In Guyana, with its multi-cultural weave, significant advances have been made in bringing different sections of society together, according to Acting President and Prime Minister, Samuel Hinds.

These sentiments were expressed at the opening of a six-week state media training programme yesterday at the Guyana International Conference Centre, where the Prime Minister added that the programme of activities for the training is both timely and relevant, and will bolster the move towards greater cooperation in Guyanese society.

“In the state media, we have to become much more knowledgeable about the main issues in Guyana, par-

ticularly the issue of coming together and developing Guyana….we have the job of creating Guyana,” he said.

According to Mr. Hinds, the state media, which include the Government National Information Agency (GINA), the National Communication Network (NCN) and the Guyana National Newspapers Limited (GNNL), have a responsibility to pursue effectively a much broader interest, the development of our country, and inculcate the kind of values in our people that make development easier, as well as to bring our people more and more together.

underscored the investment in the training.

He too acknowledged the challenges of remaining competitive and underscored that addressing this issue is one of the aims of the training programme.

According to him, reliability, credibility and a competitive edge will be bolstered by the training programme and, to this end, he charged participants to take the opportunity to hone their skills, build their portfolio, network and become experts in the area within which they work.

Chief Executive Officer (CEO) of NCN, Mrs. Molly Hassan, reiterated similar sentiments and also pointed out that in building a competitive advantage on the local media scene, human resource development is essential. She highlighted the fact that the training programme responds to a careful examination of employees’ needs and is an investment that is needed to ensure success in state media operations.

Additionally, Head of GINA, Mr. Neaz Subhan, stated that the training is a means for employees to not only advance, but also ensure that they are marketable.

He urged participants to demonstrate hunger, passion, commitment and an open mind as they continue as state media practitioners.

All three media managers also agreed that measuring the success of the programme is important.

Coordinator of the project, Mr. Rovin Deodat, also made remarks at the session’s opening, and pointed out that there is tremendous support for the programme.

He added that the facilitators, Mr. Raschid Osman, Mr. Ron Robinson, Mr. Mark McGowan, Dr. Prem Misir, Mrs. Michella Abraham-Ali and other senior state media operatives, bring more than 300 years of experience to the table.

The training programme modules cover topics including, English usage, writing to the different media platforms and servicing and updating web pages, among others. The session is expected to come to an end on October 30, 2014.

Revamped Parliamentary website launched

THE National Assembly yesterday launched its revamped, upgraded parliamentary webs i t e , w w w. p a r l i a m e n t . gov.gy, that seeks to provide relevant information to the public in a timely fashion.

The launch took place in the Parliament Chamber, Public Buildings, Georgetown, in the presence of Members of Parliament, Gail Teixeira, Manzoor Nadir, Moses Nagamootoo and Cathy Hughes, a statement from Parliament Office reported.

The MPs and others present lauded the efforts made by all the parties involved

in making the establishment of the new site possible and were treated to a guided tour by the Consultant.

Recognising significant short-falls in the previous website, a contract was signed on November 1, 2013, to upgrade the website with consultant Cirrus Multi-media, with funding provided by the United Nations Development Programme (UNDP) through its “Enhanced Public Trust Security and Inclusion Project 2.”

A Planning Committee comprising all Heads of Department and chaired by the Clerk of the National Assembly was established to monitor the project and several meetings were held.

According to the state-

ment, the website is user-friendly and provides relevant information to MPs, members of staff, members of the media, students and the general public on the major aspects of the functions and various activities of the National Assembly of the Parliament of Guyana.

It includes a media centre, a searchable database of committee reports, records, hearings, votes and other parliamentary documents pertaining to the current Parliament; searchable database of legislative acts, bills, documents laid, resolutions, motions, notice papers, questions and answers, minutes of the National Assembly, subsidiary legislation, peti-

tions and other parliamentary documents.

There is also a special section on budget and financial legislation; an overview of the composition and functions of the National Assembly, including a description of the specific role of the parliamentary chamber and non-plenary bodies (committees, commissions, etc); a "guided tour"(virtual tour) of the parliamentary building; practical information on access to the parliamentary building and library; pictures and contact information for all MPs; summary or complete records of parliamentary debates; and audio and video web telecasting of parliamentary sittings.

Prowling jaguar terrorising Cozier Canal residents RESIDENTS living along the banks of the Cozier Canal in the Pomeroon River community have reported that a jaguar is prowling the area during nightfall in search of dogs, its favourite meal.

The jaguar is reported

to have already killed and eaten numerous canines in the farming community, but prowls every night in search of more.

Accordingly, residents are very scared of the fearsome animal, and have to

secure their homes during nightfall.

The jaguar reportedly visits homes during the dark of night, and would, at times, climb up stairs in search of its prey.

In spite of their fear, residents have organised

a hunt in the area for the fearsome animal.

Speaking at the ceremony, the statement said House Speaker, Raphael Trotman said the main aim of the website was to provide, efficient, effective, and timely ICT based information services for members and staff, and to make the work of the National Assembly and Parliament Office more transparent.

Trotman also noted that the website can be seen as an essential tool to both foster and enhance a two-way communication between the parliament and people of Guyana.

“Effective communication with citizens builds confidence in Parliament. Creating an environment where

citizens have trust in their elected officials promotes a shared commitment to democratic values,” the statement further quoted Trotman as pointing out.

Resident Representative of the UNDP, Ms. Khadijah Musa, underscored the importance of parliaments having the necessary tools to give the press and members of the public full access to parliamentary information. She further commended the National Assembly for reaching this important milestone.

U.S., France propose U.N. sanctions Islamic State urges attacks on U.S., on foreign Islamist fighters French citizens, taunts Obama (Reuters) - A UNITED Nations Security Council committee is considering requests by the United States and France to blacklist more than a dozen foreign extremist fighters, fundraisers and recruiters linked to Islamist militant groups in Syria, Iraq, Afghanistan, Tunisia and Yemen.

The bid to sanction people from France, Saudi Arabia, Norway, Senegal and Kuwait coincides with the expected adoption on Wednesday of a Security Council resolution to suppress foreign extremist fighters. U.S. President Barack Obama is scheduled to chair the meeting.

According to the confidential requests made to the Security Council’s al Qaeda sanctions committee, and obtained by Reuters on Monday, 15 names will be designated on Tuesday afternoon if no objections are raised. The listings could also be delayed for administrative reasons if a member needs more review time.

The action by the council also coincides with Obama’s call to build an international coalition to fight Islamic State militants, who have captured swaths of territory in Syria and Iraq, proclaimed a caliphate in the heart of the Middle East and urged followers to attack citizens of various countries.

Among the people being considered for U.N. sanctions, which include a global travel ban, asset freeze and arms embargo, is Abd al-Rahman Muhammad Mustafa al-Qaduli, an Iraqi who is a senior Islamic State leader in Syria and previously served as a deputy to al Qaeda in Iraq leader Abu Musab al-Zarqawi.

In all, the United States has submitted 11 names and France four, according to the documented requests.

They show that the list includes Ahmed Abdullah Saleh al-Khazmari al-Zahrani, a Saudi Arabian senior member of al Qaeda, who left Afghanistan and Pakistan last year for Syria. The documents also say Azzam Abdullah Zureik

Ibrahim Suleiman Hamad al-Hablain, a Saudi Arabian explosives expert and operative for Abdallah Azzam Brigades, which was formed in 2009 and is connected to Nusra Front, al Qaeda’s affiliate in Syria is also listed. As is Seifallah ben Hassine, leader of Ansar al-Sharia in Tunisia, which has links to al Qaeda in the Islamic Maghreb. The group has been involved in recruiting youth in Tunisia for fighting in Syria.

