Diaspora in California updated on current developments in Guyana THE Guyana Government’s developmental agenda was detailed by President Donald Ramotar when he met members of the Guyanese diaspora in Los Angeles, California, USA, at the weekend. Government, he explained, has, over the last two decades, worked to rebuild and improve upon the nation’s infrastructure.

The fact that technology, travel and communication have improved was noted by the president as he explained the government’s decision to undertake several projects to capitalise on this fact. Citing the Cheddi Jagan International Airport (CJIA) Expansion Project, he pointed out that several airlines such as “Jet Blue”, had already conducted feasibility studies which pointed out the benefits of operating from Guyana.

Business opportunities were being stymied however, due to the lack of adequate runway length and more modern facilities at the CJIA. President Ramotar said, “That is one of the reasons why we are concentrating a lot of our efforts on building the infrastructure of our country”.

Guyana is geographically located ideally to be a hub for air travel in South and Latin America, he added and it is preparing to take advantage of this fact.

The economic growth over the last eight years, the president pointed out, was due to government’s prudent in-

vestment in the country. “No mean achievement when you take into consideration that those last eight years coincided with the period of time when we had a financial and economic crisis internationally”. The Caribbean was not spared from this, with many countries feeling the effects.

He explained that his speech to the United Nations General Assembly on September 26 called for a re-think of how small developing states are categorised as middle income countries, thus making them ineligible for concessionary financing and debt relief mechanisms which adversely impact on their continued development.

And this was not just for his country, but the entire region.

Notwithstanding the challenges, President Ramotar pointed out that Guyana has achieved the highest rate of nursery admissions in the Caribbean, universal primary education, and is working towards the same at the secondary level.

The interventions in providing school uniforms, meals, textbooks, transportation and lodging where possible, to encourage children to attend school, were also mentioned by the president, and this was greeted with loud applause from the gathering.

He reiterated that there was a direct correlation between fighting poverty and education, and alluded to the fact that countries with the most educated persons are most developed, and not those with the most natural resources.

The push by government to realise cheap, reliable electricity via hydropower was another issue highlighted by President Ramotar. Despite the widespread consultations and meetings with the political Opposition, he explained that the project had failed to gain their support.

Some of the developmental projects that Guyana needs to continue its developmental path include the paved road link between Linden and Lethem and a deep water port.

These infrastructural projects are needed to take advantage of the trade that Brazil, the sixth largest economy in the world, will have to offer as it expands.

The fact that the Panama Canal is being expanded and there are plans for a similar canal through Nicaragua,

signal that others are preparing for the expansion of trade across the Region, he added.

The political Opposition’s stance against many developmental projects, the president explained, seemed designed to hamper the Guyanese economy. “I believe that they are operating on the principle that if they can make the economic situation bad and prevent government from delivering on social services, that it will make it better for them politically”.

Making reference to the internationally approved Anti-money Laundering Bill, the Head of State said that the bill, which is ‘Anti-money Laundering, Anti-criminal and Anti-drug trafficking’ will have all of the administrative measures in place to signal to the international community that government is serious about its passage, but can only do so much, since it does not control the parliament, and it should not be blacklisted.

The status of Guyana with regard this legislation is up for review in October.

He recounted the efforts made to get the Opposition on board with the Amalia Falls Hydro Project, such as the provision of sensitive information, trips to the site and the roadway. All of these were welcomed and highlighted via the press, yet he noted that when it was time to vote to support the project, they opposed it. Those gathered were very supportive of the president when he explained

Privacy of communication must be protected – Opposition MPs THE Kaieteur News maintains its criticisms of the Guyana Revenue Authority (GRA) for the release of “confidential” information, which has been emphatically rejected

by GRA’s Commissioner-General, Mr. Khurshid Sattaur.

The Kaieteur News’ assertions follow a day after the filing of criminal charges for tax evasion against its publisher, Mr. Glenn Lall.

And the newspaper itself is at the centre of concerns over the violation of privacy, following its publication of alleged emails between senior public and government officials, as well as those of former President, Dr. Bharrat Jagdeo, which do not relate to the criminal charges that have been filed.

LEGITIMATE DISCLOSURES One prominent attorney-at-law acknowledged that, as reported, the Guyana Chronicle’s article on the alleged remigrant duty-free scam was the result of an overall review of the status of the remigrant support scheme, which is offered by the current Administration.

The article saw the “legitimate disclosure” of facts of the alleged scam and in turn led to the filing of six criminal charges, altogether, against four parties involved, including Mr. Lall and his wife, Mrs. Bhena Lall.

The charges follow the seizure of two vehicles allegedly at the centre of the duty-free scam. The two veJoseph Harmon hicles in question, PRR 8398 and PRR 8399, were handed over to GRA and impounded at the Authority’s warehouse at the end of August, after an hour-long standoff between GRA officials and the Brijnanans’ son, Sankar, a high-ranking GRA employee. An investigation was then launched to ensure that procedures and policy, as well as the provisions of the law were adhered to. The vehicles were imported under the remigrant duty-free concession arrangement, but have been in the possession of Lall and his wife.

“The media has the right to gather news from any source by lawful means. One of the main things journalists have to consider is whether the newsgathering or publishing process violated certain legal principles,” the lawyer told the Guyana Chronicle, on the condition of anonymity.

VIOLATION OF PRIVACY The source added: “There is a certain amount of deflection happening here, there is a move by the Kaieteur to divert the attention from the real issue, which is violation of privacy.

According to the lawyer, the Kaieteur News is trying to deflect attention from the fact that it accessed alleged private emails, a gross violation of privacy, by putting the spotlight on an alleged “plot” to muzzle the local paper.

“In one breath the paper is alleging that documents were released by the GRA, for which it has launched a massive campaign of criticism, and in another, the paper itself has violated laws of confidentiality and privacy,” the source said.

The legal expert cited three benchmarks against which the violation of privacy can be measured: was the document obtained illegally; has the newspaper violated a sphere of privacy; and is the newspaper guilty of overzealous reporting.

Additionally, according to the ‘Reporter's Handbook: Invasion of Privacy and the Media: The Right To Be Let Alone’,

invasion of privacy by intrusion is defined as: “One who intentionally intrudes, physically or otherwise, upon the solitude or seclusion of another or his private affairs or concerns, is subject to liability to the other for invasion of privacy, if the intrusion would be highly offensive to a reasonable person.”

MANY QUESTIONS Many questions are now being posed as to how the local daily, known for sensationalism, came into possession of the alleged emails and who authorised the use of the said alleged private correspondences.

The GRA’s Commissioner-General himself has called for a police investigation as to how and who fabricated his email, providing the Kaieteur News with copies of the published correspondences.

A tax analyst at the GRA said that assuming the alleged emails did come from Sattaur’s office, the email itself never

filled with laws, we have no deficiency of laws, but they are not adhered to,” he said.

ROLE OF SERVICE PROVIDERS Meanwhile, given that GRA’s internet service provider in this matter is the Guyana Telephone and Telegraph Company (GT&T), the Guyana Chronicle contacted the company’s Chief Executive Officer (CEO), RK Sharma, for a comment.

However, Mr. Sharma was not available for comment.

Also, the company’s public relations department, up to press time had not responded to this newspaper’s questions over the company’s policies on the privacy, confidentiality and security of information passed over its network, both as it relates to communications via mobile phone and via their DSL internet service.

The Guyana Chronicle also contacted Digicel, Guyana’s other major telecommunications operator, with a similar query.

A statement from the company said, “Currently traffic related to all Digicel subscribers are secure, whether it be voice or data services, including emails through our network. Persons should also take the necessary precautions to password protect their devices to ensure maximum security.”

“In my mind, this is clearly a fabrication by Mr. Lall and Mr. Harris to avoid the laws being applied to Kaieteur News,” the analyst said.

SERIOUS CONCERNS General-Secretary of A Partnership for National Unity (APNU), Mr. Joseph Harmon, told the Guyana Chronicle that there have always been “serious concerns” about the security of communication between people.

“We have even had cases where communication between our party members are hacked, and the question is how are they accessed…whether we had the capacity here to do so or not is something I am not sure of,” he said.

The General-Secretary stressed that the privacy of information and communication exchanges ought to be treated as private.

“Every email you send passes through a network and if this is information that comes into the hand of someone, you have to know how to treat with it. The privacy of your communications must be protected,” Mr. Harmon said.

According to him, this problem is something that can be looked at in the Parliamentary Committee, reviewing the moves to address reforms in the telecoms sector.

“Since the committee’s work is not complete, we can look into this and see if and how we can provide protection to the Guyanese people,” Mr. Harmon assured.

Leader of the Alliance For Change (AFC), Mr. Khemraj Ramjattan, was firm in his contention that laws related to privacy, confidentiality and security of online communications must be enforced.

“All the laws related to privacy must be enforced …we are

President of the Caribbean Association of Industry and Commerce (CAIC), Mr. Ramesh Dookhoo, commenting on the issue, has called for the political parties represented in the National Assembly to look at the legislation that deals with information sharing, the E-Commerce legislation, which has not been tabled in the National Assembly or passed.

The draft bill was intended to provide for the legal recognition of electronic writing, electronic contracts, electronic signatures and original information in electronic form in relation to commercial and other transactions and to provide for the facilitation of electronic transactions and related matters.

“We had a big seminar at Liliendaal and all of civil society and Information Technology specialists were there to discuss the legislation and a lot of work was put into it. This piece of law makes it criminal to hack emails, but it was never addressed. Now there is no law in Guyana to protect you if your emails are hacked,” he said.

Dookhoo added that this is something that must be revisited.

“We need to get this legislation on the ground,” he stressed, “It is something that must be looked at. I don’t know if sending an e-bill is legal, but we are doing it.”

The CAIC Head bemoaned the political gimmickry surrounding the issue and called for concrete action in addressing this.

“The private sector is quite clearly fed-up and what we and the Guyanese people want is for real civil issues to be in place.

If we look at the emails that were published in the Kaieteur News they are the emails of two prominent people in our society, but there is no law in place. We need to act,” he said.

The Attorney-General and Minister of Legal Affairs, Mr. Anil Nandlall, was unavailable for a comment regarding the work to be done in terms of legislation to address this problem, as he is currently abroad.

