‘CG’ bandits shoot businessman dead, escape with bag of money - also shoot, injure man’s wife
By Asif Hakim BUSINESSMAN Ashok Raghu, 43, of 77 Pike Street, Kitty, Georgetown was shot dead in his vehicle late yesterday by bandits on a Honda CG motorcycle. The shooting occurred at the traffic light on Vlissingen Road near the entrance to Botanical Gardens. Raghu’s wife, Sherry, was also shot in the thigh and toe, and is now a patient at the Georgetown Hospital. According to reports, the bandits apparently traced the couple from a city Bank where they went to make a withdrawal. One eyewitness told the Guyana Chronicle that the traffic light was ‘on red’ when the bandits made their move. The car in which the couple was travelling was burgundy in colour, and bore the registration number PGG 8291. According to the eyewitness, the businessman was heading south on Vlissingen Road, while the bandits were travelling north. “After the car stopped at the traffic light,” the eyewitness said, “the bandits... who look to be in their mid-30s, then went up to the man car trying to snatch a bag; but as they try to get the bag, the man was fighting.”
Continuing with the narrative, the eyewitness said, “As the man fight back, the bandits then shot him. When the man was coming out the car to go to the hospital in another vehicle, he was hollering for his life; his wife, who was also shot, was screaming. A car then took them to the hospital.” The two bandits reportedly made good their escape after the deed was done, with the pillion rider still carrying the gun in his hand. When this publication visited the hospital, the only relatives there at the time were the man’s two daughters, one of whom said that her father succumbed while receiving treatment. She said that all she’d heard was that her mother and father got shot and robbed. “Why they had to do this to my father”? the grief-stricken young woman asked. “They robbed him, plus killed him. When is this going to stop in this country? Something needs to be done! I can’t believe that my father is dead!” A senior police told the Chronicle that based on police investigations, the bag the bandits reportedly made off with contained both money and important documents, and that the Force will be

GECOM better prepared for general elections

HEAD of State, President Donald Ramotar, is of the opinion that the Guyana Elections Commission (GECOM) is better prepared for the holding of general elections, as opposed to local government polls. “GECOM continues to say that they are ready for the election, but I think they could very well be more ready for a national election than a local government election, because there is a different procedure that has to be going through with local government election,” he said at a press conference last Friday at the Office of the President. The President explained that with local government elections, GECOM has to
create boundaries, among other activities, unlike the procedure necessary for the hosting of general elections. “The last time I had a discussion with an official from the elections commission, they were telling me that whenever the Government or the Administration wants to announce the date for local government elections, they need six months... but I don’t think the same thing would apply to a national election,” Mr. Ramotar added. Deputy Chief Elections Officer, Mr. Vishnu Persaud, told the Guyana Chronicle that whichever election is called, GECOM is prepared to respond, as is its mandate. He however noted that the status quo still remains,
relative to the hosting of local government elections, in that the Commission will need six

go to local government polls. “The Chairman (Dr. Steve Surujbally) has been clear on our preparedness for elections,” Persaud said, adding that the onus is not on GECOM to call either election, but is prepared to host whichever one is called. “Whichever is called, we will respond; that is our mandate,” he said. While the last gener-
al elections were held in November 2011, local government elections have not been held in Guyana since 1994. Prior to that, local government elections were last held in 1970. Subsequent to 1994, the elections could not be conducted because of the coincidence with the general and regional elections of 1997. Additionally, the House passed
the Local Authorities (Elections) (Amendment) Bill 2013, which states that elections must be held on or before August 1, 2014. The August date was made via an amendment to the Bill, proposed by A Partnership for National Unity (APNU), while the House was in Committee. However, this bill has not been assented to by the Head of State.

Forestry Commissioner dismisses as ‘false’ –blames misconception on ‘lack of overharvesting claims understanding’ of forest procedures THE Guyana Forestry Commission (GFC), responding to “mass allegations and misinformation” regarding the operations of Chinese logging company Bai Shan Lin (BSL), has “set the record straight” in order to dispel the many rumours circulating about this company. At a news conference held yesterday at the Guyana Forestry Commission (GFC) in Kingston, Georgetown, Commissioner James Singh put paid to the many claims that BSL has been involved in exploitation of Guyana’s forestry resources. He noted that much of the information being circulated in the press “is as a result of a lack of understanding” of the procedures in forestry. He even disclosed that
Bai Shan Lin (BSL) has an “unutilised quota” for its concessionary holdings coming out of joint ventures with other companies. “The notion that Bai Shan Lin is overharvesting and clear-felling is absolutely untrue and false,” Singh contended. He contended that monitoring and evaluation officers on the ground -- some 220 forest rangers -- have aided the GFC in monitoring “very effectively and efficiently” the operations of all concessionaires; and this, of course, includes the Chinese logging giant BSL. ALL LOGS NOT OWNED BY BSL While denouncing popular images published by sections of the media, which
attempt to show sprawling lands with logs awaiting transport, Commissioner Singh made clear that logs which are harvested in certain regions are “stockpiled at approved sites in or near the forest location.” He contended that many of the images are those of log markets which house logs of close to 14 concessionaires. Going the proverbial extra mile to be rid of aspersions, the Commissioner stressed that “more than one producer [is] stockpiling (logs) there”, referring to the image of sprawling lands published in the local press, which erroneously cited BSL as the owner. LACK OF UNDERSTANDING “A lot of the stuff that is in the papers is as a result of a lack of understanding of what forestry operations entail…[or] probably not enough research being done”, Singh declared as he gave an in-depth presentation to members of the press. He bemoaned that publishing of misinformation is not restricted to Guyana, but “affects the markets of Guyana.” Driving home his remarks, the Commissioner rhetorically questioned, “Who are the ones that suffer?” He answered his question thus: “The com-

munity forestry operators… the small operators and the TSA holders.” He directed media personnel to the Forestry Commission’s website for further clarity in times of uncertainty, even as he bemoaned the fast-pace cyberspace reporting and the way misinformation is callously published. Questioning the integrity of some sections of the media, the Commissioner said, “This, to me, is not professionalism.” He urged that responsibility be exercised in placing information in the media, saying that it affects the lives of others. OUT OF PLACE In his closing remarks, Commissioner Singh asserted: “I don’t think it’s the role of any newspaper or any media house to be doing that (publishing inaccurate information). I think the role of the newspaper is to highlight the real facts, and not engage in speculation and rumour-mongering, because it does a disservice to the country and a disservice to people who depend on the forestry sector for a living.” He extended the proverbial olive branch to the media, cautioning persons to be properly prepared before they present information to the public, and to contact the Forestry Commission

