mysteriously vanish from the list of those eligible to vote.

After the challengers pulled out from the exercise, rather than taking part in a farce where the outcome was already confirmed weeks in advance, Granger immediately denied claims of padding and rigging in a post congress press conference. However, when asked if he would participate in fresh elections under a scrutinized electoral process involving the challengers, Granger outrightly rejected the idea.

However, another most interesting piece of this saga came in the very Chronicle article mentioned above, where Basil Williams, in response to the claims of internal rigging, was adamant that his party’s electoral process should not be compared to GECOM’s. Williams is specifically quoted as saying, “They are actually calling upon a party organisation… it is as though they are talking to GECOM [Guyana Elections Commission] … There must be problems.”

In response to questions raised over the accreditation committee by Carl Greenidge, which we are told only met the day before the Congress commenced, even though they had two years to plan for the event, Williams stated, “Mr. Greenidge is probably holding the Accreditation Committee to a standard that he believes should be on the same footing as GECOM.” It is good to read that the PNCR has so much confidence in the capacity of GECOM, bearing in mind that it took many years of hard work by consecutive PPP/C Governments to reach this stage, during which there were constant attacks and street protests by the very Opposition party, as recent as the last General elections, where they had even camped outside the home of GECOM’s Chair-

man Dr. Steve Surujballi.

Is Mr. Williams now publicly admitting that those post election protests by the PNCR against the results of GECOM, many of which turned violent, with looting, beatings and burning, occurred even though the party was well aware that the results were accurate?

Is he now admitting that this party’s leadership deliberately misled its supporters so that they could engage in these violent confrontations, similar to when they blamed the actions of the Congress Place gunman on the PPP, only to recant and defend him, the moment he was apprehended by the Police?

This glaring revelation apart, Williams attempting to hide the incompetence or seeming proclivity of his party’s leadership to employ dubious mechanisms to remain in power by using this GECOM analogy, is evidence of panic after being caught with their hands in the cookie jar ‘once again.’

What is so difficult for a party, which wants Guyanese to take it seriously, in that it could effectively replace the PPP to lead Guyana, to get a small internal elections right?

Mr. Williams should know that GECOM deals with the entire nation, hundreds of thousands of voters and by his admittance they do an effective job. All the PNCR had to focus on was less than a 1000 voters, they had 2 years to plan it, but only met the day before the actual voting, and not surprisingly they could not get it right. Therefore this comparison with GECOM is absolute rubbish; it is a pathetic attempt at an excuse to hide glaring incompetence.

Rohee makes clear that PPP/C not ‘mimic men’ - says party’s IDC functioning well

By Vanessa Narine PPP GENERAL-SECRETARY Clement Rohee told the media yesterday that the party’s internal Integrity and Discipline Commission (IDC) is functioning well.

And he rejected comments made by A Partnership for National Unity (APNU) Member of Parliament (MP), Joseph Harmon, which were published in yesterday’s Kaieteur News under the headline: ‘T&T gets rid of scamps but Guyana promotes them – MP’.

According to Harmon, Guyana would have been much better off if the leaders of the incumbent People’s Progressive Party (PPP) administration had policies similar to those of Trinidad and Tobago’s Prime Minister Kamla Persad-Bissessar, who has taken a no-nonsense stance against corrupt practices of her Cabinet ministers.

The PPP General-Secretary noted that the proper conduct

of its members, particularly Government Ministers, has engaged the party’s attention.

“Yes, people were demoted for irresponsible behaviour in the party,” he admitted. “We have a process in the party of criticism and self-criticism, where members are criticised and steps are taken in accordance with our disciplinary committee’s rules.”

Additionally, the General-Secretary maintained his position that the IDC is important, given the perception of corruption associated with some party members.

STANDARDS OF INTEGRITY The idea of the IDC was first raised last year and is intended to ensure that party members, serving in public office at all levels, maintain the highest standards of integrity in performing their duties.

Rohee at a press conference on October 21, 2013, explained that the Commission will be mandated to investigate allegations levelled against party members in relation to theft, bribery and forgery; and misconduct by party members who engage in activities “unbecoming of a good member”, including defamation and sexual harassment or misconduct.

The General-Secretary added then that establishment of the IDC was an idea that came out of a Party Congress, held in August 2013, and the deliberations of the new Central Committee.

He pointed out that at both forums it was affirmed that additional steps be taken to establish a mechanism to address allegations of misconduct, thereby reinforcing party discipline at all levels.

The IDC is also touted as a further enhancement of the Anti-Corruption Committee, which was established some years ago by the Party.

Granger faces tougher times ahead

- to face more rejection, resentment from principled PNC members

NOT every member of the People’s National Congress Reform will dance to David Granger’s tune, out of fear for their careers in the party or fear of victimisation if they were to articulate a dissenting view, internally or externally.

Granger, who was the PNCR’s first leader to be elected amid distrust, disaffection, confusion, a gunshot and protests, is perhaps the worst in the party’s history having failed to unseat the PPP with his APNU platform after much noise and barrels of promises ahead of the last elections.

Granger, who appears hungry for bureaucratic power in the political system, is bent on holding on to the reins of PNC leadership, Chairman of A Partnership for National Unity, and Opposition Leader, despite the concerns raised by his own party comrades about the ineffectiveness of doing so.

He also refuses to accept his dismal performance in the Tenth Parliament of Guyana, while also sheepishly downplaying critics of his laissez faire leadership style which leaves much to be desired.

