Guyana-Brazil Joint Commission meeting focuses on Mazaruni hydropower project, Linden/Lethem road The Guyana-Brazil Joint Commission on Infrastructure Projects met over the past two days at the Guyana International Conference Centre. The discussions centered on the progress relating to the hydropower project in the Mazaruni and the Linden-Lethem road. The Governor of the State of Roraima, His Excellency Francisco Rodrigues and Senator Romero Juca, Vice President of the Brazilian Senate travelled to Georgetown to participate in the meeting. They paid a courtesy call on His Excellency, President Donald Ramotar at the Office of the President during which discussions were held on potential areas for new cooperation between the two countries including air-links. In expressing their views on the current projects under discussion in the Joint Commission, both the Governor and Senator reiterated the political commitment of Brazil to the infrastructure projects and highlighted the importance of the Linden-Lethem highway as one which was extremely strategic for the integration of Guyana and Brazil and more particularly, was a vital link for the communities of the State of Roraima and Western Amazonas and Guyana. They saw the hydropower project, the road and deep water harbour as initiatives that could contribute to the further development of both countries. In remarks made at the meeting of the Joint Commission, the Honourable Robeson Benn, Governor of the State of Roraima, Francisco Rodrigues speaking at the Guyana-Brazil Joint Commission Minister of Public Works and Acting Minister of on Infrastructure Projects Meeting Foreign Affairs expressed the Government’s sincere appreciation for the continued support of the Government of Brazil and reiterated the Government’s commitment to working with Brazil to advance the infrastructure initiatives. President reiterates Gov’t readiness ‘for any elections’ By Vanessa Narine

THE contention, as expressed by members of the combined Opposition, that the current administration is ‘worried’ about the no-confidence motion was dismissed by President Donald Ramotar. “It is absolute nonsense (that the Government is worried)…for us it does not matter which election comes first. We are prepared for any elections, local government or general elections,” he told the Guyana Chronicle. According to the Head of State, the no-confidence motion has been the subject of discussions by his Cabinet. “We are always discussing it, we are discussing different things,” Mr. Ramotar said. The no-confidence motion was moved against the Government by the minority Alliance for Change (AFC) Party and submitted to the National Assembly via its Clerk, Mr. Sherlock Isaacs. The first inkling the public had that the AFC planned moving a no-confi-

dence motion against the Government was way back in midJune, when Party Vice-Chairman, Mr. Moses Nagamootoo hinted at it. He did so by way of an article published in the Stabroek News and headlined, ‘AFC considering no-confidence motion against Gov’t’. He, however, acknowledged that to do so would require the support of the main Opposition, A Party for National Unity (APNU). The AFC finally got its wish on Tuesday, August 5, when APNU Leader, Brigadier (rtd) David Granger publicly confirmed that his party was fully behind the no-confidence motion. The first page of the Motion reads: “Be it resolved that this National Assembly has no confidence in the Government.” The Head of State also reiterated that any decision related to the no-confidence motion, including the possibility of calling snap elections, will be made at the “appropriate” time. Deputy Chief Election Officer, Mr. Vishnu Persaud, told the Guyana Chronicle that whichever election is called,

GECOM is prepared to respond, as is its mandate. However, he noted that the status quo remains, relative to the hosting of local government elections, in that the Commission will need six months to put in place all that is necessary for Guyanese to go to local government polls. “The Chairman (Dr. Steve Surujbally) has been clear on our preparedness for elections,” he said. Persaud added that the onus is not on GECOM to call either of the elections, but it is prepared to host whichever one is called. “Whichever is called we will respond, that is our mandate,” he reiterated. While the last general elections were held in November 2011, local government elections have not been held in Guyana since 1994. Prior to that, local government elections were last held in 1970. Subsequent to 1994, the elections could not be conducted because of the coincidence with the general and regional elections of 1997.

Additionally, the House passed the Local Authorities (Elections) (Amendment) Bill 2013, which states that elections must be held on or before August 1, 2014. The

(Reuters) - Militants fighting the Syrian army have detained 43 U.N. peacekeepers in the Israeli-occupied Golan Heights and trapped another 81 in the region, and the world body is working to secure their release, the United Nations said on Thursday. The affected peacekeepers are from the Philippines and Fiji, U.N. spokesman Stephane Dujarric told reporters. “During a period of increased fighting beginning yesterday between armed elements and Syrian Arab Armed Forces within the area of separation in the Golan Heights, 43 peacekeepers from the United Nations Disengagement Observer Force (UNDOF) were detained early this morning by an armed group in the vicinity of Al Qunaytirah,” the U.N. press office said in a statement. It added that another 81 UNDOF peacekeepers were being restricted to their positions in the vicinity of Ar Ruwayhinah and Burayqah. Brazil dismantles ‘biggest destroyer’ Argentina strike causes of Amazon rainforest disruption in Buenos Aires (BBC News) The authorities in Brazil say they have dismantled a criminal organisation they believe was the “biggest destroyer” of the Amazon rainforest. The gang is accused of invading, logging and burning large areas of public land and selling these illegally for farming and grazing. In a statement, Brazilian Federal Police said the group committed crimes worth more than $220m (£134m).

A federal judge has issued 14 arrest warrants for alleged gang members. Twenty-two search warrants were also issued and four suspects are being called in for questioning. The police operation covers four Brazilian states, including Sao Paulo. Five men and a woman have already been arrested in Para state in the north of the country, Globo news reported. ‘Impunity’

The BBC’s Wyre Davies in Rio de Janeiro says details are still sketchy, partly because the police operation is focused on one of the most remote and inaccessible parts of the Amazon region. Political and police corruption is still rife in Brazil’s interior, our correspondent adds. That problem coupled with alleged ineptitude on the part of the federal government means that loggers and illegal miners are able to operate with impunity, he says.

Colombia arrests 32 politicians over paramilitary ties Bogota (AFP) - Colombian authorities have arrested 32 local politicians for alleged ties to right-wing paramilitary groups that fueled the country’s 50-year conflict before being disbanded a decade ago, prosecutors said Thursday. Current and former mayors, ex-town councilors, civic leaders and former Senate candidates were among those arrested in the region of Uraba

in the violence-torn country’s northwest. The mayor of the port town of Turbo, William Palacio Valencia, was among those arrested. A prosecution source said a total of 50 arrest warrants had been issued based on confessions from jailed paramilitary leaders. “The investigation indicates these people are linked to the