ISLAMIC STATE SPURS RESOLUTION Another person identified is Abd al-Rahman bin Umayr al-Nuaymi, who is described as having “facilitated significant financial support to al Qaeda in Iraq and served as an interlocutor between AQI leaders and Qatar-based donors.”

Abd al-Rahman Khalaf Ubayd Juday al-Anizi has been in Syria since 2013, where he was a facilitator for Nusra Front, sending operatives and logistics into Syria from the Gulf region. Since earlier this year, he has been providing a “wide range of support” to Islamic State in Syria and Iraq, according to the document.

Anas Hasan Khattab, a Syrian who helped form Nusra Front and is the group’s administrative leader, and Maysar

Ali Musa Abdallah al-Juburi, an Iraqi who is Nusra’s sharia leader, are also included.

It adds Shafi Sultan Mohammed al-Ajmi, a Kuwaiti who is described as an active fundraiser for Nusra Front and “operates regular social media campaigns seeking donations for Syrian fighters.” A Norwegian, Anders Cameroon Ostensvig Dale, is described as a member of al Qaeda in the Arabian Peninsula who made several trips to Yemen where he received training in how to make bomb belts, improvised explosive devices and car bombs.

“Dale’s ability to travel to many countries without visa restrictions has the potential to be used by AQAP to carry out an attack in those countries,” according to the draft listing narrative.

The United States has also asked for two groups, Abdallah Azzam Brigades in the Middle East and Ansar al-Sharia in Tunisia, to be blacklisted for links to al Qaeda.

Four names submitted

by France include Emilie Konig, a French woman, who traveled to Syria in 2012 to fight for Islamic State, according to the draft list. It said Kevin Guiavarch and Salma Oueslati are a married French couple who went to Syria in 2012, where Guiavarch is fighting alongside Nusra Front militants.

The couple also “support individuals who are planning to travel from France to Syria in order to join terrorist groups,” according to the entry.

U.S. and French warplanes have struck Islamic State targets in Iraq, and on Sunday the United States said other countries had indicated a willingness to join it if it goes ahead with air strikes against the group in Syria too.

The United States is building an international coalition to combat the extremist Sunni Muslim force, which has seized large expanses of territory in Iraq and Syria and proclaimed a caliphate erasing borders in the heart of the Middle East.

Adnani said the intervention by the U.S.-led coalition would be the “final campaign of the crusaders,” according to SITE’s English-language transcript of an audio recording in Arabic.

“It will be broken and defeated, just as all your previous campaigns were broken and defeated,” Adnani said, according to the recording, which urged followers to attack U.S., French, Canadian, Australian and other nationals.

French Interior Minister Bernard Cazeneuve said the group’s call showed once again, “if it needed to be shown, the

Washington has also committed $500 million to arm and train Syrian rebels and to send 1,600 U.S. military advisers to Iraq to help fight Islamic State, while stressing the U.S. personnel would not engage in combat.

Adnani mocked Western leaders over their deepening military engagement in the region and said Obama was repeating the mistakes of his predecessor, George W. Bush.

“If you fight it (Islamic State), it becomes stronger and tougher. If you leave it alone, it grows and expands. If Obama has promised you with defeating the Islamic State, then Bush has also lied before him,” Adnani said, according to the transcript.

into a war on the ground. No, it will be drawn and dragged ... to its death, grave and destruction.”

Obama, who has spent much of his tenure since 2009 extracting the United States from Iraq after its costly 2003 invasion and occupation, is sensitive to charges that he is being drawn into another long campaign that risks the lives of U.S. soldiers.

While Obama has ruled out a combat mission, military officials say the reality of a protracted campaign in Iraq and possibly Syria may ultimately require greater use of U.S. troops, including tactical air strike spotters or front-line advisers embedded with Iraqi forces.

In his statement, Adnani criticised Kurdish fighters who are battling the Islamic State militants in both Syria and Iraq.

“We do not fight Kurds because they are Kurds. Rather we fight the disbelievers amongst them, the allies of the crusaders and Jews in their war against the Muslims,” Adnani said.

He added that there were many Muslim Kurds within the ranks of the Islamic State army.

On Monday, Syrian Kurdish fighters halted an advance by Islamic State to the east of a predominantly Kurdish town near the border with Turkey, a spokesman for the main Kurdish group said.

Adnani also condemned Saudi Arabia, whose senior Muslim clergy have denounced Islamic State and whose ruling royal family has joined other Arab states in a pledge to tackle militant ideology as part of a strategy to counter the group.

Adnani condemned Western inaction over Syria’s conflict, in which President Bashar al-Assad’s forces have been embroiled in civil war with mainly Sunni Muslim fighters since 2011. He said the West had “looked the other way” when barrel bombs were dropped and chemical weapons were used against Muslim civilians.

“So know that – by Allah – we fear not the swarms of planes, nor ballistic missiles, nor drones, nor satellites, nor battleships, nor weapons of mass destruction.”

Venezuela’s Maduro launches civilian disarmament plan

President Maduro, second right, says youth programmes and housing will cut down crime, but disarmament is key (BBC News) VENEZUELAN President Nicolas Maduro has announced he is expanding a plan to disarm civilians.

Speaking on the International Day of Peace, Mr Maduro said his government would invest $47m (£29m) and create 60 new disarmament centres.

According to United Nations figures, Venezuela has the second highest peacetime

murder rate in the world after Honduras.

Most of the murders in Venezuela are committed using firearms.

“We are building peace from within, and for that, you need disarmament,” the president said at an event in the capital, Caracas.

UN figures suggest there were 53.7 murders per 100,000 inhabitants in 2012, compared to 90.4 in

Honduras.

The figure was up from 47.8 the previous year.

Mr Maduro also approved $39m in funding for a plan under which soldiers have been deployed to patrol the streets of the most dangerous neighbourhoods.

Interior Minister Miguel Rodriguez Torres said the money would be used to finance 2,000 new patrols and fund new equipment for the

security forces.

In June 2013, President Maduro introduced tough penalties for illegal weapons possession, with sentences of up to 20 years in jail.

But despite these new laws, the perception of insecurity among Venezuelan citizens remains high.

Earlier this year, many took part in a series of mass anti-government protests demanding increased security and measures to improve the economy.

Opposition activists have accused the Venezuelan government of hypocrisy.

They allege that officials have armed “colectivos”, pro-government groups which have clashed with anti-government protesters during demonstrations, while paying lip service to the disarmament plan.

On Sunday Mr Maduro said his government “continued to pursue the dream, the utopia of a Venezuela in peace”, and promised to build “peace with love, justice and a will to work”.

Mexico’s Sonora state reports new mine spill (BBC News) THE Mexican authorities have issued a new alert about a toxic spill into a river from a copper mine run by the mining giant Grupo Mexico.

Officials in the northern state of Sonora asked people not to use water from the Bacanuchi river after an orange stain appeared in it.

On 7 August gallons of sulphuric acid poured into the river.

At the time local officials accused the company of trying to conceal the accident and of lax supervision.

The chemical, which is used to dissolve copper from ore, turned a 60 km (40-mile) stretch of the Sonora River orange, causing the authorities to shut down the municipal water supply to 20,000 people in seven towns.

Following the reports of a new spillage, the mining

company said a storm overflow after heavy rains had caused a new leak.

Grupo Mexico said in a statement the company had contained it with pumps and suction.

On Friday, the Sonora state civil protection agency said it was ending its relationship with the mining company because it was continuing to discharge toxic substances into the river.

The company has denied the accusations and has set up a $150m trust to pay damages.

It says it has also been conducting a major clean-up operation.

More than a quarter of Mexico’s mining activity is located in the north-western region, making it the country’s top producer of gold, copper and graphite, according to the AFP news agency.