Guyana proves it’s the place to do business --thanks to ever growing investor confidence GUYANA is open for business, and the fact that the country continues to attract investors is not only encouraging, but inspiring as well, said President Donald Ramotar Sunday during a tour of the Guyana Gold Fields Inc., Aurora Gold project. With a deliberate policy position to liberalise the economy, Guyana has enjoyed sustained exchange rate stability, constantly low inflation rates, interest rates that have influenced an exponential increase in commercial lending, a manageable debt to Gross Domestic Product (GDP) ratio, and healthy international reserves. Speaking to GINA, the president said the fact that investors, whether local or foreign, continue to invest millions of dollars in Guyana, is indicative of their confidence in the strength of the local economy. And the impact of that investor confidence, he said, can be felt in almost every sphere of the society, creating wealth and jobs so essential for the nation’s economic and social development. Encouraged by what is taking place, he pledged the administration’s continued support in whatever tangible way possible to help Guyana Gold Fields achieve its goal, as whatever that goal is will, in the longrun, benefit all Guyanese. “We will continue to try our best to offer support, so that we can have full cooperation. We welcome this investment; we think it’s a
good story to tell... and it benefits all of Guyana,” the President said. With the surge in investments over the last few years, the evidence indicates that government’s fiscal policies and programmes are steps in the right direction, the president noted. These decisions are driven by sound management, and all are taken in the best interest of the nation as a whole, the president had stated on previous occasions. The Government, he stated, will continue its mission of ensuring a better life for all Guyanese and the continued development of the nation through careful management of its resources. The investment by Guyana Goldfields Inc., a Canadian based mineral exploration company, primarily focused on the exploration and development of gold deposits in Guyana, is just one of several slated to come on-stream, within the next few years. The company is currently undertaking drilling and studies to advance and develop the Aurora Gold Project in Cuyuni, with a current measured and indicated resource of 5.71 million ounces gold (47.04 million tonnes at a grade of 3.83 g/t). ETK Sand Springs which is setting up operations in the Puruni River area along with the Troy Mining Company’s investment in the Issano community are two other major investments set to become fully operational over the next few months. Each of the afore-mentioned companies’ invest-
ment will be in excess of US$100 million. Both have indicated their intention of hiring a significant number of Guyanese for their operations and have expressed confidence in the local economy and political stability, as key among their reasons for their decision to invest in Guyana. Other recent investments such as the five-star Marriott Hotel which is expected to open its door later this year, the proposed Sun and Sand Luxury Hotel, another fivestar venture at Liliendaal and major expansions by local companies such as Banks DIH, along with other manufacturing companies indicate a growing confidence in the local economy and its long- term stability. It is this conducive economic environment that has led to a boom in investments in almost all of the 10 administrative regions. An ECLAC annual report stated that Guyana earned US$294M through foreign direct investments in 2012 representing a 19 per cent increase from the previous year’s US$247M. Recently, the J & C Renaissance Banquet Hall, which is located in Ameila’s Ward, Linden opened its door while many other local investments are underway. Within the last few years, historic large scale investments such as First Bauxite Corporation’s venture at the Bonasika mine along the Essequibo River, and Reunion Manganese Incorporated in Matthews Ridge have been witnessed. The real Guyana story A REVEALING conversation by a group of overseas-based Guyanese, who were returning after residing for many years away from their homeland, is indicative of the wrong impression being conveyed by Opposition Parties and their representatives in the Diaspora that Guyana is a destitute garbage-dump where people starve and go in want of basic essentials. The Diasporeans marvelled at the true picture; the reality of current-day Guyana from the land of real despair, hopelessness, hunger and want, which Guyanese endured during
their days living in the land of their birth. And they lamented the politics that ensued in the murder and/or destruction of many innocent Guyanese; of many members of the Guyana Police Force and their families who survived the periodic Opposition reign of terror; of the business community, and of decent Guyanese of every ethnic extraction, who have been the victims of bandits; and of the PNC’s nefarious ‘X-13 Plan’ and ‘slow fire, more fire” strategy that was intended to wrest power, at any cost to the nation. They also discussed the real threat of a continua-
tion of the crime-wave in this beloved land of their birth, and warned each other to be careful, because the members of the “resistance movement” need to survive; and most of them are not gainfully employed, preferring to wrest the wherewithal for their living with the force of the gun rather than from the sweat of their brows, despite the many opportunities currently prevailing through the several projects and systems implemented by the Government and other entities; and despite a steadily accelerating construction boom that has taken dynamic dimensions through the Government’s
housing programme, and the extant entrepreneurial adventurism that has been facilitated by the Government’s free-market policy and the investment and divestment paradigm created by the liberation of the economy. Incidentally, the overseas-based Guyanese alluded to are (or were) staunch PNC supporters in days of yore; and it was not until their visit home for the CPL Cricket that they were able to discover the difference between life under the PPP/C administration and that under the PNC regime of yesteryear, and drew a nexus between Op-
position leaders and the bandits, which has been made evident many times, as in when they draped the coffin of notorious thief and murderer, Linden ‘Blackie’ London with the flag of Guyana, the symbol of our nation’s honour; and their openly championing the years of thieves, rapists and murderers without sparing a thought for the innocent persons, including babies
and young women, slain and despoiled by these predators; and of those wantonly slain police officers who refused to respond to the “kith and kin” call, with their families and the nation left bereft and traumatised. They now plan to tell the real Guyana story, when they return home, to friends and relatives in the Diaspora.
An open letter to the Social Security Minister AS The Caribbean Voice gears up for its September 10 press conference at Cara Hotel to mark World Suicide Prevention Day, followed by the launch of its monthly outreach programme on September 20 and 21 at Black Bush Polder, Corentyne, Berbice, The Caribbean Voice is making an appeal to Minister of Human Services, Ms Jennifer Webster, to take leadership in redressing social pathologies that bedevil Guyanese society. Through her ministry, the esteemed Min-
ister can spearhead the multi-sectoral approach by partnering with and supporting NGOs that work in the field in the areas of suicide prevention, anti-abuse, anti-violence endeavours. Such partnerships would help her ministry to map the services offered in both scope and location, so that the ministry can be able to explore possibilities of supplementing where the need is not being filled. The ministry should also establish a partnership with the private sector to foster both information dissem-
ination and training programmes for responders such as the private sector workforce. Trainers can be drawn from the tertiary educational institutions and organizations like the Guyana Psychological Association. And billboards and banners promoting private business while simultaneously propagating appropriate messages on suicide prevention, anti-abuse and so on can be placed at various locations throughout the country. A d d i t i o n a l l y, m a n y NGOs and private sector entities have their own
buildings with available spaces, which the ministry can utilize to establish hotlines manned by trained responders. The Caribbean Voice can provide a list of entities with such available building spaces. To supplement this, the ministry can collaborate with religious organizations and institutions and related public sector entities to foster clinical training for pastors, pandits, moulvis and imams. The ministry can also organize focus groups in various parts of the country to get a feel ‘on the
ground’ about these issues and suggestions for dealing with them. The collective wisdom of people at the grassroots is a tool that can be incisive and viable; and once the people are centrally involved, getting them to seek and implement solutions becomes that much easier. Finally, the Minister should take the lead in bringing Guyana into the twenty-first century with respect to attitudes towards mental health issues; to combat the taboos, misinformation, biases and labelling that currently exist.