In a statement to the United Nations that appeared to give approval of U.S. and Arab air strikes in Syria against the militants, Syria’s foreign minister said his country backed the campaign against Islamic State.

(Reuters) - U.S. WARPLANES attacked Islamic State targets in Syria overnight, in raids that a group monitoring the war said killed civilians as well as jihadist fighters.

The Britain-based Syrian Observatory for Human Rights said the strikes hit mills and grain storage areas in the northern Syrian town of Manbij, in an area controlled by Islamic State, killing at least two civilian workers.

Strikes on a building on a road leading out of the town also killed a number of Islamic State fighters, said Rami Abdulrahman, who runs the Observatory which gathers information from sources in Syria.

The U.S. military said on Monday an American air strike overnight targeted Islamic State vehicles in a staging area adjacent to a grain storage facility near Manbij, but it had no evidence so far of civilian casualties.

(Reuters) – AT LEAST 36 people are feared to have died after a Japanese volcano erupted without warning at the weekend, raining ash and stones on hikers, but the search for victims was abandoned on Monday because of fears of toxic gases.

Rescuers at the peak of Mount Ontake, now an eerie moonscape under a thick layer of grey ash, on Monday found five more victims of Saturday’s eruption at Japan’s second-highest active volcano but authorities did not immediately confirm them as dead.

The eruption of the 3,067-metre (10,062foot) peak, 200 km (125 miles) west of Tokyo, took place as the hiking site was packed with climbers, including children, admiring autumn foliage under a brilliant blue sky.

Twelve people have been confirmed dead in Japan’s first fatal volcanic eruption since 1991, and 63 have been injured, some with broken bones. Eight were missing, but officials said some of them could possibly be among those who perished.

“It’s my son, my second son. We’ve had absolutely no contact at all,” a grey-haired man told Japanese television, adding that his 26-yearold son had gone to the

More than 500 rescuers had been combing the summit, ploughing through knee-deep ash and passing mountain lodges with holes punched in their roofs by rocks shot out of the volcano.

Japan is one of the world’s most seismically active nations. In 1991, 43 people died in a pyroclastic flow, a superheated current of gas and rock, at Mount Unzen in the southwest.

Ontake, Japan’s second-highest active volcano, last had a minor eruption seven years ago.

Its last major eruption, the first on record, was in 1979.

Hikers said there was no warning of Saturday’s eruption just before noon and hundreds were trapped for hours before descent became possible later in the day.

“I felt a hot wind blast against my back and crouched down to the ground,” a man told NTV. “I was sure I was going to die.”

Peru earthquake kills eight in Andes village (BBC News) AT least eight people have died in an earthquake in southern Peru, officials announced on Sunday.

The 4.9-magnitude quake hit the Cusco region in the early hours of Sunday.

Worst affected was the remote Andean village of Misca, where 45 homes collapsed killing four children and four adults, emergency workers said.

The authorities have declared a state of emergency and President Ollanta Humala has said his government will help rebuild the village.

President Humala said the village, 90% of which was damaged, had been erected on a geological fault line and should be reconstructed elsewhere following a thorough study of the area.

Many of the homes in the village were made of adobe, a mixture of mud and straw.

Among the buildings that collapsed was an 18th-Century church.

The adobe houses were not able to withstand the tremor President Humala said emergency workers had managed to clear the road leading to the village and a plane had been able to land in the area to drop off tents and blankets.

A nearby copper mine was not affected, a spokesperson for the company running it said.

Earthquakes are common in Peru, with the Nazca and South American

tectonic plates located near its coast.

In 2007, more than 500 people were killed in Peru’s coastal province of Ica when a 7.9-magnitude undersea earthquake struck.

Weekend killings take murder toll to 304 (Trinidad Guardian) POLICE are investigating three murders, including a decapitation, which occurred between Saturday night and yesterday morning. The head of a man was found by a passerby at the Santa Rosa race track, Carapo, and his body some 100 metres away in bushes at around 6 am yesterday.

Also in Carapo, police said Ishmael Lewis, 41, was at his George Clarke Road home with a man and a woman, when they heard a knock at the door and someone shouting, “Police!”

When Lewis opened the door he was killed. This incident happened at around 10.30 on Saturday night. Police said they have no motive for the killing.

A few hours later at Malick, Barataria, a 28-yearold man was shot dead. Police said Dale Augustus was killed by two masked gunmen who entered his Seventh Avenue home at around 4 am yesterday. A woman who was in the house at the time alerted neighbours who contacted the police. The murder toll is now at 304.

Mexican students missing Petrotrin president: T&T will remain a key energy player after protest in Iguala (BBC News) POLICE in the southern Mexican state of Guerrero are searching for 58 students who have been missing since Friday.

The students from a teacher training college disappeared after deadly clashes erupted between them and security forces during a protest.

Six people were killed and 17 injured when police and unidentified gunmen shot at the protesters and opened fire on a bus in the town of Iguala.

Some 22 officers are being held in connection with the shooting.

The students from the Ayotzinapa teacher training college were protesting against what they say are discriminatory hiring practices for teachers which favour urban students over rural ones.

Members of the student union said they had been protesting and tried to hitchhike rides back to their college on local buses.

A helicopter has been deployed to search for them.

“The road ahead is not an easy one. In the last few years we have witnessed a transformation in North America as a result of the shale gas revolution, which is causing many countries all around the world to look again at their own potential.

The net effect has been a reduction in refining margins, not only for Petrotrin, but for most refiners outside of the United States.

ent challenges in our industry, therefore necessitates the banding together of all employees, drawing from knowledge and past experiences, working together step-by-step, to shape Petrotrin’s future and ensure its long-term viability,” he said.

Hassanali added: “When I joined this company almost 40 years ago, the international industry was beset with problems. Respected figures from the industry, both local and international engineers, geologists and economists, were warning that the world would run out of oil within 20 years.

“On reflection, choosing a career in this industry at that time may have seemed a brave choice for all of us.

But as we all know, that gloomy forecast has been proven wrong. New sources of oil and gas have been found, old sources have been regenerated and production has continued to grow.”

Hassanali outlined strategic imperatives which would determine the future of the

company starting with an increase in production and reserves, maximising returns from refinery investment, managing costs, instituting a cultural change of accountability and high performance and improving asset integrity.

“This company has evolved and thrived under your capable hands. Our resilience and longevity have been forged through your hard work and unwavering loyalty. With over a century of history, we have had quite a journey working with inherited and aged assets and infrastructure. We have faced and continue to face challenges that those who preceded us would never have imagined.

“This industry has its ups and downs and so too our company has had its fair share of highs and lows, but what has always remained constant is our resilience and ability to weather the storms through the mettle, tenacity and capability of our employees,” he said.

EDITORIAL Moral codes and compasses THEY cut across the racial and cultural divides, those gyrating, gesticulating contortionists who get on stage in places of public entertainment and replicate formerly unimaginable positions of the sex act so explicitly that they leave nothing to the imagination.

So, it is no wonder so many marriages are going on the rocks, because the average housewife cannot begin to compete with the sensational acrobatics on public display, which may or may not be do-able, but which send wrong signals on the priorities of adult relationships, and to the young adults in societies.

And the lyrics of the songs -many of them sung by women who certainly cannot be used as role models, because they announce that they are primarily objects to appease a man’s lust; mere receptacles for incidental spermatozoa -- go beyond suggestive. They are

tasteless, vulgar, demeaning to the feminine gender, and destructive to the psyche.

What is absolutely sad is that these songs (sic) are sung by young children; and everyone is aware that sentiments are absorbed best through song. The lewd gyrations are also mimicked by youngsters, even babies. Parents, who either do not know or do not care of the effect of these actions on the psychological makeup of their children, are often amused at this simulation of the sex act by their babies.

So, how does a young child recognise that he/she is in imminent danger of being sexually abused, if such a scenario within the framework of what is supposed to be his/her secure environment – the home, or the school, hallmarks normal family activity? One step beyond may not seem at all strange or wrong to a sexually-exploited child.

There is a local television sta-

tion which churns out this bilge relentlessly, day in and day out, and, believe it or not, it is probably the most-watched television channel in town. And when mom and dad are watching, so are the children.

What was encouraging during the children’s Mashramani activities this year was a marked change from the lawlessness and lewdness of the previous years, when the children were encouraged to mimic the adults, to well-choreographed items that were a delight to behold, and which far surpassed anything the adults put on display – which most often was themselves – in all their glorious mountains of shaking rolls of fat.

What was absolutely horrifying one year was the item adjudged the winner in the singing category.

With all the songs so well sung, carrying relevant messages of safe sex, stop the abuse, etc, the winning entry epitomized all that is degenerate

in the society. Maybe next time we need to look at the backgrounds and personal choices of our judges.

Mashramani is the one event that fully embraces the Guyanese nation in totality, and whatever is portrayed, at least through an official mandate, must be reflective of where we are as a society.

While one does not want to be categorised as a morals police, it is certainly essential that we determine where we want to go as a nation, and not emulate the formations that celebrations in other lands assume if they

are destructive to the national psyche and identity.

Guyana’s identity and strength are rooted in the diversity of its peoples’ cultures, but each of those cultures is by and in themselves grounded in strong moral ethos and resonances, peculiar to themselves, but with a common thread that uplifts the human spirit.

So, it is incumbent on every citizen of this land to ensure that there is retention of the groundings of behavioural patterns of yesteryears, when moral codes and compasses guided the society.

Where is the justice? Is it still blind and even-handed?

THE struggle for women’s and children’s rights began in the late 1940s in the then British Guiana.

First amongst these rights was the right to have a voice; to be able to participate equally in the right to vote, regardless of gender and whether one owned property or not. This was achieved in 1952.

It was not until the late 1980s, after years of calling for the end to sexual and domestic violence, that several women’s organisations -- the Women’s Progressive Organisation, the Guyana Women’s Lawyers Association and the Red Thread -- came together, calling for a revision of the antiquated sexual offences statutes and the introduction of statutes criminalising domestic violence.