The returned leader of the PNCR also appears to be obsessed with allowing his junior party supporters in the form, mostly now, of James Bond to write non-scholarly and politically bankrupt letters to the press in a desperate attempt to show support for his outdated leadership modalities.

But even these attempts will not explain the disappearance of the vibrancy the party had when Robert Corbin existed in the leadership chair.

These attempts will not explain the reasons why several

long standing and principled party members, in the persons of Volda Lawrence and Dr George Norton, are being silenced and sidelined over and over again.

These attempts do not explain why persons with little or no political merit or value have been catapulted to the front benches of the party in the persons of Joseph Harmon, Winston Felix, Ronald Bulkan, Africo Selman and Dr Karen Cummings.

These attempts cannot explain too why so many skilled politicians, former Ministers of State and bureaucrats have fled the party.

Surely, Granger who was invisible during this period, for obvious reasons, could not be more committed than these people, despite what they may want others to believe.

This year’s congress has proven and tested Granger’s popularity where it matters the most. It has exposed the weaknesses in his leadership David Granger and his inability to quell internal conflict and deliver amicable decisions that could redound to greater unity and solidarity.

The fact that he has not denied orchestrating the rigging of the polls or having knowledge of it, is also food for thought.

Granger again is distancing himself from the shortcomings of his hand-picked General Secretary and the accreditation committee.

The shepherd must accept blame for the actions of his flock. They are his and under his leadership at all times, even if they break away or are delinquent for what ever reason.

In the future, Granger faces the most indomitable challenges and the PPP continues to expose his ineptness and inability to take nationalistic positions that represent that of a leader representing national unity.

Granger faces a tough decision as to whether to support the AFC no-confidence motion against the Government or to make history by voting it down and supporting the Government.

He also immediately faces much resentment for his action and inaction that led to the brutish treatment members of his party received at the hands of their own party comrades.

Where are the party elders? Where are the Robert Corbins, Lance Carberrys, Dalgish Josephs and others from this ilk.

Granger’s troubles are not over, and though many of the PNCR leaders will give in to the pressure from Granger, to worship him in return for positions, like James Bond, many of them will stay true to the party and will challenge Granger clandestinely. The latter group refers to Carl Greenidge, Sharma Solomon, Vanessa Kissoon, Aubrey Norton and others.

Granger will also have a lot to explain to the thousands of grassroots supporters about what he has done with the parliamentary authority they have given him, other than pursue Jagdeo.

‘We are not dumb dumbs’ - Rohee - in defense of decision on new passport application requirements

By Vanessa Narine HOME Affairs Minister, Clement Rohee has debunked claims that the decision regarding requirements for new passport applications -- which was changed three times in a short span of time -- was not well thought out.

He said, “We’re not dumb dumbs as some people are trying to make out…. This is not a decision where Rohee wakes up and at breakfast decides on something. Government Ministries do not make decisions whimsically….

“Before we make any decision, we have to make sure that it is a well thought out position…but it does not mean you have all the answers, but at least we had the courage to do something.”

Rohee pointed out that when the machine readable passports were introduced, there was a requirement that stipulated the use of a birth certificate issued within a particular period, which was never implemented.

Machine readable passports were introduced in 2007 to ensure that passports were less susceptible to forgery, as well as to enable Guyana to comply with international best practices and prevent illegal use of travel documents.

The Home Affairs Ministry first implemented a policy that

new applicants for passports must have birth certificates that are not older than six months, but later revised this stipulation to two years. During its implementation, a court case was filed challenging this policy.

Rohee said, “Before we arrived at the six months (requirement), we sat with the police, we sat with many other stakeholders, and we discussed it…. When we moved from six months to two years, it was an effort to appease the general population and those who felt that those timelines were unhelpful…it had nothing to do with the process of the courts, nothing to do with that.

“We take our decisions independent of what the courts are doing.”

Last week, that requirement policy was scrapped altogether.

GREATER SCRUTINY However, the Home Affairs Minister added that the current position to allow first-time applicants to use their birth certificate regardless of its date of issue will result in greater scrutiny by immigration officials.

“The whole idea behind the requirement for the new passport (the machine readable passport) was to ensure

the integrity of the passport….We will do the internal checking, but we cannot guarantee you will get a passport in a week,” he said.

According to him, there are hundreds of false birth certificates in circulation by persons who pay outside of the regular process of the General Register Office (GRO).

“We have hundreds of false births floating around,” he said.

To this end, Rohee justified the increased scrutiny of the passport applications as a means to ensure that false information is not perpetuated.

Additionally, the Guyana Police Force (GPF), through its Immigration Department, has assured the public that it will make all reasonable efforts to expedite the processing of the applications, but the five-day processing time guaranteed by the Force is not likely to be honoured, because of the need for a more robust verification process to accompany the production of the travel document.

Currently, persons applying for passports are asked to submit the following: passport application form; birth certificate; one passport-size photograph, and a fee of $4,000.

In relation to lost/damaged passport, the processing fee is $15,000 and additional conditionalities are required to be satisfied to facilitate issuance.

Granger must stop burying his head in the sand

LEADER of the A Partnership For Unity (APNU), Mr David Granger, is certainly pulling out the stops in furthering his claim of the 18th Biennial Congress of his party, the People’s National Congress, being a success. This time, he has boldly challenged that he will be prepared to investigate any reports of illegalities, once supported by evidence.

Again this is plain, simple denial and unbelievable and disappointing for one of Granger’s stature. What this in essence means is that he is dismissing both Aubrey Norton and Sharma Solomon’s claims of irregularities that caused both of them to quit the congress; as well as being equally dismissive of his shadow Finance spokes-

person’s concerns, that had questioned the transparency of the inter-party electoral process.

