Government to fund student loans for increased tuition fees – Finance Minister
FINANCE Minister Dr Ashni Singh yesterday said the Government of Guyana will be providing funding for student loans to be granted to students of the University of Guyana (UG) to meet the cost of the increased tuition fees recently announced by the academic institution, a Finance Ministry release said, The minister explained that Cabinet concluded its deliberations on the matter on Tuesday, having examined it exhaustively, and decided that student loans will be granted to cover the new tuition fees. The minister also clarified that, as before, the loans granted to finance tuition fees will not include the facilities fee which has historically been paid by
students outside of the student loan arrangement. As a result of this decision, Dr Singh indicated that he had issued the necessary directive for the Student Loan Agency to begin processing loan applications immediately for the coming academic year. He emphasised that the decision by Government to grant the increased student loans was made as a result of its commitment to ensure that no Guyanese student is denied access to university education because of affordability. The minister also emphasised that the increased revenue earned by the university through the new tuition fees provides it with an important opportunity to make the necessary changes to ensure better effectiveness in its operations. He added that the university needs to make a more concerted effort to streamline its operations
to ensure value for money, more prudent management, and a sustained higher quality of teaching and research output. At the same time, the Finance Minister indicated that Cabinet expressed its continuing concern about the poor rate of repayment of loans previously granted, and urged increased voluntary compliance, even as Government considers options for strengthening enforcement to raise repayment rates. The ideal option, the minister declared, would be for persons to act responsibly and repay previous loans they were granted voluntarily without any stringent enforcement measures having to be applied The increase in tuition for students of the UG not only places an additional demand on the Government of Guyana’s UG Student Loan Fund, but presents another challenge for the Finance Ministry, given that
the budgetary allocation for the monies was reduced to zero by the combined Opposition, A Partnership
that the monies restored were not approved by the combined Opposition. Prior to the restoration of the sums, the Vice-Chancellor, in an interview, had noted that if the loan subvention for the University of Guyana is not restored by the National Assembly then the students would be placed in a dire situation as a result of the severe crisis being ensued at the tertiary institution if the decision to

Sugar production for second crop encouraging-Agriculture Minister
By Vanessa Narine AGRICULTURE Minister, Dr. Leslie Ramsammy, told the Guyana Chronicle that sugar production for the second crop has been encouraging to date. “We have had encouraging production from all the factories,” he said in an invited comment. Asked about the performance of the Skeldon Sugar Factory, one of eight sugar factories in operation, he noted that the expectations from the Skeldon Factory have to be put into perspective. He said: “Skeldon was designed to do 110,000 tonnes, but no one had said that Skeldon would produce 110,000 it was designed to do by 2016.” “We no longer have that plan. I should say that up front. When it was designed,
it was not only the factory capacity it was dependent on producing cane, but the cane production has not occurred, that is because we haven’t opened up all of the land, so we are changing those dates to 2020 for reaching a cane production that will sustain 110,000 tonnes.” The minister added that a point that is often missed is that the factory was designed by Booker Tate and built by the Chinese. “I need to say that because everybody says the Chinese. The Chinese built a part too that was designed by Booker Tate and designed a factory in accordance to those designs, but it is not Chinese problem,” Ramsammy said. He added that the designs had flaws that have been discovered and these are being corrected.

THE Caribbean Local Economic Development Project (CARILED), in collaboration with the Ministry of Local Government and Regional Development (MLGRD) and the Mara Farmers’ Association (MFA), successfully concluded a three-day training workshop for eight persons in Machine Operation and Maintenance. The workshop was conducted during the period August 8–10 at the Mara Community Centre at Ma- Retraite Scheme on the East Bank of Berbice, and represents the final aspect of the Mara Agricultural Enhancement Project (MAEP) which seeks to increase the productive capacity and diversify the portfolio of farmers in the Mara (California to Germania) area. The workshop was divided into one day of theoretical (classroom) training and two days of practical (on-site) training, and was facilitated by Sharda Shew, Service Manager of Farm Supplies Ltd. Participants who had successfully completed the training were issued with certificates of completion by the Mara Farmers’ Association. Ramjagan Singh, Vice President of the Association, congratulated each participant for the successful completion of the course, and urged that the best use of the training be made to develop a lifelong
skill and build a career. He also expressed gratitude to CARILED, the Local Government & Regional Development Ministry, and the Regional Democratic Council (RDC) of Region Six for the continuous support. CARILED is funded by the Department of Foreign Affairs, Trade and Development of Canada, formerly the Canadian International Development Agency (CIDA). It is a six-year programme launched in May 2012, with headquarters in Trinidad and Tobago, and sub-offices in Saint Lucia (OECS) and Ottawa, Canada. The programme is being implemented by the Federation of Canadian Municipalities (FCM), in partnership with the Caribbean Association of Local Government Authorities (CALGA), the Caribbean Forum of Local Government Ministers (CFLGM), and the Commonwealth Local Government Forum (CLGF). The programme is focused on local economic development, and currently works in seven Caribbean countries to develop models of LED that can be shared throughout the region. It aims to partner with 50 local government authorities to support the growth and development of 500 micro, small and medium enterprises(MSMES).

But the design that was done could not have attained that level. Part of the problem that we had in the early years, when it was working, it was delivering 190 tonnes per hour instead of 350 tonnes.” Dr. Ramsammy stated that currently, due to efforts
to correct the design flaws, the factory is expected to close the year close to the needed 350-tonne mark. “We have made progress. The number of hours that the factory was working before, and I will not be able to give you the exact number, is only a fraction of the total number of hours available,” he said. Ramsammy added that Skeldon’s technology is new and this year the factory has been able to double its operation hours. To this end, Dr. Ramsammy expressed confidence that the Skeldon Factory will be
able to meet its target this year. The first crop was successful, surpassing the 75,000 tonnes target, bringing in about 80,000 tonnes. The overall target for 2014 has been moved from 216,000 tonnes to 219,000 tonnes. Sugar production came in at a dismal 186,500 tonnes for 2013, but Guyana has been taking steps to turn around the sugar industry and hopes to meet the 300,000 tonne-target soon, with a projection that the sector will reach its 400,000-tonne goal by 2020.

Guatemala’s armed forces chief Rudy Ortiz dies in crash (BBC News) THE CHIEF of the armed forces in Guatemala, General Rudy Ortiz, was killed in a helicopter crash near the border with Mexico, the Guatemalan government says. Four other military officials also died after the
helicopter came down in a mountainous area in the province of Huehuetenango. The cause of the crash is unknown. Guatemalan President Otto Perez Molina paid tribute to the general and the service he had given to the nation.
“His hard work and dedication during his military career served to strengthen the institution,” Mr Perez Molina, a former army general, said on Twitter (in Spanish). The president gave his condolences to the families of all those killed.
In a statement, Guatemala’s Ministry of Defence said the helicopter had taken off at 09:25 hrs in the morning local time but changed its flight path because of bad weather, before crashing “approximately two kilometres (1.2 miles) north-east of the village of El Aguacate”.
General Ruiz Ortiz had served in the armed forces for 31 years, according to Guatemala’s Prensa Libre newspaper. Huehuetenango is along drug trafficking routes where Mexican and Guatemalan drug cartels are active.