The legacy of the 9th Parliament, particularly 2009-2011, is the enactment of a compendium of five (5) progressive laws to protect and promote children’s

rights, and protect victims of sexual violence in the new Sexual Offences Act. The latter statute was genderneutral, thereby giving for the first time protection to males in general; and, male children in particular, in cases of sexual offences.

These statutes came to fruition after long and consistent consultations stretching over years; involvement of grass-roots organisations and communities; inputs from non–governmental organisations, and several parliamentary special select committees which received submissions and revised the original Bills to incorporate expert advice and further strengthened the objective of protecting victims of sexual violence, and protecting children, in particular.

The overriding understanding by all, was, and still is, that children are powerless as victims of child abuse and sexual violence, and therefore the responsibility of all citizens and the execu-

tive, legislature and judiciary must be the “best interests of the child” in accordance with the Constitution.

After these long and hard-fought-for gains, it is therefore with utter disbelief and alarm that l read that an injunction has been issued against a young man who alleges that when he was a child, he was sexually abused by an attorney-at – law, who is also the Speaker of the National Assembly and a known politician in Guyana.

I also note with even more alarm that the rights groups, or those who have held themselves out to be rights groups, have been deafeningly silent on of the issuance of the injunction.

THE INJUNCTION No allegation of sexual abuse, whether made by a male or female, and whether current or going back to their childhood, should be muzzled. One expects that the accusation will be sub-

jected to the scrutiny of the justice system, where the accuser and accused will be heard, and a judgment made by a jury.

A young man has made an allegation of sexual abuse, claiming that this was done when he was a child.

His complaint should always be taken seriously and be heard, and our facilities, institutions, services and environment must always be ones that promote and facilitate such a complaint being made. This should never be an occasion or an opportunity to gag the accuser.

From reading the injunction, it seems as though it was granted because there was a claim that the complainant was depressed and suffering from other mental health problems, and because the accused, the politician, claims that the accusation was politically motivated. The accused claimed that it was causing him to lose his reputation and be embarrassed.

A complaint of sexual abuse by a child or an adult against another will always cause that other to lose his/ her reputation, assuming there was one to lose. It will always be something embarrassing; it will always be harmful to the accused. It is, after all, a criminal offence to rape or sexually assault someone. In no other accusation of a criminal offense is the issue of the reputation of the accused put under the microscope.

Additionally, according to worldwide research, almost every person who is raped or abused will suffer some form of depression and other mental health issues.

The claim by the accused that it is a political set-up is easily something that can be determined by the police and/or a jury. It would be a matter of fact that should not, according to our laws, be determined by a judge alone.

This injunction sets such a dangerous precedent. It

opens a door where any and every person who is accused of rape can go to the court, claim that his/her reputation is being damaged; that the person making the allegations is sick; and that it was a plot or ploy by another person/persons and secure an injunction against the person who is making the claim!

Considering the abysmal state of our rate of prosecutions and convictions in sexual offences cases, as exposed by the Guyana Human Rights Association and the Attorney-General and Minister of Legal Affairs, we can ill afford, as a country, to have any more obstacles placed in the way of securing justice for our victims of rape and sex assault, where the victims are predominantly women and children.

A court ought to be aware of these dimensions of rape and sexual assault, and the research on these issues should be what informs...

In a long and country-wide campaign to “stamp out sexual violence” in 20072008 (prior to the enactment of the new Sexual Offences Act), the people of Guyana spoke on the issues that were affecting them relating to the reporting, investigation and prosecution of sexual offences.

They detailed how they thought, men with power and or money got away with rape and other sex crimes; they complained against the sloth of the system; they expressed frustration at the then laws being impractical in securing a conviction, particularly where children were the complainants.

The lawmakers listened, heard, and drafted laws that saw Guyana passing revolutionary and new legislation to cater for those weaknesses in our system, including making provisions modern and real, such as removing the need for corroboration of a complainant’s account; allowing for special measures that remove the aura of heavy formality in the court-room; allowing a witness to be shielded from an accused, etc...

This injunction now negates the work of the women’s rights movement over the last thirty years, and the work of the 9th Parliament which drafted the laws; and, more importantly, the thousands of Guyanese who contributed to that process.

All the work that has been expended to foster an environment to encourage victims of sexual violence to trust the system (police, social workers, prosecutors, and judges) and report these cases has been severely eroded. This injunction sends a dangerous but clear message that accused persons can use their money and might to go to court and secure an injunction against a complainant from talking about, or “publishing” the ordeal that the victim suffered. It places more burdens on an already traumatised and very confused, depressed etc person, whose very dignity and sense of safety was snatched from them by the very person being protected by the court.

A victim could now legitimately form the impression that a politician can rape and get away with it, and that it makes little sense complaining, as that person will use his/her power and money to get an injunction.

A victim can now easily decide not to complain against a lawyer for rape, because the accused will go to the court, where they will reign amongst their friends and make the victim into the bad person, and use the heavy hand of justice to gag them. Regrettably, the injunction validates, once again, public opinion of the judicial system.

And can one blame people for that viewpoint?? After all, the case against CN Sharma, another politician, on charges of paedophilia is still not concluded after five (5) years; and, now the accusation against another politician, the Speaker of the National Assembly. Can one blame onlookers coming to the conclusion that wealthier persons are more likely to have easier access to the court?

The injunction reverses the even-handed role and function of the court, where victims expect to be protected and get justice to one of facilitating the accused.

Justice no longer appears to be blind and even-handed.

This is why this injunction is so terribly dangerous; it has undermined the entire tenets of justice for victims of sexual violence. This terrible precedent victimises the accuser all over again. In my opinion, this injunction should never have been granted.

I am not judging whether the accused, Trotman, is guilty or not; that,

I believe, is for the court and a jury, if it ever reaches there. The point is that an injunction can now be issued against every single complainant from making or “publishing” such complaints to the police, a social worker, a family member, the church, etc... Surely, this must cause profound concern for human rights and democracy in our nation.

RIGHTS GROUPS This is why the deafening silence in response to this unprecedented injunction of the rights groups, who have been known to comment and champion the cause of victims and children of rape and sexual assault, deeply worries me.

That, if nothing else, should have been noisily protested against. Nobody is asking rights groups, at this point, to determine the vexed issues as to whether the accused is innocent or guilty. That is not the point.

In the same way that these groups were

Gail Teixeira justifiably adamant that the Order should not have been made by the High Court in the Commissioner of Police, Henry Greene’s matter (he, too, was innocent until proven guilty ), so too, one would expect that they would now be out in full force, condemning the granting of this injunction.

Recall Henry Greene had gone to the court to secure an Order stopping the Director of Public Prosecutions from charging him, because he said the evidence was weak. The complaint at the time by many, including a Minister of the Cabinet, was that the Order was setting a terrible precedent, in that every person could so claim, and a judge (without a jury) could decide on facts -- which is usually supposed to be done by a jury -- and that a judge could determine the matter.

The same applies here. Every person accused of rape/sexual assault can now go to a court and claim that their reputation is being damaged, or that they are being set-up (which, incidentally, is an overwhelming claim by accused persons), or that the complainant is sick (which, incidentally, the complainant is likely to be if he or she was forced to suffer the indignity and crime of being abused sexually), and on those grounds, the accused could now obtain an injunction preventing the victim from speaking out.

That the rights groups are silent in the face of this horrific development is very, very sad and worrying. Surely, their silence on this matter, unlike others, cannot be based on who the accused is??!! If that is so, then this is a

terrible indictment of our times.

In retrospect, I cannot remember any call for CN Sharma to submit to justice from some of these same groups when he was charged with the rape of a little girl, and would feign illness and check himself into hospital etc, causing then, and even now, untold delays in the hearing of the case.

So, maybe the rights groups have their little affinities too? One has to wonder if they would have been so silent if it was a government or a “PPP-affiliated” person being accused or charged with rape and sexual assault? One cannot help but notice either that Nigel Hughes, leader of the AFC and recently proposed prime ministerial candidate, is the lawyer for the accused.

AND

CONSTITUTIONAL CRISIS Expectedly, the AFC has jumped to defend its Founding Leader; however, their defence appears to be one of “smoke and mirrors”. The first thing they did was to counter the accusation of the young man by saying that it is politically motivated! Nothing substantial, but unmistakably a diversionary tactic!

And to keep the illusion going, they have tossed several PPP/C names into the fray, from the Attorney-General and mine, to a young female lawyer.

More recent is the AFC’s announcement that this is all part of a plot to make the Speaker resign, and create a constitutional crisis. This is utter poppycock! Their objective is to create fear and confusion, and intimidate the general population, especially investors and the business community. Again, another diversion!

To set the record straight, were a Speaker of the National Assembly to resign for whatever reasons, there is a Deputy Speaker, who can act as Speaker until the Assembly votes for a new Speaker. The new Speaker can be nominated and elected from among the sitting Members of Parliament, or from someone who would have been eligible to be a Member of Parliament, as provided for in the Constitution, as was the case with former Speakers Derek Jagan and Ralph Ramkarran, and, present Speaker Raphael Trotman!!! When Speaker Derek Jagan died, the then Deputy Speaker, Mr. Martin Zephyr became the Speaker by election, and a new Deputy speaker from the PNC was also elected. Has the AFC forgotten that APNU M.P., Basil Williams holds the Deputy Speakership?

There is no constitutional crisis in the making! Rather, it appears that the AFC is afraid that were Trotman to resign -- as he has publicly said recently that he would if charged -- then the AFC would lose control of the Speakership of the National Assembly.

All M.P.s know that many APNU MPs have been unhappy with giving this critical position to the smallest party in the National Assembly. The crisis would not be constitutional; rather, it would be one of a power struggle within the Opposition forces for the Speakership. A struggle the AFC would most likely lose.

The crux of this matter is that a very serious accusation of a sexual offence of a minor has been made against the fourth highest ranking person in the hierarchy of Guyana. The AFC cannot wish this away and miniaturize the accusation by deflection and illusions of smoke and mirrors!

How Guyanese society treats with this issue will depend on how fair and even-handed the scale of justice is for the accuser and the accused. At this stage, the scale seems tilted in favour of the accused!

Who is the bully, and who is the victim?