Call this bluff, the kind that will call into question his understanding of the party he leads, particularly its known, murky history of electoral fraud. Opting for a platform of denial, he has indeed denuded himself of eradicating such a dark past from the party’s corridors, thereby changing the party’s course, with the effect of maybe convincing the nation that his leadership can be trusted.

By burying his head in the sand like the proverbial ostrich, he has not done the party‘s image any good, even himself; and, has continued a party tradition that has finally served to open very wide fissures. In fact,

OBSERVER is sure the statements echoed by the party seniors, do accurately represent the views of the general membership.

What Granger and some of his aged executives should understand is the futility of trying to thwart change when that process begins, especially as it relates to the internal process of a political party’s organisation and the way it functions. Members of the party are definitely disappointed and embarrassed, and are vocal in calling for a overhaul of the leadership. In this mode, they are challenging Granger’s concept of democracy.

OBSERVER hopes that he heeds such a challenge as a catalyst for effecting internal party’s changes.

By Leroy Smith THE funeral service of Jason John, also known as Jada, the final of three members of the lesbian, gay, bisexual, and transgender (LGBT) community, who died three Sundays ago in a double-murder and suicide in Georgetown city just streets away from each other, took place yesterday from Sandy’s Funeral Parlour in Chapel Street, Lodge.

At this funeral and viewing, the atmosphere was somewhat more tempered than had obtained in the funeral of Carl Sinclair, aka Tyra Banks. There was not much work for the police with respect to clearing of the roadways, and the crowd seemed more cooperative with the police, relatives and parlour managers.

The drama that unfolded at this funeral was not that grand, and mourners were somewhat more circumspect in their behaviour, as were the spectators. At one point, certain elements who turned up for the funeral, after realising that the atmosphere was not conducive for behaviours like had been displayed in the funeral of Carl Sinclair, left the area.

After what could be described an orderly viewing and funeral service at San-

dy’s Funeral Home, John’s body was then passed by his Lamaha Street residence; thence to the National Park, where he attended dance practice; thence to Leopold Street, where he was murdered; before making its way into Le Repentir for the burial.

Samuel Bristol Early last week, Samuel Bristol of Nabaclis, ECD, who knifed two of his former gay lover’s friends to death, was laid to rest quietly on

the East Coast of Demerara with no apparent support from members of the gay community.

The members of the gay community, especially the commercial sex workers and trans-genders, accused Bristol of being an abuser, and of living an undercover gay life without his family members’ knowledge. They were all up in arms at the slaying of two of their colleagues by Bristol, who failed to get to his intended target in the wee hours of the morning of July

20, 2014.

The confusion started at the funeral parlour where the body was laid for viewing and where relatives of the murdered cross-dresser opted to have some time alone with

their loved ones.

Members of the gay community did not take very kindly to that request, since, according to them, they were being prevented from viewing the remains of their friend. However, relatives and other persons said that what really transpired was that the viewing at the parlour could not be lengthy, given the distance the body had to travel for the final viewing and burial on the East Bank of Essequibo.

Ruckus When members of the gay community could not view the body of Carl Sinclair, they moved to the other side of the Chapel, where the remains of another male was awaiting family members to arrive and view. The LGBT community and their following then began partying to the sound of the one-man band in that section of the Chapel, even as the remains of the total stranger were opened, awaiting the arrival of family members.

They danced, sang, cracked jokes, and even made a mockery of the strange remains which were laid in that section of the Chapel.

Hundreds had turned out at Carl Sinclair’s funeral, some to mourn and others to spectate; some were crossed dressed while others mod-

elled the streets; and they created a spectacle of the event.

The police were finally called in to restore order, and it took approximately 45 minutes before the police and relatives were finally able to persuade the gathering to allow the hearse with Sinclair’s body out of its parking position.

At one point, because of the manner in which Carl Sinclair ’s mourners and friends were behaving, the parlour management took a decision to remove the casket with the remains from out of one of the more expensive hearses and place it into a minibus which was converted into a hearse.

Asked why the switch was made, a senior manager at the parlour said that should the first hearse be damaged, the loss would be on the parlour.

While on the East Bank of Essequibo, the relatives of Carl Sinclair, aka Tyra Banks, handed the body over to the gay community, who walked with the casket bearing the remains for about a quarter of a mile to the burial ground, where they were responsible for placing it in its final resting place.

There was no pastor at the graveside to perform any final prayers over the remains, as is normally customary with funerals.

Kataina Phillips fuses beauty and brains to make clean sweep of the field

By Alex Wayne TEN radiantly beautiful delegates took to the stage on Sunday last in an epic battle among beauties from the countryside vying for supremacy in the Miss Mahaicony Earth 2014 Pageant.

While a massive crowd buoyed by a festive mood gathered at the Mahaicony Community Centre Ground to support their favourite delegates, almost every section of the audience lamented the very late start of the event and the fact that Pageant Coordinator Corine Gravesande chose to officiate as the night’s MC, a task she certainly executed dreadfully.

In the long run, she infuriated both the judges and the audience, and caused fiery verbal confrontations with the daredevils of such gatherings, who were all fuelled up from the insults thrown their way.

Nonetheless, the ten lasses put on quite a show, save for instances when a few messed up terribly in the intelligence segment, and a few dance presentations that were certainly lacking.