Argentina unveils debt plan to avoid US court ruling
(BBC News) AN EMOTIONAL Cristina Fernandez de Kirchner proposed legislation that would return control of its debt to the government. “Excuse me if I get a little nervous, I usually have more poise,” she said. A New York court last month blocked an interest payment to bondholders as a result of a row with U.S. investors. The $539M payment was for bonds, issued under U.S. legislation, that were restructured following Argentina’s default in 2002. I really feel we are liv-

‘Great injustice’ The draft legislation would replace Bank of New York Mellon as the bondholders’ trustee with staterun Banco Nacion, which would enable Argentina to
pay the interest owed to the majority of bondholders who agreed to the deal. Bank of New York Mellon has been forbidden from transferring funds. Ms de Kirchner has refused to give in to the “hold-outs” demanding full payment and said the new voluntary deal would be in line with the terms of agreements made in 2005 and 2010. More than 90% of creditors agreed to accept large losses at the time. “If bondholders decide - in individual or collective form - to ask for a change
of the legislation and jurisdiction of their bonds ... the economy ministry is authorised to implement a swap for new public bonds under local legislation,” Ms de Kirchner added. “I really feel we are living a moment of great injustice in Argentina.” Contempt? However, analysts said
the move dashed hopes that Argentina could strike a deal with the hedge funds demanding full payment and allow the country to move out of default and return to global capital markets. It was also unclear whether Argentina could sidestep the U.S. court’s ruling. Alejo Costa, strategy chief at Investment
Bank Puente in Buenos Aires, said: “Argentina could end up in contempt.” There are also fears that dragging out the debt crisis could worsen Argentina’s recession and further weaken the peso. Unemployment rose to 7.5% in the second quarter as consumer spending and industrial output both fell.