Road hogs predominate on Guyana’s roads THEY kill themselves and others, but while their personal choice to drink and drive, or to drive recklessly endangers their own lives, there is the irredeemable fact that their choices many times destroy many lives – innocent lives of victims either killed or crippled who are their direct victims, or the indirect victims left to mourn children, parents, wives, husbands, or other loved ones. Losing someone to illness, while painful, is mitigated somewhat by their protracted suffering over a period so that the end is not unexpected; but losing someone who is healthy and productive, especially a provider and a protector, generates pain so immeasurable that the grieving relatives and friends

sometimes carry that pain – to a greater or lesser degree, to their graves. If one peruses the newspapers over a period of time they will see that an accident is caused, or happens, almost every day. These include minor ones where there are no reported casualties. There are many collisions that go unreported as a mutual decision by both parties in an effort to avoid the perceived humbug of bureaucratic processes, but the horrific carnage continues unabated, despite many campaigns by the police to curb lawlessness on the roads. “TRACOR,” conceived and implemented by former Commissioner of Police, Laurie Lewis, was the forerunner of many current initiatives aimed at curbing the lawless-

ness on Guyana’s roads and reducing fatalities and accidents that prove so costly in terms of human and other resources. “Mothers in Black” is a grouping started by Ms. Denise Dias, who use this medium to transform the meaningless death by accident of her beloved daughter, Alicea, into a meaningful, even if tragic, catalyst for restructuring and enforcement of traffic laws. The group has achieved some degree of success, but they are not resting on their laurels, because they recognise that this is an ongoing struggle, and they are continuing to lobby at various fora with the ultimate intent of making Guyana’s roadways a relatively safe avenue for purposes of intra-country travel. However, while laws

may be passed to guide motorists these laws are not often adhered to, with much indifference shown by some traffic police, especially some rogue elements in the Force, who turn a blind eye to infringements in exchange for rewards in cash or kind. Passengers are still held ransom to unscrupulous, uncaring drivers and conductors of minibuses, who continue to play vulgar music at unendurable decibels, despite the ban. Some drivers are always high on some substance, either drugs or alcohol, and until random testing is done this dangerous habit will continue, with the impaired judgment of errant drivers continuing to contribute in a large measure to the carnage on the roads.

Bus fares are increased at the whims and fancies of unscrupulous bus owners, and the threats and abuses that are directed to hapless passengers who cannot afford the higher prices, and also to school children, is criminal and should carry some degree of penalty. A sense of humanity does not seem to exist in the souls of many minibus operators, who pass by with near-empty buses, leaving schoolchildren and the elderly stranded, sometimes in pouring rain or blazing sunshine. And it is the very rare driver who stops at marked crossings to allow pedestrian traffic across roadways. Even rarer are drivers who allow courtesy to prevail

and stop to allow pedestrians to cross roadways where there are no crossings. An irresponsible decision to drink and drive, a moment’s inattention, jumping a traffic light, or any other infringement or violation of the traffic laws can catalyse unendurable pain and immeasurable loss, and the destruction of the countless lives whose survival systems are obliterated by the deaths or incapacitation of the victims. Changing the laws will have scant effect unless it is accompanied by effective implementation and enforcement.

Kaieteur News running out of misinformation on Bai Shan Lin

IT seems as though the Kaieteur News in its misleading campaign against the Bai Shan Lin Logging Company and Forestry Sector had run out of misinformation when they mischievously republished Christopher Ram’s comments on Janette Bulkan and John Palmer’s criticisms of the Guyana Forestry Commissions (GFC) Annual reports for the years 2005-2012. (KN Sun Aug 24, 2014). Ram said that the GFC illegally paid over to NICIL $600M. Let me again advise Ram to familiarise himself with the GFC’s Act that allows the Commission to manage its

own resources and to make payments being a statutorily incorporated entity. I have noted as well that APNU’s MP Carl Greenidge is concerned about the Commissioner of Forests handling of Foreign Companies (KN Tues Aug 26, 2014). Greenidge was the finance minister in the illegal PNC Government when it was kicked out of office in 1992 leaving Guyana in Social and Economic ruins and misery. He should have been the last person to speak on the Forestry Sector’s management or the management of any productive sector in Guyana. Further, can Greenidge say if his illegal PNC

Government ever provided Annual Reports of the Forestry Sector prior to 1992? And did the illegal PNC Government ever consulted with the Guyanese people when it issued the Barama Company 1.1 million hectares of Forest lands? Back to Christopher Ram. He asks “in whose interest are GFC and Government acting …..Bai Shan Lin or Guyana? (KN Tues Aug 26, 2014). The problem with Ram is that he is anti-government and in this regard he is part of the misinformation campaign against the GFC and Bai Shan Lin. But can Ram say if he was a consultant to one of the joint venture

arrangements that had connections to the Bulkans some years back and is he still benefitting from the arrangement? Guyana’s so called “New Political Dispensation” has caused even the devil to become an apostle of transparency and anti-corruption. In this regard the devil or devils will have to be prepared for the boomerang effect which will only expose the hypocrisy of the political Opposition in their mischievous power-hungry campaign. A few days ago it was alleged that a publisher of one of the newspapers in Guyana, who claims to be an advocate of anti-corruption is at the cen-

By the way who is telling TIGI what to write in it SN columns on Forest matters? The inaccurate information presented is simply being recycled to the political Opposition and its lackeys.

President: APNU’s call ‘to do more than talk’ to reduce drug trafficking not premised on reality - Granger living in cuckoo land

A PARTNERSHIP for National Unity (APNU) over the weekend called on the Head of State, Mr. Donald Ramotar “to do more than talk” to reduce drug trafficking in Guyana. APNU, in a statement said, “He (the President) must become personally involved in directing the war on illegal narcotics which, apparently, are now being exported on an industrial scale. “…these tasks must not be left to the Minister of Home Affairs who has failed to curb the drug trade. It is clear that the PPP/C either has lost interest in ending the narco-trade or is untroubled by the damage that the trade is doing to this country and its people.” “…the last plan – National Drug Strategy Master Plan, 2005-2009 – was never fully implemented. It expired five years ago and was never replaced. “…this development has extremely serious security implications. The People’s Progressive Party/Civic (PPP/C) for over two decades has demonstrated a lack

of ‘political will’ to eradicate narco-trafficking. The public is fed-up with the PPP/C’s false promises, failed plans, the rate of ‘execution’ murders and the bogus war on narcotics-trafficking….he must make more than ‘limited’ promises. He must commit his administration absolutely to effective performance.” Acknowledging the sentiments expressed by Guyana’s main Opposition party, the President told the Guyana Chronicle, in an invited comment, that APNU’s call is not premised on reality. “Mr. Granger seems to be living in cuckoo land…we have been making strides in cracking down on this issue,” he said. The Head of State noted that while the drug trade is a problem, efforts continue to be made to address the problem. “Just the other day we seized a ‘ship’…we have also only recently destroyed a massive quantity of marijuana and cocaine. Our efforts show that our security forces are working,” Mr. Ramotar said. The ‘ship’ to which the President

referred was a narco submarine that was found on August 15 in Guyana’s northwest coastal Waini Region near the border with Venezuela. The narco submarine is 65 feet (20 meters) long, 12 feet (4 meters) wide and seven feet (two meters) deep, with a huge diesel engine, according to Head of the Customs Anti-Narcotics Unit, James Singh. A week later, CANU destroyed over 730 kilogrammes of cocaine (with a street value of US$29M) and 1,970 kilogrammes of marijuana. The illegal drugs, which were destroyed by burning at the former Ministry of Housing site on Homestretch Avenue, were acquired following several drug busts. Additionally, talk with the United States to have the Drug Enforcement Administration (DEA) establish a branch in Guyana have met with success and, with the authorization of the US Congress, equipped DEA personnel will be based in Georgetown at the US Embassy, Duke