In the end, it was the

The show opened with the ten delegates taking to the stage to perform a stirring dance selection. Attired in colourful African print costumes (in keeping with emancipation festivities), the ladies twirled and sashayed gracefully across the stage

as they displayed a gratifying presentation of ethnic fusion.

The audience shrieked in dismay as the ladies came to a point in their dance which necessitated energetic gyrations and jumping, sending the steel-framed stage swaying dangerously, creaking and groaning as though it would come apart at any moment. Luckily, the ladies finished the dance in safety, and the audience heaved a sigh of relief.

First up was Ashley Rockcliffe, who presented a splendid introduction which affirmed that she had indeed rehearsed her speech well.

She was followed by Central Mahaicony’s Karen James, who was fluent throughout this segment. It was a shock to the audience when she did not place in the top five finalists.

Tianna Charles faltered somewhat during her presentation, and messed up even further when she attempted a poem in the Talent segment. Asha Prince, Tanacey Booker, Tassia Lewis, Yekel Fraser, Kataina Philips, Shalyn Nicholson, and Hollyon Shepherd all made notable presentations during this segment.

The Talent category comprised dances and poems, many of which were performed in a very lackluster manner, save for those com-

ing from the queen, James and Rockcliffe. Shepherd, who decided to perform a song, lip-synced most of it, and sounded quite terrible when the DJ suddenly lowered her track, forcing her to hit a high note as she attempted to hide from the audience that it was indeed the original artiste’s voice that was being ‘ghosted’ as hers.

The Casual Wear segment was used to showcase the contestants’ creativity, and the outfits that stood out were worn by Rockcliffe, Fraser, Nicholson, Phillips, and the eventual queen.

Again, in the evening gown segment, the creative skills of the contestants were tested, and it was Nicholson who shone brightly at this forum in a body hugging white, gold and green off-shoulder ensemble with a frothy, billowing skirting, accentuated with gold heels and accessories. Other notable pieces were worn by Rockcliffe, Charles, and Phillips.

Some ladies indeed shone remarkably, and it was no surprise that the top five comprised Rockcliffe, Charles, Booker, Phillips, and Nicholson.

In the final showdown, many faltered on their questions in the intelligence segment, and were certainly no match for Philips, who was fluent, poised and confident as she delivered a fitting answer to the question, “What can occur if we continue to litter?”

Sooba breaks silence on Devi-Ross’ accusations - says her refusal to show favouritism to Ross triggered outburst

by PPP Councillor, Kamla Devi-Ross, explaining that Devi-Ross had wanted her to intervene as Town Clerk in a private matter, but she had rejected such a request.

According to Sooba, Devi-Ross requested her to intervene in a matter re-

garding her tenants but the acting Town Clerk refused.

She further said that DeviRoss, after an altercation with the tenants, sought to cut the electricity supply but was prevented by GPL and subsequently asked the Town Clerk to use her position to request that the power be cut by someone at GPL. Sooba related that she refused since she was not going to use her post as Town Clerk of the City for personal matters.

Then there was a second issue involving a vendor who sells food around the vicinity of Ross’ house. Councillor DeviRoss, Sooba said, asked her to search the woman because she believed the woman was selling drugs.

Sooba said it wasn’t within her mandate to search the woman and so she could

not have assisted Devi-Ross in this matter.

Devi-Ross continued seeking favours by requesting Sooba to install a street lamp in front of her house since she had seen people taking photos of the building. The Town Clerk acting refused since it is not a decision of hers to decide where street lamps should be installed.

Subsequently, Devi-Ross’ son who had been employed at the Deeds Registry allegedly had some difficulties with his employment and Ross once again asked Sooba to intervene in the matter.

“Even though some councillors would be in support of the work I am doing, they would recognise that not because it is a PPP councillor or a PNC councillor or a GGG councillor, if you come to the Town Clerk and she can humanely do some-

thing within the legal framework, I will do so. I cannot break any law or marginalise any set of people because they are PPP councillors or PNC councillors or GGG councillors. I can’t do that, I have to be a fair person,” Sooba stressed.

These negative responses which Devi-Ross was subjected to, Sooba noted, came as a result of her disapproval of many issues built on lies and inaccuracy.

Devi-Ross at last week’s statutory meeting advised the Council that she was going to remain neutral but proceeded to lambaste Sooba for some issues which she highlighted.

According to DeviRoss, Sooba had used the Council’s vehicle which has been designated for her post and had been parking the vehicle at her residence.

She said also that the bodyguard assigned to Sooba should not be there because the Council is in need of constables. She said too that the Town Clerk should not be using the Council’s monies to purchase furniture for her office when there are other pressing issues at the Council.

The acting Town Clerk refuted these allegations however, stressing that the vehicle assigned to her through the Council was only parked at her house on one occasion in April due to security purposes. She explained that the vehicle, for quite sometime now, has been at the mechanic and she has been using a private vehicle of a kind-hearted individual.

Sooba said further that the security appointed to her through the Council is also

her driver and so she cannot understand why Ross would say she has excessive constabulary officers at her disposal. The chair for her office, she noted, was budgeted for by the Council and in that light her spending cannot be deemed as illegal. “If the things she said were truthful, I would have backed down, I would not have bothered to defend myself,” Sooba said.

The Town Clerk acting maintained that she will not bend her standards to suit any member of the Council because of the party they are representing. In that regard, she considers herself as being at “the mercies of Kamla Devi-Ross,” adding that it is only left for her to be ‘nailed to a cross and crucified’. “If that’s what will happen then so be it,” she concluded.