Opposition and international partners impeding hinterland development WHILE the Opposition collective is pursuing agendas inimical to the welfare of the Amerindian peoples, supported by external partners in anti-developmental strategies under the PPP/C drives, including funding agencies that support these individuals and bodies, the Government continues on its path to provide relief to Guyana’s first peoples and to create systems and drive programmes that continually empower the indigenous peoples who, for decades before the advent of the current administration, were a marginalised, almost forgotten people in this land. Every year, nearing elections, opposition political parties target the Amerindian community, attempting to convince them that the Government is neglecting them. This community is perceived to be facilitators to shifting the ‘balance of power’ to a third force in the local political arena so, regardless of the well-documented and highly visible reality that Government has sustained an unprecedented dynamism in the provision of services and social enhancement interventions in Amerindian communities, Opposition politicians and their allies in the media continually attempt to mislead them into believing that the opposite is true by obfuscating the facts and presenting false pictures of caring for their welfare, when in essence their manipulations and strategising can only lead to a derailment and/or an inhibitor of Government’s hinterland development drive. As in the current situation, where the APA, along with protagonists such as Janet Bulkan, Christopher Ram and other Opposition elements are using nefarious arguments and strategies to stymie the momentum of Guyana’s Low Carbon Development Strategy (LCDS) and other Amerindian empowerment initiatives that will benefit Hinterland communities in very tangible ways that can impel development in Amerindian communities at a highly-accelerated rate. The APA, as are Janet Bulkan, Ram and other protagonists in the fray, are supporters
of Opposition parties that they hope will be the catalyst that will lead to the removal of the PPP/C Government at the next Elections, which they hope to win by hook or crook – mainly by crooked strategies. This is the agenda behind their prognostications, strategising, and ostensible caring of Guyana’s Indigenous peoples. It is a sad reality in this country, and in many other developing nations, that individuals representing funding agencies arrive in the host countries either with pre-conceived ideas from false information fed them by Opposition lobby forces, or, upon their arrival, they immerse themselves in the socialising circuit and, without doing any comprehensive, non-prejudicial ground assessments, they join with individuals and organisations to direct funding whereby monies meant to help the disempowered and the vulnerable find itself into the pockets of a few persons who term themselves administrators of skillfully-concocted ‘programmes.’ Whether the representatives of the funding agencies and international agencies benefit in any way, either in cash or kind, is moot, because they are not doing their work efficiently and effectively. Their prejudice is glaring in the discrimination shown to the Women’s Progressive Organisation (WPO) which, because of its affiliation to the ruling party is denied assistance from funding agencies on the basis that the organisation is a political one, while the funding provided to the WPA/APNU women’s arm, Red Thread, is constant and abundant, even though this organisation’s political activities far overshadow any social work it does. But there is no organisation that has helped to empower women, especially in the rural communities, as the WPO has done for decades. Its formation and history of service to the Guyanese poor have been conceptualized and driven by this ideal. And the argument of its political affiliation is a nebulous one, because there are several politically-linked organisations that have been receiving massive funding from
International Funding Agencies and local bodies on the basis that they are helping to, among other things, curb violence against women (which is escalating), providing counseling services on HIV/AIDS, unwanted pregnancies, etc., but in reality little is done except that persons who used to stand at corners to catch minibus and live in rented apartments are now driving in RAV-4s and own palatial residences. On the same basis of political affiliation funding agencies should look at the agenda of the APA and then determine whether it is representing the rights of Guyana’s Indigenous peoples or pursuing the interests of the political party of which it is an arm. After much effort the Norwegians have recognised the solid case Guyana has to benefit financially from its rainforests through the Government’s LCDS, and, much to the credit of that country, they have acted upon that recognition. Opposition parties and other detractors have gone into a frenzy to deny the first people and other communities the benefits that would accrue from the Norwegian deal by attempting in various ways to sabotage the deal; and one could justifiably question the agenda and ask why they would want to deny the Guyanese people badly-needed funds to mitigate the effects of climate change that is devastating our agricultural sector and our hinterland communities, in particular, and the Guyanese nation on the whole? On the other hand former President Jagdeo gifted to the Amerindian community the US$40,000 that was presented to him when he won the Champion of the Earth award. This beneficent largesse to Guyana’s First Peoples on the part of Dr. Bharrat Jagdeo as Guyana’s Head-of-State has gone largely ignored by the Opposition media, while their anti-Government/anti-people frenzy escalates daily. The United Nations has unequivocally
supported Guyana’s Amerindian Act on the basis that Guyana has the second best Indigenous Act in the world, so why is the APA so intent on misinforming the Indigenous people that they are being discriminated ag ainst?– However, apart from nationwide interactions and consultations the media has been saturated with the LCDS on an almost daily basis. The PPP/C Government has addressed the issue of Amerindian land rights when no-one else cared, with millionaire logging families grabbing Amerindian lands and mining companies destroying indigenous survival systems, including vital water sources. To its credit Stabroek News had championed the residents of Arau when mining activities had jeopardised the survival of that beautiful hinterland community. It had also unequivocally denounced Omai for the spillage that had endangered the health and lives of Amerindian communities. Yet when the Government made proposals to inhibit, and eventually eradicate dangerous mining practices that were jeopardising the welfare of the Amerindian peoples the Stabroek News was one of the most strident media houses that championed the miners’ demands for a restoration of the status quo. While the developmental imperatives of this nation would be greatly accelerated if the Government’s LCDS and other empowerment programmes generate income for this country, the Amerindian people’s welfare would always be given priority, because their contribution to the national development paradigm is now being given due recognition and respect.
Transparency Institute of Guyana established by Opposition so it carries its skewed views I READ in the Stabroek News (Sat Aug 16th, 2014) where the Transparency Institute of Guyana Inc. (TIGI) wants the Government to halt the operations of the Chinese Company Bai Shan Lin and the Indian Company Vaitarna in the wake of reports in the press on their Logging activities. Please allow me to state the following: 1. The fact of the matter
is that TIGI is known to be misled by the Opposition sections of the Press and its unjustified position on Bai Shan Lin and Vaitarna is sound evidence of this because their news is based on misinformation and, more so, lies. Let me say shame on TIGI! 2. Before arriving at its position on Bai Shan Lin and Vaitarna, did TIGI as a body that claims to promote transparency in Guyana carry out
verifications with the Guyana Forestry Commission (GFC)? My information is that TIGI did not, which in my humble view it is a political front for the Opposition in Guyana and is masquerading as an anti-corruption agency. 3. But if TIGI claims to be a body promoting transparency in Guyana and is inclined towards the political Opposition how can its work be considered credible and professional? In this regard it
is my opinion that TIGI needs to be cleansed by its international parent body. 4. By the way, who are the principals of TIGI? I know of one, Anand Goolsarran, who seems to be its chief spokesperson. Goolsarran was an Auditor-General under the illegal PNC Government and is now actively engaged in criticising, if not condemning Government’s accounting and accounting systems in the public domain, calling for
investigations. The question is, did Goolsarran, when he was Auditor-General, ever publicly call for investigations into the PNC’s illegal accounting systems? And can he say for what year/s he provided Auditor-General reports under his illegal PNC Government prior to 1992 when Guyana was in a state of economic bankruptcy and corruption? Answer these questions, Goolsarran. 5. Goolsarran is clear-
ly an anti-Government of Guyana protagonist and in this regard TIGI will not be able to arrive at credible, responsible and professional decision-making, but more so decision-making that is politically unprejudiced and TIGI’s call for stopping the operations of Bai Shan Lin and Vaitarna without validated reasons is just a simple example. King’s attempt at publicity for ECHO I have noted that Kaieteur news published an article supposedly by ECHO on pages 9 and 24 of Tuesday August 19 2014. This article titled - ECHO tells Bai Shan Lin to cease logging operations or face the courts, is simply laughable. I am reliably informed that after leading a picketing exercise in front of the GFC office, Mr. Royston King and his group were invited by the GFC to its Boardroom to be apprised of the real facts. However, I learnt that Mr. King conveniently decided then that he had another meeting to go to (probably at Kaieteur/Stabroek News?) and abandoned the rest of his group, who chose to accept GFC’s offer to provide clarity. The sinister agenda of Mr. Royston King is, however, clearly exposed since he still chooses to make totally ridiculous claims, and give inappropriate and irrelevant advice that is simply not applicable in the current Guyana’s situation, whilst refusing offers for clarification. This is unacceptable behaviour from someone that is supposed to be a mentor and a role model to young minds
and community residents. If this is the kind of teaching/guidance ECHO is imparting to the members of the environmental youth clubs, I would strongly urge parents not to send their children to this forum since the young minds would only be poisoned with inaccurate information. But let me identify some glaring mistakes and totally outrageous statements: 1. The Company’s name is Bai Shan Lin (not Bai Shan Ling, as is stated in the article) 2. Who will verify that BSL is operating within the law- is it a case where ECHO is looking for a consultancy that it is most unqualified for? The forest regulatory agency has the mandate to ensure the forest sector companies operate within the law and this is exactly what they are doing. One only has to read the reports of the independent auditors that is on the website (www.forestry.gov. gy), and peruse the various guidelines that we, the concession holders must comply with, in order to be educated on this. 3. GFC has clarified that
BSL can log and can export, having satisfied the GFC requirements to do so. In summary, it can do limited harvesting from the SFEP, and the maximum allowable harvesting from its joint venture concessions. It can export logs in keeping with the log export guidelines. It has the relevant export licences to do so. A timber company is in the business of logging (in keeping with the guidelines) and profit making - it is therefore only natural that they would seek to harvest as much as they can (and as many species as they have markets for). Once they comply with the sector’s set guidelines, there is absolutely nothing wrong with that. In fact, more companies should follow this example so that the Government gets the increased returns from our forest resources within the acceptable limits of harvesting. 4. If Mr. King had done even a little bit of research before penning his vitriol, he would know that deforestation/forest degradation due to forestry activities (as verified by international auditors on behalf of Norway
) approximated a mere 360 ha last year. These auditors also praised the systems in place as being very strong; compliance by stakeholders was also deemed satisfactory. The Guyanese public must be made aware that this is just a smokescreen by King. How can he assume that there will be damage to the environment in the face of all these evidences and in light of all of the sectors’s controls. Let me alert Mr. King that we the loggers sometimes feel very strongly that GFC is over regulating the sector. Maybe this is an area that he can channel his energies to. 5. GFC, EPA and the media have all reported that BSL is currently doing an environmental and social impact assessment (ESIA) in keeping with the EPA Act. Sadly however, King and ECHO seem to be unaware of this- is this a reflection of their understanding of current affairs? Is this the kind of outdated and incor-
rect (mis)information they saturate the youth/environmental clubs with? Is this the kind of garbage that is fed to community residents under the guise of “educational programmes and projects to foster environmental protection awareness”? As a small logger, let me say that in the past years there were simply little or no markets for our logs/lumber. We depended and were at the mercy of lumber dealers on the coast, and had to transport our produce there. We had to accept the grade and price of the buyer, then endure another waiting period before we were paid. With BSL, we get a very fair price, our produce is collected from us, and we get our prompt payment. Is this a bad or unwanted development Mr. King and ECHO? Or do you and your organization hold the view that the interior people must remain impoverished and their children have no secure
future? Are they to remain like that so that they can be fed the trash that you and Kaieteur/Stabroek news are maliciously publishing? Let me warn all of you that what you are trying to do is equivalent to taking bread out of our children’s mouths and leaving them without hope for the future. But we will not let this happen. We will not stand by idly and let your silly attempt at publicity for ECHO and whatever other agenda you have succeed. Closure of BSL operations will directly affect us small loggers and our families. We call on you to stop this malicious campaign, and act responsibly as you should. Also, please do proper research next time you have the compulsion to write an article for the newspapers- even if it is Kaieteur/Stabroek news. You owe this to the young members of your club. At a news conference on Monday at the headquarters of the Forestry Commission in Kingston, Singh disclosed that up until the advent of the 2009 Forestry Act of Guyana, “there was no requirement for companies to seek GFC approval prior to entering into joint ventures of transfers.” The Commissioner, in the same breath, refuted claims that the agency tasked with Forestry oversight does not make conditionality for joint ventures between consenting entities. According to him, “a company is the one to request the joint venture, the GFC does not impose any condition on behalf” of any entity. BAI SHAN LIN HOLDINGS Commissioner Singh noted extensively that Haimarokabra Logging Co. was subject to a joint venture in 2006 between Mr. Danny Chan and the original holder, Mr. Roy Kharie. Chan in mid-2007 transferred all his shares in Haimorakabra, as well as Karlam Sawmill to Mr. Chu Wenze of Bai Shan Lin International Forest Development Inc. Singh added that these agreements were not restricted to Chan and BSL along since other joint ventures which occurred around the same time involved Willems Timber and Nagasar Sawmill Limited. After the Forestry Act was set in place, GFC stepped up to the plate and became the sole authority approving of joint ventures between consenting entities. Wood Association Industries Company (WAICO), for which the principal was Mr. Danny Ameerally had received approval from the Commission’s board for joint ventures with BSL through Mr. Chu Wenze. It was also revealed that Sherwood Forrest Inc. with the principals Dr. Patrick Williams, Dr. Gary Clarke and Ms. Yvonne Belle had received joint venture approvals with BSL in August 2009. Puruni Woods Inc. with principles Messrs. Mohabir, Dinesh, and Satish Singh received approval in March 2014, for a joint venture with Mr. Chu Hongbo representing Heilongjang Forest Engineering and Processing Development Inc. And finally, the Commissioner disclosed that Kwebanna Wood Products Inc. through Messrs. Yacoob Ally and Ram Alli were granted approval on joint ventures with BSL in April 2014. Singh maintained that these applications were subject to full scrutiny by the process of submitting an application, which was reviewed and forwarded to a technical sub-com-
mittee of the Board and later to the full Board where it was approved. This means that BSL “has legal access to a total of 627,000 hectares not 960,000 hectares as is erroneously reported in the print media.” Of these 627,000 hectares, approximately 345,000 are a State Forest Exploratory Permit (SFEP), which are accompanied with the obligation to complete an Environmental and Social Impact Assessment (ESIA), a Forest Inventory (FI), as well as a Business Plan (BP) “to the satisfaction of the EPA [Environmental Protection Agency] and GFC before they