Street, very soon. Previous cooperation between Guyana’s law enforcement and Guyana was done through a DEA office based in neighbouring Trinidad. The announcement was made at a joint news conference hosted by President Ramotar and the former US Ambassador, Brent Hardt in June. The DEA is the lead agency in the US for domestic enforcement of federal drug laws, and for coordinating and pursuing US drug investigations abroad. According to the Head of State this move will serve to make Guyana “inhospitable” to criminal elements. “I want to make our country totally inhospitable to those who try to use Guyana to traffic drugs and use our country for illicit activities…I hope this stronger cooperation will help to push this forward,” he had said when the announcement was made. They both dedicated their lives to serving this nation, spending decades in the quest for Guyanese to be free, to be able to elect the Government of their choice, and to live without fear of a paramount political force dictating their movements and placing them under clandestine surveillance. They fought the policies of the Government of the People’s National Congress (PNC) for over a decade. Both Father Rodrigues and Dow experienced the decades of economic strangulation, social stagnation, and political tyranny that destroyed this great nation’s potential during the 1970s and 1980s. They fought against the forces that dragged Guyana to become so poor and disabled, that the country once ranked with Haiti as the poorest country in the Americas. Now they have the opportunity to tell their story. They never got a national platform to express their feelings and give evidence of the atrocities that happened to their beloved nation. Today, the Walter Rodney Commission of Inquiry provides the Guyanese populace with an international forum and legal platform to introspect, analyse and consider what went wrong in this country, what caused political leaders to be killed, and, in reporting on the findings, cause that sordid history never to repeat itself again in this land. Father Rodrigues and Dow fought against the Government of the PNC. They marched, protested, wrote and campaigned with vigorous energy to end the reign of dictatorship under the PNC Government. They fought in the political trenches with Dr Walter Rodney, Guyana’s foremost historian and brilliant global scholar. They campaigned against the PNC’s politics of party paramountcy, when citizens had to have a PNC Party membership card to get jobs and State service. Today, Father Rodrigues and Dow stand in the witness box at the Walter Rodney Commission of Inquiry to finally, after 34 years, vent their feelings, frustrations and thoughts on what transpired in Guyana in the 1978 to 1980 period that caused the bomb blast assassination of the populist leader of the Working People’ Alliance (WPA), Dr walter Rodney. Dr Rodney was engaged in a nationwide mass protest at the time of his assassination. Yesterday the two freedom fighters and social justice stalwarts outlined the national atmosphere of fear and trauma that descended on Guyana in 1980 following the political assassination of Dr Rodney. Both outstanding Guyanese citizens appeared yesterday at the Presidential Commission and gave testimony about the conditions that caused Dr Rodney’s tragic end. During her testimony, Dow outlined an atmosphere of fear and paranoia. Testimony at the Commission shows that the PNC Government employed mass surveillance of Guyanese, a militarised State machinery and grotesque political conspiracy involving Officers of the Guyana Defence Force, the Guyana Police Force and the Ministry of National Development, along with the Joint Armed Forces Intelligence Command to quell popular protests against the dictatorship. Dow said her home was a popular place, but she always felt unsafe and that she was being watched, along with visitors to her house. She said it was impossible for her to travel freely, as the PNC State would not issue her with a passport and other travel documents. She told the Commission that Guyana suffered then from

a stifling media landscape, lacking freedom of opinion and freedom of expression, with the single State newspaper in the entire country refusing to carry “bad news” about the PNC Government. Dow said that after Dr Rodney died in the bomb blast, news of what happened to him came from overseas media operations, like the BBC and CANA News. She said the PNC Government stifled all news about the event, and concocted a different version than what the WPA was unearthing as the assassination week unfolded. The WPA learned from the brother of Dr Rodney, Donald Rodney, that a military officer of the GDF, Sergeant Gregory Smith, had handed a communication device to Dr Rodney and it blew up in his lap. Donald was with his brother at the time, and remains the only eyewitness to the dreaded events of that day in this nation’s history.

Donald miraculously survived, and the WPA spirited him away from police and hospital, despite being injured, as the WPA suspected that he could be harmed or even killed, testimony at the Commission revealed. Dow’s testimony yesterday corroborated this evidence. The WPA took Donald to a safe-house, and got a statement from him, and for the first time learned of Smith’s existence. However, Dow said the GDF, the PNC Government, the Police Force and the State media in Guyana then all refused to acknowledge the existence of GDF Sergeant Gregory Smith, even though a GDF plane flew him and his family to Kwakwani and despite him being issued with passports to travel out of Guyana. Smith lived in French Guiana, and refused to return to testify into allegations that he handed the bomb that blew up in Dr Rodney’s car. Smith died in French Guiana a few years ago. Dow said days after Joycelyn Dow Dr Rodney’s death had shocked the world, and plunged Guyana into a deep political turmoil and crisis, someone named Pamela Beharry revealed that a Gregory Smith of the GDF did indeed exist, and this woman gave full details of Smith’s domestic life, including the information that he lived in Georgetown, not far from where the bomb killed Dr Rodney. For 34 years all these details were mere allegations and speculation. Today, the Commission has handed Dow, Father Rodrigues and a host of other witnesses the opportunity to reveal what really happened in Guyana to cause the country to descend to the worst status in the Anglo-Caribbean region. Dow made reference to the lack of official records on Gregory Smith to support her contention that the State of the PNC Government conspired to execute Dr Rodney. The GDF, Police Force and other PNC State agencies all deny Smith’s official existence, with even the GDF personal file on him missing. Yesterday, Lieutenant Colonel James apologised to the Commission for the sloppy situation at the GDF, where files, combat weapons and submachine guns are missing. Colonel James’ testified that 155 military weapons, including grenade launchers, issued to the PNC Government’s Ministry of National Development, R. Corbin and a Wilfred Skeete, remain missing. Guns from this list showed up in 2008 in Mahaicony in the possession of criminals, and the Police seized them and handed them back to the GDF. Dow and Father Rodrigues’s testimony about the days immediately following Dr Rodney’s assassination reveal how devastated Guyana became under the PNC Government, which today would be unimaginable, Commission testimony has shown. The hearing resumes this morning, with Dow yet to be cross-examined by the battery of counsels appearing at the Commission at the High Court in Georgetown.

THE proverbial tables have apparently been turned drastically on alleged Trinidadian confidence trickster Daniel Ali, who has reportedly been kicked out of his accomplice Steven Baboolall’s home by relatives. Ali himself yesterday contacted a reporter at this publication, weeping hysterically as he related that relatives of Baboolall had recently given him a sound trashing before throwing him out into the streets. He said Baboolall’s relatives had seized his personal items, (wardrobe, refrigerator, washing machine, gas stove, and more) and were refusing to return same to him. Although he would not divulge where he is presently living, it is believed that Ali is hiding out somewhere in Black Bush Polder, Corentyne, since he disclosed that Baboolall’s relatives reside there. Ali said his accomplice is staying at a certain family residence in Joanna North, Black Bush Polder, and that family owns several rice fields in the area. He is accusing the said family of cultivating marijuana in one of its rice fields, and has declared that he has a video on his cellular phone showing family members preparing and compressing the marijuana for packaging and sale. Baboolall is also on bail for his involvement in the renting of several cars with Ali, which they would later alter and sell to unsuspecting buyers at lavish discount prices. He is wanted by police at the Leonora Police Station, where he was bailed and instructed to return on a weekly basis. To date, he has failed to report there on any occasion, and is therefore being pursued by police. The illegal actions of both Baboolall and Ali came to light a few months ago when several car dealers turned