Peru creates new anti-logging commission after murders

CNGC unveils $2b alternative fuel plan (Trinidad Guardian) THE newly established CNG Company of T&T (CNGC) will adopt a sensible and effective strategy for implementation of Government’s alternative fuel policy for the transport sector, acting president Curtis Mohammed has told the T&T Guardian.

Mohammed said CNGC, a subsidiary of state-owned National Gas Company of T&T (NGC), aims to convert consumer demands for automotive fuel, which is subsidised at a cost of $7 billion annually, to a cleaner and more cost effective option. It will cost tax-payers $2 billion for CNGC to execute the programme over five years, he said. The first year of the plan has already been completed and $500 million had already been approved for the first two years.

While it would be impossible to operate CNG filling stations nationwide, he said, the company will

operate 30 fixed stations through a partnership with National Petroleum Marketing Company and Unipet.

In addition, CNCG will establish five mobile stations to meet expected demand for the fuel. Tender have already been sent out for the five mobile stations. “We intend to assist with funding and setting the standard for CNG in T&T,” Mohammed said.

“We have already partnered with fuel station owners for distribution. We will market and promote CNG as a cheaper, safer and reliable fuel, and very important, we will monitor and control CNG at every station to ensure the same experience is had by each consumer.

And we will participate in the conversion of certain market segments. We have already started with PTSC. We know 35 buses are coming to T&T in November.

That’s a very important part of what we have to do.

“The level of impor-

tance the Government has placed in the development of this market is evident by the incentives we see in place. Many government fleets and public transportation vehicles, of course, are been converted to CNG. Now, the NGC itself has already outfitted its fleet to CNG and Petrotrin has already advertised, so the government companies are on board.”

The criteria for selecting fixed station partners will be based on the existence of NGC pipelines, Mohammed explained, and the expansion programme will be based on traffic and projections provided by NP and Unipet. Incentives are being explored for segments of the market which use a lot of diesel to convert to CNG. Mohammed said while CNG will not be for everyone, the company wants to offer the public an option.

Citing the vital role of the private sector in this

national objective, he said CNGC officials met with members of the business community about converting vehicles to CNG. “We have had meetings with the private sector, as well to explore what lines they can get from suppliers. We want to make this thing work well. The implementation of it is important. If we implement (it) right in the beginning, we could rapidly increase,” he said.

“We are installing the equipment. We own that equipment that will be doing all the compression and dispensation at the different stations. Stations (will) take between nine and 18 months to install.

Getting vehicles to convert is just a matter of months in some cases. One thing we don’t want to do that has happened in the past is to create the demand faster than the supply. We will be managing the ramp up in tandem so people will not be frustrated.”

The commission was announced after the murder of anti-logging activist Edwin Chota (pictured) and three other indigenous leaders (BBC News) THE Peruvian government says it will investigate illegal logging along the Peru-Brazil border following the murder of four indigenous leaders.

The leaders were killed in early September, allegedly by loggers.

The Peruvian President of the Council of Ministers, Ana Jara Velasquez, announced a commission which she said would have powers to stop the logging.

She said police had so far arrested one person suspected of involvement in the killings.

The four tribal leaders, including outspoken anti-logging activist Edwin Chota, had been killed on their way to a meeting to discuss ways to stop illegal logging.

The men from the Ashaninka community were attempting to travel to Brazil when they were murdered, Under threat

Campaigners say the men had received several death threats from illegal loggers.

Correspondents say indigenous people have felt increasing threat from deforestation in recent years.

Ana Jara Velasquez said the new commission would also address the issue of land ownership and titles in the area.

The Peruvian newspaper El Comercio said Mr Chota had requested earlier this year, and been refused, any rights of protection over his ancestral lands.

The newspaper quoted the local forestry commission in Mr Chota’s region of Ucayali as saying that the Peruvian government had divided the land and allocated it as logging concessions to two companies in 2002.

A 2012 World Bank re p o r t e s t i m a t e d t h a t 80% of Peruvian timber e x p o r t s t e m m e d f ro m illegal logging.

EDITORIAL For want of a stable home The shooting death of Orlando ‘Bully’ Fredericks brings into sharp focus once again the involvement of young Guyanese in criminal acts.

Like a number of these young men prior to this among the latest criminal fatality, Fredericks was not lucky enough to benefit from the proceeds of his ill-gotten gain; he lost his life in the process.

Unlike so many mothers, who, most natu r a l l y, p e r h a p s o v e rwhelmed with grief and emotion, would offer excuses for the particular son’s act and even his life of crime, if any, Fredericks’ mother did not.

She gave what can be described as an honest synopsis of her son’s conduct as a young man.

Declaring that she had been prepared for such an eventuality, she said:

“Nobody ain’t perfect.”

However, she was equally frank when she declared she was well aware that her son was not always the best of persons, and proceeded to offer her apology to those who may have suffered as a result of his unlawful acts. She also spoke of his ascent to fatherhood, and awareness of its responsibilities. Their inter-personal relationship was also described as good, in that he was “a good son” to her.

Mrs Fredericks should be commended for her candid brief of her son’s involvement with crime. Though distraught, as would be expected, she did not seek to paint a holy picture of her son’s life, even to the point of denying his more unsavoury activities, as so many mothers in such a tragic and embarrassing

situation do.

She did not mince matters, and even quoted the well known adage, “You live by the sword; you die by the sword,” as she related the many instances of admonishing her son over his risky life.

This latest death of a young male adult as a result of being part of a criminal enterprise should serve as a reminder to those similarly inclined that such an occupation is extremely hazardous, and fraught with great danger because of the high risks that are involved.

Over the years, victims of crime, once in a position, have been known to retaliate, even supported by their friends, as appeared to have been the case on the night when Fredericks met his end.

Many young robbers, also, have been felled by police fire.

But apart from the reminders, there is this seminal issue that has to be highlighted again. It is a matter of record that parenting in these times is challenging, particularly when it involves the bringing up of male offspring who may not have completed the scholastic journey.

Though many of this category, of their own accord, or guided by parental advice, do gravitate towards vocational training as a means of becoming marketable for employment, others are gradually drawn into anti-social activities, eventually becoming deeply involved in serious criminal activities. And there is also a peculiarity, in that whenever tragedy occurs, it is always the maternal side whose voice is heard.

Thus, we emphasise in this editorial that stable homes are the ideal, and essential in the upbringing of our young, thereby providing the environment and influence for greater appreciation of education, and the benefits of its acquisition.

For parents have to be aware that when their children are not going to be inclined along the traditional learning path, then they need to be advised of alternatives, rather than being left to drift aimless-

ly. The results of such an approach are all too well known: Mostly disastrous!

We can only advise every parent with such child/children who may not have succeeded at the scholastic level, that there are many viable alternatives available as possibilities which can suffice for a decent, productive, and materially beneficial life.

Many would have benefited from such a dispensation. Why not others, since the opportunities are open to anyone. Why must young lives, so necessary for nation building, be wasted in such a manner as Orlando Fredericks’?

It is Freddie who’s the ‘nincompoop’ FREDDIE calls President Donald Ramotar, a nincompoop President (KN Sep 21), but it is he who has shown himself to be a nincompoop.

No self-respecting writer uses that kind of language to describe anyone, not least a President of a country. No respected academic uses that kind of language in any writing. In college, students are trained to respect others. Academics are trained not to attack people personally. Freddie is guilty of all of these violations.

Kissoon’s letter (KN Sep 21) derogating President Ramotar’s ability and capacity as President saying His Excellency is not interested in governance (the day-today affairs and challenging issues confronting the nation) but that he is only in office to enjoy the perks that come with the title.

Nothing can be further from the truth. Freddie is dead wrong; he does not understand the nature of

the Presidency which requires a lot of movement, performance of ceremonial acts, and travelling abroad to shore up assistance for Guyana.