Race on for full readiness for August 8 inaugural Guyana Festival opening

By Rebecca Ganesh-Ally THE inaugural Guyana Festival – Sound, Soul and Taste is scheduled to be opened on August 8; and for the very first time, the fusion of the six different cultures that comprise the Guyanese tapestry will be brought together to reflect a true melting pot that is ideally the Guyanese identity.

This event is slated to take place at the Guyana National Stadium at Providence from August 8-10 2014, and the National Steel Orchestra, the Woodside Choir and Nrityageet dancers are among the line-up in a star-studded national concert that will kick-off a weekend of celebrations that are uniquely Guyanese.

The gates will be open from 15:00hrs, and the celebrations will commence with the Guyana Defence Force (GDF) conducting an air show that starts at 17:00hrs.

The Guyana Festival National Concert is to be held under the theme ‘Myths and Legends…Sweet, Sweet Guyana.’ It is just one element of an action-packed weekend; a host of other events and attractions will be taking place at the Stadium, including live music, kids zone complete with Coney Island, and daily displays of art and craft.

Tourism Minister (ag) Irfaan Ali explained, “The concert is the headline event in an exciting weekend of Guyana Festival celebrations, which will ensure that the National Stadium in Guyana is the place to be!” He urged all Guyanese to participate in this event, and indicated that the festival is already attracting tremendous support.

“We’re absolutely thrilled to have attracted such a fantastic line-up. The sheer variety of performers is sure to appeal to family audiences.

There’s plenty for younger concert-goers, but also acts that their parents will enjoy,” Minister Ali said.

The ‘Night of the Legends’, slated for August 9, 2014, has an exciting line-up of the best local music, bands and artistes to perform at the event.

It is expected to give patrons an experience of a lifetime to witness all our Guyanese artistes belting out renditions that were only talked about.

$30.8M Nursery School to be built in Cummings Park

ONE HUNDRED AND THIRTY children will be the beneficiaries of a new nursery school which is to be constructed at E Field Sophia, Cummings Park to the tune of $30.8M. The school, which is scheduled to be completed

by December 30, will be equipped with classrooms, a kitchenette and sick bay, head teacher’s office, a storage area, two rooms for students with disabilities and five washrooms, water facility, and an access bridge and guard hut.

Minister of Education Priya Manickchand recently met and interacted with parents at the Cummings Park, Community Centre, to establish where the school will be built because there was an issue with regard to land space.

Initially, the school was slated to be built obliquely opposite the Communitycentre, however, that land was deemed too small. Minister Manickchand said that already 118 students have registered, and expansion of the school must be taken into consideration because it is anticipated that more children will be starting school in the coming years. “We don’t want you to take your children very far, we want them close to home...that is why we are constructing this school, and we are consulting with parents because we need your

support so as to ensure quality work is executed by the contractor,” Minister Manickchand told the parents.

She suggested that they form themselves into a committee to assist in overlooking the project.

The Minister also took

the opportunity to enlighten the parents on the $10,000 cash grant which is expected to be disbursed in September. The residents said that they preferred the money to be disbursed through the bank or Western Union.

Minister Manickchand said that while the consultation on the distribution of the grant is ongoing, the ministry still has to consult with some financial agencies in this regard.

This initiative was introduced this year by Government which will see the sum of $10,000 being allocated to every child in the public system. The initiative is expected to benefit 188,406 families of the students of nursery, primary, and secondary schools, and will cost a total of $2 B. Meanwhile, Roxanne Burnham Nursery School will benefit from an expansion costing $14M while Friendship will also benefit from a new school.

These initiatives complement Government’s commitment to ensure every child is provided with the necessary infrastructure and resources needed for them to receive quality education.

Region 7 residents enlightened on HEIP

OVER the past two decades, Government has been seeking ways to reduce the gap that exists between the hinterland and the coastland as it relates to development, more especially with regard to education, hence the implementation of a number of initiatives targeting hinterland students. The most recent has been the introduction of the Hinterland Education Improvement Programme (HEIP).

This programme targets specific areas that need Government’s intervention, so as to ensure the country’s children are not only provided with the necessary infrastructure, but they also receive the quality of education that is much needed in the Hinterland.

The programme will be implemented over the next

five years targeting Regions 1, 7, 8 and 9.

Minister of Education, Priya Manickchand. along with Permanent Secretary, Delma Nedd, Region 7, Regional Executive Officer (REO) Peter Ramotar, and other ministry officials held a consultation Sunday with residents of Kamarang and neighbouring villages to have their input on the implementation on the HEIP programme.

During brief remarks at the event, which was held at the Kamarang Primary School, Minister Manickchand highlighted some of the developments that have been occurring in the education system over the years.

"The only sustained way to do well and stay doing well is to invest in education...We in the Government believe that we must strongly invest in education,

Having achieved Universal Primary education, Minister Manickchand said that focus is now on secondary education. Currently, a modern secondary school is being built at Kato, Region 8, and there is consideration for one to be built in the Upper Mazaruni.

Today, there are 130 nursery schools across the hinterland, 250 primary schools, and 17 secondary schools.

“We believe that you are important as every other citizen and you must be treated equally," Minister

nursery school students are attending school, 81% primary and 82% secondary.

Further, Government introduced a new initiative this year which will see every nursery, primary and secondary aged child in the public school system receiving a $10,000 grant.

The HEIP initiative is a five-year plan to improve education delivery in the hinterland and riverine areas. Among the targeted areas are: improvement of quality of teacher education, aligning teachinglearning resources to im-

Last year, 15.9 percent of the National Budget was spent in the education sector, followed by 13 percent this year. In 1992, it was a mere 5 percent.