SHRI KRISHNA JANAM-ASHTHAMI: CELEBRATING KRISHNA AND HIS TEACHINGS HINDUS in Guyana celebrated Shri Krishna Janam-ashthami on Sunday, August 17, which marked the incarnation or ‘birth’ anniversary of the Hindu Avatara Lord Krishna. The day is primarily observed with massive congregational worship and reading of the scriptures and the teachings of Lord Krishna. Hinduism has, from ancient times, held strongly a belief in the reality of the Avatara; that is, the descent into form, the revelation of the Godhead in humanity. God descends so that man may ascend. It is the coming down of the Absolute Spirit into the frame of the finite body to lead the way for the re-establishment of spirituality, righteousness or Dharma. Krishna himself revealed, “When-ever there is a decline in righteousness and an upsurge in unrighteousness, then I body Myself forth. For the protection of the virtuous, for the extirpation of evil, and for re-establishing Dharma on a firm footing, I come from age to age.” (Bhagavad Geeta 4:7-8). The Avatara is, however, not limited to the bodily frame It has assumed. It is always Its true Being. Krishna was no exception. The Avatara is the living example of what man ought to strive to be — to go beyond the confines of the body unto the imperishable spirit of the universe — God. Writing on Krishna and the nature of the Avatara, the celebrated Sri Aurobindo explained: “All existence is a manifestation of God, because He is the only existence and nothing can be, except as either a real figuring or else a figment of that one reality. Therefore, every
conscious being is in part or in some way a descent of the Infinite into the apparent finiteness of name and form. But it is a veiled manifestation, and there is a gradation between the supreme being of the Divine and the consciousness shrouded partly or wholly by ignorance of self in the finite. The conscious embodied soul is the spark of the Divine fire, and that soul in man opens out to self-knowledge as it develops out of ignorance of self into self-being. The Divine also, pouring Itself into the forms of the cosmic existence, is revealed ordinarily in an efflorescence of its powers; in energies and magnitudes of its knowledge, love, joy, developed force of being; in degrees and faces of its Divinity. But when the Divine Consciousness and Power, taking upon Itself the human form and the human mode of action, possesses it not only by powers and magnitudes, by degrees and outward faces of itself, but out of its eternal self-knowledge; when the Unborn knows itself and acts in the frame of the mental being and the appearance of birth, that is the height of the conditioned manifestation. It is the full and conscious descent of the Godhead, it is the Avatara. This Avatara Krishna revealed His Divine nature and achieved the purpose of the Avatara when He dwelled upon earth over 5000 years ago. Particularly, His revelation took the form of that gospel and philosophical scripture, the Bhagavad Geeta in which He, being the Divine teacher, showed the way to divinity using His disciple as the representation of man. Sri Aurobindo, in his essays on the Gita, made it

Of Krishna, His life and teachings, Swami Vivekananda stated as a tribute to Him: “He was the most wonderful Sannyasin and the most wonderful householder in one; He had the most wonderful, among the Rajas, power and was at the same time living in the midst of the most wonderful renunciation.

Gov’t upholding constitutional requirements for shared governance - Teixeira
By Vanessa Narine PRESIDENTIAL Advisor on Governance, Ms. Gail Teixeira, contends that shared governance does not necessarily mean a government of national unity. She made it clear that there are constitutional provisions for shared governance; requirements that are being fulfilled by the current Administration. “The issue (is) that people think shared governance means a national unity government. I am not sure shared governance means that. We continue to uphold the Constitution and what it allows,” she told the Guyana Chronicle in an invited comment. The Presidential Advisor cited the appointment of several constitutional commissions, such as the Judicial Service and Police Service commissions, as areas of shared governance. Teixeira said, “The constitution provides areas for shared governance already,
in terms of appointments on a variety of things; and therefore, those areas of the constitution that have not been fulfilled, mainly because of the links between the President and the Leader of the Opposition, have been outstanding for years.” President Donald Ra-