Kaieteur News is the Opposition’s specially trained pit bull
It does not matter what you look like, where you live, what your job is or who you support politically, once you dare to have a progressive mindset and want betterment for your family, community and country, you will be savagely attacked by the Opposition’s pit bull. That pit bull is no other than the Kaieteur News and it has been carefully nurtured by its handlers. Let’s take for example their carefully crafted obsession with Bai Shan Lin, the Chinese logging company being currently savaged by the pit bull. It is clear that there is a specific agenda, as the voices of all other stakeholders whose views run counter to that being promoted by the newspaper are ignored. When they cannot ignore them as in the case of the Guyana Forestry Commission press conference, they look for the minutest segment of a 2-hour long session which they can use to further their misinformation campaign and ignore everything else. This is not journalism; this is gradually descending into the Hitler brand propaganda and who else to lead this dark cause than the Oppositions’ local Joseph Goebbels. Far from being the only example, we have hundreds of citizens who have come forward to provide information on how their lives have improved since the introduction of this latest foreign investor in the
timber industry. They have been largely ignored by the pit bull, which is content on providing coverage for Royston King and his ECHO group, parading around the place picketing against the Chinese company and feigning concern for the health of our forestry sector, when it is clear that they are completely ignorant of the process which governs it to ensure harvesting is done in a sustainable manner. Rather than picketing Bai Shan Lin, Royston King should be picketing himself, Mayor Hamilton Green and company for the state they have reduced Georgetown to but that is a completely different issue. We now have to ask why this deliberate attempt to ignore the positive and progressive stories of so many citizens, who are not hiding behind the scenes and pulling the strings as, appears to be the case with those behind this attack on the Chinese company. Rather, these people have left their homes and places of work in our forests and journeyed to Georgetown, so the nation will know the truth. The nation will know that their lives are improving because of this foreign investment, that employment opportunities are being expanded and the money they make, is being ploughed right back into our economy and that the demands of these small log-
gers are increasingly creating new economic opportunities for other citizens. This is the continuing success story of our country, whereby hundreds of people who would have been otherwise unemployed or struggling to put food on the table are now gainfully employed in the forestry sector in a traditional Opposition support base of Region 10. We are told by them that Kwakwani is slowly becoming an economic hub once again; that the benefits are increasingly being felt in Linden etc. and this is what has apparently spooked the opposition. For when their supporters have economic independence, they are of the opinion that they will lose their monopoly on influence which was enjoyed for several decades. To counter this threat to their traditional support base, they had to let loose the pit-bull. After all, this is what it was specially bred for. Closing Bai Shan Lin, will obviously mean cutting the economic independence of these small loggers and their communities and it is the hope that these citizens will fall right back into the lap of the Opposition. So if they are successful with their campaign, the hundreds of small and medium scale loggers in Region 10 will be added to the Opposition ‘collateral damage’ list.
Police beef up security ahead of weekend’s high economic activities By Leroy Smith IN anticipation of increased visitor arrivals into Guyana this weekend; coupled with the staging of Jam Zone activities, concerts and parties, and the rollout of the police Gymkhana along with several other entertainment shows geared at generating money, the police have been placed on high-alert to efficiently discharge their anti-crime duties. The Guyana Chronicle has learnt that the GPF would be beefing up its presence and increasing its surveillance around major shopping areas, banks, and other outlets which conduct business involving liquid cash. Arrangements have already been made for increased day and night patrols in all the various police divisions, and ranks in and out of uniform would be strategically placed to perform duties. All divisions would have increased police presence at their respective ports of entry. Random police stop-and-search operations would be conducted, and already this activity is very evident in the
police area of operation between Conversation Tree and West Coast Berbice. Moreover, the police are calling on members of the public to be very alert and security conscious when transacting business involving the use of cash, gold or other valuables in and around the city. There have been increases in the number of robberies, injuries, and in some cases murders for as little as a cell phone. Many of these crimes are being committed by armed bandits using CG motorcycles carrying fake number plates, and bicycles which often have pillion riders. Amerindian Heritage Month 2014 launched - being celebrated under the theme: “Traditional Embodiment for Amerindian Development”
By Sandy Agasen THE spotlight will be on Guyana’s indigenous people, the Amerindians, throughout next month, designated Amerindian Heritage Month and the Ministry of Amerindian Affairs has planned a series of activities to celebrate the occasion. Amerindian Heritage Month 2014 was officially launched by Ministry of Amerindian Affairs, yesterday, during a press conference at the Ministry under the theme: “Traditional Embodiment for Amerindian Development”. Since 1995, September was declared Amerindian Heritage Month by then Executive President Dr. Cheddi Jagan of the PPP/C Government after the administration recognised the need for Guyanese to celebrate its indigenous people. The activities for the month’s observances will begin with an inter-faith church service at Umana Yana and will culminate with a heritage dinner and prize-giving ceremony at the Georgetown Club, Camp Street on September 26. Programme Coordinator of the Ministry of Amerindian Affairs, Jude Da Silva noted that September was historically dedicated to the official observance of the development prospect and cultural heritage. She added, “It is the month where we converge not only
in Georgetown, but also in all of our villages throughout the length and breadth of Guyana to celebrate our culture and our heritage.” Da Silva recognised the major role the Ministry of Amerindian Affairs plays in coordinating and planning the celebration of Amerindian Heritage Month. HERITAGE ACTIVITIES On August 31 at 17:00hrs, there will be an inter-faith service at the Umana Yana. Pauline Welch, the coordinator of the inter-faith service indicated that there will be a service highlighting the initial religion that was practised by early Amerindian families, along with other religious denominations. According to Da Silva, the next big event will be the launch of Amerindian Heritage Month on September 1st at 17:00hrs at the Heritage Village, National Exhibition Complex, which will be graced by numerous dignitaries, including President Donald Ramotar. This launch will include cultural performances including dance, song and poetry. During the course of the month, numerous activities will be held throughout the country. From September 2nd to 6th, there will be a cultural extravaganza, commencing at 08:00hrs
daily at the Heritage Village, National Exhibition Complex. The craft and food exhibition will be held also at the Heritage Village, from September 2nd to 6th. The craft exhibition will feature the display and sale of bamboo, tibisiri and balata products, as well as indigenous jewellery, such as beads and necklaces. The food exhibition will ensure that Guyanese get to taste a wide variety of dishes prepared and used by the Amerindians. Heritage Day will be celebrated on September 10 at the Umana Yana, and will highlight Stephen Campbell, the first Amerindian to be a Member of Parliament. Heritage Village celebrations will be held at Karrau Village, Region 7 (Cuyuni/ Mazaruni) on September 13th. Sporting activities will be held from September 20th - 21st at Everest Cricket Club at 09:00hrs daily, and will include athletes who will play games including cricket, football and volleyball. Tickets cost $200. There will be a Dinner and Appreciation at the Georgetown Club, Camp Street, Georgetown on September 26th at 19:00 hrs. There will be a cost of $7,000 attached, which will go towards assisting patients seeking medical attention at hospitals. An invitation was extended to all Guyanese to attend the launch, as well as all the other activities planned for the entire month.