Had Freddie studied political science, he would have understood why the President is required to travel a lot and move around quite a bit in Guyana. Freddie said there is no such subject as Political Science; he studied history. David Hinds, Baytoram Ramharack, Henry Jeffrey, Swami Aksharnanda, myself, among others, did doctoral studies in political science. I am willing to teach Freddie political science for free, so he can comprehend political issues.

On politics, the President has shown to be very engaging locally, meeting people in his office and at Freedom House as well as travelling around the various corners of the country to meet with people to address their concerns. He meets constituents all the time and

he addresses pressing issues non-stop. That is how the Presidency works.

The fact that he does not meet Freddie does not mean he is not interested in the affairs of the State.

And the fact that he is on the move all the time does not mean he loves to travel; he is performing his job that entails a lot of travelling to address the affairs of the state.

Somehow, Freddie feel Donald should be everywhere at the same time. The President can’t be everywhere at the same time as he is not omnipresent; he is not God. He can’t solve every problem as he is not omnipotent. He does not have a solution for every issue as he is not omniscient; no one is and no one has a solution for every problem. He can’t solve all problems at the same time; but he tries his level best and he addresses every issue some of which are “unsolvable”. Obstacles are placed in his way including obstacles strewn along

Ramotar’s path by Freddie and other opponents. Gosh, even Freddie, who claims he has a graduate degree in German history, can’t solve a simple problem in Guyana.

Freddie can’t even write an honest truthful commentary about events in Guyana or on Donald; he makes countless errors and blunders in every commentary. At least Donald, who does not claim to have a graduate degree (not in German history anyway) makes an effort to address a problem when it is brought to his attention.

Donald does not lie. Donald has not avoided a pressing issue. And most recently he travelled to Essequibo to address the protests over non-payment to rice farmers.

The President does move around locally and internationally a lot to address concerns; that is the nature of the job. Which executive leader of a country does not move around frequently locally to galvanise support for policy making. Kamla travels almost monthly to shore

up T&T economy. Obama travels monthly to secure business interests. Ditto Stephen Harper of Canada, Cameron of England, and Merkel of Germany.

Today’s executive leader has to travel frequently overseas because there is an international or regional summit of leaders somewhere and Guyana belongs to so many organisations.

Guyana needs representation at these summits because her interests are at stake and she benefits from them financially. A few years before he died, David DeCaires said he did not wish the Presidency on anyone in Guyana – an acknowledgment of the difficulties of the job.

I served as President of student government in my college days – it is a difficult, time consuming voluntary job that comes with little benefits for which one gets little thanks. Analogously, a country’s president can hardly please constituents and even less so critics like Freddie – who

never finds anything with which to compliment or to praise Ramotar or his predecessor or Dr. or Mrs. Jagan when they have done so many positive things for the country. People feel Ramotar works hard and contrary to what Freddie writes about the President, the people see Freddie as a nincompoop and fraudster.

In my latest poll in Guyana, people noted that the President “is trying”. This is a lot more than what they had to say about Freddie. Also, people respect Ramotar for his honesty as President; no such words were used to describe Freddie’s writings. And contrary to what Freddie thinks, the PPP will not dump Ramotar at the next election although they prefer a younger leader; we shall know soon if the no confidence motion passes. Donald is expected to lead the party into the next election unless he himself decides to call it a day.

President Ramotar holds bilaterals on sidelines of UN General Assembly Meeting

The first was with the Foreign Minister of the Republic of Cuba, Bruno Eduardo Rodriguez Parilla. During that meeting, bilateral relations between the two countries were discussed.

President Ramotar reiterated this and his Government’s appreciation for Cuba’s assistance in techni-

cal cooperation. He took the opportunity to reassure the Foreign Minister of Guyana’s firm and continued support for the removal of the U.S. economic embargo against Cuba.

A bilateral meeting with the Mr. Gaston Browne, Prime Minister of Antigua and Barbuda and Chair of the Conference of Heads of Government of the Caribbean Community (CARICOM) saw the two heads discussing issues on the CARICOM agenda.

They also addressed the possibilities of improv-

ing bilateral trade between the two countries.

At the annual United Nations High level Assembly Meeting, consisting of the Assembly’s General Debate, foreign ministers, diplomats and world leaders of the 192 members of the United Nations will discuss a wide range of issues in national and international affairs.

President Ramotar is slated to make a presentation to the General Assembly on Friday, September 26.

Goolsarran resigns amidst financial irregularities at TIGI I T I S r u m o u re d t h a t Anand Goolsarran resigned retroactively as President of Transparency International, Guyana, following the discovery of financial irregularities.

The rumour seems to be grounded in some reality as Goolsarran is known to have been the facilitator of similar activities under the PNC-led Government prior to 1992.

Minister, Carl Greenidge.

Goolsarran, as an Auditor-General from the late 80s to the end of the PNC regime, was part and parcel of the scheme to defraud the Government and people of Guyana and in the process violated the Constitution of Guyana.

Why would Goolsarran submit his resignation letter to Transparency International, Guyana, without following protocol, which is to give

at a minimum, one month’s notice to a “professional” organisation?

Something is amiss about his sudden and retroactive resignation, which gives credence to the rumour. At the very time that discoveries are being made about the suspicious activities of his friend, Glenn Lall regarding his involvement in the re-migrant scheme, and the call for Goolsarran to condemn Lall for abusing the scheme,

Goolsarran immediately resigns!

Whatever the reason for his sudden and backdated resignation, it seems suspect that Goolsarran should resign the way he did.

I call on all in authority to investigate this matter further, should Goolsarran be once again be caught with his paws in the honey jar.

Gun licences in the wrong hands - and a veritable construction boom

By David DeGroot A SYSTEM that has frustrated a young law-abiding Guyanese citizen from becoming an official gun licence owner for over 20 years, despite satisfactorily overcoming all official probes, to the extent of facilitating visits to his home by police ranks to verify safety/security precautions, is cause to question the integrity and action of not granting the issuance of the licence.

This bizarre seemingly official denial is compounded by the most recent dictum from the police for the production of photo of business, receipts of sales, letter from buyer contract, marriage certificate, business registration, copy of title, copy of letter from Guyana Police Force and application, NIS compliance and TIN. It is really beyond belief that the invasion of privacy is being countenanced by the authorities, and what in effect it creates is an opportunity for graft to enter into the merits of the application.

Quite plainly, the information being requested, in the hands of criminal elements can be dangerous. Nothing more needs to be said, but I want to make it clear that this commentary has nothing to do with the rumours that abound with regard to the alleged buying and selling of official gun licences.

When the decent law abiding Guyanese observe some equally young persons with questionable credentials who have been issued licences, it makes him wonder, derisively, about the Guyana Police Authorities.

Enough of gun licences. So I move on to more impressive happenings in our country, and note that the building industry, inclusive of the many housing projects currently taking place, must be a sure sign that money activities are flourishing.

Accompanying proliferation of the establishment of hardware stores for building materials are all good indicators of a building boom, and I often wonder if we do have the population to justify the confidence being displayed by the private developers.

The building sector is only one of the many developments taking place in the country under the administration of the PPP/C Government, and maybe more will be said in future commentaries.

One dead, baby among three hospitalised as man sets house ablaze

The Guyana Chronicle was told by relatives of the three women that the two sisters and the baby were at home, along with Munroe, who shares a relationship with the 20year- old, when the suspect, who shares a relationship with the 15- year- old, used a window to gain access to the home while they were asleep. The mother of the two older girls was not at home at the time.

Badly decomposed remains of male found during cemetery clearing

By Leroy Smith MINISTRY of Public Works staffers, clearing the Cummings Lodge Cemetery on the lower East Coast Demerara on Monday afternoon, stumbled on the partly decomposed, headless remains of a male.