commentary on the issue of shared governance and talk of a ‘one-nation government’ by the Opposition Leader. General-Secretary of the
ruling People’s Progressive Party (PPP), Mr. Clement Rohee, has noted that shared governance has never been taken off the Party’s agenda, but the issue of trust, which is critical to advancing the concept of ‘shared governance’, has been “torpedoed by narrow, partisan political” interests. “The question of trust remains on the table,” he said in response to questions posed by the Guyana Chronicle during a news conference held at Freedom House on Robb Street, on August 11. Of the PPP’s many attempts at building trust, he said: “The first attempt at building trust with the PNC (People’s National Congress) as a government and as a party started under the Hoyte era…. In that period, a number of initiatives were taken, including constitutional reform…. Recall that, under the Hoyte administration, we did attempt to build trust; we also had many other initia-
tives, such as the depressed communities initiative. “Mr. Corbin attempted to continue with this sojourn, but he ran into a number of problems. Elections were subsequently held, and that process ran aground…. We continue to push ahead with this concept (with Mr. Granger).” Noting that it was unfortunate that recent efforts were not allowed to bear fruit, given that agreements reached between the two major political parties had by then begun to unravel, Rohee said: “Trust requires both parties, not one. Trust is something that has to be mutually built. The Government has certain responsibilities, the party also has responsibilities to build trust with all stakeholders.” He is, however, heartened by the fact that the PPP has been able to make significant headway with several sections of Guyana’s population, such as the
faith-based organisations; the religious community; several non-governmental organisations (NGO); and the private sector. That being said, Rohee disclosed: “The question therefore rises over what and where is the ‘fly in the ointment’ in respect of trust-building with the Opposition. And the answer to that is clear and simple: The Opposition’s agenda, as they have repeated time and again, is that they want to see the back of the PPP/C administration…. It follows, therefore, that they will work towards that end; they are doing everything in their will to realise their objective.” He maintained that while the Party’s “thrust towards a national democracy” has taken into account, and will continue to take into account, the matter of shared governance, trust building towards a national democracy requires multi-stakeholder participation.
PPP calls on GECOM to explain surge in new PLE - following field operative’s damning find
THE ruling People’s Progressive Party (PPP) last week wrote the Guyana Elections Commission (GECOM) highlighting some of the concerns it has with the Preliminary List of Electors (PLE). One of those concerns has to do with the steep surge in names, amounting to over 78,000 new registrants, on the PLE, when, traditionally, new registrants amount to approximately 11,000. Noting that GECOM is yet to respond to the missive, the PPP says in a statement issued yesterday, “The letter was sent to GECOM last Thursday, August 14, after one of our field operatives found eighteen (18) persons on the PLE with the same Georgetown address. At the said address, they found one of the eighteen people with a prepared list of the eighteen that were listed.” Noting that it found this development very unusual, the Party said: “While it may be possible that these eighteen persons are living at that address we call on GECOM to physically verify these persons’ existence and their place of residence. “The PPP has been submitting irregularities to GECOM on an ongoing basis rather than wait until the Claims and Objections period concludes since this period last for only 28 days and we are only ten (10) days away from its conclusion.” CALLS ON GECOM Taking the foregoing into account, the Party is also calling on GECOM to give a breakdown on the quality control mechanism used for inputting data from the National Register of Registrants Database (NRRD) into the PLE and who was
responsible for it. A call was also made via a statement from the Ruling Party yesterday at its weekly news conference at Freedom House, Robb Street, for an account of the critical vacancies that are yet to be filled, particularly at the Information Technology (IT) Department, and why was it only acted upon when highlighted by the People’s Progressive Party (PPP). In Addition, the Party’s statement issued a call for an International Monitoring Unit (IMU) or Joint International Technical Assistance (JITA to be implemented by GECOM, to overlook the inputting and evaluation of critical and important data. The Party said that ensuring that there is a clean, accurate and credible voters list is the first ingredient for the holding of free and fair elections, and urged all Guyanese to expose any type of discrepancies that may surface during the current Claims and Objections period. The statement said, “We call on all Guyana to support the PPP’s concerns with respect to discrepancies arising out of the registration process and the production of a Preliminary List of Electors. VERIFICATION BY POLITICAL PARTIES “GECOM should be reminded that political parties were given copies of the Preliminary Voters List to scrutinize. Further, it is the prerogative of political parties to monitor the current Claims and Objections exercise and to report its findings of malpractices to GECOM for their corrective action.”
According to the statement, it is GECOM’s responsibility to inform the public that the political parties are in possession of the PLE and therefore will be carrying out house-to-house visits to check on the Preliminary List of Electors 2014, which is a right enjoyed by the political parties over the years. “Given a mandate by the electorate to represent almost half of the country’s population, the PPP intends to ensure that there is complete transparency during the registration process and at GECOM itself,” the ruling party said. The PPP, according to its statement, is of view that GECOM is better prepared for General Elections rather than Local Government Elections, especially since GECOM has shown a total lack of preparations for the holding of Local Government Elections under the new electoral system. The party also reiterated their stand on the claims of list padding, and demanded that GECOM produce the evidence of their claims on the impersonators’ posing as GECOM officials in Region 1 (Barima/Waini). “The PPP found it was quite extraordinary that on the very day GECOM claimed there were GECOM impersonators on the ground at Region 1 soon after APNU made the same allegations. This hasty and unfounded claim by GECOM about impostors was made before checking the accuracy of the allegation, put the lives of PPP activists at risk. “We reiterate our call for more diligent work to be done by GECOM in keeping with its standard operational procedures. In the meanwhile, the PPP will remain vigilant in its efforts to ensure that GECOM generates a clean and acceptable voters list,” the statement concluded.