Crime Chief advises citizens how to avoid being easy criminal targets
By Michel Outridge IN the wake of brazen daylight armed robberies, including Monday’s robbery/murder at the Vlissengen Road traffic light outside the Botanical Gardens, Crime Chief Leslie James said that while the police are working around the clock to reduce these incidents, citizens need to observe simple security measures to safeguard themselves. Consequently, Crime Chief James has highlighted a number of measures that can be taken by citizens in order to avoid being easy targets for criminals. * Keep the telephone numbers of the nearest police station in your community in a place where it could be easily accessed in time of need. * Keep the telephone numbers of the members of the Community Policing Group (CPG) in your community in a place where it could be easily accessed in time of need. * Call the police and/or members of your CPG and inform them of the presence of suspicious-looking vehicles and persons. * Ensure your gates, doors, and windows are properly secured before leaving your premises or retiring to bed. Moreover, and as far as possible, ensure someone is left to
overlook your premises if you are leaving for a long stay, such as a holiday. * Walk in groups, avoid lonely and not-well-lighted places, and beware of suspicious-looking persons on pedal and motorcycles. * Instead of walking home, utilise taxis or other vehicular arrangements when leaving nightclubs. James added that in line with the foregoing measures, the GPF would also remind citizens that public security is a shared responsibility and is therefore encouraging the public to continue partnering with it in order to strengthen the safety and security of all. so they can respond in a timely manner. James added that many times persons become complacent but there is need to utilise more ‘plastic’, such as credit cards, to reduce the carrying of cash on one’s person in order to curtail armed robberies. The Crime Chief also urged citizens, especially persons conducting business, carrying large sums of cash on their person to be extra alert. Police reported that at about 13:00 hrs on August 18, 2014, businessman Ashok Raghoo, 43, of Pike Street, Campbellville, Georgetown, and his wife, Shyrazabin Raghoo, 49, were in a motorcar at a traffic light on Vlissengen Road, Georgetown, when they were attacked by two men on a motorcycle, one of whom was armed with a firearm. The armed man discharged rounds at the victims, fatally wounding Ashook Rahgghu to his chest and injuring Shyrazabin Ragghu to her right foot. The perpetrators escaped with a bag containing an undisclosed sum of cash and a licensed firearm and ammunition. Shyrazabin Raggjhu has been admitted to hospital for medical treatment. Since the incident a person of interest has been arrested and is being questioned by sleuths in the ongoing probe.

By Asif Hakim BANDITS yesterday had a ‘field day’ on the Linden Highway w h e n t h e y ro b b e d the business owner of Loo Creek on the Linden-Soesdyke Highway. Loo Creek was once one of the more popular picnic spots but at the time of the robbery no one was camping there. The businessman who is said to be the owner of the creek was robbed by two bandits who were armed with a machete and a knife. He was duct taped on his mouth and hands as the bandits robbed him of his Samsung Galaxy cell phone and 650 gallons of diesel although there was a security guard on duty. After the robbery a report was made to a police station on the highway where the police responded to the matter. A senior police officer from ‘E’ Division (Linden) confirmed the details of this robbery as stated by the Guyana Chronicle. Meanwhile, in Linden yesterday and just over a month after opening its doors, the Galaxy Game Shop in the Wismar Market was robbed of 19 - 32” flat screen TV sets and 20 game
consoles. The two security guards who were supposed to be on duty at the game shop were not on duty at the time, according to a resident. One resident, speaking with the Chronicle via telephone, said that there was no need for such a crime as the game shop has brought joy

the support provided to the GDF yesterday represents China’s 2011 military assistance to Guyana. Major General Kong Li explained that in order to show the importance that the PLA attaches the China/ Guyana military to military relationship and effort to help the GDF to further develop itself, the Chinese military decided to increase the amount of its military aid to Guyana for this year to $30M RMB which was applauded by the GDF yesterday following the announcement. Brigadier Mark Phillips explained that the 2012 assistance of $10M RMB is in process, which is on the heels of the Guyana and China agreement for 2014 assistance, which amounts to $30M RMB signed yesterday. Meanwhile, Chinese Ambassador Zhang Limin noted that the two countries’ bilateral military cooperation is an important part of their bilateral cooperation and that over the many years regardless of international challenges, this bilateral military relationship has always developed smoothly. He said that it has lived through a time of test over the many years to promote friendly relations between the two military forces and between its two peoples. The diplomat said that the signing of the 2014 agreement on Tuesday and the handing over of the equipment yesterday represents a new start in this military cooperation.