A skull with some amount of hair, suspected to belong to the remains of the headless body, was found in a black plastic bag on the parapet of a property a short distance away.

Workers said they were made aware of the body after they saw dogs fetching the skull across the road.

Speaking with this newspaper at the scene yesterday afternoon, one man related that they might have been able to find the body on Sunday if a machine which had been slated to work in the area where the discovery was made had not broken down owing to mechanical problems.

Cummings Lodge area did not report hearing or seeing anything strange anytime recently, even as some did acknowledge that of recent they were getting a stench coming from the area as they passed, but they said they had thought the stench was emanating from a dead animal, since persons are known to dump dead animals there.

The police were summoned to the scene, and statements were taken from those who were working in the area.

The police then attempted to contact Government pathologist, Dr. Nehaul Singh for a post-mortem to be conducted at the location where the remains were found, because of the state of decomposition.

The discovery attracted several onlookers from Atlantic Ville and Cummings Lodge since the area where the remains were found is usually used to access the Atlantic Ville community from the Embankment, and also the

East Coast Highway.

The Guyana Chronicle was informed that the police discovered what appears to be a vehicle mat at the scene of the crime. The items were collected and are expected to be tested to determine the identity of the individual.

Meanwhile the police are requesting persons who may have had a missing relative to report to the nearest police station, even as they are checking their records to ascertain whether any males had been reported missing recently. Investigations are ongoing.

Just a few months ago, the remains of a female, widely suspected to be that of missing secondary school teacher Nyozi Goodman, were discovered at Turkeyen, East Coast Demerara. Goodman went missing after leaving a game of basketball with her students. Even though relatives identified items which were found close to the remains as belonging to

the missing teacher, the police have sent components of the samples to Trinidad and Tobago for testing, to ascertain the true identity of the female whose remains were discovered. The identity of those remains have not yet been determined.

Critical infrastructural works to commence between Baramita and Matthew’s Ridge

DURING a recent meeting with residents of Matthew’s Ridge and other surrounding communities in Region 1, Minister of Local Government and Regional Development, Norman Whittaker spoke of some critical infrastructural works which will soon be undertaken in the area.

The Minister told residents that funds have been sourced for much needed works on the road between Matthew’s Ridge and Baramita. According to Minister Whittaker, the Ministry of Public Works will undertake the works.

However, if the Ministry manages to source additional funding, some other sections of the road will be rehabilitated.

Further, the Minister pointed out that the Ministry of Public Works has commenced road works in other areas, including Port Kaituma.

In addition, the Minister said that while the Ministry will be carrying out the major rehabilitation works, he would be in discussion with the Interim Management Committee as it

would be responsible for the maintenance work.

In addition, the Minister said they will soon be engaging in talks with the Ministry of Natural Resources and the Environment and the Guyana Geology and Mines Commission (GGMC) with the aim of bringing them on board as it relates to road rehabilitation works in the Region 1 community.

Meanwhile speaking of works which have already been undertaken in the region, the Minister noted that only $85 M has been spent out of a total of $237 M which was allocated towards capital programmes in the 2014 National budget.

“Of course there are other works that are in progress, but they haven’t been paid for. I want to say to you that we at the Ministry are not satisfied with the pace of implementation. If we approve money...and if we fail to spend it and it has to go back, it’s an indictment on us.”

SOCU ranks to receive specialised training - Gov’t, British High Commission sign MOU

A Memorandum of Understanding signed between the Government of Guyana and the United Kingdom has paved the way for training and mentoring for the staff of the Special Organised Crime Unit (SOCU) created by the Government to investigate money laundering crimes.

Signing on the ruling administration’s behalf yesterday was Head of the Presidential Secretariat, Dr. Roger Luncheon, who said that it was remarkable that such an event could occur within the relatively short space of time that SOCU was conceptualised and established to investigate suspected money laundering crimes, prosecuting persons suspected of terrorism and financial offences.

Investigations and prosecution of money laundering activities, Dr. Luncheon said, along with the financing of terrorism crimes, became a matter of concern in Guyana’s mutual evaluation under the Financial Action Task Force’s (FATF) programme of activities, “and the response was the Special Organised Crime Unit”.

He added that from SOCU’s gestation to the present, certified and verified support by the donor community, within the time-frame of less than six months, point to how much could be achieved when all work together.

“This is a further example of the Government of Guyana and the donor community as prime stakeholders in this struggle against serious crimes, as they go out in positioning Guyana to respond to its obligations.”

Dr Luncheon referred to words of advice from a British expert on money laundering, who explained that jailing offenders was no longer seen as a deterrent.

He emphasised to the head of SOCU, Lt Col. Sydney James, that his successes will not be measured necessarily in convictions and putting criminals behind bars.

“A different order is required and it is our fervent hope, our expectation, that this training that flows from the execution of the memorandum of understanding, and indeed the very existence of SOCU, would indeed give rise to expectations that are met, and that can clearly demonstrate that, yes Guyana is meeting its obligations to its people and its obligations to the rest of the world,

when it comes to fighting money laundering and financing of terrorism”.

The agreement will result in significant support from the UK, for SOCU, according to British High Commissioner, Andrew Ayre. “It is important to us both, that organised crime is

Female nurse assaulted as male patients ‘trip’…

Big bacchanal erupts at GPHC Psychiatric Ward

CHAOS erupted at the Male Psychiatric Ward of the Georgetown Public Hospital Corporation (GPHC) yesterday morning when a male patient apparently ‘tripped’ and began behaving in a disorderly manner.

A female nurse on duty reportedly tried to calm the patient, but this apparently was too much for two of his fellow inmates, who felt that she ought not to have attended to him the way she did, so they intervened on his behalf and verbally abused her.

Having ‘gone to war’ so to speak, the agitated men caused the furore to escalate and it spun out of control in a matter of minutes; and faced with a very precarious situation, the

female nurse tried to assert her authority, but that only added fire to the fury.

In a fit of temper, one of the men who had intervened on his friend’s behalf dived under a bed, picked up a pan of urine and threw it onto the nurse, drenching her ‘from head to toe’. Incensed, the other charged towards her in an all out physically attack.

Before the other staff on duty knew it, a vibrant ‘show down’ was in progress. Administrative backup was summoned, and on intervention of security personnel, the men were eventually subdued and the nurse was whisked away to safety.

Asked for a comment, a senior administrator said the situation was regrettable, and outlined that it is the

nature of the job that, from time to time, a patient might become aggressive and attempt to either abuse or cause harm to staff interacting with them. For this reason, the official said, management trains the nurses to be prepared for such developments, urging them to be calm and to maintain their cool should the situation spin out of control.

“We train them to always keep their eyes open; and in the case of eventuality, to respond in a manner as would avoid danger or harm being inflicted on themselves or others,” the official said.

This newspaper, however, understands that arrangements are being made to have the three men transferred to the New Amsterdam Psychiatric Home as of today.

OAS, PAHO and Trinidad and Tobago organise meeting on non-communicable diseases THE Organisation of American States (OAS) will, together with the Pan American Health Organisation (PAHO) and the Government of Trinidad and Tobago, host a high level meeting in Washington, DC on September 30 under the heading of ‘Non-Communicable Diseases (NCDs) In the Americas: Awareness, Access, Action’.

This half-day event, to be held at the OAS headquarters, would discuss policy

and practical mechanisms to raise awareness and address the prevalence of NCDs in the Americas. The meeting will take place on the sidelines of the week-long PAHO Directing Council meetings, and will bring together stakeholders from the healthcare industry, educators, medical groups, representatives of OAS member states, and other groups.

gathering for Health Ministers ahead of the official start of the meeting.