PPP condemns Opposition’s consistent, calculated attacks on Chinese - with help of Kaieteur News/Stabroek News
THE sustained and calculated attacks perpetrated on foreign investors, particularly the Chinese, by the combined Opposition -- A Partnership for National Unity (APNU) and the Alliance For Change (AFC) -- and the two media houses, Stabroek News and Kaieteur News, is cause for grave concern by the People’s Progressive Party, which has, in a statement, issued calls for an immediate halt to such unwarranted attacks. An attack on one ethnic group is an attack on all Guyanese, the PPP statement has said, adding that these attacks run counter to the hospitable character of Guyana, and can only damage and disgrace our motto of one people, one nation, one destiny. At its weekly news conference held at Freedom House on Robb Street, the PPP has said that these attacks are in blatant contradiction to the call for investments. There must be no discrimination against Chinese investors. The Opposition and the Kaieteur News and Stabroek News have persistently accused the PPP/C Administration of not doing enough to encourage foreign investors, which, according to them, is badly needed to create jobs and bolster the economy, the PPP has said. The PPP recalled that, during the last election campaign, the Opposition spared no effort to convince Guyanese that foreign investors would be welcomed were they to be elected to office, and that the PPP/C Government has not done enough to make Guyana an investment hub. “True to their nature and attempts at hoodwinking the nation, the Opposition (have) not only endeavoured to discourage and chase away foreign investors, they have whipped up media frenzy (as a) conduit for such attacks. The Kaieteur News willingly agreed to be the hand maiden of the political Opposition campaign,” the ruling party said. TARGETED ATTACKS The ruling party has stated it is confident that the targeted attacks are directed at the Chinese people, in spite of their
industrious predisposition, which is evident throughout the world. The statement said: “This industrious nature of the Chinese people has redounded beneficially to the economies of many nations, and has impacted positively on the lives of many. Our Party wishes to remind the Opposition and the Kaieteur News that we live in a multi-ethnic society, with our peoples cohabiting in harmony, sharing and celebrating each other’s culture and traditions. This is evident through all of our national festivals, everyday way of life, and events that serve to bring our people together.” The PPP has dubbed the Chinese an integral part of Guyana’s identity, sharing common bonds of indentureship with other ethnic groups. The party acknowledged that since setting foot on these shores, Chinese contributions to Guyana, like the contributions of all other ethnic groups, have been immeasurable and invaluable. “As we are all aware, the Chinese who have made this land their home are Guyanese first and foremost. Those Chinese, who have demonstrated confidence and the will to contribute to the development of Guyana, must be encouraged and must not be victims of hostile political and media propaganda bordering on xenophobia,” the ruling party said. ATTEMPTS MADE BY OPPOSITION The PPP is urging all Guyanese to remain cognizant of the numerous attempts by the Opposition, pre- and post- the “mofyah, slow fire” era, to destabilize Guyana, stymie business enthusiasm, and bring harm to the economy. “It must be recalled that every single protest they mounted in the City targeted the business community directly. Many businesses were burnt, and innocent Guyanese beaten and robbed, whenever such protests took place. The intention was to bring Guyana to its knees, so that companies and individuals contemplating opportunities for investments in Guyana would seek alternative
destinations,” the party stressed. Additionally, the PPP seeks to remind that the Opposition, aided by sections of the media, has made no meaningful contribution in working with the Government to implement projects funded by local and foreign investment. The statement explained, “Guyanese must never forget the extent the Opposition and their media cohorts went to discourage the foreign investors - the Amaila Hydro Project, specialty hospital, the modernized Cheddi Jagan International Airport, it’s anti-investment actions, coupled with the unconscionable cuts to the country’s annual budgets, are designed to harm the economy and deprive Guyanese of a more modern nation and a brighter future. “The PPP is convinced that these anti-business and anti-development actions by the Opposition are nothing but attempts to return this now prosperous nation to a state of bankruptcy, a hallmark of their weak administration.” In regard to the Bai Shan Lin issue and the Opposition and Kaieteur News’ constant attacks, the PPP explained that according to the pronouncements of the Guyana Forestry Commission (GFC), the company (Bai Shan Lin) has not exceeded its harvest level, and their operations confirm to guidelines based on international best practices and conservative extraction. The PPP reiterated its call on the Kaieteur News and the Opposition parties to desist from their unfounded, unwarranted, and profit-circulation-oriented attacks on Bai Shan Lin, and to work towards encouraging foreign investors to invest in our country, so that Guyana and all its people would benefit from the related economic prosperity. “In this now (globally) competitive environment, our country can afford nothing less than all hands on deck in an effort to create and secure a brighter future for all. Our Party remains committed to this cause, and urge Guyanese to reject all attempts to disparage any ethnic group and to deter much needed foreign investments for our country,” the statement said.
Rohee: AML/CFT Bill apparently ‘dead in the water’ GENERAL-Secretary of the ruling People’s Progressive Party, Mr Clement Rohee, surmises that the critically important Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) (Amendment) Bill is “dead in the water”, given the current state of affairs. “The AML appears to be dead in the water. They (the Opposition) are not making any changes,” he said at a press briefing held at Freedom House yesterday. The Government is currently preparing for a “targeted review”, as mandated by the international watchdog, the Financial Action Task Force (FATF), Rohee disclosed, adding: “The preparations are ongoing for the targeted review to take place, but as far as the Opposition and their views on the AML/CFT Bill (are concerned), I haven’t discerned any significant shift from their position. It hasn’t changed.” Prior to yesterday’s comments, Rohee had, earlier this
month, bemoaned the continued non-meetings of the Parliamentary Special Select Committee reviewing the AML/ CFT (Amendment) Bill, and had noted that the party was not optimistic that the Bill would be passed before the FATF’s meeting in October. In a letter dated July 9, 2014, FATF officially confirmed its decision to commence a targeted review of Guyana prior to its October 2014 plenary meeting; and the international watchdog body made it clear that the purpose of that targeted review would be to examine the most significant deficiencies in Guyana’s AML/CFT framework that pose a risk to the international financial system. FATF has said that its review will identify steps that should be taken to address those deficiencies through the development of an action plan. The international watchdog’s letter had said: “This review
will be conducted by the International Cooperation Review Group (ICRG), Americas Regional Review Group (ARRG), co-chaired by Ms. Darlene Boileau (Canada) and Ms. Maria Fernanda Garcia-Yrigoyen Maúrtua (Peru). “In our capacity as ICRG Co-Chairs, we now request your full cooperation in assisting the ARRG to conduct this work, including by providing up-to-date information on your jurisdiction related to AML and CFT issues, as requested by the ARRG co-chairs.” The letter indicated that Guyana would be given an opportunity to review the draft targeted review, and to have a face-to-face meeting with the ARRG, which is expected to happen sometime in September. At its next meeting, between October 20/24, 2014 in Paris, France, the FATF is expected to discuss the results of Guyana’s targeted review. (Vanessa Narine)

Creating a problem to solicit ‘donations’
RESIDENTS and motorists at various Georgetown locations have complained about youths destroying sections of the roadways, creating potholes, then refilling them and soliciting monies from passersby for ‘work’ done. Meanwhile, this practice is not new, and the Guyana Police Force some time ago had observed that persons were soliciting monies for various activities from members of the public along the roadways without the relevant permission. “The law is clear on this, in that persons must first obtain the written permission of the relevant authority before engaging in such activity,” the police had said. The police also stated that “under the law permission to conduct such activities is required beforehand. Anyone found in breach of this legal requirement will be dealt with according to the law.”