up at the Vigilance and Leonora Police stations with reports that Ali, who had rented several cars from them, had failed to return the vehicles, and had, in fact, sold them to other persons. Ranks at the Brickdam Police Station had tried to apprehend the duo while they were staking out a guest house at Eccles, East Bank Demerara, but had been unsuccessful because a security guard at the guest house who had been working in close collusion with the culprits had deliberately lied to the ranks, “forking up a story that the two had vacated the hotel hours before the cops had arrived”. The activities of Ali and Baboolall became noticeable when the duo moved into an apartment at 57, Roraima Housing Scheme, Versailles, West Bank Demerara earlier this year, and were observed spending lavishly and driving several expensive cars. The queries of curious neighbours were met with explanations that the couple had come from Trinidad, were very wealthy, and were here to invest in a catering business. When a strange man hanged himself in the yard of the very building, and police began to frequent the location, Ali and Baboolall hurriedly abandoned their apartment and were noted to be operating a catering business at Uitvlugt, West Coast Demerara. There are reports that one car dealer who had been conned by the gay couple woke up early one morning to find the car he had rented them parked in front of his premises and the ignition keys thrown into his front yard. Agriculture Minister censures AFC for disillusioning, misleading rice farmers By Sandy Agasen

MINISTER of Agriculture, Dr. Leslie Ramsammy on August 16 in a meeting held at the Guyana Rice Development Board, urged farmers to bear in mind that it was the Opposition that voted against the Bill to increase the debt ceiling in Parliament, when it was presented by Minister of Finance, Dr. Ashni Singh. Dr. Ramsammy noted that over the past few weeks, meetings have been held with the bankers and millers to deal with the payment issue that farmers have been faced with. The result has been a positive outcome for investments in the rice industry, provided that the Government stands as guarantor on the loan agreements. He said that the Government of Guyana standing guarantor to any loan is a debt to Guyana, therefore, given the non-passage of the Bill to increase the debt ceiling, the guaranteeing of the loans to the millers is not a decision the Government can make. HYPOCRISY “You all recall that somebody went to Parliament and voted against a Bill introduced by the Minister of Finance to increase the debt ceiling in Guyana. The guaranteeing of any loan is a debt, because when we guarantee that loan, it is our debt, and that increases our debt. So, how you, on one hand, would instigate the farmers to come to the Guyana Government who must take that loan, but you forget that you voted against an increase in the ceiling,” he explained. Additionally, he expressed his concern on the hypocrisy of the AFC, since they were the ones that in Parliament opposed the $500M Budget for the rice industry, saying that it was a handout to farmers. “Now they are speaking different language with the farmers that we are not giving enough. It is hypocrisy and it is fooling people, misleading people,” he said. REDUCING PAYMENTS The Minister stressed that the main goal of the Ministry of Agriculture, along with the Guyana Rice Producers Association (RPA) and the GRDB, is to reduce the monies owed to farmers to “zero” before harvesting of the second crop and also implement measures that will ensure that this issue does not arise again. “We are close to bringing it down to zero… The monies paid are greater than 90 per cent of the amount of what was owed, with outstanding payments amounting to approximately three to four per cent of the total amount,” he said. Dr. Ramsammy added that due to payments being made everyday, the percentage of rice farmers owed will also decrease. He explained: “I remember one time I said about 14% is outstanding, I can remember another time I said about 10% is outstanding, and I can say to all of you today that the outstanding amount is about 4% of approximately $23B of paddy that was sold by the farmers to the millers in the first harvesting season of 2014. Therefore, the rumors of the Minister, the President, the RPA General-Secretary and General Manager of the GRDB are all lies and should be dispelled. “The amount is about $23B in payments due to the farmers, this is the actual amount, not some estimated cost of the paddy, this is what the agreements, the actual cost of the paddy farmers sold to mills. That is a huge amount and we want

to make sure that the millers pay the farmers all of the $23B, that is why some of the payments, approximately $22B have been paid by the millers to the farmers at various stages during the year. If we add accumulatively, it will be in excess of $4B Guyana has put in, some have been paid back to us and that has gone back to pay the farmers, so that is the revolving nature of it.” With the ongoing issue of payments to the rice farmers, a group of farmers from the Essequibo earlier this month met with the Private Sector Commission (PSC), where they reported that approximately 25 per cent of the farmers are yet to be paid, which was also communicated to the minister by the PSC. In light of this, the minister is calling on the PSC to ask the alleged group representing farmers to provide the names of the 25 per cent of farmers in Guyana that have not been paid, which on an average sums up to at least one thousand farmers. He said, “If I were part of that commission present I would ask them the logiMinister of Agriculture cal question, can you Dr. Leslie Ramsammy give us the evidence for this, because you can have formal meetings and people saying what they want to say, because this is what I know and again if I’m wrong somebody needs to come forward and show me where I am wrong. “We at the GRDB have the list of names of all the millers, who they bought rice or paddy from, so we know what each miller procures. I am saying it comes to me as a shock, my data shows different. Since I want to help the farmers I want that list and either they bring it forward or they shut up. I would like my comrades at the Private Sector Commission rather than wasting people’s time to simply ask, because why you want to get involved with a whole set of thing that may not be a issue.” However, the Agriculture Minister acknowledged that farmers are still owed in Region 3 (Essequibo-Islands/West Demerara) due to the formation of a co-op, which backfired. According to him, only the large-scale farmers in this rice-producing region have outstanding amounts. He indicated that the farmers sold approximately $100M of rice and paddy to the co-op. Dr. Ramsammy said that the Government of Guyana believes that rice farmers must be paid on a timely basis and this must be done fully and fairly. “The first thing about payment is that farmers are not being paid on a timely basis, part of the problem is the phenomenal increase in the cash movement, the cash flow movement, because whilst farmers harvest twice per year and therefore expect their payments during that period, the millers sell for 12 months, so they receive their payments over 12 months and therefore that cash flow issue is a prob-

lem,” he explained. REVOLVING FUNDS The minister recalled: “In 2000, there was a cash flow of around eight billion dollars, whereas in 2014, that cash flow that moved from one set of hands to the next set of hands would be $47 billion. In other words, it’s about 5.7 times more than in 2000. “Therefore, the ability of the millers and the bankers, because the bankers need to be part of the stakeholder, to meet that huge increase in cash flow has been challenged and that is where the Guyana Government comes in because there is talk about a revolving fund of a couple million Guyana dollars.” A revolving fund is a fund or account that remains available to finance an organisation’s continuing operations without any fiscal year limitation, because the organisation replenishes the fund by repaying money used from the account. Dr. Ramsammy noted that there is currently a Government revolving fund of two to five billion dollars. “This revolving fund was formed as a result of the bankers and the millers’ inability to meet the $46B in 2010 and not so long ago it was $30B. “Moving from $8B to $30B, you had the problem and in any country they will tell you, when it comes to agriculture banks are very skeptical of having large amount of monies out because you can have a disaster and then in trouble to receive this money. So this is the struggle we have gone through, quietly, without a big fuss,” he said. Minister Ramsammy stressed that the Government of Guyana, at various intervals, injected $2 to $5B as a bridge between the banks and the millers, to ensure that the farmers are paid. However the revolving fund has not allowed for timely payments but it has allowed all farmers to be paid during a crop. “If we add accumulatively, it will be in excess of $4B Guyana has put in, some have been paid back to us and that has gone back to pay the farmers, so that is the revolving nature of it. If the Government didn’t intervene then the outstanding amount would have been over 20%. So the millers themselves have paid a large amount,” he reiterated. The Agriculture Minister added that he had meetings with the banks to ensure that instead of the Government’s money being utilised as a bridge that the banks use their money with the millers, but fear has been expressed about investing. “The banks have already expressed fear that they have already invested money, because there is something else that we should take into consideration, when you were dealing with 300,000 tonnes for the year versus 600,000 tonnes, there is a problem of storage, of drying etc. that millers have to invest in, so they already have significant loans at the bank, because it’s chicken and egg, you going to produce more in the fields we also have to increase our capacity and somebody has to invest in it,” he said. The first rice crop brought in a record-breaking 315,000 tonnes, which is not only the largest single crop, but also surpassed the annual targets made by the industry prior to 2000. For the second crop, some 225,000 acres of rice was cultivated, with a production target of 310,000 tonnes with the prices depending on farmers’ yield of bags per acre.