I READ the Kaieteur News front page comment dated September 29, 2014, and titled “Plot to muzzle Kaieteur News”, and I am thinking: Why is it that Kaieteur News is always involved in some controversy?

Why is it that of the four established daily papers, Kaieteur News is the only one that complains about attempts to either silence or shut them down? Why is it that they paint themselves as victims?

Victims don’t use their freedom to malign the character of persons in power (State or private) who don’t share their tunnel-vision perspective.

Victims don’t spew derogatory remarks at persons, in an attempt to embarrass them because they don’t subscribe to the opinions of the publisher of Kaieteur News. Intrinsically, those are traits of a bully.

It’s rather perplexing how oblivious Kaieteur News is, as it pertains to their transgressions, but totally aware when they are ready to play the victim role and are confronted with what, I must say, is very smartly, the same tactics that they use.

And this is clearly seen in their frontpage comment when Kaieteur News pronounced that the information pertaining to its publisher Glenn Lall’s duty-free concession scam was released by the Guyana Revenue Authority (GRA), and that the information is confidential. In fact, Kaieteur News said, “Who is vindictive when information that should be held in confidence

by GRA is leaked to newspapers?

This has implications, and raises serious questions about what else has been conveniently and maliciously leaked.”

Now, Kaieteur News is ready to play the victim here again,

but didn’t Kaieteur News leak confidential information concerning the email exchanges between the Head of GRA, Khurshid Sattaur, former President Bharrat Jadgeo, and AttorneyGeneral, Anil Nandlall? Was that information not private and confidential?

Kaieteur News should explain to the public how is it that they were able to get such confidential information? The only way that could’ve been done is if the accounts of the persons were hacked by Kaieteur News; Kaieteur News bribed someone who has access to it; or it was released by the Guyana Telephone and Telegraph Company (GT&T) Limited. I doubt it would be the last one, since GT&T, I presume, is a professional company, and would not divulge confidential information.

So that leaves either hacking or bribing. Now, these two things are illegal in advanced countries, and are most times used by terrorist organisations; yet, here we have the Kaieteur News utilising similar tactics, but is oblivious that what it is doing is reprehensible, all the while playing a victim role.

Kaieteur News should also know that what they have done “has implications, and raises serious questions about what else has been conveniently and maliciously leaked.”

It’s only tragic that an overwhelming number of persons read the Kaieteur News on a daily basis, and use that medium to be informed; sooner or later, though, the discerning populace will see that the paper which is playing the victim is really the paper that is the bully.

C-Pets suppresses crime in police ‘D’ Division - Commander Amsterdam

Beware the forces of vengeful politics

By David DeGroot THE politics which has prevailed in this country since the unfortunate breakup of the original People’s Progressive Party (PPP) led by the late Cheddi Jagan, has been characterised by the pursuit of spiteful vengeance.

It must be recalled that in 1953, the entire population was then awakened to the realities of the ‘one man, one vote’ syndrome that welded this working-class, disenchanted population as a united unit under the leadership of Dr Cheddi Jagan and his People’s Progressive Party (PPP).

Complete harmony prevailed and provided the basis of political strength, which propelled the PPP into a fully-fledged fighting entity in the pursuit of a just and progressive country then known as British Guiana.

This noble and admirable effort continues unto the current struggle being waged by present-day PPP/C administration.

The advancement of the country is being impeded by aspiring personalities whose only agenda is the pursuit of power, and generally are being driven by spiteful vengeance.

Just for a brief moment, think of the principal Opposition to the PPP, and the picture will become increasingly palpable: A set of disgruntled, discarded former supporters out for revenge purposes.

There is no place in the future of this country for anyone whose motivation is driven by personal pique; to say that our politics is in a state of quandary will be an understatement.

This situation is buttressed by another group of aspiring failures who once stole power for decades and ended up making a shambles of the country.

Guyanese are now in a position to urgently, once again, come together, close ranks and ensure that the mocking birds are kept from seizing power.

The continuing progress with the PPP/C must be the clarion call. We need to think clearly; the way forward will be perilous if we permit ourselves to be distracted by the forces ganging up against the PPP/C.

THE ‘D’ Division of the Guyana Police Force is reporting that since the launch of C-Pets, almost three months ago, by Commissioner of Police (ag), Seelall Persaud, crime in the division is at an alltime low.

C-Pets is a community-based and oriented project in which the police are working with social, religious and other groups to engage the citizenry.

Speaking with the Guyana Chronicle in a recent interview, ‘D’ Division Commander, Senior Superintendent, Ian Amsterdam, said the public has been responding very well to the programme, and the cooperation has been getting stronger.

Commander Amsterdam said all the communities on the West Coast and West Bank of Demerara have recorded lower crime rates, even as the objective of the programme, like the others across the country, is to share the burden of policing with the communities.

The commander specifically told the Chronicle that there has been a 76 percent reduction in crime in terms of serious offences compared with last year. In fact, he added that for the month of August, 7 serious crimes were recorded in the entire division.

Amsterdam said there has been no serious crime reported between July and September at La Parfaite Harmonie (At the time of the interview the incident in which Jason Munroe was burnt to death was not classified as murder).

The commander related that because of the amount of work the police have been doing in Tuschen and La Parfaite Harmonie, the crimes which were usually committed in those areas have now been shifted to other communities.

Last month, police in the division mounted a three-day campaign which addressed issues of traffic, serious crimes and other offences. Ranks were involved in stop-and-search operations and raids, and paid special attention to motorists who were speeding and driving under the influence.

Some 75 tickets were issued for speeding, while 15 were issued for driving under the influence and 27

Ranks of ‘D’ Division interacting with one of the communities in that division for overloading. Besides, other cases had been made, the police commander told this newspaper, but those mentioned were the high-flyers with respect to offences.

For the month of August, the division recorded four fatal accidents, and according to Amsterdam, after the three-day operation the police were able to pull that figure back. He stressed that the ranks pay very close attention to patrons leaving night spots in the habit of speeding and driving under the influence.

In August, police in “D” Division reported 40 cases of driving under the influence. For that month also, the police conducted thirteen

raids and mounted seven road blocks, and during those exercises seventeen persons were arrested, while seven were found with narcotics.

The exercises were carried out by police on bicycles and on foot and mobile patrols.

Warrants were also executed, and during the August period several policing activities, including engaging the communities in a softer approach, were also conducted. Those contributed to less reports of crime, as those were not being committed.

Commander Ian Amsterdam and Superintendent Mansell have also been meeting with youth groups and stakeholders within the divi-

sion, as they seek to strengthen the relationship they fostered with the formulation of C-Pets.

There were community visits, interactions with residents, and discussion for increasing the security of the division through various police activities.

Asked by this publication, Amsterdam said there are plans to establish a police outpost at the entrance of the new Parfaite Housing Scheme access road, while the long-term initiative through the Ministry of Home Affairs is to have a police station established in the area.

Tourism Minister Irfaan Ali woos transportation providers to GuyExpo ONE major issue GuyExpo would have experienced over the years is that of transportation and the buildup of vehicular traffic.

Speaking at a press conference held at the Sophia Exhibition Site on Thursday September 25, Tourism Minister (ag) Irfaan Ali explained that on Saturday, October 4, and Sunday, October 5, between 14:00hrs and 16:00hrs, vehicles with 15 or more passengers would be allowed free parking in the compound.

“We are hoping that this will encourage more minibuses and trucks to come,” so as to help in mitigating the traffic problem; and “we are also encouraging persons in this way to come as one big family,” Minister Ali said.

Transportation arrangements have been put in place for persons who would be coming from outlying communities and regions. The Tourism Minister explained that this situation previously posed a problem on the return journey to home. The

MARAD commits to IMO energy-efficient standard - adopts appropriate measures to keep vessels in ship shape

By Michel Outridge THE Maritime Administration Department (MARAD) is committed to the International Maritime Organisation’s (IMO) energy efficiency standard relative to vessels, and has accordingly adopted the appropriate measures to keep vessels in an efficient state.

Mechanical Engineer Anil James told this publication that motor launch (ML) ‘Alan Young’ is in dry dock at the Guyana National Industrial Corporation (GNIC), sitting on blocks whilst repairs are being done.

He noted that the GNIC has begun clearing slush from the ML ‘Alan Young’. Thereafter, it would undergo repairs to its hull and the main deck on underwater units.

James said that MARAD acquired the vessel several years ago, and it was used to guide ships into Port Georgetown as a launch vessel. He opined that it is time repairs be done to the Alan Young if it is to continue operating at optimum use.

He pointed out that MARAD’s Mechanical Engineering Department, which he heads, is tasked with ensuring all of MARAD’s vessels are seaworthy, and that department’s primary function is to conserve on resources and at the same time keep the vessel in an operable state at minimal cost.

James noted that the department have prepared a docking list on which an estimate is done in detail to ensure that vessels ML Kakabelly, ML Alan Young and ML Thompson are operating efficiently and are in good working condition at all times.

He disclosed that, given the framework of the department’s operations and the workload it has to carry, the intention is geared towards ensuring that MARAD’s vessels are in proper working condition; and when it is time for any of MARAD’s vessels to dock for repairs, this is done in a timely manner.

GuyExpo Committee is partnering with local transportation providers to set up a service that would facilitate easier access to and from GuyExpo every day, for residents living in Berbice (Rose Hall, Bath Settlement, and New Amsterdam); West Demerara (Parika, Tuschen, Vreed-en-Hoop, Belle West) and Mahaica, ECD. “We have spoken to bus operators to have special transportation available to bring persons to the expo and return them in the night at 11pm at a fixed cost,” he explained. He said it is hoped that, with this arrangement in place, more persons would be facilitated in coming from these areas to experience GuyExpo.

Additionally, a taxi stand would be established at the expo to facilitate the transport of patrons to and from the venue at a fixed price to prevent exploitation. This is an issue with which the Tourism Ministry has been dealing over the years.

Car passes can also be bought at a cost of $1000, and the expo parking area can accommodate a maximum of 1500 vehicles.

Johnny Mortley, GuyExpo’s Security/Safety Manager, explained that the committee has a very robust approach to safety and security this year. He added that these new implementations came out of observations from previous expos. Mortley said, “The security for the expo will be provided from both national and private security forces. We have 350 security personnel who will be responsible for safety and security at GuyExpo.”