PPP Executives to formally discuss AFC’s no-confidence motion
EXECUTIVES of the ruling People’s Progressive Party (PPP) are expected to formally meet to discuss the no-confidence motion moved against the Government by the minority Alliance for Change (AFC) Party and submitted to the National Assembly via its Clerk, Mr. Sherlock Isaacs. This is according to Party General-Secretary, Mr. Clement Rohee at a press briefing yesterday at Freedom House, where, in answer to a particular question on the subject, he said, “Our executives will have to meet and discuss on that.” The first inkling the public had that the AFC planned moving a no-confidence motion against the Government was way back in mid-June, when Party Vice-Chairman, Mr Moses Nagamootoo hinted at it.
He did so by way of an article published in the Stabroek News and headlined, ‘AFC considering no-confidence motion against Gov’t’. He, however, acknowledged that to do so would require the support of the Main Opposition, A Partnership for National Unity (APNU). The AFC finally got its wish on Tuesday, August 5, when APNU Leader, Brigadier (rtd.) David Granger, publicly confirmed that his Party was fully behind the no-confidence motion. The first page of the Motion reads: “Be it resolved that this National Assembly has no confidence in the Government.” Last Friday, President Donald Ramotar, rather than commit himself to a definitive answer, simply stated that any decision related to
the no-confidence motion, including the possibility of calling snap elections, will be made “at the appropriate time.” According to the pundits, should snap elections not be called before a debate on the Motion, the current administration is expected to be disbanded in preparation for a return to the polls. As stated in Section 106 (6) of the Constitution: “The Cabinet and President shall resign, if the Government is defeated by the vote of the majority of all Members of the National Assembly on a vote of confidence.” This is made even clearer in Section 106 (7), which states: “Notwithstanding its defeat, the Government shall remain in office, and shall hold an election within three months, or such longer period
as the National Assembly shall, by resolution, supported by no less than two-thirds of all elected members of the
National Assembly, and shall resign after a new President takes the oath of office following the election.”

‘JAGS Aviation’ adds ‘brand new baby’ to its fleet –sets sight on burgeoning tourism industry

By Ravin Singh HISTORY was made in Guyana last Sunday when JAGS Aviation, the aviation arm of BK Group of Companies, added a brand new Cessna Grand Caravan to Guyana’s domestic aviation services, to aid in boosting local tourism. The US$3M Cessna Grand Caravan 208B EX, which landed in Guyana at approximately 18:00hrs on Sunday last, was acquired directly from the manufacturer, making JAGS Aviation the first private sector entity to acquire an aircraft straight off the production line. Manufactured in the United States, the Caravan is able to seat 13 passengers comfortably, and is the first aircraft purchased by JAGS since its acquisition by the BK Group of Companies in June. This has signalled the start of the fleet’s expansion, resulting from the BK Group’s new investment. As such, the chartered company JAGS will seek, through this initiative, to continue its expansion into an airline with scheduled commuting.
The new aircraft is described as one that is ahead of all other Caravans currently operating in Guyana, because it is equipped with a full ‘stol’ kit, which enables short field take-off and landing, allowing the craft to operate on smaller hinterland
airstrips. The craft is also outfitted with state-ofthe-art avionics. According to Chief Pilot of JAGS Aviation Inc. Patrick Nichols: “This machine can be described as a state-of-the-art caravan, which carries you into the future of avia-
tion.” He explained that the aircraft’s features are of the highest standards, providing flying details “ordinary” caravans cannot facilitate. Nichols expounded on the fact that the features provided for include those of a compass display of the routes, and a terrain feature which signals a warning through a red
light within one hundred feet of the terrain, and illustrating the outline of the terrain. Added to that, the aircraft will facilitate full instrumental approaches, which are a series of predetermined manoeuvres for the orderly transfer of an aircraft under instrument meteorological conditions (IMC) from the beginning

Police concludes successful 2014 Children’s Camp By Leroy Smith
GOOD food, fun, treats, treasure hunting, outdoor and indoor activities, and a huge camp fire were some of the hallmarks of the Guyana Police Force 2014 Children’s Camp which concluded last Friday at the Kuru Kuru Training College on the Linden/Soesdyke High-
way, EBD. This Police Force camp was held under the theme “Empowering Youth through Social Partnership for a Better Guyana,” and commenced one day after the closure of the “A” Division Camp which was organised by Commander Hicken and mothered by Assistant Superintendent, Desiree Fowler.
While ill health and difficulty adapting to camping conditions had forced several students to return to their parents prematurely, others who had stayed the course all seemed very thrilled during the one-week session away from home. The children put on a small formal closing ceremony for the senior officers of the Force, who travelled

from the city to be with them. Asst Commissioner, Balram Persaud, performing the duties of Commissioner of Police, was present at the closing ceremony. It was worthy to note that organisers and care-givers of the camp were given positive reviews. Coordinator of the camp, Senior Superintendent Maxine Graham, who was credited
with doing a splendid job in ensuring that the camp was successful and that each child expressed an interest in returning next year, did not take the praise for herself, but indicated that Camp Mother Desiree Fowler, other female police officers, members of the security team, and other support staff also played a very important role in the
successful staging of the camp. The camp was visited by senior officers during the course of the week; and following its formal closing ceremony on Friday, the children sang and danced around the campfire under the intense supervision of their camp elders, an activity which brought the curtains down on this year’s camp.

The Director noted that, over the years, the company was recognised for construction; but has now embarked on a new journey into aviation in support of Guyana’s tourism, mining, and other activities; and JAGS Aviation seeks to uphold the BK Group’s standards in providing quality service. Moreover, the entity will expand. As such, the sole purpose of the aircraft, she related, will be to provide an unforgettable travel experience for those seeking to explore Guyana’s richness. Labour Minister Dr Nanda Gopaul attended Sunday’s function and endorsed the private initiative of moving into aviation from construction. He noted that it is the first time in the Caribbean that such has happened, and he said he heartily welcomes the move. On behalf of the Government of Guyana, Minister Gopaul pledged his support to the BK Group of Companies, while recognising the magnitude of the investment. Guyana Police Sports Club named overall champions WITH some of Guyana’s leading athletes in the camp, including Olympian and Commonwealth Games representative Winston George, the Guyana Police Force Sports Club were crowned Champions of the 2014 Boyce and Jefford Track and Field Classic, which came to a fitting climax at the Mackenzie Sports Club Ground in Linden on Sunday night.
Behind George’s sensational 100, 200 and 400M performances, the Lyndon Wilson-coached Police Sports Club amassed a total of 406 points, beating their arch rivals Guyana Defence Force by a whopping 248 points as the army men and women had to settle for second place. Mercury Fast Laners were third (114) and Christianburg/ Wismar Secondary Track Club were a surprising fourth (102) with Upper Demerara Schools (80) rounding off the top five. For their dazzling display on the track and on the field, the
Police won $600 000. The GDF team took home $400 000, Mercury Fast Laners $250 000 and Christianburg/ Wismar Secondary Track Club $150 000. The Boyce and Jefford meet celebrated their fifth year and the meet has established itself as Guyana’s premier Track and Field championship, since it attracts some of the country’s and the Caribbean’s top athletes. Commonwealth Games gold and silver medallist Aliann Pompey, Olympian and World Championships attendee Marian Burnett are
two of the big names who have so far competed at the event. This year, World Junior Championship representative Brenessa Thompson and Winston George were the stand-out athletes who thrilled the massive crowd in Linden with some sensational performances on the track, while on the field, Natasha Alder was unstoppable. Déjà vu for `Jackie Chan’ as Alpha United face MLS’ Portland Timbers tonight By Rawle Toney GUYANA’S Alpha United will lock horns with Major League Soccer’s (MLS) Portland Timbers tonight from 20:00hrs at the Guyana National Stadium when the two sides meet in the CONCACAF Champions League. The match is important for both sides, especially for Alpha United who had lost their first game 1-0 to Deportivo Olimpia. It will be the first time an MLS team will be playing in Guyana and since both are debutants at the CONCACAF showpiece, it is expected that fans will certainly be in for treat. Alpha coach Wayne Dover, arguably Guyana’s best coach and most successful as well, pointed out that they are focusing on attacking since the Guyanese were guilty of misfiring and squandering several certain goal chances. But for one Alpha United player, he has a score to settle. Gregory `Jackie Chan’ Richardson would always be remembered by most MLS teams for his devastating display of skills, speed and most importantly, his goalscoring ability when he singlehandedly dismantled MLS