Pollard, Ramdin lead Windies fightback to beat Bangladesh ST GEORGE’S, Grenada (CMC) – A century stand between Kieron Pollard and Denesh Ramdin rescued an imploding West Indies and spurred them to a three-wicket win over Bangladesh in the first One Day International (ODI) at the National Stadium here yesterday. Pollard and Ramdin compiled 145 runs for the 6th wicket to pull the homeside from the jaws of defeat following a top-order batting collapse which left them reeling on 34 for five. Pollard started slowly but accelerated his innings later to finish with a top score of 89 while Ramdin scored 74, starting quickly but curbing his enthusiasm later in the innings. After their impressive counterattack the two batsmen perished in the dying stages of the chase to give Bangladesh a chance to make a comeback. Russia says rejects FIFA plea to cut World Cup venues

(Credit: Reuters/Maxim Shemetov/Files) By Dmitriy Rogovitskiy MOSCOW, Russia (Reuters) Russia has rejected a FIFA recommendation to cut the number of host cities for the 2018 World Cup from 11 to nine and stadiums from 12 to 10, according to Russia sports minister Vitaly Mutko. “The plan that we will have 12 stadiums in 11 cities, which will host matches at the World Cup is not changing,” Mutko told the ITAR-TASS news agency on Tuesday. “FIFA recommends that we should have 10 stadiums in nine cities, which include two arenas in Moscow. This week delegates from FIFA will visit us and we will be taking them to all the host cities. Tomorrow they will be going to Saransk.” Mutko said if there was
a decision to reduce the number of stadiums it would have to be taken within the next two months. “If this question is not decided during their (FIFA’s) executive (committee) meeting in October then it will be too late to change anything, as we are planning to start construction of the stadiums in 2015,” he said. After this year’s World Cup in Brazil, FIFA president Sepp Blatter said he was troubled it had cost $11 billion to stage and indicated Russia’s 2018 plans could be reexamined. Mutko told reporters in Rio de Janeiro that Russia had allocated $20 billion (£12.03 billion) to staging the 2018 finals. “It’s obvious the World Cup has taken such a dimension that the organisation is hard work for the organising country
and also for the FIFA,” Blatter said at his final media briefing following Germany’s win over Argentina in the final. “FIFA is looking at 2018 now and we are in discussions on what is the ideal number (of stadiums) for the organisation and to keep it in such a manner that it’s feasible, reasonable and controllable,” he said. “We are not going to be in a situation as is the case of one, two or even three stadiums in South Africa (after the 2010 World Cup) where it is a problem of what you do with these stadiums,” Blatter added. The 11 cities chosen by Russia to host matches are: Moscow, St Petersburg, Sochi, Kazan, Kaliningrad, Volgograd, Rostov-onDon, Nizhny Novgorod, Samara, Saransk and Yekaterinburg.

Lack of options leaves India struggling with Dhoni dilemma By Sudipto Ganguly MUMBAI, India (Reuters) - Beleaguered India skipper Mahendra Singh Dhoni appears set to retain his Test captaincy role - if he has the desire to continue - due to a sheer lack of alternative options to take on the job after yet another calamitous overseas tour. India’s propensity for foreign failures was exposed in 2011 when the side lost eight consecutive Tests with back-to-back 4-0 thrashings in England and Australia. If fans in the world’s secondmost populous nation, where cricket is treated like a religion, thought that period was the lowest point possible, they were in for a rude awakening when India landed in England for a recent five-Test series. Dhoni’s garden appeared very rosy indeed when his unfancied side claimed their first overseas win in three years with a comprehensive second Test victory at Lord’s but the joy and relief proved to be nothing more than a decorative flower. They capitulated meekly against a resurgent England in the next three matches, the final nail hammered into their coffin at The Oval when they lost by an innings and 244 runs and in less than three days to slump to a 3-1 series defeat.
While coach Duncan Fletcher saw his role reduced after the disastrous Test segment of the tour with the Indian board moving quickly to appoint Ravi Shastri as director of cricket, there was barely a murmur on Dhoni’s fate. In the 20 Test matches Dhoni has led India outside the country since their 2011 50-over World Cup triumph on home soil, the team has emerged victorious on just two occasions while the defeats column has moved rapidly on to an embarrassing 13. It was not always doom and gloom for the hard-hitting wicketkeeper-batsman from the eastern Indian state of Jharkhand, who enjoyed a meteoric rise in popularity after his one-day international debut in 2004 and first Test cap a year later. As a rookie captain of India’s Twenty20 side in 2007, he guided his men to victory in the inaugural World Cup in South Africa and was handed the reins of the Test team later that year after Rahul Dravid stepped down. MIDAS TOUCH His dashing performances made him a poster boy of Indian cricket, probably second only in popularity to batting maestro Sachin Tendulkar, due to his nononsense attitude and possession of an uncanny Midas touch.
India captain Mahendra Singh Dhoni As captain, the 33-year-old took India to the number one Test ranking, added the 50-over title to his resumé in 2011, after a gap of 28 years, and also won the Champions Trophy in England to forge a permanent place in Indian cricket folklore. His records probably never allowed administrators to look beyond him as the team’s figurehead or put in place a succession plan as Dhoni continues to lead India in Tests, ODIs and the shortest Twenty20 format. When a much-criticised Dhoni was able to keep his job after the 2011 humblings in England and Australia, the general consensus
is that it will be up to the player himself to decide when he steps down or hands the reins over to someone else. Making matters even worse is the fact that following the retirement of several senior cricketers in the past few years, India do not have a single viable option able to step in and replace Dhoni. Rising star Virat Kohli was considered a possible alternative but the 25-year-old batsman’s woeful form in England means he probably needs time to sort out his own problems before shouldering the extra burden of captaincy. “He (Dhoni) is only surviving because there’s no alternative. Otherwise, yes, it’s probably time to rethink on Test captaincy and take the burden off him,” former chairman of selectors Krishnamachari Srikkanth told Indian television. “But who’s the next captain? That is the problem. I mean with Virat Kohli’s form he is not in contention at all.” India’s leading national dailies and social media users have been united in their condemnation of the disastrous Test series in England with Dhoni and Fletcher bearing the brunt of the collective anger. TACTICAL ACUMEN While former captain Sunil Gavaskar bemoaned an apparent