Mortley explained that some of the streets leading to the exhibition site would be cordoned off, turned into one-way, or become express lanes so as to lessen the possibility of traffic congestion.

“The southern entrance, which is the Duncan and Garnette streets’ entrance, will facilitate the smooth flow of traffic going into the exhibition site,” he noted.

President Donald Ramotar will declare open GuyExpo 2014 on Thursday, October 2, at the Sophia Exhibition Centre, and the action continues until October 5.

Bids for new West Dem road opens Oct 28 - works expected to begin before year-end

FIVE contractors have been shortlisted and have uplifted bidding documents for work on the new West Coast Demerara/East Bank Essequibo roadway, from Vreed-en-Hoop to Hydronie.

This was according to Chief Roads and Bridges Officer of the Public Works Ministry, Ron Rahaman, who added that the bidding, at the National Procurement and Tender Administration (NPTA), is expected to be opened on October 28.

Just over two weeks ago, the Ministry of Public Works secured the approval of the Caribbean Development Bank (CDB) for the project’s bidding documents.

Under the project, a total of 31 kilometers of roadway are expected to be rehabilitated, while 28.5 kilometers of footpaths for pedestrians and 20 kilometers for cyclists will be developed under an agreement between the Government and the CDB. Additionally, the CDB is engaged in doing a review of

the massive project.

The partnership with the CDB is the fourth road improvement project, with a financing cost of US$46.7M and a project life of five years. The actual road improvement works are expected to be completed within two years.

At the launch of the project in March, subject Minister Robeson Benn explained that the primary objective of the project is to increase efficiency and safety of road transportation along West Coast Demerara/East Bank Essequibo corridor.

Multiplying Effect He pointed out that infrastructural development has a multiplying effect on socio-economic advances in the country, particularly in rural communities. “There has been significant growth,” he said, adding that constrained infrastructural development poses real challenges to growth.

Benn’s Ministry, as per the CDB agreement, will be

tasked with maintenance, which was identified by the CDB as a risk to the sustainability of the completed works. The Government will also be expected to report annually on their maintenance works, particularly since the project monitoring and evaluation component of the agreement is key to ensuring standard and quality in such undertakings.

Additionally, a project management team will be supported by a steering committee and the Ministry – all of whom report to the CDB. The Project Coordinator is Kester Hinds, while the CDB focal point is Glen MaCarvell.

The project has several components including the actual road works, road safety awareness at the level of the schools and community, capacity building, engineering services and project monitoring and evaluation.

By Telesha Ramnarine PEOPLE’s Progressive Party (PPP) General Secretary, Clement Rohee yesterday suggested that the Alliance For Change (AFC) had better prepare itself for a “major fall-out politically,” because A Partnership for National Unity (APNU) seem not to be moving in the direction of supporting the No-Confidence Motion.

Rohee was speaking at the party’s weekly press conference at its Freedom House Headquarters.

“If APNU withdraw its support, we know well what we are heading for. It would seem to me that…the APNU is not pushing for the No-Confidence motion. I understand they are saying it is not their motion; it’s the AFC motion.

“So the AFC will have to decide at some point whether they withdraw the motion or push for it in a situation where the APNU seems to be looking in another direction. The handwriting is on the wall,” said Rohee.

Meanwhile, he said the party has noted with interest statements emanating from AFC on the question of national unity. “It seems that the concept of national unity articulated and embraced by the PPP is now being parroted by the Opposition parties. “These parties are now sheepishly singing, as it were, from the PPP's hymn book in an attempt to take credit for something they never genuinely cared about.”

He said this posture by the AFC is nothing but another ploy to distract public attention from its internal problems and media attention generated as a consequence of damning allegations made against a senior executive of the party.

“The PPP calls on the Guyanese people not to be fooled by those who, by their very actions, have been responsible for the rupture of our economic and social fabric by putting roadblocks on a number of key development projects and by aligning themselves with forces that have been responsible for the General Secretary destruction of our democratic, Clement Rohee economic and cultural institutions.

“These obstructionist tactics employed by the APNU and their loyal side-kick, the AFC, have resulted in great harm to our people, in particular our young people which the AFC claims to represent. The PPP has every confidence that young people will not be influenced by the empty rhetoric and delusional politics aimed at

brain-washing them into a false sense of reality,” Rohee remarked.

He pointed out that the PPP is of the view that the future of this country is dependent largely on its diverse people working together for the common good, through broad consensus on issues of national importance.

“Indeed, the PPP has always embraced political and ideological pluralism and inclusive governance in which every Guyanese can become meaningfully involved in the process of national development. Simply pontificating about national unity, as the AFC and APNU are doing, but at the same time placing roadblocks to major development projects and blackmailing the country internationally, cannot enhance the national good, and can only have a polarising effect in our quest for national reconciliation and a united and prosperous Guyana.

“The PPP calls on the Guyanese people to be vigilant and not to allow themselves to be hoodwinked by Opposition elements who try to seduce them with all manner of promises, but which they know fully well they lack the capacity to deliver on.

“As a mature political party, the PPP is fully committed to the cause of a Guyana in which there is room for every Guyanese, whether individually or through their representative organisations, to become part of a governance process,” said Rohee.

PPP concerned that MDG to reduce world hunger by half will not be met

By Telesha Ramnarine GUYANA has not surfaced on any international forum as a country where starvation is rampant, General Secretary of the People’s Progressive Party (PPP), Clement Rohee observed yesterday.

Speaking at the party’s weekly news conference at its Freedom House Headquarters in Georgetown, Rohee said: “Hunger doesn’t seem to be a major problem in Guyana, as far as I am concerned.”

Furthermore, he said the matter is obviously a non-issue in the country when the initiatives of the Government are taken into account.

Meanwhile, he said the PPP is deeply concerned over the fact that millions of people, globally, continue to die annually due to lack of food and severe malnutrition, despite a commitment made by the international community to reduce world hunger by half by the year 2015.

According to information released by the Food and Agriculture Organisation (FAO), there are some 805 million people in the world today who do not have enough food to live healthy and productive lives.

“The PPP is convinced that there is more than enough food to feed every man, woman and child, but a significant amount of that food is lost by way of waste, over-consumption, and a highly skewed distribution system which favours the haves at the expense of the

“Despite limited success in terms of reducing hunger globally; there are far too many more mouths to feed, the vast majority of whom are found in the under-developed world. It would appear that a fundamental Millennium Development Goal (MDG) of reducing world hunger by half by the year 2015 will not be met, not because the resources are not there, but because the political will by the rich countries to provide the necessary technical and financial assistance is woefully lacking.

“The global food shortage is all the more unfortunate, given rapid improvements in crop yields through research and development which have greatly increased crop production and productivity,” said Rohee.

He continued that the party also wishes to call on the international community to ensure that there is a level playing field which would allow for developing countries to compete on an even basis in terms of market access and fair prices for agricultural products. In addition, there should be an end to the huge agricultural subsidies to farmers in the developed world which puts them at a relatively advantageous position in terms of market share and competitiveness. He noted: “Many of these developing countries continue to suffer from heavy balance of

payments difficulties due to the high prices of imported manufactured products and low prices for their agricultural exports.”

He said the party wishes to commend the PPP/C administration for the progress it has made over the years in terms of agricultural expansion, especially in the area of non-traditional exports which is further boosted by its Grow More Food Programme which together have positively impacted on the country's food security.

“Indeed, our potential for becoming the bread basket of the Caribbean is once again being realised. The PPP also wishes to commend the Government for providing meal supplements to our school children, particularly in the far flung and hinterland communities, which have impacted positively on the nutritional status of our children in addition to boosting school attendance.

“It is indeed laudable that the Government has taken a decision to continue with the school feeding programme despite the withdrawal of such support by the World Food Programme several years ago.

“The PPP takes this opportunity to call on the developed countries to honour a United Nations commitment made over a decade ago to increase their aid contribution to the developing world. As pointed out by Dr. Cheddi Jagan, the resources to eliminate poverty and hunger are there, but what is lacking is the political will by the rich countries to make that a reality,” Rohee stated.

PPP remains strong on advocacy for transparent elections …party checked 85 per cent of PLE so far

By Telesha Ramnarine GENERAL Secretary of the People’s Progressive Party (PPP), Clement Rohee yesterday said the party is proud of its achievements in checking almost 85 percent of the Preliminary List of Electors (PLE) so far, and that it will continue “relentlessly” to ensure that it checks all lists and reaches out to every single Guyanese.

Speaking at the PPP’s weekly press briefing at Freedom House, Rohee said the PPP remains strong in its advocacy for free, fair and transparent elections, and is of the expectation now that the Claims and Objections period has concluded, that the Guyana Elections Commission (GECOM) will work towards implementing or reinforcing adequate quality control measures to protect the integrity of the data collected over this period.

Party activists and supporters continue their houseto-house work in checking the PLE and talking to people on the ground. “The PPP is also urging GECOM to make adequate use of the information provided by its activists during the Objections process. It can be expected that GECOM will seek to continue its field visits to the former homes of persons objected to as being deceased by the PPP, and to verify the objections made.

“It is GECOM’s responsibility to ensure the accuracy of the voters’ list and so it

must make adequate use of all legitimate avenues to satisfy that objective. The PPP stands ready to accompany GECOM’s officials on all such visits,” Rohee stated.

He reminded that during the Claims and Objections period, the PPP provided evidence to GECOM, which the latter accepted and made a commitment to correct, reflecting persons, registered at the same address but were placed on a voters’ list for different polling units. “The Party is urging GECOM to check the list of each Polling Unit, using lot numbers and addresses, to rectify such inaccuracies and ultimately remove confusion on ‘E’ Day,” said Rohee.

Meanwhile, time and again, the PPP has made calls for GECOM to strengthen its Information Technology Department (IT) with the employment of a competent and qualified manager to supervise the inputting of data into the NRRDB and the extraction of the Revised Voters List and subsequently the Final Voters List.