Richmond Housing Scheme mother of two attempts suicide to end domestic abuse

A YOUNG mother of the Richmond Housing Scheme on the Essequibo Coast was rushed to, and admitted as a patient, at the Suddie Hospital on Friday night after consuming a poisonous substance in an attempt to commit suicide.

Reports are that the young mother of two drank a weedicide used for killing grass because she was allegedly suffering from domestic problems.

She is said to be recovering because of the quick medical attention given to her by doctors and nurses at the hospital, and because of the prayers by some members of the Voice of Faith Miracle Ministries church, who were praying for the sick in the hospital on Saturday and Sunday afternoons.

A mere week ago, a 22-year-old fisherman of Jibb Housing Scheme on the Essequibo Coast ended his life by suicide. He drank a poisonous substance and died several hours later at the Suddie Hospital. (Rajendra Prabhulall in Essequibo)

Highlighting the obesity problem in the Region, the PAHO leader noted that during PAHO’s own Directing Council meeting this year, Ministers of Health from across the Americas will consider the Plan of Action for the Prevention of Obesity in Children and Adolescents.

“When implemented, it can contribute to the overall goal of a 25% relative reduction in premature mortality from NCDs by 2025,” Dr. Etienne disclosed.

U.S. Embassy completes training for port security workers U.S. Embassy, Georgetown – The United States Embassy in Georgetown, last week completed a training programme for Guyanese port security workers and sea cadets on the intricacies of the International Ship and Port Facility Security Code (ISPS Code).

The three-day class, consisting of 43 students, including ten Maritime Administration Department (MARAD) cadets, focused on international security regulations and helped build relationships among port employees, Guyanese Government agencies, and the U.S. Coast Guard. This was the fifth course in a series of training programmes designed to enhance port security.

The International Ship and Port Facility Security Code outlines responsibilities of governments, shipping companies, shipboard and port/facility personnel to identify security threats and take preventative measures against security incidents affecting ships or port facilities used in international trade.

The programme, funded through the Caribbean Basin Security Initiative (CBSI), helps strengthen capacity and provide practical skills to relevant security officials working in the critically important area of port security. Through such CBSI partnerships, the United States and Guy-

ana seek to enhance the bilateral security relationship to create a partnership to combat transnational crime, develop strong security institutions in Guyana, and advance the safety and security of the citizens of Guyana.

- Health Minister announces formation of ‘soon to be launched’ Mental Health Council THE launching of a Mental Health Council, comprising members from recognised religious communities, and other stakeholders, will soon “up the ante” against suicide.

This was disclosed by Minister of Health, Dr Bheri Ramsaran at a walk Sunday organised by the Ministry of Health in collaboration with the Indian Arrival Committee (IAC) that started at Lamaha and Light Streets and ended at the Square of the Revolution.

The IAC had earlier called for suicide prevention to be a national priority.

He added that the ministry will be working with the IAC and other stakeholders in suicide prevention efforts.

Chief Medical Officer, Dr. Shamdeo Persaud expressed similar sentiments, calling on stakeholders to reach out to others and make a difference,

noting that while medical professionals have a role to play, others have a role in helping to prevent persons from committing suicide.

A call was made by the Pan American Health Organisation Resident Representative, Dr. William AduKrow to reduce access to the commonly used pesticides, employed by many to commit suicide. This can be done in partnership with the Agriculture Ministry, along with the Education Ministry to educate the high risk groups, such as those between ages 20 to 45 years. Those above 60 years old are also at risk, he added,

Executive Member of the IAC, Neaz Subhan, in brief remarks, expressed appreciation to those who participated in the early morning event, especially the students. He said that, based on the numbers of those who commit suicide, it was not something that anyone should be proud of. “All of us, community groups, religious groups, non-governmental organisations or

others, we need to ensure that we do our part, that we can be able to say that, in a very short time, Guyana is not the suicide capital of the world.

We must be able to work towards that.”

Subhan added that the IAC wants suicide to be declared a national priority, with the resultant discussions and planned strategy to provide help and a mechanism to assist those with such tendencies.

Describing the incidence of suicide as a “painful experience,” Caribbean Voice representative, Dr. Faith Harding said everyone must be part

of the effort to stop this. “It is everybody’s business and this partnership among the Government, all the organisations and the communities is of great importance, so that we remove the scourge and help each and everyone in our nation to avoid suicide, or see suicide as an option.”

In brief remarks, Psychiatrist, Dr. Bhiro Harry made a passionate plea to youths in particular, calling on them to help and inform older persons if their friends seem troubled in any way.

“Go to your relatives, go to any adult, whoever you have, talk to that person. Let

that person know what you have seen, what you have heard, what you think, it is very, very important.” He stressed that is there is effective treatment for depression and persons should seek to talk with those who seem “down” and get them the help they may need.

Guyana was recently declared as the country with the most suicides per capita, in the world. The Health Ministry is embarking on a number of programmes and initiatives to address this issue, described by the sector minister as a national health emergency. (GINA)

Burial grounds in Region 2 cleared

FOURTEEN burial grounds in Region 2, including La Belle Alliance - which is home to Damon Cross - were recently cleared of overgrown vegetation. Relatives and friends could now visit the

tombs of their loved ones unhindered.

The clearing exercises were executed as part of Government’s Community Infrastructure Improvement Project (CIIP), which is being implemented by the Ministry

of Housing and Water under the stewardship of Minister of Housing and Water, Irfaan Ali. The CIIP aims at improving access and aesthetics in communities across the country, while fostering greater community cohesion.

CIIP will directly benefit residents in the 65 Neighbourhood Democratic Councils (NDCs) and target townships, while creating employment for more than 1,200 persons. Activities under this programme include: weeding parapets, cleaning residential drains, and clearing cemetery and crematorium grounds.

Works have commenced in several regions and the Ministry is currently preparing to roll out the programme in other areas. The first area of focus across the country is improving the grounds of cemeteries and clearing residential drains which are overgrown with vegetation.

As such, clearing exercises commenced in all NDCs and the Anna Regina Township in Region 2 on September 1. Some of the burial grounds were not cleared for decades and the grounds were inaccessible and unsafe.

For instance, the historical La Belle Alliance Burial Ground was not cleared in about four decades.

were challenged by stubborn overgrown vegetation, Africanized bees, and dangerous snakes that converted the sappy areas into their homes.

According to Basil Persaud, Regional Community Enhancement Officer, clearing of the 3,920 ft X 200 ft burial ground is 50 percent completed. Clearing of this section came to an abrupt halt when workers encountered bee hives.

He noted that the Ministry is currently organising bee experts to remove the Africanized bee hives, since the safety of the workers and visitors are a top priority.

Other burial grounds that benefited from improvements include Charity, Better Hope, Andrews, Elisa, Three Friends Walton Hall, Cotton Field, Queenstown, Habadeen/ Zorg-en-Light, and Golden Fleece.

As a result of works by the Ministry, the Habadeen/ Zorg-en-Light burial ground is now in an excellent condition. The 40 labourers who worked on this project ensured that every stump and

The Three Friends Walton Hall Burial Ground was cleared in three days by 52 workers. This site is approximately 150 sq ft and was not cleared in decades. Its improvement has now enhanced the physical landscape of the community.

Another burial ground that was in a deplorable condition and similar to others, was not cleared in decades is Elisa. While some burial grounds received minor clearing by residents over the years, it was evident that this was not the case with the Elisa ground.

Project Coordinator Karen Roopchand assured that continuity of similar exercises is a must. She noted that as vegetation begins to surface, workers attached to the various areas will be proactive rather than reactive. She also noted that several other initiatives are planned under the project, which will contribute towards cleaner, healthier and safer communities across the length and breadth of the country.