‘Clean-Up My Country’ Programme Implementation Committee intensifies monitoring activities

OVER the last few days, several complaints were made in respect of the piles of debris being left

on parapets as a result of the cleanup exercises. The Monitoring Unit recently conducted inspec-

tions in the areas where work is in progress. In Albouystown, the contractor stated that the piles of

debris which were placed on the Independence Boulevard’s parapet are from the market. He stated that it was difficult to clean the market during the day since vendors carry out their trade at that time, as a result, work was carried out during the nights and in many cases until 03:00hrs. Moreover, silt and debris were transported to the Boulevard for temporary holding. He also pointed out that some residents have requested the use of some of the silt to landscape their yards. As of August 17, the piles of debris were removed from Independence Boulevard. Currently, work is ongoing and there is some mess, since there have been days of heavy rainfall. In West Ruimveldt, work is ongoing and the contractor has been remov-

ing debris from the areas and transporting them to Haags Boosh Landfill in Eccles, East Bank Demerara. The contractors also elaborated on a few uncontrollable challenges which they have been encountering during the cleanup exercise. One being very limited holding areas, if any at all, in the city, hence this is a major inconvenience to both residents and contractors. Secondly, the difficulty they will encounter if they try to remove the silt immediately after it is excavated from the drains because of the excess water it carries. And thirdly, the impact of the high tide which pushes back work further each day. Once the tide is high, the drains cannot be de-silted, consequently, the workers will programme

some of their activities according to the tide schedule. It therefore means that work will extend into the nights and the Haags Boosh solid waste disposal site closes at 16:00hrs. The Programme Implementation Committee is working with the community contractors to manoeuvre around the uncontrollable elements in order to remove the remaining debris as quickly as possible. The committee apologises to the residents within the affected areas for the inconvenience the activities are causing, and assures the members that the team is working assiduously with the community contractors to remove the debris. idents in removing all encumbrances along Government’s reserves. These encumbrances and squatters are some of the main hindrances affecting the pace of the cleanup up programme. Failure to adhere to this notice will result in the Georgetown Mayor and City Council, using alternative enforcement to dismantle those illegal structures on the shoulders of and over drains and canals.

Cabinet gives no objection to critical expenditure on DHB

EIGHTEEN pontoons for the Demerara Harbour Bridge (DHB) would be rehabilitated following Cabinet earlier this week giving its no-objection to a contract worth $97.7M. This was announced on Wednesday by Head of the Presidential Secretariat, Dr. Roger Luncheon, at his weekly post-Cabinet press briefing at the Office of the President, in Georgetown. The contract would also see the fabrication of connecting posts for the DHB.

Cabinet had earlier given its no-objection to several contracts in the public works sector, which would result in strengthening the DHB. In excess of $45M were approved for the supply and installation of cluster piles at the bridge, and more than $140M were granted for fabrication and installation of two extra large pontoons. Cabinet also approved more than $66M for the supply of 8,000 feet of one-inch DIA hot dip galvanized anchor chains and 180 ‘snatch’ blocks, which would aid navigation of the bridge. Moreover, $25M would be

spent to rehabilitate 80 buoys for the bridge. Cabinet had also signalled its ‘green light’ for a $57,200 Euros contract to supply and install a ‘PLC’ system for the retractor/acceptor span on the DHB. That ‘PLC’ system would replace an existing system that was installed decades ago, and has not been keeping up with the rigorous demands of traffic and the opening and closing of the bridge. “And what is being done is a dismantling, a total removal, of the old obsolete system, and its replacement by a modern PLC system,” Dr Luncheon had said. An engineer from a Dutch firm had been responsible all these years for maintaining the operations and functioning of that retractor span, and that firm has been given permission to replace the existing retractor span. Cabinet had earlier approved two additional contracts that allow for strengthening of the DHB. One award of $52.33M was approved for the supply and installation of cluster piles, while $38.04M were approved for supplying 60,000 feet of galvanized wire rope. The cluster piles would provide some element of protection of vital infrastructure on the bridge. “So that offending bodies like drifting ships and tugs and barges would first encounter these piles before they inflict damage on vital elements or structures on the bridge,” Dr Luncheon explained. A mishap on the DHB last year saw the jaws of a temporary pontoon failing, resulting in the section of the overpass between spans 60 and 61 submerging. The 6,074-foot, or 1.851-mile-long Demerara Harbour Bridge, which is about 34 years old, is a crucial link across the Demerara River from Peter’s Hall in the east to Schoon Ord in the west. Cabinet OKs $185M Linden/Lethem Road contract - work expected to cut travel time by four hours By Telesha Ramnarine LAST Tuesday, Cabinet granted its no-objection to a contract worth $185M for the rehabilitation and maintenance of the Linden/Lethem Road. Head of the Presidential Secretariat Dr. Roger Luncheon made the announcement at his weekly post-Cabinet press briefing at the Office of the President in Georgetown. Maintenance to critical sections of the Linden/Lethem Road has started with works scheduled to be completed by mid-September. The work is intended to cut travel time by four hours. Currently, it takes approximately 16 hours to commute to Lethem from Georgetown using a minibus. The critical sections will be resurfaced with lateritic material and compacted. The contractors employed for this project, which is being executed in phases are: Troy Resources; Omai Gold Mines (OGM); Demerara

Timbers Limited (DTL); Mekdeci Machinery and Construction (MMC) and Vevakanand Dalip Enterprise (DALIP). Meanwhile, Minister of Public Works Robeson Benn had said that for sustainable works to be carried out on the road, the weather had to improve. “Any works before this would have been lost to the rains,” he said. He added that his ministry intends to establish toll stations on the critical hinterland roads to support the year-round maintenance efforts required and to limit abuse of the road from the aspect of load carriage and safety. It is also proposed to establish a basic toll with escalation for overloading and wet passage conditions. The Linden/Lethem road is one of the projects that falls under the hinterland road rehabilitation programme. For 2014, the Ministry has set aside $1.08B to facilitate repairs to roads countrywide.