“The party is concerned that this process can be seriously compromised should GECOM fail to act. In this light, the PPP welcomes the decision

by GECOM to embrace the donor community in safeguarding the electoral process, a call which the PPP strongly represented over the years. The Party views the initial steps taken

towards soliciting international donors in monitoring the electoral process in Guyana as a positive move, in the right direction, towards achieving free and fair elections,” Rohee said.

According to him, the party has noted the latest development where GECOM has released its intention to employ an IT Manager and considerations towards the establishment of a Media Monitoring Unit (MMU).

“With elections looming, be it Local Government or General, this is certainly an encouraging move to ensure our democracy is protected and Guyanese are afforded their rights as is stated in the Constitution. Further, the setting up of the Joint International Technical Assistance (JITA) to aid the transparency of the entire electoral process is definitely a mechanism the PPP has been lobbying for since the commencement of the Registration process.

Again we call for the urgent implementation of this decision in a timely manner and for it to be free from political interference,” remarked Rohee.

He said the party is also concerned over the politically orchestrated daily smear campaigns and character assassinations targeting some of its leaders by certain sections of the media, and is of the hope that the proposed MMU at GECOM will be established soonest and be allowed to function freely.

Briefing session held on new statistics project STAFF members of the Caribbean Community (CARICOM) Secretariat and representatives of GOPA Worldwide Consultants on Thursday participated in an interactive briefing session on a new project that is aimed at boosting the capacity of National Statistics Offices (NSOs).

GOPA Worldwide Consultants will undertake the project that is funded by the European Union (EU) under the Tenth European Development Fund (EDF).

The project’s overall objective is to provide decision-makers with high quality statistics to monitor and guide the development of CARICOM Single Market and Economy (CSME) and to build the capacity of the NSOs to produce statistics in keeping with international standards. Improvement in the use of economic statistics, training, the production of guidelines and the documentation of regional best practices in the use of national statistics are also expected outcomes of the consultancy.

It is anticipated that the project will specifically, address some of the weaknesses in data collection, such as in the area of Gross Domestic Product (GDP) by expenditure and `Rest of the World Accounts’.

The forum at the CARICOM Secretariat featured presentations by representatives of the Secretariat’s Regional Statistics office which provided details on past and current initiatives to improve the quality of statistics compiled in the Region, and how the project will be conducted.

Granger reiterates call for school transportation system LEADER of the Opposition, Brigadier David Granger (rtd) on Sunday, in a press statement, made another call on the Government of Guyana to provide road and riverine transportation for school children, particularly those in rural and hinterland communities.

According to the statement, the call by Granger comes against the backdrop of demands made to Minister in the Ministry of Finance, Juan Edghill when he met residents of Coomaka, Elizabeth Maria -Three Friends, Old England, and Nothinghamshire.

“Residents complained about poor transportation service for school-age children. According to a GINA report, residents “implored the Minister to intervene as they complained that during the rainy season children are forced to stay at home because no transportation is available,” the statement said.

However, the Opposition Leader further noted that in instances where children do decide to brave the harsh condition and walk to central Linden to attend school, their parents worry about their safety.

Parents, according to Granger, were reported to have said: Brigadier David Granger “These children walk for miles to go to school and they come home late at nights. If we get a minibus to collect all the school children in the mines it would encourage the children to go to school more.”

Another resident according to the statement had noted that the children in the communities are eager to go to school, but because of bad weather they are forced to stay at home and in some instances miss end-of-term examinations.

As such, the residents had indicated to Minister Edghill, their willingness to ensure that the bus, once provided, will be maintained and used for the purposes intended.

Noting Government’s commitment towards improving the education sector and building the human capital, Minister Edghill said he will make representation to Cabinet for a school bus for the communities.

In addressing the 18th Biennial Delegates Congress of the People’s National Congress Reform (PNC/R), Granger in July this year called for free transportation, among other things, for schoolchildren. He had made a promise that: “We shall start by ensuring that no child is prevented from attending school because of parental poverty. We shall ensure that every primary school child is transported to school by boat or bus. We shall ensure that every primary school child starts the school day with a healthy breakfast at school. We shall reward every family that keeps its children in school. Protecting children is a PNCR priority.”

Only recently, the Ministry of Transport through Government’s efforts to force minibus operators not to increase their fares had instituted a free “big bus service.” Ten scheduled buses were put into operation, plying routes along the East Bank of Demerara, heading as far as Timehri and routes along the East Coast of Demerara and also to communities on the West Demerara. ‘Don’t ignore suicide threats; act on them promptly’

By Shirley Thomas PERMANENT Secretary in the Ministry of Labour, Patrick Findlay is urging persons not to take suicide threats lightly, but to act on them promptly.

He also advises that persons should immediately intervene and seek help on behalf of the person making the threats.

Mr. Findlay gave this advice as he addressed students of Mibicuri Secondary School, Black Bush Polder last Tuesday. The Permanent Secretary was at the time heading a team of facilitators conducting a Training of Trainers Workshop on social issues plaguing the community, conducted at the Mibicuri Baptist Church.

Findlay, who took time out to pay a brief visit to the school and address the students, was at the time speaking on suicide, its effects on the family and the wider community and ways of preventing it.

MYTH He cautioned that it is a myth or grave misconception to think that people who talk about suicide will not commit suicide, and warned: “Do not ignore suicide threats.”

He said that people faced with problems and who desperately want to end the pain or agony, but see no way out of their situation, invariably attempt or commit suicide.

“At that point, they want somebody to give a hearing and stop the pain. All the

victim needs is for somebody to listen,” Findlay said.

He advised that a person can help the other who is contemplating suicide by letting them know that what they are going through is not unbearable.

A common misconception about suicide is that people who talk about suicide do not commit suicide. Do not ignore suicide threats.

Noting that more than half of the people who attempt suicide reach out for help, Findlay said that when such help is not forthcoming, the victims lose hope and see death as the only solution to the problem or ultimate escape from the pain and so they employ one of the known means within their reach.

Even though suicide by hanging has become widespread in Guyana, a tripartite Suicide Intervention study has found that, in Black Bush Polder, an agricultural community with an alarmingly high suicide rate, the most common way of committing suicide is through ingestion of poisonous substances such as weedicides and insecticides.

SUICIDE TRIGGERS What causes suicide: * Domestic issues * Love affair gone sour * Poverty * Hopelessness * Depression * Rejection * Low self-esteem Addressing the symptoms, and how to detect when

people have suicide ideation (thoughts about committing suicide), the facilitator said such persons would normally give clues. For example, they become withdrawn and isolated; they no longer talk a lot; they begin to regularly speak about death and dying; they begin to give away their clothing or other possessions they previously held dear.

UNCOMPLIMENTARY REMARKS Findlay commented on parent/child relationships and observed that many times parents may either make uncomplimentary remarks to or about a particular child, such as, “He is a no good,” or he is a dunce (meaning not academically inclined). All these lead to the child/person developing a low self-esteem, which can invariably lead to suicide ideation. “Parents have got to change some of the things they say to their children,” he affirmed.

Meanwhile, cautioning the students against ever entertaining thoughts of becoming suicidal, the Permanent Secretary emphasised: “Do not allow anybody to make you become suicidal. And cautioning that suicide is not the solution and does not solve the problem in any way, he ended on a note of hope: “Every situation that has come to us, God has given us the strength to win. Your body is beautifully designed and made, and your life is God’s gift to you.”

And as some might say, “What you do with your life is your gift to God.”

Guyana represented at United Nations’ Minamata Convention on Mercury GUYANA participated in a High Level Special Event‘The Minamata Convention on Mercury: Towards its early entry into force and effective implementation’, which was held at the United Nations Headquarters, New York. Guyana was represented by Minister of Natural Resources and the Environment, Hon. Robert M. Persaud.

Minister Persaud had earlier signed the Minamata Convention during an international conference organised by the United Nations Environment Program (UNEP), which was held in Minamata, Japan, October 9-11, 2013.

In his remarks to the UN High Level Special Event, Minister Persaud urged that the pledges made to support the transition from mercury to mercury-free mining by governments as well as international agencies must be delivered on early.

Further, the Natural Resources and the Environment Minister updated the meeting on Guyana’s own efforts through the use of national

resources to reduce the use of mercury in mining at the national level.

According to a United Nations media release, twenty-two countries have taken major steps to address the emissions and releases of

to combat the global threat posed to human health and the environment from mercury pollution worldwide.

The high-level special event witnessed three States agreeing to become Parties to the Minamata Convention

Minister Robert Persaud speaking at the UN High-level event one of the most notorious heavy metals – mercury. A year after the adoption of the Minamata Convention on Mercury, Ministers and senior government officials from around the world have renewed the international community’s commitment

and an additional 15 States signing the treaty. In addition, two more States joined the Convention and three additional States signed it since UN Treaty Event. The Governments of Djibouti, Gabon, Guyana, Monaco and Uruguay have joined the

United States as the first six future Parties to the Convention. The United States had joined the Convention last November.

An additional 18 countries, bringing the total number to 120, used this occasion to sign the Convention, namely: Belarus, Cameroon, Croatia, Cyprus, Ghana, Guinea-Bissau, Honduras, Latvia, Liberia, Malaysia, Monaco, Montenegro, Poland, Republic of Korea, Russian Federation, Sudan, Syrian Arab Republic and Turkey.

Held in the margins of the opening of the sixty-ninth session of the United Nations General Assembly, and in conjunction with the Secretary-General’s annual Treaty Event, the event was jointly convened by the Governments of

Japan, Switzerland, the United States and Uruguay, with the assistance of the United Nations Environment Programme (UNEP), the UN media release added.

Named after a city in Japan where serious health damage occurred as a result of mercury pollution in the mid-20th century, the Minamata Convention aims to protect human health and the environment from anthropogenic emissions and releases of mercury and mercury compounds.

The Convention requires that 50 States have to agree to become Parties to bring the Convention into force.

Signature will be closed on 9 October 2014. Meeting this cut-off date for signature could be of particular importance for developing

countries and countries with economies in transition, as signing the Convention is a condition to access funding for enabling activities and pre-ratification projects from the Global Environment Facility (GEF).