Because of this consistent investment, 72 % of teachers spread across the country are trained, compared to 30% trained two decades ago. More than 50 percent of the teachers in the Hinterland regions are trained, through the Guyana Basic Education Teacher Training Programme, and other initiatives that facilitate distance training.

Ninety-two percent of the clusters have access to a Learning Resource Centre (LRC). Ninety percent of the schools have a teachers’ house and 90% are equipped with sanitary blocks, 45% with electricity and 83% with water facilities.

She said that Government recognised that once the infrastructure was in place, then the next step was to improve the attendance rate, hence the introduction of the school feeding and uniform programmes.

Three fatalities among four accidents over the weekend

By Sandy Agasen THE roadways of Guyana saw a series of accidents over the weekend, with the most recent one resulting in the death of 29-year-old Eson Ritch of Hopetown, West Coast Berbice (WCB).

The accident occurred Sunday night at about 19:35hrs on the Main Road at No. 11 Village, WCB. Ritch was driving a motorcycle when he collided with a car that drove out from an access road. Clifford Mc Calmon, 23, of Lichfield, WCB, the driver of the car, received several injuries and has been admitted to hospital.

This accident represents the latest incident of dangerous driving on Guyana’s roadways and underscores the need for drivers to exercise greater caution to avoid seriously jeopardizing life, limb and valuable property as they negotiate the roadways.

Prior to this, two separate accidents on Saturday left one dead and several others injured on the Essequibo Coast.

At around 20:00 hrs Saturday night, a car driven by 34-year-old Rodwel Spellen of Lot 161 Richmond Essequibo collided with a car driven by Delvin Benn of Lot 78 Queenstown Village, Essequibo, at Taymouth Manor, Essequibo Coast. Benn, a mechanic, died as a result of the collision, while those injured are the driver of the other car, Spellen, Dr. Nancy Benons of New Amsterdam, Berbice and Anthony Haynes of Grove Housing Scheme, Essequibo.

According to reports, Benn was driving along the Essequibo Coast when he collided with the other vehicle driven by Spellen, who had swerved to avoid hitting a donkey. The injured were rushed to Suddie Hospital,

and subsequently air-dashed to the Guyana Public Hospital Corporation (GPHC).

Benn died on the way to the medical facility.

Later that night at around 22:00 hrs on Annandale Public Road, Essequibo Coast, during another accident, Chandanie Dass, 30, of Taymouth Manor was seriously injured and is currently receiving care at the GPHC. Dass collided with a car driven

by Nicholas Singh, 19, of Abrams Zuil, Essequibo Coast Saturday night. The occupants of the cars were taken to Suddie Public Hospital and then air-dashed to GPHC. Singh, the driver of the other car involved in the accident, is also battling for his life at Suddie Public Hospital. The accident left six others injured.

Meanwhile, another tragic accident at Three Miles, Potaro has left one dead and

four injured after the vehicle in which they were travelling turned turtle at about 10:00 hrs on Saturday.

Speeding continues to

be a major contributory factor to fatal accidents, despite police traffic enforcement activities which in 2013 resulted in more

than 107,650 cases being made against errant motorists. Of that number, more than 20,443 cases were for speeding.

Eccles teen refused bail on break and enter and larceny charge

By Geeta Rampersaud AN 18-year-old Eccles resident who was slapped with a break and enter and larceny charge was refused bail yesterday at the Georgetown Magistrates’ Court.

Unemployed Jermaine Josiah of Lot 127 CC Eccles Housing Scheme, East Bank Demerara pleaded not guilty to the charge before Magistrate Ann McLennan.

He will make his next court appearance on October 13.

According to details of the allegation, on July 15 at Green Field, Providence, East Bank Demerara, he broke and entered the dwelling house of Nicholas Marks and stole therein a quantity of items which include one Samsung laptop computer, one knife, one backpack, a quantity of gold jewellery and one bottle of vodka and one bottle of

whisky.

Along with those items, it is alleged that the man who was unrepresented also stole one gold necklace, property of Shireen Bissoon, all items together valued $407,000.

Assistant Superintendant of Police Deneshwer Maindranaught opposed bail for the teenager on the grounds that there are other investigations being carried out against him.

Man facing three abusive language charges placed on bond A CONSTRUCTION worker who was facing three counts of abusive language yesterday was bonded to be of good behaviour pending the outcome of the matters.

Quincy Barnwell, who appeared before City Magistrate Ann McLennan, pleaded not guilty to all three charges and he has to return

to court on September 2 before Chief Magistrate Priya Sewnarine-Beharry.

By Geeta Rampersaud CITY Magistrate Ann McLennan yesterday refused bail for a 25-year-old miner of Lot 118 First Alley, Wismar, Linden on a drug trafficking charge.

Clive Hope pleaded not guilty to the charge that said on August 2 at Lot 22 Wismar, Linden, he had in his possession 155 grammes of marijuana for the purpose of trafficking.

However, the matter against the unrepresented defendant was transferred to Linden Court for August 13.

The prosecution’s facts were not revealed in court and Police Prosecutor Dinero Jones informed that the defendant has no antecedents.

The success of the Games was assured with the golden seal of approval from Bolt, the world’s most recognisable athlete, whose cameo in Jamaica’s sprint relay triumph lit up Scotland’s biggest city.

Sports festival set for the National Cultural Centre tarmac this Sunday

THE Foreign Ministry sports promotion, a body known for promoting clean and good sporting activity, will this Sunday be hosting a tapeball and football festival at the National Cultural Centre tarmac, Homestretch Avenue.