All of them report to me,” Shastri told ESPNcricinfo in an
interview where he expanded on his role. The decision by the BCCI to bring in Shastri along with the three Indian assistants - Sanjay Bangar (batting), B Arun (bowling) and R Sridhar (fielding) - and “give a break” to fielding coach Trevor Penney and bowling coach Joe Dawes ignited speculation about Fletcher’s future. But Shastri emphasised that Fletcher would not be sidelined. “Absolutely not. He stays as the head coach. And these two (Bangar and Arun) will be his assistants. I am there to oversee.” Immediately after the BCCI made public his
appointment on Tuesday morning, Shastri went to the team hotel in London where he had a two-hour chat with both MS Dhoni and Fletcher to chalk out plans for the five-match ODI series which starts in Bristol on Monday. “We had a chat about where things are at the moment and how things have to be addressed and how important communication will be.” Shastri has been blunt in his assessments in the wake of India’s 3-1 defeat against England in the five-match Test series. People would have accepted 3-1 if there was a little more fight.” Shastri said that it was painful to watch batsmen not learning from their mistakes during the series. “My only disappointment was players at times making the same mistake,” Shastri said. “That
disappointed me. Everyone makes a mistake, but you want to try something different.” In his newspaper column, published the day after the Oval defeat, Shastri wrote: “Five sessions and not five days have been enough to nail them. But move on we must. Dant capture OSCL 15/15 crown

TORONTO Dant, seeking to capture an unprecedented three titles in their first season in the Ontario Softball Cricket League (OSCL), took a gigantic step in their quest, capturing their second crown in as many weeks last Sunday at the Ashtonbee ground here. Contesting the first-ever 15/15 final staged by the OSCL, Dant turned back the challenge of Better Hope, winning by a comfortable 26 runs. The victory followed their triumph over Rems in the 10/10 final the previous Saturday at the same venue. Taking first strike, after skipper Aftab Shamshudeen won the toss and elected to bat, Dant reached a challenging 116 for six in their allotted 15 overs and limited Better Hope to 90 for eight when their overs expired. Dant’s innings was built around a quickfire 12-ball 30 from Riaz Kadir who clobbered four massive sixes in his short stay at the crease. The early foundation was built by openers, Shaun Deonandan (18), a former Guyana youth player and Maniram Karran (17), the two posting 35 for the first wicket, while for Better Hope, Jairam Ramotar claimed two for 37 and there was one wicket each for Hemchand Sarwan, Jerry Brittania and Gavin Singh. Better Hope were never in the hunt, losing wickets at regular intervals with only Sunil Ramkissoon proving his worth with a fighting knock of 22 while skipper Richard Dias, who opened the innings made 12. OSCL president Albert Ramcharran was among the executives at the presentation ceremony which followed the two matches. He reminded the players that selection for the upcoming Guyana Softball Cup in October will be made shortly and outlined the selection procedures. The OSCL is aiming to field two teams, one in the Open category and the other in the Masters. Ramcharran also took the opportunity to congratulate the four teams which participated in the final and the Consolation game. He also boasted that the OSCL was the first to have staged 10/10 and 15/15 tournaments in Canada. Dant skipper Shamshudeen was loud in his praise for his charges and vowed that his team will also cart off the 20-over tournament which is in progress. They are unbeaten to date in the competition which is being played on a league basis. Confessing that the better side had won the final, Better Hope captain Richard Dias also had kind words for his players but warned they will reverse the decision next time around. Meanwhile, the OSCL will stage its annual presentation dinner and dance on Sunday, October 26 at the Easton Banquet Hall in Scarborough.
Barca appeal against transfer ban rejected - FIFA By Brian Homewood ZURICH, (Reuters) Barcelona have lost an appeal against a decision to ban them from the transfer market for two consecutive windows, football’s world governing body FIFA said in a statement yesterday. As a result, Barca, who were found guilty of breaching rules on the international transfer of under-18 players, will be banned from registering players during the next transfer window in January as well as the 2015 summer window, FIFA said. FIFA also rejected Barcelona’s appeal against a 450 000 Swiss francs (296 481 pounds) fine and have been given 90 days to regularise the situation of all the minor players concerned, the governing body said. The ban was originally imposed in April and would have covered the current transfer window, followed by the next one in January. However, Barcelona appealed later the same month and the ban was lifted pending the outcome of the disciplinary process. The Catalan club, hugely proud of its Masia academy, said it would take the case to the Court of Arbitration for Sport (CAS). “Barcelona cannot accept in any way a decision which attacks the sprit of our Masia, an example in human, sporting and academic development, recognised

protection of minors,” said FIFA in a statement. “FC Barcelona is to serve a transfer ban which will see the club prevented from registering any players at both national and international level for two complete and consecutive transfer periods, starting with the next registration period (January 2015).” FEDERATION FINED The Spanish Football Federation (RFEF) also lost its appeal against a 500 000 Swiss francs fine, FIFA said. “The RFEF has been ordered to pay a fine of CHF500 000 and granted a period of one year in which to regularise their regulatory framework and existing system concerning the international transfer of minors in football.” FIFA, which did not give any further details of which rules had been broken or which players were involved, allows the international transfer of under-18 players in only rare circumstances. They are permitted, if the player’s parents move to the club’s country for reasons not linked to football or if the transfer takes place within the territory of the European Union or European Economic Area, and the player is between 16 and 18. The former rule has led to concerns that rich clubs could arrange for the player’s parents to move to
their country, and get jobs, behind the scenes. In the latter case, clubs must ensure that the player is given a full education or training that would allow him to pursue a career outside football, as well as football training “in line with the highest national
standards.” In addition, the player must not be younger than 16. Clubs who run academies must report all minors who attend their own national association, who in turn must keep a register including names and dates of birth.
The rules also state that “through the act of reporting, academies and players undertake to practise football in accordance with the FIFA Statutes, and to respect and promote the ethical principles of organised football.”

Guyana Sport Shooting Federation now duly sanctioned The Guyana Sport Shooting Federation (GSSF) is now duly sanctioned as a sporting federation by the Ministry of Culture, Youth and Sport and the National Sports Commission (NSC) pursuant to its incorporation under the Laws of Guyana. Since its incorporation and electoral process, the Board has been working to put things in place to facilitate taking sport shooting to a new level in Guyana. Yesterday members of the Board of Executives met with Minister of Culture, Youth & Sport, Dr Frank Anthony at the Ministry’s Boardroom. Newly elected president, Vidushi Persaud noted that the GSSF has been established with the vision of promoting all types of sport shooting in keeping with all international standards. She stated: “Our focus on competitive shooting will include areas never before focused on so as to place Guyana strongly in the international arena. Areas will include Olympic shotgun, air rifle, and archery