UNEP provides secretariats for a number of key Conventions aiming, like the Minamata Convention, for the sustainable management of chemicals and hazardous wastes, including the Basel, Rotterdam and Stockholm Conventions, which are served by a joint Secretariat in Geneva, Switzerland. The Basel Convention (on the control of transboundary movements of hazardous wastes and their disposal) is celebrating its 25th anniversary of its adoption, and has almost universal membership.

First phase of auditions for local movie ‘Upriver’ to be held at GuyExpo 2014 PREPARATIONS for the upcoming Guyanese movie, ‘Upriver,’ which was launched at the opening of the inaugural Guyana Festival of Friday, August 08, 2014, now enter the audition phase. This officially commences the auditions with screen tests to be done daily at GuyExpo, from October 2-5, 2014.

Screen tests would be conducted in the Demerara Pavilion which is just north of the entertainment stage at the Sophia Exhibition Centre. With over one hundred cast members needed for the movie, Guyanese have an opportunity to audition to be part of this exciting endeavour.

THE WONDER THAT IS CASSAVA

By Shirley Thomas THE sweet cassava is traditionally known to be a simple ‘stand-alone’ staple, but it is amazing the way the innovative genius of Guyanese chefs has, over time, changed the concept, preparation and presentation of this vegetable to new and appealing culinary heights.

It must be made clear that there is a distinct difference between ‘bitter cassava’ and ‘sweet cassava’. Sweet cassava is immediately edible upon being cooked, and can be prepared in a variety of dishes, no less than ten of which are popular and relished by probably all ethnic groups across Guyana today.

Bitter cassava, on the other hand, contains toxins (cyanide) which must be carefully extracted before the cassava can be edible.

In its raw and rugged form, both the bitter and sweet cassava root will undoubtedly appear unattractive to the eye; but expertly cooked, garnished and served in a variety of savoury dishes and desserts for which it has become well known, the cassava root turns out to be the most delectable and appetizing cuisine of all time.

Sweet Cassava Delight Some of the better known cassava-based cuisine include cassava bread, cassava pone, cassava yum-yum,

cassava balls, egg balls, savoury cassava balls, cassava puffs with ground chicken filling), cassava casserole, cassava salad, ‘boil and fry’, cassava quenchers (a taco-like mini-sized cassava cake baked with red sugared coconut

Ready to eat cassava bread filling), farine (a cereal which can be eaten uncooked or made into porridge), cassava pone, cassava casserole, hot and tasty pepperpot made from rich cassava cassareep.

Thought to have originated in South America, the cassava, both bitter and sweet, was the main staple cultivated and consumed by the Amerindians, the indigenous peoples of the Guianas whom Christopher Colombus encountered when he ‘discovered’ the mainland of the Americas in the late 15th Century.

History has it that the cassava originated in Nigeria, on the continent of Africa, and until today Nigeria continues to be one of the biggest producers of cassava.

Be that as it may, cassava will go down in the annals of history as having provided food for diverse populations of Guyana amidst mixed economic fortunes.

The Amerindians used the cassava root (cassava vegetable) and other useful by-products for various food preparations and medicinal purposes. Hence the cassava, until today, is quite understandably considered an ethnic dish for the indigenous peoples of Guyana.

Down through the years, and until rice and corn became popular sources of calories, the cassava used to be widely produced and consumed around British Guiana. Even after the slaves, indentured labourers and people of other ethnic extractions were brought to work on the plantations, the cassava continued to be the main staple, and was utilised across the spectrum, effectively bridging ethnic enclaves across the country.

By-products of the bitter cassava The main product of the bitter cassava is cassava bread, a crispy, biscuit-like product which traditionally goes along well with pepperpot, gravies, fried or stewed fish, or other meat products.

Cassava bread is made from the residue after the juice of the cassava has been extracted using a long cylindrical nibbi extractor called a ‘matapee’. This residue is then dried for about a day or two, sifted, then baked on a scorching hot grid. It may be used while soft and hot, as preferred by the indigenous peoples, or dried out in the sun for a few hours, then packaged/stored.

* Cassareep: One of the finest and most sought-after condiments, and one of the main ingredients used in making the popular Guyanese dish ‘pepperpot’.

* Kadaruka, an Amerindian word meaning ‘gravy’, is made by adding water to the scum extracted from the cassareep when it is being boiled. It is re-boiling for several minutes, and seasoned meat (fish or wild meat) and hot peppers are added while the kadaruka is brought to the boil. The end product is a tasty and highly nutritious gravy which is preferably eaten with freshly baked, soft and warm cassava bread. It is an Amerindian specialty.

Interestingly, the same toxic juice extracted from the bitter cassava after it has been grated is boiled for several hours in a large pot, the scum being continuously skimmed off as it comes to the surface until that being boiled is thick, tacky, and of a pure dark brown, almost black look. That substance is the pure, unadulterated cassareep. It has a tacky consistency, and, when bottled, does not pour easily. Cassareep, as said before,

South Korea offers skills training assistance to countries

SOUTH Korea has offered its support for skills training in Latin America and the Caribbean following the Inter-American Development Bank’s (IDB’s) 2014 Labour Markets and Social Security Regional Policy Dialogue, which concluded last week in Seoul, South Korea.

Guyana’s Labour Minister, who attended the meeting, said it was successful and ended on a high note having discussed challenges and options moving forward for participating countries.

“At present, South Korea finances the operations of the Global Institute for Transferral of Skills in 15 countries and has offered to include Latin America and Caribbean countries. The discussions on this will continue. At present Nicaragua benefits from significant assistance from Korea,” Minister Gopaul said.

The meeting, which provided countries a forum to reflect together about what public policies can improve the quality of employment, saw discussions on the insecurity, informality and

precariousness associated with jobs in Latin America and the Caribbean. It was noted that while the unemployment rate is low, the high labour turnover means that many workers are travelling often between employment and unemployment, and between formal and informal jobs. In addition, many challenges remain for youth, women and vulnerable groups in finding employment.

During the September 22-26 dialogue, an analysis of the situation in Latin America and the Caribbean was presented, discussing the impact of the aforementioned risks and presenting different initiatives carried out both in the Region and in Korea and other countries.

Minister Gopaul said the discussions were useful and the Caribbean was well represented at the meeting attended by a select group of international experts and high-level government officials in charge of labour and social security issues.

Korea, in just half a century managed to be-

come a world power and provides a useful example for the Region. Its growth strategy is placed in the centre of its public policy on human capital development and employment. South Korea has implemented a comprehensive protection system against unemployment and now has an “Employment Insurance System”, to guarantee the protection of unemployed workers, promote employment, and improve the

professional capabilities of workers.

While in Korea, Minister Gopaul had bilateral meetings with several leading officials and the directorate of the employment insurance system and job placement centres, in addition to visiting the centres for a firsthand look at the operations.

The Minister also met representatives and leaders of Ministries of Labour and Social Security.

PAHO launches mobile app to measure cardiovascular risk - Released for World Heart Day, the app can help motivate people to take action to lower their risk of heart attack or stroke ON the occasion of World Heart Day, celebrated each Sept. 29 (yesterday), the Pan American Health O r g a n i s a t i o n / Wo r l d Health Organisation (PAHO/WHO) launched a new app for mobile devices and computers that calculates people’s risk of cardiovascular disease and can help motivate them to take steps to lower that risk.

The app is based on a WHO formula for estimating cardiovascular risk that is appropriate for most countries in Latin America and the Caribbean. It lets healthcare workers and individual users calculate the probability of having a major cardiovascular event,

such as a heart attack or stroke, in the next 10 years.

“This tool helps healthcare professionals rapidly assess their patients’ situation and discuss strategies with them to lower their probability of experiencing one of these events,” said Dr. Pedro Ordúñez, PAHO/ WHO Advisor on Cardiovascular Diseases.

“It is also designed to offer suggestions to people wishing to improve and monitor their cardiovascular status.” The tool is not meant to replace consultation with a physician, but it is user-friendly for non–health professionals as well.

Cardiovascular disease is the leading cause

of death worldwide and in most countries of the Americas, where it kills some 1.6 million people each year.

The main risk factors for cardiovascular disease are tobacco use, physical inactivity, and obesity. People with hypertension, diabetes, or high cholesterol are more likely to suffer a heart-related event.

Knowing one’s cardiovascular risk can motivate people to take steps to lower that risk, for example, by being more active, avoiding tobacco use, and consuming a healthy, low-salt diet rich in vegetables and fresh foods.

PAHO’s Cardiovascular Risk Calculator app, which can be down-

loaded free of charge, offers advice to modify habits that contribute to higher risk. It allows users to see how their cardiovascular risk would change if certain risk

factors were modified.

Six variables are used to calculate the probability of experiencing a cardiovascular event in the next 10 years: age, sex, blood pressure, cholesterol lev-

el, whether the user is a smoker, and whether he or she has diabetes. A result of 10% or less is considered low; a risk of over 40% is considered high.

Carter eyeing more runs with Golden Bat in mind

MOHALI, India (CMC) – Jonathan Carter says he will be targeting another big score in Barbados Tridents’ final game of the Champions League Twenty20 today, as he looks to get his hand on the Golden Bat. Despite Tridents’ poor showing in the tournament, the left-hander has been in excellent form with 173 runs from three innings, including a superb unbeaten 111 not out against Cape Cobras last week.

The Golden Bat is awarded to the batsman with the highest aggregate.

Carter followed up his century with a top score of 42 on Sunday as Tridents lost their third straight game by six wickets, to bow out of contention in the tournament.

“I was enjoying (the innings). I love playing in

India. I was trying to target the boundaries and not play across or anything like that,” Carter said.

Phil Mickelson wrong to Full-strength SA likely criticise Tom Watson for WC preparation

USA captain Tom Watson FORMER Ryder Cup captain Mark James has said Phil Mickelson was wrong to criticise USA captain Tom Watson after Europe easily retained the Ryder Cup. With Watson sitting nearby, Mickelson told a news conference that the captain had not engaged with the players.

James, Europe’s 1999 Ryder Cup captain, said: “You stand by the captain

and the captain stands by the team.

“It’s pretty much an unwritten rule. You don’t criticise the players and the players don’t criticise you.”

Mickelson, who was left out by Watson on Saturday, said the Americans should have stuck with the system that worked so successfully for Paul Azinger in 2008, the last captain to guide the U.S. to victory.