The festival is being held as part of the organisation’s summer events and is open to all interested teams.

On the same day a dominoes competition for the king and queen trophy will be held while the tapeball teams will be vying for the Prime Minister’s trophy.

Resilient Paul guides Guyana to 76-run victory in opening match

By Calvin Roberts HAVING claimed the three-day title three days ago, hosts Guyana started their quest for limited overs honours yesterday, with a 76-run victory over the Leeward Islands, when the two sides met at the Enmore Community Centre ground.

The Guyanese, who scored 202 off 49.2 overs, were indebted to the batting of all-rounder Kemo Paul, whose 85 (104 balls, 6x4; 1x6) coupled with 23 from Shiraz Ramcharran and 21 from Tagenarine Chanderpaul, took them to their eventual total.

Skipper Jeremiah Louis took 4 for 23 for Leeward Islands, receiving support from Ashran Hodge and Alzarri Joseph, who took two wickets each for 32 and 46 runs respectively, before Balchand Baldeo (3 for 15), Ramcharran (2 for 13) and Steven Sankar (2 for 29) bowled the visitors out for 126 in 42.2 overs.

Winning the toss and opting to bat first in brilliant sunshine, Guyana were reduced to 24 for 2 when Joseph removed Shimron Hetmyer (14, 2x4) and Brian Sattaur (0) in the space of three balls,

before Chanderpaul and Baldeo (9) pushed the score to 46.

Jamaica, T&T score big wins in opening round GEORGETOWN, Guyana (CMC) – Jamaica launched the defence of their title by crushing Barbados while Trinidad and Tobago humbled ICC Americas, in the opening round of the Regional Under-19 One-Day Championship here yesterday.

Playing at Bourda, Jamaica used a telling bowling performance to beat the Barbadians by eight wickets, in a lopsided contest.

Opting to bat first, Barbados crumbled to 97 all out off 36.4 overs with Jonathan Drakes, batting at number four, finishing on 33 not out.

Seamer Odean Smith was the best bowler with four for 27.

In reply, Jamaica lost Odaine McCatty lbw without scoring with just three on the board as the opener played across one from Tarik Shorey.

Sent in, T&T rattled up 254 all out off 48.3 with Jangoo striking seven fours and four sixes in a knock lasting 117 balls, to prove the mainstay of the innings.

When T&T slipped to 17 for two early on, Jangoo combined in a 60-run, third-wicket partnership with Camillo Carimbocas who made 23 then added a further 86 for the fourth wicket with Brian Christmas who made 30, to revive the innings.

Jangoo also put on 48 for the fifth wicket with Jemeel Maniram, who made 43, before miscuing a pull off spinner Farhan Malik (2-47), to be fifth out at 211.

Champions League redemption for Gregory ‘Jackie Chan’ Richardson

By Rawle Toney The CONCACAF Champions League is upon us again and this time around Guyanese will be rallying behind their top club Alpha United, who will kick off their quest to advance against Honduras’ Deportivo Olimpia tonight at the Guyana National Stadium.

This is the club’s second outing in the tournament which features the best clubs from North and Central America along with the Caribbean but for one player, it will be a chance to redeem himself in the tournament which gave him international recognition.

The name Gregory Richardson became a familiar one during the 2008/2009 CONCACAF Champions League after the Guyanese striker, while playing for Joe Public of Trinidad and Tobago, ripped through the opposition with great ease.

“It was a great time for me in football but now it’s about playing with Alpha United and I’m happy to be back in the Champions League again and now, I’m more happy because it’s with a Guyanese club. You know, helping them the same way I helped Joe Public will be good,” Richardson said in a telephone Interview with Chronicle Sport.

He added: “I think this is good because Alpha United is semi-professional club whereas all the other teams in the tournament are professionals. We will go our best and for me, it’s not about playing and doing the same things again, but I

want to help Alpha win and go forward.”

While this is Alpha United’s first time playing against the Honduras Pro League cup winners, for Richardson, it’s another chance to face the team that inflicted a humiliating defeat on Joe Public in the Champions League.

“I think Alpha United is a better team than Joe Public. We got all the top national players from all over and we’ve been training hard for this tournament.

It’s not about revenge for me but I know how they play and what we need to do to beat them,” Richardson said.

A call for support was made by the flamboyant striker, since he feels that “the crowd is the 12th man and we will want that support. When you go to those countries (Honduras), the people support the teams, so I want everyone to come out and support Alpha United tomorrow (tonight) at the Stadium”.

Kensington Oval to host England Test ST JOHN’S, Antigua (CMC) – Kensington Oval will host a Test during England’s tour of the Caribbean next year after all, following the West Indies Cricket Board’s announcement yesterday that the historic venue would stage the final Test of the threematch series.

The tour, which runs from April 13 to May 5, will see Tests played at the Vivian Richards Cricket Stadium in Antigua and the National Stadium in Grenada.

It was reported last May that the WICB had overlooked Kensington Oval, in deciding on Guyana, Grenada and Jamaica as the venues for the three Tests.

According to noted cricket website, Cricinfo, a subsequent backlash from some regional cricket board officials and some politicians, forced the WICB to re-open the bidding process.

In a statement yesterday, the WICB said it had

“embarked on a bidding process to determine the venues for the three-Test series. The three venues prevailed following the bidding process.”

The England tour is regarded as a lucrative one for Caribbean venues because of the overwhelming support from travelling fans.

Kensington Oval has

long been a popular venue for England Tests, with Barbados an equally popular destination for British tourists and in particular, English cricket fans.