Bolt wants roof over his head for Polish race WARSAW, Poland (Reuters) - Six-time Olympic champion Usain Bolt is hoping the roof will be closed when he runs his first-ever race in Poland at the Kamila Skolimowska Memorial in Warsaw on Saturday. The Jamaican world record holder will have his eyes on a special mark when he competes over 100 metres on a newly laid track at Warsaw’s National Stadium, which has a retractable roof. “I’ve never run indoors, I was always too tall,” Bolt joked at a news conference yesterday. “When I heard there was going to be a roof, I was looking forward to that.” If the roof is closed, the competition would count as an indoor event, a novelty itself for Bolt, but the new surface could call into question the legitimacy of any times set. The towering Bolt, however, said, perhaps with his tongue placed firmly in his cheek, he is looking to challenge Namibian Frankie Fredericks’s unofficial indoor world record of 10.05 seconds set in 1996. “If they treat it as an indoor world record it’ll be good for me,” said Bolt, who holds both 100 and 200m outdoor world records. “It’s always good to have more records.” Even if it is unofficial. Bolt has recently spoken of his plans to retire from athletics after the 2017 World Championships in London, where he won three Olympic gold medals two years ago. Alpha United chances of advancing not impossible, but highly improbable – Dover By Rawle Toney BY GIVING up five goals in two games, Alpha United now find themselves between a rock and a hard place as they compete in the CONCACAF Champions League. The Alpha boys lost their opener against Honduras’ Olimpia Deportivo 1-0 then suffered a 4-1 defeat at the hands of Major League Soccer’s (MLS) Portland Timbers; both home games, played at the Guyana National Stadium. The Guyanese club will now travel to Honduras for their August 28 return game against Olimpia after which a trip to the USA will see them play Portland Timbers at Providence Park on September 23 to wrap up their Champions League campaign. Coach Wayne Dover after his lost to the Honduras club was optimistic of redemption against the CONCACAF Champions League debutant American team but the result only placed Alpha United in a position that he said is not “impossible, but highly improbable” for them move on to the knock-out stage. Speaking at the post-match press conference at the Guyana National Stadium after their Portland Timbers defeat, the former National coach pointed out, “This is a very uphill task now for us because we have conceded five goals in the tournament; this will make

team’s coach was asked how he will motivate his players. Dover pointed out “It’s a situation where some of the guys will look at it like it’s already over, but we as coaches will have to ensure that we put in their heads that it’s not over as yet, though it’s difficult for us to
qualify, and we will try to use all methods to try to motivate them for the next two games and still look for the results. “If we don’t get it, we can appreciate the fact that we played at this level and the guys gained the experience for future tournaments at this level.” The game against the Portland Timbers was a historic one, since it marked the first time an MLS team would be playing a Guyanese club and in Guyana. Steve Zakuani, Maximiliano Urruti, Fanendo Adi and Jamaican international Alva Powell were the goalscorers for the MLS side and reflecting on the game, Dover said, “We came looking for the results, were disciplined early on in what we wanted to do. We lost our discipline in the later stage of the first half and in the second half” Despite Alpha United’s Brazilian rightback Barbosa Murilo scoring a master-class free kick that featured on ESPN’s Top 10 Plays, Alpha United were outplayed by a well-oiled Portland Timbers and, according to Dover, the game brought out a distinct difference between a professional team and amateurs. Dover pointed out that once a team, especially a team that play at an amateur level, make what he deems “elementary mistakes” against professionals, they will be punished.
Statement from Director of Sport Neil Kumar ….tournament rules support Guyana Amazon Warriors position on CPL final
AS Director of Sport in Guyana, I wish to comment on the controversial outcome of the second Caribbean Premier League (CPL) final, played between the Guyana Amazon Warriors and the Barbados Tridents on August 16 in St Kitts and Nevis. It is incumbent upon me to highlight a few sections of the playing conditions, or rules, of the tournament. I have copied and pasted those sections below, verbatim, which may apply given the circumstances that obtained before, during and after the game, not only for the fans of the Guyana Amazon Warriors, but also for anyone who follows the game of cricket. 12.4 – Length of Innings 12.4.1 – Uninterrupted Matches. a) Each team shall bat for 20 overs unless all out earlier. b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first innings, play shall continue until the required number of overs has been bowled. The length of the interval shall be reduced as per clause 15.1 (minimum 10 minutes) and the second session shall begin at the scheduled time or ten minutes after the end of the first innings (whichever is later). The team batting second shall receive its full quota of 20 overs irrespective of the number of overs it bowled in the scheduled time for the cessation of the first innings. c) If the team batting first is dismissed in less than 20 overs, the team batting second shall be entitled to bat for 20 overs. d) If the team fielding second fails to bowl 20 overs by the scheduled cessation time, the hours of play shall be extended until the re-
quired number of overs has been bowled or a result is achieved. e) Penalties shall apply for slow over rates (refer to the Code of Conduct). 12.4.2 – Delayed or Interrupted Matches a) Delay or Interruption to the Innings of the team batting first (see Appendix 2) i) When playing time has been lost the revised number of overs to be bowled in the match shall be based on a rate of 15 overs per hour in the total remaining time available for play. vi) Penalties shall apply for slow over rates (refer to the Code of Conduct). b) Delay or Interruption to the innings of the team batting second (see Appendix 3) i) When playing time has been lost and, as a result, it is not possible for the team batting second to have the opportunity of receiving its allocated or revised allocation of overs in the playing time available, the number of overs shall be reduced at a rate of 15 overs per hour in respect of the lost playing time. Should the calculations result in a fraction of an over the fraction shall be ignored. ii) In addition, should the innings of the team batting first have been completed prior to the scheduled, or re-scheduled time for the commencement of the interval, then any calculation relating to the revision of overs shall not be effective until an amount of time equivalent to that by which the second innings started early has elapsed. iii) To constitute a match, a minimum of 5 overs have to be bowled to the team batting second subject to a result not being achieved earlier.
iv) The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs. v) A fixed time will be specified for the close of play by applying a rate of 15 overs per hour. The timing and duration of all relative delays, extensions in playing hours and interruptions in play, will be taken into consideration in specifying this time. vi) If the team fielding second fails to bowl the revised overs by the scheduled or re-scheduled close of play, the hours of play shall be extended until the overs have been bowled or
a result achieved. vii) Penalties shall apply for slow over rates (refer to the Code of Conduct). 12.5 Extra Time Where the start of play is delayed or play is suspended for whatever reason, up to one (1) hour of extra time may be added. As regards slow over rate, the Guyana Amazon Warriors bowled 20 overs in 95 minutes, while the Barbados Tridents bowled 15.5 overs in 93 minutes. This clearly shows that the Tridents deliberately dragged on the game, while the umpires continued to smile. The West Indies Cricket Board (WICB), the Cricket Committee of CPL and the International Cricket Council (ICC) must explain their role in the CPL tournament. Further, the Amazon Warriors Management must diligently pursue their appeal of the decision to award the game to Barbados Tridents to the ICC. The Caribbean people are expressing total disgust at the outcome. Is the sponsor of the Tridents team guilty of something? Who owns the Tridents? Who owns the CPL? In view of how the game was conducted, I call on the WICB, the Cricket Committee of CPL and the ICC to reverse the decision taken on the final and that the match is declared null and void, or a no result. I also feel compelled to attach, as part of this statement, a complete copy of the “Playing Conditions of the Caribbean Premier League 2014” for your own perusal.