Major upsets and close calls for defending champions the order on the final day MAJOR upsets and close calls were the order of the day when the Hikers Hockey Club’s 4th Annual Junior Indoor Inet Communications Under-16 and Woodpecker Products Under-21 categories, sponsored tournament climaxed at the National Gymnasium on Sunday.

The day started with seven Under-16 boys' teams on court in what was by far the most competitive of all the categories and although Old Fort Vikings and GCC won their groups, their respective semifinals against group runners-up Saints and Marian Academy ended in ties and had to be settled by penalties.

A 0-0 tie in regulation time was a moral victory for Marian Academy against the highly-favoured defending champions GCC, but they showed they had higher ambitions when they booked their place in the final with a 3-2 victory on penalties.

Saints’ Ezekiel Springer was the hero of his team in regulation time when he scored in the final minute to take the match to penalties after a 2-2 draw. However, the celebration

was short- lived as Old Fort Vikings scored all three of their penalties while Saints missed one.

Once again Marian Academy found themselves as the underdogs in the final against the heavily favoured Vikings but Rosario Ramsammy produced one of the goals of the tournament when he dribbled his way through the entire Old Fort team at blistering pace to put his team ahead in the 4th minute.

Vikings then equalised in the 7th minute through Stephon Sprosta.

With the score remaining level at full time, the final had to be settled the same way as the semifinals, but this time around Old Fort were not as efficient with only Sprosta scoring from the spot, while Marian’s Ramsammy and Eleomar Silva were dead on target to produce the most unlikely of victories for the school team.

GCC Under-16 girls were pushed to the limit against surprise finalists Old Fort, who had earlier upset Hikers in the semifinal. Repelling attack after attack, it took something special from national striker Aliyah Gordon to break through the Old Fort defence

and settle the match 1-0.

In the final Under-21 girls match of the day GCC were again pushed to the limit against a spirited Hikers team, but their superior fitness and relentless pressure resulted in all three of their goals being scored in the last three minutes of the match.

The Under-21 boys’ final saw a rematch between GCC and defending champions Hikers. The two teams had played to a pulsating 2-2 draw in their round-robin encounter and the final seemed headed for the same fate with end to end action from the opening whistle.

The encounter was evenly balanced until Hikers’ Aroydy Branford took matters into his own hands and scored all five of his team’s goals in the 5-2 victory to keep the title in his club’s hands for the fourth consecutive year.

In addition to trophies and medals for the top three teams of each category, Under-13 MVPs Makeda Harding (Marian Academy) and Omari George (Old Fort) received gift certificates valued at $6 000 each.

While Inet Communications Under-16 MVP’s Aliyah Gordon (GCC)

and Rosario Ramsammy (Marian Academy) received certificates worth $8 000 each and Woodpecker Products Under-21 MVP’s Ashley DeGroot (GCC) and Aroydy Branford (Hikers) received similar certificates worth $10 000 - all redeemable at Woodpecker Products’ Trophy and Sports Shop.

In the Global Technology Inter-School category, champions Christ Church as well as MVPs Bushani Kaladeen (North Ruimveldt Multilateral) and Hilton Chester (Queen’s College) all received certificates valued at $45 000 each for computer classes at Global Technology.

At the closing ceremony the juniors of the club, who managed the tournament, thanked the sponsors for their support of the junior programme.

They also thanked medical personnel Patrick Fung for attending to injuries during the entire tournament and gave special thanks to all the parents and coaches of the various clubs and schools for their support.

Super Kings secure big win in run-fest A STUNNING 43-ball 90 from Suresh Raina was the cornerstone of Chennai Super Kings’ 54-run win over Dolphins in Bangalore but the contest, at least for the early part of the Dolphins chase, was far more closely matched than the eventual victory margin suggested.

(Scores: Chennai Super Kings 242 for 6 (Raina 90, McCullum 49, Jadeja 40*) beat Dolphins 188 (Chetty 38, Mohit 4-41, Bravo 2-17) by 54 runs).

Dolphins captain Morne van Wyk had opted to bowl and said his decision had been influenced by the reputation the Chinnaswamy Stadium had for aiding sides batting second.

For 20 overs of Super Kings’ innings, however, van Wyk could only watch from behind the stumps as Raina, Brendon McCullum, Faf du Plessis and Ravindra Jadeja plundered runs at will, powering Super Kings to 242 for 6.

The Dolphins response was equally explosive at the start. van Wyk and Cameron Delport raised the side’s 50 in 15 balls. By the end of the Powerplay, Dolphins had raced to 85 for 2, bettering the CLT20 record set by Super Kings earlier in the day.

As is typical in big chases, the breakthroughs came when the Dolphins batsmen kept playing for the big shots, but they were also left to rue a poor decision from umpire K. Srinath, who adjudged van Wyk lbw when a ball from R. Ashwin had pitched several inches outside leg stump.

The dismissal came in an over where the Dolphins captain had smacked two fours and a six off the bowler.

Sixty-four of Raina’s 90 runs came in boundaries and by the time his top edge settled in Delport’s hands at point, Raina had become the first Indian batsman to move past 5 000 runs in T20s and was one short of 200 sixes in the format.

Dolphins’ relief over quick wickets at the end was also short-lived as Jadeja smashed 40 off 14 balls to produce a big flourish. Qatar will not host 2022 World Cup, says FIFA’s Zwanziger

“It’s going to take some time to work out what’s perfect for me but we believe getting there (the UAE) a couple of days before everybody else and allowing my body to acclimatise and recover after a long plane flight is a good start.

“So I’m flying over on the 30th to give myself every opportunity to be fit and if I thought I wasn’t going to be fit (for the first Test) I wouldn’t even get on that plane.

“In overall terms, I feel as fit and as healthy as I’ve ever felt and I’m only 33 so I feel I’ve got a lot of cricket left in my body.”

World Cup 2018 & 2022 report could prompt charges - MP

Hans-Joachim Eckert A REPORT into alleged corruption at FIFA, football’s world governing body, could lead to criminal charges, a Conservative MP believes.

Damian Collins has asked the Serious Fraud Office (SFO) to request a copy of the report into the bidding processes for the 2018 and 2022 World Cups.

American lawyer Michael Garcia filed his report this month, but FIFA says its contents will not be made public.

Collins believes it may provide evidence of criminal activity.

“FIFA seems to believe it is a self-governing body that operates outside the jurisdiction of international and national lawenforcement agencies,” writes Collins, MP for Folkestone and Hythe.

“I do not believe this is the case and that if it holds information that indicates that offences may have been committed, this must be shared with the relevant lawenforcement agencies.”

Collins copied his letter, addressed to SFO director David Green, to the Attorney General and Solicitor General.

A spokesman for the Serious Fraud Office said: “We note the contents of this letter and will respond in due course.”

The 2018 World Cup was awarded by FIFA to Russia in 2010, with the 2022 event handed to Qatar at the same time.

The Qatar 2022 bid committee is facing claims of corruption after the Sunday Times alleged in June that former FIFA vice-president Mohamed bin Hammam paid £3M to football officials around the world in return for support for the bid.

The Qatari bid committee denied all allegations of wrongdoing.

Garcia interviewed more than 75 witnesses in the course of his investigation, and has recommended further action against individuals and made proposals for future bidding processes.

FIFA’s ethics chief Hans-Joachim Eckert said a decision on the findings of Garcia’s report would not be likely until next spring.

He also told BBC Sport the information contained in the report would “never” be made public.

WIPA president in support of new franchise system

Wavell Hinds P O R T- o f - S p a i n , Trinidad - West Indies Players Association (WIPA) president and CEO Wavell Hinds said the new franchise system will allow Caribbean cricketers to market themselves to other international leagues better.