Kithson Bain also played with the Rail Hawks in 2011 but the Grenada National striker is playing in his second CONCACAF Champions League; making his debut with Trinidad’s Caledonia AIA last year, even scoring in his first game. Dover said that his side will play a more pressuring game, with the aim of forcing the Americans into errors in their defensive third and for Alpha United to capitalise on their chances by scoring goals; something they did not do in the game against Olimpia. Dover pointed out that during training, the team spent a lot of time working on their offensive patterns, doing a lot of goal-scoring drills. With Portland Timbers having a busy MLS schedule, it is believed that coach Caleb Porter will rely on his reserves to at least salvage a point before heading back to the U.S. where they will face Seattle on Sunday.

Chaos over as Shaharyar returns to Pakistan hot seat KARACHI, Pakistan (Reuters) - A spell of chaos and uncertainty in Pakistan cricket came to an end yesterday when Shaharyar Khan was elected unopposed for his second stint as chairman of the national board. Shaharyar, 80, also held the post from 2003-06 before being removed by the government following the infamous ball-tampering controversy which led to the team forfeiting a Test match against England. Pakistan refused to play on in protest after Australian umpire Darrell Hair penal-
ised them during the fourth Test at The Oval. An inquiry by the International Cricket Council eventually cleared the players of ball-tampering. “It is notified that Shaharyar M. Khan, i.e. the sole candidate for the office, has been unanimously elected as chairman of the PCB,” the Pakistan Cricket Board said in a statement. Shaharyar’s return for a three-year term came in a new electoral process held under a fresh board constitution. It ended a period of
turmoil during which his predecessors, Najam Sethi and Zaka Ashraf, were involved in a bitter tussle for the job. Shaharyar’s election came three months after the Islamabad High Court declared Ashraf’s election null and void. The court twice reinstated Ashraf, bringing about chaos and uncertainty because the government had also appointed Najam Sethi as chairman in June. Broad, who played for England at The Oval despite having a broken nose and two black eyes following an injury suffered during the fourth Test match in Manchester, will miss the series to have specialist examination and treatment of a chronic right knee injury. Former Arsenal midfielder Fabregas, brought in from Barcelona during the close season, was influential throughout the game, having a hand in all three Chelsea goals and striking up an impressive midfield pairing with Eden Hazard. Chelsea recovered from conceding a 14th minute goal, quickly turning on the style in an impressive half hour spell to go in 3-1 up at the break. INDIA’S media have lamented the “abject surrender” and “painful and predictable” series defeat to England with scathing commentary. “All out for 94 in 29.2 overs. That farcical scoreline reflected India’s embarrassment of massive proportions and England’s complete domination”, wrote G Unnikrishnan in the Deccan Herald. The Hindu’s Vijaya Kumar wrote: “The stench of defeat has become second nature to India” in an article headlined ‘India plumbs new depths’. The Hindustan Times said MS Dhoni’s side “sank to a new low” in the fifth Test defeat by an innings and 244 runs, India’s third heaviest and 15th inside three days. “Dhoni redeemed his reputation as a batsman, but the annihilation raised questions about his ability to take India forward, and the same is true for coach Duncan Fletcher,” author Sanjjeev K. Samyal wrote.
“There is need for accountability and the buck stops with the captain and coach. There was nothing wrong with the pitch, and in the same conditions, England scored 486. “More than the margin of defeat, the manner of capitulation stood out, having thrown in the towel on the opening morning. “The worst feeling was sitting in the skipper’s postmatch press conference, as one knew nothing was going to come out of it - no post-mortem or analysis. As far as Tests are concerned, there’s little hope for Indian cricket in this way”. TTCB brings back 3-Day domestic cricket
Azim Bassarath PORT OF SPAIN, Trinidad Trinidad and Tobago Cricket Board (TTCB) president Azim Bassarath is expecting more intense matches in the 2015 domestic National League season after his executive signed off on some major changes for next season which he hopes will help raise the standard of the local competition. Among them is the re-introduction of three-day cricket as well as the reduction in the number of teams in the Premier Division from 12 to ten and the introduction of an eight-team second division which will be called the Premier Two. The rest of the Championship Division clubs will make up the three eight-team Championship Divisions - North Central, East North East and
South. Bassarath confirmed that the TTCB executive approved the changes at their last executive meeting and said all the changes were geared towards raising the standard of cricket in T&T and were recommended by the clubs themselves when the TTCB hosted a cricket symposium earlier this year. He said from the complaints raised at the symposium, it was clear that change was needed. “We felt we had to listen to the people and that is the reason we had further consultations with the clubs and further meetings with the zones and affiliates and we came up with this proposal,” said Bassarath. “What was interesting was that we took it to the general membership of the board, the board agreed to it and I think only one person voted against. We got the support, so we moved forward,” he added. “It is less teams now ... It will be more intense competition between the best teams and the cricket will be at a higher standard,” the TTCB boss added. Bassarath also explained that the
introduction of three-day cricket was a move towards giving batsmen a chance to build an innings which he said will help them prepare for the regional fourday competition. “One of the complaints we got was that in the two-day format, batsmen had to rush to get a score for their team. Now a batsman can build an innings and try to bat as long as possible. The regional tournament is a four-day game, and if we are to compete in the four-day competition, we feel our players really need to play three-day games,” said Bassarath. The new format will see matches starting on Sunday and continuing on Saturday and Sunday the following weekend, with 90 overs being bowled per day as opposed to the two-day format from previous seasons. “We know the cricket will be at a higher standard,” he added. In the long term, Bassarath explained that for 2016, the TTCB will be looking to make further changes to have the Premier One cut down to eight teams. (Trinidad Express)