Last March, England played a three-match Twenty20 series before large crowds at Kensington Oval, as part of their limited overs tour of the Caribbean.

Guyana Senior Women cricketers depart for Dominica … GCB president urges players to give their best GUYANA senior female team departed yesterday for Dominica where they will compete in the 2014 Regional Super50 Tournament from August 5 to 14, 2014.

The teams that will be fighting for the title are Grenada, Barbados, Dominica, Guyana, Jamaica, St Vincent, St Lucia, and Trinidad & Tobago.

Seeing the players off, president of the Guyana Cricket Board, Drubahadur, urged them to give their best and make Guyana proud. He further called on the senior Guyana players with West Indies experience (Tremayne Campbelle, Tremayne Smartt, Subrina Munroe and June Ogle) to lead by example and help guide the younger players. The president also welcomed newcomer Lashu-

na Toussaint and wished her the best for her first outing with the senior team.

The Guyanese women will be looking for their first Regional title. Coach Andre Percival believes that these ladies are capable of accomplishing the task with their rich blend of experience and new talent. The furthest Guyana reached in the Regional Super50 was the semifinal in 2012 when Barbados hosted the tournament.

Guyana will battle Jamaica in Round One on August 7, St Vincent in Round Two on August 8, and St Lucia in Round Three on August 10.

The semifinals are set for August 12, while the Final will be on August 13.

Pepsi Hikers take senior title, Revelation win junior division in penalty shoot-out PEPSI Hikers ripped the final curtain off the rod with a spectacular showdown of hockey to upstage arch-rivals GCC 8-5, to win the senior title of the Noble House indoor hockey championship, while Revelation edged the Under-19 Mix in a penalty shoot-out.

Playing at the National Gymnasium on Sunday evening in the senior final, Hikers fielded a star-studded line-up featuring several of the recent bronze medallists from the Pan American Indoor Championships in Uruguay. Jamarj Assanah emerged once again as the standout in a performance that further cements his reputation of being one of the best in the game.

With GCC starting the match on (+3) to the Hikers (0), the defending champs would need to bring their attacking brand of hockey from the opening whistle.

The two only unbeaten sides in the competition had drawn their pool encounter 3-3 earlier in the week and the final was a difficult one

to call.

The game started at fever pitch as both sides attacked with pace and defended tenaciously but in just the third minute a defensive error left Assanah free on the right to draw the goalkeeper and slip the ball to France on the far post to guide it in the open goal.

Two minutes later Assanah pounced on a loose ball at right back and drove left, evading a pair of GCC defenders before sending a reverse pass to France this time on the opposite post to finish in like fashion.

GCC’s Stephen Xavier made a run of his own just one minute later and found Kevin Spencer in the circle who feigned the goalkeeper, drove right and executed a diving finish to signal game on.

As the halftime break drew near, goal-poacher France latched onto a lose rebound to complete his hattrick and send his team into the break trailing by only one goal at 4-3.

In the junior division final, Revelation took on newcomers the Under-19 Mix in a game that went the distance.

With the teams even on 9-9 at full time, it took a penalty shootout to sepa-

rate them. With Revelation enjoying a (+8) handicap to the (+7) Under-19 Mix, they quickly fell behind as Unzie Copeland managed a quick double in the first 10 minutes of play to put the Under-21 ahead.

In the middle of the second half Revelation drew the scores through a Keni-

sha Wills breakaway which left the teams dead even at the final whistle and facing a penalty shootout.

The Under-19 Mix had won their semi-final through a shootout and must have gained some degree of confidence from that experience, but Revelation goalkeeper Annesa Permal was up to the challenge.

Permaul managed to keep a clean sheet in the penalty shootout denying all three Under-19 efforts while Maria Munroe with a swift reverse drag scored the winning goal for Revelation.

The Emerging Female Player Award went to Minsodia Culpepper of the Old Fort Shooting Stars while the male award went to Deheron Wilkinson of the Under-19 Mix. Ashley DeGroot of the Spartans received the Most Goals Award for the junior division with an unmatched 18-goal haul while Pepsi Hikers captain Robert France, with 14 goals, received the accolade for the senior division.

Kumar praises organising committee for IGG success

GUYANA was declared the winning country of the first stage of the Inter-Guiana Games late Sunday evening at the closing ceremony which was held at the Cliff Anderson Sports Hall on Homestretch Avenue.

Contesting against teams from Suriname, and French Guiana, at the multisport event, Guyana finished first in athletics, second in basketball and third in swimming, to take the overall title.

Second place went to Suriname, who finished first in swimming and second in athletics. In basketball Suriname finished first for the boys and third on the girls side. French Guiana, who only participated in the swimming and the basketball segments of the Games, finished third.

gan last Friday, was officially declared closed by Permanent Secretary of the Ministry of Culture, Youth and Sport, Alfred King, who stood in for Minister Dr Frank Anthony who was unavoidably absent from the event.

The closing ceremony was chaired by Director of Sport Neil Kumar, who commended the organising committee for their hosting of a successful stage of the two-stage event.

Kumar emphasised the return of the French Guiana to the Games, after the country was absent when the annual event was held last year.

Tonight, the Guyana National Stadium will host Alpha United’s first game of the 2014/2015 CONCACAF Champions League when they face Deportivo Olimpia of Honduras with kick-off time set at

08:00hrs.

The game will be televised around the world through Fox Sport and with Guyana on show, it would be interesting to see how Alpha United will measure up against one of Honduras’ top professional clubs.