Consultations on Budget 2015 continuing at technical level – Edghill

MINISTER in the Ministry of Finance, Juan Edghill has confirmed that consultations at the technical level, with several stakeholder groups, are continuing as part of preparations for Budget 2015. “The consultations at the technical level continue,” he said to the Guyana Chronicle, in an invited comment. A budget call circular was issued early last month to various Government ministries and agencies requesting the commencement of compilation of their budget submissions. The Minister explained that when submissions are received they will be reviewed through several rounds of meetings, after which analysis will be done and then they will be consolidated into the national budget. Submissions from ministries and agencies routinely include information on policy recommendations, detailed articulations of various programmes and projects the ministries would like to im-

plement in 2009, and some articulation of the expected impacts and outcomes that would arise from the implementation of these programmes and projects. Additionally, there was a meeting between the Director of Budget and all Permanent Secretaries to facilitate discussion of requirements articulated in the budget circular. The Ministry’s Budget Office facilitates the preparation of the country’s annual revenues and expenditure estimates, effective and efficient management and monitoring of resource allocation and utilisation combined with the formulation of constructive and effective economic policy. This year the cuts totalled a whopping $37.4B, reducing the $220B national Budget to $182.6B. Last year, the combined Opposition cut the Budget by $31B; and in 2012 by $21B. Digicel conducts dental outreach /backpack distribution at Parika By Michel Outridge DIGICEL Guyana on Wednesday hosted a dental outreach and backpack distribution exercise in collaboration with the Rotary Club of Central Georgetown Mobile Dental Unit at Parika, East Bank Essequibo, which saw a huge turnout of children between the ages of six to 16. Speaking on behalf of the team of eight, Dr. Anna Collins said that they are based at the Cheddi Jagan Dental School on Carmichael Street, Georgetown but they were part of the dental outreach where children had fluoride treatment, extractions and cleaning of their teeth done. She stated that they saw as many children as they could have from the time they arrived at Parika at about 08:00hrs and were overwhelmed with the turnout. Meanwhile, Digicel Communi-

cations Manager, Vidya Bijlall-Sanichara told this publication that the dental outreach/backpack distribution was fitting since their aim is to give back to the community and they utilised the opportunity during the August holidays to meet the dental needs of school-aged children. She noted that they had a similar exercise in Berbice in which more than 100 children showed up and it is the third year for the exercise which benefitted more than 200 kids in total at both locations in Berbice and at Parika. One of the many children, Krystal Munroe, who was brave enough to have an extraction said that it was her first visit to the dentist and was surprised how simple the process was. She was also thankful for the tokens she received, compliments of Digicel, which included a school haversack and a water bottle.

Defendant seeks discharge of injunction granted plaintiff

THIRTY-FIVE-YEAR-OLD Parmanda Singh of 18th Street, Foulis, East Coast Demerara is said to be in a critical condition at the Georgetown Public Hospital after his best friend stabbed him several times to his chest last Sunday. Guyana Chronicle understands that Singh, who is a construction worker, and his best friend known as Brian, a contractor, had known each other for a very long time. On Sunday a boy went to Singh and told him that Brain had thrown him overboard with his bicycle. According to Singh’s wife, the little boy was thrown overboard but he managed to come out and complain to Singh who is Brian’s best friend. “My husband then went to Brian and ask him why he did that. My husband and Brian then got into an argument and they were arguing when a few minutes after I see he scramble my husband by his neck and started to stab him in his chest. After my husband fell on the ground Brian then escaped in a taxi,” the wife said. Singh’s wife said that after her husband fell on the ground, residents in the area helped to rush him to the hospital. She said that at the hospital he was admitted to the Emergency Unit and placed on life support and he was later moved to the Surgical Ward. Meanwhile, the matter was reported to the Enmore Police Station but no statement was taken, according to

AN ex-parte injunction was granted to the plaintiff Aurelius Inc. earlier this month by Justice Rishi Persaud. on wednesday, defendant Harry Rambarran filed an ex-parte application by way of affidavit, seeking to discharge the ex-parte injunction granted to the plaintiff. One of the interim orders granted the plaintiff as a result of the ex-parte application was: “An interim injunction is hereby granted restraining the defendant, his servants, agents or otherwise from entering upon any of the properties, locations, offices, timber concessions or other property of Willems Timber Trading Company Limited, wherever located, without the written consent of the plaintiff, until the hearing and determination of a summons returnable on the 27th day of August, 2014 at 9.30 am”. When the matter came up for hearing yesterday, Mr. Harry Rambarran, businessman of 28 Coldingen Industrial Estate, East Coast Demerara, declared that he was the Chief Executive Officer of Willems Timber and Trading Company Limited (WTTCL) and Guyana Lumber and Timber Company (GLTC); and at all material times has been the sole owner of 100% of all the shares of GLTCF. He also said that at all material times he has been the sole owner of WTTCL. Rambarran has filed an ex-parte application by way of affidavit to discharge the ex-parte injunction granted on the 20th day of August to plaintiff Aurelius Inc. Rambarran is contending that he had been advised by his attorneys-at-law, and verily believes same to be true, that the overriding requirement for the grant of an injunction is that the applicant must have a cause of action in law entitling him to substantive relief. The plaintiff, he said, did not establish in its affidavit that it has a cause of action. Rambarran’s affidavit added: “That I accordingly pray that this Honourable Court will be pleased to discharge or suspend with immediate effect the ex-parte injunction granted herein to the plaintiff on the 20th day of August, 2014, pending the hearing and determination of the plaintiff’s summons”. The affidavit was drawn by Mr. Rex H. Mc Kay, S.C., and Mr. Neil Aubrey Boston, Attorneys-at-law on behalf of the defendant. The matter was fixed for report on September 1, 2014.

He toppled several times before falling on the road. The same car that struck Rewel took him to the Suddie Hospital, where he received treatment; but being in critical condition, he was transferred to the Georgetown Public Hospital, where he remained, receiving medical treatment before succumbing to his injuries. Whittaker meets private sector on ‘Clean-Up My Country’ Programme

Ramesh Persaud MEMBERS of the Private Sector Commission (PSC) met with the, Minister of Local Government and Regional Development, Norman Whittaker and the “Clean-Up My Country” Programme Implementation Committee on Wednesday to begin talks with the private sector on endorsing the “Clean-Up My Country” Programme, and to engage the body in collaborative effort for sustenance of the programme. Chairman of the PSC, Ramesh Persaud gave kudos to the minister and his team for the implementation of the clean-up programme.

The chairman also expressed concerns about the sustainability of the programme, and assured the minister and his team that he will engage the members of the PSC in discussions as to how they can be of substance and support to the clean-up activities in the long run. Whittaker told the members of the PSC and the Programme Implementation Committee that sustaining a clean environment is not only the obligation of statutory institutions, but a collaborative relationship between municipalities, private sector and the people of the communities. He called on the PSC to become an agent of enforcement for the payment of business rates and taxes that are owing to the Municipality by private businesses and to encourage business owners to furnish their premises with garbage receptacles. Princess Casino stands by manager accused of assaulting patron - alleges plaintiff was in casino in drunken state molesting other patrons

AUSTRALIAN national, Mr Muammer Princcioglu, who is employed by the Princess Casino Guyana in the capacity of Assistant Manager, was summoned to appear yesterday before a magistrate in the Georgetown Magisterial District to answer a private criminal charge brought against him by Paul James. According to a press statement from the Princess Casino Guyana, in the private criminal charge it is alleged that on May 24, 2014 the plaintiff was assaulted by the said manager at the casino. The manager, Mr Muammer Princcioglu and by extension the Princess Casino Guyana rejects outright this allegation, and specifically denies that the plaintiff was assaulted by the said manager at the material time or at all. In fact, the statement claimed, it was the plaintiff who was in the casino in a drunken state

molesting other patrons, thereby interfering with the proper operation of the casino and in complete disobedience of the rules regarding conduct in the casino. The Princess Casino will further contend that upon being asked to leave the premises because of his disorderly conduct the plaintiff loudly avowed that he will take any and all steps to get even with the casino management for asking him to leave. At yesterday’s hearing Mr Princcioglu was placed on $20,000 bail and was ordered to lodge his passport with the court. Thereafter, he was handcuffed and paraded like a common criminal prior to his bail being posted shortly after. It is the respectful view of Princcioglu and the Princess Casino Guyana that this is a carefully orchestrated plan designed to make good on the threats of the plaintiff to get even with the casino management.