GEORGE TOWN, Cayman Islands (CMC) – Raenah Campbell and Laurelle Theodore both struck braces as Trinidad and Tobago trounced Honduras 5-2 to claim third spot in the CONCACAF Girls’ Under-15 Championship here Sunday. Playing at the Truman Bodden Sports Complex, T&T showed a penchant for goals from the outset and were 4-0 up at half-time before holding their nerve in the second half as Honduras fought back. Captain Lisbeth Bonilla struck twice in the space of nine minutes to spark some nervousness in the Trinidadian camp, but the English-speaking side battled to the end to close out an important win. In the final, Canada were crowned champions of the inaugural tournament when they beat French Caribbean side Haiti, in a nervy penalty shoot-out. Haiti led on 47 minutes when Nerilia Mondesir got on the scoresheet but Lauren Raimondo came off the bench to put Canada on level terms in the 74th minute. The beaches, mountains and the reggae immediately spring to mind but that is just part of it; this is one of only two places in the world from where Bangladesh have departed feeling better than when they arrived. Having won nothing this year, without their best player, and with a new coaching crew in charge, they should be happy to be playing at a place where they have reached several milestones. On their first tour there, in 2004, they took the lead for the first time, declared an innings and eventually drew abroad without the help of

WICB praises Guyana’s Under-19 double success
KINGSTON, Jamaica – Allround praises are in store for Guyana as two weeks after winning their first three-day title following a seven-year drought, they were crowned Regional Under-19 One-Day winners. President of the West Indies Cricket Board, Dave Cameron, is urging every member of the winning team to chase his dreams with lots of effort and passion. “The dominance of Guyana at this level is encouraging and we are hoping these players will grow into becoming some of our better players at the senior level,” said Cameron. The president in congratulating the team praised winners of individual awards and emphasised the importance of the tournaments of this kind as they help towards identifying players that may have the ability to play at the highest levels of the game and help restore the rich legacy of West Indies cricket. “On behalf of the directors, management and staff of the WICB, congratulations to the Guyana Under-19 team at this wonderful moment of success,” said Cameron.
In 2009 they landed in the West Indies only to hear of a players’ strike that eventually had them playing against what was effectively a third eleven. They went on to pick up their first overseas Test-series win, as well as a maiden away ODI-series victory outside Zimbabwe. The following year they were knocked out of the World T20 in the Caribbean in the first round, but not before resisting well against Pakistan and Australia. But the performances in 2004, 2007 and 2009 are high-water marks in the history of Bangladesh cricket. The expectation from the 2014 group should not be the same, but confidence and positivity can be derived from those past tours. Habibul Bashar, Khaled

Tapash Baisya and the late Manzarul Islam did a fine job with the ball in that year’s ODI series. In the 2007 World Cup, it was the coming-out party for Tamim Iqbal, Mushfiqur Rahim, Abdur Razzak and Shakib Al Hasan while Mohammad Ashraful staged a mini-revival of his career with unbeaten knocks in the first round and 87 against South Africa in the second phase. Shakib and Tamim were running the show two years later, with help from Mahmudullah. Among the current lot
in the ODI squad, seven have toured the West Indies before while the likes of Mominul Haque, Nasir Hossain, Shamsur Rahman and Sohag Gazi have visited with Bangladesh-A. Only Anamul Haque, Taskin Ahmed and Al-Amin Hossain have not toured these islands. Mushfiqur will have to lead from the front, using his batting form to inspire the team, and ensure the captaincy is far more effective than it had been at home since January this year. As much as he would want Tamim, Nasir, Mahmudullah, Razzak and Gazi to return to form, those in form will also be asked to continue the good work. In his first match here four years ago, a baby-faced Mominul battered West Indies-A with 150 in exactly five hours. He had shared a fifth-wicket partnership of 259 runs with Nasir, who also made a century in that game in Antigua. Mominul is now an established middle-order batsman in the senior side, expected to continue his Test form and regain composure in one-day cricket. Anamul has also scored runs in the shorter format, though there will be some calls for him to better his strike-rate. Mushfiqur has been the team’s best batsman overall, while Imrul Kayes has done justice to both call-
ups he got this year, though a question mark remains over his consistency. The pace attack came alive in the short ODI series against India in June; Taskin Ahmed became the country’s first bowler to take a five-for on ODI debut there. Mashrafe Mortaza has led the attack well, with Al-Amin often providing a tight spell from the other end. Rubel Hossain, the leading wicket-taker among Bangladesh fast bowlers in ODIs this year, will have to fight for a place. What would worry Mushfiqur is the spin attack, particularly with Shakib missing. Abdur Razzak and Sohag Gazi have been poor so far this year despite playing all their cricket in home conditions. They would be asked to continue to lead the show with the older ball, and must take an upward step. Finally, this would be a stern opening test for new coach Chandika Hathurusingha. He has replaced Shane Jurgensen, who was seemingly doing a good enough job until everything went wrong in January this year. The fallout between Jurgensen and the BCB should keep Hathurusingha on his toes, despite the early bonhomie that he has been accorded. (ESPN Cricinfo)

Gibson still on board OTTIS Gibson is still on board as West Indies’ head coach, according to the West Indies Cricket Board (WICB). The WICB’s marketing and communications manager, Imran Khan, denied a media report in Barbados Sunday night that Gibson had parted ways with the regional team. Khan told the DAILY NA-
TION that an announcement would be made today in relation to a number of changes. Barbadian Gibson, 45, was first appointed West Indies’ head coach in January 2010 after giving up the job as England’s bowling coach. He renewed his contract last year and is scheduled to carry on to October 2016. (EZS)