The 44-year-old, who won two out of a possible three points, said Watson had “strayed from a winning formula”.

But a number of former European captains have said the ex-world number two should have aired his opinion in a private conversation.

Nick Faldo, under whose stewardship Europe lost to Azinger’s team in 2008,

said Mickelson had “thrown his captain right under the bus”.

And James told BBC Radio 5 live: “Tom Watson has an unblemished record among his peers and has great respect from them all.

“It’s all well Mickelson having a go at Watson for not trying the Azinger method but the last two captains didn’t use the Azinger method either, so Mickelson has had six years to say something.”

In contrast, Europe’s players have been praising their captain Paul McGinley for his meticulous attention to detail, but the Irishman has ruled out captaining the team in two years’ time.

“We’ve got some great guys waiting in the wings,” he told BBC Breakfast.

“It’s a great honour to be a Ryder Cup captain

but, for me, it’s one term only and I’ll gladly step aside and wish the next captain, whoever that may be, the best of luck.”

James, a defeated captain during America’s memorable comeback victory in Brookline, said Spain’s Miguel Angel Jimenez, 50, and Northern Ireland’s Darren Clarke, 46, were leading contenders for the job.

Stoke beat Newcastle to heap pressure on Pardew LONDON, England (Reuters) An early Peter Crouch goal gave Stoke City a 1-0 home win against Newcastle United in the Premier League yesterday to pile more pressure onto the beleaguered Toon boss Alan Pardew.

Newcastle owner Mike Ashley had played down comments he made last week that Pardew would have to go if he lost at Stoke, but the home fans still tormented the manager with chants of “sacked in the morning’ ringing out at the Britannia Stadium.

Towering striker Crouch rose highest to nod Victor Moses’ cross into the top corner of the visitors’ goal and give Stoke the lead after 15 minutes.

Pardew’s team rarely offered any encouragement to their manager but looked liked they might snatch a draw six minutes from time when the ball dropped to midfielder Jack Colback in front of the Stoke goal.

He squandered the chance, firing against the bar in an inexplicable miss that typified Newcastle’s miserable start to the season.

Kallis happy with retirement timing

By Gaurav Kalra FORMER South Africa all-rounder Jacques Kallis has said that his decision to retire from international cricket was well considered and not taken at the spur of the moment.

Speaking exclusively to ESPNcricinfo, Kallis revealed he felt “the time was right” to walk away from the game despite making his ambitions of playing the 2015 World Cup in Australia and New Zealand public earlier.

“I have always said the day I wake up and I don’t have that feeling of wanting to play international cricket, I’ll call it quits and that’s exactly what happened,” he said. “I was always going to be honest with myself about that. It would have been nice to get through to the 2015 World Cup but I’m certainly not going to play if I am even 1% off from where I should be for international cricket.”

Kallis announced his decision to retire after scores of 0, 1 and 4 in the three-ODI series against Sri Lanka in July. He had announced his Test retirement in December 2013 after the final Test against India in Durban. “I know I have made the right choice. I sleep comfortably

at night,” he said. “I felt I had spent enough time away from home, other things were more important than international cricket to me.”

Over the course of his career, Kallis was part of five World Cup campaigns that ended in defeat. He insists the tag of chokers is “overused” and is regarded as a “joke” within the side.

According to Kallis, “Little things have gone wrong at the wrong time” in previous World Cups for South Africa. “Somewhere along the line I can guarantee you, South Africa will win a World Cup and the way the team is playing at the moment, there’s no reason it can’t be the one coming up.”

While Kallis’ international career might be over after 166 Tests and 328 ODIs, he intends to continue playing T20 cricket around the world for a few more years. Currently in India for the Champions League T20 as a member of Kolkata Knight Riders, Kallis said he enjoyed the role of mentoring younger players. “When I grew up, seniors did that for me. I have 20 years of knowledge and I can pass that on to some of the youngsters and help them become cricketers they want to become.”

Prime Minister Mitchell praises new WICB leadership BRIDGETOWN, Barbados - The CARICOM leader who perhaps pays the most attention among the heads of government to the fortunes of West Indies cricket likes the steps now being taken by the game’s administrators to clean up the region’s act on and off the field.

And high on Dr Keith Mitchell’s list “of steps in the right direction” are: the West Indies Cricket Board’s efforts to make the game more exciting for fans, the presence of legendary former West Indies captain Clive Lloyd as the new chairman of selectors, and the changes being made to the schedule of venues where Tests and limited-overs games are to be played.

He also likes the role selector Courtney Walsh, a former West Indies captain from Jamaica, and Curtly Ambrose, a retired fast bowler from Antigua and now coach, are playing.

Just as important are the moves to boost the WICB’s finances, he said.

“Cricket is crucial to the West Indies and I talk about the game because there is a high correlation between

Prime Minister Keith Mitchell the performance of the West Indies on the field and the finances of the West Indies Cricket Board,” said the Grenada prime minister.

“People are not going to get serious and invest in your team and in your sport if it is not playing at the level that would make it attractive to crowds and people in general.

York that the side’s “poor performance over the years” had led to sparse crowds at Tests and limited-overs games.

“People have simply not been attending the matches,” he said. “That’s a far cry from the days when the West Indies dominated international cricket and were world champions and you couldn’t get a seat in a stadium.

“If people are not attending the matches, the business community isn’t going to provide the level of support that’s needed. It’s that simple.

“They are tied and I am hopeful that we would see some serious changes in the level of financial activity within the board.”

Mitchell, who often reports to CARICOM prime ministers and presidents on cricketing issues when they meet at summits, praised the board’s new leadership saying it had moved aggressively in recent times to try to reverse the declining fortunes of West Indies cricket.

“The advent of someone like Clive Lloyd

as chairman of selectors, knowing his passion for West Indies cricket and the redevelopment of our sport is a good sign,” he said. “The involvement of people like Curtly Ambrose and Courtney Walsh at the coaching level and at the selection level is another positive sign.

“What we are hoping will happen is that we will be able to put the best team forward for all versions of the game.”

Mitchell hopes players selected would get the message that the board “is quite serious about doing the things that it ought to have been doing for a while.

“I hope the team would now give of their best to be playing for the West Indies instead of attempting to be involved in every single T20 competition around the world,” he said.

“I know many of them are concentrating on their financial status but there needs to be some sort of commitment to West Indies cricket. The pride and joy of representing the West Indies must return.”

The day’s activity commences at 09:00hrs with a three-lap race for BMX boys nine to twelve years old and concludes with a 35-lap event for schoolboys and invitational riders which have already started to create much expectancy, since the country’s top riders will be part of the event.

It will be used as a warm-up for the Annual Ride for Life Five-Stage road race that is scheduled for October 16 to 19.

Among the cyclists expected to face the starter for the 35-lap feature event are Raynauth Jeffrey, Michael Anthony, Alanzo Greaves, defending champion Robin Persaud, Hamza Eastman, Marlon `Fishy Williams,

Enzo Matthews, Warren McKay and United Statesbased Guyanese Geron W#illiams.

This event promises much excitement as Jeffrey, who has won two consecutive races over the weekend, would be seeking to improve his ranking with a third consecutive victory from as many starts, while local cycling enthusiasts will want to witness how well Geron Williams has improved since winning the National Road Race championship a few months ago.

However, there are `dark horses’ that Jeffrey and Williams will have to be wary of, such as Michael Anthony, Persaud, Eastman and Matthews.

U.S. hurdler Kristi Castlin to visit Guyana November 5 … compliments of U.S. Embassy, to conduct workshops

By Rawle Toney AMERICAN World-rated hurdler Kristi Castlin will be making her maiden trip to Guyana from November 5 to 7, compliments of the United States Embassy in Georgetown.

According to the Embassy’s Public Affairs Officer Bobby Adelson who spoke with Chronicle Sport yesterday, though the details of Castlin’s visit are still to be finalised, the 26-year-old hurdler will be in Guyana to share her knowledge and experience to aspiring athletes.

“We’ll be doing some

workshops and training for mostly young athletes,” Adelson said.

“What happened was we reached out to her via twitter, shared our idea on what we want to do and she loved the idea.”

Castlin is the holder of a Bachelor of Science (BS) in Political Science and Government Legal Studies Concentration from Virginia Polytechnic Institute and State University.

Adelson said that the American’s visit will encompass her teaching how to balance sports and academics.

WEST Indies and Kolkata Knight Riders off-spinner Sunil Narine has been reported for a suspected illegal bowling action, following his side’s 36-run win over Dolphins in the Champions League Twenty20 Group A match last evening in Hyderabad.

The charge was laid by onfield umpires Anil Chaudhary and Chettihody Shamshuddin along with third umpire Kumar Dharmasena and specifically relates to Narine’s quicker ball.

Under CLT20 guidelines, Narine may request for an official assessment from the BCCI’s suspect bowling action committee. Narine has been placed on the tournament’s ‘warning list’ but will still be able to play.

However, if he is reported again while still on the warning list, he will be suspended from bowling for the remainder of the tournament.

Narine claimed figures of 3 for 33 in his four-over spell during the win over Dolphins. The Knight Riders next match will be in the tournament semi-finals on October 2. He is the fourth bowler to be reported during the tournament, joining Mohammed Hafeez and Adnan Rasool of Lahore Lions and Prenelan Subrayen of Dolphins. Being reported in the CLT20 has no impact on a bowler’s participation in international cricket.

Narine is currently the leading wicket-taker in this year’s CLT20 with 11 wickets in four games at an average of 7.45, also the best in the tournament. He also has the most wickets in the six-year history of the CLT20, accumulating 38 in 19 matches, eight more than Dwayne Bravo and Doug Bollinger.

Narine’s career bowling average of 8.81 in the CLT20 is almost a full eight runs better than Lasith Malinga, the next best bowler on the list who holds average of 16.40 for his 25 wickets, while Narine’s CLT20 career economy rate of 4.61 is more than a full run better than Brett Lee in second place at 5.71.

Sunil Narine’s action draws scrutiny following 3 for 33 against Dolphins and becomes the fourth bowler to be reported for a suspect action during the 2014 CLT20 .