Hinds added the system will also improve them and help to lift the WI players to a more international level

instead of them having to learn their trade on the job. Hinds, who replaced Dinanath Ramnarine at the helm of WIPA, signed a new Memorandum of Understanding and Collective Bargaining Agreement (CBA) with the WICB Thursday in Barbados.

Speaking to SportsMax last Saturday, Hinds saiad: “It is an opportunity for the

cricketers to become better.

It is an opportunity for them to become marketable and it gives the franchise the opportunity to produce world class teams within the Caribbean so that we can have a top class, first class competition and ultimately produce world class players on the training ground all the way up to the level of the West Indies.”

Hinds said the move to franchise cricket is an improvement from what obtained up to 20 years ago when WI cricketers were tossed to the wolves with very little high class experience under their belt.

Hinds also said that this system will allow for better remuneration for a wider swath of players. And with better remuneration and a more professional set-up comes an expectation of improved returns.

“Well the fact that you have been prepared properly, in a work environment seven days a week, in a competitive market and the fact that you are being compensated decently and when you compare that to other employees in other working fields, I think the emphasis will be on the players to

perform at a particular level at, an acceptable international level for the WI so that the WI have better teams representing them,” he said.

Hinds stated that there were changes in this agreement from the original.

“I don’t know if I am placed to call them significant but I would say that we started with agreements that were discussed and negotiated by FICA and the ICC ... certainly once we pick it up from that angle, it would have given us a wider perspective of what obtains on the international field,” added Hinds.

Hinds said it was not the perfect document for either the WICB or the WIPA “but it is the best one to move cricket forward. It is a working document and as I said, as we move along we are hoping to go into the document and make the relevant changes to make sure that cricket will benefit and both parties remain happy and we can deliver what we both set forward to do -- to produce good cricketers and to produce quality cricket in the Caribbean and world class cricketers”. he concluded.

Eastman rides off with Irene Benjamin’s 75th birth anniversary road race title HAMZA Eastman stopped the clock at one hour 47 minutes 45 seconds in winning the annual Irene Benjamin 75th birth anniversary 60-mile cycle road race which was staged on Saturday and organised by the Flying Ace Cycle Club of Berbice.

Eastman outfoxed a field of 36 riders who wheeled off from outside Benjamin’s Sports Shop at Fyrish, Berbice and after bridging several attempted breaks on the upward journey to Number 66 Village, Corentyne, he rode across the finish line at the place of origin of the event.

According to reports, on the upward journey, Alanzo Greaves and Robin Persaud jumped the pack and opened a sizeable lead but they were caught.

The major break occurred from the University of Guyana Campus, Tain, Berbice where Persaud, Raynauth Jeffrey, Greaves,

Holder, Marlon Williams and Stephano Husbands went out and started to work in tandem to extend the lead over the peleton.

Nearing the finish, Paul DeNobrega attacked the chasing pack and Eastman joined in pursuit, along with Michael Anthony, and connected to the leading bunch. Eastman saw that a cat-and-mouse game was going on and took advantage of it as he stormed past the bunch and won ahead of Williams, De Nobrega, Husbands, Jeffrey and Persaud respectively.

Husbands was adjudged the winner of the junior category ahead of Anthony and Jamal John in that order while Junior Niles won the veterans category ahead of Jaikaran Sookhai.

Third was Wilbert Benjamin.

Windies domination of NZ shows development, says Campbell KINGSTOWN, St Vincent (CMC) – West Indies Women’s performance in the just concluded four-match One-Day International series against New Zealand Women has come in for high praise from their head coach Sherwin Campbell.

The hosts rolled out several commanding performances to sweep New Zealand 4-0 and Campbell said they were now beginning to show the type of development in character and talent he expected.

“Most of the players have been around for a while and they are beginning to show their experience,” said the former West Indies vicecaptain.

“The core of the team has been together for a

number of years and (this) is now bearing fruit. It shows they are playing well as a team and are now beginning to understand what it means to play at this level.”

West Indies Women brushed aside the Kiwis by five wickets in the opening ODI, won by 65 runs in the second before securing the series with a convincing eight-wicket victory.

However, the manner of their victory in the last game was particularly remarkable.

Seemingly down and out with New Zealand Women on 176 for two in the 39th over chasing 215 for victory, the Windies Women roared back to grab eight wickets for just 34 runs, to pull off a sensational four-run win.

Campbell said both batters and bowlers showed development in the series.

“We showed consistency

with the bat in the series.

It shows the main batters are taking responsibility, building an innings and seeing the games home so that was a positive for me from the series,” said the former Test opener.

“We have some good bowlers. The two opening bowlers Tremayne Smartt and (Shekera) Selman showed that on their day they can be matchwinners.”

He added: “Obviously the spinners were very consistent throughout the series. They were good performances from (offspinner) Anisa Mohammed who got Player-of-theTournament and showed that she can spin the ball in these conditions.

“There was (leftarmer) Shanel Daley who just came back from

injury and showed that she can be consistent at this level. All the bowlers did a good job, the batting is coming on and we just have to continue and build from this.”

West Indies Women face the New Zealanders in a three-match Twenty20 series starting at Arnos Vale here today, and Campbell said he was expecting his side’s good form to continue especially in a format in which they were already very comfortable.

“We have been pretty consistent as far as T20s are concerned, it is one of our strengths,” he noted.

“We play really well in Twenty20s and have been to two semi-finals in the T20 World Cups.

We have to try and build on that as far as T20s are concerned.”

AT 40 YEARS of age, dependable West Indies middle order batsman Shivnarine Chanderpaul’s appetite to score has grown tremendously, that he has now passed the lat Sir Donald Bradman on the all time list of Test centuries, having chalked up his 30th Test ton against Bangladesh in the second and final Dhaka Bank Test match which was played in St. Kitts recently.

While he possesses the crabbiest technique in world cricket, at age 40 he is still dominating the game and his most recent Test innings saw him become the first 40-year-old to score a Test century since Graham Gooch 20 years ago, and the first West Indian to do so since Clive Lloyd.

More appropriate for Chanderpaul, is that he did it during the playing of the 500th Test match for the West Indies in which they capped their 300th player in

The phenomenal Guyanese has had an unbelievable run against Bangladesh, counting scores of 59 not out, 203 not out, 1, 150 not out, 85 not out, 84 not out and 101 not out, which gives him an average of 682 against them in the last two series.

No Mark Vieira for GMR&SC’s September 28 race meet

By Rawle Toney MARK Vieira is probably one of Guyana’s most famous drivers but the Guyana Motor Racing and Sports Club’s (GMR&SC) September 28 Race of Champions event will have to do without him.

Vieira has over the years thrilled the thousands who normally converge on the South Dakota Circuit but this time, the well-known driver told Chronicle Sport, “Nah, I wouldn’t be able to make it for Sunday, but definitely I’ll be there in November 16”.

The GMR&SC will host its Race of Champions and had hoped to have the former Caribbean Champion driver and high-powered Mazda RX8 in the midst but Vieira listed a number of factors that are keeping him out of Sunday’s event, one of which is a cost attached to prepare for the local meet since he’s also

participating in the Caribbean Motor Racing Championship (CMRC).

Nonetheless, a classic showdown between Shiraz Roshandin in Group 2, along with Danny Persaud and the father-and-son duo of Kevin and Kristian Jeffrey, is expected to be enough to keep the highly anticipated large crowd more than entertained.

While much hype and fanfare will be on the drivers and their machines, September 28 can be a day of exhilarating Superbike rivalry.

Fans, having watched the Canadian maestro Kevin Graham dominate the local scene for many years before Guyana’s own Stephen ‘Valentino Rossi’ Vieira snatched the reins of power over the ageing champion, now have the opportunity to witness a new and exciting cadre of riders who are already creating headaches for the more established riders such as Vieira, Joel Neblett and Carlos Rodrigues.