The casino stated that it is confident that the manager would be vindicated at trial when the court has the benefit of the litany of compelling evidence that Princess Casino Guyana has in its possession to prove its defence. The Princess Casino said further, that it recognises its responsibility to maintain a safe and comfortable environment for its customers as well as its employees and has the obligation to take any and all reasonable steps to ensure that this occurs at all times. As such, the Princess Casino Guyana stands by its manager ’s decision to ask the plaintiff to leave the premises in the interest of the safety and welfare of the casino employees and customers and on his failure to so do, to request security personnel to escort the plaintiff off the premises which was done, the press statement concluded.

I AM sitting here under a tree after giving my friends ‘hell’ to wake me out of the semi-coma I had fallen into; and, trust me folks, they had to find all the smelling salts they could, and prayed until their knees were sore, before they succeeded in waking me. Thank goodness I am okay now…. You see, folks, when I see such grave ‘wrong doings’ in our society, my entire body shuts down and I would normally ‘black out’, like crazy. Just last week, we featured two very slack mothers who chose to have their ‘toddler daughters’ cavorting wildly at a live concert way after 22:00 hrs…. Way past their bedtime!!! And at that concert, the ‘empty headed’ MC had the gall to call one of the little girls on stage and, with the band providing pulsating musical accompaniment, make her gyrate quite wantonly for enjoyment of the massive audience. If I had my way, that MC would be removed from all future public speaking forums, and the two horrible mothers would be dealt with most condignly. I would also see to it that the band members who failed to object to this ‘horror’ are dealt with severely as well. Well, Ah was barely catching meh breath from dat ‘shak-attack’ when Ah was treated to anadda dose a coma when I went to a recent beach event. Look, it tek all de smelling salts yuh can find in Guyana to wake me up from de dead faint

DCB Elite Youth Camp exceeds expectations … says coach Nedd DEMERARA’S head coach Garvin Nedd yesterday said the Demerara Cricket Board-organised, W&H Rambarran-sponsored Elite Youth Camp, which got under way at the Demerara Cricket Club last Monday, exceeded his expectations with regard to the interest shown. Initially, the DCB set out to have 25 youths in each age group, namely Under-15 and Under-17, participate in the one-week-long camp, but on the third day of the camp, over 30 boys turned up for each group. The aim of the camp

is to challenge, improve and develop the younger cricketers’ ability, widen their knowledge of the game, and make them more appreciative of it and the DCB is grateful to have W&H Rambarran Marine on board with the programme. “I am so pleased to see the young players giving importance to the camp and more so, the keen interest they have been showing in every session. They want to be here and I’m happy to have them,” stated Nedd. He said the programme is a well-planned one and it has the necessary classes to widen the youths’

However, not many boxing fans and enthusiasts can place Australia-based Guyanese, 39-year-old Gairy ‘Superman’ St Clair in that category and beyond, although he is the lone pugilist from the Land of Many Waters to have fought and won two world titles, namely the International Boxing Federation (IBF) and International Boxing Organisation junior lightweight belts. The soft-spoken St Clair, who is the father of six children and one grand child, first fought and defeated Nigel Boston 20 years ago, sparking a run of 14 successive victories as a professional boxer, following a successful amateur career, with his record now reading 46-122. His first title was in the super featherweight category, when he defeated Vincent Howard in a 12-round contest, while his last battle in the square jungle occurred last year June when he waltzed away with an unanimous points

decision win over Roberto Oyan in a 10-round contest, after defeating the same fighter one month earlier, over six rounds. Recently, Chronicle Sport caught up with St Clair via the social media www.skype.com and learnt that he was preparing for a fight at home this month end against Brazil’s Roger Dos Anjos Souza, one that he was eager to contest, since it would have presented an opportunity for him to showcase the skills and techniques that landed him the two world titles. “I have been fighting all around the world and even winning a world title in Johannesburg, South Africa, so I am really happy to come back home and fight. This is the perfect opportunity and my opponent is a good fighter who has fought some of the best the sport has to offer, so for me this will be the biggest thing after my two world title fights,” stated St Clair. However, negotiations for the fight fell through for which St Clair, who made courtesy calls on Director of Sport Neil Kumar, Minister of Public Service Jennifer Webster, Deputy Commander of ‘B’ Division Marlon Chapman, Colin Ming of Mings Products and Services and Eddie Grant just to name a few, was disappointed. “At this point and

time, I am definitely disappointed at not getting the opportunity to fight here in Guyana, especially after having lengthy negotiations with the Guyana Boxing Board of Control. “I came to Guyana, with the aim of showcasing my talent to the Guyanese boxing fraternity and many persons were eagerly looking forward to see me in action, especially as a 39-year-old fighter who not only won two world titles for Guyana, but looked sharp and crisp in the gym” said St Clair. While he was not able to enter the square jungle against an opponent, St Clair used the time to visit gyms around Georgetown, passed on words of encouragement to young boxers and even equipment, while he spent lots of time with his family on a daily basis. “While I am disappointed at not being able to fight, I did get the opportunity to spend time with my family and also showcase my two championship belts to the public, putting a smile on faces of individuals who never had an opportunity to see a world championship belt before.” He was much more disappointed when he saw the list of Guyanese boxers who would have fought for a world title before and even after him, that was compiled by Eion Jardine

and noticed that his name was not even mentioned. “This is tragic. Not only have I fought for a world title, but I did so twice and was successful and my name is not listed here. Is this how a world champion is treated?” asked St Clair. He added, “The Patrick Fords, Lennox Blackmores and all those guys would have paved the way for boxers like Wayne ‘Big Truck’ Braithwaite, Andrew ‘Sixhead’ Lewis, Vivian Harris and myself for which we are grateful, but it was shocking to see their names being mentioned and not mine, a man who won for Guyana not one but two world titles. Everywhere I go, I represent the Golden Arrowhead with pride and dignity and I am shocked to not even see my first name - even if the writer had forgotten how to spell my surname - mentioned in the article as a boxer from Guyana who fought for a world title, not once but twice.” Quizzed on his next move, St Clair said he will be heading back to Australia next Tuesday, but has plans to promote a card in Guyana this Christmas, if everything goes well, even as he intends to take Clive ‘Wonder Kid’ Atwell to Australia to further develop and strengthen his career.

LOCAL cyclists will face off this Sunday when the United Bikers Cycle Club stages its second `Dash for Cash’ cycle programme around the inner circuit of the National Park beginning at 08:30hrs. The event, which is the second in as many weeks and which is being organised by United Statesbased former cyclist Horace Burrowes, will see BMX Boys and Girls 6-9 years old battle for one lap with the top three finishers receiving prizes. Juveniles and Veterans Over-50 years of age will contest a five-lap event with the top three finishers in each of the categories being rewarded for their efforts, while the feature event which is an open one will be contested over 40 laps with the top three finishers receiving lucrative prizes. According to Burrowes, after the first five laps of the 40-lap event is completed, there will be prime prizes worth $1 000 for each of the remaining 35 laps, while he added that after the first five laps, the winner of the 10th lap will receive a $3 000 prime and this will continue with the completion of each five laps until the completion of the race. The top three finishers of the event will share $16 000 between them and Burrowes promised that another seven

MCLAREN is making a final push to convince Sebastian Vettel or Fernando Alonso to lead the team in its new Honda era. Team chiefs Eric Boullier and Ron Dennis are focusing their efforts on securing the two highly-rated F1’s top stars as soon as they can. Although both drivers are under contract for the immediate future - with Vettel committed at Red Bull until the end of 2015 and Alonso a year longer at Ferrari - that has not proved a turn-off for McLaren.

Give Lloyd free rein, Greenidge urges Windies

(REUTERS) - The West Indies hierarchy must give new Chairman of Selectors Clive Lloyd a free rein to make the changes that will inspire a turnaround in fortunes for the national team, according to batting great Gordon Greenidge. Dwayne Bravo’s side completed a 3-0 one-day whitewash of Bangladesh last Monday but West Indies are ranked a lowly eighth in both the ODI and Test rankings. Sweeping changes were made behind the scenes earlier this month with Lloyd taking over as Chairman of Selectors from Clyde Butts and being joined by new panel members Courtney Walsh and Eldine Baptiste. Greenidge, who used to play alongside pacemen Walsh and Baptiste and was an important cog in the wheel when West Indies ruled world cricket under Lloyd’s captaincy, said he hoped the new chairman would be treated with the respect he deserves. “The powers-thatbe need to accept Clive, appreciate him and look upon him as the person he is, someone who can get the job done,” Greenidge told Reuters in an interview. “I feel in recent times there has been a lot of disrespect shown to players who have played in the past and there has been more dictatorial behaviour happening around cricket in the Caribbean. “I haven’t been involved for a while which is a damned shame because a

lot of players who played in the past have got so much to contribute and have not been given a chance to do so,” added the former swashbuckling opener. “I just hope they recognise Clive’s contribution to the West Indies and give him the necessary tools to work with. I don’t see a problem at all with Clive, but it may be a problem with the people he’s working with or the people he reports to.” Greenidge said there were similarities in the turmoil that has been experienced at Manchester United since Sir Alex Ferguson ended his all-conquering 26-year managerial reign at one of the world’s most famous football clubs in 2013. Asked if Lloyd needed to be given a free rein to do the job as he saw fit, Greenidge was emphatic in his reply: “Precisely. It’s a bit like what’s happening at Manchester United. Everyone’s expecting the new managers there to just pick up where Alex Ferguson left off - that’s impossible. The new man needs to transfer a serious input of his thinking to his team and the way he wants them to go. He needs to build a team and explain how he wants them to go forward. It’s the same thing with Clive Lloyd,” added Greenidge who hit 19 centuries for West Indies in 108 Tests between 1974 and 1991. “Unfortunately his job will be measured in terms of how successful the West Indies team is, that’s always been the case, but I think a

No more changes to Nations Cup venues, says CAF (REUTERS) The Confederation of African Football (CAF) has ruled out any more venue changes for next week’s African Nations Cup qualifiers in the wake of requests by several countries to move matches following the Ebola virus outbreak and stadium violence in Algeria. CAF had previously ordered Guinea and Sierra Leone to move their qualifiers on the advice of health authorities but said in a statement yesterday there would be no more changes. The two west Africa countries are at the epicentre of the Ebola virus outbreak, which has claimed more than 1 500 deaths. In recent days, Cameroon, Congo, Mali and Tunisia have asked CAF to move matches in which they are involved but their requests have been rejected. “CAF will reassess the situation in mid-September in order to allow or not these

affected countries to receive teams and organise CAF matches and competitions,” African football’s controlling body said. The first two rounds of qualifiers will be played on the weekend of September 5-6 and on September 10. Guinea are playing their home match in Casablanca, Morocco but Sierra Leone have yet to find a country willing to help them host their game. Congo expressed concern about travelling next weekend to Nigeria, where there have also been Ebola-related deaths, while Cameroon wrote to CAF asking that their scheduled match in the Democratic Republic of Congo on September 6 be moved to a neutral venue. A separate Ebola outbreak was announced at the weekend in the Congo where a different strain of the virus has been identified. Mali do not want to go to Algeria, claiming

they are concerned for the safety of their players in the north African country where a footballer died last weekend after being struck by an object thrown from the stands after the end of a top flight match. “It is extremely important that every federation, whose country is affected by the virus, should ensure that their respective delegations travelling abroad can be examined before their departure in order to ensure that no member can transmit Ebola,” CAF added in the statement. “On the other hand, each national association receiving delegations is obliged to communicate all the necessary information delivered by health authorities to ensure the reception of teams and officials from various countries, including those from affected countries, and to proceed, if necessary, to additional checks at arrival points if required.”

In the match which was reduced to 45-overs-a-side because of a late start, Albion were sent in to take first strike and lost their opening batsman, Kandasammy Surujnarine (2) in the third over to Michael Newland, with only 3 runs on the board. Discarded West Indies batsmen Sewnarine Chattergoon and Narsingh Deonarine added 27 for the second wicket before off-spinner Rocky Hutson had Chattergoon caught for 16, at 30

The cheque was handed over to the president of GBA, Steve Ninvalle, by the Marketing Manager of COURTS Pernell Cummings and Public Relations and Promotion Officer Roberta Ferguson.

WELLINGTON, New Zealand (CMC) - International Cricket Council chief executive David Richardson believes Australia and New Zealand are on track to deliver a first class Cricket World Cup next year. The global tournament, which sees teams compete for world cricket’s premier one-day title, bowls off across 14 cities in Australia and New Zealand from February 14 to March 29. Richardson attended a round of meetings in Wellington and Melbourne earlier this week, and said afterwards that he was confident the World Cup would be a “memorable event”. “There is tremendous enthusiasm and anticipation amongst the LOC (Local Organising Committee) staff and no stone is being left unturned to ensure the teams, officials, sponsors and media are warmly received and they enjoy a great experience during the ICC’s flagship

New Road Eagles remain unbeaten as action continues tonight NEW ROAD Eagles continue to impress and remain the lone unbeaten team in the inaugural Ansa McAl/Stag Beer-sponsored West Side 5-A-Side football tournament when the action continued last Wednesday night at the Vergenoegen Rice Mill Tarmac. It was only the second night of the competition which kicked off last Friday at the aforementioned venue and scores of people turned out to show support for their respective village. Seven games were carded for the night and in the fifth game of the evening, Paul Rodney’s goal in the 10th minute was enough to help guide New Road Eagles to a 1-0 win over Showtime. It was an intense game and one in which Showtime have only themselves to blame for the loss, given the fact that they had squandered several goal-scoring chances, even after Rodney found the back of the net for the eventual victors.
